[0:01:51] Voice 7: and it's an honor and pleasure for me to be able to live there today uh we are in victoria um for

[0:01:57] Voice 7: trust council and uh conducting this uh uh committee meeting i just prior to that meeting

[0:02:04] and uh of course this is uh

[0:02:05] Voice 7: territory uh uh looking out across what it was at one time

[0:02:33] salt spring island and i've got uh kate uh sue emma fast um from uh from uh lowenheim and also

[0:02:41] a counselor on that public spot so here we are uh uh broadly across the salish sea um

[0:03:02] Voice 7: local trust committee good morning heather and thank you for joining us from away and uh of

[0:03:08] Voice 7: course we have uh laurie foster who's uh ably handling the technology keeping minutes for us

[0:03:14] Voice 7: today thank you lord um so i have an agenda in front of us um and um just ask if there's

[0:04:03] Voice 4: for BC Marine Trails. It's a volunteer position. Would you like me to talk a little bit about

[0:04:08] Voice 4: BC Marine Trails and what we do?

[0:04:10] Voice 4: or well

[0:04:11] Voice 7: if you can be uh brief on that um um yeah you should be wearing a mask absolutely

[0:04:17] Voice 7: um thank you i apologize for that that's the nature of the household um and uh so you only

[0:04:24] Voice 7: have a few minutes that we normally offer for uh town hall yes so if you can be brief and succinct

[0:04:30] Voice 7: you did send us well i think we all saw the the no oh well the staff maybe didn't see it

[0:04:35] Voice 7: I followed it before I should have sent

[0:04:45] Voice 4: BC Marine Trails is a non-profit society

[0:04:48] Voice 4: made up of all the paddling clubs on the West Coast,

[0:04:51] Voice 4: individual members,

[0:04:52] Voice 4: and we have some corporate sponsors as well.

[0:04:56] Voice 4: Over the last 10 years,

[0:04:57] Voice 4: we've established somewhere in the neighborhood

[0:04:59] Voice 4: of 1,100 to 1,200, 1,300 sites

[0:05:04] Voice 4: sites along the coast from Washington to Alaska. These are launch sites, they're camping sites,

[0:05:13] Voice 4: they're day use sites and emergency stops along the coast. We also have, and those are

[0:05:20] Voice 4: available on our map, if people haven't seen our online map, it's quite an interactive

[0:05:25] Voice 4: active map. And coincidentally, we're just in the process, literally today, of upgrading our

[0:05:33] Voice 4: system. It's very user-friendly, and a lot of people use it when planning kayak trips along

[0:05:41] Voice 4: the West Coast. I have paddled across the Strait of Georgia, and although I didn't stop on the

[0:05:48] Voice 4: Bolinas. I know where it is and I went by it. We'd like to see West Bolinas Island.

[0:05:56] Voice 4: We'd like to have access to West Bolinas Island to put at least one camping site on the island.

[0:06:02] Voice 4: It's a fairly dangerous crossing. The cross there is weather driven. Safety is a number one issue

[0:06:10] Voice 4: for kayakers especially out in the middle of the Strait of Georgia and that is the only island in

[0:06:16] Voice 4: that location that people can pull into and use as a safety

[0:06:19] Voice 4: stop. And that's about it.

[0:06:23] Voice 4: Okay.

[0:06:24] Voice 5: What's the difference, if I can ask, between a camping

[0:06:27] Voice 5: site and an emergency?

[0:06:28] Voice 5: Well,

[0:06:29] Voice 4: any spot can be that you can pull off can be an emergency

[0:06:33] Voice 4: stop. And they can be camping sites, they can be log sites,

[0:06:37] Voice 4: they can be day use sites, they can not be shown on our map.

[0:06:42] Voice 4: under current marine law, in an emergency situation, you're allowed to pull over, pull out, and camp literally anywhere on our west coast.

[0:06:53] Voice 5: Okay, thank you.

[0:06:55] Voice 7: Do you want to speak specifically about that section or is that what you would like to tell us?

