[0:05:50] Voice 13: Good morning, and thanks very much for allowing me to speak with you today.

[0:05:55] Voice 13: I'm Julie Vick.

[0:05:56] Voice 13: I'm from Bowen Island, and I'm going to read from this because I get flustered easily.

[0:06:02] Voice 13: I'm here to represent 1,569 people who signed a petition I started that says that I, the

[0:06:13] Voice 13: Undersigned, oppose all overnight camping at Metro Vancouver's proposed provincial park

[0:06:17] Voice 13: at Cape Roger Curtis.

[0:06:19] Voice 13: and I'm appealing to you as our backstop to reject Metro's application to amend our OCP

[0:06:25] Voice 13: which would allow for overnight camping variants in the proposed park

[0:06:29] Voice 13: but currently in our OCP we have policy 190 which allows for non-vehicle camping in commercially

[0:06:37] Voice 13: zoned areas in other words just in the cove and that was purposely written into the OCP to keep

[0:06:43] Voice 13: keep all that kind of activity centered.

[0:06:46] Voice 13: And so the park has in Cape Archer Curtis,

[0:06:50] Voice 13: it's clear on the other side of the island.

[0:06:53] Voice 13: It's, I think it's maybe, well, it's seven,

[0:06:58] Voice 13: nine kilometers say to the entrance would be

[0:07:01] Voice 13: something like that.

[0:07:02] Voice 13: And it, the road goes through all our quiet neighborhoods.

[0:07:05] Voice 13: And especially there's only one single road,

[0:07:06] Voice 13: which would go through the Tunstall Bay neighborhood

[0:07:09] Voice 13: and the traffic there's already a problem.

[0:07:13] Voice 13: It's been addressed or presented to council many times

[0:07:18] Voice 13: about the problems they've been having.

[0:07:19] Voice 13: It would destroy that neighborhood.

[0:07:21] Voice 13: It would just, it would, there's no way,

[0:07:24] Voice 13: they were thinking maybe they could gate up at the top

[0:07:27] Voice 13: and gate another road,

[0:07:28] Voice 13: but then they split the neighborhood in half.

[0:07:29] Voice 13: It would just be a disaster.

[0:07:32] Voice 13: So the last council meeting, which was just Monday,

[0:07:37] Voice 13: the staff has compiled all the letters to councils

[0:07:41] Voice 13: till the end of June and the most common five most common concerns were ferry capacity fire

[0:07:48] Voice 13: hazard traffic water and access so there have been they've said there are 495 letters 33 unique

[0:07:57] Voice 13: one 333 unique ones with 115 pro camping 223 no camping 113 not stated I think that I'm gonna

[0:08:08] Voice 13: to say that the pro camping one is a little bit skewed. I know I wrote a letter suggesting some

[0:08:16] Voice 13: options and that ended and somebody else that I know had written something and somehow their letter

[0:08:22] Voice 13: ended up on the pro camping side, which is not correct. Anyway, as far as all the number

[0:08:29] Voice 13: crunching for the petition goes, so at present we have 1569 names and all to the best of my

[0:08:35] Voice 13: my knowledge with the help of longstanding residents

[0:08:38] Voice 13: and a voters list, all these names are eligible voters.

[0:08:42] Voice 13: So we have 46% of the 348 eligible voters

[0:08:47] Voice 13: that's resident and non-resident voters for Bowen.

[0:08:50] Voice 13: That equates to 81% of the number of people

[0:08:53] Voice 13: who actually voted in 2022.

[0:08:55] Voice 13: And that election was colored by the fact

[0:09:01] Voice 13: that one of the councilors, well, two of the councilors,

[0:09:04] Voice 13: one running for mayor and one running as councilor,

[0:09:06] Voice 13: Again, both got voted out with significantly voted out.

[0:09:12] Voice 13: So that's something to keep in mind too.

[0:09:15] Voice 13: In 2011, you know, there was an up and down poll

[0:09:18] Voice 13: on a national park that was proposed for Bowen.

[0:09:21] Voice 13: That was voted down with 55%, that had a 74% turnout.

[0:09:27] Voice 13: So if the 74% of the 3,408 people turned out to vote today,

[0:09:33] Voice 13: that this camping proposal would be voted down by 67%.

[0:09:38] Voice 13: That's just based on the petition numbers.

[0:09:40] Voice 13: And there are more people who are against it,

[0:09:43] Voice 13: but don't want to sign a public poll.

[0:09:45] Voice 13: They would prefer a proper opinion poll,

[0:09:48] Voice 13: perhaps where they could vote anonymously.

[0:09:51] Voice 13: So the land has been purchased

[0:09:52] Voice 13: and a lot of people do assign the petition.

[0:09:55] Voice 13: They're not, they're in favor of the park.

[0:09:59] Voice 13: They just don't want the overnight camping.

[0:10:01] Voice 13: there's so many reasons the ones the five that I mentioned but there are a

[0:10:06] Voice 13: lot of intangible reasons to mostly doing with how people feel that it's

[0:10:11] Voice 13: going to be the tipping point that will change the color and the character of

[0:10:16] Voice 13: our community is engaged people having such a large other government agency who

[0:10:23] Voice 13: who will not, according to the 2050 regional plan,

[0:10:30] Voice 13: they're not responsible for any of our infrastructure,

[0:10:32] Voice 13: although it was going to put a huge burden on us.

[0:10:36] Voice 13: So I'm really here just to ask you,

[0:10:38] Voice 13: if this comes to your table,

[0:10:40] Voice 13: it's only gone to past first reading so far,

[0:10:43] Voice 13: but if it gets there,

[0:10:44] Voice 13: just to please remember all these names of people

[0:10:48] Voice 13: who don't want their community changed in such a great way.

[0:10:51] Voice 13: Thank you.

[0:11:00] Trustee Luckham: um um and so just appreciate that and of course the executive committee certainly has an approval

[0:11:06] Trustee Luckham: element associated with uh the work of the bowen municipality but they are autonomous

[0:11:13] Trustee Luckham: local government and um we are a criteria for approval or not is based upon compliance with

[0:11:21] Trustee Luckham: with the policy statement.

[0:11:22] Trustee Luckham: And so our ability is narrow,

[0:11:25] Trustee Luckham: but we'll certainly take this into consideration

[0:11:27] Trustee Luckham: when it comes.

[0:12:36] Voice 11: i think item one which is getting some regular reporting on online viewership is easily

[0:12:43] Voice 11: achievable i think we may be underwhelmed a little bit by the by the statistics that we're about to

[0:12:49] Voice 11: to receive, but that's in the eye of the beholder.

[0:12:54] Voice 11: One mind turned or informed could be a great benefit

[0:12:57] Voice 11: to the trust, but we'll get that information to you.

[0:13:01] Voice 11: And I think we could get it for our next meeting, right?

[0:13:04] Voice 11: Because Mark is working on it.

[0:13:05] Voice 11: Yes.

[0:13:12] Voice 11: at the Islands Trust because,

[0:13:13] Voice 11: and I'll wait for Claire to speak in a moment or two.

[0:13:17] Voice 11: so i think item two between now and um our next trust council meeting will have life in it

[0:13:25] Voice 11: and that is the development of the framework at the very minimum around some reconciliation

[0:13:32] Voice 11: um learning work at the islands trust item three uh so this is a note for you chair luckham

[0:13:40] Voice 11: and i'll do a brief reminder but i think we know what we're discussing and that is that

[0:13:45] Voice 11: that the previous trust council had requested

[0:13:48] Voice 11: a significant reconsideration of the Allens Trust

[0:13:52] Voice 11: or review of its government structure, funding, et cetera.

[0:13:57] Voice 11: And we got a letter back from the minister

[0:13:59] Voice 11: and then subsequently the new trust council

[0:14:04] Voice 11: has reserved the right to write back to the minister

[0:14:07] Voice 11: reiterating their interest in the previous request.

