[0:00:07] Voice 6: Yeah, I don't see any other Yeah, and I was going to tell you.

[0:00:22] Voice 6: No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no,

[0:00:28] Voice 6: so thanks good for it yeah

[0:01:00] Voice 6: good so i guess if people find it too cold we could close the door

[0:01:05] Voice 6: just trying to keep the air flowing

[0:01:49] Voice 3: So I've started I think, I think we made it work.

[0:01:55] Voice 3: good sign hey

[0:01:59] Voice 7: ahead just

[0:02:08] Voice 13: check you can hear me phil okay

[0:02:11] Voice 3: i'll just check you're ready and uh

[0:02:16] Voice 3: i'm smith you're ready and it's 12 30. um i'm going to uh going to um start the meeting if

[0:02:27] Voice 3: everybody's ready so um uh thank you everyone this is the the uh regular meeting uh for april

[0:02:35] Voice 3: the 4th 2022 uh for the uh galliano local trust committee uh thank you for uh joining us if you're

[0:02:45] Voice 3: we have about um eight people in the hall with us as well as the people that you see in front of you

[0:02:52] Voice 3: uh and and uh we're in the south hall on galliano i'm very happy to be here and i wanted to say that

[0:03:01] Voice 3: And I'm very pleased and privileged to be having this meeting in the traditional territories of the Coast Salish people, many Coast Salish people.

[0:03:11] Voice 3: So when you look at the referrals that we do to the various nations of various things, various bylaws or however it works, it is a, it is a, it is a, it's a real reminder of how interconnected these islands were and how people,

[0:03:29] Voice 3: I was coming across the street this morning and thinking of paddling a canoe across from

[0:03:35] Voice 3: Tsawwassen on a day like today when it's so windy and otherwise I am very well very privileged

[0:03:41] Voice 3: to be here and of course this is also one of the people who continued out of the presence

[0:03:49] Voice 3: and worked and lived in this area for millennia.

[0:03:53] Voice 3: um so uh anyway thank you uh and and welcome uh we are this is um the next iteration we tried this

[0:04:04] Voice 3: in the fall for a little while uh and it's the sort of the next iteration of the what we're

[0:04:10] Voice 3: calling a sort of a semi-hybrid meetings um our meetings are being this meeting is being recorded

[0:04:17] Voice 3: it's also being broadcast and we have a few people joining us by zoom who will be here

[0:04:25] Voice 3: in the meeting stop and a couple of the applicants um uh and uh and so you can see us on camera and

[0:04:34] Voice 3: you you will be able to see a few other people on camera this recording will be up on the website

[0:04:39] Voice 3: i don't know what the time turnaround time is these days but i'm going to say a couple of days

[0:04:43] Voice 3: and staff will get it up on the website i always like to remind people if you want to see the

[0:04:49] Voice 3: recording go back to the actual calendar event of the event the meeting that you want to see

[0:04:54] Voice 3: the recording on that's where the recording will be um i had trouble finding the first couple of

[0:05:00] Voice 3: times and but that's where it is and um it is it is a i did want to say though it is not fully

[0:05:08] Voice 3: interactive in the sense that if you aren't here in the hall, and not someone, an applicant or one of our presenter.

[0:05:16] Voice 3: There is no capacity to allow full interactivity yet and I know that's a bit of a flaw in the system.

[0:05:25] Voice 3: There's also not yet an ability for people that are in the hall to see what's going on the screen.

[0:05:31] Voice 3: and that's also a bit of a flaw i know that uh in the uh in the last afternoon the last time i was

[0:05:41] Voice 3: on main island we so we just turned all the computers around because it was a presentation

[0:05:45] Voice 3: and we may do that a little bit later when when i'm hoping i understand we're going to have the

[0:05:54] Voice 3: the water presentation it's on the agenda and i it was deferred from last month i'm looking

[0:06:01] Voice 3: to the plan in case he knows that marissa and william are trying to be here that you know about

[0:06:05] Voice 3: okay

[0:06:06] Voice 4: um

[0:06:11] Voice 3: well my

[0:06:11] Voice 4: understanding is

[0:06:12] Voice 3: they're here and i talked to narissa last week and he said i don't

[0:06:15] Voice 3: see her on my my login yet so i hope that she is um and uh william schilder are going to be here

[0:06:22] Voice 3: for their presentation it's a little later in the agenda 14.3 i i that's my expectation because if

[0:06:30] Voice 3: if you recall the last when we had our last meeting we we sort of passed the motions but

[0:06:35] Voice 3: we didn't actually have a presentation per se um so thank you for everyone for being here i'm going

[0:06:42] Voice 3: to introduce the people that you can see on your screen of course you can see your local trustees

[0:06:46] Voice 3: to hear rockefeller j wolverton uh you will hear but not see on your screen uh carly building is

[0:06:54] Voice 3: our reporter mr steve carley and the planner uh the young planner here is here and brad smith and

[0:07:00] Voice 3: you'll hear mr brad from time to time as well you'll see on your screen um uh staff person

[0:07:06] Voice 3: phil testament who's who's here to speak to one of the applications that's on our agenda

[0:07:11] Voice 3: um so that's really the um my introductory remarks uh we are uh going to um

[0:07:23] Voice 3: move into the agenda now uh and now you're going to turn to trustees uh and ask you

[0:07:30] Voice 3: whether or not there's any items you wish to add to the agenda or change yes go ahead

[0:07:38] Voice 3: and

[0:07:38] Voice 6: i believe it's uh we will i guess it could be other applications and it was to

[0:07:45] Voice 6: um i had asked to get some feedback on the echo sense uh water report for crystal mountain

[0:07:54] Voice 13: um i

[0:07:55] Voice 6: don't know brad if you've got that we haven't done that yet because i had asked robert

[0:08:02] Voice 6: uh it's been quite a while so we're

[0:08:06] Voice 4: looking for you

[0:08:08] Voice 6: and william we're going to give yeah

[0:08:10] Voice 4: it's been since last meeting you asked us to do that

[0:08:13] Voice 6: right but the actual report was much earlier

[0:08:16] Voice 6: i believe the

[0:08:17] Voice 4: water management plan yeah it was submitted to us february 23rd so it didn't get

[0:08:22] Voice 4: on that agenda it was on

[0:08:23] Voice 4: that agenda but without staff comments and william and i will be turning

[0:08:27] Voice 4: them on to that because

[0:08:28] Voice 6: there was one earlier as well as i understand

[0:08:32] Voice 4: in

[0:08:33] Voice 6: the fall which

[0:08:35] Voice 4: there was

[0:08:36] Voice 4: their their report why

[0:08:39] Voice 3: don't we why don't we have this conversation maybe you could uh when

[0:08:43] Voice 3: we add when we get to the applications report if you want to have questions about about the

[0:08:48] Voice 3: water report on crystal mountain that's crystal mountain that's right uh

[0:08:51] Voice 3: maybe at 15.2 you can

[0:08:53] Voice 3: ask specifically because that's where we get an opportunity to ask the status of various applications

[0:08:58] Voice 3: where there is not specific information okay just just for uh people watching uh most people in the

[0:09:06] Voice 3: room i'm asked and i was masked before i started speaking but my practice is going to be so that i

[0:09:10] Voice 3: can be understood to take my mask off when i'm talking and i'll put it back on when other people

[0:09:15] Voice 3: are presenting um is there any other changes i know we do not have the delegation here today so

[0:09:21] Voice 3: that will not be part of the agenda um that was confirmed for me on friday i believe uh is there

[0:09:28] Voice 3: anything else that anybody wishes to add or amend

[0:09:31] Voice 3: so then let's go to the next section of the agenda

[0:09:36] Voice 3: let's take the agenda adopted as amended we'll take out 10.1 um and we'll go to trustee reports

[0:09:44] Voice 3: and which trustee would like to report um

[0:09:48] Voice 6: the trust policy statement public feedback

[0:09:51] Voice 6: engagement period is still open and on april 12th that's a tuesday they'll be in front of the day

[0:09:57] Voice 6: star market for a period of about four hours um to talk in person if people have questions

[0:10:02] Voice 9: and we also have uh like brochures which are um you can write in them your comments and they have

[0:10:10] Voice 9: yeah like that

[0:10:11] Voice 6: and we have self-addressed stamped envelopes so you can know that we're

[0:10:15] Voice 6: even because they're restocking those at the market this week so they'll be available

[0:10:20] Voice 6: probably by Friday if they're by the till then they're for anybody to take so uh those are my

[0:10:25] Voice 6: comments okay uh but there have been many inquiries uh about commercial zoning permitted

[0:10:36] Voice 6: structures uh and gossip island uh is concerned about what they're receiving

[0:10:42] Voice 6: closer but where all of the the inquiries are actually crd issues um so i've been trying to

[0:10:51] Voice 6: connect them with the appropriate folks um the active past submarine cable replacement

[0:10:57] Voice 6: was delayed because of a slide at uh near matthew's point there um the southern gulf island

[0:11:06] Voice 6: forum met with the federal government representatives on anchorages and so there's

[0:11:13] Voice 6: more more information coming on that um it's it's a little concerning how much uh vessel traffic

[0:11:22] Voice 6: there is coming through the gulf islands and uh at the moment no insight for that

[0:11:40] Voice 6: So the port wants to do a kind of a pilot project where they just have boats arriving,

[0:11:50] Voice 6: basically that sort of just-in-time process, so they would be coming in, filling up and

[0:11:56] Voice 6: and I'm leaving rather than anchoring out here.

[0:12:00] Voice 6: That would be only one product

[0:12:02] Voice 6: and they would only be,

[0:12:03] Voice 6: they would be trying a pilot with that.

[0:12:06] Voice 6: It seemed that the federal government

[0:12:09] Voice 6: was really pushing it back on the port.

[0:12:11] Voice 6: And so there's been no progress there yet.

[0:12:18] Voice 6: The ECHO footprint that the Gallium Conservancy

[0:12:22] Voice 6: has been involved with compiling will come in June

[0:12:25] Voice 6: and there will be an event, so they'll be telling us what kind of equipment Galeano has,

[0:12:32] Voice 6: and so that's including all of the things like odometers and our food diaries

[0:12:38] Voice 6: and household waste, business waste, oral history, and so on.

[0:12:44] Voice 6: And then the Community Stewardship Awards, the deadline is April 18th,

[0:12:49] Voice 6: so please uh if you have someone you want to nominate have a look at that it's coming up

[0:12:56] Voice 6: quickly and trust council i don't know if we have it out here

[0:13:03] Voice 6: it's fairly contentious um primarily the the budget debate and i would recommend that uh

[0:13:12] Voice 6: if you have a chance to have a look at to hear his very compassionate statement

[0:13:18] Voice 6: statement on the morning of March 10th so it's the recordings are at the 8th of the 9th to the 10th

[0:13:26] Voice 6: and after Tahira spoke there was silence and tears

[0:13:37] Voice 7: are you done

[0:13:41] Voice 13: um thank

[0:13:48] Voice 3: you and uh always a pleasure to work with you both um so it's

[0:13:57] Voice 3: times are very ephemeral these days we were here at the beginning of march and much has

[0:14:03] Voice 3: happened since that time mostly trust council report on where we're at

[0:14:09] Voice 3: we received formally the governance report which not surprisingly is being interpreted

[0:14:21] Voice 3: be quite differently by many people um it it's um uh it we spent all day on the tuesday afternoon of

[0:14:30] Voice 3: the uh of the meeting uh going through the report asking questions of the consultants

[0:14:38] Voice 3: um i actually put a motion on the table related to what to do with the report which is to strike

[0:14:45] Voice 3: the committee to to uh examine the report and bring recommendations on the theory

[0:14:51] Voice 3: that in the time that's left in this term um uh we should examine it and then make a series of

[0:14:59] Voice 3: recommendations that could be implemented in the next term um unless there was something that

[0:15:04] Voice 3: actually had to be done before the next term began but that would give an opportunity for some

[0:15:08] Voice 3: of trustees to be able to to do that unfortunately because of the uh budget debate uh which carried

[0:15:16] Voice 3: over until early afternoon on thursday uh that never got dealt with because it got deferred and

[0:15:24] Voice 3: and anyway that was that was a very that was one aspect of it uh there was also a presentation

[0:15:33] Voice 3: related to the uh trust policy statement the 2050 that went on on wednesday morning

[0:15:41] Voice 3: we saw what their engagement process was and now we're seeing it roll out around

[0:15:46] Voice 3: um around the trust area uh there are um sorry i'm just

[0:15:54] Voice 13: gonna let her in because she thinks

[0:15:57] Voice 13: i

[0:15:58] Voice 3: don't see her but i do it's it's elementized it is on so i'll let her in anyway um uh and we're

[0:16:06] Voice 3: seeing a rule out there the the the staff and the consultants have been to a number of islands

[0:16:11] Voice 3: already i know they've been to uh denman and hornby they were on bowen um they did a virtual

[0:16:18] Voice 3: virtual meeting on in my area uh they've also done two um cross trust area uh um meetings where they

[0:16:29] Voice 3: would break out in a breakout room so there's a lot of that going on and they're coming here

[0:16:32] Voice 3: to Galeano uh and I think the idea is I forget the timeline the idea is that the um that there

[0:16:40] Voice 3: would be a report of a sort of a what we heard and a summary of everything that has occurred

[0:16:45] Voice 3: heard in terms of all this concentration um uh for some time around mid-may is my recollection

[0:16:51] Voice 3: but I may be wrong about that timing I think they want to have it in time for a trust policy state

[0:16:56] Voice 3: committee sorry Trust Programs Committee and an executive committee before it goes to Trust

[0:17:01] Voice 3: Council but I'm not quite sure of the timing of that uh there is the survey online that

[0:17:07] Voice 3: um I know there's been some commentary about about about its uh usefulness for people utilizing the

[0:17:13] Voice 3: survey but it's always good feedback and you can always write your commentary to the trust

[0:17:20] Voice 3: i can tell you in good in absolute terms um when the director of trust programs trust area

[0:17:29] Voice 3: services claire frader says we're interested in what you have to say they're all very interested

[0:17:34] Voice 3: in what what the communities and people have to say it's a bit confusing people get confused but

[0:17:40] Voice 3: At the same time, there is a concurrent consultation that's ongoing with a number of First Nations in our area.

[0:17:51] Voice 3: It's a very complicated relationship we have with First Nations because there are so many,

[0:17:56] Voice 3: and it's quite a varied group of First Nations, and we have some relationship with some of them

[0:18:02] Voice 3: and not as much relationship with others, so it's a complicated process.

[0:18:09] Voice 3: process some of them are willing to engage some of them are not um and that's just the way it is

[0:18:14] Voice 3: and we're doing we're doing what's going on with that sort of parallel process on a government to

[0:18:20] Voice 3: government basis as opposed to a public process that's always a bit confusing because people

[0:18:25] Voice 3: wonder what that is there'll be a reporting out on that as well I assume um before we take this

[0:18:31] Voice 3: any further so that's that um we did it off the budget uh it was a fairly um uh challenging

[0:18:39] Voice 3: conversation not because of the money um uh or what the budget what should or should not be in

[0:18:46] Voice 3: the budget so much although there were some challenging conversations about that but more

[0:18:51] Voice 3: because of the way the process unfolded at trust council um and so that's that but we got to the

[0:18:58] Voice 3: the end uh and adopted a budget uh the details of which you can see in the in the materials online

[0:19:06] Voice 3: i don't want to sort of start trying to quote numbers at this point but we're carrying on um

[0:19:14] Voice 3: and the uh and and of course all all the engagements happening and there's much going

[0:19:20] Voice 3: on on every island as well um i think that's the end of my report uh generally i just wanted and

[0:19:30] Voice 3: so that would take this uh from the report into town hall and i had a few comments i wanted to

[0:19:38] Voice 3: make before we got into town hall um some are perhaps all of you i don't know how well read the

[0:19:45] Voice 3: how I got the impression it's widely read.

[0:19:49] Voice 3: The active pages will have seen my small article

[0:19:54] Voice 3: in the active page that came out on Friday.

[0:19:59] Voice 3: I hope that people are taking it to heart

[0:20:01] Voice 3: and will act accordingly.

[0:20:06] Voice 3: And particularly the area that I have some influence on

[0:20:10] Voice 3: is this part of our agenda.

[0:20:12] Voice 3: I want to re-emphasize for folks both watching and during the call that, of course, Town Hall is not a specific requirement of our legislation.

[0:20:23] Voice 3: It's rather a process that we've evolved and allows for community input into our decisions.

[0:20:29] Voice 3: This will give you a chance and opportunity to speak to your trustees.

[0:20:32] Voice 3: Steve. I'm feeling a bit like I've let it be too lax over the last year or so, that it's ebbed and

[0:20:43] Voice 3: flowed as to how challenging the talent hall has been. I have not wanted to be too strict in terms

[0:20:49] Voice 3: of timing, but I think I'm going to change that. I'm going to, even though we don't have a huge

[0:20:56] Voice 3: group here today uh i'm going to um take an approach from now on that uh we're going to

[0:21:03] Voice 3: limit people to two minutes comment there um and and we should be able to make our points in two

[0:21:09] Voice 3: minutes uh if there seems to be enough time and what trustees wish uh we will uh we will allow

[0:21:15] Voice 3: for subsequent commentary as well uh however uh i i don't i don't want it to turn into whatever

[0:21:22] Voice 3: one of the things that's occurred is we've ended up the town halls have ended up being an hour an

[0:21:28] Voice 3: hour and a half and take up so much of our agenda they don't have enough time to do other work

[0:21:32] Voice 3: plus they tend to have tended to drift into derogatory commentary so i'm going to be very

[0:21:39] Voice 3: alive to that but i'm going to ask people restrictive comments uh to the extent to two

[0:21:45] Voice 3: minutes to start and then we'll see where we can go from there keeping in mind that of course this

[0:21:51] Voice 3: is they aren't public hearings they are simply an opportunity for you to speak to your to your

[0:21:56] Voice 3: trustees and to the trust committee um and i'll remind you of the expectations again uh talk about

[0:22:05] Voice 3: about issues and not people um so i really don't want to hear any of the it personalized and also

[0:22:14] Voice 3: also um uh address the local trust committee and not each other and and lastly of course

[0:22:20] Voice 3: appropriate language in all circumstances uh this is a workplace and also a place that needs to be

[0:22:27] Voice 3: safe for everybody that's in the community uh and i had a number of comments from people

[0:22:34] Voice 3: saying they don't feel like it's a safe place for them to come to these meetings because of

[0:22:39] Voice 3: the some of the rhetoric that's used um so i ask you all to keep that in mind i know that

[0:22:45] Voice 3: galliano and the community people are entirely capable of that we can have that kind of

[0:22:50] Voice 3: conversation so having said that i'm going to open the town hall and ask if people want to speak and

[0:22:58] Voice 3: i remind you of course that we have two applications where our trustees uh are each recused on

[0:23:05] Voice 3: on one of them.

[0:23:06] Voice 3: One is the galley application,

[0:23:08] Voice 3: which is the affordable housing application,

[0:23:14] Voice 3: Galliano Green and trustee Rockfall is recused from that.

[0:23:19] Voice 3: And the other is the Giggers application,

[0:23:21] Voice 3: which is in the heritage forest area

[0:23:24] Voice 3: and trustee Wolverton is recused from that.

[0:23:27] Voice 3: So I'm going to ask, first of all,

[0:23:28] Voice 3: does anybody wish to speak to the local trust committee

[0:23:30] Voice 3: regarding something other than those two applications?

