[0:06:58] Voice 9: of 2021. my name is i'm the chair of the local trust committee and you of course know your two

[0:07:06] Voice 9: uh trustees trustee before we start the meeting i'll take a moment to acknowledge that we're

[0:07:17] Voice 9: privileged and and um to be able to meet in the traditional territory of coast salish peoples

[0:07:28] Voice 9: and other Coast Salish peoples who have lived in this area for lots of years.

[0:07:34] Voice 9: It's a privilege to be able to do that and we're very happy to work and play in this area and across this area.

[0:07:41] Voice 9: I'm happy to be here this morning. I wasn't sure I was going to be.

[0:07:45] Voice 9: I was getting calls as I was trying to make my way through the Dean's Tunnel.

[0:07:51] Voice 9: the power was put on Galeano and we had to make a call whether we were coming or not but I had faith

[0:07:56] Voice 9: that we would get back up and running and by the time I got here the island was back

[0:08:02] Voice 9: on its arms this would be an awfully cold meeting hall without without without power plus we

[0:08:10] Voice 9: couldn't be doing what we're trying to do so I also want to introduce Carly Bilney who's our

[0:08:18] Voice 9: recorder um and you will hear as we go through the meeting a couple of other voices uh including um

[0:08:27] Voice 9: planners field test available who's presenting one of the reports we have today

[0:08:32] Voice 9: as well as island planner brad smith you'll hear him from time to time during the course of the day

[0:08:36] Voice 9: we are in the process of continuing our transition back to regular in-person meeting while continuing

[0:08:43] Voice 9: to try and make the our meetings more open to the public more transparent more um uh and by

[0:08:50] Voice 9: broadcasting them and recording them as we got we've had a chance to look at our website you'll

[0:08:54] Voice 9: have seen the recordings that show up in about a day or two after the meetings that's what we

[0:08:59] Voice 9: were trying to work out um with and turned out i was the problem the technology wasn't the problem

[0:09:06] Voice 9: which is not so terribly surprising so we're continuing this and

[0:09:11] Voice 9: hopefully within time we'll

[0:09:13] Voice 9: get to the point where we can actually have mobile completely interactive what I call hybrid

[0:09:23] Voice 9: meetings where you can both join and participate by way of of zoom or whatever whatever technology

[0:09:31] Voice 9: technology we end up using, and peer and person. We have a couple of people on our Zoom this

[0:09:36] Voice 9: morning, but that's because they're making presentations or they're applicants. But we

[0:09:42] Voice 9: aren't quite there yet, partly because they require a certain amount of support on the

[0:09:47] Voice 9: back end, more than Mark giving to me this morning, someone to monitor and control the

[0:09:52] Voice 9: electronics while we're going along. And frankly, for an economic reason, we haven't got to

[0:10:00] Voice 9: that so we're trying this process for six months approximately you know into the into the later

[0:10:08] Voice 9: part of the winter and then we'll reevaluate where we're at in terms of it but it does give us the

[0:10:13] Voice 9: ability to have um our staff join us electronically as opposed to have to travel so for example clare

[0:10:19] Voice 9: smith uh when he heard the power was out uh made the call to not join us uh in person in case the

[0:10:27] Voice 9: meeting with cancer to save the travel costs and his time etc and uh so he gets to join us

[0:10:33] Voice 9: electronically as does um phil testing um planner testing and then we have a couple of presentations

[0:10:40] Voice 9: today as well so we're trying bear with us and hopefully this is all working um we want to uh

[0:13:24] Voice 14: um yeah we just finished council for uh the past three days on a tuesday wednesday thursday of

[0:13:30] Voice 14: last week a lot of budget discussion and um the consultation will be

[0:13:33] Voice 12: coming up to the public

[0:13:34] Voice 12: was around February or March,

[0:13:35] Voice 12: but I'll remind everyone to participate.

[0:13:38] Voice 12: It's a good thing to talk about.

[0:13:40] Voice 12: So that's it for me.

[0:13:43] Voice 12: We also have the Southern Gulf Island Forum in November.

[0:13:49] Voice 12: And that's a forum that includes the elected people

[0:13:54] Voice 12: in the Southern Gulf Islands.

[0:13:55] Voice 12: So that's Elizabeth May from the federal government

[0:13:58] Voice 12: and Adam Olson and the regional directors

[0:14:02] Voice 12: and any trustees who are able to participate,

[0:14:06] Voice 12: as well as the elected officials

[0:14:09] Voice 12: from the different nations, First Nations in the area.

[0:14:15] Voice 12: So, sorry, I'm having trouble with this mask.

[0:14:20] Voice 12: So the plan had been for that meeting

[0:14:24] Voice 12: to focus on Transport Canada and the anchorages

[0:14:28] Voice 12: and the shipping, and they were unable to make it.

[0:14:33] Voice 12: So we did talk a lot about the storms

[0:14:35] Voice 12: and how the storms had affected the islands.

[0:14:38] Voice 12: And in particular, the roads that, on many islands,

[0:14:44] Voice 12: there were washouts of the roads.

[0:14:46] Voice 12: And there was concern that with our contracted service,

[0:14:52] Voice 12: we are getting repairs, but not so often maintenance,

[0:14:57] Voice 12: ongoing maintenance that might prevent some of the washouts.

[0:15:00] Voice 12: So culverts and things like that.

[0:15:03] Voice 12: So that was quite a focus of the discussion

[0:15:07] Voice 12: on several of the islands.

[0:15:10] Voice 12: At Trust Council, there was a delegation on vessels

[0:15:17] Voice 12: and on the materials that are used to scrub the,

[0:15:23] Voice 12: I guess it's to scrub the oil out of the-

[0:15:26] Voice 12: the sulfur. So there was a motion passed by Trust Council to ask government to look at ending that and to look at a different kind of procedure.

[0:15:40] Voice 12: As Trustee Rockefeller mentioned, the preliminary budget was passed.

[0:15:46] Voice 12: The Stewardship Awards, which used to be an annual event, have been changed to every four

[0:15:52] Voice 12: years and they will occur in the last year of the term of the trustees.

[0:15:57] Voice 12: And the Governance Review, which has been ongoing for the past year, or just, no, eight

[0:16:06] Voice 12: or nine months, there will be a report on the governance to Trust Council for the March

[0:16:11] Voice 12: meeting.

[0:16:12] Voice 12: and that's all okay

[0:16:21] Voice 9: great thanks very much yeah and what that report was

[0:16:25] Voice 9: a woman working on vessels is that i didn't know this was that when they they put scrubbers on the

[0:16:35] Voice 9: ships they take the sulfur out of the out of the air emissions but it ends up in the water

[0:16:42] Voice 9: they're basically just taking the pollution from the air and transmitting it into

[0:16:46] Voice 9: water pollution and so she was bringing this to our attention and asking us to take a position

[0:16:52] Voice 9: on that which was a motion passed to do just that so you know one of those you get some certain

[0:17:00] Voice 9: information you think that's cool that's good and then you find out that maybe not so um trust

[0:17:06] Voice 9: Trust Council was very busy.

