MINUTES OF THE GABRIOLA ISLAND LOCAL TRUST COMMITTEE MEETING 
HELD AT 10:15 AM ON THURSDAY, JANUARY 17, 2013  
AT THE WOMEN’S INSTITUTE, 
476 SOUTH ROAD, GABRIOLA ISLAND, BC 
 
 
PRESENT: David Graham Chair

There were (2) local media representatives and (5) members of the public present. 
 
 
1. CALL TO ORDER 
 
Chair Graham called the meeting to order at 10:18 am.  He introduced the trustees and himself to the 
public.  He acknowledged that the meeting is being held in the traditional territory of the Coast Salish 
First Nations. 
 
 
2. APPROVAL OF AGENDA 
 
The agenda was adopted by consensus with the following amendments: 
 
• Defer Item (5.) Correspondence, until next meeting 
• Defer item (6.) Reports until next meeting 
 
   
3. MINUTES 
 
3.1 Local Trust Committee Meeting Minutes of November 20, 2012 – for adoption 
 
The Local Trust Committee adopted the minutes of the November 29, 2012 business meeting 
by consensus with the following amendment: 
 
-  Page 8, Section 14.1.3, capitalize last name of Karen “Curry”.

3.3 Gabriola Island Advisory Planning Commission Meeting Minutes - none

4. BUSINESS ARISING FROM MINUTES 
 
4.1 Follow-up Action List dated January 8, 2013 
 
Planner Fox had nothing to add but invited the trustees to let her know if they had any 
questions. 
 
4.2 Email dated November 29, 2012 from Kathy Ramsey, Gabriola Arts Council President regarding 
Institutional Zoning for the Women’s Institute Property 
 
Trustee Malcolmson noted the following points: 
 
o That she has had email correspondence with the parties involved   
o The Arts Council was hoping the Local Trust Committee would look at the zoning for the 
Women’s Institute Property 
o There was a planner report in June of this year that gave the different options  
 
The trustees discussed the email and options from the planner report. 
 
GB-001-2013  It was MOVED and SECONDED that the Gabriola Island Local Trust Committee encourage 
the Gabriola Arts Council to pursue its proposed Woman’s Institute Hall bylaw amendment 
through option 3 of the June 11, 2012 staff report, i.e. to submit a site-specific zoning 
amendment and apply for application fee sponsorship, and that staff inform the applicant of 
the sponsorship process.

4.3 Staff Advice regarding TEDxGabriolaIsland Event – verbal update 
 
Planner Fox advised that the event does not meet the Islands Trust policy cr
