[0:02:51] Trustee Rogers: related to a request for an education program

[0:02:56] Trustee Rogers: from actually from the chair of this committee

[0:02:59] Trustee Rogers: and another trustee.

[0:04:35] Voice 5: logs, so 5.3, the follow-up action lists. And Claire, are you going to take that?

[0:04:45] Voice 9: thank you. Thank you, Chair. So to give you a few updates on things that have been happening,

[0:04:51] Voice 9: we are making progress with this Crown land protocol. I would note, I think this has been

[0:04:55] Voice 9: on TPC's agenda for over a decade, and they're sitting on the back burner of the work program.

[0:04:59] Voice 9: We had a meeting yesterday with one of the staff members with Forest Lands and Natural Resource

[0:05:06] Voice 9: Operations, and are really moving forward. Really, there's been a big focus on building

[0:05:12] Voice 9: relationships and issue identification. We have a meeting planned in December to meet with Forest

[0:05:18] Voice 9: Lands and Natural Resource Operations but also with a new staff member that's been appointed

[0:05:22] Voice 9: to work with us from the Ministry of Indigenous Relations and Reconciliation so there's some nice

[0:05:29] Voice 9: intergovernmental work happening and then we have scheduled a meeting in January to actually begin

[0:05:34] Voice 9: you know working together to draft the agreement and then we will be also pulling in Bowen Island

[0:05:39] Voice 9: municipality as it's a tripartite agreement so we're really hoping to bring this back to you

[0:05:43] Voice 9: um in 2022 with the hope of getting it done by end of term and then rescinding all of the many

[0:05:49] Voice 9: other agreements that are there that hopefully this one can incorporate um content from all of

[0:05:54] Voice 9: those so happy to report some finally some progress and i think we're building a durable

[0:05:59] Voice 9: set of relationships and making sure that staff who need to reach out when there's an issue are

[0:06:05] Voice 9: getting to know each other so that that's really the best thing to underpin these agreements

[0:06:08] Voice 9: is the intergovernmental relationships.

[0:06:11] Voice 9: You'll see for the next one here,

[0:06:13] Voice 9: the stewardship board program is on your agenda today

[0:06:16] Voice 9: for discussion.

[0:06:17] Voice 9: We have no update around the climate indicators work

[0:06:20] Voice 9: with My Sea to Sky.

[0:06:22] Voice 9: And moving down, there has been a meeting

[0:06:26] Voice 9: that was to be scheduled with Modi,

[0:06:28] Voice 9: but I have not yet received an invitation.

[0:06:30] Voice 9: So I have no update there,

[0:06:31] Voice 9: except to say that there is one being planned.

[0:06:33] Voice 9: And so I know the director of planning is aware

[0:06:36] Voice 9: of Local Planning Services is aware of this request

[0:06:39] Voice 9: and it will be incorporated into that agenda.

[0:06:44] Voice 9: The work with Trustee Peterson is on hold for now.

[0:06:48] Voice 9: And further, the next item is also on hold

[0:06:51] Voice 9: around governance and operational changes.

[0:06:55] Voice 9: And you'll see on your agenda today,

[0:06:57] Voice 9: there's a briefing around Secretariat Services

[0:06:59] Voice 9: and there will be a discussion, I'm sure,

[0:08:02] Trustee Critchley: to forests and your discussions there. I received an invitation as I presume everybody did to attend

[0:08:11] Trustee Critchley: one of two webinars that are slated about new forest policy and I'm wondering if you can

[0:08:19] Trustee Critchley: shed any light on what the agenda of that program is and whether it is truly useful for trustees to

[0:08:26] Trustee Critchley: spend the time to attend one of those or if it's something that is dealing with larger forest

[0:08:33] Trustee Critchley: interests that are not directly relevant on our islands or perhaps for certain of our islands such

[0:08:39] Trustee Critchley: such as Denman in particular.

[0:08:41] Trustee Critchley: I'd appreciate that, thank you.

[0:08:46] Voice 9: unfortunately it's been quite busy and I have not dug in.

[0:08:55] Voice 9: around whether or not it really is applicable.

[0:10:03] Trustee Luckham: So, yeah, it's kind of at a higher level. It's the broader issue of forestry and industry reform

[0:10:12] Trustee Luckham: form that the provincial government is undertaking um and i just uh because of course there's interest

[0:10:20] Trustee Luckham: in forestry um at gallant's trust and our two cutting uh by-law initiative and the like that

[0:10:26] Trustee Luckham: it's uh for those that want to dig a little deeper it's uh probably some good background

[0:10:29] Trustee Luckham: information to know what's going on in the province but maybe less specific to the outside

[0:10:34] Trustee Luckham: I don't want any of you to miss it in the eventual level.

[0:11:39] Trustee Luckham: may be of interest to those that want to dig a little deeper, but it's the process that the

[0:11:44] Trustee Luckham: province is engaged in to reform forestry or inform and reform forestry policy provincially.

[0:12:04] Trustee Rogers: again about the protocol agreements um you may have seen something from trustee stamford about

[0:12:11] Trustee Rogers: some logging plan recently like a recent correspondence in like in the last 10 days

[0:12:16] Trustee Rogers: um where we found out that some logging had been approved that we weren't consulted on

[0:12:23] Trustee Rogers: um or nor their community and i wondered if that's the sort of thing that protocol is going to

[0:12:29] Trustee Rogers: is exactly the kind of thing that you're being looked after

[0:13:17] Voice 9: with ministry staff and we'll be conveying the information

[0:13:23] Voice 9: that in that particular circumstance,

[0:13:24] Voice 9: there was no discretion for the statutory decision maker

[0:13:28] Voice 9: around the decision that needed to be made

[0:13:30] Voice 9: around that woodlot um but yes generally woodlots will be one of the topics covered and the

[0:13:35] Voice 9: consultation around them and one of the things that this agreement will offer is clarity where

[0:13:39] Voice 9: consultation is expected where a referral is expected and where it cannot be expected

[0:13:44] Voice 9: so i hope that's helpful but in this particular circumstance there would not have been

[0:13:49] Voice 9: consultation because the statutory decision maker did not have discretion in the decision

[0:16:32] Voice 9: As many of you know, in past history, the chair of the committee has typically sat on the financial planning committee, but this term, we've had sort of this administratively unusual arrangement of having the FPC vice chair participate in the committee, be listed in the annual report, but actually have had no appointment to occur.

[0:16:50] Voice 9: So with advice from our Manager of Legislative Services we thought we would bring you this suggestion that perhaps you might wish to appoint the Vice Chair just to add some administrative rigor to the situation as it's evolved.

[0:17:05] Voice 9: But certainly I'm open to other possibilities, but the policy would suggest that it is the chair or an appointee. So perhaps I'll pass it back to you for that conversation.

