[0:07:39] Trustee Luckham: in our pre-meeting trust council meeting have added an item 11.1.6 to the trust area of services
[0:07:46] Trustee Luckham: section there lori is emailing you a new copy of the agenda but just so that you know at 11.1.6
[0:07:55] Trustee Luckham: is a nap tech uh uh bylaw amendment that is here for adoption it came to us uh in the past term
[0:08:05] Trustee Luckham: and but there may be questions there I'm gonna give it a bit of air time if it if
[0:08:09] Trustee Luckham: it looks like we can just adopt it that would be great if it looks like we need
[0:08:13] Trustee Luckham: to have a long discussion about it we may push it off until the next council
[0:08:17] Trustee Luckham: meeting but that'll depend upon you and so that will be circulated to you if it
[0:08:23] Trustee Luckham: hasn't already been today and so you can review that and consider your options so
[0:08:29] Trustee Luckham: So with that said, I'm going to ask now, prior to adoption of the agenda, is there any new business?

[0:08:40] Trustee Patrick: Yes, the Salt Spring Island Local Trust Committee passed a resolution without meeting last week asking for a late item to be added to the agenda on advocating the province for homes for people actions that support rural island communities.

[0:08:56] Trustee Patrick: example, the suite incentives that we were excluded from.
[0:09:00] Trustee Luckham: Okay.
[0:09:01] Trustee Luckham: Okay. And so that requires a three quarters majority vote to add it to the agenda. And so
[0:09:08] Trustee Luckham: do you want to say anything more about that? Otherwise, I'll just ask for a vote on adding
[0:09:12] Trustee Luckham: that to the agenda.
[0:09:14] Trustee Patrick: No, that was it. Well, it was in response to the all only municipalities
[0:09:18] Trustee Patrick: were included in the sweet incentive program. So this
[0:09:22] Trustee Patrick: is our opportunity to potentially advocate.

[0:10:19] Voice 14: added as a new item or not um at our last ltc meeting we had requested that um the agendas be
[0:10:25] Voice 14: released to the public um more than five days before that it gets released is the day for
[0:10:35] Voice 14: communication cut off by the residents and we were told by staff that we should bring it forward
[0:10:40] Voice 14: to trust council for a decision because it seemed to be affecting majority of islands should we have
[0:10:46] Voice 14: a discussion on that here or is this something that we should just go back to our planners
[0:10:51] Voice 14: individually by island and ask for
[0:10:53] Trustee Luckham: so that's an ltc agenda so this
[0:10:57] Voice 14: was an ltc item and she said
[0:10:59] Voice 14: because it's affecting so many islands it should be a trust council decision as to whether or not
[0:11:04] Voice 14: but to have the release of the agenda pushed out right
[0:11:08] Trustee Luckham: so thank you for that and david model is
[0:11:11] Trustee Luckham: going to be better uh suited to answer that broad question yeah
[0:11:15] Voice 13: trust council has a model
[0:11:18] Voice 13: meeting procedures bylaws i think that was the intent would be for council to consider that
[0:11:24] Voice 13: so yeah it would be a council consideration but local trust moves would adopt the individual
[0:11:30] Voice 13: or bylaws and you know they're free to do that as well sure
[0:11:34] Trustee Luckham: so i would suggest that
[0:11:39] Trustee Luckham: it may be difficult to actually have a meaningful conversation without some background material and
[0:11:43] Trustee Luckham: that might be something that could be brought forward earlier on but

This is the currently the way that it stands is the agenda is released the day cut off for communication is we want to have it so that the agenda is released with at least a couple of days grace before the community cut off is. So do we really need to bring meaningful materials in to hold a discussion on what I think is a rather simple and straightforward topic?
[0:12:51] Voice 21: I'm unfamiliar with the issue and what the implications associated with it are but of
[0:12:58] Voice 21: course if you want some us to work it and bring you back options or or something is
[0:13:04] Voice 21: are you suggesting that all local trust committees have an earlier agenda release date well that's
[0:13:13] Voice 21: a pretty significant request because the work isn't done two days earlier than when it's released
[0:13:23] Voice 21: um and i believe all these are included in policy so i'm in the awkward position of saying
[0:13:30] Voice 21: um do
[0:13:32] Voice 12: you well
[0:13:37] Voice 21: by all means you can have that a discussion i just thought you're arriving at
[0:13:41] Voice 21: a decision you're indicating that this should be easily done and i'm just not sure it's easily done
[0:13:46] Voice 21: given the 13 different agendas being put out at any given time.
[0:13:51] Voice 21: But I'm just not familiar with the topic.
[0:13:54] Trustee Luckham: Okay, so I think I'd like to move forward to seeking the endorsement of council
[0:13:58] Trustee Luckham: to add this to the agenda and would recommend to you that you do some preparatory work
[0:14:04] Trustee Luckham: to bring something of a motion that seeks information or options associated with that kind of a decision.
[0:14:09] Trustee Luckham: So, council, I'll just get you to show of hands in favor of the,
[0:14:13] Trustee Luckham: hopefully you understand what the new business item is.
[0:14:21] Voice 15: respond and then I got switched off because Russ wanted to speak so I got bumped twice so I would