[0:17:10] Voice 9: It is budget time and we spent most of the second day

[0:17:15] Voice 9: or a lot of time the second day discussing budget items

[0:17:19] Voice 9: in and out because December tends to be the time

[0:17:22] Voice 9: when the trustees have their discussion amongst themselves

[0:17:26] Voice 9: about what they think should and shouldn't be in the budget

[0:17:29] Voice 9: and what they think is an appropriate amount

[0:17:30] Voice 9: to put out there.

[0:17:33] Voice 9: I will reiterate what Trustee Wilberton said

[0:17:35] Voice 9: That is, this is coming up in January, February

[0:17:38] Voice 9: is the time to, that there'll be a outreach

[0:17:42] Voice 9: to the communities, to the various islands, but budget.

[0:17:47] Voice 9: There are a number, I just ask you to remember a few things.

[0:17:49] Voice 9: There are a number of costs that we incur

[0:17:51] Voice 9: that are in some ways are increases

[0:17:55] Voice 9: that are in some ways unavoidable.

[0:17:57] Voice 9: We're tied into the provincial government's

[0:17:59] Voice 9: collective agreement, so whatever they negotiate

[0:18:01] Voice 9: with the with their union I stopped is it's passed on plus there's certain

[0:18:07] Voice 9: costs related to insurance if you've tried to you've tried to renew your own

[0:18:12] Voice 9: personal insurance you know the costs have gone up whether going on for us to

[0:18:16] Voice 9: as we try and enforce and or not enforce or resolve issues as the case may be

[0:18:23] Voice 9: those costs continue to increase so we have some sort of unavoidable cost of

[0:18:27] Voice 9: what our discussion ends up being focused on is what projects we think we can get done in the in

[0:18:32] Voice 9: the 12 months that starts in april of 2022 and what we can what we're prepared to fund and not

[0:18:39] Voice 9: so as you're reviewing the budget it's a good idea to look at that and keep that in mind in

[0:18:46] Voice 9: terms of your responses to the various questions in both the survey or

[0:18:50] Voice 9: make an individualized

[0:18:51] Voice 9: response we encourage both of those and then in march we'll get back to the budget again we'll

[0:18:57] Voice 9: come in with all the commentary and the trustees will all have a chance to um do the challenging

[0:19:02] Voice 9: job of going through the commentary i've been a trustee now for seven years and in my first

[0:19:08] Voice 9: couple years we get you know 130 150 responses across the island for the last couple years we've

[0:19:15] Voice 9: been getting 850 950. so it's a little bit more challenging to to absorb everything that everybody

[0:19:23] Voice 9: everybody is saying. So

[0:19:24] Voice 10: it's

[0:19:25] Voice 9: great if there's that much more engagement. There were a number

[0:19:31] Voice 9: of other things discussed at Trust Council. It's all online and you can go and look at

[0:19:37] Voice 9: that. The only other thing I wanted to report was just for my own purposes. I did have a

[0:19:45] Voice 9: chance at the end of the meeting because our meeting in November was a little bit shorter

[0:19:48] Voice 9: order than usual I got a chance and thanks to Mike I don't know if he's here or not but to have a

[0:19:54] Voice 9: brief a tour of the galley site and the galley on the stream a chance to see that and see what

[0:20:01] Voice 9: that's all about. I think that's all I need to report on there's lots there's lots and lots

[0:20:11] Voice 9: There's lots going on in the trust in relation to our main objectives of not just governance, but also our projects around water.

[0:20:21] Voice 9: There's lots of water projects that are being funded and are sort of moving forward around reconciliation, of course, and our relationships.

[0:20:30] Voice 9: There's a report in the press council report of all the things on a variety of different

[0:20:35] Voice 9: levels and locations where the trust is making connections and attempting to build relationships

[0:20:42] Voice 9: and have a deeper understanding of the various First Nations around the trust area, of which

[0:20:49] Voice 9: there are many.

[0:20:51] Voice 9: It's a very diverse area.

[0:20:55] Voice 9: So if you can look at an aisle like Galliano, there's probably seven or eight First Nations

[0:21:00] Voice 9: that we do a standard referral to.

[0:21:02] Voice 9: We'll multiply that everywhere you go, all the way up to Denman, Marnie, and then over

[0:21:08] Voice 9: in my area, which is from the house up.

[0:21:13] Voice 9: So I'm not sure if there's anything else, but if anyone has a question, you can do so

[0:21:17] Voice 9: in the next section.

[0:21:18] Voice 9: it so so this is the opportunity what we call uh town hall and questions um just so you know

[0:21:26] Voice 9: this is interesting after years i'm not sure it's going to change in the local trust areas

[0:21:31] Voice 9: but at least at trust council we've decided to after much i've heard that mentioned probably

[0:21:38] Voice 9: 40 times we're going to change that period to public comment period um i went away from town

[0:21:44] Voice 9: town hall. But I know there's a tradition on the islands that it's called town hall

[0:21:51] Voice 9: and we'll see how each local trust area decides, committee decides to name it going forward.

[0:21:56] Voice 9: This is your opportunity to speak to the trustees, to ask questions or to make commentary about

[0:22:01] Voice 9: anything that's on our agenda or anything that's within our jurisdiction. We're open

[0:22:08] Voice 9: to that i ask you to remember that there are the the very few simple rules that we uh we ask

[0:22:15] Voice 9: everyone to abide by and that's one is to please speak to the trustees uh not to each other uh and

[0:22:22] Voice 9: not to the rest of the community and not to staff if there's a question or a commentary that that is

[0:22:27] Voice 9: intended to be for staff i'll pass it on to the staff and ask them to answer um the second thing

[0:22:33] Voice 9: is please speak to issues and not people um this is not an opportunity for anyone to try and

[0:22:40] Voice 9: to characterize somebody else's actions or how somebody else is acting this is your opportunity

[0:22:47] Voice 9: to speak to issues uh and not people and the third third thing i'd say is we we do expect

[0:22:54] Voice 9: appropriate language throughout um i i don't tolerate any of what i call the isms where you

[0:23:01] Voice 9: where you fall into one of those racism or sexism or you can think of the rest of that list so we

[0:23:08] Voice 9: ask you to please speak appropriately or as I like to sometimes say speak in a way and address us in

[0:23:13] Voice 9: a way that would make your grandmother proud and so with that I'm going to just ask we do have a

[0:23:24] Voice 9: couple of scenarios where there are a couple of issues where we have each of one of the trustees

