[0:04:35] Voice 3: Islands Economic Partnership receive administrative support for the 2024 Virtual Rural Islands

[0:04:41] Voice 3: Economic Forum and I was going to basically speak to the fact that the Rural Islands Economic

[0:04:48] Voice 3: Partnership is three years young and we have been working very diligently to support the

[0:04:58] Voice 3: economic vibrancy of the rural islands through these various virtual engagements.

[0:05:04] Voice 3: We are just in the process of finalizing the organization of our in-person forum, which is taking place on Gabrielle Island on April 25th through 27th.

[0:05:18] Voice 3: The virtual forum that we're asking the island's trustees to support has been supported by the trustees in 2021 and 2022 as a way to engage communities across the islands.

[0:05:30] Voice 3: um they are been very successful bringing together 80 to 100 people to begin to address

[0:05:39] Voice 3: some of the issues facing uh rural island communities from through an economic lens

[0:05:44] Voice 3: particularly as it relates to sector strength and development across the arts across

[0:05:51] Voice 3: agriculture across um tourism looking at ways to have shared uh approaches to economic uh capacity

[0:06:00] Voice 3: building. So I don't know what else I need to say right now in terms of what the request was to have

[0:06:09] Voice 3: support with the virtual forum in March of 2024. And basically means that we'd be asking for

[0:06:20] Voice 3: support with registration, administrative management related to managing the multiple

[0:06:26] Voice 3: multiple tasks that go

[0:06:27] Voice 6: to organizing an online event.

[0:07:30] Voice 3: probably know um represent over 18 islands that have have considerable residency on it year round

[0:07:38] Voice 3: and as you are probably aware living on an island yourself that there are businesses and activities

[0:07:44] Voice 3: that support the economic vitality of these islands we've got agricultural food hubs we've

[0:07:50] Voice 3: got the year-round tourism uh destination experiences the arts are are part of our

[0:07:56] Voice 3: vitality of the islands keeping the culture and the and the heritage alive um that's there was

[0:08:02] Voice 3: There's no voice for the rural islands

[0:08:05] Voice 3: from an economic perspective for years.

[0:08:08] Voice 3: And we appreciate all the work the Islands Trust does,

[0:08:11] Voice 3: but the work of the Rural Islands Economic Partnership

[0:08:14] Voice 3: is to amplify the ability for the islands

[0:08:18] Voice 3: to continue to sustain themselves

[0:08:19] Voice 3: from one generation to the next.

[0:08:21] Voice 3: That it's a place where people live and work.

[0:08:24] Voice 3: And we wanna make sure that people are able to live

[0:08:27] Voice 3: and work on these islands

[0:08:29] Voice 3: and continue the work of keeping the island's vibe alive

[0:08:34] Voice 3: through business, through arts, through visitation,

[0:08:38] Voice 3: through collaboration across all sectors

[0:08:41] Voice 3: to keep our economic vibrancy sustained.

[0:14:52] Voice 2: that's been happening at the Southern Gulf Islands Forum. And the value, I think, that this

[0:14:58] Voice 2: uh organization the collaboration between my office and the islands trust i just want to first

[0:15:04] Voice 2: acknowledge uh the contributions um and the request for ongoing support for forums like the

[0:15:11] Voice 2: gulf islands uh southern gulf islands forum um sorry i'm just wanting to make sure that can you

[0:15:20] Voice 2: can everybody hear me fine yes

[0:15:23] Voice 2: so um we uh i i feel like uh you know throughout the

[0:15:29] Voice 2: last term we we gained some momentum and then we had an election of course and so now we've

[0:15:37] Voice 2: had the opportunity to get together we got together uh in partly in a well in hybrid i

[0:15:42] Voice 2: guess uh form uh just a few weeks back to talk about our purpose and the collaboration across

[0:15:49] Voice 2: the different government governing bodies and i guess i'm just here today to to really encourage

[0:15:56] Voice 2: encourage that this collaboration can continue. My office continues to be able to provide staff

[0:16:02] Voice 2: and kind of administrative support for the Southern Gulf Islands Forum, and we'll continue

[0:16:10] Voice 2: to lean into that. And certainly hoping that the collaboration between my office and the

[0:16:16] Voice 2: Islands Trust can continue as we look to stand up and advocate for these beautiful Southern Gulf

[0:16:23] Voice 2: Islands.

[0:16:51] Voice 8: through the Southern Gulf Island Forum and how they impact the people that live here just so that

[0:16:57] Voice 8: that we can understand why this is important to continue

[0:17:01] Voice 8: and why you're coming to for funding?