[0:17:19] Voice 5: Okay, thank you. So, any thoughts or anyone want to make a motion or nomination on this? I guess we don't need a nomination, we

[0:21:22] Trustee Critchley: And just to say what a resounding success this has been to this point.

[0:21:28] Trustee Critchley: We had a meeting earlier this week, virtually.

[0:21:33] Trustee Critchley: We will be having another Bainsound Forum event, which, if everything goes according to plan,

[0:21:41] Trustee Critchley: will be live and in person as opposed to a virtual meeting.

[0:21:44] Trustee Critchley: and will take place at the Marine Research Station of Vancouver Island University.

[0:21:56] Trustee Critchley: This group, just for your information, by the way,

[0:22:01] Trustee Critchley: brings together such a great diversity of people, interest, stakeholders

[0:25:43] Trustee Rogers: Thanks. I won't echo what Trustee Critchley said. I've expressed myself a number of times about the importance of this, how we leverage small amounts of money into a lot of successful programs and various parts of the trust, successful activities through the Secretariat of Service.

[0:26:01] Trustee Rogers: but keep in mind that the Secretariat Service is different than the change to the legislation.

[0:26:08] Trustee Rogers: It's not the same kind of a program. The Secretariat Service has always been limited

[0:26:11] Trustee Rogers: by the fact that it had to be something that we delivered or contracted directly.

[0:26:19] Trustee Rogers: Having been the one that had spoken in favour of when we were doing the amendments to the Act many,

[0:26:25] Trustee Rogers: many years ago, or the list of amendments, it struck me as odd that we had the authority

[0:26:31] Trustee Rogers: under Section 8.2 of the Act to provide grants related to heritage issues, but that was it.

[0:26:37] Trustee Rogers: And it struck me that if, given that we have a specific mandate related to the environment,

[0:26:41] Trustee Rogers: that we would not have the ability to provide grants for environmental issues.

[0:26:47] Trustee Rogers: So we've always been sort of hamstrung by the lack, always telling people,

[0:26:52] Trustee Rogers: no, we can't give any grants to protect environmental issues.

[0:26:56] Trustee Rogers: issues. And so that's why that made it onto the list to sort of supplement that authority

[0:27:03] Trustee Rogers: under Section 8 to provide grants for heritage, protection of heritage values. So I was a

[0:27:09] Trustee Rogers: little surprised to see it on the list that the province had agreed to because I had understood

[0:27:16] Trustee Rogers: that they weren't particularly interested in that amendment, but it somehow made it

[0:27:20] Trustee Rogers: back into the list but it was part of an original ask that we made in the province of

[0:27:26] Trustee Rogers: eight or nine things a number of years ago so anyway that's but it is different than the

[0:27:35] Trustee Rogers: secretariat service which is a service we provide although it could morph into that

[0:27:40] Trustee Rogers: as opposed to we might change the secretariat service into a direct grant type of a thing

[0:27:47] Trustee Rogers: thing and probably be administratively less complex for the for the uh for the um the trust

[0:27:54] Trustee Rogers: if we can just write a check rather than have to monitor the the uh and retain the people and

[0:28:47] Voice 9: had last meeting about your priorities and ideas for what might be included with that

[0:28:57] Voice 9: a project plan and identifying what potential there is for materials to include in a mailing

[0:29:03] Voice 9: and also what materials we might want to develop simply for the website being somewhat aware that

[0:29:14] Voice 9: provide enough information, but also not, you know, provide a lot of paper with our mailings as

[0:31:33] Trustee Fenton: because they actually lack or potentially lack that sort of cpd or c cme or cpd component so

[0:31:41] Trustee Fenton: the realtors the um and the surveyors may have that already but i think the qeps are another

[0:31:49] Trustee Fenton: group of people who you know depending on their when they got into the profession um that's a

[0:31:55] Trustee Fenton: a practice that lacks in my experience a lot any understanding of the gulf islands or sort of the

[0:32:03] Trustee Fenton: difference between an upland property and a gulf islands property or so i think it's just something

[0:33:15] Voice 9: your consideration uh you may know that discussion has happened at financial planning committee

[0:33:19] Voice 9: around the potential for a fairly unusually high tax increase from the trust so there is certainly

[0:33:26] Voice 9: I think a request from financial planning committee that you consider carefully what

[0:33:32] Voice 9: your request the size of the request you might be putting in you will note with the business cases

[0:33:36] Voice 9: we have not included one for the policy statement program that the policy statement engagement and

[0:33:42] Voice 9: future amendment work that has gone through the executive committee with the amount of five

[0:33:46] Voice 9: thousand dollars to simply cover off some legal and additional costs that we anticipate may be

[0:33:51] Voice 9: needed in the next fiscal year and as that project moves forward the bid has been posted to BCBID

[0:33:58] Voice 9: and we will be anticipating a close of November 12th and so once we have a contractor in place

[0:34:04] Voice 9: we'll be able to provide more certainty around the timeline and then we'll come back with a revised

[0:34:08] Voice 9: amount if as we anticipate some of the budget allocation from this year will have to flow into

[0:34:14] Voice 9: the next fiscal year. So stay tuned around that. We have provided sort of our best effort to

[0:34:21] Voice 9: provide business cases that may reflect what we've heard from the committee, but certainly these are

[0:34:26] Voice 9: yours to decide if you wish to move them forward or not. I would remind you that the policy

[0:34:34] Voice 9: statement is still unfunded to the tune of $20,000, and there has been discussion around

[0:34:40] Voice 9: around potentially seeking the interest

[0:34:43] Voice 9: of Trust Programs Committee

[0:34:44] Voice 9: and not pursuing the Climate Change Indicator Project

[0:34:47] Voice 9: for this year and perhaps reallocating that funding,

[0:36:07] Voice 19: in terms of our carbon emissions?

[0:36:09] Voice 19: emissions, you know, we have no base or reference, no real base or reference that I'm aware of

[0:36:16] Voice 19: with which to gauge any change, any success, any failure, any indication of anything we do

[0:36:24] Voice 19: in respect to climate change. So do we have base data now, or is this the base data that

[0:36:32] Voice 19: we've been seeking for the last number of years?

[0:36:35] Voice 9: I would say no, there is no base data. The province,

[0:36:37] Voice 9: there is some data the province did undertake what they call the community energy and emissions

[0:36:42] Voice 9: inventory which as you may remember was ill-suited to the trust area and some of the data was just

[0:36:48] Voice 9: too difficult to make valid I suppose and they have as I understand it I've not been in touch

[0:36:55] Voice 9: with them but that they were sort of not no longer supporting that program and leaving it to individual

[0:37:00] Voice 9: governments to undertake their own work so there is there is a lack of base data and what there is

[0:37:06] Voice 9: is now dated, I would say. In terms of this, this is being brought to you in support of your

[0:37:11] Voice 9: strategic plan item that is on there, sort of following on what had been the prior wishes of

[0:37:16] Voice 9: the committee. So I think it's up to the committee to tell us what data you would like to measure.

