[0:09:14] Voice 8: intergovernmental senior indigenous relations advisor so we're very happy about that robin's

[0:09:19] Voice 8: joined us so we're working on the top priorities and certainly the development of the reconciliation

[0:09:25] Voice 8: Association Learning Group into the fall will be a priority. With item three, I just want to make

[0:09:32] Voice 8: this point. The language here is Trust Council respond to Minister Kang to the fact that Trust

[0:09:37] Voice 8: Council, it's regarding the letter. I have personally spoken to ministry staff and updated

[0:09:44] Voice 8: them to this end. I don't know whether the direction requires that a letter be written

[0:09:51] Voice 8: directly to Minister Kang, certainly that's at the pleasure of Executive Committee,

[0:09:55] Voice 8: but the Ministry is aware that you're going to meet in September, discuss this and then

[0:10:01] Voice 8: re-engage in this discussion following that. Indeed there might be an opportunity to either

[0:10:07] Voice 8: formally or informally meet the Minister at UBCM and begin to have some of those conversations

[0:10:15] Voice 8: to confirm it. But I await your direction. I would say this is substantially fulfilled.

[0:10:22] Voice 8: Anything else? Item 6, the visioning exercise is being included in your package today for discussion.

[0:10:31] Voice 8: And item 8, the strategic plan that is underway.

[0:10:35] Voice 8: And 9, 10, and 11 were from our recent meetings.

[0:10:40] Voice 8: We really haven't had an opportunity to advance those at this point, but certainly they're on the agenda,

[0:10:44] Voice 8: and we will turn our minds to that probably into September, October, as time allows.

[0:10:49] Voice 8: house. And with that, I'd just say that's the fuel. I'd respond to any questions. Maybe I'll

[0:10:56] Voice 8: just do a brief CAO update right now. Over the last couple of weeks, it really was getting

[0:11:05] Voice 8: the governance agenda together and linking together the various, this is fairly well-worn

[0:11:19] Voice 8: those meetings so that we land with a fairly substantial September Trust Council meeting,

[0:11:24] Voice 8: which you're about to consider. So that's been a fair amount of work.

[0:11:28] Voice 8: Did meet with the FPC subgroup and had a good conversation with them.

[0:11:33] Voice 8: I am about to go on a couple of weeks of annual vacation starting this Saturday.

[0:11:39] Voice 8: David Marler has ably agreed to step in and be the acting CAO.

[0:13:57] Voice 7: everyone. So I've had two local trust committee meetings, Laskiti and Maine, since we last met,

[0:14:06] Voice 7: and one special meeting of South Pender just yesterday to address two applications that

[0:14:14] Voice 7: needed to be advanced. And sorry, I'm just trying to find myself in the agenda where I left the

[0:14:20] Voice 7: notes i guess the only thing to report out um there's a bit of a theme with um meeting

[0:14:29] Voice 7: procedures and notification um and so i actually wanted to go back to director marler because

[0:14:37] Voice 7: um i see that that's going to be updated or that we're looking at our policy sorry i'm scrolling

[0:14:44] Voice 7: rolling through the agenda to come back to this um so basically in communities that have

[0:14:52] Voice 7: either low internet connection um if a meeting is changed uh either the time or the scheduled

[0:14:59] Voice 7: location um people can't often get that information sometimes they have the meeting

[0:15:05] Voice 7: scheduled for months and if that's changed in the interim uh just because of connectivity issues

[0:15:10] Voice 7: they can't find out about that so there's concern from South Pender as

[0:15:16] Voice 7: well about from the trustees when the agenda package is published it's not

[0:15:22] Voice 7: enough time for the public to get letters in for comment so I'm just

[0:15:28] Voice 7: hearing that that there's sort of a wholesale wish to look at notification

[0:15:34] Voice 7: and package publication and time for correspondents to get in.

[0:15:42] Voice 7: Main Island was, we were bereft of Planner Chadwick,

[0:15:46] Voice 7: who's gone away for a month, but supported by Stefan Cermak

[0:15:50] Voice 7: and had a great meeting as always.

[0:16:01] Voice 7: and don't have a look at the cmhc accelerator fund application yet but that's i think it's

[0:16:08] Voice 7: been done and submitted as far as i know correct me if i'm wrong um david that's not it i think

[0:16:36] Voice 13: which was the day after our last meeting

[0:16:44] Voice 13: As Trustee Elliot mentioned in context for LTCs,

[0:16:50] Voice 13: we have got word that the application,

[0:16:53] Voice 13: Salt Spring Island's application

[0:16:54] Voice 13: for the Housing Accelerator Fund has been submitted.

[0:16:58] Voice 13: And that's good news for Salt Spring, I believe,

[0:17:03] Voice 13: Of course, we eagerly anticipate the results of those applications, I'm sure, all of the islands that are involved in them and don't have an awful lot more to report on Salt Spring.

