[0:02:45] Trustee Elliott: discuss business um so with that we'll call the meeting to order and um the agenda is there any
[0:02:55] Trustee Elliott: items to be added i know trustee luckham you had a late item of correspondence you wanted added

[0:03:04] Trustee Luckham: uh thank you um yeah we received a letter on the weekend from the
[0:03:07] Trustee Luckham: the Theta Silent Ratepayers Association, President Wendy Hinsberger,
[0:03:14] Trustee Luckham: and would like to receive that as correspondence late for the agenda.
[0:03:18] Trustee Luckham: It's pertinent to the date.
[0:03:20] Trustee Luckham: And the other item I'd like to add is a request of the new business,
[0:03:26] Trustee Luckham: request the LTC to cover expenses for a trip to Vancouver
[0:03:32] Trustee Luckham: to attend the court hearing of the uh lot 88 okay

[0:03:42] Trustee Elliott: expenses related to um pilkey road court hearing yeah

[0:03:55] Trustee Luckham: here not attending the meeting um i think it's important that someone be there and um that
[0:04:01] Trustee Luckham: that subsequently that may interrupt my availability depending upon when they get to

[0:05:07] Trustee Elliott: you're wanting to talk about yeah okay so we'll um adopt the agenda as amended uh by general consent

[0:05:35] Voice 3: about the lot 88 uh court thing and uh obviously i don't have any answers at present so that's an
[0:05:42] Voice 3: ongoing issue um also as mentioned i will be at the free advisory committee meeting later today
[0:05:50] Voice 3: uh we're discussing the refit cuper and we're getting the coloqui and i think they're trying to
[0:06:00] Voice 3: manage that with some dedicated runs so we're trying to figure out a schedule for that
[0:06:05] Voice 3: and um pretty
[0:06:07] Voice 8: much it thank you excellent uh trustee luckham are you
[0:06:15] Trustee Elliott: uh able to give a bit
[0:06:17] Trustee Elliott: of a report yeah
[0:06:19] Trustee Luckham: i'm here um well there's all kinds of things going on all the time um certainly
[0:06:25] Trustee Luckham: lot 88 continues to be of interest to everybody um it is uh for those that haven't noticed it's
[0:06:32] Trustee Luckham: significant to note that now several months after the consultation with bc ferries uh regarding the
[0:06:40] Trustee Luckham: the beach access adjacent to the ferry terminal,
[0:06:44] Trustee Luckham: which traverses over buried remains of the Penelakut Nation,
[0:06:50] Trustee Luckham: a fence has gone up and that's good.
[0:06:55] Trustee Luckham: What's a little problematic, I think, is that there's no sign.
[0:06:59] Trustee Luckham: There was intended to be a sign that was going to be created
[0:07:03] Trustee Luckham: in consultation with the Penelakut.
[0:07:05] Trustee Luckham: And so that's a question that's out there.
[0:07:09] Trustee Luckham: there and um yeah council was last week and uh i know trustee elliot you'll probably report on that
[0:07:17] Trustee Luckham: um but uh a pleasure to be on cedars island in the summer that's it for me thank you trustee
[0:07:27] Trustee Elliott: um yes indeed uh trust council um we were very pleased to host on gabriela island last week
[0:07:35] Trustee Elliott: uh tuesday wednesday and thursday i think approximately 18 20 trustees were in attendance
[0:07:42] Trustee Elliott: and some zoomed in um and it was really it was i felt a very lovely uh time of connecting and
[0:07:51] Trustee Elliott: perhaps the the smaller group there was a less packed agenda than usual um so it was a it was
[0:07:58] Trustee Elliott: a really good time of connection for trustees we had a few field trips um unfortunately the one
[0:08:04] Trustee Elliott: One planned for the village of the Sennemach ancestors at the museum was unhosted because Elder Geraldine Manson couldn't make it at the last minute.
[0:08:16] Trustee Elliott: But there was a trip to the Sea to Sea, which is a clothing recycling project with quite ambitious goals and some serious funding.
