[0:00:54] Trustee Luckham: sadness. And I want to acknowledge all of that. I am joined here today by my new vice chairs. And

[0:07:51] Voice 7: indeed this meeting uh just for context is um in advance of trust council as the chair said

[0:07:58] Voice 7: and just in case there's a need to address some emerging issue prior to trust council

[0:08:04] Voice 7: and to get your minds on it and to address the agenda otherwise you'll see that the ec meeting

[0:08:10] Voice 7: you've got in front of you is fairly brief um and that's on purpose um so when we turn our minds to

[0:08:17] Voice 7: the the fuel um i i know that i owe you a report a contextual report on forest protection um i haven't

[0:08:24] Voice 7: done that yet but uh that will be coming to you likely in the new year um that's a strategic

[0:08:28] Voice 7: Planning item and I think that there is going to be interest in framing that for

[0:08:35] Voice 7: yourselves and Trust Council as you go forward so so that's a piece of work

[0:08:38] Voice 7: that's coming the rest of the items are complete and then just a couple of quick

[0:08:43] Voice 7: things just re-emphasizing which we're all aware of this the Trust Council

[0:08:50] Voice 7: about to undertake would not normally be is especially organized around

[0:08:57] Voice 7: around continuing our orientation and addressing the budget and getting the budget not to completion

[0:09:03] Voice 7: of course but to a point where we can go to the public and get some feedback and then undertake

[0:09:08] a process of refinement over

[0:09:10] Voice 7: the next two or three months to get to a budget that reflects

[0:09:14] Voice 7: the interest of the trust and of course this whole period the sequence of meetings that we've been

[0:09:21] Voice 7: having are fairly compressed and fairly soon that that will begin to stretch out you'll meet on a

[0:09:26] Voice 7: a more regular basis and your reports will be your reports and the agendas will be larger

[0:09:32] Voice 7: but you'll meet less frequently likely so we do have a meeting next Wednesday

[0:09:40] Voice 7: in the morning and that's a placeholder meeting traditionally executive committee

[0:09:46] Voice 7: quite rapidly after a trust council organizes a meeting to go is there something we need to

[0:09:50] Voice 7: address is there a corrective measure do we have to supplement something is there direction from

[0:09:56] Voice 7: trust council we've got to get on it right away um so they would usually schedule a meeting like that

[0:10:01] Voice 7: the challenge is of course is that that agenda is to go out this friday and we're all working on

[0:10:07] Voice 7: trust council so that's likely going to be also um quite brief there's a few issues we have to

[0:10:14] Voice 7: bring forward to you but we'll likely bring that out on monday if that's okay there won't be a lot

[0:10:19] Voice 7: of review time but there won't be a lot of material um and then after that that won't

[0:10:25] Voice 7: happen that way it'll always come out that five business days ahead of time so you get the time

[0:10:29] Voice 7: you need to address items so what likely we will refine a little bit I think is the meeting later

[0:10:38] Voice 7: on the day with the minister and just to have some of those conversations and I remind you that

[0:10:43] Voice 7: we're going into trust council in a few hours there is an item on the trust council agenda

[0:10:50] Voice 7: where Trust Council asked for the previous request the minister to be

[0:10:54] Voice 7: brought forward that's probably a good time for us to just reiterate that we do

[0:11:00] Voice 7: have that meeting that's coming up so the trustees are aware that meeting is

[0:11:04] Voice 7: occurring as opposed to getting just sort of separate reporting around it

[0:11:07] Voice 7: anyway does that I also going to have a suggestion for some of your own

[0:11:11] Voice 7: orientation that we can talk about next week in that morning meeting from 9

[0:11:15] Voice 7: nine till say probably 11, I think.

[0:13:44] Voice 4: executive committee to follow up with the minister regarding an expressed interest for the ganges

[0:13:50] Voice 4: village area plan to be used as a pilot for cooperative planning with first nations

[0:13:56] Voice 4: there's no really other action directed other than bringing it to the ec so it doesn't say

[0:14:01] Voice 4: the status is done but really from staff's perspective it is i i leave that over to you to

[0:14:07] Voice 4: the executive committee to decide if you'd like to bring this up as an issue with the minister

[0:14:14] Trustee Luckham: all right so thank you so this has kind of been a little bit long standing if i'm not mistaken

[0:14:20] Trustee Luckham: stefan and there's no reporting material here at this time uh on this particular topic um it

[0:14:28] Trustee Luckham: It would seem obvious that we should be prepared to make some remarks about that, but obviously we don't have any specific ask or any specific formulated business case, for want of a better term, or even indeed direction from the new local trust committee.

