[0:11:21] Voice 12: Planner Chadwick, and fellow Skippakians.

[0:11:25] Voice 12: I'm gonna take a few minutes of your time during town hall

[0:11:29] Voice 12: to make a case for siting and use permits

[0:11:32] Voice 12: under specific circumstances.

[0:11:35] Voice 12: I'll state that at the outset that in general,

[0:11:38] Voice 12: I'm not in favor of siting and use permits

[0:11:40] Voice 12: as standards for home construction or commercial construction in our region.

[0:11:46] Voice 12: But under circumstances like those I'm going to describe to you,

[0:11:50] Voice 12: I believe that they're more than appropriate.

[0:11:53] Voice 12: There's a case to be had that siting and use permits

[0:11:58] Voice 12: would be an appropriate alternative to building permits

[0:12:01] Voice 12: for tiny homes on bales, tiles, and manufactured homes.

[0:12:06] Voice 12: Case in point, my husband and I are in the process of developing a site

[0:12:11] Voice 12: for a tiny home considered by the CRD building constructed under CRD building inspectors and

[0:12:22] Voice 12: excuse me considered by CRD building inspector as a moved and manufactured home

[0:12:29] Voice 12: that home was built on main island under CRD building standards despite the challenges that

[0:12:36] Voice 12: the qualified owner builder faced in that process the structure served as a home for a family of

[0:12:42] Voice 12: three for five years or almost five years our rental property at 567 club crescent is a 1.7

[0:12:50] Voice 12: acre parcel that we've owned since 2017. the primary residence on that property is rented

[0:12:58] Voice 12: to the same young family since the day that we took possession we've often talked about the idea

[0:13:05] Voice 12: of building a second legal residence on the property

[0:13:08] Voice 12: to add to the stock of long-term rentals on Main.

[0:13:11] Voice 12: But the cost of construction is prohibitive.

[0:13:15] Voice 12: When the tiny home became available for sale,

[0:13:18] Voice 12: we looked at the property through a different lens

[0:13:20] Voice 12: and realized it was a perfect fit for the situation

[0:13:24] Voice 12: or the section of property that we had been looking at.

[0:13:28] Voice 12: We contacted a contractor to assess the location

[0:13:31] Voice 12: and commit site preparation,

[0:13:34] Voice 12: Removing trees and stumps to create an area to situate the unit on a concrete pad.

[0:13:40] Voice 12: We decided that we would go through the CRD building permit process despite the fact that the only construction that was happening on the site was the pouring of cement pad, which isn't a requirement.

[0:13:51] Voice 12: and building a utility shed under the 100 square foot limit, and reconstructing a porch that is separate from the TOW.

[0:14:04] Voice 12: This project does not fit into the mold of a typical building permit.

[0:14:09] Voice 12: The fact that the construction of the TOW was done under permit here on Main should negate the requirements for a traditional building permit.

[0:14:19] Voice 12: we've had the property surveyed in 2021 and had intermittent stakes placed along the back of the

[0:14:26] Voice 12: property line so we were able to cite the pad taking into account account setback requirements

[0:14:32] Voice 12: the height of the structure is well within building standards the water connection has

[0:14:37] Voice 12: been established under the approval of our water district the only thing we're waiting for at this

[0:14:42] Voice 12: point is a septic permit and installation oh and a building permit at this point we're carrying on

[0:14:50] Voice 12: with the process we have progressed too far and invested too much in the project to throw our

[0:14:56] Voice 12: hands up and walk away from our point of view this is a win-win situation where we will be able to

[0:15:04] Voice 12: add a modestly priced long-term rental quality long-term rental to the island market while at

[0:15:12] Voice 12: the same time giving a growing family who are committed to the community the equity needed

[0:15:18] Voice 12: to take the next step thank you in advance for taking this into consideration in your

[0:15:25] Voice 12: deliberations with the crd related to building permits on the southern clients

[0:15:59] Voice 13: Let me estimate it as a delegation or yes, I didn't realize it was that far down the agenda.

[0:16:05] Voice 13: we can shift without, I mean, it's basically the same idea as what Deb's was more of a delegation than question and answer.

[0:16:11] Voice 13: or so yeah so i think mr craig should go ahead would you like to make you sit here for three

[0:16:17] Voice 6: hours yeah thank you for inviting me uh janine and i had a conversation a week or so ago um i'm

[0:16:25] Voice 6: the owner of the fernhold center on main island i've owned it since late 2017. um part of my

[0:16:33] Voice 6: center is a restaurant unit that has a dedicated permitted purpose-built commercial kitchen

[0:16:41] Voice 6: It was built somewhere around 2020, maybe just after it was fully permitted.

[0:16:47] Voice 6: There was also a renovation to the middle part, connecting the commercial kitchen to the dining area, which is in the old part of the building.

[0:16:58] Voice 6: That was permitted as well.

[0:17:02] Voice 6: It had an island's health permit to operate as a 50 seat restaurant from the first time it opened.

