[0:07:55] Planner Mayes: So the Salt Spring Island Local Trust Committee has referred proposed bylaw number 523, which is cited as Salt Spring Island Official Community Plan Bylaw number 434, 2008 Amendment number 1, 2021.

[0:08:07] Planner Mayes: And proposed bylaw number 524, cited as Salt Spring Island Land Use Bylaw 355, 1999 Amendment number 1, 2021, to the Advisory Planning Commission.

[0:08:19] Planner Mayes: So the proposed bylaws are for an application which seeks to amend the Salisbury Island Official Community Plan, which is including the subject property within Development Permit Area 2, which is the non-village commercial and general employment,

[0:08:32] Planner Mayes: as well as Salisbury Island Land Use Bylaw No. 355 to rezone a Residential 7 property to commercial for a variant to make lawful an existing restaurant or bakery, as well as two commercial guest accommodation units.

[0:08:44] Planner Mayes: minutes. So just some context for you guys. These were in the

[0:08:48] Planner Mayes: staff reports that you would have read on the top is the

[0:08:51] Planner Mayes: island's trust zoning map as it currently stands. And the

[0:08:54] Planner Mayes: subject property is outlined in yellow. At the bottom, you can

[0:08:58] Planner Mayes: see the ortho photo of the subject property, which is also

[0:09:01] Planner Mayes: indicated in yellow. And on your left hand side, that'll be the

[0:09:06] Planner Mayes: site plan. Sorry, Stanley. Oh,

[0:09:28] Planner Mayes: we're in the initial staff report, preliminary staff report.

[0:09:31] Planner Mayes: This is the exterior of the bakery building as well as some covered seating,

[0:09:34] Planner Mayes: the interior as well as the rear.

[0:09:38] Planner Mayes: This here is the single-family dwelling currently on the property

[0:09:41] Planner Mayes: as well as an accessory building.

[0:09:42] Planner Mayes: There is a small personal garden, so you can see the greenhouse there. There's also a pond.

[0:09:49] Planner Mayes: These are the commercial guest accommodation units that are being considered in this application and the subsequent bylaw that you guys are considering.

[0:09:58] Planner Mayes: So there is a commercial accommodation unit which is called Gallery Glamp, which you can see on the top, and as well as Gallery Cabin, which you can see on the bottom.

[0:10:06] Planner Mayes: him. These are just some photos from along the road. You can see that it is close to the Upper

[0:10:13] Planner Mayes: Ganges Road pathway. As well, you can see the subject restaurant building, which is along

[0:10:22] Planner Mayes: Churchill Road, and then the entrance onto Churchill Road and the subject property from

[0:10:27] Planner Mayes: from Upper Ganges.

[0:10:30] Planner Mayes: This

[0:10:30] Voice 8: is north of the four-way intersection, obviously.

[0:10:41] Planner Mayes: Just past, so you can see that's the property down at the bottom.

[0:10:48] Planner Mayes: And so in front of you, there are a couple of draft resolutions.

[0:10:54] Planner Mayes: Once you guys have sort of considered the bylaws that are in front of you,

[0:10:58] Planner Mayes: that have been referred to you and i'm happy to answer any questions that you guys might have

[0:11:04] Voice 5: um i have a question like i'm quite supportive of this endeavor these folks are uh seem to be uh

[0:11:12] Voice 5: really great people who have uh got a good business that's very popular on the island i

[0:11:18] Voice 5: guess the only thing i would have to ask is has there been complaints or concerns from uh the

[0:11:24] Voice 5: neighborhood so

[0:11:28] Planner Mayes: certainly that initial staff report sort of outlined how we got to where we

[0:11:33] Planner Mayes: are now um the applicants applied for uh through our uh the islands trust awful office for

[0:11:40] Planner Mayes: preliminary plan review for a change of use from an accessory building to a commercial building

[0:11:45] Planner Mayes: and that triggered a bylaw enforcement file um because that use is not permitted on that property

[0:11:53] Planner Mayes: And so this rezoning is a direct, I guess, correlation to what sort of occurred initially.

[0:12:02] Voice 5: Okay, very good. Thank you.

[0:12:12] Planner Mayes: Looks like Mary has a comment there, Jeff.

[0:12:15] Planner Mayes: Hi,

[0:12:15] Voice 6: Jeff. I have a question. Hopefully staff can help me with this. So I did read the report in detail. And I need some clarification.

[0:12:25] Voice 6: clarification um it seems that the issue is the parking but the rezoning is addressing the

[0:12:36] Voice 6: capacity by way of the septic field capacity so in the report it says that the number of

[0:12:49] Voice 6: outdoor seats will be tied to the capacity of the septic system um and yet the only problem

[0:12:57] Voice 6: identified in the report is traffic and parking so I guess I I'd like some

[0:13:04] Voice 6: clarification on what staffs recommendation is to resolve that issue

[0:13:08] Voice 6: sure

[0:13:10] Planner Mayes: and certainly the at this point we're going through the referral process

[0:13:14] Planner Mayes: and so

[0:13:15] Planner Mayes: the parking along the roadway is under the jurisdiction of the Ministry

[0:13:19] Planner Mayes: of Transportation and Infrastructure and so potentially from this referral

[0:13:23] Planner Mayes: referral process that's currently underway at the moment, we may receive some direction from

[0:13:30] Planner Mayes: the Ministry of Transportation as to what needs to occur. So certainly there may be a requirement

[0:13:35] Planner Mayes: for commercial access to the property or some sort of requirement for permits for street parking.

