[0:04:22] Voice 19: We are at the strategic planning session continuation from yesterday morning where we had, I think, was a fantastic working session in breakout groups.

[0:04:38] Voice 19: And thank you, CAO, for facilitating that that way and the staff that helped.

[0:04:44] Voice 19: We had 45 minutes, half an hour to 45 minutes planned for this strategic planning session continuation at this point.

[0:04:52] Voice 19: I think it might be best for us to have our regular break at this point

[0:04:56] Voice 19: and then pick that up after the break and continue for half an hour, 45 minutes.

[0:08:16] Voice 18: Thanks, Sir Luckham.

[0:08:17] Voice 18: So over the course of the last three days, you've noticed a theme,

[0:08:22] Voice 18: and that theme's been represented in a few pieces of work

[0:08:25] Voice 18: and discussions that you've had.

[0:08:27] Voice 18: The first was my report initially that tried to summarize the work

[0:08:31] Voice 18: on the corporate planning process that's underway

[0:08:34] Voice 18: and to contextualize that and to say that there's an interim

[0:08:38] Voice 18: period before that's not only the framework of the new thing but also the discussion of what work

[0:08:45] Voice 18: gets realized by that corporate planning process that is a goal the islands trust has set out for

[0:08:52] Voice 18: itself and it's developed a governance body and they're working on that um you also have the

[0:08:58] Voice 18: executive committee work plan which is is reference is this you also had a swat session which is an

[0:09:06] Voice 18: investment in your long-term thinking around where are we going, what's important to us,

[0:09:11] Voice 18: and now here we are at this moment on page 207. I don't know an easy way to have the conversation

[0:09:18] Voice 18: we're having here. It could be really easy, or we could probably extend this session for a couple

[0:09:23] Voice 18: of days and work through the next six or seven pages. The intention is this. It's that we have

[0:09:31] Voice 18: current affairs underway. We want to reflect that they are reflecting your interests and we're

[0:09:38] Voice 18: beginning on a practical level the budget cycle for the Islands Trust and we know that a substantial

[0:09:45] Voice 18: portion of that budget cycle will be regular business staffing lights on current affairs

[0:09:53] Voice 18: but also there's elements associated with particular initiatives and those are encapsulated

[0:09:58] Voice 18: in your strategic plan so how do we move forward so that we can start to do some of those things

[0:10:03] Voice 18: and the financial planning committee early in the fall um or in between now and then when they meet

[0:10:10] Voice 18: starts to have business cases developed and presented to them that either come up with

[0:10:16] Voice 18: identify new ideas or bring particular focus to then to what the work that's being done on a

[0:10:23] Voice 18: current initiative as such in front of you is a report and that reports you've got a lot you've

[0:10:30] Voice 18: got a number of different issues i offer you this one and that is if you believe um and i've

[0:10:36] Voice 18: summarized on page 208 and 209 some of the key major projects of the islands trust that exists

[0:10:46] Voice 18: within the strategic plan you could say let's continue the street japan you don't even really

[0:10:51] Voice 18: have to do it you could be silent there and we we continue to do that work or you could endorse that

[0:10:56] Voice 18: that idea as is suggested and then either add or subtract from the strategic plan anything you want

[0:11:05] Voice 18: or if you have new initiatives that you feel are important to get on the table now before we adopt

[0:11:11] Voice 18: a corporate planning process to work on this coming year you would identify those that's

[0:11:18] Voice 18: really where we're at i've updated the strategic plan and it's um and given you some some insights

[0:11:25] Voice 18: to where those projects are and that's on page 211 and forward and um i hope that you consider um

[0:11:35] Voice 18: looking at this proposal as one avenue to maintain business at the allen's trust and appreciate that

[0:11:43] Voice 18: it's not going to be a clean cut and a clean start we're going to be doing some overlap

[0:11:47] Voice 18: lap. As we establish a new corporate process or whatever that ends up being, how are we taking

[0:11:55] Voice 18: this work and folding it in? And really, that's where we are. So I'd respond to any of your

[0:12:00] Voice 18: questions right now, whether you think this is the appropriate approach. But I anticipate one

[0:12:06] Voice 18: question, and that is, what's going to happen tomorrow if we pass these things? And it would be

