[0:01:07] Voice 1: Appreciate all the, oh, and Laurie Foster, of course, looking after our minutes of technology here this morning.
[0:01:12] Voice 1: Really appreciative of all of you, all the work that you do for the Island Expressway,
[0:01:16] Voice 1: our delivery on our mandate and all the work to prepare us for today for a march budget council
[0:01:23] Voice 1: session we call it budget bylaw i think is the two main topics themes today and so very very
[0:01:29] Voice 1: much appreciate the work you do to get us to these places all right so i have an agenda before us and
[0:01:35] Voice 1: i'll ask if there's any additions or deletions to the agenda i know there's four pieces of
[0:01:40] Voice 1: additional correspondence that came to us this morning and um you know they are ostensibly late
[0:01:46] Voice 1: items it is at the pleasure of the executive committee to receive those items on our agenda
[0:01:52] Voice 1: um and then determine what to do with them um quite honestly um at this 11th hour some of these
[0:02:01] Voice 1: items should be perhaps deferred to our future um so i'm going to ask what the pleasure of the
[0:02:09] Voice 1: executive committee is do you want to defer these to our next agenda or do you want to see the next
[0:02:13] Voice 1: agenda i'm happy to refer i
[0:02:19] Voice 3: would just note that there is one piece of correspondence is because
[0:02:22] Voice 3: the delegate could not appear in person um and so i don't know that that one could be accepted
[0:02:31] Voice 3: or we accept them all and say but as a practice 24 hours ahead of time is the cutoff perhaps well
[0:02:39] Voice 1: Well, the cutoff is really the day
[0:02:42] Voice 1: that the agenda is published.

[0:02:44] Voice 1: so I'm actually wanting to set a standard, a precedent,

[0:03:39] Voice 1: We're probably in an interim period where we need to apply that earlier in the process, like on those dates.

[0:05:44] Voice 1: we're um moving into perhaps our 30th trust council meeting together quite exciting that is
[0:05:51] Voice 1: um i'm not going to really go through the fuel unless you want me to given that this is a bare
[0:05:58] Voice 1: bones skeleton meeting over a fair amount of time so i'll respond to any questions but i have two
[0:06:02] Voice 1: other things to speak to you about just in terms of the cao maybe we just ask if they have anything
[0:06:07] Voice 1: pressing on their mind today we're hoping to hear about on that follow-up action so you have
[0:06:11] all right okay great um of course we're having trust council start in a couple of hours and
[0:06:19] um i'm just going to take a minute here and see if i can describe
[0:06:24] Voice 1: the situation associated with the strategic plan so executive committee is responsible
[0:06:30] Voice 1: for this direction the strategic direction of the balance but the direction of trust council
[0:06:35] Voice 1: monitor and maintain it and keep it fresh and ensure that we're getting new materials um
[0:06:43] Voice 1: we're into this will be our third meeting uh the first trust council meeting was a training
[0:06:47] Voice 1: session and then we had sort of a business meeting and ritz is focused on um budget and
[0:06:53] Voice 1: any other issues that come up just pointing out a couple things if large projects are suggested
[0:06:59] Voice 1: at trust council that aren't contemplated right now they would necessarily be strategic plan
[0:07:04] Voice 1: like where they would go is to our strategic plan we have trust council has a fuel right
[0:07:15] yeah but it doesn't have a long list of projects
[0:07:17] Voice 1: it undertakes and those are
[0:07:20] Voice 1: essentially the strategic plan yeah and
[0:07:23] Voice 1: i'll just so that's just one note so if someone said hey
[0:07:27] Voice 1: let's do it this i would say great we should be looking at amending it this is generally
[0:07:32] Voice 1: the trust council speaks in that fashion around a large project that has financial implications
[0:07:38] Voice 1: it's region-wide implications that becomes some sort of strategic initiative
[0:07:42] Voice 1: that might be new news to some right at
[0:07:45] Voice 1: the table um so that's one two as you know the governance
[0:07:50] Voice 1: committee is not unofficially but is taking up the idea of corporate governance and corporate
