[0:03:54] Voice 7: Thank you. I'm very grateful to be living in the world, in the traditional territories of Penelope and the Lyons.
[0:04:10] Voice 7: It's been a lot of months with respect to work and meetings and sort of back and forth between different worlds,
[0:04:20] Voice 7: between the professional and the Atlas Trust.
[0:04:23] Voice 7: So if I get confused as to who was doing what
[0:04:27] Voice 7: and what side of which half was being worn,
[0:04:30] Voice 7: my apologies up front.
[0:04:32] Voice 7: But I was part of the Trust Programs Committee,
[0:04:39] Voice 7: a working committee that is actually working
[0:04:41] Voice 7: on the policy statement.
[0:04:42] Voice 7: We met and we're going to meet in Malaysia this week,
[0:04:46] Voice 7: actually, for further workshops on that document
[0:04:50] Voice 7: document and review process. So Islands Trust Conservancy, I said, as a board member, we
[0:04:58] Voice 7: have a meeting and we have another meeting coming up next week. And it's with our executive
[0:05:07] Voice 7: with Trust Council, which will be an interesting conversation and opportunity to strategize
[0:05:12] Voice 7: going for uh the upcoming year our local consistency is think that the theodosia nature
[0:05:21] Voice 7: conservancy is having their 10-year anniversary um and i've been working with elder augie sylvester
[0:05:29] Voice 7: to get him over and helping them with their opening and welcoming to that event in the evening
[0:05:37] Voice 7: The two will be joining for dinner, and
[0:05:39] Voice 7: we have a local board member who's going to shuffle
[0:05:43] Voice 7: him back and forth by boat to make his evening as streamlined as possible.
[0:05:51] Voice 7: He's got a great secretary, being his daughter and his granddaughter, and he's probably more
[0:05:56] Voice 7: efficient than most people I've dealt with in the last few months as far as managing
[0:06:02] Voice 7: meetings and places.
[0:06:03] Voice 7: It's such a great to work with them.
[0:06:06] Voice 7: they look after their grandpa
[0:06:08] Voice 7: upcoming meetings we've got
[0:06:11] Voice 7: a fundraiser for phase two
[0:06:13] Voice 7: with
[0:06:13] Voice 7: again the
[0:06:16] Voice 7: Nature Conservancy, their nature students program
[0:06:19] Voice 7: they want to take it
[0:06:20] Voice 7: and look at getting funding to actually bring it
[0:06:23] Voice 7: into implementation
[0:06:24] Voice 7: which will be fun
[0:06:26] Voice 7: quite an opportunity
[0:06:29] Voice 7: ACT which is the Anchorage
[0:06:32] Voice 7: Concerns Thetis
[0:06:33] Voice 7: is the local
[0:06:35] Voice 7: whole anchorage forum for freighter anchorage issues.
[0:06:39] Voice 7: And we've had a lot of back and forth.
[0:06:42] Voice 7: There was a lot of pressure from freighter anchorages,
[0:06:47] Voice 7: and we're trying to find a way to get Transport Canada
[0:06:50] Voice 7: and other relevant ministries at the table
[0:06:53] Voice 7: to actually have a conversation,
[0:06:55] Voice 7: working in concert with the South Island Gulf Islands Forum.
[0:06:59] Voice 7: I meet on Wednesday with MLA Wilson
[0:07:02] Voice 7: and the alliance members to further that conversation.
[0:07:06] Voice 7: We're looking at strategies going forward.
[0:07:09] Voice 7: I'm also working on trying to get the First Nations
[0:07:12] Voice 7: to see how we can find some synergistic opportunities there.
[0:07:20] Voice 7: Locally, I'm doing the Theatre Society Readers and Residents Association,
[0:07:25] Voice 7: and we're looking at exploring, they've approached me to explore
[0:07:29] Voice 7: explore what the province might have to offer with respect to active transportation network planning
[0:07:34] Voice 4: and
[0:07:35] Voice 7: grant opportunities and now with our change in the Island Trust Act allowing us to actually
[0:07:42] Voice 7: pursue those opportunities reached out to our grant managers can come back with our next steps
[0:07:50] Voice 7: quite good and uh thank you very much you're
[0:07:56] Voice 8: welcome very good thank you um well indeed
[0:08:00] Voice 8: it's busy times and i too am grateful to be here on yaksan and penelakut territory and the
[0:08:05] Voice 8: coast here we'll see it's an amazing place to live and learn there's lots of opportunities to learn
[0:08:10] Voice 8: about the history of this place and encourage everyone to take off those opportunities as
[0:08:16] Voice 8: they arise um most of my work involves either this last couple months involves either um
[0:08:25] Voice 8: vice chair activity or executive activity i'm going to leave the executive activity to laura
[0:08:31] Voice 8: i usually jump into that but i will just mention for uh our community's uh benefit that um we did
[0:08:38] Voice 8: have a couple of ministers meetings um over the last month or so one with rob fleming minister of
[0:08:44] Voice 8: transport to talk about important issues for the island's trust area um we also met with
[0:08:49] Voice 8: nathan cullen that's a first meeting that i've had with minister cullen he's like the minister of
[0:08:54] Voice 8: art that is responsible for the islands trust and we talked about a number of issues there regarding
[0:09:03] Voice 8: the policy statement amendments and preserve and protect mandate and funding we even talked about
[0:09:08] Voice 8: for the honest trust conservancy so i've chaired a couple of salt spring island local trust
[0:09:13] Voice 8: committee meetings uh on salt spring and uh of course that's a very busy place compared to
[0:09:18] Voice 8: to thetis um i've also been chairing recently the south pender local trust committee
[0:09:24] Voice 8: and um they are advancing some interesting and uh controversial bylaws on that island
[0:09:30] Voice 8: um and so i've had a couple community information meetings um we were going to go to public hearing
[0:09:36] Voice 8: last week. However, just for local information, there was a COVID outbreak on the island a
[0:09:45] Voice 8: week ago that was identified as having occurred on the weekend due to additional summer traffic
[0:09:53] Voice 8: and the market and stuff like that. So there was 100 cases right off the cuff that week.
[0:09:58] Voice 8: and so they went into kind of a little unregulated uh lockdown we recommended uh um that there should
[0:10:07] Voice 8: be no more gatherings of no more than 50 people and i was planning on a gallery which would have
[0:10:12] Voice 8: been 75 100 people so we postponed that and that will be coming up um in the very near future the
[0:10:18] Voice 8: 23rd i think um i've also attended a southern gulf islands uh forum meeting hosted by adam holston
[0:10:26] Voice 8: which primarily embraces most of the southern gulf islands and we kind of as the chair of the
[0:10:32] Voice 8: salt spring island i attend but i also sometimes think that this is in that transition zone between
[0:10:37] Voice 8: south southern and northern so it's worthwhile being a participant there and um there's a lot
[0:10:44] Voice 8: of work going on there around uh transportation housing um and the anchorages is a is a topic
[0:10:51] Voice 8: which is this, I'm guessing there's gonna be