[0:23:33] Voice 3: yes okay

[0:23:36] Voice 6: i was curious if um if trust council has a master document of all the resolutions

[0:23:44] Voice 6: that have been passed and all trustees have voted over the last term like is there a master

[0:23:50] Voice 6: spreadsheet tracking all the resolutions um

[0:23:54] Voice 3: i don't know the answer to that i would guess that

[0:24:00] Voice 3: the second part of your question the answer would be no because it's not consistent as to whether

[0:24:08] Voice 3: the recording how each trustee voted is not always recorded i've noticed that

[0:24:16] Voice 13: um

[0:24:16] Voice 3: and there's never been anybody say but but sometimes they are um whether there probably

[0:24:23] Voice 3: probably is a master resolution document however but i don't know who has it uh you'd have to ask

[0:24:30] Voice 3: staff or probably probably was the director of legislative services actually carmen who's now

[0:24:38] Voice 3: left and therefore david marler whose job would be perhaps the place to go um and i'll just suggest

[0:24:46] Voice 3: calling if you don't have any success finding it it like i don't know if it's a public document i

[0:24:52] Voice 3: know anything about it i can i can inquire just let me know i

[0:24:56] Voice 6: mean it should be a public doctor

[0:24:58] Voice 6: well

[0:24:58] Voice 3: it should be they're all in the they're all there and i know that there are times when they

[0:25:02] Voice 3: can pull them out like that so that tells me there must be a mask but i've never seen one i think

[0:25:07] Voice 3: also

[0:25:08] Voice 6: the mostly the votes the opposing votes are recorded if someone requests but if they're

[0:25:18] Voice 6: if they don't request it and it's 20 to you know six you don't know unless you watch

[0:25:27] Voice 6: each of the votes so

[0:25:29] Voice 3: it's not been consistent and we i can only remember once in seven and a

[0:25:35] Voice 3: half years doing a roll call vote we don't do it very often and um anyway so that's i hope that

[0:25:43] Voice 3: is the information anybody else wishes to speak to the local trust community about anything other

[0:25:48] Voice 3: other than the two housing projects.

[0:25:53] Voice 14: Yes, sir, go ahead.

[0:25:56] Voice 14: My name's Daniel.

[0:25:57] Voice 14: I'm a part-timer.

[0:25:58] Voice 14: And so if you think as a part-timer,

[0:26:01] Voice 14: I have less authority to speak than permanent residents,

[0:26:05] Voice 14: I agree, but I do love this island

[0:26:07] Voice 14: and I wanted to torture a metaphor for you all

[0:26:09] Voice 14: if you will bear with me.

[0:26:12] Voice 14: There's a lot of concern about water on this island.

[0:26:14] Voice 14: Water is a scarce resource.

[0:26:16] Voice 14: It's something well-dependent on the source of life.

[0:26:17] Voice 14: and it also affects our material well-being if you have a property without water it's not worth

[0:26:23] Voice 14: much compared um and so so it's a scarce resource it's something we all have some of but you know

[0:26:30] Voice 14: we mostly don't have an abundance um and i contrast that if you bear with me with um with

[0:26:36] Voice 14: another resource which is scarcely we all have somewhat some of which is our ability to listen

[0:26:42] Voice 14: listen deeply, respect other people, and collaborate effectively.

[0:26:46] Voice 14: And we all have some of that.

[0:26:48] Voice 14: Some have more than others.

[0:26:49] Voice 14: But it's a scarce resource.

[0:26:51] Voice 14: And if we don't apply it wisely and use it well, then the whole island suffers.

[0:26:56] Voice 14: We are all in this together.

[0:26:58] Voice 14: And the one key difference between those two scarce resources is water is finite.

[0:27:03] Voice 14: And if you use it all, there's none left.

[0:27:05] Voice 14: And collaborative capacities that we bring actually bring other collaborative capacities

[0:27:11] Voice 14: for so um so again bear with me if you will but um but i feel very i very much love this community

[0:27:17] Voice 14: and it tears my heart apart when people are not okay thank you very much anybody

[0:27:23] Voice 3: else wish to um

[0:27:25] Voice 3: speak about anything other than one of the affordable healthiness

[0:27:29] Voice 3: just

[0:27:30] Voice 5: a question um verification the community information community information

[0:27:41] Voice 5: meeting allows an applicant to present their whole application. At the end of that, I understand

[0:27:50] Voice 5: that we have a public hearing, and after the public hearing, our trustees vote on it. Is

[0:27:58] Voice 5: that right?

[0:27:59] Voice 3: Well, I mean, that's generally correct. Sometimes we have more than one community information

[0:28:07] Voice 3: information meeting like I think there's already been one on on a couple of the applications that

[0:28:14] Voice 3: are before us where we've had a CIM not before we've done a which is to get some of the preliminary

[0:28:19] Voice 3: information out so generally the end of the process or the closer to the end of the process

[0:28:28] Voice 3: is you have a community information meeting relate and that's more usually about the bylaws

[0:28:33] Voice 3: So that's so you're, you're, you've now introduced the bylaws given them first reading or second reading sometimes. And then you go to a community information meeting about the bylaws and the

[0:28:45] Voice 3: project or the application as a whole.

[0:28:48] Voice 3: And then sometimes if it's not too complicated at the same time at the same meeting you'll have a public hearing but often they're separated, and then you'll have a public hearing and then the trustees will decide what to do.

[0:29:02] Voice 3: with it they'll decide whether to give it second and third reading sometimes they don't so but

[0:29:09] Voice 3: generally that's the order of events community gets as much as the information in order so that

[0:29:15] Voice 3: they can make your comments during a public hearing and then what we and and then the

[0:29:20] Voice 3: trustees take that information and everything else that's gone on to go to a consideration

[0:29:25] Voice 3: and decision about a particular public hearing application we only have public hearings around

[0:29:31] Voice 3: bylaw is that is that clear

[0:29:35] Voice 5: yes uh i guess i didn't know there was so much about the bylaws

[0:29:44] Voice 3: well i mean the application is embedded in what the bylaws are but that's what we're passing right

[0:29:50] Voice 3: we pass bylaws amendments to the ocp or the land news bylaw that's what we do um it's not our

[0:29:59] Voice 3: project.

[0:30:00] Voice 3: we don't build the whatever it is it's being proposed we we enable or don't don't enable it

[0:30:08] Voice 3: or put conditions on and it can also be about the um section 219 covenant sometimes about the

[0:30:16] Voice 3: covenant that's attached to the bylaws or in the case of the um of an affordable housing project

[0:30:22] Voice 3: it could be about that the housing agreement because that's also usually attached to a bylaw

[0:30:28] Voice 3: level so it's usually enough okay any other question yes

[0:30:34] Voice 8: the same subject normally you will

[0:30:39] Voice 8: have the community meeting and and you will have the public hearing in another day to give time to

[0:30:48] Voice 8: is

[0:30:50] Voice 3: that the question i think it depends on on the nature of the application i know there was

[0:30:57] Voice 3: some controversy last term when they tried to do a community meeting and a public hearing on the

[0:31:03] Voice 3: same day and i think we've sort of taken the approach that on anything that's um

[0:31:10] Voice 3: substantive we try and separate so that people we get a chance to listen people have a chance to

[0:31:17] Voice 3: absorb what the information they're getting from the community information meeting

[0:31:21] Voice 3: and then come to public hearings

[0:31:24] Voice 13: so

[0:31:25] Voice 3: there are you know i would expect that any of the applications

[0:31:29] Voice 3: we pick the larger ones we have now that would be the case although i don't want to guarantee

[0:31:34] Voice 3: it but that would be that would be right okay anybody else wish to speak about anything other

[0:31:42] Voice 3: than two housing projects does anybody want to speak on the galley project which is the

[0:31:49] Voice 3: not seeing anyone so figure you can stay does anybody wish to speak on the giggers project

[0:32:00] Voice 3: okay so perhaps james

[0:32:05] Voice 7: go ahead i

[0:32:17] Voice 8: have a question for planners yes is the question is about the rent structure

[0:32:26] Voice 8: giga rent structure and one of the question is that is by reading the rent structure

[0:32:33] Voice 8: structure, can you know how many units are assigned for deep subsidy or any, and how

[0:32:41] Voice 8: many are assigned for market rents?

[0:32:45] Voice 4: To the opportunity to decide how they want to structure the rent within the proposed

[0:32:51] Voice 4: language that they offer.

[0:32:54] Voice 4: So there would be no guarantee of either deep subsidy or market rents, but presumably they

[0:33:01] Voice 4: would have a mix of all three of those uh consistent with pc housing cmhc and other

[0:33:07] Voice 4: housing funding formulas so

[0:33:10] Voice 8: but the finding formula is not there i imagine that if they

[0:33:16] Voice 8: are planning to follow the funding formula of easy housing it will be there in the rent structure

[0:33:23] Voice 4: uh so the the rent structure that they propose would allow for any of those pc housing formulas

[0:33:29] Voice 4: this to be applied could

[0:33:31] Voice 8: you repeat that please the

[0:33:32] Voice 4: rent structure that they propose the language

[0:33:35] Voice 4: they're proposing yes those

[0:33:36] Voice 4: parameters would allow for any dc housing formula to be applied

[0:33:41] Voice 4: and it would fit their definition and

[0:33:44] Voice 8: also we allow not to have a formula uh

[0:33:49] Voice 4: they would have

[0:33:50] Voice 4: to have some kind of rent structure in the future that uh assigns their rents and for example if

[0:33:57] Voice 4: they had uh 10 market rate units then uh by the formula they would have to have 10 deep subsidy

[0:34:05] Voice 4: units to offset the market rate formulas and then they can balance their formula any way that they

[0:34:12] Voice 4: see fits does

[0:34:16] Voice 13: that answer your question well

[0:34:18] Voice 8: no no not clearly because when you read it this is

[0:34:29] Voice 6: weekend i'll explain it in depth when we get to the application because it took

[0:34:34] Voice 8: me a while to

[0:34:34] Voice 9: figure

[0:34:34] Voice 6: it out in my program with the math i think i've got it so i'll get into it during the

[0:34:40] Voice 6: application the

[0:34:40] Voice 8: other question is what does it mean on average in the giga is proposing the

[0:34:48] Voice 8: following structures units will on average be rented at below 30 so

[0:34:54] Voice 4: on average so if there's

[0:34:56] Voice 4: is 10 at our market rate then they would have to attend that deep subsidy so that that average is

[0:35:03] Voice 4: maintained to meet the definition and any other formula i don't have all the numbers in my head

[0:35:09] Voice 4: of course but any other formula they choose uh whether it's rendered to income uh free rent

[0:35:15] Voice 4: scheme or two rent scheme uh or whatever rent scheme uh it is it

[0:35:20] Voice 4: has to balance out to meet

[0:35:21] Voice 4: that farm so when all the units are put into the bundle on average it has to be what that

[0:35:27] Voice 4: definition states so

[0:35:29] Voice 8: do you think that deep subsidy units are guaranteed so

[0:35:34] Voice 3: so i don't want

[0:35:35] Voice 3: you to get into an argument

[0:35:36] Voice 8: no this is the other yes the other question is about yeah you've had

[0:35:42] Voice 8: you two minutes but

[0:35:43] Voice 8: yes thanks

[0:35:44] Voice 3: thank you jennifer

[0:35:47] Voice 13: thank

[0:35:49] Voice 6: you um at the february 7th ltc meeting

[0:35:53] Voice 6: following the recommendation of the staff report a motion was made and carried that the galliano

[0:35:59] Voice 6: island ltc has reviewed the island's trust policy statement directive policies checklist and

[0:36:05] Voice 6: determined that the proposed bylaws are not contrary to or at variance with the trust policy

[0:36:10] Voice 6: Although the LTC has acknowledged in various meetings that water sustainability is a critical

[0:36:17] Voice 6: factor, I believe that both the staff recommendation and the approved motion by the trustees are

[0:36:23] Voice 6: not based sufficiently on due diligence, as is intended by Directive 4.4.2, Fresh Water

[0:36:31] Voice 6: Resources.

[0:36:32] Voice 6: That directive states clearly that either density or intensity of energy is increased

[0:36:37] Voice 6: increased scenarios which are known to have a problem

[0:36:40] Voice 6: with the quality or quantity of the supply of fresh water

[0:36:43] Voice 6: and so on.

[0:36:47] Voice 6: Read the whole thing.

[0:36:49] Voice 6: But there is no evidence that all these factors

[0:36:52] Voice 6: were considered in the staff recommendation

[0:36:54] Voice 6: of the motion and the approval by the LTC.

[0:36:58] Voice 6: During the February LTC meeting,

[0:37:01] Voice 6: Chair Rogers spoke with several submissions

[0:37:02] Voice 6: regarding this policy.

[0:37:04] Voice 6: These submissions were in fact many letters

[0:37:07] Voice 6: from numerous residents living in the neighborhood

[0:37:09] Voice 6: close to the community forest,

[0:37:11] Voice 6: detailing their wells water problems,

[0:37:14] Voice 6: beginning with a letter in October 16th, 2019.

[0:37:19] Voice 6: But the trustees did not request any investigation

[0:37:22] Voice 6: of the water problems mentioned in the letters,

[0:37:24] Voice 6: most recently, including most recently data

[0:37:28] Voice 6: in a well monitor report

[0:37:30] Voice 6: that from one of the closest wells

[0:37:33] Voice 6: to the proposed development.

[0:37:34] Voice 6: development. These water problems have happened and are happening. They're real and they indicate

[0:37:40] Voice 6: a problem with water sustainability in the area. The rationale from staff under comments

[0:37:46] Voice 6: on the directive checklist does not make reference to known water problems in the area, only

[0:37:52] Voice 6: that the project will have an adequate water supply. Since the known water problems were

[0:37:58] Voice 6: not reviewed at the time the known water problems stand as an unacknowledged unresolved constraint

[0:38:05] Voice 6: on this application for rezoning to higher density another concern is your comment chair

[0:38:13] Voice 6: rogers where you stated that you it is a challenging section because i don't know what

[0:38:19] Voice 6: is meant by area is this is is it the piece of land in question the island the neighborhood

[0:38:26] Voice 6: good so i don't know how much to take into account now i believe you've had other land

[0:38:33] Voice 6: applications before you where 4.4.2 would be important and have had time to inquire about

[0:38:40] Voice 6: the meaning of the word area but however since that was not clarified the trustees vote that

[0:38:49] Voice 6: the bylaws are not contrary to our variance with this directive should not stand and just

[0:38:56] Voice 6: yeah

[0:38:57] Voice 3: okay

[0:38:58] Voice 6: i'll give you a copy of the letter but it

[0:39:01] Voice 3: sounds like the same letter you wrote to us

[0:39:03] Voice 3: isn't it

[0:39:04] Voice 6: uh it's similar but i've not had an answer well

[0:39:08] Voice 3: okay so

[0:39:09] Voice 6: my request

[0:39:11] Voice 6: my request is

[0:39:13] Voice 6: is that I do not see how Directive 4.4.2,

[0:39:18] Voice 6: maybe the most important directive in the TPS checklist,

[0:39:21] Voice 6: has been satisfactorily addressed

[0:39:23] Voice 6: by either the February staff report or by the trustees.

[0:39:27] Voice 6: And I respectfully request that this approved motion

[0:39:31] Voice 6: from the February LTC meeting be withdrawn by the trustees

[0:39:35] Voice 6: until all factors included in the directive

[0:39:38] Voice 6: have been addressed.

[0:39:40] Voice 6: Thank you.

[0:39:41] Voice 6: Thank you.

[0:39:45] Voice 3: is there anybody else that wishes to speak to giggers

[0:39:52] Voice 6: something

[0:39:53] Voice 3: that you can ask the planner offline like you can talk to him directly or is it

[0:39:57] Voice 3: something that you need to ask publicly because normally you're

[0:40:00] Voice 3: supposed to speak to the planner

[0:40:02] Voice 3: secondly this is your opportunity to speak to the local trust committee yes

[0:40:06] Voice 8: well but it's it's also

[0:40:08] Voice 8: So for the, I can ask you also, any of you.

[0:40:11] Voice 8: And is there a reason why not to use the Galeano statistics

[0:40:20] Voice 8: of median income to be tied in the rent structure

[0:40:26] Voice 8: instead of the Southern Gulf Islands?

[0:40:29] Voice 8: Because the Galeano people who, the project is on Galeano,

[0:40:34] Voice 8: it is income of Galeano people that is lower

[0:40:38] Voice 8: lower than the South and Gulf Islands and the statistic is available in the census for

[0:40:45] Voice 8: the South and Gulf Islands or for Galeano.

[0:40:48] Voice 3: So that question was contained in your correspondence on Friday and we can perhaps address that

[0:40:56] Voice 3: when we get to the application.

[0:40:58] Voice 3: I don't know the answer.

[0:41:00] Voice 3: I don't know if you want to answer it now or when we're talking about the application.

[0:41:05] Voice 3: Growth

[0:41:05] Voice 4: Team, Particular question.

[0:41:07] Voice 4: Growth Team, Okay.

[0:41:12] Voice 7: Growth Team, Anything else, oh yes, sir, sorry,

[0:41:18] Voice 12: is this about here.

[0:41:20] Voice 12: Growth Team,

[0:41:21] Voice 12: It is potentially more about Oh, you said earlier, because I want to say that I am in favor of you, checking the town hall for stricter times of two minutes.

[0:41:31] Voice 12: and giving more strength, because I feel that Galliano's,

[0:41:36] Voice 12: although there is a wide range of support for the projects,

[0:41:39] Voice 12: I feel like Galliano's culture of dissent does come in the form of questions

[0:41:42] Voice 12: that take too long, or concerns that have been shown to be trivial,

[0:41:46] Voice 12: contradictory, and self-serving.

[0:41:48] Voice 12: And I believe that the trust, generosity, and giving time to concerned residents,

[0:41:52] Voice 12: void by a desire to serve the community, has been taken advantage of.

[0:41:56] Voice 12: Siphoning away passion and energy from these meetings,

[0:41:59] Voice 12: and instilling an overall feeling of dread in the proceedings.

[0:42:02] Voice 12: by hearing those with the energy to be here and taking up the time of the trustees um

[0:42:09] Voice 12: this project has been five years in the making the one that tahira and jane campaigned upon which uh

[0:42:16] Voice 12: jane now accuses herself from i think that as the world gets worse for those of my age group

[0:42:24] Voice 12: as students are now in the news talking about being camper homes or tenting just to get a

[0:42:30] Voice 12: A proper education from university Victoria this we need more time you need more time to get these projects through the proper proceedings and not less the worries of.

[0:42:46] Voice 12: Our Community, as well, meaning, as you have been to listen to dragging back down and that's just what I wanted to say that i'm in full favor of what you're the actions you're taking towards that process.

