[0:00:27] Trustee Luckham: which we ran out of time to conclude the conversation so we're going to conclude

[0:00:33] Trustee Luckham: include that conversation here today. So we're using an agenda from May the 3rd. I've plunked

[0:00:42] Trustee Luckham: myself down on page 120, which is the beginning of that work program section as a good place to

[0:00:49] Trustee Luckham: start and for members of the audience that might be following where we are. So just a bit of

[0:00:56] Trustee Luckham: orientation there. So good morning, everybody from here on Thetis Island, where I'm elected and

[0:01:02] Trustee Luckham: and live. And it's promising to be yet another beautiful day. We've been so waiting for this.

[0:01:10] Trustee Luckham: I am very lucky and privileged to be able to live here in Coast Salish territory in the heart of

[0:01:18] Trustee Luckham: the homeland of the Coast Salish people, particularly in a Gary Oak ecosystem type

[0:01:27] Trustee Luckham: type area, a little meadow area in front of me.

[0:01:30] Trustee Luckham: And at this time of year, I cannot not recognize

[0:01:34] Trustee Luckham: as the blue camas starts to come up

[0:01:37] Trustee Luckham: and the other wildflowers come up

[0:01:39] Trustee Luckham: and all those herbal medicines and food,

[0:01:44] Trustee Luckham: blue camas being the roots, being very edible,

[0:01:48] Trustee Luckham: that this is indeed the wild harvest lands

[0:01:52] Trustee Luckham: and home of the Coast Salish people since time immemorial.

[0:01:56] Trustee Luckham: and it's an honour and privilege to be here.

[0:02:00] Trustee Luckham: So let us continue, although actually without going too far along,

[0:02:05] Trustee Luckham: I would like to just acknowledge that Friday, this past Friday,

[0:02:13] Trustee Luckham: was Missing and Murdered Indigenous Women's Recognition Day,

[0:02:19] Trustee Luckham: if I'm not mistaken.

[0:02:20] Trustee Luckham: And these events come along, they don't necessarily fall

[0:02:23] Trustee Luckham: on a executive committee meeting, which I would make every effort to try and acknowledge,

[0:02:28] Trustee Luckham: but that day passed on Friday. And indeed, I saw a number of red dresses hanging around

[0:02:34] Trustee Luckham: here that weren't in view before. And that's always a really great reminder.

[0:02:42] Trustee Luckham: So that said, I'll just continue introductions. Toby Elliott, Galleon Island, Vice Chair.

[0:02:57] Trustee Elliott: and indeed it is the time of the kamas flowers. I've forgotten the Falkalina name, but

[0:03:07] Trustee Elliott: there's just such a, there really is a wonderful community effort to re-engage with these

[0:03:16] Trustee Elliott: traditional practices and so on go for island there's been extensive work parties and some of

[0:03:21] Trustee Elliott: our um provincial parks particularly drum bag to keep clearing away broom and keep those meadows

[0:03:30] Trustee Elliott: revitalized so we can see the cameras coming back so yeah this is indeed the money very great to be

[0:03:37] Trustee Elliott: here so

[0:05:34] Trustee Luckham: uh just scrolling through my list here in case somebody

[0:05:39] Trustee Luckham: doesn't have their video on i think that covers us and then lori foster of course um of which uh

[0:05:45] Trustee Luckham: none of this would happen without your brilliance behind the steering wheel so uh thank you for the

[0:05:51] Trustee Luckham: driving today um so uh here we are then we're picking up on the agenda from uh last week uh

[0:05:58] Trustee Luckham: page 120 is what i parked myself at i'm going to turn it over to the cao to get us started

[0:06:05] Trustee Luckham: Mayor Mrakas, who started off, who was facilitating the session for us last week and there's a beautiful whiteboard that was beautifully printed out and helps refresh us where we left off. CEO Hodson-Piller, good morning and over to you.

[0:06:19] Voice 4: Okay, thanks very much. I think today, Trust Council, we have two things to consider. The first is your work plan and the conclusion of your discussions, such that we can

[0:06:31] Voice 4: action your wishes so that's number one and two is reflections on the strategic planning process

[0:06:37] Voice 4: uh such that they're related we had some conversations about um how um we would or

[0:06:43] Voice 4: you would forward the strategic planning process at the trust um given where we are in the year

[0:06:49] Voice 4: and so that's the the second element so we've prepared in advance um some uh

[0:06:56] Voice 4: a couple of resolutions for your consideration which we'll get to in a moment and you'll think

[0:07:02] Voice 4: through and and hopefully they summarize where we've ended up so i'm going to ask laurie to

[0:07:08] Voice 4: bring the whiteboard back up and if you're okay i'm just going to do a quick summary of where we've

[0:07:13] Voice 4: ended up that's brilliant thank you okay and i would suggest that uh unless there's you know uh

[0:07:22] Voice 4: i don't know if sober second thought is the right word but some second thoughts around this that we

[0:07:26] Voice 4: have we had had a substantial amount of the conversation associated with um the work planning

[0:07:31] Voice 4: process you just have to um so this is a process of just going through and ensuring that we're in

[0:07:40] Voice 4: the right area if you're referring to uh our your paper uh package uh we're basically starting on

[0:07:49] Voice 4: page 122 and going through to 130 to 134 and for each of our current items we're reflecting on

[0:08:01] Voice 4: its relative health and whether it's relevant given we have a new trust council new executive

[0:08:08] Voice 4: committee and so forth and we were considering you know what to do with each of these issues

[0:08:16] Voice 4: So the, and that being one, that the project continue in its current form and priority, that the project be concluded with any required communications, that the project be continued with some change in scope and deliverables, and whether any given project needs to be returned to Trust Council for further direction.