[0:10:55] Voice 8: a conversation tomorrow, Zoom, with respect to anchorages.
[0:11:00] Voice 8: And with respect to anchorages and vessel traffic,
[0:11:02] Voice 8: she also mentioned that Trust Council was last month
[0:11:07] Voice 8: and the Vancouver Port Authority attended Council
[0:11:11] Voice 8: to give us an update on what they're doing
[0:11:14] Voice 8: with their strategy to improve.
[0:11:21] Voice 8: I have a different point of view on what's going on but they're trying to improve the timeliness
[0:11:26] Voice 8: and effectiveness and efficiency of the port but there seems to be a disconnect to protecting the
[0:11:33] Voice 8: environment and the impacts that those vessels have on our marine waves here and so that's work
[0:11:39] Voice 8: that's ongoing for those that are interested in Anchorage as well I'll also just note completely
[0:11:45] Voice 8: completely aside, because it is impactful here,
[0:11:48] Voice 8: especially seeing as we're seeing more container vessels
[0:11:50] Voice 8: here now, even on the Stewart Channel side,
[0:11:53] Voice 8: you've probably noticed that,
[0:11:54] Voice 8: than we've ever seen in history.
[0:11:56] Voice 8: And it was always suggested, even by the port,
[0:12:01] Voice 8: that it was not safe to anchor container vessels
[0:12:04] Voice 8: in these waters because of the significant amount
[0:12:07] Voice 8: of windage that they have and the ability
[0:12:10] Voice 8: for them to pull anchor and drift is significant.
[0:12:13] Voice 8: But anyway, nonetheless, we're seeing those.
[0:12:14] Voice 8: But the item I want to mention is apparently there's a new proposal that may be from a competitor from the Port Authority or the container people at Tawasin there, in that they're suggesting rather than building that island off of Tawasin to expand the container facility,
[0:12:34] Voice 8: So they're actually going to expand the width of the spit that they have further inshore.
[0:12:42] Voice 8: And I'm guessing they feel there's enough water there to actually reduce the overall footprint and reduce the environmental impacts of building an island that is going to then force fish and habitat to be disturbed and migrating in order.
[0:12:57] Voice 8: So keep an eye
[0:12:58] Voice 8: out for that.
[0:12:59] Voice 8: There's an alternate proposal for that expansion of the terminal.
[0:13:03] Voice 8: that's it for my report
[0:13:05] Trustee Patrick (probable): for my report the trust council did meet recently just a couple of weeks ago
[0:13:15] time has lost
[0:13:17] Trustee Patrick (probable): all meaning to this pandemic you may remember there were a couple of i think
[0:13:23] Trustee Patrick (probable): important decisions that were reflected in trust council one was the decision to create a standing
[0:13:32] Trustee Patrick (probable): standing governance committee and they populated the committee with the seven elected people I was
[0:13:39] Trustee Patrick (probable): one of them and we'll be meeting a couple times in the near future to set up hopefully set up
[0:13:47] Trustee Patrick (probable): that committee for success and get it in a good standing for especially addressing some of the
[0:13:54] Trustee Patrick (probable): immediate issues that need to be um considered that will help put the next trust council
[0:14:01] Trustee Patrick (probable): on good starting legs to to take on this period of what i would refer to as change and i think
[0:14:08] Trustee Patrick (probable): good change and that's the second item was that the trust council also uh voted to request the
[0:14:15] Trustee Patrick (probable): province to do a review of that stress structure governance and again i see this as a good
[0:14:26] Trustee Patrick (probable): opportunity i think right now and we all know there's more need of attention for planning and
[0:14:34] Trustee Patrick (probable): consideration of what's coming out of sphere with climate change and growth and all of these things
[0:14:40] Trustee Patrick (probable): that are happening in our communities at the same time but we're really recognizing
[0:14:44] Trustee Patrick (probable): not recognizing but embracing uh what it means for reconciliation and drip and drip up
[0:14:51] Trustee Patrick (probable): and i see these all as opportunities we either continue to to argue or disagree with what the
[0:15:01] Trustee Patrick (probable): islands trust is and that doesn't help us we need to come together and find agreement and work
[0:15:06] Trustee Patrick (probable): work effectively on addressing all these issues
[0:15:12] Trustee Patrick (probable): that are coming at us so that we can be
[0:15:14] Trustee Patrick (probable): the most effective organization that we can be.
[0:15:17] Trustee Patrick (probable): So I see these things as good.
[0:15:19] Trustee Patrick (probable): The review, while Islands Trust Council
[0:15:23] Trustee Patrick (probable): has made that request, it's not a slam dunk.
[0:15:27] Trustee Patrick (probable): The ministry could disagree.
[0:15:31] Trustee Patrick (probable): So I think anyone here on Thetis,
[0:15:33] Trustee Patrick (probable): I think the ministry needs to hear
[0:15:36] Trustee Patrick (probable): for people uh constituents as well of why um and uh that there is a need to to modernize and be
[0:15:45] Trustee Patrick (probable): prepared to take on what's coming at us in this uh this time period so um without the other thing is
[0:15:53] Trustee Patrick (probable): the bc ferry uh board uh met on salt spring back a few weeks ago i was invited to join i thought it
[0:16:00] Trustee Patrick (probable): was a they had not been out about in the islands through the pandemic they apologized profusely
[0:16:06] Trustee Patrick (probable): and have committed to uh having board meetings throughout the islands and i
[0:16:11] Trustee Patrick (probable): thought it was a
[0:16:12] Trustee Patrick (probable): really nice event they did one evening they invited a large number of islanders to come in
[0:16:19] Trustee Patrick (probable): and meet one-on-one with the board the executive and and talk about uh challenges on the islands
[0:16:27] Trustee Patrick (probable): and so forth and the one thing i found was we had really good agreement on the importance of working
[0:16:35] Trustee Patrick (probable): the islands trust with fairies on community planning that you know the fairies do affect our
[0:16:41] Trustee Patrick (probable): communities of the connectivity how how they work and um and i and i was really pleasantly pleased
[0:16:52] Trustee Patrick (probable): because the last time we had some conversations with the executive team they were sort of like
[0:16:57] Trustee Patrick (probable): they weren't mandated to do community planning and they saw themselves as sort of separate from that
[0:17:01] Trustee Patrick (probable): and it was kind of good to see that they're moving and seeing themselves as a true partner in
[0:17:07] Trustee Patrick (probable): planning that needs to be done on our islands and the impact that they play and I
[0:17:16] Trustee Patrick (probable): think that's
[0:17:17] Trustee Patrick (probable): uh my report thank you so i think we have director uh lynn smith online so over to you director smith