[0:14:52] Voice 4: Actually, I agree with you on all those fronts.

[0:14:55] Voice 4: we staff did bring up with ministry staff and there was no bite there to advance the topic

[0:14:59] Voice 4: in this time i do think the uh the ltc and its new formation uh should discuss this i would hate to

[0:15:07] Voice 4: for the executive committee though to pass on the opportunity um on this so i mean you have a rare

[0:15:13] Voice 4: opportunity to do exactly what the salt spring ltc asked but from my understanding of the history

[0:15:17] Voice 4: this resolution it was based on montresti who had a conversation with the minister brought that to

[0:15:23] Voice 4: ldc the ldc then made this resolution and forwarded so there's no staff background to provide so even

[0:15:29] Voice 4: if you don't choose to do any action i'm not sure what background staff could provide aside from i

[0:15:34] Voice 4: i suspect a direct conversation with trustee patrick who i believe was the one who brought

[0:15:39] Voice 4: this information forward

[0:15:40] Trustee Luckham: right so i'll just turn to trustee peterson and ask if he's had any

[0:15:45] Trustee Luckham: conversations with the ltc at this time um and uh any suggestions with respect to this request

[0:15:53] Voice 8: Thank you Mr. Chair. No I haven't had any discussions about this. I certainly support the idea behind it, but I just don't have enough information to go much further at this moment.

[0:18:03] Trustee Luckham: updates i'm not sure who's had any uh ltc meetings i know i've had one myself which was a real

[0:18:09] Trustee Luckham: pleasure and so i'll just uh go uh i'll ask for a show of hands does anybody have anything to report

[0:18:14] Trustee Luckham: on ltc meetings in the areas for which you know by now chairs uh trustee peterson uh thank you

[0:18:24] Voice 8: Mayor Mrakas, Mr chair, I haven't had a meeting yet, but I have been working with staff to schedule the meetings and I just wanted to give a shout out to.

[0:18:34] Voice 8: Mayor Mrakas, All of the planners, who are helping to set up a schedule in a way that I think will be functional and help provide some financial efficiencies in terms of making those LTC meetings so gay staff, thank you.

[0:18:49] Trustee Luckham: indeed um thank you chairman i want to thank uh all of you each and the the vice chairs and uh

[0:18:55] Trustee Luckham: staff for that heroic effort it's quite daunting i have waded into that

[0:19:01] Trustee Luckham: on one previous term and um i'm staying completely clear of it this time because it's a

[0:19:08] Trustee Luckham: an enormous undertaking um other than obviously the um the requirement for me to appoint uh chairs

[0:19:15] Trustee Luckham: So just note that I met on Gabriela Island on Thursday last week, being greeted by snowfall and power outages and Internet disruptions.

[0:19:30] Trustee Luckham: But nonetheless, we met in the lovely little community center there.

[0:19:34] Trustee Luckham: We had a small delegation of members of the public to join us and really just orientate

[0:19:43] Trustee Luckham: ourselves to the work that's ahead of us and start at the beginning of some very good conversations

[0:19:49] Trustee Luckham: talking about strategic planning and the like and nothing significant to report at this

[0:19:56] Trustee Luckham: time and uh trying to keep the the trust uh my own participation and ltcs as brief as is possible

[0:20:04] Trustee Luckham: because of course you can review the minutes and the like uh for more detail of what happened in

[0:20:09] Trustee Luckham: those meetings as well as the recordings and we were able to record the meeting with the video

[0:20:15] Trustee Luckham: technology and that should be up on the website i would expect if not already soon so nothing further

[0:20:22] Trustee Luckham: Mayor Mrakas, Further than, and so the only other item would be honest trust conservancy liaison update and trustee Elliot as as the elected representative to last trust conservancy, I know you did have a meeting, and so do you have a brief report from that meeting.

