Hi Alexandra, 
Thank you for the clarification of what is required to support my presentation to Trust 
Council. I will address 3 issues in my presentation to Trust Council as summarized 
below. 
1. Given the findings in the May 2026 phase 4 Public Engagement Report, I will 
propose an option for Trust Council to consider for the draft Trust Policy 
Statement consistent with the guidance offered to Trust Council in the Minister’s 
April 28, 2025 letter. 
2. On the basis of the 2025-26 budget, I will share my views on steps to better 
reconcile the budget consistent with the statutory Object of the Trust and with the 
current Trust Policy Statement. 
3. After reviewing Canada v. Vavilov and the subsequent Auer v. Auer, I will 
propose an approach for revising the outdated Trust policy 1.3.1 for 
implementing the “contrary to or at variance with” test in section 15 of the Act.