[0:12:13] Voice 18: that each of the council committees would receive business cases associated with the appropriate

[0:12:19] Voice 18: work that's in the strategic plan that needs to be finished. Those council committees, and some

[0:12:23] Voice 18: of them have already started doing this, would request business cases. They would approve those,

[0:12:28] Voice 18: let's take housing or water or anything else. So this isn't you saying we go forward with all of

[0:12:34] Voice 18: these things. There's still oversight associated with each committee will sit and go, this is

[0:12:39] Voice 18: reasonable for this year this isn't we want to go at this level or not we need more information on

[0:12:45] Voice 18: this topic or or whatever the case may be each of each of those institutions will do that and

[0:12:52] Voice 18: they'll begin the funnel process through fpc so that we're arriving in december with um

[0:13:00] Voice 18: some certainty on what we're going to this is work that's going to be started

[0:13:03] Voice 18: next march and that's the process that we're undertaking you can amend it

[0:13:10] Voice 18: as we go forward but if i was you i wouldn't amend it significantly in december unless i was really

[0:13:15] Voice 18: confident about the business case or you would amend something without a business case such that

[0:13:21] Voice 18: we would fund 2024-25 got it just got the thumbs up how was that for a little introduction that's

[0:13:33] Voice 19: good so thank you sierra um that's good and so we have an rfd here in fact which essentially

[0:13:42] Voice 19: essentially summarizes the points that you've made, extend the strategic plan, add or remove

[0:13:48] Voice 19: items as you see fit. So what I want to know for sure is that does Trust Council understand the

[0:13:54] Voice 19: process that the CEO has presented to us and suggestions about how we would move forward?

[0:14:02] Voice 19: And then what would you like to do? So on the process of moving forward, do we understand?

[0:14:20] Voice 6: Thank you so much.

[0:14:22] Voice 6: What I'm not certain of is on page 208, the new or updated projects, the two that are listed there seem important to me.

[0:14:36] Voice 6: So, if we make a motion to extend the strategic plan, can we also include those new or updated projects?

[0:15:02] Voice 18: Yes. I didn't want to be so presumptive to come up with a bunch of ideas for you, but because I'm in the unique position of hearing from different bodies that aren't necessarily speaking to each other, I offer you what's on page 208.

[0:15:17] Voice 18: There's a couple initiatives that may need some more work or some refinement that particularly expresses this trust council's interest.

[0:15:27] Voice 18: So, yes, you would pass motion one.

[0:15:30] Voice 18: And then the second motion would be something like and to include anything you want to say with respect to the housing matter or anything else.

[0:15:43] Voice 18: Or the second item.

[0:15:45] Voice 18: You might not think those are of value, or you might have another initiative that you're particularly interested in, but you would just amend that, and then I would go and reflect on what resources we have to bring to that table, and I'd start bringing that back to FPC and the various committees.

[0:16:07] Trustee Evans: you. I'd like to add to the new projects for Trust Council consideration, the corporate plan process project that's going to require a fair amount of staff time and resources in order to complete it.

[0:16:21] Trustee Evans: And I think that that should be a priority for this term. So I'd like to have that added.

[0:16:28] Voice 19: Okay. So maybe what we'll get is some suggestions or recommendations from trustees, and then somebody ultimately needs to make a motion that would include those.

[0:16:36] Voice 19: It may be better to do them one at a time because there may be debate on the merits of one or the other.

[0:16:42] Voice 19: And so I'm just going to leave that guidance with you.

[0:16:47] Voice 19: And I'm going to go to the raid. Do you want to make a motion at this time?

[0:16:54] Trustee Evans: Sorry, I meant to also say we should also look at the amount of work that is suggested in here,

[0:17:00] Trustee Evans: because I know staff have been highly overloaded.

[0:17:02] Trustee Evans: perhaps we can actually trim some of this down so that we can focus our efforts as well,

[0:17:08] Trustee Evans: rather than just moving everything forward.

[0:17:10] Trustee Evans: Perhaps we can take a look at priorities.

[0:17:13] Voice 19: Given the time limitations we have, CEO, what would your recommendations be there?

[0:17:20] Voice 18: If there's something obvious that you have unanimity on or you can get to a vote on, sure.

