[0:00:17] Trustee Middleton: um other than that i presume people may join as they as they get the chance

[0:00:24] Trustee Middleton: So there's Trustee Critchley. Good afternoon. So I think what I'd like to do

[0:00:36] Trustee Middleton: is call the meeting to order of the Select Committee on Governance and

[0:00:41] Trustee Middleton: Management of the Allianz Trust and begin by acknowledging the territory of the

[0:00:48] Trustee Middleton: Coast Salish peoples where we are fortunate enough to live work and learn

[0:00:54] Trustee Middleton: and play and with gratitude I do so I now you see an agenda before you I know

[0:01:08] Trustee Middleton: there was a trail I come sent a note I replied to you I don't know if you had

[0:01:14] Trustee Middleton: a chance to look Peter to see if the addition to the agenda would be desired

[0:01:21] Trustee Middleton: but I leave it to you saw a hand there so do you want to speak speak to that

[0:01:30] Trustee Luckham: sure I haven't I've been in a meeting all day and started

[0:01:36] Trustee Luckham: early so I haven't had a chance to see an email from you just a quick scan I

[0:01:41] Trustee Luckham: don't see it but nonetheless I wanted to add a new agenda item to ask a question

[0:01:48] Trustee Luckham: of the consultant who I'm presuming that your email perhaps indicates that they

[0:01:54] Trustee Luckham: are not attending which is disappointing because they are listed on the agenda to

[0:01:59] Trustee Luckham: provide a verbal update but nonetheless I wanted to add an agenda item which I

[0:02:05] Trustee Luckham: titled there we go I lost it now I think I simply called it staff engagement and

[0:02:16] Trustee Luckham: And then the question that I would ask, yeah, would be with regard to how's it going and are there any concerns?

[0:02:27] Trustee Luckham: And so I would

[0:02:31] Trustee Luckham: seek your direction given what appears to be no attendance of the consultant.

[0:02:39] Trustee Middleton: Yes, I can speak to that.

[0:02:41] Trustee Middleton: First of all, with that item, I think that's entirely appropriate.

[0:02:43] Trustee Middleton: We can add it into the business items that basically follows.

[0:02:48] Trustee Middleton: those i do have an update from them which i'll read and i i've sent to lori for inclusion in

[0:02:53] Trustee Middleton: the record but we could make that 4.2 and just call it staff engagement it's uh and the report

[0:03:01] Trustee Middleton: does speak to it but but that's fine we can follow up with um uh with discussion um so yeah so i must

[0:03:07] Trustee Middleton: take full responsibility for the non-attendance of the consultants i had intended because it's only

[0:03:14] Trustee Middleton: been three weeks since we last met um and they there was wasn't uh the interviews are ongoing

[0:03:21] Trustee Middleton: but there's no uh no particular no particular update beyond that that we actually do an rwm

[0:03:27] Trustee Middleton: and cancel the meeting defer it to november the november 1st but being away i misunderstood the

[0:03:34] Trustee Middleton: date of this next meeting so i was too late to um uh to ask for that rwm to go out the agenda had

[0:03:42] Trustee Middleton: already gone out but in the interim i had spoken with the consultants and they were of the belief

[0:03:48] Trustee Middleton: that the meeting was in fact cancelled so uh the project manager is out of the country uh for this

[0:03:56] Trustee Middleton: week i was able to speak to him um and just uh talk about the engagement point um that we can

[0:04:04] Trustee Middleton: address uh in the agenda but i have to take uh through no fault of their own they they felt that

[0:04:10] Trustee Middleton: that this meeting was canceled,

[0:04:11] Trustee Middleton: but there is an update that I'll provide that I'll read.

[0:04:17] Trustee Luckham: All right, thank you.