[0:13:43] Planner Mayes: As it stands, the septic field and the outdoor seating are a land use bylaw doesn't require

[0:13:52] Planner Mayes: require parking spaces for outdoor seats and in this case you know we've recognized or or the LTC

[0:13:59] Planner Mayes: and staff have recognized that parking is a concern and so you know whether or not there

[0:14:05] Planner Mayes: will be sort of anything that is addressed in the future by way of either the province requiring

[0:14:12] Planner Mayes: something or or the LTC you know may be a consideration at the future and I couldn't

[0:14:18] Planner Mayes: speak on that behalf until our referrals come back in.

[0:14:21] Voice 6: So it sounds to me like the trust

[0:14:26] Voice 6: doesn't really have any policy jurisdiction over parking and that you're looking for MOTI to make

[0:14:33] Voice 6: a recommendation on that for traffic flow and parking.

[0:14:38] Planner Mayes: So our rezoning would allow certainly

[0:14:41] Planner Mayes: our local trust committee to consider the impacts on the neighborhood and so again you know the

[0:14:48] Planner Mayes: the Ministry of Transportation may have some guidance to the applicant

[0:14:52] Planner Mayes: as to what sort of needs to occur currently.

[0:14:56] Planner Mayes: Our applicants have provided a parking plan to us to show that they've provided

[0:15:02] Planner Mayes: the right number of parking spaces as required in our land use bylaw.

[0:15:07] Planner Mayes: And, you know, as I noted previously, outdoor seating is sort of missing.

[0:15:12] Planner Mayes: And that is certainly something that has been addressed

[0:15:15] Planner Mayes: and potentially still can be addressed.

[0:15:20] Voice 6: Okay. I'm still, I lack clarity on who has the authority to require.

[0:15:27] Voice 6: require we

[0:15:28] Planner Mayes: have the authority to to for parking spaces on a lot so that they must be located on

[0:15:35] Planner Mayes: the lot that they serve and so in this case the required number of parking spaces we have our

[0:15:40] Planner Mayes: parking regulations we can you know require a number of parking spaces including spaces uh for

[0:15:48] Planner Mayes: handicap spaces including bike spaces bike parking spaces however those are tied to very specific

[0:15:55] Planner Mayes: And in this case, it's outdoors. Outdoor seating is not considered within our land use bylaw. And so the parking spaces that are provided on site, in accordance with the plan, service the home, the secondary suite, the two commercial guest accommodation units, and the seating inside of that restaurant.

[0:16:20] Voice 6: Okay. And as we all know, Francis, on a busy Saturday is tons of people sitting outside and lots of walk-ups to pick up orders. So, so, I mean, while I really think the rezoning is a good idea, there's the problem around the parking and traffic flow is not going to be solved by this. And I hope that everyone realizes that that will work fire X to work.

[0:16:49] Voice 6: oh yeah yeah it's mayhem

[0:16:54] Voice 6: there on a sunny saturday um and um not all of their neighbors are upset

[0:17:00] Voice 6: with them but some are and if that doesn't get resolved then we're going to get to the public

[0:17:05] Voice 6: hearing stage on this and it's just going to be torches and pitchforks you know i think we should

[0:17:10] Voice 6: be looking at solving the parking problem before we get to public hearing any other comments all

[0:17:21] Voice 9: All right, but if I follow the discussion,

[0:17:25] Voice 9: I don't see why, for what we are allowed

[0:17:28] Voice 9: and authorized to do, which is in terms

[0:17:32] Voice 9: of advising the local trust committee,

[0:17:35] Voice 9: it seems that within the domain of the Islands Trust,

[0:17:41] Voice 9: the proposal satisfies it.

[0:17:44] Voice 9: The issue regarding parking is something

[0:17:48] Voice 9: that we have to hear from from Moti. So in this stage of the game I'm wondering

[0:17:54] Voice 9: whether it is possible to approve this in principle subject to further

[0:18:01] Voice 9: clarification regarding parking from Moti. That would make sense wouldn't it.

[0:18:10] Planner Mayes: And sorry

[0:18:11] Planner Mayes: Stanley I did just want to clarify that in terms of the parking on the roadway

[0:18:15] Planner Mayes: that is the clarification we're seeking from from the district transportation

[0:18:19] Planner Mayes: but

[0:18:20] Voice 9: you're concerned that there's that through what you have authority for there's adequate

[0:18:25] Voice 9: parking per

[0:18:28] Planner Mayes: our land use bylaws so certainly a rezoning could address additional parking

[0:18:32] Planner Mayes: requirements um and truly you know that would be a consideration of the local trust committee and

[0:18:37] Planner Mayes: why this referral process is so important for for

[0:18:40] Voice 9: we're right now providing providing advice to our

[0:18:44] Voice 9: to our trustees and i'm suggesting that in terms of the options you provided that we

[0:18:52] Voice 9: approve it in principle with an understanding or or that moti must be consulted regarding the

[0:19:00] Voice 9: the parking problems that that sometimes exist that

[0:19:11] Voice 10: makes sense doesn't it well

[0:19:12] Voice 6: it does insofar

[0:19:14] Voice 6: far as Moti can give advice on what's happening on the roadway. And the trust bylaw only covers

