[0:00:24] Trustee Luckham: in Snuneymo and Chimayness and Laiacian, Penelican, Cowichan Territory, amongst many others that

[0:00:40] Trustee Luckham: And absolutely every moment one recognize that
[0:00:43] Trustee Luckham: and also recognize the grief and pain and loss

[0:04:16] Trustee Luckham: careful about having this discussions and making decisions outside of the context of a public

[0:05:53] Trustee Luckham: Okay, so then that's all good then. So I think in terms of our agenda, we've got everything in order. So if there's no further items to add, then let us continue on with the agenda adopted by general consent as amended, I'll say.
[0:06:08] Trustee Luckham: And so the first business item then on our agenda today is scope of work for the Indigenous Engagement Coordinator position for the OCP.
[0:06:17] Trustee Luckham: Renee, you want to start us off on this?
[0:06:19] Trustee Luckham: Sure.
[0:06:20] Voice 5: So through the chair, this item was brought up at our March meeting where we had a session
[0:06:31] Voice 5: with members of the public and the current APC and HAPC members to talk about the official
[0:06:39] Voice 5: community plan review and the project leading up to that. So one of the ideas that came out of this
[0:06:46] Voice 5: was for an Indigenous Engagement Coordinator position and it was requested
[0:06:51] Voice 5: from LTC that we bring this up for discussion in terms of how this could
[0:06:56] Voice 5: how this could be included in the project itself. So I would like to throw this over to Narissa
[0:07:06] Voice 5: Chadwick so we can she can share with us some of the considerations for including this as part of
[0:07:12] Voice 5: of the project. It may not be just some factors I wanted to share for trustees for discussion.
[0:07:20] Voice 5: At this time, we may not be able to have information on how exactly and whether a
[0:07:28] Voice 5: position might make sense specific to a coordinator, but there could be still some
[0:07:35] Voice 5: opportunity for and would be some opportunity for time in in terms of whether that's a staff person
[0:07:46] Voice 5: or a contractor professional in terms of engaging with for any Indigenous conversations with with
[0:07:56] Voice 5: First Nations so I think the idea is something worth investigating into the project in terms
[0:08:05] Voice 5: of pursuing it but it may look a bit different so i'm i'm just throwing that out in terms of
[0:08:10] Voice 5: contract work and how how we make that work we might have to be a bit flexible to think about
[0:08:15] Voice 5: that okay

[0:08:18] Planner Chadwick (probable): yeah so i would say like so i'm thinking in terms of process here and um i mean
[0:08:24] Planner Chadwick (probable): i i i um i'm i'm seeing um i'm seeing the value i'm understanding it uh the um what's been shared
[0:08:34] Planner Chadwick (probable): with um with with trustee elliott um i think that um there's a bit of timing and process
[0:08:42] Planner Chadwick (probable): considerations here and and whatever's decided in terms of how you move forward from this meeting
[0:08:47] Planner Chadwick (probable): with respect to whether you're going to to to focus on housing or continue with ocp will
[0:08:53] Planner Chadwick (probable): kind of determine how we move forward there would be a procurement process involved as um renee's
[0:08:59] Planner Chadwick (probable): identifying if we if we go with a contracted um kind of scenario um and within that um it would
[0:09:07] Planner Chadwick (probable): really be i think a part of the project charter um for the ocp which we haven't developed yet
[0:09:13] Planner Chadwick (probable): um and and that project charter would would indicate the steps related to indigenous and
[0:09:21] Planner Chadwick (probable): first nations um engagement and um i think the very first step would really be um a letter out
[0:09:28] Planner Chadwick (probable): to the nation to get an understanding of how they would like to be engaged.
[0:09:35] Planner Chadwick (probable): If they're showing no interest in that engagement then you know the discussion of how we engage and
[0:09:43] Planner Chadwick (probable): if we hire somebody to engage with them then becomes a bit mute. So I think the first step
[0:09:49] Planner Chadwick (probable): will be to write that letter and then the next step will be to write it into our project charter
[0:09:58] Planner Chadwick (probable): uh um that that uh

[0:10:11] Trustee Luckham: summary i'm sure there are some questions and some thoughts here but just want to clarify one thing
[0:10:15] Trustee Luckham: just um for everybody is that when you talk about writing it into the uh the project charter what
[0:10:21] Trustee Luckham: we're what we're talking about is you know a draft or a pre-draft even the the formulation of a of a
[0:10:29] Trustee Luckham: charter because indeed we don't want to get too far ahead of ourselves in the consultation process
[0:10:37] Trustee Luckham: with First Nations but we need to do some preliminary groundwork is kind of what I'm
[0:10:43] Trustee Luckham: hearing okay great so trustees any questions or thoughts that you'd like to share maybe
[0:10:54] Trustee Luckham: maybe questions on Narissa's advice and information here?
[0:10:59] Voice 8: Yeah, I'd like to say something.
[0:11:02] Voice 8: Thank you, Chair Leckham.
[0:11:03] Voice 8: That is very helpful, Narissa,
[0:11:06] Voice 8: because that would be what I would ask for is,
[0:11:10] Voice 8: first of all, just a letter of inquiry
[0:11:13] Voice 8: to see whether and how much the Snuneymuxw First Nation
[0:11:18] Voice 8: would like to engage with us in the OCP review process.
[0:11:24] Voice 8: and um i i mean i would love it if if they wanted to help us out and that that's it seems to me that
[0:11:34] Voice 8: would be the first thing to do is to inquire as to whether they're interested yeah
[0:11:42] Trustee Luckham: very good and
[0:11:43] Trustee Luckham: i'll just add to that that also we would want to be specifically asking about financial um support
[0:11:49] Trustee Luckham: support for
[0:11:50] Trustee Luckham: that work. That would be an obvious inclusion. Trustee Elliott?
[0:11:56] Trustee Elliott: Sure. Thank you, Chair, and thanks for that summary, Nerissa. People that I've spoken to
[0:12:02] Trustee Elliott: with information about how to do these kind of processes also suggested that an official letter
[0:12:09] Trustee Elliott: from the LTC would probably be appropriate at this point. It's hard to know how and at what
[0:12:19] Trustee Elliott: stage the NAMIC would want to be involved. The important thing for me is that they should have
[0:12:26] Trustee Elliott: the opportunity to provide input on the charter itself. So before we develop the work charter,
[0:12:34] Trustee Elliott: we have this understanding. So the only reason I put this forward at the last LTC meeting is to
[0:12:41] Trustee Elliott: get the process started, whatever that is, so that early and meaningful engagement actually looks like
[0:12:47] Trustee Elliott: they have input into designing the process of engagement with us so i totally support you know
[0:12:56] Trustee Elliott: hiring an indigenous coordinator might be um too it might be too early right now and um scoping
[0:13:05] Trustee Elliott: that out i've got a few names of people who that i can forward to staff and director freighter
[0:13:12] Trustee Elliott: indicated that that would be appropriate just send them their way so we could build this roster of
[0:13:18] Trustee Elliott: of um people who are doing this work there's a through an indigenous lens and so the important
[0:13:26] Trustee Elliott: thing for me would be um they can set up meetings in a respectful way they might already have
[0:13:34] Trustee Elliott: connections with the nation um because the relationship building needs to come first so
[0:13:40] Trustee Elliott: So this is kind of the chicken and egg thing is,
[0:13:43] Trustee Elliott: is if we don't as an LTC currently have relationship and I've been trying to
[0:13:47] Trustee Elliott: build that, but has not resulted in a meeting yet.
[0:13:51] Trustee Elliott: The nation's very busy.
[0:13:52] Trustee Elliott: They're opening up a passenger ferry service to Vancouver.
[0:13:56] Trustee Elliott: They've opened the Marriott hotel. They've got major projects on the go.
[0:14:00] Trustee Elliott: And so a little appeal from, from me to,
[0:14:04] Trustee Elliott: for a face-to-face meeting is just not resulted in anything.
[0:14:07] Trustee Elliott: thing so the relationship um getting support in just who to contact within the nation would be
[0:14:15] Trustee Elliott: great so have someone who might already have that connection with sinema and is trusted to
[0:14:23] Trustee Elliott: build an engagement plan with them maybe and and then secondly in terms of a term of reference
[0:14:30] Trustee Elliott: just somebody who already knows how to work collaboratively with indigenous communities
[0:14:35] Trustee Elliott: communities and it doesn't necessarily have to be here from Nanaimo but that might be expensive
[0:14:41] Trustee Elliott: and I think we do have to scope it out these professionals are going to be in high demand
[0:14:47] Trustee Elliott: and so we might be looking at a three to four month procurement process so I just wanted to see
[0:14:53] Trustee Elliott: about starting that and what is what is our desire to to move ahead because it could just take a long
[0:15:00] Trustee Elliott: time to even secure if we want an indigenous coordinator that could be a big budget item and
[0:15:06] Trustee Elliott: it could take a long time to get that in place for maybe next year so a letter from the ltc i think
[0:15:12] Trustee Elliott: would be wonderful um saying things like we want to work with the community and we would like you
[0:15:21] Trustee Elliott: to be involved in developing a process so that we can do this in a good way i think would be sort of
[0:15:27] Trustee Elliott: the framing so that's my input on that well
[0:15:32] Trustee Luckham: that's great certainly sounds like we have support for
[0:15:35] Trustee Luckham: writing a letter and so i don't know if that we have anybody has a motion in the wings but
[0:15:39] Trustee Luckham: what i would like to ask before we go there is just to ask uh renee about the procurement process
[0:15:46] Trustee Luckham: um with respect to some of the other thoughts there with respect to um moving into that area