[0:04:19] Trustee Middleton: Seeing that additional item,

[0:04:22] Trustee Middleton: I'll ask if there's any further items for the agenda

[0:05:40] Trustee Middleton: is this this is from Charles Kelly it's a brief report that I'll just read and

[0:05:46] Trustee Middleton: lori has a hard copy for inclusion in the minutes or the meeting record if need be

[0:05:52] Trustee Middleton: um so um as we discussed there is little point to assembling our project team with little

[0:05:58] Trustee Middleton: additional to report as only three weeks since our last select committee reported in mid-september

[0:06:04] Trustee Middleton: therefore we agreed a brief written summary would suffice for the early october select committee

[0:06:09] Trustee Middleton: meeting thank you for agreeing to read it into the meeting record following our overview of the

[0:06:14] Trustee Middleton: completed interviews with 25 of the 26 islands trust counselors it's called call born in process

[0:06:19] Trustee Middleton: but not yet complete we've been engaged in a more thorough analysis of these interviews to assist a

[0:06:24] Trustee Middleton: focused approach to interviewing islands trust senior staff having completed this analysis we're

[0:06:30] Trustee Middleton: now in the process of scheduling meetings with islands trust staff plus interviews

[0:06:35] Trustee Middleton: with suggested contact and others associated with land use planning i will forward eric vance's our

[0:06:41] Trustee Middleton: team's land use planning expert, interview guide for land use planning, staff interviews, many of

[0:06:48] Trustee Middleton: the external land use planning interviewees or personal acquaintances of Eric's through many

[0:06:52] Trustee Middleton: years of professional affiliations. The Russ Hudson Pillow CAO of the Islands Trust has provided us

[0:06:57] Trustee Middleton: with an extensive list of First Nations contacts. We have determined to first discuss First Nations

[0:07:02] Trustee Middleton: contacts more thoroughly with Islands Trust senior staff before making determination which of these

[0:07:08] Trustee Middleton: contacts will request to be interviewed. Before these interviews, Russell has kindly agreed

[0:07:13] Trustee Middleton: all members of staff will make introductions and explain to interviewees the purpose of the review

[0:07:18] Trustee Middleton: process and ask if they are prepared to be interviewed. Russell has further volunteered

[0:07:22] Trustee Middleton: to set up similar introductions with senior municipal affairs officials. We look forward

[0:07:28] Trustee Middleton: to the November select committee meeting and the progress report at that time which will relate

[0:07:32] Trustee Middleton: that our course of interviews will have largely been completed. If the select committee members

[0:07:37] Trustee Middleton: have any questions please ask uh that i asked that you uh they be forwarded to myself which is the

[0:07:44] Trustee Middleton: uh lee middleton the chair and um and we will reply through your offices as the chair sincerely

[0:07:50] Trustee Middleton: charles kelly so that's their um uh report and obviously it's uh i mean i can i i can really

[0:08:03] Trustee Middleton: only speak to sort of what was read um but i think we we're more or less on our of the understanding

[0:08:08] Trustee Middleton: where they're at because we we did have a fairly extensive report from them just

[0:08:12] Trustee Middleton: about three three weeks ago and so seeing that I guess there's any any

[0:08:22] Trustee Middleton: comment before we move to the next agenda item which might more broadly

[0:08:26] Trustee Middleton: encompass the conversation anyway but I'll just pause for a second there okay

[0:08:35] Trustee Middleton: all right so now I'm on to the next point which chair Lockham has added to

[0:08:42] Trustee Middleton: the agenda which is is uh the question of staff engagement um that was obviously referenced in

[0:08:49] Trustee Middleton: the report but um um is there anything anything you'd like to say or add or or or background that

[0:08:57] Trustee Middleton: we want to engage in here i did i did put the question directly as part of this review to uh

[0:09:04] Trustee Middleton: or this update to the the consultants and so i can certainly um let the committee know what

[0:09:11] Trustee Middleton: was said in response but over to you um uh trustee luckham if you have any comments to introduce the

[0:09:17] Trustee Middleton: item uh

[0:09:19] Trustee Luckham: well i think that given the consultant is not here um i i think i would just defer this to

[0:09:27] Trustee Luckham: our next meeting it's not ideal but um i will simply raise that question next time we meet

[0:09:34] Trustee Luckham: certainly the report seems uh uh to indicate everything's fine and perhaps by the time we

[0:09:41] Trustee Luckham: meet next time we'll have they'll have a better sense of how it's going so um i would look forward

[0:09:46] Trustee Luckham: to asking that same question uh when we do meet with them okay

[0:09:52] Trustee Middleton: thanks i did just to note i did

[0:09:54] Trustee Middleton: put that in my brief conversation with charles and his point was um oh this is this is not uh

[0:10:01] Trustee Middleton: ambiguous at all there is absolutely no issue with um cooperation or support from senior staff

[0:10:08] Trustee Middleton: There's some paraphrasing him there, but he basically, when I addressed the point, he said there's absolutely no issue at all.

