[0:09:18] Voice 6: amount of staff hours we are you know in the final stages of a hiring process for the senior
[0:09:24] Voice 6: indigenous relations advisor and we are still experiencing a staff vacancy in the policy
[0:09:30] Voice 6: advisor role and still looking at various backfill options there so just want to let you know temper
[0:09:35] Voice 6: your expectations around the extent of work that can happen with really a reduced team so with that
[0:09:42] Voice 6: wanting to let you know where there really hasn't been progress on many of the items on your follow
[0:09:46] Voice 6: up action list so I think at this point it's probably best for your meeting time here if I
[0:09:50] Voice 6: just take questions but I'll note after that perhaps we can move to the very final item
[0:09:54] Voice 6: which is the in-person meeting in November and I think Robert Barlow might have a little update

[0:12:13] Voice 6: to provide you with this as she's your coordinator of these programs it'd be a nice opportunity for
[0:12:19] Voice 6: her to speak with you and explain the opportunities for you in terms of your stewardship education
[0:12:23] Voice 6: program is that very right? Yes so
[0:12:28] Voice 12: through the chair so staff seek endorsement and direction
[0:12:32] Voice 12: for the Stewardship Education Program.
[0:12:35] Voice 12: This program, of course, is up to your discretion
[0:12:39] Voice 12: as the committee.
[0:12:41] Voice 12: Trust Programs Committee has a history
[0:12:43] Voice 12: of offering public workshops, webinars, forums,
[0:12:47] Voice 12: and since 2017, Trust Programs Committee has offered,
[0:12:52] Voice 12: co-organized or delivered 21 webinars and workshops.
[0:12:57] Voice 12: And these workshops and webinars ranged
[0:13:00] Voice 12: from on-island well owner education,
[0:13:04] Voice 12: sea level rise, rain, water harvesting, eelgrass,
[0:13:08] Voice 12: ecosystem-based adaptation, just to name a few.
[0:13:12] Voice 12: And staff have recommended continuing
[0:13:14] Voice 12: with the living in the trust area mailing package
[0:13:19] Voice 12: and we provided a few recommendations for some webinars.
[0:13:23] Voice 12: But yeah, it's up to the discretion of the committee
[0:13:26] Voice 12: and I'm here for any questions or, yeah.

