[0:00:00] Trustee Luckham (probable): and trustees that have joined us electronically today to observe.

[0:00:06] Trustee Luckham (probable): It's an honor and privilege every moment to live here in British Columbia

[0:00:12] Trustee Luckham (probable): on the west coast of Canada in the territory,

[0:00:17] Trustee Luckham (probable): the homelands of the Coast Salish people.

[0:00:22] Trustee Luckham (probable): Our hearts and thoughts are with all of the nations

[0:00:27] Trustee Luckham (probable): and all of the people that have been impacted by the discoveries

[0:00:31] Trustee Luckham (probable): recently or the discovery recently of the children in Kamloops and our thoughts continue to

[0:00:44] Trustee Luckham (probable): support everyone in this very very difficult time. So without further ado I see we have an agenda

[0:00:58] Trustee Luckham (probable): before us and I'll just ask if there's anything,

[0:01:02] Trustee Luckham (probable): we don't have it in camera session today,

[0:01:04] Trustee Luckham (probable): but I'll just ask if there's any new items for the agenda.

[0:01:09] Trustee Luckham (probable): None, then I will take it then, Dan Rogers over to you.

[0:01:14] Trustee Rogers (probable): Sorry, I just wanted to add when we get to item seven,

[0:01:22] Trustee Rogers (probable): just a heads up about, although I've let you all know

[0:01:25] Trustee Rogers (probable): about a possible new motion to come to trust council

[0:01:28] Trustee Rogers (probable): that I'm aware of just so you're aware of that.

[0:01:30] Trustee Rogers (probable): so i thought i could if you could so

[0:01:34] Trustee Luckham (probable): shall we put it at 7.2 um just or 7.1.3 i guess or set

[0:01:43] Trustee Luckham (probable): seven sorry sure

[0:01:45] Trustee Rogers (probable): 7.1.3 is or that's correspondence no no whatever yeah 7.3

[0:01:52] Trustee Rogers (probable): .3 is fine i i don't have

[0:01:55] Trustee Rogers (probable): have much to say i'll just just just wanted to get

[0:01:59] Trustee Luckham (probable): i'll call it notice of motion it's a language i

[0:02:03] Trustee Luckham (probable): like to use but you can use whatever language you want um so then i'll take it then that if there's

[0:02:08] Trustee Luckham (probable): no further amendments to the agenda um

[0:02:11] Voice 2: mr chair yeah just

[0:02:13] Voice 2: hoping that in seven one we would just

[0:02:15] Voice 2: briefly speak about the meeting schedule for trust council coming up and um the start of the first

[0:02:22] Voice 2: day but I expect that might naturally come up in conversation anyway but yeah

[0:02:27] Trustee Luckham (probable): I'll let you lead off on that section and so you can raise that

[0:02:31] Voice 2: okay sounds

[0:02:34] Voice 2: good

[0:02:35] Trustee Luckham (probable): okay so then let's adopt the agenda then as amended and I think everybody

[0:02:40] Trustee Luckham (probable): for pulling it together for us so we have a rise in report from our last in

[0:02:47] Trustee Luckham (probable): camera meeting of uh may the 26th and um what i will report from that in-camera meeting is that

[0:02:55] Trustee Luckham (probable): the uh in-camera minutes of may the 5th um were adopted and that the trust council closed the

[0:03:01] Trustee Luckham (probable): agenda was approved and advanced for the june 10th uh honest trust council meeting so i have

[0:03:08] Trustee Luckham (probable): uh after that is uh adoption of minutes so the may 26 draft minute meetings are there any changes

[0:03:15] Trustee Luckham (probable): is Laura Patrick um

[0:03:17] Trustee Patrick (probable): yeah I I found on on page section 5.2 on page six of the agenda package

[0:03:23] Trustee Patrick (probable): um I thought we were just it basically said trustees gave reports now it has a bulleted

[0:03:31] Trustee Patrick (probable): list of some of the highlights from that report list and I just found it's you know it's not the

[0:03:37] Trustee Patrick (probable): whole it's it's sort of a fixed discussion from what we had so I to me it's either one or the

[0:03:43] Trustee Patrick (probable): the other i just found it um you know because we talked about all probably all of the islands and

[0:03:49] Trustee Patrick (probable): yet it's not a reflective bullet list of that discussion so i i don't know how people feel

[0:03:54] Trustee Patrick (probable): about that well

[0:03:58] Trustee Luckham (probable): there indeed are some challenges uh so sue ellen fast yeah

[0:04:02] Trustee Fast (probable): my my i've been seeing

[0:04:04] Trustee Fast (probable): this uh in ltc meeting minutes as well and it's just i prefer closer to resolution only style

[0:04:12] Trustee Fast (probable): because then because I don't well because what's important for me when I look at minutes is

[0:04:21] Trustee Fast (probable): what did we actually decide on and the discussions when it just leads to more

[0:04:32] Trustee Fast (probable): let's fix this and let's fix that and we don't have as much time for the actual work of the

[0:04:37] Trustee Fast (probable): meeting I prefer less reporting on discussion.

[0:04:46] Trustee Luckham (probable): Okay so yeah minutes are intended to record the

[0:04:53] Trustee Luckham (probable): motions and discussion is not usually recorded I think this we struggle back and forth as to

[0:05:00] Trustee Luckham (probable): whether or not synopsis is necessary so if there's well I think we can probably leave that with

[0:05:06] Trustee Luckham (probable): Laurie to consider the next set of minutes and so I guess the question becomes do you want to delete

[0:05:11] Trustee Luckham (probable): that entire section that it was noted that and just leave it as the first paragraph you know

[0:05:22] Trustee Luckham (probable): the world the world is different these days because people can go back and review the

[0:05:28] Trustee Luckham (probable): actual live meeting well

[0:05:30] Trustee Patrick (probable): it's just each of the some of the statements just don't mean anything

[0:05:33] Trustee Patrick (probable): in themselves either you know a recent conversation alluding to a recent conversation you know and

[0:05:38] Trustee Patrick (probable): and things of that nature,

[0:05:39] Trustee Patrick (probable): just leave threads hanging on all of those points.

[0:05:43] Trustee Patrick (probable): So in

[0:05:44] Trustee Luckham (probable): terms of the minutes today that we have before us,

[0:05:47] Trustee Luckham (probable): do you want to delete that all those bullets

[0:05:49] Trustee Luckham (probable): under it was noted?

[0:05:52] Trustee Patrick (probable): I mean, I thought it was before it's just trustees

[0:05:55] Trustee Patrick (probable): reported out or something of that nature.

[0:05:59] Trustee Patrick (probable): So I'm open.

[0:06:01] Trustee Fast (probable): It's well in here, I propose that all those,

[0:06:04] Trustee Fast (probable): it was noted that bullets be removed

[0:06:07] Trustee Fast (probable): because the that we reported out is in that first um sentence verbal

[0:06:14] Trustee Luckham (probable): updates yeah yeah and no

[0:06:17] Trustee Luckham (probable): problem thank

[0:06:18] Trustee Fast (probable): you and and i appreciate the work that staff put into this it's just one of those

[0:06:22] Trustee Fast (probable): black holes that gets bigger and bigger that's

[0:06:26] Trustee Luckham (probable): a good way to put it okay so is that all right

[0:06:29] Trustee Luckham (probable): with every general by general consent we delete that okay anything else in the minutes then let's

[0:06:35] Trustee Luckham (probable): then and you're okay with that lori you understand i

[0:06:43] Voice 2: hope lori's there

[0:06:44] Trustee Luckham (probable): yeah well let's uh let's hope

[0:06:47] Trustee Luckham (probable): that's true so i'm going to then adopt the minutes uh as amended um where that section

[0:06:53] Trustee Luckham (probable): it was noted that colon the following bullets was deleted so then uh follow-up action list um

[0:07:02] Trustee Luckham (probable): Um, let's, um, start off with the CAO here on the, uh, follow-up action list, um, over

[0:07:10] Trustee Luckham (probable): to you, sir.

[0:07:10] Voice 2: Uh, there's nothing to update you on with regards to follow-up action list, given our

[0:07:17] Voice 2: meeting of a week and a half ago.

[0:07:19] Voice 2: So I'd respond to any questions.

[0:07:21] Trustee Luckham (probable): Right.

[0:07:22] Trustee Luckham (probable): I appreciate that.

[0:07:23] Trustee Luckham (probable): This is our pre-council meeting for mostly last minute decisions regarding council.

[0:07:28] Trustee Luckham (probable): so understand that you've been hard at it getting the council package out indeed

[0:07:33] Voice 10: so

[0:07:34] Trustee Luckham (probable): thank you sir

[0:07:35] Trustee Luckham (probable): any questions for the ceo on any of the follow-up action items nope okay so let us uh move along

[0:07:43] Trustee Luckham (probable): then to um i don't have a full package in front of me so if you could scroll up there laurie

[0:07:48] Trustee Luckham (probable): i think it's going to be uh there we go director of administrative services as i was right julia

[0:07:55] Trustee Luckham (probable): mobs but i don't see her online so i'm presuming cao nothing from that nope

[0:08:01] Voice 2: all

[0:08:02] Trustee Luckham (probable): right so then

[0:08:03] Trustee Luckham (probable): we'll scroll on further down then i think it's david marler director of local planning services

[0:08:10] Trustee Luckham (probable): i see him he on the screen there with his eelgrass background over to you sir yeah

[0:08:16] Voice 1: good morning and

[0:08:18] Voice 1: uh coming to you from the gangland territory and uh appreciate this opportunity so thank you

[0:08:24] Voice 1: The file protection list, a couple of items have been added since last time. Item number two on

[0:08:32] Voice 1: the list is actually completed and has been replaced with, I think it's item number six,

[0:08:37] Voice 1: a little bit further down. Yeah, so that work and item number five are with the manager of

[0:08:46] Voice 1: by-law enforcement and we're bringing that back, probably not July, but we'll be looking at a time

[0:08:53] Voice 1: over summer to bring that back to you and then the the other items on page one the first item

[0:09:02] Voice 1: yeah and just looking sorry let me just get my notes up here yeah the first item though

[0:09:10] Voice 1: the intent there is to go to the regional planning committee with some recommended policy changes and

[0:09:17] Voice 1: and then report back to EC on that.

[0:09:20] Voice 1: So that should cover that item off.

[0:09:23] Voice 1: And item number three, I'm just waiting for time

[0:09:27] Voice 1: with Director of Administrative Services

[0:09:29] Voice 1: to come back to you with some edits for that one.

[0:09:33] Voice 1: So those are underway.

[0:09:36] Voice 1: So that's it for the file protection list

[0:09:37] Voice 1: and unless any questions,

[0:09:39] Voice 1: I'll just give you a very quick update.

[0:09:41] Voice 1: date okay

[0:09:43] Trustee Luckham (probable): are there any questions not seeing any hands up i'll go you can continue with your report

[0:09:52] Trustee Luckham (probable): okay

[0:09:53] Voice 1: well just very quickly uh just my focus of the last few weeks and heading over the next

[0:09:59] Voice 1: month or so is providing the planning information to the governance review um um consultants i'll

[0:10:07] Voice 1: be doing some of that over the next time. Also spent quite a bit of time working on contracts

[0:10:14] Voice 1: to do with the strategic plan items. So that's the eelgrass mapping and heritage conservation mapping

[0:10:21] Voice 1: and also helping out with the Ganges village planning contract. So those are three big ones

[0:10:27] Voice 1: that are underway currently. There's more to come but those are the ones that we're focusing on

[0:10:31] Voice 1: right now and then the other area is on the LPS renewal my focus right now is to work on looking

[0:10:41] Voice 1: at revisions to council's policy in relation to project prioritization and the intent is to take

[0:10:49] Voice 1: a draft of that to the regional planning committee in August and then we'll go from there so I just

[0:10:57] Voice 1: want to give you those updates so there's any questions um oh one final thing bill 10 which is

[0:11:03] Voice 1: the um amendments for um electronic meetings electronic public hearings has gone to third

[0:11:10] Voice 1: reading uh so i'll just keep you updated on where that's at okay so any questions otherwise that's

[0:11:16] Voice 1: my report any

[0:11:19] Trustee Luckham (probable): questions oh sure i'm fast yeah

[0:11:24] Trustee Fast (probable): just regarding bill 10 uh if it's at third reading do

[0:11:28] Trustee Fast (probable): Do we have any indication that they're going to include the Islands Trust in that or are we on a separate track?

