[0:09:01] Trustee Busheikin: So then shall we move on to I think what is probably the meat of our meeting, which is six point one.
[0:09:07] Trustee Busheikin: okay so we've got these business cases here and we're also going to fold into the discussion
[0:09:16] Trustee Busheikin: consideration of the request or direction that came to us from trust council so does staff have
[0:09:22] Trustee Busheikin: any introductory comments or should we just open this up for discussion so

[0:09:34] Voice 12: just want to thank and he's not here but i just want to thank robert kojima for
[0:09:43] Voice 12: generally putting this together and narissa uh for working together on this so even though it's
[0:09:47] Voice 12: got my name on it i definitely have much to do with that right um however there are several
[0:09:53] Voice 12: recommendations um and they're all based on strategic plan or continuation of strategic
[0:10:00] Voice 12: strategic plan items and the next logical steps probably makes sense to maybe go through
[0:10:06] Voice 12: a business case so you can ask questions and then we can obviously um make your
[0:10:18] Voice 12: make your motions um one at a time so yeah
[0:10:22] Trustee Busheikin: yeah
[0:10:23] Voice 12: i'll bring it up on the screen okay
[0:10:25] Trustee Busheikin: Okay. So the first one is the implement the high priority actions outlined in affordable housing in the trust area, and specifically develop model density bonus bylaws for consideration of implementation and local trust area bylaws.
[0:10:42] Trustee Busheikin: and um this one i'll just give some background that i did have a long brainstorming kind of
[0:10:49] Trustee Busheikin: discussion with planner chadwick about what this was all about and i think um that's perhaps where
[0:10:57] Trustee Busheikin: option two i think came out of that discussion and we it was i think um i i know that trustee
[0:11:04] Trustee Busheikin: patrick talks a lot about spending more time with the the problem identification part of
[0:11:10] Trustee Busheikin: what we do and I think that's I think where this came out of is thinking well what what do we want
[0:11:16] Trustee Busheikin: to solve with this or it's partially solved. So I'm just going to open up our planner Chadwick
[0:11:23] Trustee Busheikin: did you have any comments do you want to explain a bit more?
[0:11:26] Voice 5: Yeah yeah so I just like to add here
[0:11:30] Voice 5: that so this this particular request was part of three specific topics under the
[0:11:39] Voice 5: strategic it was in the trust council strategic plan related to affordable housing one was the
[0:11:46] Voice 5: uh floor area ratio uh piece uh then there's the density this density bonusing piece and then
[0:11:54] Voice 5: there's um one related to housing agreements so i did a little bit of um of uh sort of research to
[0:12:02] Voice 5: understand for myself where these came from. And I think the intention really of the three of
[0:12:09] Voice 5: these pieces is to be approached in an integrated way, because in terms of looking at affordable
[0:12:18] Voice 5: housing solutions, you sort of need to look at the tools and how they work, how they relate with
[0:12:26] Voice 5: with one another. So, um, the, uh, you know, the, the, the, as I, in the strategic plan,
[0:12:36] Voice 5: it does identify like the interest in having a model bylaws for these, each one of those three,
[0:12:43] Voice 5: but in fact, it, I think that there's more to gain for an integrated lens to be placed on that.
[0:12:50] Voice 5: So the question is how do you achieve that? So one of the, so option two, so the first option
[0:12:58] Voice 5: is just really speaks to what has been kind of identified, you know, get a consult to do
[0:13:06] Voice 5: this piece, the other piece, and the other piece, right? Option two sort of speaks to a more
[0:13:12] Voice 5: integrated way which involves staff. So one of the challenges that we have with when we do these
[0:13:20] Voice 5: receive these consultant reports is they're not necessarily integrated into work staff are very
[0:13:25] Voice 5: busy so there isn't really the opportunity to share and understand how these reports can
[0:13:32] Voice 5: influence the work we do so option two is to actually organize a staff workshop to con
[0:13:38] Voice 5: that actually focuses on on bylaws model bylaws the development of essentially evaluating planning
[0:13:47] Voice 5: the planning tools and identifying how we can use them to address affordable housing.
[0:13:52] Voice 5: And this work would be done as part, so we have annual planning staff training days.
[0:14:04] Voice 5: So it could be done as part of one of our training days and the money could actually
[0:14:10] Voice 5: be used to just hire a facilitator for the session, and then ultimately for the legal review
[0:14:20] Voice 5: of the bylaws that are produced by staff. That way, we have staff engaged from the get-go,
[0:14:27] Voice 5: understanding the opportunities and options, and we do have a lot of staff with a lot to contribute
[0:14:35] Voice 5: you um um on this this topic so um you'd be able to use a number of different minds around the
[0:14:41] Voice 5: table last part again
[0:14:55] Voice 5: yeah she seemed to have frozen take

[0:15:49] Voice 5: And, you know, it does speak to the new item because it would be an opportunity to approach that, engage in thinking about it in a more holistic way that thinks about how all of the different pieces, including the square area ratio, density bonusing and housing agreements can be integrated to create
[0:16:19] Voice 5: you know, solutions to address affordable housing,
[0:16:23] Voice 5: or at least options, whether we can find the solutions,
[0:16:26] Voice 5: I don't know, but.
[0:16:29] Trustee Patrick: Thanks.