[0:21:16] Voice 3: issue and I believe we've we've approved the draft of the interim three-year plan that will

[0:21:23] Voice 3: will be submitted to the minister rather than the full five-year plan and that's to allow

[0:21:29] Voice 3: engagement with First Nations in the area and there are some that have expressed strong interest

[0:21:33] Voice 3: in engaging in these processes and environmental and ecological protection so

[0:21:42] Voice 3: there's a lot of encouraging relationship building happening and I believe what's needed

[0:21:51] Voice 3: is to proceed mindfully and set some good processes for the future so I believe that's

[0:21:59] Voice 3: why the three-year plan will be submitted rather than the five-year because it's just not ready yet

[0:22:03] Voice 3: yeah

[0:22:16] Trustee Luckham: having three areas of uh work that we do one is administrative um and ensuring that the business

[0:22:23] Trustee Luckham: of council is getting forwarded and then the second is bylaws for approval and consideration

[0:22:28] Trustee Luckham: that come to us as part of our legislative responsibility and policy and we have none

[0:24:09] Trustee Luckham: no items to report on today so this brings us to uh new business and uh the only item there would

[0:24:16] Trustee Luckham: be a local trust committee chairs report on local advocacy topics this is a standing item on the

[0:24:22] Trustee Luckham: agenda where if a local trust committee that you're involved in is uh advancing some advocacy

[0:24:27] Trustee Luckham: advocacy beyond their normal work, that it's an opportunity to report that out so that we're all

[0:24:34] Trustee Luckham: aware and staff are aware of what that advocacy work that is being undertaken. And I'm assuming

[0:24:41] Trustee Luckham: there isn't anything particular here today, things you haven't met. And so I'm just going to pass on

[0:24:46] Trustee Luckham: through that. So 9.5 was the item I asked to have added with respect to vice chair appointments and

[0:24:55] Trustee Luckham: committee appointments and um this is mostly a a check-in opportunity with uh vice chair elliott

[0:25:03] Trustee Luckham: here um i will say that it was quite challenging trying to figure out how to balance the ltc's uh

[0:25:11] Trustee Luckham: work the number of meetings and the travel um and the overall workload for each of you

[0:25:16] Trustee Luckham: and there were at least four different iterations of that that got kicked around in my head and

[0:25:22] Trustee Luckham: And some of you would have seen, I think probably you saw most of those different iterations and ended up embracing the trying to balance the committee work also in respect of the LTC work, because it's all work and travel.

[0:25:37] Trustee Luckham: And I had neglected to recall that the position of the EC representative on the Honest Trust Conservancy was decided at our very first meeting, out of convenience mostly, to appoint Trustee Elliott.

[0:25:57] Trustee Luckham: And thank you, Trustee Elliott, for stepping up in that. And that's great work. And I'm really glad that you want to do that work.

[0:26:03] Trustee Luckham: And indeed, I've reached out to Trustee Elliott yesterday, expressing my concerns about her workload for LTCs and committees and providing her the opportunity that if that's too much work, that I had sort of considered the allocations of those committee roles by executive committee on the committees and had considered that I would take on that responsibility of the Honest Trust Conservancy to help soften the workload there.

[0:26:33] Trustee Luckham: And that was not communicated well. And so things have evolved since then.

[0:26:37] Trustee Luckham: But primarily, I would say, one, there's workload to the some optics around two trustees on the same island being on the conservancy.

[0:26:49] Trustee Luckham: And, yeah, but for the most part, it's mostly about workload and want to provide.

[0:26:55] Trustee Luckham: I think, Trustee Elliott, I'll just ask you to speak to it.

[0:26:58] Trustee Luckham: you reflected back in an email message to me that you think you would like to continue to pursue

[0:27:04] Trustee Luckham: that. And I certainly will support that. Just want to provide that opportunity that if you think

[0:27:10] Trustee Luckham: there's too much work for you to do, then provide that opportunity to reconfigure that, which would

[0:27:17] Trustee Luckham: require a further person stepping up in an election process or otherwise. And it seems to

[0:27:23] Trustee Luckham: to be that that doesn't go too far astray from our policy to do that so trustee elliot what are

[0:27:29] Trustee Luckham: you thinking this morning and i realize you're under the weather a bit i'm

[0:27:33] Voice 3: all right um the

[0:27:35] Voice 3: workload frankly and thank you chair for the consideration i do appreciate that we had to

[0:27:40] Voice 3: make a lot of decisions in a short amount of time and i think everyone stepped up to what they

