[0:00:19] Trustee Luckham: An honor and pleasure to wake up here every day, be aware of the rich culture and history, the beginning of spring,
[0:00:28] Trustee Luckham: The activities that would have been undertaken here on the coast since time immemorial by the tens or hundreds of thousands of people that have been here all this time.
[0:00:40] Trustee Luckham: And as newcomers to the land, it's a joy to see spring coming again this year.
[0:00:48] Trustee Luckham: Of course, the coast has also got a history, a dark history, as well as the joys of the people that have lived here.

[0:05:21] Trustee Luckham: you all that will adopt the minutes by general consent as presented. So this brings us to our
[0:05:29] Trustee Luckham: follow-up action list for the executive committee and we'll start off with the CAO and the follow-up
[0:05:38] Trustee Luckham: list um to uh to tell us what's uh happening with those items that have been tasked to uh to you
[0:05:46] Trustee Luckham: sir over to you thank
[0:05:47] Voice 5: you thank you very much good morning so uh turning to page eight you see
[0:05:51] Voice 5: five items under chief administrative officer um item one is of course that uh that issue has
[0:05:59] Voice 5: moved forward regarding tree cutting and it has a trust council made a resolution so i'll consider
[0:06:05] Voice 5: of that is is complete um or i at last trust council i'm turning to item two i said that we
[0:06:12] Voice 5: would survey trustees to see whether they needed some additional specific orientation training in
[0:06:19] Voice 5: any given area so i'll do that in the next little bit and we will start to fold that into either
[0:06:24] Voice 5: the continuous learning plan or arrange for some potentially some evening online sessions to
[0:06:32] Voice 5: address any of those matters um going forward um you'll see that two and three are quite related
[0:06:40] Voice 5: and as we look at these five things i only see three really um one is the first one which i've
[0:06:47] Voice 5: addressed two and three are around uh orientation of trust council um which will um will address as
[0:06:54] Voice 5: i've described and then we move to items four and five which are around um a request or strategic
[0:07:04] Voice 5: direction associated with developing a request to the province for future funding i personally don't
[0:07:12] Voice 5: see the difference between four and five but um i suspect one came from ec and one has come from
[0:07:20] Voice 5: trust council so as you manage your um your list you might want to look through this and go are
[0:07:27] Voice 5: these and as you do all the whole list um are these separate and distinct items or are they
[0:07:34] Voice 5: um complementary so there's been nothing done since um you know two weeks since since trust
[0:07:40] Voice 5: council associated with um this particular item but obviously it's on this list for uh consideration
[0:07:47] Voice 5: and i think trust council is looking for executive committee to put some framework together around
[0:07:53] Voice 5: this ask certainly that will have to be commensurate with the other requests we've
[0:08:00] Voice 5: made of the province over the next or the last year year or so so that is the essence of the
[0:08:08] Voice 5: follow-up action list and i'd respond to any questions you have and then i just go into my
[0:08:14] Voice 5: my anecdotal report any
[0:08:17] Trustee Luckham: uh questions from any of the vice chairs regarding his report uh trustee
[0:08:21] Trustee Luckham: elliott
[0:08:22] Trustee Elliott: um yes i do see that four and five um are very similar i had seen um somewhere in someone's
[0:08:30] Trustee Elliott: follow-up action list that the request to revise the funding formula to the islands trust um
[0:08:37] Trustee Elliott: included the islands trust conservancy and i don't see the island's trust conservancy
[0:08:42] Trustee Elliott: mentioned um will that body be part of this uh conversation in coordinating our our strategy
[0:08:52] Voice 5: uh i would think so that's a long-standing um resolution it hasn't left us i and i believe
[0:08:59] Voice 5: that's on trust council's fuel um and there was you know without going into the deep history there
[0:09:07] Voice 5: There has been a meeting or two over the last year
[0:09:09] Voice 5: and a bit with regard between EC and the Conservancy.
[0:09:14] Voice 5: Certainly the Conservancy is a body
[0:09:17] Voice 5: that gets some provincial attention
[0:09:18] Voice 5: and there might be some real benefit
[0:09:21] Voice 5: into highlighting its work as we move forward.
[0:09:24] Voice 5: But I think that that collaboration
[0:09:26] Voice 5: would need to be restarted at this point
[0:09:28] Voice 5: as part of any strategy.
[0:09:30] Voice 5: And I wouldn't think that they would be left out
[0:09:32] Voice 5: of any of these conversations.
[0:09:33] Voice 5: So we would harmonize the trust council fuel direction
[0:09:36] Voice 5: with these two as we move forward would
[0:09:40] Trustee Elliott: that be something for the liaison um meeting between ec
[0:09:43] Trustee Elliott: and the conservancy yes it would all right thanks good
[0:09:50] Trustee Luckham: and when for my information is the next
[0:09:53] Trustee Luckham: liaison meeting of this new term that's
[0:09:57] Voice 5: a great question i don't know the answer sure
[0:09:59] Voice 5: i think it's
[0:10:00] Trustee Luckham: july 17th