[0:07:57] Voice 1: planning at the allen's trust and they're putting their minds to it and they've tasked a subset of
[0:08:02] Voice 1: finance fpc to start that conversation off however you are still responsible for strategic planning
[0:08:10] Voice 1: and um august so we're in 22 23 right now so come august we'll be talking about the budget for 24 25
[0:08:26] and if you have collectively interest in any strategic
[0:08:30] Voice 1: projects you need to begin having
[0:08:34] Voice 1: the conversations around what those things would be for it to be get into the budget for the public
[0:08:39] Voice 1: and others so i'm just giving you a little timeline update prior to us going into a trust
[0:08:44] Voice 1: council that for 24 25 you'd be wanting to contemplate those things from now till june
[0:08:52] Voice 1: now till september is the first block of the budget comes out of september if that doesn't
[0:08:57] Voice 1: happen we haven't come to a common understanding we're then into 25 26. and there's two years left
[0:09:04] Voice 1: on that of the term so there's going to be a concurrence happening here improvement around
[0:09:12] Voice 1: corporate governance and some version of what are we going to do together and the last thing i would
[0:09:19] say is one of the first things plus council needs to do and you might want to turn your minds to
[0:09:25] is what conversation can we have around common principle values and
[0:09:31] Voice 1: understandings of what plus
[0:09:33] Voice 1: council's here to view right now there isn't anything on the floor that says let's have that
[0:09:39] Voice 1: conversation so if tasked i can think that through and keep the quality of those things
[0:09:47] Voice 1: but i just point that out before we go into trust council that was my first item without being too
[0:09:53] Voice 1: profound sure okay just ask if there's any questions on that you said a lot i did and i
[0:10:00] Voice 1: certainly have some notions i'd like to clarify but vice chair do you have any remarks before the
[0:10:05] Voice 1: ceo has advised us just absorbing it all just absorbing it all in the area so
[0:10:14] Voice 3: i do have a
[0:10:15] Voice 3: question um just for clarification is i've read the report from the governance committee and
[0:10:21] Voice 3: the proposal of the corporate plan and are you suggesting that we might have a conversation about
[0:10:29] Voice 3: is the corporate plan proposal going to supersede the typical strategic planning
[0:10:35] Voice 3: process that the atlas trust has been going through because that is not well understood
[0:10:41] Voice 3: right now by the trustees coming in what that process was and are
[0:10:46] Voice 3: we already having a conversation
[0:10:47] Voice 3: about changing the strategic planning process and replacing it with a corporate um right governance
[0:10:56] Voice 3: sort of overview which may include vision values and some of the things that you're talking about
[0:11:03] Voice 3: yes
[0:11:03] Voice 1: so yes is almost what i'm going to say to you is the question is are these consecutive
[0:11:07] Voice 1: activities yeah are these well thought out um current activities if they're consecutive
[0:11:16] Voice 1: and we wait for by the way the strategic planning process and developing a corporate plan those two
[0:11:22] Voice 1: things at the honest trust are not that far apart no that
[0:11:25] Voice 1: that can be achieved but if we wait for
[0:11:28] Voice 1: one to happen completely before we do the other
[0:11:32] Voice 5: um
[0:11:33] Voice 1: i'm just pointing out that you're going to have
[0:11:36] Voice 1: a small window for success this term relative to your budget process and but you have to agree
[0:11:44] Voice 1: what you want to do um so there's some stewardship that ec needs to maintain around this without
[0:11:54] Voice 1: Without preempting the conversations that are happening in the governance committee.
[0:11:58] I don't know how long the government, they're going to put their good minds to it.
[0:12:01] I don't know how long they're going to take to give you
[0:12:03] Voice 1: information by which you can start to have a conversation.
[0:12:08] Voice 3: So my concern is whether vision and values are going to be embedded in this idea of a corporate governance approach.