[0:17:50] Voice 1: Basically, the CVRD has three sort of items for Thetis Island,
[0:17:55] Voice 1: and it's regional recreation, the wharf, and connectivity for Thetis Island.
[0:18:02] Voice 1: And I have sent in my report, and if you have any questions,

[0:18:40] Trustee Patrick (probable): us. I know you will be respectful and if there's any questions or comments you have at this time,
[0:18:49] Trustee Patrick (probable): you're welcome.
[0:18:49] Voice 9: Yeah, so my name is Jan and I have a question just about the challenges that
[0:18:56] Voice 9: you mentioned. You mentioned that there's going to be a different council or there's going to be a
[0:19:02] Voice 9: new council voted that will have to deal with some challenges. So to me, what's the difference between
[0:19:10] Voice 9: be the challenges this council is having right now and what is uh on our future major challenges
[0:19:19] Voice 9: that you mentioned and um are they going to be the same people roughly taking part in that decision
[0:19:28] Voice 9: process or applying for being the members of the next council is it going to be the same number
[0:19:33] Voice 9: of people on the council, or is it going to be quite different?
[0:19:38] Voice 9: So it's a question that has two branches about people
[0:19:43] Voice 9: who are going to face some challenges and about the challenges
[0:19:48] Voice 9: that you mentioned.
[0:19:50] Trustee Patrick (probable): Well, one thing, change never happens quickly.
[0:19:54] Trustee Patrick (probable): We are the structure we are today going into this election.
[0:19:58] Trustee Patrick (probable): So there will be 26 new trustees, some will be returning, they're having returning campaigns and there could be new trustees.
[0:20:10] Trustee Patrick (probable): So the structure remains the same for now.
[0:20:13] Trustee Patrick (probable): I think it's a recognition that we are approaching our 50th anniversary, and it is a good time to reflect on what we faced in the 1970s versus what we face now, and are we as strong an organization as we can be to take on what we're facing.
[0:20:37] Trustee Patrick (probable): so um i would hope that the new you know the new trustees coming in i think it's
[0:20:43] Trustee Patrick (probable): it's how good a job we leave them to be able to take on these conversations and be um you know
[0:20:51] Trustee Patrick (probable): have the tools they need to uh to face these decisions that they're going to face so um
[0:20:58] Trustee Patrick (probable): i that's how i see the governance committee in the near term is to make sure that
[0:21:02] Trustee Patrick (probable): that we have that structure for them.
[0:21:08] Trustee Patrick (probable): And I'm sure a number of people will be campaigning
[0:21:11] Trustee Patrick (probable): on what they vision for this next phase.
[0:21:14] Trustee Patrick (probable): So I think it's an important time period
[0:21:15] Trustee Patrick (probable): to listen to what people are saying.
[0:21:18] Trustee Patrick (probable): And, you know, it's tempering that.
[0:21:25] Trustee Patrick (probable): It's like we can always dream
[0:21:26] Trustee Patrick (probable): of what the organization can be,
[0:21:28] Trustee Patrick (probable): but it's also having to be able to work together.
[0:21:30] Trustee Patrick (probable): And I think that's the important part.
[0:21:33] Trustee Patrick (probable): But I was very, I can be quite honest,
[0:21:37] Trustee Patrick (probable): I was becoming a bit apprehensive with Trust Council.
[0:21:39] Trustee Patrick (probable): We were bickering more than we were working together.
[0:21:41] Trustee Patrick (probable): And this last Trust Council,
[0:21:45] Trustee Patrick (probable): I felt we listened to each other.
[0:21:47] Trustee Patrick (probable): The debate on the review was probably
[0:21:49] Trustee Patrick (probable): one of the most respectful debates I've experienced
[0:21:54] Trustee Patrick (probable): in recent times at Trust Council.
[0:21:56] Trustee Patrick (probable): People listened to each other.
[0:21:57] Trustee Patrick (probable): People talked about what they thought about,
[0:22:00] Trustee Patrick (probable): and it was a fairly moving,
[0:22:02] Trustee Patrick (probable): moving and if you have a chance to listen to that from that that recording is up online now and I
[0:22:08] Trustee Patrick (probable): think it it does you do hear what people's thoughts concerns and hopes were for the future
[0:22:14] Trustee Patrick (probable): and um and I said it left me with hope I don't know trustees do you have anything you'd like to
[0:22:21] Trustee Patrick (probable): add or um
[0:22:22] Voice 8: well I went just to help Jan understand a bit more about the island's trust um you know
[0:22:30] Voice 8: So one of the things before I say what I'm going to say, because language is an interesting thing and it is important, and we're changing our understanding of the use of our language in context of the original peoples of this place, and that we often refer to ours or, like we use that phrase, this as our land and that sort of thing.
[0:22:54] Voice 8: And we also refer to the Crown as the authority, which is something we need to consider how we move forward into the future.
[0:23:02] Voice 8: But that's a very big idealistic point of view, which is a place that I hope that we go to.
[0:23:08] Voice 8: But so the reason I just say that is because we are an agency of the Crown.
[0:23:12] Voice 8: and the crown determines our structure and our mandate and in in many cases approves our policies
[0:23:20] Voice 8: or our policy statement and actually approves official community plan updates so we're very
[0:23:28] Voice 8: much uh under their umbrella and um they that said they for the most part leave us alone um but for
[0:23:37] Voice 8: for us to facilitate change that may seem obvious to us
[0:23:40] Voice 8: or to our community members,
[0:23:42] Voice 8: such as a co-governance model with First Nations,
[0:23:45] Voice 8: such as changing the number of trust areas
[0:23:49] Voice 8: and the number of elected and the budget portions of it,
[0:23:54] Voice 8: we have to lobby the government to achieve those ends.
[0:23:58] Voice 8: And the government is very slow to respond in that
[0:24:01] Voice 8: because our minister, Nathan Cullen,

[0:24:12] Voice 8: shuffle their cabinet our minister changes and then we have to get to know each other and achieve
[0:24:18] Voice 8: them at the level of understanding that was the object of the last meeting we had and it was very
[0:24:23] Voice 8: positive um he's a good guy they've all been good ministers we've had amazing ministers in the last
[0:24:28] Voice 8: number of years but i would say that in the last this term particularly in the last four years and
[0:24:35] Voice 8: even it kind of started in the previous term we've done a lot of self-reflection and the communities
[0:24:40] Voice 8: are also doing self-reflection because the world has changed with climate change economic
[0:24:45] Voice 8: circumstances pandemics political left and right there's lots of big changes and they affect how
[0:24:53] Voice 8: our communities work and how we work in our communities and so there's a lot of interest
[0:24:57] Voice 8: and desire in making some structural changes
[0:25:01] Voice 8: within the Islands Trust,
[0:25:02] Voice 8: but it's too early to say what they are.
[0:25:06] Voice 8: But as you probably are aware,
[0:25:08] Voice 8: we've done a significant amount of community engagement
[0:25:10] Voice 8: over the last three years,
[0:25:13] Voice 8: three years through the policy statement
[0:25:15] Voice 8: to try and find out what communities think
[0:25:18] Voice 8: and where our strengths are and where our weaknesses are.
[0:25:21] Voice 8: And the desire is to try and improve that
[0:25:24] Voice 8: so that we can deliver on the preserve and protect mandate.
[0:25:27] Voice 8: it i think everybody commonly agrees that keeping this place the way it is and special as it is is
[0:25:33] Voice 8: important and um we will continue to strive for that so yeah and elections are in october and
[0:25:40] Voice 8: typically actually i would say in any given election 50 of the trustees change because
[0:25:45] Voice 8: some people don't want to do it again other people are interested in doing it and um and uh that goes
[0:25:51] Voice 8: on so you know if you have an interest you can certainly put your name in and campaign and uh
[0:25:56] Voice 8: uh get some votes and maybe you'll be a trustee
[0:26:00] Voice 8: i know
[0:26:01] Voice 1: i can just
[0:26:02] Voice 8: say i plan on running again i think there's still work that i can do and it's
[0:26:07] Voice 8: been a real honor and privilege to work with you so
[0:26:10] Voice 9: i wonder what would be uh so what are the three
[0:26:13] Voice 9: major challenges that uh the new council let me foresee uh that the new council will be will have
[0:26:21] Voice 9: have to solve or deal with compared to current challenges?

