[0:06:29] Trustee Luckham: Council. So that's the report from the previous in-camera meeting and so let us go back to the

[0:06:38] Trustee Luckham: the agenda. And if you don't mind, Laurie, thank you. I've still got to get my agenda sheet up

[0:06:47] Trustee Luckham: here. And so this brings us to adoption of minutes. And we have two sets of minutes to adopt. We have

[0:06:53] Trustee Luckham: a special meeting for September the 2nd. Are there any changes there? No. Then I will then take it by

[0:07:00] Trustee Luckham: general consent that the minutes of September the 2nd be adopted as presented. We also have

[0:07:05] Trustee Luckham: minutes from september the 8th is there anything there that needs to be changed no okay so then i

[0:07:13] Trustee Luckham: will take it then that the meeting minutes from september the 8th also be adopted by general

[0:07:17] Trustee Luckham: consent as presented and so this now brings us to the next section of the agenda which is our

[0:07:24] Trustee Luckham: round table if i'm not mistaken um still don't have my agenda up lori

[0:07:33] Trustee Luckham: yeah so follow-up action list I think of that as a round table yeah so follow-up action list and

[0:07:40] Trustee Luckham: let us start with the CAO as is our norm for your update and I know this has been a very busy time

[0:07:49] Trustee Luckham: for you getting prepared for council so over to you sir okay now

[0:07:58] Voice 4: been busy but we did get this agenda out um we think we're prepared generally for trust council

[0:08:04] Voice 4: um we have had a couple of cancellations we know of a couple trustees who aren't there so we're

[0:08:10] Voice 4: aware of that um and then just so i don't have much um from an anecdotal perspective to fill

[0:08:18] Voice 4: you in on all i would say the only thing i will is the electronic meetings piece is a moving target

[0:08:24] Voice 4: And I think we're generally aiming reasonably well at that moving target.

[0:08:30] Voice 4: You've got sort of a summary piece on this agenda that we can walk through.

[0:08:35] Voice 4: Concurrently, we've got the technology element we're working on.

[0:08:39] Voice 4: And then as vice chairs, we're trying to get you the specifics of each of the meetings that's coming up and who will be in attendance and all those types of matters.

[0:08:47] Voice 4: So that really is a full public-facing moment and a return to some variation on what we did 18 months ago.

[0:09:00] Voice 4: So that's taken up a lot of our time, and I trust and hope that those meetings will go well.

[0:09:57] Voice 1: There has not been significant progress on those items.

[0:10:00] Voice 1: The first one simply relates to funding

[0:10:02] Voice 1: for the chair's attendance

[0:10:03] Voice 1: at the Howe Sound Biosphere Reserve.

[0:10:05] Voice 1: So we'll make sure that that becomes a reality

[0:10:08] Voice 1: when we receive those expenses.

[0:10:09] Voice 1: The next two are policy amendments and the plan is to have those going to December Trust Council.

[0:10:14] Voice 1: Both of them have funding component and so it will line up nicely with the first review of the budget.

[0:10:20] Voice 1: And lastly, item number four, I'm still waiting to hear back from our UBCM rep on the cost for the next council term.

[0:10:27] Voice 1: I haven't made it a significant priority as of course it relates to next term.

[0:11:53] Voice 7: have some moving some moving pieces going on in trust area services so happy to have some additional

[0:11:57] Voice 7: support i'm also happy to report we've got some major progress happening with working through

[0:12:03] Voice 7: the backlog of comments around the um website um so we've made it through almost all comments that

[0:12:10] Voice 7: have been received um and have a couple um major changes still to make to the site but um the end

[0:12:16] Voice 7: of like the build phase is in sight now which i'm very happy about uh so thank you those are the

[0:12:21] Voice 7: highlights for today okay

[0:12:24] Trustee Luckham: very good um any questions for the director of trust area services

[0:12:29] Trustee Luckham: is no okay so i'm just going to uh acknowledge david mall is not with us uh today and uh and

[0:12:36] Trustee Luckham: that was on a short notice and so just uh whether or not the cao has any remarks uh with regards to

[0:12:43] Trustee Luckham: his um his uh area of the allen's trust i realize you may not have had time to prepare uh thanks

[0:12:50] Voice 4: mr chair well we have prepared a little bit mainly with our eye towards uh trust council

[0:12:54] Voice 4: Robert Kojima is going to ably step in and assist us with any of David's subject areas at Trust Council.