[0:12:19] Voice 3: approach and therefore is that then owned by the governance committee and not by trust council as
[0:12:27] Voice 3: a whole is that the conversation no
[0:12:30] Voice 1: i mean sitting on governance committee um i just say a couple of
[0:12:35] Voice 1: things it's not entirely clear what the timeline of that transition to to a corporate planning
[0:12:43] Voice 1: process is going to look like and and i think the cao is right if there's things that we want to get
[0:12:49] Voice 1: it done strategically in this term,
[0:12:54] Voice 1: then we need to start thinking about that
[0:12:56] Voice 1: and advancing
[0:12:57] Voice 3: those
[0:12:58] Voice 1: things because it's not clear.
[0:13:01] Voice 1: Now, it may be that the finance committee subgroup
[0:13:05] Voice 1: working with the governance committee
[0:13:09] Voice 1: may be able to set up a corporate planning
[0:13:13] Voice 1: that can sort of be integrated with the strategic planning.
[0:13:16] Voice 1: I think that's really the ideal
[0:13:17] Voice 1: is to bring those things together.
[0:13:20] Voice 1: It may be that that can happen in a shorter timeline, but it's unclear at this point.
[0:13:26] Voice 1: We're starting with ideas.
[0:13:28] Voice 1: We don't have, we haven't like identified framework about how to stitch that all together.
[0:13:36] Voice 1: So, I mean, I take CAO's point that if there are things we feel are important, we need to start thinking about advancing them soon.
[0:13:44] Voice 1: we may fold them into that process if the process comes together in time but it's not entirely clear
[0:13:53] Voice 1: it may take it's possible that it could take the whole term to really set up that shift to the
[0:13:59] Voice 1: corporate planning model yes it's a it's kind of an unknown the work is you definitely have
[0:14:05] Voice 1: a mind for governance counts the committee but but that doesn't mean it's going to be achievable
[0:14:11] Voice 1: in the short term i think all things can be achieved personally um but at some point someone's
[0:14:20] Voice 1: going to come to ec and go where's the strategic direction of the organization i'm just giving you
[0:14:24] Voice 1: a um so you could task me with trying to develop some thinking around how all those things mesh
[0:14:33] Voice 1: together i've
[0:14:35] Voice 3: seen some documents and i'm starting to get lost in all the the documents so forgive me
[0:14:41] Voice 3: this has already been presented but um the last term strategic plan sort of a summary of where
[0:14:48] Voice 3: are we at what is the
[0:14:49] Voice 3: status of all those projects what parts need to be finished and then time to
[0:14:54] Voice 3: budget that has been or will be improved hopefully so
[0:14:58] Voice 1: we could actually do that in june we could
[0:15:01] Voice 1: really spend some time at session on the previous strategic planning process the current state of
[0:15:05] Voice 1: strategic plan options for going forward and then have that links to the government's process
[0:15:10] Voice 1: so
[0:15:11] Voice 2: i
[0:15:12] Voice 1: just want i didn't want to drag you off into a long conversation right now i just wanted to
[0:15:15] Voice 1: highlight that in case one large projects come up just off the table yeah
[0:15:22] Voice 1: or some general that's
[0:15:23] and that's my current
[0:15:24] Voice 1: understanding of strategic planning process and where we're at i like the
[0:15:29] Voice 3: idea of the vision sorry that you are visioning and values um might be a good time to get us
[0:15:39] Voice 3: maybe another one and i mean my
[0:15:41] Voice 1: ceo remarks to trust counsel
[0:15:43] Voice 1: and so um so thank you ceo and thank you vice chairs and um and uh vice chair elliott
[0:15:53] Voice 1: no need to be so kind of trying to cut me off my practice and we're getting to know each other as
[0:15:58] Voice 1: as much as we're getting to know council
[0:16:00] Voice 1: and council's getting to know each other,
[0:16:02] Voice 1: my practice is to allow the voices of the vice chairs
[0:16:04] Voice 1: to be heard more so than what is commonly perceived
[0:16:08] Voice 1: as the dominant voice of the chair.