[0:27:45] Voice 3: thought they could accomplish i have personally never met a challenge that uh doesn't make me

[0:27:53] Voice 3: want to meet it so such is my nature that i will take on work until um it proves to be too much um

[0:28:02] Voice 3: my first choice was actually to to serve on the conservancy board and i actually

[0:28:08] Voice 3: sort of wanted to make room for trustee yates when she expressed strong interest in that

[0:28:12] Voice 3: originally and um but on further conversations with director freighter and others um it seems

[0:28:20] Voice 3: to me that that is the this is the area of the trust area where we can really um we can really

[0:28:32] Voice 3: make some progress in doing land use planning and conservancy in a different light in a less

[0:28:38] Voice 3: colonial and developing processes with nations and so i'm very interested in that work i'm not

[0:28:44] Voice 3: saying that i'm the best person for it but that is the reason i would like to serve on the

[0:28:49] Voice 3: the conservancy is to ensure that reconciliation is followed through in practice. And so that's

[0:28:56] Voice 3: my personal motivation. I'm not bothered by the workload. I've looked at the schedule for the

[0:29:01] Voice 3: year and I'm actually quite happy with it. And if I would have a choice to drop anything, it might be

[0:29:08] Voice 3: trust programs. I'd like to stay on regional planning committee as the EC appointee there.

[0:29:13] Voice 3: So that's my case, but I do defer to the wisdom of my elders if you think it's too much for me, but I'm ready for it.

[0:29:22] Trustee Luckham: Well, you know, I appreciate your enthusiasm.

[0:29:25] Trustee Luckham: And indeed, when I read what you emailed me the other day with respect to what you've just said, certainly I'm excited for your participation in the Conservancy.

[0:29:34] Trustee Luckham: So I'm not actually sure where the executive committee appointments to the regional planning committee and trust programs committee have landed.

[0:29:45] Trustee Luckham: That wasn't that spreadsheet that was sent out. And I think that that was well thought out, but I might be mistaken.

[0:29:52] Trustee Luckham: So with all this said, I would suggest we just proceed with what we have.

[0:30:00] Trustee Luckham: to thank Trustee Elliott for stepping up. Are there any other concerns from anybody else around

[0:35:20] Voice 9: trustees to the financial planning committee. There were quite a few that did not get on,

[0:35:26] Voice 9: and it was suggested at the time that they be invited to put their names forward for other

[0:35:30] Voice 9: committees if they're interested. And did that happen? Did we get any expressions? Because

[0:35:35] Voice 9: I do know there's a lot of trustees that aren't serving on committees. I understood sort of the

[0:35:39] Voice 9: expectation was everybody would sort of put their name forward for at least one committee that they

[0:35:44] Voice 9: would serve on.

[0:35:46] Trustee Luckham: That's correct. But keep in mind, there's two other committees yet to be populated,

[0:35:49] Trustee Luckham: which is the Governance Committee and the Accessibility Committee and even a potential

[0:35:55] Trustee Luckham: Reconciliation Committee. So I think there's going to be plenty of opportunities. So

[0:36:01] Trustee Luckham: I think we're in not bad shape, but certainly it'd be up to, we can offer that opportunity

[0:36:07] Trustee Luckham: accordingly. All right. Nothing further on this topic. Then let us move on to

[0:36:14] Trustee Luckham: to correspondence, two pieces of correspondence received that's in your addendum,

[0:36:24] Trustee Luckham: email from Paul Duncan, and another email from Mr. Cofford. I'll maybe just speak to the

[0:36:34] Trustee Luckham: letter from Paul Duncan. I actually spoke with him yesterday with respect to ship anchorages.

[0:36:40] Trustee Luckham: There's certainly a lot of new and refreshed interest in this topic as a result of the port going out for public consultation.

[0:36:49] Trustee Luckham: There's a great fear that the designated anchorages are going to become written in stone, which is not a happy thought.