[0:08:31] Trustee Elliott: um so the a few trustees went to see that and i was really amazed at the presentation i had no
[0:08:38] Trustee Elliott: idea that the fashion industry is the second largest um polluter by industry in the world
[0:08:46] Trustee Elliott: and contributor to greenhouse gas emissions so considering how we um use clothing and and turn
[0:08:53] Trustee Elliott: what is a waste product into uh into usable materials is significant um what else the
[0:09:02] Trustee Elliott: trust council we did a really fun breakout group of breakout sessions uh to consider the strengths
[0:09:11] Trustee Elliott: weaknesses opportunities and threats or challenges facing the islands trust area so that was a really
[0:09:18] Trustee Elliott: creative discussion that um spurred a lot of analysis of how how do we approach um sort of
[0:09:25] Trustee Elliott: threats or challenges with uh what we have in our arsenal of strengths uh and how do we counter
[0:09:31] Trustee Elliott: weaknesses as a body so i thought that was a really well run um exercise and staff did a
[0:09:39] Trustee Elliott: great job supporting us there and we also um basically decided to continue our strategic plan
[0:09:47] Trustee Elliott: from the last four years the current strategic plan that we're running on as an interim for the
[0:09:55] Trustee Elliott: next year with the addition of the corporate planning process as a priority and sort of a
[0:10:02] Trustee Elliott: focus on projects that have to do with land use planning rather than advocacy I believe so this
[0:10:09] Trustee Elliott: is sort of to as an interim step to get us to a broader strategic or more deep strategic planning
[0:10:16] Trustee Elliott: process in the next year that would follow along the developing corporate plan for the
[0:10:22] Trustee Elliott: whole islands trust so lots of different fluid um things at play um but yes play there was play time
[0:10:31] Trustee Elliott: trustees went on field trips we had a great time and so i honestly the value of an in-person trust
[0:10:38] Trustee Elliott: council meeting proved itself to me so i wanted to thank my my uh fellow co-co-trustee susan yates
[0:10:46] Trustee Elliott: for putting that idea forward um I think it makes us stronger as a council so um yeah that's about
[0:10:53] Trustee Elliott: it for me other than I do sit on regional planning committee and um on the housing working group um
[0:11:02] Trustee Elliott: and so we have seen a draft that the auxiliary planner Jason Yeomans and um uh regional planning
[0:11:11] Trustee Elliott: team member, Nerissa Chadwick, have been working on, on housing, sort of housing solutions as a
[0:11:19] Trustee Elliott: toolkit that LTCs can draw from. And really what they're doing is creating this entire compendium
[0:11:26] Trustee Elliott: of all the different approaches that are being, have been tried or tested in the different LTCs
[0:11:33] Trustee Elliott: across the islands trust area and um 13 different tools that an ltc might draw from or use and
[0:11:44] Trustee Elliott: frameworks and templates and all these things that avoid the duplication of work that
[0:11:50] Trustee Elliott: that seems to be happening we all want to see housing challenges addressed in our ltcs
[0:11:57] Trustee Elliott: that the issues are not that uncommon it's how do we build where do we put them what is the
[0:12:04] Trustee Elliott: suitable land and how do we create those solutions with partners so that's a very ambitious and i
[0:12:11] Trustee Elliott: think a valuable piece of work that i'd like to see replicated um in other areas so i can speak
[0:12:18] Trustee Elliott: to some housing things when we get to that discussion but it's it's uh coming soon our
[0:12:23] Trustee Elliott: regional planning committee meeting i think where we'll all see this together is end of july so
[0:12:29] Trustee Elliott: anyway that's it for me um let's move into public comments um i don't unless the electoral area