[0:37:22] Voice 9: We have noted in prior briefings that any ecological monitoring is very expensive,

[0:37:27] Voice 9: and likely we would be contributing to produce anything meaningful, we would be contributing

[0:37:32] Voice 9: contributing funding to a larger initiative. You will remember that we procured a report from

[0:37:37] Voice 9: PINAS Sustainability that we provided to the committee probably over a year ago now that set

[0:37:42] Voice 9: out options for climate indicators. So that report would be something you would likely be referencing

[0:37:48] Voice 9: as you move into this space if you choose to do so.

[0:37:52] Voice 19: Can I continue, Chair? I'm just going to make

[0:37:54] Voice 19: a comment that it seems fundamentally flawed that we can even talk about what we do in

[0:38:05] Voice 19: respect of climate without having any base measurements.

[0:38:10] Voice 19: This has been discussed now for years, and I just don't see how we can go forward and

[0:38:16] Voice 19: say that we're leaders in climate, we're going to do anything in respect of any of the changes

[0:38:20] Voice 19: as we make in respect of of the trust area and we have no possible way to measure the impact from a

[0:38:28] Voice 19: base because when you're measuring things which is what most organizations do to determine whether

[0:38:35] Voice 19: they're they're making a positive or negative difference we need a base case so i i just can't

[0:38:42] Voice 19: see us moving forward with anything even with stuff like educating people as to what to do in

[0:38:47] Voice 19: respective climate when we have no baseline information for the trust area. It just doesn't

[0:38:53] Voice 19: seem rational. That's just my point. Thanks.

[0:42:24] Voice 8: would be required so it would if we were to move forward it would be a a narrow scope and I know

[0:42:31] Voice 8: that Trustee Morrison had some ideas of perhaps if we don't go the route of partnering with

[0:42:39] Voice 8: My Sea to Sky, as they've been unsuccessful in their grant applications, there was a possibility

[0:42:44] Voice 8: of perhaps engaging a PhD student or an academic to do a more narrow project with this funding.

[0:42:52] Voice 8: But we haven't really discussed scope for that. We've been sort of waiting. So I don't know if

[0:44:12] Trustee Luckham: take some actions or support actions to reduce climate change emissions and of course every

[0:44:22] Trustee Luckham: time we talk about doing something that is climate related people are there are people

[0:44:28] Trustee Luckham: that push back saying well where's the proof and so if we want to if we want to say let's change

[0:44:34] Trustee Luckham: tree cutting, right, because we want to sequester carbon, or we want to prevent burning of materials

[0:44:40] Trustee Luckham: to reduce carbon emission. We want to encourage electric vehicles or whatever solutions might be

[0:44:47] Trustee Luckham: out there. What is it we can do without millions of dollars that we don't have in order to promote

[0:44:55] Trustee Luckham: this, what I believe to be important work? The director of trust program services or the chair

[0:45:02] Trustee Luckham: of trust program services in Glasgow at the moment on a climate mission to come back to

[0:45:07] Trustee Luckham: nations around the globe about reducing our carbon emissions. So in answer to our community's demand

[0:45:17] Trustee Luckham: on do something about climate change, this is an emergency, how is it, you know, and all of the

[0:45:24] Trustee Luckham: climate change amendments were made to all of the entities that we

[0:45:30] Trustee Luckham: reflected on we don't have any data but we're going to reduce our emissions by x percent of

[0:45:47] Trustee Luckham: out to the group um how can we undertake this work that we're being asked to do um uh with some

[0:45:55] Trustee Luckham: certainty that um that it's it's worth the effort simple question not that simple oh

[0:46:38] Voice 8: Trust Council. I could see us exploring some partnerships with those kinds of organizations

[0:46:44] Voice 8: that already have a fair bit of expertise and defining a kind of a more narrow scope

[0:46:50] Voice 8: scope to start having a more science-based approach to some of our advocacy so that that that anything

[0:46:58] Voice 8: that we do I think with this kind of a budget would be some sort of a partnership so I could

[0:47:03] Voice 8: see us I could see us going that route with some of the existing organizations that have already

[0:47:08] Voice 8: presented to trust

[0:47:48] Trustee Fenton: there was a significant lack actually you know there was no accessible data for local governments

[0:47:56] Trustee Fenton: period from the bc government from the federal government even though they were all asking you

[0:48:01] Trustee Fenton: know and stating this was needed but and so within three years there was you know peter came up with

[0:48:06] Trustee Fenton: a report and boom there was a whole bunch more sort of local specific data available to us

[0:48:13] Trustee Fenton: um so and it could be refined and or used to us help uh inform a decision making framework so

[0:48:21] Trustee Fenton: i think it's on its way i think it's a really important part of us to have that seat money

[0:48:27] Trustee Fenton: available to dive in there and has been mentioned uh whether it's pina or another group that's

[0:48:32] Trustee Fenton: has been um mentioned you know that are actively working on these things we've got some very

[0:48:40] Trustee Fenton: smart people involved uh on the local islands that are starting to reform how we think and that's

[0:48:46] Trustee Fenton: really really uh part of this equation uh the other question is how we looked at the pacific

[0:48:52] Trustee Fenton: institute for climate solutions they come up with large grants um there's people who you know

[0:48:58] Trustee Fenton: an academic institutions and people working on this type of um work you know you know in a very

[0:49:08] Trustee Fenton: specific sort of west coast fashion and i think it may be something that we could you know knock

[0:49:14] Trustee Fenton: on the door and say hey we've got a tiny bit of seed money is there an opportunity for somewhere

[0:49:19] Trustee Fenton: in your network of people and you know they're based out of uvic and sort of very science-based

[0:49:26] Trustee Fenton: in their approach but also west coast northwest pacific um in their knowledge base and network

[0:49:33] Trustee Fenton: work base so i'll leave that there but i think it's something we need to figure out and it's

[0:49:38] Trustee Fenton: incredibly important at this point in time uh

[0:49:44] Voice 5: thank you trustee for fenton i've got uh trustee

[0:49:53] Trustee Critchley: you well i think i'm going to take a uh what will appear to

[0:49:58] Trustee Critchley: be a contrarian view of this uh in light of what has been said by other trustees uh in my view

[0:50:06] Trustee Critchley: having the trust pursue this, given what staff have said in regard to the limitations,

[0:50:17] Trustee Critchley: I think it would be a complete waste of money. I wouldn't see any result from it.

[0:50:24] Trustee Critchley: I can't see how it would further our mission of preserving and protecting to just have

[0:50:32] Trustee Critchley: assemble yet another group of data, some report that will sit in a drawer somewhere.

