[0:02:26] Trustee Luckham: usual spring. We had more hail yesterday, thick on the ground at about five o'clock or so. And yet
[0:02:34] Trustee Luckham: we had beautiful sunshine and warm days a few days prior to that. We have an agenda before us. I know
[0:02:43] Trustee Luckham: we have an addendum to the agenda, which is item 5.4 Gabriella Island By-law 311. There was also
[0:02:51] Trustee Luckham: an administrative correction to that that you'll want to be aware of that came by email
[0:02:56] Trustee Luckham: mail earlier today. I think Lori, you sent us that. Thank you very much for that. So 5.4,
[0:03:02] Trustee Luckham: an addendum and a correction. I'm going to ask if there's anything else to add or remove
[0:03:08] Trustee Luckham: to the agenda. Just look to the CAO and the vice chairs if you have anything you'd like to

[0:05:17] Trustee Luckham: the work that you do um for the islanders trust particularly i know you've been on the road this
[0:05:21] Trustee Luckham: just last this week amongst the islands
[0:05:25] Trustee Luckham: and the previous weeks.
[0:05:26] Trustee Luckham: And thank you for that.

[0:05:31] Voice 7: Good morning to committee and staff.
[0:05:34] Voice 7: Great to be with you as always.
[0:05:36] Voice 7: Yes, we have a follow-up action list.
[0:05:38] Voice 7: There's seven items on there.
[0:05:39] Voice 7: Feel free to ask me any questions associated with those.
[0:05:43] Voice 7: Number one remains a legacy item
[0:05:45] Voice 7: that has yet to be picked up by Trust Programs Committee.
[0:05:48] Voice 7: Committee. The work of the Islands Trust works all around this issue right now. So I understand
[0:05:54] Voice 7: that there's a value to keep it a heartbeat in this direction of Trust Council. I'm hoping over
[0:06:03] Voice 7: the end of this term, this does get, Trust Programs Committee does have a chance to have
[0:06:07] Voice 7: some discussions around this and we'll work to get it on their agenda. With regards to item two,
[0:06:17] Voice 7: forest protection um i may have given you just a sort of an anecdotal update um during a
[0:06:24] Voice 7: teleconference but it's good to provide that in the open public meeting we did meet with the
[0:06:29] Voice 7: ministry um two and a half three weeks ago um continued probing questions on their behalf
[0:06:37] Voice 7: they are in receipt of letters from citizens directly regarding this interest of trust council
[0:06:45] Voice 7: Council um and where you think um or you know as you get to an objective uh there's a funneling
[0:06:53] Voice 7: process um it's widened out a little bit and some of the concepts they're discussing are removing
[0:07:01] Voice 7: or looking in the alternative to the municipal um section 8 uh template and more recognizing
[0:07:11] Voice 7: recognizing that this request is specific to the geography and communities of the islands so that
[0:07:19] Voice 7: would lend itself to a different administrative process they're also aware that 2050 is underway
[0:07:24] Voice 7: and that this is one of the elements that communities providing feedback on so it's
[0:07:29] Voice 7: challenging to get too far ahead of that conversation until some feedback's brought by
[0:07:34] Voice 7: by us to them around this.
[0:07:37] Voice 7: No time is being wasted, however,
[0:07:39] Voice 7: because everything they tell me
[0:07:41] Voice 7: is any major legislative changes or significant ones
[0:07:45] Voice 7: would be 2023, 2024,
[0:07:49] Voice 7: if we were successful in developing a program
[0:07:54] Voice 7: that Trust Council's initially said
[0:07:56] Voice 7: that they want to develop.
[0:07:57] Voice 7: So I'll continue to update you.
[0:08:00] Voice 7: I'm shy of apologizing for the pace of this.
[0:08:02] Voice 7: i don't really know another a better way to do that um and later on when i talk about 2050 i
[0:08:08] Voice 7: can talk about some of the feedback we're getting around it uh we did thanks to lori um i believe
[0:08:15] Voice 7: put the orientation packages out to um trustees and i don't think we've had a response have we
[0:08:23] Voice 1: uh trustee stanford with enthusiasm will review the package so
[0:08:30] Voice 7: we've got one
[0:08:30] Voice 7: um and perhaps there's a process of uh review and renewal associated with those i will point out
[0:08:38] Voice 7: that um some of the core pieces in there still remain a challenge with the islands trust in
[0:08:44] Voice 7: terms of public meeting procedures um having um open meetings um and those kinds of things a lot
[0:08:52] Voice 7: of that material and the rationale for why those things are obligations to ourselves, our elected
[0:09:01] Voice 7: officials and citizens are in that package and maybe that will be beneficial over the next number
[0:09:07] Voice 7: of months. The rest of these things look complete. We do have the notion of correspondence from the
[0:09:17] Voice 7: the Comox First Nation on the Guardian program.
[0:09:21] Voice 7: And you gave that over to me to reach out to the Comox,
[0:09:25] Voice 7: which I am doing.
[0:09:27] Voice 7: Their explanatory, their request had some explanation
[0:09:31] Voice 7: around some extended funding over time.
[0:09:33] Voice 7: Of course, we've just passed our budget.
[0:09:36] Voice 7: There might be some discretion inside that.
[0:09:38] Voice 7: I'm calling Chief Rempel or Hegas Rempel
[0:09:42] Voice 7: to describe our current situation
[0:09:45] Voice 7: and look at what mechanisms we could have
[0:09:48] Voice 7: for potentially some of the short-term assistance.
[0:09:50] Voice 7: I've been out on the water with the Guardian program.
[0:09:52] Voice 7: It's a fantastic program
[0:09:53] Voice 7: and it's got some significant history associated with it.
[0:09:57] Voice 7: I did speak with Lisa before she left
[0:10:02] Voice 7: and there'll be a recurring theme
[0:10:03] Voice 7: over the next few months around things like this
[0:10:06] Voice 7: where we cannot turn to her for immediate direction.
[0:10:11] Voice 7: Certainly she provided some support
[0:10:13] Voice 7: for the direction of this program
[0:10:15] Voice 7: and this request.
[0:10:16] Voice 7: So that's, as soon as I settle in,
[0:10:19] Voice 7: that'll be one of the first things I do
[0:10:21] Voice 7: and I'll get back to you as soon as possible.
[0:10:24] Voice 7: And I do have some ideas around it.
[0:10:26] Voice 7: So that's my discrete items on the follow-up action list
[0:10:29] Voice 7: and I can move into some more of my anecdotal material
[0:10:33] Voice 7: once I answer any of your questions.

[0:10:42] Trustee Patrick: Yeah, I have been giving more and more thought
[0:10:45] Trustee Patrick: to the item number one that's on there
[0:10:46] Trustee Patrick: And just one observation I know I as trustee will be really leaning into in the next, you know, especially my local trust committee work is the in cooperation with part that tends to be, I think, some of the root of some of the frustrations that we have with some of the projects.
[0:11:09] Trustee Patrick: projects. I'll give an example. We've been doing all this work on wildfire resiliency on Salt
[0:11:15] Trustee Patrick: Spring in cooperation with the fire department and the conservancy and really proud of the work
[0:11:21] Trustee Patrick: and then find out the CRD is out to tender for doing a wildlife community wildfire resiliency
[0:11:26] Trustee Patrick: plan for Salt Spring. And they didn't even call staff or anything. So, you know, I know that's not
[0:11:33] Trustee Patrick: their fault, but I'm just saying it's our fault. It's examples like this over and over again that
[0:11:39] Trustee Patrick: that I can see are very frustrating to the community
[0:11:41] Trustee Patrick: and I think only serve to make it look like
[0:11:43] Trustee Patrick: we didn't know what was going on.
[0:11:46] Trustee Patrick: So I think it's how,
[0:11:48] Trustee Patrick: and I think some of our protocol agreements
[0:11:50] Trustee Patrick: are so out of date,
[0:11:52] Trustee Patrick: that we really only have protocol agreements
[0:11:54] Trustee Patrick: with the CRD to deal with park dedications
[0:11:57] Trustee Patrick: and building permits on Salt Spring
[0:11:59] Trustee Patrick: and the Southern Gulf Islands.
[0:12:00] Trustee Patrick: Is that enough?
[0:12:02] Trustee Patrick: But I'll just leave it at that,
[0:12:04] Trustee Patrick: but that's sort of one of my frustrations
[0:12:07] Trustee Patrick: and I'm sure represents at the public.
[0:12:10] Trustee Patrick: The other comment, just on sending out,
[0:12:13] Trustee Patrick: I was appreciative of sending out
[0:12:15] Trustee Patrick: the package of the information there.
[0:12:17] Trustee Patrick: I think the question could have been a bit more explicit.
[0:12:19] Trustee Patrick: I think it was implicit that we were looking for comments
[0:12:22] Trustee Patrick: to improve the package for next year's election,
[0:12:25] Trustee Patrick: but it didn't say that,
[0:12:26] Trustee Patrick: that this was an opportunity to improve,
[0:12:28] Trustee Patrick: provide comments to improve this material
[0:12:30] Trustee Patrick: for the next group of trustees that are coming in.
[0:12:35] Trustee Patrick: in so yeah we can certainly
[0:12:39] Voice 7: reiterate that message and you know a week later saying um if you uh
[0:12:44] Voice 7: given the event some time to review the package um please provide some specific direction to us
[0:12:49] Voice 7: so that we can uh um pass on to the next trust council uh really what they need and we're in
[0:12:55] Voice 7: a process of trying to figure out you know what not just the content but the process of that over
[0:12:59] Voice 7: the next month or two thank
[0:13:05] Trustee Luckham: you laura any other questions for this cao on his report no okay