[0:10:16] Trustee Luckham: Thank you. I appreciate that.

[0:10:20] Trustee Middleton: In fact, he was very grateful for certainly Russ's engagement in terms of supporting their work and providing them with what they needed to do the project.

[0:10:34] Trustee Middleton: And I think, yeah, there was not even a hint or a sense of concern around them being able to do their work through interaction with staff.

[0:10:49] Trustee Middleton: You heard them last time talk about their getting their heads around Aboriginal engagement.

[0:10:54] Trustee Middleton: I won't paraphrase because I think they spoke quite succinctly to that.

[0:10:59] Trustee Middleton: And generally, they are, I think, feel very well supported by staff.

[0:11:03] Trustee Middleton: staff is my sense

[0:11:05] Trustee Middleton: and paraphrasing what what he said and then we can of course bring it up to hear

[0:11:09] Trustee Middleton: it hear it from the horse's mouth further uh next meeting by all means let's

[0:11:14] Trustee Luckham: uh that's great thank

[0:11:15] Trustee Luckham: you i think we can just move on okay

[0:11:18] Voice 5: can i i think i'm missing something but is this subject has come

[0:11:23] Voice 5: up for what reason was there some suggestion the staff wasn't complying with the the motion what i

[0:11:29] Voice 5: I'm out in left field here.

[0:11:32] Trustee Middleton: There wasn't a suggestion from the committee, but I think interesting discussing with the chair, there'd been some discussion related to Trust Council and perhaps other venues that-

[0:11:50] Trustee Luckham: maybe I'll interrupt and some points were brought to my attention and I can discuss those with you independently, trustee Ray.

[0:11:59] Trustee Middleton: Okay, thanks.

[0:12:01] Trustee Middleton: Yeah, but nothing to reiterate, nothing from this committee.

[0:12:05] Trustee Middleton: You know, we have full, we've always been,

[0:12:08] Trustee Middleton: once we got this on the road through the assistance of the CAO,

[0:12:14] Trustee Middleton: I think we've had pretty smooth sailing with this project.

[0:12:19] Trustee Middleton: It feels good.

[0:12:20] Trustee Middleton: My sense is it's in a good place.

[0:12:24] Trustee Middleton: it's well well in hand and drafting give a report we'll hear about that from the

[0:12:31] Trustee Middleton: consultants in November because they'll have their plan to draft I think at that

[0:12:35] Trustee Middleton: point that they'll present any other yeah any under the business items there

[0:12:51] Trustee Middleton: any other discussion or comments or as Charles put any questions I can

[0:12:58] Trustee Middleton: certainly forward to to him he's returns later this week so he's going to be

[0:13:03] Trustee Middleton: available to answer questions um otherwise they're preparing for the the meeting on november 1st

[0:13:10] Trustee Middleton: uh i would just add that we i'll know i think on november 1st we will getting a sense of their

[0:13:16] Trustee Middleton: work program to conclude the report we will at that time look to choose dates subsequent committee

[0:13:22] Trustee Middleton: dates we have obviously one scheduled for november 1st which i will remember this time and um and

[0:13:29] Trustee Middleton: then we will choose subsequent dates leading up to the march uh trust uh council meeting uh trustee

[0:13:36] Trustee Middleton: morrison i see your hand is raised yeah

[0:13:39] Trustee Morrison: so i won't be able to attend the november 1st meeting

[0:13:42] Trustee Morrison: i will actually be at the un meeting in scotland um so i am wondering about if you want somebody

[0:13:50] Trustee Morrison: else such as tim peterson who's the vice chair to sit in on this meeting for me um sorry could

[0:13:58] Trustee Middleton: you say that last bit again that i heard vice chair buddy yeah

[0:14:01] Trustee Morrison: so tim peterson is the vice

[0:14:03] Trustee Morrison: chair of the trust programs committee and i sit on this committee as the chair of the

[0:14:06] Trustee Morrison: trust programs committee so should tim sit down on that meeting for me

[0:14:13] Trustee Middleton: yeah i'm i'm sure he would be welcome to um i don't i don't see any um any issue with him