[0:07:00] Voice 4: Well, it's 11 kilometers to the next stop, and that's what makes it a dangerous crossing.

[0:07:05] Voice 4: And

[0:07:06] Voice 7: that's from Bolinas to the other way

[0:07:11] Voice 4: going backwards to do space about four kilometers.

[0:07:14] Voice 4: So it's the only place out there that you can pull over and in an emergency, the island,

[0:07:22] Voice 4: I sent a copy of a report that BC Marine Trails did that kind of outlines in details why that's

[0:07:30] Voice 4: necessary stop. The St. Lucie Marine Trail is an extension of the Trans-Canada Trail and the water

[0:07:37] Voice 4: portion of that trail starts from Horseshoe Bay, goes up along the Sunshine Coast and

[0:07:42] Voice 4: island hops all the way over to the Neuse and then comes down to Victoria. It does get a fair

[0:07:47] Voice 4: bit of traffic, paddlers not using the whole trail or even a portion of it and that's why Bolinas is

[0:07:53] Voice 4: is an important safety stop in that route so

[0:07:57] Voice 7: what um other than for information do you have an ask

[0:08:02] Voice 7: of us or no

[0:08:03] Voice 4: i was um i was notified of the meeting just the end of the last week um and asked if i

[0:08:09] Voice 4: would have the ability to attend and i'm here just to provide information okay and to answer

[0:08:14] Voice 4: questions at any point right okay

[0:08:16] Voice 7: so are there any further questions you know

[0:08:18] Voice 3: that was my question is

[0:08:19] Voice 3: what community the the its own nature protection as far as i can tell uh

[0:08:24] Voice 7: well it's privately owned

[0:08:28] and um you know that's one thing because obviously you need to have consulted with those folks and

[0:08:36] had permission ideally although certainly

[0:08:38] Voice 7: the foreshore is crowned but i think the most uh

[0:08:43] predominant thought

[0:08:44] Voice 7: that i have is um what have you done with respect to consulting with first

[0:08:48] Voice 7: nations because uh the nations up and down the coast have a significant interest in all of the

[0:08:55] coast but certainly the uh synonymous and probably the um the um and others um have interests in

[0:09:05] the lenience as well as all of the small islets uh between there and so um for me it would be

[0:09:12] really important that you also seek permission for access to those sites because there are

[0:09:19] archaeological sites that are sensitive along the marine shore particularly and um

[0:09:24] Voice 7: you know so do

[0:09:26] Voice 7: you got any thoughts about

[0:09:27] Voice 4: that um i'm not the person to really get into the details on that

[0:09:32] Voice 4: however we do have a couple of people that actually are on contract the bc marine trails

[0:09:38] Voice 4: that have been doing the lion's share of the negotiations and interaction with all of the

[0:09:44] Voice 4: bands up and down the coast. I know that the band in that area considers those islands part of their

[0:09:51] Voice 4: traditional territory and are very sensitive about people using any of those islands and that includes

[0:09:56] Voice 4: Gerald or the Winchellies, Winchellies. Also BC Marine Trails has been actively involved in doing

[0:10:03] Voice 4: clean up on Gerald Island. I think that's been looked at favorably by the local band. We've reduced the amount of non-native plants on that island, which is helpful for the environment.

[0:10:18] Voice 4: I think, but I can't be sure, that we have been in contact with that band and have

[0:10:27] Voice 4: announced our desire and um i decide saying that i don't have any more to be trained

[0:10:34] Voice 7: so it would be uh my colleagues to determine whether or not we would all believe that but

[0:10:40] Voice 7: i would certainly think that's a really important to that the work that you do

[0:10:44] Voice 7: this is the island that was recently purchased by

[0:10:52] I presume we've transferred to the province.

[0:10:56] I think that's the intention of the park.

[0:10:58] There's only a portion of,

[0:11:00] or sorry, because there's two islands.

[0:11:03] There's a number of islands there.

[0:11:04] Yeah, this is the west.