[0:17:26] Voice 18: But I think you can rely on your council committees also to be the fine scalpel around

[0:17:32] Voice 18: around, if there's ten projects in here and four of them have a heartbeat and a

[0:17:37] Voice 18: couple are in the middle, that they can do that work for you.

[0:17:53] Voice 5: The implementation of the corporate planning

[0:17:57] Voice 5: process is highly important.

[0:18:00] Voice 5: Everything else should really, you know, follow from that.

[0:18:04] Voice 5: But just to be clear, this is, if we approve this,

[0:18:10] Voice 5: it is so that preparations for the budget submissions

[0:18:17] Voice 5: will include these items, and then in September

[0:18:23] Voice 5: and through the normal budget process, the thing will be filtered or changed.

[0:18:28] Voice 5: Am I correct in saying that?

[0:18:30] Voice 18: And I

[0:18:31] Voice 5: have a second thing as well, yeah.

[0:18:34] Voice 18: Yes, you're exactly right.

[0:18:36] Voice 18: And I put my mind to if there is nothing from Trust Council,

[0:18:43] Voice 18: When we have on, like the policy statement,

[0:18:46] Voice 18: we've spent X amount of money over a number of years,

[0:18:48] Voice 18: there is still work that's planned.

[0:18:51] Voice 18: Would staff, without some assent from Trust Council,

[0:18:55] Voice 18: continue bringing work back to you?

[0:18:58] Voice 18: This is a means of continuing that piece.

[0:19:02] Voice 18: So, yes.

[0:19:06] Voice 5: My follow-up to that is reflecting what you said,

[0:19:10] Voice 5: which is I think my experience is that, you know,

[0:19:14] Voice 5: at regional planning, staff proposed what they would begin

[0:19:20] Voice 5: to make a budget request for.

[0:19:24] Voice 5: Excuse the grammar, but anyway.

[0:19:25] Voice 5: um and so so indeed the the committees are dealing with moving those things along because those items

[0:19:34] Voice 5: were assigned to the different committees so i don't know if we really need this to be honest

[0:19:42] Voice 5: to be as specific as it is you know should we just say that the committees will continue to

[0:19:49] Voice 5: to deal with the activities they were assigned or took on

[0:19:54] Voice 5: and manage them through that process

[0:19:56] Voice 5: until in September the strategies change or get reaffirmed,

[0:20:02] Voice 5: other than the corporate planning, which is brand new.

[0:20:12] Voice 19: is that your perception of the process?

[0:20:16] Voice 18: I think we might end up in the same place that way.

[0:20:19] Voice 18: way if you're asking for my administrative preference yes it's not it's the wild west and

[0:20:25] Voice 18: all the committees would independently sort of slowly it would be generally trust council going

[0:20:31] Voice 18: endorsing yes a direction and then the committee's fulfilling those obligations that makes my life

[0:20:37] Voice 18: easier

[0:20:37] Voice 19: out of the work that we would do today yeah the motion that would come forward thank

[0:21:02] Voice 3: appreciate the complexity of what we're trying to do

[0:21:04] Voice 3: and to keep things moving, and I know you asked,

[0:21:08] Voice 3: do we understand the process and what's being done here?

[0:21:10] Voice 3: Each of these things are large bodies of work

[0:21:13] Voice 3: that are identified here.

[0:21:14] Voice 3: and my concern is we've got our land use planning continues and a lot of these things

[0:21:25] Voice 3: influence our decisions that were being made every day and perhaps some form of filter or

[0:21:33] Voice 3: indication from this body that you know prioritizing the the bits and pieces within

[0:21:39] Voice 3: in these larger bodies of work that are that are needed imminently uh for example i look i look at

[0:21:47] Voice 3: the the reconciliation piece here this is all huge and you know we had the the conversation we had

[0:21:53] Voice 3: yesterday but what's missing from these list of bullets is we're making decisions today and what

[0:21:59] Voice 3: the the city of nanaimo says well they're they're coming to that point where expectations may be

[0:22:05] Voice 3: not meeting with what we're doing. We're there, at least on Salt Spring. We're at that point

[0:22:09] Voice 3: today. And so we need something that helps us. Negotiating protocol agreements with 13 nations

[0:22:19] Voice 3: is not going to happen even this term. It will get there, but I'd be surprised it'll happen this

