[0:06:17] Voice 20: forward with um the policy uh document development and um and options for implementation of the

[0:06:26] Voice 20: freshwater strategy. So I think that basically staff are just looking for direction to move

[0:06:35] Voice 20: forward and come back with a policy document and also a report that'll identify options for

[0:06:44] Voice 20: implementation.

[0:10:36] Trustee Patrick: you know there's going to be you know part of that's going to be information learned so i'm

[0:10:41] Trustee Patrick: just questioning the timing is you know are the two are they collecting information or is this

[0:10:47] Trustee Patrick: just coming off of the um freshwater strategy document um

[0:10:58] Voice 20: like some at least understanding of the process that's going on in terms of the development of the

[0:11:04] Voice 20: policy document. I know David has a fairly clear idea around what this particular,

[0:11:13] Voice 20: what the document would look like, and I unfortunately haven't had a chance to have

[0:11:18] Voice 20: a detailed discussion with him about that, so that's something that I would have to

[0:11:22] Voice 20: to to have that discussion with David to actually have a clear idea of what we're looking at here

[0:11:42] Trustee Busheikin: that I think it's a really good point and it's it's complex because part of me thinks it would

[0:11:48] Trustee Busheikin: be good if the policy was done first and the other part thinks better to wait but I think it's just

[0:11:53] Trustee Busheikin: going to maybe it's something that's just going to have to be worked through the interaction between

[0:12:00] Trustee Busheikin: these different processes um yeah

[0:12:44] Trustee Patrick: fundamental and important issue but it's not the issue that we make all our decisions on and i

[0:12:49] Trustee Patrick: i think we had that conversation before with the policy statement to make sure that that statement

[0:12:54] Trustee Patrick: was in there and i just want to make sure that we're continuing to make sure that the value you

[0:12:58] Trustee Patrick: know there's values with an s on it that our decisions aren't easy to always just say you know

[0:13:03] Trustee Patrick: no you know we're trying to you know there's lots of values that go into making decisions so

[0:13:08] Trustee Patrick: i just want to make sure we're still embracing that open issue that we had covered in the

[0:13:15] Trustee Patrick: the strategy yeah

[0:13:19] Trustee Busheikin: well and we will we will see this policy again and it will be up to us i assume

[0:13:25] Trustee Busheikin: to kind of um vet it and then recommend it to trust council so we can have a good look at the

[0:13:30] Trustee Busheikin: language um at that point to make sure that those kind of values as we see them and think they

[0:15:51] Trustee Busheikin: Best Management Practices for Delivery of Local Planning Services to Local Trust Communities.

[0:15:56] Trustee Busheikin: This is coming back with those changes with the hope that we're happy with it and can send it on

[0:16:20] Voice 11: it so this is a follow-up from um the meeting about a month ago uh um where the local plan or

[0:16:31] Voice 11: or the regional planning committee spent the bulk

[0:16:35] Voice 11: of the meeting or all the meeting, I think,

[0:16:37] Voice 11: going through the policy and the draft

[0:16:40] Voice 11: and made a number of recommended changes

[0:16:44] Voice 11: or requested a number of changes to be made.

[0:16:46] Voice 11: And so in the report on starting on page 24

[0:16:50] Voice 11: of the agenda package,

[0:16:52] Voice 11: those resolutions are each broken out

[0:16:54] Voice 11: and then identified where those changes have been made.

[0:16:58] Voice 11: so the goals have been incorporated into a new section under the purpose heading

[0:17:04] Voice 11: the strategic planning by local trust committees has been incorporated into section 1.7

[0:17:15] Voice 11: there was a resolution about requesting staff to report on incorporating local trust committee

[0:17:22] Voice 11: strategic planning with trust council strategic plan so that's a bigger discussion or a bigger

[0:17:27] Voice 11: are issued and can be incorporated at least into this draft of the policy so we'll probably be

[0:17:33] Voice 11: reporting back on that there are a number of sort of smaller amendments that were made

[0:17:38] Voice 11: to the body of the policy and then a number of other changes were made to the appendices

[0:17:48] Voice 11: specifically appendix d and those have been incorporated and are attached there's two

[0:17:55] Voice 11: two versions of the policy attached as last time,

[0:17:58] Voice 11: the black line version showing all the changes

[0:18:00] Voice 11: and then a clean version.

[0:18:03] Voice 11: So if RPC does endorse this version,

[0:18:08] Voice 11: then the recommendation is that it should go

[0:18:11] Voice 11: to trust council for review.

[0:18:15] Voice 11: And that's the recommendation on page 27

[0:19:08] Voice 6: stop as i recall that we wanted at the end of to ensure the broadest participation okay and then

[0:19:18] Trustee Busheikin: and i'm assuming for small changes although

[0:19:24] Trustee Busheikin: important like that that we can note them staff will take notes they'll take care of it it doesn't

[0:19:42] Voice 1: section 4.4 i queried about the change where it says the late items to be agenda added to the

[0:19:52] Voice 1: agenda except with the approval of the chair the current policy says approval of the ltc so that's

[0:19:58] Voice 1: a that's a substantive change where a lead item would be the chair of the ltc could only decide

[0:20:03] Voice 1: as opposed to the trust committee themselves and i checked the current policy and it does refer to

[0:20:10] Voice 1: ltc so yeah that's correct yeah

[0:20:14] Voice 1: that is that purposeful or is that just an inadvertent change

[0:20:31] Voice 11: process after the agenda is distributed and then there's potential late items come in, you know,

[0:20:38] Voice 11: typically the staff would speak to the chair and the chair would make the call about adding that

[0:20:45] Voice 11: the agenda for practical reasons if you stick to the the policy it would just be

[0:20:50] Voice 11: the ltc would have to have to add it at the

[0:20:53] Voice 11: meeting um which of course they can do the ltc

[0:20:57] Voice 11: once the once the agenda is up for approval the ltc can add or remove whatever they want

[0:21:18] Trustee Patrick: have time in Trust Council in March to receive it either. So I think that I just wanted to start

[0:21:24] Trustee Patrick: with that comment. And one of the main reasons is, I mean, we do have this review report coming

[0:21:29] Trustee Patrick: and Eric Vance, their ex-land use person, I'm really looking forward to what he has to say,

[0:21:35] Trustee Patrick: that he charted a path through our, you know, found some better ways of efficiency and planning

[0:21:41] Trustee Patrick: and prioritizing that is worth you know considering i hope um we had talked about adding and that was

[0:21:50] Trustee Patrick: one of the motions was to add uh you know the project definition phase in here and i don't

[0:21:55] Trustee Patrick: think it for me it's still not emphasizing the importance and of that phase i know um claire

[0:22:03] Trustee Patrick: frader today is meeting with staff from the liaxan nation who have sent us a letter saying

[0:22:08] Trustee Patrick: they want to be involved with the project definition phase and still think we're not

