[0:05:31] Voice 3: now i expect that could change um there's a number of items up here a number of which are completed
[0:05:37] Voice 3: it i'll start at item three around the forestry protection um that's a future briefing brought
[0:05:43] Voice 3: to you once we've had some ministry discussions i've reiterated a request for a meeting which
[0:05:48] Voice 3: i think will happen in the near term with um the ministry around forestry um until that point we
[0:05:55] Voice 3: just uh we're going to wait until we have a substantive conversation um we do understand
[0:06:01] Voice 3: and this isn't i haven't gone through the uh the honest trust act amendment process
[0:06:06] Voice 3: um we generally know that if you're developing some amendments you're not going to be at the
[0:06:12] Voice 3: next sitting of the world if you're successful you're not at the next sitting of the legislature
[0:06:15] Voice 3: you're probably the one after um i think it's claire who recently updated me to say that she
[0:06:21] Voice 3: had some word that their legislative docket for the next one is full so we'd be looking at a year
[0:06:27] Voice 3: are out um for having that um done if we're successful in doing it uh item four is on your
[0:06:36] Voice 3: agenda today and i think the last item is item six yeah so that's uh that's generally the summary of
[0:06:45] Voice 3: the fuel and then um if there's no questions i'll move on to just uh an update in the last couple
[0:06:52] Voice 3: of weeks okay laura patrick you have a question for the gao
[0:06:54] Trustee Patrick: yeah i know uh item one we've talked
[0:06:57] Trustee Patrick: talked about that and it sort of sits in languishes and we agreed to leave it on
[0:07:02] Trustee Patrick: but as as we work our way through like ganji's village on salt spleen which i think is an example
[0:07:09] Trustee Patrick: of a of a project that requires you know it is sort of at the upper end of our service delivery
[0:07:16] Trustee Patrick: of the type of coordinated planning that we do um and and i you know i look at the act i know
[0:07:27] Trustee Patrick: know we've talked about delegated there's two things one is delegated authority but we also
[0:07:32] Trustee Patrick: have the authority as local trust committees to enter into agreements with like the crd and the
[0:07:36] Trustee Patrick: school district and so forth directly and and i think this is an underutilized service so i'm
[0:07:44] Trustee Patrick: just sort of asking if this is some an area that we need to look at more is uh sort of the
[0:07:49] Trustee Patrick: coordinating role um on these larger type of planning projects um
[0:07:59] Voice 3: thanks mr chair well i think
[0:08:03] Voice 3: the short answer would be yes um how do we coordinate with others um just the history of
[0:08:09] Voice 3: this this is now many years not just a year or so this is comes post salt spring island incorporation
[0:08:16] Voice 3: and it was addressing the lack of synergy um that occurs between uh the different um types of
[0:08:26] Voice 3: governments and services that are delivered and how those could be coordinated better and then
[0:08:30] Voice 3: that question was asked at a trust council trust wide level uh there was some public engagement
[0:08:36] Voice 3: There was a decision makers meeting, I'd say probably 2017.
[0:08:45] Voice 3: And I think that the chair attended.
[0:08:48] Voice 3: And then this became a program of trust programs committee.
[0:08:52] Voice 3: We had the election, there was some consideration of,
[0:08:55] Voice 3: is this a new day and trust programs committee wanted
[0:09:00] Voice 3: after I directly spoke with the chair and the vice chair,
[0:09:03] Voice 3: they wanted to keep this alive.
[0:09:04] Voice 3: live. And now we can see that there's two words in here that relate to a program that's underway
[0:09:10] Voice 3: right now, and that's governance and operational change. So we're about to get a report from a
[0:09:14] Voice 3: consultancy group that I think is going to speak to some of the very issues that Trustee Patrick's
[0:09:19] Voice 3: talking about. Are there parts of the Act that we're not utilizing in terms of governance and
[0:09:25] Voice 3: subsequently operations? Can we appeal to the Lieutenant Governor directly in some circumstances
[0:09:30] Voice 3: that warrant it are we using the all the tools in the toolkit so i you know given that this is you
[0:09:38] Voice 3: know number one and it's dated um i probably think that the context of receiving the consultant's
[0:09:43] Voice 3: report would fuel a decision around this at some point and see what the follow-up is so that would
[0:09:48] Voice 3: be um a medium-length answer to your inquiry dan
[0:09:57] Trustee Rogers: rogers yeah thanks um and uh this does
[0:10:05] Trustee Rogers: does raise all sorts of and thanks CAO and for the question to Vice Chair Patrick and good morning
[0:10:12] Trustee Rogers: everyone that you may have seen recall I sent an email out I don't know last Wednesday or Thursday
[0:10:20] Trustee Rogers: that sort of touches on a little bit of this because it's a little bit I think we struggle
[0:10:25] Trustee Rogers: a little bit with how these coordination efforts and how we go about doing it I was part of the
[0:10:31] Trustee Rogers: trust programs committee last year and i'm again last term and i'm again part of it where we had
[0:10:36] Trustee Rogers: all the discussions the cao um referenced about how we can do about do some of this and we had
[0:10:44] Trustee Rogers: trouble finding a role for us to play however you know there are some uh some things we we do do
[0:10:53] Trustee Rogers: such as our our secretariat service and the delegated authority and setting up coordination
[0:11:01] Trustee Rogers: bodies but it's it's still a little unclear i think to me and to a lot of folk um how we do that
[0:11:10] Trustee Rogers: so at some point i think we're going to have to come back and figure that if we're going to take
[0:11:15] Trustee Rogers: on a role like that how how the what role the trust plays how we resource it what kind of a
[0:11:21] Trustee Rogers: what kind of a burden does it place so when we got into for example the discussion around
[0:11:28] Trustee Rogers: gabriola and their housing project that are around um uh setting up some sort of an advisory body
[0:11:37] Trustee Rogers: that would be funded either by the trust or by the special time it turned out to be extremely
[0:11:42] Trustee Rogers: at least the information we're getting was it was extremely complicated time consuming and consumed
[0:11:49] Trustee Rogers: a lot of trust resources so i think i just wanted to reflect that um uh and i you know we heard i
[0:12:00] Trustee Rogers: heard from our staff in the northern office that for example the swipper in his situation
[0:12:06] Trustee Rogers: were quite still were even though it was a i always thought it was a funded
[0:12:11] Trustee Rogers: um separately and was part of a coordination effort that was funded separately and that
[0:12:17] Trustee Rogers: of operated somewhat independently that it still required a fair amount of trust time and resources
[0:12:23] Trustee Rogers: and coordination and management control etc etc and that surprised me um so anyway all of this
[0:12:30] Trustee Rogers: comes back to what kind of a role can we play in this and i agree with the cao i think there's some
[0:12:37] Trustee Rogers: things like the section 8 authority to advise the lieutenant governor and council um what we can and
[0:12:44] Trustee Rogers: cannot do so um i guess i'm just sort of these are just sort of some of the thoughts that are
[0:12:49] Trustee Rogers: going through my mind and um i think we're going to need to consider that although i do agree that
[0:12:55] Trustee Rogers: the governance report may or may may address some of this i don't know i i wish we had some
[0:13:03] Trustee Rogers: indication what they're going to say if they're going to talk about how that role can play out
[0:13:08] Trustee Rogers: so those are just some thoughts i may be asking for some staff reporting although we may want to
[0:13:13] Trustee Rogers: wait for the governance report on this before that thanks thank

[0:13:22] Trustee Luckham (probable): laura for the question and the ceo's answer this is an unanswered question in my mind um and indeed
[0:13:30] Trustee Luckham (probable): as the ceo has pointed out the governance report may contribute to us understanding what those
[0:13:38] Trustee Luckham (probable): solutions are but you know it's interesting that it's a year slightly over two years ago that
[0:13:44] Trustee Luckham (probable): but the EC decided to leave it to Trust Programs Committee.
[0:13:48] Trustee Luckham (probable): And indeed it's 2017, whenever the election was there,
[0:13:52] Trustee Luckham (probable): that the change in the Trust Council,
[0:13:56] Trustee Luckham (probable): some of those folks that were advancing
[0:13:59] Trustee Luckham (probable): the post incorporation investigation
[0:14:02] Trustee Luckham (probable): on how we might deliver services
[0:14:05] Trustee Luckham (probable): in collaboration with others
[0:14:07] Trustee Luckham (probable): didn't have the same momentum this term.
[0:14:10] Trustee Luckham (probable): And so here we are.
[0:14:12] Trustee Luckham (probable): um so uh let's uh let's keep that in our minds Seattle well
[0:14:17] Voice 3: yeah uh just some thinking um this
[0:14:22] Voice 3: has improved yeah and I'll give you two or three examples um so this hasn't been static it's static
[0:14:30] Voice 3: on your fuel because it was a motion that um lived of a time and it was big enough to not be
[0:14:39] Voice 3: fully taken on for a variety of reasons however we have much deeper relationships now with flinro
[0:14:46] Voice 3: we have much deeper relationships with mer we're in the process of looking at crown lakes
[0:14:54] Voice 3: agreements we have burgeoning relationships with nations i've met successfully with at least three
[0:15:02] Voice 3: three regional districts in the last six months.
[0:15:05] Voice 3: Those are healthy relationships.
[0:15:07] Voice 3: So because the trust has such a wide geography
[0:15:13] Voice 3: and differences in service delivery across its breadth,
[0:15:18] Voice 3: some of those things will be sophisticated, mature,
[0:15:22] Voice 3: and others won't be.
[0:15:23] Voice 3: So it's not a totality here, there are some successes
[0:15:27] Voice 3: and there has been some issue by issue,
[0:15:32] Voice 3: of item by item service by service region by region improvements in this area in the last
[0:15:38] Voice 3: number of years and there is the opportunity for for more certainly i can also speak to the number
[0:15:45] Voice 3: of grants that we've received you know when you get a species at risk grant like that and you're
[0:15:49] Voice 3: out community doing things there's another service coordination um function that's um
[0:15:58] Trustee Luckham (probable): Thank you, Gio, for raising those landmarks, I'll call it, points of reference in our journey

