[0:04:10] Voice 15: unit for meeting uh in the traditional territories of the coast salish peoples who have lived in the

[0:04:16] and uh in this area and designed and worked and fished

[0:04:21] Voice 15: for millennia and we're we're very

[0:04:25] Voice 15: privileged to

[0:04:25] Voice 13: be able to meet me here and work here i uh as always when i come to galley i want

[0:04:31] Voice 13: to cross the salish sea and i'm reminded of what a gorgeous place it is and how powerful um we uh

[0:04:38] Voice 13: uh are uh are continuing with we're having our meeting today uh we're a little late starting

[0:04:45] Voice 13: and i'm sort of not pausing but uh where the planner has not arrived because the

[0:04:51] Voice 13: ferry from victoria was late but i see that somebody else that i know i came from victoria

[0:11:30] Voice 2: okay um uh this month one of the things as a follow-up to the previous meeting was uh

[0:11:36] Voice 2: uh i met with patrick ramsay

[0:11:43] Voice 15: thank you sorry for those watching i wasn't i forgot to unmute and i have now done

[0:11:50] Voice 4: So as a follow-up to last month's meeting, I had a discussion with Patrick Ramsey and Stephen Reibach on cell towers.

[0:12:01] Voice 4: And so there's a lot kind of, what can I say?

[0:12:08] Voice 4: The question was, is the

[0:12:10] Voice 2: LTC standing in the way of cell towers?

[0:12:15] Voice 2: And there

[0:12:15] Voice 4: is a protocol, and that's what we're standing with.

[0:12:19] Voice 4: And so it was in relation to Rogers.

[0:12:25] Voice 4: So the Southern Gulf Island Forum is going to be meeting in July regarding anchorages,

[0:12:31] Voice 4: and that's going to include all the elected people in the area as well as the First Nations

[0:12:35] Voice 4: to talk about the anchorages that continue off of these islands.

[0:12:43] Voice 4: i yesterday attended the opening of the galleon conservancy's eco-project and i would

[0:12:49] Voice 4: recommend to people if you have a chance to go to the yellow house between now and

[0:12:54] Voice 4: and the well to look at the at the information there and also to look uh to reach the report

[0:13:04] Voice 2: board which is quite long but

[0:13:06] Voice 2: uh it's looking at the um the

[0:13:11] Voice 4: demand the ecological footprint

[0:13:12] Voice 4: uh is the demand that humans put on the net our natural resources and the biocapacities the

[0:13:19] Voice 4: capacity of uh our island to regenerate the resources that we use and absorb our waste so

[0:13:26] Voice 4: it's looking at the balance and we are we are using more than we are regenerating so um we

[0:13:33] Voice 4: there are recommendations about how that could be brought more into balance.

[0:13:39] Voice 4: June 21st is the summer solstice and National Indigenous Day.

[0:13:45] Voice 4: And there are lots of publications that can help us understand the importance of reconciliation

[0:13:50] Voice 4: and the impact of residential schools,

[0:13:53] Voice 2: the Indian Act, the 60s scoop, and so on.

[0:13:56] Voice 2: And lastly, just to mention the good news on the James Island front,

[0:14:01] Voice 2: bc has rejected the subdivision application of a u.s owner for 76 residential and

[0:14:06] Voice 4: commercial lots

[0:14:08] Voice 4: the decision included concerns about access portable water sewage environmental impact

[0:14:15] Voice 4: and the sale of aboriginal interests and the southern gulf island of which your trustees

[0:14:20] Voice 4: or members also advocated for this outcome uh the sale were forced off the island in 1870

[0:14:27] Voice 4: when the government sold the 770 acre island for one dollar per acre and the sale received nothing

[0:14:35] Voice 16: that's fine

[0:14:35] Voice 4: okay thank

[0:14:39] Voice 15: you um yes and just just uh on that james island it is an incredibly