[0:13:02] Voice 4: It just so happens that there is that, you know, the pretty interesting piece on floor area ratios and shoreline protection and that potential model bylaw.

[0:13:13] Voice 4: But other than that, there's not a substantive amount of material coming from the Regional Planning Committee area.

[0:13:20] Voice 4: So I think we're fine for trust counsel.

[0:13:23] Voice 4: And we have some other legal matters

[0:13:27] Voice 4: and depositions and so forth

[0:13:28] Voice 4: that we're going to have people sub in for

[0:13:31] Voice 4: in the next week or so.

[0:13:33] Voice 4: And then we're just, yeah,

[0:13:35] Voice 4: I think we're in a reasonably good position moving forward.

[0:13:39] Voice 4: We are looking at staffing of these meetings,

[0:13:44] Voice 4: of live meetings and how that goes forward.

[0:13:47] Voice 4: So that's a piece that we'll miss David

[0:13:49] Voice 4: it in the short term because he's the architect of that so bear with us um the islands trust is not

[0:13:56] Voice 4: a deep organization it's kind of horizontal so we feel it when one of ours isn't around

[0:14:10] Trustee Luckham: rpm uh pajima for stepping up and i know that we'll be in good hands he's quite familiar with

[0:14:34] Voice 8: So I have been working on policies

[0:14:36] Voice 8: and they're on the trust council agenda

[0:14:39] Voice 8: for the provision of electronic meetings for trust council.

[0:14:42] Voice 8: I've already done a fair bit of work

[0:14:44] Voice 8: on drafting amendments to the bylaw.

[0:14:46] Voice 8: and of course that will respond to the new electronic meetings regulation we just got

[0:14:52] Voice 8: a couple of weeks ago and it comes into effect on September 29th. The policy 6.5.2 is really in

[0:15:02] Voice 8: Julia's bailiwick and I'm sure she'll be attending to that and just a very quick report my main

[0:15:09] Voice 8: focus will be helping staff respond to that electronic meetings regulation where local

[0:15:15] Voice 8: Local trust committees and other trust bodies want to amend their bylaws to allow for regular electronic meetings and also preparing to assist at trust council.

[0:15:42] Trustee Luckham: And again, a little bit of a mix up here.

[0:15:45] Trustee Luckham: I'm going to start you off today.

[0:15:47] Trustee Luckham: today, primarily because I forgot, because of my coming in late, to do the Terrace Braille

[0:15:54] Trustee Luckham: acknowledgement and want to do that now before we move into our business. I just want to acknowledge

[0:15:59] Trustee Luckham: that we all across the Trust, where we happen to be today, are in Coast Salish territory.

[0:16:07] Trustee Luckham: It's an incredibly rich, wonderful place to live. Coast Salish have been here for 10,000 years or

[0:16:16] Trustee Luckham: more. Today I'm actually on Thetis Island in L'Aix-en-Penelope territory and I'm actually

[0:16:22] Trustee Luckham: overlooking what is an ancient village site here of the Penelope Nation looking out across the

[0:16:32] Trustee Luckham: water towards where there would have at one time been a Germanus village and of course Burial

[0:16:39] Trustee Luckham: Islet is out there where the ancestors are resting and so it's a real honor and privilege to be

[0:16:45] Trustee Luckham: in this part of the world and amongst this rich history so just want to acknowledge that

[0:16:52] Trustee Luckham: and I'll just say since the last time we met I've went to the

[0:16:59] Trustee Luckham: the Howe Sound, Alkitsam Howe Sound Biosphere Reserve

[0:17:06] Trustee Luckham: initiative announcement of the designation of that area

[0:17:09] Trustee Luckham: as a UNESCO biosphere.

[0:17:13] Trustee Luckham: It was an amazing event of celebration,

[0:17:17] Trustee Luckham: the recognition of the work that has gone on there

[0:17:23] Trustee Luckham: for many, many, many years

[0:17:26] Trustee Luckham: in attempting to restore the habitat there

[0:17:30] Trustee Luckham: from the industrial mining,

[0:17:32] Trustee Luckham: the damage done to the Squamish estuary

[0:17:35] Trustee Luckham: and the water surrounding all of those islands

[0:17:39] Trustee Luckham: within the Islands Trust area.