[0:11:36] Trustee Fast (probable): Does that come later?

[0:11:37] Voice 1: No, when you read the bill, it's written changes for municipal governments.

[0:11:44] Voice 1: But the indication from the province in writing to the CEO and also to myself is that the intent to include the City of Vancouver, the regional districts and Islands Trust all at the same time.

[0:11:56] Voice 1: so I'm assuming that means Bill 10 is going to be brought into into force through regulation.

[0:12:03] Voice 1: I would imagine it's those regulatory changes that would include the Islands Trust.

[0:12:08] Trustee Luckham (probable): Great, thank you.

[0:12:10] Trustee Luckham (probable): Anything else for the Director? No, okay. Claire Frader, good morning and Director of Trust Area

[0:12:18] Trustee Luckham (probable): Services, over to you.

[0:12:23] Voice 3: Good morning Executive Committee, I'm grateful to be coming today from

[0:12:27] Voice 3: with Saanich Territory. No real updates on the follow-up action list except to say that with

[0:12:33] Voice 3: regard to number one, we had a meeting with our Crown Land Council with regard to the, you know,

[0:12:40] Voice 3: negotiations and discussions around an eventual protocol agreement. And we did remind them

[0:12:44] Voice 3: of this request around aquaculture and culture license changes. And we're advised that we may

[0:12:50] Voice 3: have someone from that department at our next meeting to walk through what that could mean

[0:12:54] Voice 3: and what that might look like so we're seeing some progress also just to mention a number of us met

[0:13:00] Voice 3: with private managed forest land staff and continued those conversations as well in terms of

[0:13:06] Voice 3: just continuing conversation about how things are advancing no real news to provide there but

[0:13:11] Voice 3: conversations continue that's about it as it hasn't been a lot as you say since then

[0:13:18] Voice 3: just continue to focus on policy statement and website okay

[0:13:23] Trustee Luckham (probable): um any questions for the director

[0:13:28] Trustee Luckham (probable): no um so um i i'm just trying to formulate about the question that i had floating in my head there

[0:13:38] Trustee Luckham (probable): so um on the change of agriculture species if i'm not mistaken so that perhaps implies

[0:13:47] Trustee Luckham (probable): applies that there is some ability for the Islands Trust to be notified with respect

[0:13:54] Trustee Luckham (probable): to that species change. There's some consideration of the request. Well, that's really, that's

[0:14:00] Trustee Luckham (probable): actually, I think that's really good news. Whether it's yes or no is a different story.

[0:14:04] Voice 3: Simply we've initiated the conversation. I can make no promises at this point.

[0:14:07] Trustee Luckham (probable): No, whether it's yes or no is a different story, but the fact that the request is being

[0:14:12] Trustee Luckham (probable): considered, I think that provides some hope for that. That's great, thank you for that update.

[0:14:21] Trustee Luckham (probable): Anybody else? Otherwise, and so I'm going to move on at the moment, but just heads up to

[0:14:27] Trustee Luckham (probable): Claire and the EC as well. I did actually get to add a piece of, it's not really correspondence,

[0:14:33] Trustee Luckham (probable): I didn't forget to add the tanker ban issue in active past, Claire, that has come up and that

[0:14:40] Trustee Luckham (probable): perhaps we should write a thank you and a message to the advocates that were responsible for helping

[0:14:47] Trustee Luckham (probable): that come about. So I'll raise that in correspondence when we get there.

[0:14:55] Trustee Luckham (probable): Okay, so the next person on my list here. Oh, that's weird. No, only I got it. Okay.

[0:15:09] Trustee Luckham (probable): Okay. We

[0:15:10] Voice 2: all got it.

[0:15:11] Trustee Luckham (probable): Oh, that's weird. Okay. So let us now go to legislative services

[0:15:22] Trustee Luckham (probable): manager. I'm not seeing... Oh, there you are, Carmen. Good morning, Carmen. Thank you for

[0:15:25] Trustee Luckham (probable): joining

[0:15:26] Voice 7: us. Over to you.

[0:15:28] Voice 7: Thanks. For items one and two, that the draft policy for electronic

[0:15:35] Voice 7: electronic meetings. We are waiting for a new regulation from the province and I'm hoping that

[0:15:40] Voice 7: by September of this year we'll be able to make the necessary updates to our electronic meetings

[0:15:45] Voice 7: procedures. Number two is a financial policy and I believe Julia is going to address that

[0:15:52] Voice 7: for the September meeting and number three is the ongoing policy work all year this year

[0:15:57] Voice 7: and that's it for me. I don't really have an update from last week.

[0:16:03] Trustee Luckham (probable): Okay, thank you. Any

[0:16:05] Trustee Luckham (probable): Any questions for Carmen?

[0:16:08] Trustee Luckham (probable): No, okay.

[0:16:09] Trustee Luckham (probable): So want to thank you for your work

[0:16:12] Trustee Luckham (probable): and thank you in advance for the supporting role

[0:16:15] Trustee Luckham (probable): that you play, significant supporting role

[0:16:18] Trustee Luckham (probable): that you played during council

[0:16:20] Trustee Luckham (probable): when some of these legislative issues arise in real time.

[0:16:24] Trustee Luckham (probable): And just want to acknowledge that you're there

[0:16:26] Trustee Luckham (probable): and I thank you for that.

[0:16:30] Trustee Luckham (probable): Okay, so I think that does it

[0:16:32] Trustee Luckham (probable): for follow-up action list reports.

[0:16:34] Trustee Luckham (probable): Let's go to trustee vice chair's updates,

[0:16:40] Trustee Luckham (probable): the LTCs that you're sharing.

[0:16:43] Trustee Luckham (probable): And I'm just going to look at my screen.

[0:16:45] Trustee Luckham (probable): I'm going to go with trustee Fast

[0:16:47] Trustee Luckham (probable): as the first one on my screen here.

[0:16:50] Trustee Luckham (probable): Go ahead Sue Ellen.

[0:16:52] Trustee Fast (probable): Sure, okay, thank you.

[0:16:53] Trustee Fast (probable): Just a few things since our electronic teleconference

[0:16:58] Trustee Fast (probable): last week.

[0:17:00] Trustee Fast (probable): one of them is in our Bowen Island undercurrent there's a report on the I guess based on the

[0:17:10] Trustee Fast (probable): press release that went out about the management and governance review and so that's quotes

[0:17:18] Trustee Fast (probable): trustee Kale and it also so there must have been an interview bit involved in that from the

[0:17:26] Trustee Fast (probable): reporter but it also quotes you uh chair luckham and um so just to let you know that's in the

[0:17:32] Trustee Fast (probable): undercurrent um it has caught the attention of a couple of bowen island people and uh so i did

[0:17:39] Trustee Fast (probable): go they were asking where's that terms of reference and i couldn't find it so i've i've

[0:17:44] Trustee Fast (probable): submitted some web comments um because um i the public wants to see what's going on and i i

[0:17:51] Trustee Fast (probable): couldn't also find how to see the recordings and find past agenda so i've set some of those things

[0:17:56] Trustee Fast (probable): off to do with our new uh website or maybe it's just to do with my uh finding my way around um

[0:18:03] Trustee Fast (probable): docs is coming up as another as an issue on bowen again we've got a large dock proposed for

[0:18:10] Trustee Fast (probable): um manion bay deep bay where we've been doing the eel grass planting and things like that so that's

[0:18:15] Trustee Fast (probable): uh coming up for our june 14th meeting at bowen council we're uh we've got a meeting with minister

[0:18:22] Trustee Fast (probable): sir osborne uh next week um this was a a bit of a uh yes we can squeeze you in kind of thing

[0:18:30] Trustee Fast (probable): relating to a request that staff had put in quite some time ago and um we um heard that uh

[0:18:40] Trustee Fast (probable): the how sound i'll get some biosphere reserve uh has passed its fifth step a very significant step

[0:18:48] Trustee Fast (probable): So it's much, much closer to becoming a UNESCO, a formal UNESCO reserve.

[0:18:54] Trustee Fast (probable): And the final details will come in September.

[0:18:58] Trustee Fast (probable): Thank you.

[0:18:59] Trustee Luckham (probable): That's impressive.

[0:19:00] Trustee Luckham (probable): Thank you.

[0:19:02] Trustee Luckham (probable): That's it for your report.

[0:19:03] Trustee Fast (probable): Yeah.

[0:19:04] Trustee Fast (probable): So,

[0:19:04] Trustee Luckham (probable): Vice Chair Patrick, over to you.

[0:19:10] Trustee Patrick (probable): Sure.

[0:19:10] Trustee Patrick (probable): No, thank you.

[0:19:11] Trustee Patrick (probable): I just got reported before I was working through Adam's office.

[0:19:16] Trustee Patrick (probable): I did secure a copy of a letter that went from Central Senate to SAIL, and I share that with staff.

[0:19:22] Trustee Patrick (probable): So they have the letter that's forwarded to them.

[0:19:29] Trustee Patrick (probable): I know last week I didn't touch on Thetis.

[0:19:33] Trustee Patrick (probable): I just wanted to return to Thetis, which was Tuesday a week ago.

[0:19:36] Trustee Patrick (probable): go. As we're in discussion regarding protection of shorelines, I think we're trying to make that

[0:19:50] Trustee Patrick (probable): be kind of an example of how to sort of, as I use the term, linger in the project definition phase

[0:19:57] Trustee Patrick (probable): and I'm really proud of working with the two trustees and staff as we not leap into a project

[0:20:03] Trustee Patrick (probable): but to very carefully linger in that phase to really understand what the problem is

[0:20:10] Trustee Patrick (probable): and to work that problem with First Nations as well.

[0:20:16] Trustee Patrick (probable): So I'm really happy with the approach that's being taken there,

[0:20:20] Trustee Patrick (probable): and I think it's a chance to really be hopefully kind of a model

[0:20:24] Trustee Patrick (probable): of moving into projects of that nature going forward.

[0:20:28] Trustee Patrick (probable): so thank

[0:20:32] Voice 10: you

[0:20:33] Trustee Luckham (probable): thank you thank you for your kind words um laura i really really do appreciate that

[0:20:39] Trustee Luckham (probable): i know doug will as well um

[0:20:42] Trustee Patrick (probable): thank you um a week ago today there was a major major fire on salt

[0:20:46] Trustee Patrick (probable): spring our um our uh building supply uh retail stores burnt to the ground really immensely proud

[0:20:57] Trustee Patrick (probable): out of salt spring the community has just rallied and supporting and uh uh just to see on such a

[0:21:02] Trustee Patrick (probable): major part of our our village core you know burnt to the ground overnight and uh uh and the impact

[0:21:09] Trustee Patrick (probable): on us and uh the opportunities that uh it will present as we move forward in uh developing the

[0:21:15] Trustee Patrick (probable): ganges area plan but the community has rallied as it as it would and i think it's that spirit

[0:21:21] Trustee Patrick (probable): of community rally that uh we need to harness as we do everything that we do to preserve and

[0:21:26] Trustee Patrick (probable): and protect them to adapt to climate change.

[0:21:28] Trustee Patrick (probable): And that's my report.

[0:21:32] Trustee Luckham (probable): Right, thank you very much, Vice Chair Patrick.

[0:21:35] Trustee Luckham (probable): And I'll just comment being in the fire service.

[0:21:40] Trustee Luckham (probable): We also had a very serious fire of consequence on Thetis

[0:21:45] Trustee Luckham (probable): which unfortunately managed to overcome.

[0:21:47] Trustee Luckham (probable): And in fact, we spent two days doing a wildfire training

[0:21:50] Trustee Luckham (probable): with some fresh volunteers.

