[0:00:41] Manager Emmings: working with donors and has been, I think he's under pressure to kind
[0:00:45] Manager Emmings: of move through the project quickly to meet the desires of those donors. So as part of that
[0:00:53] Manager Emmings: staff forwarded to the attention of the chair, the ability to have a special meeting, and that's why
[0:00:58] Manager Emmings: we've called the special meeting. His desire is to try to move through the agreement process
[0:01:03] Manager Emmings: process and actually get at least most of the approvals done at our May meeting.
[0:01:12] Manager Emmings: So for those of you who are unfamiliar or just becoming familiar with BC Parks Foundation,
[0:01:18] Manager Emmings: they're fairly new on the scene for conservation acquisitions in our area. They are a non-profit
[0:01:25] Manager Emmings: foundation, but are affiliated with BC Parks and have been working as sort of the, I guess,
[0:01:33] Manager Emmings: the the charitable arm of bc parks there's no formal um um i guess they've been acknowledged
[0:01:39] Manager Emmings: as their formal charitable partner but they aren't actually government so they aren't
[0:01:43] Manager Emmings: linked through any acts or anything like that um they have been working for the past i think
[0:01:51] Manager Emmings: you know two or three years um yeah in the islands trust area anyway um and what we've seen is they've
[0:01:58] Manager Emmings: been quite successful in a few projects that have come up recently, the most notable of which has
[0:02:04] Manager Emmings: been the purchase of West Valenus Island. So they're showing a pretty good track record of
[0:02:10] Manager Emmings: being able to fundraise for acquisitions and seem to be very successful in that. So part of the
[0:02:18] Manager Emmings: reason for bringing this forward is partly because it's a good opportunity for conservation,
[0:02:24] Manager Emmings: but also it's a new way of doing conservation for the Islands Trust Conservancy in that the way that
[0:02:30] Manager Emmings: the BC Parks Foundation seems to work they mostly work with BC Parks but the way they do
[0:02:37] Manager Emmings: conservation work is they acquire the land I just saw somebody oh no okay they acquire the land
[0:02:43] Manager Emmings: and actually hold the title but then lease the land back to BC Parks for management
[0:02:50] Manager Emmings: management. And for them, that's how they satisfy the desires of their donors to maintain the land
[0:02:57] Manager Emmings: as a conservation property within some control while also having BC Parks, you know, expand its
[0:03:05] Manager Emmings: holdings and its park lands. So this is how they've proposed to move forward with ITC is that
[0:03:12] Manager Emmings: this proposal of the Saturnina Island, which is a 10 acre island or a four hectare, just over four
[0:03:19] Manager Emmings: Hector's Island in the flat tops off of Gabriola. They've proposed that they would do the acquisition,
[0:03:26] Manager Emmings: they're hoping to close by the end of May, and that they would lease the land back to ITC
[0:03:32] Manager Emmings: for management. So I'm going to go through a little bit of the the implications of that,
[0:03:37] Manager Emmings: but before I do I thought I'd let Catherine just talk a little bit about the island and the
[0:03:42] Manager Emmings: the ecological values that are there.
[0:03:45] Voice 6: I will, thanks Kate.
[0:03:48] Voice 6: I'll start off by saying how upset I am
[0:03:51] Voice 6: that I did not get a chance to go to this island
[0:03:53] Voice 6: in order to do this assessment.
[0:03:57] Voice 6: Sure looks like a lovely spot.
