[0:00:30] Trustee Elliott: the Coast Salish peoples of Qualicum, Tsanawas, and Llamin,
[0:00:35] Trustee Elliott: on whose lands and waters the Islands Trust and Hoyete, thank you, Liskiti Island is located.
[0:00:43] Trustee Elliott: We acknowledge the historical relationship to the land, culture, and spirit of this place

[0:04:16] Voice 6: hello everyone and welcome to a new year and a new local
[0:04:20] Voice 6: trust committee and I see we've got some members of the of the public here almost as many as we
[0:04:28] Voice 6: might usually expect and um yeah so it's been a bit of a busy time for me with the
[0:04:36] Voice 6: chairing the other uh local trust committees i've done one each on cornbeet salt spring and galliano
[0:04:42] Voice 6: and uh january was a busy month for all of the committees being reconstituted all the committees
[0:04:48] Voice 6: of trust council uh this term i'm sitting on the uh trust programs committee again
[0:04:59] Voice 6: and as a member of the executive committee i'm automatically on a financial planning committee
[0:05:05] Voice 6: and i was elected by trust council to the new governance committee so all of that's good
[0:05:12] Voice 6: important stuff and we've got a lot of work ahead of us um in terms of our local business here i've
[0:05:20] Voice 6: got uh i've sort of sat down and made a list of some items that i think that uh that uh this local
[0:05:28] Voice 6: trust committee might consider um addressing this term and i'll just really quickly run through a
[0:05:36] Voice 6: couple of them that i've noted uh uh considering uh reinstating the second town hall opportunity
[0:05:42] Voice 6: for the public uh accommodations for persons with disabilities um might want to look at amending our
[0:05:54] Voice 6: land use bylaw the subdivision regulations as there was an example of how the um
[0:06:02] Voice 6: using four hectares uh when it blows into larger uh lot sizes actually instead of 4.04
[0:06:12] Voice 6: can actually allow an extra lot on on a on a larger subdivision and if there's a really big
[0:06:17] Voice 6: one it could allow several more lots so i think we might want to look at that and uh
[0:06:24] Voice 6: in our package today there's a a potential amendment for the strategy for antenna systems
[0:06:31] Voice 6: that um i'd like us to have a look at and consider uh and that's uh basically we're
[0:06:39] Voice 6: look i've included some language from salt spring island um i don't know that luskete is in any kind
[0:06:47] Voice 6: of imminent situation where a cell uh company wants to put a tower here but all three of the
[0:06:53] Voice 6: local trust committees that i'm sharing have rogers cell tower proposals in ongoing at this
[0:07:01] Voice 6: point and there's a there's a variety of um everything from uh some relief that there
[0:07:11] Voice 6: there's gonna be better cell coverage to a lot of dissatisfaction um in terms of the uh
[0:07:18] Voice 6: the public consultation processes that are have been going on and the way that's sort of played
[0:07:29] Voice 6: out we do have a we've adopted an upgraded like the default is the federal default model
[0:07:39] Voice 6: and so in the absence of that that's that's what happens and it's not a very robust
[0:07:44] Voice 6: last consultation process we did bring in the the trust model as an alternative and this would be
[0:07:53] Voice 6: an enhancement of that specifically this this one that's in the agenda package is really focused on
[0:08:00] Voice 6: First Nations consultation other
[0:08:04] Voice 14: things
[0:08:08] Voice 6: in terms of First Nations we need to I really
[0:08:12] Voice 6: like i'm hoping that the uh senior intergovernmental policy advisor position is filled
[0:08:19] Voice 6: really soon because we need to be able to start working with our first nations
[0:08:23] Voice 6: uh the first nations in the area um to get moving on our official community plan review uh i think
[0:08:31] Voice 6: we've been very respectful over the last year of giving lots of time for that but we also
[0:08:36] Voice 6: i think we would like to be able to complete that project um in you know in good time and move on
[0:08:45] Voice 6: to other business and then the last thing i'll just note that uh the last iteration of the
[0:08:54] Voice 6: ski local trust committee recommended that this trust committee requests a second with the senior
[0:08:58] Voice 6: uh fresh water specialist early in the tournament i think that's a good idea he's he's been here a
[0:09:04] Voice 6: a few times he's worked with our uh beach lake water users society and he's somewhat familiar
[0:09:11] Voice 6: with the island and has lots of interesting
[0:09:14] Voice 5: stuff so that's it for me great

[0:09:25] Trustee Elliott: um yeah so this is just for me being so much learning and there's been so many meetings to
[0:09:31] Trustee Elliott: learn so i'm actually excited for having this ltc so i can hopefully put some of that information to
[0:09:36] Trustee Elliott: use i'm on the regional planning committee which is exciting for me is it's a much smaller venue
[0:09:46] Trustee Elliott: than our large trust meetings so i feel like i have a lot more impact and
[0:09:51] Voice 2: it's not as terrifying