[0:17:20] Voice 13: I note that Chair Leckham has added the results

[0:17:27] Voice 13: of the Galliano LTC F1 landowners case to the agenda.

[0:17:33] Voice 13: So we'll get to that when we get there.

[0:17:55] Trustee Maude: you chairs um last week was sort of the omnibus week for me we

[0:17:59] Trustee Maude: all three local trust committees met last week um there were saturn and pender were fairly routine

[0:18:08] Trustee Maude: um local issues nothing too much substance so saturn is working towards a meeting i believe

[0:18:15] Trustee Maude: I believe it's now August 14th with the Ministry of Transport

[0:18:19] on site over the cutting of trees.

[0:18:23] It's strictly a discussion between ministry staff

[0:18:26] and the local trust committee members.

[0:18:32] They're just trying to figure out some protocols

[0:18:35] Trustee Maude: and roads forward with the ministry

[0:18:37] Trustee Maude: to ensure that that type of action does not happen again.

[0:18:40] end um the the highlight of last week was was denman um there was a lot happening at that

[0:18:50] meeting i i will

[0:18:51] Trustee Maude: say thanks to the outstanding work of staff um we we took what were some

[0:18:59] Trustee Maude: difficult questions and considerations and managed to to go through them um i believe

[0:19:06] Trustee Maude: based on the lack of feedback from subsequent to the meeting everybody's

[0:19:11] pretty happy with the Housing Advisory Committee is up and running though

[0:19:19] Trustee Maude: they're meeting weekly they're having lots of attendance at their meetings so

[0:19:25] Trustee Maude: it's there I look forward to reading their minutes because they're going far

[0:19:32] Trustee Maude: down the rabbit hole on the housing issues and really really coming up with

[0:19:36] Trustee Maude: some creative ideas uh it's such an engaged community and such a pleasure to be working

[0:19:41] Trustee Maude: with them um other than that i just believe that that was it was a busy week but it was a it was

[0:19:47] Trustee Maude: an interesting and fun week okay

[0:19:52] Trustee Luckham: thank you uh first chair mod um so from my own quarter i think

[0:19:57] Trustee Luckham: i reported out uh uh telecom on the meetings uh on gabriola the previous week and on gambier um

[0:20:07] Trustee Luckham: and a pleasure to be working with those committees and i think i probably mentioned

[0:20:12] Trustee Luckham: i think that was an eight ferry trip in 24 hours um to meet in both of those communities um and um

[0:20:22] Trustee Luckham: that's it from here so i'm going to move on to uh island stress conservancy liaison update um

[0:20:30] Trustee Luckham: Is there an update from the Conservancy, Vice Chair Elliott?

[0:20:38] Voice 7: I wouldn't say there's much of an update.

[0:20:41] Voice 7: I'm sure you already know that Chair Linda Adams is no longer part of the board and Risa Smith was elected as chair.

[0:20:52] Voice 7: We don't have a vice chair yet.

[0:20:54] Voice 7: I think that's deferred to the next meeting.

[0:20:55] Voice 7: um and lisa govro joined us for her first meeting on july 18th which was followed by our

[0:21:06] Voice 7: ec itc liaison meeting and uh you were all there so you know the results of that is

[0:21:13] Voice 7: we're hopefully scheduling a follow-up meeting um to discuss uh the first nation referral process

[0:21:21] Voice 7: us, which is of deep interest to both of our bodies, and we didn't get to have a discussion

[0:21:27] Voice 7: on that, so I think we're looking for a follow-up meeting just on that item, if I'm correct.

[0:21:41] Trustee Luckham: that covers off our previous meeting activities and brings us to bylaws for approval and consideration.

[0:21:47] Trustee Luckham: The other important element of the Executive Committee is to measure bylaw amendments,

[0:21:53] Trustee Luckham: amendments, OCPs, particularly that they're compliant

[0:21:56] Trustee Luckham: with the policy statement and their OCPs.

[0:22:01] Trustee Luckham: And so the first one here today is Bonile Municipality

[0:22:05] Trustee Luckham: OCP amendment number 608 and 609.

[0:22:08] Trustee Luckham: I'll just note that I think it was Julia Vick

[0:22:12] Trustee Luckham: made a presentation to us at our last

[0:22:16] Trustee Luckham: executive committee as a delegation.

[0:22:18] Trustee Luckham: There's a couple of piece,

[0:22:20] Trustee Luckham: a number of pieces of correspondence.

[0:22:22] Trustee Luckham: There may be more this morning that came in in the last couple of days and yesterday particularly.

[0:22:29] Trustee Luckham: Difficult, well impossible really for us to include in a public agenda and probably difficult for all of us to have had the opportunity to read through those additional pieces of correspondence.

[0:22:42] Trustee Luckham: And so we will advance these bylaws with what we collectively know.