[0:22:12] Trustee Patrick: you know we're not hearing them um on on what they've asked um and i so i think the project

[0:22:19] Trustee Patrick: definition phase is so important and not um not there yet and the same for under the policy like

[0:22:30] Trustee Patrick: 1.3 we talk about determining the health of our official community plans appendix it's a that's

[0:22:35] Trustee Patrick: content. Is content equal health? There could be numerous reasons as to why an OCP needs to be

[0:22:44] Trustee Patrick: opened up, but is it just, you know, content? There's got to be other performance indicators

[0:22:50] Trustee Patrick: and things that are occurring in our communities that would trigger a need to open up an OCP. So

[0:22:56] Trustee Patrick: I think we have some work yet there to say, you know, what determines a healthy and not healthy

[0:23:04] Trustee Patrick: ocp um because that affects priority um if somehow you know of what the condition of the ocp is and

[0:23:14] Trustee Patrick: what's occurring on the ground um if we have good planning it should be it should be good

[0:23:19] Trustee Patrick: or in line but never know um so i mean i i could go through and make lots of comments i think i

[0:23:29] Trustee Patrick: I still think we need to do more work.

[0:23:32] Trustee Patrick: You know, I think the diversity and equity issues

[0:23:35] Trustee Patrick: in relation to stakeholders and all of these issues

[0:23:38] Trustee Patrick: are not as deep as they could be.

[0:23:43] Trustee Patrick: But the project definition phase

[0:23:44] Trustee Patrick: is where we would figure all that out.

[0:23:46] Trustee Patrick: And like I said, I don't think it's added

[0:23:49] Trustee Patrick: as strongly as I'd like to see it.

[0:23:58] Trustee Busheikin: to where in this document perhaps if there is a place that points to the importance of having a

[0:31:12] Trustee Busheikin: started hearing about the planning services review last term when i started noting that i felt like

[0:31:17] Trustee Busheikin: planning services needed the delivery of planning services wasn't adequate to all islands needs and

[0:31:24] Trustee Busheikin: And I feel like we do need to move it along.

[0:31:27] Trustee Busheikin: It would be good to get it done in time for the next budget cycle as these things start rolling out.

[0:31:35] Trustee Busheikin: And I think that there's many ways if, you know, if people are particularly concerned about having a good project definition phase, there's many ways to get at that.

[0:31:48] Trustee Busheikin: If it's a best practice, then staff should be doing it like they do many best practices that aren't in this.

[0:31:55] Trustee Busheikin: And trustees should know about that, too, and be adding it in there.

[0:31:59] Trustee Busheikin: So my own druthers would be to my belief about what's best is to pass a resolution asking staff to review it for appropriate language in light of UNDRIP, DRIPA, and send it to council.

[0:33:31] Trustee Luckham: and our responsibilities to them as a sovereign government

[0:33:38] Trustee Luckham: to be sure that we're reaching out and engaging to them early.

[0:33:42] Trustee Luckham: and we've uh we've had letters from many nations saying how come you didn't tell us about this

[0:33:50] Trustee Luckham: earlier and so i really do believe that we need to be considering that early in the project

[0:33:56] Trustee Luckham: definition phase of things and that we need to take that commitment from council seriously and

[0:34:01] Trustee Luckham: i know that you don't not take it seriously laura but um there is a wide uh variety of points of

[0:34:08] Trustee Luckham: of you across the trust area but i think substantially um nations want to know what

[0:40:20] Voice 13: minor several times so i i think you can trust that those minor it didn't sound like content

[1:10:55] Voice 11: develop housing solutions across the trust area just to quote from a small part of the rfd

[1:11:01] Voice 11: and then trust council's resolution was to refer it to rpc for further consideration

[1:11:11] Voice 11: So that's kind of where it sits now at the RPC's table.

[1:11:20] Voice 11: In terms of comments, you know, it would be a significant request, you know, potential legislative changes, lots of different considerations that the province would certainly have.

[1:11:37] Voice 11: as i'm sure trustees know that regional districts currently have the ability to deliver housing

[1:11:43] Voice 11: services some do some don't so different parts of the trust area for example the capital regional

[1:11:50] Voice 11: district has a housing service other regional districts have not initiated that those services

[1:11:58] Voice 11: at least in the trust area so sort of generally the discussion i think it would benefit from

[1:12:04] Voice 11: having um sort of i'm trying to narrow the focus of the request um before sending it back to trust

[1:12:12] Voice 11: council to to really zero in on exactly what it is that's being requested thank

[1:12:19] Trustee Busheikin: you and um i believe

[1:12:22] Trustee Busheikin: that the reason that director freighter is here primarily is for this topic because it is an

[1:12:29] Trustee Busheikin: an advocacy topic.

[1:12:38] Trustee Busheikin: So Claire, do you have any overall comments about this

[1:12:53] Voice 22: in your advocacy policy that Trust Council's adopted,

[1:12:59] Voice 22: cooperation taking things forward that are you know well coordinated and researched and credible

[1:13:03] Voice 22: and all those sorts of value statements that are in that policy I would say with something like

[1:13:07] Voice 22: this you're going to want to be you know this is would potentially be the highest profile advocacy

[1:13:11] Voice 22: that you've done in quite a while going to the lieutenant governors you would want to make sure

[1:13:15] Voice 22: that the ask is clear in nature and consider the scope of the ask that you want to make

[1:13:22] Voice 22: and I would recommend as you move forward ideally working in coordination with other affected

[1:13:27] Voice 22: affected parties if they are to be affected, such as regional districts would likely be beneficial, but really it's at the, it would be at the request of Council how you wish to move this forward but those are the principles that you have to guide advocacy generally.

[1:13:42] Voice 22: So as I understand it, there's a couple of notions one is, you know, a new body of sorts, the other is simply looking at new funding. So having some clarity within the ask would be recommended.

[1:15:13] Trustee Patrick: and I'll share the story, was back in the fall, I ended up in a meeting with our MLA Olson,

[1:15:20] Trustee Patrick: our electoral area director gary holman and myself in win with minister selena robinson

[1:15:27] Trustee Patrick: finance minister and all her staff and uh the meeting in was initiated with our electoral area

[1:15:35] Trustee Patrick: director pushing for the housing and speculation tax to be um brought into the area minister

[1:15:43] Trustee Patrick: robinson stopped the conversation said let's talk about the problem first what is the problem

[1:15:48] Trustee Patrick: And we talked about the problem being that it's about making existing structures available for rent that, you know, the rental market had disappeared and we were trying to incentivize and get people, you know, existing structures made available for rental.

[1:16:05] Trustee Patrick: And, and then one of our staff asked, how many units are we talking about? 16? I don't know where the number 16 came from.

