[0:00:15] Trustee Patrick (probable): Salish people. I'm Laura Patrick. I'm elected on Salt Spring Island. I'm joined today by

[0:00:49] Trustee Patrick (probable): i'm going to just get right into it we have an agenda before us are there any additions or

[0:00:55] Trustee Patrick (probable): changes that need to be made to this agenda no well with that then um we'll um approve the agenda

[0:01:05] Trustee Patrick (probable): through general consent and um the first first and only item of business is the meeting procedure

[0:01:11] Trustee Patrick (probable): bylaw number 111 for consideration and decision and i'll turn the floor over to heather cower

[0:01:18] Voice 1: right so this is a um a recommended amendment to the fetus meeting procedures bylaw and uh the

[0:01:27] Voice 1: The primary change is to allow for regular meetings to be electronic.

[0:01:32] Voice 1: Right now, the special meetings are allowed, but not regular meetings, so this will allow for that.

[0:01:39] Voice 1: You will note that there are some other sections of it that are being recommended that have to do with delegations and public participation.

[0:01:48] Voice 1: patient. The fetus bylaw already has a meeting decorum section, but there are two additional

[0:01:56] Voice 1: sections that are being recommended for that part of the bylaw. So because those are not

[0:02:04] Voice 1: electronic meeting related, they aren't necessary to allow for electronic meetings, and they could

[0:02:13] Voice 1: could be removed if there are concerns about those.

[0:02:16] Voice 1: And I've included those sections in the staff report.

[0:02:21] Voice 1: I can share that if that helps,

[0:02:24] Voice 1: but that's kind of the gist of the by-law itself.

[0:02:30] Voice 1: There's a fifth resolution recommendation to you

[0:02:35] Voice 1: to recommend to trust counsel

[0:02:38] Voice 1: that a staff person be added next year

[0:02:42] Voice 1: to support electronic meetings.

[0:02:44] Voice 1: And the rationale for that is primarily that

[0:02:46] Voice 1: even if the meeting procedures bylaw gets updated

[0:02:51] Voice 1: to allow regular meetings to be electronic,

[0:02:54] Voice 1: there still isn't the staff support

[0:02:56] Voice 1: to allow for full electronic meetings.

[0:02:59] Voice 1: And in particular, allowing the public to attend

[0:03:02] Voice 1: and speak at meetings is still,

[0:03:05] Voice 1: we still don't have all the staff support to support that.

[0:03:09] Voice 1: So that's what that recommendation is for.

[0:03:12] Voice 1: So I think that that's my summary and I'm glad to ask any questions or answer any questions.

[0:03:29] Voice 2: Yeah, the only comment I'm supportive of, I think the I think the important piece here is to highlight the fact that this doesn't happen miraculously behind the scenes.

[0:03:47] Voice 2: um that's just the reality of it um it's unfortunate but it's it's just part of our

[0:03:53] Voice 2: reality fortunately we've had two years to practice and we've got you know enough experience

[0:03:59] Voice 2: that we're not making this i it's just not an idea it's actually a proven issue or concept so

[0:04:05] Voice 2: um support that and i appreciate you uh pulling this together for us thank you

[0:04:14] Trustee Luckham (probable): yeah um that's a good doug thank you um i'm reflecting a little bit because there have been

[0:04:25] Trustee Luckham (probable): a number of conversations one already this morning with billions from chelsea islands and

[0:04:29] Trustee Luckham (probable): on some of the other islands with respect to some of the measures between i think it's sections 18

[0:04:35] Trustee Luckham (probable): to 40 and some concerns about that and certainly in support of all of that um and i would just say

[0:04:45] Trustee Luckham (probable): that ostensibly the reasons for some of that, you know, I guess, discipline around process

[0:04:57] Trustee Luckham (probable): is to be sure that our meetings are safe, both for staff and for members of the public to join us.

[0:05:05] Trustee Luckham (probable): There have been historically situations, even on Thetis, where people have got stood up at

[0:05:11] Trustee Luckham (probable): meetings and been less than respectful and um i think if there's an expectation about that uh

[0:05:19] Trustee Luckham (probable): certainly uh those that uh bother to read the protocols and the process around that

[0:05:28] Trustee Luckham (probable): guidelines um could conduct themselves accordingly and then others i think what's important to me is

[0:05:35] Trustee Luckham (probable): that others will feel that they can attend meetings that are safe and i think this is

[0:05:40] Trustee Luckham (probable): is administrative. But just for Doug's benefit, I want to let him know that there's certainly a

[0:05:47] Trustee Luckham (probable): wide diversity of opinion, which I respect. There's certain questions out there. But I think

[0:05:54] Trustee Luckham (probable): this is a really big question for council as to how we want to set the tone across the trust area

[0:06:00] Trustee Luckham (probable): where there's meetings. And Heather has fairly indicated that we don't need to adopt those

[0:06:05] Trustee Luckham (probable): those additional sections,

[0:06:07] Trustee Luckham (probable): but I am in support of those sections.

