[0:00:07] Trustee Luckham: Local Trust Committee. This is part two of our local LTC meeting that began on Tuesday,

[0:00:18] Trustee Luckham: where we dealt with the bulk of items. And we've got a couple of items that required more attention

[0:00:24] Trustee Luckham: and we're unfinished and we're going to deal with those this morning. Just recognizing that we're

[0:00:31] Trustee Luckham: a beautiful cold morning here this morning, frost, we haven't had many days of frost,

[0:00:35] Trustee Luckham: but a beautiful cold morning here with the sun shining on the trees in Coast Salish Territory,

[0:00:41] Trustee Luckham: a place which is an honor and privilege for me to live as it is my colleagues I know and just

[0:00:47] Trustee Luckham: want to recognize the rich history and culture that has been here since the beginning of time

[0:00:52] Trustee Luckham: and it's a pleasure every day to wake up here. Joining me this morning is Peter Grove,

[0:00:59] Trustee Luckham: elected on Salt Spring Island, and Laura Patrick, elected on Salt Spring Island.

[0:01:04] Trustee Luckham: We have our regional planning manager, Stefan Surmak, with us. Good morning, Stefan.

[0:01:08] Trustee Luckham: Our planner, Louisa Garbo. Good morning, Louisa. We have Jordy Gordon in the background there,

[0:01:16] Trustee Luckham: planner. And we have a couple of other staff members. Rob Pringle is running our meeting

[0:01:21] Trustee Luckham: today and thank you for that rob and sarah sugar our minute taker will be uh keeping

[0:01:28] Trustee Luckham: uh track of the motions and decisions that we make here today thank you sarah for joining us

[0:01:35] Trustee Luckham: so we uh i wanna we actually are opening a fresh meeting here this morning so i want to just call

[0:01:43] Trustee Luckham: the meeting to order and i want to ask if there's any additions or deletions from the agenda no

[0:01:51] Trustee Luckham: then i'm going to take it by general consent i'm going to take it by general consent

[0:01:55] Trustee Luckham: that we adopt the agenda as presented um and the first item on here is the housing housing

[0:02:00] Trustee Luckham: challenges and solutions project charter that charter came in late uh in fact i only looked

[0:02:08] Trustee Luckham: at it this morning um and i'm not sure if it's on the website or not for the public to to view yet

[0:02:14] Trustee Luckham: yet or not. And I'll ask Louisa, is that on the website for folks to see?

[0:02:30] Voice 8: So it's sort of in a form of walking into the meeting with the project charter.

[0:03:01] Trustee Luckham: So we'll just call it. I think that's a good way to characterize it. It's not dramatically different than the one that was presented on Tuesday. It's just been fine tuned. So that's super.

[0:07:12] Voice 8: And I really appreciate your time this morning to continue with the item that we didn't finish last time.

[0:07:19] Voice 8: I did revise the project charter with the guidance of Trustee Patrick, and I really appreciate that.

[0:07:29] Voice 8: I'm going to go to the share screen just to show a couple of slides.

[0:07:46] Voice 8: So after yesterday, I made some, I guess, revision to the resolution for the trustees to consider this morning.

[0:07:56] Voice 8: And we can go back to that in a minute.

[0:07:59] Voice 8: But also show that the project charter, like I said, it's literally me walking in to hand in the paper copy.

[0:08:06] Voice 8: and this is the zoom version of it to show the amendment that got changed we have

[0:08:13] Voice 8: make it more broader and so open a lot of options and also at the same time more sustained

[0:08:20] Voice 8: but i'm going to stop sharing so that i can go to the next version and bear with me for a second

[0:08:30] Voice 8: because there are some changes made as a result of this morning.

[0:08:35] Voice 8: So I'm going to try and share again with the version that I have.

[0:08:42] Trustee Luckham: So is this different than the version that you have emailed us?

[0:08:47] Voice 8: The one that I just shown on the screen is the versions that I just emailed,

[0:08:52] Voice 8: but I also made another change because of the information received from Trustee Patrick this morning.

[0:08:59] Voice 8: so what I did was I added the purpose to the project charter and this is the second version

[0:10:15] Trustee Grove: It says LTC must cooperate with all levels of government.