[0:17:05] Voice 2: Yeah, sure.

[0:17:06] Voice 2: I mean, I think the obvious area

[0:17:09] Voice 2: where there is multi-jurisdictional kind of a swampiness

[0:17:14] Voice 2: maybe would be the best, lack of clarity

[0:17:16] Voice 2: would be around the marine environment, the shorelines

[0:17:20] Voice 2: and all of the different jurisdictions and authorities.

[0:17:25] Voice 2: So we've been having conversations about that, having conversations, of course, about anchorages.

[0:17:31] Voice 2: But also there are a variety of different layers to health, to housing, to regulation, to enforcement,

[0:17:42] Voice 2: that when we come together and have these conversations in our monthly discussions,

[0:17:47] Voice 2: discussions. I think we find that we have had some progress on or at the very least there we

[0:17:55] Voice 2: use the body as a way to form and to create some common ground across the different islands and

[0:18:04] Voice 2: the different communities. So from my perspective, it allows for us to be very accessible to one

[0:18:10] Voice 2: one another and um we are still kind of in the because there's a whole pile of new uh southern

[0:18:17] Voice 2: gulf islands trustees around the table i think we're really still in the forming stage as to

[0:18:22] Voice 2: what issues and what topics we're going to be agreeing together collectively that we're going

[0:18:28] Voice 2: to work on uh certainly communication it was a high priority in our last conversation

[0:18:33] Voice 2: and these facilitated the facilitated aspect of it is very good because at the very beginning of

[0:18:40] Voice 2: this it was about all of the elected officials being around the table together we all have a

[0:18:45] Voice 2: different role and and so for the first while I kind of served as the the chair as we were coming

[0:18:51] Voice 2: together but my goal is to really be a participant as well as I represent the provincial aspect of

[0:18:58] Voice 2: this so i think uh i'm really looking forward to the the coming meetings uh we don't have a meeting

[0:19:05] Voice 2: this month but we have a meeting next month and and really starting to uh find our way with this

[0:19:12] Voice 2: new uh trust council and and um the new trustees around the table i guess i'll also just say that

[0:19:19] Voice 2: as an extension of this i held a series of community meetings across the southern gulf

[0:19:24] Voice 2: islands and invited my local government colleagues to be there and to participate and we really i

[0:19:30] Voice 2: think saw the benefit of that as well there was uh some really i think high quality multi-jurisdictional

[0:19:36] Voice 2: conversations that that happened as as people saw just how often my office and your office and our

[0:19:44] Voice 2: crd and and regional district directors offices are actually in communication with each other

[0:19:50] Voice 2: and needing to coordinate on the important issues that are facing our community.

[0:19:55] Voice 2: So that's the kind of collaborative spirit that I'm hoping that the Southern Gulf Islands Forum can continue to foster.

[0:21:20] Voice 1: going to give you um a quick introduction to the coastal douglas for conservation partnership as

[0:21:25] Voice 1: it might be um a new entity to you um and then just tell you a little bit about how um the islands

[0:21:32] Voice 1: Trust Secretariat funding has helped us in the past few years and also kind of what we're asking

[0:21:38] Voice 1: for in the future. So the partnership itself is a collaboration of agencies, organisations and

[0:21:47] Voice 1: land managers who are interested in promoting the conservation and stewardship of the coastal

[0:21:51] Voice 1: Douglas fir forest, its associated ecosystems by sharing knowledge and by supporting development

[0:21:57] Voice 1: So when we talk about the interest area for the partnership, we're talking about forests, wetlands, grasslands, shrublands present along the east coast of Vancouver Island, the islands within the Salish Sea, and also along the west coast of BC Lower Mainland.

[0:22:15] Voice 1: And those ecosystems are quite unique because they're in that rain shadow of Vancouver, its island, and it's creating that sort of Mediterranean-like climate that's rich in flora and fauna.

[0:22:25] Voice 1: And those ecosystems are also of high cultural value. So the Coast Salish people have been using them in terms of food, medicine, well-being and shelter.

[0:22:35] Voice 1: And their stewardship has actually altered sort of the land and the water and influenced the range of the species that can be found within the forest and the Garyo ecosystems.

[0:22:44] Voice 1: However, the coastal Douglas fir, moist maritime and the coastal western hemlock, very dry maritime are under pressure from urbanisation and deforestation.

[0:22:54] Voice 1: And that sort of resulted in the loss of most of the old growth forest in our area with only 1% remaining and 49% of the land base has been permanently covered by sort of human activities.