[0:16:32] Trustee Patrick: Oh, thank you for this.
[0:16:34] Trustee Patrick: And I think a lot of this is to do with framing.
[0:16:41] Trustee Patrick: And I think, and that may have been why the, you know,
[0:16:44] Trustee Patrick: the report kind of looked at it very bluntly about just looking at floor
[0:16:49] Trustee Patrick: air ratio and where we're going is that you know we're always talking about you know maximizing the
[0:16:58] Trustee Patrick: benefits of housing while minimizing the harms of housing from uh all all sides being ecological
[0:17:05] Trustee Patrick: climatic and socioeconomic and i think we need to be and then you know your integrated approach
[0:17:10] Trustee Patrick: that none of these tools work in isolation of one another so i think i think we need to stress that
[0:17:17] Trustee Patrick: and even put that in the business case that we're being clear because um you know this this ongoing
[0:17:23] Trustee Patrick: conversation you know why are we talking about housing we have no authority for housing yes we
[0:17:28] Trustee Patrick: know and we need to make it clear that this isn't a this is not a debatable topic this is just
[0:17:34] Trustee Patrick: in our authority and housing has negative benefits to the environment it also has negative benefits
[0:17:40] Trustee Patrick: to the you know the social fabric of our islands but it could have positive benefits if we plan it
[0:17:45] Trustee Patrick: right as well. And I think that's what we need to really stress, that it fits and it has an
[0:17:52] Trustee Patrick: incredibly important role. The other piece when it comes to options is to look at external partners,
[0:18:00] Trustee Patrick: not just look internally, but we have external partners as we work here. We've got LTCs that
[0:18:05] Trustee Patrick: are already ahead of us on working on these issues, but we also have housing advocacy groups
[0:18:11] Trustee Patrick: groups all across the islands that are deep into this and they're not scary people they're not out
[0:18:16] Trustee Patrick: trying to populate the island they care about the environment and they want to have housing have low
[0:18:22] Trustee Patrick: impact on the environment and in fact be better than what we're doing right now and what's being
[0:18:28] Trustee Patrick: built on these islands so i would really encourage us on the option two to include external voices to
[0:18:35] Trustee Patrick: help prepare these to be even better
[0:18:40] Trustee Busheikin: thank you um other comments or questions go ahead kate louise and then planner chadwick

[0:18:58] Trustee Stamford: yeah i i just think option two is is good but i also understand um laura's
[0:19:05] Trustee Stamford: laura patrick's um idea about bringing in the additional expertise from the community
[0:19:14] Trustee Stamford: but looking at this in a more holistic way having having an opportunity for the planners to go
[0:19:21] Trustee Stamford: through the specifics of their expertise as well I think makes so much more sense to me rather than
[0:19:28] Trustee Stamford: working in silos so I'm I think option two is good and I also think that having a format that
[0:19:36] Trustee Stamford: permits um external community organizations having some kind of participation in this would go a long
[0:19:44] Trustee Stamford: way to um sort of repairing some of the the concerns that um local communities have in this
[0:19:53] Trustee Stamford: issue

[0:20:06] Voice 5: that the workshop could include looking at strategies
[0:20:10] Voice 5: for integrating other voices and understandings
[0:20:14] Voice 5: and the choice of our consultant could reflect
[0:20:18] Voice 5: an interest in understanding,
[0:20:20] Voice 5: it would be somebody who would be engaged
[0:20:23] Voice 5: in affordable housing, not necessarily possibly
[0:20:28] Voice 5: on the islands, but also in other places in the province.

[0:20:37] Trustee Busheikin: okay i'll just put myself oh go ahead case and then i'll put myself on the speakers list