[0:19:24] Voice 6: the parking required for the home, the accommodations and the interior seating on

[0:19:30] Voice 6: the cafe. And so there's a gap around the traffic that's generated by customers walking up to the

[0:19:37] Voice 6: bakery to pick up goods and seating outdoors and and that's where you get those surges in traffic

[0:19:43] Voice 6: coming from so if the trust doesn't have authority over that and moti doesn't have authority over

[0:19:49] Voice 6: that how do we make sure that that piece doesn't get dropped along the way that's my question

[0:19:54] Voice 6: i

[0:19:55] Voice 9: thought it was my understanding that moti does have authority over that but i don't claim any

[0:20:02] Voice 9: great expertise in that area but from past decisions and past discussions i thought that

[0:20:09] Voice 9: one is referring it to moti for the good reason that boti has a real interest in this so let me

[0:20:16] Voice 10: ask this if one if one moves this along um on an approval and principle of liking the idea and so

[0:20:24] Voice 10: on is that expedient to help with the process and then there comes a juncture when it's looked at

[0:20:29] Voice 10: and says overall the parking's resolved either through highways arrangements or other on-site

[0:20:35] Voice 10: or whatever is that an option so

[0:20:40] Planner Mayes: certainly the apc could consider the second option of the three

[0:20:44] Planner Mayes: options that were were in the um we're in that memorandum covering memorandum and that's you

[0:20:52] Planner Mayes: know recommending proceeding with a bylaw subject to conditions so you could note that you know your

[0:20:57] Planner Mayes: recommendation is is to to address the parking um so you know in this case here ministry of

[0:21:04] Planner Mayes: transportation will provide some guidance on whether or not you know that property would

[0:21:09] Planner Mayes: require commercial access permit or whether or not they would require some sort of licensing

[0:21:15] Planner Mayes: for use of of the road right-of-way for additional parking or whether or not you know the local trust

[0:21:22] Planner Mayes: committee can address it you know our regulation specific to the septic fields for example um tied

[0:21:29] Planner Mayes: the number of seats to the septic fields to sort of in part address how many outdoor seats and

[0:21:35] Planner Mayes: indoor seats could be um included so so certainly the local trust committee could could address it

[0:21:41] Planner Mayes: and and your recommendations are you know help helpful to to go through this process ask this

[0:21:48] Voice 10: christine because i'm not familiar with these procedures it seems to me that adequacy of the

[0:21:54] Voice 10: septic system would be a matter between the health authority and the owner and i wonder why this is

[0:22:01] Voice 10: part of a rezoning process absolutely

[0:22:04] Planner Mayes: so we do have an official community plan policy which

[0:22:08] Planner Mayes: requests during a rezoning process to ensure that we have the septic capacity for whatever

[0:22:14] Planner Mayes: is being proposed which is why a septic report was required thank

[0:22:21] Voice 5: you and has that been satisfied

[0:22:25] Voice 5: or is that still a problem so

[0:22:28] Planner Mayes: we've got the report it's not something that's been installed

[0:22:32] Planner Mayes: um and and doesn't have to be i believe the applicant's wish is and and if you're going

[0:22:38] Planner Mayes: through this process uh rezoning process is to increase the size of the building and in that

[0:22:43] Planner Mayes: to install a washroom and that septic field will be servicing the washroom and this accessory

[0:22:48] Planner Mayes: building okay

[0:22:52] Voice 10: so it's on septic is on side is that what i hear the the adequacy of the septic is

[0:22:59] Voice 10: on side i

[0:23:02] Planner Mayes: couldn't speak to currently what what's there what they're proposing to install once those

[0:23:08] Planner Mayes: improvements have been made the capacity has been listed as being enough for 38 seats

[0:23:16] Voice 9: short answer is if they do it they say yes well i

[0:23:27] Voice 9: i i go back to the point

[0:25:16] Planner Mayes: and as configured meets part seven of our regulations which is our parking regulations

[0:25:22] Planner Mayes: and so anything sort of above that in terms of parking regulations could be addressed

[0:25:28] Planner Mayes: through this application and so you know if that's what you know the APC is sort of resolving

[0:25:37] Planner Mayes: to make some note on that that would be I guess something that would be great in a resolution

[0:41:01] Voice 7: i have been with uh south spring island's office for about i would say in september will be one

[0:41:07] Voice 7: one year. And currently I'm working from home. So I'm working from this beautiful territory of

[0:41:14] Voice 7: La Conqueror. And I am responsible for two major projects, two of the major projects for

[0:41:24] Voice 7: South Spring Island. One is the Housing Action Program and the other one is the Ganges Village

[0:41:29] Voice 7: village area plan. And today we want to introduce the two projects to the Advisory Planning

[0:41:36] Voice 7: Commission and also kind of give you an idea of where we're at. We're just at the beginning stage

[0:41:43] Voice 7: or early stage. And I'm going to defer that to Jordi. Jordi prepared a presentation and he's

[0:41:51] Voice 7: going to present that to you. Thank you, Jordi. Go ahead.