[1:16:14] Trustee Patrick: I was like well our housing needs assessment said 300 and that likely is low for Salt Spring

[1:16:20] Trustee Patrick: so it helped we got into the conversation then about ah now we had sort of a problem she opened

[1:16:27] Trustee Patrick: the door and said that from a finance she was not keen I mean on the on the housing and speculation

[1:16:32] Trustee Patrick: taxes being the right tool but she would open the door to having a conversation thought that

[1:16:38] Trustee Patrick: Whistler Tofino and the islands had something in similar as you know having some vacation home

[1:16:43] Trustee Patrick: own properties and that a tool could be customized that would be useful so imagine here I am sitting

[1:16:50] Trustee Patrick: in a meeting with I have zero who am I I'm not representing a full local trust committee and I

[1:16:56] Trustee Patrick: don't represent trust council so that was one of the reasons for this motion as well is that we

[1:17:01] Trustee Patrick: have a trust council sponsored request to go work with the province to create something now I wasn't

[1:17:08] Trustee Patrick: here last term and I think Laura Breshekin you may have been the one that made it but there was a

[1:17:12] Trustee Patrick: motion made regarding the housing speculation tax in the previous previous term of the trust

[1:17:18] Trustee Patrick: council but it didn't dismiss it it basically did raise the fact of a customized solution again

[1:17:24] Trustee Patrick: being something that should be considered so here we are more than four years later and we haven't

[1:17:29] Trustee Patrick: made any move on trying to solve some of these problems using tools from above through the

[1:17:35] Trustee Patrick: province one of the reasons for wanting to solve this tool and if we look at our relationships we

[1:17:41] Trustee Patrick: We have with our regional districts, which I do work very closely with our regional district here, here in our region.

[1:17:47] Trustee Patrick: We have the regional district or the capital regional district.

[1:17:50] Trustee Patrick: They do have the letters patent. They have a housing authority.

[1:17:53] Trustee Patrick: They have no money. It always comes down to that.

[1:17:58] Trustee Patrick: No one has any money to pay for these things.

[1:18:01] Trustee Patrick: So as a trust area, if we could come up with a new mechanism through the province to create some funding, we could help with funding.

[1:18:13] Trustee Patrick: And we look at all of our work that we do with like BC housing, they're used to dealing with these major, you know, areas where hundreds of units, you know,

[1:18:26] Trustee Patrick: And some of our islands in our trust area is talking about six or 12 units they're trying to build.

[1:18:34] Trustee Patrick: It's a size difference that's quite, you know, so we're kind of like panes to BC housing.

[1:18:42] Trustee Patrick: housing, and having some sort of umbrella, if I think of it, as being able to channel the work

[1:18:49] Trustee Patrick: within our regions in an expert way to help with the provincial entities like BC housing and so

[1:18:56] Trustee Patrick: forth. So one that our islands aren't being pitted against each other should be Galliano

[1:19:01] Trustee Patrick: against Gabriola and competing for BC housing money, or we can help them. And also it's groups

[1:19:08] Trustee Patrick: groups of well-meaning, hardworking volunteers that are trying to bring these units into play

[1:19:15] Trustee Patrick: that need support and help. So there's a lot of reasons of having an umbrella

[1:19:22] Trustee Patrick: to help channel the work that needs to be done. And none of it can be done without some form of

[1:19:29] Trustee Patrick: funding mechanism. And that's through conversations with the province as well.

[1:19:34] Trustee Patrick: So, you know, this is a section of the act that has never been used before.

[1:19:39] Trustee Patrick: And I think it's a really powerful one.

[1:19:42] Trustee Patrick: Our islands, I mean, I can only really speak for Salt Spring, although I know it's happening on North Bender and Saterna is even feeling it.

[1:19:51] Trustee Patrick: Their pub can't be open, not the hours that they need to be, is we are in trouble.

[1:19:59] Trustee Patrick: You know, we're talking about today, the census, how many people came to our islands?

[1:20:03] Trustee Patrick: well how many people left our islands we're gutting a section laura

[1:20:10] Trustee Busheikin: because um we could probably have quite a lot of discussion in one time and i i just i want to put

[1:20:16] Trustee Busheikin: it out to the committee can we all agree that the um the housing crisis is is a proven fact both

[1:20:23] Trustee Busheikin: on all the islands through our housing needs assessment uh through bc and throughout canada

[1:20:29] Trustee Busheikin: and that we don't need to prove that to each other.

[1:20:34] Trustee Busheikin: So can we all just agree with that?

[1:20:37] Trustee Busheikin: Because I think we all know stories, we all know facts,

[1:20:40] Trustee Busheikin: we've all read things and at the risk of getting into it.

[1:20:46] Trustee Busheikin: I mean, Canada is sort of a world leader

[1:20:49] Trustee Busheikin: in escalation of housing crisis, I just learned.

[1:20:51] Trustee Busheikin: So I think we don't need to make the case

[1:20:55] Trustee Busheikin: that there's a housing crisis

[1:20:57] Trustee Busheikin: and that this is hugely affecting our communities

[1:21:00] Trustee Busheikin: economically, culturally,

[1:21:01] Trustee Busheikin: and in terms of community fabric.

[1:21:26] Voice 18: somewhat limited toolkit that we keep hearing about from orientation on throughout the mandate

[1:21:32] Voice 18: it doesn't have the power to do it on its own but it is it is part of the mandate to work

[1:21:38] Voice 18: collaboratively and that's where this is coming from is a desire to say we don't just represent

[1:21:43] Voice 18: developers of for-market real estate other systems processes and

[1:21:47] Voice 18: legislation tends to sort of over over represent that particular service because that's that's the

[1:21:55] Voice 18: applications we get and that's what our first community plans have miscalculated in my opinion

[1:21:59] Voice 18: there's far too much of one type of housing and not enough of another it's definitely been the

[1:22:04] Voice 18: trust mandate to look at land use and residential use is a huge part of what's eating up ecosystems

[1:22:09] Voice 18: and it's not been done in an equitable way on land that is um in my opinion calls into question the

[1:22:17] Voice 18: legitimacy of any of these official community plans or regulations and so the province has

[1:22:21] Voice 18: a responsibility here it's our responsibility to raise the voices of renters of of people who

[1:22:28] Voice 18: have not had a voice in in this these systems and processes and have been left out and and

[1:22:37] Voice 18: it's at the detriment of the ecosystems and the habitats and the cultural heritage sites

[1:22:41] Voice 18: this intensification of development pressure that's coming from market real estate it's been

[1:22:46] Voice 18: intensified over the past three years and we need the resources to be able to find solutions that

[1:22:53] Voice 18: look at the environment that look at contiguous tracks of forests that also look at housing needs

[1:22:57] Voice 18: assessments that draw a really dire picture of the numbers and it's not a question of adding people

[1:23:03] Voice 18: to the islands it's looking at you've allowed under the systems that you have so far this number