[0:15:19] Voice 15: provision of agendas so I think it will fit in there perfectly and we can talk about it then

[0:15:27] Trustee Luckham: that's up to the to Christina who's brought this request for a new
[0:15:31] Trustee Luckham: business item to the agenda if you think it can be included in the conversation it's already here

[0:16:12] Voice 24: section. I'm just a little concerned on the timing. And so I assume we'll just roll into
[0:16:19] Voice 24: the afternoon and there won't be pressure to try and shove everything into 15 minutes if it
[0:16:24] Voice 24: expands beyond that.
[0:16:27] Trustee Luckham: Sure. And so I think that we have a history of being reasonably flexible and
[0:16:33] Trustee Luckham: allowing sufficient time for conversation while trying to maintain the time schedule that is
[0:16:40] Trustee Luckham: anticipated to be kept to um but i think there's flexibility there okay

[0:38:47] Voice 21: executive committee has requested that eric pelkey of the wasonic leadership council come
[0:38:54] Voice 21: and speak for 30 minutes on what he sees as the future of the region,
[0:38:59] Voice 21: and that will accelerate and inform you as you're going through your visioning process as well.
[0:39:04] Voice 21: So just in terms of your agenda, we'll start the day off at 8.30.
[0:39:08] Voice 21: We'll break into groups for some just initial conversations.

[0:39:23] Voice 21: Last week, it's been a busy couple of weeks.
[0:39:25] Voice 21: Last week was the Union of BC Communities, municipalities, UBCM, and myself, an executive committee, and Trustee Patrick were in attendance.
[0:39:37] Voice 21: Relative to some other UBCM meetings, I would say that this was, and I believe you were there as well, Kayleigh Stanford was there as well.
[0:39:46] Voice 21: This was a relatively successful meeting, I would say, on behalf of the Islands Trust.
[0:39:51] Voice 21: trust um we had a an initial breakfast on the Tuesday morning where there were some 25 attendees
[0:39:57] Voice 21: and this is where people um who we can't the trust is challenged to reach out individually
[0:40:03] Voice 21: but this is a chance where we're sitting together and people can come to us so we had a variety of
[0:40:09] Voice 21: different people MLAs and others regional district representatives sitting and we hosted a breakfast
[0:40:14] Voice 21: us for them a good conversation and certainly an idea that um some variant of that might be
[0:40:21] Voice 21: of benefit to the trust going forward um if it uh was um perhaps larger but uh that that occurred
[0:40:28] Voice 21: we did meet with on tuesday with minister kang our minister um we talked about uh some of the
[0:40:34] Voice 21: challenges associated with um implementing dripa from a local government perspective
[0:40:40] Voice 21: perspective uh notwithstanding some of the fantastic or the appropriate legislation that's
[0:40:46] Voice 21: in place right now some of the mechanics of realizing drippa are not available to us that
[0:40:51] Voice 21: was the appeal made by the executive committee um and uh she she warmly greeted us i i don't know
[0:40:58] Voice 21: whether where the ministry is in terms of actually providing that discrete um assistance at this time
[0:41:05] Voice 21: or legislative framework there's a number of challenges associated with capacity funding the
[0:41:10] Voice 21: referral process in british columbia some of those challenges in camera meetings versus public
[0:41:16] Voice 21: meetings and um sort of fulfilling those obligations and where we are it's ongoing work
[0:41:22] Voice 21: uh it certainly was one of the themes of the ubcm and an appeal was made to the minister for her to
[0:41:28] Voice 21: visit trust council in the near term and she accepted so we look forward to that we also
[0:41:34] Voice 21: met with the minister from fleming um transportation on the thursday and appeal was made to him to
[0:41:41] Voice 21: coalesce around some issues on island particularly ferries and the ministry of highways
[0:41:49] Voice 21: and acu transportation and the idea was put to him in keeping with our protocol agreements and mous
[0:41:55] Voice 21: to have a body sit and discuss these issues as a group and he agreed so he made
[0:42:03] Voice 21: an agreement to have a committee struck we will see what those details look like
[0:42:07] Voice 21: but certainly if that accelerated or developed that would be something you'd be thinking about
[0:42:13] Voice 21: as you moved into some sort of strategic planning and so forth what you know how would we fully
[0:42:18] Voice 21: participate in some sort of round table like that and finally by now in in a usual turnover
[0:42:27] Voice 21: over of term we'd have met with Bowen Council we hadn't had that opportunity but we did take it to
[0:42:33] Voice 21: to have some brief conversations introductory conversations with Bowen Council so those are
[0:42:38] Voice 21: some good conversations that we had and just want to let you know that that had occurred
[0:42:43] Voice 21: and that's it for my opening remarks for this trust council chair Luckin we have lots of reports
[0:42:48] Voice 21: and RFDs in front of you for the next few days and hopefully we'll get to where you want to go

