[0:07:40] Trustee Luckham: i don't see a date here of um march 11th thank you um were adopted as presented and uh otherwise

[0:07:53] Trustee Luckham: there's nothing specific to report out on from that in-camera session so um at this juncture

[0:08:02] Trustee Luckham: we have an agenda before us here that was adopted on uh tuesday and uh we're gonna we have one

[0:08:09] Trustee Luckham: outstanding item of policy and perhaps i'll get to that at the end of this session here and this

[0:08:17] Trustee Luckham: This is a desire to address the 4.2.5 earlier,

[0:08:22] Trustee Luckham: but I think let's see how we get through this

[0:08:25] Trustee Luckham: and we'll come to 4.2.5 if there's sufficient time

[0:08:30] Trustee Luckham: and energy to do so.

[0:08:31] Trustee Luckham: It's not mission critical,

[0:08:33] Trustee Luckham: although it is a freedom of information issue,

[0:08:37] Trustee Luckham: which is of importance to us.

[0:08:40] Trustee Luckham: So trustee summary updates,

[0:08:42] Trustee Luckham: states, BC Advisory Committee chairs. I don't have my package in front of me. I'll just

[0:08:51] Trustee Luckham: turn to council to say, are there any chairs of BC advisory committees that would like

[0:08:58] Trustee Luckham: to report anything that's going on in your communities from that body? I'll look for

[0:09:05] Trustee Luckham: a raised hand not seeing any then uh thank you very much um so first nations activities is

[0:09:15] Trustee Luckham: something uh we always want to be conscious of unaware of relationship building and uh and other

[0:09:22] Trustee Luckham: events that are of import to first nations and our communities is there anything from anybody

[0:09:29] Trustee Luckham: that they would like to speak to um happening in their community again or raise a digital hand

[0:09:34] Trustee Luckham: would be helpful no nothing um thank you um i think i oh there's a raised hand uh

[0:09:45] Trustee Luckham: jane wolverton over to you

[0:09:46] Voice 3: um just wanted to comment there were a number of trustees who

[0:09:50] Voice 3: participated in the walk for the children on august 1st in shamanus and there was a comment

[0:09:58] Voice 3: made by trustee fenton that the island's trust was not recognized among all of the

[0:10:06] Voice 3: officials who were there and perhaps we could do a better job of reaching out under in those

[0:10:16] Voice 3: circumstances to just to let the other First Nations or all the First Nations people know

[0:10:21] Voice 3: that we also were participating.

[0:10:26] Trustee Luckham: Well thank you for that Jane. Certainly both of the myself and

[0:10:31] Trustee Luckham: and Doug Fenton were there, and yourself,

[0:10:33] Trustee Luckham: and many other elected representatives.

[0:10:37] Trustee Luckham: There was a little bit of outreach,

[0:10:39] Trustee Luckham: but certainly nothing over,

[0:10:43] Trustee Luckham: and honestly, no offense was taken.

[0:10:46] Trustee Luckham: It was an important occasion to celebrate,

[0:10:49] Trustee Luckham: but certainly take the message

[0:10:51] Trustee Luckham: that perhaps we need to be more proactive

[0:10:53] Trustee Luckham: in some of these areas.

[0:10:55] Trustee Luckham: Thank you.

[0:11:07] Trustee Fenton: really interesting to know like how we fit into that i mean i understand we have a long ways to

[0:11:14] Trustee Fenton: go but i mean quite honestly we have made a lot of efforts um the honest trust is very very

[0:11:21] Trustee Fenton: proactive in the last couple of years in that regard um and i would be very interested to know

[0:11:28] Trustee Fenton: know how we can be more sort of part of that conversation when these issues you know these

[0:11:36] Trustee Fenton: kind of events come up um yeah literally at a loss as to why we were not part of the conversation

[0:11:46] Trustee Fenton: or you know i'm not expecting to get recognized or any pats on the back but i mean as far as being

[0:11:52] Trustee Fenton: in their eyes accountable and present on their list of people um we weren't on the list because

[0:12:01] Trustee Fenton: we weren't invited so um that's maybe more than today's obviously but maybe that's we could have

[0:12:08] Trustee Fenton: looked into trying to figure out how we fit into that puzzle why why are they disconnected

[0:12:14] Trustee Fenton: i'll leave it there thank you now

[0:12:20] Trustee Luckham: thank you for that and certainly the edis local trust

[0:12:23] Trustee Luckham: committee i know it's uh active in that area building that relationship and developing

[0:12:30] Trustee Luckham: communication um and on that note indeed the penelicate um dancers and drummers attended

[0:12:36] Trustee Luckham: petis island to an opening ceremony of our community center um there our home our community

[0:12:43] Trustee Luckham: home it was referred to by the by um by the artist and um that was very much appreciated

[0:12:51] Trustee Luckham: by everybody so certainly um i hope that that center will become an attraction for all the

[0:12:58] Trustee Luckham: community throughout the salisbury including the final nation um next quarter so i'm

[0:13:34] Trustee Luckham: Chair Laura Patrick from Salt Spring,

[0:13:37] Trustee Luckham: would you like to report out from them?

