[0:00:16] Voice 11: peoples i'm always reminded as i cross that they would see of uh the close connectivity

[0:00:22] Voice 11: activity of many of the coast English people. And of course,

[0:00:26] Voice 11: being an advocate are foremost in our in our thoughts and

[0:00:32] Voice 11: thank and we're grateful to be able to meet here in this

[0:00:35] Voice 11: traditional territory. This is the special meeting of the

[0:00:42] Voice 11: Galeano trust committee. In this case, this trust committee is

[0:00:47] Voice 11: made up of myself and my name is Dan Rogers and I recognize many

[0:00:51] Voice 11: any of the faces but i'm quite sure there are faces here that have not been to any of our local

[0:00:56] Voice 11: trust committees till now and uh i am a member of the executive of the islands trust and the vice

[0:01:04] Voice 11: chair and assigned to chair a number of local trust committees including galliano and main island and

[0:01:12] Voice 11: uh and gilriova i come from alcatsin pop sound uh and from uh lectines which is keats island

[0:01:23] Voice 11: And I am pleased to be here, as I always am, on Galliano.

[0:01:28] Voice 11: Everything's a little bit frantic today, I noticed, with the ferries and the traffic.

[0:01:33] Voice 11: I could not believe how many cars were coming off that ferry.

[0:01:37] Voice 11: And I guess that's because the early one got completely cancelled, which, of course, caused me a lot of angst.

[0:01:43] Voice 11: You, of course, will know your local trustee, Trustee Rockefeller.

[0:01:48] Voice 11: we between us because trustee wolverton is recused from this particular matter the only item that's on our agenda today

[0:01:55] Voice 11: it will just be the two of us conducting and participating in this public this special meeting

[0:02:05] Voice 11: part of the special meeting contains a public hearing which we'll get to in a moment

[0:02:12] Voice 11: um but before we do that i'll introduce some other people you'll know many of you will know

[0:02:20] Voice 11: planner brad smith who has joined us today he's the island planner for galliano uh with us as well

[0:02:26] Voice 11: uh is our reporter all the way from main island it's pat todd hi pat i work with pat on on main

[0:02:33] Voice 11: island um our regular recorder carly bilney is on matley and we're very thrilled for her um and so

[0:02:41] Voice 11: So she, Pat is filling in today.

[0:02:44] Voice 11: Pat has joined us, but she's the one in the top right-hand corner as well.

[0:02:59] Voice 11: You may have heard me discuss that during the course of our local trust committees that

[0:03:03] Voice 11: we can't do that without incurring staff.

[0:03:06] Voice 11: We have arranged in this particular instance for full staffing.

[0:03:09] Voice 11: So there are people that have joined us on the actual webinar itself, and they are, and they will be able to participate in the meeting at this important public hearing.

[0:03:23] Voice 11: so as we work our way through the public hearing we will have a you will hear from time to time

[0:03:32] Voice 11: people who are uh not with not here in the room with us but i've asked to speak i i did a brief

[0:03:41] Voice 11: canvas at the outset and there were four or five that put up their hand so far my speakers list

[0:03:48] Voice 11: list has 30 some odd people on it. I indicated when asked in advance how long people would have

[0:03:55] Voice 11: a chance to speak. And I said I would determine that at the outset of the meeting. My intention

[0:04:04] Voice 11: is to, and I'll get to this when I get to the public hearing, but my intention is to allow

[0:04:11] Voice 11: four minutes per speaker. I was thinking three, I was thinking five. I've cut the difference

[0:04:17] Voice 11: and set four uh and hopefully that will allow us to work through the various speakers um as we do

[0:04:24] Voice 11: so first of all before we do that we i want to call the meeting we've called the order and we've

[0:04:29] Voice 11: got our acknowledgement i'm going to turn to trustee rothfeller and just ask there's an agenda

[0:04:34] Voice 11: before us uh are there any additions or amendments

[0:04:37] Voice 11: to the agenda no then we'll take the agenda um

[0:04:42] Voice 11: presented as adopted as presented um so uh and just so you know if you haven't seen the actual

[0:04:50] Voice 11: agendas we have a public hearing but then we have uh the intention is uh time permitting hopefully

[0:04:57] Voice 11: that we will then go into a decision item or at least a an item to consider the various

[0:05:04] Voice 11: items that are before us so i i have a few things just bear with me i guarantee you you're not going

[0:05:11] Voice 11: to hear a lot from me again until the end of the meeting um but just bear with me for a moment i

[0:05:16] Voice 11: want to read some introductory remarks and then i have to do some um formalities to open the public

[0:05:22] Voice 11: hearing um and uh and so just bear with me for a moment um today i just wanted to say today

[0:05:31] Voice 11: is a public hearing this is an important part of our legislative process yeah you need to mute

[0:05:40] Voice 11: yourselves um through your mic off too okay uh today we hear from members of the community

[0:05:55] Voice 11: uh and about uh these our proposed bylaws uh and and i say our they're they're drafted by

[0:06:03] Voice 11: allen's trust there in response to an application uh we after some preliminaries we will turn the

[0:06:09] Voice 11: floor over to you to you the members of the community we will work our way through the

[0:06:13] Voice 11: people who want to speak both here in person and online everyone will have four minutes

[0:06:19] Voice 11: it is important everyone respect that time limit so we can be fair to all please be brief

[0:06:29] Voice 11: make your point remember you are talking to the trustees as to what decision we make and what

[0:06:37] Voice 11: what decision you would like us to make.

[0:06:39] Voice 11: We may decide next steps in the bylaws today.

[0:06:44] Voice 11: Today it is important to remember all of the crucial,

[0:06:52] Voice 11: remember all of the requirements that I have mentioned

[0:06:55] Voice 11: during a town hall and other times

[0:06:57] Voice 11: when we've had public meetings.

[0:07:00] Voice 11: Please speak to the trustees.

[0:07:03] Voice 11: We are the ones that are gonna make this decision.

[0:07:06] it

[0:07:07] Voice 11: is not going to be members of your community that make this decision it's going to be the

[0:07:11] Voice 11: trustees don't please don't speak to each other uh or to the applicant i know there's a temptation

[0:07:18] Voice 11: to do that during the course of the public hearings but this is not a community dialogue

[0:07:24] Voice 11: in that sense in the sense that this is a normal public hearing please speak to issues not people

[0:07:32] Voice 11: uh our personalities that means don't characterize people or use pejorative language

[0:07:40] Voice 11: about other people's points of view or their positions that they've been taken including

[0:07:47] Voice 11: stop i want to be clear that some of the language i've not i'm not going to allow is one of the

[0:07:54] Voice 11: words i and i did this on main island is please don't use the word nimby

[0:07:59] Voice 10: i

[0:08:00] Voice 11: know what it means

[0:08:01] Voice 11: i understand that this has become a very very contentious point on this island

[0:08:06] Voice 11: but it is seen as a pejorative term regarding others and i don't we don't need to have a

[0:08:13] Voice 11: discussion about the word nimby there are other terms that you can use and there are other terms

[0:08:18] Voice 11: that are equally uh toxic and actually not to use this is not this forum to speak about your

[0:08:26] Voice 11: neighbors speak about the issues we have been working on for most of the last two

[0:08:31] Voice 8: and a half

[0:08:32] Voice 11: years so appropriate language this is a public space for everybody to feel comfortable and

[0:08:39] Voice 11: a workspace so with that i'm going to you're going to hear from me for a minute more you're going to

[0:08:48] Voice 11: you're going to um i'm going to open the public hearing you'll hear from me you'll hear from

[0:08:56] Voice 11: planner smith about the nature of the issues that before us recall we had a community information

[0:09:02] Voice 11: meeting not 10 days ago in this

[0:09:05] Voice 11: exact space that matter was recorded etc etc so you had an

[0:09:10] Voice 11: opportunity to review that there were a number of questions that were asked a number of answers

[0:09:15] Voice 11: the public hearing for proposed bylaws 276 and 277 is now open

[0:09:23] Voice 11: uh i wish to welcome everyone in attendance and i've already done the acknowledge uh and i've

[0:09:30] Voice 11: acknowledged introduced the staff this public hearing is being convened pursuant to section 465

[0:09:40] Voice 11: of the local government act in order to consider the following proposed bylaws proposed bylaw 276

[0:09:48] Voice 11: cited as galliano island official community plan bylaw number 108 1995 amendment number two

[0:09:55] Voice 11: and Proposed By-law No. 277, cited as Galliana Land Use By-law No. 127,

[0:10:02] Voice 11: 1999 Amendment No. 12020.

[0:10:06] Voice 11: All persons who believe their interest in property is affected by the proposed by-laws

[0:10:13] Voice 11: will be given a reasonable opportunity to be heard or to present written submissions

[0:10:19] Voice 11: respecting matters contained in the proposed by-laws.