[0:09:52] Voice 2: in front of all those people yeah i'm learning how the trust runs and that's interesting
[0:10:00] Trustee Elliott: there's always people talking about like they do this they do that and so i'm really learning as i
[0:10:04] Trustee Elliott: go and i was part of a meeting with stornamis first nations that about them being here and
[0:10:12] Trustee Elliott: then the woodlot in the south end and it it was really interesting to hear the nation's perspective
[0:10:16] Trustee Elliott: on what they're looking for and what their intentions are with this beauty because yeah
[0:10:23] Trustee Elliott: small communities there's a lot of fear and gossip and getting down to what actually is the story is
[0:10:29] Trustee Elliott: always interesting um yeah so i'm looking forward to today's meeting and that's all i've got i
[0:10:38] Trustee Elliott: neglected to mention that you graciously hosted me overnight so this is my first time on mesquite and
[0:10:47] Trustee Elliott: i'm very grateful that i got the chance to at least see a little bit of the community and your
[0:10:53] Trustee Elliott: beautiful forests before launching into this meeting so um yeah as an update uh from the chair
[0:11:00] Trustee Elliott: I as um a trustee on Gabriela I've lived there for 10 years and um we've been talking about an
[0:11:09] Trustee Elliott: OCP review for a long time so we're about to launch into the preliminary stages of preparing
[0:11:15] Trustee Elliott: for that and so I was really excited to be named as chair for Liskiti because I know your community
[0:11:22] Trustee Elliott: has done a lot of work in consulting with the community and I'm super eager to see what that
[0:11:28] Trustee Elliott: processes look like and and how what we can learn for Gabriel's OCP review um I did launch into the
[0:11:38] Trustee Elliott: Islands Trust work sort of both beat and full immersion uh I'm the liaison for the Islands
[0:11:45] Trustee Elliott: Trust Conservancy um so I can provide a report on that when we get to that part of the agenda
[0:11:51] Trustee Elliott: I'm really pleased to be working on conservancy work, especially as they have a lens for working with First Nations and developing some of the management strategies for conservation areas with the local First Nations.
[0:12:09] Trustee Elliott: So that's going to be really key work.
[0:12:12] Trustee Elliott: I'm on the Regional Planning Committee as well.
[0:12:14] Trustee Elliott: Well, very excited about working with the Northern Gulf Islands to develop some strategies for how rural housing that's appropriate for the Gulf Islands.
[0:12:28] Trustee Elliott: I think that's going to be a big conversation the next four years, and really only working together and having a collaborative voice and working with the province, which sounds like there's an appetite for figuring out how we can do housing in a different way.
[0:12:46] Trustee Elliott: and so yeah i'm just really eager to learn the community concerns here and i won't take up too
[0:12:53] Trustee Elliott: much more time but email me anytime um if you've got questions or concerns or things that you want
[0:13:00] Trustee Elliott: to bring to my attention that are important for this community um anything else i am forgetting
[0:13:08] Trustee Elliott: to i guess i would just say that reconciliation is really important to me so i'm super supportive
[0:13:17] Trustee Elliott: of of your local trustees working together with First Nations too in all of our processes so
[0:13:23] Trustee Elliott: that's that's sort of the lens that I bring to this work um electoral area director report
[0:13:30] Trustee Elliott: anything that uh you would like to a couple little things
[0:13:34] Voice 4: thank you sure so um happy to see
[0:13:37] Voice 4: the meetings start up um it's great uh the regional districts full-on in uh budget discussions
[0:13:46] Voice 4: three versions of our 150 plus page budget which is pretty fun so I
[0:13:51] Voice 4: consider one of the main jobs
[0:13:53] Voice 4: of a local government it's actually a budget that sends the tax rates and it enables all the projects
[0:13:58] Voice 4: so everything else is following from that I'll focus on things that are the relations with
[0:14:04] Voice 4: Islands Trust because there's lots of regional district ones I can talk to the community
[0:14:08] Voice 4: be separately about one is annually we the competitive districts tried hasn't always
[0:14:14] Voice 4: worked annually but the goal is to meet annually between uh myself the chair of the regional
[0:14:21] Voice 4: district the local trust community um that's two caos and maybe senior staff
[0:14:26] Voice 3: to
[0:14:27] Voice 4: talk about areas
[0:14:27] Voice 4: of overlap what would happen jurisdiction and that has been very productive in the past we have a new
[0:14:33] Voice 4: chair for the current chair is Clay Brander. He's from the area C. So that's something
[0:14:40] Voice 4: hopefully we'll be able to do later on in the year. Another and related to that actually
[0:14:45] Voice 4: we talked about sharing data as collections. So recently we did a coastal shoreline flood
[0:14:54] Voice 4: risk mapping project with very detailed data. It was multi-year. We did the mainland and
[0:15:02] Voice 4: the islands and so that can be really useful there's a land use planning on the scheme that
[0:15:06] Voice 4: identifies the areas where the risk of is higher due to exposure you know low bank or line or
[0:15:14] Voice 4: liberal or lines closure to winds so that's uh the data that the island's trust should be able
[0:15:21] Voice 4: to obtain through uh the agreements with the district we also uh have the instigation of
[0:15:28] Voice 4: the director from things say that the regional district will be looking into a that will be
[0:15:35] Voice 4: developing a report on options for affordable housing let's see as you know is not part of
[0:15:41] Voice 4: the planning service so i asked you know are we part of it and the intent is that it's for
[0:15:45] Voice 4: rural affordable housing in rural areas and let's see you will be included in that you know not
[0:15:50] Voice 4: part of the planning service so there'll be this report that will be what will be of use hopefully
[0:15:55] Voice 4: hopefully, to the regional district, hopefully, to the SCE, and then in terms of any implementation
[0:16:01] Voice 4: guidance, of course, to the LPC's
[0:16:04] Voice 5: jurisdiction, not the regional district, and I think that's
[0:16:10] Voice 5: where I'll be at.