[0:23:06] Voice 1: It's estimated about, well, it's calculated that 11% of the CDF is protected in conservation areas, but the majority of that land is still in private ownership.

[0:23:17] Voice 1: That means that local governments like the Islands Trust have a significant role to play in protecting those ecosystems and making sure that they're healthy.

[0:23:28] Voice 1: So they're providing storage for water, carbon, urban cooling and resilience for fire and for the recreation space for the community.

[0:23:37] Voice 1: The Islands Trust and the Islands Conservancy have been part of the partnership since its formation in 2010.

[0:23:43] Voice 1: 2010 and we've worked with the trust to provide information to support your decision making in

[0:23:49] Voice 1: such things such as prioritize r which was basically a tool which identified land land

[0:23:54] Voice 1: parcels of high ecological value within the trust area for either protection or purchase and this

[0:24:00] Voice 1: year we've done a review with several of the planners within the trust area around a planning

[0:24:06] Voice 1: tool called density transfer the islands trust is provided as secretariat funding to the partnership

[0:24:12] Voice 1: for the last uh three years and this has enabled us to extend uh the work that we do so in 2002

[0:24:19] Voice 1: the secretariat funding enabled us to form a new group called the coastal oak and prairie working

[0:24:25] Voice 1: group and that brought together organizations and first nations throughout the islands trust

[0:24:30] Voice 1: area and beyond to coordinate conservation efforts in the gary oak ecosystems and that's actually

[0:24:36] Voice 1: enabled us this year to do an application to the federal government for a pilot restoration team

[0:24:41] Voice 1: to work on land management for all of the members within the working group including the islands

[0:24:46] Voice 1: trust conservancy um one of the other big projects that the the partnership is currently working on

[0:24:52] Voice 1: at the moment with ubc botanical gardens and ubc okanagan campus is on developing spatial layers

[0:24:59] Voice 1: for local governments and first nation representatives that they have indicated to us

[0:25:04] Voice 1: that they're missing currently in terms of decision making so what i'm sort of talking about

[0:25:21] Voice 1: is that at the end of this sort of two-year project, that this resource would be online

[0:25:26] Voice 1: and be a decision support tool that can be downloaded. So the reason I'm here today is to

[0:25:32] Voice 1: ask for additional funding in 2023. I work part-time and I have a colleague and this additional

[0:25:40] Voice 1: funding would be able to give us that additional time to do the things that we need to do

[0:25:45] Voice 1: or would like to do. So it would be for continued coordination of the Coastal Oak and Prairie

[0:25:51] Voice 1: Working Group and also the the Securement Working Group that we have in place and also to be able

[0:25:57] Voice 1: to produce additional content for the actual website that we have and the webinar series that

[0:26:02] Voice 1: we run and also for meeting support in terms of the steering committee and just like to thank

[0:29:55] Voice 13: These nations have been successful stewards

[0:29:58] Voice 13: of the marine environment since time immemorial.

[0:30:00] Voice 13: And I think we all hope that we can continue to learn

[0:30:02] Voice 13: from the inspirational

[0:30:03] Voice 14: example they've said over the years.

[0:30:10] Voice 13: So the forum has a vision of the future,

[0:30:12] Voice 13: but at the first meeting,

[0:30:13] Voice 13: I think the vision really seemed a long way off.

[0:30:16] Voice 13: The initial forum was more characterized

[0:30:18] Voice 13: by some of the differences amongst panelists

[0:30:20] Voice 13: rather than the similarities of the people who are assembled.

[0:30:23] Voice 13: I can remember some heated exchanges

[0:30:24] Voice 13: in the initial forum in 2018,

[0:30:26] Voice 13: but I also remember some very constructive dialogue

[0:30:28] Voice 13: and meeting some absolutely

[0:30:30] Voice 14: fascinating people

[0:30:31] Voice 14: for the first time.

[0:30:32] Voice 14: Next slide, please. So over the years, the forum has matured into a true

[0:30:39] Voice 13: collaborator of dialogue amongst a wide range of groups who have an active interest in the present and the future health of Bain Sound.

[0:30:44] Voice 13: The forum is an action-oriented group and encourages groups in the room to find measurable ways forward on issues of common interest.

[0:30:51] Voice 13: And in that regard, the forum is a catalyst for change, but it's not an entity unto itself.

[0:30:55] Voice 13: The steering committee does not take a position on the items discussed, but rather tries to facilitate discussion with the people and the organizations who are in the room and who are able to facilitate change.

[0:31:06] Voice 13: Next slide, please.

[0:31:08] Voice 13: In the past five years, the discussions and relationships built at the Forum have resulted in changes for the better.