[0:17:41] Trustee Luckham: And I can certainly report out more individually

[0:17:44] Trustee Luckham: and may create a summary note

[0:17:47] Trustee Luckham: of some kind to circulate to trustees.

[0:17:49] Trustee Luckham: But it was a lot of really great to actually see people,

[0:17:54] Trustee Luckham: people seeing Dan Rogers and Sue Ellen Fast and even past trustee Jan Hagerdorn.

[0:18:00] Trustee Luckham: But those my colleagues here on the line

[0:18:03] Trustee Luckham: today, the first time we've seen each other physically since March 2020.

[0:18:07] Trustee Luckham: And of course, we were all masked and double vaccinated and social distancing as

[0:18:12] Trustee Luckham: best as we could with seventy five people in the room,

[0:18:15] Trustee Luckham: which was half the capacity of the hall.

[0:18:19] Trustee Luckham: but and we had drummers and singers from Squamish nation there and it was a terrific event to

[0:18:27] Trustee Luckham: acknowledge that recognition of a UNESCO biosphere and within the boundaries of the islands trust

[0:18:34] Trustee Luckham: area is fantastic within and without as it goes all the way up to the top of the mountains and

[0:18:39] Trustee Luckham: all the way across to the Sunshine Coast um that's my report so I'm going to move on now and thank

[0:18:46] Trustee Luckham: Thank you for the change of schedule.

[0:18:50] Trustee Luckham: And let's go to Sue Ellen Fast.

[0:18:54] Trustee Fast: Nothing to report except the event that you've just described for the biosphere region.

[0:19:09] Trustee Rogers: Just to follow up on you, Chair Luck, I mean, thank you for making the effort to come out.

[0:19:13] Trustee Rogers: You got a specific shout out.

[0:19:15] Trustee Rogers: But I think you probably, other than some of the people from UNESCO, you had traveled the farthest to get there.

[0:19:24] Trustee Rogers: And just to say that there was a representative from the UNESCO from southern Quebec.

[0:19:34] Trustee Rogers: I think her name is Rebecca Hurwitz, if I got that correctly.

[0:19:41] Trustee Rogers: And, oh, no, no, it was Eleanor, it was Ellie.

[0:19:44] Trustee Rogers: Ellie, they called her Ellie, Ellie Hain, Dr. Eleanor Hain.

[0:19:47] Trustee Rogers: I think she was, anyway, so she had come and is doing an extensive tour of Alcatsum this week.

[0:19:56] Trustee Rogers: I had a chance to chat with her at the end of the event, and she was telling me all of the things that they had set up for her.

[0:20:04] Trustee Rogers: um uh it was a a remarkable event and and uh of course vice chair fast has been involved with this

[0:20:13] Trustee Rogers: as well as i have and i want to also give a specific shout out of course to trustee stamford

[0:20:18] Trustee Rogers: care of the conservancy because she's been intimately involved in the marine reference

[0:20:24] Trustee Rogers: guide and all the works around all the stuff there that that played part of the foundation

[0:20:29] Trustee Rogers: of all of this work that that culminated in this nomination uh there was a message of course

[0:20:35] Trustee Rogers: there was also a video message from the um uh from the secretary general for the canadian

[0:20:41] Trustee Rogers: commission of unesco so it i mean it's a big deal and uh there were a lot of people there some mps

[0:20:47] Trustee Rogers: i i noted the absence of any much provincial government representation which was interesting

[0:20:55] Trustee Rogers: I'm not sure why that was.

[0:20:58] Trustee Rogers: I did want to say one other thing about the event is,

[0:21:02] Trustee Rogers: and Chair Luckum, this may come,

[0:21:04] Trustee Rogers: this would have been notable to you in particular

[0:21:06] Trustee Rogers: because you're not involved on a day-to-day,

[0:21:09] Trustee Rogers: but the recognition of the work of Ruth Simons

[0:21:13] Trustee Rogers: was constant and unanimous from all across the crowd

[0:21:17] Trustee Rogers: that was in the field.

[0:21:20] Trustee Rogers: It was very, very moving.

[0:21:24] Trustee Rogers: And in somewhat of a surprise that I didn't know anything about, I knew about the presentation of the paddle gift tour, but I didn't know the Squamish Nation actually blanketed her at the end of the event in recognition.