[0:21:52] Trustee Luckham (probable): So I was busy working with recruits all weekend

[0:21:55] Trustee Luckham (probable): to get them ready for fire season

[0:21:57] Trustee Luckham (probable): and to provide structure protection unit deployment

[0:22:00] Trustee Luckham (probable): in the event that there's a wildfire.

[0:22:03] Trustee Luckham (probable): And what we're down to is actually trying to protect homes

[0:22:05] Trustee Luckham (probable): that are not, that the fire's advancing on.

[0:22:08] Trustee Luckham (probable): But the reason for me wanting to comment

[0:22:10] Trustee Luckham (probable): is to really acknowledge the significance

[0:22:13] Trustee Luckham (probable): of your fire department, that team of people.

[0:22:17] Trustee Luckham (probable): All of these rural fire departments

[0:22:19] Trustee Luckham (probable): are independent players.

[0:22:20] Trustee Luckham (probable): We don't have the mutual aid level of support

[0:22:22] Trustee Luckham (probable): that like Duncan would have,

[0:22:25] Trustee Luckham (probable): where Shamanus and Ladysmith and Crofton they all pull all that you can get 20 engines in a

[0:22:30] Trustee Luckham (probable): to a fire in no time at all Salt Spring is on its own I don't know if it got support from the CRD

[0:22:37] Trustee Luckham (probable): with equipment but a building construct a home depot like that kind of a building supply place

[0:22:44] Trustee Luckham (probable): is the worst kind of fire there's so much fuel and to contain it all the fly ash and everything else

[0:22:52] Trustee Luckham (probable): and saves the rest of the community is significant.

[0:22:56] Trustee Luckham (probable): Certainly there's no chance to save the building

[0:22:58] Trustee Luckham (probable): and the contents, but to stop it spreading

[0:23:00] Trustee Luckham (probable): from building to building to building is the real challenge.

[0:23:03] Trustee Luckham (probable): And so real hats off to your department

[0:23:06] Trustee Luckham (probable): for doing what they're trained to do.

[0:23:09] Trustee Luckham (probable): And certainly there's some significant loss

[0:23:13] Trustee Luckham (probable): to your community there, I acknowledge that.

[0:23:17] Trustee Luckham (probable): Dan Rogers, over to you.

[0:23:19] Trustee Luckham (probable): Morning

[0:23:24] Trustee Rogers (probable): all. Joining you from the traditional territories of the Musqueam, Tsleil-Waututh and Squamish peoples. I'm in Vancouver, as you can tell from my background, for Trust Council this week.

[0:23:39] Trustee Rogers (probable): um so um as i sent a note out to you uh the maybe it's more my area than others but uh there was uh

[0:23:53] Trustee Rogers (probable): just wanted to confirm that uh the province announced its affordable housing funding i

[0:24:00] Trustee Rogers (probable): think on thursday and the project that we worked a very hard the ltc had worked through very

[0:24:07] Trustee Rogers (probable): very diligently in 2020 to get to third reading,

[0:24:13] Trustee Rogers (probable): did not get funding.

[0:24:16] Trustee Rogers (probable): So I think they were the only one that I'm involved in

[0:24:21] Trustee Rogers (probable): that had actually applied,

[0:24:23] Trustee Rogers (probable): unless the main had already applied as well.

[0:24:25] Trustee Rogers (probable): I don't know.

[0:24:27] Trustee Rogers (probable): Which is consistent with some of the information

[0:24:31] Trustee Rogers (probable): I've gotten from people who work in that area of development.

[0:24:37] Trustee Rogers (probable): in terms of housing, affordable housing,

[0:24:40] Trustee Rogers (probable): that there would be more applicants

[0:24:42] Trustee Rogers (probable): than there was money and a lot of competition.

[0:24:46] Trustee Rogers (probable): From the map, it looked like there was a project

[0:24:49] Trustee Rogers (probable): on Hornby that was funded and two on Salt Spring.

[0:24:53] Trustee Rogers (probable): And I couldn't tell whether that was previous funding

[0:24:55] Trustee Rogers (probable): or those were current applications.

[0:25:00] Trustee Rogers (probable): Anyway, so the Gabriola Housing Society,

[0:25:06] Trustee Rogers (probable): which we, of course, had sponsored their application,

[0:25:10] Trustee Rogers (probable): put out a notice that they were disappointed but not deterred.

[0:25:15] Trustee Rogers (probable): So I can forward that to you if you want to see it.

[0:25:18] Trustee Rogers (probable): But I think the next funding intake is 2022.

[0:25:25] Trustee Rogers (probable): Just as I wanted to just say that, as Vice Chair Fast said about how sound this is,

[0:25:34] Trustee Rogers (probable): is a this is the the biosphere this is a a um this is the last big step the next one is

[0:25:42] Trustee Rogers (probable): is probably a formality and by september but i believe trustee stamford is going to

[0:25:48] Trustee Rogers (probable): have a statement to read at trust council about that um which is appropriate given her

[0:25:54] Trustee Rogers (probable): long-standing involvement with the uh what's going on and so we're all there's a lot of

[0:26:00] Trustee Rogers (probable): a lot of um hard work it's been uh an amazing uh journey uh for them and and fairly and as i

[0:26:07] Trustee Rogers (probable): understand very rapid in the scheme of the work of that type of um project so uh congrats we'll

[0:26:14] Trustee Rogers (probable): be able to talk about that at trust council um and i wanted to just say um it's disappointing

[0:26:23] Trustee Rogers (probable): pointing to me that the coast guard can't come in this week because uh i i wanted the trustees to

[0:26:31] Trustee Rogers (probable): hear directly from them about the process the coast guard's going to through regarding spills

[0:26:37] Trustee Rogers (probable): i'm now on the receiving end of uh emails from the coast guard i get about um uh i get anywhere

[0:26:45] Trustee Rogers (probable): from two to 12 a week from them about incidents that have occurred in mostly in our area.

[0:26:55] Trustee Rogers (probable): And it's quite interesting to read, but that's going to become overwhelming fairly quickly.

[0:27:02] Trustee Rogers (probable): There was, for example, a sunken boat off Portland Island, which I believe is in the

[0:27:07] Trustee Rogers (probable): North Tender local trust area.

[0:27:10] Trustee Rogers (probable): And I didn't know whether the local trustees would want to know about it.

[0:27:14] Trustee Rogers (probable): There's been about six. It's a very comprehensive reporting system that talks about what steps are being taken to deal with the sunken vessel or the vessel in distress or whatever it is that happens to be.

[0:27:30] Trustee Rogers (probable): I'll continue to monitor, receive those and forward them out as I can.

[0:27:38] Trustee Rogers (probable): But it's a process that is not doable as an individual trustee for over the long term.

[0:27:49] Trustee Rogers (probable): We had the almost penultimate meeting of the short-term rental advisory group for the province last Wednesday afternoon.

[0:28:01] Trustee Rogers (probable): And it's there's a report that they've drafted a report with recommendations.

[0:28:06] Trustee Rogers (probable): They are, I would say, pretty aggressive recommendations to the province.

[0:28:12] Trustee Rogers (probable): We have a meeting next week, this group with Airbnb and Expedia to get their reaction to the recommendations.

[0:28:22] Trustee Rogers (probable): recommendations uh they're mostly about um providing i mean they're about a lot of things

[0:28:28] Trustee Rogers (probable): but they're also about providing data to um local governments so that they can do their

[0:28:34] Trustee Rogers (probable): enforced enforcement and releasing a lot of information about how the uh short-term rentals

[0:28:40] Trustee Rogers (probable): are are occurring um uh it's uh it's been interesting and also about um uh setting up

[0:28:50] Trustee Rogers (probable): best practices etc etc i can send the draft report out if anybody's interested in seeing it or you

[0:28:55] Trustee Rogers (probable): might want to wait till the final report which is we're on a fairly short time frame we're looking

[0:29:01] Trustee Rogers (probable): for like june 23rd i think the date is to finalize the report and get it off to the province i saw

[0:29:08] Trustee Rogers (probable): your hand up trustee fast you'd like to see it yes

[0:29:11] Trustee Fast (probable): please yeah i

[0:29:12] Trustee Luckham (probable): can i think i can share the final

[0:29:14] Trustee Luckham (probable): final

[0:29:14] Trustee Rogers (probable): what's that i'll

[0:29:16] Trustee Luckham (probable): wait till the final yeah there's

[0:29:18] Trustee Luckham (probable): obviously no opportunity for us

[0:29:20] Trustee Rogers (probable): i think i

[0:29:21] Trustee Rogers (probable): can share it um it didn't seem to be anything highly confidential but i'll ask i'm um anyway

[0:29:30] Trustee Rogers (probable): it's been an interesting process to hear the considerations that some communities are um even

[0:29:37] Trustee Rogers (probable): more i would say even more um concerned about this the short-term rentals even them even though the

[0:29:45] Trustee Rogers (probable): The trust is obviously, local trust areas are very concerned.

[0:29:50] Trustee Rogers (probable): Lastly, just wanted to advise that there's a lot going on on Galeano, as you may or may not know.

[0:30:00] Trustee Rogers (probable): And we have three fairly large and complex applications in the works, two housing projects and the ongoing Crystal Mountain project.

[0:30:14] Trustee Rogers (probable): And of course, the trust is involved on both ends of that, because on Crystal Mountain, the recipient of donated land is intended to be as proposed to be the conservancy.

[0:30:30] Trustee Rogers (probable): And so, I mean, so there's sort of we're on both sides of that in the sense of the organization as a whole.

[0:30:37] Trustee Rogers (probable): um i have we have a community information meeting scheduled for next monday the first

[0:30:46] Trustee Rogers (probable): community information meeting um for that application as it currently sits of course it

[0:30:53] Trustee Rogers (probable): is a 17 year old application or something like that so it's been around for a long long long

[0:31:00] Trustee Rogers (probable): long long time and it's just we're coming to a point where we're going to have to decide

[0:31:06] Trustee Rogers (probable): whether that's an appropriate thing to do with a forestry lot

[0:31:09] Trustee Rogers (probable): or to allow to happen with a forestry lot.

[0:31:12] Trustee Rogers (probable): I have to be careful of my language because it's not our project

[0:31:15] Trustee Rogers (probable): and I reiterate that over and over and over again.

[0:31:18] Trustee Rogers (probable): So that's going on next Monday.

[0:31:23] Trustee Rogers (probable): So, yeah, that's my report.

[0:31:28] Trustee Luckham (probable): Thank you.

[0:31:31] Trustee Luckham (probable): Any questions?

[0:31:32] Trustee Luckham (probable): Only because I have a question.

[0:31:34] Trustee Luckham (probable): So, yeah, I said I would wait for that report on the vacation

[0:31:38] Trustee Luckham (probable): on the vacation rental thing um short-term rental they call it i think um i at this point there's

[0:31:48] Trustee Luckham (probable): no ability for us to influence the outcome um because you've been sitting on there and and

[0:31:53] Trustee Luckham (probable): i'm wondering whether or not you have found that uh us sitting on that committee has contributed

[0:31:59] Trustee Luckham (probable): to the body of knowledge and the work coming forward i

[0:32:04] Trustee Rogers (probable): think that what it i think that what

[0:32:06] Trustee Rogers (probable): what it did do was a couple of things. Yes.

[0:32:09] Trustee Rogers (probable): I think one of the things that did was reemphasize that the province had to

[0:32:14] Trustee Rogers (probable): consider the difference between Burnaby and much smaller communities in,

[0:32:20] Trustee Rogers (probable): in it's whatever it developed,

[0:32:21] Trustee Rogers (probable): that there had to be a regional and geographic approach to how they did.