[0:16:10] Voice 1: But however, I do take the opportunity
[0:16:13] Voice 1: to speak when I have to.
[0:16:14] Voice 1: And so on this topic,
[0:16:16] Voice 1: I want to thank the CAO for his presentation
[0:16:19] Voice 1: and your questions that you've had,
[0:16:20] Voice 1: because it took me a little while
[0:16:22] Voice 1: to totally get my head wrapped around it,
[0:16:25] Voice 1: but it's about for me it's about the concurrence reference and that the honest trust is a complex
[0:16:31] Voice 1: mosaic of policy and process and i believe and i assume and will behave in that fashion until i'm
[0:16:39] Voice 1: told otherwise that we have a process and policy in place associated with street planning and we
[0:16:45] Voice 1: will continue with what's on the table until we are directed to do otherwise and indeed the
[0:16:50] Voice 1: the Governance Committee and now Financial Planning Committee
[0:16:53] Voice 1: are working concurrently on looking at policy and process
[0:17:00] Voice 1: that currently conducts the activities that we're undertaking.
[0:17:03] Voice 1: And when that achieves some understanding of potential for change,
[0:17:13] Voice 1: ultimately that needs to come through us to Council,
[0:17:16] Voice 1: and Council directs us to change what we're doing.
[0:17:21] Voice 1: So in the short term, we will continue to do what we're doing.
[0:17:24] Voice 1: And indeed, on the notion of a big project coming along,
[0:17:27] Voice 1: the mantra has been it needs to be on a strategic plan,
[0:17:31] Voice 1: and I do believe that continues to be so.
[0:17:34] Voice 1: And we need to determine if we're taking on some other large project,
[0:17:38] Voice 1: where's the funding and the resources coming from?
[0:17:40] Voice 1: And so therefore, what projects do we want to take off the strategic plan
[0:17:44] Voice 1: in order to allow space for this potential new initiative,
[0:17:50] Voice 1: which may or may not exist but right um it's just hyper hypothetical um but i think it's important
[0:17:58] Voice 1: for us to have that conversation that understanding as the as the administrative leaders of the
[0:18:04] Voice 1: organization in order to convey that messaging as the ceo said to council to be sure that we're
[0:18:10] Voice 1: our expectations are realistic so you know i'm going to say a council to that this is a
[0:18:19] Voice 1: It's an important time for the Underbust.
[0:18:21] Voice 1: We're in this state of flux,
[0:18:22] Voice 1: and we're thinking about how we govern and why we govern.
[0:18:26] And we need to be clear on those
[0:18:28] Voice 1: questions,
[0:18:30] Voice 1: particularly on what we believe in and what our vision is.
[0:18:34] Voice 1: The mandate, to me, is paramount.
[0:18:38] Voice 1: And to be honest, how you interpret what the mandate says
[0:18:42] Voice 1: is different than what the mandate says in printed work.
[0:18:47] Voice 1: preserve and protect that's our rationale so in my sale comments i will touch on this topic
[0:18:54] Voice 1: with trust council and which will make them think and it will it's great won't have a common
[0:19:01] Voice 1: understanding right now or but it's the responsibility thank you so that was my
[0:19:07] Voice 1: first one i'll go back to you then so the second item is i've emailed you um just this morning to
[0:19:14] Voice 1: lori um a chair training so we've got chair training organized with lisa swarm you'll see
[0:19:23] Voice 1: her resume and cv attached she's preeminent in this field um and we've had some discussions that
[0:19:34] tough
[0:19:35] Voice 1: love kind of approach so it's okay i think uh you know in retrospect this is a good way to
[0:19:43] Voice 1: have this happen there's probably been a little pain at some ltc meetings but now you know what
[0:19:48] Voice 1: matters and what doesn't right and we can craft so direct pieces specifically in this area
[0:19:56] i would think within a month we'll be able to organize chair training for
[0:20:02] Voice 1: yourselves as vice
[0:20:03] Voice 1: chairs and council committee chairs and just find a day i think it's important that it's live
[0:20:08] Voice 1: yes and it would like to be hosted in victoria yes and i'm moving forward i just wanted to give
[0:20:16] Voice 1: you a fill-in um on the there's something in the status so her name is familiar we've worked with
[0:20:23] Voice 1: her before or you may not have um you'll see in her cv she's an instructor at capilano college
[0:20:30] Voice 1: um and is okay it's just coming off of months of doing this stuff for various councils
[0:20:37] Voice 1: as it stands right now. She's the deputy electoral officer for the province of BC, or has been.