[0:13:40] Trustee Patrick: I have nothing new to report from the extensive report

[0:13:43] Trustee Patrick: I had in the June quarterly meeting.

[0:13:46] Trustee Patrick: We are about to start our strategic planning exercise,

[0:13:48] Trustee Patrick: which sort of dovetails into the federation

[0:13:53] Trustee Patrick: fresh water strategy.

[0:13:55] Trustee Patrick: So I look forward to reporting more to you

[0:13:56] Trustee Patrick: in the upcoming months.

[0:14:14] Trustee Luckham: that you do on behalf of the community.

[0:15:10] Trustee Luckham: Bob Turner, past mayor of Bowen, if I'm not mistaken,

[0:15:14] Trustee Luckham: and um was the mc of the event and uh and shared a lot of wonderful um stories with us about that

[0:15:22] Trustee Luckham: region grateful for all the work that everybody luke simons and others have done there so southern

[0:15:29] Trustee Luckham: southern gulf islands community forum um to be honest i'm not sure adam olsen

[0:15:36] Trustee Luckham: extensively leads that and i see jane wilberton has something to step up and advise us on there's

[0:15:44] Trustee Luckham: a meeting i think tomorrow yes

[0:15:46] Voice 3: i was just going to mention that we have a half day meeting tomorrow

[0:15:50] Voice 3: and it will be on uh indigenous matters um we haven't we didn't meet over this summer

[0:15:57] Voice 3: at the the latter part of the summer um but i just wanted to clarify my remarks about the shamanists

[0:16:03] Voice 3: uh gathering were not directed at any staff member or senior governmental uh policy

[0:16:11] Voice 3: policy intergovernmental policy advisor they were just a comment about what we need to do

[0:16:17] Voice 3: as an organization to make sure we make those connections um

[0:16:26] Trustee Luckham: thank you definitely yeah and

[0:16:31] Trustee Luckham: jane i'll just note um i sent a message out this morning acknowledging that i would attempt to

[0:16:36] Trustee Luckham: attend for a couple hours tomorrow i didn't actually copy you i did copy the other two

[0:16:40] Trustee Luckham: trustee or a couple of trustees that are on there um but anyway um that's great so bane's sound

[0:16:59] Trustee Morrison: generally about approving the funding for southern gulf islands forum um because it is really helpful

[0:17:06] Trustee Morrison: to have that space and i do want to encourage all the trustees all of all of the southern gulf

[0:17:11] Trustee Morrison: islands to really come and attend that space um and participate because it's been very helpful

[0:17:17] Trustee Morrison: hearing and having conversations with the crd with um the province and with the federal government

[0:17:23] Trustee Morrison: um just a space to build relationships and and have more open communication in this complicated

[0:17:29] Trustee Morrison: the jurisdiction area and first nations of course yeah thank you the

[0:17:35] Trustee Luckham: baines um bain sound uh forum

[0:17:37] Trustee Luckham: is there somebody that wishes to address that yes yeah

[0:17:41] Voice 10: david from denman island uh nothing

[0:17:45] Voice 10: substantive to report on that other than that uh we aspire to having another forum in the next

[0:17:51] Voice 10: two months thank you well thank you for

[0:17:54] Voice 23: your good work there the

[0:17:56] Trustee Luckham: freighter anchorages uh round table

[0:17:59] Trustee Luckham: table update. As Doug Fenton, I think he probably may be one of those parties. I'm not sure on

[0:18:10] Trustee Luckham: council who else would be there, but Doug Fenton, do you have anything to report from that group?