[0:23:32] Voice 9: recused from that so we they can't they don't stay during the commentary during the town hall

[0:23:37] Voice 9: when that issue comes up um so so what i'm going to say is if what i'd ask is i'd like to ask if

[0:23:44] Voice 9: anybody wishes to speak on anything and by the way if you're an applicant you'll have an opportunity

[0:23:50] Voice 9: to do is we speak briefly when your application is being considered so you don't need to although

[0:23:56] Voice 9: you can speak about um the issues that are there um so if anybody has anything they'd like to speak

[0:24:04] Voice 9: about or talk to or ask a question about that's not related to either of the two affordable housing

[0:24:11] Voice 9: projects so videos or galley uh could you put your hand up now and i'll i'll work my way around the

[0:24:36] Voice 24: proposed bylaw amendment 256. So questions with regards to the

[0:24:46] Voice 24: the by-law amendment 256, which is an amendment

[0:24:49] Voice 24: to the community facilities and utilities section

[0:24:52] Voice 24: of the Galliano Official Community Plan.

[0:24:56] Voice 24: This proposed by-law amendment, if approved,

[0:24:59] Voice 24: would introduce a new subsection

[0:25:02] Voice 24: called 4.4 Spiritual Education under Community Facilities.

[0:25:08] Voice 24: The purpose of the proposal is to make

[0:25:10] Voice 24: the Official Community Plan consistent

[0:25:12] Voice 24: with the Crystal Mountain Society's application

[0:25:15] Voice 24: location to rezone its north end forestry lot. The Crystal Mountain Society seeks to

[0:25:21] Voice 24: legitimize and expand illegal retreats on the forestry lot. First question is, the overarching

[0:27:08] Voice 9: not counting the petition in the month before that so we're getting a lot of commentary so we

[0:27:14] Voice 9: so we're way all over commentary the information that we get and of course the ultimate is is that

[0:27:20] Voice 9: we have public if we if it gets that far we get to a public hearing which is the final step um as to

[0:30:45] Voice 11: put forward by crystal mountain society i'm very appreciative that crystal mountain is proposing

[0:30:51] Voice 11: proposing a progressive and creative land use plan

[0:30:54] Voice 11: to rezone its 50-acre F1 forestry lot

[0:30:56] Voice 11: to spiritual education use,

[0:30:58] Voice 11: removing any possibility to clear-cut the land,

[0:31:01] Voice 11: as well its proposal to rezone

[0:31:03] Voice 11: the 10-acre residential property adjacent to the F1 lot,

[0:31:06] Voice 11: removing the residential building rights of house,

[0:31:08] Voice 11: guest cottage, home-based business, gardens, et cetera,

[0:31:11] Voice 11: and giving it a nature protection status is refreshing.

[0:31:15] Voice 11: I am also impressed with the local trust committee's

[0:31:17] Voice 11: site-specific rezoning process.

[0:31:19] Voice 11: based on the Islands Trust Policy Statement and the Galliano Islands

[0:31:23] Voice 11: Official Community Plan. Looking explicitly at how the land is configured

[0:31:28] Voice 11: and its proposed use provides the basis for unique one-of-a-kind rezoning

[0:31:33] Voice 11: specific to this location only. My first unease is about the opposition's focus

[0:31:39] Voice 11: on spreading non-certain misinformation about the land user rather than

[0:31:44] Voice 11: concentrating on land use components. For example, members of Crystal Mountain have

[0:31:49] Voice 11: have been accused of polluting creeks,

[0:31:50] Voice 11: contributing to COVID policies, overpopulating the land,

[0:31:54] Voice 11: inappropriately welcoming visitors from other countries,

[0:31:57] Voice 11: being volunteers, being paid, breaking rental agreements,

[0:32:02] Voice 11: taking over the north end, being bad at composting, et cetera.

[0:32:08] Voice 11: These accusations are often delivered

[0:32:10] Voice 11: in a harassing and bullying tone

[0:32:12] Voice 11: and appear to be aimed at questioning the integrity

[0:32:14] Voice 11: of this registered charity and the trustworthiness

[0:32:17] Voice 9: of the-

[0:32:17] Voice 9: recall that what i asked was you talked not about what other people were doing but i talked about

[0:32:22] Voice 9: the issues and i appreciate your point but please if we could not sort of drift into

[0:32:28] Voice 9: commentary about other people's actions that would be helpful okay

[0:32:34] Voice 11: and statements warranted or pertinent when a rezoning proposal is about land use

[0:32:38] Voice 11: so that's what i wanted to say future discussions need to focus solely on land use and not on the

[0:32:44] Voice 11: land user. This is the responsibility of all residents of Galliano Island.

[0:32:48] Voice 11: Any attack on the land user needs to stop and any concerns supported

[0:32:52] Voice 11: by verifiable facts. My second unease is regarding the fear-mongering

[0:32:57] Voice 11: taking place over the perceived danger of having split lots and that it damages

[0:33:01] Voice 11: the integrity of the environment and amenities and sets a dangerous precedent for

[0:33:05] Voice 11: other rezoning proposals. It is important that this application be viewed

[0:33:09] Voice 11: as the site-specific rezoning that it is and is not used to instill

[0:33:13] Voice 11: fear about what others may or may not propose to do in the future besides specific qualities

[0:33:18] Voice 11: of this application provide assurance that this proposal cannot be duplicated elsewhere

[0:33:23] Voice 11: i appreciate the delicate balance the local trust committee must walk in order to be respectful of

[0:33:27] Voice 11: all the residents of galliano island i am deeply grateful for the tireless work you do to benefit

[0:34:54] Voice 12: The stewardship of land and water based in science is responsible and generous both to the environment and to our greater community.

[0:35:06] Voice 12: I have examined this project. I know the Crystal Mountain community and have, in the past, participated in some of their programs.

[0:35:14] Voice 12: I would be very grateful if Crystal Mountain were to be my neighbor across the road.

[0:36:15] Voice 12: Galliano close to the Crystal Mountain site. I've been coming to Galliano for decades since the 90s

[0:36:21] Voice 12: and remember attending the meetings that took place when the OCP for the island was being

[0:36:26] Voice 12: debated especially around the subdivisions

[0:36:29] Voice 23: proposed for the former Macmillan Bluedale lands.

[0:36:32] Voice 23: As a result the F1 zoning

[0:36:35] Voice 12: was imposed on some lots for forestry use which I would like to remind you

[0:36:41] Voice 12: all includes cutting trees down. My interest in coming to Galliano was because Crystal Mountain

[0:36:47] Voice 12: owned property here and it was my way of escaping the city to de-stress and to meditate on my own

[0:36:53] Voice 12: with like-minded people or when Crystal Mountain goes through trees and teachings.

