[0:00:10] Trustee Luckham: This is the Executive Committee meeting of June the 14th. I laugh because we're into more than six months of the year now.

[0:00:21] Trustee Luckham: And a pleasure to be here in Coast Salish Territory.

[0:00:26] Trustee Luckham: My name is Peter Luckham. I'm elected on Thetis Island, which is in Penelope and Lackson Territory.

[0:00:31] Trustee Luckham: I like to reflect on the place that I live and the fact that generations of Coast Salish people have lived here for thousands of years with art, culture, practices, of which we are only beginning to fathom the beginnings of, despite having been here for a couple of hundred years.

[0:00:59] Trustee Luckham: um i was privileged to be able to attend a fire chief's convention recently my other hat one of

[0:01:07] Trustee Luckham: the topics of conversation was cultural burning and it was so informative to understand the

[0:01:14] Trustee Luckham: alternate ways of knowing and the knowledge that the knowledge keepers and elders have to this day

[0:01:20] Trustee Luckham: with respect to management of the grasslands and the forests

[0:01:25] Trustee Luckham: and the use of fire to facilitate that way of life and harvesting

[0:01:31] Trustee Luckham: and production of medicines and safety of their own communities.

[0:01:35] Trustee Luckham: And that knowledge is being embraced by the fire service

[0:01:39] Trustee Luckham: with what it calls prescribed burning.

[0:01:42] Trustee Luckham: And indeed, knowledge keepers and First Nations members,

[0:01:47] Trustee Luckham: members, chiefs of fire departments, as well as knowledge holders are participating in that,

[0:01:52] Trustee Luckham: and it's rewarding to be part of that learning. So, indeed, a pleasure and honor to be able to

[0:02:01] Trustee Luckham: live here in Coast Salish Territory. So, I'll just introduce my colleagues here. I see that

[0:02:05] Trustee Luckham: David Mott has joined us. I'll give him a minute to catch his breath, but Toby Elliott on Gabriela.

[0:02:12] Voice 6: morning, everyone. Yes, coming to you from Gabriela Islands, the name of First Nation

[0:02:17] Voice 6: territory um and yeah along with you peter i got to witness some marrying of traditional knowledge

[0:02:26] Voice 6: and science um this i think it was this past weekend gabriela oceans day was celebrated

[0:02:35] Voice 6: um with a partnership between tsunamic first nation um coast marine division and dfo

[0:02:44] Voice 6: and a number of other partners and to our understanding it's the first time that the

[0:02:51] Voice 6: nation has hosted a community event on their reserve land reserve number five which is

[0:02:59] Voice 6: really skirts Degnan Bay and goes out and it's just an incredibly rich area of sea life and

[0:03:08] Voice 6: And so they showed us some of their technology, a remote-operated robot that goes underwater.

[0:03:17] Voice 6: And they're doing work on mapping and tracking underwater life and entering into advocacy in their territorial areas and water.

[0:03:27] Voice 6: So it was such a privilege to witness the communities coming together.

[0:03:32] Voice 6: And I was just, yeah, may there be many more.

[0:03:36] Voice 6: So grateful for that opportunity.

[0:05:16] Trustee Luckham: But of course, it goes without saying, Lori Foster, who's looking after our technology

[0:05:20] Trustee Luckham: and our minutes and our agenda package, amazing work.

[0:05:23] Trustee Luckham: Thank you very much for all that you do.

[0:05:25] Trustee Luckham: So as we go into adopting the agenda session and calling to order, we do have an agenda

[0:05:32] Trustee Luckham: before us.

[0:05:33] Trustee Luckham: I would like to be able to rejig this agenda in order to meet the needs and the opportunity for staff to participate fully in the conference that they're at today.

[0:05:45] Trustee Luckham: I've suggested that in conversation with Russ that we dedicate two hours to the important items that staff,

[0:05:53] Trustee Luckham: staff, Ross particularly, needs to be engaged in the work today.

[0:05:59] Trustee Luckham: And that Director Frater is going to join us when she comes out of an important session

[0:06:03] Trustee Luckham: that she's already in this morning.

[0:06:06] Trustee Luckham: There is an in-camera portion that needs to be included in that portion of the agenda

[0:06:13] Trustee Luckham: while the CAO and Director Frater are here.

[0:06:15] Trustee Luckham: And my suggestion is that we start the in-camera at 10 o'clock sharp.

[0:06:20] Trustee Luckham: And I'm intending to, for the most part, pass over some of the more administrative aspects and the bylaw approval here today, which is fairly straightforward, and focus on the Trust Council meeting preparation and the materials that are there.

[0:06:39] Trustee Luckham: And just ask everybody to be succinct.

[0:06:43] Trustee Luckham: And of course, you know, particularly on the trust meeting, trust council meeting preparation, our role here today is to ensure that the information is complete, and that there's sufficient information for trustees to make decisions on RFDs, and there's sufficient clarity and information on briefings that also allows the council to understand what is going on and being reported out.

[0:07:12] Trustee Luckham: and um you know as you know i have a methodology of going through a section at a time

[0:07:17] Trustee Luckham: and advancing those items to council and i'll follow that practice and then once we've gotten

[0:07:23] Trustee Luckham: through the meeting council preparation um and the in-camera session uh there may be uh perhaps some

[0:07:31] Trustee Luckham: other uh priority issues that need to be discussed at that time um but otherwise we'll just proceed

[0:07:37] Trustee Luckham: through the rest of the materials at a more leisurely pace let's say is that all right

[0:07:41] Trustee Luckham: with my vice chairs okay super thank you so then uh i'll just ask if uh so call the meeting to order

[0:07:49] Trustee Luckham: and with the respect to approving the agenda are there any additional aid item late items other

[0:07:54] Trustee Luckham: than the debt the items that are in the addendum today and i see tim peterson your hands up

[0:10:58] Voice 16: It says in progress, but it's not completed until you've seen it.

[0:11:02] Voice 16: A number of these things are going on your Trust Council agenda package, in your package.

[0:11:07] Voice 16: Item five, you'll want to note, and that is that somewhere between now and September,

[0:11:14] Voice 16: I've done this informally, told the ministry that they can anticipate a version two of the letter that was sent to Minister Kang.

[0:11:23] Voice 16: But you'll see that this is some work.