[0:20:43] Voice 2: i i agree with the idea of option two extending it externally as well as interesting
[0:20:48] Voice 2: having uh you know housing groups and environmental groups and potentially even
[0:20:53] Voice 2: what about a first nation element to this as well
[0:20:58] yeah
[0:21:00] Trustee Busheikin: thanks i'm appreciating these ideas um it kind of brings home to me how um
[0:21:08] Trustee Busheikin: how slowing down sometimes speeds you up in the long run, because, you know, we try and be
[0:21:15] Trustee Busheikin: efficient, and we have this sense of pressure. But these discussions in the early stages of
[0:21:20] Trustee Busheikin: figuring out what we're doing, how to do it, what our goals are, is so important. Yeah, I also like
[0:21:25] Trustee Busheikin: option two, I think it's some, you know, a bit of an innovation to try and get at things that
[0:21:32] Trustee Busheikin: that this committee has been talking about all term,
[0:21:34] Trustee Busheikin: which is about breaking down those silos
[0:21:37] Trustee Busheikin: and getting that regional collaboration within the trust.
[0:21:44] Trustee Busheikin: And I like the idea of really relying on the expertise
[0:21:47] Trustee Busheikin: and knowledge of our planners and pulling that together.
[0:21:53] Trustee Busheikin: And I very much like the idea of looking for ways
[0:21:57] Trustee Busheikin: to bring in outside voices
[0:22:00] Trustee Busheikin: racism community housing advocacy groups, I don't, you know, that becomes a much bigger,
[0:22:05] Trustee Busheikin: more expensive undertaking, but maybe there's a simple way to do it. Like just a couple of,
[0:22:12] Trustee Busheikin: I mean, just a couple of staff on a Zoom call with, you know, you could ask us to select some
[0:22:19] Trustee Busheikin: housing advocates from our communities and that there could be a focus group, something like that.
[0:22:27] Trustee Busheikin: I'm not sure and the other thing I thought of is you know making sure that trustees stay connected
[0:22:35] Trustee Busheikin: to this because I think what happened is the trustees that originally said let's look at this
[0:22:41] Trustee Busheikin: aren't a lot of them aren't around and it became an idea that was disconnected to its impulse
[0:22:46] Trustee Busheikin: and I think that the consultant probably didn't also necessarily connect to what was what those
[0:22:55] Trustee Busheikin: those trustees who voted to do this were thinking of what they were seeing in their communities and
[0:22:59] Trustee Busheikin: what they hope to do with it. So I think it would be important, like maybe when this is in the
[0:23:05] Trustee Busheikin: planning stages, maybe to bring it back to this committee, or even just have a little focus group
[0:23:10] Trustee Busheikin: of a few members of this committee, just an informal phone call. I won't even call it a focus
[0:23:14] Trustee Busheikin: group, just to keep the connection from the grassroots level, which I think the trustees
[0:23:23] Trustee Busheikin: can express up to what's happening in this workshop and then I also wondered if you know
[0:23:29] Trustee Busheikin: somehow there could be a bit of a communications piece that could come out of this a report on
[0:23:35] Trustee Busheikin: this that would be aimed at trustees but possibly also these other partners and community members
[0:23:43] Trustee Busheikin: to really explain what this is about and how it would be used and it could be you know as
[0:23:50] Trustee Busheikin: extra work but it's something that would save work in the long run when and if LTCs want to
[0:23:55] Trustee Busheikin: put this into their LUB and OCP there'd be something a communications piece like just a
[0:24:03] Trustee Busheikin: one or two pager that explains it because just sitting with draft bylaws in front of you often
[0:24:09] Trustee Busheikin: is hard to take in the context stuff and what it means on the ground so these are all just ideas
[0:24:15] Trustee Busheikin: but I certainly do like option two so thank you and trustee Patrick you can go ahead well I just
[0:24:23] Trustee Patrick: bad echo i have good news the housing advocacy groups have uh coordinated themselves all across
[0:24:29] Trustee Patrick: the islands trust area so um they've done the work for us and they're well connected now and
[0:24:35] Trustee Patrick: so it's not hard to reach out and to get them and the other question i have is i really want
[0:24:40] Trustee Patrick: to make sure we understand the budget we didn't have enough money last year to do the work that
[0:24:45] Trustee Patrick: we had laid out to do so do we have we given ourselves enough money um to to retain a
[0:24:51] Trustee Patrick: consultant of you know to support this process in an integrated fashion thank

[0:54:00] Trustee Luckham: committees that I sit on with respect to broad issues and the experiences that I have had

