[0:00:20] Trustee Luckham: Certainly, it's convenient to continue to have these electronic meetings, but we are certainly also looking forward to having more in-person meetings.

[0:00:42] Trustee Luckham: I want to make two acknowledgements,

[0:00:45] Trustee Luckham: actually, at the moment today.

[0:00:47] Trustee Luckham: I want to acknowledge that I'm elected here

[0:00:50] Trustee Luckham: on Thetis Island, and that's in the Lacs

[0:00:51] Trustee Luckham: and the Penelope Territory,

[0:00:53] Trustee Luckham: and all part of the Coast Salish Territory

[0:00:56] Trustee Luckham: up and down the coast.

[0:00:57] Trustee Luckham: And, of course, up there on Liskiti,

[0:00:59] Trustee Luckham: You're in Tlayamen and other nations' territories there, and I'll let the local trustees make

[0:01:07] Trustee Luckham: their own territorial recognition, if they wish.

[0:01:11] Trustee Luckham: And every morning, every day, it's so wonderful to be able to live in this magnificent place

[0:01:18] Trustee Luckham: and know that First Nations people of this area have been here for thousands of years

[0:01:25] Trustee Luckham: and it's an amazing place to be.

[0:01:28] Trustee Luckham: And then of course today is June 21st which is National Aboriginal Day and I absolutely want

[0:01:34] Trustee Luckham: to recognize that terrific opportunity for us to reflect on the nations and the people and the

[0:01:39] Trustee Luckham: culture and the history of this place. And of course it's a somber note to also reflect on

[0:01:46] Trustee Luckham: on the 215 children recently found to Kamloops,

[0:01:53] Trustee Luckham: Sukwapem territory up in Kamloops.

[0:01:58] Trustee Luckham: And we're looking at,

[0:02:00] Trustee Luckham: there's a active initiative to seek a day of mourning

[0:02:04] Trustee Luckham: to help us to come to understand and reconcile the truth.

[0:02:09] Trustee Luckham: I think this is a very hard, difficult truth,

[0:02:13] Trustee Luckham: truth, but it is the truth, nonetheless. And my heart is heavy and my thoughts go out to all of

[0:02:21] Trustee Luckham: the nations and the communities and the families and the survivors and the victims of the lost

[0:02:27] Trustee Luckham: loved ones. So with that, I'll just turn to Trustee Peter Johnson, the Skeedy Island. Good

[0:06:32] Trustee Luckham: matters we're no doubt going to have a full conversation today on the OCP amendments and

[0:06:39] Trustee Luckham: looking forward to that and ask everybody all of us elected and members of the public to be

[0:06:45] Trustee Luckham: respectful of each other your neighbors that are watching and of course of the staff that

[0:06:50] Trustee Luckham: that are doing the work for us as directed so without further ado I'm going to get to the

[0:06:58] Trustee Luckham: agenda and so we have an agenda before us and it's looking fairly complete I will ask if there's any

[0:07:06] Trustee Luckham: other items to add or remove from the agenda and trustees do you have anything else that you'd like

[0:07:14] Trustee Luckham: like to add to our agenda for today and she just raised no perfect okay awesome like that and staff

[0:07:21] Trustee Luckham: i'm assuming uh heather that we're um up to date on the agenda that i have in front of me perfect

[0:07:27] Trustee Luckham: then so then i'm going to take it then by general consent that um that uh the meeting uh agenda be

[0:07:42] Trustee Luckham: meeting of April 26th now I gotta say quite honestly unless I have that in the agenda package

[0:07:50] Trustee Luckham: I don't have that in front of me yeah I don't see it here in the minutes I don't believe there

[0:08:01] Trustee Luckham: was anything to report because I think we just received legal opinion and we adopted the minutes

[0:08:05] Trustee Luckham: of the previous meeting so I think that's sufficient and I'm seeing a nod from Heather so

[0:08:12] Trustee Luckham: So let's go to trustee reports,

[0:08:15] Trustee Luckham: find out what's happening on the SCETI for the trustees

[0:08:19] Trustee Luckham: and who would like to start today?