[0:16:06] Trustee Luckham (probable): And the one item that you didn't include was the establishment of the Southern Gulf Islands
[0:16:10] Trustee Luckham (probable): Forum led by Adam Alter, which is indeed an opportunity to advance this conversation.
[0:16:16] Trustee Luckham (probable): So let's keep working and advancing the conversation.
[0:16:19] Trustee Rogers: Dan Rogers, and then we'll move on.
[0:16:20] Trustee Rogers: And just to, because I know, you know, people watch these meetings and, and just to be clear about TPC and why, yes, they agreed to keep it on their agenda.
[0:16:33] Trustee Rogers: And they've been somewhat subsumed by, by the trust policy statement.
[0:16:39] Trustee Rogers: And so it wasn't the lack of, I agree that, you know, it was a urgency at the end of last term after the incorporation vote on Salt Spring, it was, and there was a lot of energy at that time, but the trust policy statement sort of overwhelmed the work in some ways of the trust policy.
[0:16:59] Trustee Rogers: There's been a lot of work at the Trust Programs Committee. So it's not through lack of interest, just probably lack of time.
[0:17:09] Trustee Luckham (probable): Okay. So hopefully that answers the question there, Vice Chair Patrick. And let's go back to the CEO now for his overall operational report.
[0:17:19] Trustee Luckham (probable): Okay. Oh,
[0:17:20] Voice 3: thanks. So we're pretty much full bore right back at it. This is our second week of sort of full operation of the organization.
[0:17:29] Voice 3: organization um you know i appreciate the conversations that we had as you know i start
[0:17:35] Voice 3: off i tend to start off with pandemic and how it's affecting the islands trust i appreciate
[0:17:39] Voice 3: the conversation last week with the executive committee um we have limited staff access to all
[0:17:46] Voice 3: of the facilities we have not closed all of the offices um and there's a reason for that um and
[0:17:53] Voice 3: And I also appreciate any outreach you've done
[0:17:55] Voice 3: to your LTCs to either move, postpone,
[0:17:58] Voice 3: or address the need for meetings given the case counts.
[0:18:06] Voice 3: We're in each of the regions of the trust,
[0:18:08] Voice 3: we're trying to accelerate the adoption
[0:18:10] Voice 3: of the procedures bylaws to allow us to have more fluidity
[0:18:14] Voice 3: in the use of electronic meetings.
[0:18:18] Voice 3: I can tell you from a regional perspective,
[0:18:20] Voice 3: just outside the trust,
[0:18:21] Voice 3: but in the in the lower part of vancouver island local governments um are running into exactly
[0:18:28] Voice 3: these challenges uh how they're you know there's a great variety and how people are interpreting
[0:18:35] Voice 3: some of these uh the ability to have public meetings so and that's probably not unanticipated
[0:18:40] Voice 3: with the change in regulation and you know how are we going to do this and where are we going
[0:18:43] Voice 3: going to bring people um are people going to come uh those kinds of things so um that work that's
[0:18:51] Voice 3: the first work that we got the second work that we're significantly invested in is hr matters
[0:18:59] Voice 3: matters of human resources um we can talk about that further today we can talk about that i have
[0:19:05] Voice 3: a report for you um more specific report we'll probably have a camera around hr but uh not only
[0:19:11] Voice 3: Julia and her team, but the rest of the organization is highly focused on HR, both the internal
[0:19:19] Voice 3: marketplace and the external marketplace, what's happening and trying to prioritize
[0:19:26] Voice 3: the work that needs to be done as we go through this period.
[0:19:30] Voice 3: I think I confirmed to you that the Northern office lease has been struck for a year, but
[0:19:38] Voice 3: I'll do it again.
[0:19:38] Voice 3: and just so you know that and that we're working on options papers for executive committee and any
[0:19:47] Voice 3: effect you know given those range of options that are available to us for the northern office
[0:19:51] Voice 3: also outreach to the elected officials that could or could not be affected by that
[0:19:57] Voice 3: um i have to do briefly on the forestry piece uh the governance review so um we had a meeting
[0:20:05] Voice 3: i think from a practical perspective that's the last meeting the last sort of working meeting
[0:20:11] Voice 3: of the select committee and the consultant was there you know i uh i have sympathy with any
[0:20:17] Voice 3: consultants as they're coming down the stretch and trying to collate uh you know the thinking
[0:20:22] Voice 3: that we've had for 10 15 20 25 years they've got to collate and put into some actionable plan
[0:20:29] Voice 3: in a matter of a few months there was substantial discussion which is recorded and on the web
[0:20:36] Voice 3: around you know the in-camera or not in-camera nature of the document and just reassuring them
[0:20:44] Voice 3: and you and any other trustees who are watching that we don't do in-camera work on an arbitrary
[0:20:50] Voice 3: basis we do it on a specific legislative basis so we'll receive that document in confidence
[0:20:57] Voice 3: and I expect that it will stay in confidence
[0:21:00] Voice 3: amongst the trustees.
[0:21:02] Voice 3: And once we've reviewed it,
[0:21:04] Voice 3: we'll put that against the community charter
[0:21:06] Voice 3: and see what can leverage in-camera conversations or not.
[0:21:10] Voice 3: If it is, it will go in-camera
[0:21:13] Voice 3: and discussion presentation will ensue.
[0:21:15] Voice 3: And then I can't say what would fall from that exactly,
[0:21:19] Voice 3: but I'm fully anticipating that this document
[0:21:21] Voice 3: will be public.
[0:21:23] Voice 3: There is no ability to have a document
[0:21:26] Voice 3: of this nature not be public.
[0:21:30] Voice 3: So I just want to provide that reassurance.
[0:21:33] Voice 3: And conversely, if there's nothing that's in camera,
[0:21:36] Voice 3: it would come in front of you
[0:21:37] Voice 3: at your pre-trust council meeting for consideration,
[0:21:40] Voice 3: and it would go on the public agenda
[0:21:42] Voice 3: and that conversation and presentation
[0:21:44] Voice 3: would be on the public side.
[0:21:46] Voice 3: So there was a sustained conversation
[0:21:48] Voice 3: around the nuances of that,
[0:21:49] Voice 3: but generally it ended in a reasonably good place.
[0:21:54] Voice 3: and finally um i've had just had some back and forth with consultants as they fine-tune some
[0:21:59] Voice 3: of their concepts um and though they're having some updates what i can tell you is some of the

[0:23:29] Trustee Patrick: thought that there might need to be some clarity on that correspondence with the ministry in
[0:23:35] Trustee Patrick: in relationship to being interviewed or not?

[0:23:50] Voice 3: and obviously our ministry would be an obvious

[0:24:03] Voice 3: and I provided a list of a number of ministries

[0:24:07] Voice 3: and one of these was this ministry and um back and forth many many times to the degree that um
[0:24:14] Voice 3: you know i pretty much exhausted my ability to um move this one way or another um and i think that
[0:24:23] Voice 3: the ministry's position is certainly i don't think that that's uh it's um a situation that uh
[0:24:33] Voice 3: couldn't be well explained is as they govern our legislation,
[0:24:39] Voice 3: they felt they'd be in an awkward place and actually commenting on something
[0:24:43] Voice 3: that they're actually provide some governance level oversight associated with
[0:24:48] Voice 3: it. So they're happy to review the report.
[0:24:51] Voice 3: I'm sure they're happy to when the trust gets to its deliberations around any
[0:24:56] Voice 3: course of action, that they would be involved there.
[0:25:00] Voice 3: but they did decline the role of an interlocutory investigative relationship and so I can confirm

[0:43:50] Voice 10: um we uh we love doing this work our small but mighty team who i'll introduce you to now
[0:43:59] Voice 10: and we're excited to be working with you um isl uh is a multidisciplinary firm
[0:44:06] Voice 10: and that means we offer a variety of services to communities predominantly across western canada
[0:44:12] Voice 10: such as engineering for transportation or municipal services infrastructure around