[0:10:20] Trustee Grove: I would rather that be may or should or something,

[0:10:24] Trustee Grove: but that must really, really ties our hands

[0:10:28] Trustee Grove: and not necessarily all level of government,

[0:10:30] Trustee Grove: not for profits etc may not want to cooperate with us um so uh we have to be careful about

[0:10:53] Trustee Patrick: think it's important i'm sorry that i i would like just to speak to this for a moment because

[0:10:58] Trustee Patrick: because this didn't exist until 6 a.m. this morning

[0:11:01] Trustee Patrick: after not sleeping all night.

[0:11:02] Trustee Patrick: And one, I'd really like, Louisa, thank you.

[0:11:05] Trustee Patrick: I did briefly work with Louisa,

[0:11:08] Trustee Patrick: but I've been working 12 hours a day this week

[0:11:11] Trustee Patrick: and attending more meetings than I can imagine.

[0:11:14] Trustee Patrick: So I've been doing every hour I can on thinking about this.

[0:11:20] Trustee Patrick: And then this morning woke up with, this is what we need.

[0:11:23] Trustee Patrick: So this is open to conversation,

[0:11:25] Trustee Patrick: because like i said this didn't exist before 6 a.m this morning and i frantically worked um

[0:11:30] Trustee Patrick: on it up until the beginning of the meeting so their improvements could be made i know i as an

[0:11:37] Trustee Patrick: elected official i i can't rest i can't rest while i know that we've got employees on this island

[0:11:45] Trustee Patrick: nurses working in our hospital during a pandemic they have to sleep in their cars that we have

[0:11:51] Trustee Patrick: mothers you're rowing out with their babies to a hollowed out sailboat to live because there is

[0:11:58] Trustee Patrick: nowhere else so I'm concerned and I'm worried that you know we we need to be a little bit stronger

[0:12:10] Trustee Patrick: in what we're saying as the local trust committee I'm not speaking to staff right now I'm speaking

[0:12:15] Trustee Patrick: me to my fellow trustees that we need to be strong we need to say we're leaders yes it's hard yes

[0:12:25] Trustee Patrick: it's overwhelming but we need to say we must do everything within our power to address this

[0:12:33] Trustee Patrick: crisis and that we can address this crisis in absolute honor of the mandate of the trust and

[0:12:42] Trustee Patrick: And that is the best way to solve this problem, by looking at it in an integrated way so that we're solving all we can at the same time.

[0:12:51] Trustee Patrick: So I generated these statements. These came not just from my imagination.

[0:12:58] Trustee Patrick: they came from our own documents as well as that are whatever the last housing work plan document

[0:13:07] Trustee Patrick: was as to what we could do as well as the the bc province's toolkit for for housing as to what

[0:13:15] Trustee Patrick: what we can do so that's where these statements were derived from um and and i think it's important

[0:13:24] Trustee Patrick: that we make that strong statement and that we need to be seen in the community as being clear

[0:13:29] Trustee Patrick: and strong and that to me if we can put these principles around this project charter then we're

[0:13:36] Trustee Patrick: not going to get hung up on the wording of the project charter that if we've got these principles

[0:13:41] Trustee Patrick: and what is the outcome that we're looking for staff have basically as I understand the project

[0:13:48] Trustee Patrick: charter and where they are in my conversations with Louisa is they're saying we need to go to

[0:13:52] Trustee Patrick: the OCP and we need to focus on amending the OCP. The other step that's on the table that we should

[0:14:00] Trustee Patrick: decide is the tool of creating a strategic plan or an action plan before we make the decision on

[0:14:11] Trustee Patrick: doing the OCP. And I think we should discuss that as trustees. Is that a tool? Do we want to take

[0:14:18] Trustee Patrick: that step, recognizing that we don't want to just take years to create an action plan for years to

[0:14:24] Trustee Patrick: to get to an OCP but that we have a flexible approach to it and that if there are immediate

[0:14:34] Trustee Patrick: solutions that we're able to get those going so that we're not just focused on you know one thing

[0:14:40] Trustee Patrick: that we're open-minded and that we are working toward a strategic action plan if that's a word

[0:14:48] Trustee Patrick: uh for for housing um based on these principles and that we still can take immediate action if it

[0:14:58] Trustee Patrick: becomes obvious um that we can do it so that's really what i'd like to discuss it with the