[0:14:45] Voice 15: important decision uh that's worth a read i'm not sure it's been published per se and i've seen it

[0:14:51] Voice 15: um uh but it's uh it's not very often an approving officer with the motive makes a decision of that

[0:15:01] Voice 15: that impact

[0:15:01] Voice 13: and it's if you find it it's worth a read and it wasn't just the something about

[0:15:09] Voice 13: violence for it but it's also the north tender local trust community that advocated for that

[0:15:13] Voice 13: outcome despite the fact that the zoning was was in place they advocated

[0:15:17] Voice 15: that it wasn't in public

[0:15:18] Voice 15: interest but it was mostly the sale the work on that and it's their concerns that are are being

[0:15:26] Voice 15: reflected uh i want to also just mention there's lots of work obviously going on at the trust

[0:15:31] Voice 15: generally uh trust council

[0:15:34] Voice 13: is

[0:15:35] Voice 15: on june 21

[0:15:37] Voice 13: through 23rd you can find all the information you would

[0:15:41] Voice 13: want about that at the um on our website uh there will be it will be a fully electronic meeting um

[0:15:51] Voice 13: um as a as a budget

[0:15:55] Voice 15: uh consideration to save the cost of travel etc the the meeting will be

[0:16:02] Voice 15: as we were doing that during pandemic so we passed a resolution i guess we'll see what the

[0:16:07] Voice 15: next trust council does to have fully electronic meetings twice in a in a term and sorry in a year

[0:16:14] Voice 15: and have two in-person meetings as well which are also broadcast so that's the plan um like

[0:16:21] Voice 15: many things that we're doing the it's still a work in progress and we'll see how well that works with

[0:16:26] Voice 15: the coming together of the um

[0:16:28] Voice 13: of the being we have an in-person meeting in december one in march

[0:16:33] Voice 13: and the plan is of course when the new trustees

[0:16:36] Voice 15: uh the new trust council is sworn in in early

[0:16:38] Voice 15: november that will be an in-person meeting as well um so there will be three but the one in

[0:16:43] Voice 15: in June and the one in

[0:16:44] Voice 13: September are webinar-based

[0:16:48] Voice 15: meetings

[0:16:49] Voice 15: which are run by our staff in terms of making

[0:16:54] Voice 15: the meeting work will be run out of the Victoria office.

[0:16:59] Voice 15: The town hall slash public comment period

[0:17:02] Voice 15: is on the Tuesday evening along with delegation.

[0:17:06] Voice 15: We haven't finalized the agenda.

[0:17:08] Voice 15: I've seen four delegations on the request list

[0:17:11] Voice 15: this because our executive committee is on wednesday and we'll be trying to finalize what

[0:17:15] Voice 15: the agenda looks like for um june 21st and that will be i think the agenda package ends up going

[0:17:22] Voice 15: being posted to the website on this

[0:17:25] Voice 13: come next friday so no this coming friday so whatever that

[0:17:29] Voice 13: is um in the meantime uh as well on the agenda and in the ec package for

[0:17:38] Voice 15: wednesday if you want

[0:17:39] Voice 15: to get a pre-look at it is the results of the of the public community consultation related to the

[0:17:48] Voice 15: trust policy statement uh it's a lengthy document but not nearly as lengthy as some of the background

[0:17:54] Voice 15: documents it's about 140 i actually look i shouldn't say but it's a long document that

[0:18:00] Voice 15: there is a summary

[0:18:01] Voice 13: of all the community consultation

[0:18:04] Voice 13: and that document and that consideration will be at trust council in june

[0:18:09] Voice 13: the current plan is approved by trust council is that all of that information background will go

[0:18:15] Voice 13: to the trust programs committee

[0:18:17] Voice 15: which is made up of i believe 11 trustees in uh the second week of

[0:18:22] Voice 15: july that was july the 8th to consider in a full day all day long seminar type uh workshop to make

