[0:03:49] Trustee Luckham (probable): trust committee to make decisions about land use planning matters and discuss relevant business.

[0:03:53] Trustee Luckham (probable): It's also a place of employment and many staff are working at home through this pandemic situation

[0:04:00] Trustee Luckham (probable): and everybody has a right to a safe and respectful workplace and just ask

[0:04:07] Trustee Luckham (probable): everybody to be cognizant of that so the first item of business although before I

[0:04:16] Trustee Luckham (probable): move on to business just do want to acknowledge that indeed this pandemic is

[0:04:23] Trustee Luckham (probable): hitting many of our communities hard I'm sure everybody knows somebody that has

[0:04:30] Trustee Luckham (probable): certainly suffered from it. It's also obviously in our First Nations, in the First Nations

[0:04:37] Trustee Luckham (probable): communities up and down the coast. I drove through the Malahat Reserve just last week on my way to

[0:04:44] Trustee Luckham (probable): town and noticed that their community is locked down and certainly some lockdowns on other

[0:04:52] Trustee Luckham (probable): communities nearby and so our hearts and thoughts go out to them in these difficult times as well.

[0:05:02] Trustee Luckham (probable): So without further ado we have an agenda before us which was published electronically

[0:05:07] Trustee Luckham (probable): and I'm just going to ask if there's any additions or deletions from the agenda.

[0:05:13] Trustee Luckham (probable): Not seeing anything from trustees or staff then I'm going to adopt the agenda by general consent

[0:05:20] Trustee Luckham (probable): as presented. So the first item on our agenda is Town Hall. Looking at the screen, I don't see any

[0:07:50] Voice 6: related to the boat tour um i guess our question is should it remain on the fual is it something

[0:07:58] Voice 6: that we just wanna postpone and keep trying to do?

[0:08:02] Voice 6: Or is that something that I guess with conversations

[0:08:06] Voice 6: with our senior intergovernmental policy advisor

[0:08:09] Voice 6: suggests that it may be something that arises

[0:08:13] Voice 6: in our conversations with the First Nation,

[0:08:15] Voice 6: but is really sort of based on their interest.

[0:08:20] Voice 6: And so do we wanna keep it on the FUAL is the question.

[0:08:27] Trustee Luckham (probable): thank you and I'll ask the Vice-Chairs first of all what your thoughts are and then

[0:08:33] Trustee Luckham (probable): I can share some ideas that I have. Vice-Chairs, do you have any thoughts on the tour? Vice-Chair

[0:08:39] Trustee Luckham (probable): Fast.

[0:08:40] Trustee Fast (probable): Sure and I saw Director Rogers hand was up too. I think it's a good idea to consult

[0:08:48] Trustee Fast (probable): with our senior governmental advisor if this is the advice that staff are getting and there's

[0:08:54] Trustee Fast (probable): There's so much work in putting the boat tour together, and I gather that it's expensive,

[0:08:58] Trustee Fast (probable): and it takes a lot of time for all involved, and there's a lot going on, especially with

[0:09:02] Trustee Fast (probable): COVID, that I think we might want to revisit this.

[0:09:06] Trustee Fast (probable): That's my suggestion.

[0:09:08] Trustee Fast (probable): And get advice in the presence of the senior governmental advisor.

[0:09:13] Trustee Fast (probable): Lisa, over.

[0:09:19] Trustee Patrick (probable): mean, maybe the simple, you know, it exists. I think, you know, the idea is there. So it either sits there as waiting for the appropriate opportunity to link with other conversations or something of that nature so that we do acknowledge that, you know, that it exists.

[0:09:45] Trustee Patrick (probable): There has been some work taken to think about one.

[0:09:49] Trustee Patrick (probable): And then if we get into a conversation in either community to community or with other nations, that this could be moved forward more quickly.

[0:09:59] Trustee Patrick (probable): So I think just it signals it exists, but certainly saying it's in progress or on hold might be a better word.

[0:10:07] Trustee Patrick (probable): Right.

[0:10:08] Trustee Luckham (probable): Okay. Director Rogers, did you have a remark?

[0:10:12] Voice 2: If I might, if not out of order.