[0:15:05] Trustee Patrick: trustees is how do you feel about this approach and what is the right way we should do it we lost

[0:15:16] Trustee Grove: our chair again no

[0:15:17] Trustee Luckham: i'm reflecting i'm reflecting on the situation that we find ourselves in with

[0:15:24] Trustee Luckham: a document that i have not read and um and um and we're and i appreciate the staff is trying to

[0:15:33] Trustee Luckham: accommodate this in their work um and i i actually simply need to read this uh if this uh in blue on

[0:15:44] Trustee Luckham: the screen here is being incorporated into the project charter um then i need to read it and

[0:15:51] Trustee Luckham: so i appreciate what you've just said there laura and i certainly agree with um all of that um and

[0:16:01] Trustee Luckham: i think that's the i i hope that that's the purpose and that we all do agree with uh essentially what

[0:16:08] Trustee Luckham: you said there in broad it's difficult for me to grasp that and and foolishly attempt to read

[0:16:15] Trustee Luckham: something at the same time but i've tried to focus on what you were saying so i haven't read this

[0:16:19] Trustee Luckham: thoroughly um i um i would suggest we maybe just recess for five minutes and i would like to have

[0:16:27] Trustee Luckham: this emailed to me as what the new charter actually is if this is what what staff has

[0:16:33] Trustee Luckham: integrated this into it as a proposal for us to discuss um so that i can be sure and i can do my

[0:16:40] Trustee Luckham: own markups and that kind of thing and uh and then we come back here and uh if that's all right with

[0:16:45] Trustee Luckham: you in say five or ten minutes after we've had a chance to review that and think about what you've

[0:16:51] Trustee Luckham: positioned and then certainly give you an opportunity um you know it's a little difficult

[0:16:57] Trustee Luckham: I'll give you and this planner Garbo an opportunity to speak to her amendments

[0:17:04] Trustee Luckham: that she's made up this morning and then what it is that you've added this

[0:17:11] Trustee Luckham: morning and I'm presumed I'm presuming that that trustee Garbo and plant

[0:17:20] Trustee Luckham: regional planning manager Cermak have had an opportunity to look at this and

[0:17:24] Trustee Luckham: and digest it and find out how it's gonna fit

[0:17:26] Trustee Luckham: into the document.

[0:17:27] Trustee Luckham: So can we just do that?

[0:17:28] Trustee Luckham: Take an extra five or 10 minutes here and just look at this.

[0:26:36] Trustee Luckham: that I'm I'm guessing is wholly correct me if I'm wrong is wholly been submitted

[0:26:42] Trustee Luckham: by Laura I'm guessing that staff reformatted it to fit the style of the

[0:26:50] Trustee Luckham: of the project charter itself, would that be correct?

[0:27:22] Trustee Luckham: Anyway, so appreciate your introduction there about the necessity for leadership in creating opportunities for housing in respect of the other essential elements of that and the community's needs with respect to the Perseverance Protect mandate and with respect and specifically with climate change.

[0:27:54] Trustee Luckham: coastal Douglas fir, water, and socioeconomic circumstance.

[0:28:08] Trustee Luckham: So I'm gonna actually just go to Plano Garbo

[0:28:11] Trustee Luckham: and just say, Plano Garbo,

[0:28:13] Trustee Luckham: how do you perceive advancing this now?

[0:28:16] Trustee Luckham: And does Laura Patrick need to speak

[0:28:24] Trustee Luckham: to speak to these two, four, six, eight, nine bullets.

[0:28:28] Trustee Luckham: And I think maybe there needs to be a discussion

[0:28:31] Trustee Luckham: about the content of those nine bullets.

[0:28:34] Trustee Luckham: Yeah,

[0:28:36] Trustee Patrick: no, I think us as trustees

[0:28:37] Trustee Patrick: need to discuss these nine bullets.

[0:28:39] Trustee Patrick: This is our voice.

[0:28:44] Trustee Patrick: The second piece that we need to discuss

[0:28:47] Trustee Patrick: as well as the what is it we're asking staff to do.