[0:31:15] Voice 13: I've included some examples here, but there are many others, small and large, that have occurred as a result of the Forum's semiannual gatherings.

[0:31:21] Voice 13: The Islands Trust has been a key supporter of the forum and also an active participant.

[0:31:27] Voice 13: David Critchley was a member of our steering committee for many years and his knowledge of both the region and of government has been invaluable.

[0:31:33] Voice 13: And we'd hope to see representation from Denman and Hornby Island actively engaging in the forum going forward because their contributions have been invaluable.

[0:31:41] Voice 6: Next slide, please. So I

[0:31:46] Voice 13: believe, you know, even despite our successes to date, the forum is just starting to hit its stride.

[0:31:50] Voice 13: The Forum events have become the go-to gathering place for those with an interest in the health of Bain Sound and Labrador Channel,

[0:31:56] Voice 13: and this critical mass of people has started to produce real synergies.

[0:32:00] Voice 13: We have been fortunate to have the direct financial support of many organizations.

[0:32:03] Voice 13: The Forum would love to thank the Islands Trust for its past support,

[0:32:06] Voice 13: and we hope the Trust will continue to support us financially,

[0:32:09] Voice 13: and as importantly, with your time, your expertise, and your knowledge.

[0:32:13] Voice 13: The Islands Trust and the World Wildlife Federation were the founding partners of the Forum.

[0:32:52] Voice 4: And I'm wondering if you can tell us a little bit about how various islands might be involved or is it more focused on the marine between the mainland or Vancouver Island, sorry, and the islands?

[0:33:12] Voice 13: This forum is very focused on Bains Sound and Lambert Channel.

[0:33:14] Voice 13: So the areas of water in between Vancouver Island, Denman and Hornby.

[0:33:17] Voice 13: be. I think there's a number of ways that you could be involved in terms of bringing your

[0:33:22] Voice 13: expertise to the management of this body of water. But I also think that this forum is really

[0:33:26] Voice 13: serving as a great example of how you can get such broad multi-jurisdictional stakeholder

[0:33:31] Voice 13: involvement around issues that are of concern to the marine environment and the upland terrestrial

[0:33:35] Voice 13: environment. The Ministry of Forests is a continual participant in these because they

[0:33:41] Voice 13: realize the impact their decision-making can have on a body of water. So I think there's a number

[0:33:46] Voice 13: of ways in which the forum

[0:33:47] Voice 14: can help out in that regard as an example but also benefiting from your

[0:33:49] Voice 14: expertise thank

[0:33:52] Voice 8: you no problem oops so trustee bothwick you have a question um

[0:34:00] Voice 15: sort of wanted to speak to a little bit i have had the benefit of going to an eco forum meeting and i

[0:34:05] Voice 15: look forward to coming to lots more um and yeah i just want to underline what carl is saying and

[0:34:11] Voice 15: it's really extremely impressive the the sort of level of collaboration between different bodies

[0:34:17] Voice 15: speaking frequently from like vastly different perspectives and quite often that loggerheads

[0:34:25] Voice 15: would traditionally be at loggerheads with one another um and yeah i mean the the the quality

[0:34:30] Voice 15: of the presentations and the research that was being presented and the discussion of it afterwards

[0:34:36] Voice 15: is really significant um and yeah it's it's incredibly valuable and obviously i'm a little

[0:34:43] Voice 15: little biased because it is around Denman and Hornby so it's in my backyard or both both both

[0:34:49] Voice 15: in my front and backyard actually uh but um yeah it's it's uh uh really significant and it's we're

[0:34:57] Voice 15: very lucky to have uh that level of care being given to our waterways because we have some serious

[0:35:02] Voice 15: concerns there's there's a lot of stuff going on you know in the water around all these islands but

[0:35:09] Voice 15: But it's really good to have a body that has got as keen an eye on how we can move forward for everyone.

[0:35:19] Voice 15: So, yeah.

[0:37:26] Voice 12: trust. Some of you may recognize my name from as a previous trustee and I'm now a I'm appearing now

[0:37:33] Voice 12: as a board member of board of directors of the Alcatsum House Sound Biosphere Region Society and

[0:37:40] Voice 12: I want to acknowledge that the region in which the forum operates is the traditional territory

[0:37:49] Voice 12: of primarily the Squamish peoples and our relationship with them is incredibly important

[0:37:55] Voice 12: to the forum and to the biosphere. It's nice to see you all. I'm appearing because the executive

[0:38:02] Voice 12: director is actually meeting as we speak with the other two biosphere regions in British Columbia

[0:38:09] Voice 12: in Tofino today. Just a little bit of background, Alcáczam, you'll see the name in our letterhead

[0:38:16] Voice 12: is actually the Squamish name most often used for Howe Sound, and it includes not only the

[0:38:23] Voice 12: waterways, the islands, but basically the watershed coming into Howe Sound, Alcáczam.