[0:10:14] Voice 2: I would I think it's something that you should try to keep on the list there was certainly interest

[0:10:18] Voice 2: from the Sonowish um to do it and certainly I think also since the time that the north north

[0:10:25] Voice 2: or west Bolinas has gained its park status and so on and I've certainly had questions from members

[0:10:31] Voice 2: of the community relative to to the area and whether it's a boating community the boating

[0:10:38] Voice 2: community or not but I think it's something that you should keep on the list for possibility

[0:10:42] Voice 2: possibility post-COVID, whenever things permit, and also when it can become a bit of an ongoing

[0:10:52] Voice 2: thing, because I think it would be good to get this analysis out there. Plus, also, there were

[0:10:56] Voice 2: interests from other members of the community, you know, talking about the owners of Mistaken

[0:11:02] Voice 2: Island and so on. So, I think it's worthwhile to still keep on your potential future out there.

[0:11:10] Voice 2: Okay,

[0:11:12] Trustee Luckham (probable): thank you, Director Rogers. So my thoughts on this are, you know, it's hard to imagine, but this late in the term, where we may be running out of time, part of the idea was to introduce the new LTC and the director to the islands in a way that is not possible other than visiting the location.

[0:11:38] Trustee Luckham (probable): So it may become apparent that, as we maybe run out of time in this term, that that element of it is less significant.

[0:11:47] Trustee Luckham (probable): I do, however, think, as expressed, I think, by all of you, that it's certainly an important thing and is an important thing, particularly as an opportunity for engagement with the Sinawas Nation.

[0:12:01] Trustee Luckham (probable): so I'm inclined to take the suggestion that we change the status to put on hold with maybe a

[0:12:07] Trustee Luckham (probable): remark in there pending direction from the LTC and then maybe just clean up all those other items

[0:12:14] Trustee Luckham (probable): and just remark that indeed we were very close there and we even had the MLA was interested in

[0:12:21] Trustee Luckham (probable): attending and at the time and so I think that there's relationship it's part of our relationship

[0:12:29] Trustee Luckham (probable): building exercise and I would like to see us continuing at that in some way I

[0:12:35] Trustee Luckham (probable): have been thinking about our relationship with Sananas recently and I

[0:12:41] Trustee Luckham (probable): know we've leaned on staff quite a bit to have that dialogue and that

[0:12:46] Trustee Luckham (probable): communication and sometimes maybe that is right and sometimes maybe there's

[0:12:50] Trustee Luckham (probable): other approaches and I know that when I first wanted was keen on speaking with

[0:12:57] Trustee Luckham (probable): with the Snenemo First Nation,

[0:12:59] Trustee Luckham (probable): in the end, I just ended up phoning up the chief and say,

[0:13:02] Trustee Luckham (probable): hey, how about I come for a visit, have coffee.

[0:13:04] Trustee Luckham (probable): And so maybe that's what we need to do

[0:13:07] Trustee Luckham (probable): to break the ice there,

[0:13:08] Trustee Luckham (probable): because even with Chief Seymour at Cowichan,

[0:13:13] Trustee Luckham (probable): he appreciates me phoning up and say,

[0:13:15] Trustee Luckham (probable): hey, let's get together for lunch.

[0:13:16] Trustee Luckham (probable): And that works out.

[0:13:19] Trustee Luckham (probable): So maybe there's some proactive activity

[0:13:21] Trustee Luckham (probable): I might do there with this nation.

[0:13:23] Trustee Luckham (probable): so and of course there's other interests across the trust with respect to their

[0:13:30] Trustee Luckham (probable): interests so Heather is that helpful put it on hold pending further direction of

[0:13:39] Trustee Luckham (probable): the LTC okay you don't get a motion to that effect it's Dan also for your

[0:13:50] Trustee Luckham (probable): remarks anything else on your follow-up action list no okay so then that's good so uh uh we'll

[0:14:09] Trustee Luckham (probable): correspondence um uh we've got the forest conservation outreach briefing which i think

[0:14:17] Trustee Luckham (probable): many of the vice chairs have seen this um the trustees have seen this in their role as vice

[0:14:22] Trustee Luckham (probable): vice-chairs on other LTCs where the Conservancy did some forest conservation outreach. The

[0:14:29] Trustee Luckham (probable): Bolinas-Gwen-Chelsea Islands were not identified as having lands that met that criteria and

[0:14:36] Trustee Luckham (probable): so there was no mail out to the residents or residents of the trust area. And so I think

[0:14:44] Trustee Luckham (probable): this is just here for information. Is that correct, Heather? Vice-chairs are certainly

[0:14:48] Trustee Luckham (probable): familiar with it okay so and it's a it's good work um um and uh certainly is helping feed the

[0:14:57] Trustee Luckham (probable): conversation um with respect to the coastal douglas fir project and other tree cutting activities

[0:15:07] Trustee Fast (probable): i just uh would just take a few seconds of our meeting to um reflect that

[0:15:12] Trustee Fast (probable): But this focus on large areas of forest isn't that appropriate really for Bolinas-Winchelsea because what we've got here is more of a kelp forest or more marine than islands, right?