[0:44:55] Voice 10: so she brings that lens to the project planning and implementation, and Aislinn joins us from
[0:45:01] Voice 10: a background in First Nations engagement, so she brings that lens of sort of parallel
[0:45:06] Voice 10: streams of public and First Nations engagement to the project. We are not alone though, we
[0:45:11] Voice 10: do have teammates, three of us are the key team members who will be driving implementation
[0:45:16] Voice 10: But we do have additional teammates who are specialists in graphic design or video production or virtual session administration and facilitation.
[0:45:26] Voice 10: So together, we're going to contribute to implementing the engagement plan.
[0:45:33] Voice 10: Today I'll be providing an update on the engagement plan and our next steps.
[0:45:38] Voice 10: We, ISL, have come to the project building on previous engagement done by Islands Trust staff, as well as an engagement strategy developed by MODIS and presented to Trust Council for review and approval in September.
[0:45:52] Voice 10: So I'll briefly talk a little bit about where we've been before moving on to where we're at now and what our intended next steps are.
[0:46:00] Voice 10: are. So as you well know, Islands Trust has completed two previous phases of an iterative
[0:46:09] Voice 10: engagement process. Iterative meaning that public and other inputs from one phase inform
[0:46:16] Voice 10: the development of what goes forward in the next phase and have been used at key points
[0:46:23] Voice 10: in the policy update process to inform that process. In 2019, public engagement began
[0:46:29] Voice 10: with a conversation around values and aspirations.
[0:46:33] Voice 10: Islanders had to preserve and protect the trust area
[0:46:35] Voice 10: in context of a changing climate.
[0:46:39] Voice 10: This feedback along with policy research and analysis
[0:46:41] Voice 10: was used to develop draft policy directions.
[0:46:45] Voice 10: In turn, these policy directions were used as a basis
[0:46:49] Voice 10: for public engagement in phase two,
[0:46:52] Voice 10: which was conducted in early 2021.
[0:46:54] Voice 10: Public feedback from this phase,
[0:46:56] Voice 10: phase, along with additional inputs for use to develop draft policy statements.
[0:47:02] Voice 10: In advance of the original timeline and process for public engagement on phase 3, which is
[0:47:10] Voice 10: around gathering feedback on the draft policy statements, you are well aware that Highlands
[0:47:18] Voice 10: Trust made a determination to pause the engagement and recalibrate how you were approaching public
[0:47:23] Voice 10: public engagement based on some community feedback and concerns. To that end of recalibrating the
[0:47:31] Voice 10: engagement, Islands Trust engaged the promoters to review the engagement process to date and to
[0:47:38] Voice 10: make recommendations for moving forward with engagement. I know that you had a lovely
[0:47:43] Voice 10: comprehensive presentation on that, but just to highlight some of their findings, overview of
[0:47:49] Voice 10: their findings and recommendations part of their gap analysis identified that how public input was
[0:47:57] Voice 10: used in each of those iterative pieces was not necessarily clearly communicated or understood
[0:48:03] Voice 10: or not as much as it might have been with the volume and if you will velocity of inputs coming
[0:48:12] Voice 10: in project communication was forced into place there was a bit more reactive and that there was
[0:48:17] Voice 10: a bit of a gap in understanding of all the inputs into the policy statement amendment process that
[0:48:24] Voice 10: Islands Trust has to balance. The strategy also defined objectives for engagement and these
[0:48:30] Voice 10: focused on things like building relationships and trust, broadening the range of participation,
[0:48:37] Voice 10: engagement opportunities, communicating clearly how community perspectives are reflected in the
[0:48:42] Voice 10: update, honouring the concurrent First Nations agreement, increasing understanding of Islands
[0:48:49] Voice 10: Trust, its mandate and the role of the policy statement, and ultimately adoption of meaningful
[0:48:55] Voice 10: strong policy responses to key challenges that your communities, but many communities in Canada
[0:49:03] Voice 10: face around climate change, affordable housing and reconciliation. Some of the recommendations
[0:49:09] Voice 10: recommendations related to communication included proactively communicating project information
[0:49:14] Voice 10: and that that may take increasing resource support for project communications and clearly
[0:49:20] Voice 10: communicating the level of influence public input can have on the process and how that
[0:49:25] Voice 10: input is being used some of their recommendations around engagement involve using diverse methods
[0:49:32] Voice 10: of engagement to help broaden reach and also to increase resource support for phase three
[0:49:38] Voice 10: which is part of why we are meeting now. So where are we at now? Following an island stress
[0:49:48] Voice 10: procurement process, I was delighted to learn in December that we were selected to move the
[0:49:53] Voice 10: strategy forward to implementation. To do that, to move from strategy to implementation, we undertake
[0:50:00] Voice 10: a couple of layers of planning, each getting more refined than last. So with the strategy,
[0:50:06] Voice 10: you have undertaken a review, defined objectives and principles, and set the direction for an
[0:50:11] Voice 10: approach to phase three. With the engagement plan, where we're at now, we refine our planning to
[0:50:17] Voice 10: identify the specific techniques, identify interested and affected parties, determine
[0:50:23] Voice 10: the actions or high-level tasks we need to accomplish the strategy, and set a schedule
[0:50:28] Voice 10: for accomplishing them. Our next step, starting tomorrow, is to dive into our most detailed level
[0:50:35] Voice 10: planning, which is to develop the questions we'll ask through engagement, the format of facilitated
[0:50:40] Voice 10: events and online tools, as well as develop materials to convey project information that
[0:50:46] Voice 10: allows participants to provide informed input. We also begin to refine the schedule even more
[0:50:52] Voice 10: by determining specific dates for engagement opportunities, programming online tools,
[0:50:57] Voice 10: printing materials, and those kinds of logistic tasks. In alignment with the strategy,
[0:51:04] Voice 10: We have built the engagement plan around the levels of engagement that's in the public
[0:51:09] Voice 10: engagement spectrum defined by IAP2, which is International Association for Public Participation
[0:51:15] Voice 10: as informant consult.
[0:51:17] Voice 10: And what this means is that we promise to provide the public with the information they
[0:51:22] Voice 10: need to understand both the content of what's being asked for input on, as well as the process
[0:51:27] Voice 10: for how the input is gathered and used.
[0:51:30] Voice 10: used. And we promise to share what I just mentioned, how the input received his influence
[0:51:36] Voice 10: project decisions.
[0:51:40] Voice 10: Undertaking any public engagement initiative comes with challenges and opportunities. In
[0:51:46] Voice 10: our case, these are some of the things that we looked at and they inform how we plan the
[0:51:50] Voice 10: techniques and how we gather the information to make sure that we're doing that in a meaningful
[0:51:55] Voice 10: meaningful way. So some of the key challenges were also identified in the engagement strategy,
[0:52:03] Voice 10: some of them we've built out in a little more detail. And I won't go through all of the items
[0:52:09] Voice 10: on the slide, but where we're looking at opportunities to address some of those challenges,
[0:52:14] Voice 10: you'll see that those kinds of things show up in the whole holistic plan that is built for
[0:52:24] Voice 10: engagement. A key direction from the approved phase three engagement strategy was to broaden
[0:52:31] Voice 10: reach and a key way we do this is providing multiple types of engagement opportunities.
[0:52:37] Voice 10: As any one engagement technique has different characteristics so that they provide
[0:52:43] Voice 10: opportunities for input gathering differently but they also may have embedded constraints.
[0:52:50] Voice 10: So, for example, caveat that we're in COVID, but having an in-person event can facilitate certain kinds of dialogue-based input or opportunities to interact in person with the project team.
[0:53:09] Voice 10: But it also means that you need to be able to get to a place at a scheduled time, at a scheduled day, and those can be barriers for participation.
[0:53:18] Voice 10: So when you employ multiple types of techniques as part of a unified plan, you create a more holistic way for people to participate and also to understand the input you're receiving.
[0:53:30] Voice 10: So diving, I apologize, a little bit into some of the theory of engagement.
[0:53:38] Voice 10: Organizing an engagement plan this way is also known as orbits of participation.
[0:53:42] Voice 10: patient. And the characteristics of doing that that make it a desirable way to plan is that
[0:53:48] Voice 10: participants can balance their level of interest, their capacity to be involved. Also providing some
[0:53:54] Voice 10: structure to how you seek your input allows the core team as well as decision makers to
[0:54:01] Voice 10: understand the information that's coming in without becoming overwhelmed by the input.
[0:54:07] Voice 10: This little graphic here of concentric circles just shows that the closer you get to the center of the circle, the higher the time commitment is required of participants.
[0:54:20] Voice 10: And while each technique provides valuable insight in its own rate, it is one piece of a whole.
[0:54:27] Voice 10: And so they work together to give you the best view on how to use input from the community for the decision making that you ultimately have to undertake.
[0:54:43] Voice 10: And just a note on this, it is in moving from strategy to engagement plan that we also get more specific from identifying audiences to identifying interested and effective parties.
[0:54:52] Voice 10: We do have a preliminary list started, and it's important to note that this is a starting point, not an exhaustive list.
[0:55:01] Voice 10: Engagement plans, in the jargon of engagement, are living documents, and what I mean by that is they evolve.
[0:55:08] Voice 10: So as your plans refine, as interested and effective parties identify themselves to you or are suggested by other interested and effective parties, as implementation begins, as you are evaluating and monitoring during the implementation, as that begins to filter in, you adjust your engagement as you're moving forward.
[0:55:35] Voice 10: forward. So we have done those things, and so we have a more refined roadmap. So what
[0:55:41] Voice 10: comes next? Working with Islands Trust staff, we have worked to develop an anticipated timeline
[0:55:49] Voice 10: for implementation. What that looks like is that in this month of January, we are doing
[0:55:55] Voice 10: detailed planning and developing engagement materials. In February, we'll look at conducting
[0:56:00] Voice 10: in focus groups and publishing project information updated project information
[0:56:05] Voice 10: and we will use feedback from the focus groups not just to inform the process as one of the
[0:56:15] Voice 10: input techniques but also to help us refine questions event format and materials before
[0:56:22] Voice 10: we go to all the other techniques which are broader reach and that we're looking at having
[0:56:27] Voice 10: happened in March. And then in April, I think it was Russ, were you talking about the unenviable
[0:56:34] Voice 10: task, but awesome if you're an engagement geek like me, of sorting, coding, organizing everything
[0:56:42] Voice 10: we've heard through phase three engagement into a summary. And that summary, it's our intention
[0:56:47] Voice 10: to share that with the public, as well as with Trust Council. So to inform that your future
[0:56:53] Voice 10: decision making around updates to the policy statement. I did mention earlier evaluation
[0:57:02] Voice 10: and monitoring and passing. This is something that we do during as well as after the engagement
[0:57:09] Voice 10: plan. So this isn't just a backward looking thing. And in my opinion, it's best to do it
[0:57:16] Voice 10: from multiple perspectives, from the people that are participating, from the people who are
[0:57:20] Voice 10: facilitating and from the project team and you you do that as you're going through your engagement
[0:57:28] Voice 10: you do it you do do it backwards looking at the end of the project and I in my opinion that gives
[0:57:35] Voice 10: you the most opportunity to adjust as you go to do little course corrections as you go but it also
[0:57:42] Voice 10: keeps you on the most wholesome view of the engagement project I also briefly mentioned
[0:57:47] Voice 10: and reporting in an earlier slide on the schedule slide and this is a really important part
[0:57:55] Voice 10: of providing trust counsel with meaningful actionable summaries that they can use for
[0:58:01] Voice 10: decision making it's also really important for closing the loop with participants
[0:58:05] Voice 10: I would not have a job if people did not feel passionate enough to participate
[0:58:11] Voice 10: so I am always grateful for the time the insight and the input that participants provide when
[0:58:17] Voice 10: we're going out and doing engagements and while reporting is best practice I would feel strongly
[0:58:22] Voice 10: about it whether it was best practice or not I think letting participants know what we've heard
[0:58:27] Voice 10: and how their input has been used contributes to the the integrity of the project it closes
[0:58:33] Voice 10: the loop but it also demonstrates our respect and our gratitude for their time so I don't want to
[0:58:38] Voice 10: give reporting short shrift it's an it's a very important part of um public engagement and so just
[0:58:46] Voice 10: to summarize and uh we're sort of where we've been and where we're at those are sort of uh the you
[0:58:53] Voice 10: know the transition from strategy to plan is what we have undertaken so far and uh starting tomorrow
[0:58:58] Voice 10: in fact uh we are going to start moving into detailed planning for engagement activities and
[0:59:04] Voice 10: sessions and into production of engagement materials and following from that we'll move
[0:59:09] Voice 10: into implementation. So that is the update that I wanted to provide you on where we're at right now
[0:59:17] Voice 10: and I think at this point we can certainly open up for questions unless Claire there was something
[0:59:23] Voice 10: I missed in procedure I apologize that we need to know before you can go to that.