[0:15:55] Voice 5: through the chair um so regarding the procurement process we'd have to be mindful of
[0:16:01] Voice 5: how that could work in the overall project process um i think we have available we can
[0:16:08] Voice 5: look at what resources and people we have with experience um i have some experience as well so
[0:16:15] Voice 5: um that i haven't shared yet but i'd love to share it with with whatever um we can help with
[0:16:22] Voice 5: So I think having the ask, I think then Narissa can go back and weave that into the project
[0:16:31] Voice 5: charter and we can ask some questions.
[0:16:33] Voice 5: And by all means, I think we would love to get some contacts for people so we can have
[0:16:38] Voice 5: a discussion with them and see what we can do in terms of reaching out to Sunaimah First
[0:16:45] Voice 5: Nation and forming those connections.
[0:16:47] Voice 5: With regards to procurement process, a factor I'm thinking of, it may take some time, so I wonder how it would fit within the overall project process, because that's its own separate, to procure a contract will take some time, and we'd have to make sure it fits within the budget and the scope of this project.
[0:17:06] Voice 5: So those are a couple of factors I'm thinking of, but I wouldn't want to, for us to hinge on that as the only solution.
[0:17:14] Voice 5: I would, and I think Nerissa is there and thinking about the, the ask to reach out and engage and
[0:17:21] Voice 5: ask, so Nemoch, how would, would you like to participate? How would, how would you like to
[0:17:26] Voice 5: be involved? So I think we can come up with some ideas to reach out and do that sooner than later

[0:19:06] Trustee Elliott: with an upcoming OCP review process on Gabriela Island.

[0:21:06] Voice 5: trust that we make sure um we're reviewing letters coming out through the island's trust
[0:21:12] Voice 5: um with language in mind and respectful of that so it's all consistent well

[0:21:20] Trustee Luckham: lovely thing too um because indeed we have been doing that and um um with a vacancy in that
[0:21:26] Trustee Luckham: position we haven't maybe had the same lens on it but absolutely that's uh important to be sure that
[0:21:31] Trustee Luckham: we're doing that right as we learn here as we all go through this process so um i'm also in the
[0:21:40] Trustee Luckham: background there's potentially some funding that may be used across the island's trust that
[0:21:45] Trustee Luckham: perhaps there's an opportunity to access some of that um for this project
[0:21:51] Trustee Luckham: um shall we move on to the next item so that is item 3.2 opportunity to develop a gabriella
[0:22:02] Trustee Luckham: housing action plan to qualify for the provincial housing incentive fund for discussion um
[0:22:08] Trustee Luckham: I have not had a chance to read your correspondence there, your memo, Trustee Elliott, and I think probably I'll just ask you to summarize that rather than taking time out to read it now.