[0:08:35] Voice 4: So the first one that we came upon was updating the trust policy statement

[0:08:40] Voice 4: and generally there is agreement that that remains as a current active project and that

[0:08:47] Voice 4: it continues in its current form and priority. It's funded through this year and you would

[0:08:51] Voice 4: contemplate how it's funding being funded in the following year because it's not going to

[0:08:57] Voice 4: be complete this year. So unless there's questions I'll just move on and keep summarizing and

[0:09:01] Voice 4: And certainly, if anyone puts their hand up, we can stop and reflect.

[0:09:06] Voice 4: The second item was the climate change emergency.

[0:09:09] Voice 4: And my notes say that we determined that that was a C.

[0:09:14] Voice 4: And that is that the project be continued, but with some change in scope and deliverables

[0:09:18] Voice 4: that we would work on in the next period of time.

[0:09:22] Voice 4: And you had some reasonable discussions around that.

[0:09:25] Voice 4: So that remains a current active project.

[0:09:27] Voice 4: That is the climate change emergency declaration of the Islands Trust.

[0:09:31] Voice 4: and that we would reflect on how we would make that real, current, measurable, and effective moving forward.

[0:09:38] Voice 4: The next was the First Nations Reconciliation Programming and Development of Work, the Reconciliation Action Plan.

[0:09:49] Voice 4: And the decision was actually to, of course, maintain that as a current and ongoing project.

[0:09:56] Voice 4: as you know it has uh it's been invigorated by um some significant funding from the province

[0:10:02] Voice 4: we also have some uh funding that it was be allocated from trust council

[0:10:07] Voice 4: there's a large number of uh ongoing related but broadly based projects and goals associated with

[0:10:18] Voice 4: this work that needs to carry on and you've agreed that that should remain a current and active

[0:10:24] Voice 4: project and in so doing you also went to your future projects list and brought forward a number

[0:10:31] Voice 4: of related first nations um pieces of work uh one being uh the murdered and missing indigenous women

[0:10:39] Voice 4: and girls calls for justice resolutions to bring them forward um instead of being a future project

[0:10:45] Voice 4: we would amalgamate that into current active projects and divine the best way to for the

[0:10:51] Voice 4: islands trust to express how it can speak with trustees and and work in its programming to

[0:10:58] Voice 4: reflect those calls for justice we also decided to strengthen relations with first nations which was

[0:11:05] Voice 4: somewhat of a catch-all and we tidied up the future projects list and just brought that

[0:11:11] Voice 4: forward to make it an active project you can see by that arrow so that was your third point that

[0:11:19] Voice 4: you made there's discussion on the fourth and that is preserve and protect marine ecosystems

[0:11:26] Voice 4: there's some discussion over 15 20 minutes half an hour around what that really means how we could

[0:11:35] Voice 4: what specific projects are associated with that whether those are now some of that work is so

[0:11:42] Voice 4: entrenched in some of the positions that the trust has taken over time that they're not active but

[0:11:47] Voice 4: they would certainly be actioned if the occasion arose where there was something associated with

[0:11:55] Voice 4: marine ecosystems but there isn't a specific project of work with a measurable or a defined

[0:12:01] Voice 4: outcome and so the decision was to move that to your future projects list and contemplate

[0:12:07] Voice 4: how you would just like the climate change emergency how would the executive committee

[0:12:10] Voice 4: really advanced work associated with this so you move that from active projects to your future

[0:12:18] Voice 4: projects list and we have two additions to the active projects list thank you laurie one we've

[0:12:27] Voice 4: got at least we've got a motion from yourselves and two motions over time from trust council

[0:12:33] Voice 4: associated with revisiting the provincial grant funding formula and the percentage that is provided

[0:12:40] Voice 4: the operations of the islands trust irrespective of any large grants or medium grants or small grants but in terms of a regular operational grant to the to the trust and the development of a strategy you've you've been tasked with that by trust council and you decided that that should move to your active list and then finally I don't know whether there's a recommendation from staff or not but to undertake some sort of

[0:13:10] Voice 4: I would suggest interim strategic planning process for the islands trust given that right now we have

[0:13:18] Voice 4: a group of trustees at the governance committee plus another group working on their behalf with

[0:13:24] Voice 4: the financial planning committee on development of a corporate plan process which is very closely

[0:13:28] Voice 4: related to the strategic planning process but to take some pressure off the work that they are

[0:13:36] Voice 4: doing but to still match the obligations we have to the to the financial year coming up

[0:13:45] Voice 4: we want to avoid a scenario where we're either unfunded or on we have not contemplated work

[0:13:52] Voice 4: going forward into 2024 2025 and um so you've indicated that you would have that be a priority

[0:14:00] Voice 4: priority on your active projects list. So that's the active projects. I'm going to now move to

[0:14:07] Voice 4: the future projects, where you look, there's a list of, I think, eight. And we discussed,

[0:14:16] Voice 4: oh, no, there was 10. And we discussed how they would, whether they would continue and in what

[0:14:27] Voice 4: form so you see that development of a communication strategy uh i think there's discussion and then

[0:14:34] Voice 4: frankly i'm unclear and this is where we might want to discuss this a little bit i was unclear

[0:14:38] Voice 4: as to whether that the conversation sort of had it bridging certainly it's important does it is

[0:14:44] Voice 4: it a future project or is it should it be into the active projects list uh which would make it

[0:14:50] Voice 4: potentially six um active projects would be which i think is beyond by policy your your allotment

[0:14:57] Voice 4: um but certainly uh it it uh the recommendation i think your discussions led us to have at stay

[0:15:06] Voice 4: as some of your significant work so that would be on the future projects list um marine advocacy

[0:15:16] Voice 4: I was unclear in terms of there was no discussion in terms of removal, but that it would exist and it would need to be reconsidered what the specific actions of executive committee would be associated with this.