[0:26:26] Voice 9: Will they gain in magnitude?
[0:26:28] Voice 9: What would be the major thrusts of the challenges
[0:26:33] Voice 8: or of the work?
[0:26:35] Voice 8: I think it's continuing challenges, which
[0:26:37] Voice 8: would be financial.
[0:26:39] Voice 8: How are we funding the Alliance Trust?
[0:26:40] Voice 8: How can we get the province to provide us more funding?
[0:26:43] Voice 8: I think the policy statement review,
[0:26:45] Voice 8: which is our fundamental guiding principles document,
[0:26:47] Voice 8: Can we come to agreement on the variety of things that should be addressed?
[0:26:52] Voice 8: And how are we going to embrace supporting the necessity for affordable housing?
[0:26:58] Voice 8: These are ongoing challenges.
[0:27:00] Voice 8: Climate change is an ongoing challenge.
[0:27:02] Voice 8: What did
[0:27:02] Voice 9: you mention about housing, Peter?
[0:27:04] Voice 9: What did you say about housing?

[0:27:06] Voice 8: Yeah, because of the challenge.

[0:27:17] Voice 8: and it's not just about affordable housing it's about all housing because all housing impacts the
[0:27:21] Voice 8: environment and all types of housing require all types of people to help support it in the
[0:27:28] Voice 8: community and of course all housing has an impact on the environment so if
[0:27:32] Voice 9: i for example had an idea
[0:27:33] Voice 9: as an islander yeah uh regarding affordable housing yeah uh would there be let's say 12
[0:27:44] Voice 9: of 15 acres completed for families with tiny houses,
[0:27:50] Voice 9: for example, because it's a huge movement out there.
[0:27:53] Voice 9: So I wonder, you know, affordable housing,
[0:27:56] Voice 9: so farmers offer a piece of land,
[0:28:00] Voice 9: or let's say they divide it,
[0:28:03] Voice 9: and they live there in their tiny houses.
[0:28:05] Voice 9: So I wonder if something like this is a vision
[0:28:10] Voice 9: that feed this uh would consider immediately not in five years
[0:28:18] Voice 9: let's say if the public or we i don't know how many others would there have to be for
[0:28:26] the council to consider such a major project as getting
[0:28:31] Voice 9: to feed this 10 families let's say five
[0:28:37] Trustee Patrick (probable): I think every island needs to look at how people want to live moving forward.
[0:28:45] Trustee Patrick (probable): We know how we've lived in the past was pretty unsustainable.
[0:28:49] Trustee Patrick (probable): And all of our OCPs, our land use bylaws, everything we have is directed to the single-faceted house of personal land.
[0:29:00] Trustee Patrick (probable): So, one, you've got election coming up.
[0:29:04] Trustee Patrick (probable): the community should be speaking about what its priorities are does that reflect what the
[0:29:10] Voice 1: priorities are
[0:29:10] Trustee Patrick (probable): for heading into the the term um and then uh in a new term i would hope that there
[0:29:18] Trustee Patrick (probable): would be we're talking extensively about strategic planning how do we link communities desires into
[0:29:24] Trustee Patrick (probable): the overall strategic plan of the of the island housing is big and it's it's it's growing and the
[0:29:31] Trustee Patrick (probable): islands that are are currently not experiencing i said just wait it's coming uh you can look at
[0:29:37] Trustee Patrick (probable): the islands that have immense pressure and it's coming it's coming um so as a citizen it's raised
[0:29:44] Trustee Patrick (probable): these to your to your local trustees as ideas and thoughts raise it with the societies and
[0:29:51] Trustee Patrick (probable): organizations on the island that have potentially the capacity to start taking these on and i can
[0:29:58] Trustee Patrick (probable): I can tell you from...
[0:30:00] Trustee Patrick (probable): My role in the Islands Trust, what we're trying to do is build, recognize that to create that vision, to make it become real, is a lot of work and needs a lot of support.
[0:30:14] Trustee Patrick (probable): And how we help support each other throughout the Islands.
[0:30:18] Voice 9: It would be an initiative. It would not be part of the government to do or the council to do.
[0:30:27] Voice 9: You know what I want to differentiate between, you know, there's officially elected people who are in charge of something, and there's many people who like to do something who have the initiative, but obviously the power, both bodies have the power, but I'm interested in the power of the council, what the council can do.
[0:30:49] Trustee Patrick (probable): well it's it's these are things you know the council could proactively zone land to
[0:30:56] Trustee Patrick (probable): allow these things to happen um so on the basis of our request or somebody's request it could go
[0:31:03] Trustee Patrick (probable): either way or together and it should be together always together partnerships um but a local trust
[0:31:10] Trustee Patrick (probable): committee can be proactive um or it can work in partnership uh in tandem with organizations to
[0:31:17] Trustee Patrick (probable): to make it happen.
[0:31:17] Trustee Patrick (probable): And those are decisions.
[0:31:20] Voice 9: I think there's really, I would say,
[0:31:22] Voice 9: at least 10 people, 10 to 15 people
[0:31:24] who talk about this idea,
[0:31:26] because they realize you need families, right?
[0:31:31] So anyway, so I think it is a current issue that is alive,
[0:31:37] and that I think that enough Highlanders would support.
[0:31:41] But then, you know, when it lands on your table,
[0:31:44] or what's going on so um
[0:31:48] Voice 8: maybe i'll just speak to it from a historical perspective and what current
[0:31:53] Voice 8: activities have been going on and what my impression of current interest is certainly
[0:31:57] Voice 8: affordable housing as a strategy is on our projects list as something we should be doing
[0:32:03] Voice 8: and it says specifically housing for young families workers and seniors and that requires
[0:32:09] Voice 8: community engagement and that's the key of its community engagement i'd say there's probably
[0:32:14] Voice 8: probably half a dozen people on the island, like you,
[0:32:16] Voice 8: that are very interested in this.
[0:32:18] Voice 8: And the spectrum is anywhere from tiny houses and families
[0:32:23] Voice 8: to seniors aging in place in a facility or a home,
[0:32:29] Voice 8: small home, that is much more manageable
[0:32:32] Voice 8: and maintainable than the present homes.
[0:32:35] Voice 8: And there's a
[0:32:36] Voice 8: potential demographic shift there
[0:32:38] Voice 8: where you can take people out,
[0:32:40] Voice 8: older people out of big homes
[0:32:41] Voice 8: that are no longer suitable for them
[0:32:43] Voice 8: into a more caring place with a community
[0:32:46] Voice 8: and then open up those homes
[0:32:48] Voice 8: for other bigger families to come into.
[0:32:51] Voice 8: So there's a shift that can happen there.
[0:32:53] Voice 8: But it's very much a community-led activity,
[0:32:57] Voice 8: although we ultimately can rezone the land.
[0:33:01] Voice 8: So community could come to us and say,
[0:33:03] Voice 8: we've secured this piece of property.
[0:33:05] Voice 8: We have, and this is the key,
[0:33:07] Voice 8: we have somebody that's going to donate
[0:33:08] Voice 8: or sell us the property.
[0:33:10] Voice 8: And we
[0:33:11] Voice 9: want to rezone it.
[0:33:12] Voice 9: so you as a government you cannot say we've got here a suggestion or a proposal from the community
[0:33:19] Voice 9: and you cannot single out a piece of land based on this suggestion is it somebody who has to give
[0:33:26] Voice 9: the land you cannot say that's correct as this council government decided that we officially
[0:33:35] Voice 9: will put five acres from the Crown property,
[0:33:41] Voice 9: or I don't think there is
[0:33:42] Voice 8: any Crown property.
[0:33:42] Voice 8: Well, so that's the
[0:33:43] Voice 8: key, that's the key.
[0:33:44] Voice 8: There is no Crown or public land on Venus.
[0:33:48] Voice 4: Okay, so that's the key.
[0:33:48] Voice 4: And so the land
[0:33:49] Voice 8: would have to be acquired
[0:33:50] Voice 8: from a private individual.
[0:33:51] Voice 8: And you could well imagine that if we as the government
[0:33:54] Voice 8: came and said, Jan, we're gonna rezone your property
[0:33:57] Voice 8: for some other use, you wouldn't be very happy about that.
[0:34:00] Voice 8: So ideally it's a willing volunteer
[0:34:02] Voice 8: volunteer in our situation that comes to the table that could happen through encouragement
[0:34:07] Voice 8: of others and i think that i i believe that potential does exist on fetus but it's a matter
[0:34:13] Voice 8: of us coming together with a vision and a plan and there have been some quite serious initiatives
[0:34:18] Voice 8: over the last few years uh marjan and julian jackman for instance did a whole public survey
[0:34:24] Voice 8: and had some meetings and got everybody but they ended up not getting to a place where they thought
[0:34:30] they could move forward and certainly having a piece of land is one thing and i'm i can't say
[0:34:36] first i can't speak on behalf of the landlord but when we when we did a section 99 uh covenant
[0:34:43] Voice 8: subdivision on the land which is now the ferry slipper uh trail park area which is just opposite
[0:34:52] Voice 8: you is actually i think it's a 10 acre piece that is part of that that was the idea was is that that
[0:34:58] Voice 8: that might potentially be a piece of land
[0:35:01] Voice 8: that might end up being used for some community service,
[0:35:04] Voice 8: but it is still up to the property owner to determine that.
[0:35:07] Voice 8: And their needs or desires may be different
[0:35:10] Voice 8: than what they were five years ago or 10 years ago,
[0:35:13] Voice 8: whenever we did that subdivision.
[0:35:15] Voice 8: But there's lots of other larger pieces of land
[0:35:18] Voice 8: on the island, including land adjacent to the school here,
[0:35:22] Voice 8: which is privately owned,
[0:35:24] Voice 8: which through the right circumstances,
[0:35:26] Voice 8: and there is funding available through bc housing and others that you have to make applications for
[0:35:32] Voice 8: grants for and stuff but securing the land is the first thing and to be quite honest i can't speak
[0:35:37] Voice 8: with my colleagues here but we would be happy i would be happy to rezone any piece of land that
[0:35:43] Voice 8: somebody brought to us for that and how would the council look at it which
[0:35:46] Voice 9: i would say if 10
[0:35:48] 10 private owners would offer their land
[0:35:52] for 10 private small houses over here.
[0:35:56] So it would not be a
[0:35:57] Voice 9: problem from the point of view
[0:35:59] Voice 9: of the council, 10 new buildings
[0:36:02] Voice 9: on somebody else's property.
[0:36:04] Voice 9: That would be okay.
[0:36:06] Trustee Patrick (probable): Well, it starts with a conversation.
[0:36:10] Trustee Patrick (probable): It starts with analysis of what's allowed
[0:36:15] Trustee Patrick (probable): and there's different ways of coming about it.
[0:36:17] Trustee Patrick (probable): so it could start with a community information meeting of you know just uh batting around ideas
[0:36:23] Trustee Patrick (probable): looking at what what are the thoughts and what fits and what works on that so uh there's all
[0:36:29] Trustee Patrick (probable): kinds of solutions i think what the key thing i'm working at is this isn't new there's other
[0:36:35] Trustee Patrick (probable): islands that are well advanced and it's sharing that information sharing the stories what's
[0:36:41] Trustee Patrick (probable): working on denman what's working on north pender what's working on salt spring and gabriola and
[0:36:47] Trustee Patrick (probable): and learning from these other activities.
[0:36:49] Voice 9: Has it happened anywhere?