[0:36:59] Voice 12: What I saw happen in the next few years once the OCP was finalized

[0:37:04] Voice 22: is that a

[0:37:04] Voice 12: number of the

[0:37:05] Voice 12: forest lots were cleared of trees, a development I have not expected from the owners of these lots.

[0:37:11] Voice 12: Crystal Mountain purchased Lot 9 in 1999 after it had been logged.

[0:37:15] Voice 12: The members have been maintaining the lot dealt with invasive species that casually arise after land is clear cut.

[0:37:23] Voice 12: We have not deliberately cut trees down, except for safety reasons and clearing brush for tent sites.

[0:37:29] Voice 12: No new roads were constructed. Members continue to use and using access roads.

[0:37:34] Voice 12: Crystal Mountain is donating Lot 9 with its wetland and mature trees,

[0:37:38] Voice 12: and furthermore is planning a 219 covenant on the balance of the lands that it is keeping

[0:37:44] Voice 12: to maintain forest coverage. Lot coverage will be less than two percent of the lands.

[0:37:49] Voice 12: We will provide an emergency route

[0:37:51] Voice 23: for residents and visitors north on the north end of the island

[0:37:56] Voice 23: should parlor

[0:37:57] Voice 12: pass road become blocked. We will transfer title to 75 percent of the lands.

[0:38:01] Voice 12: The transfer of title will include lot nine, really an unnecessary move in my opinion

[0:38:07] Voice 12: and it is a gift to the Galliano community.

[0:38:11] Voice 12: Now coming to my point, I have an important question to ask.

[0:38:14] Voice 12: Do land use rezonings create a legal precedent?

[0:38:18] Voice 12: I understand that each forest lot on Galliano is unique,

[0:38:22] Voice 12: and so every rezoning and the land-specific requirements

[0:38:26] Voice 12: are examined in relation to the appropriate policies and directives.

[0:38:29] Voice 12: With regards to land use, treating each rezoning application

[0:38:33] Voice 23: as a site-specific rezoning with its own type of laws

[0:38:38] Voice 23: ensures that future rezonings will be approached with a fresh view.

[0:38:41] Voice 23: Some examples of one-of-a-kind rezonings are the museum, the pub, the film school,

[0:38:47] Voice 12: and any of the affordable housing rezonings, and the miller-dwerning center.

[0:38:52] Voice 12: As long as the island's trust policies followed and our OCP principles are respected

[0:38:57] Voice 12: for each

[0:38:58] Voice 23: and every rezoning, then we as islanders will be sure to continue to preserve and protect

[0:39:02] Voice 23: to protect our sensitive ecosystems while introducing valuable

[0:39:06] Voice 12: and beneficial educational opportunities for islanders and non-residents.

[0:39:12] Voice 12: Would any of these rezonings ride on the backs of others or allow future proposals to necessarily follow in those exact footsteps?

[0:39:21] Voice 12: Well, I think not. As for Crystal Mountain's application for rezoning as a forest retreat and to fill it as a member of Crystal Mountain,

[0:39:30] Voice 12: we have paid attention to the community's requests for water use, protection of forests, and protection of sensitive ecosystems.

[0:39:37] Voice 12: We have continued to contribute to the island's economy.

[0:39:41] Voice 12: A number of members of Crystal Mountain now reside on the island full-time,

[0:39:46] Voice 12: have

[0:39:47] Voice 23: built houses, and have also contributed to the healthy survival of local businesses.

[0:39:51] Voice 23: This rezoning would allow Crystal Mountain to develop its centre with appropriate low-impact facilities.

[0:39:57] Voice 23: It will be there for people to pursue

[0:39:59] Voice 12: their spiritual aspirations in a

[0:40:02] Voice 12: natural environment

[0:40:03] Voice 12: that is conducive to their development of spiritual beings.

[0:40:06] Voice 12: I ask the trustees to move forward with the next steps as quickly as possible.

[0:40:11] Voice 12: Fourteen years of debate has allowed everyone who wants to speak to do so.

[0:41:31] The air development was after Clearcut and was implicated in managing the forest fires.

[0:41:55] Voice 5: And the precedent being opportunity turned off was turned off a few years later and is

[0:42:11] the forest is zoned forest

[0:42:16] with somebody who was very frustrated

[0:42:18] about any development

[0:43:12] Voice 5: about how to preserve the forest and site-specific hooked lot transferring titles is not something

[0:43:26] Voice 5: anticipated or encouraged in any plan by anybody that the Crystal Mountain I am sure is frustrated

[0:43:40] Voice 5: as to feel obligation because there's been a mismatch of intent on the side of the trust

[0:43:48] Voice 5: and intent on the side of Crystal Mountain is the reason it's meshed in ground for 14 years.

[0:43:59] Voice 5: So we are now here in a place that can cause the same precedent as this 75-25, which should be over, saving more already forested forestry.

[0:46:07] Voice 12: those years where islanders worked hard to make some guidelines for what could happen in the land

[0:46:13] Voice 12: zone f1 which at the time approximately half the island over seven acres well there's still been

[0:46:20] Voice 12: some movement forward regarding the rezoning of f1 land there has been mostly stall there appears

[0:46:26] Voice 12: to be resistance by some to anything other than traditional subdivision for example panorama

[0:46:32] Voice 12: oh this is up off in your way and even though it took many years to get through the

[0:46:38] Voice 12: bureaucratic morass called rezoning i've been a member of crystal mountain society since 2010.

[0:46:45] Voice 12: the crystal mountain society's rezoning application has been in front of the trust for 14

[0:46:50] Voice 12: or 17 years, depending when you start counting.

[0:46:54] Voice 12: The other letters that will be submitted today,

[0:46:56] Voice 12: or you've probably received some of them,

[0:46:58] Voice 12: refer to the innovative and creative solutions

[0:47:01] Voice 12: shaped by Crystal Mountain,

[0:47:02] Voice 12: round table conversations with North End residents,

[0:47:05] Voice 12: which included preservation of land,

[0:47:08] Voice 12: protection of ecosystems, transfer of tidal,

[0:47:11] Voice 12: studies on water capacity, et cetera.

[0:47:14] Voice 12: These agreements seem to have been forgotten,

[0:47:16] Voice 12: despite being made in good faith.

[0:47:18] Voice 12: Instead, those in opposition to Chris O'Mountain vilify us as people unwanted, untrustworthy

[0:47:26] Voice 12: neighbors accused of allowing foreigners to come to the island to stay in the forest retreat

[0:47:32] Voice 12: preserved for reflection and contemplation at its very essence to pursue the study of

[0:47:37] Voice 12: the nature of mind.

[0:47:39] Voice 12: This is a good, strongly written, site-specific rezoning.