[1:23:09] Voice 18: and it's almost exclusively, and I use that term very purposefully, exclusively of a certain form

[1:23:16] Voice 18: of housing. And that's going to lead to health issues with your community, with the intensification

[1:23:21] Voice 18: of use on the environment. And there's been a huge uplift in the property assessments and the demand

[1:23:26] Voice 18: and all the housing pieces that go with it, the transportation costs of things moving back and

[1:23:31] Voice 18: forth and gravel and all the rest of it. We need the province's help. And this is a way to ask for

[1:23:37] Voice 18: it without saying, going through the specifics of how they solve it, because they do have to

[1:23:41] Voice 18: work with regional districts. And we are, LTC was in a protocol meeting with the regional district

[1:23:45] Voice 18: of Nanaimo, the chair outlined the exact same thing and was looking at solutions from a regional

[1:23:52] Voice 18: district point of view, because they've done a social needs assessment and they know this is the

[1:23:56] Voice 18: most dire situation facing rural and remote communities and the habitats that used to

[1:24:02] Voice 18: sustain them but are now just being you know sold for the highest bidder um the province the uplift

[1:24:07] Voice 18: and property assessments the lack of funding the province has provided the island's trust since

[1:24:10] Voice 18: its formation considering the task that's in its mandate listen the money is there because it's

[1:24:16] Voice 18: been put in there for generations and it's only um it's only up to us to ask for how for how it

[1:24:22] Voice 18: be used um around certain issues that the trust can't solve on its own we need help thank you

[1:24:30] Trustee Busheikin: so uh and welcome back ceo hudson pillar um we are discussing the advocacy around the housing

[1:24:36] Trustee Busheikin: authority um and we heard from staff and we've now heard from uh the two trustees that put the

[1:24:44] Trustee Busheikin: motion forward to council and i'm um about to open it up for discussion but do you have any

[1:24:51] Trustee Busheikin: comments at this point to help guide us or do you

[1:24:58] Voice 13: actually listen and learn um a bit more and uh understand that uh the direction i i have a bit

[1:25:12] Trustee Busheikin: with you know and i again i want to it is it's a complex and and uh i think an emotional issue

[1:25:17] Trustee Busheikin: for a lot of us um and i would like to ask us to stay focused on do we want to do this piece

[1:25:26] Trustee Busheikin: piece of advocacy, something similar to it? Do we want to tweak it? Do we want to do something

[1:25:32] Trustee Busheikin: different or not do anything at all? Because we could talk about housing and housing solutions

[1:25:38] Trustee Busheikin: and all of that and non-solutions for days and days and days. So let's keep it focused

[1:25:44] Trustee Busheikin: on the question before us.

[1:25:46] Voice 7: And I'm looking for hands to go up. Okay, I knocked myself in there

[1:25:55] Voice 7: at some point so uh janine go ahead i just want to say

[1:26:00] Voice 9: that i was i thank god no longer am but i

[1:26:04] Voice 9: have been a landlord on main island since about 1973 so i certainly know what rental situations

[1:26:12] Voice 9: are um i think that we've always certainly on my island and i think each island is different in its

[1:26:19] Voice 9: needs. This is where the concept of this being for the entire trust area concerns me. So trying

[1:26:26] Voice 9: to put it in simple terms, rentals come and go. We're currently faced with, I think, a federal

[1:26:32] Voice 9: Canada-wide issue over lack of rental housing. What I know are people who have moved to Maine

[1:26:39] Voice 9: Island with families a few years ago, because surprise, surprise, rents here were half of what

[1:26:45] Voice 9: they are in sydney um we have people advertised on our info page you know a family of four wanting to

[1:26:52] Voice 9: move to main island have you got a rental because in general our rentals are now currently if they

[1:26:58] Voice 9: were available and in the past substantially lower than what you will find on the mainland or in

[1:27:04] Voice 9: vancouver island um so i you know we need to have a diverse mixed community we've always had tenants

[1:27:11] Voice 9: We have tenants on Maine Island who have been tenants for 46 plus years.

[1:27:16] Voice 9: So within our community, we support them.

[1:27:18] Voice 9: We want to keep them.

[1:27:19] Voice 9: I have a concern that we are now moving too much towards the idea of trying to accommodate

[1:27:25] Voice 9: everyone's needs.

[1:27:26] Voice 9: And that is going to bump into the whole preserve and protect issue for me.

[1:27:30] Voice 9: Maine is already at build out.

[1:27:32] Voice 9: We've overdeveloped before the Island's Trust was here.

[1:27:35] Voice 9: So how are we going to accommodate more rentals?

[1:27:37] Voice 9: and uh and then just to keep this short because everyone will want to talk the reality of what

[1:27:43] Voice 9: people are calling affordable housing today building inspector who comes from pender crd

[1:27:48] Voice 9: tells me that just your foundation alone is 90 a square foot i have built three houses in my time

[1:27:56] Voice 9: my 50 odd years of marriage so i know what it costs to build a house what the process is and

[1:28:02] Voice 9: And he tells me $90 a square foot.

[1:28:04] Voice 9: My first house cost me $10 a square foot to walk up.

[1:28:07] Voice 9: So there's no such thing as affordable.

[1:28:10] Voice 9: The costs in the Gulf Islands are far higher than they are in any other community.

[1:28:15] Voice 9: I believe it's a bottomless pit.

[1:28:17] Voice 9: I don't think that we, the trust, will find the answer.

[1:28:20] Voice 9: And I have a lot of hesitation on us taking on a project like this.

[1:28:26] Voice 9: I think trust council as a whole has to prioritize exactly what we want to do.

[1:28:31] Voice 9: and whether we can actually accomplish anything.

[1:28:34] Voice 9: So I'll stop now

[1:28:35] Voice 9: because I actually could go on for hours.

[1:28:37] Voice 9: Thank you.

[1:28:57] Trustee Busheikin: we have declared there's a housing

[1:28:59] Trustee Busheikin: and workforce availability crisis.

[1:29:02] Trustee Busheikin: So we know that.

[1:29:03] Trustee Busheikin: It's do we want to do this advocacy or other similar advocacy or nothing?

[1:29:10] Trustee Busheikin: Trustee Longerice.

[1:29:17] Voice 1: My questions revolve around the motion itself.

[1:29:21] Voice 1: One of the issues I've got is with respect to the statement in accordance with Section 8.2.E of the Islands Trust Act.

[1:29:28] Voice 1: I'd like to know what sort of legal implications there are with us using this power to basically

[1:29:34] Voice 1: say we want to establish a housing agency based on this part of our act.

[1:29:40] Voice 1: Are we in fact saying that providing a housing service is part of the trust mandate?

[1:29:46] Voice 1: Because that's what this section is talking about, it's talking about policies related

[1:29:50] Voice 1: to a trust mandate.