[0:23:19] Voice 5: what we have set up as a model process for a housing project and what an expedited process
[0:23:25] Voice 5: could look like um in order to apply for this funding by the deadline and then what we would
[0:23:31] Voice 5: like to hear back from trustees is um some of your questions the opportunities the concerns
[0:23:39] Voice 5: that you have um so you you have some good information to to give some direction um yeah
[0:23:46] Voice 5: so i'll throw that over to narissa yeah
[0:23:49] Planner Chadwick (probable): so i think i'll just start by just giving you um a sense of
[0:23:52] Planner Chadwick (probable): what this this funding program is um so i guess there was an announcement in april 2022 that a
[0:24:01] Planner Chadwick (probable): a bunch a bunch of billions of dollars um i can't remember the number it's like four or something
[0:24:06] Planner Chadwick (probable): was going to go towards building housing across canada um so the um the federal bureaucrats have
[0:24:14] Planner Chadwick (probable): been scrambling around to figure out how to disperse that funding and they've come up with
[0:24:21] Planner Chadwick (probable): this program for cmhc which is called the housing accelerator program now all the details on the
[0:24:28] Planner Chadwick (probable): the program can be found on the CMHC website so it's called the Housing Accelerator Fund so if
[0:24:34] Planner Chadwick (probable): you want to follow up and look at details you just need to google it you'll find you'll find
[0:24:40] Planner Chadwick (probable): the details but I'll give you a snapshot of those details so it is a fund that is is very uniquely
[0:24:47] Planner Chadwick (probable): set up so it's very focused on on encouraging local governments one to develop a housing action
[0:24:57] Planner Chadwick (probable): action plans and those action plans being focused primarily on creating, increasing
[0:25:09] Planner Chadwick (probable): the possibility for additional units to be built in local jurisdictions and the funding
[0:25:20] Planner Chadwick (probable): is available to to support the actual building of those units or supports related to the to
[0:25:28] Planner Chadwick (probable): to helping those buildings be built so infrastructure um parks um your bike lanes
[0:25:37] Planner Chadwick (probable): there's a whole list of things um but the actual actual you know the money can also be used
[0:25:43] Planner Chadwick (probable): obviously for the actual building of units and so the way that the funding is set up
[0:25:47] Planner Chadwick (probable): is that in your in an action plan for a small community under 10 000 an action plan needs to
[0:25:55] Planner Chadwick (probable): have five action areas and i'll explain that a little bit more um in a bit um and those action
[0:26:03] Planner Chadwick (probable): areas again need to focus on that ability to increase the possibility um to build
[0:26:13] Planner Chadwick (probable): to permit more units and so in the case of and I've discussed it with with them
[0:26:23] Planner Chadwick (probable): things like like our you know our needs to understand groundwater
[0:26:32] Planner Chadwick (probable): availability is is something that would be considered a program because it's something
[0:26:36] Planner Chadwick (probable): in understanding that that that that helps us to understand where we can put additional units
[0:26:42] Planner Chadwick (probable): potentially um and it also helps um um to uh expedite potential applications well to say yes
[0:26:51] Planner Chadwick (probable): or no to rezoning applications um so that's that is an area that could be a focus um and then
[0:26:58] Planner Chadwick (probable): whatever programs would be related to and i'll again i'll i'll i'll give you a better sense of
[0:27:04] Planner Chadwick (probable): that to to increasing the potential and and then programs that would be related to spending the
[0:27:12] Planner Chadwick (probable): money to build this stuff or to help support this this stuff which is outside of our um sphere of
[0:27:22] Planner Chadwick (probable): influence that's where you where for us we would be relying on cooperation with regional district or
[0:27:28] Planner Chadwick (probable): some other government body to disperse funding so the way that the funding is set up is um
[0:27:36] Planner Chadwick (probable): there needs to be targets in an action plan. So these targets are based on what you anticipate
[0:27:45] Planner Chadwick (probable): the program to be supporting in terms of additional units. So, for example, if you take
[0:27:54] Planner Chadwick (probable): and if you take, say, 100 units as your target, a portion of that 100 might be already the natural
[0:28:05] Planner Chadwick (probable): natural increase. So I don't know what the numbers are on Galeano or Gabriela, but I know in Maine,
[0:28:10] Planner Chadwick (probable): like it's about 15 units a year has been their natural increase. So you can take the natural
[0:28:14] Planner Chadwick (probable): increase and add what you anticipate could be additional to that. So say it was a hundred,
[0:28:21] Planner Chadwick (probable): the funding would be allocated. It's 20,000 base funding per unit. And then it's additional
[0:28:27] Planner Chadwick (probable): funding on top of that, if those units are rental, multifamily, additional dwelling units,
[0:28:40] Planner Chadwick (probable): which they're calling, you know, missing middle, secondary suites, that area. And then there's
[0:28:44] Planner Chadwick (probable): even more if they're affordable, which means that they fit your definition of affordable.
[0:28:52] Planner Chadwick (probable): And so there's the potential to make, you know, 100 units to be able to be supported with, you know, 2 million plus so with all units being falling into those other categories on the islands, most likely it's probably something like $3 million.
[0:29:12] Planner Chadwick (probable): dollars um but here's the so the catch is that like for um for our islands and i would say except
[0:29:24] Planner Chadwick (probable): for maine because maine's been moving forward they they had their whole last term focused on
[0:29:29] Planner Chadwick (probable): housing so they've had a lot of community consultation they have a really good sense
[0:29:33] Planner Chadwick (probable): of where the community is at we're able to pull we're able to pull forward with an action plan
[0:29:39] Planner Chadwick (probable): with relatively little need for any in-depth community consultation because we've already done
[0:29:47] Planner Chadwick (probable): it on other projects. So I'm going to show you what a basic process would look like without it
[0:29:56] Planner Chadwick (probable): it being expedited.
[0:30:00] Planner Chadwick (probable): to reach a funding goal so and this has been based this has been based um on the main process
[0:30:06] Planner Chadwick (probable): essentially so um but the one the one piece that we're missing here is the first nations engagement
[0:30:12] Planner Chadwick (probable): because we are having to like skip over that that's the one piece in this that is allowing us
[0:30:18] Planner Chadwick (probable): to expedite but we'll have to address that in other ways as we gain as we start to engage in
[0:30:24] Planner Chadwick (probable): into the in the project so these are the critical pieces there needs to be um there needs to be a
[0:30:33] Planner Chadwick (probable): discussion paper it's something that i've learned um i created one for maine and it was really clear
[0:30:39] Planner Chadwick (probable): for denman that the elements in that discussion paper which identify community need what what
[0:30:46] Planner Chadwick (probable): the community's already done and then um looks into uh you know what options are possible based
[0:30:53] Planner Chadwick (probable): on, you know, what's existing, the things that need to be changed, a list of options is provided
[0:31:00] Planner Chadwick (probable): in there for discussion. And I think that that piece is really, it really is a critical piece
[0:31:07] Planner Chadwick (probable): because it brings a lot of information that's out there in the community into one place
[0:31:12] Planner Chadwick (probable): so that you can have a focused discussion. The next step from there is to develop an action plan.
[0:31:21] Planner Chadwick (probable): And so an action plan, I'll show you an example of what I've done for Maine in a second.
[0:31:27] Planner Chadwick (probable): So that would be about identifying basically five or more, I mean, but for the interest of the program, the funding program, five main action areas that you would place the various initiatives.
[0:31:45] Planner Chadwick (probable): So, I can, I'll show you for Maine. It looks like this. So this is the living with the land program so action programs I'm calling them, living with the land program is the one where we're looking at the use of that, of our water availability assessment
[0:32:06] Planner Chadwick (probable): In the case of Gabriela, it would be doing them, doing those water availability assessments and also looking at like other data related to, you know, the ecological interests, conservation interests, looking at the mapping.
[0:32:25] Planner Chadwick (probable): and again I you know I haven't looked at what's available for Gabriela so I don't know what we
[0:32:31] Planner Chadwick (probable): could currently use but I do know that you don't have the water availability at least you have
[0:32:36] Planner Chadwick (probable): an older one that was you know that one would need to be like redone essentially as far as I
[0:32:44] Planner Chadwick (probable): understand from the freshwater specialists is you need an updated water availability assessment to
[0:32:49] Planner Chadwick (probable): really understand the water availability so that that would qualify that would be something that
[0:32:54] Planner Chadwick (probable): that you could have as a program under this um for maine the the planning related things so the
[0:33:00] Planner Chadwick (probable): things that are really like the ltc's decision um thing the things where the planners are are are
[0:33:08] Planner Chadwick (probable): you know working and looking at the bylaws and and proposing the you know and we're working to
[0:33:14] Planner Chadwick (probable): identify where where those amendments would be that's these are the these like for maine these
[0:33:20] Planner Chadwick (probable): are these three categories um the one that i've called secondary season i'm using the cmhc language
[0:33:27] Planner Chadwick (probable): missing middle i mean it's missing really philly islands um which is your adus and that and that
[0:33:33] Planner Chadwick (probable): sort of thing so so and i'm just pulling like this is some example so on maine they've got their
[0:33:37] Planner Chadwick (probable): flexible housing program um and so expanding that program um and that's the one that allows for
[0:33:44] Planner Chadwick (probable): for additional units in specific places
[0:33:48] Planner Chadwick (probable): that where are less vulnerable by impact,
[0:33:53] Planner Chadwick (probable): by additional density than others.
[0:33:57] Planner Chadwick (probable): And so within a maximum square floor area of all units.
[0:34:05] Planner Chadwick (probable): So that we'd be looking at extending that
[0:34:08] Planner Chadwick (probable): and implementing it.
[0:34:09] Planner Chadwick (probable): um there's another program area uh for maine that i'm calling alternative housing and that's
[0:34:17] Planner Chadwick (probable): looking at alternative types of housing in alternative locations so the alternative types
[0:34:23] Planner Chadwick (probable): is like again looking at um you know tiny homes um different arrangements um on denman i think
[0:34:30] Planner Chadwick (probable): this is going to be an important one for them because they already have existing circumstances
[0:34:35] Planner Chadwick (probable): circumstances where they have you know sleeping houses um and um you know one building with a
[0:34:41] Planner Chadwick (probable): kitchen and bathroom kind of scenario so um that's looking at kind of you know how can we legalize
[0:34:47] Planner Chadwick (probable): those things those kinds of arrangements that's the alternative the alternative location is looking
[0:34:52] Planner Chadwick (probable): at areas um other land designations where you could have residential like for example um community
[0:34:59] Planner Chadwick (probable): community service is an area that is a designation for Maine and that's and so that would be like
[0:35:06] Planner Chadwick (probable): allowing dwellings you know over the health center or the fire hall or that sort of thing
[0:35:12] Planner Chadwick (probable): there's another bucket here that I'm calling not-for-profit affordable rental and ownership
[0:35:17] Planner Chadwick (probable): so that's that's helping support non-profits so it's both with process we've heard a lot
[0:35:25] Planner Chadwick (probable): We've heard a lot about the challenges with the not-for-profit organizations that have been trying to do rezonings, have found the process very challenging.
[0:35:41] Planner Chadwick (probable): We've identified ways to streamline that process, and that's actually something that's happening at the trust-wide level, is looking at improving some of that process.
[0:35:53] Planner Chadwick (probable): So that would fall under this. On Maine, they're looking at rezoning land for subdivision that isn't currently allowed to be subdivided in return for donations of land to nonprofits.
[0:36:06] Planner Chadwick (probable): We've developed a relationship with Habitat for Humanity, so that's going to be an opportunity there.
[0:36:11] Planner Chadwick (probable): And then this fifth one, this is one that is, the CRD is actually developing as part of their, they've actually got a housing plan for the Southern Gulf Islands, and this is one of their actions is this accessory dwelling unit incentive program.
[0:36:33] Planner Chadwick (probable): And so this is really, this is actually a critical part of the discussion for you as well, is that CRD already has a program, they're going to have, well, they're already developing a program, they're going to have to expedite the development of their program so that they can take the money that we receive from CMHC to be able to support the islands.
[0:36:58] Planner Chadwick (probable): And the challenge with the way that the Islands Trust has been set up is that, you know, we don't provide services, hence we don't have the ability to give money directly to nonprofits, it has to move through, or private landowners, it has to be moved through another government agency.
[0:37:23] Planner Chadwick (probable): Now, we are looking into that more detail, but that's our, that's always been what we've understood it to be. In this case, we, you know, we're starting to like sort of question, well, is it? So we are going to dig into that, but we are sort of 80% sure, and this is, you know, involving a number of folks in the organization, that that's the case.
[0:37:43] Planner Chadwick (probable): and so we will have to be moving that money through another government agency. And in the
[0:37:49] Planner Chadwick (probable): CID it'll be easier. It'll still be a challenge because they still have to develop this program.
[0:37:53] Planner Chadwick (probable): So we don't know, we haven't had any discussion with the regional district of Nanaimo yet,
[0:38:00] Planner Chadwick (probable): and so this is where the, you know, your elected person representative would need to be involved.
[0:38:09] Planner Chadwick (probable): involved um you need to get that person on side and um and and then there would need to be some
[0:38:15] Planner Chadwick (probable): exploration with staff um you know staff would would take on that to to to connect with staff
[0:38:21] Planner Chadwick (probable): to see if there's any you know if there are any programs um and if that's a possibility
[0:38:28] Planner Chadwick (probable): otherwise there would have to be discussion i think with the province like i mean if you were
[0:38:32] Planner Chadwick (probable): to get a lot of funding and you want to move it through another agency that can provide funding
[0:38:37] Planner Chadwick (probable): to to um other you know private landowners or non-profits then there would have to be
[0:38:43] Planner Chadwick (probable): potentially discussion with the province about that so that takes time and that's important
[0:38:49] Planner Chadwick (probable): to consider in this whole scenario um i'm um the other so let me look now i'll let you have a look
[0:39:00] Planner Chadwick (probable): at what your scenario would look like to sort of expedite a process for gabriela that considers
[0:39:07] Planner Chadwick (probable): is the steps that we've seen to be important in the development of an action plan so um by the
[0:39:16] Planner Chadwick (probable): middle of this week uh you know by the you know essentially and we've we sort of set this up for
[0:39:21] Planner Chadwick (probable): conversations with other ltcs that that might be interested so there's some generic timelines in
[0:39:26] Planner Chadwick (probable): here but basically by the middle of may you need to know we need staff need to know that we're
[0:39:30] Planner Chadwick (probable): doing this so we need to have direction from it from the ltc um and it's not just having direction
[0:39:38] Planner Chadwick (probable): so there's a lot of staff considerations and we've had lots of discussion about this and so we can
[0:39:45] Planner Chadwick (probable): we know that we can only do salt spring is going to be doing the salt spring staff are focused on
[0:39:50] Planner Chadwick (probable): that um maine is moving forward um and you know there's the potential for another one but it's
[0:39:58] Planner Chadwick (probable): going to be it's going to be a drawn staff time because um just because of the concentrated
[0:40:03] Planner Chadwick (probable): framework so it would require for um gabriela that the background report get written
[0:40:10] Planner Chadwick (probable): and an action plan drafted based on that background report already by june 8th um
[0:40:18] Planner Chadwick (probable): and that by june june 11th and that would provide then there would be some opportunity possibly for
[0:40:25] Planner Chadwick (probable): APC discussion or engagement potentially or a community at that point potentially
[0:40:35] Planner Chadwick (probable): that's all and also just considering that's all staff time too then the you'd have to be prepared
[0:40:43] Planner Chadwick (probable): to endorse an action plan by your July meeting so that an application could be submitted before
[0:40:50] Planner Chadwick (probable): before the end of August or by the beginning of August.
[0:40:53] Planner Chadwick (probable): So it would be a quick turnaround there
[0:40:57] Planner Chadwick (probable): for that action plan to be
[0:40:59] Planner Chadwick (probable): or for the application to be submitted.
[0:41:02] Planner Chadwick (probable): And then after that, the rest of the process,
[0:41:07] Planner Chadwick (probable): you know, there's not a particular,
[0:41:09] Planner Chadwick (probable): you know, it would be useful.
[0:41:11] Planner Chadwick (probable): Yeah, I mean, in terms of our regular process,
[0:41:16] Planner Chadwick (probable): you would need to know what you're gonna do.
[0:41:18] Planner Chadwick (probable): You'd have to have an idea
[0:41:19] Planner Chadwick (probable): of what you're going to do next year and if you're going to move forward with housing then
[0:41:26] Planner Chadwick (probable): we'd have to develop a business case to identify what priorities for the next year with would be
[0:41:31] Planner Chadwick (probable): because if you don't get the funding um then you're going to need to know what you're going
[0:41:35] Planner Chadwick (probable): to ask for um in the next fiscal so it's it's a it's a lot of work in a short period of time
[0:41:43] Planner Chadwick (probable): By September is when the CMHC will make their decision, and that's the point at which the LTC will have to make their final decision.
[0:41:55] Planner Chadwick (probable): Their final decision would be whether they move forward,
[0:42:01] Planner Chadwick (probable): um which means that if you move forward you are basically um committing yourself to
[0:42:11] Planner Chadwick (probable): a program that's going to last the duration of your term and that's the implementation of that
[0:42:18] Planner Chadwick (probable): action plan um and so i i did put like the two main considerations here are staff resources
[0:42:27] Planner Chadwick (probable): And so, you know, one of the impacts will be that the Denman housing project they've decided that they're not going to go for an expedited process they have a housing, housing project but they're going to move at a slower pace.
[0:42:46] Planner Chadwick (probable): they on the currently they're um you know we would be starting theirs with their discussion paper
[0:42:53] Planner Chadwick (probable): ready in june but if if um if gabriela decides they want to expedite their process there's
[0:43:01] Planner Chadwick (probable): really only one that there's only really staff resources to do one of those um those reports by
[0:43:09] Planner Chadwick (probable): by June, and so it means that the Denman project
[0:43:13] Planner Chadwick (probable): would need to be delayed.
[0:43:15] Planner Chadwick (probable): The other consideration, as I'd mentioned before,
[0:43:18] Planner Chadwick (probable): is that if you do receive the funding,
[0:43:21] Planner Chadwick (probable): then you're committing to housing as your priority
[0:43:26] Planner Chadwick (probable): for the, and you know, I mean, this is,
[0:43:29] Planner Chadwick (probable): it's a chunk of your OCP, it is a chunk of your OCP review.
[0:43:33] Planner Chadwick (probable): you it it it and it will you know it will consider the you know a primary uh focus is understanding
[0:43:41] Planner Chadwick (probable): you know your suitable land piece so it does it does hit some of those other pieces but um you're
[0:43:49] Planner Chadwick (probable): essentially committing to the actions in the action plan for the duration of your term because
[0:43:53] Planner Chadwick (probable): the cmhc funding program um goes until uh 2027 so by september 2027 that's the that's the end date
[0:44:01] Planner Chadwick (probable): um and there's reporting periods for staff so um you know staff have um reporting periods annually
[0:44:09] Planner Chadwick (probable): that that that takes um that takes an amount of staff time um and just keeping on track and
[0:44:17] Planner Chadwick (probable): ensuring that the the program is moving i mean if yeah so i mean essentially that's what you're
[0:44:23] Planner Chadwick (probable): that would that's what you'll be committing for too so those are the um yeah so that's that's
[0:44:29] Planner Chadwick (probable): basically you know just trying to lay out kind of what the options are for you um i welcome any