[0:38:31] Voice 12: And our relationship with the Squamish Nation, it's important because it's also incredibly

[0:38:37] Voice 12: incredibly important and frankly, an overused word, but it's an awesome place in the Salish Sea

[0:38:44] Voice 12: and in the Islands Trust Area. It encompasses both much of the Gambier Local Trust Area and,

[0:38:51] Voice 12: of course, the Bowen Island Municipality. I just wanted just a little bit of background

[0:38:57] Voice 12: so you know. I was actually involved as a trustee with Trustee Stamford primarily,

[0:39:05] Voice 12: primarily but others as well and with staff in the original proposal to create the Secretary

[0:39:11] Voice 12: of Services under the Islands Trust and it was designed specifically for the purpose that it

[0:39:17] Voice 12: has evolved to I frankly consider it one of the great success stories of my time as on the Islands

[0:39:26] Voice 12: Trust because of exactly the groups you were seeing here today and it was designed because

[0:39:34] Voice 12: Because we realized that the Howe Sound Forum, which was an important part of our activity in Howe Sound, was operating pretty much on volunteer activity that couldn't continue forever and required just a little bit of administrative and secretarial and secretariat support.

[0:39:51] Voice 12: And the trust was willing to step up.

[0:39:53] Voice 12: Trustees were willing to step up and provide that.

[0:39:57] Voice 12: um it's been operating our forum has actually been operating for a couple of decades now

[0:40:04] Voice 12: um if you speak to uh counselor um uh allison morris on bowen she could give you the exact

[0:40:11] Voice 12: date but it was approximately it was about 22 or 23 years ago that it was originally

[0:40:17] Voice 12: uh envisioned and it operates uh twice a year um in in host communities uh from around the

[0:40:26] Voice 12: This has been on the Islands Trust on Gamber Island at least twice and maybe more before my time.

[0:40:33] Voice 12: And it brings together the elected representatives from a dozen local governments and provincial and federal representatives, our MLA and our MP.

[0:40:44] Voice 12: It's must attend forum. And of course, the First Nations attended as well.

[0:40:50] Voice 12: The Squamish and occasionally the Tsleil-Waututh as well meets twice a year.

[0:40:55] Voice 12: and the next one is in Gibsons on April the 21st.

[0:41:00] Voice 12: It operates under a well-developed principles of cooperation

[0:41:03] Voice 12: and it has a framework which guides its work.

[0:41:07] Voice 12: And there usually are anywhere from 25 to 30 active participants

[0:41:12] Voice 12: from local government and regional and provincial and federal

[0:41:16] Voice 12: and often upwards of 40 or 50 observers that come

[0:41:21] Voice 12: come and watch the proceedings as well, and participate and present. I know that Chair

[0:41:26] Voice 12: Sherlockham has been a couple of times. I think Director Frater has been at least once.

[0:41:32] Voice 12: It really was the original concept of a forum. And while some of the other forums have taken

[0:41:38] Voice 12: a slightly different direction than our forum, I did work with the Southern Gulf Islands group

[0:41:44] Voice 12: because I thought it was an important part of their work as well. And I'm very pleased to see

[0:41:49] Voice 12: that the Bains Sound Forum and the Southern Gulf Islands Forum have progressed to the state that

[0:41:57] Voice 12: they are, that they seem to be sustainable. So one of the marks of the success of the forum and the

[0:42:03] Voice 12: support and the success of the support that the trust has given it is that the forum was really

[0:42:08] Voice 12: the catalyst for, I'm going to say, two things that occurred in the last decade at in-house

[0:42:15] Voice 12: Sound. One was to encourage and I'll say pressure the province to create what was called the

[0:42:21] Voice 12: cumulative effects framework for Howe Sound. The local governments have been pressing the

[0:42:27] Voice 12: provincial government to create a regional plan for the area and they were reluctant to do so

[0:42:32] Voice 12: and the fallback position was to create what's called the cumulative effects

[0:42:36] Voice 12: framework which is a fairly extensive baseline research study of many of the baseline species

[0:42:43] Voice 12: species in the area and that came out of directly out of the work of the Howe Sound Forum perhaps

[0:42:48] Voice 12: more tangibly as well the forum was undoubtedly the basis for the work that created the the group