[0:21:40] Trustee Rogers: And that is such a remarkable event, given I know that there was some initial resistance to this whole process and the work that has been done by that group and particularly Ruth and creating those relationships has been really quite remarkable and that they got to the stage where they were doing that and they were very keen to be involved.

[0:22:03] Trustee Rogers: anyway it was a very uh fun event a very fun and moving event um and great to see a whole

[0:22:10] Trustee Rogers: bunch of people that i hadn't seen for a long time had some very interesting conversations

[0:22:15] Trustee Rogers: um one other thing i just wanted to say i haven't had any uh meetings i am moving into a series of

[0:22:22] Trustee Rogers: meetings however um starting next monday on maine and then a couple of meetings on

[0:22:29] Trustee Rogers: Galliano that we have to figure out the logistics of those, particularly a community information

[0:22:38] Trustee Rogers: meeting on the Saturday the 2nd. Not quite sure what we're going to do with that. I have to talk

[0:22:44] Trustee Rogers: to RPM Kojima when we're done this meeting. The other thing is thanks to the work of Director

[0:22:50] Trustee Rogers: Director Frater, part of the work or the suggestion, I've been invited to the Southern

[0:23:00] Trustee Rogers: Gulf Islands Forum on Friday, and I know you have as well, Chair Luckham, from nine to one.

[0:23:06] Trustee Rogers: I'm not quite sure what the agenda of that is. And of course, that happens to be the same day

[0:23:12] Trustee Rogers: that the Conservancy representatives and perhaps in First Nation are coming to Keats related to

[0:23:18] Trustee Rogers: the sandy beach nature reserve um so i have to choose which one to go to um and i think uh i'm

[0:23:26] Trustee Rogers: going to try and split my time between the two because i i had been hoping to get my keep on my

[0:23:31] Trustee Rogers: hand in the southern gulf islands one because it's an important forum that's just getting started

[0:24:06] Trustee Luckham: Kate Louise Stanford was also at the Biosphere Reserve.

[0:24:13] Trustee Luckham: And indeed it was an amazing celebration

[0:24:15] Trustee Luckham: of the work of Ruth Simons and you may not know but it was only five years that was the time

[0:24:22] Trustee Luckham: when the idea originally was seeded to achieving the nomination and there are many of the other

[0:24:35] Trustee Luckham: biospheres throughout Canada and the world take as many as much as 15 years a dozen to 15 years

[0:24:40] Trustee Luckham: and that was this as a result of the success here was as a result of the significant groundwork

[0:24:46] Trustee Luckham: in the previous three to five years through Ruth Simon's work again with the House Sound Forum

[0:24:53] Trustee Luckham: and other initiatives in building relationships in community so you know it's actually a lot to

[0:25:00] Trustee Luckham: learn from the success of their process and also a lot to learn I will say in celebrating the

[0:25:07] Trustee Luckham: the success and it's something we don't often do

[0:25:10] Trustee Luckham: at the Atlas Trust to celebrate our successes.

[0:25:12] Trustee Luckham: And we've certainly had a number this year

[0:25:14] Trustee Luckham: and we should consider that.

[0:25:17] Trustee Luckham: So I'm going to move along with our agenda.

[0:25:43] Trustee Fast: and uh uh and dr eleanor uh from the from unesco came uh to bowen in the pouring rain and uh and

[0:25:53] Trustee Fast: we had a quick get together so that she could get some of the um stories of the efforts that have

[0:25:59] Trustee Fast: have gone back like 50 years. Anyway, that was brought out as well. The I just wanted to mention

[0:26:04] Trustee Fast: the event at Glen Eagles was invitation only. There were significant people that were left out

[0:26:11] Trustee Fast: of the invitation list just because there were so many people involved in so few spaces. And so too

[0:26:18] Trustee Fast: many people to name. And, and I just for the record, I was at Union of BC municipalities all

[0:26:24] Trustee Fast: last week it was a great um bunch of sessions and i am aware that um uh provincial um folks did know

[0:26:31] Trustee Fast: about the biosphere region because i'm uh our minister mentioned it anyway thank you very much

[0:26:38] Trustee Fast: um

[0:38:13] Voice 4: might be not desired on a significant basis and because we found new technology we're going back

[0:38:22] Voice 4: and trying to avoid an FTE,

[0:38:24] Voice 4: we've gone to the vice chair carrying the equipment model

[0:38:29] Voice 4: to allow the technology stream.