[0:15:30] Voice 4: So that remains on the future projects list.

[0:15:34] Voice 4: and the third item that remained was the multi memorandum of understanding and that is

[0:15:44] Voice 4: investigating options for a joint review with the ministry of transportation of road standards and

[0:15:51] Voice 4: that that is a project that's important and executive committee could affect some outcome

[0:15:57] Voice 4: associated with that that then leaves us with some of the other amendments we talked about and that

[0:16:03] Voice 4: that is the calls for justice,

[0:16:05] Voice 4: moving over to First Nations reconciliation.

[0:16:07] Voice 4: We were undecided really about NAPTEP,

[0:16:10] Voice 4: but there was the regulation that changed

[0:16:12] Voice 4: the increase of percentage.

[0:16:15] Voice 4: So we left that with a question mark.

[0:16:17] Voice 4: The governance section eight of the Islands Trust Act.

[0:16:21] Voice 4: I think there was discussion there

[0:16:23] Voice 4: that said that this is healthy.

[0:16:25] Voice 4: It noted that this was an opportunity

[0:16:27] Voice 4: to get to appeal directly to the Lieutenant Governor.

[0:16:30] Voice 4: Mayor Mrakas, However, the mechanics of of provincial decision making that really just gets the cabinet and then provided to the Ministry that's the associated ministry.

[0:16:41] Voice 4: Mayor Mrakas, And there is already a letter that has been gone forward to the province requesting a review of the islands trust a response has been provided back and trust Council is now considering how it's going to respond to that.

[0:16:53] Voice 4: that. So I don't think that needs to be a project any longer. And I think that's a you agree with

[0:17:02] Voice 4: that concept as well. And there was the removal of negative impacts of shellfish aquaculture

[0:17:09] Voice 4: practices, and broadcasting public meetings. Obviously, we're doing that at this point, and

[0:17:16] Voice 4: doing a fairly good job of it, I would think from an operational perspective, that's been

[0:17:21] Voice 4: been achieved uh however um the maintenance of such would be would flow in through um

[0:17:27] Voice 4: communications at the islands trust i would think on a long-term basis so that leaves you with once

[0:17:33] Voice 4: you consider those things um a future projects list that consists of development of a communication

[0:17:39] Voice 4: strategy advancing and the preservation and protection of marine ecosystems to engage with

[0:17:46] Voice 4: the ministry of transportation on an updated memorandum of understanding and that's where

[0:17:54] Voice 4: i believe we left the conversation so that's part one around the work plan and what i'd suggest

[0:18:00] Voice 4: right now is um we've got a a couple of resolutions that we could put up for you to consider um we

[0:18:06] Voice 4: could revisit the list and work through it again um if you wish but uh a couple of resolutions

[0:18:14] Voice 4: and then direction to provide a report to trust council for June, where they would approve your list and at that point, when we were reporting out and you would get a chance to see that report at your at a future meeting prior to June trust council, it would have a rationale for the various changes associated with each of these movements, so I would summarize those and see whether they're appropriate for you.

[0:18:40] Voice 4: With that, Chair Leckham, I'd pause. I know that's quick, but I think everyone knows what I've generally what I've described here. It was as was our strategy session of last week. And if you want, I can put the resolutions forward for your consideration.

[0:19:01] Trustee Luckham: Sure. So thank you for that. That's very helpful. And more or less in my mind over the last couple of days, that sort of matches what I've been thinking. But what I'm thinking is I'd like to provide an opportunity for a reflection from the vice chairs. I don't want to rehash a lot of things necessarily.

[0:19:21] Trustee Luckham: We did sort of suggest that this total meeting today would be maybe a couple of hours, and so keep that in mind.

[0:19:29] Trustee Luckham: But I think it would be helpful to see those motions up on the screen, but we may also want to keep the whiteboard up there if there's references that any of the vice chairs want to make to it.

[0:19:41] Trustee Luckham: But in order to sort of figure out where we could go from at this point, maybe just get those up on the screen for a moment,

[0:19:50] Trustee Luckham: and then we'll and then vice chairs you could ask for the whiteboard up if you want it um in

[0:19:56] Trustee Luckham: any reflections that you have and i see trustee peterson's hand up so let's uh if you have any

[0:21:52] Voice 4: first one and that is the amendment of your active projects and that is um the following they're

[0:21:58] Voice 4: unranked and you're essentially by doing this you're saying and you will be speaking to trust

[0:22:04] Voice 4: counsel to say these are the projects that executive committee has a particular role

[0:22:08] Voice 4: in advancing at the Islands Trust and of course you have the ability to self-select some projects

[0:22:14] Voice 4: of value as well. We've gone through that process of looking and reviewing and we have the following

[0:22:21] Voice 4: to update the Islands Trust policy statement, to develop the Islands Trust First Nations

[0:22:26] Voice 4: Reconciliation and Engagement Planning, to develop a strategy to increase the provincial financial

[0:22:31] Voice 4: contribution to the Islands Trust, to guide the development implementation of the Islands Trust

[0:22:36] Voice 4: strategic plan and programming associated with the climate change declaration of the allen's trust