[0:28:51] Trustee Patrick: the you know are we saying update the OCP or we need to consider the option that's not really

[0:29:00] Trustee Patrick: on the table here but or we could clarify is are we trying to create and prioritize options

[0:29:08] Trustee Patrick: that include the OCP but don't limit to the OCP that and also include any immediate you know like

[0:29:20] Trustee Patrick: identify and prioritize options that also allow for the identification and implementation of

[0:29:27] Trustee Patrick: immediate actions if identified or whatever the word is. So there's two conversations. So the

[0:29:35] Trustee Patrick: first is these statements. And then the second is, what are we exactly asking to do with this

[0:29:41] Trustee Patrick: project?

[0:29:41] Trustee Grove: I agree with that. Let's look at these statements.

[0:29:44] Trustee Luckham: Okay. But before we get there,

[0:29:46] Trustee Luckham: in terms of a process right um to be respectful of everybody um including the public um that um

[0:29:56] Trustee Luckham: we brought the expectation

[0:30:00] Trustee Luckham: I had today was that we were going to review a project charter, and we were going to potentially

[0:30:04] Trustee Luckham: make some minor adjustments and adopt or approve a project charter in some way, shape, or form.

[0:30:12] Trustee Luckham: What I would maybe like to do, and Stefan, I'm going to squeeze you on this one,

[0:30:18] Trustee Luckham: is what is your expectation based upon the direction that you've received so far

[0:30:23] Trustee Luckham: with respect to delivery of a project charter, and what should we be expecting

[0:30:29] Trustee Luckham: what should we understand quintessential to this conversation we're about to go

[0:30:34] Trustee Luckham: into about the development of a project charter and then if we want to diverge

[0:30:43] Trustee Luckham: from that course to have a more lengthy conversation about some of the housing

[0:30:48] Trustee Luckham: issues and the specific direction it seems to me that's something we should

[0:30:54] Trustee Luckham: discuss and certainly the context of these bullets is appropriate but I want

[0:30:58] Trustee Luckham: to know where we're going and what the objective of today's uh meeting what the what we should be

[0:31:05] Trustee Luckham: looking for in terms of an outcome for today's meeting from your uh staff process uh perspective

[0:31:12] Trustee Luckham: because clearly there's a political leadership role here and a political direction that needs

[0:31:20] Trustee Luckham: to be provided can you help me with just for clarity so that we all know what we're doing

[0:31:26] Trustee Luckham: because i'm not totally sure sure

[0:31:29] Voice 3: well as i understand the question mr chair the um you know

[0:31:34] Voice 3: the purpose of today's meeting and you know continuation of tuesday's meeting is to approve

[0:31:38] Voice 3: the project charter once we have an approved project charter staff are free to start the work

[0:31:44] Voice 3: that's engaged that that's itemized in the project charter um you'll note of course it's a scope of

[0:31:50] Voice 3: budget in the timeline. The, you know, it's not a static document, never intended to be a static

[0:31:57] Voice 3: document, but it is meant to sort of contain and avoid things like scope creep and what have you

[0:32:02] Voice 3: on foreseen expenses and whatnot. I won't comment on the purposes. I did read them for the first

[0:32:09] Voice 3: time, like everybody else this morning. And I think that's Trustee Patrick's right. That's an

[0:32:13] Voice 3: LTC discussion. You know, if you wanted staff feedback, I'd encourage, I'd want us to go away

[0:34:37] Trustee Grove: sort of made it many times. The LTC has limited powers. I do not want to make it appear to the

[0:34:45] Trustee Grove: community that the LTC can fix these issues. And unfortunately, I think to some degree,

[0:34:51] Trustee Grove: this makes it sound as if we have remarkable powers and the ability to resolve our housing

[0:34:58] Trustee Grove: issues to that point, which is, you know, I'm in the crosshairs right now on social media

[0:35:05] Trustee Grove: about because I have said so I have paid my messages you know so down so down

[0:35:10] Trustee Grove: people is only so much that we can do housing let's not forget housing is

[0:35:17] Trustee Grove: actually the responsibility of the province I mean our responsibility is

[0:35:21] Trustee Grove: land-use planning and in this case zoning so in setting the tone and that's

[0:35:31] Trustee Grove: so important. I do not want to make it look as if we can resolve the challenges before us. We can

[0:35:40] Trustee Grove: certainly help and we can play an important role, but we're not going to fix the problem. So I think

[0:35:48] Trustee Grove: that's an important element. I have a few, very few comments on these specific bullets. I think

[0:35:55] Trustee Grove: it's a great piece of work and I think it's very helpful to have it as background. Thank you.