[0:38:31] Voice 4: So it remains an interesting piece.

[0:38:41] Voice 4: and figuring out who is doing what.

[0:38:43] Voice 4: Of course, there's two key considerations.

[0:38:46] Voice 4: The provincial implementation of the vaccine,

[0:38:49] Voice 4: the presentation of vaccine passports

[0:38:50] Voice 4: for certain public interactions,

[0:38:53] Voice 4: interactions um civil public interactions restaurants all those kinds of things

[0:38:57] Voice 4: including community halls and recreation centers um but that um that requirement is waived for

[0:39:07] Voice 4: local government business and where we have a confluence of those two interests is because we

[0:39:12] Voice 4: are in those public spaces like rec halls and and things like that as opposed to having a municipal

[0:39:18] Voice 4: We have had good conversations, Carmen's had those conversations with ministry officials.

[0:39:25] Voice 4: We do not need to check for vaccine passports.

[0:39:29] Voice 4: It's not the place, it's the function that's underway.

[0:39:34] Voice 4: So we can, we have no requirement to do that.

[0:39:40] Voice 4: So we will not be checking vaccine passports no matter where the location is.

[0:39:45] Voice 4: is the second question is the masking protocols and the and the limits on the number of people

[0:39:49] Voice 4: in this report indicates that there is a bit of clarity there masks are required social distancing

[0:39:56] Voice 4: is not and there's a limit of 50 people um in attendance at any given um meeting as part of

[0:40:05] Voice 4: our protocols or 50 of the seating capacity we are working through how we will actually do this

[0:40:12] Voice 4: with the staff involved and the trustees and the and so forth at any given meeting

[0:40:16] Voice 4: the specifics of each of your meetings i know you're going to be working through with your rpms

[0:40:22] Voice 4: and that is how we're going to have to proceed as we move forward that's your quick update respond

[0:40:48] Trustee Fast: Yeah, it's not a question, actually. It's just something I wanted to suggest. I'm interested in how this is playing out. We've now, I've got an email from Heather Cowher, Regional Planning Manager Cowher, describing what's going to be happening on October 14th.

[0:41:08] Trustee Fast: And so that's helpful because it lays it out very clearly what we can and can't do and what the requirements are really for keeping people safe.

[0:41:19] Trustee Fast: and um the idea of a small room with many people in it um makes me think that i might be uh i'll

[0:41:30] Trustee Fast: be investigating an air monitor because you can get these little mobile air monitors that let you

[0:41:37] Trustee Fast: measure uh carbon dioxide and if it gets up above a certain amount maybe it's time for a break or

[0:41:42] Trustee Fast: to open some windows or things like that so it's just a um something that teachers are using and

[0:41:48] Trustee Fast: and others who have to work in small places with people without social distancing.

[0:41:55] Trustee Fast: So I'll be looking into this.

[0:41:56] Trustee Fast: And if people are interested, I will pass my research along.

[0:47:08] Trustee Luckham: But, you know, who is it that determines the capacity of a hall because often the fire marshal has an indication and there's often two indicators, one is a seating capacity, and one is a standing capacity, and just wonder how that will be sorted out.

[0:47:27] Trustee Luckham: And then on the air quality issue, thank you for raising it, but obviously the use and suitability

[0:47:38] Trustee Luckham: of a building for a particular use in air quality is not our concern. Certainly it is of a health

[0:47:46] Trustee Luckham: concern. Having used air quality monitors myself on my dive trailer boat, you have tools in the

[0:47:53] Trustee Luckham: the fire department for that the two they're actually quite expensive and the sensors have to

[0:47:58] Trustee Luckham: be replaced not annually but biannually because they fail and they have to be tested on a regular

[0:48:04] Trustee Luckham: basis in order to ensure that the readings you're getting are actually accurate so it's a that's a

[0:48:09] Trustee Luckham: big thing to a door to open up that might seem simple but it's not quite so simple this is why

[0:52:20] Voice 4: a workshop, then that would need to have been published and extended to everyone