[0:18:32] Voice 15: recommendations to trust councils come back in september so that's sort of the sequencing if

[0:18:38] Voice 15: the trust council approves that i mean trust council can occasionally take um directions

[0:18:43] Voice 15: that aren't participating so we'll see how that works out but that's the sort of the plan in terms

[0:18:49] Voice 15: of the trust policy statement with the recommendations that all three are coming back

[0:18:52] Voice 15: to trust council in september which is the last trust council of this term i believe um and are

[0:19:01] Voice 15: almost four years uh i think i'll just leave it at that um

[0:19:05] Voice 13: there are many other things going on

[0:19:08] Voice 13: And I'm going to now turn to the Town Hall section of the agenda.

[0:19:15] Voice 13: So I have a few things I'd like to say before we get to the Town Hall.

[0:19:18] Voice 13: We're receiving a lot of commentary, as we always do,

[0:19:21] Voice 15: related to the agenda package and the way things are unfolding generally at the Local Trust Committee and with staff reports and with the way we're working through various applications.

[0:19:35] Voice 15: I remind you of the three very important rules of participating in Town Hall.

[0:19:43] Voice 15: First of all, that you address your trustees, not each other, and not staff directly.

[0:19:49] Voice 15: If there's a question that requires or an issue that requires staff input, we'll turn to the staff at that point.

[0:19:56] Voice 15: Second is we, and this is perhaps the most important one in my experience in Galliano,

[0:20:01] Voice 15: animals that you address issues and not uh and not characterize people uh

[0:20:06] Voice 13: or characterize

[0:20:08] Voice 13: i've seen a lot of correspondence recently that tends to characterize the way people

[0:20:13] Voice 13: uh the way decisions are made and what information is involved uh and frankly i think that that's not

[0:20:20] Voice 13: it's not an appropriate way to address issues but then it's not helpful um

[0:20:24] Voice 15: it's not helpful

[0:20:24] Voice 15: for us um thirdly we ask you to address uh the the gathering uh with appropriate language and

[0:20:34] Voice 15: with the appropriate um uh and with appropriate language and commentary uh it's uh it's it's a

[0:20:42] Voice 15: challenging

[0:20:42] Voice 13: place that we're all in uh both as applicants as as community members and as

[0:20:48] Voice 13: as trustees this is a workplace and it should be a place that we can all come and express

[0:20:53] Voice 13: express reasonable views in reasonable

[0:20:56] Voice 15: fashion without expect without feeling uh belittled or

[0:20:59] Voice 15: or in any way um uh being addressed in a derogatory fashion so i'm quite

[0:21:06] Voice 13: alive to that and

[0:21:08] Voice 13: we'll continue to hopefully work our way through what can be a very good town hall discussion

[0:21:13] Voice 13: uh you may recall the last couple of meetings i have uh i have limited commentary during the

[0:21:19] Voice 13: town hall to two and a half minutes and i'm going to be doing that again

[0:21:22] Voice 15: uh it's uh it is important

[0:21:25] Voice 15: for us to go on to uh decision processes as we move forward uh through the agenda so i'll be

[0:21:32] Voice 15: doing that and ask you to respect that as we go along so that everybody has an opportunity

[0:21:37] Voice 15: that wishes to to speak so um let me just get my timer set

[0:21:45] Voice 13: up and i generally don't use a science

[0:21:50] Voice 13: So we'll just take it and I'm actually going to turn to this gentleman who asked me before

[0:21:55] Voice 13: the meeting started when we over time to have anything to say was, I remind you that we

[0:22:01] Voice 13: have two applications that trustees are refused on.

[0:22:05] Voice 13: So I'm going to ask and one is the Gagers application and one is the galley application.