[0:42:56] Voice 12: thank you sir i

[0:42:57] Voice 3: guess that drifted into here um anybody else before we uh close the town hall

[0:43:06] Voice 3: yes yeah

[0:43:07] Voice 6: i just have one more um matter i'd like to address briefly and that concerns the septic

[0:43:15] Voice 6: um situation that would be part of this development and the concerns of our strata about

[0:43:20] Voice 6: septic contamination of our wells so given the severity permanence health and financial

[0:43:28] Voice 6: consequences for adjacent properties should problems occur with groundwater sustainability

[0:43:33] Voice 6: and contamination i would like to request that a housing agreement required by the trust

[0:43:40] Voice 6: should specify contingency planning including a requirement of the housing society for an

[0:43:46] Voice 6: insurance bond that would cover costs that adjacent properties could incur associated with

[0:43:52] Voice 6: water supply and contamination problems resulting from this development including costs for regular

[0:43:59] Voice 6: water quality testing of our wells subsequent need for water treatment that we do not currently

[0:44:04] Voice 6: require and we we hope not but drilling of new wells in the case of salt water intrusion

[0:44:12] Voice 6: so i would just like to put that forward as a request for the inclusion in either the covenant

[0:44:18] Voice 6: or the housing agreement okay

[0:44:20] Voice 3: i think i understand your yeah it would be a covenant issue but i

[0:44:23] Voice 3: i i think i understand your point your question is you want some sort of uh yeah okay that's good

[0:44:29] Voice 3: think

[0:44:30] Voice 13: about

[0:44:37] Voice 4: these two items once we get to the occupation as well and have some discussions

[0:44:41] Voice 4: well

[0:44:41] Voice 3: we might i don't see what trustee rockefeller wants to talk about i mean

[0:44:45] Voice 3: between you talking about the two items i

[0:44:46] Voice 4: could just at least help to clarify some of the work

[0:44:49] Voice 4: that has done to review the water um well

[0:44:52] Voice 13: what we have it on our agenda

[0:44:54] Voice 3: we could probably talk

[0:44:55] Voice 3: about that that's

[0:44:56] Voice 13: fine if that's okay

[0:44:57] Voice 3: okay anything else before i uh call trustee wolverton

[0:45:02] Voice 3: back and we move through the agenda okay thank you very much we'll close the town hall thanks

[0:45:10] Voice 3: and we don't have a cim or a public hearing today uh so we'll start with the uh business

[0:45:16] Voice 3: items which started at the minutes of december

[0:45:20] Voice 7: okay so

[0:45:50] Voice 3: um the next item on the agenda is uh

[0:45:53] Voice 3: point one which is the local trust committee meeting from march 7th do either trustees have any

[0:46:00] Voice 3: amendments or questions arising from those seeing nothing we'll adopt those as presented thank you

[0:46:05] Voice 3: very much there's no um uh resolutions without meeting and there's no advisory planning

[0:46:11] Voice 3: committee meeting mission meetings um which reminds me we did refer something to the apc

[0:46:17] Voice 3: right

[0:46:18] Voice 6: but

[0:46:19] Voice 3: they haven't met jack

[0:46:20] Voice 6: sorry

[0:46:22] Voice 3: just while it was on my mind i thought i'd ask a question

[0:46:26] Voice 3: um and then we have the follow-up action list

[0:46:33] Voice 3: so that list is here both for the information and our information and and the community to

[0:46:40] Voice 3: know what motions were passed and what issues were working out what they're at

[0:46:43] Voice 3: very questions related to anything on the follow-up

[0:46:46] Voice 5: okay

[0:46:49] Voice 3: then we'll go to uh the next

[0:46:53] Voice 3: item on the agenda and this is also just as an information item and this even though it's

[0:46:58] Voice 3: addressed to one of the vice chairs and the counselor from bowen island it's actually a

[0:47:04] Voice 3: letter that was sent out across the um uh the province i believe uh and and we decided to put

[0:47:11] Voice 3: it in everybody every ltc agenda just so people in the community would know what there is the

[0:47:17] Voice 3: bc electoral boundaries commission uh the discussion was simply that

[0:47:23] Voice 3: uh one way to make the community aware of the fact that this is happening is to put it in our agenda

[0:47:29] Voice 3: package so it's here for your information in case you're interested in that work it's nothing

[0:47:35] Voice 3: specific related to the work of the local trustee so um having said that we're then uh we're then at

[0:47:43] Voice 3: uh applications at number 13 starting at page 17. yes

[0:47:48] Voice 6: go ahead did you mention that the delegation

[0:47:51] Voice 6: will not be here today

[0:47:52] Voice 3: well i said at the beginning when we when you adjusted the agenda

[0:47:55] Voice 3: that we weren't going to have a delegation they will come at a later date they indicated they

[0:48:00] Voice 3: weren't quite ready to present to us and asked for some more time and we decided that that was okay

[0:48:06] Voice 3: um so they'll comment something uh so the next item on the agenda is uh the application at uh

[0:48:14] Voice 3: uh page 17 13.1 which is the dvp 2021 11 monks and smith and palmer and that's uh planner uh

[0:48:24] Voice 3: testamale is going to speak to that and i know the applicant is here um so um leaf if you you

[0:48:34] Voice 3: can turn your camera on if you wish to at this point and after the the staff has has presented

[0:48:40] Voice 3: presented their staff report and any questions,

[0:48:44] Voice 3: you'll have an opportunity to speak to your application

[0:48:46] Voice 3: if you wish to.

[0:48:47] Voice 3: So just hold on a minute,

[0:48:49] Voice 3: and we'll let the planner present the application.

[0:48:53] Voice 3: Go ahead, planner and testament.

[0:48:56] Voice 2: Mr. Rogers, so this application is for 479 Montague Park Road

[0:49:01] Voice 2: and is an application to consider a development variance

[0:49:05] Voice 2: permit for additions to an existing dwelling

[0:49:08] Voice 2: and for the siting of a new septic sewer system.

[0:49:12] Voice 2: So the rationale for the variances are first

[0:49:15] Voice 2: that it will allow roof additions

[0:49:18] Voice 2: to a legal non-conforming dwelling

[0:49:20] Voice 2: as part of an overall renovation plan.

[0:49:22] Voice 2: And secondly, the replacement of a septic disposal system

[0:49:26] Voice 2: which would have benefits to health

[0:49:27] Voice 2: and the natural environment.

[0:49:30] Voice 2: Granting the variances would permit the development

[0:49:32] Voice 2: to be in compliance with the land use bylaw.

[0:49:35] Voice 2: And specifically the variances are

[0:49:37] Voice 2: for both the general regulations and that would be for the siting of the septic fields from the

[0:49:43] Voice 2: natural or sorry the septic field singular from the natural boundary of the sea and also to the

[0:49:48] Voice 2: interior side lot line provisions in the SLR zone which is for the proposed siting of roof additions

[0:49:56] Voice 2: to the dwelling and also for the location of the septic tank pump and infrastructure so the

[0:50:04] Voice 2: the proposed renovation is to use the existing foundation and exterior walls of the of the

[0:50:11] Voice 2: dwelling with internal floor plan alterations and then putting a new roof on the structure

[0:50:16] Voice 2: note that the front deck and the stairs have been revised to ensure that they are outside

[0:50:24] Voice 2: of development permit area two which is for the shoreline and marine sensitive ecosystem so the

[0:50:30] Voice 2: applicant believes uh the current septic system dates to the same time as the construction of the

[0:50:36] Voice 2: dwelling which was 1969 or sorry 67 and it has been inspected and requires replacing

[0:50:42] Voice 2: the new system was designed by craig regier and has been filed under professional reliance with

[0:50:50] Voice 2: island health just quickly on impacts so the most impacted neighbor would be the adjacent property

[0:50:57] Voice 2: the property to the east, and although the proposed roof eaves would encroach slightly further than the existing, the impact is assessed as being minor given that the dwelling and roof have been in place for a long period of time, and also that the change in roof

[0:51:12] Voice 2: pitch orientation would likely lessen the visual impact to that neighbor.

[0:51:17] Voice 2: and with respect to the new septic field and the associated infrastructure

[0:51:23] Voice 2: that has been cited as i said with a professional engineer and is in the most suitable location on

[0:51:29] Voice 2: the property and has been put there in order to maximize distances from the natural boundary of

[0:51:35] Voice 2: the sea existing groundwater wells and account for the limitations on the property which include

[0:51:41] Voice 2: topography soils existing buildings and others and lastly the desire to have a gravity feed to

[0:51:49] Voice 2: the tank notices were circulated to surrounding neighbors and at the time of writing we have

[0:51:58] Voice 2: received one email and support which was attached to the staff report so our recommendation is for

[0:52:04] Voice 2: approval of the DVP and the rationale sorry the reasoning for that recommendation is that the

[0:52:10] Voice 2: rationale for the variances are is reasonable impacts from the proposed dwelling additions

[0:52:15] Voice 2: would be minor and impacts from the variances for the septic field and infrastructure uh would be

[0:52:22] Voice 2: minor as well as a uh seek to maximize setbacks for health and natural environment sorry and

[0:52:28] Voice 2: protection of the natural environment on a constrained property and the one response

[0:52:33] Voice 2: that we've had is in support there are alternatives given at the end of the staff report

[0:52:37] Voice 2: and that's my summary okay

[0:52:40] Voice 3: thank you trustees questions for the climate

[0:52:44] Voice 6: more

[0:52:44] Voice 3: questions for the fire yes i just

[0:52:46] Voice 6: said when i understand that they looked through the whole

[0:52:49] Voice 6: block for the best spot um but i wondered whether um toward the behind the house toward the road

[0:52:57] Voice 6: was considered at all and i realized that would not be a necessarily a gravity fee

[0:53:01] Voice 6: but it would be outside or further from the natural boundary of the sea

[0:53:08] Voice 2: um i haven't spoken directly to the engineer on this but perhaps um maybe leaf would be able to

[0:53:14] Voice 2: address that and just note leaf you're muted so yeah yeah

[0:53:18] Voice 3: so we'll turn to the applicant

[0:53:20] Voice 3: there's a question that do you wish to address sir if you unmute yourself you'll be able to speak

[0:53:26] Voice 3: there you go hi

[0:53:29] Voice 11: um go ahead yes we looked everywhere on the site uh that area is currently

[0:53:35] Voice 11: parking lot and its soils are really compacted and it's not um it's not an issue with the gravity

[0:53:42] Voice 11: feed because it's going to be a pressurized system either way it's pressure so it's gravity fed to

[0:53:47] Voice 11: the septic tank and then it's pressurized to the field so that was considered the engineer felt

[0:53:53] Voice 11: that it wasn't suitable for a septic field thank

[0:53:56] Voice 7: you thanks

[0:53:58] Voice 3: sir and uh i just had one question

[0:54:01] Voice 3: was the letter in support from the immediate neighbor to the east so

[0:54:06] Voice 2: no it's one neighbor

[0:54:07] Voice 2: over i believe is that right leaf yeah

[0:54:11] Voice 11: that's right it was two doors over but i've spoken to

[0:54:14] Voice 11: the next door neighbors and they're in support as well sorry

[0:54:18] Voice 3: other questions from trustees

[0:54:20] Voice 3: okay sir you're welcome to uh speak to the application uh i don't know if trustees have

[0:54:26] Voice 3: any questions of the applicant no

[0:54:28] Voice 6: not that i've other than okay

[0:54:30] Voice 3: so um i mean yeah

[0:54:35] Voice 3: the the stock

[0:54:36] Voice 3: reports in support of your obligation so i'm not seeing a lot of questions from the trustees so

[0:54:42] Voice 3: unless you wish to say something i think you're going to make a motion

[0:54:47] Voice 11: okay yeah i have nothing else to add thank you okay go ahead okay

[0:54:52] Voice 6: i can make a motion

[0:54:53] Voice 6: that the galliano island local trust committee approved the issuance of development variance

[0:54:58] Voice 6: permit application gltp 2021.11 momson smith is

[0:55:05] Voice 3: there a seconder do either of you wish to speak

[0:55:08] Voice 3: to the motion that's on the table no neither do i so i'll just call the vote all in favor

[0:55:14] Voice 3: so thank you for your work and your application and thanks for the staff report uh

[0:55:19] Voice 13: planners

[0:55:19] Voice 3: I just want

[0:55:20] Voice 6: to make

[0:55:21] Voice 6: one comment that I'm glad that this older subject system is being replaced.

[0:55:28] Voice 3: Yeah, it's always good.

[0:55:30] Voice 3: Okay.

[0:55:30] Voice 3: Thank you, sir.

[0:55:31] Voice 3: Your development variance permit will be issued shortly.

[0:55:35] Voice 3: Thanks for your application.

[0:55:38] Voice 3: Let's go.

[0:55:40] Voice 3: Okay.

[0:55:41] Voice 3: So the next item on the agenda, it requires Mr. Wolverton for you to abandon us again.

[0:55:51] Voice 2: we'll just uh say thanks trustee oh

[0:55:53] Voice 4: and thanks yeah we'll see you later thanks everyone bye

[0:56:09] Voice 3: okay um so we're at um page 44 uh which is the giggers application now

[0:56:19] Voice 3: oh there she is ellen is with us is she okay somehow or other i thought she was on the galley

[0:56:28] Voice 3: if she's on the diggers

[0:56:30] Voice 13: eleni

[0:56:31] Voice 3: sorry there she is yes okay sorry i'm getting confused

[0:56:35] Voice 3: hi nice to see you again uh we have a staff report and then i know there's some

[0:56:39] Voice 3: uh representatives of figures here with us and uh there's some uh things that we

[0:56:46] Voice 3: have been raised today that we may wish to um uh to discuss so over to you plan

[0:56:53] Voice 3: respect

[0:56:53] Voice 4: so there's a brief staff report here from building from last meeting where another proposed

[0:57:05] Voice 4: rent structure was presented and staff went away and did some analysis on that structure

[0:57:12] Voice 4: became the conclusion that it didn't meet the requirements of the ocp policy with respect to

[0:57:19] Voice 4: consistency and probably didn't meet the requirements uh

[0:57:22] Voice 4: so uh with further work uh engagement with the applicant they are now proposing

[0:57:36] Voice 4: a similar approach to what has been proposed for uh in the gala application

[0:57:41] Voice 4: which was just confused about trustee or chair roger with that proposal and so what they're

[0:57:50] Voice 4: proposing is to tie the uh uh looking with that uh two tiered approach which trustee or fellow

[0:57:58] Voice 4: was seeking not only uh restricting the rents uh to the uh uh units to the median income of

[0:58:07] Voice 4: of Southern Gulf Island, and also including upper income

[0:58:14] Voice 4: limits to ensure that those renting the units are

[0:58:22] Voice 4: of the income bracket that is reasonable.

[0:58:26] Voice 4: And so it's presented there for your consideration.

[0:58:29] Voice 4: And legal counsel has reviewed it

[0:58:34] Voice 4: and deems it's consistent with the current wording of the further wording

[0:58:42] Voice 4: that you propose to add

[0:58:44] Voice 4: with respect to changing the word of exclusively primarily

[0:58:54] Voice 4: to work with the applicant on developing a housing agreement that has this as its

[0:59:01] Voice 4: core uh with respect to that key parameter

[0:59:09] Voice 4: sorry

[0:59:10] Voice 3: could you just clarify one point can you say that the legal uh opinion or the legal

[0:59:17] Voice 3: review indicated that it was consistent with the current wording of the otp or the

[0:59:21] Voice 3: wording that we're proposing to amend so for

[0:59:25] Voice 4: allies there's no proposal to amend

[0:59:28] Voice 4: correct the

[0:59:29] Voice 4: legal opinion was sought on this proposal with galley and with what you're

[0:59:35] Voice 4: proposing changing wording it would be even more consistent even we we didn't ask the the legal

[0:59:43] Voice 4: council with respect to galley to review the proposal with your proposed wording in this

[0:59:48] Voice 4: different application they reviewed it in that more narrow definition and concluded it was

[0:59:54] Voice 4: consistent thank

[0:59:55] Voice 3: you okay um so okay we've got a few things

[1:00:00] Voice 3: arising out of figures that we need to talk about but one of them is you wanted to talk about these

[1:00:05] Voice 3: the staff report and the the

[1:00:07] Voice 9: construction it was it's just it was confusing and so i spent time

[1:00:12] Voice 9: with the elaine is a

[1:00:14] Voice 6: project manager for this and she broke it down with me so i can understand it

[1:00:19] Voice 6: better um so in it is in fact as planer smith said like consistent with the current ocp policy which

[1:00:29] Voice 6: is um that the rental housing uh doesn't exceed 30 percent of the median gross income of low to

[1:00:38] Voice 6: moderate families it says on galley i know in the description but it will be tough the

[1:00:42] Voice 6: only numbers we can get is for southern gulf electoral district so in the census

[1:00:56] Voice 6: So I was happy with the amendments. I feel like it was they

[1:01:01] Voice 9: worked to achieve what I asked and

[1:01:03] Voice 9: and I even though the rent is very high I think that's just a sign of the unfortunate times and

[1:01:10] Voice 9: that is just considered affordable. So that is I appreciate the work on that. So one question I had

[1:01:17] Voice 9: and i know eleni and i talked about it briefly was um if they do have to if they do get bc housing

[1:01:25] Voice 9: funding or cmhc funding we just want to make or i want to make sure that it would still be

[1:01:30] Voice 9: consistent with their

[1:01:31] Voice 6: this

[1:01:33] Voice 4: uh applicants review that any funding formula that they're seeking

[1:01:39] Voice 4: including the bc housing and the same hc1 would fit because the median income in the southern

[1:01:45] Voice 4: goal violence is quite a bit lower than the provincial average yeah versus

[1:01:49] Voice 4: 44 000 something

[1:01:51] Voice 4: like that so even using uh that southern goal plan the measure which is probably more consistent

[1:01:57] Voice 4: measure to trap and uh it's better uh tabulated by a statistic so i think it is a better way to

[1:02:06] Voice 4: use than trying to go to galleon yeah and recognizing that that measure is still that

[1:02:14] Voice 4: median income is still significantly lower than so that would be lower than that no

[1:02:20] Voice 9: i wasn't i

[1:02:21] Voice 9: just wanted to make sure that if they tried to if they had to fit within a funders program it would

[1:02:27] Voice 9: meet this and i guess that's why we're switching it from

[1:02:29] Voice 6: exclusively to primarily confusing housing

[1:02:32] Voice 6: firms would be a primarily situation primarily affordable because they would have some market

[1:02:38] Voice 6: value

[1:02:39] Voice 4: uh so the the the advice of legal counsel was that even if not all the units were rented

[1:02:45] Voice 4: as a subsidized unit per se or rent duty income units even the intent of the uh ocp is being met

[1:02:54] Voice 4: as a whole because you have that mix of units uh that allowed for the program and the affordability

[1:03:01] Voice 4: in the city so

[1:03:04] Voice 13: okay thanks let's let's let's cross off

[1:03:08] Voice 3: some of the commentary that we got from

[1:03:10] Voice 3: from the town hall from individuals in the town hall um the southern gulf islands versus

[1:03:19] Voice 3: i'm hearing different views of whether there's there's the appropriate data for

[1:03:24] Voice 3: daliano versus the southern gulf islands and i'm hearing you say that the only data is available

[1:03:28] Voice 3: this is something about violence we heard differently in the town hall yeah that's

[1:03:32] Voice 9: the only data i've seen i mean when i looked at the census audience he gathered a poll specifically

[1:03:36] Voice 9: so

[1:03:37] Voice 4: i think that the census does not drill down to galliano specifically

[1:03:42] Voice 4: i'm

[1:03:43] Voice 3: seeing elena is that you're nodding did you want to say anything at this point

[1:03:50] Voice 3: oh she froze well just as i asked you a question sorry

[1:03:53] Voice 1: um yeah that's that's correct that the

[1:03:57] Voice 1: census data um like in terms of the the regions that they analyze the southern gulf islands is

[1:04:03] Voice 1: the closest in terms of scale that we can get to galliano for the most reliable data okay

[1:04:10] Voice 3: all right

[1:04:12] Voice 3: so that's the information yeah so it will be like the census of all senses so the 2020

[1:04:17] Voice 4: when this

[1:04:18] Voice 4: 2020 census data is released then whatever that medium averaging limits would be then the measure

[1:04:26] Voice 4: that would be applied right so even incomes continue to rise in that area for example

[1:04:37] Voice 4: so

[1:04:44] Voice 13: one of the things that i'm struck

[1:04:47] Voice 3: by maybe this is a bit of a it's because i heard it

[1:04:51] Voice 3: in a different context um in a different application was uh at this stage actually

[1:04:59] Voice 3: nobody really knows what the pc housing formula is going to be the next time it comes out

[1:05:04] Voice 3: um and i don't know if you wanted to speak to that or not because that was a surprise to me

[1:05:09] Voice 3: when i heard it i think it was last week that i thought that had been the standard but apparently

[1:05:14] Voice 3: had it changed the last time they did a funding call and that nobody really knows what it's going

[1:05:20] Voice 3: to look like the 20 30 50 proposal may look different the next time so if you want to speak

[1:05:27] Voice 3: Yeah,

[1:05:31] Voice 1: thank you. That's correct.