[1:29:52] Voice 1: So I have a concern about that.

[1:29:53] Voice 1: I don't agree with that.

[1:29:55] Voice 1: This is advocacy.

[1:29:56] Voice 1: I have no problem. Advocacy. We should be right.

[1:30:00] Voice 1: letters to the as a trust maybe individual trust committees to the province as a whole to our

[1:30:06] Voice 1: minister raising the profile of our problem and basically what we're saying is BC housing is not

[1:30:12] Voice 1: adequate and our regional district like Nanaimo doesn't have a housing section per se like the

[1:30:19] Voice 1: CRD does so you know there's an issue there about them but are we trying to become a regional

[1:30:26] Voice 1: is what it's almost appears to be if we use this part of the act that's my one question.

[1:30:31] Voice 1: I have a concern.

[1:30:33] Voice 1: The motions itself.

[1:30:36] Voice 1: The parts to the talking about single user market housing really what we seem to be saying is, we don't want single family dwellings, where there's only one single family dwelling on the property as I think that's the bottom line.

[1:30:51] Voice 1: uh because single user uh single user market valued homes includes an apartment i mean you

[1:31:00] Voice 1: know so the definitely so if we're going to present this to government we need to define

[1:31:04] Voice 1: what we're talking about and because when i read that i to me if there's a 12 unit apartment

[1:31:10] Voice 1: building there's 12 single family homes just not uh discrete not separate standalone so

[1:31:17] Voice 1: uh the other comment i had was noted that it said seems to be implying that there would be

[1:31:24] Voice 1: no density increase that we've got a certain build out that's capacity now so really are we

[1:31:29] Voice 1: talking about an entity that's going to use be densely neutral i guess is the question i've got

[1:31:37] Voice 15: with

[1:31:37] Voice 1: in terms of multiple housing you know multiple affordable housing or

[1:31:41] Voice 1: or a market rental housing multiple so i've got a question about that um there was some other

[1:31:51] Voice 1: oh the other question i got this what sort of entity are we contemplating is it a like a crown

[1:31:57] Voice 1: corporation is it going to be in a statute a separate statute or what who's going to fund it

[1:32:04] Voice 1: like those are all this is and i'm assuming this motion is to what you would want to go forward

[1:32:09] Voice 1: well as government i would want had to have these questions you know what are you trying to fund

[1:32:14] Voice 1: you know who's gonna is it gonna be own owning land uh distributing uh uh grants uh a rental

[1:32:23] Voice 1: subsidy or what you know what are the details uh i think you need when you go to government

[1:32:27] Voice 1: you need to have an idea as to what you're thinking not just in general terms so uh so

[1:32:35] Voice 1: So I have a concern about that.

[1:32:39] Voice 1: There's some other points.

[1:32:42] Voice 1: Staffing and opting in and out.

[1:32:44] Voice 1: I'm not sure what that actually means for a local trust area to opt in or out.

[1:32:50] Voice 1: And would it be the tax base, be a local trust, the trust area as a whole or the province as a whole?

[1:32:57] Voice 1: also and i'm not sure what was contemplated when this when you know when the details are put forward

[1:33:04] Voice 1: in a motion that presumably would go to the lieutenant governor but those are some of my

[1:33:09] Voice 1: comments um

[1:33:12] Trustee Busheikin: there's a lot of questions and i think you know some of them we could get into discussing

[1:33:16] Trustee Busheikin: but i mean i imagine well it's recorded and people are taking notes on taking notes i'd like to just

[1:33:21] Trustee Busheikin: keep hearing from trustees so we had trustee dodds i had myself on the speakers list and then trustee

[1:33:50] Trustee Busheikin: and where this came from and what the intention is. I am currently certainly feeling in favor of

[1:33:57] Trustee Busheikin: putting forward an ask to the province. I'm not, I don't think what we have right now is exactly

[1:34:06] Trustee Busheikin: the right way to do it or the right ask. So my, at this point in the discussion, I would be

[1:34:15] Trustee Busheikin: interested in slowing this down a bit and perhaps getting a working group or subcommittee or some

[1:34:22] Trustee Busheikin: staff to do or a a workshop session to to tease out more what we're asking for it sounds to me

[1:34:31] Trustee Busheikin: like there's i mean the trust could go down a whole path of really whittling down what we think

[1:34:38] Trustee Busheikin: is best we want like it to be this kind of authority and they would own and they would

[1:34:42] Trustee Busheikin: give grants or they wouldn't give grants and these perhaps i i personally think that that

[1:34:46] Trustee Busheikin: we don't have the expertise we don't have the time um we don't have it's a huge project and

[1:34:51] Trustee Busheikin: And that's not our, what we're supposed to do.

[1:34:54] Trustee Busheikin: So I think more what we're asking for is, is a conversation and consideration in more

[1:35:00] Trustee Busheikin: broad strokes, a problem definition to do the problem definition, which we have, we

[1:35:07] Trustee Busheikin: have all the housing needs assessments so that we don't have to really define the housing

[1:35:12] Trustee Busheikin: problem, but the, why is BC housing not working?

[1:35:16] Trustee Busheikin: Like, what is it about our situation that warrants special attention and special measures?

[1:35:21] Trustee Busheikin: I think has to be laid out and it sounds like it's really mainly about funding and then a

[1:35:29] Trustee Busheikin: mechanism for that funding that will work for island communities and the reality of island

[1:35:36] Trustee Busheikin: communities and and I feeling and I don't know the wording is what we want to talk about or ask

[1:35:41] Trustee Busheikin: the province for really is to begin a discussion and to consider this and consider going forward

[1:35:49] Trustee Busheikin: and in some ways it's up to the province perhaps looking working with regional districts and

[1:35:55] Trustee Busheikin: working with the trust to figure out how they would want to do this it could be a subset

[1:35:59] Trustee Busheikin: of bc housing it's a special grants like a lot of funders they have special grants for different

[1:36:06] Trustee Busheikin: regions or different types of housing bc housing does have an innovative housing fund but it's

[1:36:12] Trustee Busheikin: very small and very specific and um definitely the the yeah i i can bring forward examples of

[1:36:21] Trustee Busheikin: how hard it is for island communities creating housing trying to create housing to work with bc

[1:36:27] Trustee Busheikin: housing um it just isn't a good fit in many cases so my sense is that i'd like to take a bit of a

[1:36:37] Trustee Busheikin: step back to the actual goal here and get clear about how and where to ask for that goal. I don't

[1:36:46] Trustee Busheikin: know if this provision, this order to the, I don't have the words in front of me, to the

[1:36:57] Trustee Busheikin: governor general or whatever it is we're doing is the right way. I don't know why we wouldn't just

[1:37:02] Trustee Busheikin: go back to Selena Robinson or to Josie Osborne to have the discussion. And I am, I would certainly

[1:37:14] Trustee Busheikin: remove the reference about the single user houses. I'm sympathetic to the thoughts behind that,

[1:37:22] Trustee Busheikin: but I think that's getting far too detailed actually. And I think that there's, I think

[1:37:33] Trustee Busheikin: that's up to local trustees to look at what kind of things they want to give permits to and allow

[1:37:38] Trustee Busheikin: in their regulations. And I don't think we can just ask the province or a housing authority to

[1:37:43] Trustee Busheikin: somehow change the housing pattern so that we don't have as much focus on single family homes.