[0:03:59] Voice 6: But so that's an important caveat, I think,
[0:04:01] Voice 6: for the board to know that this staff evaluation
[0:04:04] Voice 6: is based just on the information from the applicant
[0:04:06] Voice 6: and from what we have within our own mapping
[0:04:09] Voice 6: and other resources, but it is a small island
[0:04:12] Voice 6: and it is an outer island so it has rare ecosystems, at-risk ecosystems of Douglas fir,
[0:04:21] Voice 6: arbutus, the dry site mix but the trees are probably fairly small because they're exposed
[0:04:28] Voice 6: to a lot of wind and offshore probably very very strong winds I would think at certain times of the
[0:04:37] Voice 6: the year but uh we included all the photos from the parks foundation because i think they gave a
[0:04:44] Voice 6: really good idea of the character of the island and beyond what just shows up in the map it because
[0:04:50] Voice 6: of the lack of of deer or at least of any permanent presence of deer the understory is much healthier
[0:04:58] Voice 6: and more diverse and complete than we see in a lot of other properties that we look at throughout
[0:05:06] Voice 6: the islands trust area and I think that alone makes it a conservation priority despite the
[0:05:13] Voice 6: small size of the property because of that they didn't notice any particular you know listed rare
[0:05:21] Voice 6: species but that complexity of sort of whole ecosystem is something that we don't see very
[0:05:26] Voice 6: often in these heavily browsed islands there's also as you might have noticed in the report
[0:05:32] Voice 6: port potentially some forage fish spawning habitat and sort of a diversity of shoreline with the mud
[0:05:38] Voice 6: flats and both historical an archaeological site and some clam bed presence as well as
[0:05:47] Voice 6: a lot of birds you know the golden eagle potentially bald eagles and herons and so I think
[0:05:57] Voice 6: what's remarkable to me about this island is that it seems like it doesn't get a lot of
[0:06:03] Voice 6: kayaker and other recreational presence either and that's something that Kate I think is going
[0:06:08] Voice 6: to talk about in implications later but at the end of the day I feel that this is a property
[0:06:15] Voice 6: that is quite valuable from a conservation perspective and fits well within the regional
[0:06:22] Voice 6: conservation plan and the securement strategy, particularly because of the focus that those
[0:06:28] Voice 6: documents place on small islands and islets and on that presence of marine shorelines and the
[0:06:37] Voice 6: despite it being a small island that connectivity from shoreline up into the different terrestrial
[0:06:45] Voice 6: habitats. I can answer any questions. I
[0:06:53] Voice 9: like the natural hot tub. It does look comfortable doesn't
[0:06:59] Manager Emmings: yeah I think they provided us with the sort of almost a case for support document they
[0:07:04] Manager Emmings: might have given to donors or the photos that went along with that um okay any
[0:07:12] Voice 10: any questions uh
[0:07:14] Voice 10: Catherine about the ecology of the island as far as she can tell I
[0:07:22] Voice 9: I thought I don't really have
[0:07:23] Voice 9: a question I thought it looked it was really interesting I I found it interesting they said
[0:07:27] Voice 9: there wasn't a lot of salal and um yeah so just kind of a unique little spot um anyway
[0:07:36] Voice 9: i thought it was really sweet i want to go there too no no no okay i know but
[0:07:44] Manager Emmings: maybe soon for a special visit yeah just tiptoe
[0:07:50] Voice 2: i think the one thing that might be
[0:07:53] Voice 2: the lack of kayaking is probably the skill set because it's in the open
[0:07:57] Voice 2: waters off the north end, northeast end of Valdez and
[0:08:01] Voice 2: southwest or southeast of the Gabriola makes it bigger
[0:08:05] Voice 2: water. Just by looking across and we go through the polar pass and it changes
[0:08:09] Voice 2: who goes through as far as kayaking. So, you know, you may
[0:08:13] Voice 2: have some, but they'll be the dedicated, you know, true mariners,
[0:08:17] Voice 2: kayakers versus people on, you know,
[0:08:20] Voice 2: recreational rigs so that in itself helps it's probably you'll minimize the amount of traffic
[0:08:29] Voice 2: going to it
[0:08:30] Voice 7: yeah
[0:08:31] Voice 2: it's a beautiful I just thought it was an amazing another it's
[0:08:36] Voice 10: not why there's um
[0:08:37] Voice 10: no deer do you think because of the open like the the currents maybe you
[0:08:42] Voice 2: may not be because
[0:08:43] Voice 2: it looks close I mean deer swim yeah between islands but um yeah that may be what it is
[0:08:49] Voice 2: Is it just enough to have a nurse shower?
[0:08:52] Voice 2: There's been some tried it, but it hasn't worked out well.