[0:08:21] Trustee Luckham: Just jump right in.

[0:08:27] Voice 6: I'll start then.

[0:08:30] Voice 6: So of course we haven't had a local trust committee meeting

[0:08:34] Voice 6: for some time now.

[0:08:36] Voice 6: So there's nothing new to report on the business

[0:08:40] Voice 6: of the local trust committee per se,

[0:08:42] Voice 6: say but I would mention that June's been a busy month for meetings with Trust Council

[0:08:49] Voice 6: and I'm a member of both the Trust Programs Committee which has been working on the updating

[0:08:54] Voice 6: the policy statement review process and the Regional Planning Committee both of which

[0:08:59] Voice 6: also met this month. Trust Programs Committee of course meeting to prepare for the July

[0:09:07] Voice 6: July 8th Special Meeting of Trust Council

[0:09:10] Voice 6: to consider first reading of the policy statement.

[0:09:12] Voice 6: So there's been a lot of meetings going on

[0:09:15] Voice 6: in preparation for that to refine the draft

[0:09:21] Voice 6: that's coming before Trust Council at that time.

[0:09:24] Voice 6: And that's about all I have to report.

[0:09:30] Trustee Luckham: Okay, thank you, Trustee Peterson.

[0:09:33] Trustee Luckham: Trustee Johnson, over to you.

[0:09:35] Voice 7: Thank you. The two big items, the Snonautas have prepared a management plan, the first draft of it

[0:09:43] Voice 7: for their forest woodland, First Nations woodland license, including the two parcels on the south

[0:09:50] Voice 7: end of Liskety. The management plan is for the next 10 years, although I'm sure it can be modified

[0:09:57] Voice 7: and it's a draft, includes no logging on Liskiti in that period.

[0:10:04] Voice 7: Now, they'll come up with an operations plan that will confirm that or not.

[0:10:10] Voice 7: I haven't had any contact.

[0:10:11] Voice 7: I don't know why they've decided that, but that's what they have decided,

[0:10:17] Voice 7: and it'll be out for 90 days, I think,

[0:10:21] Voice 7: or maybe it's 60 days for consultation or public input.

[0:10:27] Voice 7: Although I was told by Rhonda Morris, the district manager, that was not necessary.

[0:10:31] Voice 7: She was doing it anyway because there'd been a lot of interest expressed in the program.

[0:10:36] Voice 7: So hopefully we'll get straight on that and people will feel comfortable.

[0:10:43] Voice 7: This is a little off topic, but on topic.

[0:10:47] Voice 7: I read again the Official Community Plan in this and I read the part on the Crown lands, which I had not read for some time.

[0:10:57] Voice 7: And it really comes from the 90s when we had this big task force and report.

[0:11:03] Voice 7: And it doesn't even envisage the possibility that First Nations peoples will have claims on Crown land.

[0:11:09] Voice 7: It's very much about Crown land is for, you know,

[0:11:14] Voice 7: as a reason of land and use and enjoyment and occasionally,

[0:11:19] Voice 7: if necessary, crossing the Crown land

[0:11:21] Voice 7: to get to private parks.

[0:11:23] Voice 7: So I think we'll need to adjust that pretty substantially

[0:11:27] Voice 7: and it'll be an interesting community conversation.

[0:11:31] Voice 7: The other issue that is not directly a trust committee issue

[0:11:37] Voice 7: is the safe Island proposal.

[0:11:38] Voice 7: There was a meeting on Saturday that the proponents Michael and Ellie Rouge hosted at their house for people interested from the city in the in the in their safe island proposal, and only a handful of people attended.

[0:11:55] Voice 7: intended. I heard some reports. Sue Taylor, the widow of Randy, who bought and owned and

[0:12:06] Voice 7: developed the property and sold it, has publicly asked them not to use his name. They are not

[0:12:12] Voice 7: carrying out his plan, but that will unfold as it does.