[0:50:41] Trustee Critchley: This seems to be a common thing that occurs, and yet it doesn't advance the cause any. It's even

[0:50:50] Trustee Critchley: said that for this amount of money, we really can't get anything substantive, anything that

[0:50:59] Trustee Critchley: we could base any action on. And looking further down the road, what would that action possibly be?

[0:51:05] Trustee Critchley: We don't have any heavy emitting industry in the trust area, to my awareness. Perhaps somebody

[0:51:15] Trustee Critchley: can point to something that we could regulate. It seems to me there are things like

[0:51:23] Trustee Critchley: encouraging the growing of trees for the sequestration of carbon. We already know that.

[0:51:29] Trustee Critchley: Do we need to know, count the number of trees that we presently have and do some calculation

[0:51:36] Trustee Critchley: of the amount of carbon that they're storing now so that we can 100 years from now look and see

[0:51:42] Trustee Critchley: how much more we stored? That's just a kind of a marginally interesting academic study that really

[0:51:49] Trustee Critchley: doesn't take us anywhere. There's been mention about possibly, you know, burning wood that we

[0:52:01] Trustee Critchley: can reduce our carbon footprint in that manner. Well, that would be a very focused project. We

[0:52:08] Trustee Critchley: could look at how much carbon emissions result from that. What are the alternatives? We don't

[0:52:15] Trustee Critchley: have natural gas pipelines running through the trust area so that's not on uh presumably we'd

[0:52:22] Trustee Critchley: then be looking at uh electricity do we have power to i mean regulatory power to

[0:52:30] Trustee Critchley: prevent people from cutting wood for their wood stoves can we prevent people from heating with

[0:52:37] Trustee Critchley: wood i don't think so that seems to me that's going to occur at a much higher level than the

[0:52:44] Trustee Critchley: the island's trust if it is to occur. We look at transportation, for example. We don't really

[0:52:50] Trustee Critchley: have any authority in respect of transportation. That's always regarded as one of the greatest

[0:52:55] Trustee Critchley: source of emissions. So what use would it be to kind of figure out how much gasoline people are

[0:53:03] Trustee Critchley: burning on the trust islands? It seems to me to be completely irrelevant and without ultimate

[0:53:11] Trustee Critchley: purpose. We cannot tell people to get out of their cars. We can encourage them to switch to

[0:53:19] Trustee Critchley: electric vehicles. Yes, all well and good. But others with other mandates are already doing this

[0:53:26] Trustee Critchley: and they're providing incentives to encourage people to do it. And the marketplace will provide

[0:53:32] Trustee Critchley: additional incentives. I just don't see any positive beneficial result from this sort of a

[0:53:43] Trustee Critchley: study on this lowest scale with our extremely limited jurisdiction. So my view is that this

[0:53:53] Trustee Critchley: This item one, with respect to strategic item number 3.3

[0:54:00] Trustee Critchley: should just be deleted from our request.

[0:55:22] Voice 12: how do we can you know consumerism is a big issue uh we don't have any control over that cars roads

[0:55:29] Voice 12: yeah we don't actually have a control over that we we can i guess encourage a lot of the things but

[0:55:42] Voice 12: at the data on environmental climate change.

[0:56:11] Trustee Luckham: just looking at not spending the money to do this work

[0:56:14] Trustee Luckham: this year in light of the fact that we're looking for opportunities to reduce the tax equation

[0:56:21] Trustee Luckham: and then and redesignate funding uh to to deliver on the policy statement which will contain some

[0:56:28] Trustee Luckham: it does contain some climate change language and and i think that that's an enabling piece

[0:56:34] Trustee Luckham: that is very important for us to acknowledge within the policy statement so that's a step

[0:56:39] Trustee Luckham: step forward and so I'm in support of not funding it at this time but I don't want us to lose sight

[0:56:48] Trustee Luckham: of what it is that we might fund in terms of coming to a clear understanding of what it is

[0:56:54] Trustee Luckham: that we can do rather than the anecdotal information that we talk about or we can do all

[0:57:00] Trustee Luckham: these things and that the other thing but that there's a specific direction that the Islands

[0:57:05] Trustee Luckham: Trust supports. And I'll just say that the things that we can do are ideally densification of our

[0:57:11] Trustee Luckham: communities, our communities building in areas where transportation exists or is most accessible.

[0:57:17] Trustee Luckham: I'll remind everybody that the bus route on Salt Spring Island started out because they had a plan

[0:57:22] Trustee Luckham: about where the bus would go, and then businesses and development was created around the bus route

[0:57:28] Trustee Luckham: so that that opportunity existed. And those are the little things that we can do

[0:57:34] Trustee Luckham: to direct our communities within the scope and framework of our jurisdiction

[0:57:38] Trustee Luckham: to get there. And then I just want to finally, just because there's other people watching,

[0:57:46] Trustee Luckham: Chair Morrison is not in Glasgow on behalf of the Islands Trust. She is a climate scientist

[0:57:52] Trustee Luckham: and is working in her day job and is attending those sessions on that role,

[0:58:48] Voice 15: If you're doing a rezoning, if you're creating a zone, how many parking spaces are you going to

[0:58:54] Voice 15: put in? What kind of parking spaces? Are you going to do just accessible parking spaces? Are you

[0:58:59] Voice 15: going to put in, require commercial operations to have charging stations for electric vehicles,

[0:59:04] Voice 15: charging stations for electric bikes parking for bikes there's something forest cover forestry

[0:59:11] Voice 15: protection huge aspect of climate change and i'm hearing oh we can't measure it so we can't do

[0:59:18] Voice 15: anything before you didn't measure it so you didn't do anything oh we have a budget crisis we

[0:59:24] Voice 15: can't do anything folks it's it's staggering to hear status quo defenders and conservatives who

[0:59:31] Voice 15: who haven't funded these things in the past,

[0:59:32] Voice 15: who haven't put in any baseline ability to do anything,

[0:59:36] Voice 15: now say, oh, we can't do anything.

[0:59:39] Voice 15: I'm just, $25,000 or not,

[0:59:42] Voice 15: the tone of this conversation is disheartening

[0:59:45] Voice 15: because we do play a role.

[0:59:47] Voice 15: It's not the full role,

[0:59:48] Voice 15: but if you're not gonna play any role,

[0:59:50] Voice 15: then stop doing what you're doing.

[1:00:16] Trustee Rogers: Trustee Critchley and partly agree with Trustee Colburn and I sat in a webinar yesterday put on

[1:00:26] Trustee Rogers: by SFU which talked about local governments taking action on climate change and embedding

[1:00:32] Trustee Rogers: actions on climate change into all of the actions that they do.

[1:00:41] Trustee Rogers: And granted, a lot of them are dealing with services and infrastructure, but there are

[1:00:47] Trustee Rogers: other ways in which local governments affect and implement climate change.