[1:00:38] Trustee Patrick: into the report this came about this was there was a staff report there and this was about um you
[1:00:43] Trustee Patrick: know just better communications to align all the work that was uh uh was happening at salt spring
[1:00:49] Trustee Patrick: which had some significant engagement activities going as well as this one and when we were um you
[1:00:56] Trustee Patrick: you know, moving toward updating or improving the engagement, it looked like they were all
[1:01:05] Trustee Patrick: going to happen at the same time. So that may or may not be occurring now. So I just wanted to
[1:01:10] Trustee Patrick: make sure that that was the, Kirstie, and I'm sure you've noticed, we're a complex organization.
[1:01:18] Trustee Patrick: We are both a federation and a local entity. And our constituents, it's difficult to understand
[1:01:26] Trustee Patrick: the difference between what's what and I think that's very important and I can only really speak
[1:01:32] Trustee Patrick: of Salt Spring but I know every local trust area has its projects that it's working on
[1:01:36] Trustee Patrick: that are very specific and relevant to that island and may have a relationship with what's
[1:01:42] Trustee Patrick: happening at the policy statement and what does that mean so it's a it's a really complex
[1:01:48] Trustee Patrick: conversation and at Salt Spring we have two major initiatives that are occurring that are out in the
[1:01:55] Trustee Patrick: the public realm now so people might say well how does this relate to this um the other question i
[1:02:03] Trustee Patrick: think it's an area that we need to work on is and i've mentioned this before is i understand and
[1:02:11] Trustee Patrick: respect that we have to have what's being used as a parallel track of with first nations and the
[1:02:19] Trustee Patrick: community but being a bit of a math geek i find the term parallel troubling because they're two
[1:02:25] Trustee Patrick: two lines that never come together. Um, and so I, I think it's the wrong word because I'm hoping
[1:02:32] Trustee Patrick: that, you know, we should be coming together. Um, yes, we have to, we're making space and for
[1:02:39] Trustee Patrick: First Nations to be making decisions, but I think we also have an obligation to be helping the
[1:02:44] Trustee Patrick: community into the canoe. I like that analogy that we're coming together through reconciliation
[1:02:48] Trustee Patrick: and that we play a role in that. And, um, so I think it's just being careful and we need to be
[1:02:55] Trustee Patrick: very clear on that language that we're sharing of what is happening with, you know, First Nations
[1:03:01] Trustee Patrick: consultation and community consultation, they can't remain always separate. There's a point
[1:03:06] Trustee Patrick: where it comes back together. And so I'm just encouraging us to think of a better way of saying
[1:03:13] Trustee Patrick: that than parallel. I guess it's my math mind that is having a problem with parallel. And I look at
[1:03:19] Trustee Patrick: um people like john jack um i know he has really spoken to me from um um the work that they're
[1:03:27] Trustee Patrick: doing over in um tofino and euclid um and there may be some opportunities to maybe seek
[1:03:37] Trustee Patrick: either his involvement or look at some of the talks that he's given because i think he uses
[1:03:41] Trustee Patrick: some words that resonate with me personally um project timeline i know again if we keep
[1:03:50] Trustee Patrick: we keep throwing first reading in there and i and i understand that we want to have a complete
[1:03:55] Trustee Patrick: project but um we need to really make sure that we're focusing on meaningful consultation
[1:04:01] Trustee Patrick: that's the purpose of this that at the end of the day no matter how long it takes we're gonna end
[1:04:05] Trustee Patrick: up with a policy statement that you know we're proud of and i think that's more important than
[1:04:09] Trustee Patrick: saying it has to be done by a certain time okay so i'm sorry i'm having to go through my notes
[1:04:13] Trustee Patrick: are here chronologically and i can't remember what i you know where i put them so i'm just
[1:04:18] Trustee Patrick: having to run through um it's good i i heard you in your presentation talking about broadening reach
[1:04:26] Trustee Patrick: but i saw some of the specific recommendations of the modus or the engagement principles didn't
[1:04:31] Trustee Patrick: wrap into um this report but i heard you speak about them um and broadening engagement um was
[1:04:38] Trustee Patrick: one of those so i mean you have engagement um objectives but the modus one had uh engagement
[1:04:44] Trustee Patrick: engagement principles um and that was where the broadening um reach and others were there so um
[1:04:50] Trustee Patrick: i just but i did hear you talk about it um on page 39 you talk about i mean you you did talk about
[1:05:06] Trustee Patrick: you know and this this is we have a draft that's there and you're going to show how the feedback
[1:05:11] Trustee Patrick: was into that draft but we already know and that was in the modus report as well that our
[1:05:16] Trustee Patrick: our early engagement we were criticized that you know maybe we didn't meet the full range of
[1:05:21] Trustee Patrick: demographics that we needed to um is is the policy the current draft reflective of a broader reach
[1:05:28] Trustee Patrick: and that's why we're where we are because i think the answer is perhaps not um so are we selling
[1:05:36] Trustee Patrick: this draft which i hope we're not or are we truly engaging in consultation as to what the next draft
[1:05:43] Trustee Patrick: will look like so i think that's really important and um and this is you know we've just gone
[1:05:56] Trustee Patrick: through on salt spring we're doing ganges village planning and you know a very extensive engagement
[1:06:02] Trustee Patrick: process you know mail outs to every house and so forth you know we have a population of 12 000
[1:06:09] Trustee Patrick: and plus or minus um and we got 500 responses is that good or not good for our ganges village
[1:06:17] Trustee Patrick: the heart you know all 12 000 people touch and live and go into that village and yet
[1:06:22] Trustee Patrick: we had a hard time getting people to respond so um we do have a very um a fan base i guess you
[1:06:32] Trustee Patrick: could call it people that do watch comment and and get involved all the time but they represent
[1:06:37] Trustee Patrick: a voice or voices, but we know we're missing voices. So the work here is really about that.
[1:06:43] Trustee Patrick: How do we get to the voices that we don't hear? How do they also feel comfortable to come to the
[1:06:50] Trustee Patrick: table and know that we want to hear from them, not sit back and wait till the next draft comes
[1:06:55] Trustee Patrick: out and criticize it. It's how do we pull them in? It's an impossible task. I don't have an answer,
[1:07:01] Trustee Patrick: but it's really really really challenging and we've got to work on that one sorry I'm running
[1:07:09] Trustee Patrick: through my comments here on page 40 we talk about provincial regional districts and improvement
[1:07:22] Trustee Patrick: districts school districts and island trust bodies and is it the intent that they're only
[1:07:28] Trustee Patrick: going that group is going to be only involved through the referral process or are they involved
[1:07:33] Trustee Patrick: in this next engagement more actively?
[1:07:36] Trustee Patrick: I'm not clear.
[1:07:37] Trustee Patrick: I guess that's a specific question.

[1:08:02] Voice 13: engagement as was laid out in your original engagement plan that was that would be the
[1:08:07] Voice 13: method but i turned to christy to see if she wants to supplement that answer uh
[1:08:12] Voice 10: no i think that was
[1:08:14] Voice 10: um that was my understanding is that for um uh i don't know the right sort of uh umbrella word
[1:08:23] Voice 10: for these organizations that are that are um regulatory legislative um government uh groups
[1:08:32] Voice 10: and bodies that this particular engagement plan is not focused so much on that,
[1:08:40] Voice 10: who have sort of established internal or referral processes where they provide their input,
[1:08:51] Voice 10: but that we would be focusing on more public opportunities, community opportunities.
[1:08:58] Voice 10: opportunities and so that's what the plan is focused on more than or or not on those
[1:09:06] Voice 10: particular items but I do defer to staff and executive committee just on on how those processes
[1:09:16] Voice 10: work or have worked all
[1:09:22] Trustee Patrick: right well it's an interesting one and one I think we should
[1:09:25] Trustee Patrick: probably think about um you know because the policy does have that direct piece of you know
[1:09:31] Trustee Patrick: how we how we're engaging or what we're asking of these fellow um of these other of these other
[1:09:38] Trustee Patrick: partners i guess we could call them um and you know yes they commented or some of them commented
[1:09:45] Trustee Patrick: on this last version but did all or you know who wasn't why um there might i think it's something
[1:09:51] Trustee Patrick: we need to pay attention to because it's a mix of you know some especially rate payer organizations
[1:10:00] Trustee Patrick: are are made up of constituents and residents here on the island that have you know that are
[1:10:06] Trustee Patrick: that are involved that are important voices so it's not just all off island people anyway
[1:10:12] Trustee Patrick: something to look at right just trying to run through to all my comments here
[1:10:22] Trustee Patrick: under challenges and opportunities the one thing i thought modus called out and i think it's
[1:10:27] Trustee Patrick: important to call out again is our own internal staff resourcing as being a that that is a risk
[1:10:33] Trustee Patrick: of our staff capacity and maybe we fixed it but i hear there's nine vacancies and so forth so
[1:10:39] Trustee Patrick: maybe we haven't so i think that is an important challenge that we need to to acknowledge how can
[1:10:46] Trustee Patrick: can our staff, you know, support and be available for this project so that it is as successful as
[1:10:51] Trustee Patrick: possible. So maybe Claire's got a brilliant solution there, but I, you know, I still think
[1:10:57] Trustee Patrick: even if it's resolved, it'll never be enough. That's my understanding. We'll never have enough
[1:11:01] Trustee Patrick: staff capacity to, to, to support this, this full reign. So I think we just need to call that out.
[1:11:09] Trustee Patrick: um again the complexity of the project information on page 43 i think it's the complexity of the
[1:11:18] Trustee Patrick: organization that um as well uh that is important so um maybe that's what makes the project
[1:11:27] Trustee Patrick: information complex is because we're a complex organization but um it is very difficult um
[1:11:34] Trustee Patrick: um to explain easily um okay the focus so engagement test sort of the who's and this is
[1:11:45] Trustee Patrick: where it becomes um um i know there's a bunch of organizations that have been listed but there are
[1:11:52] Trustee Patrick: organizations missing and i think as we go forward we need to have a way of rattling um and collecting
[1:12:00] Trustee Patrick: more of those organizations and um and regardless of you know whether or not they are complete fit
[1:12:07] Trustee Patrick: they all have, you know, members and groups and email lists. And I see it as a powerful fan out
[1:12:14] Trustee Patrick: that, you know, coming from, you know, if the Chamber of Commerce or something emails its
[1:12:19] Trustee Patrick: member list and asks them to participate, will perhaps increase the participation level rather

[1:13:20] Trustee Patrick: get that diverse voice together you know having a group of the same voice isn't going to help us
[1:13:25] Trustee Patrick: get to a new place we need to have um we need to hear those different perspectives and let them
[1:13:33] Trustee Patrick: hear each other as well because that'll help us get to where we we need to go so it's going to
[1:13:39] Trustee Patrick: be challenging to pick these groups and especially when you know if if we're trying to cross over and
[1:13:45] Trustee Patrick: have a regional concept of people coming from different islands and so forth coming together
[1:13:49] Trustee Patrick: um that's gonna be it's gonna be hard um time of day is very important if we're gonna do these
[1:13:55] Trustee Patrick: these groups uh you know a lot of our our islanders are workers and uh have families and um and i
[1:14:02] Trustee Patrick: covet i don't know are they in school out of school where things are going to be in the next
[1:14:06] Trustee Patrick: few weeks is going to be challenging but um who's at the table is going to be important

[1:14:25] Trustee Patrick: you're reporting and evaluating. Very important to agree. But I think we also need to be looking
[1:14:33] Trustee Patrick: at the who we're hearing from at every stage. What's the demographic? Who are we hearing from?