[0:22:49] Trustee Luckham: know, and remind trustees, although we may or may not agree with some of the tenants

[0:22:53] Trustee Luckham: of anything that goes on out there, our measure is to comply with the policy statement.

[0:23:11] Trustee Luckham: Give us a quick summary on the OCP to start with, and then we'll address the

[0:23:20] Voice 2: okay uh so thank you mr chair so as you know the the bowen island

[0:23:26] Voice 2: municipality bylaw referral sent to you as per the bowen island municipality letters patent

[0:23:32] Voice 2: the ec has a choice as you mentioned whether to advise the bylaws are contrary to or at variance

[0:23:39] Voice 2: with the island's just policy statement and the purpose of these two bylaws are to mend

[0:23:44] Voice 2: the official community plan and land use bylaw to create a regional park over a series of properties

[0:23:52] Voice 2: at Cape Roger Curtis. The bylaws would change the land use designation or objective permitted

[0:23:58] Voice 2: uses regulations for 24 lots which total an approximate 97 hectares and so for bylaw 608

[0:24:06] Voice 2: which it would amend the OCP the official community plan would rename the land use

[0:24:11] Voice 2: designation from rural to regional park and it would amend a relevant objective to support the

[0:24:18] Voice 2: proposed uses in the park while reinforcing that recreational vehicles and trailers would not be

[0:24:23] Voice 2: supported and that vehicle uses should be discouraged and that Metro Vancouver is

[0:24:28] Voice 2: encouraged to work closely with the Bowen Island municipality on all planning and management

[0:24:33] Voice 2: decisions related to the regional parks on Bowen Island. So that's the OCP. Would you like me to

[0:31:26] Trustee Luckham: is 100 campsites potentially, you know, as much as two, three, 400 people, depending upon the size

[0:31:34] Trustee Luckham: of a family activity in a tent, a high impact recreational activity or not. And so if we were

[0:31:43] Trustee Luckham: to defer this, I would like to have more information about the assessment done by Bowen

[0:44:45] Voice 8: by direction for trust council and to and to schedule that for september just from from a

[0:44:51] Voice 8: wider perspective um this wouldn't be unusual for an organization like ours many sort of municipal

[0:44:58] Voice 8: local government type agencies have probably had their visioning sessions and started either

[0:45:04] Voice 8: developing or have concluded their strategic planning activities that are often the result

[0:45:09] Voice 8: of a visioning process so as is as we've discussed many times we're undertaking a corporate planning

[0:45:16] Voice 8: review and concurrent to that doing the business of the Allen's trust nevertheless as part of that

[0:45:25] Voice 8: corporate planning process there was first if you follow what's a fairly well-established sequence

[0:45:31] Voice 8: first an organization undertakes a sort of an analysis of what's going on around us what's going

[0:45:36] Voice 8: on internal to the organization which would be the swat and then they'd move into a visioning process

[0:45:41] Voice 8: we did do a version of this um a couple of terms ago and i included some notes in this

[0:45:47] Voice 8: um in this report just to give you some context around um you know what are some of the

[0:45:52] Voice 8: possibilities and what is some previous work that's been done you'll see on the first page

[0:45:58] Voice 8: of the report um that uh we've kind of tasked the governance committee but primarily executive

[0:46:04] Voice 8: executive committee with the development of a visioning process, and I think it's perfectly legitimate for this committee to go, you know, is this the right time for this? It may be, it may not be, but Trust Council itself, at least from an administrative observer and participant's perspective, really hasn't sat and talked about, you know, just as trustees in the round, had an opportunity to talk about the long-term future for the region, what they believe are important

[0:46:33] Voice 8: important ideas. And there hasn't been that an exchange of ideas that has really occurred at

[0:46:38] Voice 8: the Allen's Trust. We had the onboarding, of course, the orientation, we've dealt with some

[0:46:43] Voice 8: significant issues, we did have the SWOT, but fairly soon, you would think that an organization

[0:46:47] Voice 8: like the Allen's Trust would move into this space. So this question, so that's just sort of the

[0:46:54] Voice 8: background. Then I'm going to move to much of what you've got in your package was provided to the

[0:47:01] Voice 8: the governance committee. And I'm just going to sort of relay a couple of the thoughts they had

[0:47:06] Voice 8: and update you on a couple of projects that I think are related to any discussion of visioning

[0:47:11] Voice 8: at the Islands Trust. And of course, what we have to keep in mind is, you know, we want this to be

[0:47:16] Voice 8: of value and to understand, you know, what visioning is versus what is the mission of

[0:47:23] Voice 8: the organization. How does that relate to the, you know, getting more specific goals

[0:47:29] Voice 8: goals, and ultimately those end up in work products that reflect those various things.