[0:10:22] Voice 11: those wishing to speak should commend their presentation by clearly stating their names

[0:10:29] Voice 11: and address and thank you to all of you for signing up in advance members of the local trust

[0:10:35] Voice 11: committee may if they wish ask questions of you following your presentation however the main

[0:10:42] Voice 11: function of the local trust committee members is to listen to the views of the of the public

[0:10:49] Voice 11: public and the community it is not the function of committee members to debate the merits of the

[0:10:53] Voice 11: proposed bylaws with individual citizens or indeed at this stage to answer questions

[0:10:59] Voice 11: everyone will be given a reasonable opportunity to be heard and not feel discouraged from

[0:11:04] Voice 11: presenting his or her views and considering the proposed bylaw the local trust committee

[0:11:08] Voice 11: has received documents which may influence its decision those documents are available

[0:11:14] Voice 11: for review during this hearing on our website and as indicated in the public hearing notice

[0:11:21] Voice 11: there is a public hearing binder over there that anyone is free to have a look at the public

[0:11:28] Voice 11: hearing binder is also on uh the website uh and i think it was up to date till two o'clock yesterday

[0:11:36] Voice 11: afternoon, 3.30 yesterday afternoon. We have continued to receive submissions since that

[0:11:44] Voice 11: time. We have them, but they are not necessarily in the public hearing document. But we have

[0:11:51] Voice 11: received, there was a multitude of them, some of them all the same, but there was a number

[0:11:57] Voice 11: of them, including some that I got, we have got this morning, and I see I have at least

[0:12:02] Voice 11: one here handed in at first. Any person who wishes to present a written submission to the

[0:12:09] Voice 11: Local Trust Committee may do so, and all written submissions must be received by the Local Trust

[0:12:15] Voice 11: Committee before the close of the hearing. Send written submissions to vicphsub, v-i-c-p-h-sub

[0:14:02] Voice 9: two parts to it available during this public hearing it is located on the island's trust

[0:14:06] Voice 9: website i'm not going to read out the link but it's under the current applications page on the

[0:14:13] Voice 9: galliano website the purpose of proposed bylaws 276 and 277 if adopted will amend the galliano

[0:14:20] Voice 9: island official community plan bylaw number eight and galliano island land use bylaw number 127 by

[0:14:26] Voice 9: rezoning a two hectare portion of the subject property known as the heritage forest to allow

[0:14:30] Voice 9: for the development of up to 12 residential

[0:14:32] Voice 21: affordable

[0:14:33] Voice 9: housing rental units the proposed

[0:14:36] Voice 9: bylaws were referred to the ministry of municipal affairs ministry of forest lands and natural

[0:14:40] Voice 9: resource operations water licensing branch ministry of attorney general and minister

[0:14:45] Voice 9: responsible for housing ministry of transportation and infrastructure bc hydro and power authority

[0:14:51] Voice 9: telus galliano trail society bc assessment authority bc housing capital regional district

[0:14:56] Voice 9: planning and protective services building inspection of regional housing integrated

[0:15:00] Voice 9: water services galliano island parks and recreation commission galliano fire rescue

[0:15:06] Voice 9: south department bc assessment authority maine salt spring and fetus island local trust committees

[0:20:22] Voice 30: Hello, my name is Stephen Akins, and I'm a renter here on Galliano Island at 39 Highview Drive,

[0:20:28] Voice 30: along with my partner and two young children who are third-generation Galeano Islanders.

[0:20:37] Voice 30: I am fully in support of this project and ask that you move it forward.

[0:20:43] Voice 30: I'm a renter here, but I'm one of the lucky ones.

[0:20:46] Voice 30: I have a sympathetic landlord who purchased the house I live in

[0:20:50] Voice 30: because they wanted to create long-term housing for a Galeano family.

[0:20:55] Voice 30: Even then, my own rent has increased 50% since I moved to the island 13 years ago, even though

[0:21:02] Voice 30: my housing hasn't changed significantly.

[0:21:06] Voice 30: Current homeowners are generally happy to see the value of the properties increase way

[0:21:12] Voice 30: above the rate of inflation as they see their personal wealth increase because of it.

[0:21:19] Voice 30: but the downstream effect is on this has is that people who are renting to the people renting

[0:21:26] Voice 30: means that the cost of the rent has steadily outpaced their income but the cost of rent isn't

[0:21:32] Voice 30: the only issue here on galliano island for instance people are being kicked out of long-term

[0:21:36] Voice 30: rentals so owners can profit from short vacation rentals it's not supposed to happen but it does

[0:21:45] we had to move out of our home which my oldest son spent half his life in

[0:21:50] Voice 30: so that my landlord

[0:21:52] Voice 30: could move in an airbnb of the cottage they moved out we had to move several times after that with

[0:22:00] Voice 30: our newborn son before we got lucky and moved into decent housing we had months of high stress

[0:22:06] Voice 30: and desperation and then years of being uncertain about our housing future before we found our

[0:22:12] Voice 30: current home we're very happy now but if i'm totally honest with myself i have to admit that

[0:22:17] Voice 30: our housing future depends on our landlord whose circumstances could change at any time and we

[0:22:22] Voice 30: could have our lives turned upside down again through no fault of our own desperate to find

[0:22:28] Voice 30: decent affordable housing again still many people's struggles are much worse than our own

[0:22:34] Voice 30: and there probably isn't a canadian community that isn't affected by a short of shortage of

[0:22:38] Voice 30: affordable housing there aren't great there aren't great statistics specifically here for

[0:22:45] Voice 30: galleon wildlands but there are for canada at large and for neighboring communities such as

[0:22:50] Voice 30: victoria rentals.ca produces a rental report which measures the price of current

[0:22:56] Voice 30: or newly available rentals and which shows single family homes detached or semi-attached

[0:23:03] Voice 30: experienced an annual increase of average rent between june 2021 and june 2022 of 13.2 annually

[0:23:13] Voice 30: the cmhc's report is based on current rental inventory of all units not just the ones newly

[0:23:19] Voice 30: available and therefore a more conservative figure but even their figures have shown an increase

[0:23:23] Voice 30: of rent of 29 for the city of victoria from 2014 to 2021 and according to stats can the

[0:23:31] Voice 30: the median market income for Canadians during approximately the same period went down.

[0:23:37] Voice 30: Another downstream effect of the issue of a growing lack of affordable housing is the effect on the labour pool.

[0:23:42] Voice 30: I know of at least three businesses on the island who have in the past or are currently providing sometimes substandard rentals,

[0:23:50] Voice 30: probably illegally to their employees simply because there's nothing available for their employees otherwise.

[0:23:55] Voice 30: And even if there is something available, they are not able to provide wages that would be able to keep up with the rising rents.

[0:24:02] Voice 30: 15 seconds if you could try in my opinion our affordable housing issue is broad and deep

[0:24:10] Voice 30: and we need not one solution but multiple solutions we have been talking about affordable

[0:24:15] Voice 30: housing initiatives for decades and it's well past time to act thank

[0:24:19] Voice 11: you sir so i'll give you

[0:24:22] Voice 11: an idea what four minutes looks like good idea uh so the next person will be uh janice oakley

[0:24:57] Voice 18: This is 2330 Georgeson Bay Road in Galliana, Ireland.

[0:25:03] Voice 18: 25 years ago, when I arrived on Galliana with my two-year-old,

[0:25:07] Voice 18: I was lucky enough to find a little bachelor suite I could afford.

[0:25:11] Voice 18: And for the next 10 years, I lived in houses whose rent my low wages could pay.

[0:25:17] Voice 18: I worked mostly in services, cleaning, stores, restaurants, as well as the food program.

[0:25:24] Voice 18: I was also selling my mosaics and taking care of each other's children so we could all work.

[0:25:31] Voice 18: This was part of how we managed.

[0:25:34] Voice 18: I always felt like I contributed to the Galliano community, both in paid and unpaid volunteer work.

[0:25:42] Voice 18: Yet, if it wasn't for those first affordable living situations I luckily found, we would definitely not have been able to stay.

[0:25:51] Voice 18: these days there simply is not enough housing for all the low-income workers needed to have

[0:27:57] Voice 18: personal way i understand that this is a real and emotional issue for people i am not

[0:28:04] Voice 18: against affordable housing, quite the opposite in fact, and I wish I would have been able to direct

[0:28:09] Voice 18: my time to promoting viable housing options on our island for the past almost four years rather

[0:28:15] Voice 18: than opposing this development. There is a community need, of course, for housing, but there is no need

[0:28:21] Voice 18: to put it on heritage forest land where the environmental impact will be so much greater

[0:28:27] Voice 18: and the housing accessibility is so much cooler and should be the case.

[0:28:32] Voice 18: So I want to say to everyone here today that

[0:28:36] Voice 28: I have not been fighting against something

[0:28:38] Voice 28: or against some of you, as I know it has been claimed by some in the community.

[0:28:43] Voice 18: I have been fighting for something, to preserve and protect the natural environment of this site

[0:28:50] Voice 18: that due to my proximity to the Heritage Forest, I have come to know well.

[0:28:55] Voice 18: yes indeed it is in my backyard in fact that is why i stuck with this process these past years

[0:29:03] Voice 18: because i do know as well like a friend i can go to for comfort and understanding

[0:29:10] Voice 18: as i know others seek solace there i know where the grouse sing and the owls hoot and the ravens

[0:29:17] Voice 18: perch and the glyphs of lily's gloom where the big arbutus cedars and turds are and how beautiful

[0:29:24] Voice 18: It is. To walk down that LA, a big leaf maples in the spring and fall. I care about the land and its habitat for wildlife. It is a friend I am trying to protect from harm. I know it will be nothing like it is if this development goes ahead.

[0:29:43] Voice 18: have. And so I'm called the N word for such a view and such a

[0:29:49] Voice 18: feeling. I need to say, in reference to what you said, I

[0:29:55] Voice 18: consider that term intimidation and bullying. I am only

[0:30:09] Voice 18: i only am in as much as any of us are here so for example care about oil tankers traversing

[0:30:30] Voice 18: nothing to do with not wanting new neighbors but i do want development anywhere on this island to

[0:30:35] Voice 18: tread on nature as lightly as possible and i do believe that this will not be the case for

[0:30:41] Voice 18: a development of this size in this particular location and so i oppose it not because of what

[0:30:48] Voice 18: it is but where it is there is a misunderstanding in the community that this land has been dedicated

[0:30:59] Voice 18: for affordable housing in fact this rezoning would be a clear breach of the covenant and

[0:31:05] Voice 18: the declaration of trust and the ocp and i note that one of the covenant signatories was

[0:31:11] Voice 18: i wonder what he would think of this the land base is not big enough at 126.06 acres

[0:31:21] Voice 18: to satisfy the formula in the covenant and trigger the possible provision of land for development

[0:31:29] Voice 18: and debbie holmes the trustee at the time will provide much more detail about that injured

[0:31:35] Voice 18: written submission the math is very simple one percent of 200 hectares is two hectares

[0:31:45] Voice 18: and that formula was deliberately designed to minimize the impact of development on the land

[0:32:33] Voice 2: And we were able to afford a piece of land at that time, a very small piece.