[1:05:34] Voice 1: We don't know what the next funding call will look

[1:05:38] Voice 1: like and we don't know when it's going to happen. BC Housing, they don't release any

[1:05:43] Voice 1: information before they actually release the funding call, so we won't know until there's

[1:05:48] Voice 1: an RFP out there what the funding structure is going to be. What we've proposed here would

[1:05:55] Voice 1: would fit what they've used in the past for the CHF,

[1:05:57] Voice 1: which is that 20, 30, 50,

[1:05:59] Voice 1: it would meet CMHC requirements.

[1:06:01] Voice 1: But I think something that trustee Rockefeller brought up

[1:06:04] Voice 1: is that if for some reason the housing agreement

[1:06:11] Voice 1: based on this affordability structure

[1:06:13] Voice 1: didn't comply with the funders sort of funding structure

[1:06:17] Voice 1: or operational agreement,

[1:06:20] Voice 1: if there is a small chance of that,

[1:06:22] Voice 1: if the BC housing funding call is drastically different.

[1:06:24] Voice 1: So I think it might be useful. This is something that we wanted to bring up to have a clause in the housing agreement to allow a change to the housing agreement.

[1:06:33] Voice 1: If we secure funding through BC Housing or CMHC and the two documents or the two sort of agreements need to be brought in line.

[1:06:43] Voice 1: That being said, this what we've proposed is quite flexible.

[1:06:48] Voice 1: Most funding calls that we would expect to get would actually just deepen the level of affordability below what we've proposed here.

[1:06:55] Voice 1: So I don't foresee it being a big issue, but there is a small risk that that could happen.

[1:07:00] Voice 3: Planner Smith, you wanted to comment on that?

[1:07:02] Voice 3: I'd

[1:07:02] Voice 4: just say that in our conversations, staff conversations with BC Housing,

[1:07:06] Voice 4: while they also acknowledge that the program could change at any time, they don't foresee a change happening in the near future.

[1:07:15] Voice 4: and that even if it was a change it is not going to be you know there's still uh the deliver of

[1:07:23] Voice 4: affordable housing for the province so it's still going to be in the model that would fit into this

[1:07:29] Voice 4: so i think the risk is quite low and

[1:07:31] Voice 16: was

[1:07:32] Voice 3: the issue of us using the percentage of this sgi versus

[1:07:39] Voice 3: is Galeano which is sort of implied in the OCP considered by the legal council as well and they

[1:07:46] Voice 3: said that's still okay we're still think we're within the bounds of the OCP. So the Galeano

[1:07:51] Voice 4: income is included in the southern gulf island calculation and I think that the median incomes

[1:08:00] Voice 4: of all of these islands I suppose

[1:08:04] Voice 16: it depends how they calculate us I don't know if salt springs

[1:08:18] Voice 3: i don't think the i don't think the mic would be able to pick you up even on salt spring i

[1:08:22] Voice 4: wouldn't guess

[1:08:22] Voice 4: that i mean there's still a lot of small business and there's still a lot of

[1:08:28] Voice 4: income okay okay we'll

[1:08:34] Voice 3: give you any questions for i'm sorry i we have an applicant here did

[1:08:38] Voice 3: you wish to speak to i assume it's you elena that pushes to speak is it do you wish to say anything

[1:08:44] Voice 3: further um

[1:08:47] Voice 1: no I don't think so I think planner Smith's report summarized our

[1:08:52] Voice 1: proposal well I'm happy to answer any more questions to clarify what it means

[1:08:58] Voice 1: I might just address I know during the town hall there was that question about

[1:09:02] Voice 1: the average income and how that relates to the actual market versus deep subsidy

[1:09:07] Voice 1: rates and so what we're proposing is that there will be no set units that

[1:09:13] Voice 1: will be deep subsidy rent geared to income or market but on average when you add up the rent

[1:09:20] Voice 1: of all of the units and then divide it by the number of units the rent would be equal or no

[1:09:26] Voice 1: more than 30 of that sgi median income so just like as a as a really easy way to conceptualize

[1:09:35] Voice 1: that say that the um affordable rent for the southern gulf islands um worked out to be a

[1:09:41] Voice 1: thousand dollars a month for a one-bedroom unit um for our one-bedroom units we could either rent

[1:09:47] Voice 1: all of them at a thousand dollars and that would meet this housing agreement in this rental

[1:09:51] Voice 1: structure or we could rent one at nine hundred dollars a month and one at eleven hundred dollars

[1:09:57] Voice 1: a month and the average between the two is a thousand um so that's sort of the math that's

[1:10:02] Voice 1: that that would happen and so um if if giggers wanted to rent any units at higher rental rates

[1:10:08] Voice 1: they'd have to offset that by lowering rental rates on others so that the average across the

[1:10:12] Voice 1: project would be whatever that median income affordable housing uh number works out to be

[1:10:19] Voice 1: um i don't think i have too much to add other than that i hope that helps clarify it but again

[1:10:23] Voice 1: i'm happy to answer more questions if you have any yeah

[1:10:27] Voice 15: trustee rockwell i

[1:10:28] Voice 6: was just wondering

[1:10:29] Voice 6: lady you sent me a really detailed email with the breakdown and i was wondering if i could

[1:10:33] Voice 6: forward that to the lady who had a question in town hall because it was it made it really

[1:10:39] Voice 6: clear to me yeah

[1:10:42] Voice 1: i'll just take a look at that email again i'll give it another read but i'll

[1:10:46] Voice 1: let you know if it's okay to forward that on i appreciate that or

[1:10:49] Voice 3: even better make it make it

[1:10:51] Voice 3: publicly available and

[1:10:52] Voice 3: put it on the website so that everybody can see it

[1:10:55] Voice 9: yeah it is a i mean

[1:10:56] Voice 9: on average got me for some reason i'm not a math person so i was like what but so once you broke

[1:11:01] Voice 9: it down it was it was really easy for me to understand so i appreciate that yeah

[1:11:06] Voice 3: that's a

[1:11:07] Voice 1: and that's a good point yeah

[1:11:09] Voice 3: because if that's information that you or i i haven't seen it

[1:11:13] Voice 3: either but if it's information we're utilizing to make any decisions we think it should be made

[1:11:18] Voice 3: publicly available um so that's the sort of thing that we could clear on on the applications page

[1:11:28] Voice 13: thank

[1:11:30] Voice 3: you too much traffic on the side um the um so yeah don't go i have some other questions but

[1:11:41] Voice 3: not they're not necessarily related to the housing agreement issue uh do you have any other questions

[1:11:46] Voice 3: related to the the issue that's in the staff report i do want to address a couple of the

[1:11:51] Voice 3: issues that were raised in town hall and also a letter that we received about no

[1:11:57] Voice 6: i don't have

[1:11:58] Voice 6: three

[1:11:58] Voice 3: weeks ago uh that i want to talk about as well in this project is at least put them on the

[1:12:03] Voice 3: table and acknowledge that we received them um so in relation to the staff report which is simply

[1:12:09] Voice 3: about the um about the uh directing staff to draft the housing agreement etc do you have a motion

[1:12:20] Voice 3: you'd like to make yeah

[1:12:22] Voice 6: um i would move that the island trust committee directs staff and legal

[1:12:28] Voice 6: counsel to draft a housing agreement based on the proposed rent structure as described in the april

[1:12:33] Voice 6: 4th 2022 staff report for application geo or 2019 decimal one giggers including renter eligibility

[1:12:41] Voice 6: income limits based on low to moderate income limits as determined periodically by bc housing

[1:12:46] Voice 6: and

[1:12:46] Voice 3: i'll second that so do you wish to speak to your motion um

[1:12:51] Voice 6: no it doesn't include the motion

[1:12:55] Voice 6: that doesn't include the sgi it just says income limits by bc housing but i assume that's just

[1:13:02] Voice 6: going to be within the rent structure described below yeah

[1:13:09] Voice 3: it's the rent structure as described

[1:13:11] Voice 3: just

[1:13:12] Voice 9: because it added on the pc housing that was just okay yeah there's nothing else to add okay

[1:13:17] Voice 3: so i'll just say um this is challenging i'm glad to see we've made um come to a place where at

[1:13:28] Voice 3: least the the applicant and the and the staff have sort of come to a place of the meeting of

[1:13:36] Voice 3: the minds which is great um i have heard having had the opportunity to hear a number of affordable

[1:13:44] Voice 3: housing projects over the last number of years it's actually morphed in the last two or three

[1:13:51] Voice 3: years and the discussion around the housing agreements become more important uh because

[1:13:56] Voice 3: where funding comes from i think the fact that i think the fact that there were so many applications

[1:14:02] Voice 3: for the 2021 intake and so many disappointed applicants.

[1:14:11] Voice 3: It became clear that the two people who are working hard

[1:14:15] Voice 3: on affordable housing, that they had to find other options

[1:14:17] Voice 3: to besides just the BC housing formula

[1:14:21] Voice 3: and that they needed to look elsewhere for the funding.

[1:14:25] Voice 3: As we know, this is not provincial housing

[1:14:28] Voice 3: that's being built at the cost of the province.

[1:14:30] Voice 3: this is a different model of creating housing uh it's not intended to be um provincial uh

[1:14:38] Voice 3: provincial social housing i'm using that term generically but that's not what it's intended

[1:14:43] Voice 3: to be it's intended to be affordable housing in the sense of creating housing that's affordable

[1:14:48] Voice 3: and and the funding for those despite pronouncements from the federal government

[1:14:53] Voice 3: and the provincial government have been about putting more money in their funding for those

[1:14:59] Voice 3: is very very challenging and uh i have some acquaintances that work in the industry and

[1:15:05] Voice 3: they just say there's so many more um so much more demand than there is money available that

[1:15:11] Voice 3: it's really important to put if if you're going to support this kind of an application with the

[1:15:15] Voice 3: applicant be in a position to be able to provide a rent structure that makes some sense with whatever

[1:15:21] Voice 3: funding they have to do so you have to be a little bit more flexible and even three years ago i think

[1:15:26] Voice 3: that brought me so um i just wanted to say that that's my my conclusion from hearing from

[1:15:34] Voice 3: various folks and looking at this and i'm very glad that this product that i'm satisfied at

[1:15:41] Voice 3: least that there's become a meeting of the minds around this issue between staff and the applicant

[1:15:45] Voice 3: and hopefully this will provide an opportunity to provide a housing agreement that uh that makes

[1:15:51] Voice 3: some sense so i'm going to support the motion okay so if there's anything further otherwise

[1:15:56] Voice 3: i'll call the vote okay so i'll call the vote that passes unanimously um i do want to raise

[1:16:02] Voice 3: a couple of issues that were raised um both today and i think planner smith you indicated you were

[1:16:09] Voice 3: prepared you know interested in talking to to them um and i two of them are raised by

[1:16:17] Voice 3: ms margeson in her correspondence to us uh about water and about and about septic

[1:16:24] Voice 3: uh and the other one is i want to acknowledge that we received a correspondence i'm going to say

[1:16:32] Voice 3: times become ephemeral so it's hard to know i'm going to say three to four weeks ago

[1:16:37] Voice 3: that contain a number of names attached to it that asked us to in effect

[1:16:44] Voice 3: at not finalize any rezoning until we were sure the project would plan and i i'm paraphrasing

[1:16:51] Voice 3: because the the the ask was a little bit different than that and i'm guessing that correspondence

[1:16:57] Voice 3: may not have yet gotten up on the on the website um because we're clearly um stressed uh from a

[1:17:06] Voice 3: staffing perspective uh but we i wanted to acknowledge we received that it probably had

[1:17:13] Voice 3: had 20 to 25 signatures attached to it um maybe more i don't want to minimize it but had a number

[1:17:20] Voice 3: of signatures adjusted so we received it and we haven't had an opportunity to uh talk about it

[1:17:26] Voice 3: here you know and i know trustee rock calling you know which correspondence it

[1:17:30] Voice 9: was i was just

[1:17:31] Voice 9: looking for it um

[1:17:32] Voice 3: it was um i forget who who actually

[1:17:36] Voice 9: yeah

[1:17:37] Voice 3: came from jillian dusting so anyway

[1:17:40] Voice 3: those three issues now uh and i just wanted to sort of just put those on the table just to sort

[1:17:45] Voice 3: of float those con those concepts and if staff says we can't address those today or we can either

[1:17:53] Voice 3: decide to ask them to be addressed or not addressed uh but let's talk about some of the other things

[1:17:58] Voice 3: here um uh plan smith you wanted to talk about the i think you have said you everyone have an

[1:18:05] Voice 3: opportunity to discuss the issue and update us on the issue about the um request regarding septic

[1:18:11] Voice 3: and uh issues about uh putting something in a 219 covenant etc do you want to speak to that

[1:18:20] Voice 3: well

[1:18:21] Voice 4: i guess i'm just curious if you want to speak to these letters or want me to speak to

[1:18:25] Voice 4: these letters and put some closure to uh i guess with respect to the first one the water uh report

[1:18:34] Voice 4: report and their questions around due diligence but while the comment continues to be received

[1:18:42] Voice 4: there has been extensive review of a number of water related reports based on professional

[1:18:50] Voice 4: information provided as well as a provincial review of the water license application which

[1:18:57] Voice 4: which is a more detailed review than they would have typically done.

[1:19:03] Voice 4: There's the pump test, there's the subsequent requirement for the data logger test which they

[1:19:11] Voice 4: completed. All of them indicate that there's sufficient water from that well. There's a water

[1:19:17] Voice 4: management plan that provides additional protections. I recognize that there's a number

[1:19:25] Voice 4: of concerns in the neighbourhood and the number of letters received to the LTC and it's up to the

[1:19:31] Voice 4: LTC to consider them and we have considered and acknowledged all of them and so you understand

[1:19:38] Voice 4: that other perspective that's out there and so with respect to a particular request of staff

[1:19:48] Voice 4: meeting with the neighbourhood to talk about all of this again I think that would have to come from

[1:19:54] Voice 4: the ltc is a directive to staff uh to uh to do that work or any other work that uh if you feel

[1:20:02] Voice 4: that it's not yet satisfied including a number of times the same request around a build-out study

[1:20:09] Voice 4: has been requested and the ltc has heard that request they've not directed staff specifically

[1:20:15] Voice 4: to do that work the province does do water balancing as part of their assessments with

[1:20:23] Voice 4: some of that build-up consideration is done through their work and even more so in this case

[1:20:30] Voice 4: given the demands of the community members to have that water license review completed so that's on

[1:20:38] Voice 4: the water side on the septic side i think the same thing with respect to uh due diligence there's

[1:20:45] Voice 4: been hurt testing by a professional there's been a septic report submitted by a professional

[1:20:51] Voice 4: engineering firm recommending that a type 1 system is adequate there's an island health

[1:20:59] Voice 4: subdivision referral where no concerns were identified there's still a number of other

[1:21:07] Voice 4: steps that they would need to go to through with island health with crd if and when they had

[1:21:13] Voice 4: resounding subdivision approval in place that would require them to meet all the local regulatory

[1:21:19] Voice 4: and provincial standards around septic approval.

[1:21:23] Voice 4: So while there's concerns continuing to be voiced

[1:21:27] Voice 4: by this particular member of the community,

[1:21:34] Voice 4: the professional approach has been taken

[1:21:38] Voice 4: to confirm that the viable septic approach

[1:21:43] Voice 4: and the authorities that are required

[1:21:48] Voice 4: required to make those approvals that would not identify any particular concerns with that

[1:21:53] Voice 4: assessment uh uh so same here again it's uh ltc one for example uh the consideration of a type

[1:22:04] Voice 4: 2 system which would exceed the engineer's recommendation and that would need to be

[1:22:08] Voice 4: something that they would need to do so um

[1:22:19] Voice 13: i

[1:22:24] Voice 3: want to say that i have no intention of rescinding the

[1:22:29] Voice 3: the tps checklist of making motion to that aspect um i think i was clear i and frankly

[1:22:37] Voice 3: i mean i i hear you with magazine i've read your material a number of times it's not that

[1:22:43] Voice 3: i don't understand it's that the word it's the i can i can read and i can understand english

[1:22:50] Voice 3: in English, and I think I can interpret things.

[1:22:55] Voice 3: So it's that the word anticipated is a fairly vague date word, and as what I've said in

[1:23:04] Voice 3: the meeting in February, was we don't know what the demand is going to be for those areas

[1:23:09] Voice 3: just because they're subdivided and there's potential for development.

[1:23:12] Voice 3: We don't know what there's going to be in the demand for those particular lots.

[1:23:17] Voice 3: we don't know and uh we don't know you don't know as i said they could sit empty for the next

[1:23:24] Voice 3: 40 years um i know you're shaking your head and we don't have to agree to this so this

[1:23:30] Voice 3: what i see your letter is you simply don't agree with what we've said and that's fine you're fully

[1:23:36] Voice 3: entitled not to agree what i said about section 4.4.2 was there is no definition of what area is

[1:23:45] Voice 3: it doesn't matter how many applications i do there is no definition of what what the language

[1:23:50] Voice 3: area means does it mean the lot does it mean the island does it mean the and that's the problem

[1:23:57] Voice 3: with that i have with the language of 4.4.2 is that it doesn't tell us what it is we're supposed

[1:24:03] Voice 3: to take into account here's what i do know is exactly what the planner just said to us

[1:24:09] Voice 3: there's been well studies done there's been hydrology studies done there's been the problems

[1:24:15] Voice 3: been involved in this we there's been pub tests there's been work around this and everybody has

[1:24:21] Voice 3: signed off on so i'm left with the experts that tell me that the hydrology and the wild well water

[1:24:29] Voice 3: is there and so i go now i'm faced with language that's undefined as to what they mean by area

[1:24:35] Voice 3: and then i'm left with all the expert reports and am i supposed to say no you can't have it

[1:24:43] Voice 3: despite the fact that there are all of these expert reports out there that tell us that

[1:24:48] Voice 3: there's sufficient water there's no interference with other wells that's what the reports and the

[1:24:53] Voice 3: province has granted a license for this and let's not forget the province has primary responsibility

[1:25:01] Voice 3: Mayor Mrakas, We take it into account because we're interested in development and so not so we're not primarily responsible for the water in this area so that's why why I said, I appreciate that you can disagree with me and you do with us and that's everybody's perfectly entitled to disagree with the decisions we come to but i'm not i'm not inclined to make a motion to rescind our approval of this.

[1:25:30] Voice 3: trust polit and i think that's what your request was i'm giving you a direct answer i'm not inclined

[1:25:35] Voice 3: to do that and i don't see trustee rocker

[1:25:38] Voice 13: quality okay so

[1:25:43] Voice 3: the last question i wanted to ask and

[1:25:45] Voice 3: i think that i accept what what uh brian smith says about the issue about the about the septic

[1:25:54] Voice 3: field um yeah i don't i don't really have anything to add in relation to that i don't it doesn't

[1:26:02] Voice 3: strike me that we should be in the business of putting uh guarantees into a section 219 covenant

[1:26:08] Voice 3: about some eventuality that that may or may not occur when there's no evidence that there's a

[1:26:13] Voice 3: likelihood of that um or even a probability of that or or even or any any nature like that so

[1:26:22] Voice 3: that's that's my i do want to talk about this other issue however and i with my and again if

[1:26:28] Voice 3: the planner or the trustees and neither of you are prepared to do this i would simply defer and

[1:26:33] Voice 3: sort of bring it up and give the up the flood the uh the um uh the applicant a chance to think about

[1:26:41] Voice 3: it because i don't think they've actually seen the correspondence from uh that that i'm about

[1:26:49] Voice 3: to refer to but effectively what it said was without and i'm paraphrasing it a little bit

[1:26:54] Voice 3: is saying given the uncertainty that a development may actually ever occur there and the funding

[1:27:02] Voice 3: uncertainty can you put a condition in place that says that it will revert to the the heritage

[1:27:08] Voice 3: forest um if if that doesn't come to to pass um and i've talked a little bit and and there's a

[1:27:18] Voice 3: part of me for which that has some appeal because i go if it doesn't happen then it should probably

[1:27:23] Voice 3: have its natural

[1:27:26] Voice 3: condition and continue on the way

[1:27:28] Voice 3: it is rather than be a separate

[1:27:30] Voice 3: piece of property that something

[1:27:31] Voice 3: else might be done with, although there will be

[1:27:33] Voice 3: all of those conditions attached to

[1:27:36] Voice 3: that separate piece of property.