[0:32:28] Trustee Rogers (probable): I think also the fact that I emphasized that, you know,

[0:32:36] Trustee Rogers (probable): how we were going about and how this and how the fact that we didn't have accurate data um

[0:32:43] Trustee Rogers (probable): that a lot of what we were talking about was anecdotal information rather than

[0:32:47] Trustee Rogers (probable): really solid information sort of made its way into the report um i will say that it was uh

[0:32:54] Trustee Rogers (probable): you know a lot while there were a number of elected officials there there was also a lot

[0:33:00] Trustee Rogers (probable): of staff that represented for for the various local governments and so you know that you know

[0:33:09] Trustee Rogers (probable): as always we're sort of not we're operating I would have been you know would have been great

[0:33:15] Trustee Rogers (probable): to have Warren sitting beside me the manager of enforcement from time to time so I understand

[0:33:20] Trustee Rogers (probable): more clearly about what the issues were but it was it was useful it was informative I think that we

[0:33:28] Trustee Rogers (probable): we did contribute to the okay

[0:33:31] Trustee Luckham (probable): great thank you um so to ellen fast yeah

[0:33:35] Trustee Fast (probable): just so people know i'm

[0:33:36] Trustee Fast (probable): asking for the draft uh because on bowen here we're as a municipality in a slightly different

[0:33:42] Trustee Fast (probable): situation we have business licenses and we have a um a bylaw uh that we're um using so i'm

[0:33:50] Trustee Fast (probable): interested in seeing the draft before we break for a month in the summer thank you that's perfect

[0:33:55] Trustee Fast (probable): Yeah.

[0:33:56] Trustee Rogers (probable): And I'm now thinking about the fact that there were a lot of amendments to the draft that

[0:34:00] Trustee Rogers (probable): I haven't seen the amendments. So I'm just wondering how useful they may be. Might wait

[0:34:05] Trustee Rogers (probable): until after the June 16th meeting where we have a more finalized version, even if it's not the

[0:34:11] Trustee Rogers (probable): final final version. So that

[0:34:13] Trustee Fast (probable): would be helpful. Sure. Whatever you think. Yeah.

[0:34:17] Trustee Luckham (probable): Okay. Thank you.

[0:34:20] Trustee Luckham (probable): so just one more question for Laura Patrick sorry I didn't ask it earlier too did that and I

[0:34:27] Trustee Luckham (probable): apologize I've had a very intense three or four days did you circulate that letter to the EC or

[0:34:34] Trustee Luckham (probable): to myself at all from Adam Olson's office I

[0:34:37] Trustee Patrick (probable): had made the request to share with staff so I was

[0:34:40] Trustee Patrick (probable): just but I they said we could I could share it but I did send it to Russ Lisa and Claire

[0:34:47] Trustee Patrick (probable): Okay,

[0:34:48] Trustee Luckham (probable): because I wouldn't mind seeing it myself, so if that's all right or not.

[0:34:52] Trustee Luckham (probable): I think I can forward it.

[0:34:55] Trustee Luckham (probable): Okay.

[0:34:56] Trustee Luckham (probable): So thank you for that.

[0:34:58] Trustee Luckham (probable): So from my area, since Wednesday, not a lot of other new things to report.

[0:35:11] Trustee Luckham (probable): Obviously, there's lots going on in the background there.

[0:35:15] Trustee Luckham (probable): Dan is gonna bring something to you about

[0:35:18] Trustee Luckham (probable): a notice of motion here later in the agenda.

[0:35:21] Trustee Luckham (probable): There may be some other motions that are out there,

[0:35:24] Trustee Luckham (probable): one quite possibly in support of the Seau

[0:35:30] Trustee Luckham (probable): and James Island.

[0:35:32] Trustee Luckham (probable): And I think that I want to at this point also

[0:35:38] Trustee Luckham (probable): uh just acknowledge um the work of uh lisa wilcox in the last um days um enormous contribution to

[0:35:49] Trustee Luckham (probable): canada and so just want to thank her for that and i will be speaking about those

[0:35:58] Trustee Luckham (probable): sharing my thoughts um at council on the events of the last 10 days with respect to the children

[0:36:06] Trustee Luckham (probable): in cameras. So that's nothing else for me at this time. And so if we're all right, we'll just

[0:36:17] Trustee Luckham (probable): continue on here going through no bylaws today and brings us directly to trust counseling meeting

[0:36:24] Trustee Luckham (probable): preparation, ostensibly why we're having this meeting today. And so I'm going to start off

[0:36:29] Trustee Luckham (probable): with the cao to give us a a summary of what you're thinking and um then we'll just go through these

[0:36:38] Trustee Luckham (probable): items that we have here through section seven go ahead and see how simple okay

[0:36:43] Voice 2: thank you very much

[0:36:43] Voice 2: mr chair um you know we turn our minds to the start of this session and um i know you and i

[0:36:50] Voice 2: have discussed some opening words that you will be making um with regarding the uh um the news coming

[0:36:58] Voice 2: out of Kamloops and the loss of those 215 children and how that is reverberating locally,

[0:37:06] Voice 2: provincially, across the country and even internationally.

[0:37:12] Voice 2: We haven't been into the specifics of whether you're considering some time of silence

[0:37:18] Voice 2: or anything associated with your remarks. I know Lisa here is on the call and I just want to let

[0:37:24] Voice 2: and her and I have spoken, and I don't know whether all of EC is aware of, on her own time,

[0:37:30] Voice 2: the profound work Lisa's been doing associated with a petition for a National Day of Mourning,

[0:37:36] Voice 2: which is being taken up by the federal legislature. So that is a moving piece of work,

[0:37:44] Voice 2: and the consideration that after your initial remarks, Chair Luckham, that it might be

[0:37:52] Voice 2: appropriate to let Lisa describe that work and what's going on and give other trustees an

[0:37:58] Voice 2: opportunity to perhaps sign the petition or at least be aware of what's going on and that we

[0:38:04] Voice 2: would do that prior to any approval of agenda and then we would move into our regular business

[0:38:10] Voice 2: following that. So I offer you that and I think Lisa's nodding along with me but you can ask her

[0:38:16] Voice 2: directly if you wish and um just trying to get to a little bit of certainty as we start the meeting

[0:38:22] Voice 2: off tomorrow okay

[0:38:25] Trustee Luckham (probable): thank you cao um so um if it's all right with the vice chairs let's go to lisa

[0:38:31] Trustee Luckham (probable): do you have anything you'd like to share with us at this time lisa and really heartfelt deep deep

[0:38:36] Trustee Luckham (probable): thanks for the work you've been doing oh

[0:38:39] Voice 4: chuck bahan just really humbled thank you for those

[0:38:42] Voice 4: words and just joining you here from Lekwungen territory I just start off by acknowledging the

[0:38:50] Voice 4: survivors and their loved ones and families at this time as we you know move through the days

[0:38:58] Voice 4: ahead it's been a very difficult week I was really filled with a lot of joy though and and

[0:39:06] Voice 4: And warm feelings when I saw family coming, canoe families coming in from Chilliwack, holding their canoes up and walking across the grounds to bring their children home.

[0:39:20] Voice 4: So that was just, seeing that ceremony and watching those videos was just, I think is really important for all of us so that we can see families doing that important work.

[0:39:32] Voice 4: so uh i did create a petition

[0:39:39] Voice 4: laughing which i thought would get maybe i don't know 500 signatures um and that petition uh was

[0:39:47] Voice 4: put up on the friday after the news release that came out um by chief casmer and um just actually

[0:39:55] Voice 4: just as your EC meeting started clocked over at 220,000 signatures so so the I have had just

[0:40:05] Voice 4: just to give you your a little bit of background they have had quite a bit of media call not so

[0:40:12] Voice 4: much actually about the petition but about other about either the statement by the Pope yesterday

[0:40:17] Voice 4: I've been on, I was interviewed by Radio Canada and also by the Canadian Press, by CTV News Channel, and so it's, and I think the Globe and Mail, but most of those were about either the UBC honorary degree that was given to Bishop O'Grady or the Pope's statement.

[0:40:44] Voice 4: So I have been talking quite a bit to survivors and I'm also actually MPs in Ottawa are sending

[0:40:59] Voice 4: me emails asking to sponsor the petition.

[0:41:02] Voice 4: So just kind of doing a few of those little things now that the petition is also now formally

[0:41:09] Voice 4: on the parliamentary petition web page as well with five sponsors.

[0:41:12] Voice 4: And I just wanted to thank you so much, Chair Luckom, for being one of the sponsors of the petition. So thank you. So yeah, so that's just what's been happening. And I'm here to support you and help you if you have any questions at all, at any time during Trust Council.

[0:41:33] Voice 4: um you have any concerns i sent the updates hopefully those will help but if there was

[0:41:40] Voice 4: anything missing from that in those updates that you'd like specific guidance on uh please just

[0:41:46] Voice 4: let me know uh and russ is also here russ and i've been talking and briefing with each other

[0:41:52] Voice 4: so um he's here also to support and has had um dialogue with me on moving forward so

[0:42:01] Voice 4: okay

[0:42:04] Trustee Luckham (probable): thank you very much lisa thank you very very much um uh vice chairs do you have any

[0:42:10] Trustee Luckham (probable): immediate questions at this time no okay so um so

[0:42:17] Voice 2: mr chair then can we leave this moment

[0:42:19] Voice 2: with the understanding that that's how we will proceed um given how i've described it

[0:42:25] Voice 2: i

[0:42:27] Trustee Luckham (probable): am very pleased to support that um that uh sounds like yeah good if there's any fine tuning

[0:42:34] Trustee Luckham (probable): it's what needs to be done so thank you

[0:42:36] Trustee Luckham (probable): for that and if

[0:42:37] Voice 2: there's any fine tuning we can do that over

[0:42:38] Voice 2: the next 24 hours or so but thank you very much and thanks lisa okay yeah so

[0:42:44] Trustee Luckham (probable): then i'll move along

[0:42:45] Trustee Luckham (probable): um uh to 7.11 the amendment the trust council policy 2.2.1 that we um asked for are here in

[0:42:55] Trustee Luckham (probable): this request for decision um carmen are you going to introduce that one for us

[0:43:00] Voice 7: yes i will uh laurie

[0:43:02] Voice 7: Could you go to page 34, the track changes version?

[0:43:06] Voice 7: It's one area where I've made some changes

[0:43:09] Voice 7: since the last meeting.

[0:43:12] Voice 7: Next page down 34.

[0:43:19] Voice 7: Okay, there we are under select committees 1.2.

[0:43:23] Voice 7: So I'll just let you know what changes you asked for

[0:43:26] Voice 7: and were made.

[0:43:28] Voice 7: So in 1.2.1, it now says select committee members

[0:43:32] Voice 7: are elected by trust council.

[0:43:34] Voice 7: That was one request.

[0:43:36] Voice 7: 1.2.2, we added the words established and approved.

[0:43:46] Voice 7: Yeah, for terms of reference.

[0:43:48] Voice 7: Before it just said approved, but now we've added the words established and in 1.2.2.

[0:43:54] Voice 7: 1.2.3, we're saying that unless the Trust Council Chair is a member elected to a select committee,

[0:44:03] Voice 7: committee, he or she may participate as an ex officio member with voting rights.

[0:44:09] Voice 7: That also was a request.

[0:44:12] Voice 7: 1.2.5, we're clarifying that the budget we're talking about is that assigned by Trust Council.

[0:44:20] Voice 7: And lastly, we don't need to go to this section, but the number of meetings per year were left

[0:44:26] Voice 7: at four.