[0:12:18] Voice 7: And I think that's, oh, the Leskete, or the Zayate Leskete Archaeology Project is running along, idling, really waiting until it's time when people can come here safely to do some archaeology and meet with community members and be here.

[0:12:38] Voice 7: And that's it.

[0:12:41] Trustee Luckham: Okay, thank you very much, Trustee Johnson.

[0:12:47] Trustee Luckham: And so from my own quarter, trustee chair report, certainly miss being in your community and traveling on your ferry and meeting your community members and walking up the hill and all of that.

[0:13:04] Trustee Luckham: and certainly look forward to coming back

[0:13:07] Trustee Luckham: into your community.

[0:13:09] Trustee Luckham: From the chair's perspective,

[0:13:11] Trustee Luckham: there's certainly lots of activity going on

[0:13:14] Trustee Luckham: at the Islands Trust, as Tim has indicated.

[0:13:18] Trustee Luckham: We of course had a June Trust Council meeting,

[0:13:22] Trustee Luckham: advanced some of our policy statement discussion.

[0:13:26] Trustee Luckham: That policy statement work is advancing.

[0:13:29] Trustee Luckham: There is a proposed draft for reading,

[0:13:33] Trustee Luckham: opportunity coming up in July for a special meeting to discuss that one topic and I just

[0:13:40] Trustee Luckham: want to reflect for a minute on the idea of first reading it's often misunderstood and

[0:13:45] Trustee Luckham: and indeed as we move through the OCP here first and second and third reading

[0:13:51] Trustee Luckham: each one of those opportunities is an opportunity to modify a document of bylaw

[0:13:57] Trustee Luckham: and a policy statement is no different than any other document that we have at the Honours Trust

[0:14:01] Trustee Luckham: and first reading is the opportunity to say well we're serious about changing this and this is what

[0:14:07] Trustee Luckham: we thought of and then we enter into a public discussion that is on the record it's not no

[0:14:14] Trustee Luckham: longer discussion now it's just conversation and there's lots of opportunities feedback of

[0:14:19] Trustee Luckham: at first reading of an official community plan in a community or a policy statement for the

[0:14:25] Trustee Luckham: owners trust and so we're certainly going into that there's been lots of conversation about

[0:14:29] Trustee Luckham: environment versus people, or people versus environment, depending on how you

[0:14:35] Trustee Luckham: want to look at it, land preservation, community docks, all of these kinds of

[0:14:41] Trustee Luckham: things. And of course historically we've entered into an era of recognizing First

[0:14:49] Trustee Luckham: Nations, the historic occupation, it's probably the wrong word, the home of the

[0:14:59] Trustee Luckham: the First Nations people here and how little we have done

[0:15:02] Trustee Luckham: to recognize that historically.

[0:15:04] Trustee Luckham: And we are wanting to amend that

[0:15:07] Trustee Luckham: to reflect the history of this place.

[0:15:11] Trustee Luckham: And indeed, as Peter Johnson mentioned in his report,

[0:15:15] Trustee Luckham: often crown lands are not the traditional access

[0:15:22] Trustee Luckham: and territory of the First Nations people.

[0:15:25] Trustee Luckham: It's not recognized when we talk about crown land,

[0:15:28] Trustee Luckham: and land that belongs to the queen in theory.

[0:15:31] Trustee Luckham: And of course we know that that's simply not true.

[0:15:36] Trustee Luckham: So we are gearing up for another trust council meeting

[0:15:40] Trustee Luckham: to talk about the policy statement.

[0:15:41] Trustee Luckham: I've been involved in some oil spill exercises,

[0:15:44] Trustee Luckham: hopefully hoping that we're well prepared for that.