[0:15:27] Trustee Fast (probable): Right. So this, to me, this is sort of an invitation to start thinking about the marine ecology more in Bolinas-Winchelsea and perhaps more tools, islands trust-wide, that deal with the underwater marine ecology.

[0:15:47] Trustee Fast (probable): and I'll have some things to say I think maybe under the trust

[0:15:53] Trustee Fast (probable): conservancy report or trustee reports just a few more ideas to bring into the

[0:15:58] Trustee Fast (probable): conversation make our meeting more interesting okay

[0:16:29] Voice 2: in my comments later on is questions because we had a lot of discussion about the risk to the kelp

[0:16:35] Voice 2: in the area and just what that's telling us about the marine ecology there but certainly

[0:16:41] Voice 2: I think the new park status is going to make people want to get on, get out there with kayaks and get onto the island some more.

[0:16:49] Voice 2: So it's going to have an impact also on the upland aspect.

[0:20:01] Trustee Fast (probable): as the islands trust conservancy board member and so this is another part of the trust as you know

[0:20:07] Trustee Fast (probable): director Rogers and I'm trying to bring it up highlighted a little more in our LTC meetings

[0:20:16] Trustee Fast (probable): anyway you referred to the BC Parks Foundation purchase of West Bolinas Island from a conservation

[0:20:23] Trustee Fast (probable): perspective Islands Trust Conservancy is aware of this and how we might be able to work together

[0:20:29] Trustee Fast (probable): as another reason to keep the boat trip and other opportunities to connect on the radar

[0:20:34] Trustee Fast (probable): are um uh i looked at the mount arrowsmith bioreserve and you can probably speak to all

[0:20:41] Trustee Fast (probable): this better uh bob actually but mount arrowsmith bioregion um uh newsletter and um it referred to

[0:20:50] Trustee Fast (probable): the uh well a number of interesting things they've got an april newsletter and uh like this month and

[0:20:56] Trustee Fast (probable): And they referred to the Marine Park application for the whole area of 4,900 hectares.

[0:21:05] Trustee Fast (probable): And I wasn't aware of that.

[0:21:07] Trustee Fast (probable): And I'd be interested if anybody's got any information about it.

[0:21:11] Trustee Fast (probable): And I wanted to also just flag that the Islands Trust Conservancy at our last meeting, which

[0:21:20] Trustee Fast (probable): was just March the 30th, we heard about the...

[0:21:27] Trustee Fast (probable): The Islands Trust Conservancy is joining the research group for BC Kelp Resiliency Project.

[0:21:38] Trustee Fast (probable): So this is, Islands Trust Conservancy will be involved in this and it involves mapping and planning for resilience of kelp forests in times of climate change.

[0:21:53] Trustee Fast (probable): So that's, I just wanted to flag a few things there that I, that I looked at and, and see if, if I could learn more about the Marine Park sort of project that 4,900 hectares that I wasn't aware of. Anyway, maybe somebody can fill me in on that but that's, that's my report.

[0:22:17] Trustee Luckham (probable): Thank you, Sue Ellen. Yeah, I think that that initiative has been in the works for a very

[0:22:22] Trustee Luckham (probable): long time. I don't have the details in front of me, but I was aware of that, but it didn't seem

[0:22:28] Trustee Luckham (probable): to be advancing, and maybe, indeed, Director Rogers might also have something, and you can

[0:22:34] Trustee Luckham (probable): have your opportunity when we get to your chair's report. So I'll just continue on with the reports.

[0:23:55] Trustee Luckham (probable): some protection to those places because as crown land which they are um they actually have full

[0:24:01] Trustee Luckham (probable): public access and people can have fires and run their dogs and do all these kinds of things so

[0:26:02] Voice 2: And I don't have to report at all. And one of the things with respect to the Mount Aerosmith Biosphere, I am not the RDN member on that one.

[0:26:13] Voice 2: So we do have one of our directors that is a member on that and attends the meetings.