[0:15:03] Trustee Elliott: been completed I do I'm starting to appreciate how the the work shapes up so it's been a learning
[0:15:09] Trustee Elliott: curve for me anyways so we'll see if that receive that for information there are no applications or
[0:15:14] Trustee Elliott: referrals so I'll move into our local trust committee projects so on page 15 item 8.1 the
[0:15:24] Trustee Elliott: OCP LUB marine areas review project we have a project charter with the staff report
[0:15:33] Trustee Elliott: assuming everybody's had a chance to look at that um it seems pretty straightforward to me um
[0:15:42] Trustee Elliott: Marlis Plano-McCarver did you want to take us through this yeah I can thanks good morning
[0:15:49] Planner McCargar: everyone. I can give a brief kind of overview. So at the last or at the April meeting the LTC
[0:15:57] Planner McCargar: set the unzoned marine area review project as their minor project for this fiscal year
[0:16:02] Planner McCargar: and just a bit of background in 2020 this project was placed on the future projects list due to a
[0:16:10] Planner McCargar: rezoning application that came before the LTC. The rezoning application highlighted the gap in the
[0:16:15] Planner McCargar: the area of bylaw application between the Thetis Island and the associated islands bylaws.
[0:16:22] Planner McCargar: In this marine area, no Thetis or associated islands regulatory bylaws apply and the Thetis
[0:16:29] Planner McCargar: LTC cannot regulate it.
[0:16:31] Planner McCargar: The area is currently subject to the policies of the Islands Trust Policy Statement.
[0:16:36] Planner McCargar: And if you flip to page 20, there is a map there that just highlighted in yellow shows
[0:16:44] Planner McCargar: the area that is outside the Thetis Island bylaws. So with that information
[0:16:58] Planner McCargar: staff was directed to prepare this project charter and this is the first time that the LTC
[0:17:05] Planner McCargar: is having a look at the project charter so staff is just seeking some direction from the LTC in
[0:17:12] Planner McCargar: order to initiate work. Confirm that the subject marine area is located adjacent to Scott and
[0:17:20] Planner McCargar: Damon Islands. So looking at that yellow highlighted area on the map on page 20 and
[0:17:26] Planner McCargar: just confirming that that is in fact the area that the LTC would like to be included in the
[0:17:34] Planner McCargar: the associated islands bylaw, confirm that the project charter accurately reflects the LTC's
[0:17:43] Planner McCargar: intentions for the project, which would include bylaw drafting and legislative review, and then
[0:17:49] Planner McCargar: confirm what stage or stages that the advisory planning commission, the APC, may be involved
[0:17:55] Planner McCargar: in reviewing the draft bylaws. So, you know, perhaps the LTC can just have a look through
[0:18:03] Planner McCargar: the project charter and just really staff just looking for confirmation that this is in fact
[0:18:11] Planner McCargar: the scope and deliverables that the LTC intended and if there's any changes to let us know and
[0:18:19] Planner McCargar: then hopefully endorse the project charter today.

[0:19:11] Trustee Luckham: This is an at-risk situation in the CDIS LTC.
[0:19:16] Trustee Luckham: The project charter looked fine.
[0:19:19] Trustee Luckham: It looks like it's achievable in a short period of time.
[0:19:22] Trustee Luckham: So I'm very pleased to see it.
[0:19:23] Trustee Luckham: Let's get on it.

[0:19:28] Trustee Elliott: Trustee Hunter, do you have any thoughts on this, the business case for the project?
[0:19:34] Voice 3: Yes, I'm in agreement with it.
[0:19:37] Trustee Elliott: Okay.
[0:19:37] Trustee Elliott: Okay. My question was more around when would this be sent out to the APC for consideration? I see
[0:19:46] Trustee Elliott: that that's in winter 2023-24. So this is after first and second reading have been given to the
[0:19:54] Trustee Elliott: draft bylaws, I guess. Just why after second reading? I thought second reading was the chance
[0:20:00] Trustee Elliott: to sort of incorporate any input if there is any so
[0:20:06] Planner McCargar: I can speak to that just given that these are
[0:20:09] Planner McCargar: fairly minor changes I had proposed and you know open to suggestions to do it another way
[0:20:17] Planner McCargar: but had proposed that staff will draft the bylaws this summer and fall and then would present the
[0:20:24] Planner McCargar: the bylaws to the LTC for first and second reading could also just do first reading. It's
[0:20:32] Planner McCargar: up to the LTC, but first and second reading, and then would go out to referral to APC,
[0:20:39] Planner McCargar: and then there would still be the time for changes before third reading, before public
[0:20:45] Planner McCargar: hearing third reading. So it's just a bit of an expedited process, given that it's so minor, but
[0:20:51] Planner McCargar: but could also, also do first reading referrals, come back for second reading.
[0:20:59] Planner McCargar: It's, it's up to the LTC.
[0:21:01] Trustee Elliott: And this project wouldn't be a candidate, would it for earlier engagement with First Nations,
[0:21:09] Trustee Elliott: perhaps before the, and I have no desire to slow this down or to consider it any more than these
[0:21:15] Trustee Elliott: are sort of almost administrative type bylaws. But do you think that there'd be any
[0:21:21] Trustee Elliott: Any significant feedback or wishes from the First Nations to be engaged earlier than once the bylaws have been drafted?
[0:21:32] Trustee Luckham: Maybe I'll speak to that.
[0:21:35] Trustee Luckham: I've spoken a number of times over the years with Ken Thomas with respect to that.
[0:21:43] Trustee Luckham: And they are certainly have shared concerns with the marine environment.
[0:21:47] Trustee Luckham: And at the moment, there's no real protection.
[0:21:51] Trustee Luckham: action and so I think we're in support of that so I would like to move it to where we can make an
[0:21:57] Trustee Luckham: informed decision about something we've written and and indeed consult with both the APC and
[0:22:04] Trustee Luckham: the nations at that time and yeah there you go.
[0:22:11] Trustee Elliott: Okay that's great I just wanted to make sure that
[0:22:14] Trustee Elliott: that was the desire of the LTC. So is there any further discussion would anyone like to make