[0:47:36] Voice 8: So we went to the governance committee and they sat and I think honestly took this question

[0:47:43] Voice 8: on, but what preceded it was a discussion around work they're doing already, and that

[0:47:52] Voice 8: That is around work on a reasonable interpretation or a functional interpretation of Section 3 of the Islands Trust Act, the object clause, the preserve and protect mandate, what that means, what is its expression, how can trustees have that conversation.

[0:48:12] Voice 8: So concurrent to this visioning process, almost at a sort of deeper level, they've been looking at that question and looking at some legal interpretations.

[0:48:22] Voice 8: There is an intention by the Governance Committee to have that come to September Trust Council.

[0:48:29] Voice 8: So that's my first really key point for you.

[0:48:32] Voice 8: And I think that it would be reasonable to have that conversation first and to have trustees reflect on what is, you know, really the impetus for the organization.

[0:48:43] Voice 8: That's the object clause in the act.

[0:48:46] Voice 8: act also um there is the idea that the trustees really haven't seen the corporate planning process

[0:48:55] Voice 8: and haven't that framework they haven't endorsed it yet a fair amount of work has been undertaken

[0:49:00] Voice 8: by the fpc subgroup it's come to the governance committee a couple of times but it's probably

[0:49:05] Voice 8: appropriate to daylight that to trustees and trust council and get them to go yes this is

[0:49:11] Voice 8: something we really want to do and so that was a recommendation that's also i believe going to go

[0:49:15] Voice 8: forward um so that's the second um penny to drop the first is is likely that's that uh section three

[0:49:26] Voice 8: discussion then a discussion on corporate planning and then what would follow probably because

[0:49:32] Voice 8: visioning is is part of the corporate planning process is a discussion discussion on visioning

[0:49:37] Voice 8: so what the uh to sort of short circuit um or provide some insight into what because so

[0:49:44] Voice 8: So I asked the Governance Committee, why do you want this?

[0:49:47] Voice 8: How fundamental a visioning discussion do you want?

[0:49:50] Voice 8: Is it about the organization, sort of a more narrow look?

[0:49:53] Voice 8: Is it about the region looking out into the 5, 10, 50, 100 years from now

[0:49:58] Voice 8: and how the Islands Trust would affect itself?

[0:50:01] Voice 8: What is the destination?

[0:50:05] Voice 8: Can we concoct an aspirational or a simple aspirational sentence

[0:50:11] Voice 8: or statement that summarizes everyone's views?

[0:50:14] Voice 8: And of course, we don't know that.

[0:50:15] Voice 8: It has to happen, and a visioning process has to be undertaken

[0:50:19] Voice 8: to see whether it really can be landed.

[0:50:24] Voice 8: So attached to this is previous work on exactly this question.

[0:50:29] Voice 8: And we brought in a facilitator.

[0:50:32] Voice 8: We put maybe three or four months of work into developing the 2017 version

[0:50:38] Voice 8: that you see at the end of this document.

[0:50:40] Voice 8: And we had a fair amount of pre-planning.

[0:50:45] Voice 8: We had essentially a version of maybe a shorter version of a SWOT analysis.

[0:50:50] Voice 8: The trustees sat around and a couple of the trustees in this meeting here were

[0:50:55] Voice 8: attended to that and participated in it so you can get their interpretations.

[0:51:01] Voice 8: We then created a great visual representation of the conversation.

[0:51:12] Voice 8: we listed what we thought were some of the key elements of what would be a vision for the region

[0:51:18] Voice 8: and then we returned later after and came up with three or four versions which you see

[0:51:23] Voice 8: also attached here and they had different points of emphasis uh in the end um they could trust

[0:51:32] Voice 8: council could not come to a conclusion and an agreement on a vision statement that represented

[0:51:39] Voice 8: presented their vision and though there was talk of returning to it it just never really happened

[0:51:46] Voice 8: and indeed we got into last term in the second part of last term and really a more fundamental

[0:51:52] Voice 8: discussion became you know really what is the the object of the the object clause the direction of

[0:52:01] Voice 8: the organization the governance review so that's sort of the back story associated with this

[0:52:07] Voice 8: governance committee um sat and looked and made the following recommendations one as i've

[0:52:12] Voice 8: described that we have the section three discussion then corporate planning then that we do undertake

[0:52:16] Voice 8: a visioning session they think that um it should not be from an outside practitioner that the

[0:52:23] Voice 8: conversation should be held in-house basically with a combination of staff and elected officials

[0:52:29] Voice 8: leading it that we uh we make our goals very simple um maybe that we provide a report with

[0:52:36] Voice 8: was some definition around specifically of what a vision is, values and mission, and just make

[0:52:40] Voice 8: those things explicit and clear for people. And that we include those four statements as sort of

[0:52:49] Voice 8: the starting place, historical starting place to go, you know, do these satisfy the vision going