[1:18:44] Trustee Rogers: how easily it read and how easily it was for me to understand what a process that I don't always
[1:18:53] Trustee Rogers: understand all that well. So I thought it was well done. I just say, and I think this is more
[1:18:58] Trustee Rogers: for claire than it is for you um as a the only thing that i sort of glitched over was the um
[1:19:07] Trustee Rogers: on page 32 which is in the briefing note it says um the consultants will strive to be respectful
[1:19:18] Trustee Rogers: violence trust reconciliation principles and frankly i think we have to say in all circumstances
[1:19:25] Trustee Rogers: circumstances will respect uh islands trust reconciliations principles not strive to i i
[1:19:33] Trustee Rogers: just i think our commitment is stronger than striving these days and i hope anyway that's
[1:19:38] Trustee Rogers: the only only phraseology that i that i sort of glitched over as i went through the the documents
[1:19:45] Trustee Rogers: everything else uh was fine was uh good so that's my one one comment the other comment is sort of a
[1:19:52] Trustee Rogers: broad one i just wanted to and i i expect this is probably clear to you you've probably if you've
[1:19:58] Trustee Rogers: been through the previous material and you've seen um the consultation uh process that has come to
[1:20:07] Trustee Rogers: date and probably read some element of the uh of the commentary on the comp and there there's a
[1:20:16] Trustee Rogers: a bit of a theme that goes through some of the commentary that some members of the public feel
[1:20:25] Trustee Rogers: that they haven't been consulted. And of course, that's part of what Trustee Patrick was talking
[1:20:34] Trustee Rogers: about is that I think there's an element of the community that was not engaged by the process we
[1:20:44] Trustee Rogers: used which we thought was intended to engage for 18 months um and they only responded when specific
[1:20:52] Trustee Rogers: proposals were put on the table because uh that but i wanted but and so that i think that's i mean
[1:20:59] Trustee Rogers: you're the professional you probably notice that dynamic a lot in the world at large is people
[1:21:06] Trustee Rogers: don't always get engaged as on general principles and what they think or shouldn't shouldn't but
[1:21:12] Trustee Rogers: respond when there's specific proposals on the table. I did want to point out, and I expect
[1:21:17] Trustee Rogers: you'll find this as you go, the level of engagement and interest in, I'll even say pushback,
[1:21:27] Trustee Rogers: varies quite a bit from local trust area to local trust area.
[1:21:33] Trustee Rogers: And so you will need to tailor your engagement plan to the local trust areas where that
[1:21:41] Trustee Rogers: that interest and that and that engagement is the highest um and and i i i i just you know i'm
[1:21:50] Trustee Rogers: guessing claire can probably provide a lot of guidance as to where we're getting a lot of the
[1:21:55] Trustee Rogers: the feedback from and not not to single it anybody but for example my local trust area um is fairly
[1:22:04] Trustee Rogers: clearly, at least so far, not fully engaged in this process. They're aware of it, but there's
[1:22:14] Trustee Rogers: not a lot of, whereas PIC1, Salt Spring, North Pender, Saturna are very engaged. So just,
[1:22:23] Trustee Rogers: you're going to have to tailor your, I think it's going to be important to put the resources where
[1:22:30] Trustee Rogers: where where the people are um uh paying you know that are are engaged and want to have their voices
[1:22:37] Trustee Rogers: heard in a stronger way and i think you'll find that out relatively quickly it's not that people
[1:22:42] Trustee Rogers: in galliano or gabriela or denman i don't don't care because they clearly do but but they aren't
[1:22:48] Trustee Rogers: as actively engaged yet anyway so but you'll find that out so but i think that you'll find that
[1:22:54] Trustee Rogers: that's the case. I have a couple of questions, and they're very broad as well. I want to react,
[1:23:02] Trustee Rogers: I wanted to ask the question about, and it's sort of a bit of a modification of some of the
[1:23:09] Trustee Rogers: commentary from Trustee Vice Chair Patrick, which is, how are you planning to select the people in
[1:23:15] Trustee Rogers: your focus groups because you know that that will be key to how they work yeah have you given some
[1:23:24] Trustee Rogers: consideration to that yet or is that is that yet to be determined we
[1:23:30] Voice 10: it it is the discussion we
[1:23:33] Voice 10: start as soon as tomorrow in collaboration with uh staff um and i appreciate um that um i was
[1:23:43] Voice 10: was mentioning that techniques have various strengths and constraints and the idea of
[1:23:52] Voice 10: doing the focus groups I think are important. I think it gives us an opportunity to put a bit
[1:23:59] Voice 10: of a microscope on some perspectives on the public discourse that you guys have been hearing
[1:24:06] Voice 10: and that does mean for those to be most effective it does mean that the participation is limited so
[1:24:13] Voice 10: So it does mean that not everybody who identifies as an interested or affected party is at a focus group.
[1:24:21] Voice 10: But I think they're still very important to do to help us make sure that we have refined our questions and all of our other processes to make sure that we are capturing that as we go.
[1:24:36] Voice 10: and so if there is a individual group or organization that isn't in a focus group
[1:24:44] Voice 10: we strongly encourage them to be included in there or to participate in the workshop
[1:24:50] Voice 10: which will have broader participation and sort of wider attendance and from sort of those
[1:25:02] Voice 10: multiple perspectives. The focus groups are intended to be a preliminary pulse
[1:25:08] Voice 10: check as we go into engagement and so we will be looking at them as a way to sort
[1:25:18] Voice 10: of sample different perspectives so it will be again we haven't got into
[1:25:24] Voice 10: specifics of what the what the makeup of each of those focus groups will be but
[1:25:29] Voice 10: But it's important to note that it's a pulse check.
[1:25:32] Voice 10: It's a moment in time from different perspectives,
[1:25:35] Voice 10: different community organization perspectives,
[1:25:38] Voice 10: different community sector perspectives,
[1:25:41] Voice 10: some service organizations, some businesses,
[1:25:43] Voice 10: some grassroots organizations
[1:25:45] Voice 10: and environmental type organizations.
[1:25:48] Voice 10: And that these are not, this is not a,
[1:25:51] Voice 10: the focus groups are not as described,
[1:25:55] Voice 10: are certainly not, they're not ongoing.
[1:25:57] Voice 10: going. They're not, they don't replace any other engagement input opportunity. They're not more or
[1:26:08] Voice 10: less important than any other opportunity. And I think that's important because you were talking
[1:26:14] Voice 10: a little bit about, you were talking a little bit about people care, but they maybe weren't
[1:26:22] Voice 10: as involved in this process and Trustee Patrick you were talking a little bit about we have 12,000
[1:26:28] Voice 10: people but only 500 came out that's a great turnout FYI that's excellent but that is because
[1:26:35] Voice 10: people have so many competing things for their time individuals have so many competing interests
[1:26:40] Voice 10: for their time that we want to provide a balance of opportunities that respect those competing
[1:26:47] Voice 10: interest so that we can hear from as many people as possible where time or location
[1:26:53] Voice 10: or information might be a barrier. So I think the focus groups will be an important input in a
[1:27:02] Voice 10: holistic plan, but they are not the only input. So I do caution against thinking that those are
[1:27:10] Voice 10: the only way we're going to hear from people because to be most effective, they need to be
[1:27:14] Voice 10: sort of small group discussions and by that nature uh one of the constraints of them is that they
[1:27:19] Voice 10: limit participation but they are not um they are not they're one piece of the puzzle and so i think
[1:27:29] Voice 10: that um i think that if anybody is an interested and effective party and we can't accommodate them
[1:27:37] Voice 10: functionally and still maintain the integrity of the technique um in the focus groups then i would
[1:27:43] Voice 10: strongly encourage them to participate in the workshop and online um so that we can make sure
[1:27:48] Voice 10: that we're hearing from as many people as possible i don't know
[1:27:53] Trustee Rogers: if that answered your question but
[1:27:54] Trustee Rogers: that's well it does well it doesn't really because i'm guessing you haven't determined how
[1:27:59] Trustee Rogers: uh to select those folks and i'll just like if i could just say this uh first of all um
[1:28:08] Trustee Rogers: i agree i totally agree with everything you just said um and accept what you just said
[1:28:14] Trustee Rogers: however they will become a bit of a focus if you will of folks why wasn't i chosen to be
[1:28:22] Trustee Rogers: in the focus group um i mean that's the sort of thing uh you're you're bound to hear so it's
[1:28:30] Trustee Rogers: important to have a wide variety of groups uh a wide variety of opinions in those focus groups
[1:28:36] Trustee Rogers: but i'm again i'm telling you what you already know um so my only reminder

[1:28:42] Trustee Rogers: It's just that I will predict that you will get, there will be some, this, the focus groups were the, you know, why was not our voice at that focus group?
[1:28:55] Trustee Rogers: I mean, there's, you know, you can sort of broadly generalize relating to what some of the feedback we've got, but there's a lot of very thoughtful opinion out there that of people who, and it's going to be challenging to pick them and do it.
[1:29:09] Trustee Rogers: So, which actually leads me to my second, and it's a bigger question, and a more general question.
[1:29:21] Trustee Rogers: How confident are you with COVID and wherever else we are that this timeframe is actually doable?
[1:29:31] Voice 8: Oh, COVID.
[1:29:33] Trustee Rogers: I know, here we are, right?
[1:29:36] Trustee Rogers: Right. You put your your bid in and we looked like we were, you know, sliding into a recovery and and all of a sudden we're ramped up again.
[1:29:45] Trustee Rogers: And we're yeah, you probably didn't sit through the early part of this meeting, but for the later part, you know, we're we're canceling or changing meetings in our own our own world.
[1:29:56] Trustee Rogers: And so is everybody, et cetera, et cetera. So.
[1:30:00] Trustee Rogers: i noticed this is sort of like a february march endeavor and i went oh um that's pretty
[1:30:09] Trustee Rogers: that's pretty ambitious um given where we're at so i i guess i'm just putting that out there and
[1:30:16] Trustee Rogers: wondering how because i agree with trustee patrick although it can't the discussion cannot go on
[1:30:23] Trustee Rogers: forever i mean there's always this balance between well when is the when is the consultation
[1:30:29] Trustee Rogers: consultation you know full and complete enough and that we do that and saying well we're finished
[1:30:35] Trustee Rogers: the consultation I mean that's that's always a challenging thing because there's always one
[1:30:40] Trustee Rogers: more person that puts their hands up and says I wanted to talk to you too you know four months
[1:30:45] Trustee Rogers: after you've passed the bylaw but why wasn't why didn't I know about this and anyway so but I
[1:30:54] Trustee Rogers: I wonder whether or not that is how confident you are
[1:30:58] Trustee Rogers: or what you think about whether or not this is doable.
[1:31:02] Trustee Rogers: And maybe that's an iterative thing,
[1:31:03] Trustee Rogers: that it's all going to be iterative.
[1:31:05] Trustee Rogers: We're just going to have to go with the flow.

[1:31:12] Voice 10: when I was looking at the engagement in phase one
[1:31:16] Voice 10: that was done in 2019,
[1:31:18] Voice 10: pre-COVID just feels like a century ago.
[1:31:20] Voice 10: go. So I can't believe I'm saying just in the last sort of two years, having to be nimble about
[1:31:31] Voice 10: changing our approach and changing our timelines, that is par for the COVID course. So certainly,
[1:31:41] Voice 10: I think that's something we can take back and talk with staff about if we want to look at a
[1:31:46] Voice 10: a new timeline, even as early as when we were putting this together, putting the plan together
[1:31:53] Voice 10: in late December, early January, it changed that fast. So I certainly think that's something that
[1:32:00] Voice 10: we can take back for discussion with Claire and her group and the project team. So that we can
[1:32:07] Voice 10: look at how we can better accommodate the current set of restrictions and the current wave that
[1:32:13] Voice 10: we're in. I do think also we can, it's always the balance. You also, you can't stop living
[1:32:26] Voice 10: because of COVID, but you want to make sure that we are being safe and respectful and accommodating
[1:32:32] Voice 10: changes that come about because of COVID. So I think that we can, certainly I will take it back
[1:32:38] Voice 10: to the project team to talk about timing and whether there's some room to adjust there and I
[1:32:44] Voice 10: think that we can also look at ways we like one of the things about the community pop-up techniques
[1:32:51] Voice 10: one of the advantages of those is that they can be low and even no contact we can they aren't
[1:32:59] Voice 10: a group of people necessarily together for extended periods of time which can be a risk
[1:33:06] Voice 10: factor, we can be in areas with good ventilation, people are passing by as opposed to all together
[1:33:15] Voice 10: in a room for a long amount of time, and we can use things like laminated materials that we can
[1:33:21] Voice 10: sanitize in between people looking at them. So there are ways to adapt the events themselves,
[1:33:26] Voice 10: and we can, and I can definitely take back looking at the timeline and refining that in light of
[1:33:34] Voice 10: of Omicron.
[1:33:36] Voice 10: So I'll bookmark that with Claire,