[1:27:38] Voice 3: I've thought about that

[1:27:39] Voice 3: a little bit, and I know you haven't had a chance

[1:27:41] Voice 3: to think about it, Mr. Smith, other than

[1:27:43] Voice 3: the issue, other than

[1:27:46] Voice 3: seeing my email correspondence with

[1:27:48] Voice 3: the RPM last week

[1:27:49] Voice 3: in which he advises it's not

[1:27:51] Voice 3: a good idea to hold up adoption if you get to a bylaw on a condition because not a good idea for

[1:27:58] Voice 3: the local trust committee or for the applicant to have it sitting in a sort of a vacuum without

[1:28:05] Voice 3: completion because it creates uncertainty and problems but there was the issue raised about

[1:28:13] Voice 3: the possibility of um making it a provision of a covenant uh on before subdivision that before the

[1:28:24] Voice 3: subdivision is granted that that that um uh that that be a condition that when they when the

[1:28:30] Voice 3: referral on subdivision comes to us i don't know whether that's even a reasonable thing to to think

[1:28:36] Voice 3: about is that there be a condition of the funding being in place for an actual development and i

[1:28:42] Voice 3: don't think you've had an opportunity to think about that or discuss it unless you want to to do

[1:28:47] Voice 3: it right now but i'd like to know the answer to that because it does strike me and i thought about

[1:28:52] Voice 3: this about other proposals and other developments is if it never happens we've rezoned it in a way

[1:28:59] Voice 3: uh that might end up with something that is not anticipated so i'd like to sort of wonder if

[1:29:06] Voice 3: there's a way to cover that off you understand my question i

[1:29:09] Voice 4: do i get your i get your question

[1:29:12] Voice 4: and the question that was posed in the letter and you can merit to it in some ways and i see

[1:29:18] Voice 4: challenges uh in other ways or uh limits i guess in other ways to

[1:29:29] Voice 9: i have a question dan just for what you said how could it be used in another way than what

[1:29:36] Voice 9: we'd zone it for or intended that was the last thing you said yeah

[1:29:40] Voice 3: that well should have another

[1:29:42] Voice 3: ltc come along and then you have a standalone lot uh that's sitting there that they could

[1:29:50] Voice 3: rezone a different way i mean i'm being a bit you know uh speculative about that but couldn't

[1:29:57] Voice 9: Didn't they do that anyways?

[1:29:58] Voice 9: Or sorry, Brad, maybe you have.

[1:30:00] Voice 9: i

[1:30:00] Voice 4: think a key point there would be that right now it has some other value community value

[1:30:07] Voice 4: as a trail system community forest so there is some trade-off being made of course to allow

[1:30:14] Voice 4: for housing there uh to remove that area from the forest so i guess the benefit of having some kind

[1:30:23] Voice 4: of restriction and covenant where uh this the subdivision wouldn't be registered

[1:30:28] Voice 4: um until funding is uh is granted uh could protect that area

[1:30:38] Voice 4: zoning it for housing would then remove it from its purpose yeah

[1:30:45] Voice 3: so i

[1:30:47] Voice 3: mean the idea of that would

[1:30:48] Voice 3: be uh is that while the zoning may have been in place and etc the the subdivision may not go ahead

[1:30:57] Voice 3: and so it would look entirely exactly the way it continues to look because it wouldn't be

[1:31:01] Voice 3: subdivided because there's another there's not a lot of steps but there's another step to this

[1:31:05] Voice 3: process is you not only have to get the zoning you've got to get a subdivision in place and

[1:31:10] Voice 3: that's not necessarily an easy process in and of itself um and i don't know where that fits

[1:31:18] Voice 3: into this process i don't know the answer it just struck me that you know there's some attraction to

[1:31:24] Voice 3: and i don't know where i would fall at the end of the day uh depending on the advice and what

[1:31:29] Voice 3: i understand about the process but there's some attraction to the idea that if this process this

[1:31:33] Voice 3: project for whatever reason never happens let's say we we come to an agreement we come through

[1:31:39] Voice 3: the decision that we want to approve the bylaws and rezoning and do let's let's assume that for

[1:31:45] Voice 3: a moment um and we haven't done that but let's assume that happens is if the project never occurs

[1:31:51] Voice 3: for whatever reason the world is changing so quickly for whatever reason uh that it would

[1:31:58] Voice 3: that the the property would effectively remain intact the way it is you

[1:32:03] Voice 4: have a similar situation

[1:32:05] Voice 4: with the galli property and it was rezoned for a different affordable housing proposal and now

[1:32:12] Voice 4: it is designated for that use so i think there are two decisions that ltc is

[1:32:18] Voice 4: faced with here it's one uh is is that property uh in general uh uh suitable

[1:32:27] Voice 4: community use for court of housing too is the particular proposal that they're proposing

[1:32:31] Voice 4: um i

[1:32:33] Voice 9: guess so just for discussion purposes this is new information yeah

[1:32:37] Voice 3: no no i don't know i'm

[1:32:38] Voice 3: not asking a decision

[1:32:39] Voice 9: it's going to sound like a leaning point with direction i'm trying to

[1:32:44] Voice 9: flesh out the discussion so if it was with um if we didn't put any restrictions on it or limits

[1:32:51] Voice 9: or whatever and they didn't get funding well that would make it available to the next group and it

[1:32:58] Voice 9: would be like a ready set go project and

[1:33:00] Voice 13: they wouldn't have

[1:33:00] Voice 9: to go through the process or like

[1:33:02] Voice 9: galley it's been a less lengthy process because it was already rezoned and then sat there dormant

[1:33:07] Voice 9: and now it's from what i understand a shorter process so i was so that's one part of the

[1:33:14] Voice 9: argument there just so we can think about it and the other part would be would there be a time

[1:33:20] Voice 9: limit because essentially then you could just they could wait for funders for 10 years and

[1:33:26] Voice 9: well

[1:33:27] Voice 3: subdivisions often will be 20 years late after the rezoning

[1:33:31] Voice 3: occurs i mean that's not an

[1:33:33] Voice 3: uncommon thing that if that someone will get a rezoning on a particular property or be zoned

[1:33:38] Voice 3: appropriately and they won't they won't subdivide for quite some period of time so that's not an

[1:33:44] Voice 3: unusual thing i'm not i i convinced myself after thinking about that you don't hold up the

[1:33:50] Voice 3: rezoning you don't want the application sitting on the books of the trust yeah

[1:33:54] Voice 6: for five years yeah

[1:33:55] Voice 3: it doesn't make any sense it creates problems it um it creates some discomfort and it creates

[1:34:02] Voice 3: uncertainty for the app you

[1:34:04] Voice 4: could also create a survey scope uh unless you had some very specific

[1:34:08] Voice 4: language about what triggers the ltc to make that like to decide like you could it almost puts the

[1:34:15] Voice 4: back in the political hands of some new ltc to decide if uh that criteria is met versus

[1:34:25] Voice 4: uh i think i think separating those two decisions is important and where to where

[1:34:31] Voice 4: we're just going there is this a suitable land base for affordable housing on galley and that's

[1:34:37] Voice 4: one decision you're making and the other being is whatever they're proposing and you continue

[1:34:42] Voice 4: to tweak whatever they're proposing while considering that broader and so

[1:34:49] Voice 4: if that decision is made that it's a suitable land base for affordable housing then

[1:34:53] Voice 4: and i think that in my understanding the society is not going anywhere that they're going to

[1:34:59] Voice 4: continue to push for uh a project on that site and that the the need for housing on galena is

[1:35:07] Voice 4: not going to go away either and so i think the challenges i see in my mind are those like where

[1:35:15] Voice 4: how long does it last and what criteria do you set for the ltc to be able to decide and how do

[1:35:22] Voice 4: you narrow that so that it's you know perhaps if you did go down that road you might want to

[1:35:26] Voice 4: um that is not triggered until a housing agreement until help funding is met that uh uh is consistent

[1:35:37] Voice 4: with the housing agreement rent structure uh rather than allowing a future lgc to have

[1:35:43] Voice 4: one arbitrary way to make that decision a

[1:35:48] Voice 6: future or a housing agreement is going to

[1:35:51] Voice 6: be tied with the rezoning right is the housing agreement tied with the like the the property

[1:35:58] Voice 4: like the

[1:35:59] Voice 6: rent structure we've created the

[1:36:01] Voice 4: housing agreement will be a section two nine right it's a

[1:36:03] Voice 9: covenant okay that's what I was actually

[1:36:06] Voice 4: legal documents

[1:36:07] Voice 9: I didn't actually know it was a section

[1:36:08] Voice 9: so

[1:36:09] Voice 4: a

[1:36:12] Voice 9: future LTC could also change that as for their discretion a

[1:36:18] Voice 4: future LTC would be able to

[1:36:19] Voice 4: yeah with agreement by the applicant because they're in a covenant right

[1:36:26] Voice 4: what's that they

[1:36:27] Voice 9: could amend it with an agreement

[1:36:30] Voice 9: i'm just trying to think yes

[1:36:32] Voice 3: yeah covenant's a different document than a language bylaw yeah

[1:36:34] Voice 9: so i'm just trying to think of the mechanism and benefit of what you like the well

[1:36:39] Voice 3: again i'm sort

[1:36:40] Voice 3: of just talking a lot well

[1:36:42] Voice 9: yeah i'm just sorry i'm not wondering what the process is yeah so

[1:36:51] Voice 3: when when we don't do subdivisions yeah that's

[1:36:55] Voice 6: all

[1:36:56] Voice 3: crazy ministries it's the ministry of

[1:36:59] Voice 3: transportation um and so it's modi and they do subdivisions and they have a whole department on

[1:37:06] Voice 3: subdivisions when they get an application for subdivision and there may be one in

[1:37:10] Voice 3: in place here i don't know is then they refer it back to the l to the ltc or to the staff

[1:37:24] Voice 3: for consistency with a with bylaws and with whatever any other conditions and it's not

[1:37:32] Voice 3: an ltc decision at that point it's a staff response based on whatever decisions were

[1:37:40] Voice 3: made at the time of the zoning and then the staff sends it back with a series of all

[1:37:45] Voice 4: that work is

[1:37:46] Voice 4: done so they've submitted their subdivision application letter and so one of the conditions of

[1:37:53] Voice 4: uh subdivision approval right now is successful result okay so if you were seeking to have

[1:38:00] Voice 4: a condition that would be another condition that we would set and i guess then they would kind of

[1:38:08] Voice 4: put the provincial they would register you would register you would hold off on registering the

[1:38:16] Voice 4: subdivision uh you would go through everything else uh but hold off on registering right i mean

[1:38:23] Voice 4: in my opinion if you want that well

[1:38:27] Voice 3: i i don't want you to give enough off the cuff one if you

[1:38:30] Voice 4: haven't had time to think about it so in there uh my opinion is that

[1:38:37] Voice 4: Yeah, the LTC is of the view that it is a suitable land base for affordable housing, and that they're satisfied with what's being proposed, and they are willing to, I guess, honour the commitment made by the society that they're in to get that project done, regardless if it takes a year or five years or 10 years, then I would not seek.

[1:39:06] Voice 4: they would just allow them to have that land base and allow them to move on with securing

[1:39:10] Voice 4: their funding which would be much easier i think if they had that 17 points but that's my opinion

[1:39:16] Voice 4: i think um i

[1:39:19] Voice 9: don't i don't have a much the society or how strong it is but i do

[1:39:25] Voice 9: recognize that the land was earmarked for affordable housing with the 75

[1:39:32] Voice 9: percent heritage forest covenant and while the it is a park right now it was intended to have

[1:39:38] Voice 9: a portion of land for for affordable housing and i do with all the uh ecological reports

[1:39:46] Voice 9: i feel like it's worthwhile to keep that earmarked for affordable housing because okay well i wanted

[1:39:54] Voice 3: to i did want to i'm still thinking about this in partner but i'm not i was thinking of making

[1:39:58] Voice 3: a motion but i'm not i don't think i'm going to um to ask for us reporting on this because i think

[1:40:04] Voice 3: we have the opinion and stuff um but i wanted to honor the fact that we got this request and it

[1:40:09] Voice 3: actually had some residents um and we occasionally get ascribed that we don't listen and don't

[1:40:20] Voice 3: consider when the points are made and i think it's important that we do there's been a point raised

[1:40:25] Voice 3: that was made by a number of

[1:40:27] Voice 7: community members

[1:40:28] Voice 3: about this issue.

[1:40:31] Voice 3: And I won't say I'm 100% there with you

[1:40:37] Voice 3: and Planner Smith,

[1:40:38] Voice 3: but I understand the concerns

[1:40:40] Voice 3: and I hadn't thought about that.

[1:40:43] Voice 3: If you make a decision

[1:40:44] Voice 3: that this is the right location,

[1:40:45] Voice 3: this piece of land should be set aside,

[1:40:48] Voice 3: then why put further conditions on it?

[1:40:50] Voice 3: And I don't know that I'm completely there,

[1:40:53] Voice 3: but i mean

[1:40:54] Voice 9: it's close enough to

[1:40:55] Voice 3: being there that i'm not going to make it specific i do appreciate

[1:40:58] Voice 9: you bringing it up too because we don't get to talk about this ever ever except in the meeting

[1:41:04] Voice 9: and so you know it's probably good for people to watch us fumble our way through you know having

[1:41:11] Voice 9: an off-the-cuff discussion i didn't understand right so and maybe it's not the end of that

[1:41:16] Voice 9: discussion but it's you've made me think about it

[1:41:18] Voice 6: and i appreciate that and i appreciate the comments

[1:41:22] Voice 6: okay i

[1:41:24] Voice 3: have nothing further on the the giggers i don't know i'm sorry we've been talking

[1:41:29] Voice 3: around you uh did you have anything further you'd like to say

[1:41:35] Voice 3: i'm not i don't think

[1:41:36] Voice 1: so i appreciate i don't have anything else to add but i appreciate

[1:41:41] Voice 1: you uh inviting me here and having the time to speak today any

[1:41:46] Voice 3: further on this uh clarence

[1:41:48] Voice 3: smith i know that was the only recommendation your report was pretty limited to that issue

[1:41:52] Voice 3: but i wanted to raise this because we do get stuff as projects are unfolding and and as i said i want

[1:42:00] Voice 3: i'd like to feel like we're addressing this so

[1:42:04] Voice 4: i think the only thing i would say is that what

[1:42:07] Voice 4: direction now to develop the housing agreement we'll take that as the next step the covenant

[1:42:12] Voice 4: that piece is largely uh in place and so i think those are the two outstanding pieces

[1:42:20] Voice 4: is there some water management

[1:42:23] Voice 9: plan and

[1:42:24] Voice 4: the water management plan which i have a

[1:42:26] Voice 4: completed document that was finalized uh with them reflecting the final few comments that we had

[1:42:34] Voice 4: there's been significant impacts on that resort and so that will be presented

[1:42:40] Voice 4: So I think you're getting close to the point where you can do it.

[1:42:48] Voice 3: And can I ask that I know we've been very challenged with administrative staff and other things, but there appears to continue this.

[1:42:57] Voice 3: We have some stuff that's not getting up on the website.

[1:42:59] Voice 3: I particular that email from this dusting with the attached correspondence to it could get up.

[1:43:05] Voice 3: That would be so because

[1:43:07] Voice 4: I know the applicants

[1:43:08] Voice 3: are sitting there thinking, what are you talking about?

[1:43:10] Voice 3: and

[1:43:10] Voice 4: um no no

[1:43:14] Voice 3: i know i'm not it wasn't a complaint and i i know there's other things that are out

[1:43:19] Voice 3: there that don't always get up uh as quickly as we'd like them to be and i know we're stretched

[1:43:24] Voice 3: no one knows better than me quite up to date except for maybe that okay

[1:43:31] Voice 7: Yes, I think we'll move on.

[1:43:49] Voice 7: Anybody, well, yeah, let's just

[1:43:51] Voice 3: take, it's 2.12, 2.15, let's take, let's take five minutes

[1:43:57] Voice 3: so that we can, 10 minutes, let's take 10 minutes.

[1:44:00] Voice 3: We'll come back at 2.25.

[1:44:16] It's

[1:44:17] Voice 6: really chilly in there.

[1:44:18] Voice 6: Is it really cold?

[1:44:19] Voice 6: Is it even colder back there than it is here?

[1:44:21] Voice 6: Oh, yeah, it's freezing.

[1:46:46] Voice 6: So this is what he said.

[1:46:48] Voice 6: Now I'm going to show you the trust area.

[1:46:55] Voice 5: So that's where

[1:46:57] Voice 5: this is going to be.

[1:46:58] Voice 5: This is personal.

[1:47:03] Voice 6: Yeah.

[1:47:09] Yeah.

[1:47:09] Yeah.

[1:47:10] Yeah.

[1:47:11] Yeah.

[1:47:25] Voice 13: Yeah.

[1:47:27] Voice 13: Yeah.

[1:47:30] Thank you.

[1:53:25] Voice 6: including

[1:54:49] Voice 3: the folks in the road here welcome make sure it says we're recording

[1:54:54] Voice 3: live so that's great uh when i see nurses join us that's great

[1:55:01] Voice 3: okay we're at uh 13.3 on the agenda and that is the uh a referral of the south spring island

[1:55:23] Voice 3: local trust committee that's uh it's a proposed bylaw 526 that's at page 49 of the agenda for

[1:55:34] Voice 3: anybody here uh trustees do you have anything to say or simply indicate our concern about

[1:55:43] Voice 3: Yeah.

[1:55:46] Voice 6: I just wanted to see that it sounds like they have set a maximum floor area for all dwelling units on Salt Spring at 500 meters, 500 square meters.

[1:56:01] Voice 6: well it's it sounds like it's um in the in the letter the attached letter it says limits the

[1:56:10] Voice 6: maximum floor area of all dwelling units on salt screen value to 500 square meters

[1:56:15] Voice 6: if

[1:56:17] Voice 3: you go to page 51 in the for purpose of the bylaw that is a big block and then

[1:56:25] Voice 3: yeah

[1:56:25] Voice 6: yeah um

[1:56:27] Voice 3: that may be it's news to me

[1:56:29] Voice 6: yeah no i thought it was quite interesting i mean

[1:56:32] Voice 3: they're doing maximum um square footage on dependers right now

[1:56:36] Voice 6: i'm

[1:56:37] Voice 3: not quite sure where

[1:56:38] Voice 3: they're at in that process i think they're getting close to the end in

[1:56:42] Voice 6: the sentence so it says the

[1:56:44] Voice 6: use of subdivision potential for farm worker housing right right

[1:56:47] Voice 3: that's the purpose of this

[1:56:49] Voice 3: bylaws right

[1:56:49] Voice 6: and then it says the restrictions within it i

[1:56:53] Voice 3: don't know if that's related to just

[1:56:54] Voice 3: farm worker housing or for others yeah

[1:56:57] Voice 6: that's that's uh it looked to me as if it was to

[1:57:01] Voice 6: all housing not just farm worker um in any event yes we are in case are affected at this moment

[1:57:09] Voice 6: okay

[1:57:10] Voice 3: get back to her i'm interested in effect as their secretary okay

[1:57:16] Voice 3: and for the discussion

[1:57:18] Voice 3: i'll just say you know we sometimes get complaints from trustees why are we getting all these things

[1:57:23] Voice 3: but they actually do raise issues for things that you might anyway and i know the main trustees at

[1:57:28] Voice 3: one point were muttering about oh we don't want to get these anymore and people in the community

[1:57:33] Voice 3: stood up and said no we like to see what's going on on the other islands we like to see

[1:57:38] Voice 3: these bylaws they're good information i

[1:57:40] Voice 6: think saturn didn't want to be referred well they yes

[1:57:43] Voice 3: Yes, they did. They specifically

[1:57:44] Voice 3: said, but it came up on

[1:57:46] Voice 3: me, and I'm not the chair on this attorney.