[0:17:12] Voice 6: uh with liquor licenses and there's been various restaurants run in that facility

[0:17:18] Voice 6: the commercial kitchen is useless for any other purpose it was purpose-built

[0:17:23] Voice 6: and fully permitted um when i bought it it was being used as an antique store

[0:17:31] Voice 6: and the kitchen itself was not being used uh the owners of it were the or the

[0:17:38] Voice 6: the leases were at the sunny main bakery and they did have plans of restarting that commercial

[0:17:44] Voice 6: kitchen probably as an adjunct kitchen to the main island bakery um so i did some improvements

[0:17:51] Voice 6: within the kitchen at that time upon their request um we upgraded the fire suppression

[0:17:57] Voice 6: suppression system and had to be cleaned and so on in the summer of 2021 they informed me that

[0:18:10] Voice 6: they were leaving the island and that and at that point I I told them I'd support them trying to

[0:18:17] Voice 6: sell their business in place uh they had various people three different people and I felt through

[0:18:23] Voice 6: um they also informed me that the floor in the middle area had collapsed or partially collapsed

[0:18:31] Voice 6: and so i went in and had a look at it and basically that permitted work of the middle area

[0:18:39] Voice 6: it was permitted by the crd it was wood on dirt so i don't know where the inspection went on that

[0:18:48] Voice 6: But I inherited it, I bought it.

[0:18:50] Voice 6: So I was prepared to repair that area.

[0:18:53] Voice 6: And I had the idea at the time that I would replace the bathroom,

[0:18:57] Voice 6: which was over top of the area that was collapsing,

[0:19:00] Voice 6: and probably put in two so that it would be suitable for restaurant use

[0:19:05] Voice 6: for a 50-person restaurant operation.

[0:19:11] Voice 6: In about December, so I had the as-builts drawn up in AutoCAD, because they were just hand-drawn drawings before.

[0:19:22] Voice 6: So I was getting prepared to do a permit set, and then I was approached by my tenants who were renting the bungalow,

[0:19:30] Voice 6: asking if I'd be interested to lease that space out to them as a restaurant.

[0:19:35] Voice 6: I had aspirations of doing a restaurant.

[0:19:39] Voice 6: So at that point, I had my draftsperson draw basically a concept

[0:19:45] Voice 6: of that renovation of the middle area with the bathrooms

[0:19:52] Voice 6: to get a starting point.

[0:19:54] Voice 6: And at that point, I contacted CRD, and I got Chris.

[0:19:58] Voice 6: And he basically, we discussed it briefly,

[0:20:02] Voice 6: and he said I had to get an architect and a structural engineer.

[0:20:06] Voice 6: So I did and I got a structural engineer going. I also contacted a local architect on island.

[0:20:12] Voice 6: I sent the plans off to them. That architect declined. The structural engineer completed

[0:20:18] Voice 6: their work. They considered it mainly a structural project at that point and I

[0:20:27] Voice 6: got a permit set together based on the information provided on the CRD's website.

[0:20:37] Voice 6: when i called i was not able to get a hold of really anybody so in early january of

[0:20:47] Voice 6: 2022 um i was i was prepared i called chris small again and said i was ready to submit the permit

[0:20:55] Voice 6: package in which case he said no you need to talk to mike so mike taylor the commercial inspector so

[0:21:03] Voice 6: So I started trying to contact Mike

[0:21:06] Voice 6: for the next four to six weeks.

[0:21:11] Voice 6: And then I did, he did finally call back.

[0:21:14] Voice 6: And at that point he said,

[0:21:16] Voice 6: I definitely needed an architect on the job

[0:21:21] Voice 6: because it was considered an assembly use

[0:21:26] Voice 6: and because it was a commercial restaurant.

[0:21:29] Voice 6: So basically at that point,

[0:21:31] Voice 6: I went on a three-month adventure trying to find an architect

[0:21:35] Voice 6: that would be willing to work on my project.

[0:21:38] Voice 6: I contacted and sent plans to – I contacted at least 12 different firms.

[0:21:46] Voice 6: I sent drawings, packages to at least four.

[0:21:50] Voice 6: I was declined by all.

[0:21:53] Voice 6: And the problem with it is that there isn't enough money in it

[0:21:57] Voice 6: for an architect to take on that type of small commercial intense renovation and they were all

[0:22:04] Voice 6: busy so there is a problem with the industry and not regards for service for renovation of this

[0:22:12] Voice 6: sort the other problem is it's rural it's remote and it's very expensive for them to service me so

[0:22:19] Voice 6: So I had firms decline on me on that basis alone.

[0:22:23] Voice 6: In the end, I was able to get Richard Iredale.

[0:22:28] Voice 6: I had contacted him earlier.

[0:22:30] Voice 6: He had declined.

[0:22:32] Voice 6: I finally left the message and he called back and he agreed to take it on.

[0:22:39] Voice 6: I think I was

[0:22:39] Voice 6: begging at that point.

[0:22:41] Voice 6: But anyway, so I started with Richard and he set aside all of the work done by the previous

[0:22:49] Voice 6: engineer and because he is a structural engineer and he his firm started and started to develop

[0:22:57] Voice 6: the permit set um in and that took us through i didn't have richard until well into the summer

[0:23:09] Voice 6: it was well into the fall before richard had completed his work um and then we had a meeting

[0:23:16] Voice 6: with Mike and Kevin Lorette of the CRD Zoom meeting

[0:23:22] Voice 6: to see if we could get this thing moving.

[0:23:25] Voice 6: And basically at that point,

[0:23:31] Voice 6: Richard and Mike were going back and forth

[0:23:34] Voice 6: and it's still going back and forth

[0:23:37] Voice 6: in regards to a firewall, the fire separation and so on.