[0:13:19] Voice 7: got a little bit more sadly sorry

[0:13:22] Trustee Luckham: report no sorry okay um
[0:13:25] Voice 7: four or five uh items um that uh ec would be intimate with um i can tell
[0:13:33] Voice 7: you that I've now had two sessions on the road with the 2050 program and I just can't say how
[0:13:42] Voice 7: great it is to be out on the islands having conversations with people and hearing answering
[0:13:51] Voice 7: their questions understanding where they're coming from and their perceptions actually seeing the
[0:13:57] Voice 7: islands uh you know at least my experience only speak to mine um islanders have just been um
[0:14:05] Voice 7: completely accommodating no matter what their perspective is on the policy statement uh they
[0:14:11] Voice 7: tend to to stop and have time for conversations um around this many themes have developed
[0:14:18] Voice 7: uh i think we've had a very very good team that's out on the road and um
[0:14:25] Voice 7: we've um we are getting feedback and um we're having some um some interesting themes
[0:14:32] Voice 7: um develop and i'll leave it to claire to really get into more detail um around how that's going
[0:14:39] Voice 7: but uh i was on saturn well earlier i was at a week before salt spring um gabriel as well
[0:14:48] Voice 7: Well, I took an opportunity to spend some time, which has been not a resource we have a lot of, to spend time with the Northern Office.
[0:14:58] Voice 7: And as you know, the Northern Office has had some organizational and staffing challenges, and it was great to be in that space.
[0:15:06] Voice 7: The staff are, we've got some new staff in there.
[0:15:09] Voice 7: I got to meet them and find out where they're coming from.
[0:15:11] Voice 7: And I just felt really proud about how the organization's working in the North.
[0:15:16] Voice 7: And they were roundly assistive to us and had a very good visit.
[0:15:22] Voice 7: So there's real value to that.
[0:15:24] Voice 7: And then this week we did Saturna and North Pender.
[0:15:30] Voice 7: And I was there for both the pop-up on Saturna and the evening sessions.
[0:15:36] Voice 7: Generally, the pop-ups, at least to my view, get sort of everybody coming by.
[0:15:45] Voice 7: there's a rare islander that just walks past a bunch of people huddled up in front of their
[0:15:49] Voice 7: one of their key pieces of infrastructure on the islands what that seems to mean is more of a
[0:15:54] Voice 7: demographic a wider demographic the evening sessions tend to be sort of self-selective
[0:16:00] Voice 7: and you know people coming out with maybe some specific questions
[0:16:05] Voice 7: there is I have not witnessed outrage thoughtfulness for sure and several of the issues
[0:16:15] Voice 7: there and matters of you know concept around you know how much governance is needed on the islands
[0:16:23] Voice 7: and appreciation for the work that's been done over the last 50 years on keeping the islands
[0:16:29] Voice 7: a certain way so those those acknowledgments seem to be coming from community and then wanting to
[0:16:35] Voice 7: hear it so yeah the forestry question is I don't think we have a complete file here we are getting
[0:16:42] Voice 7: some good feedback some specifics around um uh say a a woodlot owner and a woodlot being let's say
[0:16:51] Voice 7: 100 acres of private land that supplies flooring to the island and home building you know where
[0:17:00] Voice 7: where does this program fit with that lots of discussions around soft shore and hard shore
[0:17:07] Voice 7: treatments and different parts of the island might need different treatments how would we you know
[0:17:12] Voice 7: how do we address that um over time um at least my conversations are on reconciliation
[0:17:19] Voice 7: um for the most part people are um they don't understand many people don't understand our
[0:17:24] Voice 7: relative role bcp that the federal government the provincial government and so we're able
[0:17:30] Voice 7: able to answer those questions lisa's trained us well um and um generally without exception there's
[0:17:39] Voice 7: there's support for the reconciliation work
[0:17:42] Voice 7: that's being embedded in 2050.
[0:17:46] Voice 7: With that, I'll sort of end my comments
[0:17:48] Voice 7: and Claire can fill in anything else.
[0:17:52] Voice 7: Of course, you're aware of the Salt Spring office
[0:17:54] Voice 7: and the staffing situation of the Salt Spring office
[0:17:56] Voice 7: is a challenge right now.
[0:17:59] Voice 7: It seems we're going in a circle.
[0:18:05] Voice 7: There's no replacing Stefan Zermack.
[0:18:09] Voice 7: won't be able to do that um it will be someone else who brings something um a different skill
[0:18:15] Voice 7: set so uh that office and our capacity is challenged we're looking at how we can even
[0:18:21] Voice 7: out that work so that uh the staff that are there aren't feeling that burden too much
[0:18:27] Voice 7: um i'm well aware of the um uh the work between the ltc and the demands of the ltc and the staff
[0:18:36] Voice 7: and I will have my I will be working more closely with those work products as
[0:18:45] Voice 7: we go forward in the next little while to ensure that you're getting what you
[0:18:50] Voice 7: need but there is a reasonable amount of staff effort that can be done towards
[0:18:58] Voice 7: towards the projects that are at hand.
[0:18:59] Voice 7: Let me put it that way.
[0:19:02] Voice 7: To that end,
[0:19:06] Voice 7: David and myself are splitting up on Herman's job.
[0:19:09] Voice 7: David's doing about two and a half jobs right now
[0:19:12] Voice 7: because he's out on 2050 over the last couple of weeks,
[0:19:15] Voice 7: and as well as preparing us for our election cycle
[0:19:21] Voice 7: and still working through some of the issues
[0:19:23] Voice 7: with land use planning, of course,
[0:19:27] Voice 7: staffing being a primary one um i will speak briefly to um the matter of the governance
[0:19:32] Voice 7: report um and the conversations that we were having on the community and i'm sure the elected
[0:19:38] Voice 7: officials as time goes on as we move into june and september we'll we'll bring a fuller analysis
[0:19:45] Voice 7: um you know out of the 100 or 150 or so people i've met maybe four or five brought brought up
[0:19:53] Voice 7: uh um the governance report um i expect that that number will increase certainly the main um the
[0:20:00] Voice 7: specifics are not brought up but the language is the language in the report and how it's being
[0:20:08] Voice 7: presented um and the uh the tone of the report seems to be what people are first asking about or
[0:20:19] Voice 7: um presenting concern so uh so that's for our thinking moving forward um i'm in a position
[0:20:28] Voice 7: where we have june coming up and any requests for staff reporting on any of the 15 recommendations
[0:20:41] Voice 7: whether those whether that would be informative to the june meeting or indeed if a if a body is
[0:20:48] Voice 7: struck um that that work will subsequently occur i'm unclear and um i'm i'm mindful of both of those
[0:20:56] Voice 7: two um situations and and how to address it and finally um we did say uh by the least as you heard
[0:21:04] Voice 7: that she's off to uh um follow um you know her um her path um excited for her we met with her last
[0:21:12] Voice 7: Friday and sent her off. Once again we're trying to reallocate her work but there will be no
[0:21:18] Voice 7: replacing Lisa and what she brought. I mean I think arguably you could say that her combination
[0:21:27] Voice 7: of experience and talent understanding and perspective from a national perspective it
[0:21:35] Voice 7: would be hard to find someone to come in and do that the way she has. There will be a reduction
[0:21:41] Voice 7: and service and the level of analysis associated with that position for some period of time
[0:21:47] Voice 7: until we can move forward probably in a new way.
[0:21:55] Voice 7: And we're actively trying to ascertain what that is.
[0:21:59] Voice 7: That being said, the work that she's left, and there's a considerable amount to be done,
[0:22:06] Voice 7: particularly with 2050 and that engagement process.
[0:22:11] Voice 7: but we've learned a lot so it's it's it's not a vacuum but it is not it will not be
[0:22:20] Voice 7: we're going to have to overcome a loss of expertise and i'm sure you're aware of that
[0:22:24] Voice 7: one of the first examples of that is we did have a meeting with the labor tosh
[0:22:29] Voice 7: who are the undertaking our mapping project and we are going to have to proceed
[0:22:36] Voice 7: they are wanting as they continue this work their um first nations-led organization they're going
[0:22:44] Voice 7: to community on behalf of the alms trust with some of this work they're seeking um assurances
[0:22:51] Voice 7: that there's longevity associated with this project and i'll be working with them i met with
[0:22:57] Voice 7: them david lisa and they're asking some questions around where are we going long term they're moving
[0:23:03] Voice 7: into the second phase of what's for for your program and i'm providing the assurances i can
[0:23:08] Voice 7: i will be following up with them in the near term as we try and land this project and the question
[0:23:15] Voice 7: is or you know there's several questions with this project but to land it and land it successfully
[0:23:21] Voice 7: um at this time it's going to require trust council and ourselves to really think through
[0:23:27] Voice 7: these various steps and make sure that we're providing reasonable assurances that they will
[0:23:33] Voice 7: who put themselves out there doing this valuable work for us.
[0:23:41] Voice 7: So as usual, Mr. Chair,
[0:23:42] Voice 7: I might've gone on a little bit long,
[0:23:43] Voice 7: but that's the four or five items
[0:23:45] Voice 7: that I wanted to just update you on.
[0:23:47] Voice 7: And the next week or so I'm in the office here.