[0:16:15] Voice 6: So, I'm just wondering, Andrea, if you know when that, is that flood risk mapping completed?
[0:16:21] Voice 6: Flood risk,
[0:16:22] Voice 4: so of course it comes out in phases, first it came out in camera, and then there
[0:16:25] Voice 4: some public consultation on it and there's some sensitivities because not everyone loves to see
[0:16:30] Voice 4: their property in the red zone um it kind of causes concerns about reset values and things
[0:16:36] Voice 4: like that so but i do believe the date the data is available uh it's uh so i think if the analyst
[0:16:43] Voice 4: trust staffer reach out to the corresponding spatial data bulk at the regional district
[0:16:52] Voice 4: that they'll be able to get a specific timeline on the availability it'll probably be in you know
[0:16:56] Voice 4: some sort of gis format assume and i think there should be availability and
[0:17:02] Voice 4: there may be some terms
[0:17:03] Voice 4: with it just
[0:17:03] Voice 5: in terms of sensitivity of how it's used and so on because it is sensitive with the
[0:17:10] Voice 5: but
[0:17:11] Voice 7: i think i think the consultant has delivered the data right

[0:17:24] Trustee Elliott: We always appreciate hearing how everything is situated in the larger jurisdictional context,

[0:17:36] Trustee Elliott: So we're a little bit early on the agenda.

[0:17:40] Trustee Elliott: This has never happened in a Gabriel meeting, but I know one.
[0:17:44] Trustee Elliott: But if everyone's in agreement, we can move to town hall and hear from any members of

[0:18:04] Voice 6: it's usually two to three minutes
[0:18:06] Voice 6: but it has a lot to do with how many people are in the room that want to speak right but there's

[0:18:13] Voice 5: as many people uh other than more permissive okay there's
[0:18:17] Voice 5: a big lineup that we can stick
[0:18:18] Voice 5: it's taken there

[0:18:22] Trustee Elliott: have about 10 minutes and uh yeah would anybody like

[0:18:34] Voice 10: and um i'm actually quite concerned about the uh lack of service by tell us i don't know if
[0:18:42] Voice 10: if you people have jurisdiction for COVID.

[0:18:49] Voice 10: we've been without landline service.
[0:18:52] Voice 10: We have two people with heart conditions
[0:18:54] Voice 10: and one person with a falling wrist.
[0:18:57] Voice 10: We have gone to them repeatedly
[0:19:00] Voice 10: stating this is a serious danger
[0:19:05] Voice 10: because we are not able to take
[0:19:07] Voice 10: and get emergency assistance if required.
[0:19:10] Voice 10: Hopefully, nobody gets hurt, but that's obviously the intent every time that somebody gets hurt.
[0:19:20] Voice 10: I would like the trapeze and or to put some serious pressure on the individuals.
[0:19:31] Voice 10: goals. Not that employees, every time we go to their website or talk to anybody, we get a
[0:19:43] Voice 10: request for employee evaluation back. It's not the employee's problem. It's the system's problem.
[0:19:52] Voice 10: They are intentionally, in my opinion, attempting to squeeze the sea so that we don't have to take and have them service our system.
[0:20:04] Voice 10: And that's wrong.
[0:20:06] Voice 10: wrong every time we complain to a uh a member of will tell us the first thing they say is if you're
[0:20:18] Voice 10: not there when our people show up we will charge you 150 dollars they said that they were going to
[0:20:25] Voice 10: be fixing our phone four times in the last three months in two months we have as of yet been given
[0:20:34] Voice 10: $150 for each one of those times when they made us wait. So they are actually playing both ends
[0:20:43] Voice 10: against the middle. And if they want to take and charge us for us not being there, then if they
[0:20:53] Voice 10: don't show, they should be charged. This is just my opinion. Fair is fair. And I really hope that
[0:21:04] Voice 10: one of the two members of our group of you know can actually get to them and I know that
[0:21:14] Voice 10: Coffin District has already put forward mentioned but we're still without a phone
[0:21:24] Voice 10: and we're not supposed to have the phone fixed until February 9th

[0:21:32] Voice 10: I doubt it that we'll get
[0:21:34] Voice 10: it fixed there so thank you very much thank