[0:52:57] Voice 8: forward? And of course, they'd be informed by the previous elements that we'd already discussed in

[0:53:02] Voice 8: the September meetings and to see if we could come to a simple aspirational directional this is where

[0:53:09] Voice 8: we're going type of statement that's almost full stop so now it is here at your table

[0:53:16] Voice 8: that's kind of their their recommendation to you I'd really pose or ask the same questions

[0:53:24] Voice 8: here what are some of the key questions or considerations do you think in advancing a vision

[0:53:28] Voice 8: um are you in agreement with the the governance committee's approach um do you want to have

[0:53:35] Voice 8: external assistance if we do go that route we have to act really quite quickly because uh you

[0:53:41] Voice 8: know it's summertime and it's you know to to contract with somebody might be um a bit of a

[0:53:48] Voice 8: challenge i'd move on that quite quickly um what you think of the actual exercise itself and the

[0:53:54] Voice 8: suggestion that we in essence and it would be a great great efficiency use of money is to take the

[0:53:59] Voice 8: the four um visioning ideas which all have merit and put them in front of trustees and have that

[0:54:05] Voice 8: conversation and then work on a process of refining and see if we can if we can land something that

[0:54:10] Voice 8: works how's that

[0:54:13] Voice 8: for a summary

[0:54:14] Trustee Luckham: that's a beautiful summary and um i realized that at any moment here

[1:11:55] Trustee Luckham: to catalyze this into a vision statement. And, you know, I think that I'll just maybe say that,

[1:12:07] Trustee Luckham: are captured in the key themes of caring connected communities healthy natural environment

[1:12:13] Trustee Luckham: reconciliation local business water stewardship green affordable housing renewable energy

[1:12:19] Trustee Luckham: cross-cutting ideas you know and indeed uh out of the report uh highlighting the the number of

[1:12:27] Trustee Luckham: vision statements provided um is um and the question about aspirational or otherwise

[1:12:33] Trustee Luckham: wise, has all been captured and here for us to advance. And I just think it's remarkable

[1:12:41] Trustee Luckham: that we haven't turned our attention to this sooner. So, CAO, how do you think we should,

[1:12:47] Trustee Luckham: do you want some questions or some far-flung thoughts? I do want to address the six

[1:16:02] Voice 13: notion of using these four potential statements in the report as a starting point for discussion.

[1:16:13] Voice 13: I think that it will give all of us something to work from.

[1:16:20] Voice 13: And in fact, if it's in the agenda package,

[1:16:24] Voice 13: there may be trustees that are going to work on it

[1:16:26] Voice 13: a little bit prior to the meeting,

[1:16:28] Voice 13: prior to the exercise itself.

[1:16:29] Voice 13: So those are my thoughts without going on too much at length

[1:17:09] The feedback I got back from the SWAT exercise we did in Gabriola was that people felt that

[1:17:16] that should have been a day-long exercise, not the condensed version.

[1:17:22] And again, I'm new to this, so I don't know whether

[1:17:25] Trustee Maude: or not we did adequately budget the

[1:17:29] Trustee Maude: time on Gabriola, and I would like to sort of have some reassurance that if we're going

[1:17:34] going to do a monumental thing such as this exercise that we do allocate the appropriate

[1:17:40] amount of

[1:17:41] Trustee Maude: time whatever that may be to do it mr

[1:19:42] Voice 7: habitat of this place so something that does reflect our values um would be great

[1:19:49] Voice 7: um i look at these four versions and a lot of them are actually about how we work

[1:19:57] Voice 7: sort of joint management with first nations um alignment with first nations

[1:20:06] Voice 7: and so something that indicates how we do the work like aspirational frankly just bugs me

[1:20:18] Voice 7: because it's not necessarily always rooted in the reality and so something that indicates the

[1:20:27] Voice 7: practical elements of how does this government work so i'm not sure if that answers the question

[1:20:34] Voice 7: of is this about governance but i do think that um could be helpful um what process or visioning

[1:20:46] Voice 7: exercise would benefit trust council this is a tricky one because we've got a lot of strong views

[1:20:55] Voice 7: and in some ways they don't necessarily look like they meet and so if this is a visioning exercise

[1:21:02] Voice 7: that's just do you pick you know version one two three or four we could end up in a in the weeds

[1:21:11] Voice 7: of well i don't think sustainable communities belong in our vision or i don't think

[1:21:17] Voice 7: I think ecological protection belongs. So the benefit could be that we have a really good discussion, everybody actually feels heard. And in the end, we do land on something that's broad, aspirational, has some values in it, but at least we've had a discussion and people are different trustees can see themselves in it.