[0:22:11] Voice 13: The galley application is not on our agenda today, but it doesn't mean sometimes people

[0:22:16] Voice 13: don't speak to it so i'm going to ask that if you have a commentary related to either of those

[0:22:21] Voice 13: applications that you hold those to the second half of the town hall so i'm going to ask if

[0:22:26] Voice 13: people wish to speak to anything related to um uh our work and our agenda other than giggers

[0:22:35] Voice 15: at this stage so other applications where all three trustees are appropriate to stay so i

[0:22:40] Voice 15: guess i'm not coming to you sir because i don't know what i don't know what you're speaking on so

[0:22:44] Voice 15: so

[0:22:44] Voice 13: okay so we'll start with other matters and i'm just going to work my way from the

[0:22:49] Voice 13: right to the

[0:22:50] Voice 13: left and i'll go

[0:22:50] Voice 15: with you sir go ahead that's right i know who you are

[0:22:56] Voice 15: yes

[0:23:04] Voice 15: which is an extremely important topic here and when i first looked at the agenda

[0:23:11] the package because the staff have done a

[0:23:15] Voice 15: good mapping exercise looking at groundwater recharge

[0:23:19] Voice 15: which relates to supply of groundwater and then i had a closer look and i

[0:23:26] Voice 10: realized that it wasn't

[0:23:28] Voice 10: addressing the coupling between supply and demand and we have areas of water shortage in several

[0:23:35] Voice 10: parts of the island and by and large the areas of recharge which this report describes as critical

[0:23:45] Voice 10: are really not critical they are areas where recharge happens preferentially because of the

[0:23:53] Voice 10: geography and vegetation but

[0:23:57] Voice 3: you only have a critical recharge area if it's upslope from

[0:24:03] Voice 3: an area where

[0:24:03] Voice 10: you have an actual shortage either presently or expected so i really think this needs

[0:24:10] Voice 10: to be rethought from the point of view of of uh not introducing dpas in areas where you don't need

[0:24:19] Voice 10: it uh the areas that are shown as suggested uh areas to be in a development permit area

[0:24:27] Voice 10: are almost half of those areas are actually parkland or conservation areas or public

[0:24:33] Voice 10: and the rest of it is nearly all land in the forest zone where the residential density is

[0:24:40] Voice 10: by the bylaws very low

[0:24:41] Voice 3: and there aren't any water shortages that i'm aware of in the forest

[0:24:46] Voice 3: and in these areas essentially

[0:24:49] Voice 7: the bush into the stream of georgia so we there's no point

[0:24:53] Voice 7: describing a recharge area is critical if if there's nobody that's going to be

[0:24:59] Voice 10: affected by it

[0:25:00] Voice 10: and also uh down the middle of the island most of the lake behind there's a wide valley

[0:25:06] Voice 10: which is where it's where an extended recharge is discharging the groundwater and where that happens

[0:25:13] Voice 10: the area on one side which tends to be the western side where groundwater is recharging

[0:25:19] Voice 10: into the bedrock is decoupled from the other side and thus we are again

[0:25:26] Voice 7: we have a technical issue

[0:25:27] Voice 7: that i would like to discuss with uh mr shulman but uh i'm suggesting that all of this is premature

[0:25:35] Voice 7: and if i don't think a lot of you

[0:25:36] Voice 3: say thank you

[0:28:13] Voice 15: and needs assessment that was done a number of years ago and the other needs assessments

[0:43:33] Voice 5: proposal is meeting with resistance and objections because of its lack of consistency with community

[0:43:38] Voice 5: community vision expressed in our ocp however we do have as you know ocp policy as well as trust

[0:43:46] Voice 5: policy and provincial guidelines or assessing sustainability of proposed new or increased

[0:43:52] Voice 5: groundwater use. These all intend to protect our existing users and including ecosystems.