[0:37:12] Trustee Patrick: We've got nice houses.

[0:37:13] Trustee Patrick: We can go to sleep at night.

[0:37:14] Trustee Patrick: But our services, our hospital, our schools, our fundamental things that we need and rely

[0:37:21] Trustee Patrick: rely on could crumble if we can't have housing for our workforce so it's this is this is big

[0:37:33] Trustee Patrick: and we play a direct role in solving it um

[0:37:43] Trustee Luckham: i find myself and that i agree with both of you

[0:37:48] Trustee Luckham: um and it's a matter of finding that common place that will achieve this outcome

[0:37:59] Trustee Luckham: What I heard earlier is, from Stefan, is about strategic planning and project charter, and then there's, I wouldn't necessarily call it philosophical discussion, but it's a matter of clarifying the political direction in order to meet the objectives that, Laura, you articulated well.

 Chair Luckham called the meeting to order at 9:35 a.m. and welcomed everyone to an electronic 
meeting of the Salt Spring Island Local Trust Committee. Chair Luckham introduced himself, the 
Trustees and staff and expressed gratitude to live and work in Coast Salish First Nations treaty 
and traditional territory.

was presented. 
Chair Luckham requested staff to circulate the amended draft Housing Challenges and 
Solutions Project Charter dated January 22, 2021 to Trustees by email. The meeting was 
recessed to provide time for Trustees to review the new meeting materials. 
 
The meeting recessed at 9:55 a.m. and reconvened at 10:06 a.m. 
 
In  discussion, the Salt  Spring  Island  Local  Trust  Committee (LTC) amended the  draft 
Housing Challenges and Solutions Project Charter dated January 22, 2021 as follows: 
Principles and Purpose: 
 The Local Trust Committee (LTC) takes a leadership role in identifying a variety of 
housing options that meet the needs of Salt Spring residents of all abilities, incomes, 
lifestyles, livelihoods, and household types. 
 The LTC believes the Islands Trust “preserve and protect” mandate, as set out in s.3 
of  the  Islands  Trust  Act,  is  interpreted  to  not  only  preserve  and  protect  the 
environment, but to also preserve and protect a socially diverse local population. 
 The LTC is part of a federation and this means that we can learn from, share with, 
and work collaboratively with other LTCs. 
 The LTC decisions should be balanced and be acutely aware of social, environmental 
and economic elements and are rooted in sustainability and justice. Good solutions 
are integrated solutions that will also address other challenges and crises we face on 
Salt Spring (e.g., forest health and biodiversity, watersheds, changing climate, land 
use, community spirit, and resilient small business.) 
 The LTC will early and throughout the process, facilitate regular open dialogue with 
the full spectrum of the community and First Nations.  The LTC understands that 
achieving consensus may be difficult; through dialogue we can search for common 
understanding. 
 The Local Trust Committee is enabled and entrusted with the responsibility, through 
the Local Government Act to direct the location, density and form of all housing, 
and to offer land use incentives for the development of housing on private, non-
profit and public lands. Zoning, subdivision and other land use bylaws are powerful 
and  foundational  tools  our  community  can  proactively  to  achieve  a  diverse  and 
sustainable supply of housing and to curtail residential development that is out-of-
step  with  our  community’s  climate  action  and  equity  needs.  The  Trustees will 
support the community to be willing to learn and be open to new concepts. New 
concepts come from exploring lessons learned from other jurisdictions with which 
we have common interests and by exploring the “art of possible”. 
 The  Local  Trust  Committee  should cooperate  with  all  levels of  government,  non-
profits  and  community  groups,  as  well  as  the  private  sector  including  small 
businesses,  artists,  and  others  in  the  economy who  depend on  a  healthy 
environment and diverse housing options to sustain community values, and actively 
seek partnerships for real change to occur. 
 The  Local  Trust  Committee  can  provide  more  certainty  to  housing  providers  and 
developers, property owners and residents by providing clear detailed policies and 
guidelines.

agencies,  and  Trust  Council  and  other  Local  Trust  Committees  in  accordance  with