[0:14:21] Trustee Middleton: doing that at all um any anybody have feelings either way on that uh uh trustee longer i saw

[0:14:31] Voice 2: just one question is if we're going to set a meeting dates on november the first

[0:14:35] Voice 2: hopefully uh deb you can provide dates when you are available or not available i guess

[0:14:42] Voice 2: if we do try to set some dates on november the first yeah

[0:14:48] Trustee Morrison: normally and normally

[0:14:49] Trustee Morrison: these monday afternoons or other days are fine at this time for me usually um it just happens

[0:14:55] Trustee Morrison: that hits a major event when i'm away and who knows maybe i'll make it but it'll be some odd

[0:15:00] Trustee Morrison: odd hour in the middle of the night or something i'm sure so but i don't think so yeah

[0:15:08] Trustee Middleton: anticipate there would be potentially and there may i don't know this again this is conjecture

[0:15:16] Trustee Middleton: but obviously we'll we have trust council in the very end of november beginning of december so i'm

[0:15:21] Trustee Middleton: not i'm not sure there would be we would be meeting in december we may potentially be but

[0:15:26] Trustee Middleton: most certainly we would

[0:15:27] Trustee Middleton: be in january and february um because february we would actually probably be

[0:15:31] Trustee Middleton: receiving the final report to begin the process through executive committee through to going on

[0:15:36] Trustee Middleton: the agenda for uh for uh trust council so i would suspect we have certainly two potentially three

[0:15:49] Voice 4: don't know it's like 11 15 in glasgow right now so i don't see why

[0:15:52] Voice 4: um deb couldn't attend the meeting i mean i presume you have no meeting scheduled at that

[0:15:58] Trustee Morrison: you go i won't have a conflict

[0:16:00] Voice 4: where's the problem it'll be it'll be 10 15 in

[0:16:11] Trustee Luckham: we could advance the meeting to earlier

[0:16:13] Trustee Luckham: in the day which might give her more opportunity to attend maybe

[0:16:21] Trustee Morrison: actually think there's more opportunity if it's later in the day but anyway i i will

[0:16:26] Trustee Morrison: We'll work that out on my end, and Tim can be an alternate for me, I can go ahead and send some other dates, but I can be looking ahead this time of like Mondays at this time don't seem to be a conflict for me at all, this fall.

[0:16:41] Trustee Middleton: That's, that's great. Well, I think we'll try and stick with that Monday slot then for the subsequent meetings and really the only variable would be timing in the month in January and potentially number of meetings but as I say we'll have that this will

[0:16:55] Trustee Middleton: be a full meeting on the first uh and we'll we'll get into that um any other questions comments

[0:17:03] Trustee Middleton: before we move on from the business items okay um well

[0:17:11] Voice 5: i i've got one query uh maybe you can

[0:17:15] Voice 5: clarify for me my understanding is that because the select um because the uh review uh consultant

[0:17:22] Voice 5: and committee group or whatever it's called is uh is uh doing a a review for council that public

[0:17:34] Voice 5: uh input is not being asked for is that correct unless and then the only the only input that is

[0:17:41] Voice 5: coming from the public will be done through um the interviews that they choose to to hold is that am

[0:17:49] Voice 5: am i right on that because i'm getting a lot of letters and emails from people asking where they

[0:17:54] Voice 5: send the information and i'm hesitant to tell them anybody's email address um

[0:18:01] Trustee Middleton: yeah no that

[0:18:02] Trustee Middleton: you've summarized that correctly for sure they they we we all gave them some names that we

[0:18:07] Trustee Middleton: thought would be useful from a research perspective and then they took based on the relative merits or

[0:18:12] Trustee Middleton: the gaps or opportunities they saw they chose names uh without attribution and um that's how

[0:18:19] Trustee Middleton: the interviews happened um my suspicion is they'll probably recommend something about engagement or

[0:18:25] Trustee Middleton: in their report but i you know i don't know that would be a subsequent phase of the work if if they

[0:18:31] Trustee Middleton: do is

[0:18:33] Voice 5: is the select committee accepting emails and comments from the public or we just say

[0:18:37] Trustee Middleton: i guess

[0:18:40] Trustee Middleton: are in the sense that people seem to be sending them to us but we've not actively

[0:19:03] Trustee Middleton: at Grain Brazy on behalf of Gulf Islands Alliance, a letter dated September 20th. Very well thought

[0:19:12] Trustee Middleton: through comments that I think we can receive for information, but any other comments, I'm

[0:19:20] Trustee Middleton: to hear them.

