[0:00:04] Trustee Luckham: Okay. Good morning, everyone. Welcome to the Bolinas-Winchelsea Islands Local Trust Committee

[0:00:13] Trustee Luckham: meeting. And this is an interesting scenario in the Executive Committee Act as a local

[0:00:20] Trustee Luckham: trust committee due to the sparse population in the Bolinas-Winchelsea Islands. And in fact,

[0:00:29] Trustee Luckham: i reflect uh for uh the new uh vice chairs or trustees in this case um that the islands used

[0:00:38] Trustee Luckham: to be called the executive islands all the time and i objected to that after a while and

[0:00:44] Trustee Luckham: we managed to adopt it in uh and all the documentation that we do call them what they

[0:00:49] Trustee Luckham: are which is the or at least the colonial names the belinas and win chelsea islands

[0:00:54] Trustee Luckham: islands. And that leads me into wanting to acknowledge that the Balinas-Winchelsea Islands

[0:01:03] Trustee Luckham: are in the Ts'Nanas territory. They have a great interest in the marine environment there

[0:01:10] Trustee Luckham: and the islands and the general area, as well as some other Coast Salish nations that certainly

[0:01:16] Trustee Luckham: have interests. Tlayaman, I think, has interest. The Nemo has interest. And, of course, those

[0:01:21] Trustee Luckham: Those interests go back to the, since time immemorial.

[0:01:26] Trustee Luckham: I do, however, like to use the phrase

[0:01:28] Trustee Luckham: since the beginning of time,

[0:01:29] Trustee Luckham: although some people think that that's not the right phrase

[0:01:33] Trustee Luckham: to use, but I think the essence of it is,

[0:01:35] Trustee Luckham: is that the people, the Coast Salish peoples

[0:01:40] Trustee Luckham: have been here for a very, very long time.

[0:01:45] Trustee Luckham: And indeed our history here is short.

[0:01:48] Trustee Luckham: And the Coast Salish history is rich with culture

[0:01:51] Trustee Luckham: and learning and we should take advantage of that and certainly I want to recognize that since

[0:01:57] Trustee Luckham: colonialism there's been a lot of hardship experienced by the nations and it's important

[0:02:08] Trustee Luckham: to recognize that and work to reconcile that so that we can work together into the future.

[0:02:14] Trustee Luckham: So I didn't introduce myself, Peter Luck, I'm the chair of council, chair of the Bolinas-Winchelsea

[0:02:20] Trustee Luckham: the islands and um i'm gonna just uh quickly uh acknowledge each of my colleagues here uh trustee

[0:08:18] Trustee Luckham: I was able to share with him the protocol agreement conversation that's been going on between Islands Trust, Liskiti, and the Snunas Nation, and he was very pleased to hear that.

[0:11:30] Trustee Luckham: have diminished significantly,

[0:11:32] Trustee Luckham: and that, of course, is a concern.

[0:16:10] Voice 2: brief tour from the outside to see the fairy slipper um a conservation parcel there and so

[0:16:18] Voice 2: i'll just note that as um land is donated um the needs for administration and legal covenants and

[0:16:28] Voice 2: management uh oversight increase and so that's becoming uh a thing that our staff are

[0:16:38] Voice 2: are focused on so that we can make sure that we're looking after and managing those lands properly

[0:16:45] Voice 2: into the future so yeah it's hopefully not a capacity issue right now but definitely staff

[0:16:51] Voice 2: are well aware of the need to plan well into the future so yeah work is is really good there at

[0:16:58] Voice 2: the conservancy that's about all okay

[0:17:43] Trustee Luckham: that the protocol agreement that's been developed

[0:17:46] Trustee Luckham: between Laskiti and Trust Council is really exciting

[0:17:51] Trustee Luckham: and I'm very pleased to see that.

[0:17:54] Trustee Luckham: And I expect that there might be some kind

[0:17:57] Trustee Luckham: of signing opportunity, not necessarily a celebration,

[0:18:03] Trustee Luckham: celebration, but there might be an event associated with signing of that protocol and

[0:18:07] Trustee Luckham: recognizing it. And ostensibly, that's between Leskete and Sanas. And of course, it's endorsed

[0:18:15] Trustee Luckham: by council. It does strike me that if there's an, I expect that if there is an opportunity,

[0:18:21] Trustee Luckham: I would be attending that. It might be appropriate for the Belenuswin Chelsea Islands to also be

[0:18:29] Trustee Luckham: represented at that because obviously it's a part and parcel of their shared territory and so as