[0:11:25] Voice 16: that needs to be done for September Trust Council where they will reconsider or consider

[0:11:32] Voice 16: the nature of that letter, either to send it full stop again, amend it in some way

[0:11:38] Voice 16: as they advance this request. This has also gone to the Governance Committee,

[0:11:42] Voice 16: they have not really taken it up fundamentally. And of course, you'll see there's some correspondence

[0:11:49] Voice 16: respondents from a trustee at the end of the package today that speaks to this. So I point

[0:11:55] Voice 16: you to that. Otherwise, I'd respond to questions. Okay. Any questions

[0:12:00] Trustee Luckham: up for the CAO this morning

[0:12:02] Trustee Luckham: on the follow-up action list? No? Okay. Excellent work, Russ. Any questions for any

[0:12:14] Trustee Luckham: much no okay perfect so then i'm going to tick that one off and come back to the other items

[0:12:22] Trustee Luckham: um after we've advanced through some of the other business so indeed i'm going to go all the way

[0:12:27] Trustee Luckham: through now to section seven trust council meeting preparation um this is a real a bit of a mind

[0:12:35] Trustee Luckham: twister this time around there's so many pieces to this puzzle and the order of the trust council

[0:12:42] Trustee Luckham: Council meeting itself and the agenda varies a little bit from the materials which are more

[0:12:46] Trustee Luckham: sequential in our package here today to approve so obviously the the two primary items here are

[0:12:53] Trustee Luckham: the three-day schedule and the draft agenda cover um for the meeting and perhaps I'll just turn to

[0:13:00] Trustee Luckham: the CEO Hudson pillars my practice just to summarize um um what is ahead of us here we've

[0:13:07] Trustee Luckham: obviously seen this a couple of times and this would now be the final version it is so uh this

[0:13:13] Voice 16: is refined and i think at this point the lens you're looking at is is where are um you know

[0:13:20] Voice 16: crunch points are challenging times where um there might be some overlap or something runs over and

[0:13:27] Voice 16: how would we respond um really you can see the theme here is substantially the first time trust

[0:13:33] Voice 16: Council is going to have some collective discussions around the future and their

[0:13:37] Voice 16: perceptions of the trust through the SWOT analysis. We've extended that time period

[0:13:41] Voice 16: since you've last seen this. It's now from 8.30 to 11.30. So it's longer. You'll see that in your

[0:13:49] Voice 16: report, there's some more detail around the SWOT and we can discuss that later. And of course,

[0:13:54] Voice 16: the reconciliation discussions with the ministry. So Wednesday's a big day. There is the possible,

[0:14:00] Voice 16: and there's some reporting around strategic planning I hope is clear to trustees one is

[0:14:07] Voice 16: an overview then there's the SWAT and then there's the discussion of how we're advancing

[0:14:12] Voice 16: the strategic plan so that's reporting here so those are sprinkled throughout this day

[0:14:16] Voice 16: I think that indeed the mid-Wednesday there may be some decisions in terms of extending

[0:14:22] Voice 16: the strategic planning session if it's really rolling Chair Luckman would want to be aware of

[0:14:27] Voice 16: that um the good news is that from a trust area services planning services um administrative

[0:14:33] Voice 16: perspective june is you know there's ongoing work of course all the time but there's not heavy

[0:14:38] Voice 16: reporting out to trust council in those three areas so i think you've got some flexibility

[0:14:44] Voice 16: um otherwise um new business um is at 10 30 on the thursday and of course you have a

[0:14:52] Voice 16: some a slightly smaller delegations um public comment period 1 30 to 2 30 it's about an hour

[0:14:59] Voice 16: because it's an on-island session uh you've seen it a few times i think it's in relatively good

[0:15:04] Voice 16: health um so if you wanted to change something uh let us know now okay

[0:15:10] Trustee Luckham: great so uh notwithstanding

[0:15:14] Trustee Luckham: the content of um the three days and the quarterly meeting agenda um

[0:15:21] Trustee Luckham: which we'll be reviewing individually a little bit shortly here.

[0:15:27] Trustee Luckham: Is there anything with respect to the quarterly meeting or to the three-day schedule

[0:15:31] Trustee Luckham: and the quarterly meeting agenda that you think needs some alteration or some clarity?

[0:15:57] Voice 23: I did get a couple of positive responses, so that's good news.

[0:16:01] Voice 23: And the only other thing I wanted to bring up was that

[0:16:05] Voice 23: in the in the delegation section, it right now on the agenda, it looks like

[0:16:12] Voice 23: the briefing on the disposition of delegations that I sent in is a

[0:16:16] Voice 23: delegation and of course it's it's not a delegation just the way it looks on the agenda at this moment

[0:16:28] Trustee Luckham: uh it is in the delegation seconds and does appear to be a delegation from uh trustee um peterson

[0:17:31] Voice 6: from my email may 27th um so perhaps this got lost in the flurry of agenda package preparation

[0:17:38] Voice 6: um but i had also confirmed that um elder geraldine can

[0:17:47] Voice 6: host a talk at the village of the ancestors of the gabriella museum as an alternative to the

[0:17:54] Voice 6: C2C, so we have two options potentially. C2C Threads is the clothing textile recycling piece

[0:18:05] Voice 6: and I had explored the possibility of there's a new exhibit with petroglyph replicas at the village

[0:18:13] Voice 6: of at the Gabriela Museum and so

[0:18:19] Voice 7: I don't know if that got... Well

[0:18:23] Trustee Luckham: I don't know that that's

[0:18:24] Trustee Luckham: contemplated at this time but ceo hudson pillar you have something to add there so your hand up

[0:18:30] Voice 16: so we've been working fairly hard on developing this agenda at this time

[0:18:36] Voice 16: um a late developing alternative when we've got carpooling arranged and a whole bunch of things

[0:18:42] Voice 16: is maybe it'll work out but that would be a substantial change on the on the approval

[0:18:50] Voice 16: day of the agenda right here. Maybe

[0:18:53] Voice 16: Laurie wants to weigh in on a contemplated

[0:18:59] Voice 16: reorganization of the

[0:19:02] Voice 16: break for lunch on the field trip.