[0:32:38] Voice 2: I wanted to say how it's really hard.

[0:32:41] Voice 2: It's much harder than we thought it would be.

[0:32:43] Voice 2: And we have built houses in the past.

[0:32:47] Voice 2: On Galliano, I know that people of my generation who came here in the 70s, 60s, 70s, 80s, probably

[0:32:55] Voice 2: probably even the 90s and low, low, early 2000s could afford to buy a place. And building was

[0:33:05] Voice 2: easier. It's very, very difficult. We're just stubborn and keeping at it. In light of that,

[0:33:12] Voice 2: we are in a catastrophic housing market. And the next generation rarely can afford to buy land,

[0:33:19] Voice 2: especially here. Building, I can't imagine, but it's possible if it's very, very small.

[0:33:27] Voice 2: So I just wanted to give you that picture of another aspect of housing. And we support the

[0:33:35] Voice 2: project. I think that the clustered housing on that land of approximately five acres will be

[0:33:42] Voice 2: ecologically sound. I think it will be beautiful. I think they're going to do a great job of

[0:33:47] Voice 2: landscaping and keeping the area as pristine as possible. And I think the size of the lot

[0:33:55] Voice 2: is probably around the same as all the others in the development. I think that's it. Just

[0:34:01] Voice 2: want you to push it forward and vote for it. Thank you very much. Thank you.

[0:34:52] Voice 15: located near where people work and and we have a need for affordable housing in the north end as

[0:34:59] Voice 15: well as south end and in the middle of the island i'm involved with the galliano equine forestry

[0:35:06] Voice 15: association which wants to see this entire island be managed better in terms of forest stewardship to

[0:35:14] Voice 15: be a demonstration forest the whole island and that means jobs for young people but we need

[0:35:21] Voice 15: to create affordable housing so people can live and work young people can live and work on this

[0:35:26] Voice 15: island and i'm hopeful that that we will do this and there's no better place to start with forest

[0:35:34] Voice 15: forest restoration and the heritage forest.

[0:35:36] Voice 15: And I would like to see some young forest workers

[0:35:40] Voice 15: living in this affordable housing, close to where they work.

[0:35:45] Voice 15: I'm also involved with the Galliano Trail Society.

[0:35:49] Voice 15: We're connecting trails along the night to the island,

[0:35:52] Voice 15: working with the Galliano Club and the Conservancy

[0:35:54] Voice 15: and BC Parks.

[0:35:55] Voice 15: And the heritage forest is an important network

[0:35:59] Voice 15: of the trail network.

[0:36:00] Voice 15: That's an important node, I should say,

[0:36:03] Voice 15: of the trail network.

[0:36:03] Voice 15: work. And it's good for people to live near where they do their

[0:36:08] Voice 15: recreation. The most important thing that we could do for

[0:36:15] Voice 15: transportation, this island has safe routes for bicycles, and

[0:36:20] Voice 15: the logical route for a bikeway running from the south end to

[0:36:23] Voice 15: the north end of this island is the east side road. And this

[0:36:27] Voice 15: runs right past the proposed affordable housing site, which I

[0:36:32] Voice 15: think is perfect and that connects the affordable housing to the to the stores and to the school

[0:36:38] Voice 15: so thank you very much thank you um

[0:37:23] Voice 7: concerns and the lack of affordability of the GILAR project.

[0:37:28] Voice 7: I will begin with affordability.

[0:37:32] Voice 7: These housing agreements, which will be later revised, do not guarantee that most of the

[0:37:39] Voice 7: units are affordable, neither that there will be units with low subsidy rates.

[0:37:47] Voice 7: For instance, a person earning $77,000 can rent one of the twin units in place of a low-income person.

[0:38:05] Voice 7: As an example, a one-bedroom unit for a couple without

[0:38:10] Voice 7: children would have a rent close to $2,000,

[0:38:15] Voice 7: and units for two or more bedrooms would have a rent of $3,000.

[0:38:22] Voice 7: And let me repeat, there is no guarantee of deep subsidy rentals in bigger housing agreements.

[0:38:33] Voice 7: There are no units available for residents with fixed incomes, seniors, people with disability

[0:38:41] Voice 7: and income assistance.

[0:38:44] Voice 7: They will be after double market rentals tied to the Victoria Index rental that will go

[0:38:51] Voice 7: increases. And in this housing agreement,

[0:38:56] Voice 7: it's not more exclusively

[0:38:59] Voice 7: for affordable. In primary, you can have up to

[0:39:03] Voice 7: 49% of the units as affordable market rent.

[0:39:09] Voice 7: The housing agreement has to be tight enough

[0:39:12] Voice 7: to include units for the more vulnerable residents of Ghana.

[0:39:16] Voice 7: I would like now to correct something that was

[0:39:20] Voice 7: saying by the experts water expert in the community information system he mentioned that

[0:39:30] Voice 7: the people and the speakers on what the system should waste a lot of water he said that we have

[0:39:37] Voice 7: the highest demand and use and that's not so i look at the crd websites and they were in the

[0:39:47] Voice 7: the only year we have all the data, in 2018, and there were three more water systems in the Gulf Islands that used more water than the sea calzons.

[0:40:01] Voice 7: The comparison of the demands of the water system with the project well and demands of people that is in the water report

[0:40:15] Voice 7: port and the water management planning tank with the main island demands of the water system they

[0:40:21] Voice 7: are the

[0:40:21] Voice 7: lowest of all of them and one of them i have hidden for for three weeks last summer

[0:40:29] Voice 7: they have to track water and that one has now a boiling boiling water with respect to the

[0:40:41] Voice 7: the environment and the heritage forest is not like an empty forest, the community forest.

[0:40:50] Voice 7: It's a young coastal Douglas fir forest with a habitat.

[0:40:57] Voice 7: It has, according to the management plan list,

[0:41:01] Voice 7: 64 species of birds,

[0:41:04] Voice 7: five of them are at risk or species of concern,

[0:41:07] Voice 7: four amphibian, one is a species of concern.

[0:41:13] Voice 7: the ocp states that the protection itself would say very short the protection and recovery of

[0:41:20] Voice 7: rare and endangered plant and animal species and critical habitat should be

[0:41:26] Voice 7: considered and

[0:41:27] Voice 7: and aggressive in all land use species

[0:42:29] Voice 5: I have a small farm. I hire people to work on my farm, and often there is no one to hire.

[0:42:41] Voice 5: So we need more housing in general, and we need it for rental housing.

[0:42:52] Voice 5: I've also been at many of the LTC meetings and listened to the water experts.

[0:43:03] Voice 5: i've been satisfied in my mind that there is water available not a problem and i am in favor

[0:43:11] Voice 5: of this project thank you thank

[0:43:13] Voice 11: you very much laurie steve and then i'll go on um online

[0:43:29] Voice 19: yeah um so i've been involved my name is laurie steven about 10 86 george

[0:43:34] Voice 19: I'm Kelly. I've been involved in the development of housing projects in three communities in

[0:43:44] Voice 19: my life. And I would encourage the LTC to see some patterns around these projects, whether

[0:43:52] Voice 19: they're happening on the end of Georgia View or in PBLI or in Toronto. These kinds of well

[0:43:58] Voice 19: organized pushbacks are standard fare. And I think we can see by the room today, certainly

[0:44:03] Voice 19: by the correspondence that there is overwhelming support for this project i've read the water

[0:44:09] Voice 19: reports and all of the correspondence submitted by the proponents and i'm satisfied that the

[0:44:16] Voice 19: science is solid the myth that the housing market here is going to trickle down enough

[0:44:23] Voice 19: market or affordable rental housing is uh it's a pipe it's not happening it's not happening

[0:44:31] Voice 19: with the tinkering with the stvrs and it's not happening in any community that i'm aware of so

[0:44:36] Voice 19: what we need is purpose-built affordable housing finally i would just like to thank the ltc this

[0:44:44] has been

[0:44:45] Voice 19: an incredible amount of work for community members and for you folks um and i'd

[0:44:51] Voice 19: like to just quickly on the record acknowledge the board of directors of fingers led by indigenous

[0:44:56] Voice 19: and a single mom, Lisa Gavro, who have, these are working folks who have turned their lives

[0:45:02] Voice 19: upside down to move this project. And regardless of what happens at three o'clock today, we

[0:45:08] Voice 19: owe them a great bit of gratitude for exposing the holes that people have fallen into in

[0:45:15] Voice 19: their community. We are a community. We are not a cottage country. We are a community

[0:45:21] Voice 19: and we're not

[0:45:22] Voice 19: very cannibalized by the two massive rental markets that the pressure's

[0:45:27] Voice 19: coming in from Vancouver and Victoria and we can't passively wait for this stuff to

[0:45:32] Voice 19: happen anymore. I trust the reports and I urge you to move forward with approval for

[0:45:37] Voice 19: your zone.

[0:47:23] elevation, more in keeping with the planning of the neighborhood and the current properties

[0:47:29] on Georgia Q. And my biggest issue is sort

[0:47:34] Voice 17: of a knowledge of the Public Health Act and

[0:47:38] Voice 17: the septic systems.

[0:47:40] Voice 17: And my understanding, for a five-bedroom household, you need a 1,250-gallon holding tank and leaching

[0:47:48] Voice 17: bed.

[0:47:49] Voice 17: There are at least 20 bedrooms, so that means four of those units.