[0:42:04] Voice 1: pull up a quick presentation here um just to guide you through so just give me one sec while i share

[0:42:09] Voice 1: my screen here hopefully everyone can see that uh screen there yeah so as as louisa said uh we just

[0:42:32] Voice 1: want to take the opportunity to introduce uh two fairly major projects the local trust committee

[0:42:37] Voice 1: is undertaking um because i think you can expect to sort of see them in your future although right

[0:42:42] Voice 1: Right now, it really is just introductory to sort of, as Louisa said, give you a sense of the scope of them and let you know where we're at.

[0:42:49] Voice 1: So the first one I'm going to talk about is the Ganges Village Plan, Village Area Plan, pardon me.

[0:42:55] Voice 1: So really, this was born out of a need to ensure development and growth of the Ganges area proceeds in a coordinated, sustainable and resilient manner.

[0:43:06] Voice 1: So they've essentially directed staff to sort of re-examine the policies around the Ganges Village Area that are contained within the OCP.

[0:43:13] Voice 1: um and for probably for benefit of the newer members um there are uh ganji's village area

[0:43:21] Voice 1: policies contained within the ocp that were uh was adopted in in 2008 um but really these are

[0:43:28] Voice 1: you know um i would i don't want to say limited but they're they're there's not a whole a whole

[0:43:35] Voice 1: lot of them that's sort of the scope of them that you see there right they're sort of limited to

[0:43:39] Voice 1: a couple pages so and importantly they don't really address issues such as growth or

[0:43:46] Voice 1: sustainability planning for the future and also significantly don't address the process of

[0:43:53] Voice 1: reconciliation or preservation of or and protection of important first nations cultural

[0:44:00] Voice 1: sites so those are sort of the some of the issues that are identified with with the policies as

[0:44:06] Voice 1: written and they need to update so and just to give you a bit of a context of the Ganges village

[0:44:13] Voice 1: area in addition to those OCP policies there's also some other land use designations sort of

[0:44:23] Voice 1: in and around as well as development permit areas that are all within the OCP and so the plan to

[0:44:30] Voice 1: develop a village area plan um would would obviously take into account these these other

[0:44:36] Voice 1: policies so this map gives you a sense of uh the various land use designations that are contained

[0:44:44] Voice 1: within the ocp that um that we're sort of dealing with here you can see um i'm not sure hopefully

[0:44:51] Voice 1: you can see my mouse here but you've sort of got the ganges village core area um and then you've

[0:44:55] Voice 1: You've got some various other parks and reserves, Ganges Village Upper, Shoreline, Health Services, and some general employment.

[0:45:04] Voice 1: So there's a fair amount happening in a fairly constrained area.

[0:45:09] Voice 1: So these are some of the designations that would be under consideration.

[0:45:14] Voice 1: In addition, there's a heritage conservation area that applies sort of over top of these to various properties and features within the area.

[0:45:25] Voice 1: and just just as a note that you know there we do recognize that there are you know important

[0:45:30] Voice 1: first nations cultural heritage sites here that aren't you know able to be shared publicly but

[0:45:36] Voice 1: but we do recognize that those obviously exist within the area in addition this is this extent

[0:45:43] Voice 1: of the development permanent area one island villages so that places sort of additional

[0:45:52] Voice 1: additional um policies and and guidelines on development certain types of development within

[0:45:57] Voice 1: this area um which is really just to say that you know there's a lot going on in this area there's a

[0:46:02] Voice 1: lot to consider there's a lot of policies that are in place and and sort of this is uh sort of

[0:46:06] Voice 1: a bit the scope of of what the project is intended to um encompass so then really taking all this into

[0:46:15] Voice 1: consideration in november of 2020 the ltc did approve the ganges village area um project charter

[0:46:22] Voice 1: So sort of set some of the parameters of the project to examine social, economic, environmental sustainability and some of the engagement process with First Nations.

[0:46:36] Voice 1: And sort of importantly at this time too, there was the establishment of a task force, the Ganges Village Area Task Force, which is an LTC appointed body, which is really intended to sort of help to sort of provide feedback and expertise on the process.

[0:46:53] Voice 1: in terms of outcome of the project you know sort of looking at this idea of an area plan

[0:46:58] Voice 1: these are some examples that have been provided to the LTC and the task force as sort of you know

[0:47:04] Voice 1: potential types of outcomes that would sort of sit within OCP but as a specific area plan for

[0:47:12] Voice 1: for Ganges so you know there's there's some good precedent that have been set sort of in and around

[0:47:18] Voice 1: this area um but that's just just an idea of sort of what what sort of could be the outcome of this

[0:47:24] Voice 1: project and so to give you a sense of where we're at with the project um we're sort of in a phase

[0:47:32] Voice 1: two so phase one was sort of background research information gathering um early consultation with

[0:47:41] Voice 1: first nations um assisting in in sort of developing and appointing members assisting the LTC with

[0:47:48] Voice 1: appointing members to this task force, forming a technical working group with agencies that would

[0:47:54] Voice 1: be involved, which as I'm sure you can imagine are quite numerous given what we're trying to

[0:47:59] Voice 1: undertake here, and then some draft engagement ideas and sort of engaging a consultant as well.