[0:21:43] Voice 9: one of them that he didn't cover was there's in the uh agenda package there's reference to uh
[0:21:59] Voice 9: development permit areas and some something some sort of stuff around there well the city island
[0:22:05] Voice 9: doesn't have any development permit areas and it would be a popular revolt every time someone tries
[0:22:12] Voice 9: to institute that sort of zoning so we as a population are particularly sensitive to anything
[0:22:20] Voice 9: thing mentioning the DPAs in our OTP or our Rural Energy Fund. So I certainly hope that the trustees
[0:22:30] Voice 9: will resist any pressure to institute any sort of a DPA agenda on the scheme.
[0:22:38] Voice 9: The other thing is the OTP. It's been, I'm not sure, almost seven months, I think, and there's
[0:22:47] Voice 9: and essentially no movement on the official community plan and the agenda showed that there
[0:22:54] Voice 9: was five thousand dollars allocated to work on it and none of it was used we still have five thousand
[0:23:00] Voice 9: dollars uh it's my understanding that the reason nothing was done because the first nations wanted
[0:23:08] Voice 9: us to pause while they reviewed it and they sent a letter and it took seven or maybe eight or
[0:23:15] Voice 9: for something a month for the staff to reply to that now that is plain insulting if i if i wrote
[0:23:24] Voice 9: a letter in an official capacity as an aboriginal governing body to a to the audience trust and they
[0:23:34] Voice 9: didn't respond for seven months that's hardly accommodating in fact it's insulting uh i i don't
[0:23:42] Voice 9: what to say except that i certainly hope that the there's two members of the executive here
[0:23:48] Voice 9: i certainly hope that they take note of this and start paying
[0:23:53] Voice 7: some respect to the first nations
[0:23:58] Voice 7: um let's see uh
[0:24:01] Voice 9: tim mentioned the 10-acre minimum i'm quite concerned about that because
[0:24:05] Voice 9: there's already been one instance where a subdivision got an extra lot because of this
[0:24:13] Voice 9: 9.8 or something whatever it's translated into and currently pending going to be a very large
[0:24:20] Voice 9: subdivision on the speedy and if this non-10 acre minimum is still in effect they're going to get a
[0:24:30] Voice 9: lot of extra lots and the idea with the 10 acre minimum was to minimize the amount of
[0:24:37] Voice 9: lots available on the speedy and that's something we've been just kind of skating along thinking
[0:24:43] Voice 9: it was true but now we know it isn't true so i would certainly urge the local trust committee to
[0:24:49] Voice 9: rapidly get on this so that once their application is put in it wouldn't make any difference what
[0:24:54] Voice 9: the local trust committee did on the uh and the town hall needs for the second town hall
[0:25:03] Voice 9: for me is self-evident i come here to this meeting and i and i i want to say something and i listen
[0:25:10] Voice 9: to what that means and then definitely like dead time so i leave but if i was going to have a
[0:25:17] Voice 9: chance to comment on what came down at the meeting i would probably hang around i know i used to when
[0:25:24] Voice 9: it was at a town hall at the end of the meeting and i've talked to other people and they say the
[0:25:28] Voice 9: same thing so i would urge that that that's just a change in your procedure by law i think something
[0:25:35] Voice 9: you can do quickly the uh other thing is the uh the duty to accommodate and to and to make
[0:25:49] Voice 9: all of these meetings acceptable to all the members of the public regardless of their
[0:25:54] Voice 9: disabilities and on the speedy island we have an aging population and there a lot of them
[0:25:59] Voice 9: are hearing impaired i know the uh the speedy island community association they had an all

[0:32:33] Voice 4: they say it's they assume it's between your home and the road then they treat it both schedule you
[0:32:39] Voice 4: will come in wherever and that's the lower priority when they recognize it's a multi-residence outage

[0:32:49] Voice 4: it's on their main trunk and so i got you know i gave them numbers from all over and i brought

[0:52:03] Voice 6: look at things like this meeting uh procedures uh bylaw amendment and

[0:52:19] Voice 6: that reaches us to 10 acres.

[1:03:51] Voice 6: policies around crown crown land use and i i'm i'm not uh trying to be 100 accurate but my sense
[1:04:03] Voice 6: is that they're concerned with regard to some of those policies now that they have those forest
[1:04:13] Voice 6: woodland license uh first nation woodland license on those two pieces of ground land
[1:04:19] Voice 6: their concern is that we're not putting stuff in our ocp that fetters their access and their
[1:04:27] Voice 6: activities on those pieces of property i believe that i mean that's what i took as my understanding
[1:04:34] Voice 6: of what their concerns were so this is going to be um this is going to be interesting because i
[1:04:44] Voice 6: think what from my perspective what we really need to do is we really need to drill down into what
[1:04:51] Voice 6: what specific recommendation or what specific policies um they have concerns with out of this

[1:35:44] Voice 6: created has already happened once um there is potential for a number of extra lots to be
[1:35:52] Voice 6: created there's a rather large piece of property um we missed several hundreds of acres that uh
[1:36:02] Voice 6: uh has been through there's there was a dispute essentially amongst the owners about how they were
[1:36:08] Voice 6: gonna um proceed with that property there's been they've been through court and there's uh
[1:36:16] Voice 6: uh so there's serious potential that in the next couple of years that there's going to be a fairly
[1:36:24] Voice 6: extensive amount of subdivision and so I would um I would assert that fixing that numeric disparity
[1:36:34] Voice 6: in the land use bylaw is has some urgency from my my point of view um so that we can avoid having