[1:37:51] Trustee Busheikin: And I do think anyways, any kind of housing authority or public housing tends to shy away

[1:37:56] Trustee Busheikin: from that. And we may still want subsidized ownership type entry level housing as a form

[1:38:03] Trustee Busheikin: of affordable housing. There's plenty of examples of that, including in the San Juans.

[1:38:09] Trustee Busheikin: And it could be duplexes, it could be triplexes. Yeah, so I'm not quite sure how I would take this

[1:38:19] Trustee Busheikin: forward. But I think I've made my thoughts clear at this point. And thank you for listening. I'll

[1:38:44] Trustee Stamford: in the federation and our ability to forward advocacy and planning issues as a federation

[1:38:49] Trustee Stamford: But speaking from my local trust area, we are often on the periphery of the big issues. And this is another one, along with water and forestry and various foreshore issues.

[1:39:08] Trustee Stamford: issues. Housing isn't an issue for us, and I would hate to be pulled into something that affects

[1:39:16] Trustee Stamford: the community in a way that we don't have a problem with. And I was hoping to see more

[1:39:25] Trustee Stamford: planning solutions, given that we are nowhere near build-out, and that this could be a problem.

[1:39:32] Trustee Stamford: I want to look at what ways planning can offset issues so that we're not in the same position as Trustee Dobbs described for Maine Island.

[1:39:45] Trustee Stamford: So that was where I was hoping to see something.

[1:39:48] Trustee Stamford: But I'm also hearing from islands that are so obviously in dire straits, and they want to act now.

[1:39:55] Trustee Stamford: I mean, the talk of bringing it back for discussions and are we approaching it correctly?

[1:40:02] Trustee Stamford: I can imagine they're just going crazy because they need solutions yesterday.

[1:40:08] Trustee Stamford: So we're at so many different levels of need and process.

[1:40:14] Trustee Stamford: I'm not, I was wondering if there's a way to divide this up so that advocacy goes to

[1:40:20] Trustee Stamford: programs and that we sit strictly with the planning.

[1:40:25] Trustee Stamford: part of this and that we just keep moving it forward in that way so it's just general comments

[1:40:30] Trustee Stamford: I can't I don't have a specific oh one one quick thing is what is unusual for us compared to

[1:40:37] Trustee Stamford: everyone else in BC and Canada as far as housing crisis we live on islands they're closed systems

[1:40:42] Trustee Stamford: they're particularly sensitive to overdevelopment we are completely reliable on the BC ferries

[1:40:51] Trustee Stamford: I think we need to focus, as far as advocacy, on our uniqueness within this overall crisis.

[1:41:30] Voice 6: projects on our docket and for 20 and 12 units and um one of the problems when the these uh

[1:41:42] Voice 6: societies have gone to bc housing i mean they're i think they're getting there but basically you

[1:41:48] Voice 6: have to have a lot of capacity you have to be shovel ready to get the funding and if you don't

[1:41:53] Voice 6: have the capacity to sort of work out all of that and that capacity is is costly so that's all of

[1:42:00] Voice 6: the the different reports and so on um and i don't know the you know the idea of a subset of bc

[1:42:07] Voice 6: housing or i just i think that having everyone at the table and having a really deep discussion

[1:42:14] Voice 6: about it would really, it may, you know, it may generate some new ideas that we haven't thought

[1:42:22] Voice 6: of. So, yeah, and whether we divide advocacy from planning, that might, you know, be approached. But

[1:42:30] Voice 6: I think I would first like to see a start with the players and the funders.

[1:42:48] Voice 1: This section in the Island Trust Act, which says make recommendations to the lieutenant governor and council.

[1:42:54] Voice 1: So it's a direct request to the lieutenant governor.

[1:42:57] Voice 1: The only two other acts use this terminology.

[1:43:01] Voice 1: It is quite unusual.

[1:43:02] Voice 1: usual and this is the professional governance act which is where they are allowed to make

[1:43:06] Voice 1: recommendations to the lieutenant governor in regards to the selection process and principles

[1:43:13] Voice 1: for appointments so it's very specific and then the other one is the environment and land use act

[1:43:21] Voice 1: which is a committee comprised of cabinet members and MLA's in regards to land use and they can make

[1:43:28] Voice 1: a direct recommendation so i'm not sure how this that power why it's here and and because to me

[1:43:38] Voice 1: it's it's must be talking either talking directly to the lieutenant governor but when we make a

[1:43:44] Voice 1: request under this pre under the premise of the ia act we do draw in i believe the trust object and

[1:43:51] Voice 1: the ia act and and the purpose of the agency so that's where it's a very unusual uh wording

[1:43:57] Voice 1: Usually it's, you know, it's going to cabinets,

[1:44:00] Voice 1: going through the minister into two cabinet,

[1:44:03] Voice 1: which includes the LGIC, the Executive Council.

[1:44:07] Voice 1: So it's an unusual provision.

[1:44:28] Trustee Luckham: year. And I will say that when this idea first sort of got germinated, it wasn't as clear as

[1:44:37] Trustee Luckham: what this particular motion is brought forward to us by Justices Patrick and Colburn, and thank

[1:44:43] Trustee Luckham: them for bringing this here. I wasn't sure that approaching the Lieutenant Governor was necessarily

[1:44:51] Trustee Luckham: necessarily the right thing to do on any particular topic, not necessarily even just this

[1:44:58] Trustee Luckham: topic. But the question arises is whether or not we've asked or exhausted all possibilities for the

[1:45:05] Trustee Luckham: province to resolve this. However, I've come to the place where I support this act. And I think

[1:45:16] Trustee Luckham: that we need to from my point of view my reading of this and it's up to the the those that have

[1:45:23] Trustee Luckham: brought this motion to us to clarify their intent but my reading of this um is that we are asking

[1:45:32] Trustee Luckham: the lieutenant governor to consider that we believe that there's a problem and we believe

[1:45:40] Trustee Luckham: there's a necessity for a mechanism, and I like that word, a mechanism to help resolve this

[1:45:48] Trustee Luckham: problem. And I don't think it's appropriate for us to jump to the conclusion that we are going

[1:45:57] Trustee Luckham: to be the administrators of this. We are going to be the facilitators of this. That would be up to