[0:10:08] Trustee Luckham: to be in a prepared position if not well probably likely we might want to do something sooner than
[0:10:15] Trustee Luckham: that given the direction of council but um you know the subtle difference between four and five
[0:10:20] Trustee Luckham: Five I see is, if I remember correctly, four was let's do this strategically when it seems appropriate or convenient in conversations with the province.
[0:10:34] Trustee Luckham: I think the new direction is more the interest of advancing this in a more rapid way.
[0:10:42] Trustee Luckham: and so indeed this conversation has been going on for some time and indeed the
[0:10:48] Trustee Luckham: trust conservancy has been a fundamental and important part of that conversation
[0:10:52] Trustee Luckham: and so we should we should think about strategizing that even perhaps at our next
[0:11:00] Trustee Luckham: meeting ec meeting to discuss how we might get from here to there do you have any remarks on
[0:11:07] Trustee Luckham: that russ or my thought uh
[0:11:08] Voice 5: not really that sounds perfectly reasonable yeah yeah okay
[0:11:14] Trustee Luckham: um and of course all that would have to happen we'd have to provide direction to
[0:11:19] Trustee Luckham: um facilitate that um let's go to the cao and um his uh uh overall uh report staff report
[0:11:30] Voice 5: okay this is brief uh chair luckham um keeping in mind it seems like long ago but we just met
[0:11:35] Voice 5: two weeks ago with just council and um completed that that work and got that direction um and we
[0:11:44] Voice 5: then brought that information to our all staff meeting the following week and described the
[0:11:51] Voice 5: adoption of the budget what that means the potential for additional administrative support
[0:11:57] Voice 5: to the islands trust which was well received i would say and let everyone know that we're going
[0:12:03] Voice 5: to be undertaking a review of the bylaw enforcement function and this generally went through um some
[0:12:10] Voice 5: of the discussions that uh provided an overview or some of the discussions at trust council
[0:12:15] Voice 5: so that's happened uh there's been some work on the corporate plan with myself and uh the
[0:12:21] Voice 5: subgroup from the financial planning committee we meet again this friday um as um a framework
[0:12:27] Voice 5: work is developed um to and it's its first destination i think will end up being the
[0:12:34] Voice 5: governance committee meeting of april 14th and mainly i would say that it's been issues management
[0:12:39] Voice 5: over the last uh week or so just uh issues coming off of islands we've had certainly some challenges
[0:12:45] Voice 5: yesterday um around salt spring and the challenges in channel ridge um and that's taken up a fair
[0:12:54] Voice 5: amount of my time and other um other staff time so but that's a that's a regular normal and um
[0:13:02] Voice 5: well we're continuing to do that work and really that's the that's my uh anecdotal report for you
[0:13:09] Trustee Luckham: okay anything further from the vice chairs no one item uh cao um were you prepared um or
[0:13:20] Trustee Luckham: are able to speak to the chair training item.
[0:13:24] Trustee Luckham: I don't see an update on this agenda.
[0:13:27] Trustee Luckham: And I think that's on your follow-up action list.
[0:13:32] Voice 5: Yes, I can speak to it.
[0:13:34] Voice 5: We've got an open contract negotiation going on
[0:13:38] Voice 5: and I was hoping to go in camera
[0:13:39] Voice 5: and describe that with you today.
[0:13:43] Voice 5: And we've got, I think all the specifics you need
[0:13:45] Voice 5: and then you can rise and report out of that quite easily.
[0:13:48] Trustee Luckham: Excellent, okay, thank you very much.
[0:13:49] Trustee Luckham: I didn't recall what that would be in camera okay excellent so um let us move on to uh the
[0:13:58] Trustee Luckham: director of legislative services David Marler oh sorry Toby you had a follow-up question I just
[0:14:04] Trustee Elliott: had a quick question um this corporate plan strategy that's uh being worked on with the
[0:14:09] Trustee Elliott: governance committee um is that likely to come back to June trust council what are we looking
[0:14:14] Trustee Elliott: looking for in terms of a time frame um
[0:14:18] Voice 5: the conversations I think um have been realistic
[0:14:24] Voice 5: you know I think there will be a significant update but there isn't I don't feel that there's
[0:14:29] Voice 5: pressure to like land a whole strategy by June if that happens that's great and I frankly I think
[0:14:37] Voice 5: that is a good approach we can't go too long of course because we'll miss the funding window for
[0:14:43] Voice 5: for the 24, you know, 24, 25 or 23, 24 follow on budget cycle. So it remains a work in progress.
[0:14:59] Voice 5: This is the initial pieces that are being put in place and there'll be some reporting I expect,
[0:15:04] Voice 5: but that's really going to be over to the governance committee. They've got a lot to
[0:15:07] Voice 5: think through.
[0:15:09] Trustee Elliott: But sorry, I'm just trying to understand, doesn't this also have to dovetail
[0:15:13] Trustee Elliott: with a strategic planning session which ec is sort of the body that directs that and and how
[0:15:22] Trustee Elliott: so i'm trying to figure out which comes first or are they going to be sort of concurrent
[0:15:27] Voice 5: they would
[0:15:28] Voice 5: i would suspect that ec would want to be informed by some of that work and that the first time we'll
[0:15:34] Voice 5: have something substantial to talk about would be the april 14th governance committee meeting
[0:15:38] Voice 5: and coming out of that ec will then see where we're at keeping in mind yes um you are responsible
[0:15:45] Voice 5: ultimately for uh the strategic direction of the organization on behalf of trust council we're
[0:15:51] Voice 5: organizing that and um but i i don't see any point in in you at this point taking that task on or
[0:15:59] Voice 5: looking at strategic items without having at least some feedback from this initial body so
[0:16:04] Voice 5: So April 14th first, and then between the 14th and June trust council will be an opportunity
[0:16:10] Voice 5: for further work on it.
[0:16:13] Trustee Luckham: Right.
[0:16:15] Trustee Luckham: There is, I had the impression, there is an assumption that has been talked about that
[0:16:21] Trustee Luckham: indeed there isn't one that comes before the other, that it's out of necessity.
[0:16:26] Trustee Luckham: There will be concurrent, the work will be concurrent with what we're doing presently.

[0:16:50] Voice 1: are underway uh item one hopefully we can get that to the june trust council and item two would be to
[0:16:58] Voice 1: september trust council item three is completed that's just responding to uh concerns about the
[0:17:05] Voice 1: Minister meeting not being open to the public. So I did send that out. I haven't received
[0:17:10] Voice 1: any further correspondence on that. I do have a short direct report for you, very short.
[0:17:19] Voice 1: If there are any questions, I'll continue.
[0:17:21] Trustee Luckham: I'm not seeing any questions. Go ahead.
[0:17:24] Voice 1: Okay. So at Trust Council, the discussion around the Accessibility Committee was left
[0:17:30] Voice 1: with the concept that I would reach out to trustees and ask any that were interested in
[0:17:38] Voice 1: working with me on coming back to council with some recommendations for the membership that was
[0:17:44] Voice 1: the the focus of the discussion so beyond that I have no direction from trust council I have sent
[0:17:51] Voice 1: out an email a couple days ago so far I haven't received any interested trustees if I don't
[0:17:58] Voice 1: receive any I think what I'll do is just bring this back to the executive committee the original
[0:18:04] Voice 1: RFD and ask for direction from the executive committee on how to return that to trust council
[0:18:10] Voice 1: trust council will have to make a decision in June if we're going to get a committee established by
[0:18:16] Voice 1: September deadline so it's kind of some time limitations involved in this one so I'll keep
[0:18:23] Voice 1: you up to date and i'll keep the sale up to date on whether or not i do get one or two trustees
[0:18:28] Voice 1: that are interested in working with me um the other thing i wanted to just mention is that we
[0:18:34] Voice 1: have some big freedom of information protection and privacy um applications in we get these these
[0:18:41] Voice 1: come in from time to time we don't have much control over them the legislation has timelines
[0:18:47] Voice 1: that we have to follow to meet them and the timelines are not respective of any staffing
[0:18:53] Voice 1: issues whatsoever. As you know we have lost two out of the three very knowledgeable FOI clerks
[0:19:00] Voice 1: so it's right now myself, Jaz and we're using another staff person, Bab, to assist us in
[0:19:08] Voice 1: in processing this so I just want you to be aware of that. We are going to be getting some training
[0:19:15] Voice 1: for the incoming staff that are replacing Becky and Daniela and we'll get that back
[0:19:23] to you.
[0:19:23] Voice 1: But FOI right now is good for some of our admin staff. I'll leave it at that

[0:20:39] Voice 5: trust area services you know the coastal marine strategy and so forth so
[0:20:44] Voice 5: as the the curators of this work program it's always of value to wonder how much
[0:20:51] Voice 5: resource do we want to do undertake or direct towards trust area services and if we take on
[0:20:59] Voice 5: another major project is their value in looking over this list and removing something uh yeah
[0:21:06] Trustee Luckham: might need a fresh look uh with respect to that um given new direction from council so
[0:21:13] Trustee Luckham: and updates accordingly so thank you for that trustee uh vice chair elliott yeah a question
[0:21:20] Trustee Elliott: on that um because we didn't move forward the budget item for heritage and grants and aid
[0:21:27] Trustee Elliott: um just a question do we continue with the work that's sorry i don't see it on the um i'm going
[0:21:37] Trustee Elliott: to look on my own so number three um working with trustees for the dust and bones screening
[0:21:43] Trustee Elliott: and reconciliation discussions or does that come from a reconciliation budget how does that sort of
[0:21:50] Trustee Elliott: work if we still have interest in this um screening