[0:44:26] Voice 7: so i think i've addressed the uh comments that you made uh but open to questions

[0:44:35] Trustee Luckham (probable): or comments

[0:44:36] Trustee Luckham (probable): okay well thank you very much i see two hands popping up i'll start with dan rogers and then

[0:44:41] Trustee Luckham (probable): i'll go to sue allen sorry

[0:44:43] Trustee Rogers (probable): i may have misheard um i was reading 1.2.3 and i thought you said

[0:44:50] Trustee Rogers (probable): an ex-sfsto member with voting rights and i thought i don't see is that near what you intended

[0:44:58] Voice 7: it's in another section it's in section eight a few pages down that's where the voting rights

[0:45:04] Voice 7: are spelled out and

[0:45:05] Trustee Rogers (probable): i thought that we had taken out voting rights for the ex officio

[0:45:10] Trustee Rogers (probable): unless elected unless elect uh

[0:45:16] Voice 7: that's not the message i heard at the last meeting i understood

[0:45:20] Voice 7: that as ex officio the chair would still want voting rights for select committees only

[0:45:26] Voice 7: only so maybe we should go down to the voting rights section because i've been a little bit

[0:45:32] Voice 7: confused about uh what what is being asked for uh it's eight points something up a little higher

[0:45:42] Voice 7: well maybe that's it i think

[0:45:45] Voice 7: it was 8

[0:45:45] Trustee Fast (probable): .4 new 8.4 yes

[0:45:48] Voice 7: or

[0:45:49] Trustee Fast (probable): 3.4 there whatever that is

[0:45:51] Trustee Fast (probable): it's

[0:45:52] Voice 7: eight point so it's uh the new 8.4 on page 40 um it's actually 8.5 sorry

[0:46:09] Voice 7: yeah

[0:46:10] Trustee Rogers (probable): i missed that where it's covered yeah that would not have been my understanding but perhaps

[0:46:19] Trustee Rogers (probable): we were unclear or maybe i misunderstood um

[0:46:25] Trustee Luckham (probable): so sorry i was rereading the previous one at 1.3

[0:46:28] Trustee Luckham (probable): be there so this is at eight point what's the number eight point

[0:46:31] Voice 7: five covers voting for select

[0:46:33] Voice 7: committee okay

[0:46:35] Trustee Luckham (probable): so above it is eight point four and then eight point five okay right

[0:46:40] Voice 7: so the deal is

[0:46:41] Voice 7: for regional planning committee and trust programs committee the chair sits as ex officio and is a

[0:46:47] Voice 7: non-voting member but for select committees i thought the direction that was given was you

[0:46:54] Voice 7: you wanted to change that for the chair to always be a voting member as

[0:46:58] Voice 7: ex officio sitting on any select committee.

[0:47:01] Voice 7: So the bottom line being the chair would get a vote one way or the other,

[0:47:04] Voice 7: whether they were elected to it or sitting as ex officio.

[0:47:11] Voice 2: Yeah.

[0:47:13] Voice 2: And that was my understanding coming through as well,

[0:47:15] Voice 2: because you're not a voting member in the other committees.

[0:47:18] Voice 2: Right.

[0:47:20] Voice 2: Right now. So

[0:47:20] Voice 2: that is business as usual,

[0:47:22] Voice 2: but the notion of a select committee with a specific probing focus,

[0:47:27] Voice 2: focus we understood that to be what you wanted so so

[0:47:34] Trustee Rogers (probable): yeah i may i mr chair yeah please because

[0:47:38] Trustee Luckham (probable): i i tend to lean towards where dan is coming from here so well

[0:47:43] Trustee Rogers (probable): i think it got confusing because um

[0:47:47] Trustee Rogers (probable): there was a proposal i think last week or last time we saw this it was there was a the word

[0:47:56] Trustee Rogers (probable): the proposal or the wording would have led to the chair always being ex officio but and I think what

[0:48:02] Trustee Rogers (probable): we said is no we want the chair to have the capacity to be elected on to the committee

[0:48:10] Trustee Rogers (probable): and if not elected then he's ex officio but I at least I didn't intend to give you voting

[0:48:17] Trustee Rogers (probable): rights on the select if you're ex officio I think ex officio means you're ex officio

[0:48:21] Trustee Rogers (probable): so

[0:48:22] Voice 7: what I could do is take out 8.5 completely and add select committee into the list in 8.4

[0:48:31] Voice 7: which is I think the way I had it before

[0:48:33] Trustee Rogers (probable): yes and that's the way I would see it and now you've made

[0:48:37] Trustee Rogers (probable): it so that if the chair doesn't get elected then he's exit then he or she is ex officio

[0:48:43] Trustee Rogers (probable): and that's the way I would like to see it so yeah

[0:48:48] Trustee Luckham (probable): that was my impression also so

[0:48:50] Trustee Rogers (probable): do you need a

[0:48:51] Trustee Rogers (probable): a motion to that effect? Because what what Carmen just said is exactly what I would like to see.

[0:48:57] Trustee Rogers (probable): Yeah,

[0:48:57] Trustee Luckham (probable): let's just see what Vice Chair Fast has to share. And then indeed, a motion would be

[0:49:03] Trustee Luckham (probable): probably the appropriate thing. Mine is about something different. So I think you should go

[0:49:08] Trustee Luckham (probable): ahead. Okay, thank you then. So let me just ask a question before you also do that motion. Because

[0:49:15] Trustee Luckham (probable): I'm trying to reflect on the advice that we received at our last meeting, where the practice

[0:49:21] Trustee Luckham (probable): of ex officio not having voting is something that we have been doing at the Islands Trust,

[0:49:27] Trustee Luckham (probable): but it would appear, if I'm not mistaken, in Robert's rules, that ex officio may or could or

[0:49:35] Trustee Luckham (probable): should have voting rights. But I think, as Dan has indicated, I think our intention was to retain

[0:49:42] Trustee Luckham (probable): that sort of the nature of the ex officio, which doesn't have voting rights on committees,

[0:49:47] Trustee Luckham (probable): but that the chair of trust council has the opportunity to sit as an ex officio on any

[0:49:53] Trustee Luckham (probable): committee um should continue and indeed the chair has voting rights of financial planning committee

[0:50:00] Voice 10: does

[0:50:00] Trustee Luckham (probable): not see this issue so um can you just clarify that of the robert's rules interpretation of

[0:50:07] Trustee Luckham (probable): ex officio i'd have to uh go back and

[0:50:11] Voice 7: reference it again but i think um it's really up to the

[0:50:15] Voice 7: body the body can say that ex officio votes and counts in quorum or does not vote and does not

[0:50:21] Voice 7: count in quorum so you have some leeway to set it the way you wish to set it okay so dan over to you

[0:50:27] Voice 7: um

[0:50:32] Trustee Rogers (probable): i'll uh move that uh staff be requested to remove 8.4 8 sorry 8.5 from the current draft

[0:50:42] Trustee Rogers (probable): and add select committees to 8.4 of the current draft.

[0:50:50] Trustee Rogers (probable): And

[0:50:53] Trustee Luckham (probable): that's seconded by Trustee Patrick.

[0:50:56] Trustee Luckham (probable): So, Lori, have you got that?

[0:51:05] Voice 11: I do, that staff be requested to remove 8.5 from the current draft

[0:51:10] Voice 11: and add select committees to 8.4 of the current draft.

[0:51:15] Trustee Luckham (probable): Okay, that sounds right, Dan.

[0:51:18] Trustee Luckham (probable): So, I'm seconded.

[0:51:19] Trustee Luckham (probable): So, is there any further discussion?

[0:51:20] Trustee Luckham (probable): all those in favor any opposed none opposed so that carries um so let me now go to uh vice chair

[0:51:31] Trustee Luckham (probable): fast you had another item on this document yes

[0:51:34] Trustee Fast (probable): if you could just go back to 1.2.3 on page 34

[0:51:43] Trustee Fast (probable): the um 1.2.3 okay go ahead um it's a very simple request and that is that

[0:51:53] Trustee Fast (probable): that the words he or she be replaced with the word they.

[0:51:58] Trustee Fast (probable): This is just because the wording,

[0:52:01] Trustee Fast (probable): the use of these words is changing to be more inclusive

[0:52:03] Trustee Fast (probable): and to stop this stumbling over a binary model of gender.

[0:52:09] Trustee Fast (probable): And I think I just wanted to put it out there

[0:52:13] Trustee Fast (probable): as a possibility that we start using that word

[0:52:16] Trustee Fast (probable): instead of stumbling.

[0:52:17] Trustee Fast (probable): Because when I'm reading now, I trip over he and she.

[0:52:23] Trustee Fast (probable): I don't know what other people think about

[0:52:25] Trustee Fast (probable): that it's a very minor thing and maybe we don't need to discuss it today but i think it's not

[0:52:29] Trustee Fast (probable): minor for some people and i think it's a direction i would like to see us move towards in our language

[0:52:39] Trustee Luckham (probable): um yeah uh well that thank you for raising that um any uh thoughts there or recommendations from

[0:52:48] Trustee Luckham (probable): staff even trustee rogers

[0:52:50] Trustee Rogers (probable): well i i'm happy to have staff but i just say i agree with uh vice

[0:52:54] Trustee Rogers (probable): I mean, many organizations are, and I expect there's some guidance around how to adapt language to move towards a more inclusive model, as opposed to he or she.

[0:53:14] Trustee Rogers (probable): I think they is the word that they often come up with, but I'm guessing it's far more, there's probably far more guidance out than that, that I'm not familiar with and probably should be.

[0:53:25] Trustee Rogers (probable): and that's probably a bigger project but we probably should not be proposing

[0:53:31] Trustee Rogers (probable): new language that does not at least i mean going back and changing all our language is one thing

[0:53:37] Trustee Rogers (probable): but so

[0:53:40] Trustee Fast (probable): i'd like to propose um that in one point uh 2.3 that the word um words he or she be replaced

[0:53:49] Trustee Fast (probable): by the word they i move this okay

[0:53:54] Trustee Luckham (probable): so we have moved seconded by trustee rogers um uh anybody

[0:53:59] Trustee Luckham (probable): Anybody wish to speak to it further?

[0:54:03] Trustee Rogers (probable): I didn't mean to usurp any advice from staff about it.

[0:54:09] Trustee Luckham (probable): Well, I think that going forward,

[0:54:13] Trustee Luckham (probable): because there must be hundreds, if not thousands,

[0:54:16] Trustee Luckham (probable): of edits necessary to facilitate that,

[0:54:20] Trustee Luckham (probable): I can't help whether or not there's some mechanism

[0:54:22] Trustee Luckham (probable): that we can say more broadly that in all instances

[0:54:27] Trustee Luckham (probable): of references to he, she, or otherwise,

[0:54:29] Trustee Luckham (probable): that it should be considered as they but obviously that may not have the same impact but editing

[0:54:37] Trustee Luckham (probable): every single document we have would be we

[0:54:40] Voice 7: can certainly take that instruction to heart going

[0:54:42] Voice 7: forward in any amendments when we're looking at reviewing policy yeah that's good

[0:54:48] Trustee Fast (probable): thank you and

[0:54:49] Trustee Fast (probable): i'll just note that there are a few more in uh like 8.5 and that kind of thing but i'll just

[0:54:55] Trustee Fast (probable): keep it to this one uh at the moment okay

[0:54:58] Trustee Luckham (probable): well appreciate that sure so thank you very much so

[0:55:02] Trustee Luckham (probable): then um uh shall i uh are we ready to call the vote yeah so then i'll call the vote all those

[0:55:08] Trustee Luckham (probable): in favor any opposed none opposed that carries um and so that's great so any further uh amendments

[0:55:19] Trustee Luckham (probable): to this document, Chairman Teel?

[0:55:22] Voice 7: I just wanted to clarify.

[0:55:24] Voice 7: So the thing here is make the amendments

[0:55:26] Voice 7: that you've asked today and then this will be submitted

[0:55:28] Voice 7: to council for tomorrow's inclusion in the agenda

[0:55:32] Voice 7: as a replacement.

[0:55:33] Trustee Luckham (probable): Yeah, that was my next ask is that this be forwarded

[0:55:38] Trustee Luckham (probable): to council as amended.

[0:55:39] Trustee Luckham (probable): So indeed, if you're ready for that

[0:55:42] Trustee Luckham (probable): and if vice chairs are ready to give this to council,

[0:55:45] Trustee Luckham (probable): I think that that's the next step here.

[0:55:49] Trustee Luckham (probable): So I'll look for a motion to that.

[0:55:50] Trustee Luckham (probable): Well, I'll just by general consent,

[0:55:52] Trustee Luckham (probable): we'll advise that the amendments

[0:55:56] Trustee Luckham (probable): to trust council policy 2.3.1 helps with committee system

[0:56:00] Trustee Luckham (probable): before into council as amended.

[0:56:04] Trustee Luckham (probable): Okay, so that's by general consent.

[0:56:06] Trustee Luckham (probable): So thank you, Carmen.

