[0:00:11] Trustee Luckham: The Executive Committee of the Islands Trust is the local trust committee members here.
[0:00:18] Trustee Luckham: And that says laid out in the legislation.
[0:00:21] Trustee Luckham: My name is Peter Luckum. I'm elected here on Thetis Island in the territory of the Penelakut and Laiakson Nations.
[0:00:30] Trustee Luckham: and we are meeting broadly across the Salish Sea here today.
[0:00:35] Trustee Luckham: And, of course, the Bolinus-Winchelsea Islands are within the Nenus,
[0:00:41] Trustee Luckham: or S'nananas, I believe is the pronunciation, nation.
[0:00:45] Trustee Luckham: Although, of course, there are a number of other nations that have interests
[0:00:49] Trustee Luckham: in the Bolinus-Winchelsea Islands, which, in my mind,
[0:00:54] Trustee Luckham: is also a very special place in the Islands Trust area.
[0:00:57] Trustee Luckham: area. So I am joined today and I'll just ask you to give us a wave. And if you want to make a
[0:01:02] Trustee Luckham: territorial remark of where you are today, that'd be great. Trustee Sue Ellenfast and Trustee Dan
[0:01:16] Trustee Luckham: Rogers and Trustee Patrick. And we are also ably joined here today by Heather Cower, our
[0:01:28] Trustee Luckham: our planning manager for the region.
[0:01:31] Trustee Luckham: And also we have Laurie Foster in the background running the Zoom meeting for us.
[0:01:37] Trustee Luckham: I am noting that there are no attendees at this moment,
[0:01:41] Trustee Luckham: but certainly hopeful that there are people viewing the recording,

[0:03:16] Trustee Luckham: Just a report here at 4.3, resolution without meeting report. And that is ostensibly to conduct
[0:03:25] Trustee Luckham: conduct administrative functions without physically meeting, and there was two items

[0:03:38] Trustee Luckham: the follow-up action list on page 12 of the package, and I'll just ask, I'll turn to Heather,

[0:04:34] Trustee Luckham: at a couple of LTCs. It's a really all-encompassing report from a consultant via the Regional Planning
[0:04:45] Trustee Luckham: and committee and um is here to help us in our work so we if we chose to do anything with respect
[0:04:53] Trustee Luckham: to shorelines um any i'm just going to jump right to uh unless well i should out of fairness uh
[0:05:00] Trustee Luckham: planning our planner heather cower um do you have any remarks with respect to the shoreline report
[0:05:06] Trustee Luckham: over and above what i've just said no okay thank you so trustees do you have any remarks
[0:05:13] Trustee Luckham: Mark's respect to, I imagine maybe some of you
[0:05:16] Trustee Luckham: have seen this already at your LTCs.

[0:05:27] Trustee Fast: I think it's more of a discussion paper kind of tool

[0:05:43] Trustee Fast: Wait until we've got an updated trust policy statement, because that has shoreline elements in it and things about docks, or I'm happy to discuss it now.

[0:06:24] Trustee Rogers: So it's been at least the LTCs that I'm familiar with. I don't think we've seen it at Gambier yet. We might get it at the end of the month.

[0:06:34] Trustee Rogers: course, we are doing the project on Keats right now.
[0:06:36] Trustee Rogers: but the um uh it's been sort of received with in my experience sort of a mixed review nobody
[0:06:43] Trustee Rogers: really wants to take a project on at this time of the term uh i believe we put it on the projects
[0:06:49] Trustee Rogers: list on gabriola i could be wrong um on galliano we referred it to the apc to say go pick the
[0:06:57] Trustee Rogers: pieces out and compare it to our current lub and ocp because they have a
[0:07:01] Trustee Rogers: lot of this stuff already
[0:07:02] Trustee Rogers: in there and consider whether or not and give us a report back but i don't see this two things one
[0:07:09] Trustee Rogers: is it's kind of late in the term to start any work on something like this um and second of all uh i'm
[0:07:16] Trustee Rogers: not sure how applicable it is to an area where there is one permanent resident one permanent
[0:07:23] Trustee Rogers: residential property um as i understand it and maybe i'm wrong about boonies when chelsea but
[0:07:28] Trustee Rogers: But my understanding is there was only the one family slash couple that lived on the islands permanently.
[0:07:37] Trustee Rogers: So I'm not sure there's really, I mean, my inclination subject to what others might say is it doesn't really seem to be very impactful to the Bolinas or the Chelsea area where we could consider the particular foreshores of those particular areas.
[0:07:54] Trustee Rogers: And hopefully they're well protected anyway.
[0:07:56] Trustee Rogers: but that would be my view when I see trustee Patrick
[0:07:58] Trustee Rogers: who actually sits on the RPC and will know more than I do.