[0:27:19] Trustee Rogers (probable): What that looks like, and I guess my view is, just saying this publicly, is it's important to be very thoughtful about creating that committee. It's not going to be, obviously, a major driver of processes in this term or a driver of change in this term.

[0:27:52] Trustee Rogers (probable): if that committee is struck presumably it is in a good place um i have a question but i may keep it

[0:28:05] Trustee Rogers (probable): mean my sense is is that the turnouts for the evening meetings on island on some of the islands

[0:38:40] Voice 2: of the position, but there's going to be some disruptions due to the loss of that position.
[0:38:46] Voice 2: And I would like to make sure that it's evenly distributed.
[0:38:51] Voice 2: That is that Salt Spring doesn't have to pay for all of the loss of the staff over there.
[0:38:58] Voice 2: So we'll be working with the regional planning managers to reallocate some of the workload.
[0:39:04] Voice 2: So that's really with respect to Salt Spring.
[0:39:06] Voice 2: The northern office, we do have now a new planning technician just getting up to speed.
[0:39:12] Voice 2: So that will actually help us in that respect.
[0:39:15] Voice 2: and we're in the process of getting the the other position over there finalized and up to speed as
[0:39:24] Voice 2: well so those that's really that for staffing the other piece is the the renewal and that is

[0:40:06] Voice 2: is the election and FOI. So with Freedom of Information we have just received in the last
[0:40:12] Voice 2: few days, three Freedom of Information requests. It's actually evenly distributed, one in each of
[0:40:19] Voice 2: the offices. So I just wanted to let you know that that workload will be coming forward and I'll be
[0:40:24] Voice 2: working with the three clerks on how we move forward with that over the next week. And then
[0:40:29] Voice 2: the other one is the election. So I have been meeting with Metro and also have a meeting
[0:40:36] Voice 2: meeting scheduled next week with the Sunshine Coast Regional District and Metro to talk about
[0:40:42] Voice 2: the rather complicated Gambia situation. Before she left, Carmen sent out the agreements to the
[0:40:51] Voice 2: Regional District, the updated agreements, for their consideration. And I have received back
[0:40:57] Voice 2: one of them. I think it's Cochin Valley Regional District. And I'll be following up with the other
[0:41:03] Voice 2: ones the intent is we'll come to council with the agreement and the bylaws required for council to
[0:41:10] Voice 2: adopt in june uh including an amendment to your election bylaws to reflect the changes for the
[0:41:16] Voice 2: mail-in ballots in the uh the new legislation uh so that uh i would say the election is the premier

[0:43:21] Voice 8: Also managed to advance some beginnings of the annual report process and get those emails out to everyone.
[0:43:28] Voice 8: one um and further um i've been in correspondence with trustee stamford around the requested letter
[0:43:35] Voice 8: for the new brighton dock um she's undertaking some work locally with the regional district so
[0:43:39] Voice 8: i'm sort of awaiting further direction there um in terms of having our letter match the local
[0:43:44] Voice 8: discussions that are happening um so with that i can just say we've had a wonderful time out
[0:43:49] Voice 8: talking with people for islands 2050 um just rich and thoughtful discussions from all variety of
[0:43:54] Voice 8: perspectives and lots of discussions about the islands trust generally and all manner of topics
[0:44:00] Voice 8: and it's been just wonderful I've really enjoyed meeting so many different people who have are new
[0:44:05] Voice 8: to the islands or have spent a lifetime on the islands all bringing rich and varied perspectives
[0:44:09] Voice 8: it's been just such a joy I just can't even after COVID and feeling disconnected it's just so
[0:44:14] Voice 8: wonderful to feel connected with people again and so just want to share that I've really found this
[0:44:20] Voice 8: a rich and really really good experience so um i am also pleased to say i'm i'm finished with the
[0:44:26] Voice 8: travel so very excited to be back and looking forward to next steps we've got the final south
[0:44:31] Voice 8: pander event um ending at 145 today um and then we are completing and winding up the in-person
[0:44:37] Voice 8: events and um we'll have focus groups next week and then isl will be going off to summarize and
[0:44:43] Voice 8: and provide it all to you by the end of May.

[0:45:24] Voice 8: I've also got some projects that have stalled out somewhat that we're trying to achieve is a PowerPoint, I call it Islands Trust 101, in terms of something that trustees can deliver locally about what we are and how we work.

[0:45:43] Voice 8: products we produce and working towards election communications so supporting David with some web
[0:45:50] Voice 8: page updates and we had envisioned an elections video that we had looked to work on in May.
[0:45:56] Voice 8: So a whole manner of things in the works we are having some staffing changes as you know so
[0:46:01] Voice 8: I'll be working with Russ and the team around next steps for Elise's position
[0:46:05] Voice 8: position and also in our communications position Tara Tedesco has taken on the vacancy until the
[0:46:11] Voice 8: end of the month here and then we'll look at options until Vicky's anticipated return at the

[0:46:21] Voice 8: know is the Crown land agreement discussions have completely stalled out but in May I'm hoping to

[0:50:42] Trustee Luckham: how does that affect other potential outcomes?

[0:50:53] Trustee Luckham: and indeed there's a necessity for that TPC
[0:50:58] Trustee Luckham: to have that conversation
[0:51:00] Trustee Luckham: to help provide recommendations to council,
[0:51:06] Trustee Luckham: which is again, part of our strategic approach
[0:51:09] Trustee Luckham: is that committees do the work,
[0:51:12] Trustee Luckham: provide recommendations to facilitate um council making decisions so just my thoughts

[0:51:45] Trustee Luckham: you have a reasonably good complement of staff that especially given that they may be freed up

[0:51:57] Voice 8: continue to be focused on them next little while on 2050 we're going to be certainly working to
[0:52:02] Voice 8: document and take some time as a group to evaluate all the lessons learned organizing all the
[0:52:07] Voice 8: the logistics associated with all the islands has been really rich in learning how public
[0:52:13] Voice 8: engagement goes on these islands and in terms of how people wish to be communicated with and
[0:52:17] Voice 8: you know things you know in terms of don't schedule on a Friday night because everyone
[0:52:21] Voice 8: leaves to go to you know on this certain ferry run to get go to town for something little small
[0:52:26] Voice 8: things that I think will help us be successful in the future so we want to take some time and
[0:52:30] Voice 8: document all of that so if for LTC engagement and any broader engagement that we do we've really
[0:52:36] Voice 8: captured all of that learning so that will be also a focus so um yeah we'll be making time for that
[0:52:43] Voice 8: over the next while and
[0:52:44] Voice 7: mr chair i would just add um claire's team has done you know a remarkable
[0:52:50] Voice 7: job just in terms of getting the the contents one thing but actually organizing this and liaising
[0:52:57] Voice 7: with the group of people that you know we're just new to working with has been uh really strong but
[0:53:02] Voice 7: But also planning staff have been attending these meetings.