[1:46:05] Trustee Luckham: somebody else to determine whether or not there needs to be, I think Kate Louise just said,

[1:46:10] Trustee Luckham: a subcommittee here either but i think that the problem is is that there's not sufficient

[1:46:20] Trustee Luckham: resources or ability or planning associated with the housing situation on the islands

[1:46:27] Trustee Luckham: and that we think there's a problem and ostensibly asking the lieutenant governor to look at it and

[1:46:35] Trustee Luckham: come to the come to some conclusion that there is or is not a problem and then make some

[1:46:40] Trustee Luckham: some recommendations to the province based upon that in order to resolve the problem if indeed

[1:46:46] Trustee Luckham: they agree that there is a problem. I would suggest that if any of these subsections there,

[1:46:56] Trustee Luckham: A through G, are things that you can't live with, I think it's worthy of asking the question,

[1:47:04] Trustee Luckham: and maybe it just needs to be a shorter list. And if there's one that was pointed out

[1:47:09] Trustee Luckham: but single user dwellings delete that one and any other one or just simply ask the question

[1:49:32] Voice 18: over as opposed to being part of that protection of ecosystems mapping and protecting cultural

[1:49:38] Voice 18: heritage sites and we can i i completely agree these items are for backing up the motion that

[1:49:46] Voice 18: they're items of information this should be a general ask here's the issues please solve this

[1:49:51] Voice 18: in collaboration as the mandate requires you to with with first nations with regional districts

[1:49:56] Voice 18: with other levels of government and to do it to preserve and protect the natural environment and

[1:50:01] Voice 18: and rural remote communities that actually empowers the islands trust to be

[1:50:05] Voice 18: part of solutions as opposed to just allowing a resource drain,

[1:50:11] Voice 18: a constant resource drain and getting funding of $150,000 from the province,

[1:50:16] Voice 18: which no comes nowhere near the uplift in property assessment.

[1:50:19] Voice 18: So this is a fairness and equity issue. It's also,

[1:50:23] Voice 18: it's just raising the,

[1:50:25] Voice 18: the question with the province and asking them to be part of the solution

[1:50:59] Trustee Busheikin: and and big expensive houses going up um that are you know all just for one couple or like

[1:51:08] Trustee Busheikin: having an entity like this is not going to change that like that is up to us and and it we can

[1:51:17] Trustee Busheikin: change our zoning we can down zone everything as apparently they did in squamish and say you have to

[1:51:23] Trustee Busheikin: come forward with a i don't know an environmental plan for your development before you're allowed

[1:51:29] Trustee Busheikin: to build a house or we could say no houses over 2000 square feet like we could um change subdivision

[1:51:38] Trustee Busheikin: and density like a lot of that's on us like i think what we're talking about here if i look at

[1:51:44] Trustee Busheikin: it is a housing authority type entity that will develop housing solutions but they're not going

[1:51:49] Trustee Busheikin: to be saying change how you develop your island that's that is on us um and it and it will be if

[1:51:57] Trustee Busheikin: If we're asking them to develop housing solutions, we will need to offer some space for that.

[1:52:03] Trustee Busheikin: And that is within our zoning and our OCP and our regulations of what kind of space that is.

[1:52:09] Trustee Busheikin: Do we, you know, what is in our OCPs about affordable housing and multi-unit houses and secondary suites and that kind of thing?

[1:52:18] Trustee Busheikin: That's where we get to shape it.

[1:52:21] Trustee Busheikin: So that's where things like the type of housing and all of that is, that's where our powers are.

[1:52:29] Trustee Busheikin: And so I think we need to be clear that we're not handing over or asking for help with the changing development patterns altogether.

[1:52:41] Trustee Busheikin: This is an ask about support for affordable housing.

[1:52:46] Trustee Busheikin: And I think it's legitimate.

[1:52:48] Trustee Busheikin: and I think I would like to see us go back to a more general ask and I think this needs to be

[1:52:53] Trustee Busheikin: backed up with some um you know a covering letter or um analysis and there's some good stuff here

[1:53:03] Trustee Busheikin: on your background but a little bit more to really make the case of why the islands trust because

[1:53:09] Trustee Busheikin: if they do this for the trust every community is going to be asking for it because every community

[1:53:13] Trustee Busheikin: is suffering and or almost every community so we really need to make that case and then I am

[1:53:20] Trustee Busheikin: actually curious what they're coming up with and I have to say I in no way ever thought reading this

[1:53:25] Trustee Busheikin: that it's an ask to create something that would be a new islands trust entity that really would

[1:53:31] Trustee Busheikin: take us out of our mandate and yeah I can't even imagine it would be so complicated I think

[1:53:40] Trustee Busheikin: This is asking for the provincial government to create something as they have created and funded BC housing, but it's not achieving its goals and our goals and needs for affordable housing in our communities for numerous reasons.

[1:54:56] Voice 13: want to have another conversation or another variant of this conversation because you're

[1:55:00] Voice 13: i think you're getting to what the intention of this is i do think we haven't used section eight

[1:55:07] Voice 13: to um before to my knowledge and i think section eight uh is designed for exactly this reason

[1:55:17] Voice 13: eight two e and that is not necessary you're providing a solution but you're also saying

[1:55:23] Voice 13: there's an emerging issue and this is a mechanism by which a more direct or official mechanism by

[1:55:28] Voice 13: which you can identify that to the lieutenant governor i would recommend we spend a little

[1:55:35] Voice 13: legal money um just researching that capability as this decision as you as you move forward with

[1:55:41] Voice 13: this i don't think that would hurt and i suspect the governance review that's imminent is going

[1:55:46] Voice 13: to be looking at this mechanism as a way to do trust business um i think that the case could

[1:55:53] Voice 13: be made that the whole that you could put a period at the end of trust area a and not have

[1:55:58] Voice 13: those codicils though i understand they're explanatory and the reason is is that i think

[1:56:03] Voice 13: for at least e um that is a matter that each ocp has or has not come to terms with in terms of and

[1:56:11] Voice 13: i speak as a planner because i would i would agree with e but um i don't think the various local

[1:56:17] Voice 13: trust committees have gotten to a place where they agree that that's a solution to um that issue or

[1:56:23] Voice 13: at least that's an issue that would need to be considered and trust council probably couldn't

[1:56:27] Voice 13: speak on behalf of the ltas in terms of e specifically um perhaps even d so maybe you

[1:56:34] Voice 13: want to parse those out a little bit more and i think finally the and i could be wrong and there's

[1:56:41] Voice 13: a great chance i am part of the reason for this is the provision of addressing this crisis

[1:56:48] Voice 13: requires so many different inputs and considerations that are fragmented at this time

[1:56:54] Voice 13: and can't deliver collectively and i think the trust is acknowledging it can't deliver

[1:57:00] Voice 13: collectively and that others aren't as well and that there has to be a rationale where the island's

[1:57:06] Voice 13: trust region needs greater collective action associated with this not versus other regions

[1:57:14] Voice 13: but because of the preserve and protect mandate or the special nature of the islands and our

[1:57:21] Voice 13: requirements under the mandate of the islands trust and that is a rationale i think could be

[1:57:27] Voice 13: brought out a little more more deeply to say that this special entity if it is created needs to

[1:57:35] Voice 13: exist for this reason that that fragmentation is not working or delivering on how this is getting

[1:57:41] Voice 13: getting done. So that's an, just an initial reading of the specific request and where you

[1:57:50] Voice 13: might want to keep having your conversations. Thank you.