[0:56:09] Trustee Luckham (probable): Appreciate the amount of effort that has gone into this

[0:56:12] Trustee Luckham (probable): and the last minute edits there.

[0:56:15] Trustee Luckham (probable): So trust council meeting prep again,

[0:56:19] Trustee Luckham (probable): unless there's anything else i'm going to go on to 7.1.2 we have one two three four

[0:56:27] Trustee Luckham (probable): uh five e uh email messages um that i think might be appropriate to forward to council

[0:56:35] Trustee Luckham (probable): um by email um uh i'm not it's late to amend the package in any way shape or form and maybe i'll

[0:56:44] Trustee Luckham (probable): I'll just ask for staff, your advice on,

[0:56:47] Trustee Luckham (probable): shall we just forward these as a bundle to trustees

[0:56:50] Trustee Luckham (probable): and of course, Vice Chair,

[0:56:51] Trustee Luckham (probable): if you have some other alternative, Vice Chair Fast.

[0:56:58] Trustee Fast (probable): Yeah, thank you.

[0:56:59] Trustee Fast (probable): I just note that 7.1.2.2 is a handwritten letter.

[0:57:05] Trustee Fast (probable): And so I hadn't seen this

[0:57:07] Trustee Fast (probable): because it can't be immediately forwarded.

[0:57:10] Trustee Fast (probable): Usually I read them as they come in

[0:57:12] Trustee Fast (probable): and I just was surprised to see a handwritten letter.

[0:57:17] Trustee Fast (probable): and I wonder if they're treated the same or not.

[0:57:21] Trustee Fast (probable): Do we normally see handwritten letters as they come in?

[0:57:26] Trustee Luckham (probable): Or

[0:57:26] Trustee Fast (probable): did, okay, I must've missed it, thank you.

[0:57:29] Trustee Luckham (probable): Yeah, no, it's not uncommon, in fact.

[0:57:35] Trustee Luckham (probable): So Trustee Rogers, Vice Chair Rogers.

[0:57:39] Trustee Rogers (probable): I note that the third one, 1.2.3,

[0:57:44] Trustee Rogers (probable): and I think number, and 1.2.5 aren't there.

[0:57:53] Trustee Rogers (probable): Or at least they weren't in the package.

[0:57:55] Trustee Rogers (probable): So I don't know if they were, I'm not sure.

[0:58:02] Trustee Luckham (probable): 2.3 was there.

[0:58:04] Trustee Luckham (probable): You are right about that.

[0:58:06] Trustee Luckham (probable): They're not included.

[0:58:07] Trustee Luckham (probable): Laurie or CL?

[0:58:12] Voice 2: Go ahead, Laurie.

[0:58:14] Voice 12: Yeah, I do see that they're missing.

[0:58:15] Voice 12: There's no paid pagination beside those items.

[0:58:19] Voice 12: My apologies.

[0:58:20] Trustee Rogers (probable): Right.

[0:58:21] Trustee Rogers (probable): um so i i don't know what the last name chioccia what it says i believe the one from margerson is

[0:58:32] Trustee Rogers (probable): probably the one with the 52 signatures attached yes

[0:58:38] Voice 12: that's correct so

[0:58:40] Trustee Rogers (probable): i've seen it and i think

[0:58:43] Trustee Rogers (probable): it went to all trustees anyway yes it did

[0:58:45] Trustee Rogers (probable): but i don't know what the other one is offhand but

[0:58:49] Trustee Rogers (probable): Yeah.

[0:58:55] Trustee Luckham (probable): So what I would like to do for transparency, right, is I suggest that we,

[0:59:02] Trustee Luckham (probable): even whether trustees may have already received them or not, is forward all of them to trustees.

[0:59:08] Trustee Luckham (probable): And I'm presuming that Ives have looked at it to make sure there's nothing

[0:59:12] Trustee Luckham (probable): defamatory or otherwise included on those six. And then I will note when we get the correspondence

[0:59:20] Trustee Luckham (probable): in the agenda at council that whatever those happen to be you know 7.2.39 40 41 42 have been

[0:59:30] Trustee Luckham (probable): forwarded to council does that sound reasonable to everybody sane even yeah I see Claire's hand

[0:59:41] Trustee Luckham (probable): is up okay go ahead Claire sorry I'm not watching digital hands I apologize no

[0:59:48] Voice 3: worries thank you

[0:59:48] Voice 3: Thank you, Chair. I just wanted to note we have correspondents coming in from a variety of sources, some of which are to the Islands 2050 inbox and they're making their way onto various agendas in a fairly.

[1:00:01] Voice 3: scattershot form we are trying right now to collate them all into one folder make and we'll

[1:00:07] Voice 3: try and make them all accessible through the website prior to first reading so just wanted

[1:00:10] Voice 3: to make you aware of that we're trying to get it done by friday for trust programs committee that

[1:00:13] Voice 3: may not be possible but we have everyone's correspondence and we have received two or

[1:00:18] Voice 3: three handwritten letters i think over the course of the engagement and we will make sure that

[1:00:22] Voice 3: everything's available according to your policy statement amendment policy we're meant to provide

[1:00:26] Voice 3: it all before third reading but we're going to do our absolute best to have everything collated

[1:00:29] Voice 3: and provided through the same web folder structure that we have for LTC projects we're going to try

[1:00:34] Voice 3: and make that for the islands 2050 web page for both trustees and staff to access all the

[1:00:39] Voice 3: correspondence that's coming in as well as the other engagement materials so just wanted to draw

[1:00:43] Voice 3: your attention to that and let you know where we're working on it but we are reading everything

[1:00:48] Voice 3: as it comes in staff are seeing everything and paying attention yeah

[1:00:53] Trustee Luckham (probable): as um I and I know all the

[1:00:57] Trustee Luckham (probable): the executive committee and many, many trustees

[1:00:58] Trustee Luckham (probable): paying full attention to public support.

[1:01:00] Trustee Luckham (probable): Trustee Patrick, over to you.

[1:01:02] Trustee Patrick (probable): I just want to repeat again that

[1:01:04] Trustee Patrick (probable): because we haven't gone into the full engagement again

[1:01:06] Trustee Patrick (probable): on the public, because they haven't had first reading yet,

[1:01:09] Trustee Patrick (probable): that we are receiving a voice,

[1:01:13] Trustee Patrick (probable): but I can't say it's reflective

[1:01:15] Trustee Patrick (probable): of the communities that live here.

[1:01:17] Trustee Patrick (probable): So we just need to always have that in caution.

[1:01:19] Trustee Patrick (probable): I appreciate that you're putting it all together,

[1:01:21] Trustee Patrick (probable): but I've been very strong with public

[1:01:24] Trustee Patrick (probable): that the message is that the opportunity for engagement is in september that

[1:01:29] Voice 3: yeah that's

[1:01:30] Voice 3: correct and we are at this time only incorporating changes here at the committee stage we're not yet

[1:01:35] Voice 3: incorporating anything from that's been since the last engagement anything since then we haven't

[1:01:39] Voice 3: been responding to in terms of our drafting okay

[1:01:44] Trustee Luckham (probable): thank

[1:01:45] Voice 3: you so

[1:01:47] Trustee Luckham (probable): then uh can i take it by general

[1:01:49] Trustee Luckham (probable): consent that seven point uh correspondence in section 7.1.2 be forwarded by email to trust

[1:01:57] Trustee Luckham (probable): all trustees prior to council and that it will be noted on the agenda that uh during trust council

[1:02:04] Trustee Luckham (probable): that it has been received and um i'll just say that's supported by general consent of the um

[1:02:15] Trustee Luckham (probable): vice chairs and that's obviously not a motion but it should be noted in the minutes.

[1:02:25] Trustee Luckham (probable): Okay so that's correspondence for council. Now we had another item here

[1:02:31] Trustee Luckham (probable): which I slotted in at 7.1.3 which is a notice of motion that

[1:02:41] Trustee Luckham (probable): is potentially coming forward. So Dan Rogers you asked for that item to be added.

[1:02:45] Trustee Luckham (probable): added i

[1:02:48] Trustee Rogers (probable): just wanted to um ask the executive and perhaps the cao as as to how um best in your view

[1:02:58] Trustee Rogers (probable): to deal with a motion that is in the is in the works um as you know i've i've been talking with

[1:03:09] Trustee Rogers (probable): trustee critchley regarding his defeated motion from march and he may have a new one coming

[1:03:16] Trustee Rogers (probable): I mean, they probably, and I'm conscious of two things.

[1:03:20] Trustee Rogers (probable): One is I don't want to, I mean, it's not the intention to open up a long debate again because we had a long debate in March.

[1:03:30] Trustee Rogers (probable): And the second thing is I'm also conscious of the fact that I don't want to, particularly at the beginning of the meeting,

[1:03:37] Trustee Rogers (probable): being a distract from the focus of the Trust Council

[1:03:42] Trustee Rogers (probable): on the issues that you raised a few minutes ago,

[1:03:47] Trustee Rogers (probable): Chair Lockem, which is the appropriate recognition

[1:03:50] Trustee Rogers (probable): of the issues related to residential schools.

[1:03:57] Trustee Rogers (probable): And so I want to be careful

[1:03:59] Trustee Rogers (probable): about how anything is introduced.

[1:04:01] Trustee Rogers (probable): And there was some contemplation

[1:04:04] Trustee Rogers (probable): that it might be introduced as a response to all of the correspondence but that would be at the end

[1:04:11] Trustee Rogers (probable): of the agenda but if there i just wanted to and i'm not i'm not even 100 certain it's going to

[1:04:20] Trustee Rogers (probable): be introduced but i if it is if you had any strong preference and the ec had any preference

[1:04:26] Trustee Rogers (probable): i know you said mr chair you thought it might come in under new business which is would be the

[1:04:31] Trustee Rogers (probable): middle of the second day and there seems to be a fair amount of time in the second day um touch

[1:04:38] Trustee Rogers (probable): wood if people think that was the best place for it yeah

[1:04:45] Trustee Luckham (probable): i continue to think that that's the best

[1:04:47] Trustee Luckham (probable): place for it but uh see the ca do you have some administrative thoughts there no

[1:04:52] Voice 2: no i think that

[1:04:52] Voice 2: is the right place for it and that segues into frankly the uh um the reporting out from trust

[1:04:59] Voice 2: area services and that would be regular business and it's not linked to one thing or another

[1:05:05] Voice 2: depending upon how close it is to the motion that was defeated um there would be a consideration is

[1:05:13] Voice 2: this new or would there need to be a rescinding well i guess we'd have to look at whether you're

[1:05:24] Voice 2: reconsidering something that you've already made a decision on or whether there's substantial

[1:05:27] Voice 2: stand enough newness to it that it could stand alone and there's carmen

[1:05:35] Trustee Luckham (probable): to assist us i don't

[1:05:37] Trustee Luckham (probable): necessarily want to get into a situation of splitting hairs i've seen the draft wording

[1:05:43] Trustee Luckham (probable): from trustee rogers but of course what ends up on the table may or may not be the same

[1:05:49] Trustee Luckham (probable): it does strike me as that it's there are sufficient differences but carmen over to you

[1:05:54] Trustee Luckham (probable): on that yeah

[1:05:55] Voice 7: we have kind of an awkward reconsideration scenario where it can only

[1:06:00] Voice 7: be done within a meeting you can only ask for reconsideration of a motion that's within

[1:06:06] Voice 7: that same meeting uh according to robert's rules once the meeting's over

[1:06:12] Voice 7: your options are to rescind rescind or repeal but rescind um a previous motion and uh if it's

[1:06:20] Voice 7: considered a completely new motion, then I'm sure it's fine to just put it on the floor

[1:06:25] Trustee Luckham (probable): and vote on

[1:06:25] Trustee Luckham (probable): it. So is that the discretion of the chair to decide that?

[1:06:31] Voice 2: I would think so. Yeah. And then

[1:06:33] Voice 2: you'd see what kind of conversation you'd get around that. And of course,

[1:06:37] Trustee Rogers (probable): there's nothing to

[1:06:39] Trustee Rogers (probable): rescind because the motion was defeated. Right.