[0:48:11] Voice 1: That's a tremendous amount of work that Louise has undertaken to this point,

[0:48:14] Voice 1: primarily coordinating a lot of these groups um we're so as you can see from this graphic we're

[0:48:19] Voice 1: sort of into the phase two portion um which is going to be sort of you know ongoing consultation

[0:48:25] Voice 1: with first nations you probably see some more community engagement and consultation further

[0:48:30] Voice 1: view and analysis and then sort of really trying to draft some of these concepts of policies that

[0:48:36] Voice 1: could be implemented right so that's sort of where you know it's been a lot of work to sort of get

[0:48:41] Voice 1: things sort of going and now we're moving into this phase of really moving forward with some

[0:48:45] Voice 1: options and ideas. Some sort of conceptual ideas that have been put forward so far is this idea of

[0:48:55] Voice 1: trying to delineate a study area boundary and this is sort of a graphic that's been produced

[0:49:01] Voice 1: as a result of considerations you know with sort of based a little bit on the map I showed you

[0:49:09] Voice 1: earlier of the different designations and just that there's this idea of sort of a concentrated

[0:49:14] Voice 1: core of the area and then we have sort of this um you know area of expansion the ganges village

[0:49:20] Voice 1: upper but then is bounded by the agricultural land reserve um which is the sort of light green

[0:49:26] Voice 1: shaded area there so you know that's that's sort of a bit of a hard stop for a lot of the development

[0:49:32] Voice 1: in ganges core and then the upper and then we see a bit of development obviously occurring outside

[0:49:36] Voice 1: that you know such as Christine just presented that your rezoning which sort

[0:49:43] Voice 1: of occurs right here just outside of this area and you can see it you know

[0:49:47] Voice 1: there are obviously some higher density developments that are occurring have

[0:49:53] Voice 1: occurred outside of the area in addition some of the framework that is being

[0:50:00] Voice 1: developed is this idea of you know then even just the name of the plan as a way

[0:50:05] Voice 1: way to sort of commemorate First Nations history. I'm not going to try to pronounce it at this

[0:50:10] Voice 1: point, but it's there for consideration. And then really looking at what the content of the

[0:50:16] Voice 1: area plan is going to be. So, you know, the study area plan boundary is one of them. And then sort

[0:50:20] Voice 1: of what are the other objectives and policies that are really going to try to be addressed

[0:50:25] Voice 1: through this? And those are listed there, land use, housing, mobility, environment. And then

[0:50:30] Voice 1: And a big piece is going to be infrastructure servicing and then First Nations.

[0:50:35] Voice 1: So following that, then there's the sort of looking at the implementation piece of, you know, okay, how do we actually get these plans and policies implemented?

[0:50:46] Voice 1: And what does that process need to look like?

[0:50:51] Voice 1: Some of the thinking around the project has come about from the task force.

[0:50:57] Voice 1: So this is sort of based on some feedback we've gotten from the task force, right?

[0:51:03] Voice 1: This is sort of, you know, a word cloud of sort of the primary things that they would

[0:51:08] Voice 1: like to see or perhaps issues with Ganges, right?

[0:51:11] Voice 1: So, you know, walkability and housing, obviously, you know, a big, big, or at the top of mind

[0:51:19] Voice 1: for a lot of the task force.

[0:51:20] Voice 1: course um and this is also uh a draft of vision statement that's sort of been put forward i won't

[0:51:30] Voice 1: read it out to you maybe i'll leave it up there for a minute if you if you'd like to read it but

[0:51:34] Voice 1: um you know it's sort of just you know as it's as it says a vision to sort of try to encapsulate

[0:51:41] Voice 1: some of the framework for discussion in the community um and you know still subject obviously

[0:51:46] Voice 1: to be finalized as a draft but i'll just i'll give you a minute here just to just to see sort

[0:51:51] Voice 1: of where we're at with it. I'm going to move on to the next slide here. We've also done a little bit

[0:52:13] Voice 1: of engagement with the centre school, sort of we're approached a bit as a sort of a collaboration

[0:52:22] Voice 1: I would say between the two, the school and Ons Trust. So this was an exercise that sort of the

[0:52:29] Voice 1: the age 10, 11 school kids did at the center school.

[0:52:34] Voice 1: And it was a map essentially of Ganges.

[0:52:38] Voice 1: And there's a write-up on the board.

[0:52:40] Voice 1: It's on display in the lobby of the Allen's Trust office

[0:52:43] Voice 1: where I could probably send you the write-up

[0:52:45] Voice 1: if you're interested.

[0:52:46] Voice 1: But it was really just, you know,

[0:52:50] Voice 1: it's a age group that's often obviously, you know,

[0:52:54] Voice 1: not necessarily consulted in the land use planning process,

[0:52:57] Voice 1: but obviously recognizing that they probably have a lot to say

[0:52:59] Voice 1: and a lot they like about Ganges and a lot they'd like to see improved so this was um it's just a

[0:53:05] Voice 1: conceptual idea of you know how they see Ganges and perhaps some of the issues they see with it

[0:53:10] Voice 1: um you know quite quite nuanced really um that they came up with um and there is there is um

[0:53:18] Voice 1: sort of an intent to to um continue a collaboration with with the same class um moving into next

[0:54:59] Voice 1: Yeah, no, I think that's a fair point. Absolutely. I mean, they're sort of, I guess, conceptual, but I think that's, you know, important feedback that it's, you know, it is there, sort of, I guess, under the commercial banner of land use.

[0:55:19] Voice 9: 11,000 people are a lot of people to feed.