[0:14:12] Voice 5: So I received this package, and there was some really good information in there, but it was a lot of paper, and a lot of, it felt almost like duplicate information.
[0:14:26] Voice 5: I'm wondering, and this may be a conversation for us or perhaps for Conservancy, because I know that we're taking brochures that have already been created by other committees and putting them together as a package.
[0:14:43] Voice 5: But I think what would be very helpful to new homeowners within the Islands Trust area is just to have like that.
[0:14:52] Voice 5: So I think there was one in there, just that one sheet with all of the phone numbers and email addresses, et cetera.
[0:15:01] Voice 5: I kind of felt like there was a lot in there and it was a little overwhelming.
[0:15:07] Voice 5: So it might be good to review what's included in the package and perhaps streamline it a little bit because it might have a greater impact if it's a little bit more streamlined.
[0:15:21] Voice 5: streamlined, because to open up, it was quite a hefty little package, and to go through everything
[0:15:27] Voice 5: and filter through it to find the relevant information can be a little overwhelming for
[0:15:32] Voice 5: a new homeowner. So if we want this to have an impact, we might want to consider streamlining
[0:15:39] Voice 5: a little bit. That's just a personal thought from experience when I got the package.
[0:15:45] Voice 3: Food for thought. Anyway, Trustee Allen. Sorry, I have a mouse. I forgot.
[0:15:58] Trustee Allen: Yeah, you all know how I feel about contractors, and I'm just wondering why you need a contractor for developing a mailing list, a more accurate list, when it's like, how did you get the list before, and isn't it just a matter of contacting realtors on each island or something?
[0:16:15] Trustee Allen: I just don't understand why you need some specialized contractor.
[0:16:19] Trustee Allen: That's my first question, so I'll just do that first, if I may, and comment with something else afterwards, Chair.
[0:16:29] Voice 5: go ahead I don't I don't have anything to add to that but maybe staff can answer and I would think
[0:16:34] Voice 5: it would be more and I'll let staff answer this I'm not going to make any assumptions on their
[0:16:38] Voice 5: part
[0:16:39] Voice 12: okay so do you want me to add sorry I because I'm sharing the screen I don't know where my hand
[0:16:44] Voice 12: is my virtual hand so I know you might not be able to see me but my hand's up so so when this
[0:16:53] Voice 12: program was developed um we staff had confidence in our internal um gis like capabilities of finding
[0:17:01] Voice 12: new um homeowners um and i am not a gis tech person so i can't give you the details about how
[0:17:10] Voice 12: that excel spreadsheet came to be and how like they do the behind the scenes and so on and so
[0:17:15] Voice 12: so forth um but we found that we received out of the thousand like i think we sent out over a
[0:17:24] Voice 12: thousand last year um we received maybe like 75 back and so we wanted we thought that was a high
[0:17:31] Voice 12: number and so we we actually um looked into it a little bit more stuff myself looked into it a bit
[0:17:38] Voice 12: more and found that um the code the GIS code wasn't completely accurate and so I asked our
[0:17:47] Voice 12: GIS specialist to see if we could like narrow down and find a and find a better code um and
[0:17:53] Voice 12: unfortunately they were they were not able to find um like an additional code to help like
[0:17:59] Voice 12: define it even more um and so they had suggested to uh use a contracting company
[0:18:05] Voice 12: company called Land Corps because they specialize in this and they have the information to access
[0:18:09] Voice 12: like new home owners a bit better and so that's why we went with a contracting. Obviously staff
[0:18:17] Voice 12: didn't want to do that but we were afraid of a substantial amount of error in addresses and so
[0:18:24] Voice 12: we decided to go with that process. Yeah I don't know if Trustee Allen if I answered your question
[0:18:30] Voice 12: correctly or if you wanted more information?
[0:18:33] Trustee Allen: No, I guess you answered it. Then I'd also
[0:18:38] Trustee Allen: like to follow up about the list of webinars. I don't know, they didn't quite resonate with
[0:18:43] Trustee Allen: me. I'm sure it was a while back when we got that, but I would like to suggest that we
[0:18:48] Trustee Allen: go to our communities and just see what they'd be interested in having as a webinar through
[0:18:55] Trustee Allen: Islands Trust because the water stewardship was really, really well received on Hornby
[0:19:00] Trustee Allen: island and um it was yeah so i'm just hoping that and i'm sure we probably would have something more
[0:19:06] Trustee Allen: related to water of course especially now it's so hot out right now um and it's only you know
[0:19:12] Trustee Allen: complaining about how cold it was look at us now it's fog it's so so bloody canadian um yeah so
[0:19:19] Trustee Allen: yeah so i'm just hoping maybe we could go to our community and get um you know what would they like
[0:19:24] Trustee Allen: to have see as a webinar there might be some steam going on a common thread throughout their other
[0:19:29] Trustee Allen: island so maybe come back to staff by our next meeting or something that's just what i'm thinking