[0:44:03] Voice 5: We also have the Waterline Resources Report Galeano Groundwater Study of 2011, which I'm

[0:44:09] Voice 5: certainly aware of. And Mr. Shulba spoke very highly of this study when giving a public talk

[0:44:16] Voice 5: on groundwater on galliano a few years back however he made no mention of it during the

[0:44:21] Voice 5: may 2nd lgc meeting nor did he explain why the cms application has not been asked to follow

[0:44:28] Voice 5: that report's recommendations i won't read the quotes i've had here from the waterline resources

[0:44:35] Voice 5: report it will take too long but i'll give you a copy and questions you may know why have these

[0:44:41] Voice 5: recommendations the ocp trust policy provincial guidelines for groundwater assessment not been

[0:44:47] Voice 5: followed why would you accept a proposal for which part of the kit there is no water supply existing

[0:44:54] Voice 5: or assessed for sustainability i refer to the upper lot why are no unqualified statements

[0:45:02] Voice 5: provided on the quantity and quality of groundwater for the cms project the only unqualified statement

[0:47:58] Voice 3: my uh my submission to town hall would be that this uh that uh contrary to recommendations made

[0:48:25] Voice 3: and does not comply with the Island's Trust policy

[0:48:33] Voice 3: and those regarding forest fragmentation.

[0:48:37] Voice 3: The water on water. The water plan seems to be a work in progress.

[0:48:42] Voice 3: The numbers seem to change every meeting we have. Every meeting the water management plan.

[0:48:46] Voice 3: The consumption numbers have been changing. And there's still underestimates.

[0:48:52] Voice 3: There's still low-balling how much water will be used in this development.

[0:48:56] Voice 3: For example, the latest iteration of the plan shows that for some reason the caretaker will be taking fewer showers than the people on retreat.

[0:49:05] Voice 3: treat. I don't understand that. It just doesn't make any sense. The fact is the pump testing

[0:49:13] Voice 3: that was done to figure out the base water management plan does not comply with provincial

[0:49:19] Voice 3: standards for a 24 to 72 hour pump test. A 12 hour pump test is only applicable for a residential

[0:49:27] Voice 3: property and only when the well recovers within that period. And it was very clear that a

[0:49:35] Voice 3: 20 that would not have lasted for 24 hours report and no neighbors were tested and the point is

[0:49:43] Voice 3: it's got to the point where the planner in his in his initial report there are two planners reports

[0:49:49] Voice 3: and the second one written by i don't know i'm not sure perhaps just brad smith the first one

[0:50:00] Voice 3: says that there are things that additional things could be done to ensure there's enough

[0:50:05] Voice 3: water in this facility and one of them one of the one of the suggestions is that the caretaker

[0:50:10] Voice 3: residents which is a major consumer of water be eliminated from this development this just

[0:50:16] Voice 3: the fact that a significant suggestion like this to be made by the planner shows that they

[0:50:21] Voice 3: understand that the water is not ready to find time for this development and they also call for

[0:50:28] Voice 3: reducing that suggests reducing capacity and bylaws for seasonal limits um you know that's but

[0:50:36] Voice 3: unfortunately those suggestions didn't make it into the main planners report and also the

[0:50:43] Voice 3: on forest fragmentation the upper ridge does not comply with uh with trust policy directives on

[0:50:49] Voice 3: fragmentation there's no water moving out there it's just uh you know this is a commercial

[0:50:54] Voice 3: commercial development. It could be big crowds up to six times a year, according to what Crystal

[0:52:36] Voice 15: lawfully used stored for a divergent so that's my first question do they have a license whether

[0:56:00] Voice 4: but if you're an ecologist, you understand this,

[0:56:02] Voice 12: the drier summers make the whole issue of recharge different so

[0:56:12] Voice 4: you have a lot of dry summers the ground is hard you get into the recharge area and the water just

[0:56:17] Voice 4: rolls off instead of seeping into the ground so this is just something to

[0:56:20] Voice 12: consider with all this

[0:56:21] Voice 12: taking a precautionary approach you need to have buffers around everything

[0:56:25] Voice 12: um to take this into account so what

[0:56:29] Voice 2: is the planner suggested one thing he suggested is

[0:56:31] Voice 2: to remove the caretaker residence i was surprised to see that but i