[0:06:11] Trustee Luckham (probable): So that's all I have to share.

[0:06:13] Trustee Patrick (probable): In your case, Trustee Luckman, it's 18 through 36,

[0:06:18] Trustee Patrick (probable): since you've already got the decorum pieces

[0:06:21] Trustee Patrick (probable): in this bylaw.

[0:06:25] Trustee Patrick (probable): So that you've already had for Thetis.

[0:06:29] Trustee Patrick (probable): So that's minor amendments in that section,

[0:06:31] Trustee Patrick (probable): not a new section.

[0:06:33] Trustee Patrick (probable): Just for the benefit of Trustee Fenton, this conversation has been coming about in that this series of special meetings were primarily being designed to get and modify our meeting bylaws to allow for the electronic meeting component to be a permanent feature of our bylaw to allow us that option going into the future.

[0:06:57] Trustee Patrick (probable): and um uh you know i i completely support staff um you know i had an idea to try to try to make

[0:07:06] Trustee Patrick (probable): more of the meeting bylaws a little bit more similar and bring in some of the language

[0:07:09] Trustee Patrick (probable): that would be similar across all of all of them and in your case you already had the decorum but

[0:07:15] Trustee Patrick (probable): it's delegations um in invited presentations and public participation um on um galliano and

[0:07:24] Trustee Patrick (probable): south pender so far those those sections have been removed for this consideration and only the

[0:07:30] Trustee Patrick (probable): virtual meeting aspect of the minor amendments have been have been made primarily because this

[0:07:36] Trustee Patrick (probable): is an opportunity to have the conversation with your community in a bit of a regular meeting

[0:07:41] Trustee Patrick (probable): rather than a special meeting to decide um um you know the the details to make sure that these

[0:07:47] Trustee Patrick (probable): these sections work for um you know the community um as as a whole um and so um i know for me i feel

[0:07:56] Trustee Patrick (probable): that you know our expectations of the meeting is clear and defendable that we are adding uh the

[0:08:03] Trustee Patrick (probable): virtual meetings um i'm less comfortable doing the the more broader change to the bylaw in this

[0:08:11] Trustee Patrick (probable): this format of a special meeting.

[0:08:15] Trustee Patrick (probable): So I would propose an amendment

[0:08:26] Trustee Patrick (probable): and I'll just leave it for conversation purposes

[0:08:30] Trustee Patrick (probable): at this moment, but I would propose

[0:08:32] Trustee Patrick (probable): that we remove 18 through 36 to allow us to deal with that

[0:08:38] Trustee Patrick (probable): in a regular meeting at a future time.

[0:08:40] Trustee Patrick (probable): um and my reason this is twofold one salts this is based a lot on salt springs language and

[0:08:49] Trustee Patrick (probable): we already had this in our bylaw so when we saw the amendment back in december all we were adding

[0:08:57] Trustee Patrick (probable): was the virtual meetings and some minor cleanup um and uh the public noticed it when it went to

[0:09:05] Trustee Patrick (probable): the executive committee and they thought that we had added all these sections without having the

[0:09:10] Trustee Patrick (probable): dialogue with them um which in that case we didn't add it already existed um so um maybe that won't

[0:09:21] Trustee Patrick (probable): happen on thetis but you know it did happen on salt spring and i think it was a good point um

[0:09:26] Trustee Patrick (probable): and that's why i would support amending this at this time i don't know if there's any more

[0:11:36] Trustee Luckham (probable): our meetings being a safe place for trustees staff and members of the public to join us and

[0:11:43] Trustee Luckham (probable): And this will help us if we find it offensive and the community speaks out that this is offensive, we can certainly consider that and make a point.

[0:11:53] Trustee Luckham (probable): If the public, if the community wants to make a point and making this a priority, I'd be happy to have it a priority on Theta Sound, obviously.

[0:14:37] Trustee Luckham (probable): Sprint Chelsea meeting this morning, there was a suggestion and I support it. And perhaps I'll

[0:14:43] Trustee Luckham (probable): read the motion amended that way we don't have to make two motions, but that it actually be

[0:14:49] Trustee Luckham (probable): forwarded to financial planning committee to take it to trust council, rather than just going

[0:14:55] Trustee Luckham (probable): directly to trust council. That's sort of normally how we do business anyway. And so maybe before I

[0:16:01] Trustee Patrick (probable): a lot of looking at it but i think we have to reset how we meet um and um so therefore i i

[0:16:09] Trustee Patrick (probable): can't support just asking for a full-time physician at this this point in the in the

[0:16:14] Trustee Patrick (probable): conversation i think we need to start broader so is there any uh we don't have a motion yet

[0:17:12] Trustee Patrick (probable): I know staff have spent a lot of time

[0:17:17] Trustee Patrick (probable): and that's their job is to figure out

[0:17:18] Trustee Patrick (probable): how to resource meetings.