[0:57:25] Voice 7: consultant and the consultant focuses on just public engagement portion because it's very

[0:57:49] Voice 7: reach out to all the elected appointed bodies, all the agencies, all the stakeholders,

[1:02:42] Voice 1: working group report that was submitted by and the housing challenges solutions initiative that

[1:02:47] Voice 1: was sort of a grassroots um local initiative and that was submitted um also in the fall

[1:02:53] Voice 1: and the the ltc as a result of that submission sort of uh prioritized it and and directed staff

[1:03:01] Voice 1: to uh identify or sorry pardon me develop a project charter um and that it identified a

[1:03:08] Voice 1: The report that was submitted identified a number of issues.

[1:03:12] Voice 1: Obviously, affordability is key.

[1:03:14] Voice 1: It's no surprise to all of you, I'm sure.

[1:03:16] Voice 1: And then other issues, lack of housing stock and density as well.

[1:03:20] Voice 1: So it also recognized that housing issues are intertwined with social, economic, environmental issues.

[1:03:28] Voice 1: So as opposed to looking at it through one lens, it's sort of to look at it through multiple lenses and the interconnected factors, transportation, parks, recreation.

[1:03:38] Voice 1: sustainable design, climate change, like these are all issues that are related to housing as well.

[1:03:42] Voice 1: So that was, it was recognized that, you know, it wasn't just purely an affordability question,

[1:03:48] Voice 1: but, you know, other considerations as well. There was a note also that, you know, there has

[1:03:57] Voice 1: been attempts in the past two decades to really address housing issues on the island. And this

[1:04:04] Voice 1: this is sort of a snapshot of the initiatives that have been undertaken since 2002, whether or not

[1:04:10] Voice 1: it's just sort of, you know, keeping up to date on the issues, some of them like housing needs

[1:04:16] Voice 1: assessments, baseline reports, policy options, that sort of thing. You know, it's something

[1:04:22] Voice 1: that's been, you know, on the radar, obviously, for quite some time. So, and this is links to

[1:04:33] Voice 1: various or perhaps the more relevant backgrounders studies by whether it be local

[1:04:41] Voice 1: provincial agencies or sort of community non-profit groups i can provide links to these

[1:04:47] Voice 1: all these as well after after the fact if if you'd like um so the most recent obviously being there

[1:04:53] Voice 1: the housing working group report which is sort of like what what spurred this this project on

[1:04:57] Voice 1: in many ways um so this again there was a project charter that was adopted by the local trust or

[1:05:06] Voice 1: approved by the local trust committee earlier this year um quite an extensive number of principles

[1:05:12] Voice 1: and purposes um i won't go through them all here they sort of touch on the ones i identified

[1:05:17] Voice 1: earlier that you know there's multiple lenses through which to view housing um again um there

[1:05:26] Voice 1: was a housing task force appointed by the local trust committee to assist with development of this

[1:05:33] Voice 1: the policies and directors of the project and where again sort of as Louise has said before

[1:05:40] Voice 1: you know this is not a hard line between phase one and two but we are sort of moving in towards

[1:05:46] Voice 1: phase two beyond the sort of initial background research information gathering sort of putting

[1:05:54] Voice 1: these groups together establishing technical working groups um having some ideas about um

[1:06:00] Voice 1: communications and development of various public engagement tools um so yeah so we're we're sort of

[1:06:08] Voice 1: inching towards phase two i would say um and i think a big piece that's come out of of the

[1:06:15] Voice 1: task force thus far is this idea of a housing matrix which sort of identifies um actions

[1:06:22] Voice 1: or recommendations and goals that have been identified by the task force

[1:06:28] Voice 1: and sort of is, I guess, intended to both prioritize

[1:06:35] Voice 1: and indicate sort of what sort of immediate and then short-term

[1:06:39] Voice 1: or longer-term goals, recognizing that policy changes don't happen overnight

[1:06:44] Voice 1: and some of them might take longer than other implementations.

[1:06:50] Voice 1: so the next steps really and this is for both projects um is to to do further research um

[1:06:57] Voice 1: that's sort of ongoing um and then further engagement and collaboration with first nations

[1:07:02] Voice 1: and and uh key partnerships and stakeholders um and then implement the engagement plans for both

[1:07:10] Voice 1: projects um which louisa sort of touched on that the um the consultant has just sort of come on

[1:07:15] Voice 1: board so that's going to be coming for coming forward um shortly and then supporting task force

[1:07:21] Voice 1: and the technical working group discussions for both so um yeah so that's a i guess a quick quick

[1:07:28] Voice 1: summary of of both um i guess a bit less detail on housing um but uh if you have questions or

[1:07:34] Voice 1: comments at this point um ron as you've identified there's no there's sort of direct ask from the

[1:07:40] Voice 1: LTC at this point on on on

[1:08:33] Voice 7: those documents and maybe we can specifically highlight that for you we are targeting two years

[1:08:40] Voice 7: but like anything else right now the front end has been moving kind of slow so there it's already

[1:08:47] Voice 7: some delay but we are still working very hard to make sure we're on target the consultant for

[1:08:54] Voice 7: example this whole RFP process was about a month and a half delay which is not bad at all consider

[1:09:04] Voice 7: the complexity. So we're working hard to make sure both projects can be done within two years.