[0:21:58] Voice 5: with the screening we would have funds to to carry
[0:22:02] Voice 5: on that work um in terms of the
[0:22:05] Voice 5: grant need program itself it'll be funded at the level that trust council's indicated

[0:23:01] Voice 2: probably biggest thing is like issues management and staff management.
[0:23:04] Voice 2: You may, I'm sure you're all aware that we have, you know,
[0:23:07] Voice 2: two new managers in the, in our department and the North and Salt Spring.
[0:23:11] Voice 2: So helping them manage transitions and help wherever I can.
[0:23:15] Voice 2: We also have a lot of administrative changes.
[0:23:17] Voice 2: Thank you to Trust Council for approving the budget.
[0:23:22] Voice 2: That causes a lot of changes in the admin world.
[0:23:25] Voice 2: So we're planning to manage that through some change management.
[0:23:30] Voice 2: And yeah, working with the ombudsperson, I've been meeting with them to advance that work
[0:23:34] Voice 2: of Trust Council and other things, really lots of stuff going on, lots of issues, lots
[0:23:39] Voice 2: of interesting things, and sort of passionately working away at some of the things for the
[0:23:45] Voice 2: regional planning committee regarding uh fresh water and housing so yeah happy

[0:25:00] Voice 7: development permit for the yellow house art society uh one of those rare occasions that
[0:25:05] Voice 7: was a feel-good moment for everyone uh so that was great um other than that i'd say the meeting
[0:25:11] Voice 7: went well uh over on salt spring um working to really define what our work program is primarily
[0:25:21] Voice 7: focused on um more uh housing opportunities especially workforce housing and uh of course
[0:25:29] Voice 7: concern from residents around the rogers crest channel ridge uh cell tower project there uh
[0:25:39] Voice 7: uh and uh what potential things there may or may not be left for the local trust committee to do
[0:25:48] Voice 7: in pursuit of the uh or in in response to the concerns of residents i suppose uh so that's
[0:25:56] Voice 7: about it uh gonna be on hornby this friday for our first in-person meeting of the term very much
[0:26:03] Voice 7: looking forward to that um and there again we'll be looking uh uh there's a there is another rogers
[0:26:11] Voice 7: tower uh proposal there so there's some some uh similarities although many differences there and
[0:26:19] Voice 7: uh and the ocp review for hornby island as well so i'd say that's that's it for me okay very good

[0:26:57] Trustee Maude: down within the community there's been a few things eliminated but it's just going forward
[0:27:01] Trustee Maude: we renewed a couple of tups for short-term vacation rentals um which i think is a good tool
[0:27:08] Trustee Maude: um as i said they're both renewals um because of the conditions put in there are no concerns
[0:27:14] Trustee Maude: for the neighbors and um it's that moves forward the only thing that we're stalled on right now
[0:27:19] Trustee Maude: and they've delayed for another year which i'm going to get in trouble for is the draft
[0:27:24] fees pile up um the trustees are really struggling with that um
[0:27:28] Trustee Maude: so i know you guys aren't really
[0:27:31] Trustee Maude: happy but it's stalled for a while i'll leave it with that thank you okay

[0:28:03] Trustee Elliott: meeting and so we've given some work to our respective CAOs to engage with MOTI staff
[0:28:11] Trustee Elliott: regarding some barge ramp sort of yeah work and something that came up and keeps coming up is
[0:28:21] Trustee Elliott: telephone service on the island uh as a safety issue um well the lack of telephone service i
[0:28:28] Trustee Elliott: should say so i'll be following up um with telus i believe um and then uh trustee peterson brought
[0:28:39] Trustee Elliott: forward a the model antenna sort of protocol uh that salt spring has been exploring and so we're
[0:28:47] Trustee Elliott: going to be looking at that the ocp review we're waiting for staff to come back with the scope
[0:28:53] Trustee Elliott: and analysis of the possible amendments and implications for the lub there's a planner
[0:28:58] Trustee Elliott: transition there so uh senior planner is uh was training a new planner to the area and so that's
[0:29:08] Trustee Elliott: going to be delayed a little bit but it was a good meeting um had some lively discussion on the um
[0:29:14] Trustee Elliott: shall we say, recording of meetings by private citizens. So I got some clarity from
[0:29:23] Trustee Elliott: Stefan Cermak, thank you for that, on our meeting procedures and sort of what's allowed in terms of
[0:29:32] Trustee Elliott: recording of private citizens and public servants such as us. I think that's it. Oh yeah, we have
[0:29:39] Trustee Elliott: an upcoming meeting, South Pender, a special community information meeting, although there
[0:29:43] Trustee Elliott: There will be some regular business on Saturday, but the focus is a town hall to hear from the community on their priorities and what they'd like to see trustees advance in this new term.
[0:29:55] Trustee Elliott: So looking forward to that.
[0:30:00] Trustee Luckham: All right. Thank you. So from my own area, it has been quiet in terms of LTC meetings.
[0:30:11] Trustee Luckham: I expect to be meeting on Gabriola next Thursday. And I reported out on our previous
[0:30:19] Trustee Luckham: Gambier meeting, and there'll be another one coming up another month or so.
[0:30:24] Trustee Luckham: um and um just ongoing uh work with staff for uh correspondence and other items coming and going
[0:30:34] Trustee Luckham: through the the chair position um i do have a question actually because it comes up from time
[0:30:42] Trustee Luckham: to time with in response to your uh the advice that you received from stephan sermac uh if it
[0:30:49] Trustee Luckham: could be brief, maybe ask Stefan Cermak to advise us on that concept of individuals recording our
[0:30:58] Trustee Luckham: meetings, because sometimes people want to record audio, some want to record video, and we like to
[0:31:04] Trustee Luckham: respect the privacy of the public with respect to those things. And then, of course, if they're
[0:31:11] Trustee Luckham: publishing that, what the subtleties are about the freedom of people to do as they wish, and
[0:31:17] Trustee Luckham: And then, of course, the official record, which is what we publish.
[0:31:22] Trustee Luckham: Stefan, can you just summarize quickly for all of our benefit on that?
[0:31:26] Voice 2: I can give you a high-level brief summary, but I'd be happy to report back in a written format if you'd like.
[0:31:33] Voice 2: My understanding thus far is that people are free to record the local trust committee at the meeting, at a public meeting.
[0:31:42] Voice 2: At a public meeting, it's a public event, and the public officials can be recorded.
[0:31:46] Voice 2: it but to record a private citizen you need the private citizens consent and so when you're not
[0:31:52] Voice 2: at a public meeting you're a private citizen and you have that right so that's my understanding
[0:31:57] Voice 2: i'll be happy to dig into that to make sure that that's a solid confirmation but it's certainly
[0:32:02] Voice 2: been the practice over the years and it's been implemented for well well more than a decade than
[0:32:07] Voice 2: than I've been with the organization.

[0:32:12] Trustee Luckham: I always think it's polite, if nothing else,
[0:32:17] Trustee Luckham: for individuals to advise the LTC,

[0:33:32] Trustee Elliott: Well, our meeting procedures bylaw is not clear on this and things have to.