[0:14:12] Voice 11: Unofficially through staff,

[0:14:13] Voice 11: we've let the ministry know that that's the case.

[0:14:16] Voice 11: So we've in substance responded to three,

[0:14:20] Voice 11: but we'll ensure that a letter goes out in the next few days

[0:14:24] Voice 11: officially from Chair Luckham,

[0:14:26] Voice 11: just providing the minister an update

[0:14:29] Voice 11: and indicating that post-September,

[0:14:31] Voice 11: we may revisit that once Trust Councils have the moments

[0:14:35] Voice 11: to consider and put their own stamp on that request.

[0:14:44] Voice 11: then I think anything else I just respond to any questions we have at the

[0:15:15] Voice 11: by the extension strategic plan in that process and that will be really my leaping off point into

[0:15:21] Voice 11: my um my just more anecdotal update if you will but i'd answer any questions on these top 12 items

[0:15:38] Voice 9: had forgot that it was on the follow-up action list and had uh sent an email about that um so

[0:15:45] Voice 9: my question is just um when we get those uh bits of information i did have some constituents who

[0:15:51] Voice 9: are asking me about what the viewing numbers were like for meetings so my question is whether

[0:15:59] Voice 9: that data will be shareable to the public absolutely

[0:16:04] Voice 11: um so we would compile a report

[0:16:08] and just have it in the public agenda and then it can get uh you can springboard it any way you want

[0:16:14] um

[0:16:14] Voice 11: or if there's interest we can put it on

[0:16:17] Voice 9: the website but uh by all means and and so just a

[0:16:21] Voice 9: quick follow-up was also interest in what the numbers look like for individual ltcs and

[0:16:27] Voice 9: committees um so just wondering if that's contemplated as far as that that data set

[0:16:33] Voice 9: being available i

[0:16:35] Voice 5: don't

[0:16:38] Voice 11: see a natural impediment to that but i don't know whether that's been

[0:16:45] contemplated in the request so i'd have to talk to mark and figure out whether that's

[0:16:51] simply a

[0:16:59] Voice 11: certainly it's valuable information so let me tack that on to this council committee request

[0:17:27] Voice 11: it was long ago but trust counts we basically have had one working week since trust council

[0:17:31] Voice 11: and that was last week and uh that's a moment for reflection and um uh administrating the

[0:17:38] Voice 11: the conclusion of that meeting which i think we've done i'm looking forward to the conversation later

[0:17:43] Voice 11: on uh where that has landed myself and sort of the executive office is some fairly hefty projects

[0:17:54] Voice 11: that need to be sequenced and i guess i'm going to keep saying this until it isn't the case and

[0:18:01] Voice 11: And that is organizing between now and December three or four fairly major pieces, those being some sort of visioning engagement for the Islands Trust,

[0:18:17] Voice 5: landing a framework for a corporate plan, this

[0:18:23] Voice 11: body and anyone else having a serious discussion around the strategy associated with a funding request in the province.

[0:18:36] Voice 11: And probably, obviously most importantly, that is the development of the current version

[0:18:46] Voice 11: of our reconciliation work.

[0:18:48] So those are four significant pieces

[0:18:49] Voice 11: that are linked.

[0:18:52] Voice 11: I'll always be returning to this group for your leadership, particularly around the sequencing

[0:18:57] Voice 11: of those various pieces.

[0:19:00] And later on, particularly around the proper planning discussion, and if you'll allow me a few minutes when we get to either your work plan or talk about the strategic plan at Trust Council, I'd like a couple of minutes to just get your input and fill you in on some conversations I've had with the

[0:19:20] Voice 11: Chair of the Governance Committee and so forth.

[0:19:23] Voice 11: So really, that's been most of my work over the last little bit.

[0:22:39] Voice 9: still something that's contemplated as going that those further screenings are going to continue are

[0:22:48] Voice 9: we going to pursue that particular item or or is that something that's maybe ready for removal from

[0:22:56] Voice 9: the list I'm just wondering I

[0:22:58] Voice 14: think it's our intention still to offer those um I think we've

[0:23:02] Voice 14: been just waiting for more staff capacity to be able to help with the coordination of them and

[0:23:06] Voice 14: And also involvement of the local nations in the areas

[0:23:09] Voice 14: in which they're on the islands

[0:23:11] Voice 14: on which we might wish to host them.

[0:24:31] Voice 14: on various agendas in the coming months just to inform local trust committees about changes that

[0:24:37] Voice 14: have occurred in their area so that it can just make informed decision making as they contemplate

[0:24:43] Voice 14: decisions. A primary focus of course of my team has been getting ready to orient two new staff

[0:24:49] Voice 14: people so that will continue to be the focus of this week and next week and then I'll let you

[0:24:54] Voice 14: know that I go on vacation after that for at least two

[0:24:56] Voice 14: weeks so we'll be leaving

[0:24:59] Voice 14: them in the good hands of my colleagues. Also a big focus is on producing these First Nations

[0:25:16] Voice 14: launched a new fact check page to help communities when issues arise and there may be some

[0:28:26] Trustee Elliott: protection review project brought forward by um marlis mccargar just for discussion and um

[0:28:33] Trustee Elliott: so that just sort of indicates interest to me from the various ltcs of continuing or wanting

[0:28:41] Trustee Elliott: to know more about shoreline protection and how do we advance um or how do we clarify

[0:28:48] Trustee Elliott: clarify the boundaries and um advocate for further education and understanding and constituents so

[0:28:57] Trustee Elliott: that was a really good discussion it wasn't advanced to a full project and i think there's

[0:29:02] Trustee Elliott: going to be more discussion of how to approach that um and i'm not sure what else there's

[0:31:18] Voice 9: regular LTC meeting so um that's the report from Salt Spring yesterday we had the Galliano uh LTC

[0:31:26] Voice 9: meeting and uh the thing that uh I I think was kind of exciting uh we have a couple of uh of

[0:31:35] Voice 9: rezoning of Forest Lots um and consideration there uh Ken Thomas who uh Penelaket counselor and uh

[0:31:46] Voice 9: member of the Honest Dress Conservancy was in attendance with some of his staff from

[0:31:52] Voice 9: the Penelakut band. And what was being discussed in these F1 rezonings, traditionally, a lot of

[0:32:03] Voice 9: times a portion of the land is donated to BC Parks. However, the consideration here in this

[0:32:12] Voice 9: in this one rezoning is to actually uh rezone the uh remainder portion or the

[0:32:20] Voice 9: the large portion of the f1 forestry lot to nature protection and uh and gift it to the

[0:32:29] Voice 9: penelakut nation so assuming that this all proceeds in the way that it's um in the way

[0:32:37] Voice 9: that it's being presented and planned at this moment this this you know uh galliano might be

[0:32:44] Voice 9: on the verge of a of a somewhat historic um moment if if this all goes the way that uh

[0:32:53] Voice 9: we're hoping and and and it's presented to go so that that's why i'm not quite exciting um

[0:33:00] Voice 9: traditionally as i say these uh lots have large donations to bc parks or or other conservation

[0:33:09] Voice 9: uh type situations and so this might be the first instance of private land being given

[0:33:18] Voice 9: given to a a first nation and that's just really really exciting uh stuff so it's great to have

[0:33:26] Voice 9: have Ken and his staff there yesterday and and speaking to that and uh I look forward to seeing

[0:33:35] Voice 9: um that process uh get completed hopefully in the next few months uh where where the rezoning is

[0:33:44] Voice 9: done and and we can sort of figure out the details that need to be figured out in terms of conveying

[0:36:47] Voice 2: discussion and feedback and when it came back it was decided that it would be

[0:36:54] Voice 2: they could add two more densities to the property it doesn't take away from the

[0:36:58] Voice 2: purpose of it to create some parkland some rent some sort of bigger lots and

[0:37:02] Voice 2: some smaller lots they did that to address some workforce housing that was the basic feedback to

[0:37:07] Voice 2: get this two extra lots and really looking at the substance of the bylaw staff agree with

[0:37:15] Voice 2: bona municipality staff that there's no contravention with the policy statement

[0:41:39] Voice 9: There were a couple of items that I don't,

[0:41:44] Voice 9: I feel like trustees didn't have clarity

[0:41:47] Voice 9: on whether things such as reports,

[0:41:54] Voice 9: follow-up action lists should just be received

[0:41:57] Voice 9: or whether a motion was required to adopt them.