[0:56:35] Voice 4: came to that conclusion as well

[0:56:37] Voice 4: when i read the water management plan and realized that they actually didn't have enough water the

[0:56:43] Voice 4: only way to have enough water is to make an assumption of use in the caretaker residence

[0:56:48] Voice 4: as being so low that um it would meet the part they have so that seemed a bit of a precautionary

[0:56:57] Voice 2: second thing that has been suggested at this ltc by uh at least one of the um trustees

[0:57:04] Voice 4: here but just pondered there are these fragmentation whether or not this this design

[0:57:10] Voice 4: of this property is fragmented it means that the forest is not contiguous putting infrastructure

[0:57:16] Voice 4: structure on the upper ridge exacerbates that so if what the goal is for people to be able to be on

[0:57:23] Voice 4: the upper ridge and meditate do they need the infrastructure so i would suggest that you don't

[1:18:58] Voice 6: Mountain, several neighbors realized that it could have the Gigant Project, a rainwater

[1:19:16] Voice 6: from the well. And it never came. It was in no staff report. It hasn't been mentioned

[1:19:23] Voice 6: by the trustees. And it can't be done. I have an idea, and this is for the year 2014.

[2:25:30] Voice 14: as the trustees are satisfied we can move forward to the cim and public hearing um this is a huge

[2:25:38] Voice 14: rezoning is a central or successful

[2:25:40] Voice 14: planning application with PC Houghton or CHP, the two major players that we would be applying to.

[2:25:46] Voice 14: Having land secured is also essential for successful planning and to be able to secure

[2:25:51] the land in this case, you need that rezoning. Subdivide it and get that land back first.

[2:25:57] So as soon as most things are complete, the

[2:26:00] Voice 14: project is really well set up to apply for

[2:26:17] Voice 14: And I think all of the work that's gone into sort of these technical details is also going

[2:26:21] Voice 14: to strengthen the project.

[2:26:23] Voice 14: Figures has sort of been made to think about a lot of details of the project that some

[2:26:28] Voice 14: of the projects might not have had to do.

[2:26:31] Voice 12: So it's going to become a really well-rounded project.

[2:41:08] Voice 15: This report is for the Local Trust Committee on application with respect to outstanding items related to the application.

[2:41:21] So water analysis, of course, there's a lot of

[2:41:26] Voice 15: discussion around water.

[2:41:29] Voice 15: At the last meeting, the Local Trust Committee requested further information.

[2:41:35] It's provided in an additional staff member report.

[2:41:37] Voice 15: for the staff report, the special shoulder is on the zoom as well and he's going a little bit as

[2:41:49] Voice 15: it's very difficult to much different in this approach versus a true zoom meeting where you

[2:41:57] Voice 15: have a direct interaction and staff in the public it's much more difficult so I'm starting a little

[2:42:02] Voice 15: bit to hear and to keep up so uh the point being um so another question for uh requested uh the

[2:42:11] Voice 15: applicant has revised their management plan figures to more closely reflect uh probably

[2:42:19] Voice 15: more realistic water use and those are based on the majority of standards um there's a question

[2:42:25] Voice 15: around whether additional pump tests should be uh conducted

[2:42:28] Voice 15: staffer review that additional

[2:42:30] Voice 15: additional contests are not required, and Freshwater Specialist Shulbaugh can speak directly to that, so we'll get to him.

[2:42:38] Voice 15: But staff do recommend that the ongoing data logger monitoring be continued.

[2:42:45] Voice 15: With respect to the short-term exceedance of a maximum of 35% limit, staff would review that it would not have significant impacts on groundwater supply,

[2:42:56] Voice 15: In particular, as the storage proposed for the application, it should be used to buffer these events.

[2:43:06] Voice 15: So that you wouldn't be drawing groundwater directly, you'd be drawing to the storage for an advanced application.