[0:23:43] Voice 6: so i'm expecting permission but it's been a year and i would sum it up saying that the

[0:23:51] Voice 6: communication was not good uh it was not timely uh there should have been consult the crd inspector

[0:24:00] Voice 6: should have provided consultation at the beginning uh they could have provided information and advice

[0:24:07] Voice 6: that either would have clarified

[0:24:10] Voice 6: what I needed to do specifically

[0:24:12] Voice 6: or abandon the project altogether

[0:24:16] Voice 6: before myself and my tenant

[0:24:19] Voice 6: had spent considerable sums of money

[0:24:21] Voice 6: going partway through the renovation

[0:24:24] Voice 6: and preparation for a restaurant operation

[0:24:29] Voice 6: only to have it hung up and delayed.

[0:24:33] Voice 6: And in my opinion,

[0:24:36] Voice 6: and unconscionably due to lack of communication

[0:24:40] Voice 6: or care and attention to something like this

[0:24:45] Voice 6: because what they're dealing with there

[0:24:48] Voice 6: is not somebody wanting to add a renovation to their home

[0:24:52] Voice 6: or build a new home or something like that.

[0:24:55] Voice 6: You're dealing with an operating business

[0:24:57] Voice 6: with a collapsing floor.

[0:25:00] Voice 6: It became unrentable space.

[0:25:02] Voice 6: We did manage to patch it up

[0:25:04] Voice 6: And the CRD did work with us and our architect to get a takeout operation going there so that I could have revenue because I lost 11 months of revenue out of my largest unit because we were expecting permit and it never arrived.

[0:25:20] Voice 6: So basically, I had a discussion with Janine, and Janine said that the Island's trustees are actually interested in the problems that commercial renovations are having, getting permits passed with the CRD.

[0:25:39] Voice 6: And she asked me to come speak to you today.

[0:25:42] Voice 6: So yeah, that's basically the story.

[0:25:45] Voice 6: So we're hoping for permits soon.

[0:25:47] Voice 6: um but as far as uh others following i

[0:25:55] Voice 4: would

[0:25:57] Voice 6: suggest that the crd needs to provide a little

[0:26:02] Voice 6: more care with commercial renovations or requests and consultations because they have a very good

[0:26:12] Voice 6: directions on their websites on how to put together a residential permit package it's very

[0:26:17] Voice 6: detailed and that's essentially what i was i followed in the first instance because that's all

[0:26:23] Voice 6: all they had uh but if they would provide early consultation and a site visit i would say that

[0:26:31] Voice 6: that would alleviate a lot of the problems of the commercial renovations are having that

[0:26:37] Voice 6: that we're having hang-ups and delays.

[0:26:39] Voice 6: I

[0:26:42] Voice 13: just wanted to comment that the one point

[0:26:44] Voice 13: that Bruce made that's important,

[0:26:47] Voice 13: and I'll let Dave speak to our meeting coming up,

[0:26:49] Voice 13: is the fact that there was nothing on the CRD website,

[0:26:53] Voice 13: which is something, the biggest lack of oversight there

[0:26:56] Voice 13: is that there's nothing there that gives you

[0:26:58] Voice 13: that information that tells you what's involved

[0:27:00] Voice 13: and your problems that you've had with the CRD

[0:27:04] Voice 13: are echoed around the Southern Highland area.

[0:27:10] Trustee Maude: i wanted this twofold because there is a meeting specifically i

[0:27:13] Trustee Maude: believe it's may the 20th with uh commercial uh people who are having problems with crd

[0:27:51] Trustee Maude: we are just um trust me it's not a stress meeting I see being more facilitated by animals on April

[0:27:59] Trustee Maude: April 11th, we're having a meeting with CRD, with VHA, and Island Trust over this and many other

[0:28:05] Trustee Maude: issues where what there seems to be this ongoing issue where you've got urban-based bureaucracies

[0:46:36] Voice 13: housing more affordable housing but I think when we're speaking to some of the interests of some

[0:46:41] Voice 13: than the seniors um it's not necessarily uh afforded there are

[0:46:49] Voice 13: yes i don't have housing that uh that meets the needs on the islands um so you know certainly

[0:46:56] Voice 13: there's been an increase in in family based on statistics there's been an increase in in families

[0:47:01] Voice 13: and um what i'm understanding is used some of the information that was provided by

[0:47:06] Voice 13: in a society around the uh the survey that they did um on the needs and there are families that

[0:47:12] Voice 13: are in need of um more affordable housing their seniors that are needed both affordable and just

[0:47:18] Voice 13: down basic downsizing right um um there there is over 30 percent um of the of the community that

[0:47:28] Voice 13: um that are paying more than or just over 30 cents that are paying more of their um their their

[0:47:39] Voice 13: their income on housing or they're in housing that's unsuitable and this is just based on

[0:47:44] Voice 13: statistics um i think there's been a lot of talk about in the community about the challenge to

[0:47:51] Voice 13: to support services without having to build housing.

[0:47:57] Voice 13: There's a need for subsidized renter housing,

[0:48:02] Voice 13: subsidized owner housing, if you can just define it.

[0:48:05] Voice 13: We've had some conversations with Habitat for Humanity,

[0:48:07] Voice 13: that could be an option for the community.

[0:48:10] Voice 13: And mostly, and this would go for all islands,

[0:48:15] Voice 13: is the need to have a variety and a mix of housing.