[0:22:41] Voice 4: so that would be your current active

[0:22:46] Voice 8: projects okay um do

[0:22:53] Trustee Luckham: you want to touch on the other two

[0:22:55] Trustee Luckham: at this time or well

[0:22:57] Voice 4: there come yeah so given that those are your priorities and once those

[0:23:02] Voice 4: are either significantly completed or more time is provided, you would then move to your

[0:23:11] Voice 4: future projects list, which is now much smaller. It doesn't have

[0:23:16] Voice 4: 11 items in it. There's been some

[0:23:18] Voice 4: consolidation. It's the development of an island trust communication strategy, advancing the

[0:23:22] Voice 4: preservation and protection of marine ecosystems, and engaging with MOTI on a memorandum of

[0:23:27] Voice 4: of understanding. But what that means is those projects wouldn't be advanced or resourced

[0:23:32] Voice 4: significantly in the short term. And that would have to be relayed to Trust Council as well.

[0:23:39] Voice 4: Those would things that when opportunity knocks, we would answer that door, but we wouldn't be

[0:23:44] Voice 4: dedicating significant work. From a staff perspective, if we reflect on this list,

[0:23:50] Voice 4: the only thing that i'm gives me pause is the communication strategy and it's hard to say that

[0:24:01] Voice 4: that is something that's unresourced and not moving forward because first of all it is uh we

[0:24:08] Voice 4: know it's an ongoing function so it's either to be done or or not done it's going to be done and

[0:24:13] Voice 4: in some form either very well or not depending upon the focus of the organization we've heard

[0:24:18] Voice 4: from the the governance committee governance committee the governance review process that this

[0:24:22] Voice 4: is something that uh the trust should pay attention to and advance itself in uh in its delivery

[0:24:30] Voice 4: and we have just we're fully hired you know we're staffed at this point um and there's an

[0:24:39] Voice 4: opportunity to make some progress so that could move forward up into your current active list but

[0:24:47] Voice 4: But then I think realistically, you're going to have some decisions to make.

[0:24:50] Voice 4: So I don't know whether you could not truthfully is the wrong word, but I don't know whether we could realistically advance six projects on a continuous basis for you.

[0:25:03] Voice 4: So I think that's something for you to discuss.

[0:25:06] Trustee Luckham: Right. And it's certainly fluid. But anyway. OK.

[0:25:10] Trustee Luckham: And then the final item to plan.

[0:25:12] Trustee Luckham: plan well

[0:25:13] Voice 4: i would say that there's these first two and then there's one that's not on the board

[0:25:18] Voice 4: and i apologize and it would be simply you directing that the work plan um be um i have

[0:28:06] Voice 6: i think we ought to do um i guess the biggest question mark for me on the top

[0:28:12] Voice 6: list is the programming associated with the climate change declaration and not that i don't

[0:28:19] Voice 6: think that's important but i i don't have a clear picture of what actions we're engaging in at this

[0:28:28] Voice 6: time in relation to that whereas i i think there's plenty of work to be done around the

[0:28:35] Voice 6: the communication strategy so that's that's uh that's where i'm at at this moment okay thank

[0:29:08] Voice 1: peterson said with regard with the one line item with um climate change declaration because i'm

[0:29:16] Voice 1: unsure as to the deliverables um it's been there for for quite a while and i don't know necessarily

[0:29:23] Voice 1: what we've accomplished as a body with um that energy versus i do know that there's been much

[0:29:31] Voice 1: commentary about the communication strategy and i do know that we can have deliverables there

[0:29:37] Voice 1: so i don't know if it's worthwhile to consider sort of moving the climate change line item

[0:29:43] Voice 1: down to the future projects to allow sort of a pause and reflect and sort of

[0:29:48] Voice 1: we get gather a little bit better idea of what the deliverables are on that line item

[0:29:53] Voice 1: and move the communication strategy up because we know we can

[0:31:08] Trustee Elliott: duplicating efforts and I definitely support moving the communication strategy up to

[0:31:42] Trustee Luckham: five projects actually are embraced within communication strategy because we have to

[0:31:47] Trustee Luckham: communicate on all of these things. And so there's an overarching necessity to have

[0:31:54] Trustee Luckham: that, and indeed, as Trustee Elliott has said, create that scope of work around that, and indeed,

[0:32:01] Trustee Luckham: some understanding around climate change and other issues. So struggling with how to balance that,

[0:32:08] Trustee Luckham: not wanting a sixth project, but that communication is a fundamental piece of all of those.

[0:32:14] Trustee Luckham: And then the one piece, and then maybe I just missed it, on the whiteboard, where we ended up

[0:32:21] Trustee Luckham: under june and i can't figure out what the first uh item there is because there's swat vision and

[0:32:28] Trustee Luckham: reconciliation there's explore and interest or internet or something there wasn't sure what that

[0:32:34] Trustee Luckham: was and then we ended up with one policy statement two first nations three housing and i haven't heard

[0:32:40] Trustee Luckham: that that and i don't see where that housing piece is in this conversation at this time so um

[0:32:46] Trustee Luckham: And I agree with everything else I've heard. So back to CAO and then through you, Director Frater.

[0:33:02] Voice 4: What we see under June is really the strategic planning discussion, less so your executive committee work plan concept.

[0:33:12] Voice 4: So they're related, obviously, and we can link them at the end of this activity.

[0:33:17] Voice 4: But for now, that June was really about working with Trust Council around, sorry about the printing there, that's an external internal review, some sort of SWOT analysis session, do we want to do a visioning discussion?

[0:33:35] Voice 4: And then finally, around this table, it seemed like if there was to be sort of an interim strategic plan, it would focus on the policy statement, First Nations and housing.