[0:42:54] Voice 12: that brought together the biosphere and as you probably know in 2021 Alcázar Howe Sound was

[0:43:02] Voice 12: designated by unesco as a as the 29th biosphere region in um in uh canada and uh the um that's

[0:43:15] Voice 12: that's important because the biosphere society which i'm now a member of the board of will now

[0:43:20] Voice 12: undertake as part of its role the coordinating of both of the uh the forum and the uh the ocean

[0:43:27] Voice 12: watch task force which are both referenced in our letter to you and uh as well as many other things

[0:43:34] Voice 12: uh so the biosphere is taking that of the role of being the coordinating body there which is why

[0:43:40] Voice 12: um uh why we they are the ones we are the ones now applying for the grant um so the support you

[0:43:48] Voice 12: provide is incredibly important although you know relatively small in terms of our overall

[0:43:53] Voice 12: all operations or what we envision are open operations, but it's incredibly important to

[0:43:57] Voice 12: be able to provide the logistical support for these organizations. Well, the host group provides

[0:44:03] Voice 12: the location and some food, et cetera. Setting up these meetings is complicated. We require people

[0:44:11] Voice 12: to take minutes, provide those, the Ocean Wash Task Force, which means four times a year,

[0:44:16] Voice 12: and which referenced in the letter as well. And you can go back and see the kind of research

[0:44:21] Voice 12: stays done, also provides the support for that. So this has been an incredibly foundational piece

[0:44:27] Voice 12: of support for the task force. I know that Trustee Fast, I believe you served on it for quite a while

[0:44:34] Voice 12: and may continue to. I don't know if you still do. She does, thumbs up. And I know that Trustee

[0:44:38] Voice 12: Stamford was the chair of that task force for many years. Very good, very important work. So we really

[0:44:45] Voice 12: appreciate the support of the trust. Thank you for all the work that you do. I sat in your chairs for

[0:44:49] Voice 12: for a number of years,

[0:44:50] Voice 12: making the decisions you're about to make.

[0:46:04] Voice 12: by the House on Forum directly and now by the biosphere

[0:46:11] Voice 12: for the creation, for the facilitation of these groups.

[0:46:15] Voice 12: That's why it's called,

[0:46:16] Voice 12: that's why we originally call it the Secretariat Services,

[0:46:18] Voice 12: services to provide that that that funding is very hard to find and that eventually volunteers don't

[0:46:25] Voice 12: want to do anymore to provide that that little bit of extra to make sure that happens we have

[0:46:29] Voice 12: the Ocean West tax force got funding to provide the Marine Atlas for for how sound it's an

[0:46:36] Voice 12: incredibly important piece of work that was done for how sound there's a there's been a lot of

[0:46:40] Voice 12: detailed research in the area but the work the funding that comes from the trust specifically

[0:46:45] Voice 12: perfectly as allocated towards the sort of administrative and logistical support

[0:46:50] Voice 12: um Zoom licenses things like that as was mentioned before thanks thank you so much

[0:48:08] Voice 12: was it came out of the fact that the the the Howe Sound Forum had been basically operating for 15

[0:48:20] Voice 12: and we realized they needed to have a little bit of support and also we need to have minutes and

[0:48:25] Voice 12: help with the logistics and that was the whole intention of it uh the next iteration of it was

[1:06:10] Voice 9: The funding is intended to support administrative support.

[1:06:16] Voice 9: administration, public notices,

[1:06:18] Voice 9: recording and distribution of minute notes or minutes,

[1:06:21] Voice 9: and website hosting and updating.

[1:06:23] Voice 9: That sort of administrative logistical piece

[1:06:25] Voice 9: of bringing people together in cooperation.

[1:06:29] Voice 9: Generally, you're guided in this policy around the decisions

[1:06:32] Voice 9: and you're looking to ensure

[1:06:33] Voice 9: that there is trust representation involved in these groups,

[1:06:37] Voice 9: that First Nations are invited to be involved in a manner consistent with the Trust Council's

[1:06:42] Voice 9: Engagement Principles Policy and Reconciliation Declaration and that the work carries out the

[1:06:49] Voice 9: object of the Trust. Those are your sort of three primary criteria. You're asked in the policy to

[1:06:55] Voice 9: consider prioritizing support for coordination groups that involve First Nations and work

[1:06:59] Voice 9: respectfully and generally the amounts allocated, I don't think it's of concern today, but generally

[1:07:07] Voice 9: we don't exceed the direct award thresholds set out in the procurement policy. Other than that,

[1:07:13] Voice 9: this is really at the discretion of the committee, which groups you wish to support and in what

[1:07:17] Voice 9: amounts. As you might remember, Trust Council's adopted a budget of $12,000. And today, you've

[1:07:24] Voice 9: got requests before you of $14,120. So there'll need to be some tweaking that happens. What else

[1:07:32] Voice 9: So I say, so our role as staff here primarily is to issue contracts, this is not a grant when this policy was brought about the trust didn't have the legal power to do grants.