[0:19:43] Voice 12: just going to move it down to the suggestions we just suggested a variety of um webinar topics
[0:19:49] Voice 12: mostly because actually trustee allen during your meeting during february i recorded it because i
[0:19:54] Voice 12: had kovitz i wasn't able to attend but you had suggested um to come up with some topics maybe
[0:19:59] Voice 12: be sort of like linking to the living in the trust mailing package and I thought that was a really
[0:20:03] Voice 12: great idea and so I just came up with with Claire a few ideas these of course just suggestions to
[0:20:09] Voice 12: get your guys's brains going and so some of them are linked to the trust area mailing package some
[0:20:14] Voice 12: are not but if none of them really resonated then yeah we can of course here it's just your
[0:20:20] Voice 12: decision so um i was
[0:20:24] Voice 5: just going to circle back to what you said earlier staff nickel about um going
[0:20:31] Voice 5: with um a consultant company for the for the mailing list just out of curiosity what is the
[0:20:39] Voice 5: difference in cost when it comes to the amount of staff hours to create that list and the hours that
[0:20:45] Voice 5: it took to get the mailing out the dollar amount versus what the contractor costs because if it's
[0:20:51] Voice 5: not that much of a difference, then I don't think that this is much of a topic to talk about.
[0:20:57] Voice 5: But if there is a significant cost increase, then perhaps we can have a quick chat about it. I think
[0:21:04] Voice 5: that would be of interest
[0:21:04] Voice 3: to the public at large. Okay, so through
[0:21:16] Voice 12: the chair. So okay, I believe
[0:21:18] Voice 12: I understand your question. So it's you're asking if the land if the data from the consultant is
[0:21:24] Voice 12: going to increase the cost of the product? Is that correct? Can you clarify your question? Sorry.
[0:21:30] Voice 5: Sorry, what I was saying is, how much does it cost the staff to do the mail out versus and gathering all of that information and doing all of that work internally versus going to the contractor.
[0:21:45] Voice 5: So for example, does it cost the staff $1,000 and it costs
[0:21:49] Voice 11: a contractor $1,500, or.
[0:21:53] Voice 11: So, so there's two
[0:21:54] Voice 12: technically there's two contractors so what so what happened is we, we get the, we get the data we get the addresses.
[0:22:02] Voice 12: um from now lan core which usually previously it was our our is team our our information services
[0:22:09] Voice 12: team um and of course i don't know how many hours that that was in regards to them getting the data
[0:22:15] Voice 12: um and then we uh with lan core we they they give us the data for x amount of money um and then
[0:22:25] Voice 12: myself i actually put packages i make sure all the printing products are completed um
[0:22:31] Voice 12: Um, and depending on how many there are, um, we might do it in house.
[0:22:35] Voice 12: Like I might have a, um, uh, um, I might, I might do it in house, not me, but, um, a,
[0:22:43] Voice 12: uh, as in when, um, trust area services supporter, um, she comes into the office and helps us
[0:22:49] Voice 12: occasionally, um, depending on how many packages, if there's only 250 packages, that can be
[0:22:54] Voice 12: a day of work and it's not that much money compared to maybe sending it off to BC, um,
[0:22:59] Voice 12: mailing, which would cost, you know, a grand at least. So I don't have the specific number in
[0:23:07] Voice 12: terms of like, you know, which, what way is cheaper. We estimate that the package is roughly
[0:23:13] Voice 12: like just under $10 per mailing, if that helps. So we've done the math around that.
[0:23:22] Voice 12: But it really depends on how many there are. The plan is to send these packages out every three

[0:44:18] Trustee Fast: And I thought if we could do something about groundwater practice, good practice on islands, then it could fit in, then the two webinars could work together to support each other, as in the big picture and this big strategy and the long term through the freshwater strategy webinar.
[0:44:38] Trustee Fast: webinar and the details of a webinar and how to use the new, maybe it could include how to use
[0:44:48] Trustee Fast: the new mapping and also how to interpret the groundwater mapping that each island has.

[1:30:29] Voice 5: Coastal Douglas fir, the context in which it's being used, and taking a look at whether or not
[1:30:36] Voice 5: it is accurate based on the zonings that are used in Canada and BC which are unique to
[1:30:52] Voice 5: this particular area, as in the zoning classifications that are unique to this area
[1:30:58] Voice 5: and how those terminologies are being used so i'm going to turn this over to i believe it's

[1:32:19] Voice 6: but wanted to provide clarity around what discussion of the biogeoclomatic zone itself
[1:32:25] Voice 6: and also the unique plant communities found within the biogeoclomatic zone here.
[1:32:30] Voice 6: One of the things I have learned through all this is we have a coastal diglossifer zone.
[1:32:34] Voice 6: Typically, I think a coastal diglossifer zone often has subzones within the current coastal
[1:32:40] Voice 6: diglossifer zone for this region is a moist maritime subzone. And essentially they're one
[1:32:47] Voice 6: in the same until they determine a different sub zone there's that opportunity in the future
[1:32:51] Voice 6: but really we're talking about the unique set of plant communities that occur within the coastal
[1:32:55] Voice 6: Douglas fir moist maritime zone which you'll see here generally extends a little bit into
[1:33:02] Voice 6: Washington state southern Vancouver island and a little bit of the sunshine coast yeah on the top
[1:33:08] Voice 6: of page 28 here I've got sort of the definition with a footnote of where you will see that coastal
[1:33:14] Voice 6: Douglas for a moist maritime zone. Yeah so that we pulled it from literature from Bowser to Victoria,
[1:33:20] Voice 6: the Gulf Islands south of Cortez and a narrow strip along the Sunshine Coast near Half Moon Bay.
[1:33:26] Voice 6: So happy to take questions on this recognizing I'm on a learning curve along with all of you