[0:19:09] Voice 28: Committee. I'm aware of the secondary

[0:19:13] Voice 28: option or the other option to go to the museum, and Toby

[0:19:26] Voice 28: and i believe that the two could be um orchestrated quite well either both or one or the

[0:19:34] Voice 28: other because they're only expected to be about 15 minutes and picking up a lunch along the way or

[0:19:40] Voice 28: the option to just stay at the haven and not go that's so that's the um that's what the survey

[0:20:39] Voice 6: working on this for a month and have followed and have confirmation that she can be there

[0:21:11] Trustee Luckham: on the schedule um and then on the agenda um on wednesday um that is listed as uh

[0:21:23] Trustee Luckham: yeah so it's c2c thread so perhaps it should be something else like community

[0:21:31] Trustee Luckham: field trip isn't that field trip that'd be good yeah thank you i think that's what it says on

[0:21:36] Trustee Luckham: the schedule it doesn't say that actually but that's a good thing for it to say oh it does

[0:21:43] Trustee Luckham: say field trip yeah so but then it lists it so maybe just uh leave that out is that okay lori

[0:21:48] Trustee Luckham: can you pull that off absolutely okay great and

[0:21:51] Voice 6: i've seen on other agendas um the the name of

[0:21:55] Voice 6: the person who is offering the territorial acknowledgement so i just wonder if we could add

[0:22:02] Voice 6: um elder geraldine manson to that bullet if it's not too long

[0:22:08] Trustee Luckham: i'm sure that that is possible

[0:22:10] Trustee Luckham: I just would make a remark with respect to, you know, these agendas are kind of a template-ish, right?

[0:22:18] Trustee Luckham: And land acknowledgement, I think, is where we've ended up being because it's, I personally think, and I've been advised this, that it is presumptuous of us to assume that we're going to have a First Nations welcoming onto their territory.

[0:22:34] Trustee Luckham: It's up to them to welcome us if they wish.

[0:22:36] Trustee Luckham: wish. And so that's why we landed on calling this a land acknowledgement. And if we have a guest

[0:22:41] Trustee Luckham: speaker and they welcome us into the territory, then that's a wonderful thing. But it's a

[0:22:47] Trustee Luckham: presumption that we would be welcomed. And that isn't necessarily the case, although it's always

[0:22:53] Trustee Luckham: been the case.

[0:22:55] Voice 5: Sure. Well, I'll look forward to learning more on that. Thanks. Yeah. It's

[0:22:59] Trustee Luckham: something that's evolving and we may get different advice as we move forward. But I am conscious of

[0:26:58] Voice 16: the end um so that we can get a richer analysis um i brought together the uh because it's the

[0:27:06] Voice 16: the FPC subgroupers, the ones who really thought we should move forward with the SWAT now,

[0:27:12] Voice 16: I brought them together and they reflected on it a little bit. So this is where we're at.

[0:27:16] Voice 16: My question to you is, is this coherent and does it make sense to you? And of course,

[0:27:23] Voice 16: as EC members, you'll be supporting us through this three-hour or two- or three-hour process

[0:27:30] Voice 16: process as we try and refine some of this work in three hours to get 26 people to to get there

[0:27:37] Voice 16: it's going to be a challenge but i think it's worth it um it might run over a little bit but

[0:27:42] Voice 16: this will be really the first time people get a chance to really um share with others their view

[0:27:47] Voice 16: of the trust and its future and its challenges and so forth so is there any um there's a general

[0:27:53] Voice 16: question to you do you understand what's being presented on these three pages and does it make

[0:28:15] Trustee Luckham: okay okay so then the next item associated with that is 7.1.9 on page 70 extension of the

[0:28:22] Trustee Luckham: strategic plan and consideration of new strategic planning projects um you know i just note that

[0:28:30] Trustee Luckham: there's two most two recommendations associated with that uh one extending the plan and one

[0:28:36] Trustee Luckham: whether or not there's any new projects and um um over to ucao do you have anything else to add

[0:28:45] Trustee Luckham: to that one i do hopefully

[0:28:47] Voice 16: this report is clear i've bounced back and forth on how to approach

[0:28:50] Voice 16: this. Throughout this Trust Council agenda, you'll see that it's not a tension, but yes,

[0:28:57] Voice 16: we're working in corporate planning, but what are we doing in the meantime? And a month, six weeks

[0:29:03] Voice 16: ago, I was the view that we just put forward five or six projects and Trust Council discusses those

[0:29:08] Voice 16: and agrees, and that's what moves into the budget cycle. But on reflection, I think we would then

[0:29:15] Voice 16: lose some important projects that are already in the strategic plan for want of just being

[0:29:22] Voice 16: focused. So I think the best move until we have a new corporate plan is the extension of the

[0:29:27] Voice 16: current one. That then allows all our council committees over the next three months to six

[0:29:31] Voice 16: months to budget appropriately. And if there's projects the trust council doesn't want to carry

[0:29:35] Voice 16: on with, then they can be halted or they can be augmented by funding, as opposed to having a

[0:29:43] Voice 16: triage of item by item by item for a trust council that really hasn't done visioning and isn't

[0:29:50] Voice 16: prepared to take on a full strategic planning slate. Does that make sense?

[0:29:54] Voice 16: That makes a tremendous

[0:29:56] Trustee Luckham: amount of sense and indeed what you're able to

[0:30:00] Trustee Luckham: say in a verbal presentation is often so for everybody is different than what you can put

[0:30:06] Trustee Luckham: in print. So I'm assuming that you will make an introduction similar to what you've just said

[0:30:11] Trustee Luckham: on this request for decision.

[0:30:13] Voice 16: I will. But of course, we cannot feather the discretion of

[0:30:16] Voice 16: trustees or trust counsel. That's why there's item two. Yeah. So there might be anything that

[0:30:28] Voice 16: get into the business cycle so that's why we're not presuming anything of trust council so it's

[0:30:33] Voice 16: extension of the strategic plan and i just hope that this writing um i did do an overview of five

[0:30:39] Voice 16: or six of the top projects that are underway that are currently in the strategic plan and made a

[0:30:44] Voice 16: little hint about a couple others um the 50th anniversary of the islands trust is coming up

[0:30:48] Voice 16: in june there should probably be some discussion on what that means to the organization and maybe

[0:30:54] Voice 16: enhancing some housing stuff so there we have it sir the uh the intent the strategic plan that you

[0:30:59] Voice 16: see attached as appendix one is up to date so that's the status of the various projects um

[0:31:07] Voice 16: at this time

[0:31:08] Trustee Luckham: excellent um i'm just con uh thinking out loud and it's always a continuous evolution

[0:31:14] Trustee Luckham: here um is that the contrary also exists right where uh council may decide that there's items