[0:15:47] Trustee Luckham: There's some other work to do with oil tankers

[0:15:50] Trustee Luckham: and vessel anchorages, freighter anchorages in the Salish Sea

[0:15:54] Trustee Luckham: that continue to be important topics of discussion.

[0:15:59] Trustee Luckham: And we endeavor at every moment

[0:16:02] Trustee Luckham: to try and collaborate and communicate

[0:16:05] Trustee Luckham: with First Nations communities

[0:16:07] Trustee Luckham: as well as our own communities

[0:16:09] Trustee Luckham: and look forward to more of the same.

[0:16:13] Trustee Luckham: So that's it from the chair.

[0:16:15] Trustee Luckham: It's a real pleasure to be here.

[0:16:17] Trustee Luckham: So I'll turn it now over to Electoral Area Director

[0:16:19] Trustee Luckham: for his report at that regional district.

[0:16:22] Voice 2: Thank you, Chair.

[0:16:23] Voice 2: I have one item I'd like to report on. On May the 12th, I attended what we call a C3 meeting between the Talatman First Nation, City of Powell River, and the Cathet Regional District.

[0:16:36] Voice 2: One topic was place names. What is presently called the Powell River Townsite, the Talatman called P-Squep, which means Big River.

[0:16:46] Voice 2: The name Powell River is after Israel Powell, who was the superintendent of Indian affairs from 1871 to 1889.

[0:16:55] Voice 2: We were told at the C3 meeting that Israel Powell was responsible for much harm to First Nations.

[0:17:02] Voice 2: To better educate myself about the role of Israel Powell, I read portions of his first report from 1873, which is available online.

[0:17:10] Voice 2: line. The explicit racism and derogatory nature of some passages is hard to stomach, and I would

[0:17:17] Voice 2: not even quote the most offensive passages. Nonetheless, I find it important to be confronted

[0:17:22] Voice 2: with such history. Among many damaging colonial acts, Powell played a primary role in establishing

[0:17:28] Voice 2: residential schools. In his first report, he stated, I quote, very little progress has been

[0:17:34] Voice 2: been made as yet in educating the Indians of this province. I believe the different missions of

[0:17:40] Voice 2: British Columbia would be glad, if sufficiently aided, to establish industrial schools under

[0:17:45] Voice 2: proper government inspection as being the most successful mode of obtaining the future welfare

[0:17:51] Voice 2: and happiness of the Indian. No doubt a number of such schools in different parts of the province

[0:17:56] Voice 2: would be of incalculable benefit in making the rising generation of the Native race good citizens

[0:18:03] Voice 2: and useful members of society that's not even one of the worst ones that's actually readable

[0:18:07] Voice 2: there is no need to repeat the extreme harm done to first nations from the residential school system

[0:18:14] Voice 2: at the c3 meeting i empathized with the talatman representatives that said that every time they

[0:18:21] Voice 2: say the name powell river it's a reminder of this painful history considering name changes can and

[0:18:28] Voice 2: and should be a deliberative process and can take time.

[0:18:31] Voice 2: It also provides an opportunity for settlers

[0:18:34] Voice 2: to become more aware and honest about our colonial history,

[0:18:37] Voice 2: which is an essential part of reconciliation.

[0:18:40] Voice 2: Thank you.

[0:18:45] Trustee Luckham: You know, that requires, Andrew, thank you,

[0:18:48] Trustee Luckham: requires almost a moment of pause to reflect upon that.

[0:18:53] Trustee Luckham: And I really appreciate you speaking to this today.

[0:18:58] Trustee Luckham: Very, very much.

[0:18:59] Trustee Luckham: Thank you, sir.

[0:19:00] Trustee Luckham: If there's nothing further in the elected reports, this is an opportunity to go to town hall, and so if anybody has anything that they'd like to address specifically on our agenda today to assist us in making our decisions as we move through the rest of the agenda, we appreciate that, and this is your opportunity.

[0:21:51] Trustee Luckham: However, I would ask you that if you have anything that you would like to tell us to influence our decision making, that's why we have it at the beginning.

