[0:09:13] Voice 7: Thank you very much for the opportunity to speak today. I submitted a letter that is in the agenda
[0:09:18] Voice 7: package, and thank you for including that as well. But I wanted to speak about the compressed
[0:09:23] Voice 7: schedule proposed in the staff briefing. I also went back and listened to the July 8th meeting,
[0:09:29] Voice 7: special meeting, where the decision to postpone first reading was made originally, and I think
[0:09:34] Voice 7: it's quite applicable. So, if I understand, there is a genuine concern from some trustees that we
[0:09:41] Voice 7: are in a climate emergency and need to act immediately, and that this proposed compressed
[0:09:47] Voice 7: press schedule is suggested in order to achieve third reading during this term of office. Now,
[0:09:52] Voice 7: I may not agree with that, but I'm just trying to understand if I've got it right.
[0:09:56] Voice 7: So, I think the same issues were discussed at the July 8th meeting and are applicable.
[0:10:01] Voice 7: And the majority of trustees, I'll just summarize, like taking time to do this public engagement
[0:10:08] Voice 7: properly, let the process flow, let's hear what our community has to say, and it shouldn't be
[0:10:13] Voice 7: be rushed. I think it's fantastic that the Trust Council chose option three for public engagement.
[0:10:19] Voice 7: I think it's a step towards creating a trust with your community, and it's a type of bond.
[0:10:24] Voice 7: By rushing this, it could be perceived as breaking that bond. I just looked at the first item in the
[0:10:31] Voice 7: schedule. So, correct me if I'm wrong, that the consultant ISL will work with IT staff to
[0:10:38] Voice 7: consolidate all the input from the community, then report back to the community. Now, to me,
[0:10:45] Voice 7: that takes four weeks or probably six weeks. Then the community will review the report and
[0:10:50] Voice 7: feedback to the consultant and Islands Trust staff on whether their inputs have been represented
[0:10:56] Voice 7: properly, transparently. Could we have four weeks for that? We have so many people and
[0:11:02] Voice 7: it's just a lot of hard work. The consultant will then make any revisions to what they heard back
[0:11:08] Voice 7: from us. So that's another two weeks. So what I see as four weeks in this compressed schedule
[0:11:14] Voice 7: is at least 10 weeks. So in conclusion,
[0:11:18] Trustee Morrison: go ahead. You have like 10 seconds just to conclude your
[0:11:22] Trustee Morrison: thoughts there. The
[0:11:23] Voice 7: program committee will not support and therefore not recommend moving
[0:11:26] Voice 7: forward with this compressed schedule. Thank you.

[0:13:54] Voice 8: I was saddened and disappointed when I read the agenda for today's meeting I honestly believed
[0:14:00] Voice 8: that the public engagement process would inform further work on the trust policy statement
[0:14:05] Voice 8: that we were embarking on a journey together that would be collaborative and open.
[0:14:11] Voice 8: Imagine my surprise when I find a new table of contents for the policy statement,
[0:14:16] Voice 8: without introduction or context, provided as a response to a request that trustees provide
[0:14:22] Voice 8: community feedback. And number two, an aggressive schedule to adopt the trust policy statement,
[0:14:28] Voice 8: beginning less than 10 days from the end of the public engagement. 10 days is hardly a decent
[0:14:34] Voice 8: interval to allow anyone to read and absorb the report and to update the policy document
[0:14:39] Voice 8: accordingly. These two items would point to a belief that all that is needed to be known about
[0:14:46] Voice 8: the public's response to the policy we write is already known. This begs the question,
[0:14:52] Voice 8: why are we spending $200,000 on this exercise? I wonder that those who propose this schedule
[0:14:59] Voice 8: fail to recognise the divisive nature of this action. I want to be positive and believe that
[0:15:05] Voice 8: it was a misguided and a misjudgment and sprang from a genuine desire to serve the Trust.
[0:15:11] Voice 8: So I appeal to you, our elected trustees, during the last six months of this tenure,
[0:15:17] Voice 8: take a courageous and giant step to rebuild trust in the Trust. Stop work on the Trust
[0:15:24] Voice 8: policy statement take the governance review report and the feedback from public engagement
[0:15:30] Voice 8: and take time to study them contemplate them meditate on them it's a unique moment and
[0:15:36] Voice 8: opportunity use this knowledge to recreate an island's trust that we can support admire and
[0:15:42] Voice 8: respect and that incoming trustees can be proud to be a part of thank you that
[0:15:49] Trustee Morrison: was impressively
[0:15:50] Trustee Morrison: within your two minutes thank you very much and we'll come
[0:15:52] Trustee Morrison: back to you at the end okay thank you
[0:15:54] Trustee Morrison: you're welcome all right um I see um uh for people that uh if we can disable any of the
[0:16:05] Trustee Morrison: speaking mics at the moment I think Mary Beth has already gone if we can have uh Mielle Chandler

[0:16:29] Voice 29: all, I'm calling to address the issue of optics. So as everyone knows, in politics, public perception
[0:16:36] Voice 29: is paramount. And with the public engagement process about to begin, I believe that Islands
[0:16:43] Voice 29: Trust has just a wonderful opportunity to be seen, to also be, but be seen as genuinely listening,
[0:16:52] Voice 29: responding to, and including the desires, concerns of the residents in the new policy statement.
[0:16:59] Voice 29: And this, of course, builds unity, co-creating a document that the public can really get behind and support, and a document, moreover, that the public feels ownership over in much the same way that our communities feel ownership over our OCPs.
[0:17:15] Voice 29: My worry is that any conflating of the second and third readings to rush the policy through prior to an election, while I really understand it, it may strike some as disingenuous, and it may harm the progress made in the public engagement process.
[0:17:33] Voice 29: So I think similarly also changing the draft prior to the public engagement process also holds the potential for similar pitfalls in public perception.
[0:17:47] Voice 29: Lastly, given the divisiveness over the trust policy statement rewrite, we all need to be working towards opening up lines of communication and building mutual understanding.
[0:17:59] Voice 29: So to me, I mean, reading comments from trustees in the public record, which label public discourse as misinformation or somehow belonging to anti-vax ideology is disappointing and it's unnecessarily comes across as inaccurate and biased.
[0:18:18] Voice 29: And I think I'd like to say that we all need to strive to listen to each other openly and with respect. Thank you.