[0:39:56] Trustee Luckham: to report from the conservancy you've certainly got a few items that you've seen i

[0:40:03] Trustee Elliott: brief as possible. We had a meeting on March 14th with the Trust Conservancy Board, updated the work
[0:40:10] Trustee Elliott: plan. And I was actually very thankful. Our ITC manager, Kate Emmings, is so on the ball.
[0:40:22] Trustee Elliott: She was able to say, well, if we do this, we're not going to be able to do this. And so there
[0:40:26] Trustee Elliott: was a good discussion of what's actually achievable by staff. And we came up with a
[0:40:31] Trustee Elliott: work plan that continues to focus on land securement, administrative and management
[0:40:38] Trustee Elliott: sort of tasks that aren't very glorious, but they need to be updated after COVID. And we've
[0:40:45] Trustee Elliott: delayed developing a reconciliation action plan until the new SEPA is in place. In regards to
[0:40:51] Trustee Elliott: the budget um we have spent 99 of it and so again staff is very efficient in uh budgeting
[0:41:01] Trustee Elliott: exactly what is needed for the programs um in i'll just note that in the process of evaluating
[0:41:09] Trustee Elliott: a referral for a development variance permit from keats island and its potential implications for a
[0:41:16] Trustee Elliott: nearby conservation area um we did have a discussion around how revetments and seawall
[0:41:25] Trustee Elliott: and foreshore management is going to become more of an issue in especially for structures that were
[0:41:36] Trustee Elliott: built before setbacks were put in place so basically uh keats island there's a you know
[0:41:42] Trustee Elliott: They have a setback now, but 40 years ago, there wasn't.
[0:41:47] Trustee Elliott: And so that property is in danger of storm surges and all of this.
[0:41:54] Trustee Elliott: So I think we're going to see this.
[0:41:56] Trustee Elliott: So shoreline protection and green vegetation and measures to mitigate the impacts of sea level rise and storm surges is going to become more prevalent and more of an issue.
[0:42:07] Trustee Elliott: So I'm really happy with the fact that we're going to have a discussion on the Coastal Marine Strategy because part of that is going to inform our community planning going forward.
[0:42:20] Trustee Elliott: So I'll leave it at that. We'll have a discussion on the Coastal Marine Strategy Forum, which our Vice Chair Smith attended, and she gave a really good report, and I'm really glad that we were part of that.
[0:42:34] Trustee Elliott: that so looking forward to the I think trustees get to have a special uh meeting uh in a couple
[0:42:41] Trustee Elliott: of days or tomorrow and so yes there's a one million hundred million dollar fund that was
[0:42:48] Trustee Elliott: announced for uh for fresh water strategy so I'm we'll we'll have a chat about that hopefully later
[0:42:54] Trustee Elliott: on anyway great meeting really impressed with the staff they continue to uh do really amazing work

[0:43:37] Trustee Luckham: like to think we do three things we do administrative uh work overall for the organization
[0:43:42] Trustee Luckham: we approve bylaws from ltcs and we do meeting uh trust council meeting preparation and we have here
[0:43:49] Trustee Luckham: next on our agenda a bowen island municipal land use bylaw amendment number 598 this is a request
[0:43:55] Trustee Luckham: request for decision um and uh none of us are vice chairs on that uh Council and so I'll turn
[0:44:05] Trustee Luckham: to regional planning manager sir Mac if he wants to introduce this uh by law and then I'll look
[0:44:10] Trustee Luckham: for a vice chair to move the motion and we can discuss whether or not we agree with it and vote
[0:44:15] Trustee Luckham: accordingly um uh regional director uh sir mac thank

[0:45:26] Voice 2: small part of the property, one remainder. And while preserving important coastal features,
[0:45:33] Voice 2: park access and a few other features that make it easy to support and in in concurrence with
[0:45:42] Voice 2: the policy statement so that's my overall assessment happy to answer more questions

[0:47:11] Trustee Luckham: review it's an opportunity for each of us to remark on our experience at the council and seek
[0:47:17] Trustee Luckham: some feedback from staff this is a learning opportunity um um to improve uh our um council
[0:47:26] Trustee Luckham: meetings into the future so um i'm gonna go in the opposite direction here now um i think i'm gonna
[0:47:33] Trustee Luckham: start with uh trustee elliott uh trustee mod trustee peterson um
[0:47:39] Trustee Elliott: i'll keep my remarks brief
[0:47:41] Trustee Elliott: I think there's still value in doing the trustee roundtable at Trust Council.
[0:47:47] Trustee Elliott: I really think it's good to hear from people.
[0:47:51] Trustee Elliott: I'm questioning the placement and the timing of delegations on the first night.
[0:48:02] Trustee Elliott: It went really long and we want to hear from citizens and these delegations.
[0:48:10] Trustee Elliott: People put a lot of thought into it.
[0:48:12] Trustee Elliott: But by 9.30pm, everyone's tired, and it's hard to take in information. So that was a bit
[0:48:20] Trustee Elliott: challenging. And overall, I would say, I'm questioning the trend that we're seeing from
[0:48:30] Trustee Elliott: the last two trust councils of an immediate response to a delegation and sort of action
[0:48:37] Trustee Elliott: from the floor that directs a lot of staff resources and basically sets the agenda for the
[0:48:45] Trustee Elliott: for the next three months so um we saw that at december trust council meeting and i think the
[0:48:52] Trustee Elliott: bylaw enforcement um overview and briefing was great it was really helpful um i'm just
[0:49:01] Trustee Elliott: can we introduce some sort of buffer time between what we're hearing from citizens in
[0:49:08] Trustee Elliott: terms of delegations and immediate responses that may not be possible um trust council is
[0:49:14] Trustee Elliott: the decision-making body and and we're there to do that work so um but it's i find it interesting
[0:49:22] Trustee Elliott: that in every other aspect of the islands trust work we have multiple processes of consideration
[0:49:29] Trustee Elliott: and reconsideration, getting reports, learning what, you know, the specific complexities of a certain issue are. And we spend months deliberating before coming to decisions on important issues. So this very, I'm finding it hard to, yeah, so I think you get where I'm going with that.
[0:49:59] Trustee Elliott: It's the one aspect that I think is speeding ahead and the train leaves the station before we've even had a consideration of what track it's going on and what are the implications and what are the resources that it's going to take.
[0:50:13] Trustee Elliott: And that is one thing that is totally different from the way the rest of Trust Council seems to operate.
[0:50:19] Trustee Elliott: So I am challenged by that as much as I do love the good debate and discussion and hearing from people with different points of view.
[0:50:29] Trustee Elliott: So that's my take on March Trust Council. Thank you.

[0:50:40] Trustee Luckham: it's difficult just to address what Trustee Elliott was just speaking of,
[0:50:45] because if we delayed it or deferred it to the next Trust Council meeting,
[0:50:49] Trustee Maude: we're going to spend a whole bunch of time reminding ourselves what the delegates said
[0:50:54] and bringing ourselves back up to speed.
[0:50:56] And sometimes these things are time sensitive.
[0:51:00] I think this time we got bogged down with one particular delegation, both with the delegation and the Q&A and then the disposition of the delegation.
[0:51:09] That's a rarity in my experience.
[0:51:14] Unfortunately, it might have tainted what otherwise was pretty, what normally is a smooth process.

