1. CALL TO ORDER 
 
Chair Grams called the meeting to order at 9:30 am.  He acknowledged that the meeting 
was being held in traditional territory of the Coast Salish First Nations. 
 
2. APPROVAL OF AGENDA 
 
 By general consent the agenda was approved as presented. 
 
3. TOWN HALL AND QUESTIONS 
 
Draft Advisory Planning Commission (APC) recommendations on Bylaw No. 203 & 204 
are available for information. 
 
4. COMMUNITY INFORMATION MEETING 
 
4.1 North Pender Island Local Trust Committee Bylaws No. 203 & 204 
 
Planner Starke provided background to the policy development and consultation process 
that resulted in proposed Bylaws No. 203 & 204. She explained the bylaws and how they 
will regulate STVRs through the Land Use Bylaw (LUB), the North Pender Island Official 
Community Plan (OCP), and  Temporary Use Permit (TUP).    
 
The community had questions regarding:  
 
● restrictions on STVRs on multiple adjacent properties;  
● penalties and the complaint process for bylaw infractions;  
● restrictions on multiple STVRs on one property;  
● the timeline for approving TUP applications;  
● potential limits on the total number of TUPs issued; 
● restrictions on watercraft on Buck and Magic Lakes 
● different definitions of building vs. dwelling, property vs. lot 
● communication between the LTC, STVR applicant and neighbours

Planner Starke clarified that the bylaws allow only one STVR per property, there is no 
limit on the number of properties that can have STVRs if allowed by zoning but that if a 
TUP is needed, the LTC can consider how many other STVRs there are in the 
neighbourhood; that bylaw enforcement fines could be issued, security deposits held, 
and permits not renewed as a way to enforce permits; that the TUP approval process 
would take three months or less; and that the TUP condition that there not be off-island 
watercraft on Buck Lake and Magic Lake is proposed to protect the lakes from potential 
contamination and the introduction of invasive species.