[0:19:06] Voice 25: thank you for the opportunity to make a couple of comments and I want to talk to the policy statement
[0:19:11] Voice 25: two areas I'd like to touch on timing and implementation now quite a bit's been said
[0:19:17] Voice 25: by the previous speakers about timing but it does appear as though there's some ongoing
[0:19:22] Voice 25: going redrafting or rewriting going on in parallel to both the engagement process and the governance
[0:19:27] Voice 25: review. It also appears there's a really strong desire to push this through before the end of the
[0:19:34] Voice 25: current term of trustees. I'm wondering why it's being pushed so hard within an electoral time
[0:19:41] Voice 25: frame. If it is truly to be a document that guides land use decision making for many years to come,
[0:19:47] Voice 25: it should be sufficiently robust and generally supported to be able to withstand change of
[0:19:54] Voice 25: trustees. Secondly, I want to touch on implementation. It's really difficult to
[0:20:02] Voice 25: determine from the materials provided on the website what, if any, attention has been paid
[0:20:07] Voice 25: to implementation of Bylaw 183. It's been suggested that all OCPs may need to be rewritten.
[0:20:15] Voice 25: What consideration has been given to drafting, redrafting all the OCPs? It appears, at least
[0:20:23] Voice 25: on the surface and in the absence of an implementation plan, that additional staff
[0:20:26] Voice 25: will be required? What estimates of additional professional staff, such as biologists,
[0:20:33] Voice 25: archaeologists, ecologists, or even engineers, has been developed? What additional staffing
[0:20:39] Voice 25: will be required in planning, advocacy, bylaw enforcement, and administration? Has this been
[0:20:47] Voice 25: financially projected over the next several years? It's difficult and challenging to write what in
[0:20:53] Voice 25: effect are the implementing regulations of the Island Trust Act. This takes time and careful
[0:20:58] Voice 25: thought involving many stakeholders. Interest must be considered and balanced. Communication
[0:21:05] Voice 25: is important. Acceptance is critical. Please finish
[0:21:10] Voice 25: up. Look at you.

[0:24:30] Voice 8: a kayak trip around the Gulf Islands in the mid-90s. Saturna was the highlight of the trip
[0:24:36] Voice 8: and my wife and i have loved wilderness activities both of us have an affinity for nature and a strong
[0:24:43] Voice 8: desire to see it protected i was an early member of greenpeace what's working saturn has a small
[0:24:51] Voice 8: population but the power of volunteers runs the place better than anywhere i lived we found out
[0:24:57] Voice 8: more about the structure of our local government and read up on the original policy statement and
[0:25:02] Voice 8: and OCP, they were very impressive, especially the degree of autonomy the LTC had in running
[0:25:10] Voice 8: things and how things were debated and agreed by the community. What's not working? Over the last
[0:25:17] Voice 8: decade, the balance between the needs of the community and nature has swung towards nature
[0:25:22] Voice 8: only. Local decision-making using the OCP template has been replaced by a rigid, top-down,
[0:25:29] Voice 8: over zealous prescription something made worse by the new policy statement I feel that the vision
[0:25:37] Voice 8: sees humans and communities as an inconvenience how do we move forward we need to return to what
[0:25:45] Voice 8: worked so well in the past if the original policy statement was amazingly relevant and appropriate
[0:25:51] Voice 8: even today tweak it but do so with community input trust spend is out of control and needs
[0:25:59] Voice 8: to be reined in as does the expansion of make work projects beyond its remit. Above all the trust
[0:26:07] Voice 8: needs to listen to its citizens. Vision statement, I don't think paradise is lost but if people can't
[0:26:16] Voice 8: support the trust we need to replace it with a different form of governments. My dream is to get
[0:26:22] Voice 8: it's fixed. Thank you.

[0:33:50] Trustee Luckham: I just want to acknowledge that, indeed, there is a lot of interest in the policy statement
[0:33:58] Trustee Luckham: that has occurred in the last year or so, but this has been a 10-plus year project.
[0:34:06] Trustee Luckham: And that said, there is no hurry.
[0:34:09] Trustee Luckham: There are many issues within the policy statement that have been discussed with respect to amendments.
[0:34:15] Trustee Luckham: There is no hurry on many of those items.
[0:34:18] Trustee Luckham: However, I think there is some significance in wanting to recognize three areas of the policy statement that could use amendment in the short term in order to enable Islands Trust and Trust Council and LTCs to conduct their business in an appropriate manner in this century.
[0:34:42] Trustee Luckham: And those are climate change. The policy statement is silent on climate change, including references or comments or direction on climate change would be helpful.
[0:34:54] Trustee Luckham: First Nations reconciliation and not simply acknowledging the Salish Sea, Scotia's territory, not recognized in the policy statement.
[0:35:08] Trustee Luckham: statement. This can be and should be included. Certainly, there's an affirmation of the necessity
[0:35:16] Trustee Luckham: of the protection of the environment, which is already in there, could certainly be strengthened
[0:35:20] Trustee Luckham: as seen fit. The only other item that there's been a lot
[0:35:26] Trustee Luckham: of conversation around, and I think that there's significant work that is happening outside
[0:35:30] Trustee Luckham: of the policy statement at this time, is indeed housing, all forms of housing, all shapes
[0:35:36] Trustee Luckham: shapes and sizes, affordability, and just regular housing.
[0:35:41] Trustee Luckham: That may or may not be necessary
[0:35:43] Trustee Luckham: to add into the policy statement at this time.
[0:35:46] Trustee Luckham: And indeed that will evolve quite possibly
[0:35:51] Trustee Luckham: outside of the policy statement.
[0:35:52] Trustee Luckham: And so I just would encourage that we seriously consider
[0:35:57] Trustee Luckham: deciding on what we can amend,
[0:35:59] Trustee Luckham: that we have consensus around,
[0:36:01] Trustee Luckham: or at least a majority around,
[0:36:03] Trustee Luckham: and indeed leave some of the more controversial topics