[1:07:41] Voice 9: So essentially we offer direct support, either through our staff time providing direct staff support or providing a contract contractor to offer these supports.

[1:07:51] Voice 9: courts. We've since had a legislative change and so in the future I've got a resolution to look at

[1:07:59] Voice 9: whether or not the trust we want to merge some of these policies like grants and aid and secretariat

[1:08:03] Voice 9: services into a granting program which would be administratively simpler but that's a decision

[1:08:08] Voice 9: for the future. I just wanted to make you aware of that when we have time. Also I think I'll leave

[1:14:53] Voice 8: like they were looking to use it for a project for the gary oak project and i might have i might

[1:15:01] Voice 8: have miss misunderstood

[1:15:09] Voice 8: was sort of sort of where i was going

[1:15:11] Voice 8: own. What have they said that they're going to be using this money for?

[1:15:35] Voice 9: the Steering Committee and Working Group and Technical Committee meetings. So they are looking

[1:15:39] Voice 8: support okay so yeah that's good um so unfortunately like trustee

[1:15:44] Voice 8: harris said there is a bit of controversy regarding the content of what's what's being

[1:15:52] Voice 8: said on the website so i'm going to also ask the question is this something that we want to support

[1:17:23] Voice 4: And so this is a way that we can, in my experience,

[1:17:26] Voice 4: um with the how sound uh with the sorry ocean watch task uh working group it's now called the

[1:17:34] Voice 4: working group it had a different name for a while um in the uh i'll get some how sound um it brings

[1:17:41] Voice 4: all kinds of people together not just organizations and nations and uh elected officials but uh also

[1:17:49] Voice 4: now including um talented and hard-working resource uh volunteers citizen scientists who

[1:17:56] Voice 4: who are finding glass sponge reefs

[1:17:58] Voice 4: and all this kind of thing,

[1:17:59] Voice 4: as well as bigger organizations

[1:18:02] Voice 4: that are doing spatial mapping,

[1:18:04] Voice 4: which we heard from a couple of the presentations today.

[1:18:08] Voice 4: Anyway, I think this,

[1:18:11] Voice 4: I'm just speaking to the secretarial function.

[1:18:13] Voice 4: It fills this critical gap when you can't apply for grants.

[1:18:18] Voice 4: Grants want projects, and this is administration.

[1:18:22] Voice 4: administration the the um boring stuff about setting up meetings and taking minutes and

[1:18:28] Voice 4: things that volunteers can do for a certain amount of time uh and then they run out of steam and then

[1:18:33] Voice 4: the network collapses so i'm um i'm really supportive of the of the project and hopefully

[1:18:39] Voice 4: one day we can have a uh a forum of forums all across the trust area uh right now it's a bit

[1:18:46] Voice 4: geographic, although not all. Anyway, I just think that I support all of the asks, especially the,

[1:19:00] Voice 4: well, all of them. The Coastal Douglas Fur Partnership, a conservation partnership,

[1:19:05] Voice 4: partnership, I think, is really important. I'm not bothered by the idea that the partnership

[1:19:18] Voice 4: is not important or significant. I think it's, to me, the same as saying that the glass sponge

[1:19:25] Voice 4: reefs and the marine environment in Howe Sound or the special ecosystems we've got on Bowen Island

[1:19:32] Voice 4: are not important, just because some people have other ideas about what is more important.

[1:19:41] Voice 4: So anyway, I think this fits within the Islands Trust object. It helps us fulfill our mandate.

[1:19:49] Voice 4: It's a good return on investment. All of these groups talked about how the support that came

[1:19:55] Voice 4: from Islands Trust helped them to get more grants or to get their biosphere status or to

[1:20:04] Voice 4: bring more partnerships together or to, in one case, reduce loggerheads that I heard about the

[1:20:14] Voice 4: Bain Sound Forum. I heard them talk about all these good things. And staff have referred to

[1:20:21] Voice 4: to that as well in terms of improvements of relationships

[1:20:24] Voice 4: and less dropping of communications.