[0:31:22] Trustee Luckham: on the strategic plan that we should not proceed further yes and so that would be this would there

[0:31:29] Trustee Luckham: would be an opportunity here if that was the case for the that kind of discussion as well

[0:31:40] Voice 16: trying to do a full strategic strategic planning session in an hour right um keep in mind at our

[0:31:47] Voice 16: last trust council by now we had a whole strategic plan discussed all the issues we had the projects

[0:31:54] Voice 16: associated with them we're not in that place right now um so this this i hope just gets us into the

[0:32:02] Voice 16: moving forward into the upcoming season okay uh elia i

[0:32:10] Voice 6: because when I first joined council, I thought, you know, why not continue with the work on the

[0:32:18] Voice 6: current strategic plan, at least for another year to try to conclude some of these projects. It

[0:32:30] Voice 6: undertake. And this is a good, it's almost like a vector or a filter to see what the new trustees

[0:32:37] Voice 6: want to focus on and what where they see value and where they might like you say choose to leave

[0:32:44] Voice 6: something off so um i totally support this approach i think it's a really great idea and

[0:32:49] Voice 6: thank you for your your thought and the way that you frame this ceo okay

[0:45:41] Trustee Luckham: concerns. And indeed, when bylaws come forward, they are considered by executive committee with

[0:45:46] Trustee Luckham: respect to the policy statement. This appears to be much more specific about potentially,

[0:45:54] Trustee Luckham: you know, asking council to reflect on intervening in that other autonomous government's ability to

[0:46:04] Trustee Luckham: craft their own bylaws. And I would certainly appreciate some advice perhaps from Director

[0:46:09] Trustee Luckham: Director Marler on that second delegation, is that fit in with the context of delegations to

[0:46:20] Trustee Luckham: council or vice chairs, if you have any thoughts associated with that?

[0:46:28] Voice 30: Yeah, if I may. No, I think

[0:46:30] Voice 30: you're right. The, you know, the delegations in your bylaw is supposed to be to things that trust

[0:46:37] Voice 30: council has jurisdiction over. So in this case, the bylaw will come to executive, I guess,

[0:46:44] Voice 30: or approval, it's an LCP amendment. And if the executive decides, you know, against it,

[0:46:51] Voice 30: Boeing could go to council for consideration. So council could potentially get involved,

[0:46:58] Voice 30: but it wouldn't be directly involved. So it's kind of a difficult one, I guess. I'd say that's in a

[0:47:05] Voice 30: a bit of a gray area as to whether you would consider this uh business of council or not

[0:57:23] Voice 16: Because the assumption then becomes, if a trustee comes up with an idea and staff do four hours working on some idea that's not going to fly at trust counsel, we've used a whole bunch of resources.

[0:57:35] Voice 16: on idea that's not supported yet so i think it's okay to have like a non-rfd you know if you want

[0:57:44] Voice 16: to go all the way to an rfd that's fine but if there's a history at the trust of them the trust

[0:57:49] Voice 16: council saying okay great idea let's investigate that by getting some reporting on it and instead

[0:57:54] Voice 16: of saying let's adopt it that would allow for trustees to float an idea have a discussion

[0:58:02] Voice 16: session without a whole bunch of analysis by staff so it's freeing and then developing you know

[0:58:18] Voice 16: in and we haven't got the rhythm um yet so yeah i'm empathetic to the trust the new trustees coming

[0:59:54] Voice 6: going to cost and who's going to do it. So is there a committee that could undertake?

[1:01:00] Trustee Luckham: Um, and so, uh, we need to know what the benefit is versus the amount of energy and effort that's

[1:01:07] Trustee Luckham: necessary to put into things. And, um, and, uh, that includes the discussions as the CAOs happen

[1:01:15] Trustee Luckham: when you, somebody has an idea, how do we get that discussed and get it advanced? You know,

[1:01:20] Trustee Luckham: I would say, and I'm going off track here, I'm sorry. One of the reasons for in-person meetings

[1:01:26] Trustee Luckham: it's because you've got an idea you shop it on the floor outside of the council meeting and

[1:01:32] Trustee Luckham: determine whether or not it's got any interest from trustees and then a number of trustees get

[1:01:37] Trustee Luckham: together and make a proposal that comes forward and so that to some extent need to get needs to

[1:01:42] Trustee Luckham: get developed in a non-administrative way in order to determine whether or not it's something that

[1:01:51] Trustee Luckham: that has interest more broadly.

[1:01:55] Trustee Luckham: Anyway, nonetheless, we've got four items here,

[1:01:58] Trustee Luckham: 7.1 through 7.4, which I think are flushed out enough,

[1:02:04] Trustee Luckham: three of them anyway, it's flushed out enough

[1:22:25] north pender um uh saturn the the ongoing concern about the tree cutting that was taking place by

[1:22:33] highways um is again on the radar and i believe they're looking forward to to having a meeting

[1:22:40] with the ministry of transport representatives um it's the community's quite concerned about that

[1:22:47] um denman um planner chadwick um presented a phenomenal report on housing

[1:22:54] um and the road forward that was a lot of work um compressing decades of information

[1:23:04] Trustee Maude: information that was well received by the community, but part of the Devon process is

[1:23:13] working with the community to explain that it is a process. At points, they would like

[1:23:20] to see some immediate results.

[1:23:24] Trustee Maude: I don't want to talk down and say educate, but Planet Chattel

[1:23:31] was working quite hard to explain that you know we have to do a b and c in order to get d um and

[1:23:38] i think the community at times is struggling with that but she

[1:23:42] Trustee Maude: her her good work is informing the

[1:23:44] Trustee Maude: community um she is phenomenally good working with the public which makes my job a lot easier

[1:23:52] Trustee Maude: um because the public sort of comes in sometimes with some fairly pointed questions and she

[1:23:57] Trustee Maude: manages to answer them fully and succinctly but also personally which really really helps

[1:24:04] um so i'll sort of end with that but um it's been a very very busy couple of weeks thank you

[1:24:12] Trustee Luckham: very good thank you um vice chair elliott thank

[1:24:17] Voice 6: you chair um i've had the privilege of

[1:24:20] Voice 6: chairing two meetings in the interim. The first was Maine's community information meeting

[1:24:29] Voice 6: around the housing options project, followed by their regular LTC meeting on May 27th.