[0:48:19] Voice 13: And that's really what the goal of the LTC is right it's about land use and it's about it's about facilitating the ability for the land we have to support the variety of different options that are

[0:48:34] Voice 13: there for the community with with the the interest of of of

[0:48:42] Voice 13: um the environment and the environment's ability to support the community and that's what i think

[0:48:48] Voice 13: that the flexible housing that we recently went through really did um focus on so it's having that

[0:48:55] Voice 13: lens and um um i think there's the opportunity to to bring a little bit more analysis for interest

[0:49:02] Voice 13: in in terms of impact we use the maps related to groundwater in that instance for flexible

[0:49:07] Voice 13: housing to identify the areas where the groundwater would be less vulnerable to having additional

[0:49:13] Voice 13: medicinal density um and there is the opportunity to have a look at some of the sensitive ecosystem

[0:49:17] Voice 13: mapping that the conservancy has bring that into the conversation as well in terms of identifying

[0:49:23] Voice 13: what i like what i'm turning in this um report and i think um we'll be encouraging as a term

[0:49:30] Voice 13: that we use um on a regional level is suitable land and suitable land being land that is that can

[0:49:39] Voice 13: can carry a little more density without having a serious impact on water resources or um you know

[0:49:46] Voice 13: on the on the environment in general so

[0:50:30] Voice 13: amenities that seem to be um obvious um but it's actually proximity to community right so um it may

[0:50:39] Voice 13: vary on different islands but where the most suitable areas for additional density are what

[0:50:45] Voice 13: we know is we don't want to be placed where there's saltwater intrusion or there's no water

[0:50:50] Voice 13: out in the middle of nowhere that's probably across across islands so it's really finding what

[0:50:56] Voice 13: the area is and like i said like main island with flexible island we've already sort of moved

[0:51:00] Voice 13: forward a little bit with understanding a bit of that i think we could do we could add a few more

[0:51:04] Voice 13: pieces into that analysis and um it wouldn't be it wouldn't be too difficult for us to do but i

[0:51:10] Voice 13: definitely think that's an important step in this whole process okay i didn't mean to stop you but

[0:51:15] Voice 13: no that was a really good question really good question um and so i i think for for maine and

[0:51:23] Voice 13: for other islands uh like there for maine island there already is land that has been

[0:51:29] Voice 13: zoned so that's that's so it's already been identified through uh a rezoning process in

[0:51:37] Voice 13: the past to have been suitable right right so so looking at that land and potentially

[0:51:43] Voice 13: potentially, obviously connecting with the property owners, and we've talked about in this report, I identify the Anglican Church land on Georgia Point Road, that's already zoned for eight duplexes, for seniors housing, that's an option to have a conversation to see what the possibilities with that land are.

[0:52:12] Voice 13: um and then there's the naylor road property which has um significant density um in in the zoning

[0:52:20] Voice 13: um so that'll be something to look at um you know i've mentioned in the report that the process of

[0:52:27] Voice 13: main island housing society has gone through is essentially identifying suitable land which

[0:52:33] Voice 13: ultimately been almost almost the big zoning has been approved but we're just waiting for

[0:52:39] Voice 13: the ministry and i have checked in and i will check in again on that yeah so hopefully my next

[0:52:46] Voice 13: my next ltc meeting i can come back but we'll see um um so those are just sort of some initial

[0:52:57] Voice 13: things to think about right um and the

[0:52:59] Voice 13: the other so the ocp policies and the land use um

[0:53:05] Voice 13: by-law options, they generally speak to the options that are, are increasing the density.

[0:53:15] Voice 13: So, um, that's on page 48

[0:53:23] Voice 13: Yeah. So, I mean, where this comes from is we've done, um, we, so myself and, and, um,

[0:53:30] Voice 13: Jason Yeomans has been brought back with some funding that was retained from last year's RPC

[0:53:39] Voice 13: budget that we were able to bring him to help us to go through all of the all of the reports

[0:53:47] Voice 13: that have been done on housing and putting up Indiana's trusts that are in our in our system

[0:53:53] Voice 13: they're mainly ones that we haven't seen but they date back to 1994. there's 30 plus of them so

[0:54:01] Voice 13: What Jason's been able to do for us is review those and bring together all of the options that have been identified that are possible from a land use perspective, put those in a list.

[0:54:15] Voice 13: And so I've had a review of those lists and thought about it in the main island context,

[0:54:21] Voice 3: and

[0:54:22] Voice 13: those are the options that you see in front of you.

[0:54:27] Voice 13: So, I mean, there may be other options that I've missed. So this isn't necessarily seen as an exhaustive or exact list, but this covers, again, we have the exhaustive list.

[0:54:42] Voice 13: If there's interest in having a look at that, like certainly I can bring that forward. But again, I looked at that and then I thought about the context and that's what you see before you hear.