[0:33:45] Voice 4: So that was the strategic planning discussion.

[0:33:47] Voice 4: returning to the climate change matter um trust council has responsibly responsibly

[0:33:55] Voice 4: declared a climate change emergency and any decision maker in the current world has contemplated

[0:34:04] Voice 4: or adopted something that's going to guide their actions policies and values moving forward so we

[0:34:11] Voice 4: have done that we then adopted as a means of addressing it inside our strategic plan these

[0:34:19] Voice 4: these three things to amend the policy statement to reflect the climate change emergency to then

[0:34:26] Voice 4: amend official community plans and land use bylaws to address climate change resilience

[0:34:31] Voice 4: including measures to protect coastal douglas fir the foreshore and near shore environments

[0:34:36] Voice 4: and groundwater and three to develop a set of climate change demographic and environmental data

[0:34:42] Voice 4: that would support so those were the ongoing climate change projects now the policy statement

[0:34:49] Voice 4: If we step back from that, the policy statement project is ongoing.

[0:34:53] Voice 4: By your monitoring it going forward as one of your projects, it has a climate change

[0:34:59] Voice 4: element associated with it, right?

[0:35:03] Voice 4: The second is, I think it's okay to say that this trust council might want to reflect on

[0:35:08] Voice 4: what the climate change declaration means to it and have some conversation around what's

[0:35:15] Voice 4: their best expression of their climate change emergency such that you might recommend hey

[0:35:21] Voice 4: it's not for us to do this to carry this ball right now let's reflect on this through either

[0:35:27] Voice 4: a session or something like that with trust council to go how do you think we should be

[0:35:32] Voice 4: addressing climate change and because of that you don't have other than these things actionable

[0:35:41] Voice 4: material to to to move forward that i think would be fully currently supported by trust council

[0:35:49] Voice 4: and lastly the climate change and demographic environmental data which we're always eager and

[0:35:54] Voice 4: excited to try and get and develop i think claire has some reflections on that in that this was i

[0:36:00] Voice 4: think this was removed as a funded project during the last business cycle and it remains um unfunded

[0:36:08] Voice 4: um at this point um but claire would might be able to bring us up to date on

[0:36:13] Voice 4: where we are on that on that environmental data that we so eagerly want to get um

[0:36:21] Voice 2: i could just

[0:36:21] Voice 2: speak to that around the climate change indicators um the reason this was added was there was a

[0:36:26] Voice 2: non-profit my see the sky um thought they had a really good opportunity to secure grant funding

[0:36:31] Voice 2: and you know they were working towards a million dollars of grant funding to do um like environmental

[0:36:36] Voice 2: climate change indicators throughout the region. And we, Trust Council allocated $25,000 to serve

[0:36:42] Voice 2: our in-kind contribution towards that larger project. They were ultimately not successful

[0:36:46] Voice 2: in securing the big grant that they were hopeful for. And then in the end, Trust Council reallocated

[0:36:51] Voice 2: that $25,000 towards the enhanced engagement on the policy statement. So at this time,

[0:36:57] Voice 2: there is no work on that project and it was somewhat ended. But again, I think we were all

[0:37:04] Voice 2: wanting to be realistic about what the trust itself could accomplish in that space. The

[0:37:09] Voice 2: province has tried to do indicators around emissions from the region and even that found

[0:37:15] Voice 2: troubling because of course our small communities it can be hard to quantify things and get accurate

[0:37:19] Voice 2: accurate metrics.

[0:37:23] Voice 4: Yeah and ongoing work you could I think you could readily argue that the

[0:37:29] Voice 4: the watershed strategy, the ongoing groundwater mapping projects, those are climate change

[0:37:37] Voice 4: related projects that still exist within this organization. And it advances that work. But I

[0:37:43] Voice 4: personally think there should be a refined or specific conversation at Trust Council that would

[0:37:49] Voice 4: then fuel your work in the future. And you don't have that right now. So you could move that to

[0:37:53] Voice 4: to um because no one moves this off their most important list this has to remain important

[0:37:59] Voice 4: obviously but it's okay to be focused and have real outcomes associated with what we're trying

[0:38:05] Voice 4: to do associated with it i recommend that you move if you're looking for something out of these top

[0:38:10] Voice 4: projects move that to your future projects list and task trust council with um defining what they

[0:38:17] Voice 4: want to achieve um in the future

[0:38:19] Voice 8: okay that sounds like a good suggestion so

[0:38:31] Trustee Elliott: i'll note that this was a conversation at the last conservancy board meeting as well as we were

[0:38:35] Trustee Elliott: looking at our work plan for staff and the decision was made because there we couldn't move into phase

[0:38:42] Trustee Elliott: two of the climate change sort of mapping is going to be pretty expensive and staff resources um

[0:38:50] Trustee Elliott: um we just were not adequate to um to fulfill that and so we went in the direction of um

[0:39:00] Trustee Elliott: rejigging administration and some of the management planning that's needed and so it's still

[0:39:06] Trustee Elliott: the important piece that we have to address but there has to be some strategic planning

[0:39:11] Trustee Elliott: associated with it and so um i think all in all we need to look at that as a whole and i totally

[0:39:18] Trustee Elliott: agree that going back to trust council and asking what is our take on it what do we want to do about

[0:39:25] Trustee Elliott: climate change emergency as a check-in and not assuming that well we don't have any programming

[0:39:32] Trustee Elliott: to run on other than like you said the policy statement so yeah I'm in favor of of doing a

[0:39:38] Trustee Elliott: deep dive at the time that seems appropriate so that we can create a good strategy that everyone