[0:08:55] Voice 6: And there's also, there's no fresh water on the island.
[0:08:57] Voice 2: Yeah.

[0:09:00] Voice 6: Yeah, I think that would make a difference as well.
[0:09:02] Voice 6: They go over, they nibble some things, and then they leave again.

[0:09:13] Voice 2: But I will paddle from my place up there.

[0:09:18] Voice 2: we're going to trust the past.
[0:09:21] Voice 11: Yeah, thank you. I'm just wondering about those other Crown Islands around it. Are they visited by kayaks? Or do we know anything about the bigger environment around it in terms of the other islands? Or is that part of that proposed marine park?
[0:09:38] Voice 6: I tried to find out about that. Sorry, Kate, I don't know if you have anything you wanted to say.
[0:09:43] Voice 6: I suppose
[0:09:44] Manager Emmings: the only thing I can say is that the islands surrounding it are mostly, are all, as I can see, privately owned, except for the smaller islets that are basically rock and are crown.
[0:09:56] Manager Emmings: The Vancouver Island, I think it's the Vancouver Yacht Club, actually, one of those yacht clubs in Vancouver, anyway, owns one of the nearby islands, and they do have a presence there from time to time.
[0:10:08] Manager Emmings: I've been on that one um but you know for the most part they're privately held islands at that end
[0:10:15] Manager Emmings: um the north end of Valdez does have a provincial park and I think it's on one of Catherine's
[0:10:20] Manager Emmings: yeah right here this is provincial park and then this is also park on Gabriola so
[0:10:26] Manager Emmings: there and then in here there are um marina areas on Gabriola so there there is potential for people
[0:10:33] Manager Emmings: to paddle in um this is a tricky spot to kayak through as doug mentioned as trustee fenton
[0:10:39] Manager Emmings: mentioned but um but coming out this way um there may be traffic coming from that area
[0:10:46] Voice 10: thank you and what about the comment in regards to the proposed expansion to the federal marine park
[0:10:54] Voice 10: that's being considered but i it seems to be on the back burner now because there was an
[0:10:59] Voice 10: idea that it was going to be as as far north as um as gabriola i
[0:11:06] Manager Emmings: think what i've heard and this
[0:11:10] Manager Emmings: is purely um just from word of mouth is that it's unlikely that it will extend that far north okay
[0:11:15] Manager Emmings: but they are definitely still in conversations and one of the big pieces of that marine park
[0:11:21] Manager Emmings: at the moment is the first nations consultation yeah
[0:11:24] Voice 10: okay um well it's all a lovely island i guess
[0:11:32] Voice 10: the the the implications of um you know structurally and financially um you know i've
[0:11:40] Voice 10: got lots of questions um and also but i i do know andrew a little bit we've met with bc parks
[0:11:48] Voice 10: before um i know some of the board members i mean one of the advantages that i've seen to this
[0:11:55] Voice 10: is that they are very astute um with their um pr and public relations and it it's they always
[0:12:08] Voice 10: there's always big splashy news around them and they have that ability to up the ante a little
[0:12:14] Voice 10: little bit and and um increase our profile if we're working with them um they've been very
[0:12:21] Voice 10: successful they've just finished i think lonesome lake in the interior and a lot of press on that
[0:12:28] Voice 10: and it's very exciting to be part of that kind of you know manage that kind of partnership i think
[0:12:34] Voice 10: would be a good idea
[0:12:35] Manager Emmings: so is that a good segue chair stamford into the implication section would you
[0:12:42] Manager Emmings: Yes.
[0:12:44] Voice 10: I'm not going to influence anyone, but let's move into the structural end of it.
[0:12:49] Manager Emmings: Yeah. So the project has been moving very quickly. So if there were typos and grammatical errors in
[0:12:55] Manager Emmings: this, I'm sorry. But one of the things about BC Parks Foundation is they do seem to move through
[0:13:02] Manager Emmings: projects fairly at a fairly rapid pace once they get going. And I think that's been one of their
[0:13:07] Manager Emmings: ways of being successful also is just their ability to pivot fairly quickly.