[0:47:44] Voice 12: Innovative, creative, and gentle on the forest lands, everyone wants to protect.

[0:47:48] Voice 12: tech will thoughtful site specific zoning applications to

[0:47:55] Voice 12: come. Ensuring sensitive ecosystems of Caliano will be

[0:47:59] Voice 12: protected in perpetuity. But I really would like to comment on

[0:48:04] Voice 12: the town hall meetings. None of

[0:48:07] Voice 12: them have here. Each meeting is

[0:48:10] Voice 12: an opportunity to talk to the agenda items. Since I started

[0:48:15] Voice 12: in attending the LTC meetings in 1995.

[0:48:18] Voice 12: So, I've said about this already.

[0:48:21] Voice 12: In 1995, there are some who have taken it on

[0:48:25] Voice 12: to criticize, attack, deride, bully, and harass

[0:48:30] Voice 12: supporting any topic that doesn't .

[0:48:35] Voice 12: After working with two Al-Qaeda consultants

[0:48:37] Voice 12: hired by the Amish Trust in 2007,

[0:48:41] Voice 12: two became the Citroën.

[0:48:44] Voice 12: Finally, after efforts to bring people together

[0:48:46] Voice 12: able to talk that met with complete obstruction, I took my leave of our politics. I stopped coming

[0:48:55] Voice 12: to the LTC meetings because of the tone set by a certain few community members.

[0:49:03] Voice 12: I'm fed up with being treated as a pariah, an outsider not wanted here. I know what it's like

[0:49:12] Voice 12: to be shunned and ignored. What distresses me is the unsimple behavior present in these town hall

[0:49:19] Voice 12: meetings. Snide tone, derogatory comments, mistruths and personal attacks all amount to a toxic

[0:49:27] Voice 12: environment at the LTC meetings. Criticism of the LTC's trustees, the chair, the island's trust

[0:49:35] Voice 12: as planners, professionals, experts in hydrology,

[0:49:39] Voice 12: forest ecology, and so on,

[0:49:41] Voice 12: these people frequently and publicly are accused

[0:49:44] Voice 12: of not doing their jobs.

[0:49:47] Voice 12: I implore the LTC, Chair Rogers in particular,

[0:49:52] Voice 12: to put a stop to this behavior.

[0:49:55] Voice 12: If this was my workplace,

[0:49:58] Voice 12: I would be talking with the Human Resources Department

[0:50:00] Voice 12: to file an harassment complaint.

[0:52:36] Voice 8: I'm here to support the Crystal Mountain Society proposal to the LTC. The proposal seeks approval for a quiet, non-invasive, low-impact, small-capacity retreat facility for study and meditation practice.

[0:52:48] Voice 8: Our focus for this program is to assist and support those interested to develop their

[0:52:55] Voice 8: direct understanding of the mind, which through practice results in a less fragmented and

[0:52:59] Voice 8: stressed consciousness, having a natural result of desire and peace.

[0:53:05] Voice 8: Assuring bombastic and aggressive behavior, we are demonstrating our community care through

[0:53:09] Voice 8: our actions, as can be seen in this proposal.

[0:53:12] Voice 8: I am here to add my voice and point to the benefits for our local community that the

[0:53:17] Voice 8: the inclusion of Lot 9 brings to the community.

[0:53:20] Voice 8: First, let me say that from my perspective,

[0:53:22] Voice 8: the offering of Lot 9 was a gift,

[0:53:25] Voice 8: a mission as it were, to not only our local human community,

[0:53:28] Voice 8: but also the community of all life in the area.

[0:53:31] Voice 8: Further related note, I recently spoke with a long-time real estate agent,

[0:53:35] Voice 8: told me that the 10 acre lot like Lot 9 can finally be sold for a half a million dollars.

[0:53:42] Voice 8: Uncertain. Noting that Lot 9 is a well-known .

[0:53:46] Voice 8: The inherent ecological risks that are present in the zoning for both Lot A and Lot 9 have transformed the community values proposed, especially the unique opportunity of offering up Lot 9 within the proposal frame.

[0:53:59] Voice 8: Presently, Lot 9 is residentially zoned. Stratton is a recognized ecological zone and could, through exercise of its residential rights, damage a unique ecological continuum.

[0:54:10] Voice 8: The current residential rights include raising buildings to 25% of lots of two and a half acres of buildings, a house, guest cottage, home-based business, and gardens, septic, deforestation, et cetera, and you can see the impact.

[0:54:25] Voice 8: However, the CMS proposal would rezone that property to nature protection, removing it from the real estate market, and securing forever its relief from human incursion and impact.

[0:54:34] Voice 8: The proposal with law that I included has combined attributes that include 90% forest coverage, which is much higher than any other to date.

[0:54:43] Voice 8: Its transformation from F1 zoning, including lot 9, means no more logging.

[0:54:49] Voice 8: Also, the building infrastructure coverage in this proposal is less than 2%.

[0:54:54] Quite striking when you do that for 25%.

[0:54:59] In closing, I have seen and heard a lot of this information,

[0:55:05] Voice 8: perhaps well intended.

[0:55:06] Voice 8: It greatly saddens me to hear such vitriol about such a quiet activity that values peace and the welfare of others.

[0:55:14] Voice 8: Contrast that with the quality and openness of this project, which is focused on providing low-impact access to those who find themselves interested in spiritual pursuits.

[0:55:24] Voice 8: with honesty and communication, I know there will be a happy result. Thank you.

[0:58:12] Voice 3: I am a supporter of the Crystal Mountain proposal and am standing here to encourage you to continue

[0:58:23] Voice 3: As someone who has travelled the world for years in the 70s and 80s, studying Buddhist

[0:58:28] Voice 3: of teaching and practicing meditation.

[0:58:31] Voice 3: I was part of a small group of friends

[0:58:33] Voice 3: who first came to Galliano with a vision

[0:58:36] Voice 3: to create a home for a meditation,

[0:58:37] Voice 3: mindfulness, teaching retreat center

[0:58:39] Voice 3: and to find a suitable place to practice

[0:58:43] Voice 3: the skills that we were then learning

[0:58:44] Voice 3: in a natural, quiet, forested environment.

[0:58:49] Voice 3: To that end, we created a not-for-profit society

[0:58:52] Voice 3: and in 1980 purchased two 10-acre lots

[0:58:56] Voice 3: on Galliano, zoned rural residential located at the end of Davina Drive.

[0:59:03] Voice 3: From that moment forward, we have faced the ongoing challenge of finding any suitable rezoning path that would accomplish our ends.

[0:59:14] Voice 3: Along the way, we were deeply inspired by the successful models that already existed within the Gulf Islands.

[0:59:22] Voice 3: I'm referring to the Cato-Tibetan Center on Natuam on Salt Spring Island, and the Hermitage

[0:59:28] Voice 3: Center on Denman Island.