[0:18:36] Trustee Luckham: that evolves I may just take that lead on that idea in communication with senior staff is there

[0:18:44] Trustee Luckham: any concerns about that or objections to that or support for that idea no that sounds great

[0:20:27] Trustee Luckham (probable): the chair um so this is a good opportunity um

[0:20:32] Trustee Luckham (probable): and i had noted that in the agenda under 12.3 for minor project selection for an opportunity

[0:20:38] Trustee Luckham (probable): for the trustees to discuss if there's a desire to identify a minor project

[0:20:46] Trustee Luckham (probable): for this current fiscal year, for the 2023-2024 fiscal year. The opportunity could be for on page

[0:20:56] Trustee Luckham (probable): 22 of the agenda under the active projects reports, the OCP and LUB land use bylaw review.

[0:21:05] Trustee Luckham (probable): review. There could be an opportunity, for example, to work on implementing the protection

[0:21:11] Trustee Luckham (probable): of the coastal Douglas fern associated ecosystem toolkit, along with the Conservancy Regional

[0:21:18] Trustee Luckham (probable): Conservation Plan, and looking at that for the OCP and LUB review. I also note under

[0:21:27] Trustee Luckham (probable): the active projects report, the first and second items, there's opportunities for the

[0:21:34] Trustee Luckham (probable): first item with conducting early engagement with First Nations and providing input into projects

[0:21:42] Trustee Luckham (probable): that we would always look for opportunity for that to happen in the projects that we're working on

[0:21:47] Trustee Luckham (probable): so as a minor project with regards to any review for implementing the Douglas fir toolkit for

[0:21:55] Trustee Luckham (probable): example that could be part of referrals could be part of early conversations we're just mindful of

[0:22:02] Trustee Luckham (probable): as a minor project, if there's any desire from the trustees to want to include more community

[0:22:09] Trustee Luckham (probable): meetings, that may be a bigger scope and require more time and funding budget allocation that

[0:22:18] Trustee Luckham (probable): would push it into a major scope type project. But, you know, the sort of what I want to convey

[0:22:24] Trustee Luckham (probable): is the opportunity to have these conversations we look at through opportunities that we have

[0:22:32] Trustee Luckham (probable): have for projects. So that does happen. I just wanted to recognize that. And for the second item

[0:22:38] Trustee Luckham (probable): on that active projects list under the review project there, identifying significant unfragmented

[0:22:45] Trustee Luckham (probable): forest and non-forest ecosystems and the mapping related to that, that would be more of a major

[0:22:53] Trustee Luckham (probable): scope project just because of the time and resources and potential budget. So I just want to

[0:22:59] Trustee Luckham (probable): help clarify those three items that sit under that review. So what I'm identifying is there's

[0:23:08] Trustee Luckham (probable): an opportunity to work on the last bullet there as a minor project if that's a desire for the

[0:23:15] Trustee Luckham (probable): trustees to identify and we can do that through resolution.

[0:23:20] Trustee Luckham: Thank you. I could reflect on what's

[0:26:43] Voice 4: And while I'm not necessarily advocating for a review, I think that's, I would appreciate some advice to this LTC on whether there are, whether there's language in there that needs to be updated in terms of reconciliation,

[0:27:05] Voice 4: whether there's more substantive parts of it that might want to review.

[0:27:14] Voice 4: So just sort of looking for maybe some advice on how current and up-to-date appropriate the existing OCP is at this point.

[0:27:27] Voice 6: Okay. That's, I think that we'll just take that as

[0:27:38] Trustee Luckham: an interest. And Trustee Maude, I didn't see your hand up. So I'll just note that we put a fair amount of energy in. And in fact, I think we were even had, we're attempting to seek community funding.

[0:27:58] Trustee Luckham: funding and it's worth noting actually that the um the funding has now been increased from five

[0:28:03] Trustee Luckham: thousand dollars to ten so there's potential opportunity for us to tap into that if we want

[0:28:09] Trustee Luckham: to make some kind of a minor minor project and i would maybe consider that a minor project

[0:28:15] Trustee Luckham: so i think first and foremost determine what um the sonanas interests are um and whether or not

[0:28:22] Trustee Luckham: we should amend the OCP or LUB to capture and reflect their interests. I think that even the two

[0:28:32] Trustee Luckham: items that are listed here, which is identifying unfragmented forest and non-forest ecosystems,

[0:28:42] Trustee Luckham: which is certainly worthy. However, I can't help but wonder about the purpose of doing that mapping

[0:28:48] Trustee Luckham: is for mapping of the environment

[0:28:54] Trustee Luckham: and identifying carbon sequestration values.