[0:13:12] Manager Emmings: Typically, they would partner with BC Parks. I think I mentioned that earlier, but their communications back and forth with BC Parks are that BC Parks is really only interested in taking on properties that expand existing holdings or that are significant parks in and of themselves.
[0:13:29] Manager Emmings: So like West Belenus, for example.
[0:13:32] Manager Emmings: But for example, the other project that they've had in the Islands Trust area was a connector with Mount Erskine and BC Parks holds Mount Erskine as a park.
[0:13:40] Manager Emmings: So either expanding things or looking for, you know, nice big holdings.
[0:13:45] Manager Emmings: um so in my conversation with Andrew Day uh he sort of mentioned they're kind of looking for
[0:13:52] Manager Emmings: another partner in the island's trust area that um might be open to working on projects like this
[0:13:57] Manager Emmings: that are are important from an ecological standpoint but from a BC Parks standpoint
[0:14:02] Manager Emmings: aren't really suitable as parks um so there is that in terms of organizational potential um
[0:14:09] Manager Emmings: And there is the, I think, if this all goes well and if we are all satisfied with the way the partnership works, there may be opportunities for them to act as sort of the fundraising partner and for us to be more of the property management partner.
[0:14:27] Manager Emmings: From an organizational perspective, I think I've already mentioned a couple times, this is moving quickly and it's taking up some of our time.
[0:14:34] Manager Emmings: So what we have found is that the things that are falling off the list are definitely the anything that's sort of administrative in nature in terms of like our redrafting our meeting bylaw and things like that I just have not gotten to and it's partly because of this.
[0:14:50] Manager Emmings: The other thing is it's likely to, along with other projects that we have going on, it's looking like we're going to defer the final work on the reconciliation action plan in order to accommodate this.
[0:15:02] Manager Emmings: I have been in touch with Lisa Wilcox, and she's actually fairly welcoming of that delay,
[0:15:08] Manager Emmings: because she's been putting a lot of work into the policy statement at the moment.
[0:15:14] Manager Emmings: And so that's just something for the board to be aware of.
[0:15:19] Manager Emmings: In terms of our policy, of course, this is a new way of doing conservation work for us,
[0:15:24] Manager Emmings: so it's not addressed in our policy.
[0:15:26] Manager Emmings: And so the only place where we mention Lisa's is in our land securement strategy,
[0:15:31] Manager Emmings: where we kind of talk about them as a as an unused tool but that what that they are one that we could
[0:15:37] Manager Emmings: look at using into the future um and so our policies don't currently address this and so
[0:15:43] Manager Emmings: staff have really in assessing this we kind of looked at how the um how the land would be managed
[0:15:49] Manager Emmings: and tried to assess that assess the proposal in that vein so our feeling is that it's going to
[0:15:54] Manager Emmings: be managed as a nature reserve and therefore we've kind of evaluated it as if it were an
[0:15:59] Manager Emmings: acquisition project that came to us. From a financial standpoint, there are several implications.
[0:16:08] Manager Emmings: We, I mean, there are the regular costs that would go along with an acquisition project,
[0:16:13] Manager Emmings: which are our legal fees and doing registrations at the land title office.
[0:16:18] Manager Emmings: We are also doing more projects this year than we are typically accustomed to, which is good news,
[0:16:25] Manager Emmings: but also means that it has budget implications and that the way our budgets are currently put
[0:16:31] Manager Emmings: forward to trust council we usually anticipate only one acquisition each year and at the moment
[0:16:37] Manager Emmings: we're looking at tracking towards three maybe four so um so just uh in in that vein it's um as
[0:16:48] Manager Emmings: we start to assess our budgets in the fall it's likely that projects like this one will bump us
[0:16:53] Manager Emmings: because of the management planning costs so we'd likely put forward a budget that would include an
[0:16:58] Manager Emmings: extra seven to ten thousand dollars for management planning now that would be a one-time cost but
[0:17:04] Manager Emmings: something to be aware of and then the other thing is that last year we developed a sort of a property
[0:17:12] Manager Emmings: management formula so that we could every year as we did budgeting make sure we added funding to do
[0:17:18] Manager Emmings: ongoing management of lands. And so this would also bump us, I think, somewhere between $3,000
[0:17:24] Manager Emmings: and $3,500 on an annual recurring basis for property management. It's a little bit more
[0:17:31] Manager Emmings: than a regular nature reserve just because of the costs of transportation heading over to the island.