[1:40:08] Trustee Elliott: going to put this on your project list it has to be based in understanding that this is an ocp

[1:42:51] Voice 6: bit of a sense of urgency to address this specific thing as its own minor project in the hopes that

[1:43:05] Voice 6: always felt it meant um because we the truth is we always talk about a 10 acre minimum no one talks

[1:45:07] Trustee Elliott: what's in and not not being considered so what's in scope and what's out of scope so there's no
[1:45:13] Trustee Elliott: debate about why aren't we considering x y or z because the ltc said this is what this project is
[1:45:19] Trustee Elliott: for instance and then here's the budget but right now until march 31st yes there's resources for
[1:45:27] Trustee Elliott: that but they wouldn't be utilized because to do the project charter is just staff time
[1:45:31] Trustee Elliott: and ltc time there's no engagement it's the next fiscal that you would be tapping into that
[1:45:36] Trustee Elliott: Yeah, minor practical budget of $4,000 to $5,000 to initiate notification, advertising, call rentals, whatever it is that, however you decide to design that engagement.
[1:45:49] Trustee Elliott: Is it just the standard one community information meeting before a public hearing, or do you expect to do mail-out or another additional notification so we can give you some advice on different options within the budget that you have?

[1:47:05] Trustee Elliott: applications if they've made an application to the moody for subdivision the date of that
[1:47:10] Trustee Elliott: application if you're a land use file on ocp haven't been amended then it's not going to
[1:47:16] Trustee Elliott: close the door for those
[1:47:17] Trustee Elliott: individuals so we're looking at potentially eight months to one year
[1:47:23] Trustee Elliott: process just to change this one aspect of the OCP and LUB. That would

[2:31:46] Voice 6: mapping uh designation of shoreline areas or first nations recommendations and so my question
[2:31:54] Voice 6: there is can this be answers probably yes but it doesn't it's going to help slow everything down

[2:32:49] Trustee Elliott: not a part of got larger like we could conceivably move forward on this or we're in the status of
[2:32:58] Trustee Elliott: this isn't being funded at all the regional cultural

[2:33:25] Trustee Elliott: for them to advance okay mapping for example conservation areas heritage conservation areas
[2:33:33] Trustee Elliott: to be designated and working with their adjacent first nations to determine whether or not it's a
[2:33:39] Trustee Elliott: priority locally so um yes as part of your official community plan review process ideally
[2:33:46] Trustee Elliott: that piece has been contemplated i'm not familiar with the ocp project that you've undertaken to
[2:33:53] Trustee Elliott: date in terms of whether or not this was even part of the scoping uh but that's additional
[2:33:58] Trustee Elliott: direction you could give is do you still endorse the project charter as drafted or do you wish to
[2:34:04] Trustee Elliott: expand the scope of that project at this time knowing now that there are significant First
[2:34:10] Trustee Elliott: Nations issues that may need to still be discussed that might lead to some synergies around ensuring
[2:34:19] Trustee Elliott: that the OCP reflects those values and interests more explicitly versus just as sort of
[2:34:28] Trustee Elliott: introduction language or something i like what what you just said there um and i see two
[2:34:37] Trustee Elliott: possibilities of synergy if there is a shoreline management plan in the works which is if you just
[2:34:46] Trustee Elliott: look at the previous page um as a potential future project and hearing what we heard from
[2:34:52] Trustee Elliott: the regional director that shoreline sea level rise mapping has been done so perhaps we could
[2:35:02] Trustee Elliott: consider whether shoreline areas and consulting the first nations in terms of the values and
[2:35:14] Trustee Elliott: also the science like can we combine sort of the cultural discussion of cultural values and
[2:35:19] Trustee Elliott: the scientific sort of mapping of sea level rise into a shoreline management project like
[2:35:27] Trustee Elliott: could that be developed jointly with first nations and as a conversation a way to move the ocp
[2:35:33] Trustee Elliott: project forward or the next step perhaps i don't know yeah the draft bylaws that i understand you
[2:35:40] Trustee Elliott: have right now at first reading are do not incorporate any of that okay so you literally
[2:35:45] Trustee Elliott: need to rescind first reading of those bylaws if they're complaining some significant

[2:35:51] Trustee Elliott: that's the first step is for this LTC to potentially look at the draft

[2:36:11] Trustee Elliott: to make a hard look at where the LTC is at with those bylaws in terms of comfort around
[2:36:17] Trustee Elliott: around when reflecting a final product or if they really are quite preliminary and draft

[2:38:33] Voice 6: probably more relevant.