[0:51:35] Trustee Maude: My overall impression of Trust Council is I was very impressed.
[0:51:40] Trustee Maude: I think everybody within was very respectful.
[0:51:45] I admired how two trustees from an island could have a disagreement and vigorously debate
[0:51:51] Trustee Maude: on both sides of the matter, and then 15 minutes later be sitting side by side, leaning over
[0:51:56] Trustee Maude: over a laptop discussing the next motion is I think
[0:52:01] everybody is working together and really
[0:52:04] Trustee Maude: working
[0:52:05] Trustee Maude: in my mind in a very positive manner.
[0:52:08] Trustee Maude: The only thing for me is, you know,
[0:52:10] Trustee Maude: Thursday didn't go too long.
[0:52:12] Trustee Maude: A lot of us didn't get back home until 10 o'clock at night.
[0:52:15] Trustee Maude: So it made for a very, very long day,
[0:52:18] but I think that the agenda was reasonably laid out,
[0:52:23] but unfortunately we got sidetracked on some issues
[0:52:26] that took more time than maybe we anticipated and there's nothing we can do about it and
[0:52:30] I just think you know it is what it is and
[0:52:33] Trustee Maude: I think it was a good experience thank you
[0:52:38] Trustee Luckham: uh thank you David uh Tim Peterson well
[0:52:43] Voice 7: thank you I'd agree that uh um I really enjoyed the
[0:52:48] Voice 7: level of collegiality uh at trust council amongst trustees uh I thought it was a
[0:52:53] Voice 7: a pretty good session overall.
[0:52:56] Voice 7: I will echo Trustee Elliot's comments
[0:53:01] Voice 7: about the evening session.
[0:53:03] Voice 7: I heard from multiple trustees
[0:53:06] Voice 7: that they didn't like working that late into the evening.
[0:53:11] Voice 7: Again, concentration issues and just sort of
[0:53:14] Voice 7: general sense of exhaustion by the time that was done.
[0:53:18] Voice 7: So that's something I think that we might wanna consider
[0:53:22] Voice 7: consider the timing of that for future meetings.
[0:53:27] Voice 7: As far as the meeting going long,
[0:53:30] Voice 7: I think this is a function of the fact
[0:53:34] Voice 7: that we've got a lot of new trustees,
[0:53:36] Voice 7: that people want to ask questions and get clarity.
[0:53:40] Voice 7: And of course we're only meeting four times a year
[0:53:43] Voice 7: as trust council.
[0:53:45] Voice 7: And I want us to have that space for trustees
[0:53:49] Voice 7: to ask the questions.
[0:53:50] Voice 7: I think it's very important.
[0:53:56] Voice 7: In terms of the timing, perhaps we might consider, if it's realistic to try and put as much as we do in the time that we're allotting ourselves as Trust Council, especially as we're, you know, as I mentioned, we have a lot of new trustees asking a lot of questions.
[0:54:18] Voice 7: we may want to consider just planning uh a slightly longer session um i think from my
[0:54:28] Voice 7: perspective and i'm not sure how every trustee would would go about this but uh you know if we
[0:54:36] Voice 7: had planned the session to run till three then no one's having surprises about the time they're
[0:54:41] Voice 7: getting home and given that um given our reality with with new trustees asking important questions
[0:54:50] Voice 7: we need to have the space there so i i'd suggest that it's worthy of of the executive committee to
[0:54:58] Voice 7: consider planning a slightly longer session so that uh trustees and staff have a more realistic
[0:55:06] Voice 7: expectation of the time that we might be at trust council uh so those are my thoughts
[0:55:12] Voice 11: very
[0:55:16] Trustee Luckham: good thank you uh tim lots of uh great thoughts there so far um my remarks are is um
[0:55:27] Trustee Luckham: you know indeed this is a new council and there's um we need to make a significant investment in
[0:55:33] Trustee Luckham: and the learning and working together piece to prepare us for the rest of the term.
[0:55:41] Trustee Luckham: And so I can't emphasize enough how important it was, I think, for that meeting to be in person.
[0:55:50] Trustee Luckham: The amount of conversation, people whispering in my ear, and the conversations at dinner time,
[0:55:55] Trustee Luckham: and at the breaks, and all of this. And in fact, particularly around some of the difficult issues
[0:56:00] Trustee Luckham: we were debating, having that opportunity to have one-on-one conversations in between
[0:56:05] Trustee Luckham: when necessary, I think helped with the flow and the decision-making that was happening
[0:56:12] Trustee Luckham: and the level of respect that was going on during the debates. And so really,
[0:56:21] Trustee Luckham: really, if nothing else, I really appreciate the in-person meetings.
[0:56:24] Trustee Luckham: meetings. I, too, am questioning the evening public consultation. That is an experiment,
[0:56:37] Trustee Luckham: and the hope was that we would provide, there would be a greater opportunity for more public
[0:56:47] Trustee Luckham: public participation. And I think actually it wouldn't, it's not unreasonable for me to say
[0:56:54] Trustee Luckham: that since we've been doing these evening public consultation sessions, I don't think that we've
[0:57:01] Trustee Luckham: actually increased the level of participation. And so, you know, so of course, as with recording
[0:57:11] Trustee Luckham: meetings, once you enter into doing something and becomes a practice, it's a lot more difficult to
[0:57:17] Trustee Luckham: pull back from that. And it might seem arbitrary to some if we decided to not have evening public
[0:57:25] Trustee Luckham: engagement sessions as part of our planning process for the next council, because there
[0:57:31] Trustee Luckham: might be the council might want to weigh in on that, in my experience. And so I think that's
[0:57:39] Trustee Luckham: important there's two aspects to this with respect to the length of the public the public engagement
[0:57:48] Trustee Luckham: session and delegations particularly um in that obviously this needs to be way tighter
[0:57:55] Trustee Luckham: and uh point out that actually uh the one delegation that ended up being an hour long
[0:58:01] Trustee Luckham: delegation actually the delegate was 10 minutes was actually closer to 11 minutes but his actual
[0:58:08] Trustee Luckham: presentation was 10 or 11 minutes which is perfectly reasonable what went wrong is trustees
[0:58:15] Trustee Luckham: asking complex questions that required complex answers and so certainly the policy generally
[0:58:23] Trustee Luckham: does say your delegation x amount of minutes 10 minutes and and and includes questions and so
[0:58:31] Trustee Luckham: So the dilemma that I run into is, so 11 minutes, he's already expired his time allotment, there will be no questions.
[0:58:41] Trustee Luckham: I can imagine that that wouldn't go over well with a number of trustees.
[0:58:45] Trustee Luckham: And so there's a management issue associated with that, that may or may not turn out to be a different kind of a conversation.
[0:58:55] Trustee Luckham: conversation. And so certainly, I think that we do need to stick more to the prescription that
[0:59:04] Trustee Luckham: a delegation is either 10 minutes or 15 minutes and five minutes for questions. And if that's one
[0:59:10] Trustee Luckham: question or two, that's up to the council to determine what those questions are, and then
[0:59:15] Trustee Luckham: indeed up to the delegate to be succinct on the answer to the question. Yes or no would be a much
[0:59:23] Trustee Luckham: much better answer than the long, because I think we had three or four questions that were easily
[0:59:28] Trustee Luckham: 10 minutes each. And that's what set us astray. So, of course, moving that into one, we need to
[0:59:37] Trustee Luckham: be more prescriptive. Because, of course, if we move that public engagement into the middle of
[0:59:44] Trustee Luckham: the day, and instead of it taking up all the delegations taking up 60 minutes, which is not
[0:59:49] Trustee Luckham: not unusual, that it takes up two hours or more, that it completely messes up the rest of the
[0:59:55] Trustee Luckham: schedule. And I would say that in some respects, because
[1:00:00] Trustee Luckham: it happens at the end of the day there is maybe an assumption that we can go on a little longer
[1:00:05] Trustee Luckham: just because there's no pressing business that we have to follow up with because we're going to end
[1:00:09] Trustee Luckham: as soon as the public consultation so those are the complexities that I think about and certainly
[1:00:16] Trustee Luckham: seeking in a different venue than this perhaps just airing it at the moment any discussion
[1:00:23] Trustee Luckham: around that and advice from staff and vice chairs and or trustees that might be listening
[1:00:28] Trustee Luckham: with respect to how to manage that better because indeed I did not manage that well
[1:00:35] Trustee Luckham: but didn't see a way out of it that would not be problematic. As was mentioned earlier that
[1:00:46] Trustee Luckham: the disposition of delegations really does need to happen in a timely fashion because people come
[1:00:51] Trustee Luckham: and they like to see an outcome of the reason why they came and certainly though it's better advice
[1:01:00] Trustee Luckham: rather than saying let's do x it's better to ask staff for options on investigating something so
[1:01:10] Trustee Luckham: that we can so we don't actually have to craft a solution to the problem but we can identify the
[1:01:15] Trustee Luckham: problem more broadly other than the perspective that the delegate has brought. And so that's
[1:01:23] Trustee Luckham: something for all of us to consider. But again, council's appetite for discussion and problem
[1:01:30] Trustee Luckham: solving is a challenge. I will say that indeed, or repeat really, the respectful dialogue amongst
[1:01:39] Trustee Luckham: Council was amazing. We indeed had many unanimous decisions and indeed the outcomes of decisions
[1:01:49] Trustee Luckham: that were proposed by some trustees when they weren't successful, that those trustees that
[1:01:58] Trustee Luckham: were unsuccessful were very sportsman-like, sportsperson-like, and I so very much enjoyed
[1:02:06] Trustee Luckham: enjoyed that aspect of us working together and then I'll just say that you know on any of these
[1:02:13] Trustee Luckham: topics more time or less time for conversations council's appetite for free-ranging conversation
[1:02:21] Trustee Luckham: is huge and again is one of the big challenges of the chair to try and not and I see moans and
[1:02:29] Trustee Luckham: groans around the room about restricting conversation but we do have an agenda and I
[1:02:36] Trustee Luckham: I do take that agenda seriously because it sets up expectations of trustees, as well as the public
[1:02:42] Trustee Luckham: for when and where items are going to fall on our time available. And of course, it's easy to say,
[1:02:49] Trustee Luckham: let's add more time for conversations. But we don't actually talk about adding more time to
[1:02:57] Trustee Luckham: the overall agenda. We don't go from two days of discussion to three or four days of discussion.
[1:03:03] Trustee Luckham: We want to squeak more time out of the two days that we have. And that's just simply not possible without going overtime because there are so many conversations that need to be had. And again, the appetite for debate is pretty vigorous.
[1:03:20] Trustee Luckham: yeah so longer sessions was the only other remark I had so those are my thoughts I welcome any
[1:03:28] Trustee Luckham: feedback from anybody and everybody with how to manage these meetings better
[1:03:34] Trustee Luckham: and I found it to be a very enjoyable council overall actually and we we were successful in
[1:03:42] Trustee Luckham: getting a budget forward and that's I would say that was not necessarily clear a month ago
[1:03:48] Trustee Luckham: so uh that's super and let's uh turn to staff oh trustee elliot you have a remark and then i'll go
[1:03:54] Trustee Luckham: to staff for their comments on what they saw more
[1:03:58] Trustee Elliott: of a question um on two points um should we
[1:04:05] Trustee Elliott: maybe restrict conversation post-delegations and just have a policy of you know two to three
[1:04:11] Trustee Elliott: minutes question period and there's a hard limit that's one question and uh can we look at a
[1:04:18] Trustee Elliott: learning program for trustees in terms of facilitating group discussions and collaborative
[1:04:24] Trustee Elliott: decision making. I really did like the evening webinars. I don't know where we're at in terms
[1:04:31] Trustee Elliott: of staff training. But really, it is an art to bring 26 different perspectives together and have
[1:04:42] Trustee Elliott: a good conversation that leads to decision making that people are happy with. So maybe this is a
[1:04:47] Trustee Elliott: skill we can develop as opposed to let's just create longer sessions or you know we're trying
[1:04:54] Trustee Elliott: to create a culture of working together and i think all of you have pointed to there's the will
[1:04:59] Trustee Elliott: and the the desire to do that and people do that well when we're in person but perhaps some skills
[1:05:05] Trustee Elliott: or some training in that regard could be could help the overall um goal of getting there faster
[1:05:13] Trustee Elliott: Mr. Yep,
[1:05:16] Trustee Luckham: and Vice Chair Mogg.
[1:05:20] Trustee Maude: I just wanted to reflect back is perhaps
[1:05:24] Trustee Maude: Chair Locke might have a better track record than me,
[1:05:29] but I don't remember ever delegations going
[1:05:34] sort of as
[1:05:34] Trustee Maude: much quote unquote,
[1:05:35] Trustee Maude: overtime in the past that there was,
[1:05:38] Trustee Maude: it was one delegation that caused an issue time-wise,
[1:05:43] Trustee Maude: but I would agree with Chair Luck of you know any effort to sort of shut down or
[1:05:50] Trustee Maude: return that conversation I don't think would have gone very well and then the
[1:05:55] system in the same with the subsequent disposition it was a complex topic and
[1:06:00] trustees wanted to talk it was a deep subject and we went through a lot of
[1:06:05] time on it I just don't anticipate in the future that being the norm because I
[1:06:12] I don't remember in the past that that actually happened to that regard so it I would be more
[1:06:18] tempted to consider that of being a one of um a little bit of a learning experience but um
[1:06:24] as the trustees on my local trust committees know I
[1:06:27] Trustee Maude: kind of like people to speak and you know
[1:06:29] Trustee Maude: sometimes our town halls can go for an hour and a half but you know hearing every voice
[1:06:33] Trustee Maude: is very important thank you yeah
[1:06:37] Trustee Luckham: I think you're right David that was a rare instance of that much
[1:06:42] Trustee Luckham: over time associated a single delegation but um we i think we do need to keep an eye on it
[1:06:47] Trustee Luckham: so ceo hudson pillar do you have uh any observations about the trust council