[0:19:21] Voice 4: I'm going to move we receive it for information and the reason we do so is that's what

[0:19:26] Voice 4: we've been doing in the past. Precedent has been set so yeah so that's my motion.

[0:20:01] Trustee Critchley: committee even mentions it it is deemed received so it's it is um superfluous in a sense and so

[0:20:10] Trustee Critchley: So actually, there is a paragraph that says it's out of order, strangely enough.

[0:20:14] Trustee Critchley: But having said

[0:20:16] Trustee Critchley: that, I am wondering about our protocol here and how we might get this

[0:20:26] Trustee Critchley: letter from us to the consultants, whether the consultants actually review the minutes

[0:20:35] Trustee Critchley: of this committee for those meetings that they're not in attendance or have any other

[0:20:40] Trustee Critchley: sort of nexus with the committee because if they're not in attendance it would seem that

[0:20:47] Trustee Critchley: unless we take some action by actively sending or passing along this particular submission

[0:20:55] Trustee Critchley: it will remain unknown to them and that would be a shame because it is a as

[0:21:03] Trustee Critchley: as Chair Middleton has mentioned,

[0:21:07] Trustee Critchley: is a well thought out and reasoned submission.

[0:21:12] Trustee Critchley: So I'm feeling that does it open the door

[0:21:17] Trustee Critchley: to a landslide of submissions?

[0:21:21] Trustee Critchley: That would be a concern.

[0:21:23] Trustee Critchley: But on the other hand, I feel it is necessary

[0:21:25] Trustee Critchley: to get this sort of material to the consultants.

[0:21:30] Trustee Critchley: to the consultants unless of course you can get feedback that that somebody from gaia is

[0:21:37] Trustee Critchley: on their list for interview in which case this might be referred to them anyway chair i'm sort

[0:21:44] Trustee Critchley: of in your hands as to how we how we handle this from here i

[0:21:49] Trustee Middleton: i think uh uh well um i'll speak in

[0:21:53] Trustee Middleton: in a second there thank you trustee critchley and trustee kale you have your your hand raised

[0:22:16] Trustee Middleton: review the agenda package and the uh and therefore the correspondence um uh just as a matter of course

[0:22:33] Voice 6: that's the case then if we acknowledge or or recognize the correspondence and then that's

[0:22:39] Voice 6: part of the minutes which is uh as a matter of routine and standard protocol passed on to the

[0:22:45] Voice 6: consultants and it's up to them whether they you know how they review it but it's uh they're

[0:22:49] Voice 6: they're getting that information each time and if it's attached to it it's uh we've done our job

[0:22:58] Trustee Middleton: yes i i i i um uh i would think that's so and um uh trustee langerice you have your your hand

[0:23:09] Voice 2: i was just going to say that it's in on the agenda and we should leave it up to them

[0:23:14] Voice 2: to decide what they're going to review my concern is if we forward it on to them or try to push it

[0:23:19] Voice 2: towards them we're going to have to do that with every piece of correspondence potentially

[0:23:23] Voice 2: and you know that i i don't think that'd be a good precedent i think it should be it's there

[0:23:29] Voice 2: as they're knowledgeable enough to know where they need to look and how and what to use so

[0:23:34] Voice 2: i would just we have we get it it's on the agenda it's technically received i think that should be

[0:23:41] Voice 2: at this point the end of the story and

[0:23:45] Trustee Middleton: i think the previous letter we treated somewhat differently

[0:25:58] Trustee Morrison: time generally works for us those who are not here it's not working for necessarily so it would be

[0:26:03] Trustee Morrison: really helpful I think when we're looking at meeting dates if we can at least survey out

[0:26:08] Trustee Morrison: um folks across the committee for possible meeting dates before the next meeting so that that is a

[0:26:15] Trustee Morrison: little bit more systemic way of of ensuring that all who are part of the committee can weigh in

[0:26:23] Trustee Middleton: sure yeah we can put a particularly over i guess over the holidays

[0:26:27] Trustee Middleton: depending if that's um you know but how how we decide to proceed if we need to have a meeting