[0:42:56] Trustee Luckham: thank you very much, Ciel, for those updates. Before I get too far along, I actually just want to recognize Rob Botterill, who is in our audience here. He's a past trustee from the 80s, about 82 to 86, more or less, of Bowen Island, prior to the incorporation, and is now a resident of Pender Island at the end of the, well, whatever, at the moment he's a resident of Pender Island.
[0:43:24] Trustee Luckham: I just want to acknowledge a past trustee in our audience, and I hope that you're pleased with what you're observing.

[0:43:35] Trustee Luckham: So this brings us to 5.1.
[0:43:37] Trustee Luckham: We have two consent agenda items, one being the CAO's report and the other being the Executive Community Work Program report.
[0:43:44] Trustee Luckham: And I'll ask anybody if there's any discussion that you would like to have or questions that you have with respect to these two items.
[0:43:56] Trustee Luckham: Okay, not seeing anything online or in the room. So then we will receive those by general consent that the Ombudsperson adopt the recommendations as presented in items 5.1.1 and 5.1.2.
[0:44:09] Trustee Luckham: So that brings us now to discussion and decision items. The first one being 5.21, Biola Compliance and Enforcement, Office of the Ombudsperson Report, Request for Decision.
[0:44:22] Trustee Luckham: And it looks like Stefan Cermak, the Director of Regional Planning Services, is going to start us off on this one.
[0:44:31] Trustee Luckham: Over to you, sir. Thank you.
[0:44:33] Voice 25: Thank you, Mr. Chair, and hello, everybody.
[0:44:36] Voice 25: It's a pleasure to be here.
[0:44:39] Voice 25: In March 2023, Trust Council received a report describing bylaw enforcement authority issues and processes.
[0:44:47] Voice 25: processes. Following the report was a presentation by staff from the Office of the Ombudsperson
[0:44:52] Voice 25: and from the Attorney General's Office. Both groups spoke to current best practices.
[0:44:59] Voice 25: Following the report, presentations and discussion, Trust Council requested that the Office of the
[0:45:05] Voice 25: Ombudsperson undertake a comprehensive review of the enforcement-related policies and practices
[0:45:10] Voice 25: of the Islands Trust and recommend such improvements and changes to them as may be
[0:45:15] Voice 25: required to bring the policies and practices into conformity with best practices. You have
[0:45:21] Voice 25: that report. The report draws on numerous resources to evaluate how administrative
[0:45:26] Voice 25: fairness may be enhanced, including providing examples from other jurisdictions.
[0:45:31] Voice 25: Overall, the report outlines the best practices to have a by-law complaints policy that provides
[0:45:36] Voice 25: direction to staff and information to the public. Some general recommendations include updating
[0:45:43] Voice 25: policy and procedures to reflect best administrative fairness practices and procedures,
[0:45:47] Voice 25: making both policies and procedures publicly available, and to draft better policy to assist
[0:45:55] Voice 25: staff in exercising discretion. Some specific policy and procedure content recommendations,
[0:46:02] Voice 25: I certainly won't get into all of them, you can read the report, but some specific ones include
[0:46:06] Voice 25: adding new sections, including definitions, confidentiality, equitable enforcement,
[0:46:12] Voice 25: enforcement and more details on handling and closing investigations. They kind of name that
[0:46:17] Voice 25: different in the report, but that's what it's about. The report also recommends updating existing
[0:46:22] Voice 25: forms and templates, and if you didn't know, I sent them all that information that we have,
[0:46:26] Voice 25: all the existing forms and templates. These will further help communications and ensure that
[0:46:30] Voice 25: individuals are provided with adequate notice of decisions, information about the opportunity to be
[0:46:36] Voice 25: heard within the violent enforcement process, fulsome, clear, and understandable reasons for
[0:46:41] Voice 25: decisions, and information on review or appeal options available to them.
[0:46:46] Voice 25: Finally, the report also recommends amending the handling of administrative fairness complaints
[0:46:53] Voice 25: policy to reflect its function more as a complaints policy about staff.
[0:46:59] Voice 25: So it says one thing, but it could be much clearer about what it is.
[0:47:03] Voice 25: So Trust Council may provide direction on how it wishes to proceed, status quo, or to
[0:47:08] Voice 25: make changes.
[0:47:08] Voice 25: and staff's recommendation is in the report
[0:47:11] Voice 25: and it's to implement the report's recommendations
[0:47:13] Voice 25: and to request that staff develop
[0:47:14] Voice 25: and initiate an associated work plan and project charter.