[0:42:02] Voice 9: So just a little bit more clarity there,

[0:42:04] Voice 9: I think would be helpful for,

[0:42:06] Voice 9: especially for the Miller trustees.

[0:42:08] Voice 9: there are things we do need motions for and there's things we don't need motions

[0:42:15] Voice 9: um so that was just one thought and then i know in the in past term um and i as a trustee i thought

[0:42:25] Voice 9: it was helpful we did do a little bit of soliciting of of trustees thoughts on how trust council went

[0:42:32] Voice 9: um for them just in a sort of general way and i think trustees were invited just to let the

[0:42:38] Voice 9: executive know how how they felt things went and i thought that might be something to be worthy

[0:42:44] Voice 9: of um doing

[0:42:58] Trustee Maude: i thought it went extremely well um we did have to deal with quite a few late

[0:43:16] because at 10 o'clock in the morning, I did not see that we

[0:43:19] were leaving at noon. So well done.

[0:43:24] Trustee Maude: outside observation was, you know, for me, personally, the

[0:43:28] Trustee Maude: lead up to that meeting was somewhat busy because I had a

[0:43:33] quite a few local trust committee meetings prior to

[0:43:36] Trust Council, like

[0:43:38] Trustee Maude: we had a main island on Monday, and then

[0:43:41] Trustee Maude: having to drive up to gabriola and arriving at 10 30 monday night it makes a little bit stressful the

[0:43:49] Trustee Maude: um the fact that we don't need a gap um and then and but i'll be saying that a little bit louder

[0:43:56] Trustee Maude: for the september meeting where we have ubcm for the whole week prior and then we walk out

[0:44:02] Trustee Maude: and we we we walk into trust council and then more ltc meetings so i think that we need to consider

[0:44:11] Trustee Maude: buffering between trust council and other events because trust council is overwhelming for

[0:44:19] Trustee Maude: everybody um and but then as chairs when we have to sort of um prepare for other meetings and do

[0:44:26] Trustee Maude: other things it the workload gets a little bit heavy um and we are big kids and we know what

[0:44:33] we're doing but uh or it would be nice

[0:44:37] Trustee Maude: to have buffers between trust council and other events

[0:44:39] Trustee Maude: That's my observation.

[0:45:59] Trustee Elliott: when we first discussed this back in December when I was first elected I thought oh we can do

[0:46:05] Trustee Elliott: everything virtually why do we need in-person meetings um and trustee yates was very firm on

[0:46:12] Trustee Elliott: this and i have to say i completely agree the quality of decision making uh consensus building

[0:46:19] Trustee Elliott: i think improved a lot um the tone of debate the ability to share with one another um after hours

[0:46:29] Trustee Elliott: and learn from each other it was it was absolutely invaluable so um yeah i think it's worth the cost

[0:46:37] Trustee Elliott: that's sorry the roosters are loud uh i just wanted to also thank the cao for bringing

[0:46:46] Trustee Elliott: director brent muller and his guest lisa bopalsing that session to me was invaluable

[0:46:54] Trustee Elliott: valuable seeing and hearing how the city of Nanaimo, uh, works with, uh, Sanaymup First

[0:46:59] Trustee Elliott: Nation and chief and council and takes their direction and fills in, uh, to make events

[0:47:06] Trustee Elliott: happen on a large scale. It was just amazing to see that, to, to hear, um, how that is actually

[0:47:12] Trustee Elliott: working. I wrote a pretty big report for a local paper, so I won't, I'm sure that'll get circulated

[0:47:19] Trustee Elliott: to trustees um but i quoted some some of uh paul singh's uh comments i really especially liked her

[0:47:29] Trustee Elliott: quote from gudinia la boucan reconciliation is meant to be hard and if you're finding it fun

[0:47:35] Trustee Elliott: then you're not then you're doing it wrong and uh and so it's we're at such a challenging place

[0:47:43] Trustee Elliott: of moving these colonial structures into the real world where nations are asking and requiring

[0:47:53] Trustee Elliott: higher levels of consent early and meaningful engagement what does that look like to them

[0:47:58] Trustee Elliott: so i thought it was really timely um trustee gov rose rfd to that we examine our referral

[0:48:05] Trustee Elliott: processes and practices and i think that's going to be one of the most important pieces of work

[0:48:10] Trustee Elliott: in the next couple of years so and then finally the strategic planning

[0:48:15] Trustee Elliott: corporate planning session the swat it was all very unwieldy and we didn't know going into it

[0:48:22] Trustee Elliott: how it was going to work out but i thought it was great uh i guess my only question is is the

[0:48:28] Trustee Elliott: that draft of all those thoughts that came out from trustees would that be made available to

[0:48:35] Trustee Elliott: the public i know it's not in our trust council highlights but um it may be interest of interest

[0:48:42] Trustee Elliott: to the public to see some of the well our perspective on on what the organization faces and

[0:48:52] Trustee Elliott: what we have in our inventory of strengths weaknesses and how we're considering advancing

[0:48:59] Trustee Elliott: our work in the world um might not be necessary but i thought it was a very useful exercise and

[0:49:04] Trustee Elliott: and hope we can build on that work for strategic planning anyway great um great council it was all

[0:49:33] Trustee Luckham: and staff as well of course the collaboration and and fine-tuning as the meeting unfolds

[0:49:43] Trustee Luckham: is much appreciated and indeed it's it's success is as a result of that work that we do together

[0:49:52] Trustee Luckham: and pre-planning and there's always more opportunity to improve and let's just keep

[0:49:57] Trustee Luckham: keep improving. And that's great. I would say that was one of the better, you know,

[0:50:06] Trustee Luckham: most successful or however you want to characterize it, was a very pleasant council meeting

[0:50:13] Trustee Luckham: in recent history. And I can't help but remark, and I've said this to others, that

[0:50:20] Trustee Luckham: But although it's disappointing that some trustees are unable to join us, I got to say

[0:50:28] Trustee Luckham: that the smaller numbers make the management and the conversations a little bit easier.

[0:50:36] Trustee Luckham: But that just means that we just need to be more sensitive to folks when we're all in

[0:50:43] Trustee Luckham: attendance and try to maintain that sense of cordial relations that we have and can have and

[0:50:51] Trustee Luckham: need to foster that um yeah and uh indeed it was up and down again as to whether or not we were

[0:51:01] Trustee Luckham: going to finish on time and then miraculously we did and um so grateful for that the food was

[0:51:07] Trustee Luckham: terrific of course and the vegetarian fair was excellent and the accommodations were certainly

[0:51:16] Trustee Luckham: adequate you know it's maybe a little bit more rough and tumble for some but certainly I find

[0:51:24] Trustee Luckham: it very pleasant and comfortable and it was really wonderful to be on Gabriola and we did

[0:51:32] Trustee Luckham: that little outing to the museum which was a real pleasure just to get a little break like that

[0:51:38] Trustee Luckham: and indeed the in-person opportunity certainly sitting across from each other in the debates

[0:51:46] Trustee Luckham: when the discussion but having that opportunity to network and uh you know after after the after

[0:51:53] Trustee Luckham: dinner conversation was full on every single picnic table on that on the deck there was full

[0:52:01] Trustee Luckham: of really good conversations going on about trust business or about just developing relationships

[0:52:07] Trustee Luckham: amongst each other just brings a real human element to it that we've missed that. That's

[0:52:15] Trustee Luckham: for sure. And let's try to continue to build on this opportunity to meet in person that we've

[0:52:21] Trustee Luckham: decided for this first term anyway. So that's it for me. I'm going to turn it over to the CEO

[0:52:29] Trustee Luckham: hudson pillar um to start us up on the staff perspective there and i'll let you take the lead

[0:52:44] Voice 11: into two categories one sort of the management of the of the trust council meeting and two the

[0:52:49] Voice 11: content that that followed um so i'll turn to item one uh you know fantastic that was as i

[0:52:58] Voice 11: understand that the first live meeting on island since 2020 um and so that you know that was a

[0:53:08] Voice 11: fairly significant moment so that's a return to doing this work in in in public on island

[0:53:14] Voice 11: which great i think the venue is fantastic i can tell you unofficially that that's a

[0:53:24] Voice 11: an affordable

[0:53:27] Voice 11: option for the

[0:53:28] Voice 11: Islands Trust relative to the average.