[0:36:54] Voice 9: that the community would get together?

[0:37:25] Voice 5: that's building on it so tiny homes in particular don't meet the building code for the most part
[0:37:31] Voice 5: um that is the biggest barrier to tiny home developments um there are affordable housing
[0:37:36] Voice 5: developments that have gone on through the islands um there's there's one about to be
[0:37:41] Voice 5: built on Hornby for instance but they're they're even condos or multi-unit buildings as opposed to
[0:37:48] Voice 5: tiny homes I
[0:37:50] Voice 9: prefer tiny homes because you have both initiative all those people yeah who want
[0:37:55] Voice 9: you know and then they get the land and they can't afford it but they have to put in their own effort
[0:38:01] Voice 9: you know unlike when you get you know government housing you didn't do anything and you are there
[0:38:06] Voice 9: Tiny
[0:38:07] Trustee Patrick (probable): homes are very important, and we are working through Emily Olson with Minister Evie to try to encourage the province to take a more vigorous role to find a path to make tiny homes legal for full-time residential use.
[0:38:27] Trustee Patrick (probable): because i think they are they have a great deal fit in the island's trust uh for you know working
[0:38:34] Trustee Patrick (probable): with our preserve protect mandate built somewhere else wheeled in less destruction on the site
[0:38:40] Trustee Patrick (probable): all kinds of good things that are good from a lateral perspective they're an asset rather than
[0:38:45] Trustee Patrick (probable): a you know an rv deteriorates a tiny home people put their heart and soul in it and uh it's a it's
[0:38:53] Trustee Patrick (probable): an asset so there's there's so many good things about tiny homes and i know there's a lot of
[0:39:00] Trustee Patrick (probable): people working on trying to push the province the ndp says housing is important this is there's
[0:39:06] Trustee Patrick (probable): never a government that could work on it it's this one and we're not going to let them get
[0:39:10] Trustee Patrick (probable): away with it we'd like them to move to making tiny homes but
[0:39:13] Voice 9: could you make it somehow official
[0:39:15] Voice 9: could you cultivate it somehow official we have three major things that we want to accomplish
[0:39:23] Voice 9: This is our number one project for the coming year for the new council and we will put every
[0:39:30] Voice 9: effort into it.

[0:39:37] Voice 9: can it be as a policy number one or not?

[0:40:23] Voice 7: new families this will also ripple out to the larger homes over time but you know this is a
[0:40:29] Voice 7: hard conversation people don't want to change what they do right so this
[0:40:34] Voice 9: is that is honestly
[0:40:35] Voice 9: Just to say that it would be an environmental impact, those types of things.
[0:40:41] Voice 9: That has to be part of the equation.
[0:40:44] Voice 9: Just to give you the idea. We are two adult people, myself and my wife.
[0:40:52] Voice 9: And we definitely do not let anything back into the environment.
[0:40:58] Voice 9: what we do. So, all the feces, all the urine, feces are somewhere, urine goes there,

[0:41:07] Voice 9: and then we water our property with it, our plants. Of course, we have to use everything
[0:41:16] Voice 9: that what we wash with ourselves, that has to be organic, cannot be canister. But everything,

[0:54:28] There's other kind of common categories like advocacy,

[0:55:21] Voice 5: recommending just because Davis Island has the model antenna strategy on your projects list

[0:55:48] strategy if you decide that you want to do that in a later time so that that's reflected in the