[0:38:19] Trustee Rogers: the engagement that's going to go on in the next 10 weeks is going to decide for us and
[0:38:27] Trustee Rogers: give us an indication as to our timing. Personally, although the chair says it's been 10 years,
[0:38:36] Trustee Rogers: I've been, I am now in my eighth year as a trustee, and it was a topic of discussion in the,
[0:38:44] Trustee Rogers: the in the i'll say the last two years of my first term uh we had a lot of trouble getting
[0:38:49] Trustee Rogers: traction around it um we thought we sort of found a way forward at the beginning of this term
[0:38:56] Trustee Rogers: and uh it i i there are there are gaps in it i would like to see us make personally like to see
[0:39:02] Trustee Rogers: us make some practice uh some um some uh progress in terms towards uh the redesign does that mean
[0:39:10] Trustee Rogers: mean it has to be finished this term um probably not uh it probably needs uh to take the time that
[0:39:17] Trustee Rogers: it needs uh but it it you know i go back to the discussion we had in july about what first reading
[0:39:24] Trustee Rogers: means um in terms of engagement and and and what it means is that the concepts are are ready to be
[0:39:33] Trustee Rogers: put forward to for for uh for commentary and consideration so i'd like us to continue to work
[0:39:41] Trustee Rogers: move forward uh i don't believe it should be set aside um i think we have a an opportunity for a
[0:39:48] Trustee Rogers: the the the public engagement that that we have uh now designed and committed significant resources
[0:39:55] Trustee Rogers: to and it would be um problematic for me to just decide at this point well we'll just put it aside

[0:41:29] Voice 19: I'll also say that I don't think we need to be married to this, you know, needing to finish this project before the end of the term.
[0:41:44] Voice 19: But I also don't think that it's appropriate to stop work.
[0:41:48] Voice 19: I think that especially the issues around reconciliation are really important and we need to be making the effort to move this along.
[0:41:58] Voice 19: long. And I'll just, I'll just harp on my personal opinion, which is that the long period in between
[0:42:08] Voice 19: now and the last revision of the trust policy is making this process for us and for the public
[0:42:15] Voice 19: a lot more of an ordeal. There's a lot more to understand. I'm just going to advocate to
[0:42:22] Voice 19: this committee to staff and public that um that and any future trustees coming in that uh i think
[0:42:34] Voice 19: we would all be better served by a more regular review of the policy statement and i'll be
[0:42:39] Voice 19: continuing to advocate for that as an elected person and if i'm not around at trust council
[0:42:44] Voice 19: next time i'll be advocating for that as a private citizen so thank you

[0:48:44] Voice 28: within the trust policy statement. And I don't think that they will be completely at a loss or

[1:07:48] Voice 1: process but what's the content what's the content what's how are we going to explain the why of what
[1:07:55] Voice 1: What is and why does it need to be changed?
[1:07:57] Voice 1: I think that's going to be critical because I did a certain, you know, there's been comments
[1:08:01] Voice 1: made, well, the shells have overtaken the shoulds, that there's 91 shells.
[1:08:06] Voice 1: Well, I did a look at the trust policy statement to review the current and the past, and all

[1:08:18] Voice 1: The increase in shell occurred because the advocacy policies changed the word encouraged
[1:08:24] Voice 1: courage to shell so if the issue is the advocacy aspect of our trust policy statement we need to
[1:08:31] Voice 1: let go that that's another issue then what will actually happen to uh ocp and lub so i think that
[1:08:39] Voice 1: we need to clarify to for people what actually is going on what actually changes you know and and
[1:08:45] Voice 1: and be detailed about forestry that's been raised as an issue where tree cutting whatever

[1:10:27] Voice 28: to read for most people. Obviously, I've got experience in reading complex documents, so
[1:10:34] Voice 28: I'm not particularly concerned for my own part, but we have to think of our consumers here.
[1:10:42] Voice 28: And one suggestion that has been made numerous times by a member of the public is that we take apart the document to winnow out those parts which are, let's say, mandatory, the shells, and create a separate document or have it as an appendix.
[1:11:10] Voice 28: however we we style it i'm not i'm not too bothered about but i think there should be a
[1:11:16] Voice 28: separation of really let's call it the guts of the thing uh those things which are are mandatory
[1:11:25] Voice 28: that we're saying to local trust committees you shall do this and then the rest of it can be
[1:11:33] Voice 28: in the way of preamble, setting the table, aspirational kinds of things. There's a lot
[1:11:43] Voice 28: to like about this document, for my part, from a literary standpoint. I think there's
[1:11:49] Voice 28: some very nice turns of phrase and use of language in the document. And I don't want to
[1:11:55] Voice 28: be seen to be criticizing staff for the way in which this is done, because it's
[1:11:59] Voice 28: basically following the way that trust policy statement has been done in the past
[1:12:04] Voice 28: and that that is to have this kind of amalgam of a document it's because it's a constitutional
[1:12:12] Voice 28: document I think it needs to be rather sparse in the things that it it actually mandates
[1:12:22] Voice 28: a constitutional document is generally going to have lots of whereases and wherefores and set
[1:12:28] Voice 28: the table as to the context and the circumstances of the document's creation. But at the end of the
[1:12:35] Voice 28: day, it's going to be pretty pointed and concise in its mandatory provisions, which are the things
[1:12:43] Voice 28: that people are going to be really more interested in. So I would strongly advocate that we go
[1:12:49] Voice 28: through a process to to pull this apart into at least two two pieces and you know which is
[1:12:57] Voice 28: which is the main document and which is the the annex or appendix uh i i don't care but
[1:13:06] Voice 28: separate it thank you thank