[1:24:38] Voice 6: And again, just following exactly what Trustee Maude just said, Planner Chadwick's presentation

[1:24:46] Voice 6: of the housing options, the potential path for applying for the CMHC fund and folding that all

[1:24:58] Voice 6: into a larger housing project. So it's a continuation of their last four years that

[1:25:04] Voice 6: they've been working on was very well received. There's about, I'd say, 30 members of the public

[1:25:09] Voice 6: who attended. Many of them had already spoken to the needs before and were there to just,

[1:25:15] Voice 6: we were answering questions about the CMHC funding and what might come out of that.

[1:25:21] Voice 6: So, yeah, the LTC had decided to direct staff to prepare an application.

[1:25:27] Voice 6: So that looks like it's the only application for the CMHC Housing Accelerator Fund going from the Islands Trust.

[1:25:36] Voice 6: So if you if folks want to take a look at that report, it's really excellent.

[1:25:41] Voice 6: Oh, sorry. May 29th was the meeting.

[1:25:45] Voice 6: And then Saturday, there was a special community meeting, not community information, but to

[1:25:52] Voice 6: talk about mainly the work plan going forward for South Pender.

[1:25:59] Voice 6: This is the second special meeting to talk about the work plan and sort of set some priorities.

[1:26:05] Voice 6: We received a lot of correspondence from this community and had some discussion about how

[1:26:12] Voice 6: how to manage that and the expectations of for staff administratively to handle correspondence

[1:26:18] Voice 6: post it to the website um and respond to it so it I sort of put a a firm boundary of seven days

[1:26:27] Voice 6: in advance of a meeting is when correspondence can be sent in um lots of people attended I

[1:26:35] Voice 6: I chaired remotely. So this was a trial and having an in-person meeting and trustee Falk

[1:26:43] Voice 6: used his laptop to electronically zoom me in. And it worked quite well. The two trustees were

[1:26:53] Voice 6: in the room and handled, there was some discussion that needed to be managed. So that

[1:26:59] Voice 6: was the only difficult part about chairing remotely um was not being able to handle those

[1:27:04] Voice 6: more challenging moments um yeah

[1:27:09] Voice 7: the results of the the results of that meeting are are a little

[1:27:18] Voice 6: bit of of controversy so um they did elect we're still in a process to understand how to move

[1:27:26] Voice 6: forward with what the trustees want to do and respect the um the need to engage with the

[1:27:33] Voice 6: community on particularly bylaw 122 which has been adopted and the trustees would like to rescind or

[1:27:40] Voice 6: repeal so essentially we'll be going through process to reopen the contents of what that

[1:27:47] Voice 6: bylaw addresses lub amendments um but that's going to be a longer process and we're working with

[1:27:52] Voice 6: planner Stockdale to um to come up with a good process and answer the community concerns it was

[1:27:59] Voice 6: a long meeting uh and again I think chairing remotely that's where it has a disadvantage

[1:28:06] Voice 6: where I couldn't quite manage the room there was some repetition of of comments and so

[1:28:13] Voice 6: at the end of a very long meeting a vote to rescind or repeal a bylaw um it was it was

[1:28:21] Voice 6: without good advice that was probably not the best tactic so still learning and um we're just

[1:28:31] Voice 6: gonna have to work on the legislative pieces to to move things ahead so anyway lots of learning

[1:28:41] Voice 6: with south pender well

[1:28:45] Trustee Luckham: thank you uh chair elliott for sharing that learning opportunities

[1:28:50] Trustee Luckham: Yeah, I would say that, you know, just from my experience that technically, yes, you can chair a meeting from a distance.

[1:28:59] Trustee Luckham: But exactly as you've identified, some of the subtleties of the conversation are difficult to anticipate and then be able to intervene in a meaningful way.

[1:29:11] Trustee Luckham: Sometimes there's nothing like a gavel on a table.

[1:29:14] Trustee Luckham: but i'm not saying that's what was necessary but sometimes a physical presence makes the world a

[1:29:22] Trustee Luckham: difference so understand that completely been in that place um so um thank you for that report

[1:29:29] Trustee Luckham: um so from my own um activity since we last met um really i think all i'm uh seeing here is the

[1:29:42] Trustee Luckham: And our last VC meeting was cancelled. I was away at a fire chief's conference, which is not Islands Trust related, but of course, fire in our communities is always of interest in how local governments can work with their fire services is important as well.

[1:29:57] Trustee Luckham: But my last meeting that I attended...

[1:30:00] Trustee Luckham: attended was Gabriela LTC a week ago tomorrow. And always great meetings. That was actually the

[1:30:08] Trustee Luckham: first electronic meeting we've held since establishing the new local trust committee.

[1:30:16] Trustee Luckham: And some of the items that were discussed, the concerns being raised in the community and by

[1:30:22] Trustee Luckham: trustees is aggregate gravel and sand removal on the island and about trying to facilitate

[1:30:29] Trustee Luckham: facilitate some mechanism to continue to support those activities but for a local use rather than

[1:30:36] Trustee Luckham: an export use which is presently the concern and also wanting to have a regional district protocol

[1:30:44] Trustee Luckham: meetings as come up some reporting out on the elder Cedar danger tree situation there that I

[1:30:53] Trustee Luckham: think you're all aware of and that was a learning that was a learning opportunity and hopefully we

[1:31:00] Trustee Luckham: can avoid repeating some of the events that happened there um what else did i have in my

[1:31:08] Trustee Luckham: notes here um oh there's the shore this most significant thing i think well there was some

[1:31:14] Trustee Luckham: temporary use permits and other things were uh discussed um some were advanced or not

[1:31:20] Trustee Luckham: but shoreline structures and the setbacks is a topic of discussion as a result of some

[1:31:26] Trustee Luckham: bylaw enforcement and um and so it's a matter of trying to determine what the

[1:31:32] Trustee Luckham: right thing to do there is uh we did settle on the fact that uh uh when we're making decisions about

[1:31:40] Trustee Luckham: particularly about uh shoreline impacts that we should be consulting with first nations and so

[1:31:44] Trustee Luckham: So we have, we're making the effort to open up that conversation with the Sanemo First

[1:31:53] Trustee Luckham: Nation regarding some historic impacts on the shorelines that should or shouldn't be

[1:31:59] Trustee Luckham: corrected at this point in time.

[1:32:02] Trustee Luckham: And so that work continues and terrific conversations between Trustee Yates and Trustee Elliott.

[1:32:09] Trustee Luckham: And it's a pleasure for me to be able to facilitate both as best I can.