[0:26:18] Voice 2: We have no formal MOU between RDN and Aerosmith Biosphere.

[0:26:26] Voice 2: so i'm certainly aware of of this um project and some of the efforts to look at the marine park

[0:26:32] Voice 2: but i'm not um as up to date on that as i should be or perhaps as i might be so

[0:26:38] Voice 2: um one of the things certainly we have had strong feedback and there was good support um locally

[0:26:46] Voice 2: within area e particularly here in the noose because we a lot of us look out onto to those

[0:26:52] Voice 2: islands the um for the acquisition of that as a park and it's and it's changing status um so there

[0:26:59] Voice 2: were um lots of financial contributions some from the area to help make it happen and the and some

[0:27:06] Voice 2: strong movers on that so it's um it's something that um quite pleased to have happened but it is

[0:27:13] Voice 2: not at all um it wasn't put forward um from the RDN or no finances going from from the RDN towards

[0:27:22] Voice 2: towards that.

[0:27:24] Voice 2: So I had wanted to bring up with respect

[0:27:26] Voice 2: where I think it's still valuable to get out there

[0:27:28] Voice 2: on a boat tour for this group as you move along

[0:27:31] Voice 2: and with the invitations to the appropriate

[0:27:34] Voice 2: to the and others.

[0:27:36] Voice 2: And certainly with a new MLA for this area,

[0:27:42] Voice 2: I think it would be,

[0:27:43] Voice 2: he would very likely be interested in attending too.

[0:27:47] Voice 2: And I agree with Chair Luckman that the best way

[0:27:50] Voice 2: to get in touch with so now it's just going to be a direct call with the Chief and he is very

[0:27:57] Voice 2: amenable for that type of meeting if you can meet with him and then also during non-COVID times he's

[0:28:04] Voice 2: very open to getting together for coffee and having a chance to chat. So the and one of the

[0:28:13] Voice 2: things that I've got to go back you know the last couple of years where we had that discussion on

[0:28:17] Voice 2: the marine environment and highlighted by just the lack of kelp that is something that certainly

[0:28:22] Voice 2: concerned me at the time it's something that I think would be good for this group to be able to

[0:28:28] Voice 2: put some attention to if it's if it's possible and also the concerns relative to the public

[0:28:36] Voice 2: wanting to get onto these islands and going out there with parks so it'll be it'll be something

[0:28:42] Voice 2: that is is challenging I think we'll have to watch that it's not overdone and

[0:28:48] Voice 2: then there are also people that have been out there with their boats and have

[0:28:51] Voice 2: been anchored in the bay between the two Bolinas and so on and then have been

[0:28:55] Voice 2: approached by the military police about what they're doing out there so there's

[0:29:00] Voice 2: there's certainly interest from from across the community on just activity

[0:29:05] Voice 2: around there. So

[0:29:07] Voice 2: for staff perspectives, the RDN, we are looking for and doing a search right

[0:29:15] Voice 2: now for a new general manager of our community development and strategic planning. So because

[0:29:26] Voice 2: our general manager left the RDN and went up to Courtney as CAO of the city of Courtney. So we

[0:29:35] Voice 2: are also in a search program for our a new CAO for the regional district so and also for a general

[0:29:44] Voice 2: manager for our community utilities which includes solid waste so when you take a look at our the

[0:29:50] Voice 2: our wastewater treatment plants as we move forward and we are doing a secondary upgrade to the

[0:30:00] Voice 2: treatment plant that has to be done by the end of 2023 and 2024 and we just completed the one in

[0:30:07] Voice 2: in Nanaimo the greater Nanaimo pollution control and both of those involve marine outfalls so it

[0:30:14] Voice 2: certainly is something that the neighbors and residents and the RDN as a whole are

[0:30:20] Voice 2: interested in ensuring that we proceed properly with those so I think that's about all I've got

[0:30:27] Voice 2: right now it's it's been very active we've been affected as much as anybody with um with COVID

[0:30:33] Voice 2: and the and certainly with the fact that Nanaimo um general hospital is is one of the two centers

[0:30:39] Voice 2: on the island for um COVID treatment so but um the um we're basically not in too bad shape so

[0:30:49] Voice 2: as long as vaccinations continue I think we'll all you know get a little better so anyhow that's um

[0:30:55] Voice 2: that's about all I've got. I can answer any questions, but right now I'm not up to date