[0:42:09] Voice 4: associated with this water so I would think that you might want to contemplate a fourth item when

[0:42:14] Voice 4: we get to that discussion around the recommendations to trust council for strategic work and that would

[0:42:20] Voice 4: be water and that is if not the preeminent a significant piece of climate change programming

[0:42:30] Voice 4: which would be one of the strategic directions of the trust so I think then you could honor some of

[0:42:35] Voice 4: climate change work that you're um is so important but still because trust council has already

[0:42:41] Voice 4: thought about this and said this is worth doing and put a lot of money towards it so that piece

[0:42:46] Voice 4: could live on as part of the strategic direction um but you wouldn't be doing active climate change

[0:42:52] Voice 4: work until you've had that conversation other than in the water space but anyway i offer that thought

[0:42:58] Voice 4: as we move into the second part of this conversation okay

[0:43:10] Trustee Luckham: on the whole climate change thing um and certainly looking out my window and looking at the brown

[0:43:24] Trustee Luckham: a couple of days ago now, hosted by the province for mayors and chairs, around emergency management going into what is essentially now flood season, fire season, heat dome, drought seasons.

[0:43:44] Trustee Luckham: And so on that, and those are ostensibly climate change related events for which there's extensive planning and thought going into how to manage these and resource these events and mitigating and education and all that sort of stuff.

[0:44:06] Trustee Luckham: And that all kind of ties into this, because what's clear is that they've now added as new in 2022 flooding, wildfire and extreme heat events as part of their public alerting system and lots of energy going into that.

[0:44:21] Trustee Luckham: And so there's lots of conversations to have. And so I think revisiting this as we're living climate change is a good opportunity.

[0:44:32] Trustee Luckham: And so I agree with I think where we've ended up in moving that off to council and creating space for that communication strategy, if I'm not mistaken.

[1:01:11] Voice 4: or towards the end of it last week. I think there was just a really great moment where

[1:01:17] Voice 4: there were some suggestions for sort of a simplified process going forward.

[1:01:21] Voice 4: You all agreed to that. And in doing that, you were thinking about the responsibilities to have some strategic direction for the organization into its second term, that you were want to make sure that the budget process that's upcoming is real and funds ongoing work that's of a strategic nature at the trust.

[1:01:45] Voice 4: Now, these are my words, but I'm summarizing the discussion. Acknowledgement that we're in a delicate place where we're looking at a long range change to how we do strategic development and things through a new corporate planning process.

[1:02:02] Voice 4: But that's at a different timing than us needing to have a budget by December and approve it.

[1:02:12] Voice 4: So it's not going to be perfect, but the solution was to have some conversations in June and some materials in front of Trust Council that summarizes three or four directions for the Islands Trust.

[1:02:27] Voice 4: So now I'm going to, that was a general summary.

[1:02:29] Voice 4: I then thought about that, and I've written down the following, what I would say, assumptions are. So this is just for your thinking. It's as if I've written another little sub-report to you. The first is that you're of the belief that there should be the development of an interim strategic plan of some sort.

[1:02:47] Voice 4: yes the second the alternative is unpalatable and that is just moving forward with funding

[1:02:59] Voice 4: on previous projects not only for this year but for the next year so essentially not having any

[1:03:06] Voice 4: strategic refreshed strategic expression of this trust council into some period into the future

[1:03:15] Voice 4: So those two things go together. The next is that you agree that we should engage with trustees in June and September on the development of an interim plan in order to meet these financial deadlines and to express some direction of the Islands Trust.

[1:03:34] Voice 4: Now this is, I don't think you agreed to this, and this is where there's some discussions probably necessary, that some discussion on the vision and mandate of the Islands Trust is necessary before that happens.

[1:03:46] Voice 4: and why i say this is um we're not clear here is that the governance committee itself is

[1:03:55] Voice 4: contemplating that question they're looking at part three of the act getting some sort of legal

[1:04:03] Voice 4: definitions um some a broad framework so how you can have that discussion they may or may not have

[1:04:10] Voice 4: a ribbon arrived at a place where they think hey we've got a mature discussion to have a trust

[1:04:15] Voice 4: council or not around truly visioning and an understanding of the mandate i if you're asking

[1:04:24] Voice 4: me i think some discussion of that's probably of value i don't know if it can come if we can

[1:04:28] Voice 4: compress as profound a discussion as that is into hey let's get an interim strategic plan

[1:04:34] Voice 4: you see the challenge we have right um however and here's an another assumption the upcoming

[1:04:44] Voice 4: coming policy statement project itself is going to accelerate this conversation, whether trustees

[1:04:49] Voice 4: want to have it or not, unless the policy statement project is halted. And the reason why

[1:04:55] Voice 4: is because inside the current document that has been directed by a previous trust council to go

[1:05:02] Voice 4: forward, and in the last budget was also said by this trust will go forward, it has definitions

[1:05:09] Voice 4: of around some of these key things

[1:05:11] Voice 4: of what the mission of the Islands Trust is.

[1:05:14] Voice 4: It's got some visionary language associated with it.

[1:05:17] Voice 4: And it speaks to unique amenities.

[1:05:27] Voice 4: So that's happening.

[1:05:29] Voice 4: The governance committee is thinking about it.

[1:05:32] Voice 4: And here you are going,

[1:05:34] Voice 4: well, how do we reasonably advance this?

[1:05:38] Voice 4: So that's what's in front of us.