[1:21:43] Voice 7: so i think i'm of two minds as to what would really benefit trust council um whether it's

[1:21:51] Voice 7: to go through the whole process again do a day-long thing or pick you know this is our

[1:21:57] Voice 7: starting point here's four versions we've already done the work um let's use this to

[1:22:03] Voice 7: to see if we can land something that carries us forward

[1:22:09] Voice 7: and then i agree with with tim on the process being delivered by staff and and done in-house i

[1:22:17] Voice 7: think that would be fine and i like the whole order of presentation that governance committee

[1:22:33] Voice 7: brings forward there um the work on the object and then we get into corporate plan discussion

[1:22:40] Voice 7: discussion, and do some vision work. So I think those are my comments for now.

[1:22:57] Trustee Luckham: question, because I wrote out some answers. But one of the key considerations is, I think that

[1:23:04] Trustee Luckham: values is an important element and and how and then how does the vision support the values

[1:23:12] Trustee Luckham: um uh but clearly there needs to be a balance between environment and community that we're

[1:23:19] Trustee Luckham: acknowledging um and then

[1:23:22] Voice 5: um how neither um the

[1:23:35] Trustee Luckham: the environment and community i guess is what i

[1:23:37] Trustee Luckham: want to say neither the environment or community and the associated values operates in isolation

[1:23:44] Trustee Luckham: and it has ever been thus and so if we're if we have a vision it needs to embrace those elements

[1:23:54] Trustee Luckham: in order to find support from all uh uh sectors of council and the public because the public also

[1:24:03] Trustee Luckham: needs to support what the vision of the Islanders Trust is. So what's the goal of this? I don't

[1:24:13] Trustee Luckham: think we need to develop the values. I think that we can identify the key values that we all share

[1:24:21] Trustee Luckham: and then declare a vision that supports those values. And I actually do think that it needs

[1:24:28] Trustee Luckham: to be aspirational, but I think the aspirational aspect of that can embrace Southern, the governance

[1:24:36] Trustee Luckham: and the, where was that, operations of the organization, because I think that that is

[1:24:43] Trustee Luckham: important. So that's kind of the next question, or

[1:24:46] Voice 5: the focus of the visioning is, so my writing

[1:24:56] Voice 5: could always be better towards

[1:25:00] Trustee Luckham: the region and the role. So the region and the role is certainly

[1:25:04] Trustee Luckham: what the focus is. You know, it's the islands in the Salish Sea, the legacy provided to us

[1:25:13] Trustee Luckham: through First Nations, through knowledge and inherent protection. And then the role of the

[1:25:22] Trustee Luckham: the Islanders Trust is of course important in that going forward and in many respects fixing

[1:25:30] Trustee Luckham: things that have not evolved the way they could have or should have. And so certainly there needs

[1:25:40] Trustee Luckham: to be an acknowledgement of the reconciliation piece in this. And then with respect to governance

[1:25:47] Trustee Luckham: and operations i think that we want to be excellent in that work and so i think that's

[1:25:53] Trustee Luckham: part of the vision also is to acknowledge that we want to aspire to be you know years ago we

[1:26:00] Trustee Luckham: wanted to be the best coastal stewards you know and cao you're responsible for that thought

[1:26:05] Trustee Luckham: in many respects or he's capturing it in that way um so that's that question three and then

[1:26:13] Trustee Luckham: And question four is the tricky one here.

[1:26:17] Trustee Luckham: And, you know, I just I said the governance committee all repeated again that not coming out of this session with a vision isn't going to be a failure, not coming out of this session without a vision.

[1:26:29] Trustee Luckham: We have clearly had a long conversation and come to some understanding and that maybe we need to do more work and maybe we need some facilitation to get there.

[1:26:39] Trustee Luckham: But I do believe that if we keep it simple, based on values that we agree upon, keep it aspirational, acknowledging all the pieces, community, environment, operations, short is sweet, obviously, but that we can do that.

[1:26:57] Trustee Luckham: So I do think that it needs to be guided in some way rather than a complete free-for-all.

[1:27:04] Trustee Luckham: And I do tend to think that, one, it's kind of late to try and find some contractor that might do it that shares something of the island's trust in order to be able to be genuine on the topic.

[1:27:22] Trustee Luckham: topic but and i wonder about how it is we might facilitate a fresh voice and so i and you know

[1:27:32] Trustee Luckham: the vision statement is a communications element um uh communicating our aspirations um as an

[1:27:40] Trustee Luckham: organization and i wonder whether or not that fresh voice is not a one of our staff in communications

[1:27:46] Trustee Luckham: that is a potentially a new person in the organization and that's a lot to ask i know

[1:27:51] Trustee Luckham: but would provide a freshness to it that might be helpful to advance the conversation.