[0:54:57] Voice 13: um so in terms of ocp policies it's really a lot to do with kind of um relaxing the policies to

[0:55:06] Voice 13: enable um more um opportunities so um you know the first option there allowing rezoning for non-market

[0:55:15] Voice 13: housing in all land use days of nations so you know thinking there is um you know what if um

[0:55:24] Voice 13: cod wants to have their um their parks caretaker live in that park for example right i mean right

[0:55:30] Voice 13: now parks don't permit right residents so that would be you know and then the i mean the lcd

[0:55:38] calls can be fairly explicit

[0:55:40] Voice 13: if you know it needs to be and restrictive it needs to be right um like

[0:55:45] Voice 13: you know in terms of parks you don't want to have i mean however

[0:55:48] Voice 13: you wanted to um having um um

[0:55:52] Voice 13: um non-market housing in uh you know commercial area we we uh maine already has some of that um

[0:56:02] Voice 13: establishing policies for rezoning for tiny home and and our rv villages that doesn't exist

[0:56:09] Voice 13: so if there's opportunity for that that those changes would need to be made

[0:56:15] Voice 13: um developing tup guidelines for rvs and tiny homes so tiny tiny homes there are a number of

[0:56:21] Voice 13: of small communities in BC that have allowed tiny homes

[0:56:25] Voice 13: to temporary use permit.

[0:56:28] Voice 13: So that, you know, again, if you wanted to entertain that,

[0:56:32] Voice 13: then, you know, developing some guidelines

[0:56:35] Voice 13: would be helpful.

[0:56:38] Voice 13: Requiring workforce housing as a condition of rezoning

[0:56:41] Voice 13: for all commercial and institutional industrial purposes.

[0:56:45] Voice 13: And, you know, so places like Tofino and Ukelet,

[0:56:52] Voice 13: you know specifically um pretty much every business yeah um they have to provide housing

[0:56:59] Voice 13: you know unfortunately i feel like that's the way things are but we did do that with our

[0:57:45] Voice 13: find the land more suitable so that's where we could bring in we could actually have the maps

[0:57:50] Voice 13: that we've used in flexible housing for example um that show basically where the the no-go areas

[0:57:56] Voice 13: were like most vulnerable areas so you can just be like not there so if a rezoning uh opportunity

[0:58:04] Voice 13: or proposal comes through it'll be easy to say no we can't do it here because this is the area

[0:58:09] Voice 13: that's been defined um

[0:58:11] Trustee Elliott (probable): can i ask about the itc mapping um of sensitive ecosystems have they

[0:58:48] Voice 13: accessory dwelling units so um again coming back to the flexible housing example we're allowing

[0:58:54] Voice 13: additional dwelling units and that's a way to um um to facilitate more affordable ownership

[0:59:10] Voice 13: a rural context um because because of the in an urban context the services are provided

[1:01:35] Voice 13: properties that we have left that are not currently subdivided have maybe one or two densities because

[1:01:41] Voice 13: because of their zoning which is largely absent so if you actually looked

[1:01:44] Voice 13: at a map if you subdivide

[1:01:46] Voice 13: though would that change things like if you went with allow

[1:01:49] Trustee Elliott (probable): smaller lot subdivision then if you

[1:01:52] Trustee Elliott (probable): were creating a density bank because say if

[1:01:55] Voice 13: somebody wants to put a covenant on that second

[1:01:57] Voice 13: but if somebody's going to go and subdivide right now yeah and

[1:02:01] Voice 13: they've only got two densities

[1:02:02] Voice 13: then their option then if they want more densities would become back under the amenity rezoning

[1:02:10] Voice 4: would be asking for

[1:02:11] Voice 13: more densities so you could put language in there

[1:02:14] Voice 13: that say that would encourage inappropriate places to do that yeah that's in the that's

[1:02:20] Voice 13: but it's not like we have a whole bunch of property city out there

[1:02:24] Voice 13: with unrealized density

[1:02:26] Voice 13: yeah so we're pretty much a build out okay that's so what we really want to do is look for places to

[1:02:34] Voice 13: increase density but it's smaller smaller within areas that can handle the impact

[1:02:40] Voice 13: donation of land yeah yeah yeah more so more so here so that would be more appropriate

[1:02:47] Voice 13: for for me um so that's that's that other point that next point which is that

[1:02:54] Voice 13: yeah that permitting zoning so that's basically allowing additional lots in exchange for

[1:03:04] Voice 13: and that's certainly something that's that we certainly should be looking at yeah and then um

[1:03:11] Voice 13: another one here is to allow for smaller lots subdivisions so right now um there are minimum

[1:03:17] Voice 13: parcel sizes um and this this sort of thing may may also be appropriate in the habitat for

[1:03:24] Voice 13: humanity where they feel a bit um uncomfortable with taking on like a whole big piece a whole

[1:03:33] Voice 13: cold uh acre after you know the only thing i want to say is my understanding is well we have some

[1:03:41] Voice 13: properties that can go to a minimum of an acre that v hop in order to get your septic permit

[1:03:47] Voice 13: it requires a much larger partial yeah

[1:03:51] Voice 9: so in fact here yeah

[1:03:52] Voice 13: yeah so so that's the other trade-off

[1:03:55] Voice 13: yeah this is what septic requires so you may need that um but no though now it's switched over more

[1:04:08] Voice 13: you have to think through what what the language around that would be but those are sort of some

[1:04:13] Voice 13: of the options for OCP, and then the land use by-law options basically reflect some of those OCP, so it's that subdivision density bonus, so you could, that's where you're allowing the introduction of permitting that additional density, so it's like,

[1:04:37] Voice 13: out one three additional lots one for a donation one right oh or two additional lots right so you

[1:04:45] Voice 13: have three total so you have a lot i mean similar to what society did for that precedent yeah um

[1:04:53] Voice 13: so you could you could think about doing some targeted rezoning so um we're growing properties

[1:05:07] Voice 13: I'm looking at rezoning to meet existing need. I mean, you'd want to engage the property owners because that's just the right thing to do.

