NOTES OF THE GALIANO ISLAND  
LOCAL TRUST COMMITTEE  
COMMUNITY INFORMATION MEETING  
HELD ON MONDAY, FEBRUARY 3, 2014 AT 1:10 PM 
AT THE SOUTH ISLAND COMMUNITY HALL,  
GALIANO ISLAND, B.C.

There were approximately eighteen (18) members of the public present. 
  
Chair Hancock called the meeting to order at 1:10 p.m. Introductions were made and the 
meeting introduced. 
 
Chair Hancock stated that a Community Information Meeting (CIM) gives the public an 
opportunity to ask questions. 
 
 3.1 Galiano Island Local Trust Committee Bylaw No. 241 
 
  Planner Nichols provided information and stated that in general terms, the 
  purpose of Proposed Bylaw No. 241, is to amend Galiano Island Land  
  Use Bylaw No. 127,1999. The proposed amendments are to address the  
  issue of sawmilling on residential lots. The intent being that residential  
  sawmilling operations are temporary in nature and for sole use of the owner 
  for use on their lot and not for commercial use or home occupation. The  
  amendments establish a new definition of temporary sawmilling on  
  residential lots. The definition establishes temporary sawmill management, 
  location and hours. 
 
Chair Hancock invited the Trustees to ask questions. 
 
Chair Hancock invited the public to make comment. 
 
Michael Sharp (Galiano resident) asked why sales of milled lumber by the 
 owner and from the owner’s property is not being permitted.  
 
Trustee Decario responded that the issue of permitting sales of milled lumber 
 had not been brought up in previous discussions. She stated that the Local 
 Trust Committee (LTC) is addressing an issue whereby a residential 
 sawmiller was exceeding the 14 day limit. She stated that issues regarding 
 sales could be addressed in the future as needed.   
 
There was some discussion regarding bylaw enforcement.  
 
Michael Sharp (Galiano resident) stated concern that complaint-based 
 bylaw enforcement is inequitable.

  Sandy Moodie (Galiano resident and Sawmiller) stated that owners sell 
  excess lumber from their properties in order to defray costs associated with 
  home building. He stated that Proposed Bylaw No. 241 is too narrow in  
  scope and that the sale of lumber by the owner and from the owner’s  
  property should be permitted. He suggested the LTC broaden the scope of 
  the bylaw by permitting sales and instea