[1:39:18] Trustee Luckham (probable): and and indeed a lot of people of the strongest message i got from all of that stuff is i never
[1:39:27] Trustee Luckham (probable): heard about this before how how come it's so far advanced that i've never heard about it
[1:39:32] Trustee Luckham (probable): And indeed, I'm thankful to some of the groups that have organized themselves to get the message out to people that indeed people that haven't paid attention are now, oh gosh, what's going on? So this is a real amazing opportunity. We've got an audience to get our message across.
[1:39:50] Trustee Luckham (probable): cross. So all of that makes this an incredibly complex and challenging moment. So I've heard,
[1:39:59] Trustee Luckham (probable): and I'm just emphasizing that it's really, really critically important that we get an entire,
[1:40:04] Trustee Luckham (probable): a diverse number of voices. I will say that there's some absence in that group of voices,
[1:40:11] Trustee Luckham (probable): because those that have expressed the greatest concern don't necessarily represent all 30,000
[1:40:19] Trustee Luckham (probable): people in the Alice Trust. And it's interesting that I'm guessing that's 5% of the population
[1:40:26] Trustee Luckham (probable): on Salt Spring responded to the Ganges Village plan. I think on an average day at the Alice
[1:40:31] Trustee Luckham (probable): Trust, we would actually consider that to be pretty good. But the truth is, it's just what's
[1:40:36] Trustee Luckham (probable): been pointed out to us is just not good enough. But when is good enough? That becomes the challenge.
[1:40:43] Trustee Luckham (probable): um we think we've upped our game quite a bit over the last number of years by creeping it up to
[1:40:50] Trustee Luckham (probable): what claire i think is referred to as not statistically reliable when you do a survey
[1:40:55] Trustee Luckham (probable): and you don't get enough to make it tangible um how do we get above that threshold and the
[1:41:00] Trustee Luckham (probable): island's trust is not unique in that all local governments have this trouble it's always at the
[1:41:05] Trustee Luckham (probable): last moment that people jump in um yeah uh there's so many things to talk about uh with respect to
[1:41:18] Trustee Luckham (probable): this um but what's important in this is and i'm i'm maybe more alert to that is that we always
[1:41:26] Trustee Luckham (probable): talk about educating people and in fact in your report it says that we want people to
[1:41:32] Trustee Luckham (probable): understand what we're doing and trust us and all this kind of stuff and it's important that we
[1:41:37] Trustee Luckham (probable): We simply listen and that there really isn't necessarily
[1:41:40] Trustee Luckham (probable): that we're educating because I think that we need to learn
[1:41:44] Trustee Luckham (probable): in this process as much as any.
[1:41:46] Trustee Luckham (probable): Certainly the mandate of the Islands Trust
[1:41:49] Trustee Luckham (probable): is not something that is wholeheartedly welcomed by many
[1:41:52] Trustee Luckham (probable): and some of those voices are afraid of that, I would say.
[1:41:58] Trustee Luckham (probable): But we need to at least come to a place of understanding
[1:42:01] Trustee Luckham (probable): and respect and certainly trust is something
[1:42:04] Trustee Luckham (probable): that we need to build that it will be through our efforts and through this work that we will
[1:42:10] Trustee Luckham (probable): build that trust some people suggest that we've lost the trust of citizens certainly that may
[1:42:16] Trustee Luckham (probable): very well be the case but maybe some didn't actually have not really provided us or given
[1:42:21] Trustee Luckham (probable): us that trust already because maybe they're new and they're not they didn't know who we were or
[1:42:26] Trustee Luckham (probable): what we were doing up until this moment and so we need to develop that trust and indeed it's
[1:42:31] Trustee Luckham (probable): interactions and what we do and what we say that people will trust us and if we can get to that
[1:42:36] Trustee Luckham (probable): place then that's going to help us have a much more open conversation so the work the work you
[1:42:43] Trustee Luckham (probable): have before you is incredible and i'm at a 10 000 foot level i love what i've read in your report
[1:42:50] Trustee Luckham (probable): looks beautiful i personally am too close to this and can't necessarily be that objective
[1:42:57] Trustee Luckham (probable): perspective and all of us in the room are too close to it because we know what the policy is
[1:43:02] Trustee Luckham (probable): and we know what the process is on any day of the week you can go and check in on the media
[1:43:07] Trustee Luckham (probable): that's out there and find as you pointed out in your report misinformation or misinterpretation
[1:43:13] Trustee Luckham (probable): of information or processes and a lack of understanding but somehow we need to build
[1:43:18] Trustee Luckham (probable): that trust to open up that door so that understanding can grow from that it's not for
[1:43:23] Trustee Luckham (probable): us to tell them this is you don't understand the question this is what it is we need to build on
[1:43:28] Trustee Luckham (probable): that so i'm not going to go on any further i could but i won't uh ceo hudson you have some remarks

[1:43:52] Voice 3: of different strategies or approaches for dealing with engagement or public communication and I just
[1:43:58] Voice 3: want to characterize ISL and what QPTS has provided us and if I in looking at this proposal
[1:44:07] Voice 3: what I see is density density of engagement and a multitude of touch points and that is what really
[1:44:16] Voice 3: really left out in this particular approach.
[1:44:19] Voice 3: And for what we're facing, I think this is the right approach.
[1:44:23] Voice 3: The reason being is that as EC has described,
[1:44:29] Voice 3: people have self-identified as interested.
[1:44:31] Voice 8: And
[1:44:32] Voice 3: I think in some ways it's easy to work with people like that,
[1:44:36] Voice 3: whether they're for your proposal or not, because they've self-identified.
[1:44:41] Voice 3: But we won't be successful if we just deal with that contingent of people
[1:44:45] Voice 3: or provide space for them.
[1:44:48] Voice 3: There's the opportunity for breadth,
[1:44:51] Voice 3: I think with this engagement process or approach,
[1:44:54] Voice 3: and that's to get the people
[1:44:55] Voice 3: that Trustee Rogers was talking about,
[1:44:57] Voice 3: the people that maybe are on an island
[1:44:59] Voice 3: that aren't particularly engaged.
[1:45:01] Voice 3: They don't have
[1:45:01] Voice 3: to be 100% engaged,
[1:45:03] Voice 3: but if they're more than they were before
[1:45:04] Voice 3: and they understand the trust better,
[1:45:06] Voice 3: that will be another measure of success
[1:45:09] Voice 3: as much as dealing with a specific
[1:45:11] Voice 3: issue-oriented question is.
[1:45:14] Voice 3: So that's why I think the density
[1:45:15] Voice 3: and the touch points and the options that we've got here
[1:45:18] Voice 3: and what seems like demonstrated flexibility
[1:45:22] Voice 3: on addressing and correcting as we go forward
[1:45:25] Voice 3: is a real strength.
[1:45:27] Voice 3: You know, when we talk about online and live,
[1:45:31] Voice 3: this proposal has a sum of each,
[1:45:33] Voice 3: but I suspect in our futures that engagement,
[1:45:39] Voice 3: we have gone from just being live
[1:45:41] Voice 3: as the most effective way to do things
[1:45:43] Voice 3: And online engagement and electronic engagement post-COVID is going to be a way to get more and more people involved more often.
[1:45:54] Voice 3: So I think our futures will always be some version of what we're seeing right now as the most effective way to get many people involved, not just self-identified people.
[1:46:05] Voice 3: people. So I'm less concerned that COVID itself is going to limit the ability to have to get some
[1:46:15] Voice 3: important feedback on the document. I also want to remind EC that we have a communications function
[1:46:21] Voice 3: that's going to be running non-parallel but together with the work that Christy's doing
[1:46:27] Voice 3: and that's going to support that engagement process and provide communications touch points
[1:46:34] Voice 3: and explain how we're doing things as we're doing it at the same time and of course the
[1:46:39] Voice 3: grand question is always when is good enough yeah and um i know just christy and her group
[1:46:46] Voice 3: are going to take us farther towards um what's good enough ultimately you know the people on
[1:46:52] Voice 3: the ground and um you sitting at this table and trust counselor could be determining when
[1:46:57] Voice 3: when do you feel in that you've got feedback from people that's meaningful enough to express
[1:47:03] Voice 3: express in this bylaw, which is going to take us forward into a 10 or 15 year horizon. So that
[1:47:11] Voice 3: part's going to be on us as we go forward. So thank you for the opportunity. And thanks again

[1:48:31] Voice 10: of our materials and opportunities are youth friendly, public friendly generally but also
[1:48:42] Voice 10: youth friendly so that we don't encourage them to come out and ask them, forgive me because we do
[1:48:50] Voice 10: want them to know what's in it, but ask them to read a bylaw because that is difficult for
[1:48:57] Voice 10: the general public but it's also very difficult for youth but it doesn't mean that we can't
[1:49:01] Voice 10: shape how we're asking questions about the bylaw potential amendments um in a way that we can get
[1:49:07] Voice 10: some input from them so i think that's our intention if that helps answer that question

[2:03:38] Voice 13: Trustee Patrick around the context now of that Salt Spring request. I've also got the LTC request
[2:03:43] Voice 13: from Maine, so it would be helpful just to have some idea of expectations from Executive Committee.
[2:03:49] Voice 13: I will note our staff resources aren't quite strained at the moment with the many initiatives
[2:03:54] Voice 13: on the go, and particularly this large project. Really, in terms of where we're at, we're looking
[2:04:00] Voice 13: forward to the engagement. As we noted, we will be talking about timelines and we'll really keep
[2:04:05] Voice 13: an eye on COVID and when we think this wave will peak and whether in-person events in March are
[2:04:10] Voice 13: still practical. So we'll keep you really informed as we move forward with that advice giving around

[2:08:21] Trustee Rogers: draft out to your your employee your your members and and ask them to send their commentary into the
[2:08:29] Trustee Rogers: Islands 2050 email so that's what I did I told them to send their commentary to Islands 2050
[2:08:39] Trustee Rogers: I know that on a number of islands, there have been a bunch of community meetings on some islands, I'm guessing Salt Spring, North Pender, Maine, I know there's places where there's been a lot of community personal feedback, or trustees out there in the community getting a lot of feedback.
[2:08:58] Trustee Rogers: back but uh really i always understood and i was sort of hoping that that what trust policy
[2:09:06] Trustee Rogers: committee programs committee would actually do is bring bring some of the suggestions from trustees
[2:09:13] Trustee Rogers: that they had prepared for july to amend the trust policy suggestions to amend the trust policy
[2:09:20] Trustee Rogers: statement to the trust programs committee i guess we'll see how that all plays out when we get the
[2:09:26] Trustee Rogers: trust programs committee but that's the way i understood it because um i don't really have much
[2:09:32] Trustee Rogers: to report from my community i because i asked them to send their commentary into islands 2050. um
[2:09:40] Trustee Rogers: i i one i'm curious about the the um uh what your request is related to their two requests from san
[2:09:51] Trustee Rogers: and Salt Spring, and the one that I'm involved in is Main Island, you said you want some direction
[2:09:57] Trustee Rogers: or something, because it was interesting, as you know, most local trust committees
[2:10:03] Trustee Rogers: declined to respond to the formal referral that went out to them,
[2:10:09] Trustee Rogers: saying, well, we'll wait for the formal engagement, the third phase of the formal
[2:10:13] Trustee Rogers: engagement process, and see how, what that brings, and then we'll do a response.
[2:10:18] Trustee Rogers: um but here you had a response from me that said you know we don't have any formal response but we
[2:10:27] Trustee Rogers: want to make sure we have a public process that's this and i i understand the engagement processes
[2:10:32] Trustee Rogers: are going to be on island activities are you are you are you concerned that that request
[2:10:38] Trustee Rogers: is is beyond the scope of the engagement process no
[2:10:43] Voice 13: uh so what i'm just looking to make sure is
[2:10:46] Voice 13: is that the public engagement plan as put forward
[2:10:49] Voice 13: would satisfy really the intent of those two motions
[2:10:52] Voice 13: or is there something additional?
[2:10:53] Voice 13: I wasn't at those meetings,
[2:10:55] Voice 13: haven't had an opportunity yet to really dive in,
[2:10:57] Voice 13: but I think my hope is that the engagement plan
[2:10:59] Voice 13: with the on island and all the virtual opportunities
[2:11:01] Voice 13: would satisfy what's being asked for
[2:11:03] Voice 13: by those local trust committees,
[2:11:05] Voice 13: but would like to just check and see
[2:11:07] Voice 13: whether you have advice around whether indeed
[2:11:09] Voice 13: I should be going to a local trust committee
[2:11:10] Voice 13: to provide additional information.