[0:46:11] Voice 8: um i i know at the last ltc meeting i did make a motion to ask for staff to look into
[0:46:22] Voice 8: how much groundwater research is available right now uh what more we need to do in order to
[0:46:30] Voice 8: to, because for me, that's a total basis for working on an updated OCP is we start with
[0:46:37] Voice 8: groundwater. And I know we're going to do that. So I love that this fund could possibly provide
[0:46:46] Voice 8: money to do that. But I also am worried that this accelerator fund, it ties that kind of
[0:46:55] Voice 8: assistance to targets that may be well beyond what we can provide, partly because it sounds
[0:47:06] Voice 8: to me like we'd have to drop really important items like working on development permit areas,
[0:47:12] Voice 8: like working on our development, like our DAI bylaw, although that's separate from the
[0:47:20] Voice 8: the OCP review. But it sounds like the minimum requirements, because I did read this very
[0:47:25] Voice 8: carefully, the minimum requirements, we have to have a minimum of five initiatives in our action
[0:47:33] Voice 8: plan. But the one that I'm concerned about is we have to commit to a housing supply growth target
[0:47:41] Voice 8: that increases the average annual rate of growth by at least 10%. And I just don't know how we can
[0:47:51] Voice 8: we can commit to that if if we i just don't know how we can commit to that um it's certainly never
[0:47:59] Voice 8: in the history of the islands trust been a top priority is to commit to increasing you know
[0:48:06] Voice 8: density um in a certain timeline in a certain way so yeah and the other one that concerns me
[0:48:15] Voice 8: is that i'm not quite sure whether we can provide a an updated housing needs assessment i think we
[0:48:21] Voice 8: we probably can. So that one is not so much of a concern. I guess my overall concern is that this
[0:48:29] Voice 8: is completely funding driven, like this is, this is a process that's driven by the funder. And it's
[0:48:36] Voice 8: a good one. I mean, I just think it's amazing that we finally have a national housing strategy,
[0:48:42] Voice 8: at least partly. That's extremely important for this. But, you know, if we hadn't already
[0:48:51] Voice 8: started our OCP process I maybe wouldn't be quite as concerned that this is totally funding driven
[0:48:58] Voice 8: and not community driven so I'll just leave my comments there because you know I I see lots of
[0:49:04] Voice 8: positives with this and a few negatives right
[0:49:08] Trustee Luckham: so I think there were some questions in that that were
[0:49:10] Trustee Luckham: need for clarity and so let's just go to Nerissa and then we'll come to uh just to Elliot um yeah
[0:49:16] Planner Chadwick (probable): Yeah, I just wanted to provide some clarity on the growth, the growth rate requirement, because it was really confusing to understand.
[0:49:27] Planner Chadwick (probable): And so I had to get my head into it a few times.
[0:49:29] Planner Chadwick (probable): I had to get the CMHC staff person to really walk me through it.
[0:49:35] Planner Chadwick (probable): And so this is how I understand it, is that so you have to have a minimum of 1.1% increase.
[0:49:43] Planner Chadwick (probable): So, for Main Island, so Main Island has had an increase of 6% over the last, from 2016 to 2021.
[0:49:57] Planner Chadwick (probable): And so, that breaks down to an increase of 1.25% annually.
[0:50:05] Planner Chadwick (probable): annually so they're meeting the minimum of 1.1 percent just with like so if the natural
[0:50:14] Planner Chadwick (probable): if if if if the increase in dwellings it increases at a as a rate similar to what it did in the
[0:50:22] Planner Chadwick (probable): previous years then they're meeting that target and the and that rate of increase is about 15
[0:50:28] Planner Chadwick (probable): units annually based on their total dwelling number. So it would be a 10% increase on that