[0:54:11] Trustee Luckham: think that it yeah and so thank you for that so
[0:54:15] Trustee Luckham: I think the word and I just want to echo the words of Janine Dodds there in her attempting
[0:54:22] Trustee Luckham: to craft and advance this motion is simply talking about housing period because the world
[0:54:33] Trustee Luckham: has changed in the last 10 years and it's going to be very different in another 10 and I don't
[0:54:37] Trustee Luckham: really know what affordability means but certainly there's a necessity and Laura Patrick I think is
[0:54:44] Trustee Luckham: the first person that I heard speak to this is to speaking about housing generally because
[0:54:51] Trustee Luckham: Because all housing needs to be considered in the future, and how all of that housing is manifest is going to affect the accessibility of housing by everyone.
[0:55:07] Trustee Luckham: Because indeed, we're going down this path that I don't think is actually reversible, because it's driven by much greater forces.
[0:55:18] Trustee Luckham: So just want to suggest that I think, whether it's density bonusing or floor area ratios or duplex or whatever, you know, it's about housing, of which not, I think, in the future, not many, including myself, may be in a situation to actually be able to buy or rent places.
[0:55:42] Trustee Luckham: So we have to think about housing more broadly.
[0:55:45] Trustee Luckham: and then so that's my remark on that topic you should consider that but then I also wanted to
[0:55:53] Trustee Luckham: just jump in and say that you know I think there's a we need to be considering opportunities
[0:56:01] Trustee Luckham: to rethinking about how we say things and the language that we use and how we do develop and
[0:56:07] Trustee Luckham: do the work that we do and to some extent we're stuck in some of these silos which is I haven't
[0:56:14] Trustee Luckham: fully develop this new idea. We're in these silos of which local planning service is one,
[0:56:21] Trustee Luckham: trust area service is another, communications is another, those sorts of things. But I think that
[0:56:27] Trustee Luckham: in the language that we use and how we do things, model bylaws are not necessarily appreciated by a
[0:56:34] Trustee Luckham: lot of people because they don't want to be cookie cutters. They don't want to be cookies, actually.
[0:56:39] Trustee Luckham: and and um the complexity although this is a complex subject we have to make it accessible
[0:56:49] Trustee Luckham: to people so if we're using language and creating and crafting bylaws that are complex and beyond
[0:56:56] Trustee Luckham: the comprehension of the average person um we're not going to be successful because people are
[0:57:01] Trustee Luckham: going to misunderstand it or interpret it in ways that were not originally intended
[0:57:05] Trustee Luckham: And so I think there is value and I'm not sure where it is in terms of the timeframe there is value and engaging more people, and even trustees in the developing this conversation around affordability and density bonusing in this particular
[0:57:22] Trustee Luckham: situation, and maybe the square foot ratio thing, and obviously many other scenarios.
[0:57:30] Trustee Luckham: areas in order for this to be successful and I'll just note that you know in the trust area
[0:57:35] Trustee Luckham: in the trust policy statement review that we're doing the notion of affordable housing is still
[0:57:41] Trustee Luckham: a heated debate of whether or not it should be or shouldn't be and what role we play and all that
[0:57:47] Trustee Luckham: sort of stuff and advancing you know this work is so to some extent I just have to ask the question
[0:57:54] Trustee Luckham: is whether or not the cart is before the horse when we've decided whether or not it's an area
[0:57:59] Trustee Luckham: that we are willing to delve into.
[0:58:02] Trustee Luckham: And then how is it that the housing,
[0:58:05] Trustee Luckham: as I'm going to refer to it,
[0:58:07] Trustee Luckham: how does the housing bylaws fit into that bigger picture
[0:58:12] Trustee Luckham: and provide those community supports
[0:58:14] Trustee Luckham: that I think are what's important here.

[0:58:19] Trustee Luckham: but it's about maintaining health

[0:58:42] Trustee Patrick: lifestyles livelihoods and household types um but that wasn't my comment i just wanted to follow up
[0:58:49] Trustee Patrick: and language um we started off talking about bonus density and now i've broadened out are we excluding
[0:58:55] Trustee Patrick: density transfer from this conversation because i think that's an important piece that needs to
[0:59:00] Trustee Patrick: be included yes
[0:59:05] Voice 5: please narissa uh yeah i would just uh i don't know that it's necessary to
[0:59:10] Voice 5: identify all the tools because the the vision for the the uh what would happen with when she
[0:59:15] Voice 5: brings staff together is that um it would be an opportunity to speak about all the different tools
[0:59:20] Voice 5: So right now, I mean, the business case is really building, like it's speaking, and the fact that the model bylaws are sort of focused on is because it's speaking to what's in the strategic plan, which asked for model bylaws on those three things.
[0:59:39] Voice 5: But, I mean, there's an opportunity to broaden that, certainly.
[0:59:46] Trustee Busheikin: Thank you. And then I just put myself on the speaker's list. And I really am appreciating the conversation because, I mean, we're really getting it. This is really dealing with
[1:00:00] Trustee Busheikin: Housing is hard. And of course, there isn't consensus within trust residents and council about to what extent we do that.
[1:00:06] Trustee Busheikin: I think we deal with housing all the time. Most of on the smaller islands, most of the applications that come in are for housing.
[1:00:14] Trustee Busheikin: You know, we don't have industry. A lot of us have very little commercial activity.
[1:00:19] Trustee Busheikin: It's it is we live here. That's the main thing that happens.
[1:00:22] Trustee Busheikin: So and I think every kind of housing impacts the type of housing that's available everywhere.
[1:00:30] Trustee Busheikin: and I agree that we are part of this.
[1:00:32] Trustee Busheikin: There's something going on in the world in North America
[1:00:35] Trustee Busheikin: around housing and affordability that is so much bigger than us,
[1:00:39] Trustee Busheikin: and we can only do what we can do,
[1:00:42] Trustee Busheikin: and we shouldn't just do everything because we can,
[1:00:45] Trustee Busheikin: and I think we know that.
[1:00:46] Trustee Busheikin: I want to speak to the question of putting the cart before the horse,
[1:00:50] Trustee Busheikin: and I think that's on my mind and probably everyone's all term
[1:00:53] Trustee Busheikin: is we're working with the policy statement we know
[1:00:56] Trustee Busheikin: or hope we'll get a new one,
[1:00:57] Trustee Busheikin: and so in the meantime, we kind of keep going.
[1:00:59] Trustee Busheikin: And maybe we're not doing what we should be doing, but I just did want to point out that I think that we can defend putting resources to these particular projects because they go back many years.
[1:01:13] Trustee Busheikin: There's the 2011 affordable housing toolkit for the trust area created that identified these options, or at least most of them.
[1:01:24] Trustee Busheikin: And then there was the forum last year that had extensive reporting done before that surveyed all the islands and all the bylaws on the islands.
[1:01:36] Trustee Busheikin: And then there was the forum, which was a big community engagement piece, also with different agencies.
[1:01:43] Trustee Busheikin: And there was a report, two reports after the forum with summaries and more recommendations.
[1:01:50] Trustee Busheikin: And this all comes out of that work that's been going on for years.
[1:01:54] Trustee Busheikin: And we have housing needs assessments for all the islands that the ones I'm familiar with would definitely make recommendations for having some kind of bylaw review.
[1:02:04] Trustee Busheikin: So I think if we're being questioned about why are you doing this now when you don't even know what the policy statement would say, I think that there's a very long and multi-pronged history of, or that's not the right term.
[1:02:22] Trustee Busheikin: uh many many streams flowing into one uh to to lead us to this okay more comments or shall i