[0:53:31] Voice 11: Indeed. Is that fair

[0:53:32] Voice 11: to say? Absolutely.

[0:53:33] Voice 11: We should consider that

[0:53:36] Voice 11: as you move into your future

[0:53:38] Voice 11: that that's

[0:53:39] Voice 11: a good place for

[0:53:44] Voice 11: us to nest an all-Nile

[0:53:46] Voice 11: meeting without question.

[0:53:49] Voice 11: I think

[0:53:52] Voice 11: the actual provision of the meetings was very

[0:53:54] Voice 11: very good. We broke out into SWAT groups and we came back together and we maintained that thread

[0:54:01] Voice 11: of public non-participation viewing throughout the process. So I thought that was very good.

[0:54:10] Voice 11: We were out of practice as a staff putting on those events and it didn't seem like it. We did

[0:54:16] Voice 11: have a couple of failures of some significant pieces. The camera did some strange work to us,

[0:54:22] Voice 11: but um daphne just uh really did some magic in the background it wasn't really particularly

[0:54:28] Voice 11: noticeable so um i thought that was uh that part was fantastic so moving on to the content

[0:54:35] Voice 11: deliberation um you know if we if i i don't know how executive committee thinks about this but when

[0:54:42] Voice 11: i go to a trust council i have what are the objectives of this meeting um you know at the

[0:54:48] Voice 11: the end of these three days what do we walk out of here with and certainly the theme of this meeting

[0:54:54] Voice 11: was to communicate um with trust council and get some decision making that takes us because we're

[0:55:03] Voice 11: in a place of of um directional not complete uncertainty but we're before we have a corporate

[0:55:09] Voice 11: planning process we're trying to get the trustees to understand and advance work that says this is

[0:55:15] Voice 11: what we're going to be doing in the interim and here's our plan moving forward and as so that was

[0:55:21] Voice 11: the theme as well as uh the reconciliation um first nations um work that was done i don't know

[0:55:30] Voice 11: whether there was you know i i the the voting would would suggest that that was that theme was

[0:55:36] Voice 11: successful but there was significant discussion around the ec work plan there was significant

[0:55:42] Voice 11: discussion around the strategic and corporate planning report that I provided initially.

[0:55:46] Voice 11: There was further discussion and lack of understanding or agreement around the extension of the strategic

[0:55:55] Voice 11: plan projects.

[0:55:57] Voice 11: So I don't know, and of course I advised you as you were developing this series of works

[0:56:07] Voice 11: to this end.

[0:56:08] Voice 11: So I hope it was successful, and I'm glad at the end that it didn't stall and there was motions to move forward with our strategic planning such that we can move into the budget cycle.

[0:56:24] Voice 11: But I was either mystified or not understanding or not prepared enough for what other alternative would be available for Trust Council if we hadn't have done that.

[0:56:34] Voice 11: and that there is some either um i have a communicator or we have to communicate better

[0:56:41] Voice 11: where we are and the various works that ec governance subcommittees and so far they're doing

[0:56:49] Voice 11: and um moving forward so i'd give that a um a b if you're gonna give a letter grade um but that

[0:57:00] Voice 11: work remains I didn't feel that there was from a contact decision perspective

[0:57:07] Voice 11: that there was a lot of momentum associated with that trustees are saying

[0:57:12] Voice 11: well when would we offer up new suggestions and the report is there and

[0:57:17] Voice 11: it's asking for new suggestions that's one of the one of the recommendations in

[0:57:22] Voice 11: it and that that that we had to sort of scramble there it just gives me pause

[0:57:29] Voice 11: for further communication um as we go forward because we are about to go the second objective

[0:57:36] Voice 11: was to provide enough runway between now and september's trust council to develop business

[0:57:42] Voice 11: cases in some form i think we have that um but i think we have to do some further communication

[0:57:51] Voice 11: with trust counsel so that they remain on board or understand or provide some alternative direction

[0:58:00] Voice 11: Substantially, that's my comments.

[0:58:02] Voice 11: I've, you know, I'm looking at favor about to go into business decision highlights the

[0:58:06] Voice 11: SWOT process.

[0:58:07] Voice 11: I thought that was, it's, you know, it's tough to do those things.

[0:58:10] Voice 11: I thought that ended up well, I'm actually holding the list here of the combined SWOT.

[0:58:18] Voice 11: You know, I'm just thinking about Vice Chair Elliott's question, should we make that public?

[0:58:23] Voice 11: You know, we can always make it public.

[0:58:25] Voice 11: the question is the objective here is to undertake ultimately a corporate planning framework for

[0:58:32] Voice 11: approval by trust council and then to actually create a corporate plan that has content inside

[0:58:37] Voice 11: it this is the first step of that um you know i don't know whether this itself the initial swap

[0:58:45] Voice 11: which probably needs some work and tidying up is the substance by which you communicate to the

[0:58:50] Voice 11: public this is our thinking this is that was really your first opportunities to sit together

[0:58:55] Voice 11: there's a group and do this kind of work um i i would like to take it tidy it up and and refer it

[0:59:02] Voice 11: back to yourselves and the governance committee so yeah i'm holding that and excited to have it

[0:59:08] Voice 11: as the first step in that process and um i look forward to in this meeting discussing some of

[0:59:17] Voice 11: these larger issues as we move forward into the next september trust council thanks for the time

[0:59:33] Trustee Luckham: focusing focusing us on the decision

[0:59:35] Trustee Luckham: making elements which is why we gather certainly uh it turned out okay in the end but certainly

[0:59:44] Trustee Luckham: there was a struggle there with understanding and differentiating the work in progress carried

[0:59:51] Trustee Luckham: over from previous term the strategic plan that exists that there's some responsibility to

[0:59:57] Trustee Luckham: to fulfill in.

[1:00:00] Trustee Luckham: parallel with a new uh planning process and then indeed the complexity just associated around the

[1:00:05] Trustee Luckham: executive committee work program um were uh difficult and and indeed i'm not sure how we

[1:00:16] Trustee Luckham: uh better prepared council for uh those that that kinds of uh conversation because of course you

[1:00:26] Trustee Luckham: you want the conversation to be free and open, you don't want to steer people in a particular

[1:00:31] Trustee Luckham: direction. Did you have any additional remarks about those particular elements you sort of

[1:00:37] Trustee Luckham: touched on already?

[1:00:39] Voice 11: Myself? No, I think that as we do, I think EC should continue to provide

[1:00:46] Voice 11: oversight in how we're communicating to trust counsel and what your objectives are moving

[1:00:53] Voice 11: into a Trust Council meeting and that as we approach September Trust Council you

[1:00:59] Voice 11: have that conversation and you know with my assistants or the staff's assistants

[1:01:05] Voice 11: going are we communicating the right things in the right way you know the

[1:01:12] Voice 11: content has to be there of course but it's almost a companion communications

[1:01:17] Voice 11: function I think from this body and that can be done a lot of different ways at

[1:01:20] Voice 11: at an LTC level in preparation.