[2:43:19] Voice 10: There is a water management plan that has been submitted by a revised water management plan with two key changes.

[2:43:27] Voice 10: And so one being those adjusted to be

[2:43:30] Voice 15: more aligned with the provincial standards.

[2:43:34] Voice 15: And secondly, they have adjusted their proposal to include rainwater collection to service all of the grants.

[2:43:47] Voice 15: Moving on to a question that's still in front of the Local Trust Committee.

[2:43:53] Voice 15: So, in a previous staff report, there was language presented with respect to creating

[2:44:03] Voice 15: a maximum day use limit, and the Local Trust Committee has not made a decision on that.

[2:44:09] Voice 15: So, before the Local Trust Committee took the rules, events were off, and the staffer

[2:44:17] Voice 15: the view that given all the professional work done with respect to the application

[2:44:26] Voice 15: while there is an exceedance of water use for the available groundwater

[2:44:36] Voice 15: that through rainwater collection and the massive storage potential that they're proposing

[2:44:41] Voice 15: closing. So the trust conditions around

[2:44:45] Voice 10: policy 4.4.2 have been met, and that's ultimately up to the local

[2:44:50] Voice 15: trust committee to decide if that checklist should be endorsed or not. Staff are recommending a hearing, a CRD-level hearing.

[2:45:00] Voice 17: uh

[2:45:01] Voice 15: the applicant has come to agreement with the crd on language uh around a statutory right-of-way

[2:45:10] Voice 15: for emergency access which has been sought by the local trust committee water license update

[2:45:18] Voice 15: so as we heard earlier in town hall that the applicant supplied for a water license

[2:45:23] Voice 15: since they've provided the revised estimates uh to the province uh with their event of water

[2:45:31] Voice 15: management

[2:45:32] Voice 16: plan and

[2:45:33] Voice 15: uh the province is really backed up with the review that uh water licensing

[2:45:39] Voice 15: so uh they're waiting for that uh provincial officer to be assigned

[2:45:45] Voice 15: if you were to move forward with your zoning this uh property you could make it subject to

[2:45:55] Voice 15: allocation

[2:45:55] Voice 10: of that approval could

[2:45:57] Voice 8: be in a condition of resigning. Moving to the staff

[2:52:20] Voice 15: maximum daily demand did not exceed, of all water consumption, the maximum daily demand

[2:52:25] Voice 15: did not exceed the sustainable yield of the well and then on top of that there would still be water

[2:52:33] Voice 15: captions

[3:12:59] Voice 9: being adjudicated right now and the province is at their discretion to ask for more information

[3:13:07] Voice 9: if they need it and so if if the if if staff through the ltc asked the applicant to go ahead

[3:13:18] Voice 9: ahead and and do another pumping test it may be shorter than one that the province may ask them

[3:13:25] Voice 9: to do if they if the province feels that there needs to be more technical assessment

[3:13:29] Voice 9: associated with the licensing question so um like i i'm i'm not the applicant's hydrogeologist but

[3:13:41] Voice 9: from what i have seen from a 12-hour pump test is conducted in a time of year when

[3:14:00] Voice 9: requested monitoring because I believe at this time that monitoring gives more information than

[3:17:54] Voice 9: pumping tests are because it's often pumping tests another word for it is an aquifer stress

[3:18:07] Voice 9: sustainable yield will be and so in that case that was what happened and then a sustainable

[4:07:50] Voice 9: The methodology is based on the groundwater recharge potential mapping that GW Solutions

[4:07:59] Voice 9: undertook a few years ago.

[4:08:02] Voice 9: To be clear, this does not involve the groundwater budgets or the groundwater availability assessments

[4:08:11] Voice 9: we called it, or even groundwater regions for that matter, this is strictly related

[4:08:18] Voice 9: to groundwater recharge potential.