[1:05:23] Voice 13: You could amend to allow for small scale.

[1:05:27] Voice 13: That's, that's what we're talking about so you could actually be very specific and we talked about.

[1:05:32] Voice 13: you know there are potential properties on the island that where you could be very targeted and

[1:05:39] Voice 13: just zone to allow for that straight off so that the property owner themselves wouldn't have to go

[1:05:46] Voice 13: through that process themselves and that could be done you know if you if you identify a number of

[1:05:52] Voice 13: lots um that particular um um regulation could be drafted so then my question is so for instance

[1:06:02] Voice 13: say we took a map and said you know everything along village bay road she let's check road all

[1:06:08] Voice 13: of which are large lots in our ocp these are areas that we could have higher density could be

[1:06:14] Voice 13: is that what we're referring to yeah

[1:06:16] Voice 13: you can say this in this this chunk of area

[1:06:20] Voice 13: um they could be allowed to read they could be allowed to subdivide um if they um you know if

[1:06:31] Voice 13: this sort of density illness scenario so we even lay it out in the ocp where these properties would

[1:06:40] Voice 13: require the owner to come back for a resume that's right okay okay that was sort

[1:06:50] Voice 13: so right now they would have the reason to subdivide right you could you could pre-zone

[1:09:20] Voice 13: actually go through and identify um where they are in which water districts and invite the

[1:09:26] Voice 13: water districts back and say well and pretty much

[1:09:31] Voice 13: within individual water districts could we not limit how many per water district so it wasn't

[1:14:48] Voice 13: discussed before um it would be a major project to do basically a housing overhaul of the ocp

[1:14:58] Voice 13: and the land use bylaws and so in terms of process um you know i i'm i'm suggesting you make like

[1:15:08] Voice 13: you decide how you like to engage the community when you feel like you need to have a meeting

[1:15:13] Voice 13: before developing a business case for this project and um i think there's that can be

[1:15:20] Voice 13: that could be like a community information to be it could be more targeted um engagement like

[1:15:26] Voice 13: there needs to be conversations with for example the water services right so that's what would be

[1:15:34] Voice 13: good to kind of get your ideas on how you'd like to engage the community before um before i'm able

[1:15:43] Voice 13: to sort of develop a project plan because that would be the next step is project plan

[1:15:49] Voice 13: and then a business case and then this would become a major project for next school so i

[1:15:55] Voice 13: really think number one is to meet with all the water districts they hold 1200 of our 1500 lots

[1:16:02] Voice 13: that's a huge for to specifically target that group um to sort of get them on site and

[1:16:08] Voice 13: understanding what the housing issues are and that they're a key player in uh and you know i know

[1:18:27] Voice 14: the most pressing need what's going to have the largest impact

[1:20:41] Voice 13: you'll discover somebody who's like oh well i didn't realize that i could you know i could

[1:20:46] Voice 13: facilitate because i have this location is ideal and the

[1:20:50] Voice 13: size is ideal and i'm in a financial

[1:20:53] Voice 13: potential position to

[1:20:55] Voice 13: some housing for yeah because that would be the other thing that

[1:20:59] Voice 13: you would be minding too is people understanding yeah so I think I think like I think a big part

[1:21:04] of opinion

[1:22:05] Voice 13: wooddale into the flex area i mean realistically there are properties within the water districts

[1:22:12] Voice 13: that are of a reasonable size that could accommodate more than one dwelling under

[1:22:17] Voice 13: the terms of flex housing and that crd owns that water system which i'm told by the person who

[1:22:24] Voice 13: looks after that there's lots of water so there's also this balancing act between where truly they

[1:22:30] Voice 13: can't manage yes the extra

[1:22:31] Voice 13: water and some can't

[1:22:33] Voice 13: and never will and others could so but the nice

[1:22:37] Voice 13: the reason that's so important is because water is really hard expensive so if

[1:22:43] Voice 13: you are a property

[1:22:44] Voice 13: owner and you're in a water district then like deb's doing she's the last one in her district

[1:22:48] Voice 13: who's going to get to have a second dwelling on her 1.7 acres but if you're in a water district

[1:22:55] Voice 13: and you can you're saving yourself what i don't know 50 000 for a well for a well and yeah well

[1:25:21] Voice 13: some conversation with CMHC staff and I mean this is still um you know early days we haven't had a

[1:25:26] Voice 13: conversation with the regional planning committee yet about this at all um but one of the things

[1:25:32] Voice 13: So one of the things that makes a community more get more points is one is if they have a housing action plan, which I think we're almost there.