[2:49:44] Voice 17: The Salt Spring LTC considered a recommendation from its Housing Action Program Task Force

[2:49:50] Voice 17: to expedite affordable housing rezoning applications.

[2:49:55] Voice 17: applications and currently expediting applications is considered an extraordinary processing service

[2:50:02] Voice 17: as per as per trust council policies and development procedure bylaws this then requires

[2:50:08] Voice 17: that a cost recovery agreement be negotiated between the rpm and the applicant and involves

[2:50:14] Voice 17: basically either redirecting existing resources or sourcing external resources such as a contract

[2:50:20] Voice 17: Planner. This process is based, as per the policy points out, on principles of administrative

[2:50:26] Voice 17: fairness. The LTC, Salt Spring LTC, is forwarding the request to the Regional Planning Committee to

[2:50:32] Voice 17: add to its work program and consider amending this policy. And any legal analysis, what did

[2:50:40] Voice 17: I write here? Any legal or procedural analysis, oh, I see. More details about what that means

[2:50:46] Voice 17: would come through that process. So any legal or procedural analysis would occur if the RPC

[2:50:51] Voice 17: RPC adds this to their work program and dedicates resources to following up on it.

[2:50:55] Voice 17: So in a nutshell, it's asking the RPC to amend the policies to be able to prioritize affordable housing applications.

[2:52:23] Voice 17: ldc chooses to expedite affordable housing applications that's how that could happen

[2:52:27] Voice 17: so it's kind of you need those two things the policy and the development procedures bylaw

[2:52:32] Trustee Busheikin: right okay and then just to be very clear that expediting would come at the it would be funded

[2:52:37] Trustee Busheikin: by the applicant well

[2:52:39] Voice 17: that's that's a good question not necessarily if you change the

[2:52:44] Voice 17: policy and you change the procedure you the trust council policy could dictate that in fact

[2:52:50] Voice 17: affordable housing policies are a priority and then we just simply reorganize the work schedule

[2:52:56] Voice 17: accordingly therefore for example in salt spring we have currently i believe 13 or maybe 14 open

[2:53:02] Voice 17: rezoning applications and i believe half of those have some sort of affordable housing component to

[2:53:09] Voice 17: it and therefore those would all get priority over everything else whatever they may be so it doesn't

[2:53:16] Voice 17: have it it would just be yeah i mean with a volume of applications it would just be simply prioritizing

[2:53:23] Voice 17: at this stage as opposed to um expediting i would just be prioritizing

[2:53:26] Trustee Busheikin: okay right yeah those are

[2:53:29] Trustee Busheikin: are different things and then just one more question um and i i mean you cover this i just

[2:53:34] Trustee Busheikin: want to make sure i really get it clearly um if we did this as a council it wouldn't

[2:53:43] Trustee Busheikin: automatically put it in place ltc still have to then change their application process and bylaws

[2:53:51] Trustee Busheikin: if they want so they could opt in or not that

[2:53:55] Voice 17: it depends how the policy is written there's uh i

[2:53:57] Voice 17: I think numerous ways this could happen.

[2:54:01] Voice 17: The most simple is indeed that the policy just recommends that the LTCs do it, and then

[2:54:06] Voice 17: that gives the LTCs the sort of authority to change the bylaw.

[2:54:09] Voice 17: So you're right.

[2:54:09] Voice 17: But it could be more prescriptive if the Trust Council decided to be more prescriptive.

[2:54:14] Voice 17: The Trust Council can basically, or they can sort of give direction to LTCs a little

[2:54:19] Voice 17: stronger than they tend to do, but for obvious political reasons.

[2:54:23] Trustee Busheikin: Yeah.

[2:54:23] Trustee Busheikin: Okay.

So some applicants can come forward and say, you know, I'm willing to pay, can you expedite it? So that's the current situation right now that's possible.

[2:55:38] Voice 1: So, in putting it into policy now where housing has a priority, that really applies when two parties potentially apply at the same time for expedited process, one of which is housing and one isn't. Is that my understanding?

[2:56:05] Voice 1: a policy right now extraordinary policy right and it requires payment up for the cost

[2:57:01] Voice 17: future. But to answer your question, the assumption that I'm hearing you make is that

[2:57:07] Voice 17: that's staff resourcing. And if we've got one application, we cannot then use that same staff

[2:57:13] Voice 17: resource for a second application. Whereas my experience primarily on Salt Spring, and we've

[2:57:19] Voice 17: done this a number of times, is we hire a contract planner. The sticky point is that that contract

[2:57:25] Voice 17: planner technically reports to the regional planning manager but the contract planner really

[2:57:31] Voice 17: works closely with the applicant and there's a bit of a i don't know how to call it maybe a loyalty

[2:57:37] Voice 17: divide that the applicant they really feel like they're working for the applicant but when actually

[2:57:41] Voice 17: what they're doing is the cost recovery is so that we can pay the planner the contract planner to work

[2:57:47] Voice 17: for us so if there's a sticky part in that process that's in my personal experience that's where it

[2:57:53] Voice 17: falls but so to answer your question they could have we you know we could have numerous contracts

[2:57:58] Voice 17: with numerous planners out there um concurrently working on rezoning applications and it wouldn't

[2:58:04] Voice 17: affect staff much more than managing a contract which of course uh can be cumbersome my my limit

[2:58:10] Voice 17: was seven and it broke me does

[2:59:14] Trustee Patrick: with affordable housing from a island-wide perspective and the efficiencies of of this

[2:59:20] Trustee Patrick: and to you know so this is it's again complex but um it's an overall approach to how we do it and

[2:59:30] Trustee Patrick: and support these type of projects.

[3:27:34] Voice 21: Salt Spring Island one so that would be able to help create a process. As Trustee Wolverton

[3:27:43] Voice 21: mentioned we might not have agreement from federal ministries or from provincial ministries and we

[3:27:50] Voice 21: We are in discussions to try to align their processes and tenure applications with the Islands Trust and the Islands Trust Act.

[3:28:04] Voice 21: We are updating the Crown land agreements as well, which would help with these particular processes as we create stronger communication channels with the ministries.

[3:28:33] Voice 21: improving communications but if we do provide proper wording for these things then that might