[0:22:25] Voice 3: term. But we need some guidance now as to the threshold of decision-making and support of the

[0:22:33] Voice 3: decision-making so i think if there was some form of filter for these bigger projects that

[0:22:39] Voice 3: prioritize things that relate directly to our our land use planning um

[0:22:48] Voice 3: responsibilities uh and facilitate that that that would be a good clear direction to give

[0:22:55] Voice 3: um housing i'm concerned like the current uh strategic plan really focused on affordable

[0:23:02] Voice 3: affordable housing. That's where we ended up. I'll remind you that Trustee Colburn and I did

[0:23:06] Voice 3: try to broaden that and talk about housing in a broader perspective, that housing is what is

[0:23:11] Voice 3: built in our islands and that the housing is what causes environmental impacts and other things.

[0:23:18] Voice 3: And I'm concerned that we're loading on more only in reference to affordable housing,

[0:23:26] Voice 3: like land suitability. Where is it suitable for affordable housing while we continue to build

[0:23:31] Voice 3: un-affordable housing in unsuitable locations um you know so i want to make sure that we are

[0:23:36] Voice 3: looking when we're creating these tools we're not just loading that onto oh that's an affordable

[0:23:41] Voice 3: housing or middle housing addition we need to be looking truly at it in terms of where is it

[0:23:48] Voice 3: appropriate for any housing to be built not just affordable housing so i just want to catch that

[0:23:54] Voice 3: nuance because that's that's very important to me um but i i would suggest some form of a filter

[0:24:00] Voice 3: filter on these bigger ones related to our

[0:24:04] Voice 8: land use core um

[0:24:08] Voice 19: thank you trustee Patrick so um I'm

[0:24:14] Voice 19: not sure how we would provide a filter on uh direction out of today's conversation CEO

[0:24:31] Voice 18: developed that particular emphasis be placed on their land use um practical land use planning

[0:24:37] Voice 18: applicability and if there is if i looked at the first nations reconciliation work there's some

[0:24:43] Voice 18: work that's um ongoing um but that would help it wouldn't prioritize across the board everything

[0:24:52] Voice 18: because everything that every question doesn't get an answer or that answer doesn't have the

[0:24:57] Voice 18: same question i think you know what i mean um but we could use that as a a

[0:25:03] Voice 7: gradient to direct

[0:26:38] Voice 21: subscription it that's how we get to having all these projects that we rally around and budget for

[0:26:47] Voice 21: but have no hope of getting done and i would have thought that we would try to on on because

[0:26:53] Voice 21: Because it's a transitional period, we would try to address that problem

[0:27:32] Voice 21: plan so it can serve as that kind of practical interim guidance and where i'm coming from from

[0:27:38] Voice 21: this is basically we need to peel stuff out so we don't end up in the same position as we did this

[0:27:44] Voice 21: year with respect to the budget we go through the exercise of approving funding for these projects

[0:27:53] Voice 21: been authorized uh and strategic goals have been authorized by trust council

[0:28:01] Voice 21: but they have no hope of getting done so we end up with these five hundred thousand dollar plus

[0:28:06] Voice 21: surpluses there's a working effect here our our budgets are not transparent they're opaque

[0:28:13] Voice 21: claim in our budgets to be saying, we need this money to do all this other work. But

[0:28:21] Voice 21: a good third of that work, there is no realistic hope of it getting done. We know ahead of time

[0:28:27] Voice 21: it's not going to get done. We're oversubscribing staff resources, and we're putting money beside

[0:28:33] Voice 21: that. That's how we end up with these surpluses. So I would have appreciated an opportunity for

[0:28:41] Voice 21: Trust Council get its head together to discuss about, look, you know, on an interim basis,

[0:28:46] Voice 21: until we get down to a really disciplined corporate planning process, what can we trim

[0:28:50] Voice 21: out of the strategic plan so that we can get to the point where whatever business plans that do

[0:28:54] Voice 21: come to FPC, we end up at the end of the day with a kind of a net balance between work that's

[0:29:01] Voice 21: approved and the resources that are available. Now, the point that's made by some other trustees

[0:29:06] Voice 21: here that one of the amendments that ought to be in there ought to be the corporate planning

[0:29:11] Voice 21: initiative and that makes from it i mean if there's anything that we're doing that's strategic