[1:13:35] Voice 5: question that I was asked is have some municipalities seen it? Answer yes. Have they had a chance to
[1:13:42] Voice 5: respond to it answer yes so so far so good on that when we got into the details i don't have to tell
[1:13:49] Voice 5: you we won't go into what were the major areas of concern right now because i don't think you want
[1:13:53] Voice 5: to hear that but the the fact is the the largest objections were firstly was the the russian
[1:14:00] Voice 5: inverted commas and i'm very pleased we've passed that motion because hopefully that will help
[1:14:05] Voice 5: that will alleviate that problem to some extent and secondly was the the word shall and everyone's
[1:14:12] Voice 5: been counting up in the document how many shells we've got and I'm sorry about that because it but
[1:14:17] Voice 5: that has been a real distraction and to what extent in your only municipality does it limit
[1:14:24] Voice 5: and govern or restrict the the municipality from where we are right now so I agree that the the
[1:14:32] Voice 5: The document itself, yes, a few people will read it, very few.
[1:14:36] Voice 5: You've heard from, I'd like to reinforce, from this area of the trust region, that the need to simplify.
[1:14:47] Voice 5: I'm not necessarily suggesting executive summary, but most people will want to know, what does it mean to me?
[1:14:55] Voice 5: And when you look at a document of that magnitude, that is not the easiest question to answer.
[1:15:01] Voice 5: So I think you've heard it all. I won't go on, but it has been hard slog right now, putting a positive spin on this. The amount of money that's been spent on external help to get this circulated hasn't been helpful.
[1:15:18] Voice 5: helpful. And whilst it's not on topic directly, we are dealing with two other issues running
[1:15:24] Voice 5: concurrently, and that hasn't been lost on people either. Co-mingling issues is extremely negative
[1:15:31] Voice 5: and it's dangerous. But we do live in a world where the three issues, the review, the budget,
[1:15:38] Voice 5: and the policy review are going on simultaneously. And politically, whether we like it or not,
[1:15:44] Voice 5: they are going to be grouped together, sadly. But there we have it. Thank you.
[1:15:49] Trustee Morrison: Thank you, Trustee Haley. I'll throw some comments in on this now, too, if I may.
[1:15:55] Trustee Morrison: So a couple things have come up for me that I think are deeply interesting. So we do have
[1:16:03] Trustee Morrison: challenges around our communication with the public around the difference between the governance
[1:16:08] Trustee Morrison: review, the trust policy statement review, and then, you know, the affiliated relationships that
[1:16:15] Trustee Morrison: that has with our budget. I am not actually a big fan of big budget increases without the
[1:16:23] Trustee Morrison: governance review being resolved. But I don't necessarily want to see those cuts come out of
[1:16:28] Trustee Morrison: programs that we know need to be done. I think that they potentially need to be out of other
[1:16:35] Trustee Morrison: types of aspects of work in the trust. So having said all that, like related to this topic,
[1:16:41] Trustee Morrison: and that's maybe just to build off what trustee kaylee is talking about with the co-mingling
[1:16:46] Trustee Morrison: challenge we face i also think that we don't have the luxury to do one thing like to do all things
[1:16:52] Trustee Morrison: at the same time that's exceptionally complicated to try and unfold all of those things i do think
[1:17:00] Trustee Morrison: we need to iterate heavily so like we we need to have a process and i think we have set that in
[1:17:06] Trustee Morrison: And I can't remember if it was Trustee Peterson, I feel like, had asked for that to be like
[1:17:12] Trustee Morrison: annual or every two year kind of review of the trust policy statement.
[1:17:14] Trustee Morrison: So we're not in this situation where we have two decades plus of like having to review
[1:17:18] Trustee Morrison: things, right?
[1:17:19] Trustee Morrison: So I do think that that is at least a step in the right direction to try and get a more
[1:17:24] Trustee Morrison: constant conversation.
[1:17:25] Trustee Morrison: Because frankly, while I think it's stirred up a beehive in some ways doing the trust
[1:17:29] Trustee Morrison: policy statement, I think it needed to.
[1:17:31] Trustee Morrison: And I think that's good.
[1:17:32] Trustee Morrison: like the the kind of comments that we've had and like the conversation and engagement we're having
[1:17:36] Trustee Morrison: with our communities is actually good um so i would say that um i did actually vote for the
[1:17:45] Trustee Morrison: governance review and i know it was a very divisive issue among the trust council um but i do want to
[1:17:51] Trustee Morrison: see what that looks like i don't think i want to wait for the entire trust policy statement to be
[1:17:57] Trustee Morrison: be done um to something somebody else said earlier i actually think i mean it was cherry welcome um
[1:18:04] Trustee Morrison: i think that what we really need to get down to at some point in in march or in june is like
[1:18:09] Trustee Morrison: which pieces of content are we going to like stand on for this term and which do we just think we
[1:18:15] Trustee Morrison: need to move off to the next term and because public comment has said like we just don't
[1:18:20] Trustee Morrison: understand enough we haven't had those conversations in community about salinization
[1:18:25] Trustee Morrison: plants or docs or whatever it is like those are the things we should just pull them onto a list
[1:18:30] Trustee Morrison: and they go into the next round of edits and we have a longer conversation on those so I also
[1:18:35] Trustee Morrison: think that the rhetoric we're having around all or nothing in the trust policy statement is
[1:18:40] Trustee Morrison: exceptionally problematic so we we simply don't have to do that right like we can do a version
[1:18:47] Trustee Morrison: of the trust policy statement right now that's lean and like organized and addresses some of
[1:18:52] Trustee Morrison: the historical injustices that we have to deal with in our own work in reconciliation I would
[1:18:58] Trustee Morrison: say that's like my primary thing that I think we need to do and like if we don't get that done this
[1:19:04] Trustee Morrison: term I feel like we're hurting relationships in our own work in reconciliation so at a bare minimum
[1:19:09] Trustee Morrison: that would be my floor right and then in terms of some of the um things in terms of but but maybe
[1:19:18] Trustee Morrison: just one other thing about that um somebody in the public when we when they were commenting made
[1:19:25] Trustee Morrison: commented that there was an entire uh new structure um that was probably my comments
[1:19:31] Trustee Morrison: my submitted comments as a trustee and so as a trustee which be clear it's me as a trustee
[1:19:38] Trustee Morrison: not as the chair of the trust programs committee all trustees are allowed to submit comments it's
[1:19:43] Trustee Morrison: me as a trustee doing that so i sat down and spent 16 hours one weekend and like dreamed up
[1:19:48] Trustee Morrison: what I would like to see out of all the information that we've been given about the trust policy
[1:19:53] Trustee Morrison: statement out of all the conversations and community and feedback I've received so far
[1:19:56] Trustee Morrison: what would I personally as a trustee like to see in the trust policy statement and then I distilled
[1:20:01] Trustee Morrison: it down to like a restructuring because the restructuring issue was one of the key elements
[1:20:06] Trustee Morrison: that I've heard as a problematic issue and so again to some of the points that have just been
[1:20:11] Trustee Morrison: made by trustee Critchley and trustee Cayley and trustee Scott like I really think taking all of
[1:20:18] Trustee Morrison: the advocacy work and putting it into schedules will alleviate a lot of challenges and issues
[1:20:23] Trustee Morrison: and having just the clearest and most consensus items in the the front end is where we want to
[1:20:31] Trustee Morrison: get to um so those are the kind of recommendations in terms of just restructuring that i think i
[1:20:36] Trustee Morrison: would like to put forward in march as as a suggestion to trust uh council all right wow
[1:20:43] Trustee Morrison: wow, that was a lot longer than I expected. And so maybe one last thing is, I do think that we
[1:20:49] Trustee Morrison: while I hear people about like, this is an election issue. And I do think there are some
[1:20:53] Trustee Morrison: things that are election issues, you know, dogs and civilization plants until we understand more
[1:20:57] Trustee Morrison: deeply what those things really are about. And I mean, I don't think we can really get them in
[1:21:01] Trustee Morrison: or should, you know, like, and but I do think we have to accept that we spent a significant
[1:21:08] Trustee Morrison: portion of public money and the same people who are talking today and are saying that we should
[1:21:14] Trustee Morrison: delay delay because it's being rushed I would argue you're going to in six months say why have
[1:21:19] Trustee Morrison: you wasted all this money and so I would challenge you to be very honest about the position you're
[1:21:25] Trustee Morrison: taking because I don't want to engage in a huge amount more like dollars if we don't actually
[1:21:32] Trustee Morrison: have some spine and do something as trustees so that i and what that is for sure that's open to
[1:21:40] Trustee Morrison: conversation that's what we're doing here okay uh all right i'm gonna pause myself there trustee
[1:21:45] Trustee Morrison: peterson i have you next thank

