RECOMMENDATION 
1. That  the Saturna  Island Local  Trust  Committee endorse the LUB  amendments  that  it wants to  proceed 
with. 
2. That the Saturna Island Local Trust Committee endorse the amended project charter dated October 17, 
2017.  
REPORT SUMMARY 
The review and update of the Land Use Bylaw (LUB) is a top priority project of the Saturna Island Local Trust 
Committee (LTC).   
This report recommends that the LTC endorse LUB amendments that are achievable in the remainder of its 
term.  Complex amendments that require substantial staff time, further analysis and significant community 
consultation that are identified by the LTC as important should be put on a project list for further review when 
time and resources permit.  Amendments that the LTC does not support will be removed from the proposed list 
of amendments entirely.  
BACKGROUND 
The LUB has not been reviewed in its entirety since it was adopted on November 14, 2002. The LTC made the 
review of the LUB a top work program priority at its September 16, 2016 LTC meeting.  Clear regulations assist 
the LTC, planning staff and the public in understanding how LUB regulations apply to the Saturna Island Planning 
area.  Staff is proposing a comprehensive technical review of the LUB.   A project charter was endorsed October 
20, 2016.  The project charter requires updating as some of the timelines have changed.  Staff and legal counsel 
have reviewed the existing LUB and have provided recommended revisions, additions, and deletions of a 
technical nature that were identified as a result of the review. The recommended revisions involve formatting, 
layout, and wording.  The recommended changes include but not are limited to the following: 
 Revising or removal of out-of-date references 
 Revisions for clarity, correctness, and consistency

 Changes to regulations that exceed the LTC’s jurisdiction 
 Revisions to regulations that are inconsistent with recent case law 
 Review of definitions 
The LTC was presented with a staff report at its April 20, 2017 meeting. The staff report contained a copy of the 
Saturna LUB with recommended changes highlighted.  The staff report also recommended changes to specific