[0:23:41] Trustee Elliott: as the major project for this LTC. What are your thoughts?
[0:23:46] Voice 3: Well, quite a few people on the island
[0:23:49] Voice 3: have obviously want more affordable housing i don't really think there is such a thing but
[0:23:54] Voice 3: we all know it's a very difficult problem so i would like to take the focus away from
[0:24:03] Voice 3: what i had originally said at our first meeting about the shoreline protection
[0:24:10] Voice 3: that that is important but i don't think it is as important as trying to figure out either
[0:24:17] Voice 3: either through zoning or whatever to get people able
[0:24:24] Voice 3: to enjoy the land that we live on.
[0:24:28] Voice 3: So, and I hope, I apologize to staff
[0:24:32] Voice 3: if they spent a lot of time on the shoreline thing,
[0:24:35] Voice 3: preparing a report there, but that's my feeling.
[0:24:40] Voice 3: If we could put more weight towards the housing situation
[0:24:46] Voice 3: on Thetis.
[0:24:46] Voice 3: okay
[0:24:51] Trustee Elliott: excellent thank you for bringing that forward trustee hunter um has there when was the last
[0:24:58] Trustee Elliott: housing needs assessment done is it part of the northern housing needs assessment so would have
[0:25:05] Trustee Elliott: been 2018 i think we're due this year trustee do you have any thoughts on um this direction
[0:25:15] Trustee Elliott: or yeah
[0:25:18] Trustee Luckham: that well i'll just say the housing needs assessment was done probably three or four years
[0:25:22] Trustee Luckham: ago in the last cycle of um and it's is likely the most current and of course we had the census
[0:25:28] Trustee Luckham: just recently um which contributes to that information um quite frankly i'm not although

[0:27:17] Trustee Elliott: housing shortages and thetis so what do you have any thoughts on sort of sequencing

[0:28:48] Voice 4: So if there's a specific ask, that can absolutely be put on the future projects list. And in the meantime, there's always the opportunity to look at what the regional planning team is providing and creating to see how it could apply to Theta.
[0:29:05] Voice 4: So I think the ask about a housing or some sort of housing request, once that's maybe a bit more clarified for us, we can always take that back and through staff clarify what kind of work is being done to the regional planning team.