[1:21:54] Voice 19: document necessarily needs to be short concise and easy to read i i think that's kind of um

[1:22:19] Voice 19: be a little more clear about certain things so that some of the misconceptions that are out there
[1:22:26] Voice 19: maybe don't occur again and might not have occurred in this case.
[1:22:30] Voice 19: I'm just going to talk quickly about the directive policies, the shells.
[1:22:36] Voice 19: We all know that they're in the existing document.
[1:22:41] Voice 19: And so it's not like directive policies are new.
[1:22:45] Voice 19: It's not like the draft is bringing in new restraints on LTCs.
[1:22:54] Voice 19: But that's part of the narrative out there.
[1:22:56] Voice 19: And that's trouble, right?
[1:23:00] Voice 19: Right. It's it's it's perceived as as as new restrictions on the autonomy of LTCs.
[1:23:06] Voice 19: So just trying to get at thinking more clearly about how to communicate this kind of stuff out to the public.
[1:23:15] Voice 19: Again, I do think that if we were to engage in a more regular, as you say, iterative process and that we are bringing this sort of thing,
[1:23:26] Voice 19: you know, a policy statement review on a regular basis before the public, then
[1:23:33] Voice 19: these kind of misperceptions would be less frequent and more readily addressed.
[1:23:45] Voice 19: So in terms of the density of the document itself, you know, I think it's fine to think
[1:23:55] Voice 19: about executive summary it's fine to think about appendices but i don't think it's reasonable to
[1:24:01] Voice 19: expect that our policy document is going to be an easy read for anyone to pick up and and
[1:24:08] Voice 19: and totally understand um without some work uh so that's just my thank