[1:05:34] Voice 5: so I'm going to present to you three business cases that are related to the freshwater
[1:05:41] Voice 5: sustainability strategy. So the freshwater sustainability strategy is right now it's in
[1:05:46] Voice 5: draft. It had been intended to come forward to you at this meeting, but staff have worked with
[1:05:55] Voice 5: with the consultant to do a substantial reorganization
[1:06:00] Voice 5: so that the actions that,
[1:06:02] Voice 5: so, and if you recall, the strategy has involved
[1:06:06] Voice 5: the involvement of a strategic advisory committee.
[1:06:08] Voice 5: So we've had provincial, regional folks,
[1:06:11] Voice 5: we've had cultural knowledge holders, water purveyors,
[1:06:14] Voice 5: and a number of others engaged trustees,
[1:06:17] Voice 5: Trustee Patrick Bushek and Trustee Stamford
[1:06:25] Voice 5: have have been involved and so right now um it uh we've gone through a substantial way right so that
[1:06:33] Voice 5: the strategy could read in a way um that was relatable essentially to um how the the trust
[1:06:41] Voice 5: operates um and so what that has involved is basically moving the actions that have been
[1:06:49] Voice 5: identified uh through the process into um four main program areas um one of which um this this
[1:07:00] Voice 5: um this business case speaks to which is cultural knowledge and engagement program so that's sort of
[1:07:05] Voice 5: the outreach engagement um piece um there the other uh three are the groundwater sustainability
[1:07:14] Voice 5: Sustainability science program and there's a business case that that speaks to that
[1:07:20] Voice 5: Dion you don't have to move down. You can just stay on that
[1:07:25] Voice 12: Yeah
[1:07:28] Voice 5: Yeah, so there's the so there's the groundwater sustainability science program, which is basically a continuation of the work that's being being done
[1:07:36] Voice 5: there's the watershed protection ecosystem watershed ecosystem protection program and
[1:07:43] Voice 5: and the Freshwater Sustainability Reporting Program.
[1:07:46] Voice 5: So the strategy does identify priorities based again
[1:07:53] Voice 5: on the input of those that have been involved
[1:07:56] Voice 5: with the development.
[1:07:57] Voice 5: And so one of which is the focus on outreach.
[1:08:03] Voice 5: So that's why the first business case in front of you
[1:08:05] Voice 5: is focused on that program.
[1:08:09] Voice 5: And David, you can actually,

[1:08:57] Voice 5: sharing of the the freshwater sustainability strategy the strategy itself includes um some
[1:09:03] Voice 5: background information related to water resources on the islands we would when you receive it it
[1:09:10] Voice 5: will be in a word the draft will be in word so we won't at that point have added maps and other
[1:09:18] Voice 5: things like that but we would like to do that and that kind of thing comes as a there is a cost to
[1:09:25] Voice 5: that so that's been included um um in in uh in the uh this business case um and then there's the
[1:09:34] Voice 5: development of a freshwater um stewardship outreach plan and so the idea there is that we really want
[1:09:42] Voice 5: to be like to look to to um support the momentum um that's been gained here and and um and really
[1:09:50] Voice 5: like be able to to move forward with communications in a in an organized way um as opposed to uh sort
[1:09:57] Voice 5: of you know sort of picking and choosing as we move forward so it's an opportunity to focus
[1:10:02] Voice 5: um on um on three different pieces in terms of outreach one would be an overall communications
[1:10:09] Voice 5: plan an engagement strategy and a social marketing plan so um our communications um
[1:10:16] Voice 5: staff have been involved in, in identifying costs and related to these. And so the total amount
[1:10:25] Voice 5: comes out to, what is the total amount here? I think it's 27, yeah, 27,700 to publish the draft
[1:10:39] Voice 5: and then uh to create a strategy um and and then um that strategy then can be uh will identify costs
[1:10:48] Voice 5: for uh different options to move forward with and and then we can move forward with those in a very
[1:10:55] Voice 5: sort of focused uh focused way okay are

[1:12:02] Trustee Patrick: land use decisions encourage water conservation water shed protection that we're still just one
[1:12:07] Trustee Patrick: of many agencies that have responsibilities in these areas and so i want to make sure that we
[1:12:12] Trustee Patrick: are accounting for those relationship building and involvement in the development of all these
[1:12:19] Trustee Patrick: materials so that they fit. Thank

[1:13:10] Voice 5: and a lot of the actions speak to the collaboration,
[1:13:18] Voice 5: the importance of collaboration.