[1:57:48] Voice 7: Yeah.

[1:57:50] Voice 3: Okay. And the next thing we're on to is projects.

[1:57:54] Voice 3: And the first of these is the DL-64-72-78-87 rezoning project planner, Smith.

[1:58:04] Voice 3: There's a staff report at page 57. Over to you.

[1:58:08] Voice 4: I was looking at the South Spring Island. I think I have a pause to all of us.

[1:58:12] Voice 4: All of us on the whole island?

[1:58:19] Another

[1:58:28] Voice 4: short report here bringing back the proposed bylaws for the proposed rezoning

[1:58:44] Voice 4: of law 64, 68, 72, and 87 to nature protection. So bringing the previous bylaws that were

[1:58:55] Voice 4: developed in early 2010s, bringing them forward to DL 64, which is concerned. So staff are

[1:59:15] Voice 4: recommending that you rescind the previous bylaws and uh adopt the new uh uh adopt the

[1:59:23] Voice 4: newly amended bylaws in consideration and uh that's stuff that also reduce the trust policy

[1:59:30] Voice 4: just so

[1:59:42] Voice 6: you're what you're suggesting is that we rescind 232 but then we

[1:59:52] Voice 6: that we then we later passed 232 as amended or would we

[2:00:00] Voice 6: start with the new bylaw all together uh

[2:00:04] Voice 4: so we're using the same bylaw number so you need to send

[2:00:07] Voice 4: first read and then uh adopted are you asking us that language no no

[2:00:17] Voice 6: i'm just wondering if we

[2:00:18] Voice 6: rescinded that

[2:00:21] Voice 4: you're sending first reading oh

[2:00:23] Voice 3: so it should so maybe recommendation one and two

[2:00:26] Voice 3: should be agreed that the Gallaudet

[2:00:27] Voice 3: trial, that

[2:00:29] Voice 3: first reading of the bylaw

[2:00:31] Voice 3: be received.

[2:00:33] Voice 3: Because otherwise it sounds like

[2:00:35] Voice 6: we're rejected.

[2:00:36] Voice 4: That's a better word.

[2:00:38] Voice 4: The Gallaudet recent first reading

[2:00:41] Voice 4: of the bylaw.

[2:00:43] Voice 4: Yeah.

[2:00:46] Voice 4: And just

[2:00:49] Voice 3: remind me of the history of this.

[2:00:51] Voice 3: So the history was they passed the bylaws

[2:00:53] Voice 3: on 2-11, but effectively

[2:00:54] Voice 3: the province wasn't on board

[2:00:56] Voice 3: or there was something that glitched the department

[2:00:59] Voice 3: so they left it.

[2:01:00] Voice 3: So

[2:01:00] Voice 4: there was some other negotiations, I think,

[2:01:03] Voice 4: around density transfer and different things

[2:01:06] Voice 4: that played themselves out.

[2:01:08] Voice 4: And then where we, I think,

[2:01:11] Voice 4: and then just LTC never got back to,

[2:01:14] Voice 4: even though probably after all of those other pieces

[2:01:18] Voice 4: were triggered, PCPARs wouldn't have had objections

[2:01:20] Voice 4: to this change, there was just never a return to it.

[2:01:26] Voice 3: okay and and the the difference between the two is just adding the other blocks

[2:01:32] Voice 4: so we've had some initial discussions

[2:01:42] Voice 3: and we don't you know we

[2:01:44] Voice 4: don't know we don't

[2:01:46] Voice 3: know what the response is going to be on the first

[2:01:48] Voice 3: first reading referral from either them or from first nations

[2:01:54] Voice 4: So potentially, for example,

[2:01:57] Voice 4: first nations may be triggered

[2:01:59] Voice 4: around interest in

[2:02:00] Voice 4: land transfers as part of treaty

[2:02:03] Voice 4: negotiations for a lot of these parcels

[2:02:05] Voice 4: where... So

[2:02:06] Voice 16: we'll find that out

[2:02:07] Voice 4: upon the referral. But our initial

[2:02:08] Voice 4: discussion

[2:02:09] Voice 3: problems

[2:02:10] Voice 3: didn't cite any...

[2:02:13] Voice 3: So the way one and two

[2:02:15] Voice 3: should do it is that

[2:02:17] Voice 3: the Galeano Local Trust Committee

[2:02:20] Voice 3: rescind the first

[2:02:21] Voice 3: reading of the Galeano

[2:02:23] Voice 3: Local Trust Committee bylaw

[2:02:25] Voice 3: the number 231 i think you probably already got that though and that that's the way that

[2:02:30] Voice 3: the second motion should read too and then you would take out the word b or c

[2:02:37] Voice 3: it's okay questions more questions on the process or the plan here no trustee no

[2:02:44] Voice 6: this will add a lot of uh corridor of nature protection um i

[2:02:54] Voice 3: don't want you to do that for

[2:02:56] Voice 3: me yeah

[2:02:56] Voice 6: i know because i was trying to piece it together

[2:02:58] Voice 6: on the computer

[2:02:59] Voice 3: how it all worked

[2:03:01] Voice 6: that's why i actually printed these because the maps are on two different pages so if you

[2:03:14] Voice 6: these are the ones the ones that are hard are the ones we're talking about

[2:03:20] Voice 6: but there is existing nature protection oh i

[2:03:23] Voice 6: see right okay so there's that's like the crystal

[2:03:26] Voice 6: mountain fall right there yeah right

[2:03:28] Voice 3: here right there yeah

[2:03:29] Voice 6: but i knew that was 87.

[2:03:32] Voice 6: and then dndc was right here and

[2:03:33] Voice 3: then there was the one that came in the application that came

[2:03:36] Voice 3: forward

[2:03:37] Voice 6: that's right and by then the other one oh that you

[2:03:41] Voice 6: remember so

[2:03:42] Voice 3: you mean you might other

[2:03:44] Voice 3: than right here you're getting a swath yeah interesting sorry that none of nobody online

[2:03:52] Voice 3: line or anybody in the room could see what we were looking at but yeah maybe we could create a map

[2:03:57] Voice 3: like that yeah

[2:03:59] Voice 6: it was helpful just to be able to see the whole that's why i'm hoping that we will

[2:04:05] Voice 6: eventually be able to bring the maps again right

[2:04:11] Voice 3: okay so does someone want to make the motion as i mean carly's got it yeah

[2:04:15] Voice 6: i'll move that

[2:04:16] Voice 6: to a motion that carolyn has okay

[2:04:19] Voice 3: this is about bylaw number 231

[2:04:23] Voice 6: the one where we're receiving

[2:04:24] Voice 6: first right yeah okay

[2:04:26] Voice 3: so that's been moved is there a secondary okay so uh any further

[2:04:30] Voice 3: discussion related to that we understand the process okay so all in favor and then we want

[2:04:35] Voice 3: to move that second motion which also is for amending so

[2:04:38] Voice 6: they got it on the first trust

[2:04:39] Voice 6: committee listen first reading of file number 232 correct

[2:04:43] Voice 3: okay that's been seconded any further

[2:04:46] Voice 3: discussion i'll call the vote all in favor and then we have two new two amended bylaws here

[2:04:54] Voice 3: uh which mostly are just adding maps to the to the the efficient community plan and they

[2:05:00] Voice 3: by that that's the way i got them anyway

[2:05:03] Voice 6: and number 64 which is new correct

[2:05:08] Voice 3: yeah okay so

[2:05:10] Voice 3: someone want to make motion number three um

[2:05:13] Voice 6: i'll move that the galliano island local trust

[2:05:17] Voice 6: committee bylaw number 231 cited as galliano island official community plan bylaws 208 1995

[2:05:25] Voice 6: and amendment number 14, 2011 be given first reading

[2:05:30] Voice 6: as amended.

[2:05:31] Voice 3: Is there a second?

[2:05:32] Voice 3: There is, Trustee McFarland.

[2:05:33] Voice 3: Any further discussion?

[2:05:34] Voice 3: All in favor?

[2:05:35] Voice 3: Okay, there's a fourth motion.

[2:05:39] Voice 6: Oh, for the Galliano Island Local Trust Committee

[2:05:41] Voice 6: to be filed on number 232,

[2:05:43] Voice 6: he cited as Galliano Island Local Land Use By-law 127, 1999.

[2:05:47] Voice 6: Amendment number three, 2011 be given first reading

[2:05:50] Voice 6: as amended.

[2:05:51] Voice 3: And that's been seconded by Trustee Wilmerton.

[2:05:53] Voice 3: all in favor that passes unanimously

[2:05:56] Voice 3: and then there's a last

[2:05:57] Voice 3: that

[2:05:58] Voice 6: the Galliano Island Local Trust Committee

[2:05:59] Voice 6: has reviewed the island's trust policy

[2:06:01] Voice 6: statement directive

[2:06:02] Voice 6: policies checklist and determined that

[2:06:06] Voice 6: proposed bylaw

[2:06:07] Voice 6: number 231 and 232

[2:06:09] Voice 6: are not contrary to

[2:06:11] Voice 6: or at variance with the island's trust

[2:06:13] Voice 6: policy statement

[2:06:15] Voice 3: seconded

[2:06:16] Voice 3: any discussion about that

[2:06:19] Voice 6: no

[2:06:20] Voice 3: it

[2:06:20] Voice 6: was yeah okay uh

[2:06:22] Voice 3: all the favor that passes and i'm just sort of doing some calculations in my

[2:06:27] Voice 3: head we probably have a meeting in july we may have the referrals already if not by june by july

[2:06:36] Voice 3: we'll know what the status of referrals possibly we may not but we may know where we're at

[2:06:41] as early as july and have a direction to take in relation to this is

[2:06:49] Voice 3: before as the term winds down because we'll have a meeting in july but we won't have one

[2:06:55] Voice 3: in august we'll have one at the beginning of september and we might even sneak one in

[2:06:58] Voice 3: in the early october too i think expect there's one at the beginning of october

[2:07:01] Voice 6: and maybe we'll do an august meeting as well depending on well

[2:07:05] Voice 3: if we need if we need to yeah

[2:07:06] Voice 3: that's that's challenging right because that's when staff goes on holidays so okay uh anything

[2:07:15] Voice 3: further related to this anything further from trustees if not we'll move on uh we have 14.2

[2:07:23] Voice 3: which is the uh feast bylaws which have been approved by the uh the executive committee

[2:07:32] Voice 3: that's a page 75 and so they're here for adoption i don't do you wish to i don't know if there's

[2:07:42] Voice 3: anything the staff

[2:07:43] Voice 4: needs to say are you giving them for a third reading and going to send them

[2:07:48] Voice 4: to the committee that's now done so i think in that show and you knew that you wanted to raise

[2:07:54] Voice 4: maybe

[2:07:55] Voice 6: i would just say for the for the audience that um this represents the work of the regional

[2:08:03] Voice 6: planning committee and the effort to bring the fees closer to the actual cost so that

[2:08:15] Voice 6: the people who are benefiting from doing whatever development are paying for the fees rather

[2:08:22] Voice 6: than everyone else.

[2:08:24] Voice 6: So it's to bring those fees up to the actual costs and to bring in annual fee increases

[2:08:34] Voice 6: because they haven't been increased for years and years and

[2:08:38] Voice 13: you're on the regional climate that's

[2:08:40] Voice 3: right this is a good part of the work that you can work with okay well then why don't you make

[2:08:46] Voice 3: okay

[2:08:47] Voice 6: i move that the galliano island local trust committee by one is a two-eight one cited as

[2:08:52] Voice 6: galliano island local trust committee fees by law 2021 be adopted okay

[2:08:59] Voice 3: and any further discussion

[2:09:01] Voice 3: Thank you for the background, I'll call the vote, all in favour?

[2:09:05] Voice 3: That passes unanimously.

[2:09:07] Voice 3: So that's great.

[2:09:07] Voice 3: So those are now your new fee bylaws.

[2:09:12] Voice 3: That brings us to NIC Planner Chadwick has joined us.

[2:09:23] Voice 3: Are you with us, Nerissa?

[2:09:26] Voice 3: There she is.

[2:09:29] Voice 3: Now Nerissa, do you have a...

[2:09:33] Voice 3: welcome uh you've been working on this do you have a presentation of any sort um

[2:09:38] Voice 10: i was just

[2:09:39] Voice 10: going to give uh i should like i just go through the um what's been proposed and just uh open

[2:09:45] Voice 10: things up for um for questions so it's really really the

[2:09:50] Voice 3: only reason i ask is i'm thinking

[2:09:52] Voice 3: about like when we were on main island remember we turned computers around so people could see

[2:09:57] Voice 3: i didn't know if you had a kind of a presentation that would require that to be oh

[2:10:04] Voice 10: right yeah well

[2:10:05] Voice 10: i was planning on showing a couple of maps so i don't know um so

[2:10:09] Voice 3: let's let's let's do that um

[2:10:13] Voice 3: let me let me just give me a second we've got a bit of time let me um let me see if i can get my

[2:10:21] Voice 3: computer to log in and then I can turn mine and maybe put it here and maybe Jane you could

[2:10:34] Voice 3: turn yours over here and see it. Let me see if I can get this first before

[2:10:39] Voice 13: I left myself

[2:11:02] Voice 7: in.

[2:11:19] Voice 6: So Nerissa, I'm turning you around to face the camera. And

[2:11:33] Voice 13: William

[2:11:37] Voice 10: was going to

[2:11:37] Voice 10: to join us but i'm not i i he's he's he doesn't seem to be available so and

[2:11:50] Voice 13: you and um you can

[2:11:55] Voice 7: you

[2:12:03] Voice 3: um you

[2:12:05] Voice 6: can do share screen you

[2:12:07] Voice 3: can do share screen right yeah

[2:12:09] Voice 6: yeah i'm

[2:12:12] Voice 13: gonna turn it over to

[2:12:13] Voice 13: you hopefully folks

[2:12:19] Voice 3: can see what's going on can you guys see anything oh

[2:12:26] Voice 6: you're on so you're okay

[2:12:29] Voice 6: same thing that was in the agenda package there's

[2:12:31] Voice 3: nothing no

[2:12:32] Voice 6: from the previous oh

[2:12:34] Voice 3: i don't know

[2:12:34] Voice 3: this is

[2:12:39] Voice 10: just a summary again um i think it was because we went through things quite fast at

[2:12:44] Voice 10: the last meeting we just wanted to provide an opportunity um if you had some questions

[2:12:49] Voice 10: um and also um just to provide some clarity a little bit on um sort of the timing of things

[2:12:54] Voice 10: as well. So yeah, unfortunately, William isn't here. So he was going to present some

[2:13:03] Voice 10: maps around the DPA guidelines, but we'll have a chance to give that to you in more detail at the

[2:13:09] Voice 10: next meeting. So what I wanted to do was just go through sort of what the basic, the key focuses

[2:13:16] Voice 10: of the project are, and what you can be sort of expecting a little bit in terms of timing.

[2:13:24] Voice 10: So, and I think you've reviewed the details of the materials in the last meeting, so I won't go into too much detail there, but there's basically three components to the project.

[2:13:46] Voice 10: One is the changes to the OCP, one are broad changes to the land use by-law, and the other one is site-specific zoning in critical areas.

[2:13:57] Voice 10: So with respect to the OCP, the major focus is the development permit area.

[2:14:02] Voice 10: So we have been working on the mapping, and we will have that ready for you at the next meeting.

[2:14:10] Voice 10: that's what we're working towards and at this point it looks like through the work that

[2:14:18] Voice 10: that William has done looking at the recharge so that's you know the areas that are most important

[2:14:26] Voice 10: for basically soaking up the water. I'm learning a lot about hydrogeology myself so it's been a

[2:14:34] Voice 10: very interesting project. So we're looking predominantly at the forest and parkland so

[2:14:40] Voice 10: So it's only going to potentially affect a very, very, very few residential areas.

[2:14:47] Voice 10: And again, William was going to show you a little bit, talk you through a little bit of the methodology so that you can understand the maps a bit clearer next meeting.

[2:14:57] Voice 10: But he'll have that all for you next meeting.

[2:15:00] Voice 10: And then in terms of the guidelines, you know, there's basically, you know, it identifies exemptions.

[2:15:07] Voice 10: um so you know that are are are very similar to what's already in the uh elevated ground

[2:15:15] Voice 10: catchment um dpa and i will also just identify that the the boundaries are going to be much

[2:15:22] Voice 10: wider uh the dpa boundaries are going to be much much um wider than the than the elevated

[2:15:27] Voice 10: ground catchment um so there's it's pretty much similar to what's what's in there um with

[2:15:33] Voice 10: exemptions around you know removal of dangerous trees removal of small smaller trees um

[2:15:41] Voice 10: um there's uh some allowance for smaller buildings etc without uh needing to get a dpa

[2:15:47] Voice 10: emergency actions and then the guidelines themselves again they they sort of um are

[2:15:54] Voice 10: uh relying on professional reliance to inform a number of different measures um we have i um

[2:16:04] Voice 10: just looked at again like basically tweaked a lot of what's what's in there so that um it it uh it

[2:16:11] Voice 10: sort of speaks to the existing context and uh i would say like in terms of of what's changed

[2:16:17] Voice 10: probably looking at about 30 percent of what uh what what what existed previously and then and

[2:16:25] Voice 10: then some minor updates so that's language updates and um and then some basic updates

[2:16:31] Voice 10: to water supply objectives just to uh to in uh you know it relates to the new language that's

[2:16:39] Voice 10: being introduced so that's those are the changes with respect to ocp are there any questions about

[2:16:45] Voice 10: those what's these no it's not not so far

[2:16:51] Voice 10: okay good um and then there's the broad changes to the

[2:16:56] Voice 10: uh land use bylaw so again there's some definition some basic changes definition updates because

[2:17:02] Voice 10: we're we're adding some new language um the two major things are uh adding a system requirement

[2:17:09] Voice 10: for all new builds um and you know the size is something that i've been doing a bit of

[2:17:15] Voice 10: quite a bit of research on um and at the moment the number we've sort of landed on is is 18 000

[2:17:23] Voice 10: liters which is basically uh so you can purchase um you can purchase cisterns in 3 000 liter

[2:17:31] Voice 10: increments. And I did a little bit of scoping with architects and others that have done some

[2:17:38] Voice 10: installations. And there's also a number of like rain barrel calculators sort of randomly through

[2:17:47] Voice 10: the internet. And it seems that this size would basically allow for sort of the use of it

[2:18:00] Voice 10: it for garden use except etc throughout the year and then as uh you know potential backup source

[2:18:08] Voice 10: of course if it it doesn't we're not requiring it to be potable so that would be you'd obviously

[2:18:13] Voice 10: have to boil it if there was a drought would would potentially um serve a household for about

[2:18:21] Voice 10: three months is sort of the estimation so those combined uses so that's that's sort of how that

[2:18:27] Voice 10: that number has been arrived at if you're wondering.

[2:18:30] Voice 10: And again, I'm still kind of exploring

[2:18:34] Voice 10: and trying to really nail down the rationale for that size.

[2:18:43] Voice 10: Then the sort of bigger part here is the update

[2:18:46] Voice 10: to the subdivision regulations.

[2:18:48] Voice 10: And as been mentioned before,

[2:18:51] Voice 10: they're based on the Salt Spring Island.

[2:18:54] Voice 10: The new ones that are being developed by Salt Spring, which is including provincial review.

[2:19:02] Voice 10: There's a number of people that William has been working on with those throughout the last year.

[2:19:08] Voice 10: So it incorporates existing regulations that are currently in the Galliano's Land Use By-law.

[2:19:17] Voice 10: It makes them a lot clearer and aligns better with the Water Sustainability Act.

[2:19:25] Voice 10: And, yeah, both in terms of, you know, some of the general regulations in there and then the water belt volumes. So, if William was here, he could speak a little bit more to the details about that.