[0:35:30] Trustee Elliott: climate change was basically unplanned and sort of left at the at the end it's it's still an

[0:35:36] Trustee Elliott: important bucket um but my thought was at the very beginning was wow that was a really ambitious

[0:35:42] Trustee Elliott: strategic plan everybody admitted it when i asked current trust or sitting trustees what are your

[0:35:49] Trustee Elliott: impressions of last trust council what do i need to know coming in they said we had a really

[0:35:53] Trustee Elliott: ambitious strategic plan there's a lot in there and i was like so in november i was like why don't

[0:35:59] Trustee Elliott: we continue on with that plan and use it as an opportunity for incoming trustees to learn about

[0:36:05] Trustee Elliott: about the work. We're all in this together. The previous group of trustees are just as invested

[0:36:13] Trustee Elliott: in this work as we are all here today. They foresaw that these were going to be the four or

[0:36:20] Trustee Elliott: five important areas that we need to cover, including governance. This is not mysterious

[0:36:25] Trustee Elliott: work. Anyone who's been following Trust Council would see that it's been progressing at different

[0:36:31] Trustee Elliott: rates halted by COVID. That was a big factor. And so continuing on to me seems like just a very

[0:36:39] Trustee Elliott: efficient, the decisions have already been made. And my second point and last one is that trimming

[0:36:46] Trustee Elliott: or editing is as much a decision as adding. And we don't have time for that today. There isn't time.

[0:36:55] Trustee Elliott: This was a compromise. We don't have time for a large strategic planning process that involves everybody's ideas. We get them all on the table. We vet them through. That's coming next year.

[0:37:07] Trustee Elliott: It was thought that as we respect the process of this corporate plan and how it's going to shape us going forward, we still need to continue on some work. We still need to have direction, and that's going to be at the discretion of committees.

[0:37:19] Trustee Elliott: So, I'm confident in this approach. I would just suggest that we take this as a learning opportunity for what the work is, and half of it's already been done. I don't think we're going to be spending our over-under. It's quite a simple approach, and I endorse it.

[1:43:28] Voice 18: costs have gone up and even from the end of last term there's direction by trust council to look

[1:43:34] Voice 18: at options we've been aggressively doing that we applied to undertake conversations with the

[1:43:41] Voice 18: The Municipal Insurance Agency, who's the agency that provides insurance to all local governments,

[1:43:46] Voice 18: we are not part of that group, so we're on the open market.

[1:43:51] Voice 18: They are amenable to that situation, and sometime in the new year, they'll think that through.

[1:43:56] Voice 18: We got some actuarial analysis that was provided that says that, hey, we might be a good candidate.

[1:44:04] Voice 18: So they'll think that through, and we'll see where we go.

[1:44:07] Voice 18: So I have heard at this table and others, and this would be a good time, around what

[1:44:12] Voice 18: would self-insurance look like?

[1:44:14] Voice 18: And because we have sort of three options in front of us, our continuing open market

[1:44:19] Voice 18: insurance considerations, joining the MIA and whatever shelter they can provide the

[1:44:25] Voice 18: Islands Trust and benefits, or self-insurance, we're going to have answers for two out of

[1:44:30] Voice 18: those three.

[1:44:30] Voice 18: I just thought that if you simply directed me to investigate the possibilities associated

[1:44:36] Voice 18: with self-insurance that served that simply now I know that that might not go that way and that's

[1:50:40] Voice 19: time of the thing and that's something also that we are cognizant of having to manage so appreciate

[1:55:35] Voice 19: And of course, assuming that many of you know, there's a lot of movement afoot associated with the Port Vancouver Port Authority taking responsibility for that.

[1:55:47] Voice 19: And there's been some interesting measures just recently.

[1:55:50] Voice 19: In fact, there was an email just yesterday, Claire, I don't know if you saw that.

[1:55:53] Voice 19: You're going to speak to that.

[1:55:54] Voice 19: There was an email just yesterday about consulting with community.

[1:55:59] Voice 19: I'm just trying to reflect on that with respect to those anchorages.

[1:56:12] Voice 19: But the fact that there is plan and there is movement, and I think in this most recent email, they've recognized the noise and the environmental impacts of the vessels coming and going.