[0:59:32] Voice 3: Witnessing the quickness of our proposal move forward to first reading also takes me back

[0:59:38] Voice 3: to an earlier time when I sat on the rezoning committee and attended a meeting with a room

[0:59:44] Voice 3: full of planners at the trust office in Victoria in the spring of 2004, close to 18 years ago,

[0:59:51] Voice 3: where we were strongly encouraged to apply for rezoning and engage the trust.

[1:00:00] Voice 3: expressed that our hesitation was based on our difficulty

[1:00:02] Voice 3: in seeing a path forward given the volatility

[1:00:05] Voice 3: in the Galliano community.

[1:00:08] Voice 3: We were told many things.

[1:00:11] Voice 3: One assurance I vividly remember is a planner telling us

[1:00:15] Voice 3: that the rezoning process should only take six months.

[1:00:20] Voice 3: We applied to rezone a couple of months later.

[1:00:25] Voice 3: Given the many years and huge amount of time

[1:00:27] Voice 3: this process has subsequently taken,

[1:00:29] Voice 3: It is why I feel so thankful to the current LCC members for moving our proposal to first reading.

[1:00:39] Voice 3: So thank you. I assure you that our passion and enthusiasm for creating a Forest Retreat Center in the natural world of North Galliano

[1:00:53] Voice 3: in the natural world of North Galliano remains as strong as it did when we started over 40 years ago.

[1:01:05] Voice 3: and the Galliano OCP are strongly aligned on forest and ecosystem protection.

[1:01:16] Voice 3: I'd also like to affirm my continued admiration for the members of the Crystal Mountain Rezoning

[1:01:21] Voice 3: Committee.

[1:01:23] Voice 3: Despite ongoing harsh critical attacks from some in the community, the integrity of the

[1:01:28] Voice 3: CM Crystal Mountain representatives has not wavered.

[1:01:35] Voice 3: They have given so much time to engaging and listening to concerns from community members

[1:01:40] Voice 3: members, and to sourcing extensive research data and good science to properly address

[1:01:46] Voice 3: core concerns as expressed through the OCP.

[1:01:49] Voice 3: The way a few in the community continue to slander and misrepresent the work of these

[1:01:58] Voice 3: rezoning committee members can at times be amazingly disparate.

[1:02:05] Voice 3: Fortunately, they continue to show their patience and resiliency.

[1:02:09] Voice 3: agency we are proud that the proposal now offers nine percent forest and sensitive ecosystem

[1:02:15] Voice 3: protection on our land as well as meaningful benefits to the community such as an emergency

[1:02:22] Voice 3: road access for north embers again thank you for your attention to this application and for your

[1:02:29] Voice 3: support may we move onward to fourth reading

[1:02:33] Voice 22: and

[1:02:34] Voice 3: to final approval okay thank you cms

[1:02:42] Voice 9: thank you appreciate all the commentary you can imagine that how easy it is to slip into

[1:03:28] Voice 9: us of a particular point of view to characterize somebody else's actions in the absence of

[1:03:34] Voice 9: of some sort of some definitive evidence of malfeasance it gets you nowhere um so anyway

[1:03:41] Voice 9: just that's just my personal reaction and i think i speak for us okay let's move on does anybody

[1:03:47] Voice 9: wish to speak on the antenna issue that's on our agenda for a little bit later and yes there's a

[1:04:04] Voice 12: are your comments to me on this letter to the trust regarding the fact that he has

[1:04:12] Voice 12: considered that he does not need to have any uh public consultation on his placement

[1:04:19] Voice 12: on large displacement of new equipment on the tower that CREST now has rebuilt and uses.

[1:04:29] Voice 12: CREST is the Capital Regional District Emergency Programme.

[1:04:37] Voice 12: And as such, they had no need or responsibility to consult with the community

[1:04:45] Voice 12: because this was a public event, I guess.

[1:04:54] Voice 12: who in the heck you can talk to there.

[1:05:01] Voice 12: in thinking that we can just put equipment on that tower

[1:05:06] Voice 12: without any public consultations.

[1:05:09] Voice 12: So that's my statement.

[1:05:21] Voice 12: In the previous application in 2015,

[1:05:24] Voice 12: it was indicated that it was basically

[1:05:28] Voice 12: for a 10-minute passage of various past,

[1:05:32] Voice 12: and that really the people of North Indiana

[1:05:34] Voice 12: who are underserved by this type of communication

[1:05:40] Voice 12: uh don't wouldn't get any benefit from it um so who does this serve um i have a um

[1:05:49] Voice 12: i don't have a question but a few questions from joe robertson of morning road we

[1:05:55] Voice 9: have her letter

[1:05:56] Voice 9: too okay so

[1:05:57] Voice 12: i'll just i'll just

[1:06:02] Voice 12: this project exempt and who or what initiated this proposal addition i don't expect answers right now

[1:06:23] Voice 12: for these additions including the cumulative effects of multiple telecommunication systems

[1:06:29] Voice 12: at this location in the criminal park on the main island and the final thing i would like to bring

[1:06:36] Voice 12: up and i don't know that there's any relevance at all but the property under question is under

[1:06:43] Voice 12: a bylaw infraction lawsuit against it by the island's trust would this and plus covenant

[1:06:50] Voice 12: violations of the CRD and MOTI. Would this fall under any kind of

[1:07:00] Voice 12: of that, because of that.

[1:07:04] Voice 12: That's pretty much what I've got to say. Thank you very much.

[1:08:02] Voice 4: it should be one thousand meters from any property not the 250 meters from my property

[1:09:38] Voice 7: 2015 from following through

[1:09:41] Voice 7: on timely and effective communication and consultation with the community.

[1:10:58] Voice 11: What apparently makes deed restrictions,

[1:11:01] Voice 11: or Indeed, as it is called in the article, different,

[1:11:04] Voice 11: is its simplicity.

[1:11:06] Voice 11: While other deed restrictions may dictate

[1:11:08] Voice 11: a home's resale value or an occupant's income level,

[1:11:12] Voice 11: Indeed simply requires that the home is lived in

[1:11:14] Voice 11: by at least one person, the homeowner or renter,

[1:11:18] Voice 11: who works in a designated area.

[1:11:20] Voice 11: area. In our case, it would be on the island. While it doesn't limit the eventual sale price,

[1:11:25] Voice 11: it does limit the market of potential buyers, thus time the price more closely to local

[1:11:32] Voice 11: wages. This particular housing solution is

[1:11:35] Voice 12: described as being in place in Vail, Colorado.