[0:47:54] Voice 17: And I guess where I'm going with this, there's been no transparency from the

[0:48:01] Voice 17: vigorous uh with the community as to how much uh planning has gone into the septic field

[0:48:07] Voice 17: and the handling of grey water and people effluent and as a physician a retired physician i am

[0:48:15] Voice 17: concerned about that for neighboring properties and i think at a higher elevation you could

[0:48:21] probably put those concerns aside and i i guess the public

[0:48:29] Voice 17: health sewage act is the one thing that

[0:48:32] Voice 17: i would like addressed by this committee and i guess my other five comments are in the binder

[0:48:42] Voice 17: trustees have read them and i think planning wise the most important one that i might just sort of

[0:48:48] flight is

[0:48:49] Voice 17: uh there is a corridor from the north island to the south island along the east shore

[0:48:56] Voice 17: plan uh nothing definite but for me travel up the slope on georgia view is a gradual increase

[0:49:06] Voice 17: on that east corridor and if you're going to build there you're going to have a very noisy

[0:49:12] Voice 17: corridor in the future maybe not now maybe not 10 years maybe not 20 years but

[0:49:17] Voice 17: But I think there has to be some thought into planning here.

[0:49:21] Voice 17: And my two big points are that and the public health aspect.

[0:49:26] Voice 17: And I just think it needs to be at a higher elevation.

[0:49:28] Voice 17: And I support it.

[0:50:42] Voice 18: Covenant on DL 32, but the proposed rezoning application if approved will affect the covenant

[0:50:51] Voice 18: The precedent made if the proposed bylaws are approved leaves the owner applicant of

[0:50:57] Voice 18: the heritage forest dl32 the ability to make another application to supply subdivide land

[0:51:04] Voice 18: for affordable housing and the density set out in the proposed bylaws before you today 276 and 277

[0:51:14] Voice 18: 12 dwellings on two hectares so really this proposed rezoning application before you is

[0:51:20] Voice 18: silently set up to create 24 or more dwellings uh

[0:51:26] Voice 18: say more because the owner applicant states

[0:51:28] Voice 18: in the application the galliano club has designated uh 18.6 acres for affordable rental housing

[0:51:37] Voice 18: in my second letter i can i'm concerned with planning for the forest zone i was in my first

[0:51:43] Voice 18: 22. uh the lct has received from the forest law owners separately both an offer from richard

[0:51:50] Voice 18: dewinnets and also an application for residential development of course one lands neither offer nor

[0:51:58] Voice 18: application includes a provision for gifting land for affordable housing the offer is silent on

[0:52:05] Voice 18: gifting land for affordable housing the new application is dependent on a land use mechanism

[0:52:11] Voice 18: called amenity zoning.

[0:52:13] Voice 18: For an LTC to introduce amenity zoning,

[0:52:17] Voice 18: the Local Government Act mandates there be a base zoning

[0:52:21] Voice 18: of a residence to a lot already in place.

[0:52:25] Voice 18: For this reason, the LTC that created the four zone bylaws

[0:52:30] Voice 18: did not, myself, did not choose to follow

[0:52:33] Voice 18: the amenity zoning model of land use planning,

[0:52:35] Voice 18: but created the heritage forest option instead,

[0:52:39] Voice 18: an option that required gifting of land as a concession condition to residential density

[0:52:45] Voice 18: by keeping the forest one zone with no residential use unless rezoned the rltc understood that if we

[0:52:55] Voice 18: followed the amenity zoning model and gave f1 a residence to 20 acres as the forest lot owners

[0:53:01] Voice 18: demonstrated they wanted in their surveyed lot lines and plas there would be no incentive for

[0:53:08] Voice 18: the flos to reapply for amenity zoning for affordable housing and community facilities

[0:53:14] Voice 18: let me be precise the incentive is there but many many years away when the forest lot owners

[0:53:21] Voice 18: eventually want a density

[0:53:22] Voice 18: even greater than a residence to 20 acres bringing more residential

[0:53:27] Voice 18: development of the forest land as community pressure bills for increased affordable housing

[0:53:32] Voice 18: and other community facility needs and wants.

[0:53:36] Voice 18: Introducing amenity zoning would create

[0:53:38] Voice 18: immediate residential density on a massive scale

[0:53:41] Voice 18: in the largest land use zone in the OCP

[0:53:45] Voice 18: before any application was received for affordable housing.

[0:53:54] Voice 18: to reflect on the existing plan to preserve

[0:54:48] Voice 14: My comments today would simply urge in relationship to the issues that are before us to have, on one hand, caution, on the other hand, boldness.

[0:54:56] Voice 14: In terms of the caution, I would say that for no fault of the proponents, and hats off to them for tackling this issue as well,

[0:55:05] Voice 14: what is before us now, especially through the housing agreement that's being proposed, is really simply market rental housing.

[0:55:12] Voice 14: it is not particularly affordable uh the formula that's been proposed which says 30

[0:55:17] Voice 14: of median income is the base rent for the affordable housing means that you would pay

[0:55:21] Voice 14: upwards of two thousand dollars for something like a 421 square foot one bedroom rental

[0:56:17] Voice 14: but certainly I think you can stall this at third reading,

[0:56:20] Voice 14: let it sit at third reading,

[0:56:21] Voice 14: and still lose the opportunity

[0:56:22] Voice 14: to negotiate a housing agreement

[0:56:24] Voice 14: that will in fact deliver not simply market rental housing,

[0:56:27] Voice 14: but affordable housing on this site.

[0:56:29] Voice 14: I will join others who have spoken today

[0:56:31] Voice 14: and suggesting that you should be bold in trying to unleash the potential of market

[0:56:37] Voice 14: rental housing on on galvanized land and i think at least three measures can do this one would be

[0:56:44] Voice 14: to have the outright permissibility on any residential lot on the islands of secondary

[0:56:48] Voice 14: suites tiny homes or coach houses that should be an outright allowable use which will create all

[0:56:53] Voice 14: sorts of rental housing in areas of closeness services you could have density in exchange for

[0:57:00] Voice 14: purpose-built rental housing you could also have greater subdivision of lots which is kind of

[0:57:05] Voice 14: restriction in exchange for market rental housing all of these would be mechanisms to deliver the

[0:57:10] Voice 14: rental housing people have said we need and quite correctly said that we need here all of those

[0:57:14] Voice 14: places would also have the advantage of occurring those rental developments would occur on land

[0:57:20] Voice 14: that is already developed and is not subject to other policies such as being part of the

[0:57:25] Voice 14: community courts so i think there is a tough decision before you i think there's options to

[0:57:31] Voice 14: uh to ensure that what you want to achieve which is not only rental housing but affordable

[0:57:37] Voice 14: real estate housing occurs at this point but i think generally speaking there is the opportunity

[0:57:43] Voice 14: through some easy measures that the local trust committee could take to open up the opportunity

[0:57:48] Voice 14: to deliver rental housing that is so desperately needed in many many places throughout the island

[0:57:52] Voice 14: And that's a point that's been made by the speakers.

[0:57:55] Voice 14: Again, I want to thank you for the tough decision you have to make.

[0:59:06] Voice 3: experts in law, hydrology, water management, and septic engineering have been consulted at every

[0:59:19] Voice 3: together to support GIGRs with tens of thousands of dollars in donations and

[0:59:24] Voice 3: countless volunteer hours. This has gone on far too long.

[1:02:39] Voice 26: were placed on the lands to preserve these lands for their intended use as a community forest with

[1:02:46] Voice 26: certain very restrictive residential uses allowed the proposed use currently under consideration

[1:03:00] Voice 26: what perpetuity actually means had we as a development company known that this

[1:03:06] Voice 26: covenant could be changed without our consent or approval we would not have

[1:03:20] Voice 26: the trust not to approve these bylaws surely to goodness there must be land close by in town

[1:04:14] Voice 18: Board of Gapers and many others before them that have done so much work to develop affordable

[1:04:20] Voice 18: housing on this island. I am in favor of purpose-built rental housing, which is what this

[1:04:29] Voice 18: proposal suggests. And I want to say that as a human rights lawyer, there's another angle to this

[1:04:39] Voice 18: for me, which is that one aspect of dignity, it seems to me, is the provision of safe and secure

[1:04:49] Voice 18: housing and that's what this proposal provides it seems to me that people have a right to safe and

[1:04:58] Voice 18: secure housing in addition to the pragmatic aspects that people have already talked about

[1:05:04] Voice 18: which are of course to provide housing for people who need to work on this island so again I want

[1:05:15] to support

[1:05:15] Voice 18: the uh the bylaws that are before you and i ask you to move ahead with that thank you

[1:05:36] Voice 18: my family and i moved here my husband and two kids we moved here in 2013 and we now have three

[1:05:43] Voice 18: generations of our family living on galliano before we moved here we lived in east van my

[1:05:50] Voice 18: husband and two kids and i was aware in the early 2000s of the heritage forest ocp zoning of

[1:05:58] Voice 18: district lots 30 and 31 was well known and like i said i knew about it even before we moved here

[1:06:04] Voice 18: and i was inspired and greatly admired the potential allocation or the small percentage

[1:06:13] Voice 18: percentage of allocation that was part of that heritage forest OCP at that time.

[1:06:22] Voice 18: So this current rezoning of giggers has been described by some as an emotional issue.

[1:06:29] Voice 18: And I would like to correct that by saying it's actually an existential issue.

[1:06:34] Voice 18: It's about having dignity as the former speaker has mentioned.

[1:06:39] Voice 18: It's about a fundamental human right.