[1:13:49] Voice 5: forward without without it becomes difficult to budget and to be able to prioritize um um so
[1:13:58] Voice 5: So having a plan, outreach plan in place enables sort of the ability to prioritize and budget for specific actions and activities.
[1:14:15] Trustee Busheikin: Okay, but then so as far as I understand, well, I guess it will depend a bit what's in the plan,
[1:14:23] Trustee Busheikin: that the actual implementation of that plan would likely happen the next fiscal year.
[1:14:29] Voice 5: yeah that that's basically what um what's being kind of considered here um because if you take
[1:14:35] Voice 5: into account um the fact that we will have a draft uh to you november um and you know and to trust
[1:14:43] Voice 5: council december and then there's an opportunity to share it with the public um you know probably
[1:14:48] Voice 5: by spring but once we've got it kind of in a nice form um and then we can be working on an outreach
[1:14:54] Voice 5: plan and then by September we'll have identified budget items related to the outreach plan and
[1:15:01] Voice 5: then we can move forward from there that's the that's the thinking okay
[1:15:07] Trustee Busheikin: I'll just say what's
[1:15:09] Trustee Busheikin: on my mind and it may be on everyone's mind is it just it yeah I mean I wish we could just
[1:15:18] Trustee Busheikin: jump in and start doing the public engagement I understand entirely that why that is not wise
[1:15:24] Trustee Busheikin: and not really a good use of resources but i get like it seems to be coming the key issue on denman
[1:15:30] Trustee Busheikin: now i hear more from people with concerns about water and they ask me how come we don't hear from
[1:15:36] Trustee Busheikin: the trust where we need to see like how come the trust can't tell us the state of our groundwater
[1:15:41] Trustee Busheikin: and information about our aquifers and how come you know how come after this summer how come the
[1:15:47] Trustee Busheikin: trust isn't issuing you know statements about drought management and um it just so that's my
[1:15:53] Trustee Busheikin: personal frustration as a trustee i could i could forward some emails i got a few days ago um so i
[1:15:59] Trustee Busheikin: know there's not much we can do about it but um i just feel i needed to say that go ahead marissa
[1:16:05] Voice 5: yeah i would say um like so this doesn't prohibit um other communications uh happening so right now
[1:16:14] Voice 5: um uh galliano and north pender are engaged in their uh groundwater implementation um and so
[1:16:20] Voice 5: So we've had two community information meetings, basically speaking to why, you know, the state of water on those islands and why it is as it is.
[1:16:31] Voice 5: And so there's the opportunity to roll out that information, you know, even while we're developing a broader outreach plan.
[1:16:40] Voice 5: In addition, there is also work that's being done to update an information pamphlet on what residents can do to conserve water.
[1:17:00] Voice 5: So there are projects that are moving forward.
[1:17:03] Voice 5: It's not that the islanders will see nothing, but it is an opportunity for us to focus and look at really what will make the biggest impact in terms of engagement and how we want to measure that engagement ultimately too.
[1:17:24] Voice 5: This is a step that is not uncommon for local governments to take when they're looking at outreach in all kinds of different areas.

[1:31:03] Voice 5: water monitoring activities that may be happening, and, you know, information related to
[1:31:09] Voice 5: water balance. You know, there'll be, I think, in this first one, a bit of educational
[1:31:16] Voice 5: information to explain, you know, the kinds of things that we've been measuring,
[1:31:22] Voice 5: what like what what essentially what um what groundwater uh uh freshwater vulnerability
[1:31:28] Voice 5: means and uh and and how how we how we come to understand um that vulnerability so um what we
[1:31:38] Voice 5: found this summer uh is that um the hiring of a a co-op student was incredibly valuable it uh
[1:31:46] Voice 5: it enabled the development of our freshwater Atlas.
[1:31:52] Voice 5: So this fresh, the state of the freshwater
[1:31:56] Voice 5: report will involve bringing together again,
[1:32:00] Voice 5: like a bunch of technical information
[1:32:04] Voice 5: and putting it together in something that's accessible.
[1:32:07] Voice 5: So that is a very focused activity
[1:32:10] Voice 5: that a co-op student would be able to really help with.
[1:32:15] Voice 5: So we thought the most sort of effective and cost-effective way to support this in 2022 would be to hire a co-op student.
[1:32:27] Voice 5: So the hiring of a co-op student is, it costs us $21,000 for four months, which is a super deal.
[1:32:36] Voice 5: And then we'd want to tag on a little extra to get the publication looking nice.

[1:32:53] Voice 5: So, a total of $26,000 to create the first freshwater sustainability report, which would be intended to be available by, you know, this time next year, essentially.