[0:32:48] Trustee Elliott: and piloted i think it's going to inform thetis ltc but we do probably need to have the housing

[0:45:16] Planner McCargar: So it would be a good chance for some discussion around the scope of the project, the deliverables, the work plan.
[0:45:25] Planner McCargar: And staff have also provided some additional factors for the LTC to consider, which I think would be some good discussion today as well.
[0:45:36] Planner McCargar: The project began in 2019, although I believe there was a large chunk of work that was done before that.
[0:45:43] Planner McCargar: but in 2019 this sort of version of the project began. To date there has been some First Nations
[0:45:51] Planner McCargar: engagement initiated by the past LTC that happened last term. So with this report staff would like to
[0:46:02] Planner McCargar: reconfirm the LTC's interest in pursuing a business case for this project. If so the project charter
[0:46:09] Planner McCargar: needs to be reviewed by the LTC to confirm the project scope deliverables.
[0:46:15] Planner McCargar: However, staff did want to mention that it's anticipated that the regional planning team
[0:46:22] Planner McCargar: is fully committed to ongoing projects for the 2024-25 fiscal year. The business case for the
[0:46:31] Planner McCargar: shoreline and coastal protection review project will be subject to approval by the regional
[0:46:36] Planner McCargar: Planning Committee and the Financial Planning Committee before it will be presented and
[0:46:40] Planner McCargar: ultimately approved by Trust Council. So given that information, staff have provided three other
[0:46:47] Planner McCargar: options for the LTC to consider. One of them would be to not pursue a major project for the upcoming
[0:46:55] Planner McCargar: fiscal and to focus instead on the projects on the minor projects list. Another option would be to
[0:47:04] Planner McCargar: add the coastal shoreline protection project as a minor project and that would be splitting it
[0:47:13] Planner McCargar: over two to three fiscal years to to keep it as a minor project for each of the years so to keep
[0:47:21] Planner McCargar: the scope fairly small and the other option would be to forward the project to the regional planning
[0:47:27] Planner McCargar: committee for consideration as a future islands trust-wide project on shoreline and coastal
[0:47:36] Planner McCargar: protection. Those are a few options for the LTC to consider. The, you know, the other option is
[0:47:44] Planner McCargar: to just proceed as the LTC directed back in April, which is to create a business case and go through
[0:47:56] Planner McCargar: the process that way but just keeping in mind that um it's likely a small chance that it would
[0:48:03] Planner McCargar: get funded uh for this fiscal just given staff resources and um budgeting okay

[0:49:58] Trustee Elliott: into, is this a local LTC project? Does it seem like it could be approached in the same way that
[0:50:10] Trustee Elliott: the housing strategies across the trust area is being approached if the regional planning
[0:50:16] Trustee Elliott: committee decides to take this on, let's say? Through the chair,

[0:52:07] Trustee Elliott: existing islands trust-wide policies initiatives and plans and the island policies and regulations
[0:52:13] Trustee Elliott: this first part i see there's potential to have that work done through regional planning
[0:52:25] Trustee Elliott: because all of the islands have this need to have a review of existing islands trust-wide
[0:52:35] Trustee Elliott: policies and initiatives and plans with shoreline protection and then at the gabriela ltc i asked
[0:52:44] Trustee Elliott: that we could have a report sort of just in line with this so i i kind of think that this
[0:52:50] Trustee Elliott: piece of work has some potential to be done just not specifically to do with thetis island
[0:52:57] Trustee Elliott: the part that i wonder could could this be a major or minor project with a thetis island focus
[0:53:05] Trustee Elliott: and build on the work that's been done engaging with the penelope and lax and first nations is
[0:53:11] Trustee Elliott: this second part the language and policies to reflect first nations perspectives um would there
[0:53:21] Trustee Elliott: be a way to sort of distinguish the local perspective of the first nations here like
[0:53:31] Trustee Elliott: continuing that conversation with community and with first nations of what would shoreline
[0:53:35] Trustee Elliott: protection on Thetis Island look like without the whole review of our policies and everything else
[0:53:45] Trustee Elliott: that's probably coming going to come through as a result of many of the LTCs needing the same kind
[0:53:51] Trustee Elliott: of work done do you see what I mean can we can we think about separating what's specific to
[0:53:57] Trustee Elliott: Thetis LTC and perhaps focusing on First Nations engagement um to prepare the way

[0:54:57] Trustee Luckham: but certainly the record is there.
[0:55:00] Trustee Luckham: The other significant part of this is actually setting the stage
[0:55:04] Trustee Luckham: for the community to understand why it is that we want to do it.

[0:55:17] Trustee Luckham: and that we might not be able to advance this in a meaningful way

[0:55:26] Trustee Luckham: However, I do think that there's potentially opportunity that we could do as a piece of this project and indeed anticipating that we wouldn't get activity until the following fiscal period to actually do the work.