[2:19:37] Voice 10: I don't have the details around sort of who's been involved and that sort of thing. But anyways, are there any questions around those?

[2:19:51] Voice 10: Nope. Okay, so this is the part that I was going to just show you some of the maps.

[2:20:00] Voice 10: So I'll just mention, so part one and part two, these two are the ones that,

[2:20:06] Voice 10: they're sort of, they're broader. They're the two pieces that, you know, if things go smoothly,

[2:20:14] Voice 10: We may be able to, you know, move them through to third reading by the end of term is sort of what we're targeting, you know, if things go smoothly.

[2:20:31] Voice 10: Number three, this is looking at site-specific zoning in critical areas.

[2:20:38] Voice 10: so this is where we begin to use the mapping in more detail, the more detailed mapping,

[2:20:45] Voice 10: and I'll show you how we're using that to determine critical areas.

[2:20:49] Voice 10: And we've identified two areas that are of focus, South Galliano and the Cane Peninsula,

[2:20:59] Voice 10: and you'll see on the map where those are located. And the options in these areas would be

[2:21:07] Voice 10: for site-specific zoning that could include density transfers, limiting uses,

[2:21:18] Voice 10: placing restrictions on size of siding perhaps, reducing density, those are the kind of options

[2:21:25] Voice 10: that could be looked at. And what we can be doing in the coming months is really

[2:21:33] Voice 10: really identifying those options in more detail.

[2:21:36] Voice 10: So I'll just show you the maps here.

[2:21:42] Voice 10: So there's quite a bit on here.

[2:21:44] Voice 10: Let me just take it all off

[2:21:46] Voice 10: and then I'll just go through this here.

[2:22:00] Voice 10: So there we go.

[2:22:12] Voice 10: Okay, so this, what you're seeing,

[2:22:14] Voice 10: this layer that you're seeing here,

[2:22:17] Voice 10: this is the water availability,

[2:22:24] Voice 10: is based on the water availability data so and this is water availability during critical periods

[2:22:32] Voice 10: so the work that gw solutions did they looked at um at they actually looked at years uh and and

[2:22:40] Voice 10: what the the water availability looked like in the most the driest years and they they happened

[2:22:46] Voice 10: to fall uh in the 80s apparently um and then um and then they looked at sort of normal

[2:22:53] Voice 10: So this is, this would be most critical and their, their analysis doesn't take into account potential changes with climate change, for example, where, you know, what they currently have is kind of the driest may become drier.

[2:23:10] Voice 10: so as you can see um when during the driest times on record so far um these these two um

[2:23:21] Voice 10: these are the two groundwater regions that are identified as as as critical um

[2:23:28] Voice 10: so it means that just

[2:23:30] Voice 3: so you know we're only seeing green and orange on our screens oh really

[2:23:35] Voice 3: yeah yeah you know

[2:23:37] Voice 3: we're sort of seeing the center of the island right

[2:23:39] Voice 10: now oh that is very strange

[2:23:42] Voice 10: so you know what i'm gonna i'll stop share and then i'll see if i share again if what i

[2:23:46] Voice 10: if what if what i'm showing you is showing up do you see the red no

[2:23:57] Voice 3: we're right in the we're

[2:23:59] Voice 3: right in the middle of the island like we're right around mount

[2:24:02] Voice 6: galliano up to

[2:24:05] Voice 6: to a mid-island to retreat coal that

[2:24:09] Voice 10: is so bizarre okay hang on part of

[2:24:12] Voice 6: it i think is

[2:24:13] Voice 10: um because we have the speakers on that let

[2:24:17] Voice 3: me see if i shrink this okay oh

[2:24:19] Voice 3: there it is now we

[2:24:20] Voice 3: can see the bottom can you see

[2:24:22] Voice 10: the bottom yeah because that's the time it's that that little

[2:24:24] Voice 10: bottom part that we're really looking okay

[2:24:26] Voice 3: that's fine we can see that now we

[2:24:28] Voice 10: just need

[2:24:29] Voice 3: to get rid

[2:24:29] Voice 3: of all the cameras okay

[2:24:32] Voice 10: okay yeah yeah so you can see the critical area then those two is going to

[2:24:35] Voice 10: water regions those are the two areas um and you can see uh so there's there's quite a lot

[2:24:40] Voice 10: of properties in there um so the other data that we've we've sort of we're also looking at is um

[2:24:46] Voice 10: is salt water intrusion and so if i remove the um uh the water availability data you can see

[2:24:55] Voice 10: that those areas are also um are also critical with respect to the groundwater um potential

[2:25:06] Voice 10: Marissa, I didn't hear you. Can you speak up a little bit?

[2:25:09] Voice 10: Oh, yeah. So the red, are you seeing the red map, the map now?

[2:25:12] Voice 10: I took the water availability data off.

[2:25:18] Voice 10: So this is the saltwater intrusion mapping.

[2:25:22] Voice 10: So you can see that the Cane Peninsula, you know, is pretty much full.

[2:25:27] Voice 10: And then that other groundwater reaches is also about, you know,

[2:25:31] Voice 10: uh let's say about a third of it um is is also um sort of has the high potential for um salt water

[2:25:39] Voice 10: intrusion and then the other piece of data it's just interesting to see um uh you know how this

[2:25:44] Voice 10: data collectively looks what it makes

[2:25:47] Voice 10: you know how how actually challenged those two regions are so

[2:25:50] Voice 10: those are the those are two sets of data and the other one that we looked at was this

[2:25:54] Voice 10: um drastics data so drastics is um basically um it looks at a lot of different elements so it looks

[2:26:04] Voice 10: at the contours of the land it looks at soil absorption it looks at the sort of distance to

[2:26:13] Voice 10: wells and essentially what it tells us is what the vulnerability to um contamination is so again

[2:26:23] Voice 10: Again, you can see in those two groundwater regions that we're looking at focusing on that they're, you know, it's challenged in that way as well.

[2:26:33] Voice 10: So, you know, when you layer it all on, you know, it really does make sense to focus on those areas.

[2:26:42] Voice 10: So I just thought it would be helpful to show you.

[2:26:45] Voice 10: I mean because again I've learned a lot myself about the mapping and it feels really satisfying

[2:26:55] Voice 10: to have data to help us to really know where to focus. So does anybody have any questions about

[2:27:02] Voice 10: these maps?

[2:27:04] Voice 6: No but what I would say is that this would be a good afternoon session to have

[2:27:11] Voice 6: you know here in the hall with all the maps and um you and or william to come and and just you

[2:27:20] Voice 6: know walk people through them so that everyone can see them because they it is very impressive

[2:27:24] Voice 6: to see

[2:27:25] Voice 6: the data yeah

[2:27:28] Voice 10: and actually william and i are working on developing uh um a presentation

[2:27:34] Voice 10: that helps to understand it in even um even more clearer so we've got um you know phil is a a very

[2:27:42] Voice 10: talented illustrator, so he's doing some illustrations for us so we can explain some of the

[2:27:49] Voice 10: the science in really, really simple terms and pictures. Are you

[2:27:56] Voice 3: talking about our field,

[2:27:57] Voice 3: Field Test Mill? Field

[2:27:58] Voice 10: Test Mill, yeah.

[2:28:00] Voice 3: So this last map we're looking at is the Jurassic map.

[2:28:05] Voice 3: yeah

[2:28:05] Voice 10: with uh it's got i've got the uh the salt water um and

[2:28:09] Voice 3: the one before that was another

[2:28:11] Voice 3: salt water intrusion so this

[2:28:14] Voice 10: is the drastics with the orange and then the salt water intrusion is

[2:28:17] Voice 10: the red yeah and

[2:28:19] Voice 3: then the first one was the recharge

[2:28:22] Voice 10: recharge yeah and actually i'll show

[2:28:24] Voice 10: you what it looks like the recharge looks like um during uh sort of a normal um period and and

[2:28:32] Voice 10: And again, like you can see, even during the normal times, this area here is still quite dry.

[2:28:38] Voice 3: So have you now overlapped some of these maps?

[2:28:41] Voice 10: Yeah. So this is basically all of them overlapped.

[2:28:45] Voice 10: I mean, that's with normal. But if I take normal off and I put back on, because basically the driest, what I should actually get is mapping to put that as an underlayer.

[2:28:55] Voice 10: So then you can see the drastics on top. So we can't see that at the moment.

[2:28:58] Voice 10: but um the other thing that we've done is we've started to look at um we've looked at um

[2:29:07] Voice 10: subdivision um oops we've looked at subdivision potential so um you can see uh here the purple

[2:29:19] Voice 10: are the areas where there's subdivision potential so that's where there could be additional density

[2:29:25] Voice 10: and so those are the kinds of areas that we'll be focusing on

[2:29:33] Voice 10: And again, at this point, you just

[2:29:36] Voice 3: take your cursor and just circle the two areas which you are saying when you're going to site specific right here.

[2:29:46] Voice 10: Yeah. So this is one, the Cane Peninsula.

[2:29:49] Voice 3: Yeah. And

[2:29:50] Voice 10: this is the other one, South Galliano.

[2:29:51] Voice 10: Thank you. Yeah. Yeah. And then you can see. So these are, you know, these are these purple areas.

[2:30:00] Voice 10: are the areas that have subdivision,

[2:30:02] Voice 10: they could be further subdivided.

[2:30:03] Voice 10: So it could be added density here.

[2:30:08] Voice 10: So that will be an area of focus.

[2:30:10] Voice 10: And then we'll look at some of the other areas more generally.

[2:30:19] Voice 3: Just to go back to what,

[2:30:21] Voice 3: when you got back to your original presentation,

[2:30:23] Voice 3: I think that's before you went to that,

[2:30:26] Voice 3: my understanding of what you said was

[2:30:28] Voice 3: that you anticipate would take more time this

[2:30:33] Voice 10: one yeah yeah because that like this will um

[2:30:36] Voice 10: this will require uh doing um like a much more much more focused look at um specific lots

[2:30:45] Voice 10: and because the potential changes could be quite controversial um you know we'll need to

[2:30:53] Voice 10: to ensure that the data is clearly understood

[2:31:00] Voice 10: and their options are identified.

[2:31:03] Voice 10: So, yeah.

[2:31:07] Voice 10: Yeah, so any questions around that particular

[2:31:12] Voice 10: part of the project?

[2:31:14] Voice 6: That's very helpful.

[2:31:15] Voice 6: And as I said,

[2:31:17] Voice 6: it would be really even more helpful

[2:31:18] Voice 6: to have you guys come and do this in person.

[2:31:22] Voice 10: Okay, yeah, I will talk to William about that.

[2:31:26] Voice 10: yeah we'll uh we'll see what we can do great thank you yeah all right i'll stop sharing

[2:31:38] Voice 10: i'm done yep unless unless there's any

[2:31:41] Voice 10: other questions i'm good

[2:31:42] Voice 3: okay

[2:31:43] Voice 10: well thank you no thanks for

[2:31:44] Voice 3: that we've already passed

[2:31:53] Voice 3: And I guess my only other question is just for public information is a lot of that mapping is now up on the website, isn't it?

[2:32:02] Voice 10: So the, yeah, so it's up in different parts.

[2:32:07] Voice 10: So the saltwater intrusion mapping has been up there for quite a while.

[2:32:11] Voice 10: while. The water availability data, those reports are up on the freshwater sustainability page. So

[2:32:22] Voice 10: you can have a look at those reports. And it's actually quite interesting to look at. And I

[2:32:28] Voice 10: actually found them quite accessible, especially the, you can look at the summaries and there's

[2:32:34] Voice 10: some charts that are useful to look at okay

[2:32:39] Voice 3: and what part of the website is it on it's not on the

[2:32:43] Voice 3: galley it's on a different no

[2:32:44] Voice 10: it's so if you yeah if you go on to um our website and then um you go

[2:32:48] Voice 10: into projects i think it's projects i'm just having a look here oh

[2:32:52] Voice 4: it would be in the galley

[2:32:53] Voice 4: project section no

[2:32:55] Voice 10: it's at the very top so um there's a there at the top there's a um there's

[2:33:00] Voice 10: a menu bar and oh sorry it's program so it's programs and then you go into salt

[2:33:06] Voice 10: freshwater sustainability okay and

[2:33:09] Voice 10: then about halfway down the page or like yeah about halfway

[2:33:13] Voice 10: down the page um is where the links to the reports are and um the um yeah the island trust groundwater

[2:33:24] Voice 10: and water recharge potential mapping

[2:33:26] Voice 10: and the assessment reports are both useful to look at.

[2:33:31] Voice 15: Okay, thanks.

[2:33:32] Voice 15: Any other questions from other participants?

[2:33:35] Voice 3: Hey, thanks for joining us, Carissa.

[2:33:37] Voice 3: All right.

[2:33:38] Voice 3: That sort of completes that.

[2:33:40] Voice 3: We'll look forward to whenever you can arrange

[2:33:43] Voice 3: with to come to the island or whenever you arrange

[2:33:49] Voice 3: with to when we see the drafting

[2:33:55] Voice 3: that you're doing as well yeah

[2:33:56] Voice 10: okay well thanks for letting me uh come in

[2:34:00] Voice 10: i think

[2:34:03] Voice 3: it's important i think jane's right i think it's important that at some point that

[2:34:07] Voice 3: you and william people in the community can ask questions too we i know i know we've done that

[2:34:12] Voice 3: once but we probably do it again

[2:34:15] Voice 10: yeah yeah so

[2:34:17] Voice 10: i i think um we can wait when we when we've got um

[2:34:21] Voice 10: when we've got our our illustrations and everything together we'll have quite a nice

[2:34:25] Voice 10: little package of information to share so um we can we can look at scheduling something

[2:34:30] Voice 10: um you know in a few months from now sort of thing right okay

[2:34:34] Voice 3: thanks great

[2:34:35] Voice 10: bye

[2:34:40] Voice 3: okay uh

[2:34:41] Voice 13: so just looking our way through the rest

[2:34:45] Voice 3: of the agenda we have um the work program report

[2:34:50] Voice 3: report which is uh on page 82 which are our top priorities and and our projects and i think we

[2:35:08] Voice 3: we have the branch groundwater facilities sustainability and the rezoning of the blots

[2:35:14] Voice 3: and those are our remainder of our projects for the term forward anything further you wish to

[2:35:21] Voice 3: talk about projects uh applications report so this would be a good time for you your question

[2:35:28] Voice 3: is trustee wolverton about you wanted to ask questions about cms or indeed about any of the

[2:35:34] Voice 3: outstanding applications that are on

[2:35:36] Voice 13: our yes

[2:35:38] Voice 6: um just my question hold on uh i notice um

[2:35:48] Voice 6: planner smith in the december uh agenda there's reference to um in the coming weeks the staff

[2:35:56] Voice 6: will provide detailed comments to the applicant on their draft water management plan yeah so i

[2:36:01] Voice 6: wondered did that did that take place and so then the this final plan is what is has come in in

[2:36:08] Voice 6: february

[2:36:09] Voice 4: and then their updated plan based on our comments was submitted in february and it was too

[2:36:16] Voice 13: later

[2:36:16] Voice 4: we did a good laundry for us to review those comments so we just provided you the draft and so

[2:36:22] Voice 4: our next step now is to review that next draft and provide any additional comments before they

[2:36:29] Voice 6: finalize okay do you think uh we'll be able to get that then by the main meeting

[2:36:38] Voice 13: the

[2:36:38] Voice 6: you said additional comments

[2:36:40] Voice 4: that's on my schedule for this week or next week okay great

[2:36:45] Voice 6: thank you that was all that was really good

[2:36:47] Voice 7: and if you got anything

[2:36:50] Voice 6: about the lawrence waterfall application so we haven't seen that

[2:36:54] Voice 6: because it's a referral subdivision i guess like it's not a rezoning right correct

[2:36:59] Voice 4: okay so

[2:37:03] Voice 9: they'll just do their work and then send it to us

[2:37:05] Voice 9: or

[2:37:06] Voice 4: you could have access to the letter that we would have submitted to

[2:37:15] Voice 4: the problems uh which are referral comments and suggested conditions which they then take

[2:37:21] Voice 4: preliminary out uh review as uh conditions of the applicant okay

[2:37:30] Voice 6: there have been some problems in

[2:37:33] Voice 6: that neighborhood with uh runoff that seem to be related to this but i don't know if that's

[2:37:41] Voice 6: or 100 sure um and i don't know if anyone has had a chance to go and take a look

[2:37:49] Voice 4: so we have requested that the province consider drainage and now they put the drainage in the

[2:37:55] Voice 4: conditions but my understanding is that there's historic

[2:38:00] Voice 1: issues with runoff

[2:38:01] Voice 4: on that road that

[2:38:02] Voice 4: well not only like to this subdivision but also uh

[2:38:21] Voice 5: and this

[2:38:24] Voice 3: just reminds me i forgot to mention in my um chair's report uh on page um

[2:38:34] Voice 3: 87 it's hard to tell their numbers overlap there's the application for the for a variance for the uh

[2:38:42] Voice 3: the galliano club um the building shed i think it's here yes i

[2:38:49] Voice 3: forgot to report the executive

[2:38:52] Voice 3: committee sponsored that application okay it was an application sponsor application

[2:38:56] Voice 3: for the for the variance fee and they approved that at our last executive committee

[2:39:02] Voice 3: to sponsor the application despite the fact we're way over budget on our sponsorships this year

[2:39:08] Voice 3: we did it anyway one here and one on on main island um so there'll be a uh there'll be a

[2:39:19] Voice 3: i don't know if we got the check and it wasn't cashed or if it was cashed it'll be

[2:39:24] Voice 3: it'll be refunded

[2:39:25] Voice 6: i was

[2:39:27] Voice 4: just circling back to personal mountain uh

[2:39:32] Voice 4: ltc also requested that staff review their water report and their estimates

[2:39:43] Voice 4: certainly that will also be we will provide another thing through the water management

[2:39:49] Voice 4: time we'll also find time to uh go through the water reports and uh come back to some

[2:39:58] Voice 4: further input as requested by ltc with respect to the analysis around

[2:40:03] Voice 4: okay great thank you i

[2:40:08] Voice 3: think we um anticipate this being on the may that being on the may

[2:40:11] Voice 3: 3rd agenda okay in a variety of different ways including decision points for the

[2:40:19] Voice 3: Okay. Any other questions on the applications report? Nothing from either of you. We have

[2:40:24] Voice 3: the expenses, the adopted policies and resolutions. I'm not quite sure where we should... There

[2:40:30] Voice 3: is a webpage there. It's actually challenging to find, but it's there for the trustee reports

[2:40:36] Voice 3: if you want to put them up. And then the last item that's in the package is the conservancy

[2:40:42] Voice 3: the report uh which is the just an update they provide us on a regular basis on various uh this

[2:40:51] Voice 3: is more of a business update of various uh items that are going on but the conservancy goes all

[2:40:57] Voice 3: over just me and about three or four times a year they put out a different um publication called

[2:41:05] Voice 3: heron which is more about the various properties and people that are contributed to it and it's

[2:41:12] Voice 3: quite a nice little magazine it's quite small but quite beautiful and i also have been commending

[2:41:18] Voice 3: them on their they're doing a series of facebook posts and i expect on other social media sites

[2:41:25] Voice 3: i don't i don't go on other social media but where they're highlighting various protected areas

[2:41:30] Voice 3: is around the trust area and it's been quite an interesting journey around seeing the various

[2:41:35] Voice 3: areas around because i hear about them but i never see them and it's nice to see the pictures

[2:41:40] Voice 3: i

[2:41:41] Voice 6: was just going to did you want to mention the bequest yes

[2:41:46] Voice 3: uh i i could or you could

[2:41:49] Voice 3: there was and just another piece of news out of the conservancy they're working very hard on

[2:41:56] Voice 3: trying to develop a giving culture for them

[2:42:00] Voice 3: because they're a registered charity

[2:42:03] Voice 3: linked to the Conservancy.