[2:38:43] Voice 6: may wish to consider scheduling a special meeting
[2:38:46] Voice 6: to engage in more detailed deliberations

[2:38:51] Voice 6: think is a great idea um but i also feel like that with the ocp review where it stands
[2:39:02] Voice 6: right now i feel like there's some expectation from the public that that's what we're going to
[2:39:07] Voice 6: work on like at the beginning of the term that's what our priority is that's my sense from
[2:39:14] Voice 6: um the public meetings we had the all candidates meeting um and that sort of thing that that
[2:39:24] Voice 6: you know working on getting the ocp um finished is is is where we need to focus

[2:39:36] Voice 6: the idea of scheduling a special meeting when we're finished with the

[2:39:48] Trustee Elliott: to be a minor project it stays on the books what we're contemplating is do we want to
[2:39:56] Trustee Elliott: consult with the community as a very early engagement piece going is shoreline mapping
[2:40:04] Trustee Elliott: mapping and sea level rise important to this community to look at in 2025 26 or 24 25 or is
[2:40:13] Trustee Elliott: indigenous cultural heritage and sort of presenting these potential options to the community so that
[2:40:20] Trustee Elliott: we can have some sense of where the community wants to go in longer term is that yeah
[2:40:28] Voice 6: no i mean i i
[2:40:29] Voice 6: i hear what you're saying and i like that idea um i would just maybe also add that i think there
[2:40:35] Voice 6: there's probably some expectation that when we're finished the ocp review that we're gonna
[2:40:42] Voice 6: um at the very least uh do some work to make sure that the land use bylaw and the
[2:40:50] Voice 6: revised ocp align nicely and so i mean again that's

[2:41:00] Trustee Elliott: Are you interested in looking at the options to schedule a special meeting to identify future priorities that could, again, thinking of the fiscal, if you want to do a major project in 24-25, we'll have to get that together as a business case by April.

[2:41:25] Trustee Elliott: so having a meeting between now and march is that feasible i'm not really sure that's a good question
[2:41:34] Trustee Elliott: on gabriel island we chose to make our february business meeting or we're going to discuss it
[2:41:43] Trustee Elliott: this week either a partial business meeting and a partial um sort of strategy setting session with
[2:41:50] Trustee Elliott: the community or it might be altogether we defer the business because it's a light month and we
[2:41:55] Trustee Elliott: just do strategy um with the community so that we're not trying to wedge in another separate
[2:42:00] Trustee Elliott: meeting um and that was do you have any thoughts on that sonia your idea that there is a follow-up
[2:42:11] Trustee Elliott: to the ocp review is bang on and that's the part of the planners you know really want to remind you
[2:42:16] Trustee Elliott: out is that just because you amended the OCP doesn't mean you're done because now we're going
[2:42:20] Trustee Elliott: to fly it for you that you land your file to really make sure that that's consistent and if
[2:42:28] Trustee Elliott: your project was designed to only amend the OCP with no contemplation about how that impacts the
[2:42:33] Trustee Elliott: land use file then we need to provide you with a bit of an analysis of where your draft your
[2:42:38] Trustee Elliott: proposed bylaws are at how does that factor into what changes might be needed it might be very
[2:42:43] Trustee Elliott: very minor, or it might require more significant input. So ideally, the OCP amendment is dovetails
[2:42:50] Trustee Elliott: with the land use bylaw amendment as well. So everybody understands how these policies
[2:42:56] Trustee Elliott: translate. So it might be that it's kind of a major undertaking.
[2:43:03] Trustee Elliott: I'm not aware with your OCP bylaw yet enough to say that that's the case, but I understand
[2:43:09] Trustee Elliott: it's been a community driven process and so whether or not there are some inconsistencies
[2:43:14] Trustee Elliott: or some more um you know important gaps that need to be addressed we can provide you with
[2:43:23] Trustee Elliott: that clarity and give you a sense of the scope of what you might contemplate updating your
[2:43:28] Trustee Elliott: and then you can determine if it's minor or major okay

[2:44:22] Trustee Elliott: that it's been referred to as in yes this this is potentially going to be a large um updating of the