[1:00:52] Trustee Rogers: What we're really talking about here, frankly, in my view, is whether we need to stay in

[1:00:59] Trustee Rogers: the big business of trying to gather of a whole bunch of data related to the climate change and

[1:01:05] Trustee Rogers: and sort of my view this is where i tend to agree with to some extent with trustee critchley

[1:01:11] Trustee Rogers: uh there's lots of people gathering data is it specific to saturn island or to keats island

[1:01:17] Trustee Rogers: uh perhaps not but we know uh that depending on how you build your house and the way that you

[1:01:23] Trustee Rogers: and how you do your planning, it can impact the way that your emissions occur and how it

[1:01:33] Trustee Rogers: impacts climate change. We know from lots of studies about how the way you do development

[1:01:40] Trustee Rogers: in your foreshore can impact the marine environment. There's information out there

[1:01:46] Trustee Rogers: that we have, and I don't think we should be dissuaded by the people that say,

[1:01:50] Trustee Rogers: say, oh, well, where's the data that shows what the impact is here in my community on North

[1:01:56] Trustee Rogers: Pender Island or wherever it might be? There's lots of generic information out there that talks

[1:02:01] Trustee Rogers: about what the impacts of sea level rise and climate change and how you

[1:02:05] Trustee Rogers: can have effect on

[1:02:06] Trustee Rogers: the impact. There's a whole group, there's a whole organization at SFU called Action on Climate

[1:02:12] Trustee Rogers: Team that works with local governments in terms of working through their processes and how they

[1:02:19] Trustee Rogers: they can embed climate change considerations into their planning.

[1:02:22] Trustee Rogers: And that's what we do is land use planning.

[1:02:24] Trustee Rogers: And that's what trustee Colbert was talking about is we need to embed that

[1:02:28] Trustee Rogers: in, into our, the work that we do in a more fulsome manner. And,

[1:02:33] Trustee Rogers: and for example, I was,

[1:02:36] Trustee Rogers: I was talking to people up in Squamish and they down zoned a whole bunch of

[1:02:40] Trustee Rogers: properties said, you've got less density on the property you can do,

[1:02:43] Trustee Rogers: and you can get it back.

[1:02:45] Trustee Rogers: If you put in the appropriate environmental considerations and the way you're

[1:02:49] Trustee Rogers: going to build and they got zero pushback on that nothing and so there's just kinds of things that

[1:02:55] Trustee Rogers: we can talk about doing as within the boundaries of our authority so i guess what i'm saying is

[1:03:01] Trustee Rogers: i tend to agree that that the of trying to get climate change indicators uh is not necessarily

[1:03:07] Trustee Rogers: um uh a good use of our resources but we can up our game in terms of trying to embed climate

[1:03:15] Trustee Rogers: change into our planning and to function as we go forward for all the reasons that trustee

[1:03:20] Trustee Rogers: Colburn talked about so I hope I'm I if not disheartened I think we have to redouble our

[1:03:26] Trustee Rogers: efforts in that regards but I'm not sure I'm I'm sort of of the view that this is not the way right

[1:03:30] Trustee Rogers: way forward by trying to get some climate change into unless we really focus it down to something

[1:03:36] Trustee Rogers: like wood smoke or something like that or densification or something of that nature or

[1:03:43] Trustee Rogers: or building standards so that's i so i sort of tend to agree that this is not

[1:03:48] Trustee Rogers: the way the project is pitched right now is not a good way to go thank

[1:03:55] Voice 6: you trustee brent you know

[1:04:00] Voice 19: i just wanted to say first of all i fired off a report that was done uh by stantec stantec for

[1:04:07] Voice 19: the crd and it looked at um just some fairly simple uh measurements and i can assure you

[1:04:14] Voice 19: It didn't cost millions of dollars. And so I'm thinking that's sort of some of the data.

[1:04:21] Voice 19: You know, one of the again, it's anecdotal, but I'm guessing that transportation is probably the biggest carbon emitter in respect of our our area.

[1:04:32] Voice 19: I don't think it's probably a bad idea if we were to take a look at some of that information so that we know that when we did something, we got biggest bang for the buck.

[1:04:41] Voice 19: You know, sure, we can do all sorts of things to mitigate climate change.

[1:04:47] Voice 19: The question is, and climate change is real.

[1:04:49] Voice 19: There's no question about it.

[1:04:50] Voice 19: We have to do something about it.

[1:04:52] Voice 19: But there's a reality here, and it's called scarce resources.

[1:04:55] Voice 19: And do we want to take scarce resources, which is, let's just call it tax dollars, and perhaps

[1:05:02] Voice 19: spend huge amounts of money to achieve very, very minor, minor changes, and not knowing

[1:05:09] Voice 19: where the big issues are in terms of at least carbon emission generation on the islands

[1:05:17] Voice 19: or getting some idea of it, some baseline, I think we're acting potentially irresponsibly.

[1:05:27] Voice 19: Again, grab a look at that study.

[1:05:30] Voice 19: And in respect of this particular initiative, I'm neither here nor there for it.

[1:05:36] Voice 19: I'm saying we need to get around establishing baselines before we talk about climate indicators.

[1:05:43] Voice 19: Thanks.

[1:05:48] Voice 5: I'm going to say a couple remarks, and then I have Trustee Christie and Trustee Fenton.

[1:06:01] Voice 5: motion. So I do want to, you know, acknowledge, I think it's important to acknowledge where we

[1:06:08] Voice 5: don't have jurisdiction as trustee Critchley mentioned a number of things. And also I'd like

[1:06:13] Voice 5: to support trustee Colburn's point of view of focusing on those things that we do have

[1:06:18] Voice 5: jurisdiction over in terms of planning at the local trust committee level. And I'm just going

[1:06:26] Voice 5: to beat the Laskiti drum here again you know a minimum lot size at time of subdivision is a

[1:06:33] Voice 5: capability all local trust committees have and I think it's a tool that from my perspective

[1:06:40] Voice 5: coming from a 10-acre minimum lot size island it seems to me that the rest of the trust area

[1:06:47] Voice 5: is under utilizing the potential of that tool in terms of its

[1:06:54] Voice 5: its potential for environmental protection on islands.

[1:06:57] Voice 5: And I just like to point that out

[1:06:59] Voice 5: because I think it's done a very good job here.

[1:07:01] Voice 5: And I just like to remind everyone

[1:07:05] Voice 5: that that tool is available.

[1:07:06] Voice 5: So I'm going to go with Trustee Critchley, Trustee Fenton,

[1:07:40] Voice 5: and and and let's just try and remember to frame our our discussion about the issues rather than

[1:07:50] Trustee Critchley: Go ahead. Absolutely. I'm providing the context for why I feel necessary

[1:07:55] Trustee Critchley: to restate my position and to emphasize to people who may watch and who don't know me

[1:08:03] Trustee Critchley: and who think that I somehow am one of the people in the classifications thus described.