[1:01:10] Trustee Luckham: and the costs. And the Cairnsmoor property was the one property that chose to advance that.
[1:01:16] Trustee Luckham: And it was successful in that what was promised in terms of protection of the house and the foreshore
[1:01:22] Trustee Luckham: has indeed come to pass. There's been no other take up at this time, but there certainly are
[1:01:29] Trustee Luckham: And I think that on Trustee Hunter's point, his interest in protecting shoreline values and erosion and structures is important in this conversation because we need to understand what it is we can do and what we need to have in place in terms of bylaws to permit and manage those sorts of things.
[1:01:57] Trustee Luckham: And then, of course, if education ends up being something that we can sustain over a long period of time, maybe there's less regulation rather than more regulation.
[1:02:06] Trustee Luckham: And I think that what we want to do is paint it in that community communication piece is paint the picture about what the options are so that people understand what the regulations are, what the protection, what it is that we're protecting and why.
[1:02:21] Trustee Luckham: and what the commitment from the community would be
[1:02:26] Trustee Luckham: if we have less regulation by having a climate of best practices.

So I'm still not clear what we would be asking the community for. Is it, do we think we're doing a good job? It does more need to be done.

[1:14:09] Trustee Luckham: are the development of permanent areas for?
[1:14:11] Trustee Luckham: Is it for low bank protection?
[1:14:12] Trustee Luckham: Is it for sensitive ecosystems and the like?
[1:14:17] Trustee Luckham: And shoreline hardening, what's a good practice in order to facilitate that need?
[1:14:24] Trustee Luckham: And then just protecting the marine environment associated with the codependency on the shoreline habitat being healthy.
[1:14:39] Trustee Luckham: and then of course there's docs and all of those sorts of things that need to be brought into this
[1:14:47] Trustee Luckham: to have that full conversation about what people perceive as their needs oh and setbacks of course
[1:14:53] Trustee Luckham: is the other one because of course the setbacks are quite small on thetis and in other areas
[1:14:57] Trustee Luckham: they're much larger in order to facilitate some of these protections and so the education piece
[1:15:04] Trustee Luckham: would be why is it that a bigger setback is important and then what are the potential
[1:15:10] Trustee Luckham: restrictions that might be associated with a setback and what opportunities are there for
[1:15:16] Trustee Luckham: you to continue to enjoy and develop the waterfront on your property with a development
[1:15:21] Trustee Luckham: permit area or changes in setbacks that's