[1:11:38] Voice 12: For the right to change the covenants of a deed, Vail pays the homeowner 15 to 20% of

[1:11:45] Voice 12: the home's market value on

[1:11:47] Voice 11: average about 69 000 according to this article the owner can collect

[1:11:52] Voice 11: the payout today without selling their house when they do eventually sell their deed restricts

[1:11:59] Voice 11: eligible buyers to residents who are employed by a local business the house is thus returned

[1:12:05] Voice 11: to the local market immediately and permanently the deep restriction follows the home into

[1:12:11] Voice 11: perpetuity and the town apparently pays nothing more to maintain or administer it i'm wondering

[1:12:19] Voice 11: if this has ever been investigated in dc as a way of constraining the ever escalating price of homes

[1:12:25] Voice 11: with every sale putting them further and further out of the reach of those who would like to buy

[1:12:32] Voice 11: well i recognize that regulations here regarding land titles and real estate may be very different

[1:12:37] Voice 11: than dale colorado perhaps this would be a worthy consideration of the work consideration

[1:12:45] Voice 11: that's another tool in the affordable housing toolbox just as the speculation and vacancy

[1:12:51] Voice 11: home tax has been used in certain locations and probably should be extended to the compliance

[1:14:25] Voice 20: Well, I would like to sit and negotiate with figures, and I would like this SDC to consider

[1:14:35] Voice 20: my suggestions.

[1:14:38] Voice 20: There are three points that I would like to present for the negotiations.

[1:14:44] Voice 20: One, to reduce the number of units to six.

[1:14:50] Voice 20: This will be consistent with the options of the Trust, Policy Directives, and Galliano

[1:14:57] Voice 20: OCC.

[1:14:57] Voice 20: The footprint will be reduced by half, the same the groundwater use and the waste.

[1:15:07] Voice 20: The daily flow of sewage from the current site will be, according to the water report, up to 4,536,000 litres per year.

[1:15:19] Voice 20: The dispersal septic field, the current one, will have a length of one and a half city blocks,

[1:15:29] Voice 20: 168 meters long, with less cars, less greenhouse gases emissions. The benefit for the tenants

[1:15:40] Voice 20: will be more space and water from their rainwater catchment tank to produce food. Second,

[1:15:49] Voice 20: to change the location closer to the entrance to the community forest.

[1:15:55] Voice 20: The NTC has a May 27, 2021 letter from Brian Russell, resident of Galliano Way,

[1:16:07] Voice 20: where he mentioned a site higher up bordered by mystical trails and the eastern lower portion of wildfire troop trails,

[1:16:17] Voice 20: where there is a level area that can be accommodated in the project.

[1:16:24] Voice 20: The well will stay where it is and be pumped into a reservoir higher up in the forest

[1:16:31] Voice 20: for a gravity feed of the water to dig up holes.

[1:16:36] Voice 20: The location is in keeping with the already existing homes on Shorshire View SWS.

[1:16:42] Voice 20: south. Mr. Contrail is a public road dedication. The benefit for the tenants will be that they

[1:16:52] Voice 20: will show much more sun than the current site, again making a better place to produce food.

[1:17:00] Voice 20: The tree with the eagle nest mentioned by Mr. Erickson in his report have already fallen. There

[1:17:06] Voice 20: is no more evilness. I would like for GIGAR to consider that even though they may assume the

[1:31:02] Planner: So the rationale is that granting the variance would permit the siting of a replacement septic disposal field

[1:31:09] Planner: that is consistent with an island health permit filed for the subject property

[1:31:14] Planner: and minimize potential health and environmental impacts of the septic field on a difficult and constrained site.

[1:31:24] Planner: the application as I said is for a replacement septic disposal field and it would specifically

[1:31:30] Planner: vary the front lot line and interior side lot lines in the southwest corner of the property

[1:31:38] Planner: so the owners purchased the property in the fall of 2020 and at the time they were informed that

[1:31:44] Planner: the existing septic field was sited fully on the property however investigation revealed that it

[1:31:51] Planner: was mostly located on the road right away uh the gander road right away uh below the the proposed

[1:31:57] Planner: location uh that we have now and also that the an inspection report uh indicated that the field

[1:32:04] Planner: needed to be replaced within two years uh the design and sighting of the septic system was

[1:32:11] Planner: undertaken by craig regier a professional engineer who i believe is either available

[1:32:17] Planner: by zoom or by phone if we have technical questions on this application it's type 2 treatment system

[1:32:26] Planner: which is a partial treatment prior to disposal field and in addition to the report that was

[1:32:34] Planner: filed with island health the engineer did provide a written response to some specific questions and

[1:32:40] Planner: concerns that were received from the neighbor to the west and that would be the neighbor that

[1:32:44] Planner: that would be most impacted by the proposed location.

[1:32:47] Planner: So in summary, the topography, soil conditions,

[1:32:51] Planner: particularly significant areas of fill on the property

[1:32:54] Planner: and well locations severely limit location

[1:32:57] Planner: and design of the field on the property.

[1:33:00] Planner: And additionally, these factors limit the ability

[1:33:04] Planner: to build a more linear field as we saw

[1:33:07] Planner: with a more recent application at 1665 Sturdy's Bay Road,

[1:33:12] Planner: which was Ingram. The letter that or in response that was attached also clarifies that the size

[1:33:21] Planner: of the earthen berm will be minimized to the extent possible and it may even be unnecessary

[1:33:26] Planner: if soil conditions are favorable when they undertake on the ground construction. So overall

[1:33:34] Planner: the siting and design follows ministry of health regulations and standards and minimizes health

[1:33:39] Planner: risks to both the subject and the neighboring properties so dvp notices were circulated to

[1:33:45] Planner: all surrounding properties within 100 meters and as i indicated we did receive one email

[1:33:51] Planner: and as i said the engineers responded to that and a verbal conversation with that neighbor

[1:33:59] Planner: after that was received or forwarded to her indicates that she has no further concerns

[1:34:04] Planner: So staff's recommendation is that the DVP be issued and the rationale being that the, sorry, that's supported as the rationale is reasonable, the variance would permit siting that minimizes health risks to the subject and neighboring properties.

[1:34:23] Planner: The variances do not challenge the intent of the regulation and the engineer's response to the neighbor's inquiry has satisfied the concerns.

[1:34:33] Planner: and at this point we have had no other responses from notification that's my report

[3:22:32] Voice 1: Our goal is to sort of take over the management of the rezoning process from Giggers and take that off their hand as it's been pushed forward really competently by a volunteer board.

[3:22:44] Voice 1: But we're just looking to help them out. So I'm just going to give a really quick recap today about where the project is at.

[3:22:52] Voice 1: Just so the local trust committee is aware. And yeah, just let you know what our next steps are and what we're planning for the coming months.