[1:06:41] Voice 18: and we need to look after each other in this community and the greater needs the catastrophic

[1:06:49] Voice 18: needs for housing overweighing inconvenience wanting a flat surface for a road so looking

[1:07:01] Voice 18: after each other is critical we've heard today that there has been a lack of transparency about

[1:07:07] Voice 18: septic analysis however i encourage people to read the reports online from our septic engineers who've

[1:07:16] Voice 18: done a feasibility study we've had the uh walk site and i think i'm going to end there but in

[1:07:25] Voice 18: case it hasn't been abundantly clear with my volunteer work for the society givers over the

[1:07:31] Voice 18: last three years um please move forward i support the bylaws as drafted and thank you all for the

[1:07:37] Voice 18: the time and investment in this project thank

[1:08:15] Voice 18: dive into affordable rental housing issues on this island and what needs to happen in order to

[1:08:24] Voice 18: move projects forward and i learned a couple of things that i

[1:08:29] Voice 18: i know you know but i just like to highlight one is that if you don't have land you don't get money

[1:08:37] Voice 18: so unless this rezoning goes through um there there won't be money available to do it

[1:08:47] Voice 18: um so it's a critical um a factor in in getting uh funding from the government or any other kind

[1:08:57] Voice 18: of affordable housing funder it's also true that if you don't have rezoning you will not

[1:09:03] Voice 18: get substantial money they will give you jerks and drafts under pre-development funding but

[1:09:09] Voice 18: as you well know as trustees if if you don't have the rezoning the big dollars that allow you to

[1:09:16] Voice 18: actually build are not there so for those who say um you know get their uh money and then get

[1:09:26] Voice 18: the rezoning it doesn't work like that um if indeed there is uh as uh somewhat positive

[1:09:35] Voice 18: climate change crisis coming and i think there probably is uh whether it will arrive tomorrow

[1:09:42] Voice 18: or not i don't know but even if it does arrive tomorrow i would vote in favor of having some

[1:09:47] Voice 18: some social justice while we're all waiting to get inundated with tsunamis or whatever.

[1:09:55] Voice 18: And for me, social justice on Galliano involves having places that the people who make our

[1:10:02] Voice 18: community work and make it a vibrant and wonderful place to live, that they too have

[1:10:09] Voice 18: a place to stay.

[1:10:10] Voice 18: I am motivated to be involved in this by being aware of school-age children who are living in substandard housing, who have to put up with mold in their bedrooms and the disruption that happens to their family life when they don't have secure housing and they can't go to school.

[1:10:35] Voice 18: being able to focus on their education and learning when their housing

[1:10:42] Voice 18: is threatened by you know having to move out because summer's coming and you know the place

[1:10:50] Voice 18: needs to be available for the family who lives there or it's being a short-term vacation rental

[1:10:56] Voice 18: so i would really urge the trustees to approve this project to move it forward so that once we

[1:11:04] Voice 18: have the rezoning in place that the bigger society can go forward to the uh the industry sector

[1:11:13] Voice 18: funders and say we have the rezoning we've got the approval of our community

[1:11:18] Voice 18: we need the money to build this and put it in place thank you and now

[1:11:40] Voice 18: So just to put my comments in context, I'd just like to start by saying that I have served

[1:11:50] Voice 18: 14 terms as a trustee for LEL, three terms as a member of the executive, and also served

[1:11:57] Voice 18: as the chair of the Honours Trust Conservancy.

[1:11:59] Voice 18: I understand the Honours Trust mandate.

[1:12:01] Voice 18: I understand its responsibilities and its processes.

[1:12:04] Voice 18: I am generally not supportive of initiatives that increase density, but I do fully support this one.

[1:12:11] Voice 18: I have three comments to make. I won't take a lot of your time.

[1:12:16] Voice 18: I'm really quite nervous that I have a little PTSD issue going on with the Highlands Trust, so forgive me.

[1:12:25] Voice 18: People in this room don't understand.

[1:12:26] Voice 18: So my first comment is that I've reviewed the draft bylaws and I've read all the reports

[1:12:34] Voice 18: and I've gone through everything.

[1:12:35] Voice 18: I've really taken some time with this and I'm satisfied that all of the island stress

[1:12:39] Voice 18: requirements have been met.

[1:12:41] Voice 18: I think that a remarkable job has been done in meeting a lot of hurdles.

[1:12:46] Voice 18: My second point is that for many years, Galeano tried to address its affordable housing challenges

[1:12:52] Voice 18: by providing a benefit to property owners.

[1:12:55] Voice 18: This was done by twice increasing the size of secondary dwellings and also permitting

[1:13:01] Voice 18: secondary suites in some places.

[1:13:03] Voice 18: That doesn't work.

[1:13:05] Voice 18: Very many, if not most, of those cottages and suites are now used for short-term vacation

[1:13:10] Voice 18: rentals.

[1:13:11] Voice 18: They are not filling the gap that we need filled.

[1:13:14] Voice 18: This kind of solution simply cannot address the problem.

[1:13:18] Voice 18: To be useful and sustainable in the long term, affordable housing needs to be a benefit to

[1:13:23] Voice 18: the community not to individual landlords this proposal creates a significant and sustainable

[1:13:30] Voice 18: community plan my third point is that there's not just one kind of affordable housing resident

[1:13:37] Voice 18: and as far as i'm concerned any place that is suitable for housing is suitable for affordable

[1:13:42] Voice 18: housing um there was a time not so long ago that there was no housing in the area at all

[1:13:49] Voice 18: where where this proposal is and some of us were very sad to see that neighborhood development built

[1:13:55] Voice 18: the trees cut down the land self-dividing the strata title built they may have said but we

[1:14:00] Voice 18: got used to it and those people are now our needs um the fact is that the neighbors to this proposal

[1:14:09] Voice 18: think that this is a great place to live so if it's a great place for them to live it's a great

[1:14:14] Voice 18: place for people that don't have as much money as they have

[1:14:16] Voice 21: honestly

[1:14:18] Voice 18: i think that um that i just

[1:14:23] Voice 18: want to say it again any place that is suitable for housing is suitable for affordable housing

[1:14:28] Voice 18: and if the honest trust conditions are met with respect to um it being a suitable location for

[1:14:34] Voice 18: housing which they seem to have been then it's a suitable location for affordable housing that's

[1:14:39] Voice 18: really all i need to say other than i really want to express my appreciation to the galliano club

[1:14:44] Voice 18: and affordable housing societies for persevering and for you for going through this this is a big

[1:14:49] Voice 18: job i know i also know that the next affordable housing site that's going to be brought to the

[1:14:54] Voice 18: community is directly next door to my house on friday pass group and i just want to say that

[1:15:54] Voice 18: Each has a direct effect on the other.

[1:15:56] Voice 18: many people have noted that this is that it is the very people who serve us who are inadequately

[1:16:03] Voice 18: housed on galley island but this isn't entirely true in a holistic well-functioning society

[1:16:09] Voice 18: we all serve each other restaurant servers mechanics hardware store employees business

[1:16:16] Voice 18: people carpenters doctors firefighters artists teachers scientists volunteers

[1:16:22] Voice 18: Volunteers, grocers, writers, ferry employees, from deckhands to captains, the list goes on.

[1:16:29] Voice 18: But we don't live in a meritocracy.

[1:16:32] Voice 18: Many of these people get paid very well for what they do.

[1:16:36] Voice 18: Others poorly or not at all.

[1:16:41] Voice 18: But one thing we all have in common is that we each need a home.

[1:16:45] Voice 18: And that's true for our children and grandchildren who grow up to fill these roles.

[1:16:50] Voice 18: and our grandparents elders and others in the community who may or may not be able to serve

[1:16:56] Voice 18: the rest of us in visible ways we all need housing that is affordable for us appropriate

[1:17:02] Voice 18: for our household and abilities and housing that is secure the big question is where should it be

[1:17:10] Voice 18: built environmental science tells us that higher density is best for the environment

[1:17:16] Voice 18: Building and living more closely to each other requires less fragmentation of our natural world.

[1:17:21] Voice 18: It allows the sharing of infrastructure, fosters community, encourages carpooling, car sharing,

[1:17:28] Voice 18: and the sharing of trips and errands, and causes less overall burden on the land.

[1:17:35] Voice 18: A member of the Galliano Conservancy once said to me that the best thing we could do for the

[1:17:39] Voice 18: environment would be to build a high-rise by the ferry and all move there, living the rest

[1:17:43] Voice 18: of the world untouched joking aside we need a balanced approach people who live on the gulf

[1:17:50] Voice 18: islands treasure living in an in and alongside nature which fosters health well-being and quality

[1:17:56] Voice 18: of life no one wants a high rise on galiana we will need a variety of housing options to suit

[1:18:03] Voice 18: different households clustered homes in different locations will each have their own attributes and

[1:18:10] Voice 18: and challenges. Some people want to live within walking distance

[1:18:13] Voice 18: of community amenities and not be dependent on a car. But most

[1:18:18] Voice 18: of our under house on Galeano already have a car and use it to

[1:18:22] Voice 18: get to work. Most of them would love the opportunity to live

[1:18:26] Voice 18: adjacent to the community forest with its many walking trails,

[1:18:29] Voice 18: including to the shore, as others are lucky enough to do.

[1:18:34] Voice 18: Is this the perfect place for affordable housing? Is there a

[1:18:38] Voice 18: the perfect place for affordable housing it has been said that perfection is the enemy of good

[1:18:45] Voice 18: the georgia view site located on a publicly dedicated road adjacent to hydro and phone

[1:18:51] Voice 18: services in an area now served by our school bus and local internet co-op with its abundant

[1:18:58] Voice 18: groundwater supply and set on a beautiful backdrop of the community forest is an excellent location

[1:19:05] Voice 18: for Giggers Clustered Housing.

[1:19:07] Voice 18: I'm satisfied in the results of all of the tests done to date

[1:19:11] Voice 18: to ensure that Giggers is moving ahead

[1:19:15] Voice 18: in a rational and safe and sustainable way.