[0:56:19] Trustee Elliott: because the federal and provincial governments
[0:56:21] Trustee Elliott: got out of partnerships in the mid-90s.
[0:56:26] Trustee Elliott: So this was the whole conversation.
[0:56:28] Trustee Elliott: And the question before us today is not,
[0:56:32] Trustee Elliott: is there a need?
[0:56:33] Trustee Elliott: There is a need.
[0:56:34] Trustee Elliott: need um i'm not going to go through my letter which is sort of lays out why i personally
[0:56:42] Trustee Elliott: um believe there's a need and my community members um tell

[0:56:48] Trustee Elliott: but how we i had to try um because we've been talking about the lack of funding for so long
[0:56:57] Trustee Elliott: and so this is the first time that the federal and provincial government have said they're willing
[0:57:01] Trustee Elliott: to partner with local governments to say what do you want to see in your communities and so it is
[0:57:07] Trustee Elliott: about island specific solutions for housing to me it's about what is our missing middle
[0:57:13] Trustee Elliott: and that's the kind of growth that I think is needed it's not wholesale growth of the type of
[0:57:23] Trustee Elliott: housing we already have single detached family homes 93 that is that's the stats on on what we
[0:57:32] Trustee Elliott: have on gabriela is single detached family homes and they're attached to land that is going only
[0:57:38] Trustee Elliott: up in price because everybody wants to move to bc and everyone wants to retire here so we're just
[0:57:44] Trustee Elliott: going to begin to see the trend of the lack of access to housing options for um not just lower
[0:57:51] Trustee Elliott: lower income, but middle income people. So I had to bring this forward to you.
[0:57:56] Trustee Elliott: I don't want to put stress on this LTC or our planners and staff to do something that's
[0:58:03] Trustee Elliott: impossible. And
[0:58:04] Voice 1: so I'm not
[0:58:04] Trustee Elliott: going to push for this at the expense of all else, but I want to raise
[0:58:09] Trustee Elliott: the conversation that we have been talking about, just like Denman, just like Maine, and we've been
[0:58:18] Trustee Elliott: working on since 2010. So for the last two terms, we have had a housing options major project funded
[0:58:27] Trustee Elliott: through the LTC. The last term I was on the Housing Advisory Planning Commission, we produced this
[0:58:32] Trustee Elliott: amazing report with 26 recommendations. Only one of them was turned into an action item
[0:58:39] Trustee Elliott: by the last LTC to promote the density donation program. Nobody has used that program in 20 years.
[0:58:47] Trustee Elliott: it's not successful hardly anyone is building accessory dwelling units or cottages for rentals
[0:58:54] Trustee Elliott: on five acre properties that was a tactic that was employed in 2016 i think so that could have
[0:59:02] Trustee Elliott: been 600 units so the policies that we have don't work and yet we did a project the housing options
[0:59:08] Trustee Elliott: and impacts review project to explore other options and also the impacts of not taking action
[0:59:15] Trustee Elliott: what are the impacts on our groundwater if we continue to privilege and prioritize single
[0:59:21] Trustee Elliott: family dwellings if we don't change the scheme of planning it is degrading the environment
[0:59:27] Trustee Elliott: that's what we're seeing and people are hurting because we see trees cutting down we don't have
[0:59:33] Trustee Elliott: development permit areas for for sensitive ecosystems and we absolutely need that we
[0:59:39] Trustee Elliott: We desperately needed a comprehensive OCP review.
[0:59:43] Trustee Elliott: But my argument today is the work has actually been done.
[0:59:46] Trustee Elliott: The data is there.
[0:59:48] Trustee Elliott: The community input has been gathered.
[0:59:51] Trustee Elliott: The findings have been reported.
[0:59:54] Trustee Elliott: The recommendations have been made.
[0:59:56] Trustee Elliott: And then we stalled out halfway through that process.
[1:00:00] Trustee Elliott: project charter on creating OCP and LNB amendments.
[1:00:04] Trustee Elliott: So all I'm asking is not all I'm asking, I'm asking a lot, you know,
[1:00:09] Trustee Elliott: and this is,
[1:00:09] Trustee Elliott: it's sort of not fair to have this conversation without the staff report and
[1:00:14] Trustee Elliott: the discussion. And it's totally unfair to,
[1:00:17] Trustee Elliott: to land this on you Narissa and say that, you know,
[1:00:21] Trustee Elliott: please come up with a strategy because we've been talking about this for
[1:00:24] Trustee Elliott: years and you're not familiar with this context. So it's,
[1:00:29] Trustee Elliott: It's a conversation. What I'm asking, I guess, is whether this LTC believes there's enough substantive research and reporting that was done through the housing options and impacts review projects, phase one and phase two, right?
[1:00:49] Trustee Elliott: Right. So we had phase one in 2015, 16, 17 and 18. Phase two was the last term.
[1:00:55] Trustee Elliott: Whether that, which could have resulted in OCP and LUB amendments, but was rolled into our future OCP review, should be finished as the major project, because it was
[1:01:10] Trustee Elliott: essentially started and never finished.
[1:01:12] Trustee Elliott: And now we have an opportunity with government funding, real money, to accelerate the type of housing we do desperately need.
[1:01:23] Trustee Elliott: It's not about growth of all types of housing.
[1:01:26] Trustee Elliott: I am, we are already seeing that.
[1:01:29] Trustee Elliott: The market drives that.
[1:01:30] Trustee Elliott: There's no worry that that growth is going to continue.
[1:01:33] Trustee Elliott: What we need, how do we support landowners who have cottages on lots that they can't rent out?
[1:01:41] Trustee Elliott: that they want to bring up to code perhaps and that could be a partnership program through the
[1:01:45] Trustee Elliott: RDN how can we support small detached very eco-friendly modular houses and have them
[1:01:54] Trustee Elliott: on appropriately serviced areas where they are appropriate there's groundwater there's rainwater
[1:02:02] Trustee Elliott: harvesting so I'm not going to go through the full report I wrote you a letter and it was suggested
[1:02:07] Trustee Elliott: that i include it for the minutes of the meeting um i apologize that you didn't have time to read
[1:02:13] Trustee Elliott: it chair luckham before the meeting started but i guess the the thrust of my argument is
[1:02:19] Trustee Elliott: do we feel there's enough community support and interest in changing tax actually going back to
[1:02:30] Trustee Elliott: our original tack for the last two terms which is to address the shortage of housing on gabriola
[1:02:35] Trustee Elliott: in the context of protecting biodiversity and groundwater
[1:02:40] Trustee Elliott: and enhancing environmental protection
[1:02:42] Trustee Elliott: and actually finish that project because it was never finished.
[1:02:47] Trustee Elliott: And it could result in a generational change in the next four years.
[1:02:54] Trustee Elliott: If we don't take advantage, maybe there's another funding opportunity.
[1:02:57] Trustee Elliott: And that's what maybe I'll turn to you, Narissa, and say,
[1:03:00] Trustee Elliott: is this the only one?
[1:03:01] Trustee Elliott: Is this the only time that we might be ready for that?
[1:03:05] Trustee Elliott: Is it possible to develop an action plan that's a part of our OCP review project that would situate us to be in a good position in two years to actually make some of that happen?