[1:28:01] Trustee Luckham: So finally, the vision is not the policy statement, but certainly the vision needs

[1:28:11] Trustee Luckham: to live in the policy statement as the aspiration for the reason why all of the directives and

[1:28:17] Trustee Luckham: everything else uh exists in the world to facilitate and it's really the nuts and bolts

[1:28:23] Trustee Luckham: that we don't need in the vision statement we need to have that articulated in a policy

[1:28:27] Trustee Luckham: and um and so yeah indeed a vision statement is not policy it guides all of that stuff as well as

[1:28:36] Trustee Luckham: the legislation which is the mandate um which is the mission it's also not a vision statement um

[1:28:43] Trustee Luckham: It guides us in our work. So the vision and the mandate both jointly guide us in our work and our decision making.

[1:28:51] Trustee Luckham: And then the final is the process best delivered by staff or consultants. I'm leaning towards staff.

[1:28:56] Trustee Luckham: And so those are my remarks. And you've heard from all of us now.

[1:29:02] Trustee Luckham: And maybe there's some additional thoughts from what we've heard from each other.

[1:29:08] Trustee Luckham: um i'd like to provide that opportunity and then let's go back to russ to see

[1:29:16] Trustee Luckham: i think what i heard from you is yes we do need to uh come to a place where we're providing you

[1:30:08] Voice 8: visioning session. The first is the discussion itself. And the second may or may not be a vision

[1:30:15] Voice 8: statement proper. We'll see what happens. But initially, at least, we have to understand what

[1:30:23] Voice 8: a vision is and what it does for an organization. So that's, you know, fairly pro forma. That can

[1:30:30] Voice 8: can be provided in some reporting what a vision is. But I then think we have to engage in a

[1:30:35] Voice 8: conversation that stays at a conceptual level about what that vision is so that trustees can

[1:30:42] Voice 8: have a discussion around it and sit and see whether they have something in common instead of just

[1:30:47] Voice 8: reading a proposed vision statement and then going through a wordsmithing exercise. There has to be

[1:30:54] Voice 8: some conversation i think that's going to get started during the section three conversation

[1:30:59] Voice 8: and that that could ably trickle into you know okay well given that um um here's some key concepts

[1:31:10] Voice 8: that need to need to be discussed between us how does how does a housing advocate and an

[1:31:16] Voice 8: environmental advocate end up with the same vision and you know what what opportunities do we have to

[1:31:21] Voice 8: to do that so i think the first thing is we have to say if we have the discussion that is one of

[1:31:29] Voice 8: the goals not just ending up with a statement i think these statements can be offered as examples

[1:31:37] Voice 8: as well as i can use a euclid or even the conservancy we can provide a couple examples

[1:31:45] Voice 8: of what a visioning statement is but when the gavel goes down and the conversation starts

[1:31:52] Voice 8: starts um what would be the best way you know i can go off and think it and bring something back

[1:32:00] Voice 8: but is it in is it feasible to have that conversation in the round with 26 people

[1:32:07] Voice 8: around what are some key like what do you think is the vision for this place we put that question

[1:32:11] Voice 8: out there and then you've got 26 trustees you know they've been tasked with thinking of what

[1:32:17] Voice 8: that is and trying to express it with their colleagues would that work in the round would

[1:32:23] Voice 8: Would it be better to go into the groups again, maybe with, you know, associated time?

[1:32:27] Voice 8: What do you think would work best for you as participants?

[1:32:32] Voice 8: And then we bring that information back.

[1:32:34] Voice 8: And the actual statement probably will not land at that session.

[1:32:39] Voice 8: It has to be taken away and put together and then brought back.

[1:32:48] Voice 8: It's about a visioning exercise to see if we can maybe not get the words perfect, but get the concepts lined up that represent the either the average or the basic vision for this organization and this particular group of trustees.

[1:33:12] Voice 8: But there needs to be some room, an hour or two or whatever it is, to have the conversation around what is my vision?

[1:34:08] Voice 8: my question is, do you, if you agree with kind of what I've said, I will be defining that for

[1:34:15] Voice 8: trustees in that way it's to it's initially to have the conversation um and then to try and

[1:34:23] Voice 8: inculcate that or divine it into a simple statement but not to get lost in writing the statement

[1:43:12] Voice 8: So it's a value and that it it proceeds in a way that ends up with something that people have interest in.

[1:43:27] Voice 8: I think a vision needs to be that language needs to be shared and everyone hear what the different ideas are.

[1:45:25] Voice 8: table like that kind of approach i don't think that's going to fly i think putting something

[1:45:30] Voice 8: out there um in a sequenced way and exhausting the room um in terms of its intellectual interest

[1:45:39] Voice 8: in a particular thought and then moving on to the next one and then seeing if you can pull them all

[1:45:44] Voice 8: together might be the best way forward just as we discuss things but anyway

[1:47:09] Voice 7: back that one or their own version and those are written down on white boards or some kind of

[1:47:15] Voice 7: shared digital template and we go for lunch and everybody gets to circulate and look at

[1:47:22] Voice 7: those boards and then we go away come back the next day and there's a discussion we've had a

[1:47:29] Voice 7: chance to digest it um everybody's got a sort of proposed maybe some of them are similar

[1:47:35] Voice 7: um there's an open discussion and what if we just vote like yeah this one i feel comfortable with

[1:47:45] Voice 7: trustees back number three and 20 are behind version eight which totally

[1:47:52] Voice 7: came out of the blue but lands really well with everybody um so that everyone has a say

[1:49:07] Voice 7: doing that in a small group is much easier to practice than a large group of 26 trustees.

