Galiano Island Local Trust Committee Minutes of Regular Meeting October 15, 2018 ADOPTED Page 1 of 7 Galiano Island Local Trust Committee Minutes of Regular Meeting Date: Location: October 15, 2018 North Community Hall 22790 Porlier Pass Road, Galiano Island, BC Members Present: Laura Busheikin, Chair George Harris, Local Trustee Sandy Pottle, Local Trustee Staff Present: Public Present: Kim Stockdill, Island Planner Colleen Doty, Recorder There were 25 members of the public present. 1. CALL TO ORDER Chair Busheikin called the meeting to order at 12:32 p.m. She acknowledged that the meeting was being held in territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA The following additions to the agenda were presented for consideration: GL-RZ-2016.2 (Conservancy) was added as Item 10.5. By general consent the agenda was approved as amended. 3. TOWN HALL AND QUESTIONS Andrew Loveridge, speaking as secretary of the Galiano Housing Association, presented a brief slide show of Galiano Green, highlighting the recent fence that Galiano Green recently installed along the boundary of the property. He requested approval of GL-DP-2018.1 and GL-DVP- 2018.1. He noted Galiano Green’s emphasis on rain water harvesting and referred to support of the project in the OCP. Art Moses acknowledged that this was the last meeting for Trustee Sandy Pottle. He thanked her for the work she has done. Suzanne Fournier echoed sentiments expressed by Art Moses. She spoke about civil discourse and the need to be heard. Andrew Loveridge acknowledged the work that Laura Busheikin has done. Sheila Anderson requested an amendment in the minutes of September 17, 2018. In the Town Hall section, she would like the phrase “question from Sheila Anderson” to replace the phrase “comment from the public.” With respect to the development permit for Galiano Green, she has concerns about rainwater collection being able to sufficiently meet water needs. Akasha Forest raised points about groundwater needs. She thanked Sandy for her research work on the topic. She presented cautions for using rainwater catchment and requested the Local Trust Committee (LTC) to have the hydrogeologist come back and give a presentation. Trustee Pottle noted she sent the APC report to the Islands Trust hydrogeologist. Chair Busheikin reminded staff to bring up points to be actioned later on in the meeting. Kiyo Okuda thanked Sandy Pottle for her work. He noted that the Short Term Vacation Rental issue is unresolved. He spoke in favour of the democratic process. A question was presented as to how much a post-public hearing rezoning may be discussed by candidates currently campaigning. Chair Busheikin recommended