[1:24:51] Trustee Luckham: today, we told the public, and what we said out loud, and have committed in other places to the
[1:24:58] Trustee Luckham: the public that we are not going to be amending this document until we've heard from you. And yet
[1:25:06] Trustee Luckham: right now, right here, we're having a conversation about changing the document prior to having
[1:25:13] Trustee Luckham: received all that input. And that I find confusing. So if somebody wants to straighten me out on that,
[1:25:19] Trustee Luckham: that'd be great. But I just ask, I have a question actually that I want to...
[1:25:25] Trustee Morrison: Can I pause you just for one second and clarify that?
[1:25:30] Trustee Morrison: yep um so the so what we're doing here right now is we're having a conversation about
[1:25:38] Trustee Morrison: trustee feedback too so there's multiple feedback and engagement processes going on in parallel
[1:25:43] Trustee Morrison: the public is one of them the trustees is one of them first nations is one of them and all of those
[1:25:51] Trustee Morrison: strands of feedback need to be collected and synthesized in ways that help inform what will be
[1:25:58] Trustee Morrison: the final document. And doing them in series, like one after the other, isn't really authentic to how
[1:26:05] Trustee Morrison: people are actually unfolding their thinking. So being able to name and make public and make
[1:26:10] Trustee Morrison: transparent more of our thinking as it's unfolding, I think it's helpful both to the public
[1:26:15] Trustee Morrison: and their feedback, and also to trustees as they start to process and think things through. So I
[1:26:20] Trustee Morrison: think that's, personally, I think that's the goal of having some conversation. Particularly, we are
[1:26:26] Trustee Morrison: focus from from trust council in december to really consider um structure right so we're we're
[1:26:34] Trustee Morrison: not really wanting to say necessarily like definitely include this definitely don't include
[1:26:40] Trustee Morrison: that that's for more trust council conversations here we're really talking about structure and
[1:26:45] Trustee Morrison: timeline um and like feedback on timeline and the timeline is the thing that specifically we're kind
[1:26:51] Trustee Morrison: of like waiting to see how that unfolds relative to the other engagement practices but we still
[1:26:55] Trustee Morrison: need to think about structure to some degree well
[1:26:59] Trustee Luckham: fair enough and as somebody else said earlier
[1:27:02] Trustee Luckham: remember the public it's about um um uh perception and um i would say there's a conversation of
[1:27:10] Trustee Luckham: opinions about changing the structure and this is a decision where i recommend it's not a decision
[1:27:15] Trustee Luckham: making body but it makes its own internal decisions and it makes recommendations and uh
[1:27:20] Trustee Luckham: And I'm just saying let's be careful about what we say with respect to it appearing to be advancing the discussion around amending the document.
[1:27:33] Trustee Luckham: So the question that I have actually around the policy statement, and I'm struggling with trying to figure out how the public can engage with us in a meaningful way and understand and have the information that they need to be able to provide constructive feedback to us to assist us in developing this document appropriately.
[1:27:57] Trustee Luckham: And the policy statement is obviously a document that has been requested of us for some time by the province, and indeed, the most current version, which contains structure and language in it that we are now discussing, has been approved by the province.
[1:28:15] Trustee Luckham: And so that document meets the province's criteria and or I'm presuming the request or the requirement that the Islands Trust have a policy statement.
[1:28:28] Trustee Luckham: So my question is through the chair to staff, Claire, whether or not you have any advice to us about what is it that the province is expecting or asking of us in the policy statement?
[1:28:43] Trustee Luckham: and I want to ask you to comment on whether or not you think what you think about the current
[1:28:47] Trustee Luckham: version of it but just I'd like to know more clearly when we submit this what is the criteria
[1:28:52] Trustee Luckham: that the province are going to be looking at to be sure that it meets their requirements for the
[1:28:56] Trustee Luckham: Islands Trust to have a policy statement

[1:30:15] Trustee Morrison: that's okay. And Claire, I appreciate that I will actually
[1:30:21] Trustee Morrison: speak more firmly so so um the the act specifies um that the trust council is the one to create
[1:30:31] Trustee Morrison: the policy statement and there are some criteria that we are working through with staff to try and
[1:30:37] Trustee Morrison: understand what the legalese language needs to be without the redundancy challenges that we're
[1:30:42] Trustee Morrison: hitting so there is some like language specific type pieces that that you know may need to be
[1:30:49] Trustee Morrison: be in there um and because we've had the feedback um as it's you know we're watching the feedback
[1:30:54] Trustee Morrison: as it's coming in and some of the feedback is things that we've heard here today about just
[1:30:59] Trustee Morrison: redundancy and like it's just too big right like too hard too dense to get through and so but there
[1:31:05] Trustee Morrison: is some language that still has to remain and so we're trying to figure out like what that language
[1:31:10] Trustee Morrison: might be um weaving this down sorry the row um trying to figure out exactly what that language
[1:31:16] Trustee Morrison: which has to be so that that can help inform trustees

[1:35:16] Trustee Rogers: I think it seems to me I have three brief points one is I agree with the chair of this committee
[1:35:23] Trustee Rogers: the content of what's in and what's out will be decided by trust council
[1:35:27] Trustee Rogers: second I think the challenge will be how do we design a mechanism to
[1:35:35] Trustee Rogers: address the issues around structure we'll need a mechanism about that and you know it doesn't
[1:35:42] Trustee Rogers: mean that we need a small committee that is tasked with simply trying to talk in depth about
[1:35:49] Trustee Rogers: what the structure looks like to assist the staff to develop that structure, because it's very
[1:35:54] Trustee Rogers: difficult to have a conversation about structure and wording in a group of 26 trustees. So we'll
[1:36:02] Trustee Rogers: need a mechanism to do that. The third thing I want to say is I think it's really important,
[1:36:07] Trustee Rogers: and I've said this in my commentary, I don't think we can talk about the trust policy statement
[1:36:11] Trustee Rogers: without talking about the trust policy implementation policy.
[1:36:15] Trustee Rogers: The implementation policy is the actual document
[1:36:19] Trustee Rogers: that tells the local trust committees
[1:36:21] Trustee Rogers: how to go about implementing the trust policy statement.
[1:36:24] Trustee Rogers: And it's been almost absent in the discussion about this.
[1:36:28] Trustee Rogers: And it's problematic for me
[1:36:31] Trustee Rogers: that we aren't having that conversation at the same time
[1:36:33] Trustee Rogers: because it's the one that says local trust committees
[1:36:35] Trustee Rogers: can make independent decisions
[1:36:37] Trustee Rogers: about what part of the policy statement
[1:36:39] Trustee Rogers: to apply in their own local trust area and which one's not.
[1:36:43] Trustee Rogers: And so I would really urge us to put that on the agenda
[1:36:48] Trustee Rogers: as part of something that we need to have
[1:36:50] Trustee Rogers: as part of this conversation as we go forward.
[1:36:52] Trustee Rogers: And I am hoping as part of the public consultation
[1:36:56] Trustee Rogers: that that document is out there as well,

[1:38:44] Voice 23: from listening to certain components of our constituents, that their expectation is that
[1:38:50] Voice 23: that they shall do the writing.
[1:38:52] Voice 23: With respect to the word shall, et cetera, et cetera,
[1:38:55] Voice 23: I notice there's a November 23rd in 2000, year 2000,
[1:39:01] Voice 23: a legal opinion considered the use
[1:39:02] Voice 23: of more mandatory language in directive policies
[1:39:05] Voice 23: and the opinion argued that changing directive policies
[1:39:08] Voice 23: to require that local trust committees
[1:39:11] Voice 23: and island municipalities include certain matters
[1:39:13] Voice 23: in their official community plans and regulatory bylaws
[1:39:16] Voice 23: rather than address them.
[1:39:18] Voice 23: them um so we've had a legal opinion on that uh 12 years ago um so if that is mistaken then perhaps
[1:39:25] Voice 23: we need to review that but i don't think there'd be any change thanks thank