[1:32:12] Trustee Luckham: glad to be in that community and um so i think that is the crux of it there haven't been any

[1:32:21] Trustee Luckham: other uh associated meetings since then although there was a financial planning committee in in

[1:32:27] Trustee Luckham: the midst of that but um that's uh you're all participating in that as well so you're aware

[1:32:35] Trustee Luckham: aware of that already okay so um if that's all right there's no other conversations there I'll

[1:32:42] Trustee Luckham: just quickly ask um uh trustee Elliott if you have anything to relay to us from the honest

[1:33:19] Voice 6: Agencies and Board Resourcing Office and so it was wonderful to have him sitting in the first

[1:33:25] Voice 6: meeting. I'll just relay a comment that he made several times during the meeting as we were

[1:33:34] Voice 6: talking about referrals to First Nations and seeking engagement. I just want to get the quote

[1:33:41] Voice 6: right. He said, it's not consultation until you come to the leadership table, like our leadership

[1:33:48] Voice 6: table really resonated with me and i've relayed that to an ltc that um subsequently saying you

[1:33:58] Voice 6: know as trustees as elected leaders we can ask to be put on the agenda of leadership councils

[1:34:08] Voice 6: meetings and just present ourselves and and for a face-to-face meeting and so i'm encouraging all

[1:34:14] Voice 6: all the LTCs that I go to passing along that message that we need to go to the First Nations

[1:34:20] Voice 6: leadership tables and just make that connection and start building relationship at that level so

[1:34:26] Voice 6: he offered a wonderful perspective on on although new to the table um on all of our issues um Salt

[1:34:35] Voice 6: Spring Solutions was there as a delegation they presented part of their homes for islanders

[1:34:40] Voice 6: white paper and there'll be more coming out i believe in the fall on that we had a lot of

[1:34:48] Voice 6: discussion on tree management and our policies with regard to danger trees and safety of the

[1:34:55] Voice 6: public in nature reserve so that's an ongoing discussion um finally yes we're working on the

[1:35:04] Voice 6: budget formulation so the ITC is really growing the network of protected areas and so there's

[1:35:12] Voice 6: consequent increases in property management needs and so staff's going to report back to the board

[1:35:20] Voice 6: about options on how to how to address the growing needs of these wonderful protected areas that are

[1:35:28] Voice 6: are being donated and covenants being put on but how do we manage them so that's a continuing

[1:35:34] Voice 6: conversation oh and there is one other appointment to the board actually let me just the crown

[1:35:42] Voice 6: agencies and board resourcing office has appointed charles khan to the itc board beginning august

[1:35:49] Voice 6: August 21st. And so he'll be taking Linda Adams' place, I suppose. He's from Salisbury Island.

[1:35:59] Trustee Luckham: So Linda Adams is stepping down.

[1:36:02] Voice 6: Yes, her term ends in August. I think she's in her second term. And so, yeah, and I believe

[1:36:13] Voice 6: Risa Smith as well is going to be leaving. So we're going to have a fairly new board. And as

[1:36:19] Voice 6: you know we've got an election coming up at the june trust council to fill that empty or the vacant

[1:36:26] Voice 6: trustee position so lots of changes there but staff are extremely confident and help a lot in

[1:36:34] Voice 6: guiding us through the decision making okay

[1:43:59] Trustee Luckham: Ferries and Modi protocols are sort of ongoing business and the other items with Minister

[1:44:04] Trustee Luckham: Kang regarding review of the trust and funding are sort of our new requests.

[1:44:15] Trustee Luckham: So yeah, so is there anything else?

[1:44:18] Trustee Luckham: so maybe david it might be helpful then um to indicate here seeing as i think what you're

[1:44:28] Trustee Luckham: suggesting is we should make some kind of a decision that um i don't think it would be

[1:44:33] Trustee Luckham: unreasonable for us to ask at this time for a meeting with modi regarding uh uh protocol

[1:44:40] Trustee Luckham: protocol agreement on roads and BC ferries, and also meet with Minister Kang regarding

[1:44:49] Trustee Luckham: our interests in a review of the Islands Trust, as well as a discussion on the funding formula.

[2:06:39] Trustee Maude: were under the assumption that we funded it in the past

[2:06:43] Trustee Maude: so we can continue to fund it under the LTC budget.

[2:06:55] Trustee Maude: they'd gone on previous events,

[2:07:00] the way that you were going was inappropriate.

[2:07:23] Trustee Maude: and we'll figure out where the money comes from.

[2:07:28] Trustee Maude: my understanding was through the LTC,

[2:07:31] Trustee Maude: And this wasn't an LTC approved and sponsored event, but what happened is that accounting

[2:07:40] finally caught up to them and said, no, the way that you've been doing it isn't appropriate.

[2:07:48] Trustee Maude: So I just, I hear what everybody's saying is, you know, it's not cool to ask forgiveness

[2:07:55] Trustee Maude: this rather than permission but i don't think that that was the the trail that that led us to

[2:08:02] Trustee Maude: to where we are today it was it was basically what happened in the past um was was inappropriate and

[2:08:09] Trustee Maude: i think everybody's learned their lesson yeah

[2:08:43] Trustee Luckham: decision was made back in september or august to to facilitate this and of course there's been an

[2:08:53] Trustee Luckham: election since and this is we're in a new budget cycle and it's there's a certain messiness to this

[2:08:58] Trustee Luckham: that um we are a local government and i don't understand how we manage to not bump into if it's

[2:09:07] Trustee Luckham: an inappropriate expenditure and you need to find a different mechanism why this request didn't come

[2:09:12] Trustee Luckham: to us much earlier as opposed to now that's the real challenge in all of this and david has your

[2:18:23] Trustee Maude: with the improvement district that the province deemed that to be

[2:18:26] Trustee Maude: the Vancouver province where we spent tens of thousands of dollars on the needs of advertising

[2:18:31] Trustee Maude: and what this provincial legislation allows us as LTCs to prove to pass bylaws to basically

[2:18:42] Trustee Maude: provide alternatives for advertising on a more local basis and I've talked to various planners

[2:18:51] Trustee Maude: and finding managers and it doesn't just seem to be a priority and it doesn't seem to sort of

[2:18:57] be on anybody's real radar to to do something and it seems in discussions that the the the

[2:19:08] people that should be advancing would be executive committee uh requesting that this staff sort of

[2:19:14] make this not necessarily a high priority but a priority item um given that there's financial

[2:19:19] financial implications, both to proponents of projects, but also the

[2:19:24] Trustee Maude: Island's Trust as a whole,

[2:19:25] Trustee Maude: not having to undertake some of this very expensive advertising that may not be in any

[2:19:31] Trustee Maude: way relevant to our constituents.

