Fiona MacRaild, Senior Intergovernmental Policy Advisor 
Kate Emmings, Environmental Protection Specialist – Trust Fund 
Lori Foster, Planning Team Assistant - Recorder 
  
Public Present: There were approximately 17 people in attendance. 
 
 
5.1.1 Saturna Island Local Trust Committee Bylaws No. 117 & 118 
Chair Grams called the Public Hearing to order at 1:04 p.m.  He read a formal 
statement outlining the content, purpose, and process of the Public Hearing.  
 
Planner Richardson reviewed the staff report and subsequent bylaws.   
 
Chair Grams opened the floor to questions and comments. 
 
Bettyann Hayward asked where the public hearing notices had been posted, 
she had not seen them.   
 
Chair Grams responded that all the legal requirements for notification had been 
met with postings of the notice on the bulletin boards, newspaper and mail outs 
to neighbours. 
 
Bill Sheffield spoke in support of the draft bylaws. 
 
Bettyann Hayward asked if this meeting would conclude the application and 
bylaw process. 
 
Chair Grams responded that it would be inappropriate to defer this Public 
Hearing because it has met legal requirements.

He called three times for further comment from the floor and received no further 
response. 
 
Chair Grams concluded the Public Hearing and closed the meeting at 1:10 p.m.