[0:58:22] Voice 8: tacit agreement with the First Nations to pull Butte and Dunsmuir Islands from the OCPA
[0:58:29] Voice 8: at the time because they had other concerns that they thought we had not addressed.
[0:58:36] Voice 8: And the trouble is, and it's my assumption, right, I am concerned that those two islands
[0:58:43] Voice 8: are at risk for a development that is not necessarily in line with the Islands Trust
[0:58:52] Voice 8: Prison and Protect mandate and may or may not be in line, I can't say, with what First
[0:58:58] Voice 8: nation's interests are and so i really think that the more i think we need to capture that in a
[0:59:07] Voice 8: different way here because of the fact that you said do you want to remove these and was it
[0:59:11] Voice 8: complete in 2014 there's two questions there yeah those two islands which are you know over there
[0:59:19] Voice 8: kind of thing um are not in my mind currently protected by a modern uh ocp or lbp and that
[0:59:28] Voice 8: was the intention was to embrace all those smaller islands because they just had a rural land use
[0:59:34] Voice 8: bylaw which was completely inadequate um so somehow i'd like to see that captured and i
[0:59:42] Voice 8: think would be an ideal uh item to advance i am in complete agreement with you is um let's bring
[0:59:50] Voice 8: the antenna bylaw for uh advancing we don't have to change it there are some minor changes i have
[0:59:56] Voice 8: to go back to my notes that we could do.

[1:01:01] Voice 8: know what the bylaw enforcement activity is that's happening there at this time because you know I
[1:01:06] Voice 8: think one of the rationales for changing LUVs and OCPs is if you have a lot of bylaw enforcement
[1:01:12] Voice 8: about something and there was quite a bit of bylaw enforcement which in effect which is the reason
[1:01:18] Voice 8: why we even developed the associated islands because of bylaw enforcement on Ruxton associated
[1:01:23] Voice 8: of community docs we didn't change that we did create the ocps and change the language there
[1:01:28] Voice 8: and there are some problems there's some housekeeping language issues that need to
[1:01:33] Voice 8: be resolved one of which we addressed proactively earlier in the term and i'm grateful for that but
[1:01:40] Voice 8: the truth is is that doesn't seem to be as significant as it was before and so maybe there
[1:01:46] Voice 8: doesn't need to be any further changes there and if that community comes back to us and says
[1:01:51] Voice 8: primarily says hey we want a community doc and that time will come then we can get it

[1:06:12] Voice 7: the shoreline protection coastal strategy so we have to actually so i'd move that under that as a

[1:06:26] Voice 7: this snapshot of fetus would probably translate to a thousand different situations throughout
[1:06:31] Voice 7: the trust area so in itself it helps you parameters and or needs and or
[1:06:40] Voice 7: opportunities down the road for other enemy uh at a regional level have a conversation that would
[1:06:47] Voice 7: then filter down to each ltc to build to grab and use locally somewhere down the road um so it's not
[1:06:54] Voice 7: forgotten but it's put into context of our current crime or um change issues or um
[1:07:15] Voice 7: the other level of sensitive ecosystem education and engagement again
[1:07:21] Voice 7: i could just not be working communicate or advocacy and communication this is great
[1:07:27] Voice 7: at the local level of our advocacy people can actually implement that in our local
[1:07:32] Voice 7: of conservancy here on this think.
[1:07:35] Voice 7: So could this not be part of a collaborative effort with think?
[1:07:39] Voice 7: Even if it's just, you know, once again, working with them,
[1:07:44] Voice 7: they're an implementation tool.
[1:07:46] Voice 7: They've got conservancy as a bigger body and constantly
[1:07:51] Voice 7: working with them and flow with their information and energies.

[1:08:07] Voice 7: to spend more time thinking we're talking about at least considering as over time about how this
[1:08:15] Voice 7: is as things come out as new education is needed um we would then look to our local partners
[1:08:22] Voice 7: they may turn around and get a student for that summer to do education on this issue because we
[1:08:29] Voice 7: put it on their table as an idea for a project for their summer students um so i think it's a great
[1:08:37] Voice 7: thing for us to have i think if we formalize it keep it there in these appropriate categories then
[1:08:45] Voice 7: as issues rise we can put them out and reach and reach out to the
[1:08:52] Voice 7: the Conservancy here.
[1:08:54] Voice 7: But again, the dynamic trust area at the regional level,
[1:08:58] Voice 7: a solution down here may be beneficial
[1:09:00] Voice 7: to the whole trust area and Island Trust Conservancy.

[1:09:42] Voice 7: put it aside and or assume um that all this will always be thought of i would suggest that it needs
[1:09:51] Voice 7: needs to be just an evolving always,

[1:16:01] Trustee Patrick (probable): not a it's not a dead thing it's it's a lie it had aspirations and thoughts but yet we know you know

[1:17:35] Voice 5: next five years they just will i've been not going to do this but you're going to make ensure that
[1:17:42] Voice 5: there's enough zoning for an additional x number for the housing units and um so ocps in the modern
[1:17:49] Voice 5: era are are moving towards more of that kind of model and you haven't you have a whole section
[1:17:56] Voice 5: that is uh is that performance measures indicators

[1:18:06] Voice 7: or thinking of the traditional knowledge elements as well?

[1:19:00] Voice 5: a template ocp that we have um a sample chapter for everybody and and sample um i mean because
[1:19:10] Voice 5: we do keep thinking of having a template ocp um but the way that it has really worked out is that
[1:19:17] Voice 5: that as each OCP project gets done for each LTC,
[1:19:21] Voice 5: there's some element of it that is transferable, right?
[1:19:24] Voice 5: And so if Salt Spring, if you do a project
[1:19:28] Voice 5: where you have an indicators chapter,

