Chair Grams read the Chairperson’s Opening Statement. Planner Starke summarized the 
hearing notice, and relevant agency comments. 
 
5.1.1 North Pender Island Local Trust Committee Bylaw No. 203 
5.1.2 North Pender Island Local Trust Committee Bylaw No. 204 
 
Alison Higginson spoke in favour of STVRs, but with concerns about 
ambiguous language in the bylaws with respect to water usage, and about 
discriminatory restrictions on watercraft.  
 
Annie Smith spoke in favour of STVRs, with similar concerns about water supply 
and watercraft.  
 
Jim Burrows spoke to the need for clearer guidelines for STVRs, with concerns 
about the erosion of community and commercialization of residential 
neighbourhoods.  
 
Marika Kenwell spoke in support of the bylaws, and the need for well-regulated 
STVRs as outlined in the bylaw amendments.  
 
Chair Grams called for further submissions three times. Trustee Barber noted 
that the Magic Lake Water and Sewer Committee had conducted a survey and 
produced a report, which indicated support for regulated STVRs. 
 
Chair Grams declared the Public Hearing closed at 10:24 am.