[1:03:27] Voice 7: there something potentially down the road?

[1:03:33] Planner Chadwick (probable): the chair? I can answer that question. Or I can give my best answer. It's not necessarily an absolute answer. So, and I mean, really, it's about giving, like, provide my impressions, because I don't have an answer.
[1:03:49] Planner Chadwick (probable): And neither do the staff working on that particular program, that accelerator program, they don't have an answer.
[1:03:58] Planner Chadwick (probable): When we ask them, you know, do you know if there's going to be another intake, they don't know.
[1:04:04] Planner Chadwick (probable): I've talked to provincial staff, you know, there's another program that just came out recently that's looking at compact communities.
[1:04:15] Planner Chadwick (probable): you know there will be again this is my impression and my impression is based on my
[1:04:21] Planner Chadwick (probable): experience working with the province for um i don't know 15 plus years um is that um you know
[1:04:31] Planner Chadwick (probable): the best answer i can give is maybe because what happens is like right now and and and probably um
[1:04:40] Planner Chadwick (probable): Because right now, housing is a key focus. The best thing that a local government can do is be ready to be able to take advantage of whatever may come. And being ready means knowing where you'll put the money, right?
[1:05:02] Planner Chadwick (probable): Right. So having an action plan and also doing the work to be able to take advantage of the money when it comes.
[1:05:10] Planner Chadwick (probable): Right. So if you have an action plan, it really puts you in that position politically and just from a practical perspective to be able to when the funding comes up to be able to say to know, oh, we can use that.
[1:05:27] Planner Chadwick (probable): Like we know how we can use that funding. Right.
[1:05:29] Planner Chadwick (probable): Right. So in the case of the freshwater sustainability strategy, we were able to tap into some funding for the actual development of that strategy.
[1:05:42] Planner Chadwick (probable): And that having that strategy now enables us to like when and there will consistently we know that there are consistently going to be because there was announcement that a large amount of funding over a period of years was going to be was going to be provided.
[1:05:59] Planner Chadwick (probable): So now we have that strategy. Now we know where we can, like what our priorities are.
[1:06:05] Planner Chadwick (probable): And so that enables us to be able to know when the announcements are made, how we can use that money.
[1:06:11] Planner Chadwick (probable): So, you know, and so at the LTC level, it's the same sort of thing, right?
[1:06:17] Planner Chadwick (probable): Like just having that plan that could potentially inform other LTCs into the future as well.
[1:06:26] Planner Chadwick (probable): so it's it's it's it's a useful place to go um whether whether there'll be money i don't know
[1:06:33] Planner Chadwick (probable): because who knows that there might be some dramatic climate um event that affects everyone
[1:06:39] Planner Chadwick (probable): and suddenly the funding is is is um you know focused on something else like you know building
[1:06:46] Planner Chadwick (probable): building green infrastructure because everything's crumbled or something like that you know i mean
[1:06:50] Planner Chadwick (probable): we just can't anticipate what's going to happen but i mean on the given the momentum that's
[1:06:57] Planner Chadwick (probable): happening now i can't see that i mean it's hard it's hard to see that that momentum will shift
[1:07:02] Planner Chadwick (probable): but you know we don't know so but but it's good to be ready and it's also good to
[1:07:08] Planner Chadwick (probable): and being ready also means that you're also focusing um you're focusing your own um decision

[1:07:57] Voice 5: of your OCP project and include housing as part of that scope and include this groundwater analysis
[1:08:05] Voice 5: as well. You could also decide to give direction with a housing focus in mind for future projects
[1:08:15] Voice 5: and and perhaps this year's major project to complete some of these housing pieces
[1:08:20] Voice 5: um you may decide that's something for next year's major project to get a housing action plan done
[1:08:29] Voice 5: and um and go from there so to situate the ltc in a spot that's ready so um i think there's a couple

[1:08:43] Planner Chadwick (probable): I would add another option would be that you could also choose to make housing the OCP priority for a period of time.
[1:08:59] Planner Chadwick (probable): And so you could potentially make that the priority and then maybe the action plan development as your priority and then move to the rest of the development of the OCP.

[1:09:57] Trustee Elliott: the negative impacts of unmanaged growth and could that be a short-term project that could
[1:10:02] Trustee Elliott: still be part of the ocp review i would

[1:11:33] Planner Chadwick (probable): outside of the OCP process is like, yeah, it would be, it would be another document. But the process, yeah, the process of developing your OCP, you will get at those, those strategic items, I guess, is where I always come from.
[1:11:52] Trustee Luckham: So, I have a question, but I want to see if Trustee Yates has anything else to ask or add to the conversation.

[1:11:59] Voice 8: do. I'm always as excited as I am about this, you know, as part of a national housing strategy, I'm always wary of tied aid. I'm always wary of something that a funder directs, instead of a community.
[1:12:22] Voice 8: However, this is, I mean, if this money can actually be used to start the OCP process

[1:12:39] Voice 8: would do it as a community ourselves and look at environmental concerns all along the way, I'd probably be okay with it.
[1:12:50] Voice 8: I am I'm concerned that if we commit to this, it's a huge, a lot of work for the staff to make those timelines and those deadlines.
[1:13:01] Voice 8: And I'm worried that it might take away staff time from from other work that we know must be done for the OCP review, but also other work that we must that must be done just with our regular work program.