[0:54:15] Trustee Luckham: um i'm gonna then now go to the local trust committee chair updates we're at 10 o'clock
[0:54:21] Trustee Luckham: good timing and uh how about i start off with laura patrick today oh
[0:54:30] Trustee Patrick: well good morning um
[0:54:32] Trustee Patrick: I know I've talked about some of this in our between meetings, but for the public record, there were two housing meetings I went to.
[0:54:38] Trustee Patrick: One was at AVICC the weekend before last, and the other one was this past Friday, another ministry workshop on employee housing.
[0:54:50] Trustee Patrick: housing and it was sort of a pre there's a draft report out I think the final report will be out
[0:54:56] Trustee Patrick: in July where they used rural housing projects that are being constructed throughout the province
[0:55:05] Trustee Patrick: they had one on Tofino and one on Salt Spring that will be included in the report
[0:55:10] Trustee Patrick: but they're scattered about and there were a couple of interesting tidbits that came out of
[0:55:17] Trustee Patrick: The one in ABICC, it was ministry staff.
[0:55:21] Trustee Patrick: A comment that she said I think has been helpful, and I've been using it in the last week or so,
[0:55:25] Trustee Patrick: is as we always talk about housing needs assessments, and it just always sounds sort of one end of the market,
[0:55:33] Trustee Patrick: she was encouraging communities to really say, what do you need in your community, starting with that question?
[0:55:40] Trustee Patrick: um and then it's the housing you need um for for those people um because that's really about what
[0:55:48] Trustee Patrick: we're seeing is we're seeing people replaced removed moved out of communities because we're
[0:55:52] Trustee Patrick: not looking at our communities as a place that we need um people to be here and um and to pay
[0:56:00] Trustee Patrick: attention to that the um the second one on workforce housing they they several times they
[0:56:06] Trustee Patrick: mentioned municipal um municipalities as being keen to these successive projects and i in my
[0:56:12] Trustee Patrick: questioning i had them expand on what were some of those aspects of what was uh you know what was
[0:56:17] Trustee Patrick: considered important and um um there were a number of issues a number that will be described in the
[0:56:25] Trustee Patrick: report but um one of one of the ones that uh she had as a negative what i mean how the importance
[0:56:32] Trustee Patrick: was the leadership quality of the elected in their attitude toward getting these projects
[0:56:38] Trustee Patrick: done. And she specifically cited those elected that sit and say, the problem is somebody else's,
[0:56:46] Trustee Patrick: it's the province, it's someone else, it's someone else, are directly shown as causing, you know,
[0:56:52] Trustee Patrick: grief in creating these projects from happening. So I thought that was very important. And I think
[0:56:57] Trustee Patrick: we all know someone that has been saying that, or trustees that say that, and to be aware that
[0:57:02] Trustee Patrick: that we have to take that leadership role,
[0:57:04] Trustee Patrick: what we can do in the roles that we're in.
[0:57:07] Trustee Patrick: The Southern Gulf Island Forum
[0:57:08] Trustee Patrick: had its monthly meeting on Monday with Adam Olson.
[0:57:13] Trustee Patrick: Elizabeth May was there.
[0:57:16] Trustee Patrick: A trustee turnout was, we had Jane Wolverton,
[0:57:20] Trustee Patrick: Paul Brent, myself.
[0:57:22] Trustee Patrick: Steve Wright showed up in the list,
[0:57:24] Trustee Patrick: but he never participated in the meeting.
[0:57:26] Trustee Patrick: So he was there, I believe.
[0:57:28] Trustee Patrick: leave um and it was just a sort of a follow-up conversation on just just what was going on
[0:57:37] Trustee Patrick: on a number of things and so that was good and that elizabeth may is out doing her
[0:57:45] Trustee Patrick: visits about on the islands kind of the same time we're there because i know on salt spring
[0:57:49] Trustee Patrick: we had competition elizabeth may was here on sunday night while all the staff were here on
[0:57:53] Trustee Patrick: sunday night as well so um just to be aware that she's out in the community as far as
[0:58:03] Trustee Patrick: trust meetings i'm continue a high level of frustration with um primarily south pender
[0:58:10] Trustee Patrick: but north pender um two trustees are proceeding one from each island um are proceeding with a
[0:58:20] Trustee Patrick: community information meeting they did a mail out to all residents a mail drop mail out inviting
[0:58:28] Trustee Patrick: people it's labeled as a community information meeting um one of the trustees invited me to come
[0:58:36] Trustee Patrick: i have not responded but uh staff have called out the trustees saying that there needs to be a
[0:58:41] Trustee Patrick: resolution to have uh have this meeting um there was a a sharp response from a trustee that didn't
[0:58:50] Trustee Patrick: feel that uh said there wouldn't be a quorum but uh i was invited so i'm a little i'm i continue
[0:58:55] Trustee Patrick: to have high frustration um and i seek resolution um because i i don't believe i can continue
[0:59:04] Trustee Patrick: sharing uh some of some some of this so um i seek some something i don't know what i seek
[0:59:15] Trustee Patrick: relief um because this is you know it's been going on all term and some of this is just
[0:59:21] Trustee Patrick: it's really unfortunate because i think they're going to hurt the process that they're working on
[0:59:25] Trustee Patrick: for their own bylaws that they're trying to pass and that's really all i have hey
[0:59:37] Voice 5: christy patrick um i'm
[0:59:42] Trustee Luckham: just reflecting on what you've said there certainly it's problematic if
[0:59:45] Trustee Luckham: it seems to me to be clear that if there's a meeting being called that uh all members of the
[0:59:51] Trustee Luckham: LTC need to be advised accordingly. It's whether or not there's a forum at a meeting or not.
[1:00:00] Trustee Luckham: meeting of the LTC this needs to be a meeting with the LTC so anyway I'm troubled with that
[1:00:06] Trustee Luckham: I'm not sure um how we might approach that perhaps that's a conversation that can happen
[1:00:12] Trustee Luckham: offline um let us continue then uh to Sue Ellen Fast.
[1:00:19] Trustee Fast: Thank you chair um my uh report will be a
[1:00:23] Trustee Fast: little different I'm uh going to report briefly on Monday night's uh Bowen Council meeting just
[1:00:30] Trustee Fast: just to let you know that we're beginning to look at our budget
[1:00:36] Trustee Fast: because of the delay in having two chief financial officers leave us last year.
[1:00:44] Trustee Fast: So we had a gap.
[1:00:45] Trustee Fast: Now we're into looking at the cautionary tale of failing infrastructure on Bowen Island
[1:00:54] Trustee Fast: and the cost of repairing roads and the sewage treatment plant in our village
[1:01:05] Trustee Fast: and all the other storm drainage in the village as well.
[1:01:11] Trustee Fast: We just recently saw some startling photos, sinkholes in the pavement.
[1:01:18] Trustee Fast: Anyway, the next year looks like a right now the draft budget has a 10.4% increase in taxes for Bowen Island municipality, and next year after that would probably be 10.7% increase.
[1:01:36] Trustee Fast: And this is partly due to aging infrastructure that hasn't been, not enough reserves to cover them.
[1:01:49] Trustee Fast: And in part, I think it's also climate impacts because of the atmospheric rivers and the amounts of water affecting the sewage treatment plant through infiltration and inflow.
[1:02:04] Trustee Fast: and also um this washing out the culverts but we have lots of old culverts on the road
[1:02:10] Trustee Fast: and um to see the photos of some of those is uh startling i'd uh suggest anybody who wants to see
[1:02:17] Trustee Fast: what it's like to be a municipality uh if you could have a look at the um staff report from
[1:02:23] Trustee Fast: the public works um manager on uh monday afternoon's committee of the whole and there's
[1:02:31] Trustee Fast: a video recording there and you can see some of these pictures and what we're facing as a
[1:02:37] Trustee Fast: municipality 20 years into our municipal life I suppose since we became a municipality anyway
[1:02:44] Trustee Fast: later we had a regular council meeting where we adopted what we call an island plan 2020 it's just
[1:02:55] Trustee Fast: the strategic plan for council direction for the remaining of the of the term and um i gave a
[1:03:02] Trustee Fast: little bit of an update as a islands trust uh representative so i mentioned um association of