[2:27:41] Voice 8: 16 000 views on 643 live streamed ltc events during the window of time that the data is being

[2:27:47] Voice 8: pulled together um and the trend line is flat so um they're you know with other engagement tools

[2:27:55] Voice 8: The LTC meetings and the hybrid portion of it might be utilized more successfully and you'd see more views.

[2:28:07] Voice 8: You know, we come from an era when we would have LTC meetings previous to this with maybe six people in attendance.

[2:28:16] Voice 8: You know, Hot Topics might get you 35, but if you measure this versus what was previously live LTC meeting attendance,

[2:28:24] Voice 8: I'd say that this is surpassing that. And then if you hold that we still get live people at LTC meetings, you're having, you're at least doubling the viewership or participation of people at trust councils.

[2:28:40] Voice 8: Whether that's worth the funds that you are dedicating to this on an ongoing basis is, you know, this report suggests that's the case, but ultimately that's, over time, that's going to be your opinion of the allocation of those dollars to this technology.

[2:28:59] Voice 8: Keep in mind for Trust Council meetings, we've only recently really had the fully hybrid meeting provision where we're live on islands and we're having hybrid meetings on islands.

[2:51:44] Voice 8: list is sitting MPs, any federal representatives, regional districts, usually the chairs and

[2:51:57] Voice 8: into one place.

[2:51:58] Voice 8: And depending upon the political cycle and what's going on, these meetings have been

[2:52:04] Voice 8: a collegial way to talk about Islands Trust things in the round or if there's a particular

[2:52:11] Voice 8: significant topic a great opportunity to engage with people and talk so it's been

[2:52:20] Voice 8: valuable I think we've hosted a breakfast every year except obviously in the pandemic period so

[2:52:29] Voice 8: So those rooms are getting booked up now, and we would – it's a significant piece of work.

[3:07:47] Trustee Maude: on our apc i mean i recently passed away and uh he was a big contributor to our island and

[3:07:53] Trustee Maude: and will certainly be missed um and then secondly um senator pat carney uh from saturn i think we

[3:08:01] Trustee Maude: all are very familiar with her works and her advocacy um she worked very closely as chair

[3:08:07] Lachlan will recall with me on the preservation of the Georgina Point Lighthouse. She's was a

[3:08:14] constant advocate for the island, a strong advocate, certainly a force to be reckoned with

[3:08:19] and

[3:08:20] Trustee Maude: again will be certainly missed by our communities.

Local Trust Committee (LTC) chairs offered updates from recently attended LTC 
meetings including the following: 
 A theme for many LTC’s is to review meeting procedures and meeting 
notification processes. 
 
5.3 Islands Trust Conservancy (ITC) Liaison Update 
 
EC/ITC liaison, Vice-Chair Elliott noted that Chair Linda Adams term with the ITC board 
has concluded and that ITC board member Risa Smith will now occupy the role of ITC

7.1.1 Discussion of Visioning Process for Trust Council 2022-26 – Briefing 
 
Executive Committee discussed the visioning exercise planned for September 
Trust Council. 
 
The meeting recessed for a break at 10:15 a.m. and reconvened at 10:30 a.m. 
 
Discussion continued regarding the 6 key question on pages 72-73 of the agenda 
package, to allow enough time during Trust Council to address the exercise, 
consideration to have breakout groups and, offering example statements 
created by the previous term as show in the agenda package. 
 
The vision process will be further refined and returned to Executive Committee 
at its next business meeting. 
 
7.1.2 DRAFT September Trust Council 3-day schedule 
 
Executive Committee (EC) reviewed the draft schedule as presented and 
discussed the following: 
 Defer San Juan County Council item to December’s Trust Council agenda 
 Move “Closed Meeting” session to Tuesday as a working session with a 
follow-up in-camera session on Thursday to address closed 
administrative items 
 Move “Trustee Roundtable” to Thursday  
 Address Corporate Planning Process Tuesday at 4:30 p.m. time slot 
 
Chair Luckham’s electronic connection dropped at 11:23 a.m. 
 
Vice-Chair Maude continued to chair the meeting.

Parliament (MP), and Saturna Island resident, The Honourable Pat Carney, on July 25, 2023 at 
the age of 88 noting her extensive contributions and history of service to British Columbia and 
Canada.