[1:51:55] Voice 12: sites. So they're kind of like a development payment area, but they're for heritage now.
[1:52:01] Voice 12: So the first phase is underway with a contract to begin discussion towards First Nations. A lot of

[1:52:19] Voice 12: as well as looking at methodology. And then the second phase would be to get more into
[1:52:29] Voice 12: actually identifying the different areas of the islands that these ovulations. So the
[1:52:39] Voice 12: dollars for this is listed here. It's a $74,000 estimate. $60,000 would be Islands Trust's
[1:52:49] Voice 12: and servancy as to risk that can go towards this.

[1:57:23] Voice 12: applications. So we currently have an in-house system called TAPIS Trust Area Prompt Information
[1:57:28] Voice 12: System that was
[1:57:30] Voice 12: developed about 20 years ago and upgraded about five years ago. But it is
[1:57:35] Voice 12: definitely a bespoke in-house product that requires specific knowledge to maintain. So
[1:57:43] Voice 12: it's not industry standard. So the
[1:57:45] Trustee Luckham: intent here is
[1:57:46] Voice 12: to switch to an industry standard off-the-shelf
[1:57:50] Voice 12: type system. These now work in modules, so as we're local planning mainly, then it's the local
[1:57:57] Voice 12: planning module that we're purchasing and operating. We weren't looking at modules for
[1:58:07] Voice 12: wastewater maintenance. The grant, it was for application development and processing.
[1:58:17] Voice 12: specifically did not include by-law
[1:58:21] Voice 12: enforcement or the island's trust concerns so while we can certainly
[1:58:30] Voice 12: use the grant money it was 100% grant by the way so we didn't have to match it
[1:58:36] Voice 12: so we can certainly use the grant money to update and replace the application development side of it
[1:58:43] Voice 12: without including by-law enforcement and island's trust conservancy we risk opening those two areas
[1:58:51] Voice 12: areas. They didn't upgrade them, they would continue on the old system, which means there
[1:58:57] Voice 12: probably wouldn't be a link to the bylaw, the development services, somewhere. So there's
[1:59:06] Voice 12: a whole bunch of risk in not including this. So what
[1:59:11] Trustee Luckham: we've done is built in the business
[1:59:12] Voice 12: case here to include Islands Trust, the Conservancy and the Bylaw Enforcement Group. What you're
[1:59:21] Trustee Luckham: seeing in
[1:59:22] Voice 12: front of you is the estimate of cost. So the bylaw of the software is not that expensive,
[1:59:28] Voice 12: it's ten thousand dollars each. The implementation
[1:59:31] Voice 12: is really hiring somebody to come in and do the
[1:59:36] Voice 12: migration of the data from our existing SQL servers onto the new system. You can't do that
[1:59:47] Voice 12: in house we just would not have the step type so that's where the
[1:59:50] Voice 12: forty thousand twenty five
[1:59:52] Voice 12: thousand dollars comes in uh so the overall cost then is an extra eighty five thousand dollars