[1:01:23] Voice 11: Hey, trust council's coming up.

[1:01:24] Voice 11: This is what's gonna be on the agenda.

[1:01:28] Voice 11: And I think we'll be in some version of this

[1:01:31] Voice 11: until we get through to having corporate planning

[1:01:36] Voice 11: that is owned by this trust council.

[1:01:38] Voice 11: We just have to continue to move that process along.

[1:01:44] Voice 11: And frankly, some movement

[1:01:47] Voice 11: or addressing the governance reports

[1:01:52] Voice 11: um recommendations where those go and um and and how they're incorporated into the function

[1:01:58] Voice 11: of the islands trust so as we get closer to that to those moments um i think it will be easier

[1:02:04] Voice 11: okay

[1:02:07] Trustee Luckham: that's great that kind of answers my question there because indeed we're talking

[1:02:12] Trustee Luckham: about some significant change and um until we get to that place where it becomes clear to everybody

[1:02:20] Trustee Luckham: what that change is uh there will no doubt be in the necessity for more conversation so yeah

[1:02:26] Trustee Luckham: our future our upcoming preparation for september council um is uh before us so

[1:03:09] Trustee Elliott: to be focused on well why did ec choose this as its work plan well this was at the direction of

[1:03:15] Trustee Elliott: previous trust council and so it's maybe this could come into the structured decision making

[1:03:23] Trustee Elliott: piece that we're looking at it's maybe not so much a learning as a development of how

[1:03:30] Trustee Elliott: we make decisions and which how those lines of communication are are drawn and i think i think

[1:03:39] Trustee Elliott: that is a big source of confusion i don't think anyone's doing anything wrong it's just there

[1:03:44] Trustee Elliott: there isn't certainty over how decisions are made,

[1:03:48] Trustee Elliott: especially between trust council and EC, sorry.

[1:03:52] Voice 11: Yeah, Mr. Chair.

[1:03:55] Voice 11: So yeah, interesting reflection is

[1:03:57] Voice 11: all of the other council,

[1:03:59] Voice 11: you undertook the exact same process

[1:04:01] Voice 11: as all the other council committees,

[1:04:04] Voice 11: all of which their programming was consent agenda items.

[1:04:11] Voice 11: So there was not a review at a trust council level

[1:04:15] Voice 11: around the land use planning regional planning committee work plan or the

[1:04:21] Voice 11: financial planning committee or trust area services trust firm so it's those

[1:04:29] Voice 11: will probably as that work will have greater opportunities for those things

[1:04:33] Voice 11: to be robust discussions as well but indeed your fault they're following the

[1:04:38] Voice 11: same policy that you are as you develop your your work plan is substantially

[1:04:42] Voice 11: actually based on exactly what you um have developed and that is um work of value from

[1:04:49] Voice 11: the last trust council that's ongoing on a daily basis okay

[1:04:54] Trustee Luckham: super thank you so uh

[1:04:57] Trustee Luckham: shall we go to the uh other directors to see if they have uh to report on their experience at

[1:05:09] Voice 2: thank you mr chair i i i think the ceo uh caught most of it but i would

[1:05:15] Voice 2: would like to share maybe just a few handful things. A great shout out to Lori Foster who

[1:05:19] Voice 2: always deserves it. It was very touching to see. And of course, Daphne Shahid as well, who is

[1:05:26] Voice 2: quietly back there solving all our problems and doesn't ask for any accolades, but a huge shout

[1:05:31] Voice 2: out to her as well. Conscious that there is a bit of a lull in reporting from some of our services,

[1:05:39] Voice 2: myself included, our department and all my team, which means that next Trust Council is probably

[1:05:44] Voice 2: going to be packed so it's always that wave so i'm conscious of reporting for that and trying

[1:05:50] Voice 2: to make it easy and efficient for you there it was also the first council meeting i think in

[1:05:55] Voice 2: person since 2020 um so and i think that was a perfect venue for that and i found some um the

[1:06:03] Voice 2: process by which um people were interacting to be similar to uh the messages we heard from lisa

[1:06:10] Voice 2: of Bofal Singh regarding First Nations.

[1:06:14] Voice 2: And her messages were that friendship and trust come before politics.

[1:06:19] Voice 2: It's about respect and love.

[1:06:21] Voice 2: And you are a critical drip, which I enjoyed those messages

[1:06:26] Voice 2: because it really is about working together in that human element

[1:06:30] Voice 2: and being together.

[1:06:31] Voice 2: And I thought the interactions were really representative

[1:06:34] Voice 2: of working together that way.

[1:06:36] Voice 2: And then, of course, I think I heard some aha moments

[1:06:39] Voice 2: with some trustees hearing that message

[1:06:40] Voice 2: going out to First Nations.

[1:06:41] Voice 2: So from a planning perspective though,

[1:06:44] Voice 2: I am hearing the rise of interest in marine issues,

[1:06:47] Voice 2: which would compliment some of the housing

[1:06:49] Voice 2: and freshwater issues that we're working at

[1:06:51] Voice 2: at the Regional Planning Committee and that excites me.

[1:06:53] Voice 2: So I plan to stay tuned to those discussions.

[1:14:06] Voice 11: I think I would ask EC to start considering that question.

[1:14:11] Voice 11: and I ask that given the request of the Minister for a review of the Islands Trust that's out there

[1:14:21] Voice 11: and we're about to respond back and this is of course has been you have added this to your work

[1:14:30] Voice 11: plan so I'm thinking that we need to have a more substantive conversation executive committee on

[1:14:39] Voice 11: just the approach that we want to take and and to step into this work more fully there's I think

[1:14:44] Voice 11: there's just been this moment of generically everyone wants this to happen but specifically

[1:14:49] Voice 11: there hasn't been um that case made either from a wider trustee perspective an ec perspective or a

[1:14:57] Voice 11: staff perspective um what would be a reasonable approach um and you know fruitful area for

[1:15:03] Voice 11: discussion and how do we how do we measure that against a potential um request keeping in mind

[1:15:11] Voice 11: at the end of last term um the governance review was underway for a couple of years year and a half

[1:15:16] Voice 11: uh at the same time this conversation was at play um when is the right time to move on this

[1:15:23] Voice 11: um so i'm happy to work with the executive committee if you want me to um

[1:15:27] Voice 11: start looking at some strategies but i'd prefer to not just strike out madly in all directions

[1:15:32] Voice 11: but work with you um on um initially having that conversation how do we engage trustees in this

[1:15:40] Voice 11: the development of a coherent saleable request and the means by which it's made

[1:17:26] associated with um achieving some objective what would be a good objective what would be a good

[1:17:33] goal around achieving this I think that

[1:17:40] Voice 11: conversation needs to pass there needs

[1:17:42] Voice 11: to be some conversations at an executive committee level both in terms of content

[1:17:48] Voice 11: what do we want specifically why do we want it when would we want it and then

[1:17:53] Voice 11: what's the means by which we're going to try and achieve it and you know I could

[1:17:57] Voice 11: contextualize those things in a report over the last number of years there's

[1:18:02] Voice 11: There's been some reporting and discussion around this,

[1:18:05] Voice 11: but this is now on one of your top priority items.

[1:18:09] Voice 11: It's mentioned in the SWOT analysis two or three times.

[1:18:15] Voice 11: It hasn't really been amended to the strategic plan.

[1:18:18] Voice 11: It was not part of the governance report recommendations.

[1:18:21] Voice 11: They didn't, out of their 15 recommendations,

[1:18:24] Voice 11: they didn't have Seeking Increased Funding,

[1:18:29] in the abiding interest of trustees and trust counsel and stepping

[1:24:54] Voice 14: that stopped at executive committee and never did proceed into a draft budget

[1:24:57] Voice 14: but that was an approach that we had previously considered to ensure that there'd be enough

[1:25:04] Voice 11: if i may yes please so yeah this is great an interest expressed by previous trust

[1:25:12] Voice 11: council uh some initial direction for work it was unfunded substantially um i'm holding this swat

[1:25:23] Voice 11: that uh you know refers to engagement um as a consistent topic indeed this trust council might

[1:25:33] might want

[1:25:33] Voice 11: to either invest or make engagement a priority.