[0:08:06] Voice 2: only comment is that there is a shoreline
[0:08:10] Voice 2: development permit area already, at least in this area.
[0:08:12] Voice 2: So there is some form of protection and I think, yes,
[0:08:17] Voice 2: they would benefit if more work comes down the road
[0:08:21] Voice 2: through some of
[0:08:22] Voice 5: the model work.

[0:08:32] Trustee Luckham: I agree for the most part with all of the
[0:08:35] Trustee Luckham: All of the comments there. I do, however, think that Belenus Island itself, which we did actually down zone years ago, is vulnerable. If somebody with enough money wants to come in and do something on that island, we would have to preserve and protect.
[0:08:56] Trustee Luckham: check. And this report may be helpful in that and whether or not there's any groundwork that
[0:09:01] Trustee Luckham: we could do to message that for potential developer out there. I guess we'd have to
[0:09:06] Trustee Luckham: figure that out. But I agree that there's only the one family of residents and Bolinas Island
[0:09:14] Trustee Luckham: just sits out there quietly by itself. And I'll just remark that on Thetis, we have actually
[0:09:22] Trustee Luckham: embraced this report because we are on a project and was the one LTC that said, yes, we would like
[0:09:28] Trustee Luckham: some guidelines. And actually, Doug and I have read the report a few times and feel that it needs
[0:09:38] Trustee Luckham: sort of an executive summary, I guess, although more of a consumer-ready highlights of the
[0:09:48] Trustee Luckham: document too that might encourage people to read the full document or at least understand
[0:09:52] Trustee Luckham: the principles behind shoreline protection. And Doug was even making some noise the other day
[0:10:00] Trustee Luckham: about actually making a start on that. I'm not sure how that would work with the planning work
[0:10:06] Trustee Luckham: and the like. But indeed, we're off on a very slow boat, literally, next week, starting with
[0:10:16] Trustee Luckham: the penelicate and the laxon to do a boat tour to look look at the shoreline with those nations to
[0:10:23] Trustee Luckham: determine what their interests are to inform us with respect to shoreline protection which has
[0:10:29] Trustee Luckham: been on our interest list for quite a long time so i'm just going to receive this for information at
[0:10:35] Trustee Luckham: this time um and um thank the staff and our rpc for all the work that they've done so let's go to
[0:10:42] Trustee Luckham: 10.2, if that's all right, which is the Mount Aerosmith Biosphere Region upcoming events.
[0:10:48] Trustee Luckham: Looks like we've actually missed a couple of those. I think that maybe the BioBlitz is the
[0:10:52] Trustee Luckham: remaining event. And I think, Dan, you asked to have this specifically on the agenda, and I thank
[0:10:56] Trustee Luckham: you for that because it's important that we be at a minimum aware of what's going on. I have attended
[0:11:03] Trustee Luckham: one or more events in the past and met with the director of the Biosphere Region. She used to be
[0:11:10] Trustee Luckham: be a contractor for us actually at one time uh judy shaw i think it is i can't remember exactly
[0:11:18] Trustee Luckham: now um anyway um what are our what dan i'll just turn it over to you you asked to have this on the
[0:11:25] Trustee Luckham: agenda so what are your thoughts

[0:11:32] Trustee Rogers: sorry i was muted and i i'm having i have to find a way
[0:11:36] Trustee Rogers: to pull up the agenda package in front of me can can uh um i i just wondered i mean my theory was
[0:11:45] Trustee Rogers: was partly was we made connection on Gabriel with the biosphere and because they were our
[0:11:54] Trustee Rogers: contractor. I don't know that I asked for this to be put on, but it's, I think it's great that it's
[0:11:59] Trustee Rogers: on. And I guess the question would be whether there is any, any connection between what they're
[0:12:07] Trustee Rogers: working on and the work that they were in responsibilities that we have in relation to
[0:12:12] Trustee Rogers: the islands which are occasionally overlooked it's unfortunate we never got our our one plant
[0:12:17] Trustee Rogers: activity for this term which is our boat tour because we could have brought the mount air
[0:12:22] Trustee Rogers: smith group with us um so they could have an eye on all of this um so uh i i don't have any
[0:12:32] Trustee Rogers: particular um uh id i i don't have an agenda here but if if somebody wanted to be part and i think
[0:12:40] Trustee Rogers: we do we still have staff sitting on their advisory board rpm tower not
[0:12:46] Voice 4: at the moment
[0:12:47] Voice 4: there's a there's a spot for us we get invited i think we'll start attending again when we're

[0:12:52] Trustee Luckham: right sonja zupanek has been our correct me if i'm wrong um has been our lead into
[0:12:59] Trustee Luckham: that um you know not only does she have the interest of the alums trust uh but a professional
[0:13:05] Trustee Luckham: and personal interest in that work.
[0:13:08] Trustee Luckham: And yeah, so would that be your expectation
[0:13:18] Trustee Luckham: that Sonia might pick up that role
[0:13:20] Trustee Luckham: once you get some adequate staff resources?