[1:06:54] Voice 5: you mr chair i'm glad glad to be there in space with everybody uh very pleased that the budget
[1:07:00] Voice 5: went through um and that there was uh both the allocation of additional administrative
[1:07:07] Voice 5: resources which this organization needs and also I thought that there was a good conclusion with
[1:07:13] Voice 5: regards to the bylaw enforcement considerations I think that most trustee you know good conversation
[1:07:18] Voice 5: was had information was provided and I'm going to make this point because I'm going to make
[1:07:23] Voice 5: another point in a moment that was born of a disposition of delegation and instead of a
[1:07:32] Voice 5: decision being made a request was made for information and that information was provided
[1:07:37] Voice 5: to trust council in an ordered manner and then with reporting and corroborative or investigative
[1:07:46] Voice 5: individuals from other institutions to come in and set the context for trust council before they
[1:07:54] Voice 5: made a decision. I think that the frankly that the however and I think it is executive committee's
[1:08:03] Voice 5: responsibility ultimately to look at this i do not think this is a one-off i think this is a new
[1:08:08] Voice 5: process where delegations come to the islands trust they're well organized and um there is
[1:08:16] Voice 5: the expectations the decisions will be made quickly um associated with those to satisfy to
[1:08:22] Voice 5: satisfy that um overall that's is not a what happens in that scenario is that we're absent
[1:08:30] Voice 5: something and that is any analysis provided to trust council around whatever is being proposed
[1:08:36] Voice 5: so in the absence of that there is a conversation that goes on and on if you as an organization can
[1:08:44] Voice 5: afford it to have sustained conversations over a long period of time without any
[1:08:53] Voice 5: corroborative or investigative information then I guess that's your determination
[1:08:57] Voice 5: discrimination i think that um i don't we might want to look at how other institutions handle
[1:09:04] Voice 5: these things um i i think it's a new way to get business done at the allen's trust that's proving
[1:09:11] Voice 5: somewhat effective and um how you address that and and uh into the future is is going to be i
[1:09:20] Voice 5: think a challenge or perhaps an opportunity for you but i do not think that this is
[1:09:26] Voice 5: a um a rare occasion i think that this is now proving to be um a way of getting things done
[1:09:34] Voice 5: and moving the debate certainly i would say for the disposition of delegations
[1:09:39] Voice 5: um at trust council i'll illustrate that there was a high amount of emotion
[1:09:43] Voice 5: and concern and risk being described by trustees that um if staff had had the opportunity to speak
[1:09:50] Voice 5: to that matter at any point we would not have thought that our advice would be that there
[1:09:54] Voice 5: isn't the level of risk that's it felt like trustees were having to take on at that time
[1:10:01] Voice 5: um but uh um how you how you mentor that process going forward um we will see um i did have a
[1:10:10] Voice 5: number of trustees come up and go is is this because they were new is this how this is
[1:10:15] Voice 5: supposed to to unfold and um sometimes it has been the case and and often often not but um
[1:10:25] Voice 5: i would offer you that we did we didn't do a session on what's called structured decision
[1:10:29] Voice 5: making at trust council because we had so many things to orient on it is an interesting topic
[1:10:36] Voice 5: and it's just the process by which you get to ultimately direct resources um get information
[1:10:43] Voice 5: information, consider the, you know,
[1:10:46] Trustee Maude: ensure
[1:10:46] Voice 5: that you get public commentary, and then turn that into
[1:10:50] Voice 5: a structured decision-making process for the most part. We do have a learning module on that, and I
[1:10:57] Voice 5: don't know if that would be of value, or we could bring someone in to assist with that. But if this
[1:11:01] Voice 5: is going to be a way things get done, and we have that one-day gap between a presentation and then
[1:11:08] Voice 5: some significant decision or discussion then you might want to think about it um that's it the only
[1:11:17] Voice 5: thing i'd say is we are now into the era of the trust council meeting live trust council meeting
[1:11:26] Voice 5: i've accepted and excited by that um we're going we're going back three or four three years or so
[1:11:31] Voice 5: uh and what that means is that there's more um there's more work involved in organizing those
[1:11:40] Voice 5: meetings certainly there's an impact on uh lori and the lori the work she does as opposed to
[1:11:47] Voice 5: organizing a zoom meeting or something like that there's a lot involved and there's a lot of
[1:11:52] Voice 5: benefit of course as you've described but there's you know this changes her position to a certain
[1:11:57] Voice 5: degree and um or changes it back let's put it that way um and the additional consideration is
[1:12:06] Voice 5: that we're now layering on it's an electronic meeting as well as a live meeting which is pretty
[1:12:13] Voice 5: cool when you think about it because that's being moved that's not happening in chambers that's
[1:12:17] Voice 5: moving around all these different locations and um our tech is just getting really really
[1:12:24] Voice 5: sophisticated there's the odd bump that wow um i'm impressed that we can do that and that we're
[1:12:29] Voice 5: going to be doing it in some other room in June and another room in September.
[1:12:35] Voice 5: The statistics around the evening meetings, I don't think we haven't had a significant bump
[1:12:41] Voice 5: overall from the pre-COVID days, but it'd be certainly worth taking a look
[1:12:48] Voice 5: at some of that viewing data around trust council overall and the delegation sessions as well when
[1:12:58] Voice 5: when community members get to call in.