[0:52:23] Voice 4: involved. And here we have, I don't know the particular perspective, having read the material,

[0:52:31] Voice 4: I understand it better, an application to materially affect the outcome of the work

[0:52:37] Voice 4: that others may not have. I guess the language says that in 6.3, it recurs to an inquiry that,

[0:52:47] Voice 4: you know, if they could make an inquiry or a question to trust counsel around something,

[0:52:52] Voice 4: thing which tends to be more of a procedural question as opposed to a content delivery

[0:52:58] Voice 4: element we do have town hall and delegations which tend to be the place for the public to

[0:53:04] Voice 4: speak to trust council and describe their views if we do start doing this we're going to have to

[0:53:12] Voice 4: re-contemplate how we conduct trust council business and either we start to begin to provide

[0:53:19] Voice 4: at the start of every item an opportunity for the public to weigh in or daily delegations perhaps

[0:53:32] Voice 4: before each matter but right now you've got this in front of you and I think that it has

[0:53:40] Voice 4: the request is to have a presentation as well as in that five minutes so I don't know if there's

[0:53:45] Voice 4: materials those materials haven't been vetted in in a within the three-week time frame that we

[0:53:50] Voice 4: normally would have when someone's coming to be be a delegation the point has been made that and

[0:53:58] Voice 4: this is for you um chair luckham in particular well the agenda wasn't out so i didn't know i

[0:54:04] Voice 4: needed to be a delegation meaning if forestry is your issue and you haven't read you haven't

[0:54:10] Voice 4: had an opportunity to review the agenda which comes out 10 days ahead of time how would i know

[0:54:15] Voice 4: i need to make one and the answer traditionally has been that's what town hall town hall provides

[0:54:21] Voice 4: the avenue by which people see things on the agenda and want to um make their views known

[0:54:28] Voice 4: to trust council before voting moments or for whatever reason um and that's true but right now

[0:54:35] Voice 4: we have used town hall as that mechanism there is that mechanism um perhaps the notion of how long

[0:54:41] Voice 4: a town hall delegation gets to speak could be expanded to to address that concern that i don't

[0:54:47] Voice 4: know but we're always looking at how we can um have order and a reasonable anticipation of how a

[0:54:56] Voice 4: a local government type um public meeting can occur with some policy to guide it

[0:55:04] Voice 4: and to ensure that there's transparency and the opportunities for people to

[0:55:07] Voice 4: speak so there you go mr chair um

[0:55:18] Trustee Luckham: emails from the uh correspondent and um and so i'm gonna seek advice from vice chairs and then

[0:58:26] Trustee Luckham: the emails from the correspondent is that there's a procedural error and that may be so it is not

[0:58:33] Trustee Luckham: inclusive in the policy as the ceo has pointed out we have not anticipated that and so certainly

[0:58:39] Trustee Luckham: there could be a policy amendment that council might want to consider to facilitate this sort

[0:58:45] Trustee Luckham: important situation, but that wouldn't change the policy that we have today. The

[0:58:50] Trustee Luckham: map we have

[0:58:51] Trustee Luckham: to conduct meetings is as it is today, so that's certainly a reasonable comment, and the council

[0:58:59] Trustee Luckham: will have to decide whether or not they want to change that. I still don't understand why

[0:59:12] Trustee Luckham: And I do believe that if that individual wanted more time than the two minutes that we allot during a town hall to make a presentation, extension of the time to all members of the community that were attending the meeting is a decision that Council

[0:59:29] Trustee Luckham: could make on the, on the fly, and, and that would facilitate that but I had some concerns about the disruption of the agenda because especially on this, because we're trying to go to the

[0:59:42] Trustee Luckham: go to breakout rooms when we go to breakout rooms to have that discussion how does that work and so

[0:59:47] Trustee Luckham: this extends the period of time um there so my inclination is to continue to advise at this

[0:59:55] Trustee Luckham: point even though it might be a decision of council to advise them to come to

[1:00:00] Trustee Luckham: town hall and it would be up to council to determine if they wanted to override that

[1:00:05] Trustee Luckham: decision of parents. So Carmen, over to you.

[1:00:11] Voice 8: correct place for this presentation or speaking to council is definitely town hall. And, you know,

[1:00:35] Voice 8: first instance the person should be strongly encouraged to attend town hall and like you say