[0:17:19] Trustee Patrick (probable): And I know this is challenging.

[0:17:20] Trustee Patrick (probable): It has been challenging.

[0:17:21] Trustee Patrick (probable): It takes a lot of time and energy to do this.

[0:17:25] Trustee Patrick (probable): but I think we kept looking at it as sort of this is somewhat temporary that this is you know going

[0:17:30] Trustee Patrick (probable): to come to an end if the pandemic ends we're going to slip back into the way we used to do

[0:17:34] Trustee Patrick (probable): business I think the opportunity is broader than that I think we could slip into something newer

[0:17:39] Trustee Patrick (probable): how do we want to meet how how do we want to solve these issues it's complex and I know Heather's

[0:17:45] Trustee Patrick (probable): yes it's very very very complex our our meetings and the number of meetings we have and I think we

[0:17:51] Trustee Patrick (probable): we need to look at it in a very broad lens

[0:17:55] Trustee Patrick (probable): and figure it out permanently,

[0:17:58] Trustee Patrick (probable): how we want to have our meetings.

[0:18:00] Trustee Patrick (probable): And that just considering us one staff or a staff position

[0:18:05] Trustee Patrick (probable): at this time, I think is just a cart before the horse.

[0:18:16] Trustee Luckham (probable): If I might speak again, you know, you're right.

[0:18:21] Trustee Luckham (probable): are right. I agree with you. You're right, Chair Patrick. I guess I'm stuck in thinking further

[0:18:32] Trustee Luckham (probable): ahead than today. And I'm thinking further ahead to the middle of this next year and or into a

[0:18:42] Trustee Luckham (probable): future council, potentially. And I think there's agreement around the table that there's a necessity

[0:18:52] Trustee Luckham (probable): to do something. We have a very tight budget. It's hard to say how that's going to pan out as the

[0:18:58] Trustee Luckham (probable): year progresses. And I think that actually consider adding a full-time position. It's

[0:19:09] Trustee Luckham (probable): maybe unfortunate that maybe it's worthy of reconsidering what that motion reads, actually,

[0:19:16] Trustee Luckham (probable): in that I think we need to have that discussion. And it may be that we could facilitate that

[0:19:21] Trustee Luckham (probable): discussion i think it's a priority for a council in my opinion to determine how we're going to

[0:19:27] Trustee Luckham (probable): continue business because this is about a business this is as much about a business continuation

[0:19:32] Trustee Luckham (probable): as it is as electronic meetings is um and we have no idea where this is going where this

[0:19:39] Trustee Luckham (probable): whole pandemic situation is going to go or what else is going to happen in the world

[0:19:43] Trustee Luckham (probable): um that might affect us locally and um to this is our budget cycle now and it's our opportunity to

[0:19:52] Trustee Luckham (probable): put some resources aside to consider that it doesn't mean we have to spend it um but if we

[0:19:58] Trustee Luckham (probable): don't have any resources to to to fund some conclusion which may be part-time or something

[0:20:05] Trustee Luckham (probable): something else, then, you know, we may or may not be able to draw upon resources within the

[0:20:13] Trustee Luckham (probable): organization to facilitate something when it becomes necessary. And so I guess that's the

[0:20:20] Trustee Luckham (probable): bigger picture that I can't help but think about. And so I'm going to continue to support it. But

[0:20:29] Trustee Luckham (probable): But I am wondering about changing the wording to not only send it to FPC, but to adding additional resources in the way of staff to your budget.

[0:20:42] Trustee Luckham (probable): But it obviously gets more complicated and there's no way to have this conversation, unfortunately.

[0:20:47] Trustee Patrick (probable): I was just looking at the wording myself.

[0:20:50] Trustee Patrick (probable): It might be, instead of just saying, considering adding full, you know, being so specific about adding a full-time staff positions that perhaps it's asking the financial planning committee to consider the resources necessary to support electronic meetings.

humbly stated gratitude to live and work in Coast Salish First Nations treaty and traditional 
territory.

3.1 Meeting Procedure Bylaw No. 111 - for consideration and decision 
Regional Planning Manager Kauer presented a staff report dated January 20, 2022 
regarding the Meeting Procedures Bylaw. 
There was discussion and the following items were noted: 
 Support was expressed for additional support for staff to facilitate electronic 
meetings; 
 Support was expressed for policies that ensure meetings are safe and respectful for 
both staff and attendees; 
 There was a suggestion to amend the bylaw by removing the Delegations, Invited 
Presentations and Public Participation sections (items 18 to 36) to allow the LTC to 
consider those items during a regular meeting; 
 Support was expressed to have a federation wide conversation regarding “how we 
meet” going forward that includes resources and staff support.