[1:40:39] Trustee Morrison: um i would echo what trustee right just said i actually don't think that this is the same as an
[1:40:46] Trustee Morrison: ocp where you're actually in community writing and thinking together in a much deeper way that
[1:40:53] Trustee Morrison: is what we should be doing with ocps it is the daylight like if we have you know tree management
[1:40:59] Trustee Morrison: policies forest management policies those are things we should get detailed at at the community
[1:41:03] Trustee Morrison: level and that we shouldn't have dictated in detail from from the trust council level but
[1:41:09] Trustee Morrison: But the overarching mandate related issues that the Trust Act says, yeah.

[2:19:13] Trustee Luckham: is that interest in this has grown naturally over time and that the bodies that are recipients of
[2:19:22] Trustee Luckham: of this funding are primarily volunteer organizations
[2:19:27] Trustee Luckham: or other organizations that are providing in-kind services
[2:19:32] Trustee Luckham: that they simply don't have the fundings
[2:19:35] Trustee Luckham: to do the secretariat functions necessary
[2:19:38] Trustee Luckham: in order for them to thrive.
[2:19:40] Trustee Luckham: And the contribution they make to the Islands Trust
[2:19:44] Trustee Luckham: is so significant that it's incredibly cost-effective

[2:22:09] Trustee Luckham: to undertake the Secretariat services directly, and so wonder why we would include that.
[2:22:16] Trustee Luckham: And then what that has triggered, what initially I was going to raise, and this is complemented
[2:22:25] Trustee Luckham: to that, I'm just going to scroll to where it is.
[2:22:27] Trustee Luckham: On page 24, there's in the definitions, there's the definition Secretariat Services, and I won't read that out. You can read that for yourselves.
[2:22:39] Trustee Luckham: But I raised that definition of Secretariat Services because there was some correspondence that we received in the 2050 stream that asked, why is it that we wouldn't do this service with resources within the Islands Trust?
[2:22:55] Trustee Luckham: why would why do we need to conduct this outside of the islands trust and um and so i think that
[2:23:02] Trustee Luckham: that secretary of services needs an additional definition there that and the language actually
[2:23:09] Trustee Luckham: is used earlier on where it says uh the secretary of two coordinate groups um rather than providing
[2:23:18] Trustee Luckham: secretariat services within the islands trust because we already have administrative staff
[2:23:23] Trustee Luckham: that provide secretariat services to us.
[2:23:26] Trustee Luckham: But just a little bit more clarity there,
[2:23:28] Trustee Luckham: and I'll leave that to staff to actually suss that out
[2:23:32] Trustee Luckham: to answer a question that was raised.

[2:24:26] Voice 12: In some circumstances, these coordination groups have longstanding coordinators that have been the coordinator, and it is their preference that we instead of, we can't grant money, but instead we can support through contracts, the continuation of the longstanding coordinator.
[2:24:42] Voice 12: So we've taken a hybrid approach to offering the support to best suit the circumstances
[2:24:48] Voice 12: of the group we're working with that requires some extra capacity. Does that sufficiently
[2:24:54] Voice 12: answer your question? At this time, I don't see a need for amending the policy. I think it has
[2:24:59] Voice 12: served us so far, perhaps with the notable exception of no criteria for decision making in
[2:25:04] Voice 12: April. But I'm afraid I don't have that advice for you today.

[2:34:46] Voice 10: one as i said that's more general um and we also tried to draw on really strong visuals and images
[2:34:53] Voice 10: challenges that a lot of people on the islands can relate to and hopefully love.
[2:34:59] Voice 10: Just scrolling down to the next one, please. This is a planning document. So in this one,
[2:35:07] Voice 10: this is one where the planning department, in terms of including a print material that would
[2:35:13] Voice 10: go into a package, they really wanted to bring to the attention of new property owners that
[2:35:19] Voice 10: that bylaws exist and that Islands Trust is there to help them navigate that and is there to help.
[2:35:27] Voice 10: And so this is actually quite a simple piece, but it again can work for all the different LTAs
[2:35:32] Voice 10: and the way it's written. It has information about other government services, First Nations
[2:35:37] Voice 10: and Bowen Island on the reverse, but it's not LTA specific, if that makes sense.
[2:35:43] Voice 10: and in this one so this is a particular piece this is a sample we've actually drawn up text
[2:35:50] Voice 10: or copy for all the other LTAs except Bowen and those have been going out to trustees for feedback

[2:40:31] Voice 10: play and so this is an invitation to consider that and to offer tips on what they can do as they
[2:40:36] Voice 10: consider changes to their property be it maintenance new builds landscaping etc and we can
[2:40:44] Voice 10: go to the next page i think it's not too long and so it's been organized by sections and so
[2:40:53] Voice 10: the first one is get to know your land and you can go to the next section these are tips about
[2:41:00] Voice 10: considering the trees on your property the next is tips around preserving and protecting water
[2:41:08] Voice 10: on the property in the islands caring for marine shorelines and then on the back is information

[3:02:49] Trustee Luckham: space and um on the first page of the document the acknowledge the acknowledgement is in that
[3:02:56] Trustee Luckham: white space which i don't think actually um presents itself in the same way as where your
[3:03:02] Trustee Luckham: eye is drawn is that magnificent picture on the right hand side so i would think about that the
[3:03:08] Trustee Luckham: The simple little motif there, whatever you might want to call that, is nice, but maybe
[3:03:14] Trustee Luckham: there could be something more to draw us to the very, very serious commitment and dedication

[3:13:42] Voice 9: So that we're not introducing elements that may not be agreeable to First Nations. We have over 30 First Nations within the Islands Trust area, all who are unique in how they would like Coast Salish or Indigenous representation or artwork to be presented.
[3:14:03] Voice 9: So we wouldn't want to create any kind of design elements or use photographs or other things within our publications that could be looked at as appropriation.
[3:14:19] Voice 9: And so we tend to take that humble measured approach to just present the information, say, as an acknowledgement with very little design elements.
[3:14:30] Voice 9: I think in the future you may move forward to work with nations to create a budget line that talks about Indigenous youth engaging in creating art pieces that you use as design elements within your different publications.