[1:08:15] Trustee Critchley: described. In fact, I am not. I take it as axiomatic that climate change exists and that

[1:08:27] Trustee Critchley: it is crucial for our planet to oppose it. I believe it is man-made and that there are things

[1:08:37] Trustee Critchley: that we can do about it. Where I'm disagreeing is that there is much, I don't think there is much

[1:08:44] Trustee Critchley: that the Islands Trust can do about it and I don't think that there's anything

[1:08:48] Trustee Critchley: to be gained from spending money on measuring baselines of climate change

[1:08:55] Trustee Critchley: demographic and environmental data and performance criteria etc etc the the

[1:09:01] Trustee Critchley: example of charging stations I don't need to know how much emissions are

[1:09:09] Trustee Critchley: going out from internal combustion engines to know that charging stations

[1:09:14] Trustee Critchley: are a good idea and should be part of any approvals that we give. Also, things like

[1:09:23] Trustee Critchley: parking spaces. Yes, I agree. We put our mind to all these things each time we have an application

[1:09:31] Trustee Critchley: in front of us. And we think about the future. We think about doing the right thing.

[1:09:36] Trustee Critchley: What I'm taking issue with is spending money on measuring something that I don't think is going

[1:09:42] Trustee Critchley: going to have a practical effect. We don't need to justify the steps that we take, because I

[1:09:50] Trustee Critchley: believe that the evidence is already out there for everybody to know that we should be doing

[1:09:56] Trustee Critchley: everything in our power that we can to reduce our impact on the environment and to reduce the amount

[1:10:04] Trustee Critchley: of carbon emissions that we have. And things like restricting the size of buildings. I've been an

[1:10:12] Trustee Critchley: advocate of that, restricting environmental footprint, restricting growth on our islands

[1:10:19] Trustee Critchley: generally. I am an advocate of that. Those are the biggest things that we can do to reduce

[1:10:24] Trustee Critchley: footprint, to reduce tree cutting. Yes, I'm in favor of that as well. So anyway, enough said.

[1:11:19] Trustee Fenton: sort of issues that we have to find a way to manage more effectively and eventually get buy-in

[1:11:26] Trustee Fenton: from the residents to become part of a sustainable community. Right now, we've got a lot of ground

[1:11:35] Trustee Fenton: to cover between where we're at now and where we want to get to um i would sort of in this

[1:11:43] Trustee Fenton: discussion is this maybe there's the opportunity here that we refine the scope so that we can

[1:11:49] Trustee Fenton: create a tangible framework that uses data identified in the pina report um and as part

[1:11:56] Trustee Fenton: of today's discussion some of the ideas that would inform a practical tool that we can actually

[1:12:02] Trustee Fenton: put in place now right it's invest this dollars um you know as i say i've discussed and what's

[1:12:14] Trustee Fenton: available to us could we come up with something that would help us start tomorrow with respect

[1:12:20] Trustee Fenton: to improving our how we're managing land use and the other parameters associated specifically with

[1:36:55] Trustee Critchley: our meetings, we have a committee, we have subcommittees, and there is an alternative

[1:37:00] Trustee Critchley: practices subcommittee, which is looking at, they're making an application, not to Islanders

[1:37:09] Trustee Critchley: Trust, but to others for funding to conduct a study at the Marine Research Station

[1:51:13] Voice 9: from an annual program before then suspending it. So I certainly would say it's that really

[1:51:19] Voice 9: is a political question. And you know, is your communities best in terms of how well this is

[1:51:23] Voice 9: received. Previously, one of the considerations had been to not offer it generally in the first

[1:51:29] Voice 9: year of a term, such that trustees could be a little bit more settled in before they had to

[1:51:33] Voice 9: sort of consider these nominations and adjudicate. That had been the one piece of feedback we'd

[1:51:37] Voice 9: receive from trustees that generally it would be better to offer it after they've had a full year

[2:10:38] Voice 9: It closes on November 12th. We have a tentative evaluation meeting scheduled, I think, November 17th, something like that.

[2:10:46] Voice 9: Some fairly quick turnaround with the intention of trying to conclude evaluation quickly and move into contracting efficiently.

[2:10:53] Voice 9: We are receiving questions from potential bidders and I'm hoping there's been some technical issues with communication with BCBid, but I'm hoping that today the answers to those questions will be posted and we'll be responding to those who have inquired after this meeting today.

[2:11:09] Voice 9: we will be once we've concluded a contract we'll be in a better position to report

[2:11:13] Voice 9: to trust council in December around amended timeline for the project and any budget

[2:11:19] Voice 9: considerations associated with carrying any money over the fiscal year but it's preliminary at this

[2:11:24] Voice 9: point to speculate what that might look like at this point the project the engagement phase of

[2:11:30] Voice 9: the project we've extended the the RFP timeline suggests that we wouldn't be concluding the

[2:11:36] Voice 9: contract until um into may so i hope that gives you a general outline of where we're at we are

[2:11:41] Voice 9: now working as a team to um prepare for next steps to look at um options for um hiring a communications

[2:11:49] Voice 9: person to support the project and um i think that's it and i'd invite um the team to be

[2:14:13] Voice 2: that they had submitted during phase one and also how they'd like to engage into phase two

[2:14:20] Voice 2: so it's beneficial that we have this extra time to create this meaningful and early engagement

[2:14:29] Voice 2: process of phase two versus going into the formal referrals that would have happened

[2:14:34] Voice 2: for first reading so so far the support for the new draft is very positive the nations that we've

[2:14:45] Voice 2: spoken with are wanting to engage with the islands trust and are excited about building relationships

[2:14:52] Voice 2: with us and working with us on developing ideas around land use planning and preservation and

[2:14:59] Voice 2: protection so we have a solid team that's going through this early and meaningful engagement

[2:15:07] Voice 2: phase two part, which includes myself, Daniela Murphy, and also Delaney has been helping us

[2:15:14] Voice 2: with presentations to nations and participating in the meetings. So that team is participating

[2:15:20] Voice 2: in each meeting that we have with nations. We've also reached out to continue building

[2:15:26] Voice 2: relationships in relation to the policy statement with Indigenous people living on the islands,

[2:15:32] Voice 2: And so far have met with some Indigenous people and their associated societies on Salt Spring Island and have also brought up the possibility of working to review the policy statement with Indigenous people on Galeano.

[2:15:48] Voice 2: So we are moving into that area that might have been, trustees might have noticed, had been comments that were provided by Indigenous people on the various islands for us to engage.

[2:16:00] Voice 2: So we are starting to move into doing that as well as government-to-government engagement with First Nations as well.