[1:03:09] Trustee Fast: vancouver island and coastal communities that trustee patrick has just spoke about avicc
[1:03:14] Trustee Fast: and um that awards were closing i'm and on the agenda were uh a letter from the trust the one
[1:03:22] Trustee Fast: that you signed chair about the uh need for regulation for the pollution from those scrubbers
[1:03:29] Trustee Fast: on um uh shipping taking the pollution from the air and putting it into the salish sea is not a
[1:03:36] Trustee Fast: good solution and so that was on the municipal agenda for information and the highlights from
[1:03:44] Trustee Fast: the last trust council meeting and um uh trustee kale gave a brief uh update on the trust programs
[1:03:51] Trustee Fast: committee meeting that he had attended which sounds quite different from uh what i just heard
[1:03:57] Trustee Fast: from staff but i look forward to more information about that and um and then if you will allow me
[1:04:05] Trustee Fast: i'd like to take a few minutes to talk about some of the highlights from the two in-person sessions
[1:04:10] Trustee Fast: that i uh uh attended in the last week um that's association of vancouver island and coastal
[1:04:17] Trustee Fast: communities and the local government leadership academy and the reason i want to do this is
[1:04:21] Trustee Fast: because I think we're not alone in the Islands Trust.
[1:04:27] Trustee Fast: We are feeling the pressure, particularly through social media
[1:04:32] Trustee Fast: and online campaigns, and especially northern communities,
[1:04:38] Trustee Fast: it sounded like, are really feeling this pressure as well.
[1:04:42] Trustee Fast: Words used at these wonderful sessions where we got together
[1:04:47] Trustee Fast: with supportive other elected officials who find out that the pandemic and the world situation
[1:04:55] Trustee Fast: has brought out a lot of discomfort in the communities and they are expressing it and
[1:05:02] Trustee Fast: the words septic pit was one of the ones that I remember being used for community Facebook groups
[1:05:11] Trustee Fast: The closed private groups that where the discussion tends to get very toxic.
[1:05:18] Trustee Fast: And so both sessions included how do elected people survive and deal with that amount of online abuse?
[1:05:31] Trustee Fast: How do they support staff who are dealing with that kind of, who are being disrespected, I suppose you could say, or derogatory comments in social media? How do elected folks? And there were a lot of really helpful tips about that. And basically, don't go to those groups was one of them.
[1:05:58] Trustee Fast: I asked the question. This is fascinating. One of the other suggestions was to block people who attack with disrespectful comments. And I asked the question, as representatives, this is the first I've heard that it's okay to block participants.
[1:06:20] Trustee Fast: And the point basically was, and I mentioned, because there were ministry staff in attendance, that the Islands Trust appeared to be under a funded, because we've received more of these, I don't know about you guys, but we've received more of these mailings through the Canada Post on Bowen.
[1:06:44] Trustee Fast: and um a funded and uh coordinated uh uh campaign and uh everybody just sort of nodded yep that's
[1:06:53] Trustee Fast: happening other places as well maybe not the funding nobody responded to that part but uh yes
[1:06:59] Trustee Fast: it's a significant issue i'll go faster now um uh premier john horgan spoke uh directing staff to
[1:07:08] Trustee Fast: He suggested that elected folks direct staff to develop policy and budget requests for the new funding for activities that increase knowledge about the places.
[1:07:20] Trustee Fast: And so I just am putting that out there. Watch for that.
[1:07:26] Trustee Fast: I'm going to skip lots of things. There was a session about saving salmon, one meter of shoreline at a time.
[1:07:32] Trustee Fast: stewardship uh around cowichan lake shoreline focused uh a very interesting session with some
[1:07:40] Trustee Fast: good things that we can perhaps look for josie osborne the minister for land water and resource
[1:07:45] Trustee Fast: stewardship uh now and minister for responsible forestry or fisheries sorry um spoke she said
[1:07:54] Trustee Fast: lots of good words three goals reconciliation environmental sustainability economic benefits
[1:07:59] Trustee Fast: coastal marine strategy lots of good words that resonate with the island's trust including
[1:08:03] Trustee Fast: stewardship again and again um i'll just zip ahead here um both of our resolutions passed
[1:08:13] Trustee Fast: as chair luckham will no doubt report um and the climate workshop was fascinating uh director
[1:08:21] Trustee Fast: daniel arbore from representing hornby and denman was there uh and very involved in both sessions
[1:08:28] Trustee Fast: discussions um jesse cutler village of cumberland um there was a off the floor
[1:08:40] Trustee Fast: resolution about housing pushing back at the province uh good discussion there um rich
[1:08:47] Trustee Fast: discussion perhaps i should say uh jesse cutler village of cumberland uh just a quote that i think
[1:08:52] Trustee Fast: i have heard from um some trustees we don't need to make more housing for millionaires
[1:08:58] Trustee Fast: and uh they're another place that can't um uh house people who've lived there all their life
[1:09:05] Trustee Fast: uh province should fund ocp reviews these are the kinds of comments that are being made
[1:09:11] Trustee Fast: i'll go faster um lg la the local government leadership academy part of these in-person
[1:09:21] Trustee Fast: sessions um just uh reflects what uh we heard from um senior staff here in terms of getting
[1:09:29] Trustee Fast: Getting together with people in real life was uplifting and felt fabulous.
[1:09:37] Trustee Fast: And these are people who come together at Local Government Leadership Academy, partly to build a better world together, to support each other.
[1:09:44] Trustee Fast: Dr. Bonnie Henry was there and spoke.
[1:09:49] Trustee Fast: Vitriol on social media.
[1:09:51] Trustee Fast: Everybody's, she mentioned she was shocked and surprised at the level of vitriol on social media.
[1:09:59] Trustee Fast: they had a panel talked about the different techniques they've been doing
[1:10:04] Trustee Fast: deleting everybody from social media except friends and colleagues and family
[1:10:09] Trustee Fast: who use social media for evil there's Ottawa trucker convoy was mentioned lots of things
[1:10:18] Trustee Fast: like this it seems like northern communities smaller communities are more
[1:10:21] Trustee Fast: more affected by this, disenfranchised people,
[1:10:27] Trustee Fast: all this kind of thing.
[1:10:29] Trustee Fast: And so campaign financing rules were suggested,
[1:10:33] Trustee Fast: were described for the upcoming election.
[1:10:37] Trustee Fast: There was a fabulous Indigenous reality session,
[1:10:41] Trustee Fast: and that was the first time I've seen that
[1:10:44] Trustee Fast: at one of those kinds of, well, no, gatherings.
[1:10:49] Trustee Fast: No, it's not actions, never mind.
[1:10:51] Trustee Fast: Now into the big social media tumultuous term. I'll just skip all this. Anybody can let me know if you want to hear more. I asked how to counter misinformation and earn empathy from readers, rise above these kinds of things, make social media social again.
[1:11:12] Trustee Fast: in. And responsible conduct was another one. And I will just skip ahead and mention lots of
[1:11:24] Trustee Fast: positive words were used. I've focused on the negative just to let us know that we're not alone.
[1:11:29] Trustee Fast: But lots of positive words were used in terms of use words like leave a legacy and invoke
[1:11:36] Trustee Fast: children and grandchildren um manage expectations um um ask how you can make things better and uh
[1:11:47] Trustee Fast: um climate change impacts were a big deal big concern have a bullying and harassment policy
[1:11:54] Trustee Fast: for staff i don't know if we've uh anyway we can talk about that later and um cyber attacks be
[1:12:03] Trustee Fast: be prepared for that. And the rest of it are my notes about sewage. So I'll stop there. That's
[1:12:09] Trustee Fast: just because of Bowen Island, other communities are having those kinds of infrastructure problems
[1:12:13] Trustee Fast: as well. And so I'll just stop there. But let you know that it was really worthwhile for me to go
[1:12:20] Trustee Fast: in terms of my feeling like I'm back in touch with the bigger world again. And, and that we're not
[1:12:26] Trustee Fast: alone. Other local elected folks are grappling with some of the same issues. And there's a
[1:12:32] Trustee Fast: to support a community out there.