[0:13:25] Voice 4: Sonia is currently working a part-time schedule herself.
[0:13:29] Voice 4: So it'll depend on how long that might last as well.

[0:13:39] Trustee Luckham: All right. So is there any action that anybody wants to take?
[0:13:45] Trustee Luckham: The bio blitz, I'll just note, because I know a little bit about the bio blitzes that happen across the Salish Sea.
[0:13:52] Trustee Luckham: I think that's the same week that the bio blitz has happened in a number of places.
[0:13:57] Trustee Luckham: I've participated in them in association with the Valdez Island Conservancy and the Galliano Island Conservancy in prior years.
[0:14:07] Trustee Luckham: and I actually get involved as a citizen scientist in my scuba gear
[0:14:12] Trustee Luckham: and we go, we jump in the water for a couple of days
[0:14:15] Trustee Luckham: and count species and take people out to have a look at what's going on.
[0:14:19] Trustee Luckham: It's quite a fun, exciting thing to be involved in
[0:14:22] Trustee Luckham: and I'm desperate to get back in the water
[0:14:25] Trustee Luckham: but I don't think I can do it by April 9th and 10th
[0:14:27] Trustee Luckham: and it's actually something that we should do more frequently
[0:14:33] Trustee Luckham: and engaging with First Nations as well
[0:14:35] Trustee Luckham: because, of course, the marine world and the plant resources are obviously of significant interest to the First Nations' needs.
[0:14:51] Trustee Luckham: So, Sue Ellen Fass, and I'll just ask if we just want to receive this information.

[0:18:13] Trustee Luckham: managed to reduce the proposed budget by a small amount

[0:18:20] Trustee Luckham: for the work that was undertaken to do that.
[0:18:24] Trustee Luckham: Trust Conservancy, we have two reports here
[0:18:27] Trustee Luckham: from November and January,
[0:18:29] Trustee Luckham: and I have the great opportunity to turn it over
[0:18:32] Trustee Luckham: to Sue Ellen Fast, the Executive Committee Representative
[0:18:35] Trustee Luckham: on the Conservancy to just say what you wish
[0:18:40] Trustee Luckham: about these two reports and anything else that's ongoing
[0:18:44] Trustee Luckham: that may be pertinent to Bellina Swin-Chelsea.

[0:18:54] Trustee Fast: for anybody who may be watching that we're Islands Trust Conservancy protects over 111
[0:19:01] Trustee Fast: properties. This is another arm of the Islands Trust that holds nature reserves and conservation
[0:19:12] Trustee Fast: covenants on proper on private lands uh and um we just had a meeting yesterday of the islands
[0:19:19] Trustee Fast: trust conservancy of which i'm a vice chair and um we uh uh i'm looking at our uh agenda and i
[0:19:30] Trustee Fast: don't see any business that took place within bolinas uh win chelsea except that we're going
[0:19:36] Trustee Fast: to be going into a five-year plan review which is required by the um ministry but that's more
[0:19:42] Trustee Fast: of an administrative um thing and uh but it'll include aspects of the regional conservation plan
[0:19:51] Trustee Fast: uh as well in terms of the process so that we'll be going ahead and i don't uh the acquisition
[0:19:58] Trustee Fast: public acquisitions reports and those things are all in the public agendas of the islands
[0:20:02] Trustee Fast: trust conservancy at the islands trust website and i discovered that it's got its own title if
[0:20:08] Trustee Fast: If you just wanted to look for islandstrustconservancy.ca, you can find the material about the organization.

[0:21:27] Trustee Luckham: ongoing maintenance work associated there there certainly have been some problems identified with
[0:21:33] Trustee Luckham: the website and we are hoping that they might be rectified in the coming months and i don't have
[0:21:39] Trustee Luckham: anything else to add there unless anybody else does i'll move on to the top priorities report
[0:21:45] Trustee Luckham: dated march 8th um and then that also the project list report march 8th and are there any thoughts

[0:23:57] Trustee Rogers: we met in and uh and if there was an opportunity for them to join us or us to join them that would