7.1 WORK PROGRAM ITEMS
7.1.1 Policy Statement Amendment Project (PSAP) - Briefing
Director Frater introduced the briefing to update the Committee with regards to
the plans for Islands 2050 Phase 3 public engagement, to provide community
feedback updates from trustees, and to suggest that Trust Council may wish to
consider its desires for project timelines.. It was noted that no changes have
been made to the draft Policy Statement of July 15, 2021. Committee discussion
included:
acknowledgement of great public interest
significance of three areas of concern that need addressing as a priority:
climate change, First Nations reconciliation, and all forms of housing
the possibility of halting all PSAP work until next term of office
next steps depending on community engagement results
the public needs to understand what first reading means in the process
the possibility to consider regular reviews of the Policy Statement
whether or not parts of the draft Policy Statement speak to areas outside
the jurisdiction of Islands Trust
the structure and content of the draft Policy Statement

that Trust Programs Committee recommend to Trust Council that the
timeline for passage of the revised Policy Statement be guided by and
reflective of the public engagement process rather than setting a
timeline as currently provided in the pre-engagement materials.

Committee discussion continued:
the possibility of a simpler, shorter Policy Statement (such as by separating
the directives as an appendix and providing an executive summary) and the
challenge of doing so given that there is a complexity to the issues that the
PS is addressing and the significance of it as a guiding document
the possibility of explaining components of the Policy Statement;
need to communicate why the Policy Statement needs to revised and what
actually is to be changed;
it was noted that most directives relate to advocacy and that directives exist
in the current PS as well as the draft Policy Statement
some members of the public have confused the PSAP, the annual budget
process and the Governance and Management Review
Trustee McConchie left the meeting at 10:24 a.m.
concern that the Committee’s discussion of potential changes to the Policy
Statement may contribute to a perception that Islands Trust is presently
amending the document whereas all aspects of the PS is decided by Trust
Council
it was noted that the Islands Trust Act requires a Policy Statement and that
the Province will be interested in reviewing the engagement process with
First Nations
the need for a common understanding as to what the Province requires
from Islands Trust in order to approve a revised Policy Statement such as
what components, language or process might the Province require
the need to discuss the PS Implementation Policy that includes a policy that
a local trust committee/island municipality bylaw will not be contrary to or
at variance with the Policy Statement if it fails to include a particular policy
or regulation, so long as the bylaw contains sufficient reason or justification
for not doing so.
Chair Morrison and Trustee Wright left the meeting at 10:41 a.m.
Committee recessed at 10:41 a.m. and returned at 10:52 a.m. Vice-Chair Peterson assumed the role of
Chair of the meeting.

that Trust Programs Committee request staff to seek provincial staff
feedback on required or desired content or structure for the Policy
Statement.

versus many directive policies”.

It was MOVED and SECONDED,
that the Policy Statement Implementation Trust Policy be noted in
public and Trust Council discussions regarding the Trust Policy
Statement.

7.1.2 Secretariat Services Criteria
In regards to Committee’s request for staff to review current criteria, and to
provide feedback or suggestions for criteria for future Secretariat Services
applications, Director Frater indicated that staff wished to provide an
opportunity for the Committee to provide direction to staff as to what criteria
the Committee would like to see. It was noted that the cost of the program is
$15,000, has been operational since 2020, and this year’s funding request has
been reviewed by the Financial Planning Committee and Trust Council.
Committee discussion included the possibility of funding the program from
savings in other areas of the budget. The Committee did not provide any
suggestions for changes to the policy.
7.1.3 Living in the Trust Area Mailing Project - Briefing
Director Frater introduced the briefing, the purpose of which was to provide an
update to the Committee on the mail-out project that is part of the Stewardship
Education program of the Strategic Plan and to seek comment on draft
materials. She noted that the intended recipients are recent land purchasers in
the Trust Area but that the materials are designed so that they could be used for
other purposes. Community Communications Specialist Todesco introduced the
draft materials. Committee discussion included:
sending the materials to all land-owners or residents would involve
increased cost beyond the current budget of the project
need to mention affordable housing as another of the complex challenges
indicated in the pamphlet
clarification that all the documents are to be mailed together and will be
made available electronically
change of language from “your trees” to a stewardship viewpoint
possibility of working with environmental groups and using physical bulletin
boards on various islands in distribution of materials
whether the term “Land-use Planning” is reflective of Islands Trust values
and perspective of protection of place inclusive of community; “Place
Protection Planning” is a potential new way of describing Islands Trust work
need to update the numbers of residents and non-resident property owners
with the soon-to-be-released new census results
Trustee Brent left the meeting at 12:00 p.m.
Other suggestions for edits to the draft materials included:

emphasize reconciliation work

It was MOVED and SECONDED,
that Trust Programs Committee request staff to prepare budget options
for direct mail to all property owners within the Trust Area.

In regards to design elements in the draft materials that relate to reconciliation,
Senior Intergovernmental Policy Advisor Wilcox noted that design elements or
photographs that may not be agreeable to First Nations or that be considered as
appropriation would not be used. She also indicated that there are over thirty
First Nations within the Trust Area, all of whom are unique in how they would
like indigenous or Coast Salish representation or artwork to be presented. In the
future, Trust Council may decide to fund work with First Nations to create
images that Islands Trust could use in publications.
By general consent the Committee preferred version A of the magnet
and indicated a preference to include it in the mailing.

Director Frater introduced the briefing to provide background information on
the Program, noting that it is expected that trustees will help to promote the
program.