[3:23:01] Voice 1: um so as you're familiar this is about a 10 unit affordable housing project proposed for

[3:23:06] Voice 1: georgia view road um and the rezoning has been submitted and has had a first reading

[3:23:12] Voice 1: um we've been having ongoing communication with staff about next steps and what's required

[3:23:17] Voice 1: and currently we're working on a few different pieces um that will be needed to move the

[3:23:22] Voice 1: application forward uh as well as that we have we're in the process of engaging an architect

[3:23:27] Voice 1: to help refine some of the site planning and the elevations which are going to form part of that rezoning application and likely will form part of the covenant that's going to be registered on title.

[3:23:40] Voice 1: So we're hoping to have an architect engaged in the coming weeks to start refining and really looking in a bit more detail at that site plan and building design.

[3:23:50] Voice 1: design. We're looking at some of the technical reports that have been requested for the rezoning,

[3:23:56] Voice 1: such as the water management plan. We're getting an arborist report and the water data logging

[3:24:03] Voice 1: report as well. We've had communications with staff about several of those and are moving

[3:24:10] Voice 1: those along. We are also working sort of in the background on that section 219 covenant

[3:24:17] Voice 1: that's planned to be registered on title.

[3:24:19] Voice 1: And it's moving closer to sort of a final draft,

[3:24:23] Voice 1: but there was just one piece concerning an LTC request

[3:24:27] Voice 1: to restrict the use of groundwater at that site,

[3:24:30] Voice 1: which Giggers and the community have some concerns about.

[3:24:34] Voice 1: And I believe this was outlined

[3:24:37] Voice 1: at the November LTC meeting

[3:24:38] Voice 1: and a package that Giggers submitted prior to that.

[3:24:42] Voice 1: um and as well we are revisiting revisiting the rental structure for the project i know

[3:24:49] Voice 1: that previously um when this project has been brought forward um there was sort of an assumption

[3:24:55] Voice 1: being used that it would be funded through the bc housing community housing fund program that

[3:25:00] Voice 1: had a very prescriptive rental structure um but because that fund is highly competitive

[3:25:05] Voice 1: uh we don't want to restrict ourselves to um to that specific rental structure because it doesn't

[3:25:11] Voice 1: necessarily work with other funding programs that are available so we're just looking at the

[3:25:16] Voice 1: different funding programs that could be available um and looking at how the project could be viable

[3:25:21] Voice 1: under those different ones um once we've sort of determined the best option for that um we

[3:25:27] Voice 1: plan on writing a letter to the ldc outlining the rental structure that we we would be proposing

[3:25:32] Voice 1: proposing. And we are considering several different options. A viable option would likely

[3:25:41] Voice 1: be the CMHC co-investment fund. Because the land is essentially being donated, that's

[3:25:47] Voice 1: considered a major investment in the project. So CMHC will come to the table when we have

[3:25:52] Voice 1: that land secured. And for example, their definition of affordability is that at least

[3:26:00] Voice 1: 30% of the units must be less than 80% of the median market rent. So the average rent

[3:26:05] Voice 1: and maintained for 20 years. So that would be kind of a baseline we might look at as like

[3:26:12] Voice 1: worst case scenario financially, that would be the minimum level of affordability that we might

[3:26:16] Voice 1: consider. And then as we secure additional funding and financing options, we can deepen that level of

[3:26:22] Voice 1: affordability. So there's a lot of moving parts and it's complex to figure out where that sweet

[3:26:28] Voice 1: spot is between financial viability and affordability but that's what we're working

[3:26:33] Voice 1: on right now and we hope in the new year to have to present something to the ltc on that front

[3:26:39] Voice 1: um so those are the major things that we're working on right now um i do also want to note

[3:26:45] Voice 1: um colleen dotey who's on the board of giggers is on the call as well and she noted that um there

[3:26:51] Voice 1: was a nine page consultation record for the project um and it is posted on the islands trust

[3:26:57] Voice 1: Trust website. So that's available if any members of the public are interested. And also, item 11.1

[3:27:06] Voice 1: of the last meeting, the November LTC meeting, stated that the November 2nd letter and package

[3:27:13] Voice 1: from Giggers would be posted on the Islands Trust website, and I don't believe it has been posted

[3:27:18] Voice 1: yet. So we were just wondering if there was a plan for when that might get posted to the website.

[3:30:10] Voice 14: applicants fully understood the request for the restrictive groundwater it's not for indoor use

[3:30:17] Voice 14: it was because the water management plan provided by the applicant suggested

[3:30:23] Voice 12: enough water for the irrigation purposes your own hydrogeologist said that so i proposed that there

[3:30:30] Voice 12: be a restriction on uh outdoor water use to ensure that the development would have enough water

[3:30:37] Voice 12: to sustain it to the dry lands just for clarity yes

[3:30:42] Voice 19: and we certainly understood that and that

[3:30:44] Voice 19: That covenant came on the heels of rescinding the gray water feasibility study.

[3:30:51] Voice 19: So with regard to the garden size, that was later revised in one of our further additions to the water management plan.

[3:31:02] Voice 19: And at that point in time, at the meeting, Trustee Rockefeller, when you made the motion for the Section 219 covenant restriction,

[3:31:12] Voice 19: We had not yet received any detailed comments back yet from the planner or William Shuba on our water management plan that we had submitted for the spring.

[3:31:26] Voice 19: So to have that restrictive covenant put forward in the summer before, you know, talking with the applicants and clarifying the garden size, I mean, the simpler option is simply to reduce the size of the garden, which we have already in a subsequent draft.

[3:31:48] Voice 19: And then that satisfies everybody. We're not going to run out of water. And we have our water license already issued by the province. And they've already looked at all the data and the science and the evidence around that supply.

[3:32:03] Voice 19: so

[3:32:05] Voice 17: it's my understanding that the province didn't consider an irrigation an irrigation volume that

[3:32:12] Voice 17: was proposed by the applicant for your garden needs or your other outdoor maintenance washing

[3:32:18] Voice 17: cars washing concrete needs uh further the province uh you applied for an 11 cubic meter per day

[3:32:26] Voice 17: volume per annum and the province has actually only regulated the allowance of 8.7 cubic meters

[3:32:34] Voice 17: per average over the year so the province has actually allocated less water than you've actually

[3:32:41] Voice 17: requested and so your calculations don't consider that that outdoor use and so I can certainly see

[3:32:50] Voice 17: why trustee rockefeller uh sought to restrict the use of that water so

[3:57:47] Voice 9: Galeano's bylaws and the will of the community respects that cell dials are not permitted use on Galeano.

[3:57:53] Voice 9: And she does not support reason number two being in the motion, which is that they didn't provide a compelling motion reason.

[3:58:01] Voice 9: reason. So she actually voted against it on the basis that it's they're simply not allowed

[3:58:08] Voice 9: under the Gallaudet Act. And that was the basis upon which they voted against it. I