[2:55:46] Voice 5: there is an opportunity to sort of endorse the process um so basically just wanted to give you
[2:55:52] Voice 5: an update on the healthy watersheds initiative uh funding because there's been um an addition
[2:55:57] Voice 5: And so things moved pretty fast.
[2:56:02] Voice 5: The funders had contacted me indicating that they had some additional funding for First Nations engagement.
[2:56:10] Voice 5: So I immediately talked to Not Smot Tribal Council events coordination folks that we've been working on.
[2:56:23] Voice 5: They've been doing the Indigenous youth engagement piece.
[2:56:25] Voice 5: and they're the ones that are going to be working with with with Gemma at with the conservancy on
[2:56:33] Voice 5: involving the indigenous youth in the restoration project that we discussed last time the
[2:56:40] Voice 5: redirection of funding there so there were a couple of things like one of the things what
[2:56:45] Voice 5: one of the items that we had identified could use more funding was the development of
[2:56:54] Voice 5: of some film work. So the co-op student, our summer co-op student, planning co-op student,
[2:57:01] Voice 5: is also a videographer and has been doing some professional work in that field and was as part
[2:57:08] Voice 5: of her co-op process starting to develop a film on Indigenous perspectives on water in the trust
[2:57:15] Voice 5: and that was going to be a short two-minute film. So we thought that we would extend her ability to
[2:57:22] Voice 5: work with us in a small contract that would allow her to do a like a longer film um as well as
[2:57:29] Voice 5: create a film um specifically related to indigenous youth engagement um in uh watershed protection
[2:57:37] Voice 5: which is something that not smart was interested so it's it would that would essentially be a gift
[2:57:42] Voice 5: from the trust um to not smart tribe tribal council um and and then not smart had indicated
[2:57:51] Voice 5: that one of the things that they would like to do so through this process of engaging youth
[2:57:56] Voice 5: they have facilitated youth and elders talking circles which has been a great way as they say
[2:58:04] Voice 5: to invigorate their youth program as well as as connect the elders to the youth and so they were
[2:58:13] Voice 5: they they were very keen on if there was additional funding to be able to bring the youth and the
[2:58:18] Voice 5: elders together and one of the things that we thought would be an interesting continuation
[2:58:24] Voice 5: of this work and sort of the next step is to provide the opportunity for connection with
[2:58:30] Voice 5: trustees and staff. So our funders, so we went back to the funders and proposed the idea of
[2:58:40] Voice 5: additional funding for film work and the support of a gathering and they were supportive of that
[2:58:48] Voice 5: like I said, everything happens very quickly, them needing to allocate the funding and us needing to
[2:58:54] Voice 5: provide sort of very clear ideas of how that would be spent. And Not So Much Tribal Council has been
[2:59:01] Voice 5: incredible to work with. Their team has been able to move very fast on identifying budgets
[2:59:08] Voice 5: and so forth. So where we are now is we have the allocation of funding specified by the funder.
[2:59:18] Voice 5: To support a gathering of youth and elders two to three day gathering we're still in conversation about the the length and the look the location and the date will be and we're looking it'll it'll be about we're hoping about 20 years about 10 elders bringing them together on an island, we are looking at options.
[2:59:39] Voice 5: options for places that provide good accommodation areas for workshop space and as well as catering.
[2:59:50] Voice 5: So NotSmart is going to be doing all of that work.
[2:59:55] Voice 5: And in terms of location, right now we've been looking at Galliana.
[3:00:00] Voice 5: Salt Spring and um and the Haven and Gabriela as an option to so um once we arrive at the location
[3:00:08] Voice 5: I will let the I will let the the local trustees know um um Galeano was our one of our first but
[3:00:17] Voice 5: but again we're looking uh it's important as Lisa had pointed out to us to look at um proximity to
[3:00:25] Voice 5: hospitals or the location of a hospital um and health services um for the elders so that's that's
[3:00:33] Voice 5: um the nature of that and so in terms of um it'll provide a really excellent opportunity
[3:00:38] Voice 5: um to showcase and celebrate some of the um the work that's being done through this whole
[3:00:46] Voice 5: engagement process so um we have a not so much has been has organized a an art contest uh focusing
[3:00:54] Voice 5: on fresh water for Indigenous youth, so there'll be artwork. We'll have two of the films ready to go
[3:01:03] Voice 5: to premiere essentially. We will also be able to bring the Indigenous youth that have been
[3:01:10] Voice 5: engaged in the restoration project on Salt Spring, invite them to attend and have some
[3:01:17] Voice 5: opportunity to talk about restoration and how youth can be further engaged in opportunities
[3:01:23] Voice 5: in the trust we're hoping that that will be a bit of a pilot for pilot process moving forward
[3:01:27] Voice 5: um so the way that we're seeing it is uh there'll be there'll be um activities that are specifically
[3:01:35] Voice 5: focused on uh the elders sharing with the youth and uh the youth getting some training around
[3:01:41] Voice 5: leadership and so forth um and then um one of the days which will most likely be um the sunday
[3:01:48] Voice 5: um will be an opportunity to um invite um it'll be the saturday well we're yet to figure that out
[3:01:56] Voice 5: but a day um to invite uh staff and trustees um um and that's when the film filming showcase
[3:02:03] Voice 5: youth art and the restoration work will be shared so that um there's an understanding of of what
[3:02:10] Voice 5: we've been doing and there's the opportunity for relationship building um there so that's all very
[3:02:16] Voice 5: exciting. Like I said, it's just been fantastic working with NotSmart. They're a very well-oiled
[3:02:21] Voice 5: machine when it comes to organizing these kinds of things. So that's the 55,000 that we're getting.
[3:02:29] Voice 5: I also wanted to point out, and it's not in this brief because this just, this has really just
[3:02:33] Voice 5: happened within the, well since Friday night, essentially Friday, is that we got a letter from
[3:02:40] Voice 5: from the Peets Lake Water Users Society on Liskiti, identifying that they were not going
[3:02:50] Voice 5: to be able to use the funding that we had allocated to them to do some of the testing
[3:02:56] Voice 5: work to identify sources of contaminants in their water.
[3:03:01] Voice 5: So we had to move fairly fast to be able to reallocate that funding or lose it.
[3:03:08] Voice 5: So thankfully, I, over the course of the last year, have been in conversation with a group on Galliano Island that's been doing some eco-cultural mapping and managed by a local Indigenous woman, Janine Jorgensen.
[3:03:27] Voice 5: And I know that they had been looking for funding to move their work.
[3:03:32] Voice 5: They're a very well-organized organization and are very easily able to use that funding
[3:03:40] Voice 5: within the next two months.
[3:03:42] Voice 5: That's the other challenge there.
[3:03:46] Voice 5: But because they essentially have a very, very well-developed project plan and can kind
[3:03:53] Voice 5: of roll that into motion.
[3:03:54] Voice 5: So we are able to move that funding over to them in short order, which is pretty great
[3:04:01] Voice 5: because they're doing some good work. So yeah, so this is mostly an update and you do, you will see
[3:04:09] Voice 5: that you do have an opportunity to just endorse the acceptance of this funding and I guess it
[3:04:19] Voice 5: would also be the reallocation of the funding from the Liskiti project to the Galliano project.