CALL TO ORDER "Please note, the order of agenda items may be modified during the meeting. Times are provided for convenience only and are subject to change." Chair Elliott called the meeting to order at 9:30 am. She acknowledged that the meeting was held on the territory of the Coast Salish First Nations. She introduced herself, Trustees, staff and recorder; and noted that this meeting was being live streamed and recorded. 2. APPROVAL OF AGENDA Trustee Luckham explained that he is participating in today’s Local Trust Committee (LTC) meeting from Vancouver where he is attending the court hearing regarding Lot 88 as he considered it important that a representative from the Islands Trust attend this hearing. He requested that agenda item 10.2 late correspondence and agenda item 11.1 regarding payment of expenses relating to this travel be placed on today’s agenda. He advised that his availability at this LTC meeting may be interrupted depending on the court docket. The following additions to the agenda were presented for consideration: 10.2 Correspondence dated July 2, 2023 from Wendy Hinsperger, Acting President Thetis Island Residents’ and Ratepayers’ Association, regarding Lot 88; 11.1 Expenses Related to attendance of Court Hearing regarding Lot 88 Pilkey Point Road. REPORTS 3.1 Trustee Reports Trustee Hunter reported on the following: he has been hearing many inquiries regarding the court hearing of Lot 88; and he will be attending a Ferry Advisory Committee meeting later today where discussion will include BC Ferries refit of the MV Kuper and schedule for the MV Kahloke. Trustee Luckham reported on the following: he observed that the Lot 88 situation continues to be of concern to the community; after consultation with BC Ferries, beach access adjacent to the ferry terminal that traverses over buried remains of the Penelakut Tribe has now been fenced; however, there is no sign which was intended to be created in consultation with the Penelakut Tribe; and he attended Trust Council last week. 3.2 Chair's Report Chair Elliott reported on the following: Trust Council on Gabriola Island last week included informative field trips; a well-run exercise to consider strengths, opportunities, threats and challenges in the Trust Area with an analysis of how to approach solutions; a discussion of the current Strategic Plan which will continue as an interim step for next year with the addition of the Corporate Planning process as a priority and a focus on land use projects rather than advocacy with a deeper strategic planning process to occur next year; and she observed the value of connections and discussions held with in-person Trust Council meetings; She attended a Regional Planning Housing Committee session, working on a tool kit of housing solutions that LTCs can draw upon which is now in draft stage and will include tested approaches, frameworks, and templates to help avoid duplication throughout the Trust Area. 3.3 Electoral Area Director's Report - none 4. LOCAL TRUST COMMITTEE PROJECTS 8.1 OCP/LUB Marine Areas Review Project - Endorsement of Project Charter - Staff Report Planner McCargar presented the Staff Report that provides background, engagement information, mapping, and asks the LTC to consider endorsement of the draft Project Charter. Trustees discussed the draft Project Charter consultation options and timeline, with no changes or additions suggested. TH-2023-016 It was MOVED and SECONDED, that the Thetis Island Local Trust Committee endorse the Project Charter, dated July 4, 2023 for the Official Community Plan (OCP) and Land Use Bylaw (LUB) Marine Areas Review project. CARRIED 8.2 Consideration of Housing Review Project as the Local Trust Committee Major Project - for discussion Trustee Hunter commented that many constituents are expressing concern with the lack of affordable housing on Thetis Island. He proposed that the LTC might consider shifting the LTC’s Major Project from the Shoreline and Coastal Protection Review to a Housing Review. Discussion on the proposal included the following: The Shoreline and Coastal Protection review project has been on the Work Program for some time with engagement already having occurred with the Penelakut Tribe and Lyackson First Nation. The Regional Planning Committee (RPC) is currently developing tools and framework for potential housing solutions that can be used Trust-wide; and will be working on updating the Housing Needs Assessment next year. Information on specific housing needs for Thetis Island is needed to inform a Housing Review project; although it is thought that there is a need for alternative housing units and ferry worker workforce housing. Trustees supported retaining a Housing Review as a Future Project at this time with the addition of points identified through this discussion. ADOPTED Thetis Island ADOPTED 4 Local Trust Committee Minutes July 4, 2023 TH-2023-017 It was MOVED and SECONDED, that the scope under the Future Projects list “Housing” include: Strategies for alternative housing units; Ferry workers workforce housing; and Potential for rezoning areas that are suitable for increased density. CARRIED 8.3 Thetis Island Shoreline and Coastal Protection Review Project – Staff Report Planner McCargar outlined the Memorandum that provides background, a draft Project Charter for discussion, and asks the LTC to consider and reaffirm its interest in creation of the business case necessary for Major Projects, given that the RPC is fully committed to ongoing Major Projects for the 2024/25 fiscal year. Discussion of options to advance the project included the following: Staff suggested that proceeding with the review as a Minor Project and split over three years could be possible, but proposed that this project might be best approached as a Trust-wide project through the RPC. A Trustee proposed that community engagement and discussion that focuses on how shoreline protection might be improved would be valuable as a next step to gauge the community’s desire to advance this as a Major Project. The session might utilize existing material, maps showing erosion, information on Green Shores best practices, setbacks and opportunities for Development Permit Areas. An approach was supported that refers the project to the RPC as a Major Project while creating a Minor Project specifically for community discussion. TH-2023-018 It was MOVED and SECONDED, that the Shoreline and Coastal Protection Review Project be moved to a Minor Project that would involve dissemination of available information and community discussion. CARRIED Trustees confirmed that this new Minor Project would follow after the Un-Zoned Marine Areas project is completed. Trustee Luckham indicated his support for a motion that would refer the Shoreline and Coastal Protection review project to the RPC. Trustee Luckham left the meeting at approximately 10:50 am.