[1:19:19] Voice 18: I urge you to approve Giggers Rezoning Application

[1:21:12] Voice 25: Trust, who hold the covenants on the remainders of DL 3031 and DL 32, known collectively as the

[1:21:19] Voice 25: Community Forest, which is owned by the Galliano Club. I live at 211 Guston Road, and the Galliano

[1:21:23] Voice 25: Conservancy is based at 10825 Corley Pass Road. Firstly, I'd like to say that we are administering

[1:21:30] Voice 25: the covenants based on the best information at our disposal, as informed by our own due

[1:21:33] Voice 25: diligence records and understanding, and I will elaborate on that momentarily. Neither the

[1:21:38] Voice 25: Galliano Conservancy Association nor Habitat Acquisition Trust are supporters or opponents

[1:21:43] Voice 25: of the project. It would be inappropriate for many reasons for our organizations to take a

[1:21:47] Voice 25: position on this project, and we clearly recognize that the question of subdivision and land use is

[1:21:51] Voice 25: an issue of local governance. However, what the covenant allows and doesn't allow, as well as the

[1:21:56] Voice 25: positions of the Galliano Conservancy and Habitat Acquisition Trust, have been misrepresented by

[1:22:01] Voice 25: both proponents and opponents of this project. I'd like to clarify that the conservation covenants

[1:22:06] Voice 25: to expressly reserve the right of the owner the galliano club to subdivide the land in accordance

[1:22:11] Voice 25: with section 4.1 g of the ocp of the day the section no longer exists in the current ocp

[1:22:17] Voice 25: however it is directly quoted in the covenant a conflict in the wording of of that quote

[1:22:23] Voice 25: currently or would prevent any such subdivision from going forward in a manner unintended and

[1:22:28] Voice 25: unanticipated by the original authors of the covenant as such we agreed in principle at the

[1:22:34] Voice 25: request of the galleon above to resolve this conflict in wording and to allow for the potential

[1:22:39] Voice 25: to create a single and repeat a single small affordable housing lot of two hectares the

[1:22:45] Voice 25: conflict of in wording has been repeatedly misquoted the one percent maximum area refers

[1:22:50] Voice 25: to the total area of f1 lands being rezoned to rural residential and heritage forests

[1:22:56] Voice 25: which on district block 30 31 and 32 totals 161 hectares not the resulting heritage forest lands

[1:23:02] Voice 25: which total 126 hectares the decision that the covenant holders have made ensures consistency

[1:25:38] I think we all personally know people who have been displaced because of this housing crisis.

[1:25:46] We all know families that raise their children on this island, and those children are disabled.

[1:26:07] done so the proposal from vigors to develop 12 units of affordable rental housing on five acres

[1:29:14] Voice 18: that as well as concerns about climate change this is an opportunity for you to improve safe

[1:31:49] Voice 8: have quite a bit less product growing and it's a shame, but that's the way it is.

[1:32:01] Voice 8: And but over the years, it's countless the number of workers that would have liked to

[1:32:11] Voice 8: work here on the island, but were unable to stay because there's no housing available.

[1:32:17] Voice 8: available. Always gets bad. If we grew in the winter, we'd be able to have all the help

[1:32:24] Voice 8: we could want. But in the summer, the housing supply dries up. And I just want to say that

[1:32:34] Voice 8: I've been supporting affordable housing on this island as long as I've been here. And

[1:32:39] Voice 8: I urge that you support this project and get us some. I know it's not going to solve my

[1:32:47] Voice 8: problems but it's uh it's going to give some people secure housing and that we really need

[1:33:48] Voice 20: times that has led to a strong conscious organized effort such as put forward by gators the most

[1:33:57] Voice 20: important community services here are volunteer based and it's primarily the full-time residents

[1:34:02] Voice 20: who volunteer it's also these diverse residents who get the work done on the island uh speaking

[1:34:09] Voice 20: as a senior who still works but i think you understand what you mean um and it's also

[1:34:16] Voice 20: So yeah, okay, so often two to three jobs to make it viable,

[1:34:20] Voice 20: all need homes.

[1:34:22] Voice 20: On a different point around the environment,

[1:34:26] Voice 20: isn't it fantastic that folks living at the development

[1:34:29] Voice 20: will be surrounded by the regenerating working forest?

[1:34:33] Voice 20: Often in our society,

[1:34:35] Voice 20: an individual's greater financial stability

[1:34:39] Voice 20: gives greater control and therefore greater choice,

[1:34:44] Voice 20: including choice of living sites.

[1:34:46] Voice 20: Socially, this is a small-sized, island-sized example of environmental justice, where people

[1:34:55] Voice 20: of all types of income will be able to have that choice of living in a choice location,

[1:35:03] Voice 20: superb location.

[1:35:05] Voice 20: Especially for the children, now I've lost my place, for all ages, but especially for

[1:35:10] Voice 20: the children, they will learn just by living within the heritage forest and near the seashore.

[1:35:16] Voice 20: They will love it, they will respect it in terms of values, which will benefit all, humans,

[1:35:22] Voice 20: myriads of other animals, and plants.

[1:35:24] Voice 20: This is the type of base from which we'll grow our ability to grapple with the picture

[1:35:29] of climate change.

[1:35:30] Far from being a threat to the environment that I've heard a few local folks in protest

[1:35:36] claim, this is actually a win for the

[1:35:39] Voice 20: future of Galliano's community and forest ecology.

[1:36:36] Voice 18: to live and she's a well-qualified highly trained wonderful girl the federal government snapped her

[1:36:41] Voice 18: up she's gone um another one is a young man who's 25 he's been evicted from this place because the

[1:36:49] Voice 18: owners want to sell that's fine he loves it here he works from home he has a he's working for a

[1:36:54] Voice 18: good company he wants to live here he'd love to live here and move here uh marry somebody have

[1:36:59] Voice 18: his children go to school get back to the economy buy from the store um contribute the economy i

[1:37:06] Voice 18: feel like our island is really lacking young people i feel like we have young people but

[1:37:10] Voice 18: is an aging community and i feel like it needs some vibrancy and it needs to be and those people

[1:37:15] Voice 18: are the ones that often do the service jobs and i just feel like if our selfishly speaking i want

[1:37:22] Voice 18: my children to want to come here and live here and and grow in this community they respect the

[1:37:27] Voice 18: environment they respect the forest they love it and they love the quiet and they are the next

[1:37:33] Voice 18: stewards of this land and i think that we need that we are aging and in order to attract people

[1:37:39] Voice 18: to this island we need to have a vibrant community so and i want to retire here too

[1:37:44] Voice 18: so it's also so thank you very much and of course i fully approve this and the next one

[1:38:24] Voice 24: of green originally my parents went on this island in the 70s at a dance in the town hall here and in

[1:38:30] Voice 24: 1988 they had me and starting from the time i was born affordable housing has been discussed debated

[1:38:37] Voice 24: and viciously opposed on this island we now see the results of that failure to implement that

[1:38:42] Voice 24: dream years back when the former owner of galliano's only propane station put the business

[1:38:47] Voice 24: up for sale that station was nearly very nearly reclaimed by the company that owns the tanks

[1:38:52] Voice 24: If not for a business owner graciously buying up the property at the last second before

[1:38:56] Voice 24: they could be reappropriated, we would not be able to get propane on this island.

[1:39:01] Voice 24: And we have seen the system of rentals and housing insecurity cost us our beloved corner

[1:39:06] Voice 24: store this year, with its owners raising the rates and its families seeing the writing

[1:39:09] Voice 24: on the wall, leaving no one to run it and shutting it down for an unprecedented amount

[1:39:14] Voice 24: of time.

[1:39:15] Voice 24: This year, every business I've seen that serves residents and visitors on this island are

[1:39:19] Voice 24: short-staffed and the children and grandchildren of small business owners are forced to take up the

[1:39:23] Voice 24: slack because there's no workers left all businesses are suffering as a result of the

[1:39:28] Voice 24: insipid sentiment can't we build it somewhere else and as a result housing bills are quiet

[1:40:06] Voice 24: proposal for affordable housing in Georgia View, rather than the property bordering Page Drive,

[1:40:10] Voice 24: the original site of Galliano Green. Everyone wants affordable housing, but nobody wants to

[1:40:15] Voice 24: live near it and that's true of those we've elected to trust in addition to those opposing

[1:40:20] Voice 24: the project now gingers is not enough to save this island we need more housing period 12 properties

[1:40:26] Voice 24: to set aside for renters won't do enough to keep businesses from dying off wholesale on this island

[1:40:30] Voice 24: but it's a start in the right direction how are we going to protect this land if there's no one

[1:40:34] Voice 24: left to afford to live here who will be left aside from a number of people who won't even have gas

[1:40:39] Voice 24: stations medical facilities and courier services to give them the necessity to live here i'm tired

[1:40:44] Voice 24: of my own citizens and surrounding this project this island has had people leaving in droves for

[1:40:48] Voice 24: years and so my amanda my friends are gone without projects like this i will be gone too my dream of

[1:40:54] Voice 24: spending my life here close to my family here dead no more i need this project to happen now

[1:41:00] Voice 24: no more delays no more misinformation campaigns we need shells and hammers

[1:41:05] Voice 24: the benefits of affordable housing has been discussed and dreamed of this island for 35 years

[1:42:17] Voice 18: in support of it and yet it remains a dream and and not a reality as of yet so um most of the

[1:42:25] Voice 18: comments that i made are in my letter so i won't reiterate those but i did wanted to say something

[1:42:30] Voice 18: along the lines of some of what i've noticed about language and language matters so when we talk

[1:42:35] Voice 18: about this this as a large-scale development versus a community housing project it's a way