[0:22:03] Trustee Luckham: So if there's something we haven't heard from the public that has arrived in writing that we could be further influenced and the public can also hear what any member of the public has to say.

[0:22:26] Voice 3: on um one thing i would like to say is um that keith is for the kgl and for the gas thing is

[0:22:34] Voice 3: just looking to be treated the same way that uh christos is treated uh from the islands trust

[0:22:41] Voice 3: right now we're getting asked to um put in you know get engineering studies to do the water to

[0:22:48] Voice 3: do the sewer um you know to put out you know what is it the fee is 770 dollars for just a

[0:22:57] Voice 3: temporary use permit and at the same time um you know it's not being asked of well it is being

[0:23:07] Voice 3: asked of Christos but then there's objection to the community when the community is not fully

[0:23:12] Voice 3: aware. They're just saying the community is being told that Christos is being picked on

[0:23:17] Voice 3: on it at the same time. So I just want it to be known that what we're looking for is to be done

[0:49:42] Voice 9: So just as a reminder, this is the model strategy that has been recommended to all the, all the trusts, all the LTCs.

[0:49:59] Voice 9: to it it now becomes a project and um and we'd have to put it on the projects list and postpone

[0:50:06] Voice 9: um amending it um we do recommend it um in part because um communication companies aren't

[0:50:15] Voice 9: necessarily required to do public engagement beyond what the federal government requires of

[0:50:21] Voice 9: them. The model strategy takes that into account. And there was a process of consultation when this

[0:50:33] Voice 9: model was adopted. And there was consultation with the public as well as the federal government

[0:50:42] Voice 9: So basically we recommend that you adopt it.

[0:51:08] Voice 7: that said we need to do an addition to it,

[0:51:12] Voice 7: an amendment to it to add a paragraph about Lusketi as an island without centrally generated

[0:51:20] Voice 7: electricity and we need to be consulted or proponents need to be aware that they need to

[0:51:27] Voice 7: produce their own electricity which almost certainly will be through diesel generator in

[0:51:32] Voice 7: the wintertime and also that transportation to and from an antenna site is not simple. Most of

[0:51:40] Voice 7: our roads are in the lowlands and most of the antenna sites presumably are on the highlands

[0:51:46] Voice 7: which are not easy to get to and David and Laura's major concern was the amount of fossil fuel that

[0:51:54] Voice 7: would have to be burned to service a remote antenna site. Now I think we just left it

[0:52:03] Voice 7: because we thought it was very highly unlikely that anything would come up but since then the

[0:52:08] Voice 7: The Liskiti Island Internet Access, Liskiti Internet Access Society has applied to put an antenna on the rock bluff above Pete's Lake on Crown land there, provincially administered land there.

[0:52:22] Voice 7: So, you know, the bylaw, wording of the model bylaw is not in this package, and I think it needs to be modified, and I don't have a particular modification.

[0:52:33] Voice 7: it's not a huge one it just it adds this extra energy and fuel question and noise too i suppose

[0:52:44] Voice 7: for neighboring yeah

[0:52:48] Voice 9: the model but i mean um i mean i wasn't here during that conversation

[0:52:52] Voice 9: there the protocol itself doesn't require is not a bylaw and doesn't require a bylaw for adoption

[0:52:58] Voice 9: um i'm i'm guessing that that conversation was a recommendation that in addition to the model

[0:53:05] Voice 9: protocol, you also consider making bylaw amendments, but they don't have to go together.

[1:13:03] Voice 9: the official community plan, there were basically four overarching things that the LTC asked me to

[1:13:12] Voice 9: work on. One was that you got recommendations from the Island Stress Conservancy that there

[1:13:19] Voice 9: be a new designation added, which is the parks, what do we call it, parks and protected areas.

[1:13:28] Voice 9: is. So that was one. And another one was language regarding reconciliation. So the senior

[1:13:38] Voice 9: intergovernmental policy advisor, Lisa Wilcox, had recommended some language around that.