[1:13:17] Trustee Rogers (probable): in terms of the connections and the discussions

[1:13:37] Trustee Rogers (probable): but I'll report on two things or three things. First is, you heard me mention the Trust Programs
[1:13:47] Trustee Rogers (probable): Committee which was last Friday. It was a relatively short meeting at about an hour and a
[1:13:54] Trustee Rogers (probable): a half um the uh we approved um uh funding for uh all of the asks of the um secretariat service
[1:14:07] Trustee Rogers (probable): uh all of the amounts asked for with the exception of the coastal douglas fur which we reduced in
[1:14:14] Trustee Rogers (probable): order to get down to the budget of 15 000 and it would be all of the organizations that you're
[1:14:21] Trustee Rogers (probable): familiar with um bain sound how sound uh southern gulf islands uh forum i uh it's a little
[1:14:30] Trustee Rogers (probable): disappointing that more trustees aren't um taking advantage of that which the mla and the mp are
[1:14:38] Trustee Rogers (probable): both appearing and but thank you uh vice chair patrick and i'm glad that at least uh some
[1:14:45] Trustee Rogers (probable): trustees are going to that important gathering and perhaps it's too often maybe that's one of
[1:14:52] Trustee Rogers (probable): the issues i don't know you'll i'm sure they'll work it out as they go forward but we put we're
[1:14:57] Trustee Rogers (probable): putting five thousand dollars next year into that the sgi so it's an important uh gathering place
[1:15:05] Trustee Rogers (probable): um as i indicated there was this this sort of um uncertain discussion about what uh
[1:15:12] Trustee Rogers (probable): The role of TPC going forward was in relation to 2050,
[1:15:17] Trustee Rogers (probable): but I think we settled on that they wanted an opportunity
[1:15:20] Trustee Rogers (probable): as a committee to review the report from ISL,
[1:15:25] Trustee Rogers (probable): which they envisioned being after Trust Council.
[1:15:29] Trustee Rogers (probable): So I guess that gives you an idea where that group of trustees,
[1:15:33] Trustee Rogers (probable): which you may recall the committee was expanded,
[1:15:37] Trustee Rogers (probable): so there's like 11 trustees on that committee now,
[1:15:39] Trustee Rogers (probable): now, and quite a wide variety of points of view.
[1:15:47] Trustee Rogers (probable): So it would be an interesting option if we did in fact have an in-person meeting to workshop
[1:15:55] Trustee Rogers (probable): the recommendations from ISL and bring recommendations back to Trust Council.
[1:16:01] Trustee Rogers (probable): But as we know, we don't know what that's going to look like in terms of Trust Council
[1:16:05] Trustee Rogers (probable): um uh considering and deciding how to move that project uh forward before the end of the term
[1:16:14] Trustee Rogers (probable): um i wanted to just flag one thing is it's i've become a i've become conscious of the fact that
[1:16:23] Trustee Rogers (probable): and it's and this isn't in no way a criticism but it's because of the amount of the overwhelming
[1:16:30] Trustee Rogers (probable): overwhelming avalanche of tasks that are on the trust right now is, well, we have now the
[1:16:38] Trustee Rogers (probable): legislative mandate to do grants for not just heritage, but also for environmental purposes.
[1:16:49] Trustee Rogers (probable): We don't have any policy or budget to support that yet. And so I think we're going to have to
[1:16:54] Trustee Rogers (probable): to put on our work agenda, at least EC,
[1:16:59] Trustee Rogers (probable): to consider a policy around how we do that granting
[1:17:04] Trustee Rogers (probable): and then take it to Trust Council and see if they want to fund it.
[1:17:07] Trustee Rogers (probable): And it came to me because the House Sound Biosphere
[1:17:13] Trustee Rogers (probable): is not yet a registered charity and they came to me
[1:17:16] Trustee Rogers (probable): and I've talked to the director as to if they could get a grant,
[1:17:20] Trustee Rogers (probable): there's a grant available that they think they can get
[1:17:23] Trustee Rogers (probable): and wondered if they could funnel it.
[1:17:24] Trustee Rogers (probable): through the um through the trust um and because we would qualify for that and and really i we
[1:17:32] Trustee Rogers (probable): haven't found a way forward in order to do that and to assist them in that regard so i don't know
[1:17:38] Trustee Rogers (probable): i'm talking about a grant of like twenty five thousand dollars amounts of money that might
[1:17:42] Trustee Rogers (probable): be available from a private funder but they've had to go to a qualified donee which they are not yet
[1:17:47] Trustee Rogers (probable): so that's a that's a project of work we're going to have to take on at some point as to whether
[1:17:52] Trustee Rogers (probable): we're whether we want to and whether we want however we could fulfill a request like that
[1:17:57] Trustee Rogers (probable): or whether we're going to take advantage of that legislative change to do environmental
[1:18:02] Trustee Rogers (probable): grants like we can with heritage grants lastly i did have the gabrielle ltc in person on thursday
[1:18:11] Trustee Rogers (probable): which was a very busy meeting.
[1:18:17] Trustee Rogers (probable): Foremost it was on the agenda was
[1:18:22] Trustee Rogers (probable): that the housing project came back
[1:18:27] Trustee Rogers (probable): with their housing agreement,
[1:18:30] Trustee Rogers (probable): a draft housing agreement.
[1:18:33] Trustee Rogers (probable): We, as you may recall about a year and a bit ago,
[1:18:36] Trustee Rogers (probable): we passed three readings of the bylaws
[1:18:39] Trustee Rogers (probable): to amend the OCP and the land use by-law
[1:18:43] Trustee Rogers (probable): to allow the project.
[1:18:47] Trustee Rogers (probable): We haven't given final reading
[1:18:49] Trustee Rogers (probable): because we didn't do that
[1:18:52] Trustee Rogers (probable): until the housing agreement was in place.
[1:18:56] Trustee Rogers (probable): It's an interesting,
[1:18:59] Trustee Rogers (probable): and we post, I, at my initiative,
[1:19:02] Trustee Rogers (probable): I would say we postponed giving readings
[1:19:06] Trustee Rogers (probable): to the new housing agreement
[1:19:07] Trustee Rogers (probable): because I thought it came too late and too suddenly to the LTC.
[1:19:12] Trustee Rogers (probable): And I was a little concerned that the staff didn't seem to know
[1:19:19] Trustee Rogers (probable): that work on a housing agreement in Galliano and Maine,
[1:19:23] Trustee Rogers (probable): particularly Galliano, was going and it had gone in a different direction.
[1:19:28] Trustee Rogers (probable): And I expressed the view that I thought there should be an attempt
[1:19:32] Trustee Rogers (probable): to at least mesh some of the language in housing agreements
[1:19:35] Trustee Rogers (probable): because um uh partly because uh that's been a huge issue in galliano the housing agreement
[1:19:42] Trustee Rogers (probable): for good reasons um and it's become very clear to everybody that the the um the communities are
[1:19:52] Trustee Rogers (probable): are talking to each other the island communities and they're very aware of what's going on on other
[1:19:57] Trustee Rogers (probable): islands and uh if we i don't i think it's problematic if we give different messages
[1:20:03] Trustee Rogers (probable): on different islands, even if the OCP is slightly different
[1:20:07] Trustee Rogers (probable): and the requirements, but so I encouraged that
[1:20:11] Trustee Rogers (probable): and we passed a motion to ask them to review
[1:20:13] Trustee Rogers (probable): what's going on on Galliano and see how it fits
[1:20:17] Trustee Rogers (probable): with the proposed housing agreement on Gabrielville.
[1:20:21] Trustee Rogers (probable): Having said that, there is some progress being made.
[1:20:24] Trustee Rogers (probable): However, it was one of the scenarios where we've been
[1:20:27] Trustee Rogers (probable): waiting for input from the local First Nations
[1:20:33] Trustee Rogers (probable): this dynamic and that hadn't been hadn't been um uh finalized yet even after a year of sort of
[1:20:40] Trustee Rogers (probable): creating some space for that to happen for lots and lots and lots of good reasons and so um you
[1:20:47] Trustee Rogers (probable): know you you're once again faced with this this question of how do you how do you accommodate
[1:20:55] Trustee Rogers (probable): accommodate those timeframes and also keep moving forward.
[1:21:00] Trustee Rogers (probable): And that's a question that arises quite commonly.
[1:21:05] Trustee Rogers (probable): It's arisen on Gambier as well with the shoreline,
[1:21:10] Trustee Rogers (probable): with the Keech shoreline project, because the Squamish have now come forward
[1:21:15] Trustee Rogers (probable): with some thoughts about it when we're on a particular track.
[1:21:20] Trustee Rogers (probable): And of course, we've always said there is no timeframe for First Nations
[1:21:25] Trustee Rogers (probable): uh input and so how do you accommodate how do we make our processes work with a commentary that
[1:21:34] Trustee Rogers (probable): comes at a different time frame so anyway it's an interesting uh and i think we just have to
[1:21:40] Trustee Rogers (probable): continue to make space uh for those um for those conversations because they're incredibly important
[1:21:47] Trustee Rogers (probable): and and uh and it's not about accommodation it's about it's about discussions and making sure we're
[1:21:54] Trustee Rogers (probable): where we're being we're respecting reconciliation principles anyway that's my report the gabriola
[1:22:02] Trustee Rogers (probable): meeting was busy we did lots of um uh applications and uh it was it was a good and fruitful uh
[1:22:10] Trustee Rogers (probable): discussion so thank you those of my it was good to be back on the island frankly um so yeah thanks