[1:06:43] Voice 7: Yeah. Good point. Good point. Right. But

[1:06:48] Voice 10: I get

[1:06:50] Trustee Rogers (probable): get you for it anyway okay i will um continue my conversations with uh with mr with trustee

[1:06:58] Trustee Rogers (probable): critchley um anyway i see somebody oh i see claire's hand is still up i don't know if that's

[1:07:05] Trustee Rogers (probable): a remnant or not claire no it went down okay

[1:07:12] Trustee Luckham (probable): all right so is that uh any vice chairs have

[1:07:16] Trustee Luckham (probable): anything further to add or is that satisfactory this time just throughout wrong agenda um okay so

[1:07:27] Trustee Luckham (probable): then uh local planning service administrator services trust area services nothing um i was

[1:07:32] Trustee Luckham (probable): struggling with where i might put in this tanker ban in active pass and so at the

[1:07:39] Trustee Luckham (probable): pleasure of the vice chairs i i think that i might just add that under 7.4 trust area services

[1:07:44] Trustee Luckham (probable): It's just, it's not council related,

[1:07:47] Trustee Luckham (probable): but or it could even just go simply under new business.

[1:07:51] Trustee Luckham (probable): Why don't I actually, I'll just put it under new business,

[1:07:53] Trustee Luckham (probable): which is then completely divorced

[1:07:55] Trustee Luckham (probable): from trust council meeting preparation in section seven.

[1:07:59] Trustee Luckham (probable): So that's what I'll do.

[1:08:01] Trustee Luckham (probable): So if that's all right,

[1:08:02] Trustee Luckham (probable): then I'll just continue executive committee projects.

[1:08:04] Trustee Luckham (probable): The only item that's listed here

[1:08:06] Trustee Luckham (probable): is UBCM premier minister meeting request deadline

[1:08:09] Trustee Luckham (probable): of June the 30th, 2021.

[1:08:11] Trustee Luckham (probable): 21. So let's go to the CAO and ask, and then maybe Trust Area Services as well, of course.

[1:08:21] Trustee Luckham (probable): But I think that I have expressed the desire, and I think that that was supported by executive

[1:08:27] Trustee Luckham (probable): to have a meeting with our minister with respect to following up on the conversation we had earlier

[1:08:36] Trustee Luckham (probable): We're here with our ministry, Flynn Rowe and...

[1:08:41] Trustee Luckham (probable): On tree cutting?

[1:08:43] Trustee Luckham (probable): No, the Comox and Minister Conway.

[1:08:47] Voice 2: Oh, right.

[1:08:48] Voice 2: So perhaps two items.

[1:08:50] Trustee Luckham (probable): Yeah.

[1:08:52] Trustee Luckham (probable): So over to you, sir.

[1:08:54] Voice 2: Well, that's what we're...

[1:08:56] Voice 2: So, you know, quite often in this situation,

[1:08:59] Voice 2: of course, the COVID world's thrown us for a tizzy here,

[1:09:02] Voice 2: but we don't often get our own minister

[1:09:05] Voice 2: and we get probably a more extended meeting with that minister,

[1:09:09] Voice 2: but we can certainly apply for this and speak on those two issues.

[1:09:14] Voice 2: And likely, trustees would expect that continued advocacy

[1:09:19] Voice 2: on behalf of the tree-cutting measure,

[1:09:21] Voice 2: given that we've had an explicit conversation about it,

[1:09:24] Voice 2: would be continuing, and this would be an opportunity to take that up.

[1:09:27] Voice 2: And then, yeah, you have provided some indicated interest

[1:09:32] Voice 2: interest in following up with our minister around the um the discussion on shingle spit

[1:09:38] Trustee Luckham (probable): right so our next meeting is june the 23rd and this is not the deadline is june 30th so we have

[1:09:44] Trustee Luckham (probable): time to request yeah

[1:09:46] Voice 2: and consider any other meetings that we might request for any other

[1:09:50] Voice 2: um you know you know we reflect on the strategic plan of course and ask if there's any

[1:09:55] Voice 2: any other meetings we wish to undertake yeah

[1:09:58] Trustee Luckham (probable): and there may be something that comes out of council

[1:10:00] Trustee Luckham (probable): even that we may choose to want to consider as well so can we just bring is that okay with vice

[1:10:05] Trustee Luckham (probable): chairs we'll bring 8.2.1.1 back to our uh june 23rd agenda for um consideration and everybody

[1:10:15] Trustee Luckham (probable): can turn their minds to that and i'm sure we have like a draft uh template document that says

[1:10:22] Trustee Luckham (probable): please ask for meetings with xyz ministers about these topics is that okay ceo

[1:10:28] Voice 2: yes by all means

[1:10:29] Voice 2: You

[1:10:30] Trustee Luckham (probable): got that, Lori? All right. Anything from anybody else on that topic? No. Okay. So let us

[1:10:40] Trustee Luckham (probable): then go down to new business. And LTC reports here on advocacy topics, trust area, under trust

[1:10:49] Trustee Luckham (probable): area services. This is obviously the perfect place for the tanker ban. So anybody have any

[1:10:57] Trustee Luckham (probable): advocacy activity in their areas?

[1:11:02] Trustee Rogers (probable): Mr. Chair, can I just say, I read the material

[1:11:06] Trustee Rogers (probable): on what you're referring to as a tanker ban.

[1:11:09] Trustee Rogers (probable): I'd be careful about using that language

[1:11:11] Trustee Rogers (probable): because it looks like it's an administrative directive

[1:11:13] Trustee Rogers (probable): at this point, pending review.

[1:11:17] Trustee Rogers (probable): That's the

[1:11:17] Trustee Luckham (probable): way I read it.

[1:11:18] Trustee Luckham (probable): You are absolutely right about that.

[1:11:21] Trustee Luckham (probable): And I'm going to capture that right at this moment.

[1:11:24] Trustee Luckham (probable): because there are all kinds of people that are wanting to jump on this

[1:11:29] Trustee Luckham (probable): and take credit for it, including the IE,

[1:11:33] Trustee Luckham (probable): because they say we're not going to see tankers in active pass ever again.

[1:11:38] Trustee Luckham (probable): That is even a greater stretch than, and it does indicate a ban,

[1:11:43] Trustee Luckham (probable): but in the same article, they do say the interim ban covers ships

[1:11:47] Trustee Luckham (probable): carrying bulk oil pollutants, hazardous cargo,

[1:11:50] Trustee Luckham (probable): and it stands until a risk assessment is completed

[1:11:53] Trustee Luckham (probable): for commercial vessels in active tasks so that's certainly

[1:11:56] Trustee Luckham (probable): not forever and obviously that

[1:12:00] Trustee Luckham (probable): is ongoing so it's obvious that certainly the islands trust did actually have I personally

[1:12:08] Trustee Luckham (probable): had conversations with the pilot authority and others and the one individual I think

[1:12:13] Trustee Luckham (probable): Gerald I don't have the name in front of me at the moment was also a significant contributor

[1:12:19] Trustee Luckham (probable): and Sue Ellen Fast, in fact, did work in the background

[1:12:22] Trustee Luckham (probable): on bringing this escalating awareness on this issue.

[1:12:27] Trustee Luckham (probable): It does strike me that we should provide our thanks,

[1:12:34] Trustee Luckham (probable): our gratitude for the initiative that had been undertaken,

[1:12:38] Trustee Luckham (probable): but at the same time acknowledge those

[1:12:40] Trustee Luckham (probable): that have contributed to raising awareness on this issue.

[1:12:44] Trustee Luckham (probable): And it does strike me as a trust area services item.

[1:12:48] Trustee Luckham (probable): item. I'm presuming that we could do that under the Executive Committee Authority communications

[1:12:54] Trustee Luckham (probable): and the standing item of vessel anchorages and marine issues being on our top priorities

[1:13:02] Trustee Luckham (probable): list sort of. And that it probably doesn't need to become a piece of council business

[1:13:08] Trustee Luckham (probable): at this point. And so would appreciate the, our freighter, your perspective here and what

[1:13:14] Trustee Luckham (probable): what direction we might provide you in terms of,

[1:13:17] Trustee Luckham (probable): I think a chair's letter.

[1:13:20] Voice 3: And certainly I think the chair could write expressing

[1:13:24] Voice 3: thanks for the work that's going to be undertaken

[1:13:26] Voice 3: and for listening to the request.

[1:13:28] Voice 3: I would suggest we acknowledge Gerald Graham

[1:13:31] Voice 3: who also brought it, who was the initial person

[1:13:33] Voice 3: that brought it to awareness.

[1:13:34] Voice 3: And it would be helpful to have a resolution

[1:13:36] Voice 3: just to track the request.

[1:13:38] Trustee Luckham (probable): Okay, so Sue Ellen Fast over to you.

[1:13:43] Trustee Fast (probable): Yeah, thank you.

[1:13:44] Trustee Fast (probable): i'd like to um move that a letter of thank you uh be sent to um gerald graham regarding his advocacy

[1:13:54] Trustee Fast (probable): around uh the uh no sorry never mind um is that sent to the pacific pilotage authority right

[1:14:06] Trustee Fast (probable): to uh uh thank them for taking to writing the letter to industry is that what it's called

[1:14:12] Trustee Fast (probable): and uh

[1:14:13] Trustee Luckham (probable): and details probably aren't necessarily need to be captured in that motion but

[1:14:19] Trustee Luckham (probable): intent yeah and

[1:14:23] Trustee Fast (probable): that it be copied to gerald graham well

[1:14:27] Trustee Luckham (probable): i think that i would like to also

[1:14:28] Trustee Luckham (probable): include thanks in the letter to gerald graham for raising even

[1:14:33] Trustee Fast (probable): better thank you uh i move this

[1:14:38] Trustee Luckham (probable): let's see what lori actually got there letter of thank you be sent to the ppa to thank them

[1:14:58] Trustee Luckham (probable): for writing the letters and that it'd be copied to gerald graham um and

[1:15:01] Trustee Fast (probable): could we could we just

[1:15:02] Trustee Fast (probable): separate these and and say and that a letter of thank you be sent to gerald graham or i don't

[1:15:10] Trustee Fast (probable): know how to do it

[1:15:11] Trustee Luckham (probable): well i think what i would do is to keep it simple for us um is to include in that

[1:15:16] Trustee Luckham (probable): letter acknowledging Gerald Graham raising the issue I see Claire's nodding

[1:15:24] Trustee Luckham (probable): on that okay one letter that includes recognizing Joe okay that

[1:15:32] Trustee Fast (probable): thank you then

[1:15:32] Trustee Fast (probable): then for writing the letter that a thank letter of thank you be sent to the PPA

[1:15:38] Trustee Fast (probable): to thank them for writing the letter to industry should have capital L capital I

[1:15:43] Trustee Fast (probable): it's a formal document letter to industry that's okay and um that

[1:15:52] Trustee Luckham (probable): it include thanks

[1:15:53] Trustee Luckham (probable): that

[1:15:54] Trustee Fast (probable): it include thanks to gerald graham for raising uh the issue on twitter and i'll say

[1:16:08] Trustee Fast (probable): why i want to say this in a minute and um and that it be copied to gerald graham perfect

[1:16:15] Voice 10: and

[1:16:18] Trustee Fast (probable): And the reason I want to include raising the issue

[1:16:20] Trustee Fast (probable): on Twitter is just to start acknowledging

[1:16:22] Trustee Fast (probable): that social media is a real place where advocacy

[1:16:28] Trustee Fast (probable): that leads to these kinds of outcomes can happen.

[1:16:31] Trustee Fast (probable): And by people posting photographs,

[1:16:34] Trustee Fast (probable): it's a kind of citizen action.

[1:16:37] Trustee Fast (probable): That's right, Laurie, thank you very much.

[1:16:38] Trustee Fast (probable): That's what I move.