[1:25:36] Voice 11: So this is, as you sequence,

[1:25:39] Voice 11: as this trust council looks at what is important to it,

[1:25:43] Voice 11: it might reiterate these things in some new way

[1:25:47] and say, you know, LTC engagement, we really have to focus.

[1:25:52] Voice 11: At present, it just exists on our fuel,

[1:25:58] Voice 11: but we haven't got it as an accelerated project.

[1:26:01] Voice 11: That being said, we just reached out to all trustees

[1:26:03] Voice 11: or Claire and her team did and they're starting to get feedback I'm expecting around communications

[1:26:09] and engagement from Morgana and those people so I if I was a guessing person I'd say this is going

[1:26:16] Voice 5: an important thing for this trust council as you move forward okay thank you for you

[1:28:32] Voice 11: into a visioning exercise for the islands trust which is part of a corporate planning process

[1:28:37] Voice 11: First a SWOT, then a vision.

[1:28:43] Voice 11: We also have a corporate plan framework that has to go in front of Trust Council either at this meeting, I would recommend, or at the next one.

[1:28:55] Voice 11: So that's another related piece.

[1:28:58] Voice 11: The reason why I'm bringing it up now is each of those are significant, right?

[1:29:02] Voice 11: When you say let's undertake a visioning exercise, we've got in there at 9 o'clock on Wednesday, but you've just done a SWOT.

[1:29:11] Voice 11: um that could be a full half day right and i'm going to need your guidance on what do we think

[1:29:23] Voice 11: that visioning exercise would look like what questions would we ask of trust council do we

[1:29:30] Voice 11: want to have professional assistance with that um and those things because i've got the rest of july

[1:29:38] Voice 11: a smidge of august then i'm away for a bit and then i'm back for a couple of weeks so i have

[1:29:44] Voice 11: have to prepare fairly soon the good news is is that um in talking with the chair of the

[1:29:52] Voice 11: governance committee they're meeting on the 31st and they're going to be discussing what they think

[1:30:00] Voice 11: or it's on the potentially on the agenda would be a value from a visioning perspective and they're

[1:30:05] Voice 11: going to write to you or let you know what that is so that would be helpful but i think it's to

[1:30:10] Voice 11: executive committee to actually develop what the the session if you're with me

[1:30:18] Voice 11: and then i will also be working with the governance committee sub fpc group on the

[1:30:27] Voice 11: a corporate planning framework to see whether that can get healthy enough to go in front of

[1:56:26] Trustee Elliott: the marine or um and how it can apply to our planning through our land use and water planning

[1:56:37] Trustee Elliott: um authority so there's a lot here and it's so significant to all of our communities and

[1:56:50] Trustee Elliott: and each ltc in each island and yet there isn't really a program like to me this is the one

[1:57:00] Trustee Elliott: unifying thing that we can absolutely 100 say is in common with every ltc is where the water meets

[1:57:07] Trustee Elliott: or where the land meets the shore there's all these uh contested areas not contested but um

[1:57:13] Trustee Elliott: overlapping areas of jurisdiction and and local governments have been delegated the authority

[1:57:18] Trustee Elliott: authority through zoning to regulate them. So how do we do that? And how do we protect

[1:57:24] Trustee Elliott: the near shore and foreshore areas? And how do we enforce when the protections that we've put

[1:57:33] Trustee Elliott: in place or the DPAs are not respected, or the zoning is not? Anyway, I don't know what to say

[1:57:41] Trustee Elliott: other than that there's there is a lot to do in terms of education dissemination of information

[1:57:50] Trustee Elliott: but i think there's a significant program of work and i just don't know which body could

[1:57:56] Trustee Elliott: undertake it um for protection of the shoreline um

[1:58:25] and that the Waters Act has the jurisdiction

[1:58:27] and responsibility to regulate

[1:58:35] Trustee Maude: because Islands Trust was asserting

[1:58:38] Trustee Maude: that we were responsible for morning boys and so i was i was just i was that's the reason i brought

[1:58:45] Trustee Maude: me to the question table originally was that i wanted clarity as to who was or was not responsible

[1:58:51] Trustee Maude: um and it extended onto the concept of if the federal government is responsible for

[1:58:57] mooring boys if that is the fact then are they also responsible for what is attached to that

[1:59:03] mooring buoy is i can we regulate whether somebody has a boat or a dock or whatever

[1:59:08] to a mooring buoy is is that something that we can regulate um as islands trust or is that something

[1:59:15] Trustee Maude: that is firmly underneath the purview of the federal government

[1:59:19] Trustee Maude: it's it's it's responding to some some violent complaints and violent enforcement actions

[1:59:30] Trustee Luckham: um so i think that the cao is indicated here is that um this report is in response to

[1:59:41] Trustee Luckham: questions raised at its june 27th meeting i think it was um and that the question becomes

[1:59:48] Trustee Luckham: whether or not the executive committee wants to or has the direction from council to take this

[1:59:56] Trustee Luckham: this on as a work project to perhaps

[2:00:00] Trustee Luckham: more clearly identify the information that we have before us and historically are aware of

[2:00:06] Trustee Luckham: including legal opinions with respect to the placement and management of mooring buoys and

[2:00:14] Trustee Luckham: grappling with this because of course we are a zoning land use zoning and we're zoning agency

[2:00:20] Trustee Luckham: and we have many LTCs have zoned the surface of the water to allow particular uses of which

[2:00:27] Trustee Luckham: which the use is a mooring buoy, but we don't necessarily describe that use in any length.

[2:00:36] Trustee Luckham: So how do we get this under the work program with all those things that we've already got?

[2:00:40] Trustee Luckham: Do we have budget and resources to be able to apply to this?

[2:00:49] Trustee Luckham: So I think that's the question here is, where is it that Executive Committee should take this?

[2:02:50] Voice 9: as trustees we get asked these questions it'd be nice to have a fairly concise little piece to say

[2:02:56] Voice 9: look this is how it's set up this is where we have jurisdiction this is where it's uh it these

[2:03:05] Voice 9: matters here fall outside of our jurisdiction that's what i sort of see as more the priority

[2:04:34] Trustee Elliott: you can clarify where the LTC sort of differ in their,

[2:04:39] Trustee Elliott: in their approaches. And so I,

[2:04:42] Trustee Elliott: so that's the first piece in consistency.

[2:04:45] Trustee Elliott: And can we bring this together as to have a cohesive approach that everyone

[2:04:56] Trustee Elliott: understands? And I forgot my second point, so I'll leave it there.

[2:05:00] Trustee Luckham: that's fine. That's a great segue to asking Warren to step into this space and assist us in how we might advance this.

[2:05:11] Voice 1: Thanks, Chair. So currently, our legal counsel is working on a legal opinion to get clarification on these issues, especially the mooring buoys, and also to get clarification on what any local trust committee can do in the future.