[1:23:12] Voice 8: organization in hot in from all these years later i can say what that means the ideal is
[1:23:20] Voice 8: heather drop everything and go do this and that's just not going to happen we don't have what is
[1:23:27] Voice 8: It's more than obvious is due to fiscal responsibility,
[1:23:32] Voice 8: we have limited surplus resources to be nimble.
[1:23:36] Voice 8: And we can't reserve that space to facilitate being nimble
[1:23:42] Voice 8: because all this other stuff is so important.
[1:23:45] Voice 8: So I don't know
[1:23:46] Voice 8: how that actually manifests.
[1:23:47] Voice 8: And I'm just going to say, just saying that,
[1:23:49] Voice 8: I would love us to be more nimble,
[1:23:51] Voice 8: but it's difficult to manifest.
[1:23:54] Voice 8: And what happens is you and Marlis in her new days in the Adams Trust ends up working way above and beyond what we should actually expect.
[1:24:06] Voice 8: And that's worth saying.
[1:24:10] Voice 8: So I sort of think that this idea of embracing the measurements in the OCP is a brilliant idea.
[1:24:21] Voice 8: idea. I don't know how it would end up being implemented, but it's good to put it there.
[1:24:28] Voice 8: And what you're telling me is that's a new practice. And I'll just mention that in a
[1:24:32] Voice 8: moment. But I think that there is a tying together, particularly of what I said earlier
[1:24:38] Voice 8: about embracing the First Nations piece into it, because indeed that's immeasurable. Are
[1:24:43] Voice 8: we being successful? Because I think really that's what we want to be the most successful
[1:24:48] Voice 8: a lot right now so i would endorse and support that being included in that ocp in order to
[1:24:58] Voice 8: provide that ability to um measure how we're doing each individual lbc but i haven't uh
[1:25:11] Voice 8: some of that internal response to when you talked about putting those measurements in your ocp and
[1:25:18] Voice 8: that other jurisdictions decide determine that there's a demand for affordable housing and so
[1:25:24] Voice 8: we should do something about it but there's a little bit of a breakdown between the municipal
[1:25:29] Voice 8: model of land use planning and ocps that is different than the islands trust because we're
[1:25:35] Voice 8: not a municipality we don't have lands we don't have uh revenues associated with land development
[1:25:44] Voice 8: development growth um and so there's a bit of a thing there about because certainly that's a great
[1:25:53] Voice 8: idea to say and in fact we have the reports we're obligated by the province now to create these
[1:25:58] Voice 8: reports however often they're supposed to be created that address affordable housing needs
[1:26:03] Voice 8: assessments so the needs assessments are there how do we move to implementation i don't know
[1:26:13] Voice 8: and then i just want to say and going over the list i have come to realize
[1:26:20] Voice 8: that we absolutely are a reactive organization trustees are stimulated by their community
[1:26:27] Voice 8: and complaints and otherwise to be reactive and so i think i said earlier that we make ocp and
[1:26:34] Voice 8: lup amendments because of something and we want to fix it and so it's very much reactive um
[1:26:43] Voice 8: And I don't know how we get out of that.
[1:26:45] Voice 8: But part of it was me going over that list and going, oh, well, I thought that was a great idea five years ago.
[1:26:52] Voice 8: I thought this was a great idea three years ago.
[1:26:55] Voice 8: I thought this was a great idea last year.
[1:26:57] Voice 8: But in reality, nothing has happened.
[1:27:00] Voice 8: So I'm actually proactively being reactive when I don't need to be.
[1:27:08] Voice 8: So honestly, those things, it's not that I don't care about those things.
[1:27:12] Voice 8: They can come off the list.
[1:27:15] Voice 8: but replace them with some kind of a wholesome approach to life that ensures that we keep tabs on these important values.
[1:27:24] Voice 8: And I think I've come around to thinking that you need that language in the OCP that says that.
[1:27:32] Voice 8: And maybe we'd be
[1:27:34] Voice 4: too clinical with our OCPs rather than being more broad and visionary.
[1:27:39] Voice 8: And a conversation came up recently, and it was around the policy statement,
[1:27:46] Voice 8: that although it's a bylaw it's not a regulation it's administrative and the ocp
[1:27:54] Voice 8: it's a visionary document that it's a bylaw but the land use bylaw is the regulatory piece
[1:28:02] Voice 8: and so there's a little sort of place that we end up needing to be in all of our ocps but of course
[1:28:10] Voice 8: every ltc needs to want to get there because the other trouble with the island trust there's way
[1:28:15] Voice 8: too many ocps and they all say something different and there's no somebody assumes that oh this
[1:28:21] Voice 8: happens on horny but why doesn't it happen on theaters because it's not on the ocp they don't
[1:28:29] Voice 8: so all right
[1:28:32] Voice 5: so do you have any yes i have one follow-up uh that is about nimbleness
[1:28:37] Voice 5: you know my i wonder if that's really about communication to some extent there's there's
[1:28:44] Voice 5: some part of that that is about communication and how we communicate with one another um you know
[1:28:50] Voice 5: this town hall was an example of of nimbleness in my mind because we had this conversation and
[1:28:57] Voice 5: got information about you know beyond got information about the fact that tiny homes
[1:29:02] Voice 5: don't make building code and that that's been a barrier and so just i felt like there was some
[1:29:09] Voice 5: progress in that conversation and i also feel like part of what we could do operationally
[1:29:15] is you
[1:29:16] Voice 5: know if a trustee has a question or a concern or there's some sort of problem that
[1:29:21] Voice 5: comes up in the community that they want to address somehow um staff can be asked to to
[1:29:29] Voice 5: think about that you know what is something that we can do right now um to address this issue in
[1:29:35] Voice 5: some small way and there is there there are always communication tools that we can use
[1:29:43] Voice 5: even if we're not changing by ourselves right away um and i know that claire freighter has that
[1:29:48] Voice 5: that vision too you know that that sometimes we're not going to fix something but we can communicate