[1:42:42] Voice 18: dehumanizing it and exaggerating the scale and dehumanizing to people who would benefit from it

[1:42:48] Voice 18: these are just these little ways these rhetorical ways in which um the project gets devalued so when

[1:42:54] Voice 18: we talk about pristine forest versus a second or third growth land that has been clear-cut

[1:43:00] Voice 18: numerous times it's a way to make opposition to the project seem much more righteous than it might

[1:43:06] Voice 18: might be and also I guess something I heard just now reappropriating the phrase the n-word

[1:43:15] Voice 18: is a deeply offensive way to claim victim status and invoke sympathy of being bullied

[1:46:02] Voice 28: than multi-family dwellings. And as Joanne said, we don't want condos on Galliano, but this is an

[1:46:07] Voice 28: efficient, low-impact proposal that minimizes benefit and certainly wins out on my cost-benefit

[1:46:12] Voice 28: analysis. I also wanted to add that as the chair of Galliano's daycare committee, we have been in

[1:46:18] Voice 28: a search for an early childhood educator for months now. There are no qualified applicants

[1:46:23] Voice 28: on the island. We've been granted a temporary exception to the rules that have allowed us to

[1:46:30] Voice 28: run the daycare for the summer. But there are no qualified applicants on the island who are

[1:46:35] Voice 28: interested in the position, which is open as of September. So our only option is to hire someone

[1:46:41] Voice 28: who meets the criteria set for us by Island Health and the ministry. Our only option for that is to

[1:46:46] Voice 28: recruit from off island. The posting has been out across two provinces for months now. We have had

[1:46:52] Voice 28: no applicants and we are now seriously considering the scenario of closing the daycare at least

[1:46:58] Voice 28: temporarily for the fall. The lack of available secure affordable housing is the primary obstacle

[1:47:03] Voice 28: to hiring early childhood educators to work on our island. So I just wanted to kind of add that

[1:47:09] Voice 28: to the discussion of labor force considerations that other folks have already mentioned and add

[1:47:14] Voice 28: add as i said many times that i am in support of rezoning and urge the trustees to move forward

[1:51:37] Voice 18: And we rented our two houses out to locals, two families.

[1:51:42] Voice 18: And so in choosing to live here, we had to ask one of the families to move.

[1:51:51] Voice 18: And so it was a really difficult situation because one family, all those families are valuable community members.

[1:52:04] Voice 18: And we were very happy to give them places to live on an island that was difficult to find housing.

[1:52:11] Voice 18: And they're vibrant members of the community.

[1:52:14] Voice 18: So how do you choose?

[1:52:17] Voice 18: And so we asked one family to move.

[1:52:21] Voice 18: We gave them extra time, six months to find a place because we knew how difficult it is to find housing on the island.

[1:52:29] Voice 18: And we wanted to provide the opportunity for them to find it if they could.

[1:52:33] Voice 18: And it was, when I told them, it was heartbreaking.

[1:52:40] Voice 18: They cried because they were afraid for having to leave the island.

[1:52:47] Voice 18: Luckily, they found something very kind of, you know, very resourcefully.

[1:52:52] Voice 18: But we pulled a house off of the rental market reluctantly, but we wanted to be here.

[1:53:00] Voice 18: anyway so um I believe that I'm in favor of course for affordable housing I I think this is long

[1:53:11] Voice 18: overdue um both I support both housing development plans and I also thank the trust for giving us

[1:53:20] Voice 18: this opportunity to speak for all of the members all the sides for their due diligence in making

[1:53:27] Voice 18: this happen and it's providing um the opportunity to choose in a democratic way but yes i am very

[1:53:35] Voice 18: much so supportive thank you

[1:56:14] Voice 18: at i think as a community we have to move forward in protecting each other and making sure that

[1:56:22] Voice 18: everyone has the dignity of having a security and a place to live and i want to congratulate

[1:56:30] Voice 18: everyone who's worked really hard on this project and i know that it is difficult for people who

[1:56:38] Voice 18: care about all the different aspects in this community but we are not going to have much

[1:56:44] Voice 18: of a community if we do not get some type of secure housing available in it in the community

[1:56:50] Voice 18: and i know that we need not just this but some other projects to happen and maybe no place is

[1:56:59] Voice 18: perfect but this land is available and i mean we just have to stop talking about it and get

[2:00:48] Voice 18: and now the bylaws are about to be broken and what went very wrong was that there is a lot of anger

[2:00:59] Voice 18: towards you and towards the people that bought the strata lots where will where the affordable

[2:01:07] Voice 18: housing will go not because there's affordable housing mr wall you agreed on affordable housing

[2:01:14] Voice 18: But this anger in this community is because the Covenant said two dwellings per hectare for a total of four dwellings, not 12 dwellings.

[2:01:30] Voice 18: um you're the owners that bought your subdivision that gave this community all the 126 acres of

[2:01:40] Voice 18: heritage forest they are they are not well treated because this application is not what

[2:01:50] Voice 18: the covenant said and that is a heartbreaker if uh people you won't recognize it but people in

[2:01:59] Voice 18: this room will jane rule signed my nomination papers twice i did nothing without her approval

[2:02:10] Voice 18: i would i'm so disappointed that this application has to come with this amount of anger

[2:02:18] Voice 18: and i asked myself why and it's because of everything that had to be broken and chelsea

[2:02:25] Voice 18: Miltner representing the Galliano Conservancy is misinformed. Not

[2:03:46] Voice 18: declaration of trust and how that all worked together with the ocp and the lub

[2:04:00] Voice 18: it to be in the disclosure statement when we bought our property. I'm disappointed that there

[2:04:23] Voice 18: speak really briefly to one of my main concerns from the very beginning it always has been water

[2:04:31] Voice 18: resources we all know we're we're all sharing water resources on the

[2:04:37] Voice 18: island and that they are

[2:04:39] Voice 18: in fact a diminishing resource the aquifer in our area is considered to be a low productivity

[2:04:45] Voice 18: aquifer i'm sure there are places on galliano that have worse water than we do and there are

[2:04:52] Voice 18: places that have better but our water resources do not care what the purpose of a development is

[2:04:59] Voice 18: so i do want to speak to that because we are very worried about our own housing sustainability

[2:05:06] Voice 18: and that of our neighbors in how we may be our water may be impacted by this development

[2:05:13] Voice 18: you may wish to believe that the applicant's reports were thorough and the commercial water

[2:05:20] Voice 18: license people did further work to ensure that there would be enough water an unfortunate truth

[2:05:26] Voice 18: is that this is not the case and there has been no attention to the deficiencies

[2:05:31] Voice 18: in those reports that we have continued to identify again

[2:23:20] Voice 11: has not changed and i'll just start by saying i support the recommendation planner and here's why

[2:23:27] Voice 11: first some background i want to be clear about something i came to this application with only

[2:23:32] Voice 11: a few notions uh first that housing is a serious problem perhaps crisis on the gulf islands as it

[2:23:40] Voice 11: is throughout bc the trust worked on the housing assessment back in 2018 and all of the evidence

[2:23:50] Voice 11: shows that this is true despite and all the evidence since and all the

[2:23:56] Voice 11: evidence they also exist secondly um i am definitely despite having been characterized

[2:24:06] Voice 11: at this way not pro-development my neighbors on keats would laugh and roar if they heard people

[2:24:14] Voice 11: describing me as as pro-development given that i sometimes referred to as the green avenger on the

[2:24:20] Voice 11: the island and I am the local who angsts over every tree that's cuts down on my island. Third,

[2:24:29] Voice 11: I carry the trust mandate with me everywhere I go. I see that as part of my job of being on the

[2:24:37] Voice 11: executive. Fourth, I am acutely aware that I am not from this island and thus listen to the other

[2:24:46] Voice 11: trustee the staff and the community uh blank and fifthly i am con was consciously aware of the ocp

[2:24:55] Voice 11: recognizes the importance of affordable housing on galliano and that that's an overriding theme of

[2:25:02] Voice 11: this all the other things so in order to come to my decision i have read and listened intently

[2:25:12] Voice 11: hundreds of letters i just read most of them again expert reports staff reports i just read those

[2:25:20] Voice 11: again i have talked to some of you uh in this room uh about issues and process and i've walked the

[2:25:29] Voice 11: land uh we had a tour very early in this process but i've gone back twice more to walk that piece

[2:25:35] Voice 11: of property while my own just to get a sense of what it was like i wanted to

[2:25:42] Voice 11: know whether it felt

[2:25:43] Voice 11: like a place you could have a and you know i felt have a housing complex and to understand the issue

[2:25:51] Voice 11: one of the other perspectives i have come to understand in the past few years partly because

[2:25:56] Voice 11: i sat on the report of a housing task force with um it wasn't a task force it was a working group

[2:26:02] Voice 11: with the trust is how over development has occurred on the gulf islands and believe it has

[2:26:09] Voice 11: not been through dense development it has been done through hundreds of standalone single family

[2:26:16] Voice 11: that is the where how we got into this crisis in the first place and most have been built with few

[2:26:26] Voice 11: controls. They've been, they've been like, and nothing like what have been required in this

[2:26:34] Voice 11: development or other developments like the zoning existed to allow them. So unless a rezone was

[2:26:41] Voice 11: required on a development or development permit existed, a development could occur. And often,

[2:26:49] Voice 11: often with sensitivity, but not always. It is notable that we are being asked to involve

[2:26:57] Voice 11: conditions on a housing development and we have been throughout for people who are likely priced

[2:27:06] Voice 11: out of the uh the market on uh home ownership by others who had no such conditions imposed on

[2:27:16] Voice 11: the ltc has a say about many issues in an application like this because we had need to

[2:27:24] Voice 11: rezone and we don't have to we have discretion period it is how we have imposed the requirements

[2:27:33] Voice 11: uh not required of standalone homes an ecological assessment an important an important tree

[2:27:41] Voice 11: assessment from an artist a housing agreement a section 219 covenant a water study and another

[2:27:48] Voice 11: another water study, and another water study, and a water license from the province, a wastewater report, and a water management plan.