[2:16:10] Voice 2: So each of those things we're doing based on how nations or Indigenous people would like to engage.

[2:16:17] Voice 2: So we are guided by how they would like to go forward engaging with us instead of us imposing a process.

[2:16:23] Voice 2: And that's what the early and meaningful engagement means versus a formal referral, which would come after first reading.

[2:16:31] Voice 2: So it is different than agency engagement, and it is happening at a parallel process to what is going on with both Islands 2050 and the proposed phase three that would happen with a contractor.

[2:16:47] Voice 2: So hopefully that provides you with a sufficient update.

[2:17:55] Voice 2: members and have close network and kinship ties with other community members and they are

[2:18:05] Voice 2: forming groups and talking to each other about the policy statement so that's slightly different

[2:18:11] Voice 2: than the government to government relationship that we have with First Nations but at this

[2:18:16] Voice 2: particular time I haven't had that request from any First Nation we do have cultural knowledge

[2:18:23] Voice 2: knowledge holders or elders or advisors that have said that they would like to come out to islands

[2:18:30] Voice 2: and talk about reconciliation and talk about things that are important to Indigenous people

[2:18:37] Voice 2: and would be willing to be part of webinars or discussions with community or to participate in

[2:18:45] Voice 2: anything that trustees would like to hold on their islands. So if any trustees would like to do that,

[2:18:53] Voice 2: I have contacts with Indigenous knowledge holders that may want to come to your community and talk to your community members to provide that understanding about reconciliation and about important things that are interconnected with the policy statement.

[2:23:02] Voice 8: engagement we're looking at early spring at the earliest to be able to kind of collect all that

[2:23:08] Voice 8: feedback translated into recommendations for Trust Council and then that at that point

[2:23:14] Voice 8: Trust Council could direct us to make specific changes or to present a new draft

[2:23:22] Voice 8: that's it sort of depends on the nature of the feedback that comes in. In terms of the referrals

[2:23:28] Voice 8: process. We've now closed the referrals process. It was open for three months from July 22nd to

[2:23:36] Voice 8: October 22nd. And there's a few more that are coming in over the next month and we'll be

[2:23:44] Voice 8: presenting those to Trust Council in a package. They're also all posted on the website. But yes,

[2:23:51] Voice 8: Yes, in terms of first reading, I think it's unlikely before spring of 2022.

[2:23:59] Voice 8: And I see Lisa has

[2:24:18] Voice 2: So the Islands Trust is working with other inter-agencies such as MER and with Muni about the consultation and engagement that will be happening with First Nations.

[2:24:30] Voice 2: So after first reading, we will be going back to First Nations with a formal referral of the policy statement.

[2:24:40] Voice 2: And then at that point in time, there'd be a period where nations are able to comment at a government to government level.

[2:24:47] Voice 2: and to discuss any concerns that they have it would be submitted similar to how you're submitting

[2:24:53] Voice 2: your OCP bylaw amendments to First Nations so when Delaney mentions that referrals are closed

[2:25:01] Voice 2: that is not the case with First Nations so right now we're in the early and meaningful engagement

[2:25:07] Voice 2: phase with Nations and then after first reading and then even possibly at a date before a report

[2:25:14] Voice 2: is provided to the minister we would also continue with referrals and engagement with nations up

[2:25:21] Voice 2: until that final report to the minister is compiled by both muni and islands trust so hopefully that

[2:25:28] Voice 2: just clarifies a bit of the timeline so there's no confusion because later we will come back to

[2:25:34] Voice 2: say that referrals are going back out to first nations and we wouldn't want that confusion there

[2:25:40] Voice 2: around referrals are closed or why are they going back out again so so this is just part of the

[2:25:47] Voice 2: process that we engage with with uh the minister and with muni on behalf of municipal affairs to

[2:25:55] Voice 2: ensure that we're reaching that duty to engage with first nations fully yes

[2:27:38] Voice 1: Strategy is a project of the Regional Planning Committee, so they haven't seen the draft

[2:27:43] Voice 1: yet. They will be seeing it at their meeting next week on the 3rd, and I think there's

[2:27:48] Voice 1: number of you here that uh that are on that committee so um you have some background already

[2:27:52] Voice 1: um so i'll just provide the others with a little bit of of background um and the reason that i'm

[2:27:58] Voice 1: speaking to this committee is that um the the freshwater sustainability strategy really like

[2:28:05] Voice 1: extends over many different interests and areas of the trust um because it involves communications

[2:28:13] Voice 1: and planning and science and reconciliation.

[2:28:18] Voice 1: So the strategy has been in development process

[2:28:23] Voice 1: for the last year, and we were very fortunate

[2:28:26] Voice 1: to receive Healthy Watershed Initiative funding

[2:28:29] Voice 1: from the province to fund a consultant

[2:28:33] Voice 1: to take us through a process that has involved

[2:28:35] Voice 1: literature review, engaging interviews

[2:28:39] Voice 1: interviews with various stakeholders, people from government, people internally. We developed

[2:28:50] Voice 1: a strategic advisory committee that had a number of folks from regional districts, province.

[2:29:01] Voice 1: We had water purveyors. We had some folks that are involved in development on the islands.

[2:29:06] Voice 1: And so quite a quite a diversity. And we also invited a group of cultural knowledge holders to participate in our process.

[2:29:15] Voice 1: They were part of our strategic advisory committee. And we also had sort of independent meetings with them as well.

[2:29:22] Voice 1: So we have tried to integrate some of the learnings from them into the strategy development as well.

[2:29:31] Voice 1: So, like I said, the strategy will be presented to Regional Planning Committee tomorrow, or next week, and it basically, it identifies a number of actions that we have structured under a number of program areas, the program areas being groundwater sustainability science program, which is basically what we've currently got going on, so it supports the continuation of that program.

[2:30:00] Voice 1: um we've got a fresh water we've got a watershed uh sustainability science program under that which

[2:30:08] Voice 1: speaks to sort of understanding uh the science related to uh you know forest men forests and

[2:30:15] Voice 1: um and and water um rainwater catchment uh actions are under that we've got there's um

[2:30:24] Voice 1: The freshwater sustainability reporting program, which is about putting together a major report every four years before the changeover of each trust council.

[2:30:39] Voice 1: So it's a way of consolidating all the information that we have collected and reporting out on what we've done so far.

[2:30:49] Voice 1: are so this year um we do have a budget request that's sort of our main focused uh request um to

[2:30:56] Voice 1: the financial planning committee uh is to support the development of the first report so that'll

[2:31:03] Voice 1: bring all the information that the groundwater science program has collected we'll be able to

[2:31:09] Voice 1: create profiles um for each for each of the islands that have had that work done and we'll

[2:31:16] Voice 1: be able to provide some education material as well, just around what it all means and, you know,

[2:31:23] Voice 1: some of the opportunities that this information has provided to us in terms of decision making.