[2:42:06] Voice 3: And they just received a very large bequest

[2:42:11] Voice 3: from a woman on Salt Spring,

[2:42:13] Voice 3: whose name I keep forgetting.

[2:42:15] Voice 3: It doesn't matter.

[2:42:17] Voice 3: It's been made public

[2:42:19] Voice 3: where she's left them $100,000,

[2:42:21] Voice 3: which is a wonderful gift to the legacy for her

[2:42:24] Voice 3: that they'll be able to use to protect more i don't know what they're going to do with it that

[2:42:29] Voice 3: will be up to the conservancy board which is separate we have there are three trustees on

[2:42:33] Voice 3: it but there are also three provincial parties they'll decide how they'll utilize that money

[2:42:39] Voice 3: uh to protect even more land than they already do so it's quite exciting because this is what

[2:42:46] Voice 3: they're trying to develop uh rather than simply just relying on uh well grants and a large and a

[2:42:55] Voice 3: substantial i won't say large but a substantial portion of the island's trust budget goes to the

[2:43:01] Voice 3: constituency and so they're trying to develop a methodology of fundraising that a culture so that

[2:43:07] Voice 3: we'll uh i

[2:43:09] Voice 3: won't say they'll be self-sustaining but they'll be or even close to it but they want

[2:43:13] to develop that

[2:43:14] Voice 3: and that was a good first step so uh that takes us through the conservancy report

[2:43:23] Voice 3: uh is there any new business from either here nothing um

[2:43:26] Voice 6: two documents today that are fairly

[2:43:31] Voice 6: recent this one is indigenous people's language guidelines it's a ubc guideline it's actually

[2:43:36] Voice 6: quite interesting goes through the terms that we've used over the years and why they've landed

[2:43:43] Voice 8: it

[2:43:43] Voice 6: on certain terms so it's actually quite good and then um just now is the um declaration on

[2:43:50] Voice 6: the rights of the dreva declaration on the rights of indigenous peoples act action plan so this is

[2:43:57] Voice 6: a potential government plan you can go on the i posted it on facebook but you can go on their

[2:44:02] Voice 6: website and it goes through what the goals are and how they're hoping to achieve so they're both

[2:44:10] Voice 6: good good documents okay

[2:44:12] Voice 16: and you posted them where i've

[2:44:14] Voice 6: posted the dripper and i will post

[2:44:17] Voice 6: the language guidelines as well actually

[2:44:22] Voice 3: that leads me to one other thing i forgot to mention

[2:44:25] Voice 3: but i think it's now sort of public um about lisa um is that our uh sadly for us the our senior

[2:44:35] Voice 3: or governmental policy advisor leaving the trust after four years four

[2:44:42] Voice 3: years she was with us she

[2:44:45] Voice 3: obtained a got a position uh back where a lot of her family is uh and friends back in the lower

[2:44:54] Voice 3: mainland and uh and we're gonna miss her so it's gonna be hard for us to uh replace the expertise

[2:45:02] Voice 3: case and dedication she brought but that um but there will be obviously that really she's

[2:45:08] Voice 3: brought us a long way in terms of our reconciliation work and uh there's no going

[2:45:14] Voice 3: backwards on that for sure and so it's i will find our way forward and

[2:45:18] Voice 6: i understand that she will

[2:45:20] Voice 6: actually do some contract work yes uh

[2:45:22] Voice 6: some projects yeah

[2:45:24] Voice 3: she'll she'll be available for

[2:45:25] Voice 3: some consulting and perhaps finish off some some of the stuff or finish off or advance some of the

[2:45:31] Voice 3: the things that she was intimately involved in that this is part of her bandwidth but it's going

[2:45:36] Voice 3: to be challenging because we came perhaps too reliant but very reliant on her expertise and

[2:45:43] Voice 3: we need to we're going to have to find other ways to replace that anyway i know i say that i tell

[2:45:49] Voice 3: you that only because a lot of people would know her name and we've referred to her a lot and

[2:45:53] Voice 3: and she's been a wonderful resource for us but she's now moved on from the trust into another

[2:46:00] Voice 3: represents um okay so then then we're gonna have a uh there's about eight people left we're gonna

[2:46:09] Voice 3: see if there's anybody wishes to have a second enough to speak to your local trust committee

[2:46:14] Voice 3: uh and if so uh i'll just ask we'll do it in the same order we did before does anybody wish

[2:46:20] Voice 3: to speak but anything not related to either the affordable housing go ahead

[2:46:26] Voice 13: thank you guys for

[2:46:28] Voice 13: thinking of the town hall and working with that and i i think we've got a lot of

[2:46:35] Voice 13: to a lot of people for that and i appreciate it

[2:46:40] Voice 3: okay okay anybody else about anything thank you

[2:46:45] Voice 3: for those couple words um uh anybody else not related to the housing projects and then i'll

[2:46:52] Voice 3: ask because we don't seem to get does anybody wish to speak to the galley project at all and

[2:46:58] Voice 3: if not then we'll get jane to step out and we'll get i saw a couple hands i

[2:47:02] Voice 3: assumed it would get yours about peter's

[2:47:04] Voice 6: more about gators sorry

[2:47:12] it's free school back there yes

[2:47:20] Voice 13: go ahead yes

[2:47:21] Voice 8: this again about why not to charge the

[2:47:26] Voice 8: the rent structure to Galliano, because really, here when I send you the letter, I took this

[2:47:36] Voice 8: from the census of Canada, no it's Canada Revenue, Canada Statistics.

[2:47:43] Voice 8: You can file it, the census of Galliano, and later we'll have a sample of it.

[2:47:50] Voice 8: I don't know if it doesn't want to be considered because we are on a small island, we do the

[2:47:56] Voice 8: the same thing with Salisbury?

[2:47:58] Voice 8: Will they say to Salisbury,

[2:48:00] Voice 8: no, no, we will do the south of the island?

[2:48:03] Voice 8: It's because the income is lower here.

[2:48:06] Voice 8: And if you see the definition of affordable housing

[2:48:13] Voice 8: in the OCP, it describes rental of owned housing

[2:48:17] Voice 8: that can be acquired without exceeding 30%

[2:48:21] Voice 8: of the median gross income of low

[2:48:23] Voice 8: moderate income families on Galeano. Why not to do it what is real?

[2:48:30] Voice 8: It's people who live in Galeano, it's people who earn the money on Galeano.

[2:48:38] Voice 8: Yes.

[2:48:39] Voice 8: The

[2:48:41] Voice 13: load of water is not

[2:48:42] Voice 4: the same as the census measurement of the load of water.

[2:48:44] Voice 4: The census measure is only of median income, so there isn't a direct comparison to that.

[2:48:52] Voice 8: They mentioned median total income of one person,

[2:48:57] Voice 8: median total income of household median total income for two or more persons

[2:49:02] Voice 8: they

[2:49:03] Voice 4: don't define this load of water so your comparison of the ocp provision to that

[2:49:11] Voice 4: regardless of whether you're using southern gulf island or a galliano fair

[2:49:18] Voice 4: the the the census doesn't identify a load of water and

[2:49:23] Voice 8: that's identified in southern gulf island

[2:49:30] Voice 8: It's the same thing, median total income of household,

[2:49:34] Voice 8: median total income of one person, it's the same thing.

[2:49:38] Voice 6: I think it's semantics, what he's saying is that the definition in the OCP says low to moderate.

[2:49:47] Voice 6: Yes.

[2:49:47] Voice 6: But what you're describing, it only says median.

[2:49:50] Voice 6: But also in the Samson Compile, I only say median.

[2:49:57] Voice 4: But what the legal counsel is saying is that using that figure for Southern Gulf Islands

[2:50:05] Voice 4: as your criteria meets the OCP definition around low to moderate income compared to

[2:50:14] Voice 4: the rest of the province.

[2:50:16] Voice 4: But

[2:50:16] Voice 8: have we compared to Galleon?

[2:50:18] Voice 4: So it's, yeah, I'm just going to stop.

[2:50:22] Voice 4: I've made my point.

[2:50:24] Voice 4: Okay,

[2:50:25] Voice 8: it's up to LTC to decide

[2:50:29] Voice 4: if they want to use a Galeano figure or the figure that's being proposed by the applicant.

[2:50:34] Voice 4: Stout's view is that the figure being proposed by the applicant, the Southern Gulf Islands, meets

[2:50:40] Voice 4: the requirements around the OCP's language with respect to affordability.

[2:50:52] Voice 8: Yes, but it's a question of what is the real thing.

[2:50:55] Voice 8: Is that

[2:50:56] Voice 15: the other thing?

[2:50:56] Voice 15: Kate, Kate.

[2:50:57] Voice 15: Yes.

[2:50:58] Voice 15: You get your point.

[2:51:01] Voice 6: Thank you.

[2:51:01] Voice 13: We understand.

[2:51:02] Voice 6: Yes.

[2:51:02] Voice 6: Thank you.

[2:51:04] Voice 13: Is there somebody, did you wish to speak as well?

[2:51:11] Voice 6: As Chair Rogers and Planner Smith have both stated, there have indeed been several water

[2:51:17] Voice 6: reports for the Biggers project, and I'm sorry to sound like a broken record, and I'm sure

[2:51:23] Voice 6: this is very irritating to a lot of people, and I don't intend to be irritating.

[2:51:27] Voice 6: But the point I keep trying to make is that none of the reports have, it's not, if they have, it's not visible to me, have referenced already occurring water problems.

[2:51:43] Voice 6: None of them, including the commercial water license conditional approval report.

[2:51:49] Voice 6: report and so that's my my only point is I understand there have been several reports but

[2:51:56] Voice 6: already occurring water problems are not referenced or investigated in any of them neither is well

[2:52:03] Voice 6: interference that is occurring and we have reported it within our strata the only time

[2:52:09] Voice 6: only one well was monitored during the initial flow test way back and that was our well no other

[2:52:16] Voice 6: wells have been monitored since and the report that i submitted on on the well monitoring for

[2:52:23] Voice 6: the same period as the data logger and the giggers well shows that there is interference from other

[2:52:30] Voice 6: properties and we don't know in fact how the um giggers well may also affect those properties so

[2:52:37] Voice 6: i just wanted to clarify that that you know that just is not in any of the reports so it's not as

[2:52:43] Voice 6: if i'm trying to deny what is in the reports i'm just saying what is not in the reports and

[2:52:49] Voice 6: i don't understand why that is not worth consideration and investigation well i guess

[2:52:57] Voice 3: what i would say to that is that's a question you've been asking for three

[2:53:03] Voice 7: years and i think

[2:53:06] Voice 7: that

[2:53:06] Voice 3: i think that mr

[2:53:08] Voice 3: kohut has expressed his opinion about it a number of times and so has

[2:53:13] Voice 3: mr ruchola and the reports seem to indicate that they're of the view that there is no interference

[2:53:19] Voice 3: with the other level that's the way i read the report there

[2:53:23] Voice 6: is nothing in mr kohut's report that

[2:53:25] Voice 6: represents water problems either and um i i just one quick question has william shoulder reviewed

[2:53:33] Voice 6: view i'm not i'm not clear on the

[2:53:35] Voice 6: answer to this has he in fact reviewed all the water reports

[2:53:39] Voice 6: including the well monitoring report that we submitted for our bill last summer are you talking

[2:53:45] Voice 3: about the one where you used the plumb line is that the one you're talking

[2:53:48] Voice 6: about yeah okay i

[2:53:49] Voice 3: just want to be clear because it may sound like you

[2:53:52] Voice 3: have a data logger in there you're talking

[2:53:54] Voice 6: about the

[2:53:54] Voice 3: one where you have online you're

[2:53:55] Voice 3: measuring the depth

[2:53:56] Voice 6: exactly okay um i don't

[2:53:59] Voice 3: know the answer to i don't want to give a definitive answer to that question i know

[2:54:03] Voice 3: he's reviewed a number of the reports and i know he would he had discussion yes go ahead

[2:54:08] Voice 4: mr show is aware and looked at all of that information

[2:54:13] Voice 6: is it possible to just have a

[2:54:15] Voice 6: um a report from him i don't

[2:54:18] Voice 4: know but it isn't less directed by ltc specifically this is a

[2:54:24] Voice 4: process with the staff at LTC. If LTC directs staff to do more work around water analysis or

[2:54:31] Voice 4: reviewing of your plumb line well report, then they can direct staff to do that. At this point,

[2:54:38] Voice 4: staff have reviewed all of the information, all of the information submitted in the letters,

[2:54:43] Voice 4: whether it comes in as a staff report or a letter from correspondence or professional report,

[2:54:49] Voice 4: It's all in the public record and it's all in the bucket of things that the LTC uses to come to their decisions and conclusions.

[2:54:59] Voice 4: So that's what's been done to date.

[2:55:02] Voice 4: And if LTC, to date, in my understanding, they've concluded that they're satisfied with that work and all the professional recommendations that have come from that.

[2:55:12] Voice 4: If they want to direct staff to do more work, they can do so.

[2:55:18] Voice 4: otherwise okay so

[2:55:21] Voice 6: just so i'm clear this will be my

[2:55:23] Voice 6: last question so the the ltc has declined

[2:55:26] Voice 6: the ltc is declining to ask mr shelva to provide we

[2:55:32] Voice 3: are making decisions because we're in town hall

[2:55:34] Voice 3: we're not in a position we're not right now considering this application normally where

[2:55:40] Voice 3: are we daily

[2:55:41] Voice 7: motions you

[2:55:42] Voice 3: you did ask questions so i'm not saying we're declining it's just that

[2:55:47] Voice 3: we're not there's no motion on the table we're in a town hall and you're asking a question

[2:55:51] Voice 3: you're making your point and planner smith is correct uh so far we've pat we've given the

[2:55:59] Voice 3: checklist of 4.4.2 and nobody we don't have to my recollection i could be wrong i know there's

[2:56:06] Voice 3: a water management plan still in consideration but i'm not quite sure what else is out there related

[2:56:11] Voice 3: into the water and water licensing staff

[2:56:15] Voice 4: would go more or less to the final talking right

[2:56:31] Voice 13: yes it's

[2:56:32] Voice 6: interesting i just have a amusing comment here that you know all the concern

[2:56:37] Voice 6: concerned about water yet I do wonder about the uh non-permitted commercial vacation rentals that

[2:56:44] Voice 6: are in that neighborhood um you know okay

[2:56:47] Voice 3: so this is that so now we're getting right into the area

[2:56:51] Voice 3: that I don't want to go uh which is to talk about other things that are going on the island I can

[2:56:57] Voice 3: hear your point uh but please let's not have this in town all of the road like this is why I don't

[2:57:03] Voice 3: want to see arguments happen where we're arguing back and forth with stuff but you don't like the

[2:57:09] Voice 3: answer and i don't like to see repetitive questions because you don't like the answer

[2:57:13] Voice 3: and i don't and i really don't want to see where we start to have commentary about other people

[2:57:21] Voice 3: and their activities i was like so all of that is problematic and it always seems to happen in

[2:57:27] Voice 3: the second town hall and if this has been a longer meeting and and there were more people here i am

[2:57:32] Voice 3: And strongly we're thinking of recommending to the local trustees we just cancel the second town hall because that's, A, it's pretty unique to Galeano and maybe Maine and maybe one other.

[2:57:45] Voice 3: Most local trust committees don't have two town halls.

[2:57:50] Voice 3: and it often

[2:57:51] Voice 3: seems that by the end of our meeting period of time maybe because people

[2:57:55] Voice 3: were frustrated and tired and have heard us talk and not give the answers they want to hear

[2:58:01] Voice 3: uh that we tend to go into um that that's where the issues that i flagged in my article in the

[2:58:08] Voice 3: active page tend to arise so anyway i'll just say that we didn't do that we didn't have that

[2:58:15] Voice 3: discussion today because i thought we were okay time-wise and we wouldn't have to steer left

[2:58:21] Voice 5: i'm just reflecting on the uh

[2:58:23] Voice 5: if this project didn't go through to the area survey for affordable housing well that area

[2:58:38] Voice 5: was designated for affordable housing it's the one area in general that was definitely

[2:58:59] Voice 5: well

[2:58:59] Voice 3: that was that was uh trustee rockefeller's point uh when we

[2:59:04] Voice 5: were having that

[2:59:04] Voice 3: discussion for

[2:59:05] Voice 3: about 20 minutes about my consideration of a letter we got about whether what we should do

[2:59:11] Voice 3: but i hear you that's your point that's trustee rockefeller's and i think uh planner smith's

[2:59:16] Voice 3: point that i accepted that are their points of view and we didn't go any farther with that

[2:59:22] Voice 3: although i do understand the consideration of of well if it doesn't happen what happens to the

[2:59:29] Voice 3: forest um and it's of course when they designated and i don't want to get into the history of the

[2:59:33] Voice 3: forest but they when they designated first they didn't say this particular piece of the forest

[2:59:39] Voice 3: as they said somewhere and we've and this is where we are anyway thank you for your

[2:59:45] Voice 3: conference is there anybody else yes um

[2:59:47] Voice 6: yes so i would like to just make a comment again i think

[2:59:51] Voice 6: it's worth reminding i came up at the last meeting as well last month about how it's important that

[3:00:00] Voice 6: commercial licenses to operate home occupation short-term vacation rental so water licenses are

[3:00:09] Voice 6: required under the water sustainability act for short-term vacation rental operators so

[3:00:14] Voice 6: I just wanted to make that point thank you very much

[3:00:17] Voice 3: it's fine um uh true we spent two years of

[3:00:21] Voice 3: our term um as short-term vacation rentals even

[3:00:26] Voice 6: a lot of patients okay thank you

[3:00:29] Voice 6: yes anybody else

[3:00:38] Voice 3: if it's a question for tahira can you talk to together separately does it have to be part of

[3:00:43] Voice 3: being a point to not

[3:00:44] Voice 9: answer in

[3:00:45] Voice 6: town hall as much

[3:00:46] Voice 9: because i'd like to just

[3:00:47] Voice 6: hear comments and have

[3:00:48] Voice 6: discussion outside just for everyone's time okay

[3:00:53] Voice 16: it's marcus quick comment

[3:00:55] Voice 6: um just in terms of the

[3:00:56] Voice 6: community forest um being designated for affordable housing it's actually one percent what is i know

[3:01:04] Voice 15: and that's why i didn't want to get into

[3:01:06] Voice 3: the history because i know

[3:01:07] Voice 15: there's some controversy

[3:01:08] Voice 3: around it i know there's problems here on it but everybody is also correct that there was

[3:01:13] has

[3:01:13] Voice 3: contemplated that they may be.

[3:01:18] Voice 3: I understand there's some issues.

[3:01:22] Voice 3: Anyway, if there's nothing else,

[3:01:24] Voice 3: then we're going to go into camera

[3:01:26] Voice 3: and thank you all for coming.

[3:01:28] Voice 3: And I hope the sun and it warms up a little bit out there

[3:01:30] Voice 3: and thank you for being back on,

[3:01:33] Voice 3: nice to be back with Galliano again.

[3:01:35] Voice 3: Thank you for joining us.

[3:01:36] Voice 3: Our next meeting is April the, no, May the second,

[3:01:42] Voice 3: Second, right here, I assume.

[3:01:45] Voice 3: All right.

[3:01:58] Voice 7: And

[3:01:59] Voice 3: just for the record, and for the recording,

[3:02:03] Voice 3: someone could make a motion to go a camera,

[3:02:06] Voice 3: and then I'll adjourn the recording of the meeting.

[3:02:08] Voice 3: Okay.

[3:02:12] Do you turn it over to Dr. McNeil?

[3:02:26] And the recording is over.

[3:02:28] Voice 15: Second, here.

[3:02:29] Voice 15: All in favor, that passes.

[3:02:31] Voice 15: So thank you.

[3:02:32] Voice 15: I'm going to shut the recording down on the broadcast.

[3:02:35] Voice 15: Thank you for joining us, and we'll see you again.