[1:35:00] Voice 13: I sent an email out today stating
[1:35:04] Voice 13: that Coastal Douglas fir forests,
[1:35:06] Voice 13: according to the U.S. Park Service
[1:35:08] Voice 13: are found way down into California.
[1:35:10] Voice 13: um so again you know this message of doom and gloom and you know our forests are in good shape
[1:35:19] Voice 13: here um a huge percentage of our i think 70 percent of salt spring are possibly more in
[1:35:25] Voice 13: contiguous forest cover at this point um other islands similar um you know i'd like to see a
[1:35:32] Voice 13: message of uh something positive and let's state coastal douglas fir forests are found all the way
[1:35:38] Voice 13: down into california and instead of trying to create create some kind of alarmism um and then
[1:35:44] Voice 13: uh using that as a catalyst to get um community members to drive for um strict regulation against
[1:35:50] Voice 13: private property owners um i've got a real problem with uh with um with this idea of of how it's uh
[1:35:59] Voice 13: so endangered here i don't think you know we can get into this some more clearly but um maybe i'll

[1:41:56] Voice 13: reasonability test that uh housing for workers you know workers are part of the unique amenities
[1:42:02] Voice 13: um on the islands here and we need to be looking at that instead of again the doom and gloom um
[1:42:11] Voice 13: I have great, great discomfort seeing this literature in the public, and as well as on, I haven't looked at the website recently in the last few weeks, but I found this literature out in the public on Salt Spring Island.
[1:42:25] Voice 13: It's false, it's misleading, it's driving climate alarmism, and it's creating polarization within our communities.

[1:45:06] Trustee Luckham: peace. And indeed, when you do a search, as was encouraged by Trustee Harris, to find out
[1:45:17] Trustee Luckham: what those definitions are, there are dozens of websites that have nothing to do with the
[1:45:23] Trustee Luckham: Islanders Trust. Certainly many conservancies and many other provincial agencies that also had
[1:45:30] Trustee Luckham: of made the same choices of words that we have. And so certainly we could lead in clarifying
[1:45:37] Trustee Luckham: those choices of words and descriptors. I guess I'm a little reluctant to talk about,
[1:45:46] Trustee Luckham: although it's totally true, right? It's just I want to characterize it right,
[1:45:50] Trustee Luckham: about patting ourselves on the back for doing a good job. Certainly as residents, myself included,
[1:45:57] Trustee Luckham: we steward the lands that we live on, and we try not to do harm where we can, if we're conscious
[1:46:05] Trustee Luckham: and knowledgeable and informed with respect to what that is. And certainly, it's interesting to
[1:46:12] Trustee Luckham: note that the amount of damage or habitat loss is very small. Fair enough. The trouble, however,
[1:46:20] Trustee Luckham: however, is, is that carelessness and lack of knowledge has damaged absolutely small footprints
[1:46:28] Trustee Luckham: of habitat, but every piece of lost habitat is significant. And what we need to do is certainly
[1:46:36] Trustee Luckham: recognize that, I would suggest that recognizing trust residents as good stewards, rather than
[1:46:46] Trustee Luckham: doing a good job because it's almost unconscious if you don't do anything on your land
[1:46:50] Trustee Luckham: other than build a house and don't take out too many trees you know it's certainly it's a good
[1:46:57] Trustee Luckham: job but I wouldn't necessarily think of it as a thoughtful action necessarily but recognizing
[1:47:05] Trustee Luckham: islanders as good stewards but then also wanting to draw people's attention because it's new people
[1:47:12] Trustee Luckham: that often come to the island without sufficient knowledge or information of which you've been
[1:47:18] Trustee Luckham: trying here earlier in today's meeting to improve and that's really great end up removing trees or
[1:47:26] Trustee Luckham: doing work along the shoreline which often affects coastal douglas fir and and so we just want to be
[1:47:34] Trustee Luckham: sure that we're at all times raising awareness of the necessity to do that if we want this place to
[1:47:42] Trustee Luckham: stay the same, particularly in what is undeniably climate change. I'm looking at trees around my
[1:47:50] Trustee Luckham: property here, just standing in my window, that are dying, that were not dying a year ago. And
[1:47:56] Trustee Luckham: that's because of lack of water. So we want to be cautious about how we, because we will be called
[1:48:03] Trustee Luckham: out by others if we think that we're doing this supreme job of preserving and protecting, because
[1:48:11] Trustee Luckham: it's not in all situations and admittedly it might be a small percentage but every little bit counts
[1:48:16] Trustee Luckham: so I just wanted to say that and I may not have done it well but I think it's worthy of saying