[0:36:58] Trustee Luckham: and um i have uh uh uh offered to meet with paul duncan um next week to discuss some strategy

[0:37:08] Trustee Luckham: about how he and others might facilitate advancing that conversation at the other level and of course

[0:37:15] Trustee Luckham: the ship anchorages is not a top priority on the executive committee at the moment but marine

[0:37:19] Trustee Luckham: matters is and director frederick might be able to assist me with the language around that

[0:37:24] Trustee Luckham: associated with the advocacy that we've been doing for forever it seems um and indeed at the moment

[0:37:32] Trustee Luckham: the unusual direction that the federal government has chosen to take with respect to getting the

[0:37:40] Trustee Luckham: port to uh create some a plan around efficiencies um so i would suggest that uh uh i i plan to have

[0:37:50] Trustee Luckham: a conversation with paul duncan about this item we just receive it for information and um

[0:37:55] Trustee Luckham: and then indeed there may be some action that comes forward to a trust council in

[0:37:59] Trustee Luckham: march or later with respect to uh the work that the port is undertaking uh director fred do you

[0:38:05] Trustee Luckham: have any advice for me on that um

[0:38:07] Voice 1: i will just note that the port's engagement process closed at the

[0:38:10] Voice 1: end of november um so that's just one that window for that engaging on that particular their process

[0:38:16] Voice 1: is now closed um but certainly we can continue to advocate at all levels and um certainly there's

[0:38:23] Voice 1: work to do um that said the port is moving ahead with processing now all the engagement feedback

[0:38:28] Voice 1: that they receive right

[0:38:30] Trustee Luckham: and so of course you and i met with the port directly at that one occasion

[0:38:34] Trustee Luckham: and of course they met in community um broadly um in recent history so hopefully they will see

[0:38:41] Trustee Luckham: the report and hopefully they've heard some of the things that community has said um and of course

[0:38:46] Trustee Luckham: we've got strong advocacy from gabriella island um um with respect to that as well um i don't know

[0:38:52] Trustee Luckham: I don't know if Toby, Elliot, you have anything to add to the conversation, but it's ongoing.

[0:39:36] Voice 3: emergency management services um because cell so many people depend on cell phone connectivity to

[0:39:45] Voice 3: get access to 911 and we don't have a cell phone tower so there's there's people could have died

[0:39:52] Voice 3: in this because they couldn't get through to emergency services so i know it's not it's a

[0:39:59] Voice 3: it's not an area where maybe the islands trust can directly be implicated but i think we should

[0:40:06] Voice 3: be involved in the conversation about communications and backup systems um so i'm

[0:40:12] Voice 3: I'm glad that Mr. Cofford wrote this letter.

[0:40:14] Voice 3: One thing we might want to consider is the Connected Coast Project.

[0:40:18] Voice 3: That is to provide fiber optic cable connects along the coast.

[0:40:22] Voice 3: And our MLA, Doug Routley, has been promoting that.

[0:40:26] Voice 3: I'm not sure how soon it's going to come.

[0:40:28] Voice 3: But we're seriously looking at where our system failures are putting people in danger.

[0:40:36] Voice 3: Because this has actually been quite a serious incident.

[0:40:39] Voice 3: And yeah, we'll go into it.

[0:40:41] Voice 3: But it does have implications for other trust areas where there's fragile connections.

[0:40:47] Trustee Luckham: Well, I think the entire trust area is like that.

[0:40:51] Trustee Luckham: But I realize that we shouldn't necessarily just receive this information, but we should

[0:40:56] Trustee Luckham: certainly, as has been the practice, it corresponds to this nature to forward it to the

[0:41:00] Trustee Luckham: Gabriela LTC.

[0:41:01] Trustee Luckham: And indeed, there might be a decision for advocacy that could come out of that LTC.

[0:41:06] Trustee Luckham: see um um so i just want to note because you mentioned it the connected coast project

[0:41:13] Trustee Luckham: um is advancing in its own way um and indeed that fiber connection from what i gathered from that

[0:41:21] Trustee Luckham: letter is it actually has been dropped on or is about to be dropped on gabriola um and indeed

[0:41:27] Trustee Luckham: there are some announcements coming uh soon about the next wave of funding whether it's uh

[0:41:35] Trustee Luckham: redundant and um you know as solidly appropriate as necessary it's hard to say the connected coast

[0:41:43] Trustee Luckham: fiber is certainly a backup to the existing fiber and i'd like to think and i've advocated

[0:41:47] Trustee Luckham: on thetis for ensuring that that backup does exist um so um yeah so i'm gonna suggest then

[0:41:56] Trustee Luckham: that we receive this information uh item at 10.2 letter from cofford be received for information