[0:17:37] Manager Emmings: But we're not anticipating, you know, major restoration projects or anything like that at
[0:17:42] Manager Emmings: this stage. Although Catherine did touch on the fact that there are archaeological sites in and
[0:17:50] Manager Emmings: around all of those islands, and so we may want to bring cultural knowledge holders over, and so
[0:17:56] Manager Emmings: that part of property management might be more robust. I think I just touched on that. We did
[0:18:06] Manager Emmings: look at the land title. There's nothing registered on the land title. It's a nice, clean title,
[0:18:10] Manager Emmings: title. But currently it's zoned resource, which actually I was quite surprised on Gabriela
[0:18:17] Manager Emmings: is quite permissive. So in taking it out of the private land realm, I think we are definitely
[0:18:26] Manager Emmings: reducing the ability for development on that island. We have sought the advice of the senior
[0:18:35] Manager Emmings: Intergovernmental Policy Advisor Lisa Wilcox on the project because there are, like I said,
[0:18:41] Manager Emmings: archaeological features in around all of those islands. And we haven't had a chance to take it
[0:18:47] Manager Emmings: for engagement to any local First Nations, but have touched base with the Ministry of Indigenous
[0:18:54] Manager Emmings: Relations just to make sure that we're not moving into an area that is
[0:18:59] Manager Emmings: very important for treaty
[0:19:04] Manager Emmings: treaty processes and uh we didn't get any um red flags from them um so at the moment uh her advice
[0:19:12] Manager Emmings: is to move forward and then try to um make sure that as we move through the management of the
[0:19:18] Manager Emmings: property that we are being inclusive and trying to um allow connection to the land or facilitate
[0:19:24] Manager Emmings: connection to the land by first nations um chair stanford kind of alluded to communications when
[0:19:32] Manager Emmings: she's she mentioned that bc parks foundation typically does some pretty bold communications
[0:19:37] Manager Emmings: when they take on a property so we have had some conversations with them around this because i
[0:19:42] Manager Emmings: think our although we haven't done a management plan for it yet the intention would likely be to
[0:19:47] Manager Emmings: keep it more in a nature like a less accessible nature reserve kind of management structure
[0:19:53] Manager Emmings: because of the delicacy of the ecosystems um and the remoteness of it um and they have indicated
[0:20:01] Manager Emmings: that they would be happy to work with us on a media release they have committed to donors that
[0:20:06] Manager Emmings: they would um promote the the don't the the donations associated with this land um but
[0:20:13] Manager Emmings: they've indicated that those donations are actually coming part of as part of a package
[0:20:17] Manager Emmings: with other properties that they have in the works right now so they could um we could work on that
[0:20:22] Manager Emmings: news release to make it so that it it doesn't highlight this as a as an accessible property
[0:20:28] Manager Emmings: party um we haven't done any referral oh climate change um one one thing that's interesting to
[0:20:36] Manager Emmings: note is that and i'm we haven't been on the island to assess this but a lot of um islets are sort of
[0:20:42] Manager Emmings: considered as potential refugia for species so as katherine mentioned there isn't as we understand
[0:20:47] Manager Emmings: a lot of deer activity on this island and so the the understory vegetation um is quite uh you know
[0:20:55] Manager Emmings: lush um but also um largely composed of native flora and um and so it's possible as climate
[0:21:05] Manager Emmings: changes that these islets will also be places where seed stock um will be maintained to kind
[0:21:12] Manager Emmings: of expand into other areas um of course it's a little bit unknown at this stage how the how
[0:21:18] Manager Emmings: climate will impact this island but um but that is is a possibility and that's one of the reasons
[0:21:23] Manager Emmings: that we do target islets in our regional conservation plan um i think i'm going to
[0:21:32] Manager Emmings: leave it at that i i did i will conclude i guess by saying that um in considering this um staff
[0:21:39] Manager Emmings: also kind of considered whether this should be a property where we urge bc parks foundation to
[0:21:45] Manager Emmings: also fundraise for management costs and things like that staff have not gone that direction
[0:21:51] Manager Emmings: largely because our policies related to land acquisition
[0:21:55] Manager Emmings: don't demand that we contemplate that
[0:22:00] Manager Emmings: in taking on land donations
[0:22:02] Manager Emmings: or when we're doing acquisition projects.