[1:25:48] Voice 13: yeah um and if they have targets and so the targets are related to the additional ability

[1:25:59] Voice 13: for housing right so and it's back to april 2022 so the densities that were achieved through the

[1:26:12] Voice 13: the main island housing society process and the densities that were achieved to deflect housing

[1:26:18] Voice 13: would be able to be included in the targets um for main island so as we go through the process

[1:26:27] Voice 13: you can also be thinking about like what additional opportunities are being created

[1:26:33] Voice 13: because those be considered if if um um you know if the trust council was moved forward with

[1:26:41] Voice 13: an application then the work that means that is demonstrating how all of the items could

[1:30:37] Voice 13: be great good to have and this is also in the context of uh the possible um partnership with uh

[1:30:45] Voice 13: with habitat humanity right um so so habitat is interesting coming in in april

[1:30:54] Voice 13: so there's an opportunity to give them a little bit of explore and connect them with um those

[1:31:01] Voice 13: properties as well as um you know others where individuals maybe identify some potential so

[1:31:07] Voice 13: could we have like could we do like tour the few properties that we already know you know are

[1:31:13] Voice 13: zoned and some that are on the radar and then have like say it to 2 30 just to cut community

[1:31:20] Voice 13: information meeting where you could ask questions yeah i don't know

[1:40:22] Voice 13: get the permits and like it's not different if somebody come to the community and said

[1:40:28] Voice 13: you know which step is that um but i i mean people have lots of want to talk a lot about stuff

[1:40:34] Voice 13: i guess i'm at the point where until we actually see somebody with some action so we know

[1:40:39] Voice 13: there's you know property here there and everywhere but whether whether that's going to create

[1:40:44] Voice 13: somebody within that group who's going to say look i've got a spot i didn't know i could just

[1:40:50] Voice 13: get a temporary use permit and set up and then you've got the barriers crd vha

[1:40:57] Voice 13: gone through people phone me and they're like well i bought this property and no one told me

[1:42:52] Voice 13: i mean there's a number of things those can also be part of the community's housing action plan

[1:43:05] Voice 13: like the mean island housing society the economic the other um community or designing the future of

[1:43:19] Voice 13: things that can be taken by other groups to do

[1:44:14] Voice 13: an ltc having you know a community conversation about housing focused on the areas that we

[1:44:27] Voice 13: we talk about tiny homes and temporary use permit for a tight mobile home park

[1:44:43] Voice 13: that i mean in this community at that meeting i know there's a lot

[1:44:46] Voice 13: of people that have been engaged in housing in all kinds of ways so that could also be an

[1:44:51] Voice 13: opportunity for um you know the former what is he bc housing guy um oh that uh yeah you know

[1:45:00] Voice 13: know there's a whole bunch of them that there's a oh you have expertise

[1:45:04] Voice 13: know there's a lot of great minds and so that could be the opportunity for those people to also

[2:02:34] Voice 13: and so the debris from the trees being cut down are just all over the all over the pathway um

[2:02:42] Voice 13: one of them went through one of the largest of huckleberries huckleberries are like this high

[2:02:46] Voice 13: if you've never been to the park so anyhow she was upset i haven't talked to parks about it

[2:02:53] Voice 13: there seems to be what i've noticed in the master plan for the parks commission and we have three

[2:02:59] Voice 13: significant archaeological park sites that are all on the water miners bay park dinner bay park

[2:03:06] Voice 13: cotton park it seems to be sort of to me and we had this of course conversation about emma and

[2:03:13] Voice 13: phillips jack part um so my question i guess i would like to make a motion that the local trust

[2:03:21] Voice 13: committee write a letter to the crd parks crd parks asking for clarification on the management

[2:03:30] Voice 13: of local community parks in view of significant archaeological um evidence and knowledge

[2:03:40] Voice 13: that sounds right the problem in the master plan for the main island parks the new master plan

[2:03:48] Voice 13: and contains no reference to first nations um and and obviously no you know falling the tree

[2:03:57] Voice 13: down and smashing it through this area was was quite thoughtless actually but i

[2:04:04] Voice 13: to get into big battles the parks commission over it and suspect they hired somebody to go in and

[2:04:08] Voice 13: cut trees and the trees are going to be left to rot naturally but there seems to be a real

[2:04:14] Voice 13: disconnect so i don't know pat if that makes sense the letter but chair please write a letter

[2:11:07] Trustee Maude: So I feel that we are all working together in actually achieving things like the CRD meetings that are coming up, both locally and with various people with the commercial concerns.

[2:11:28] Trustee Maude: now we're saying we have a problem. Everybody says, okay, let's figure it out.

[2:12:51] Trustee Elliott (probable): we want to make sure that the islands trust is at the table and so that's something i continually

[2:12:56] Trustee Elliott (probable): keep reminding us so myself and four other trustees will be going uh april 4th and 5th

[2:13:04] Trustee Elliott (probable): the ubcm housing summit and we're getting some background uh prep from staff and it's very full

[2:13:10] Trustee Elliott (probable): agenda there's lots of plenary sessions and i'm hoping we can come up with a strategy you know

[2:13:22] Trustee Elliott (probable): narissa even just on the ferry today there's so much more that we can be doing to have a cohesive

[2:13:43] Trustee Elliott (probable): Who do we need to speak to at CHMC on behalf of all of these or three LTCs or five LTCs, right?

[2:20:45] Voice 13: sort of unrolling a bunch of information on projects they've been working on towards improving

[2:20:51] Voice 13: improving services at the health center but there's

[2:20:55] Voice 1: a lot of

[2:20:55] Voice 13: community misunderstanding

[2:20:57] Voice 13: and criticism because you can't just move here and see the doctor it's no different than any

[2:21:03] Voice 13: community we don't run a walk-in clinic emergency services are provided but even our lab services

[2:21:10] Voice 13: are not always consistently available and say it's been a real struggle if you think a population

[2:21:15] Voice 13: increase of 37 percent yeah put a real stress on the health center i've known this for a long time

[2:21:20] Voice 13: We sent them a thank you note last term because I just know how hard they all work and I'm concerned about, you know, for our aging population and how they're going to manage into the future.