[2:31:29] Voice 1: And, you know, we're hoping that that can possibly inform a forum or something like that,

[2:31:35] Voice 1: at the very least, a webinar. And we'll make sure that everybody is sort of engaged in

[2:31:42] Voice 1: understanding what what all that material is um the other program that we've got is a uh we're

[2:31:48] Voice 1: calling it a cultural knowledge and engagement program so that's the real focused uh communications

[2:31:53] Voice 1: and engagement uh program so again um you know there's a lot of sort of crossover between

[2:31:59] Voice 1: trust area services um and uh and uh the the strategy and we will as we sort of move forward

[2:32:07] Voice 1: with uh seeing how it'll all play out there'll be opportunities to have more discussions about

[2:32:13] Voice 1: roles and responsibilities and so forth so i'm just here to give you that little bit of a summary

The meeting was called to order at 9:00 a.m.  Vice Chair Peterson acknowledged that attendees 
of the meeting were on the traditional and treaty territories of several Coast Salish First Nations.

Director Frater spoke to some of the items in progress. She noted that:  
 there is progress in regards to the Crown land protocol including a meeting on 
October 28 with the Ministry of Forests, Lands and Natural Resource Operations 
and other meetings scheduled in December and January of 2022 to identify 
issues and to draft the agreement 
 a meeting is being planned with the Ministry of Transportation and 
Infrastructure to investigate options for a joint review of road standards 
 
6. BUSINESS 
 
6.1 Appointment of Trust Programs Committee (TPC) alternate representative on 
Financial Planning Committee

that the Vice Chair be appointed to the Financial Planning Committee in the 
absence of the Chair of the Trust Programs Committee.

6.2 Secretariat Services – Feedback from Recipients - Briefing 
 
Director Frater spoke to the briefing which was produced as a result of TPC’s request. 
Discussion included: 
 all recipients are happy with the program and likely will want more support in 
future years

 the value and impact of supporting these groups 
 proposed changes to the Islands Trust Act may result in the ability to provide 
direct grants to organizations 
 Director Frater will provide to Trustee Brent the reference to the Trust Council 
resolution that speaks to the requested change to the Islands Trust Act in 
regards to the potential ability to provide direct grants to organizations 
 Director Frater also indicated that the proposed change to the Act would be 
enabling legislation, in that it would be Trust Council’s decision to use that 
authority or not. 
 
6.3 Stewardship Education Program Update - Briefing 
 
Director Frater presented the Briefing that provides an update on the program. It was 
noted that there are many new residents in the Trust Area who would benefit from this 
program. 
 
6.4 Trust Programs Committee Budget Requests FY2022/23 - Business Cases - RFD 
 
Director Frater presented the RFD, indicating that the three business cases were 
provided as requested by the Committee. Discussion in regards to climate change 
indicators program business case included: 
 there is no current baseline data available for the Trust Area that measures climate 
change impacts in the Trust Area 
 the challenge for Islands Trust to measure progress in mitigation and adaptation 
efforts without accurate and complete baseline data 
 the challenge of what would be possible with the amount of funds that might be 
available to develop a set of data and performance criteria 
 possibility of partnering with other agencies or limiting the scope of the project 
 Islands Trust does not have direct regulatory control of emissions and consumerism 
 identification of actions that are within the jurisdiction of Islands Trust that likely 
would support mitigation and adaptation efforts 
 potential of the draft Policy Statement amendments to more effectively address 
climate change within the jurisdiction of Islands Trust

2021/22) in place for the climate change indicators program to the Trust policy 
engagement process as required.

environmental data and ii) performance criteria in order to identify the effects 
of climate change in the Trust Area and to measure mitigation and adaptation 
efforts.

that Trust Programs Committee adopt the proposed meeting dates for the 2022 
calendar year as presented in the Request For Decision.

Director Frater noted that Financial Planning Committee passed the following resolution 
at their meeting of October 20, 2021: 
that Financial Planning Committee recommend that Islands Trust Conservancy 
Board, Financial Planning Committee, Trust Programs Committee and Regional 
Planning Committee hold all but one meeting electronically annually and the 
budget be amended accordingly.

TPC-2021-052 
It was MOVED and SECONDED, 
that Trust Programs Committee direct staff to schedule the 2022 TPC meeting 
dates of February 11, April 8, May 13 and August 26 as electronic meetings, and 
list the Victoria Office Board Room as the public meeting location should 
Ministerial Orders under the Emergency Program Act regarding local 
government meetings change in 2022 requiring a physical location be provided.

6.6 Community Stewardship Award Suspension - RFD 
 
Director Frater presented the RFD, reminding the Committee that Trust Council 
requested that Trust Council reconsider the program in December of 2021 and 
therefore the Committee may consider a recommendation to be made to Trust Council.  
Director Frater indicated that the amount of staff time required to manage the program 
depends upon the number of nominations and enquiries that are received and therefore 
the number of hours of staff time could range from 1 to 2 full time weeks. 
 
TPC-2021-053

that Trust Programs Committee recommend to Trust Council that the Trust 
Council reinstate the Community Stewardship Awards Program beginning 
January 2022.

It was MOVED and SECONDED, 
that Trust Programs Committee recommend that Trust Council amend the 
Administration of the Community Stewardship Awards Program policy (2.1.11) 
to indicate that the program be offered once per Trust Council term.

Stewardship Awards Program Trust Council Policy to reflect the program to run

6.7 Policy Statement Amendment Project Update - Verbal Briefing 
 
Director Frater stated that a Request for Proposals has been posted to the BC Bid site; it 
closes on November 12; the evaluation of received bids is tentatively scheduled for 
November 17; and once a contract has been concluded, staff will be in a better position 
to report to Trust Council in December in regards to any amended timelines for the

project and budget considerations.  She also stated that the current expectation of the 
conclusion of the contract will be in May, 2022, and that options to hire a 
communications person to support the project are being worked on.  Discussion 
included: 
 early and meaningful First Nation engagement is ongoing 
 the referrals process to other agencies was open from July 22 to October 22; 
responses are on the website; a report will be provided to Trust Council in 
December. 
 
7. NEW BUSINESS 
 
7.1  Freshwater Sustainability Strategy (FWSS) – Verbal Briefing  
 
Island Planner Chadwick provided a summary of the FWSS, indicating that it is a project 
of the Regional Planning Committee and they will be discussing it at their next meeting 
on November 3, 2021.  The strategy involves many aspects of Islands Trust work 
including communication, planning, reconciliation and science.  It includes a number of 
programs:  
 Groundwater Sustainability Science Program 
 Watershed Sustainability Science Program 
 Freshwater Sustainability Reporting Program 
 Cultural Knowledge and Engagement Program