[0:20:45] Voice 1: She is a program manager at the local government leadership academy, so maybe I would have
[0:20:49] Voice 1: seen her probably lecturing in that circumstance. Senior by-law enforcement officer with the
[0:20:58] Voice 1: city of surrey so there's very much some depth there
[0:21:01] Voice 5: yeah that's great
[0:21:04] Voice 1: is that something we had
[0:21:07] Voice 1: a bit of a challenge first time out but it's like we need it and here we are well circumstances may
[0:21:13] Voice 1: be to our benefit if she's come off the tour uh presenting this to other councils she's certainly
[0:21:18] Voice 1: i'm sure yeah um local uh on current affairs so to speak and great that's good news okay
[0:21:27] Okay, so we're going to get a couple of dates
[0:21:30] and then the agony of getting all of you
[0:21:34] Voice 1: plus the council committee chairs on one place at one time.
[0:21:40] Voice 1: Sooner the better.
[0:21:43] And ideally in person,
[0:21:45] but
[0:21:45] Voice 1: if scheduling is such that some can't participate in person
[0:21:49] Voice 1: and it is going to stall the process,
[0:21:53] Voice 1: I would sooner have them join electronically.
[0:21:55] Voice 1: And what would help, just if we have a moment,
[0:21:57] Voice 1: is email me any of your individual experiences
[0:22:03] Voice 5: over
[0:22:03] Voice 1: the last two or three months,

[0:22:12] Voice 1: because this can be quite customizable.

[0:22:35] Voice 2: but our team is working as best they can. And we have a senior policy advisor on leave.
[0:22:43] Voice 2: Our senior intergovernmental policy advisor position is vacant. So we are supporting
[0:22:49] Voice 2: trust bodies, trust programs, community executive, and trust councils as best we can
[0:22:52] Voice 2: with that reduced capacity. So that's where we're working from. With regard to your follow-up action
[0:22:59] Voice 2: list we um have essentially are moving forward on most items we are still struggling along with
[0:23:04] Voice 2: trying to get letters out to first nations and are leaning
[0:23:06] Voice 2: into um having admin staff to help
[0:23:09] Voice 2: with that but of course given the departures that take you longer than we would like so i just want
[0:23:13] Voice 2: you to know we are committed to making that project happen um but we're doing it with the
[0:23:16] Voice 2: resources that we have i'm trying to become so that's really your director's update we are um
[0:23:22] Voice 2: looking forward to bringing you at your next meeting your tax notice insert um we're mailing
[0:23:28] Voice 2: out in writing mailboxes in June for consideration and we are about to hit send on emails to staff

[0:26:51] Voice 1: odd day in that we got together in person and you walk in the room you realize a lot of new planners
[0:26:58] Voice 1: a lot of new faces all in person haven't done this for a long time so realize how long it's
[0:27:02] Voice 1: then so it was a really nice transition also and you should be seeing the fruits of that labor

GENERAL BUSINESS ARISING 3.1 Consent Agenda Items Trustee Morrison requested a status update on Chief Administrative Officer (CAO) Hotsenpiller’s FUAL item #1 at 3.1.3 Trust Council Follow-up Action List re: approaching the Province of BC to request additional funding. Chief Administrative Officer (CAO) Hotsenpiller responded, this item continues to be pursued. CAO Hotsenpiller spoke to strategic planning in 4.2.1; that Executive Committee is aware it needs to address this conversation; however, the Governance Committee is currently steering a review of these functions - corporate and strategic planning – as well as values questions.