[1:13:42] Voice 9: So we worked on that. The third thing was that there was policies regarding log dumps,

[1:13:50] Voice 9: as they were referred to in the OCP. The province refers to those as log handling facilities,

[1:13:56] Voice 9: And they licensed those. And in the end, I had recommended that there was a couple of policies that were outdated that should be removed.

[1:14:06] Voice 9: And then the fourth thing was, was that there had been some recommendations regarding the agricultural land reserve from one of your constituents.

[1:14:17] Voice 9: And we were asked to consider that so that there has been some amendments based on that.

[1:14:23] Voice 9: So what you have before you is an explanation of those changes, amendments that were made

[1:14:33] Voice 9: based on those resolutions, and a recommendation to adopt that by giving it second reading

[1:14:42] Voice 9: and moving it along to public hearing.

[1:14:46] Voice 9: Now, of course, you have the option of not giving it second reading.

[1:14:50] Voice 9: And if you feel that the process is just a little too quick, that you're not ready to give it second reading today and you know that, then we don't necessarily have to go through all of the amendments step by step if you don't want to.

[1:15:05] Voice 9: I mean, we could use the opportunity to talk about them more, but if you feel like there needs to be more public process in between now and what I'm recommending, the public hearing being in August, then you might want to just consider that to start with and then have a detailed conversation about amendments later on or some sort of combination of all of that.

[1:15:30] Voice 9: So I will kind of leave it to you to talk about that and decide what you'd like to do, but there are there are a few options in terms of process here.

[1:15:41] Trustee Luckham: Okay, thank you. Maybe I'll just ask a question of clarity just to get us off in my mind anyway on the right footing.

[1:15:49] Trustee Luckham: Certainly you've got some suggested amendments here, and I know that there's other amendments that trustees may want to make based upon what they've heard from the public.

[1:16:01] Trustee Luckham: If we were considering going to the public hearing, which is an important step for the

[1:16:09] Trustee Luckham: community in August, I think it's what I just heard you say, I sort of tend to think

[1:16:16] Trustee Luckham: that that's an optimal time for the community when people are around and available and visitors

[1:16:22] Trustee Luckham: are around and available to contribute to that public hearing process.

[1:16:25] Trustee Luckham: If we don't move that and get you to move in the direction of public hearing, and if we want to consider only discussion today with no amendments and consider amendments at some future meeting, obviously that is going to push that back beyond August and would just like to see, and I'm not going to specify when that might be, because potentially there may be a necessity for a special meeting in between and whether you've considered that or not.

[1:16:55] Trustee Luckham: So can you just comment on that process in terms of timing

[1:17:00] Trustee Luckham: to get us to an optimal point in time

[1:17:03] Trustee Luckham: to enable all of the public to have the opportunity

[1:21:58] Voice 7: in her April staff report, I didn't make a decision on this. And that calls out for somebody

[1:22:13] Voice 7: out of COVID. There haven't been many public events. I haven't been out much. There hasn't

[1:22:18] Voice 7: been as far as i'm aware much discussion of many of these issues and i'm not feeling like i could

[1:22:23] Voice 7: make a decision very well on that and maybe the three of us could hear but it would be

[1:22:29] Voice 7: much easier if we had a public process that involved other people with a stake in it saying

[1:22:37] Voice 7: yes we should adopt this one we could modify this one or put this one together

[1:22:42] Voice 7: otherwise it's just the three of us basically deciding on all these changes then of course

[1:22:47] Voice 7: we amend the bylaw, put it out again and get more feedback or, you know, whatever reading it is.

[1:22:59] Voice 7: You know, we can, I don't know how to proceed. I would like to spend some time going through

[1:23:05] Voice 7: each of those suggested changes that was left for decision in the April 26th meeting.