[2:19:34] Trustee Luckham: Well, thank you, David, for this. I'm quite honestly a little

[2:19:38] Trustee Luckham: confused because David Marler helped me out here. We, I thought, successfully at the Island's Trust

[2:19:47] Trustee Luckham: with the support of UBCM went to the province and said we got to stop this and that we were

[2:19:52] Trustee Luckham: allowed to do electronic uh notification um but perhaps I'm mixing up different legislation um so

[2:20:01] Trustee Luckham: can you help me out there because indeed David is right and I'm in full support of what David said

[2:20:07] Trustee Luckham: said there, David Maude.

[2:20:09] Voice 30: Yeah.

[2:20:11] Voice 30: Yeah, Vice Chair Maude is correct.

[2:20:14] Voice 30: The legislation was amended a year and a half ago in the community charter, so a new section

[2:20:21] Voice 30: was added in 94.1 to 94.4.

[2:20:26] Voice 30: So the way it works now is there's a default notification requirement in the community

[2:20:32] Voice 30: Charter which is linked through the Allen's Trust Act and the Local Government Act for

[2:20:37] Voice 30: things like public hearings and the Community Charter allows local governments to adopt a

[2:20:44] Voice 30: by-law that creates a something else and then there's some rules around how that has to work

[2:20:51] Voice 30: so it's definitely possible to do it's on the radar it just hasn't found its way into anybody's

[2:20:58] Voice 30: work program the I think the approach would be for trust council to adopt a maybe a model

[2:21:09] Voice 30: or policy around what they would like to see I'm not sure one size fits all would work for all the

[2:21:17] Voice 30: islands I think what would work on Salt Spring might not work on Gambier or North Pender or

[2:21:23] Voice 30: in maine for example so we may have to have some flexibility around how local trust communities are

[2:21:30] Voice 30: doing it but of the two one of them could be the island's trust website so that could be in the

[2:21:37] Voice 30: bylaws and then the other one would have to be something else it could be you know a circulating

[2:21:44] Voice 30: paper or some other format and over and above that regardless of what you pick

[2:21:52] Voice 30: there's always a requirement that you post it on the local notice board and that could not be

[2:21:56] Voice 30: one of the two that's kind of like a third standing one that has to be there so there

[2:22:02] Voice 30: could be some work done we just need some direction and again like anything else

[2:22:06] Voice 30: you know how it fits into the work program so yeah no local trust committee has actually come

[2:22:13] Voice 30: forward and asked us to do this yet but that's another approach is one trust committee could do

[2:22:18] Voice 30: it and then we share that with all the other trust committees as well so there's a couple ways it

[2:22:23] Voice 30: could go executive could ask staff to do something take it to council as a model policy and then

[2:22:31] Voice 30: send that out to all the trust committees and ask them to adopt similar bylaws i don't believe

[2:22:37] Voice 30: council can adopt a bylaw it's not a procedural bylaw this is about where things are posted so

[2:22:45] Voice 30: So I'm not sure that council has the authority to adopt a bylaw on behalf of local trust committees for this.

[2:22:54] Trustee Luckham: Okay. So it sounds like then there's a bit of a gap between legislative changes that happened and us implementing that at a LTC level.

[2:23:07] Trustee Luckham: Yeah.

[2:23:07] Voice 30: And there's quite a few local governments that haven't.

[2:23:11] Voice 30: I'm sure.

[2:23:12] Voice 30: Yeah. And there's some that have.

[2:23:14] Voice 30: Okay, for us is doing it for 13 local trust committees so it takes a little bit more work.

[2:23:21] Trustee Luckham: So I realized I get myself into trouble and don't help you with your workload by saying that this is a priority, because it is potentially a top priority that otherwise.

[2:23:31] Trustee Luckham: Otherwise, obviously, what you're saying is that we need to provide you direction to facilitate the development of this work that could then be taken to 13 local trust committees.

[2:23:46] Voice 30: Yeah, exactly. Like I said, I would draft something for you, probably take it through to council and then through there to the local trust committees.

[2:23:54] Voice 30: is okay so

[2:23:56] Trustee Luckham: david uh all that said uh how would you like to proceed on this and vice

[2:24:02] Trustee Luckham: chair elliott or vice chair peterson please chime in if you think you need to but trustee maude how

[2:24:54] Voice 6: double of what was anticipated for two projects solely because of the required advertising at

[2:25:00] Voice 6: 500 an ad so it's ridiculous that we're spending this money and i would definitely support

[2:25:07] Voice 6: um is a model bylaw the way to go

[2:25:11] Voice 7: because or like because each community is going to have

[2:25:18] Voice 7: different

[2:25:19] Voice 6: options for what would be appropriate advertising can we say something broad like

[2:25:26] Voice 6: each ltc at its discretion determines the type of advertising that fits the legislation you know and

[2:25:38] Voice 6: sort of thing i

[2:25:40] Trustee Luckham: think that's what a model by law would facilitate doing because

[2:25:42] Trustee Luckham: otherwise every ltc is going to have to do the work okay

[2:35:33] Trustee Luckham: I like to reflect on the place that I live and the fact that generations of Coast Salish people have lived here for thousands of years with art, culture, practices, of which we are only beginning to fathom the beginnings of, despite having been here for a couple of hundred years.

[2:36:00] Trustee Luckham: um i was privileged to be able to attend a fire chief's convention recently my other hat

[2:36:09] Trustee Luckham: one of the topics of conversation was cultural burning and it was so informative to understand

[2:36:16] Trustee Luckham: the alternate ways of knowing and the knowledge that the knowledge keepers and elders

[2:36:21] Trustee Luckham: have to this day with respect to management of the grasslands and the forests and the use of fire

[2:36:29] Trustee Luckham: to facilitate that way of life and harvesting and production of medicines and safety of their

[2:36:37] Trustee Luckham: own communities and that's that knowledge is being embraced by the fire service

[2:36:42] Trustee Luckham: with it what it calls prescribed burning and indeed knowledge keepers and first nations

[2:36:50] Trustee Luckham: members chiefs of fire departments as well as knowledge holders are participating in that and

[2:36:55] Trustee Luckham: And it's rewarding to be part of that learning.