[1:05:42] Voice 4: So I sort of made those four or five assumptions, and I wanted you to either nod or not nod with those to then say, okay, if those hold, in June, we should have a session of maybe a Wednesday afternoon session, which there is room on the schedule, to do two or three things.

[1:06:07] Voice 4: one engage in a strength weaknesses opportunities and threats session with trust council where they

[1:06:14] Voice 4: sit staff might write a brief report providing some startup considerations but really this is

[1:06:22] Voice 4: a chance for the trustees to determine what those things are as they look at what a what's

[1:06:28] Voice 4: their policy statement going to be like what's their strategic planning process how are we going

[1:06:32] Voice 4: going to govern all those kinds of things so um a bit of a SWOT session do we have a visioning

[1:06:39] Voice 4: session too that seems like a pretty big mountain to climb um but maybe and uh so one a SWOT session

[1:06:50] Voice 4: where we talk about external internal um the state um of um the external world the internal

[1:06:57] Voice 4: internal world at the trust, a SWOT analysis, and then receipt of sort of a draft or an interim

[1:07:04] Voice 4: strategic plan package that has what I would recommend before things, the policy statement,

[1:07:12] Voice 4: First Nations, housing, and water. And those are all, nothing's new here. These are all

[1:07:22] Voice 4: uniformly being expressed as important, and they're funded. And we don't have to,

[1:07:28] Voice 4: we still have to go in and look at the milestones and project elements associated with these

[1:07:35] Voice 4: and put forward good projects that trustees will approve of at the end of the day but these would

[1:07:41] Voice 4: be simply expressed interim strategic plan it would be like three pages right and then away we

[1:07:52] Voice 4: go the threat to this idea is that a true corporate plan as we've been discussing is a reductive

[1:08:01] Voice 4: process where you first have your visioning you understand what that is you then establish your

[1:08:06] Voice 4: main goals which probably um and your value systems you then start to you know you've

[1:08:13] Voice 4: acknowledged the external and internal world that you're operating within then you're moving into

[1:08:17] Voice 4: what are what are some goals we'd like to achieve then you get into some specific projects like the

[1:08:23] Voice 4: policy statement first nations housing and water then you develop the um the milestones or tasks

[1:08:30] Voice 4: underneath those to a specific objective by june we will not have all of that right um but we could

[1:08:38] Voice 4: have a discussion led by myself in the chair or or maybe someone from the governance committee i don't

[1:08:45] Voice 4: know around um because for some trustees it's going to be abrupt to just receive this i will

[1:08:53] Voice 4: take you back to our last term where we had a very extended long-term well thought out

[1:08:59] Voice 4: consultant-based process for trustees to come to their conclusions. And here we sit with a

[1:09:06] Voice 4: strategic plan. I hold it up right now. But I think that in the absence of anything else,

[1:09:12] Voice 4: I think this is a reasonable place for you to be. And you're fulfilling your duties by drawing

[1:09:18] Voice 4: Trust Council's attention to where we are. And it still can acknowledge the work that

[1:09:24] Voice 4: the um the governance committee is doing and i suggest that if you decide to do this that

[1:09:30] Voice 4: someone speaks to this other than me at the governance committee meeting on may 29th to

[1:09:37] Voice 4: make sure these bodies are in harmony um and that uh for a trustee um who's at the receiving end of

[1:09:47] Voice 4: getting this information that they kind of understand it as a whole how it all fits together

[1:09:52] Voice 4: that's about what I've that was my summary of the conversation towards the conclusion of last

[1:09:58] Voice 4: week and a few assumptions which I sort of drew from that so I offer you this for your discussion

[1:10:06] Voice 4: I haven't quite figured out how to write the report but that's what I spent a couple weeks on

[1:10:14] Voice 4: so I try and get you a version of this for your next meeting and then you'd get to refine it again

[1:10:22] Voice 4: at your meeting after that prior to trust council if everything works out perfectly and no one ever

[1:10:50] Trustee Luckham: June, I would suggest. But, you know, certainly ever since the, ever since last term, when we

[1:10:58] Trustee Luckham: didn't really land, we didn't land a vision, there's been a continued call for some kind of

[1:11:06] Trustee Luckham: vision. And indeed, that has been emphasized in the governance review process. And indeed,

[1:11:12] Trustee Luckham: the governance committee is acting on that but I think that for want of a better term

[1:11:20] Trustee Luckham: there's a lot of anecdotal information there's a lot of assumptions there's a lot of ideas

[1:11:25] Trustee Luckham: we actually haven't had that conversation at council and so although we don't want to

[1:11:30] Trustee Luckham: necessarily have a vision quest I think it's reasonable to ask council and seek that

[1:11:38] Trustee Luckham: confirmation from council that they believe that that is true in order to that that is one of the

[1:11:46] Trustee Luckham: significant steps in advancing a number of strategic elements um but indeed at this

[1:11:52] Trustee Luckham: time the governance review is contemplating that and i can certainly have a conversation

[1:11:55] Trustee Luckham: with the chair of the governance uh committee um in advance of may the 29th um because we do sort

[1:12:04] Trustee Luckham: to need to start pulling this all together um for council and i don't want to get ahead of council

[1:12:11] Trustee Luckham: because i think that you highlighted that a bit is that we don't want to go in with all this

[1:12:16] Trustee Luckham: deep thinking about something and and then and then and then drop that on the table at council

[1:12:21] Trustee Luckham: and and it just becomes a bit of a surprise with this maybe not enough information on hand

[1:12:28] Trustee Luckham: And anyway, those are my random thoughts.

[1:13:16] Voice 6: um that we might wait and wait till september um you know having to go at swat in june i think is

[1:13:23] Voice 6: is more realistic than vision.

