The property contains three Development Permit Areas: Development Permit Area 1 – Riparian Areas, Development Permit Area 5 – Sensitive Ecosystems and Development Permit Area 7 – Steep Slope Hazard Areas. Given the constraints on the site with the stream (Jack Creek) and associated riparian area the proposal includes variances for the location of the septic field and the location of a lock block retaining wall. The area that is being proposed for the new fire hall is located on cleared land (vacant) formerly used as a pasture lands, and is not located within a sensitive wetland or woodland ecosystems. As the fire hall construction will require a building permit it is exempt from meeting the requirement of a DP for Steep Slope Hazard Areas. This is the second Development Permit application since the introduction of the Galiano Islands Development Permit Areas (DPA) last November. The applicant has hired a Registered Professional Biologist (RP Bio) to assess the Development Permit Areas, in particular the Riparian Areas and the Sensitive Ecosystem Areas. The watercourse (Jack Creek) falls under the Riparian Areas Regulation (RAR) and therefore requires a Qualified Environmental Professional to complete an assessment of the site (See Schedule A for a copy of the Assessment Report) and make recommendations on the development in the protection of the watercourse habitat. A draft Development Permit is attached as Schedule ‘C’ for the LTC’s consideration.