[1:23:11] Voice 7: meeting. And I had the idea that this is related. Would it be possible for us to have

[1:23:21] Voice 7: correspondence between each other that was on the local trust committee website,

[1:23:26] Voice 7: such that we could speak to each other, write to each other, and the public could be informed,

[1:59:28] Voice 7: to all the people whose land was proposed to be in the agricultural land reserve and they were

[1:59:34] Voice 7: the mission was to ground truth it and what they did was ask the owners who lived here do you want

[1:59:42] Voice 7: your land in this land reserve and many of them said no and they were taken out and as a consequence

[1:59:49] Voice 7: of that much of the land it never did get ground truth it was done from aerial photographs based

[1:59:56] Voice 7: on vegetation and lack of rock, I think.

[2:00:00] Voice 7: in the photographs. And the agricultural land in the ALR doesn't correspond to the best

[2:00:07] Voice 7: agricultural land on the island. John Money suggested the way to do that was to,

[2:00:13] Voice 7: for the local trust committee to develop its own maps of agricultural land. He said, it's very

[2:00:18] Voice 7: simple. You've put on the map where the old homesteads were because they were all on the

[2:00:23] Voice 7: best agricultural land but we never did do that now i we can ask again that they do that i'm not

[2:00:31] Voice 7: sure that the best place to ask them is in the uh official community plan i suspect they won't do it

[2:00:38] Voice 7: luskete island is a backwater in the food production system in bc but it is alr land and

[2:00:47] Voice 7: they guard it pretty jealously and tightly. I don't oppose Advocacy Policy 5, but I think we'd

[2:01:00] Voice 7: be better off just writing them a letter asking them to do this than putting it in our plan like

[2:01:06] Voice 7: this.

[2:01:35] Trustee Luckham: the ALC in collaboration with the regional district did that project just recently in

[2:01:41] Trustee Luckham: in looking at agricultural uses on the island.

[3:56:07] Voice 7: across this before and I came across it just recently and I think it's important

[3:56:11] Voice 7: and it is an indication that there's reason for letting people,

[3:56:19] Voice 7: giving people the opportunity to speak to an issue

[3:56:23] Voice 7: at a meeting.

[3:56:24] Voice 7: My own feeling is it makes the meetings,

[3:56:27] Voice 7: I haven't seen it be disruptive or time dragging on

[3:56:35] Voice 7: and it gets much more buy-in from the community,

[4:03:04] Voice 6: that's the other way of bylaw enforcement action being taken so if in fact there are people

[4:03:14] Voice 6: advertising illegal short-term vacation rentals that's that's one way for action to be taken is

[4:03:20] Voice 6: is if they're advertising that is that correct bylaw

[4:03:28] Trustee Luckham: enforcement has that ability to do proactive

[4:03:30] Trustee Luckham: effective enforcement based upon advertisement searches, yeah.

[4:04:14] Trustee Luckham: And it's particularly predominant in the Southern Gulf Islands. And the Southern Gulf Islands is

[4:04:19] Trustee Luckham: now working because bylaw enforcement has been difficult and compliance has been difficult.

[4:04:24] Trustee Luckham: difficult and it's expensive for us to do this kind of enforcement and all that sort of stuff.

[4:04:32] Trustee Luckham: There's an initiative afoot in the Southern Gulf Islands with the regional district

[4:04:36] Trustee Luckham: to actually license short-term rentals. And so there's going to be another regulatory mechanism

[4:04:45] Trustee Luckham: potentially available to put in place because once one regional district and one local trust

[4:04:50] Trustee Luckham: committee starts to doing it doing it it's going to become desirable for others and you know

[4:04:56] Trustee Luckham: generally people don't like regulation and um business licenses is something that isn't

[4:05:02] Trustee Luckham: predominant in the gulf islands but it could become that way if um we get too much if it ends

[4:05:10] Trustee Luckham: up being too difficult to manage for us um and so then you're in not only in violation of the

[4:05:15] Trustee Luckham: honest trust but you'd be in violation of a regional district business licensing process