[1:13:28] Voice 6: My sense is that in terms of communication from this body

[1:13:35] Voice 6: to trust council and indeed to governance committee

[1:13:42] Voice 6: that our goal as I think the CAO sort of encapsulated

[1:13:51] Voice 6: our goal is to do a strategic planning light

[1:13:54] Voice 6: so that we're not leaving the organization bereft of any strategic plan but that it's

[1:14:01] Voice 6: you know for in terms of planning in terms of resourcing and that we've kept it small

[1:14:09] Voice 6: on purpose and that part of that is also around respecting the fact that governance committee

[1:14:17] Voice 6: with help from financial planning committee is working on a new process and so that that's part

[1:14:23] Voice 6: of our intention by keeping this very succinct um is to respect what we see coming down the

[1:14:33] Voice 6: pipe in the in the future from those bodies those are my comments uh

[1:14:48] Trustee Elliott: lining up these um timelines um if a squad analysis is going to be helpful for everyone to

[1:15:05] Trustee Elliott: done as some kind of an exercise of the of the trustees um it sounds like vision could we have

[1:15:15] Trustee Elliott: a vision discussion in September and in the meantime um we sort of lay the groundwork

[1:15:23] Trustee Elliott: work as in these are the different pieces at play this is what governance committee is working on

[1:15:31] Trustee Elliott: the corporate plan working group is working on EC is trying to hold the process and suggest that an

[1:15:41] Trustee Elliott: interim strategic plan be considered but not adopted until trust council has had some kind of

[1:15:52] Trustee Elliott: of input into that direction and understand the layout i so and then in the in the meantime i was

[1:16:00] Trustee Elliott: thinking could the governance and the corporate is that corporate plan working group and a

[1:16:07] Trustee Elliott: representative from ec get together between now and may 29th to yeah just some of these

[1:16:17] Trustee Elliott: these pieces that we need to negotiate Mr.

[1:16:30] Voice 4: these comments because it's helping me think and and support you what if what went forward to June

[1:16:37] Voice 4: was a description of this discussion and an offering saying here's the strategy to have

[1:16:46] Voice 4: the strategy um here's the assumptions we've got like almost the assumptions that i provided

[1:16:53] Voice 4: earlier which they're all real um generally that plus a suggestion for um a two-part process first

[1:17:04] Voice 4: in june we have this external you know the actual thing we do in june is the external internal

[1:17:10] Voice 4: discussion um where do we feel where do the trust deals feel we are undertake a swot analysis we'll

[1:17:16] Voice 4: come up with a process whether it's sticky notes or whatever to to have that discussion

[1:17:21] Voice 4: and the receipt of a suggested strategic process that includes one two three four five it's not

[1:17:28] Voice 4: saying for approval but it's saying do you like this approach and then in september maybe the

[1:17:35] Voice 4: the um governance committee instead of pressuring them on a deep and fundamental topic by september

[1:17:43] Voice 4: Where they could perhaps lead some sort of vision discussion, mandate discussion.

[1:17:49] Voice 4: And why this may work, here I am surfing here, is that for all of these projects, it's not like they're brand new and we need to go refund and reproject them all.

[1:18:00] Voice 4: We basically, we have a pretty good idea of what they're going to cost or a reasonable idea.

[1:18:08] Voice 4: RPC has already come up with its 24-25 direction.

[1:18:11] Voice 4: direction. Claire and Trust Programs Committee is going to reflect on where the policy statement

[1:18:17] Voice 4: goes, and it's going to go one of several directions. I think we're getting a much more

[1:18:23] Voice 4: mature housing function at the Allens Trust, and we're trying to go out and get some significant

[1:18:28] Voice 4: funding. But, you know, we'll see. This is why you have strategic directions is to mine

[1:18:33] Voice 4: these things. And you're going to forgive me. I know you will. I recommended adding

[1:18:39] Voice 4: adding water as a strategic thing but there's a fifth one and that is governance that that the

[1:18:49] Voice 4: continuation and i should have added it here that the continuation of the of the we continue to

[1:18:55] Voice 4: resource the governance committee and its work around indeed the corporate planning process

[1:19:00] Voice 4: itself and other governance challenges the trust has had should be a strategic direction of the

[1:19:06] Voice 4: the organization and when an organization does strategic planning it does things we're doing to

[1:19:12] Voice 4: the outside world and things but also what's how our internal development how do we improve and

[1:19:18] Voice 4: that's where a fifth item governments and once again we already know what that is we've got a

[1:19:26] Voice 4: body of elected officials thinking through what how it should be they'd request funding if they

[1:19:31] Voice 4: they need it so it would be those five things so anyway to wrap up which is sadly long and boring

[1:19:37] Voice 4: discourse here a report is provided that goes with a SWOT external analysis recommends a

[1:19:44] Voice 4: consideration of a vision process or discussion in September and an outline of a strategic plan

[1:19:54] Voice 4: that's very light and high level around these four or five topics that goes forward and part

[1:20:01] Voice 4: Part two is, it might want to be more than just the chair talking to the chair, that

[1:20:06] Voice 4: executive committee communicates to the governance committee this idea such that you don't have

[1:20:13] Voice 4: two committees having different perspectives on a thing, because then that doesn't help

[1:20:18] Voice 4: trust counsel.

[1:20:20] Voice 4: Whether the chair or, well, Tim's on the governance committee as well.

[1:20:25] Voice 4: You could explain, or we could put time aside in May 29th for how we do this and have a

[1:21:57] Voice 6: is is working on the new process so i just want to thank you russ for making that explicit