[2:37:01] Trustee Luckham: So, indeed, a pleasure and honor to be able to live here in Coast Salish Territory.

[2:37:21] Voice 6: um and yeah along with you peter i got to witness some marrying of traditional knowledge and science

[2:37:31] Voice 6: um this i think it was this past weekend gabriela oceans day was celebrated um with a partnership

[2:37:40] Voice 6: between tsunamic first nation um coast marine division and dfo and a number of other partners

[2:37:49] Voice 6: And to our understanding, it's the first time that the nation has hosted a community event on their reserve land, Reserve Number 5, which really skirts Degnan Bay and goes out.

[2:38:06] Voice 6: And it's just an incredibly rich area of sea life.

[2:38:10] Voice 6: And so they showed us some of their technology, a remote-operated robot that goes underwater, and they're doing work on mapping and tracking underwater life and entering into advocacy in their territorial areas and water.

[2:38:30] Voice 6: So it was such a privilege to witness the communities coming together, and I was just, yeah, may there be many more.

[2:38:38] Voice 6: more so grateful for that opportunity thank

[3:02:10] Voice 16: the ones who really thought we should move forward with the SWAT now.

[3:03:55] Voice 16: Throughout this Trust Council agenda, you'll see that, you know, it's not a tension. But

[3:03:59] Voice 16: But yes, we're working in corporate planning, but what are we doing in the meantime?

[3:04:03] Voice 16: And a month, six weeks ago, I was the view that we just put forward five or six projects

[3:04:09] Voice 16: and Trust Council discusses those and agrees, and that's what moves into the budget cycle.

[3:04:15] Voice 16: But on reflection, I think we would then lose some important projects that are already in

[3:04:21] Voice 16: the strategic plan for want of just being focused.

[3:04:25] Voice 16: So I think the best move until we have a new corporate plan is the extension of the current one.

[3:04:30] Voice 16: That then allows all our council committees over the next three months to six months to budget appropriately.

[3:04:36] Voice 16: And if there's projects the trust council doesn't want to carry on with, then they can be halted or they could be augmented by funding.

[3:04:43] Voice 16: As opposed to having a triage of item by item by item for a trust council that really hasn't done visioning

[3:04:51] Voice 16: and isn't prepared to take on a full strategic planning slate.

[3:04:55] Voice 16: Does that make sense?

[3:04:57] Voice 16: That makes a tremendous

[3:04:58] Trustee Luckham: amount of sense.

[3:05:00] Trustee Luckham: And indeed, what you're able to say in a verbal presentation is often,

[3:05:06] Trustee Luckham: so for everybody, is different than what you can put in print.

[3:05:09] Trustee Luckham: So I'm assuming that you will make an introduction similar to what you've just said

[3:05:14] Trustee Luckham: on this request for decision.

[3:05:16] Voice 16: But of course, we cannot feather the discretion of trustees or trust counsel.

[3:05:44] Voice 16: are currently in the strategic plan and made a little hint about a couple others um the 50th

[3:05:49] Voice 16: anniversary of the Allens Trust is coming up in June. There should probably be some discussion

[3:05:54] Voice 16: on what that means to the organization and maybe enhancing some housing stuff. So there we have it,

[3:05:59] Voice 16: sir. The strategic plan that you see attached as Appendix 1 is up to date. So that's the status of

[3:06:07] Voice 16: the various projects at this time. Excellent.

[3:06:16] Trustee Luckham: continuous evolution here um is that the contrary also exists right where uh council may decide

[3:06:23] Trustee Luckham: that there's items on the strategic plan that we should not proceed further yes and so that would

[3:06:31] Trustee Luckham: be it this would there would be an opportunity here if that was the case for the that kind of

[3:06:36] Trustee Luckham: discussion as well absolutely absolutely

[3:06:42] Voice 16: discussion without trying to do a full strategic strategic planning session in an hour right um

[3:06:48] Voice 16: keep in mind at our last trust council by now we had a whole strategic plan discussed all the issues

[3:07:01] Voice 16: um so this this i hope just gets us into the moving forward into the upcoming season okay

[3:07:10] Voice 6: this is excellent. It's funny because when I first joined council, I thought, you know, why not continue with the work on the current strategic plan, at least for another year to try to conclude some of these projects.

[3:07:33] Voice 6: And this is a good, it's almost like a vector or a filter to see what the new trustees want to focus on and where they see value and where they might, like you say, choose to leave something off.

[3:20:48] Trustee Luckham: with respect to the policy statement. This appears to be much more specific about

[3:20:55] Trustee Luckham: about potentially asking council to reflect on intervening

[3:21:02] Trustee Luckham: in that other autonomous government's ability

[3:21:06] Trustee Luckham: to craft their own bylaws.

[3:21:08] Trustee Luckham: And I would certainly appreciate some advice perhaps

[3:32:31] Voice 16: four hours working on some idea that's not going to fly at trust council we've used a whole bunch

[3:32:37] Voice 16: of resources on idea that's not supported yet so i think it's okay to have like a non-rfd you know

[3:32:46] Voice 16: if you want to go all the way to an rfd that's fine but if there's a history at the trust of

[3:32:51] Voice 16: of then the trust council saying, okay, great idea.

[3:32:54] Voice 16: Let's investigate that by getting some reporting on it.

[3:36:23] Trustee Luckham: say and i'm going off track here i'm sorry one of the reasons for in-person meetings is because

[3:36:29] Trustee Luckham: Because you've got an idea, you shop it on the floor outside of the council meeting and determine whether or not it's got any interest from trustees and then a number of trustees get together and make a proposal that comes forward.

[3:36:42] Trustee Luckham: And so that, to some extent, needs to get developed in a non-administrative way in order to determine whether or not it's something that has interest more broadly.

[3:36:57] Trustee Luckham: um anyway nonetheless we've got uh four items here 7.1 through 7.4 which i think are are flushed out

[3:37:05] Trustee Luckham: enough or three three of them anyway it's flushed out enough for uh council to uh run with 7.4

[3:42:46] Voice 16: So this is better than that, and I think that Trust Council will find its wisdom.

[3:43:01] Voice 16: So I feel we're in this in-between place, and I offer that we can certainly accommodate

[3:43:06] Voice 16: this and this discussion from an administrative perspective as it goes forward.