[1:55:33] Voice 6: was, I think, to describe the plant communities that occur in this region, right, within the
[1:55:37] Voice 6: coastal Douglas fir moist maritime zone. So there may be different plant communities in the US that
[1:55:42] Voice 6: also have coastal Douglas fir trees, they wouldn't be the same as here. So this is one of the things
[1:55:47] Voice 6: I think if we can arrange an education session, this could all be discussed, but with ecologists
[1:55:51] Voice 6: for whom this is their profession. So at this point, we've brought you what we can. And I think
[1:55:56] Voice 6: one of the things that might help not lead to this sort of muddling of understandings around
[1:56:01] Voice 6: around different types of plant communities,
[1:56:03] Voice 6: we might need to be more specific
[1:56:05] Voice 6: in terms of rather than referencing
[1:56:07] Voice 6: Coastal Douglas fir forests,
[1:56:08] Voice 6: we reference different types of plant communities,
[1:56:11] Voice 6: but that will come with slightly more difficult

Chair Evans indicated that an email from David Dunnison titled “Trust Program Committee -
edits to language regarding the CDF zone” was sent to Trust Programs Committee members late
on May 14, 2023. It was not added to the agenda as a late item and will be provided as a
correspondence item at the next scheduled TPC meeting.
Chair Evans requested staff to review the email and report on it at the next
meeting.

Director Frater spoke to the FUAL items that were in progress, noting that the staff
positions of two policy advisors continue to be vacant which impacts Trust Area Services
ability to respond to a number of action items.
7. BUSINESS - WORK PROGRAM ITEMS
7.1 Stewardship Education Program – Request for Decision (RFD)
Program Coordinator Nicol presented the RFD that sought endorsement and direction
for the Stewardship Education Program. Committee discussion included:
last year’s “Living in the Trust Area” mail-out provided good information but
perhaps too much information and included some duplication and therefore a
review of the material with intention to “streamline” in mind might be of value
a contractor was required to increase the accuracy of the mailing list of new
property owners
possibility of approaching communities to ask for webinar topics
staff and contractor costs to do the mail-out may be on par but staff are unable to
do that because of the way the data is received
long-term residents appreciated the material
possibility that the mail-out simply direct people to the website to find detailed
information rather than directly provide the information

8.3 Coastal Douglas-fir mentions in US National Park Service website – Briefing
Director Frater presented the Briefing and expressed gratitude for support from Heather
Klassen, Research Ecologist, BC Ministry of Forests. Committee discussion included:
what the percentage of forest cover might be in the Trust Area
value of celebrating the success that has been achieved in order to encourage
stewardship rather than emphasizing what has not been achieved
whether the language on the website is misleading, doesn’t support housing for
workers, and is driving climate alarmism
many other agencies (government and conservancies) are using the same words and
phrases as found on the Islands Trust website
every lost piece of habitat is significant and Islands Trust needs to draw the
attention to new residents to the value of habitat
desire to be cautious to proclaim that Islands Trust is doing a terrific job of preserve
and protect mandate as that might result in less enthusiasm for action
staff has been using plain language in order to be accessible by the majority of
residents; a balance between scientific and accessible language is sought in all
website material with a commitment to correcting any inaccuracies identified
8.4 Coastal Douglas-fir Biogeoclimatic Zone Language and Potential Education Session –
Briefing
Director Frater presented the Briefing that provided staff review of language about the
Coastal Douglas-fir biogeoclimatic zone and associated ecosystems and to support a
discussion about a training session for Trust Council. The Director indicated that staff
continue to support the principle of using plain language in all materials so that
statements are scientifically accurate but still readily understandable.
Committee discussion included:
language on page 45, “CDF forests are globally rare, found primarily on BC’s south
coast” can change to “forests within the CDF zone are rare”
provincial experts could address the Committee so that trustees can ask questions

Director Frater introduced the Briefing, indicating that Trust Council requested advice
about how the Kunming-Montreal Global Biodiversity Framework impacts the work of
the Islands Trust. Committee discussion included:
what the current percentages of protected land and of biodiversity for each LTA
might be
it will take some time to review the extensive literature
only a few Canadian local governments have been involved or signed on
whether adopting the framework would bind Islands Trust to additional actions
Dr. Risa Smith of the Islands Trust Conservancy attended the Conference of the
Parties to the Convention on Biological Diversity as a delegate and may be available
to provide a presentation to the Committee
a working group could be formed to review the goals and targets of the protocol
and might be able to provide a map or chart of what is currently protected in the
Trust Area, including areas protected by the Riparian Areas Regulation,
Development Permit Areas, parks, covenants, nature reserves, etc.