[2:27:58] Voice 11: So, why do I support some of this? I wanted to address some of the issues that have been raised by many people, including at this today.

[2:28:07] Voice 11: I want to just touch briefly on the issue of the covenant regarding half the Galeano Conservancy and the Galeano Club.

[2:28:16] Voice 11: club i have read all the correspondence regarding this issue none of it convinces me that the issue

[2:28:22] Voice 11: is the purview of the ltc um it's not our our issue with respect to trustees the time

[2:28:30] Voice 11: whatever the reasons for doing what they did including moving some land to a provincial park

[2:28:36] Voice 11: we are we are faced with an application to rezone land in question to community housing too

[2:28:44] Voice 11: not community facilities there are no legal impediments to us doing so and the issue of

[2:28:50] Voice 11: the covenant terms i.e a covenant that the ltc is not a party to is between the people who are

[2:28:57] Voice 11: parties to the company not us and that's the decision we've taken from the beginning of this

[2:29:03] Voice 11: whole process this is that this is not our that's not our issue if they can solve it they'll solve

[2:29:11] Voice 11: second question i ask myself is is the environmental assessment sufficient

[2:29:15] Voice 11: i've reviewed it again and combined with the important tree assessment find it thorough and

[2:29:20] Voice 11: compelling it sets out many measures for protection of the ecosystem and assesses the area

[2:29:27] Voice 11: of the development i am satisfied that any species at risk will not be adversely affected certainly

[2:29:34] Voice 11: Certainly no more than a single home. Remember, the community always intended contemplated this area for some form of affordable housing, and the report supports the location, including not supporting alternative locations that have been suggested this location has been criticized

[2:29:59] Voice 11: size sports

[2:30:00] Voice 11: distance from services. It's some distance, but so is much of Galliano. Should this be a stopping

[2:30:08] Voice 11: place? It is a dedicated road and a fire bridge. It would be a very nice area for those who would

[2:30:18] Voice 11: rather be in nature rather than in the middle of the community. It has some drawbacks, but on

[2:30:24] Voice 11: balance i don't believe its location is a reason to deny the application water has consumed much

[2:30:32] Voice 11: of our time of the ltc and rightfully so neighbors have every right to be concerned and the ocp and

[2:30:40] Voice 11: the trust policy uh statement direct us to be concerned with with density issues and water

[2:30:48] Voice 11: but they have the IGL report says plenty of water and no interference with the neighboring well

[2:30:56] Voice 11: and a low risk of any salt water intrusion that was confirmed um by the well monitor in 2021

[2:31:05] Voice 11: which sat for six almost six months the water line

[2:31:10] Voice 11: report commissioned

[2:31:12] Voice 11: by some of the neighbors, for the most part,

[2:31:16] Voice 11: confirmed the findings of the Hy-Geo report.

[2:31:19] Voice 11: I read it again last night,

[2:31:21] Voice 11: and it confirms most of the findings

[2:31:24] Voice 11: regarding quantity of water and well interference.

[2:31:27] Voice 11: The freshwater specialists also confirmed

[2:31:29] Voice 11: the findings of the well

[2:31:32] Voice 11: and the conclusions of the Hy-Geo report.

[2:31:35] Voice 11: And the province technical report also confirmed the report

[2:31:39] Voice 11: And took into consideration the water system in the vicinity, such as Styx Allis is watching, and the wells in the vicinity.

[2:31:47] Voice 11: If you read the report, they considered all of those wells.

[2:31:51] Voice 11: It granted the license on conditions, but it granted it and also said, can be the same conclusions as hydrogen.

[2:32:00] Voice 11: The water management plan provides substantial low water usage plans.

[2:32:07] Voice 11: plans I think that's to be applauded so section 219 covenant restricts outdoor water usage uh we

[2:32:16] Voice 11: did not require rain water uh for use for indoor non-potable sense it seems unnecessary expense

[2:32:24] Voice 11: for quote affordable housing project that will have low water usage in any case so one of the

[2:32:31] Voice 11: neighboring well owners if they have registered their wells they will have rights under the water

[2:32:37] Voice 11: sustainability act if they haven't registered their wells they should have the housing well

[2:32:46] Voice 11: will continue to be monitored as and data will be available to help determine any impacts we're in

[2:32:54] Voice 11: a time of climate change so we need to be cautious with this precious resource i'm satisfied that the

[2:33:03] Voice 11: the trust policy statement is satisfied

[2:33:05] Voice 11: by all the scientific work that was done

[2:33:08] Voice 11: and the neighbors reports of well trouble

[2:33:12] Voice 11: are not connected to this well.

[2:33:15] Voice 11: I agree that work is complete and as certain as we can be

[2:33:21] Voice 11: if the water, that the water use won't affect neighbors.

[2:33:28] Voice 11: What if that, what about future development?

[2:33:34] Voice 11: Well, my question has always been, why should people who live off, likely live off the island, but own property, take precedence over Galeano renters who need a home?

[2:33:47] Voice 11: In any case, that priority is what the Water Sustainability Act is all about.

[2:33:52] Voice 11: That's the whole idea of the Water Sustainability Act, is to set up a series of priorities to access to water.

[2:34:02] Voice 11: on the septic um while here i'll address the issue of septic we are not um by statute the

[2:34:10] Voice 11: only agency that will be involved in this potential development not by any stretch of

[2:34:17] Voice 11: the imagination

[2:34:18] Voice 22: a

[2:34:19] Voice 11: subdivision is nearing which will engage uh septic as well public health will

[2:34:25] Voice 11: be involved as well there is a provision of the section 219 covenant to be dealt with to deal

[2:34:31] Voice 11: with this and and also storm water management i expect that in fact the that runoff will be

[2:34:40] Voice 11: lessened by this project because of the improvements that are put in we've had some

[2:34:46] Voice 11: criticism of the housing business the current housing agreement is not what i imagined i will

[2:34:52] Voice 11: acknowledge at the outset of this nor did anyone to be honest i don't think anybody really imagined

[2:34:58] Voice 11: it would take the word that it did but understand it has evolved it provides for affordability

[2:35:05] Voice 11: has at least two tests for affordability both in terms of the rent and the who's accessible

[2:35:11] Voice 11: it has been thoroughly negotiated um and i'm sure that the planner and the applicants can do

[2:35:19] Voice 11: can have transmitted that and approved by legal counsel i'm comfortable with provisions regarding

[2:35:25] Voice 11: rents and income tests it is important to keep in mind this is not social housing i think there's

[2:35:35] Voice 11: been some misunderstanding about that it's not social heart if you want pure social housing

[2:35:41] Voice 11: you need to talk to the province to fully fund and produce such a thing this is an affordable

[2:35:47] Voice 11: rental housing project by a not-for-profit and hopefully it will achieve that goal

[2:35:55] Voice 11: and then i thought about should we have a some form of a sunset clause on the zoning some sort

[2:36:01] Voice 11: of a clause that's recommended about whether or not we should have a clause that says it reverts

[2:36:08] Voice 11: our job is to create zoning to provide for land use what if the funding never appears is the

[2:36:14] Voice 11: question that arises attractive as it is to consider a reversion provision i'm left with

[2:36:20] Voice 11: the question of well for how long do we wait did we put it in for five years

[2:36:24] Voice 11: we put it in for 10

[2:36:25] Voice 11: years how do we do that how do we create that uh and and so um and and what is left is even if

[2:36:34] Voice 11: there isn't funding found we do have the assets sorry the asset for the community amenity is

[2:36:40] Voice 11: hopefully affordable housing but at least is fully zoned to a pay pecter parcel i cannot predict

[2:36:47] Voice 11: what's going to happen in the future except i'm sure we're going to have climate change

[2:36:53] Voice 11: um but i believe that that's left to a future ltc to decide what would happen to this project

[2:36:59] Voice 11: because circumstances might change completely what to do this is a lot as um if funding never

[2:37:07] Voice 11: never materialize. I don't think this is a decision we should be making at this time.

[2:37:12] Voice 11: Some have criticized the decisions the trustees have reached. Some have criticized our process

[2:37:19] Voice 11: going so far as to call it a farce. Others have chafed under the many conditions we have

[2:37:30] Voice 11: placed on this proposal. I'm proud of our work done here. I believe we have been thorough

[2:37:36] Voice 11: thorough and fair to those who say otherwise I say you're entitled to your opinion and on that note

[2:37:44] Voice 11: might I might I say everyone is entitled to their opinion I'm mindful of some of the the toxicity

[2:37:51] Voice 11: and personal attacks that are coming out of

[2:37:53] Voice 11: in other forums it does not reflect well on Galliano

[2:37:58] Voice 11: I don't believe however I was comfortable that we have kept it out of our process and for those

[2:38:06] Voice 11: those that felt that we were either intimidated

[2:38:11] Voice 11: or affected by that process, we do not.

[2:38:14] Voice 11: So those are my reasons.

[2:39:11] Voice 18: judging by how much grief i get from both sides i feel like i've done a good job um and i know it's

[2:39:19] Voice 18: difficult to have development behind your where you purchased a lot and there's development but

[2:39:26] Voice 18: one of the comments in the for in the public hearing today what it really hit home was

[2:39:31] Voice 18: if it's desirable for residents of the strata then why not for those who qualify for affordable housing because really that's the world that's here you know owning a business making our lives work and i think it's um it's all relative and we're gonna have to clear for us whether people are buying their five acre lots and moving here during the pandemic we've seen a lot of clearing for that or clearing for the affordable development or you know even the market value because it's average 30 percent