[2:11:21] Trustee Rogers: all they said and they said half we we think that'll take half a day um it either in conjunction
[2:11:27] Trustee Rogers: with the local trust committee or not uh doesn't really matter um there was some suggestion it
[2:11:33] Trustee Rogers: might work better in conjunction with local trust committee meeting or might be a standalone meeting
[2:11:39] Trustee Rogers: but they just wanted to have someone other than the two trustees having to answer questions okay

[2:12:28] Trustee Patrick: the policy statement um you know so those are just need to be important that as we do that
[2:12:33] Trustee Patrick: engagement to recognize that you know we've got we are asking a lot of our community to comment
[2:12:39] Trustee Patrick: on important initiatives here on salt spring and now this federation level um is just an
[2:12:46] Trustee Patrick: you know it could be it needs good feedback but it's just added at this time
[2:12:55] Voice 13: yeah certainly we've heard that and we'll try to be sensitive to that in our communications

[2:14:33] Voice 13: But I don't have an update at this point except to advise you that both the tax notice insert for Bowen and for the Islands Trust neither have been started yet.

[2:14:43] Voice 13: But they will be on our plates in the next little while with the intention of getting something to FPC in February for review.
[2:14:51] Voice 13: With regard to Bowen Island Municipality, I've heard from Bonnie Brokenshire just this morning looking for a little bit of opportunity for some more information.
[2:15:01] Voice 13: so I will be reaching back out to her so that continues to be an active topic with regard to
[2:15:06] Voice 13: number six we are continuing to look at that and perhaps so Wilcox can offer an update at your next
[2:15:11] Voice 13: meeting around where we are there for number seven this is where I was suggesting we might
[2:15:17] Voice 13: want to take an opportunity for a bit of a conversation on this item so to give you an update
[2:15:23] Voice 13: the details of the grant have been released it's an Environment Canada led grant process
[2:15:29] Voice 13: appears to be quite well funded and is looking to all sectors of Canadian society really everything
[2:15:35] Voice 13: from business to government to non-profits to participate in essentially responding to the
[2:15:41] Voice 13: climate emergency through various streams. The two streams that are available to the Islands Trust
[2:15:48] Voice 13: that appear to potentially be a fit one is the place-based stream and this is one really focused
[2:15:53] Voice 13: focused on acquisition of ecosystems, so land securement and restoration.
[2:15:59] Voice 13: At looking at that stream for the Islands Trust, it appears, you know, the timeframes are really
[2:16:04] Voice 13: short with the application for the place-based due by, I think, January 25th. And for the
[2:16:10] Voice 13: second stream, which is called the sector stream, it's due with a letter of intent.
[2:16:17] Voice 13: For the place-based stream, my analysis in talking with the manager of the Conservancy is
[2:16:22] Voice 13: just it's not the best fit for us right now and we have other opportunities for funding
[2:16:28] Voice 13: particularly through the species at risk funding streams and connections such that this might be
[2:16:34] Voice 13: more than we can undertake just at the moment and there's an opportunity potentially to support
[2:16:38] Voice 13: partners who we are aware might be moving forward with island-based proposals in that place-based
[2:16:45] Voice 13: stream. So with that I think we've heard from community that they would be interested in us
[2:16:50] Voice 13: potentially supporting their grant applications with some mapping expertise that we have and some
[2:16:55] Voice 13: assistance with GIS analysis, and also with a letter of support. So that's something I know
[2:17:00] Voice 13: Trustee Patrick may speak to a little bit later. Also, in addition, we've got the sector-based
[2:17:06] Voice 13: stream. And this is one where there's an opportunity potentially to look at funding
[2:17:09] Voice 13: for the policy statement implementation, particularly around the area of protected
[2:17:13] Voice 13: protected area networks. It is a challenging fit because there's a necessity to really quantify
[2:17:20] Voice 13: how we would sequester carbon and add additionality to where our communities are already
[2:17:26] Voice 13: working to sequester carbon. So that may or may not be something we can achieve, particularly in
[2:17:32] Voice 13: a couple of weeks to demonstrate that. So we would have to provide some evidence that we may not
[2:17:37] Voice 13: be able to achieve. We could potentially look at a letter of intent that is more big than what
[2:17:42] Voice 13: they're looking for and just see what they would like to do with that. So we continue to investigate
[2:17:47] Voice 13: those opportunities. I've had quite a number of meetings on Friday, and we've got more meetings
[2:17:51] Voice 13: scheduled with potential partners and people who know about the grant for this Friday. So we would
[2:17:55] Voice 13: have to bring further advice back to you if this is something you'd like us to pursue. I suspect we
[2:18:01] Voice 13: could ask in the nature for the sector-based stream of potentially up to $200,000 or something
[2:18:05] Voice 13: to help us with policy statement implementation. But as I say, more work is needed to really define
[2:18:10] Voice 13: find whether this is achievable for us and would be a fit.
[2:18:16] Voice 13: So that's my update for now.
[2:18:17] Voice 13: We continue to look at it.
[2:18:18] Voice 13: It certainly is an intriguing opportunity.
[2:18:20] Voice 13: We do expect that there will be another call or are hopeful.
[2:18:24] Voice 13: We understand there might be another call in two years time.
[2:18:26] Voice 13: So if we weren't to be able to take advantage of this opportunity, there might very well
[2:18:29] Voice 13: be an opportunity down the road to apply again.
[2:18:34] Voice 13: Delani Hippola is also in the meeting today, and I know she's been digging deeper than

[2:18:38] Voice 13: So she'd be available to assist with questions if you have any as well.

[2:19:21] Trustee Patrick: since last fall. I know they've got an agreement with the WSANISH Leadership Council. So from my
[2:19:28] Trustee Patrick: standpoint, I saw this as a, you know, as a collaborative effort that was happening,
[2:19:33] Trustee Patrick: at least in the Southern Gulf Islands, that we needed to support.
[2:19:38] Trustee Patrick: And that was what I saw with this motion.
[2:19:41] Trustee Patrick: And the request that I shared with everyone is that,
[2:19:44] Trustee Patrick: and I double-checked with some of the key members this morning,
[2:19:48] Trustee Patrick: that that's what they're looking for, our support,
[2:19:52] Trustee Patrick: an in-kind support for mapping,
[2:19:55] Trustee Patrick: as well as the product that was produced here on Salt Spring,
[2:19:59] Trustee Patrick: this through our Coastal Douglas Fir Project,
[2:20:01] Trustee Patrick: that that may be something that they want to build on
[2:20:04] Trustee Patrick: and expand on and grow on the work that was done
[2:20:07] Trustee Patrick: to layer all those information layers together.
[2:20:12] Trustee Patrick: And so that's, and I think because of the timing,

[2:28:29] Trustee Fast: um we also talked about uh uh adding clarification to our bylaw about how people can apply when
[2:28:38] Trustee Fast: people can apply for a building uh permit that there has to be capacity for sewer and for
[2:28:45] Trustee Fast: uh water um because just to make it things totally clear for everybody no surprises
[2:28:52] Trustee Fast: um because the sewer capacity issue is obviously putting a few uh projects on hold uh as we learned
[2:29:00] Trustee Fast: more about our situation aren't you glad you don't do services anyway I'll just

[2:29:12] Trustee Fast: gave an island's trust update I ceded the floor to trustee kale who had added
[2:29:24] Trustee Fast: He added as a late item to the agenda, a newsletter from a group in the Gulf Islands, Southern Gulf Islands citizens and business group. Anyway, so he had followed up with these folks who had and confirmed that they were not anonymous, which the newsletter originally was.
[2:29:49] Trustee Fast: And he had he spoke about how he had got a Zoom meeting with them and he kind of went through their newsletter for council, which was interesting.
[2:30:00] Trustee Fast: And then I followed up with a little bit of an update about a couple of NAPTEP covenants having been awarded on the Islands Trust Conservancy side and that this was a program available to Bowen Islanders and a bit about the shoreline protection model bylaw,
[2:30:21] Trustee Fast: which I referenced as a discussion paper and said and it had showed up in our agenda just so you
[2:30:31] Trustee Fast: know staff and which was good and I asked the question how would council like to receive the
[2:30:40] Trustee Fast: information about all these projects and products that the Islands Trust is involved in that are
[2:30:46] Trustee Fast: going to be uh rolling out in 2022 so that we could on bowen um take them into consideration
[2:30:54] Trustee Fast: as we're doing our strategic planning so i'll be following up with uh as a result of that
[2:31:00] Trustee Fast: conversation with liam our our cao and um uh to try and get i think especially some of the materials
[2:31:08] Trustee Fast: from the most recent trust council agenda uh to bim council and um i was interested to hear

[2:31:22] Trustee Fast: the trust policy statement engagement um uh it occurred to me that it might be bigger than that

[2:31:36] Trustee Fast: a individual trustee with my counterpart uh trustee kale speaking after me to um present it
[2:31:44] Trustee Fast: in a brief verbal format that staff and the other municipal councillors can absorb so I'll just put

[2:33:48] Trustee Patrick: housing project comes to us now we know that there's some for the project to be successful

[2:34:00] Trustee Patrick: that project how you know so are we just considering that project are we considering
[2:34:05] Trustee Patrick: the success of that project in the long term of the community so just yesterday had that
[2:34:09] Trustee Patrick: conversation so um i don't i don't see as far from that and i think that's the place to be um
[2:34:17] Trustee Patrick: i have not had any meetings but uh like uh uh others we've been talking about how to have
[2:34:23] Trustee Patrick: meetings um focusing on the the i have two trust both north pender and south pender that are coming

[2:38:19] Trustee Rogers: Vice Chair Fassi Galliano had delayed its meeting. I think we did vote to move the Gambier
[2:38:29] Trustee Rogers: meeting of February the 3rd to a special meeting with the intent that it will simply be a meeting
[2:38:36] Trustee Rogers: to approve the procedure bylaws and any other urgent one-off businesses that might be there.
[2:38:45] Trustee Rogers: so those the the restrictions of the special meetings so that's what's happening on Gambier
[2:38:49] Trustee Rogers: I should say that Gabriola is heading in the same direction we haven't we haven't finalized
[2:38:55] Trustee Rogers: the RWM yet but all the trustees have have indicated that they were are moving in that
[2:39:02] Trustee Rogers: same direction for Gabriola so I'm guessing that both of those meetings will be very light which
[2:39:09] Trustee Rogers: which is probably, particularly in the case of Gabriola,
[2:39:12] Trustee Rogers: a very good thing,
[2:39:13] Trustee Rogers: given the planner shortages,
[2:39:21] Trustee Rogers: the resources in the Northern office.