RISE AND REPORT - None 4. REPORTS 4.1 Trustee Reports Trustee Peterson spoke on the following: Welcome to the new Local Trust Committee. Chairing recent meetings on Hornby, Salt Spring and Galiano Island. Recently elected by Trust Council to the new Governance Committee. Continuation as a member of the Trust Programs Committee and the Financial Planning Committee. Notable Issues for consideration this term are: reinstating a second Town Hall opportunity for the public; accommodation of persons with disabilities; amending the Land Use Bylaw regarding the 4 Hectare subdivision size loophole; potential amendment for the Strategy for Antennae Systems focusing on First Nations consultation; completion of the Official Community Plan review is contingent on First Nations consultation which is contingent on the Islands Trust position of Senior ADOPTED Lasqueti Island ADOPTED 2 Local Trust Committee Minutes January 23, 2023 Intergovernmental Policy Advisor being filled soon; future consultation with the Islands Trust Senior Freshwater Specialist. Trustee Lironi spoke on the following: Attending Trust meetings and learning as a new Trustee. Becoming a member of the Regional Planning Committee. Meeting with Snaw-naw-as First Nation and learning about their perspective of Lasqueti Island. 4.2 Chair's Report Chair Elliott spoke on the following: Experience as a Trustee on Gabriola Island working on the Official Community Plan (OCP) Review Excited to be the new Chair for Lasqueti Island as its Official Community Plan (OCP) review moves forward. As a member of the board of the Islands Trust Conservancy, can inform on their reports and provide information on First Nations consultation for stream management strategies. As a member of the Regional Planning Committee, looking forward to working with the Northern Gulf Islands and the Province for appropriate rural housing strategies. Welcoming members of the community to email their questions or concerns. Consider that Reconciliation is very important work. 4.3 Electoral Area Director's Report Director Fall spoke on the following: qathet Regional District (qRD) budget discussions. It is the goal of qRD to meet annually with local Trustees to talk about subject areas of jurisdictional overlap. A meeting is anticipated sometime in the new year. qRD Coastal Shoreline Flood Risk Mapping Project data could be useful for Lasqueti land use planning to identify local shoreline areas at risk of erosion. There are some sensitivity concerns for property owners’ shorelines identified as being in a red zone. An upcoming qRD report on options for affordable housing in rural areas. 5. TOWN HALL Members of the public spoke on the following: Poor landline service by Telus is dangerous for residents with health conditions or unexpected injuries. Telus is intentionally squeezing Lasqueti so that they don’t have to service the system. Can qRD or Islands Trust put some pressure on Telus to properly service the island? Telus treats individual resident outages differently than multi resident outages. It is the CRTC’s, not Telus,’ obligation to ensure phone service; and the rules are different when there are multiple providers. A new letter from the Local Trust Committee (LTC) to Telus would be helpful; the right part of the Telecommunications Act should be referred to in any letter to Telus; and a future letter could be cc’d to the Member of Parliament who may have advice. Lasqueti Island is a lost leader for Telus. ADOPTED Lasqueti Island ADOPTED 3 Local Trust Committee Minutes January 23, 2023 Lasqueti does not have a Development Permit Area (DPA), and there is popular revolt against any mention of DPAs. Hopefully, Trustees will resist any attempt to institute DPAs on Lasqueti Island. An expected pending Administrative Bylaw referred to in the agenda on Page 14: -Adoption of a Land Use Permit Delegation Bylaw: this bylaw would delegate the approval of development permits to staff for all DPAs except Form and Character- seems disingenuous when Lasqueti does not have a DPA and it is giving more decision-making power to staff over Trustees. Lasqueti Islanders would prefer that local elected representatives make decisions for the island, not unelected bureaucrats. The OCP review has stalled, the agenda shows $5000.00 allocated that was never used because the local First Nation had requested by letter that it be paused for review. It then took 7 months for staff to respond, which is insulting to the First Nation. The Trust Executive should take note of this. Future large subdivisions can be given extra lots because of the 4 hectares coming out to less than 10 acres. The LTC should attend to this. There should be a second Town Hall session at the end of the LTC meeting which encourages people to stay for the whole meeting and comment on the proceedings. The Islands Trust has a duty to accommodate persons with disabilities at their meetings, including the hearing impaired who could be accommodated by giving microphones to the speakers. What is this Chair’s view on attendants’ recording LTC meetings for their own personal use and could the Chair consult with the Islands Trust legal department? o The Chair responded that it was a courtesy to ask first because some members of the public may not want to be recorded. The Chair offered to consider the question further. 6. MINUTES 6.1 Local Trust Committee Minutes – None The LTC regular and in-camera minutes dated August 29, 2022 were adopted by Resolution Without Meeting in October and November of 2022. 6.2 Section 26 Resolutions-Without-Meeting Report dated January 13, 2023 Trustee Peterson noted that the minutes of the last LTC meeting of August 29, 2022 were adopted by resolution without meeting because the scheduled November 28, 2022 meeting was canceled due to the coinciding election and election of a new Trustee who would have had no historical context with which to review the old minutes. 6.3 Advisory Planning Commission Minutes – None Trustee Peterson noted that the Advisory Planning Commission (APC) had attempted to meet in June 2022; had failed to reach quorum; then the term ended, and only one application had been received by the LTC by August. 