[0:28:57] Trustee Luckham: And that's an interesting, I think,

[0:29:00] Trustee Luckham: colonial science work

[0:29:04] Trustee Luckham: that we would want to be sure

[0:29:07] Trustee Luckham: that we're not predetermining any kind of an outcome

[0:29:35] Trustee Luckham: with them actually because I think that it's such an incredible special place of which none of us

[0:29:39] Trustee Luckham: have a lot of familiarity with i do have some um from the past it's certainly uh reasonable to uh

A Trustee reported that the Trust Conservancy has received a number of significant land 
donations recently. One is the Link Island donation on Gabriola. 
As land is donated, the needs for administration, legal covenant management and 
oversight increase. Staff are attending to this increased need and there is a need to plan 
well into the future to ensure staff capacity.

The Chair shared that there may be an event for the signing of the Snaw-naw-as 
Protocol Agreement with Lasqueti Local Trust Committee which might be an 
appropriate opportunity for members of the Ballenas-Winchelsea LTC to be involved 
since Ballenas-Winchelsea is on Snaw-naw-as territory. The Chair mentioned that the 
LTC has been working for some time to meet with Snaw-naw-as and would be 
interested in attending any event involved in the signing of the new protocol 
agreement.

12. WORK PROGRAM 
12.1 Active Projects Report dated April 6, 2023 
 Staff shared that the LTC has an opportunity to identify a minor project for the 
2023-2024 fiscal year. For example, under the OCP and LUB Review, there could be 
an opportunity to work on implementing the protection of the Coastal Douglas Fir 
and Associated Ecosystem Toolkit along with the Conservancy Regional 
Conservation Plan.  
 Under the Active Projects Report, there is an opportunity under the first and second 
projects listed to do early engagement with First Nations. We would always looks 
for those opportunities. As a minor project, if there is desire from the Trustees to 
include more community meetings, that could require more time and budget which 
may push it into a major project.  
 Under the OCP and Bylaw Review Project, identifying significant un-fragmented 
forested and non-forested ecosystems and the mapping related to that would be a 
major project because of the time and budget required. 
 Could work on the last bullet in the Active Projects Report as a minor project, and 
we could do that through resolution. 
 A Trustee asked what engagement has been done with Snaw-naw-as and could 
there be a project of mutual interest. That the LTC use the minor project as an 
opportunity to develop some protocols between LTC and Snaw-naw-as. \ 
o Staff responded that any significant work that needs to happen with Snaw-
naw-as could be done as a separate project. She elaborated that a referral 
to Snaw-naw-as and the conversations that would happen before a formal 
referral could be done through a minor project, but more than that could 
require the scope of a major project. She reminded that the budget for 
major projects has already been allocated for this fiscal year, so we would 
look for a minor project relating to engagement with Snaw-naw-as.

12.3 Minor Project Selection - verbal for discussion 
The Executive Committee acting as a Local Trust Committee discussed the following: 
 A Trustee noticed that the present OCP for Ballenas-Winchelsea is fairly dated. 
While not advocating for a review, he would appreciate some advice to this LTC on 
whether there is language in there that needs to be updated in terms of 
Reconciliation or whether there are other substantive parts of it that would warrant 
review. 
o The Chair responded that the LTC is seeking input about whether or not to 
initiative a minor project and noted that this budget has been increased 
from $5,000 to $10,000 so there is opportunity to tap into funding for a 
minor project if desired. He recommended that the LTC first determine 
what Snaw-naw-as’s interests are, and then determine whether an OCP 
update is required to reflect this interest. We don’t want to predetermine 
any kind of an outcome. Need to wait for input from Snaw-naw-as. Let’s 
look at opportunities for conversation and see if there is interest in being 
together on the land with members of Snaw-naw-as to begin to build 
relationship.  
o The Chair summarized that there is no direct action at this time, other than 
to seek opportunities for engagement with Snaw-naw-as. For example, a 
boat tour of the territory would be desirable. 
 Staff asked for clarification on whether any of these active projects should move to the 
Future Projects List and if there are any new initiative that the Trustees would like to 
pursue they can also be identified by resolution? She offered to bring forward a report

LUB Review to the Future Projects List in order to be clearer about what Staff is 
currently working on and what has been slated for future work.