[2:21:35] Voice 13: But I think some of it will be addressed in the main line or coming up.

[2:21:38] Voice 13: And I didn't have, I requested this on the agenda before I had the meeting.

Chair Elliott called the meeting to order at 1:32 p.m.  She acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations.

3. TOWN HALL AND QUESTIONS 
 Deb Foote:  Spoke to issues regarding the Capital Regional District (CRD) building permits as they 
relate to tiny homes; that CRD considers tiny homes as manufactured homes; a number of 
hurdles required to pour a cement pad to a tiny home site; while generally not in favour of Siting 
and Use Permits, some circumstances could be an appropriate option.

7. BUSINESS ARISING FROM THE MINUTES 
7.1 Follow-up Action List Dated March 2023 
 Planner Chadwick noted that work continues to arrange a meeting regarding water 
tanks.  The Flexible Housing Flyer has been drafted and a copy will be forwarded to 
Trustees. 
 
8. DELEGATIONS 
 Bruce Cranna:  Related difficulties encountered with CRD and renovations on a commercial 
property; Fernhill Centre; areas previously inspected were substandard construction; CRD 
required an architect and structural engineer; took a number of months to acquire an architect; 
project too small and remote, costly to service; issues with CRD persist after one year; 
communication not good or timely; need for specificity of requirements; commercial 
information not on website; lost 11 months of rental income. 
 LTC reported there is a meeting on May 30, 2023 with CRD regarding commercial issues. 
 There is a meeting on April 11, 2023 with Adam Olsen, CRD and Islands Trust regarding issues of 
Urban vs. Rural. 
 It was suggested that an annual Protocol Meeting with various agencies could serve a 
coordinating function.

11. LOCAL TRUST COMMITTEE PROJECTS 
11.1 Housing Options  
 Chair Elliott spoke to the excellence of Planner Chadwick’s report and that other 
Trustees were very positive. 
 Planner Chadwick reviewed the background of the project.  There were discussions on 
identification of housing needs, seniors and more families on the island etc.  She spoke 
to the options within the Official Community Plan (OCP) and the Land Use Bylaws (LUB).  
Some of the OCP policies would need to be relaxed to allow more flexibility. 
 
Other points of discussion: 
 
 Rezoning that could ease the process of subdividing for donations of land 
 Another meeting with water districts regarding secondary suites 
 CMHC Housing Acceleration Program coming in June 2023 
 Habitat for Humanity arriving on April 19 
 Business Plan to Trust Council by June 
 Need for partnerships, flexibility and funding 
 Housing Action Plan draft for mid-May

12.6 Chair's Report 
 Chair Elliott reported that Trust Council (TC) is coming together and that 4 delegates will 
be attending the UBC Housing Forum on April 4 and 5.  Work is progressing towards a 
cohesive Regional Plan.  There is a special meeting of TC on March 28 to sign a 
Protocol Agreement with Snow-naw-as First Nation.  IT Conservancy Board met last 
week and had a presentation on the Coastal Marine Strategy in its early stages.  
Islands Trust to give input.  
12.7 Trustee Report 
 
Trustee Dodds reviewed a recent meeting with MLA Adam Olsen and the Southern Gulf 
Islands Forum (SGIF).  Housing and Fallow deer were the first two priorities.  May 21 will 
be a site visit to Cotton Park with the Conservancy and the Ministry.  Mayne Island Parks

and Recreation (MIPR) cut hazardous trees, but left debris on trails and pathways.  This 
is a significant archeological site.  The MIPR Master Plan makes no reference to 
First Nations.  Islands Trust Conservancy has given funding to host an Open House for 
community education regarding fallow deer. 
 
 MA-2023-014

That the Mayne Island Local Trust Committee write a letter to Capital Regional 
District Parks requesting information on management of significant 
archeological sites on Mayne Island.

 Trustee Maude stated there had been a number of meetings, and is encouraged that 
Trust Council is working together and getting things accomplished.  There have been a 
number of conversations with various other agencies such as CRD, MLA, etc. 
12.8 Electoral Area Director's Report - none 
12.9 Islands Trust Conservancy Report Date Feb 2023 
 Chair Elliott noted that the Work Plan had been approved and that the Speakers Series 
is ongoing from February 16 to April 12, highlighting species at risk. 
 
13. NEW BUSINESS 
13.1 Health Centre Concerns 
 Trustee Dodds informed the LTC that the Health Centre has been dealing with some 
challenges due to a 37% population increase and presence of COVID on the island.  
There will be articles in the Mayne Liner as to forthcoming changes to improve services.  
Concerns will be raised with VIHA on April 11 while representatives are here.

14.1 Next Regular Meeting Scheduled for May 29, 2023 at the Mayne Island Agricultural 
Hall, Mayne Island 
 
15. TOWN HALL  
 Deb Foote:  Questioned process for application notifications, notices mailed out and delivered 
to all properties within 100 metres of the application site; asked if Temporary Use Permit (TUP) 
for a tiny home would have precluded building requirements of CRD.  Probably not and a TUP 
requires renewal; MI Conservancy might be of assistance with Foreshore Education in 
conjunction with the LTC.