[1:09:11] Voice 7: However, there's a high possibility that the legal process side of things will be a bit slow.

[1:09:20] Voice 7: We'll take on to 2023. What I meant is for Ganges Village, it will be, I can envision the

[1:09:29] Voice 7: The area plan may be drafted, but going through the LTC, the first reading, and even through your recommendation, because it needs to go through the APC, it involves the OCP amendment, and to the ministry, all of those legal processes likely will not be within this two years for both projects.

[1:09:54] Voice 7: The only thing I also want to add on the hosting action program, we are very fortunate to have a very passionate group of people who really want to get things done.

[1:10:06] Voice 7: But the list is really long. And right now, they realize that.

[1:10:11] Voice 7: So all they want is just throw the ideas on the matrix, and then they're going to spend time to digest that and clean it up and collapse some of the category.

[1:10:20] Voice 7: So the matrix that you saw is really just the first initial take on it from the task force.

[1:10:28] Voice 7: They are going to spend multiple meetings to really narrow it down.

[1:10:32] Voice 7: down. But in the meantime, I know that they are going to recommend something quick, like a short

[1:10:39] Voice 7: term actions to see to as much as they can to alleviate the housing crisis for the as a

[1:10:47] Voice 7: recommendation to the LTC to consider.

[1:10:56] Voice 9: yes indeed they are a very passionate group and I usually view myself on healthy on trust matters

[1:11:09] Voice 9: the things down but but I think that Planner Garbo has done an excellent job of

[1:11:16] Voice 9: harnessing these people in terms that they're all pulling in the same direction

[1:11:20] Voice 9: or at least more or less in the same direction at this time.

[1:11:27] Voice 9: in having such a group, but there are a few drawbacks as well.

[1:16:35] Voice 5: waterfront and i thought it was a perfect opportunity to begin drawing people from

[1:16:41] Voice 5: what is now the downtown core to go back up to come up closer to rainbow road where there's

[1:16:48] Voice 5: stores starting to develop along there and also along the uh the road where the um i guess where

[1:16:55] Voice 5: the inn is so it was a be a good way of drawing forward the uh what is considered the downtown

[1:17:04] Voice 5: economic core of salt spring so my question is um at the time it was the meeting was sort of uh

[1:17:13] Voice 5: busted up by a group that were very concerned about damage to the waterfront.

[1:17:22] Voice 5: And so I guess my question is, is there an indigenous, you said that there are,

[1:17:28] Voice 5: someone in this group said that the indigenous have some control over or some concerns around

[1:17:36] Voice 5: areas. And I'm wondering if that is one of them and if that's something that can be

[1:17:43] Voice 5: dealt with or looked into or am i barking up the wrong tree here

[1:17:52] Voice 7: i i'm gonna try and see if i can answer that uh board work is a separate project and it's

[1:18:25] Voice 7: And under the Reconciliation Act, there are a lot of adopted policies and actions by the

[1:18:33] Voice 7: trust council that now staff is through all those separate projects are going to implement those

[1:18:40] Voice 7: uh actions so from the as far as the first nations aspect within the uh ganges village area plan

[1:18:49] Voice 7: and the housing action program we are working with first nations and it's very challenging because

[1:18:57] Voice 7: Because I would say technically, if I'm correct, there are 13 territorial interests on Salt Spring Island.

[1:19:06] Voice 7: So we have to make sure we coordinate with them.

[1:19:10] Voice 7: And one of the commitments is consultation is the most important part.

[1:19:15] Voice 7: And it's early consultation, which we started that process now.

[1:19:19] Voice 7: So as far as protecting area, there are lots throughout the island.

[1:19:27] Voice 7: like many islands not just South Spring and the

[1:19:30] Voice 7: shoreline particularly so for us we want to work

[1:19:34] Voice 7: with First Nations to be able to identify first of all the policies to guide development what do

[1:19:42] Voice 7: you need to do prior to developing your land you know check with us and identify archaeological

[1:19:48] Voice 7: site and go through the province all the other right process the Ganges Village Port Walk have

[1:19:56] Voice 7: gone through that process and and i think they are ready to move forward but there are still a lot of

[1:20:02] Voice 7: sensitive area within ganges village that we are working on as part of this planning process

[1:20:09] Voice 10: can i assist do i understand that there are 13 native folks entities with which we have to

[1:20:21] Voice 10: consult?

[1:20:23] Voice 7: We didn't reach out to them, but only a handful of them responded back to us.

[1:20:29] Voice 7: But that doesn't mean because they didn't respond, we can stop collaborating with them.

[1:22:55] Voice 2: We, you as part of the APC, are working under the same legislation that the Islands Trust does.

[1:23:02] Voice 2: and we were hoping to have a decision by now as to what format meetings will happen in the future.

[1:23:12] Voice 2: As of September 30th, we may have no ability to meet by Zoom, so we would go back to in-person

[1:23:20] Voice 2: meetings. There might be a possibility of that if provincial legislation and Islands Trust meeting

[1:23:28] Voice 2: procedures can be implemented. So just a heads up that as of September 30th,

[1:23:36] Voice 2: meetings in person may be mandatory again. And general discussion as to whether you'd prefer

[1:23:44] Voice 2: meetings in person or not is accepted at this moment. It is sort of all up in the air because

[1:23:53] Voice 2: Because if things get worse and the government changes their course due to the pandemic, it may be a moot point.