[0:11:06] Yeah, that's the

[0:11:06] Voice 4: one that was-

[0:11:07] Voice 4: The whole island.

[0:11:08] Voice 4: There's west and south,

[0:11:09] Voice 4: and the west island has a couple of spots on

[0:11:12] Voice 4: that we work for camping.

[0:11:13] Voice 4: The south island, not so much.

[0:11:15] Voice 5: i wonder um if you might not be aware but i'm pretty sure that the bc parks foundation has just

[0:11:22] Voice 5: purchased west bank west boleyn assignment and they intended it to be park oriented so i wonder

[0:11:29] Voice 5: if it's spoken have you spoken to the bc parks foundation um

[0:11:32] Voice 4: i would imagine that there's been

[0:11:36] Voice 4: feelers put out in that direction but i can't be specific um we've been doing this for over

[0:11:41] Voice 4: 10 years.

[0:11:43] Voice 5: It's a big project if you've got 1300 sites.

[0:11:48] Voice 4: And those are only the ones that we show

[0:11:50] Voice 4: on our website. We've got another 1200 ones that are not shown that are in process in working

[0:12:33] Voice 7: 26 resolution without meeting report there um from november the 10th and those are uh rwms that

[0:12:42] we conducted in order to uh advance business without meeting in person as voters received

[0:12:47] that

[0:12:47] Voice 7: for information so that's all right okay uh so this is arising from the minutes we have

[0:12:54] Voice 7: the follow-up action report here from november 10th and uh i'll just ask uh planner cow or

[0:13:00] Voice 7: regional planning manager to uh make any remarks that she has on the follow-up action list otherwise

[0:13:35] Voice 7: and many of the LTCs have chosen to defer a response until further consultation and the

[0:13:41] Voice 7: like and so I'll just ask the members of the committee here what would you like to do with

[0:13:49] Voice 5: As the engagement is intending to get underway what might be more

[0:13:53] Voice 5: more useful is to make sure we corresponded

[0:13:57] Voice 5: with when the planning starts to happen

[0:14:00] Voice 5: as to we know there's the one family there

[0:14:02] Voice 5: that lives on a mistaken island,

[0:14:04] Voice 5: as well as the conversation we just had

[0:14:06] Voice 5: as to who owns the island or who's operating that island

[0:14:09] Voice 5: that we were just talking about

[0:14:10] Voice 5: to make sure that major players are at least aware of

[0:14:13] Voice 5: and can participate in consultations.

[0:14:16] Voice 7: So yeah, that would be our responsibility

[0:14:19] Voice 7: to be sure that they're engaged

[0:14:21] Voice 7: engaged as the other LTCs are in this engagement process.

[0:14:26] Is there any specific direction you'd like to take with respect to them, or just let

[0:14:32] Voice 3: Well, I don't know what the engagement plan is going to be, but if it's not going to be

[0:14:38] Voice 3: a mass mailing, and it may not be, I would suggest that in this particular case, the

[0:14:47] the property owners should be contacted directly because

[0:14:54] Voice 7: out there but there are some other well there is the other owner on south belenus that um

[0:15:00] Voice 7: yeah there's other owners but i think they're the only family so again do you want to make

[0:15:07] a motion to ask staff to be sure to include uh the belenus property owners and residents

[0:28:30] Voice 7: suspect um if that gets advanced um because certainly there's also an interest at the

[0:28:35] Voice 7: The Council level with the CEO and myself to advance the relationship.

[0:28:42] Voice 7: So yeah anything else on the topic or projects, I

[0:28:46] Voice 5: mean not not having again I don't know the risk is minor is there there's some private land still existing in the assignments, as I understand it.

[0:28:55] Voice 5: um and we have the spring with you are there vulnerabilities sitting there i guess is my

[0:29:01] Voice 5: question to something that development were to proceed we'd say we regret it not addressing this

[0:29:40] Voice 7: because the arts was a better option than it coming out on the open market okay so uh that's