[0:18:14] Trustee Luckham: I was

[0:18:15] Trustee Luckham: unable to

[0:18:16] Trustee Fenton: attend the last roundtable and the feedback from the alliance who did attend it

[0:18:24] Trustee Fenton: where it's a bit of frustration and really not a lot of sort of forward movement in that regard,

[0:18:32] Trustee Fenton: we've still got a lot of work to do. On that note, with respect to the South Coast Shipwatch Alliance,

[0:18:40] Trustee Fenton: after Chris Straw's passing, it's important to note that the Alliance is still

[0:18:46] Trustee Fenton: present and moving forward. Chris's absence will be, and his energy and vision will be missed,

[0:18:51] Trustee Fenton: um but the broad group of alliance members are trying to figure out the path forward and how to

[0:19:00] Trustee Fenton: sort of organize the work amongst the many um and short term going forward i'll be the contact or

[0:19:07] Trustee Fenton: conduit with the trust um with trust council and try to endeavor to uh share information that's

[0:19:14] Trustee Fenton: appropriate and or uh necessary and um more will be said once we sort of figure out what that

[0:19:23] Trustee Fenton: future pathway looks like

[0:19:27] Trustee Luckham: i've been uh i finally got my agenda up here and so i apologize um just on the bc

[0:19:34] Trustee Luckham: ferries advisory committees you did have a report from trustee mod regarding the ferry

[0:19:39] Trustee Luckham: advisory committees in that area that's on page 451 of your agenda and also trustee

[0:19:44] Trustee Luckham: Steve Johnson provided a report

[0:19:46] Trustee Luckham: on the Tuskegee Archeological Project,

[0:19:48] Trustee Luckham: and that's on page 452 of your agenda.

[0:19:52] Trustee Luckham: So thank you for both those reports

[0:19:54] Trustee Luckham: and any reports from any of these bodies

[0:19:57] Trustee Luckham: that you can provide to us in advance of the agenda going out

[0:20:02] Trustee Luckham: will become part of the report out to the public

[0:20:05] Trustee Luckham: as well as to trustees.

[0:20:07] Trustee Luckham: So any opportunity to make any brief notes

[0:20:10] Trustee Luckham: with respect to any of these topics,

[0:20:11] Trustee Luckham: I think is much appreciated by the public and others

[0:20:15] Trustee Luckham: that review our agenda materials.

[0:20:20] Trustee Luckham: On the Anchorage's update, just sort of more broadly,

[0:20:26] Trustee Luckham: nothing specific, but obviously we've just come out

[0:20:29] Trustee Luckham: of a federal election.

[0:20:31] Trustee Luckham: There was a commitment by the Transport Canada

[0:20:34] Trustee Luckham: and the federal government just prior to the election

[0:20:37] Trustee Luckham: to revisit the protocol agreements

[0:20:40] Trustee Luckham: agreements and direction, strong direction to ask or to have the port look at existing

[0:20:51] Trustee Luckham: infrastructure facilities and capability, as well as looking at time of arrival systems

[0:21:01] Trustee Luckham: that are used in other parts of the world in order to facilitate a situation of a reduction

[0:21:09] Trustee Luckham: in their anchorages um of course um i was was asked to make a remark on that and of course

[0:21:16] Trustee Luckham: i have uh stood up for trust council's position that we need to phase out and eliminate the

[0:21:23] Trustee Luckham: anchorages from the southern gulf islands in the long term and that will continue to be a priority

[0:21:28] Trustee Luckham: um for myself until council advises me otherwise but certainly um there was a number of people

[0:21:35] Trustee Luckham: with other election promises if I'm not mistaken the numbers were coming in late on

[0:21:42] Trustee Luckham: Monday night but I believe Paul Manley was not re-elected in the 9-0 and I congratulate

[0:21:50] Trustee Luckham: I think it's a Ms. Barron there instead with the NDP that has taken up that seat but

[0:21:58] Trustee Luckham: MP Manley at the time was advancing an initiative on a time of arrival for anchorages

[0:22:05] Trustee Luckham: And of course, Alistair McGregor, the MP in my region, has also got private members bill on the table there to affect some change there.

[0:22:16] Trustee Luckham: So hopefully we'll be able to raise a strong voice to bringing more attention to this issue.

[0:22:21] Trustee Luckham: and indeed the report that we saw yesterday from the San Juan Islands is certainly

[0:22:32] Trustee Luckham: a bit shocking and surprising and there's certainly something that needs to be brought

[0:22:38] Trustee Luckham: to the federal government's attention so that's that item unless there's something further from

[0:22:44] Trustee Luckham: anybody else i'm going to move on to the top priorities chart of council um and ltc's um

[0:48:36] Trustee Luckham: committee personally i think it's best to allow a a thoughtful uh informed response come from

[0:48:46] Trustee Luckham: the body uh being the chair um and or senior staff executive committee um because

[0:48:55] Trustee Luckham: because it on occasion does happen that a trustee will respond to.