[0:22:04] Manager Emmings: The only time we look at that
[0:22:06] Manager Emmings: as a component of our projects
[0:22:08] Manager Emmings: is really when we are doing development related items
[0:22:11] Manager Emmings: where we ask for endowments
[0:22:12] Manager Emmings: and contributions towards management.
[0:22:14] Manager Emmings: So we haven't made that recommendation here
[0:22:17] Manager Emmings: and that's why,
[0:22:18] Manager Emmings: um but it is of course something for the board to contemplate going forward as we start to
[0:22:24] Manager Emmings: take on more lands um and i've already mentioned that i do feel like there is potential here to
[0:22:33] Manager Emmings: work with bc parks foundation as a good partner because i feel like island stress conservancy is
[0:22:38] Manager Emmings: really strong in property management and making sure we're doing that responsibly
[0:22:42] Manager Emmings: and they seem to be a really good fundraising machine so um i will leave it at that and if
[0:22:48] Manager Emmings: if there are any questions, I'm happy to take them at this time.

[0:42:29] Manager Emmings: And Edith Point, you may recall that it's been a few meetings since we had this conversation, is actually composed of two large properties.
[0:42:38] Manager Emmings: And the proposed project was for ITC to work with the Main Island Conservancy to acquire a portion of the Point through a Section 99 subdivision.
[0:42:50] Manager Emmings: and then the second property which is part of the point but not the actual end of the point
[0:42:55] Manager Emmings: was going to be acquired by the Nature Conservancy of Canada as part of a joint project with all
[0:43:01] Manager Emmings: three groups. The board approved the point as a section 99 subdivision and we've been negotiating
[0:43:09] Manager Emmings: with Main Island Conservancy the landowner and NCC toward a big conservation success hopefully
[0:43:16] Manager Emmings: carefully for the point. What we, I just wanted to update the board because we've been having
[0:43:22] Manager Emmings: some back and forth with the landowner in terms of the pricing of the property. He owns both
[0:43:28] Manager Emmings: pieces, but one is owned personally by him and his wife, and the other is owned by a corporation
[0:43:34] Manager Emmings: that he owns. And so we've been trying to figure out the best way to structure the deal for tax
[0:43:43] Manager Emmings: purposes for him and what has been established is that he can he can provide a larger donation so
[0:43:52] Manager Emmings: what it's going to be what's called a split receipt where he's provided with cash for part
[0:43:58] Manager Emmings: of the land but then he donates part of the value and all of that will be happening through the
[0:44:03] Manager Emmings: ecological gifts program and through using appraisals but what we've found is that because
[0:44:09] Manager Emmings: of the way the ownership is structured on the two parcels, the point of land being owned privately
[0:44:15] Manager Emmings: by him and his wife, he gets more of a tax benefit if he's able to donate all of that point and then
[0:44:25] Manager Emmings: receive cash for the full value of the second property. So we are moving forward with some
[0:44:33] Manager Emmings: structural agreements with Main Island Conservancy and Nature Conservancy that we hadn't
[0:44:38] Manager Emmings: anticipated um because we were looking at it as two separate acquisitions with nature conservative
[0:44:44] Manager Emmings: working together and communicating but with the actual agreements being separate with ncc taking
[0:44:50] Manager Emmings: on one with a partial donation of that and and islands trust conservancy taking on the other
[0:44:54] Manager Emmings: with a partial donation of that well what's looking like now is that it will be a much larger
[0:45:00] Manager Emmings: partnership arrangement with all three of us being involved with the