[1:24:00] Voice 2: But just keeping you informed that we're doing our best to provide the best information while everyone tries to figure out how to navigate this new world.

[1:24:10] Voice 10: So over the long haul, might it be COVID aside that we have to meet in person, that electronic means are not approved?

[1:24:20] Voice 2: it stands right now, our understanding is if there isn't changes at the provincial level and at the federation level for the Islands Trust, yes, meetings will be, we will be required to hold meetings in person as of October 1st.

[1:24:40] Voice 6: anything, COVID has demonstrated that virtual meetings work.

[1:24:44] Voice 2: I, I believe that, you know, the province is definitely working towards that. Uh, they understand that, that, um, but of course that's at the provincial level. And then the, the trust at the federation level is advocating that, that the trust is included in the discussions, um, through those issues.

[1:25:15] Voice 2: And of course, if either of the trustees feel I'm misspeaking, this was advice given to me by a regional planning manager, CIRMAC, who's unavailable right now, feel free to correct me.

3.1 Election of Chair 
 
Planner Mayes announced the election procedures.   
 
Planner  Mayes called  for  nominations  for  Chair.  Commissioner  Eagle  was  nominated  and 
accepted the nomination.  Planner Mayes called three times for further nominations.  Hearing 
none,  she  declared  the  nominations  closed.  Commissioner  Eagle  was  elected  Chair  by 
acclamation. 
 
Planner  Mayes  called  for  nominations for  Vice  Chair.  Commissioner Brochu-Ingram was 
nominated  and accepted the  nomination. Planner  Mayes  called  three  times  for  further 
nominations.  Hearing none, she declared the nominations closed. Commissioner Brochu-Ingram 
was elected Vice Chair by acclamation. 
 
3.2 SS-RZ-2020.2 - Peter Hunt / Meghan Carr - 125 Churchill Road 
 
Planner Mayes presented a memorandum dated July 29, 2021 regarding proposes amendments 
to the Salt Spring Island Land Use Bylaw No. 355 and the Salt Spring Island Official Community 
Plan No. 434 (OCP) to make lawful a restaurant and two commercial accommodation units. 
 
Member Steinman and Doug Pepper joined the meeting at 3:15 p.m. 
 
In discussion the following comments and questions were noted: 
 There  was  a  comment  that the  subject  property  had an art  gallery  and  whether the 
proposed bylaws include a cultural space/art gallery. Planner Mayes reported the rezoning 
application is specific to a restaurant and two commercial accommodation units and any 
additional uses may require a legislative mechanism such as a Temporary Use Permit. 
 There  was  a  question  regarding  the  proximity  to  properties  within  the  Agricultural  Land 
Reserve (ALR). Planner Mayes reported the properties to the south and west of the subject 
property are within the ALR. 
 There  was  a  question  regarding  whether  there  has  been  public  input.  Planner  Mayes 
reported the application is in the first stage of referral process including referral to various 
agencies.  
 There  was  a  question  regarding  septic  capacity  and  water  availability  impacts.  Planner 
Mayes reported the property is serviced by North Salt Spring Waterworks District and the 
applicants have proposed a septic system with capacity for the bakery to have 38 seats. 
 There was a question regarding whether there has been any evidence that the neighbouring 
properties  within  the  ALR are impacted  by the  proposed uses  on  the  subject  property. 
Planner  Mayes  reported  she  is  not  aware  of  any  complaints  regarding  impacts  to  the 
neighbouring properties that are within the ALR. 
 There was a comment that cars have parked in front of a neighbouring farm stand and that 
may need to be addressed. 
 There  was  a  question  regarding  whether  the  AAPC  would be  consulted  following  public 
consultation. Planner Mayes reported the Local Trust Committee referred the application to 
the  AAPC  and  the  LTC  could  re-refer  the  application  to  the  AAPC  further  along  in  the

process. A public hearing will also be an opportunity for the community to provide input on 
the application. 
 There was a suggestion for the staff report to address local farming concerns as part of the 
public consultation process. 
 
It was MOVED and SECONDED, 
That the Salt Spring Island Agricultural Advisory Planning Commission recommend to the Salt 
Spring  Island Local Trust  Committee  that  proposed  Bylaw  Nos.  523  and  524  proceed  for  the 
following reason: The rezoning, when consistent with the proposed bylaw would not impinge on 
or obstruct any agricultural operations in the area and the business would provide one more 
retail outlet for local farm and related agricultural products. 
 CARRIED 
 
3.3 SS-RZ-2017.2 - Fernando & Tammy Dos Santos - 221 Drake Road, SSI 
 
Planner Gordon presented  a memorandum  dated  July  12,  2021  regarding an  update  on  an 
existing rezoning application to permit 30 affordable housing units on the subject property at 
221 Drake Road.  
 
It was MOVED and SECONDED, 
That the Salt Spring Island Agricultural Advisory Planning Commission recommends that the Salt 
Spring  Island Local  Trust  Committee  proceed  with  proposed  Bylaw  No.  505,  subject  to  the 
following recommendation: that a water management plan is completed to the satisfaction of 
the Islands Trust.

 4.1 Future Meetings 
 
Planning Team Assistant Pingle reported in person meetings may be required on September 30, 
2021.