[1:22:32] Trustee Luckham: I wrote down, which I thought, well, I'll put that into my local committee chair update. However,
[1:22:39] Trustee Luckham: probably they're more broad in scope. So I'm going to focus on LTC activities and some thoughts that
[1:22:46] Trustee Luckham: that have gleaned recently.
[1:22:49] Trustee Luckham: So Liskety Island is the last LCC meeting on Monday.
[1:22:54] Trustee Luckham: And of course, we've got an official community plan there,
[1:22:57] Trustee Luckham: which is presently on hold
[1:23:01] Trustee Luckham: at the request of this non-anastrophist nation.
[1:23:04] Trustee Luckham: And we're hoping to have some engaged there.
[1:23:07] Trustee Luckham: We can do some action for myself
[1:23:10] Trustee Luckham: to reach out to the leadership there
[1:23:12] Trustee Luckham: there as the staff to staff communication
[1:23:16] Trustee Luckham: doesn't seem to be effective.
[1:23:18] Trustee Luckham: And as we know, we've heard that letter writing
[1:23:22] Trustee Luckham: is not always the most effective means of communication.
[1:23:25] Trustee Luckham: So I'm going to work with Heather Crowe there,
[1:23:28] Trustee Luckham: the original planning manager in the Northern office
[1:23:30] Trustee Luckham: to attempt to advance that.
[1:23:34] Trustee Luckham: And indeed these conversations with the nations there.
[1:23:37] Trustee Luckham: Thank you, Russ, for advancing the work
[1:23:39] Trustee Luckham: with the Comox First Nation.
[1:23:41] Trustee Luckham: and um it's really important to have these uh conversations and take the time for them
[1:23:47] Trustee Luckham: um also on the skeeting which was interesting is um although we'd already adopted missy
[1:23:55] Trustee Luckham: meeting procedures bylaws there was yet more discussion about um how we might change those
[1:24:01] Trustee Luckham: um because yeah i guess there's not generally a consensus on um the necessity for me to see
[1:24:09] Trustee Luckham: procedures bylaws or the way in which they've been crafted, but that didn't advance to much
[1:24:18] Trustee Luckham: of anything. There was a conversation about sleeping cabins, yet another use, which may end
[1:24:26] Trustee Luckham: up in the land use bylaw at some point, as far as the definition goes. So going a little bit
[1:24:36] Trustee Luckham: bit astray but you know certainly Laskiti is an example of many of the LTCs throughout the trust
[1:24:43] Trustee Luckham: area the forestry conversation did come up and indeed we heard from a chap on Laskiti Christos
[1:24:51] Trustee Luckham: who's very active in the in the forestry activities on Laskiti and he pointed out that
[1:25:02] Trustee Luckham: I was not aware that there was an article in the Toronto Star that apparently provided a detailed description on what the intent is of this.
[1:25:20] Trustee Luckham: And that I had been quoted in that.
[1:25:23] Trustee Luckham: And that why is it that as an Islander, he didn't know about this and it was 18 months ago, this was raised.
[1:25:30] Trustee Luckham: And it's interesting.
[1:25:32] Trustee Luckham: so I hadn't seen that article, but I did get a copy of it later. It turns out it's an article
[1:25:36] Trustee Luckham: that was written by the Gabriola Sounder that was somehow circulated above and beyond. And
[1:25:45] Trustee Luckham: indeed, the only quotation from myself that was in there was this about asking the province for
[1:25:54] Trustee Luckham: for advice on this.
[1:25:57] Trustee Luckham: And there's very little in fact, on intent in there.
[1:26:01] Trustee Luckham: Although the interesting thing here is,
[1:26:04] Trustee Luckham: is Trustee Colburn is quoted extensively in that article.
[1:26:08] Trustee Luckham: And indeed the perception is that Trustee Colburn,
[1:26:13] Trustee Luckham: I would suggest that perception is that Trustee Colburn
[1:26:16] Trustee Luckham: is speaking on behalf of council.
[1:26:17] Trustee Luckham: And those are one of the issues that evolves from that.
[1:26:21] Trustee Luckham: and that maybe I was being attributed the remarks
[1:26:24] Trustee Luckham: from trustee Colburn, which are perhaps things
[1:26:28] Trustee Luckham: that I might not have said.
[1:26:30] Trustee Luckham: So the forestry issues out there,
[1:26:32] Trustee Luckham: and it's great that that conversation is advancing,
[1:26:34] Trustee Luckham: but I tried to express to the speaker that this is an idea
[1:26:38] Trustee Luckham: that came forward from a council meeting
[1:26:40] Trustee Luckham: and we've asked the province to tell us what the options are
[1:26:44] Trustee Luckham: and that we actually don't know what the intent is
[1:26:47] Trustee Luckham: is because the motion from council
[1:26:49] Trustee Luckham: about municipal-like regulation is clearly different
[1:26:55] Trustee Luckham: than what maybe now in reflection we think about.
[1:26:59] Trustee Luckham: And certainly it's obvious that the province
[1:27:01] Trustee Luckham: from the CAO's words earlier is also thinking
[1:27:04] Trustee Luckham: about that that construct doesn't necessarily fit
[1:27:07] Trustee Luckham: into the Island's trust.
[1:27:09] Trustee Luckham: And of course, if we're going to restrict forestry,
[1:27:11] Trustee Luckham: we've already heard this,
[1:27:12] Trustee Luckham: then there needs to be some kind of tax
[1:27:14] Trustee Luckham: or financial contribution back to the people
[1:27:16] Trustee Luckham: that own those trees because they they're more valuable to them on the ground than they are
[1:27:20] Trustee Luckham: standing we recognize the environmental impacts and certainly want to respect the environmental
[1:27:27] Trustee Luckham: situation just uh uh briefly uh oh so the other thing that happened on Laskini which was
[1:27:35] Trustee Luckham: quite uncomfortable and perhaps I allowed it to go on longer than I should have um and probably
[1:27:42] Trustee Luckham: won't in the future. But the town hall had an individual on the island, David Olson, in fact,
[1:27:52] Trustee Luckham: been active on the island in a number of areas, is the, quote, reporter for the island,
[1:28:02] Trustee Luckham: the something isle, they call it, the Isle Times, or something like that, I'm forgetting,
[1:28:07] Trustee Luckham: getting. I apologize. Anyway, he decided that he wanted to conduct a interview with the trustees
[1:28:14] Trustee Luckham: in the town hall meeting and wanted to do that specifically so that it was on the public record
[1:28:20] Trustee Luckham: and the questions were problematic. And so I ended up being quite short with him and advising him
[1:28:27] Trustee Luckham: that I wasn't going to provide answers to his questions and that ended that. And it was actually
[1:28:36] Trustee Luckham: Actually, the questions were based upon the the Bariat is what I like to call it.
[1:28:44] Trustee Luckham: The Bariat flyer that went out and he's reposted that in the local newspaper.
[1:28:51] Trustee Luckham: And Peter Johnson actually expressed a point of view that there was misinformation in there.
[1:28:57] Trustee Luckham: there. And Mr. Olson took offense to that, that he was publishing misinformation and asked some
[1:29:02] Trustee Luckham: pointed questions at the outset, which was that 80% of residents objected to the budget. And I
[1:29:08] Trustee Luckham: said, that's not true. And that the budget was going to be $2.4 million over last budget. And I
[1:29:13] Trustee Luckham: also said that was not true. And then the conversation wasn't clearly going anywhere
[1:29:19] Trustee Luckham: were positive. And so that ended. So that Q&A, Laskiti. So just I do wonder where along the road
[1:29:32] Trustee Luckham: we're going to have a discussion about the orientation. I'm guessing that's coming to us.
[1:29:36] Trustee Luckham: Thank you, CAO, for the conversation about First Nations. I have Salt Spring Island next week,
[1:29:42] Trustee Luckham: and there's absolutely no doubt that is going to be an interesting conversation. And
[1:29:48] Trustee Luckham: And we'll see where that goes.
[1:29:50] Trustee Luckham: I just want to mention electronic meetings in conjunction with all this, because, of course, I pack this whole rigmarole of wires and power supplies.