[1:15:14] Voice 5: not just the stopping and then um waiting process that is challenging for everyone involved
[1:15:22] Voice 5: so i think for some minor motions or medium level motions many jurisdictions don't even write
[1:15:30] Voice 5: the the thing down and then wait and put it on the screen for everybody and they don't even have
[1:15:35] Voice 5: screens um i think if everyone does everyone understand the motion and then you could at
[1:15:41] Voice 5: least start having the conversation around it before this exact wording is on the table
[1:15:48] Voice 5: so i just offer that as a thought i think that would save us some time and perhaps some general

[1:22:32] Voice 1: will make sure that we have a better line of sight with the chair so that we can communicate
[1:22:37] Voice 1: better. And I just want to concur with the CAO with respect to the delegation. I think
[1:22:47] Voice 1: I think from my perspective, what I've seen in the past is usually if there is a desire
[1:22:54] Voice 1: to do some work on a delegation, to request staff to come back with some analysis to help
[1:23:01] Voice 1: inform the discussion.
[1:23:02] Voice 1: So I'm not going to reiterate what the CAO said, but I do think that is important.
[1:23:09] Voice 1: Otherwise it feels like you're making decisions based on incomplete information.

[1:23:23] Voice 1: continue to look at how we can make the voting better um there are some limitations but there
[1:23:28] Voice 1: may be things we can do to make it easier for people to see visually who's voting who isn't

[1:29:42] Voice 2: officials so we've taken on the first step of first informing all the elected officials about

[1:31:18] Trustee Elliott: housing so that was that was my question on that and I wanted to ask as well about the learning
[1:31:26] Trustee Elliott: opportunities actually the the public engagement tools and approaches I know that was coming out of
[1:31:33] Trustee Elliott: the policy amendment project but I think this is going to be a thing for this trust council and
[1:31:41] Trustee Elliott: And the public does want different ways of engaging and there's an appetite for, you know, now that we're live streaming meetings, trustees are already having to grapple with, well, how, and I am wrestling with, do I discuss policy issues on Facebook?
[1:31:59] Trustee Elliott: I've made the decision, no, I don't want to. I have spaces where I engage, you know, at the library and have open meetings and business hours.
[1:32:10] Trustee Elliott: So, but handling social media is not going to go away, and having some tools and guidance around that, I would argue is a priority, and not just with regard to the policy amendment project so I'll just submit that for your consideration.