[2:05:29] Voice 1: um bowen island municipality for example now requires the registration of mooring boys and

[2:05:37] Voice 1: vessels and vessels in manion bay now to accomplish that they've acquired a license of occupation from

[2:05:44] Voice 1: the province uh to actually require this registration of both boys and vessels um so

[2:05:54] Voice 1: young anderson will look at that issue as to whether or not that is even something a local

[2:05:58] Voice 1: trust committee could do um and i have spoken we've enforced this issue on different islands

[2:06:07] Voice 1: and some of those subject to enforcement have engaged with private legal counsel

[2:06:11] Voice 1: and i've talked with private legal counsel who are marine law experts and they have recognized

[2:06:17] Voice 1: islands trust jurisdiction over the land use and the ability to say whether or not someone can have

[2:06:24] Voice 1: a mooring buoy in water zone by islands trust or whether or not they can put floats out attached to

[2:06:31] Voice 1: that mooring buoy but i believe the legal opinion will provide clarification from ltc to ltc there

[2:06:39] Voice 1: are water zones where mooring buoys are not permitted at all there are other areas where

[2:06:44] Voice 1: mooring buoys are only permitted if it's for an accessory residential use to an upland lot

[2:06:50] Voice 1: lot so the zoning does vary from island to island but if there is a project undertaken i think the

[2:06:57] Voice 1: legal opinion that's being prepared will provide some clarification and material for any committee

[2:07:03] Voice 1: that works on it are there any questions further questions

[2:07:08] Trustee Luckham: under whose direction is the legal

[2:07:10] Trustee Luckham: opinion being sought at this time and when do you anticipate that i

[2:07:15] Voice 1: sought the legal opinion

[2:07:16] Voice 1: because of the different enforcement efforts that we have underway on multiple islands from

[2:07:21] Voice 1: from Gabriola, Salt Spring, Galliano, and Main Island.

[2:07:29] Voice 1: with our enforcement because there has been challenges

[2:07:31] Voice 1: to that land use authority and our ability to say

[2:07:35] Voice 1: what uses we can regulate and enforce upon

[2:07:44] Trustee Luckham: So maybe we should be awaiting and your plan

[2:09:57] Voice 11: around the intertidal zone, authorities, marine protection, the role of the Islands Trust,

[2:10:11] Voice 11: regards the foreshore area you know the application the development permits how effective they are or

[2:10:17] Voice 11: not um that is would be a substantial and valuable part of a strategic direction for the islands

[2:10:26] Voice 11: trust if they wanted to step into that space um right now we're we're on fresh we're working

[2:10:32] Voice 11: on fresh water um we're working on housing um in our current sort of strategic projects

[2:10:39] Voice 11: and i've seen nothing wrong with ec um when we come when it comes time to populate the corporate

[2:10:47] Voice 11: plan to advance a discussion just on this i do remember as a when i was going through my uh

[2:10:53] Voice 11: cao review over the years that i i think this is a quote i said it would be great to have the

[2:10:58] Voice 11: trust be a leading coastal juror you know coastal management jurisdiction um that would be a

[2:11:04] Voice 11: worthwhile goal for the for your organization over time so i'd like to make this a short answer but

[2:11:11] Voice 11: it's those one two three things firstly um receipt of that opinion to turning that um if it turns out

[2:11:19] Voice 11: to be valuable into something we can share with others um as an easy work project piece and then

[2:11:26] Voice 11: three how do you if you want capture that whole marine foreshore thing as some sort of strategic

[2:11:32] Voice 11: you could earn direction at some point for the islands trust okay

[2:11:38] Trustee Luckham: so we've heard a lot of things

[2:11:41] Trustee Luckham: there so vice chairs uh certainly there's some recommend a recommendation that we provide

[2:11:45] Trustee Luckham: direction to receive the copy of the main island follow-up opinion and uh is there any other

[2:17:21] Voice 2: as an interim strategic plan uh with the amendments that it updates that it approved

[2:17:28] Voice 2: approved amending the strategic plan to be extended for the next fiscal, and that it

[2:17:34] Voice 2: amend that plan by updating the strategic initiatives to support land use decision

[2:17:42] Voice 2: making. And I would say land use decision making includes the marine environment. That's just

[2:17:46] Voice 2: because when we talk about land and planning, it's land and the surface of the water.

[2:17:50] Voice 2: In legislation, it's the same, so we don't really translate it. So I'd say there's some

[2:17:54] Voice 2: initiative there. In the meantime, the strategic plan itself has undertaken review of local trust

[2:18:01] Voice 2: committees and Bowen Islands municipality foreshore policies and regulatory bylaws

[2:18:07] Voice 2: and developed model policy and regulatory bylaws for the protection of the foreshore and nearshore.

[2:18:13] Voice 2: So that's already in the strategic plan and you did get a report in March 2021

[2:18:19] Voice 2: that sort of did half of that.

[2:18:21] Voice 2: It did a really good job of, well, it didn't do,

[2:18:23] Voice 2: it summarized an inventory of the bylaws and what exists,

[2:18:28] Voice 2: but what it didn't do is develop a model bylaw.

[2:18:32] Voice 2: And so I went to go find that and realized it's not online.

[2:18:35] Voice 2: So I did ask admin, of course, they're away,

[2:18:37] Voice 2: but early next week, I'll make sure that that report

[2:18:40] Voice 2: is online in that marine section.

[2:18:42] Voice 2: So you can find the report and refresh your memories

[2:18:45] Voice 2: about what that includes.

[2:18:46] Voice 2: And in the meantime, the Regional Planning Committee does have it on its work plan to address that particular resolution. And at the Regional Planning Committee, I would argue that'd be in September, can discuss how to interpret the resolution from Trust Council about the strategic plan ongoing, and how does that relate to this particular issue.

[2:19:08] Voice 2: issue and in my simple assessment is that I think there's work that could be undertaken or at least

[2:19:14] Voice 2: at the direction of RPC because trust council has made it a priority and regional planning

[2:31:01] Trustee Elliott: going to be some um discussion discussion around that um just in in looking over the minutes from

[2:31:07] Trustee Elliott: the last liaison meeting 4.3.7 biologist support for regional planning committee um i'm seeing

[2:31:16] Trustee Elliott: that this is sort of an ongoing discussion year to year is how ecosystem um expert knowledge

[2:31:26] Trustee Elliott: knowledge interpretation of mapping and sort of understanding the biological or the

[2:31:34] Trustee Elliott: ecological impacts of the land use planning decisions that we make that's been carried by

[2:31:40] Trustee Elliott: Islands Trust Conservancy staff and I'm hearing and Director Frater please correct me if I'm wrong

[2:31:46] Trustee Elliott: that they're just at capacity and cannot provide that support to our planners and so is there is

[2:31:53] Trustee Elliott: Is there time? Is this the meeting for it, for a discussion on do we need to staff either biologists or there was a comment, an expert panel of professionals to channel projects through?

[2:32:12] Trustee Elliott: Who holds that responsibility of sort of interpreting land use planning through the ecological lens?

[2:32:19] Trustee Elliott: because i think the conservancy has up until now but it doesn't have the ability to continue doing

[2:32:24] Trustee Elliott: that so we might need to fund a position so

[2:32:31] Voice 14: certainly it could be discussed at this meeting

[2:32:33] Voice 14: i would say it has never been the responsibility of the conservancy to provide advice to planning

[2:32:37] Voice 14: but certainly particularly with regard to mapping interpretation that is something

[2:32:41] Voice 14: our staff have done in the past planning had a scientific and technical fund that could have

[2:32:49] Voice 14: have been available to planners to seek external professional advice as needed. I understand that's

[2:32:54] Voice 14: been whittled away over the years in terms of reducing budgets. Certainly it could be,

[2:32:59] Voice 14: I think this could be an appropriate conversation. But yes, the conservancy staff are currently at

[2:33:05] Voice 14: capacity and the board has actually asked staff to look at, do a review of the resources available

[2:33:11] Voice 14: and needed for property management. So we are continuing to sort of hold the line that they

[2:33:16] Voice 14: need to do their core work and planning is to identify what the resources are that are needed

[2:33:21] Voice 14: to inform um planning advice i would leave it to director cermak to supplement that if needed

[2:33:29] Voice 14: but i think conservancy board would likely have an interest in talking because of course

[2:33:33] Voice 14: it's compatible work right um

[2:33:39] Voice 19: okay uh regional planning manager

[2:33:42] Trustee Luckham: director cermak thank you mr

[2:33:46] Voice 2: Thank you, Mr. Chair. This is a conversation that I've been having with Claire since I became director, and we sort of go back and forth about how to meet this need. And I don't think we've resolved it. And I think this is a conversation that needs to happen. I think it's between the two respective committees. And so I encourage that discussion to happen one way or another.