[2:39:43] Trustee Rogers: So we're going to have a special short meeting, probably the end of next week, to give three readings to the procedure bylaw.
[2:39:54] Trustee Rogers: And then we're going to be asking the EC to approve those bylaws by RWM.
[2:40:00] Trustee Rogers: I checked in with the director of local planning, and he said that that was a possibility.
[2:40:06] Trustee Rogers: because the alternative would be to wait
[2:40:09] Trustee Rogers: till the February 2nd meeting,
[2:40:10] Trustee Rogers: which would not be enough time
[2:40:12] Trustee Rogers: to arrange for an electronic meeting
[2:40:18] Trustee Rogers: for February the 7th and give proper notice to folks.
[2:40:22] Trustee Rogers: So the idea is that the EC would approve
[2:40:25] Trustee Rogers: the bylaws by RWM if possible,

[2:40:34] Trustee Rogers: I mean, he would adopt them by RWM and then we would go
[2:40:38] Trustee Rogers: and have our February the 7th meeting

[2:40:50] Trustee Rogers: and they think this is all doable.
[2:40:52] Trustee Rogers: And it's mostly because Galliano has quite a bit
[2:40:56] Trustee Rogers: on its agenda and we didn't want to lose that meeting date.
[2:41:00] Trustee Rogers: So I don't know if anybody has any comments or concerns
[2:41:03] Trustee Rogers: about that proposal, about the RWM from EEC.

[2:42:01] Trustee Rogers: There was one in Alcatsamal Sound over the sort of holiday period where a vessel was adrift and it took about 10 days for them to sort of figure out how to deal with it.

[2:42:17] Trustee Rogers: I sent the first couple to my co-trustees, et cetera, so they were aware of it and advised some other folks.
[2:42:22] Trustee Rogers: So it's a really good information resource to know what's going on out there.
[2:42:27] Trustee Rogers: But as the Director of Trust Area Services will know, we haven't quite figured out what to do with how to respond and how to do with that information short of me receiving it and passing it to who I think is appropriate, which I can do for a while yet.

[2:42:49] Trustee Rogers: information of what's going on in our and the various marine areas of the of the trust area.

[3:00:54] Trustee Rogers: and is approved for the zoning and it's ready to go, et cetera,
[3:00:59] Trustee Rogers: the the the the number of applications that go into bc housing overwhelms those that come from
[3:01:07] Trustee Rogers: small communities and i don't think this is specific to the islands trust area i think
[3:01:13] Trustee Rogers: it's probably for small communities across the province is that and the province puts a certain
[3:01:19] Trustee Rogers: amount of money on the table but the number of applications just overwhelms them and the chances
[3:01:26] Trustee Rogers: of actually getting funding in a small community
[3:01:28] Trustee Rogers: are not great.
[3:01:29] Trustee Rogers: So it'd be great for the province to sort of recognize that
[3:01:33] Trustee Rogers: and set some funds aside just for smaller communities.

CALL TO ORDER At 9:00 a.m., Chair Luckham called the meeting to order and humbly stated gratitude to live and work on Coast Salish First Nations traditional and treaty territory. 2. APPROVAL OF AGENDA 2.1 Introduction of New Items For consideration to add at 10.5., CFAX radio interview 2.2 Approval of Agenda By general consent, the agenda was approved as amended. 2.2.1 Agenda Context Notes Provided for information to items 8.1.2.2 and 8.2.2.2. 3. ADOPTION OF MINUTES 4.1 December 15th draft minutes By general consent, the minutes were adopted as presented. 5. FOLLOW UP ACTION LIST AND UPDATES 5.1 Follow Up Action List (FUAL)/Director/CAO Updates Chief Administrative Officer (CAO) Hotsenpiller and Directors gave updates on FUAL items. Discussion followed on: CAO FUAL item #1 (service integration) as a continuing item, Advising Trust Council of the circulation of the Select Committee (SC) consultants report date change from February 7 to February 11, Ministry letter declining SC consultants request to be interviewed, Staff travel currently discouraged due to COVID. DAS Mobbs noted FUAL item policy amendments in progress, ongoing budget process work, and current hiring competitions. DLPS Marlor spoke to the in-progress amendments of most local trust committees’ administrative bylaws to conduct electronic meetings. By general consent, at 9:43 a.m., item 8.1.2.2 was addressed next. 8.1.2.2 Presentation by ISL - Phase 3 Public Engagement Plan for the Policy Statement Amendment Project ISL Engineering, Project Manager, Kirsty Neill spoke to the implementation of the engagement plan sharing a PowerPoint presentation. Executive Committee discussed and gave feedback on the presentation and agenda package report speaking to: Meaningful engagement strategies, addressing missed voices/youth, public focused engagement, page 40 agenda package, Engagement with Bowen Island Municipality, Removing the word “strive” from page 32 of agenda briefing, Engagement principles and engagement objectives, Consultants check-in with progress updates, parameters being set, Current draft bylaw in the public realm has not been amended, Reconciling feedback from formal referral process and feedback on the process itself. The meeting recessed for a break at 10:50 a.m. and reconvened at 11:00 a.m. By general consent, item 8.1.2.1 was addressed next. 8.1.2.1 Policy Statement Amendment Project Update – Briefing Director of Trust Area Services (DTAS) Frater spoke to the briefing. Chair Luckham continued with the agenda addressing unfinished business under item 5.1. 5.1 Follow Up Action List/Director/CAO Updates DTAS Frater spoke to FUAL items and gave advocacy updates addressing: BIM tax notice insert may not be met, Supporting applicants to the Nature Smart Grant Fund, Upcoming Budget Webinar in progress. 5.2 Local Trust Committee Chair Updates Local Trust Committee (LTC) Chairs gave verbal updates on recently attended LTC meetings, applications and project status, local trust committee bylaw amendment work and attendance at the recent Southern Gulf Islands Forum meeting. 5.3 Islands Trust Conservancy Liaison Update Islands Trust Conservancy Vice Chair, Municipal Trustee Fast noted the next meeting is January 25 th . 6. BYLAWS FOR APPROVAL CONSIDERATION 6.1 Salt Spring Island Local Trust Committee Proposed Bylaw No. 529 (administrative) – RFD Vice Chair Patrick spoke to the administrative amendment bylaw and community feedback regarding its communication. EC-2022-001 It was Moved and Seconded That the Islands Trust Executive Committee approve Salt Spring Island Local Trust Committee Proposed Bylaw No. 529, cited as “Salt Spring Island Local Trust Committee Meeting Procedure Bylaw No. 529, 2021” in accordance with Section 27 of the Islands Trust Act. CARRIED 8.2.2 Trust Area Services 8.2.2.1 2022 AVICC/UBCM Proposed Resolutions – RFD DTAS Frater spoke to the request for decision and the deadline to submit resolutions by January 28, 2022. EC-2022-004 It was Moved and Seconded, That the Executive Committee direct staff to forward a resolution with backgrounder for consideration at the 2022 Association of Vancouver Island and Coastal Communities (AVICC) and Union of BC Municipalities (UBCM) conventions, requesting that the Province fund and support the development and integration of climate risk and vulnerability assessments into Official Community Plan review processes. CARRIED EC-2022-005 It was Moved and Seconded, That the Executive Committee direct staff to forward a resolution with backgrounder for consideration at the 2022 Association of Vancouver Island and Coastal Communities (AVICC) and Union of BC Municipalities (UBCM) conventions, requesting that the Province provide funding and support to local governments and Islands Trust to facilitate affordable housing projects in rural areas in British Columbia. CARRIED 8.2.2.2 Gabriola Museum Grant Application Senior Intergovernmental Policy Advisor (SIPA) Wilcox gave an update on the grant application. EC discussed the agenda context notes (item 2.2.1) recommendation as presented. EC-2022-006 It was Moved and Seconded, That Executive Committee rescind motion EC-2021-177. CARRIED Executive Committee Meeting Minutes Page 6 of 8 January 12, 2022 ADOPTED EC-2022-007 It was Moved and Seconded, That Executive Committee recommend that the Gabriola Museum Society engage with the Snuneymuxw First Nation to seek support for the project named ‘Snuneymuxw Village of the Ancestors’ and once that support, in the form of a letter from Chief and/or Council is received, Executive Committee encourages the Gabriola Museum Society to reapply for the History, Heritage, and Conservation Grant In-aid. NEW BUSINESS - None 9.1 Executive/Trust Council 9.2 Trust Area Services 9.2.1 LTC Chairs Report on Local Advocacy Topics 9.3 Local Planning Services 9.4 Administrative Services The meeting recessed for lunch at 12:15 p.m. and reconvened at 12:45 p.m. By general consent, Executive Committee addressed Director of Trust Area Services follow-up action report item #7 (page 15 of the agenda package) regarding grant intake through the Government of Canada Nature Smart Climate Solutions Fund. 5.1 Follow Up Action List/Director/CAO Updates Vice Chair Patrick spoke to groups in the southern gulf islands making application to this fund. EC-2022-008 It was Moved and Seconded, THAT the Executive Committee requests a letter from the Chair indicating support and an offer to provide in kind services, such as GIS-related services and data for Trust Area organizations/First Nations/Indigenous people applying for the Nature Smart Climate Solutions Fund grants. CARRIED 10. CORRESPONDENCE (for information unless raised for action) 10.1 M. Boland emails dated December 5, 2021, and January 3, 2022, re budget The correspondence has been sent to the Financial Planning Committee. Burger email dated December 14, 2021 re BIM housing affordability Received for information. 10.4 LGLA 2022 Forum logistics / deadlines to register Chair Luckham spoke to the benefits of attending this annual forum. EC-2022-009 It was Moved and Seconded, That Executive Committee support the Chair’s registration and accommodation to attend the Local Government Leadership Academy (LGLA) 2022 leadership forum. CARRIED 10.5 CFAX radio interview Executive Committee discussed a CFAX radio interview aired December 10, 2022 with Salt Spring member of the concerned citizens’ coalition, Ron Spencer, and interviewer Adam Sterling. 11. WORK PROGRAM 11.1 Review and amendment of current work program Received for information. 12. NEXT MEETING The next Executive Committee meeting is scheduled for February 2, 2022, starting at 9:00 a.m. 13. CLOSED MEETING (under separate cover) At 12:53 p.m., the meeting was closed to the public. EC-2022-010 It was Moved and Seconded, That the meeting be closed to the public subject to Sections 90(1) (i) and (j) of the Community Charter in order to consider matters related to receipt of advice that is subject to solicitor-client privilege and, information that if it were presented in a document would be prohibited from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act, and that staff attend the meeting.