[1:44:58] Voice 5: the scenario we're in is that you're well aware that there's coastal marine strategy being
[1:45:04] Voice 5: considered by the province and in the past we've undertaken some advocacy around coastal matters
[1:45:11] Voice 5: there is an intention there's a request for feedback through an intentions paper and this
[1:45:19] Voice 5: This is really a consideration for executive committee.
[1:45:22] Voice 5: Do they want to invest time in some resources
[1:45:26] Voice 5: which are outlined in this report
[1:45:28] Voice 5: into directing the executive committee
[1:45:33] Voice 5: and through the chair to develop a submission
[1:45:36] Voice 5: to the coastal marine strategy.
[1:45:38] Voice 5: There is a timeline associated with it of April 14th.
[1:45:41] Voice 5: So that would have to be present.
[1:45:44] Voice 5: And it would basically be based
[1:45:45] Voice 5: on previous advocacy positions
[1:45:46] Voice 5: that the Allen's Trust has taken
[1:45:48] Voice 5: with regards to the coastal marine environment and uh it would be limited basically to those matters
[1:45:55] Voice 5: and it would be uh um director freighter would work with chair luck on developing that
[1:46:02] Voice 5: so that's the that's a consideration whether you want to use your resources on this
[1:46:07] Voice 5: um you'll see in the report there's also discussion of a watershed security strategy
[1:46:12] Voice 5: um a similar consideration though a slightly longer timeline of april 17th
[1:46:19] Voice 5: and that the Conservancy has requested that a briefing regarding the watershed security strategy and provide input, so they've the Conservancy's asked for the executive committee to consider making a submission for both.
[1:46:35] Voice 5: would take about 10 hours each of staff time and we'd work with the Chair, as I said, and you can see that the document here is.

[1:47:16] Trustee Luckham: decisions of council and support of council historically were not likely to be going out
[1:47:24] Trustee Luckham: on a limb with new concepts without any endorsement from council moving forward.
[1:47:31] Trustee Luckham: I can't help but note, because there was an interest by trustees on this, whether or not
[1:47:39] Trustee Luckham: there might be the opportunity in that framework to solicit anything from trustees for input to
[1:47:51] Trustee Luckham: that but indeed this is an important coastal marine strategy has is an important topic to us
[1:47:57] Trustee Luckham: and I know CEO you have an interest in in this as well because indeed the islands trust should be
[1:48:05] Trustee Luckham: the best at this and um and i would like to say that it's it's nice that it's minister cullen
[1:48:12] Trustee Luckham: that is advancing this work who we've or when he was our minister had the opportunity to develop
[1:48:18] Trustee Luckham: some rapport with him on the importance of the islands trust and indeed the coastal component
[1:48:24] Trustee Luckham: of the work that we do it's not just uh land uh based but the impacts on our land development what
[1:48:31] Trustee Luckham: what the impacts are on the marine environment so that's indeed appropriate that we respond based
[1:48:38] Trustee Luckham: upon previous council positions so um ceo do you have anything in any recommendations there with
[1:48:48] Trustee Luckham: respect to i realize three weeks is not a long time

[1:49:35] Voice 5: information and submit it from a resourcing perspective yeah

[2:09:09] Trustee Elliott: resolutions came back and uh i think march 6th i know this isn't really related um sorry i just
[2:09:20] Trustee Elliott: dropped the paper but there was a provincial response saying that well we've created this
[2:09:25] Trustee Elliott: this rural and northern housing initiative for Indigenous needs.
[2:09:32] Trustee Elliott: And I just note that, again, rural island housing needs are just not going to be addressed.
[2:09:38] Trustee Elliott: And so I'm looking for strategy, looking for input, some key messages.
[2:09:45] Trustee Elliott: And I do see that there's something included in our agenda for consideration.

[2:14:51] Trustee Luckham: because there's going to be a lot of talking heads
[2:14:54] Trustee Luckham: about strategy and policy.
[2:14:55] Trustee Luckham: And and then there's certainly opportunity to provide input on what is the provincial province wide strategy on housing, which, of course, is substantial, substantially funded and developed by the province.
[2:15:11] Trustee Luckham: But certainly we want to articulate what our own needs are. And I think that that by the representation of the trustees that are attending can come from an LTC level.
[2:15:22] Trustee Luckham: It's not necessarily that you're speaking from councils wanting to have something done. And I don't know that there's necessarily that opportunity because they're developing a strategy and that will come back again in the future about what they've heard from local governments.
[2:15:40] Trustee Luckham: And keep in mind, there could be 100 other local governments in the room with you.
[2:15:44] Trustee Luckham: And so, indeed, you do want to be focused on what you're identifying as the concerns in your community, more so than an ask, but saying these are the concerns and these are the experiences that we're having here.
[2:15:56] Trustee Luckham: And, indeed, there needs to be more provincial interest in housing in these rural island communities, which is clearly different than urban or mainland rural communities.
[2:16:09] Trustee Luckham: So, I just, in my sort of view, having attended lots of these things over the years, that there's less opportunity for one-on-one, be it group sessions, there'll be workshops going on and stuff like that, where there's opportunity to discuss what the issues are.
[2:16:26] Trustee Luckham: And indeed, each of you as members of your local trust committees that are attending can bring those local issues to the table. And CAO, does that sound more or less appropriate?
[2:16:37] Trustee Luckham: and do you have a
[2:16:38] Voice 5: comment i think that's a very good summation of of exactly what um the intention

[2:21:33] Voice 5: organizations, legal teams of the two organizations in crafting a protocol agreement that you see

[2:21:44] Voice 5: um it's been well worked um the uh elected officials and chair luckham have had an
[2:21:50] Voice 5: opportunity to look into this the process um is one where the nation's asked if this could be
[2:21:57] Voice 5: done by the end of the month if possible they have their own fiscal realities in place and that's
[2:22:03] Voice 5: what you have in front of us that's what we have in front of us so by the end of last week we were
[2:22:07] Voice 5: we're trying to get final agreement from the nation and substantially we have that it would
[2:22:12] Voice 5: then be a matter of the local trust committee going yes this is to our satisfaction that has
[2:22:19] Voice 5: occurred that happened last week and they made a motion that's included here it needs to then go
[2:22:24] Voice 5: to executive committee for two reasons one for you to forward it to trust council because trust
[2:22:30] Voice 5: council are the signatories to any protocol agreements and two to provide an opportunity
[2:22:35] Voice 5: for trust council to do that and that is to do an rwm to say let's have a meeting a special meeting
[2:22:41] Voice 5: and we're doing this to in order to accommodate the interest of the nation um to see if it meets

[2:23:02] Voice 5: reasonably appropriate RFD for Trust Council.

[2:23:26] Voice 5: I think you could characterize this one as being efficient.
[2:23:29] Voice 5: It provides for four meetings a year.
[2:23:31] Voice 5: It doesn't bind any party more than I think is necessary. And it provides an opportunity for a consistent approach to governing throughout the region and exchange of information.
[2:23:48] Voice 5: and um i think that uh there is the ability for amendment in the future that's built into
[2:23:57] Voice 5: the agreement and i think that's flexible enough for any um for anything that's going to come down
[2:24:04] Voice 5: the road in the future that that that needs something and it'll be a good process for
[2:24:08] Voice 5: trust council take a look at this protocol agreement and see how effective it is um the
[2:24:13] Voice 5: nation wanted to meet um you know there's going to be some resource use on our part a couple
[2:24:18] Voice 5: thousand dollars a year i think that's absorbable frankly and there's going to be some frequency in
[2:24:25] Voice 5: meeting and some preparation that being said trust council has provided some more administrative
[2:24:30] Voice 5: resources to the islands trust and we're hopeful of having SEPA come on board so i think there's
[2:24:35] Voice 5: going to be that kind of horsepower or resource use or staff capacity that we can bring to this