[1:30:00] Trustee Luckham: and tripods over to the islands to do meetings.
[1:30:03] Trustee Luckham: And I got to tell you, it was very difficult on Laskete Island
[1:30:07] Trustee Luckham: with technical problems to run the meeting
[1:30:10] Trustee Luckham: and troubleshoot why the streaming had stopped,
[1:30:12] Trustee Luckham: why this wasn't working.
[1:30:15] Trustee Luckham: And it distracts the chair from the work of managing the meeting.
[1:30:21] Trustee Luckham: It creates a discomfort amongst attendees, trustees, and the public
[1:30:28] Trustee Luckham: public when we have to pause because the chair who's supposed to be running the meeting has to
[1:30:34] Trustee Luckham: fix the technology and um that i don't know experiences are out there i just found that
[1:30:42] Trustee Luckham: really problematic um and and especially seeing as the ferry was a half an hour late uh because
[1:30:49] Trustee Luckham: of weather and and i want to thank heather crowder for traveling on that luskete ferry and and
[1:30:55] Trustee Luckham: and suffering the discomfort of traveling across the Strait in high seas.
[1:31:04] Trustee Luckham: And then, of course, setting it all up, having technical challenges.
[1:31:08] Trustee Luckham: We started the meeting a half an hour late.
[1:31:11] Trustee Luckham: And there's no way to actually necessarily let people know
[1:31:15] Trustee Luckham: or even staff know what's going on
[1:31:18] Trustee Luckham: because there's no cell phone service in that building
[1:31:21] Trustee Luckham: and the connectivity is very poor.
[1:31:22] Trustee Luckham: I actually had to go outside the building on my cell phone
[1:31:25] Trustee Luckham: find a spot the only spot on the island that you can stand to get cell service to talk to
[1:31:31] Trustee Luckham: mark van beeckel to get him connected in and then able to resolve it so just a little uh a bit of
[1:31:37] Trustee Luckham: information there um i want to know how to be helpful to the government's committee
[1:31:43] Trustee Luckham: and i keep saying that uh despite the brochure that was sent out by everybody
[1:31:49] Trustee Luckham: is that the chair of honest trust council because i know him personally is not interested in burying
[1:31:55] Trustee Luckham: this report and in fact wants to have a full conversation about it and i trust that you also
[1:32:01] Trustee Luckham: reiterate a similar kind of message um you know uh i just want to kind of comment briefly and
[1:32:08] Trustee Luckham: i'll just use an example if you're and david marla can relate to this i think i'm not i'm not
[1:32:13] Trustee Luckham: a runner but people that are running a race you know which is what it feels like at the island
[1:32:18] Trustee Luckham: trust when you're running a race and you go by that there's a couple of miles you gotta remember
[1:32:23] Trustee Luckham: to grab a bottle of water. You know, we are just so overwhelmed with things that this fundamental
[1:32:30] Trustee Luckham: things that are not that are not falling through the cracks, but when is it that we're going to
[1:32:34] Trustee Luckham: find time to do them and banish a couple, and I've got a couple. So I just want to finally say
[1:32:41] Trustee Luckham: at an LTC level again, Thetis Island just as a trustee, and thank you, Chair Patrick, in this
[1:32:49] Trustee Luckham: this case um for uh chairing our meetings coming on the liaxin uh tour on the boat or the previous
[1:32:56] Trustee Luckham: week and that was the 22nd and the 29th we did a tour with the uh penelope nation on the 22nd
[1:33:02] Trustee Luckham: on the 29th and the real pleasure was um we actually got both of the new planners to come
[1:33:10] Trustee Luckham: one each on each of the trips and quite honestly and claire joined us on the one and that was
[1:33:16] Trustee Luckham: another reinvigorating moment to be out in the landscape and talk to people about real issues and
[1:33:22] Trustee Luckham: real concerns but you know i think orientation of new trustee new staff should be a boat tour
[1:33:28] Trustee Luckham: of the areas that they work in because it's totally inspiring like both of those staff they
[1:33:35] Trustee Luckham: were five foot six when they got on the boat they were six foot six when they got off the boat um
[1:33:40] Trustee Luckham: because there was just so much so much opportunity um to us there and that was thanks to the ctc
[1:33:45] Trustee Luckham: funding. I'm not going to go tell you everything amazing and fantastic that happened at LGMA or
[1:33:51] Trustee Luckham: IVICC, other than that I concur with everything that Sue Elm fast-fed, and I will make a report.
[1:33:59] Trustee Luckham: But I just have to give you three things that are important. Elections are coming.
[1:34:04] Trustee Luckham: A new pre-campaign period starts July. So you can imagine how that's going to change
[1:34:10] Trustee Luckham: the remainder of the of our term because that pre-campaign starts in July the official campaign
[1:34:17] Trustee Luckham: starts in August I think or September and elections of course are on the 15th. The province
[1:34:24] Trustee Luckham: is advancing a new oath of office and requirements for code of conduct and penalties including
[1:34:33] Trustee Luckham: including suspension of counselors that are found guilty of, well, are charged to start with,
[1:34:41] Trustee Luckham: and then found guilty. Counselors will not be able to continue to serve their communities if
[1:34:47] Trustee Luckham: they're found guilty, rather than the present situation of no penalties associated with being
[1:34:53] Trustee Luckham: charged or found guilty until such point that sentencing is issued. So that's changing and
[1:35:00] Trustee Luckham: And the province is taking proactive work in that.
[1:35:04] Trustee Luckham: And just to touch on infrastructure quickly, that indeed the province is also making a requirement.
[1:35:13] Trustee Luckham: Some of this thing that Sue Ellen is talking about, about being responsible for infrastructure,
[1:35:19] Trustee Luckham: because there are situations throughout the province where infrastructure is not being looked after.
[1:35:25] Trustee Luckham: And so there's now a much more, a plan, much more robust approach from the province to ensure that those are done as a responsibility to the community.
[1:35:36] Trustee Luckham: And just say that the code of conduct is also in that same league.
[1:35:41] Trustee Luckham: The advice is to have a code of conduct before the elections.
[1:35:44] Trustee Luckham: If you don't have a code of conduct, to advance it by January 15th, have a statement about why it is you're not doing it.
[1:35:52] Trustee Luckham: but definitely there's a push in those directions which just want to finalize in saying is that one
[1:36:01] Trustee Luckham: of the great things about attending these events is to find out actually and we know this and we've
[1:36:07] Trustee Luckham: forgotten it i think we know that the islands trust is actually very well prepared through a
[1:36:12] Trustee Luckham: legacy of previous caos and staff of creating great policy great frameworks and guidelines
[1:36:19] Trustee Luckham: lines for conducting business and and when i say that great it means that it's significantly better
[1:36:25] Trustee Luckham: than most other local governments in british columbia and we have some of these things in
[1:36:31] Trustee Luckham: place like a code of conduct that others don't and um and so although it appears from my lens
[1:36:38] Trustee Luckham: we're the only uh student that got a report card recently if report cards were offered up for other
[1:36:45] Trustee Luckham: local governments many under the same criteria many would have the same difficulties that are
[1:36:50] Trustee Luckham: being brought to our attention and so um let's do better build back better whatever you want to call
[1:36:56] Trustee Luckham: it but let's uh uh investigate that so that's my i could go on forever and i won't so thank you
[1:37:03] Trustee Luckham: everybody um i'm now going to jump very briefly uh to ellen i presume you would have said something