[1:13:24] Voice 8: that a major part of rocp review is of course a housing housing strategy so that part is good

[1:35:59] Trustee Luckham: a commitment into the future um and i want to be sure my inclination is to always want to look at
[1:36:07] Trustee Luckham: every opportunity that comes along and that we should be looking at it closely and determining
[1:36:11] Trustee Luckham: whether or not it fits our present objectives and certainly Toby as you've identified that yes this
[1:36:20] Trustee Luckham: is definitely a need and is this and so is this an opportunity that's going to facilitate advancing
[1:36:25] Trustee Luckham: the community need I don't know that and I don't really have any way of measuring other than
[1:36:33] Trustee Luckham: reading the reports that I have with respect to whether or not the community is supportive or
[1:36:38] Trustee Luckham: behind such an initiative but it strikes me in all of this and trying to be to not miss an
[1:36:46] Trustee Luckham: opportunity and take advantage of the work that we're doing it does seem to me that the action
[1:36:51] Trustee Luckham: plan is fundamental to this and then what's been identified in within that action plan even is the
[1:36:58] Trustee Luckham: the housing report, the needs report, and then the water, I'll just call it water, is a need.
[1:37:14] Trustee Luckham: And then certainly the OCP is fundamental to all of that, and we've indeed identified,
[1:37:22] Trustee Luckham: and we need to balance that development of any kind of housing in respect to the natural
[1:37:31] Trustee Luckham: environment. And so there's work there through the permit areas, et cetera, that is necessarily
[1:37:38] Trustee Luckham: necessary to be done. And certainly there's interest in the community in that. And so I'm
[1:37:44] Trustee Luckham: just trying to, I'm kind of rambling a little bit to try and be sure that I'm articulating where I'm
[1:37:49] Trustee Luckham: going here well but the action plan coming back to that seems to be fundamental to this and in
[1:37:56] Trustee Luckham: and in fact this funding i think has been geared and there's a short timeline specifically
[1:38:01] Trustee Luckham: for what is considered to be shovel ready projects and those communities that have the ability to
[1:38:08] Trustee Luckham: take advantage of these the the funding to facilitate projects or get communities advanced
[1:38:14] Trustee Luckham: towards that is important. And I don't really know what the end game looks like in terms of
[1:38:20] Trustee Luckham: boots and shovels on the ground. But the action plan seems to be important. And so my question
[1:38:26] Trustee Luckham: here is, how can we facilitate getting the and I don't want to make a foregone conclusion that
[1:38:35] Trustee Luckham: we're not going to proceed at this time. Let me just say that clearly. But how can we get that
[1:38:39] Trustee Luckham: that action plan into a place when more funding becomes available or different funding that
[1:38:44] Trustee Luckham: facilitates this in the future, that we are shovel ready in order to be able to take full
[1:38:50] Trustee Luckham: advantage of that. And I think that that does tie into the OCP. And particularly with some of the
[1:38:55] Trustee Luckham: questions that came up is what about this and what about this? And I think actually the action plan
[1:39:00] Trustee Luckham: expands beyond the five items that are
[1:39:03] Trustee Luckham: there to maybe six or seven that I've heard touched on
[1:39:06] Trustee Luckham: today that would really make for ideally a successful application so how can we facilitate
[1:39:16] Trustee Luckham: even and I wouldn't want to call it a minor project because housing isn't a minor project
[1:39:21] Trustee Luckham: but just how can we get facilitate an action plan being something that's on the sidelines
[1:39:26] Trustee Luckham: as we're going through this OCP stuff and saying let's put that on the action plan and then
[1:39:33] Trustee Luckham: develop and refine that action plan as a minor project in parallel to the major projects we're
[1:39:38] Trustee Luckham: undertaking. But I don't want to sideline any of the other projects either. So I'm just kind of
[1:39:43] Trustee Luckham: thinking out loud about what I'm hearing, because I want to support the LTC in taking advantage of
[1:39:51] Trustee Luckham: the opportunities and coming out of the end of this term with some really good successes in
[1:39:56] Trustee Luckham: terms of the OCPM housing. Obviously, those are the things as well as obviously environmental
[1:40:01] Trustee Luckham: production so how do we i'm not no foregone conclusion here but how do we get that action
[1:40:09] Trustee Luckham: plan into a place that sells the gabriella ltc projects to the
[1:40:15] Voice 7: funder who wants to answer that
[1:40:23] Voice 7: well i i chair if i if
[1:40:27] Trustee Elliott: i may yeah not not
[1:40:29] Trustee Elliott: an answer but my my recommended resolution would be
[1:40:34] Trustee Elliott: that we look at the HAPC recommended actions,
[1:40:37] Trustee Elliott: an estimation of project time,
[1:40:42] Trustee Elliott: which was a June 2021 report by Planner Zupanek.
[1:40:48] Trustee Elliott: And it really does provide,
[1:40:50] Trustee Elliott: it's almost like a long-term strategy
[1:40:52] Trustee Elliott: for addressing housing and the biodiversity
[1:40:55] Trustee Elliott: and freshwater conservation that is needed
[1:40:59] Trustee Elliott: in the Islands Trust context.
[1:41:01] Trustee Elliott: So that report details all of the recommendations that came out of, as well as sort of a cost analysis of what it would take and the potential impact areas, and it was run through a matrix of resources required and potential impact on increasing housing and biodiversity.
[1:41:20] Trustee Elliott: diversity so that's the document that i'm recommending that if if there's just one thing
[1:41:26] Trustee Elliott: to look at this is what the planner who was tasked with this project for over eight years
[1:41:33] Trustee Elliott: analyzed and brought back to the ltc in june 2021 and so it takes the hapsy recommendations
[1:41:39] Trustee Elliott: through the gabriella housing matters engagement which by the way had almost as much engagement
[1:41:47] Trustee Elliott: engagement as the entire policy amendment project review, which, and they both happened during the
[1:41:54] Trustee Elliott: pandemic. There was massive engagement on these three surveys and it was really well done. The
[1:42:00] Trustee Elliott: findings are robustly evidenced. And so this has been run through a planner analysis with somebody
[1:42:08] Trustee Elliott: who's very familiar with the Gabriel context. So all I'm suggesting is that planner Chadwick,
[1:42:12] Trustee Elliott: who's not familiar with the context go through that at a high level bring back some ideas on
[1:42:19] Trustee Elliott: can this be cobbled together into a strategy um and is this the right time for it so i don't think
[1:42:26] Trustee Elliott: anybody's ready to pull the trigger on an action plan right now i agree that we need a strategy
[1:42:30] Trustee Elliott: i think a growth a biodiversity and growth commission was one of the long-term proposals
[1:42:37] Trustee Elliott: proposals from the gabriola house like we don't have a body that would hold a strategy over a long
[1:42:43] Trustee Elliott: period of time that would work with the rdn over a long period and these are these are much larger
[1:42:48] Trustee Elliott: pieces than just our ltc and i'm going to be working with the rpc on this so it's not just
[1:42:53] Trustee Elliott: you know going to be through a planning budgeting process and this is not the only opportunity
[1:42:57] Trustee Elliott: but i agree we need to be ready i just think the the material is already there the recommendations
[1:43:03] Trustee Elliott: have already been analyzed for how achievable are they
[1:43:06] Trustee Elliott: and what sort of result would we get out of it?

1. CALL TO ORDER
The Chair called the meeting to order at 9:05 am. He acknowledged that the meeting was being
held in territory of the Coast Salish First Nations.
2. APPROVAL OF AGENDA
The following additions to the agenda were presented for consideration:
Public correspondence from Deborah Ferens and from Alix Hodson Deggan
A memo that Trustee Elliott sent to Staff and Trustees prior to the meeting.
Staff confirmed that these items will be added to the merged agenda package as late items.
By general consent the agenda was approved as amended.
3. BUSINESS ITEMS
3.1 Scope of Work for an Indigenous Engagement Coordinator Position for the Official
Community Plan Review Project - for discussion
Staff presented the history of requesting staff include this position as part of the Official
Community Plan (OCP) Review Project. Staff see the value in having the position and will
need time to determine whether it could be filled by a staff or contracted position, and
to determine what the procurement process would need to look like. The position will
be outlined as part of the OCP Review Project Charter, and the first step will be to write
to the Nation requesting input on whether and how they would like to be involved. If
there is no interest from the Nation, the Indigenous Engagement Coordinator position
would be moot.
Trustees supported the process outlined by staff.
A Trustee added that they would also want to ask whether there was financial
support available from the Nation to support their involvement in this work. They
added that it is important that the Nation be given an opportunity to provide input

into the design of the project charter, to ensure that early and meaningful
engagement occurs. They mentioned that in order to support this process getting
underway, and based on the direction of the Director of Trust Area Services, they
have been collecting names of Snuneymuxw members who could be appropriate for
the position based on their existing relationships with the Nation and ability to set
up meetings in a respectful way. The Nation is very busy and the procurement
process could take three to four months.
The Island Planner confirmed that this will be woven into the project charter and
consideration of the scope and budget of the project will have to be given. She also
mentioned that she has relevant experience to support this work.

that the Gabriola Local Trust Committee Chair writes to Snuneymuxw First Nation Acting Chief Erralyn
Joseph on behalf of the Gabriola Local Trust Committee expressing interest in learning how the Nation
might wish to be involved with an Official Community Plan review project on Gabriola and how we might
respect the Nation’s engagement priorities at this time.