7. BUSINESS ARISING FROM MINUTES 7.1 Follow-Up Action List dated January 13, 2023 The following issues regarding the Follow-up Action List were discussed: The regrettable 7-month delay in staff responding to Snaw-naw-as First Nation was discussed and noted. ADOPTED Lasqueti Island ADOPTED 4 Local Trust Committee Minutes January 23, 2023 That Trust Area Services will be taking the lead in drafting letters for outreach to First Nations going forward. That the Trust is considering the hiring of an Administrative Coordinator to track communications so that they are not duplicated or left undone. That the Senior Intergovernmental Policy Advisor position was on the verge of being filled, so outreach to Snaw-naw-as was better deferred to next meeting. The Follow-Up Action List has changed to a new system. Instead of a 3 item Top Priorities List and a Projects List, the LTC will have 1 Major and 1 Minor Project ongoing. The Community to Community (C2C) funding grant to establish relationship with First Nations has 3 intakes per year, but only one LTC per year can receive one. A late letter received by the LTC by a resident who had not received any notification for today’s meeting. The present meeting was on schedule and the public notified; it was uncertain what further measures could have been taken to enhance public notification. The current standing resolution on meeting procedures had added a protocol for public notification of a late change in time, date, or place for a scheduled LTC meeting, thereby filling a gap in the meetings procedures bylaw. 7.2 2023 Local Trust Committee Meeting Dates for Adoption LA-LTC-2023-001 It was MOVED and SECONDED, that the Lasqueti Island Local Trust Committee schedule its regular business meetings on the following dates in 2023: March 20; May 8; July 26; October 2, and December 11. CARRIED 8. APPLICATIONS AND REFERRALS - None 9. LOCAL TRUST COMMITTEE PROJECTS 9.1 Review of Active and Future Projects - Staff Report Planner Zupanec presented the staff report which asks Trustees to review their Work Program of active and future LTC projects and provide direction to Staff of their priorities. Planner Zupanec noted that LTCs were permitted 1 Major Project and 1 Minor Project in a fiscal year. Potential future Major Projects are ones with an expected budget over $5000.00 in a fiscal year and would require a planner and a Business Case to be initiated in spring to allow time for final Trust approval in December. A Trustee noted the following: The expected cost to continue the OCP Review this fiscal year was under the $5000.00 threshold and so a business case had not been applied for it. There are two referrals outstanding to the Advisory Planning Commission (APC): one regarding the definition of ‘Community Benefit,’ as it applies to Temporary Use Permits (TUPs); and one regarding the objections of the Ministry of Forest, Lands, Natural Resource Operations and Rural Development (FLNRORD) to proposed OCP advocacy policies for Crown Land. Snaw-naw-as First Nation is also concerned that ADOPTED Lasqueti Island ADOPTED 5 Local Trust Committee Minutes January 23, 2023 certain policies may fetter their Woodlot License. The LTC needs to know the specifics of Snaw-naw-as objections. LA-LTC-2023-002 It was MOVED and SECONDED, that the Lasqueti Island Local Trust Committee request that staff prepare a referral to the Advisory Planning Commission to either define ‘Community Benefit’ for the Official Community Plan Project as it relates to Temporary Use Permits or recommend a process by which the Local Trust Committee could define ‘Community Benefit.’ CARRIED The meeting was recessed at 12:31 pm due to electrical disconnection and reconvened at 12:37 pm. A Trustee noted that a subdivision regulation amendment to increase minimum lot size at time of subdivision from 4 Hectares to 4.04 Hectares in the Land Use Bylaw (LUB) to align with a 10-acre minimum lot size will close a loophole that allows extra lots to be derived from large subdivisions. The Lasqueti community has always had a felt expectation for the 10-acre minimum lot size. Planner Zupanec noted the following: Currently, the OCP metrics are consistent with the Land Use Bylaw (LUB) metrics, and both bylaws would need to be amended. New subdivision applications would be grandfathered into existing regulations until the amendment had fully passed. The OCP/LUB metric amendments could be done as a minor project for 2023 beginning with work on a Project Charter which needs no funding. Funds for public engagement would not be needed until fiscal 2024.The entire project might take a minimum of a year, after which Ministry approval may take up to 8 months. Given that the ongoing OCP review project is a minor project rather than a major one, there would not be funds for 2 minor projects in a fiscal year, because only 1 major and 1 minor project can be funded at a time. Minor projects are done in-house with existing staff; major projects go to the Regional Planning Team for pre-approval. By general consent, the meeting recessed at 1:01 pm and reconvened at 1:35 pm. Planner Zupanec noted that the Cultural Heritage Protection Implementation is completed at Regional Planning and it is up to the LTC to determine if it has local relevance. Chair Elliott noted that the Cultural Heritage Overlay Mapping Program had been halted with the loss of the consultant and some First Nations concern with the process. ADOPTED Lasqueti Island ADOPTED 6 Local Trust Committee Minutes January 23, 2023 LA-LTC-2023-003 It was MOVED and SECONDED, that the Lasqueti Island Local Trust Committee request staff to prepare a status update report on the 1st Reading draft format of the Official Community Plan Review Project and provide a preliminary analysis of Land Use Bylaw alignment with it. CARRIED LA-LTC-2023-004 It was MOVED and SECONDED, that the Lasqueti Island Local Trust Committee amend the Official Community Plan Review Project Charter by including consideration of adjusting references to minimum lot size at subdivision and Lasqueti Land Use Bylaw No. 78 Section 3.11 subdivision regulations, and to increase the number to reflect a 10-acre minimum lot size. Trustees agreed that all future meetings be considered in person. It was much simpler to pivot from an in person meeting to an electronic one than the other way around. The LTC discussed that persons with disabilities could be accommodated by online technology; and that close caption Zoom may be helpful for some members of the public. 16. CLOSED MEETING 16.1 Motion to Close the Meeting LA-LTC-2023-007 It was MOVED and SECONDED, that the meeting be closed to the public in accordance with the Community Charter, Part 4, Division 3, s.90(1)(a)(f) and (g) for the purpose of considering (a) Appointment of APC Members, (f) Bylaw Enforcement and (g) Legal Advice AND that the recorder and staff attend the meeting.