There will be further workshops on that document; Participation at the Thetis Island Nature Conservancy celebration of its tenth anniversary; Upcoming meetings: Islands Trust Conservancy meeting within the next week, where Trustee Fenton sits as a board member; fundraiser for phase two with the Thetis Island Nature Conservancy Nature Stewards Program; ACT (Anchorage Concerns Thetis), local anchorage issues forum, trying to find way to get Transport Canada and other agencies to the table to discuss anchorage impacts and look at strategies going forward; Involvement with Thetis Island Ratepayers and Residents Association looking to explore what the Province can offer regarding active transportation network planning and grant opportunities. Trustee Luckham presented the following report: Expressed gratitude to be on the Lyackson and Penelakut territory by the Salish Sea, and encouraged people to take the opportunities to learn more of its history; Attendance at meetings with Rob Fleming, Minister of Transportation and Infrastructure, and Nathan Cullen, Minister Responsible for Islands Trust; discussion about a number of issues regarding Policy Statement amendments, Islands Trust mandate, and funding; Attendance as Chair of some Local Trust Committee meetings on Salt Spring Island and Local Trust Committee on South Pender Island. The latter LTC is advancing some bylaws and were going to go to public hearing, but here was a Covid outbreak on the island one week ago, with 100 cases, and the public hearing was postponed; Attendance at southern group islands forum meeting hosted by Adam Olson, where there was discussion regarding transportation, housing, & anchorages; Attendance at Trust Council last month, where Vancouver Port Authority gave an update on their strategy to improve the timeliness, effectiveness and efficiency of the port; trustee noted there seems to be a disconnect regarding protecting the environment and the impact those vessels have on marine ways. Discussion of alternate proposal in Tsawwassen from new competitor to Port Authority: rather than build an island, expand current area to reduce overall environmental impact. 4.2 Chair's Report Chair Patrick presented the following report: Attendance at Trust Council a few weeks ago, where a few important decisions were made: decision to create a standing governance committee that was populated with seven elected officials, including Chair Patrick, that would be meeting in near future to set up the committee for success and address immediate issues; and voted to request the Province to do a review of the Islands Trust structure and governance. It was noted this is a good opportunity for attention to planning and consideration of climate change, growth, and embracing what it means for reconciliation and DRIPA. BC Ferries (BCF) board met on Salt Spring Island a few weeks ago. Chair Patrick was invited to join. BCF committed to having more meetings amongst the islands. They ADOPTED Thetis Island ADOPTED 3 Local Trust Committee Meeting Minutes July 5, 2022 did an evening event where they invited islanders to meet the executive and board and to talk about challenges to the islands. There was agreement on the importance of Islands Trust working with BC Ferries on community planning. 4.3 Electoral Area Director's Report Electoral Area G Director Lynne Smith expressed thanks for the invitation to this meeting, and noted her appreciation to be on Coastal Salish territories and for meeting with everyone today. Director Smith announced that she had sent in her report. The Director noted the CVRD has three main items for Thetis Island: regional recreation, the wharf and connectivity with Thetis Island. She invited questions on the report at this time or at any time. There were no questions on the report. Director Smith left the meeting at 10:00 am. 5. TOWN HALL Chair Patrick announced there was one member of the public in the audience, and welcomed questions or comments. The member of the public inquired about the make-up of the next Council and the challenges they would be facing. Discussion ensued on Islands Trust structure; challenges in working together and making changes; upcoming elections; moving forward in the current structure and within a context of First Nations and changing use and context of language; Islands Trust as an agency of the Province and under its umbrella; making changes within Islands Trust; significant amount of community engagement over the past three years on the Policy Statement; importance of keeping this place special. The member of the public inquired about what were major challenges for the new Council, in response to which the following ongoing challenges were noted: financial; Policy Statement review; how to embrace the necessity for affordable equitable housing. Discussion ensued on: planning for housing; housing projects; community involvement in leading projects; the power of Council to zone land and work in tandem with organizations to enable affordable housing projects; sustainability of how we live; co-housing; tiny homes. Points from discussion included: The member of the public was urged to raise issues with local trustees and with societies in the island who have the capacity to take on housing projects, and to link up with other individuals on the island with an interest in housing and to come to a common vision. Creating a vision is a lot of work and needs a lot of support. There is no Crown or public land on Thetis. Land would have to be acquired from an individual; ideally it would to be a willing volunteer who comes to Council. It starts with a conversation, and analysis of what is allowed. It could start with a community information meeting to gather ideas. There are other islands more advanced, and all kinds of solutions. There is a need to share information and learn stories of what is working elsewhere. ADOPTED Thetis Island ADOPTED 4 Local Trust Committee Meeting Minutes July 5, 2022 A second member of the public arrived at the meeting and expressed support for co-housing or a lease system where costs were more affordable, and wondered if there could be a community forum on housing. Trustees expressed support for community conversations on housing. It was suggested the LTC could host something. 6. APPLICATIONS AND REFERRALS 8.1 TH-SUB-1998.1 (Trax Developments Ltd-Ralston) Regional Planning Manager Kauer gave an overview of the staff report regarding an application requesting a waiver of the 10% lot frontage requirement of the Land Use Bylaw for two of five proposed strata lots in phase four of a proposed subdivision layout plan. Regional Planning Manager Kauer reported on staff support for the application. The applicant spoke to the application. Trustees offered comment that included: 15m is more than adequate frontage to meet the legislative requirement of MOTI and Islands Trust; The applicant has been successful in creating a strata subdivision that has provided an opportunity for a form of affordable housing on the island; This was controversial at the beginning. The way it has evolved, the impacts are being managed; There is a significant amount of common land and waterway; We are in a better place now; glad to see this coming to completion. There will be a new development that will provide an opportunity for small homes. TH-2022-022 It was MOVED and SECONDED, that, as per Local Government Act Section 512(2), the Thetis Island Local Trust Committee exempt “Proposed Strata Lot 17” and “Proposed Strata Lot 18” in the Phase 4 subdivision layout plan for TH- SUB-1998.1 from meeting Thetis Island Land Use Bylaw regulation 2.6.7, the minimum 10% lot frontage requirement. CARRIED ADOPTED Thetis Island ADOPTED 5 Local Trust Committee Meeting Minutes July 5, 2022 Responding to an inquiry by the Regional Planning Manager, Trustee Luckham indicated he would be available to be the signatory on the covenant on the subdivision. The members of the public left the meeting at 10:34 am. 9. LOCAL TRUST COMMITTEE PROJECTS 9.1 Projects List – Staff Report Regional Planning Manager Kauer discussed the staff report regarding project recommendations for the incoming Local Trust Committee; the report offered staff feedback and prioritization on items on the Top Priority List and the Projects List. In discussion, the following comments and questions were noted: There was a question about the Riparian Areas Protection Regulation bylaws and whether they had been adopted. The Regional Planning Manager explained the First Nations referral did not include the current list; since the referral, some First Nations had extended boundaries. The Ministry had recommended that Islands Trust re-refer. This had been done and there had been no comment from First Nations. The bylaws had now gone back to the Ministry; Agreement with categorizing items. The Projects List is often a storage place to keep track of things; Bute and Dunsmuir Islands: Those islands are at risk of development that is not necessarily aligned with the Islands Trust mandate and may or may not be aligned with First Nations interests. Those islands currently are not protected by a modern OCP or LUB. The intention was to embrace all the small islands; Support for adoption of antenna bylaw; Some older items could be removed. Some items are outside Islands Trust jurisdiction and should be removed; Suggest top of Priorities List: Soil removal bylaw, antennas, affordable housing, Dunsmuir and Bute islands; The list of what the LTC sets as being important is an opportunity to get attention of the regional planning committee and do collaborative projects; Shoreline protection could include several items; Sensitive ecosystems education and engagement – could this not be part of a collaborative effort? Planning for community engagement with First Nations: suggest put aside, and assume this will always be followed. We have our declaration. Have this as a framework to reflect on; Need to revise the opening remarks of the OCP to embrace those principles of First Nations engagement. And from that moment on, in everything trustees and staff do, check the OCP to see if in alignment. This should be fairly high up on the list; The OCP is alive, and full of aspirations.... But did it get realized? How do we know what’s happening? Is that a project, or is it something that needs to be built in more to the structure of what we do, with indicators of what is happening – such as sizes of houses being built, development potential, things that tell a story that feeds into decisions. Is that a project that has to be done? How do we make that happen? (The Regional Planning Manager noted modern OCPs build in performance indicators and measurable objectives); ADOPTED Thetis Island ADOPTED 6 Local Trust Committee Meeting Minutes July 5, 2022 Measurements of success are touch points for communications; Another category: regional or cooperative planning opportunities. How can we be more nimble as an organization? We have limited surplus resources to be nimble. Idea of embracing measurements in the OCP is a brilliant idea; Need for information to be flowing across the Local Trust Committees; Vulnerability of islands in terms of development densities; Provide options for protection of Dunsmuir Island; Composting, OCP amendments, housing strategy, tracking. The Regional Planning Manager will revamp the lists to reflect discussion at this meeting and bring back to the next meeting. Chair Patrick read aloud a standing resolution from Salt Spring Island regarding antenna systems and First Nations consultation. Discussion ensued. TH-LTC-023 It was MOVED and SECONDED that the Thetis Island Local Trust Committee adopt the Islands Trust Model Strategy for Antenna Systems. CARRIED TH-LTC-024 It was MOVED and SECONDED that the Thetis Island Local Trust Committee adopt the following standing resolution with respect to First Nations consultation in accordance with the “Strategy for Antenna Systems” in the Local Trust Area: a. The proponent will consult with the Local Trust Area representative during the pre- consultation phase to determine proximity of the proposed antenna system to known archaeological sites and/or areas of archaeological potential and obtain a list of First Nations rights and title holders; b. The proponent is recommended to undertake consultation during the pre- consultation phase with the Islands Trust and a First Nations cultural knowledge holder for the siting of the proposed antenna system as it relates to cultural and sacred sites; c. The proponent will obtain and provide a BC Archaeological Information request response from the BC Archaeology Branch to confirm proximity of the proposed antenna system to known archaeological sites and/or areas of archaeological potential including permit requirements under the Heritage Conservation Act; d. The proponent will obtain and provide an Archeological Impact Assessment for antenna systems proposed to be sited on or within 100 metres of a known archaeological site or cultural/sacred site identified by a First Nations cultural knowledge holder; and e. The proponent will provide written notice—including, if applicable, the Archeological Impact Assessment—sent by regular mail or hand delivered to all First Nations rights and titleholders identified during the pre-consultation phase.