[4:08:22] Voice 9: And I guess it goes without saying

[4:08:25] Voice 9: that the initiative to protect groundwater recharge

[4:08:30] Voice 9: is twofold, to protect the water resources

[4:08:35] Voice 9: that support the community of Galliano

[4:08:38] Voice 9: through extraction from groundwater wells.

[4:08:41] Voice 9: But also it does also attempt to protect the ecosystems

[4:08:45] Voice 9: systems, which rely on groundwater. And there are many groundwater-dependent ecosystems on

[4:08:52] Voice 9: Galliano that are in areas of population and areas that aren't in population.

[4:08:59] Voice 9: Also, groundwater on Galliano is quite unique that it's quite a basin. So once the

[4:09:07] Voice 9: groundwater recharges from the surface into the ground, it gets dispersed in a very unique way.

[4:09:15] Voice 9: It travels along the structure of the island, and groundwater, when it gets into the fractured bedrock aquifer, can be transported in very different ways along the axis of the island and then obviously direct to the sea.

[4:09:34] Voice 9: So that being said, I'll just jump into methodology.

[4:09:39] Voice 9: So in Figure 1, if you're looking at the report here, I just presented the groundwater recharge potential that was developed with GW Solutions in concert with myself and other staff at the Islands Trust.

[4:09:53] Voice 9: With a co-op student, we helped develop the precipitation interception potential, which defined the role of ecosystems in recharge potential.

[4:10:06] Voice 9: potential and so from there the recharge potential was then classified into a essentially like a high

[4:10:16] Voice 9: and really high and everything else and then the high and really high recharge potential was

[4:10:24] Voice 9: was the focus of developing the DPA and so for for kind of just a nerdier stats thing out there

[4:10:33] Voice 9: is that the high and very high were determined by standard deviation away from the mean, and so it

[4:10:38] Voice 9: is that the mean of each high and very high were one and then two standard deviations greater than

[4:10:46] Voice 9: the mean. So the majority of groundwater potential was actually left behind in this, and what I

[4:10:54] Voice 9: focused on was the the significant groundwater recharge potential and so that that analysis

[4:11:06] Voice 9: resulted in figure five which is what I have called the critical aquifer recharge areas and

[4:11:13] Voice 9: that term was taken from the department of ecology from the state of Washington in which they went

[4:11:20] Voice 9: through a multi-year approach to determine their aquifer recharge areas that were critical to

[4:11:26] Voice 9: the ecosystems as well as the communities there. And going from the recharge work that GW Solutions

[4:11:35] Voice 9: did to something usable was a technical challenge because of the nature of the work that they did

[4:11:41] Voice 9: was more a like a spatial like basically gridded the island and then so the resulting data from GW

[4:11:51] Voice 9: Solutions was a really raw gridded thing and so I tried to then take it and I put it through

[4:11:57] Voice 9: a methodology and put on a smoothing factor to kind of align more with what it would actually

[4:12:04] Voice 9: be on the ground rather than seeing pixels everywhere on a map um so from from that

[4:12:12] Voice 9: methodology um i determined um how how much area each parcel on galliano island has of the

[4:12:24] Voice 9: critical aquifer recharge area so essentially each each property on galliano was was put into

[4:12:33] Voice 9: the methodology and what resulted was four options for the ltc to consider for development permit

[4:12:43] Voice 9: area boundaries and this is a unique development permit area approach where instead of um

[4:12:51] Voice 9: defining the the dpa around like polygons of recharge like in other areas of of of the

[4:12:59] Voice 9: the Island Trust area there are development primaries that say based on steep slopes where

[4:13:04] Voice 9: the steep slopes are actually like development primary this is a different approach where

[4:13:09] Voice 9: the DPAs is drawn around boundaries of properties and so the four options that the LTC is presented

[4:13:20] Voice 9: presented here from staff is that a parcel containing two hectares of the critical aqua

[4:13:29] Voice 9: recharge or five hectares or 10 hectares or 20 hectares is the options.