The Chair asked for an update from staff on the hiring of a Senior Indigenous
Relations Advisor.
Staff reported that interviews are being held and that, in the meantime, there are
resources available through the Islands Trust to review letters to First Nations and
make sure language is appropriate and respectful.
The Chair mentioned there may be some funding from Islands Trust that could be
used throughout this project for First Nations engagement.
3.2 Opportunity to Qualify for the Federal Housing Accelerator Fund - for discussion
Staff provided an update on the funding opportunity available through the Canada
Mortgage & Housing Corporation (CMHC). The Housing Accelerator Fund is uniquely set up
and focused on encouraging local governments to develop housing action plans which are
focused primarily on increasing the possibility for additional units to be built within the local
jurisdiction. They clarified that funding is available to support the actual building of the
units, as well as for supports like infrastructure and research to understand groundwater
availability which would help to understand where possible units could be put.
They explained that the Cowichan Regional District is working on an Accessory Dwelling Unit
Incentive Program, which aligns with their Housing Plan for the Southern Gulf Islands. This
could be an area of focus for Gabriola because this project is being developed now and will
likely be expedited due to the CMHC funding announcement.

They presented a model of what a housing project process would typically look like, as well
as what an expedited process could look like in order to meet the funding application
deadline in June 2023. Staff requested input from the LTC on the proposed process.
A Trustee asked whether other islands in the south are applying for the Housing
Accelerator Fund.
Staff responded they are not.
A Trustee expressed concern that the LTC would have to commit to a housing supply
growth target that increases the annual rate of growth to at least 10%. It’s never, in the
history of the Islands Trust, been done to commit to increasing denisty in a certain
timeline and in a certain way. The overall concern is that this is completely funding-
driven and not community driven, as well as that it might mean that other important
areas like the Development Permit Area mapping get dropped.
Staff clarified the growth rate requirement for the CMHC fund: communities would have
to have a minimum of 1.1% increase. For example, Mayne Island has had an increase of
6% from 2016-2021, which breaks down to an increase of 1.25% annually. They are
meeting the minimum requirement by increasing at the same rate of growth that they
have had, which has been approximately fifteen new units annually. Funding recipients
get more points when their growth rate exceeds the natural growth rate, but this is not a
requirement.
The Island Planner clarified that the Trustee’s concern is whether the community would
support the number of units that need to be committed to and asked whether the
Planner was able to predict the number of units that would be needed for Gabriola.
The Planner responded that they had not had a chance to do review these numbers for
Gabriola yet.
The Chair confirmed that ‘acceleration’ refers to accelerating the building that is already
planned for in certain areas, as opposed to increasing density.
The Planner responded that we’re talking about density and intensity. It’s about creating
additional potential for more growth. Extending secondary suites regulation to other
areas in order to create the ability for more options for housing doesn’t necessarily mean
that that housing is going to be built. It’s about increasing units that are going to be
affordable and how to support the actual building of the options that currently exist or
are created through the program.
A Trustee commented that there has been years of talk about how local governments
struggle because the federal and provincial government have not partnered like this
before. For me, it’s about island-specific solutions to housing. It’s about what is our
“missing middle.” It’s not about wholesale growth of what we already have (single
detached family homes). For the past two terms, we’ve had a Housing Options Major
Project funded through the Gabriola LTC. We created a housing options report with
twenty-six recommendations and only one was turned into an action item by the last
LTC. It could have resulted in OCP and Land Use Bylaw (LUB) amendments. Also, what are
the environmental impacts if we don’t control how growth is happening? She asked
whether this LTC believes there is enough research and reporting that has been done

through phase one and 2 to move forward with pursuing this opportunity. They also
asked the Planner to comment on the potential for future opportunities if the LTC
decides not to pursue this one.
The Planner responded that they could share their impressions only because neither
they, nor the CMHC staff who are working on this program, have an answer at this point.
There is another program that came out recently looking at Compact Communities.
Housing is a key focus right now and the best thing that a local government can do is be
ready to be able to take advantage of whatever may come. And being ready means
knowing where you will put the money and having an action plan. In the case of the
Freshwater Sustainability Strategy, the Islands Trust was able to tap into funding for the
development of that. Now that we have that strategy, we know what our priorities are
and we know where we can use funding if it becomes available. Being ready means
you’re also focusing your own decision-making.
The Island Planner reflected on the considerations in front of the LTC currently. They
could decide to proceed along the same path of the OCP review project and include
housing and groundwater as part of that scope. They could also choose to complete
some of these housing pieces as part of a new major project. They could decide that the
major project for the next year is to create a housing action plan.
A Trustee asked whether the development a Growth Management Strategy could be an
option as a short-term project under the OCP.
The Planner responded that the OCP Review will identify those pieces and that writing
the Growth Management Strategy would be an additional report.
The Island Planner suggested that the planners go back and scope out the idea of a
Growth Management Strategy because it has a slightly different focus and intent than an
OCP review. It takes the goals of the OCP one step further. She confirmed that they
would be two major projects.
A Trustee mentioned that she is always wary of something that a funder directs;
however, if this funding can actually be used to start the OCP review process in a way
that we would do it as a community ourselves with our own concerns for the
environment, she could support that. The concern is that it is a lot of work for staff and
that it would take away from other staff time that must be done for the regular work
program and for the other pieces that need to be done for the OCP review. There is no
doubt that a major part of the OCP review is a focus on housing.
A Planner mentioned that staff are meeting with CMHC on Tuesday to adequately
understand what the needs assessment has to look like and to gain further clarity on the
program.
The Island Planner added that this project will move very quickly if it gets funded, which
will mean minimal time to check in with the community. These are factors for
consideration for the LTC.
A Trustee asked whether it is possible to defer a decision until the May 11
th
business
meeting to allow time to get more information and for Trustees to have discussions out
in community, and to learn from the Housing Advisory Planning Commission on how they
would see being involved.

The Island Planner clarified that May 15
th
is the absolute deadline for a decision to allow
for the identification of staff resources that would be required to carry out the project.
A Trustee reiterated that they don’t want to be diverted from other important
environmental priorities and asked what is needed as far as groundwater research and
assessment.
Staff reported that the work should be complete and that they will access the report
prepared by the Freshwater Specialist who is currently on a leave from work.
The Chair commented that there is a need to balance the development of any kind of
housing with respect for the natural environment, and that the housing action plan
seems necessary as we work through the Development Permit Areas. He asked how to
facilitate the housing action plan so that we are shovel-ready to take advantage of
funding opportunities?
A Trustee asked, ‘How do we actually get the units constructed since administering the
funding for this is out of scope for the Islands Trust?’ They noted that Mayne Island has
developed a relationship with Habitat for Humanity.
A Planner responded that CMHC is working to figure that out. They are creating a model,
and if the Regional District of Nanaimo (RDN) thinks it is a good model, they could follow
it. If the regional district says they can’t do it, Islands Trust would have to talk to the
Province. These steps are all apart of the project, and they would require staff resources.
The Chair confirmed that Trustee Elliott had a conversation with the RDN Director and
confirmed her support for the project while also noting that the RDN Chair has rebooted
a project exploring housing options. Trustee Elliott will request more information on this
from the Area B Director.
Staff observed that clarity is needed on project management to ensure staff know what
they are working on. Staff resources to support an OCP Review and A Housing Action Plan
would have to be phased because they are two major projects.
Planner Chadwick left the meeting at 10:58am.
A Trustee commented that exploring the possibility of sequencing the OCP review with
finishing the Housing Options and Review Project might be appropriate. And how we do
housing is environmental protection.

Housing Corporation’s requirements for an updated housing needs assessment.