[1:16:40] Trustee Luckham (probable): So I'll just ask Claire,

[1:16:42] Trustee Luckham (probable): would it be appropriate also in that copied to that,

[1:16:45] Trustee Luckham (probable): that copied list obviously goes out on our website and all that kind of stuff to just say

[1:16:50] Trustee Luckham (probable): copy the gel gram the tie and the and the driftwood because they have all been very

[1:16:56] Trustee Luckham (probable): interested in documenting this

[1:16:58] Voice 3: sure yeah it's at your we will copy who you request we also have a

[1:17:03] Voice 3: standard list for marine issues of recipients so we would send it to the standard list and then

[1:17:08] Voice 3: any additionals that you wish to identify so

[1:17:11] Trustee Luckham (probable): the tie and the driftwood may not be on that standard

[1:17:13] Trustee Luckham (probable): list so let's copy them on it yeah thank you so you got that lori gerald

[1:17:20] Trustee Fast (probable): graham comma lori i'll

[1:17:25] Trustee Fast (probable): get it the tai and the driftwood gulf islands driftwood yeah

[1:17:35] Trustee Luckham (probable): okay so that's moved by uh

[1:17:38] Trustee Luckham (probable): just well and fast seconded by my myself and i'll ask ask if there's any uh ask if there's any

[1:17:47] Trustee Luckham (probable): discussion i'll call the vote all those in favor okay thank you for your support for that

[1:17:53] Trustee Luckham (probable): thank you um and uh we'll continue on um so no closed meeting oh so now here is a lot of

[1:18:04] Trustee Luckham (probable): correspondence to the executive committee um and so we can certainly receive that for information

[1:18:17] Trustee Luckham (probable): today um uh all of those is there any direction that is necessary for any of these trustee rogers

[1:18:25] Trustee Luckham (probable): and then I'll see if Director Frater has any remarks

[1:18:28] Trustee Luckham (probable): about something that we should be taking some action on.

[1:18:31] Trustee Luckham (probable): Trustee Rogers.

[1:18:35] Trustee Rogers (probable): Just, yes, thank you.

[1:18:37] Trustee Rogers (probable): I'm conscious of item number three

[1:18:43] Trustee Rogers (probable): and then I'll talk about it first

[1:18:47] Trustee Rogers (probable): and then also number seven.

[1:18:51] Trustee Rogers (probable): I'm wondering, I'm thinking that number 11.3

[1:18:55] Trustee Rogers (probable): from MP Manley should probably go to the trust council because it would seem to me that it would

[1:19:00] Trustee Rogers (probable): be a trust council decision whether to sign on to the letter he's asked us to sign on to

[1:19:07] Trustee Rogers (probable): and I read it I expect you all read it as well but and it it makes intuitive good sense to me

[1:19:15] Trustee Rogers (probable): but I don't know the issue nearly as well as you do Chair Luckham but it struck me that that would

[1:19:24] Trustee Rogers (probable): would be something that probably should go to for discussion at trust council and yeah yeah

[1:19:31] Trustee Luckham (probable): i thank

[1:19:32] Trustee Luckham (probable): you for that i end up ended up stalling on that just because events have um overtaken me um but i

[1:19:40] Trustee Luckham (probable): i think the ask was for the chair to sign it but i indeed i'm cognizant of i'd have to reread it

[1:19:47] Trustee Luckham (probable): again but i'm cognizant of that indeed this may be something that the council should direct

[1:19:53] Trustee Luckham (probable): should sign on to or council should sign on as its own authority but that may or may not

[1:19:58] Trustee Luckham (probable): get full support hard to say I would hope that it would but yeah there's there's a pair the pair

[1:20:05] Trustee Luckham (probable): there's obviously a parallel initiative going on here with MP McAllister and I did actually

[1:20:15] Trustee Luckham (probable): also want to reach out to McAllister again who I'm pretty good before with on this topic

[1:20:21] Trustee Luckham (probable): to determine whether or not there's an alignment but obviously the political initiatives on in the

[1:20:28] Trustee Luckham (probable): federal court is different than alignments that we might see so but it seemed harmless anyway

[1:20:36] Trustee Luckham (probable): i'm sort of speaking supportive of our greater interest so i'm interested in anything from

[1:20:41] Trustee Luckham (probable): anybody maybe just claire do you have any advice on that one i realize it's highly political

[1:20:49] Trustee Luckham (probable): no

[1:20:53] Voice 3: advice I do recommend providing it to council okay

[1:20:57] Trustee Luckham (probable): so then I think it's in our

[1:21:00] Trustee Luckham (probable): court if we want to do that or not forward it to council for

[1:21:06] Trustee Luckham (probable): well forward it to council for consideration or just forward it to trustees and trustees

[1:21:11] Trustee Luckham (probable): could pick it up if they wanted to any other thoughts here Sam Rogers my

[1:21:19] Trustee Rogers (probable): thinking is as I

[1:21:21] Trustee Rogers (probable): I think Director Frater might probably indicate,

[1:21:24] Trustee Rogers (probable): and it's certainly my intention,

[1:21:25] Trustee Rogers (probable): is it should go to trust counsel for consideration.

[1:21:29] Trustee Rogers (probable): And that would lead potentially to a motion

[1:21:32] Trustee Rogers (probable): to ask you to or not to sign on to the letter.

[1:21:38] Trustee Rogers (probable): You know, I mean, we've done that a few times.

[1:21:40] Trustee Rogers (probable): I can remember doing it with former MP Sheila Malcolmson

[1:21:45] Trustee Rogers (probable): and her work around derelict boats.

[1:21:49] Trustee Rogers (probable): um there may have been other oh the fellow i've forgotten his name up farther north that uh has

[1:21:56] Trustee Rogers (probable): been doing the work around um plastics we've asked motions relation to that so i think it should go

[1:22:02] Trustee Rogers (probable): to trust council uh for referred to trust council not just individual employees because i i'd be

[1:22:09] Trustee Rogers (probable): i'd be uncomfortable as an executive i know it's addressed to us um probably consistent with our

[1:22:16] Trustee Rogers (probable): our policy but I'd sure like to hear from other trustees as to whether they think it's consistent

[1:22:22] Trustee Rogers (probable): whether we should sign on to it or not yeah

[1:22:26] Trustee Luckham (probable): so this now begs the question is where's the

[1:22:30] Trustee Luckham (probable): threshold for new business to come from executive committee onto an agenda which has been

[1:22:38] Trustee Luckham (probable): advanced to council already you can't wait until our next council or can it be done in some other

[1:22:45] Trustee Luckham (probable): of their fashion.

[1:22:49] Trustee Luckham (probable): Any trustee, Vice Chair Patrick?

[1:22:51] Trustee Luckham (probable): I

[1:22:51] Trustee Patrick (probable): thought that was the intention of today's meeting

[1:22:54] Trustee Patrick (probable): before council for us to address any items

[1:22:56] Trustee Patrick (probable): of late business to bring.

[1:22:57] Trustee Patrick (probable): So to me, it would be appropriate.

[1:23:00] Trustee Luckham (probable): Okay, and then that, so some, so by,

[1:23:05] Trustee Luckham (probable): does somebody want to make a motion to that effect?

[1:23:09] Trustee Luckham (probable): And then it'll go on.

[1:23:10] Trustee Rogers (probable): Sure, I'll move that we refer item 11.3

[1:23:15] Trustee Rogers (probable): to trust council for consideration.

[1:23:24] Trustee Luckham (probable): Yeah, at the June 10th meeting.

[1:23:27] Trustee Luckham (probable): Sure,

[1:23:27] Trustee Rogers (probable): to the June 8th Trust Council for consideration.

[1:23:32] Trustee Rogers (probable): June 8th.

[1:23:33] Trustee Luckham (probable): Moved, seconded by Trustee Patrick.

[1:23:35] Trustee Luckham (probable): Any further discussion?

[1:23:38] Trustee Luckham (probable): No, all those in favor?

[1:23:40] Trustee Luckham (probable): So that carries.

[1:23:41] Trustee Luckham (probable): So that will be provided to trustees in advance

[1:23:45] Trustee Luckham (probable): and then added to the agenda as we convene tomorrow.

[1:23:51] Trustee Luckham (probable): tomorrow um

[1:23:53] Trustee Rogers (probable): the the other items sorry i i hope i still have the floor i apologize if i don't

[1:23:59] Trustee Rogers (probable): but the other item that i saw that would be of interest to as in but only for information in

[1:24:07] Trustee Rogers (probable): my view would be 11.7 uh from ministry minister conroy um it would be an update on what the

[1:24:15] Trustee Rogers (probable): province is doing related to forestry but there's really no it's more an information item so i don't

[1:24:21] Trustee Rogers (probable): really care how it goes to trustees but i think it should probably go out as an information item

[1:24:26] Trustee Luckham (probable): yeah and i think the ceo and i've kind of touched on that i apologize cao on uh updating the

[1:24:33] Trustee Luckham (probable): conversations you've been having with the ministry with respect to this if i'm not mistaken and so

[1:24:38] Trustee Luckham (probable): can that be could would it be best to circulate that as for an information item to trustees and

[1:24:44] Trustee Luckham (probable): in your address the ceo's report if i'm not mistaken you were planning on adding some comments

[1:24:50] Trustee Luckham (probable): with respect to what's happening in the background in this because there's a lot going on

[1:24:54] Trustee Luckham (probable): on tree cutting in the province right now yeah

[1:24:57] Voice 2: i'm not going to be doing a thorough review of the

[1:25:02] Voice 2: intentions paper but um we've got four or five initiatives underway i've written about it a

[1:25:08] Voice 2: little bit in my um cao report and i could um provide um an overview that's my intention but

[1:25:15] Voice 2: uh i don't see nothing wrong with this being forwarded to trust trust council so they're

[1:25:19] Voice 2: made aware of um the response and that it grounds what we're asking so

[1:25:31] Trustee Luckham (probable): then uh it sounds to me then

[1:25:33] Trustee Luckham (probable): like a motion to uh forward this to uh all trustees and add to correspondence of trust

[1:25:39] Trustee Luckham (probable): council agenda as a late item um the emotion yes

[1:25:47] Voice 2: all

[1:25:48] Trustee Luckham (probable): right uh so can i get somebody to move

[1:25:52] Trustee Luckham (probable): a motion to that effect

[1:25:55] Trustee Rogers (probable): sure i'll do it i'll move that we refer item 11.7 to trust council as

[1:26:04] Trustee Rogers (probable): a late correspondent okay

[1:26:08] Trustee Luckham (probable): thank you moved seconded trustee patrick any further discussion

[1:26:13] Trustee Luckham (probable): all those in favor so that also carries all right um

[1:26:18] Voice 2: yes sir

[1:26:20] Trustee Luckham (probable): so

[1:26:22] Voice 2: 11.1

[1:26:23] Voice 2: one,

[1:26:24] Trustee Luckham (probable): here,

[1:26:26] Voice 2: comes with a request at the bottom of it. It's the letter from

[1:26:34] Voice 2: the chief negotiator

[1:26:36] Voice 2: on the government-to-government agreement between the province and the Cowichan Nation.

[1:26:42] Voice 2: And the bottom half of that says, we're reaching out to you at this time to ensure you have the

[1:26:46] Voice 2: opportunity to better understand the scope and intent of this agreement to discuss it

[1:26:49] Voice 2: in advance of signing. For further information, if you wish to set up a time.

[1:26:53] Voice 2: uh

[1:26:53] Voice 4: just just a moment it's a confidential it says it's confidential the agreement hasn't

[1:26:58] Voice 4: been signed at this time well

[1:27:00] Voice 2: that's right so this is simply this

[1:27:01] Voice 4: is a is this a public meeting

[1:27:03] Voice 4: yeah this is a

[1:27:04] Voice 2: public meeting open

[1:27:05] Trustee Fast (probable): public meeting it's

[1:27:07] Voice 4: open public meeting where you're discussing

[1:27:08] Voice 4: a confidential letter from the government informing us ahead of time of their intent

[1:27:13] Voice 4: which is confidential oh it

[1:27:17] Trustee Fast (probable): says it's still confidential to government i'm looking it's

[1:27:20] Voice 4: confidential

[1:27:20] Trustee Fast (probable): i guess

[1:27:23] Trustee Luckham (probable): the question is whether this letter of advisement is coming it's confidential