[2:34:09] Voice 2: other. Yeah, it is certainly a value. I would love to tell you, I have an idea. I think Claire

[2:34:16] Voice 2: mentioned a number of them. I have a few extras to add, but without putting that together in a

[2:34:20] Voice 2: comprehensive report, I don't want to go down that path. I do encourage that discussion. And

[2:34:25] Voice 2: I think we have an amazing team at the Conservancy and they're overworked. And I would love to,

[2:34:31] Voice 2: you know, historically, as I've worked for the trust over the decade and decade and a half or so,

[2:34:35] Voice 2: So I have been lucky enough to be able to use that resource and talk to them.

[2:34:40] Voice 2: But of course, over the last half a dozen years or last five or six years, that's become less and less available.

[2:34:45] Voice 2: So I personally have witnessed the change and lament the loss.

[2:34:50] Voice 2: I don't know if the solution is to get a biologist on the planning team or just get another biologist to the conservancy team or some other third way of using a contract planner or contract biologists.

[2:35:03] Voice 2: But either which way we go, it's a conversation I think the decision makers need to have.

[2:35:07] Voice 2: And I encourage you to have that.

[2:35:08] Voice 2: Maybe you need more than one meeting with a conservancy.

[2:39:56] Voice 5: would require some review of the motor agreement I can just

[2:41:34] Trustee Luckham: regional districts to pursue that does somebody else want to from staff side want to chime in on

[2:41:47] Voice 2: and these discussions were um happening a lot with some renovations coming ganges hill for example is

[2:42:00] Voice 2: and in the agreement it does talk about cycle route plans that the islands trust will prepare

[2:42:04] Voice 2: proposals for cycle route plans and to include that in the discussion of those agreements so

[2:42:09] Voice 2: that's not quite active transportation all the robust definitions of that but it is a start and

[2:42:15] Voice 2: so um so that is and you will see in several ocps that somewhere in there there'll be a an image or

[2:42:21] Voice 2: a picture of cycle route plans and for that the the idea is to include an extended shoulder so

[2:42:28] Voice 2: that it's a little safer because if you do bike on the islands you know how terrifying it can be

[2:42:33] Voice 2: so it is there but it needs to be beefed up to be modern but

[2:42:43] Trustee Luckham: because i you know i've seen those plans evolve on other islands um the ltc needs to make those

[2:55:03] Trustee Luckham: don't think so in that the the grant that we get 180 000 if i'm not mistaken cao barely covers

[2:55:12] Trustee Luckham: or maybe doesn't even cover the processing fees associated with collecting the property tax?

[2:55:26] Voice 19: of skew with the Alms Trust.

[2:56:39] Trustee Luckham: And so that's only one aspect of it, because indeed, just simply delivering on the mandate on behalf of the rest of the province is the other obvious one.

[2:56:51] Trustee Luckham: But we need to develop a story around that with an argument and a business case, and even to some extent, a recommendation of what that financial benefit might be, magnitude-wise, so that it can be clear what it is that the needs of the Allen Trust are ultimately on the delivery of the mandate.

[3:00:21] Trustee Luckham: and I read letters from the citizens, they all have a point of view and a perspective on what

[3:00:28] Trustee Luckham: what the Alan's Trust mandate is, and they often quote policy, and they often quote the policy

[3:00:32] Trustee Luckham: statement. And indeed, there's been conversation, and forgive me, that the policy statement is a

[3:00:39] Trustee Luckham: vision statement in itself, or should be, or somehow embraces that notion. And so the question,

[3:00:48] Trustee Luckham: and we've not been successful in the past vision statement discussions to get to a place where we

[3:00:53] Trustee Luckham: could say in a paragraph or a few words what the vision of the Allen's Trust is. And of course,

[3:00:59] Trustee Luckham: now we've got a different council and different trustees. And are we looking for a vision of the

[3:01:04] Trustee Luckham: trustees or are we looking for a vision of what people think about the Allen's Trust is what

[3:13:38] Voice 14: this is all guided by the project charter that council adopted in march but of course with

[3:13:44] Voice 14: adjusted timelines to meet our reality um so now we would until december be drafting the document

[3:13:51] Voice 14: engaging with first nations summarizing their feedback for you providing providing that summary

[3:13:56] Voice 14: back to them through the first um round of this we did learn some lessons from nations about how

[3:14:03] Voice 14: they'd like to do this and so we'll be implementing that so we'll summarize their comments check back

[3:14:08] Voice 14: with them to make sure we've summarized correctly and then we'll prepare communication materials in

[3:14:13] Voice 14: In January, Trust Programs Committee and Executive Committee were proposing special meetings.

[3:14:19] Voice 14: Oh, I'm not sure what's happened there.

[3:14:23] Voice 14: We're just going to check on our technology here.

[3:14:27] Voice 14: There we are.

[3:14:30] Voice 14: They would receive the policy statement.

[3:14:32] Voice 14: And again, it will be up to the various committees to determine if you'd like special meetings or not.

[3:14:37] Voice 14: And then they would be preparing early recommendations to Trust Council for further revisions.

[3:14:41] Voice 14: um you know potentially in a

[3:14:45] Voice 14: special meeting council could receive it in february

[3:14:47] Voice 14: um with any committee recommendations discuss the

[3:14:51] Voice 1: draft and pass

[3:14:52] Voice 14: resolutions for next steps

[3:14:53] Voice 14: um this could go back to executive committee and tpc for more detailed review and further

[3:14:59] Voice 14: recommendations or if you're comfortable with it it could move forward um then from there on

[3:15:05] Voice 14: this is just pure conjecture conceivably in april tpc and executive could give further

[3:15:10] Voice 14: recommendations based on the feedback from trust council trust council could potentially look at

[3:15:15] Voice 14: it in may and pass resolutions to staff to make any further changes then we could bring it back

[3:15:21] Voice 14: late summer fall potentially in another special meeting to look at the draft incorporate the

[3:15:27] Voice 14: resolutions passed by council and then potentially provide it out to local trust committees and bowen

[3:15:32] Voice 14: for consideration by community that would then happen through fall and winter of 24-25

[3:15:40] Voice 14: and then in summer 2025 that would all come back to council for first reading

[3:15:45] Voice 14: and then that would kick off the formal engagement referral period and then you would review all of

[3:15:52] Voice 14: that feedback and consider further changes and then again

[3:15:55] Voice 14: pure conjecture from there

[3:15:56] Voice 14: if that all happened it could potentially be adopted still in this term but that is only

[3:16:04] Voice 14: possible if there are some consideration of special meetings again there's no this is at

[3:16:11] Voice 14: council council's in the driving seat here as to what timeline and steps it wants for this process

[3:16:16] Voice 14: but staff are still operating within the project charter that was just approved in march which sets

[3:16:21] Voice 14: out this order of events happy

[3:17:53] Voice 14: definition of unique amenities that's been revised. But it would be great to have council

[3:17:59] Voice 14: have that conversation before there's a draft here, such that it can then inform the drafting.

[3:18:11] Voice 14: your conversation to inform how you all receive this draft right and have some collective

[3:18:17] Voice 14: understanding of how you want to move forward in terms of your values and principles and your

[3:18:24] Trustee Elliott: If I may with a follow-up question perhaps the vision the

[3:18:28] Trustee Elliott: visioning process I mean CAO you posited it as a vision for how what does this council of trustees

[3:18:37] Trustee Elliott: trustees want to accomplish in this term but could it also be focused through a lens of

[3:18:43] Trustee Elliott: instead either or I don't know how does our vision for the islands and how will that be

[3:18:51] Trustee Elliott: translated into the policy statement amendment our vision for the islands trust area so