[1:20:27] Voice 4: Anyway, all of these good things, I've support all of these

[1:20:31] Voice 4: and being on the Ocean Watch Working Group,

[1:20:34] Voice 4: I also support the working groups

[1:20:37] Voice 4: that the Coastal Douglas Fir Partnership is talking about,

[1:20:42] Voice 4: the Coastal Oak and Prairie Working Group.

[1:20:44] Voice 4: And anyway, these things are important.

[1:20:46] Voice 4: So I just was gonna propose that we

[1:20:51] Voice 4: And take $600 off of each of the larger asks, the $3,000 and $4,000 asks, so that we're within our budgets, and support all of them.

[1:37:19] Trustee Luckham: But I'm just concerned that the actions and work of the Allen's Trust is tainting the work of a delegation that that they're what they do is completely independent of what we do or how we interpret it or how we use it.

[1:37:35] Trustee Luckham: And so that responsibility shouldn't or if there's something wrong there, I wouldn't want our and I don't necessarily I don't want to flavor it in any way.

[1:37:51] Trustee Luckham: of another agency who has their own reasons and rationale and science to continue doing what

[1:38:45] Voice 9: that it occurs nowhere else in the world was interpreted as simply Canada, whereas in fact,

[1:38:49] Voice 9: there is an extent in the United States as well. So certainly, I think now we're all back from

1. CALL TO ORDER 
 
Chair Evans called the meeting to order at 10:00 a.m. and acknowledged that participants of the 
meeting were on the traditional and treaty territories of many Coast Salish First Nations.

No late item nor changes to the agenda were presented for consideration.

By general consent the agenda was approved.

By general consent the order of delegations was altered as the representative 
of the Southern Gulf Islands Forum was not present.

Director Frater spoke to the FUAL items that were in progress. 
 
By general consent the Committee requested staff to provide venue options 
for an in-person meeting at the November 6, 2023 meeting.

7.1 Secretariat Services to Coordination Groups in the Trust Area – Request for Decision 
(RFD) 
 
Director Frater presented the RFD that provides background information in regards to 
the Secretariat Services program and the requests for secretariat support from 
coordination groups in the Islands Trust Area. Committee discussion included: 
 both Trust Council and the Islands Trust Conservancy (ITC) Board are members of 
the CDFCP and, as requested by the ITC Board, the Ecosystems Protection Specialist 
is a member of the steering committee who provides approximately thirty to forty 
hours per year in that role 
 whether there are arguable statements regarding the Coastal Douglas-fir Ecosystem 
in Islands Trust and CDFCP materials  
 the value and impact of the Secretariat Services program 
 Lyndsey Smith of CDFCP clarified that there are First Nations engaged with the 
CDFCP. 
 
It was MOVED and SECONDED, 
that Trust Programs Committee allocate for fiscal year 2023/24: 
 $1,000 to support the coordination of the Rural Island Economic 
Partnership, 
 $2,500 to support the coordination of the Baynes Sound Lambert Channel 
Ecosystem Forum, 
 $2,500 to support the coordination of the Coastal Douglas-fir Conservation 
Partnership, 
 $3,500 to support the coordination of the Átl'ka7tsem/Howe Sound 
Community Forum, and 
 $2,500 to support the coordination of the Southern Gulf Islands Forum 
 
TPC-2023-014 
It was MOVED and SECONDED, 
that Trust Programs Committee amend the [above] motion by changing the 
three $2500 amounts to $2600 and the $3500 amount to $3200. 
 
Trustee Harris requested to be on the record as “not being in support of giving any 
funding to the Coastal Douglas-fir Conservation Partnership”. 
 
The question on the amending motion was then called.

TPC-2023-015 
It was MOVED and SECONDED, 
that Trust Programs Committee amend the [above] motion as follows: 
 $1,120 to support the coordination of the Rural Island Economic 
Partnership,

The Chair called the question on the main motion as amended.

Trustee Allen left the meeting at 12:25 p.m. 
 
TPC-2023-017 
It was MOVED and SECONDED, 
that Trust Programs Committee allocate for fiscal year 2023/24: 
 $1,000 to support the coordination of the Rural Island Economic 
Partnership, 
 $2,600 to support the coordination of the Baynes Sound Lambert Channel 
Ecosystem Forum, 
 $3,200 to support the coordination of the Átl'ka7tsem/Howe Sound 
Community Forum,  
 $2,600 to support the coordination of the Southern Gulf Islands Forum 
 
and that the application from the Coastal Douglas-fir Conservation Partnership 
be reconsidered at a later date.

Director Frater presented the current Work Program (Active Projects and Futures Projects) for