[0:48:02] Voice 14: implement the bylaw complaints policy. So rather than just simply directing staff to make the
[0:48:09] Voice 14: changes themselves and bring it forward, if there was a subcommittee to work with them, you know,
[0:48:15] Voice 14: however many interested people, two or three can be a small group, to work with staff to make sure
[0:48:20] Voice 14: that the interpretation of the changes being suggested
[0:48:25] Voice 14: has some guidance from the trustees
[0:48:28] Voice 14: because we are the holders of this policy.

[0:49:22] Voice 21: and resist the creation of new subcommittees
[0:49:26] Voice 21: of which we have the 13 local trust committees,
[0:49:31] Voice 21: we have the four council committees, we have trust council, and we have at least three
[0:49:37] Voice 21: active subcommittees right now. We are challenged at this point to administrate that many different
[0:49:47] Voice 21: bodies working on projects. So if you could maybe direct it to one of the existing, absolutely,
[0:49:54] Voice 21: let's have this, this requires political oversight. And that's the intention of the recommendation,
[0:49:59] Voice 21: PUSH IT TO ONE OF THE COMMITTEES THAT EXISTS RIGHT NOW AND MAKE THAT A PRIORITY ON THEIR
[0:50:04] Voice 21: WORK PLAN.
[0:50:07] Voice 21: THAT WOULD BE MY RECOMMENDATION TO YOU.

[0:50:37] Voice 28: has a lot of good stuff in there um speak closer to them there's uh i'm a little puzzled by the
[0:50:44] Voice 28: fact that the recommendation uh on the request for decision briefing note right the first paragraph
[0:50:50] Voice 28: is actually somewhat different
[0:50:51] Voice 12: which says i mean the first one you know well you've all heard that
[0:50:58] Voice 12: one but the the second is the implementation of the recommendations well that's
[0:51:06] Voice 28: quite different
[0:51:07] Voice 28: isn't it i mean um we're being asked here to do quite different recommendations so it'd be nice
[0:51:15] Voice 28: to know which one and uh i also i can say i would favor the first one rather than and this is
[0:51:23] Voice 28: keeping the ceo's comment rather than lobbying this in the direction of the executive committee
[0:51:27] Voice 28: i think chair giddy may object but it seems to me uh that this might be something that should go
[0:51:35] Voice 28: towards the Governance Committee, which I might add has some resident expertise over there,
[0:51:44] Voice 28: and I'm looking at you, Judge Giddey, with respect to enforcement. So I'd be very supportive of the
[0:51:53] Voice 28: first recommendation amended to stream the work in the direction of the Governance Committee.
[0:51:59] Voice 28: And by the way, when I say work, I don't mean we would do the heavy lifting because it's quite clear looking at these recommendations.
[0:52:10] Voice 28: This is a big to do list. There's a lot of structural and operational things that have to happen that are outside of the ability of the trustees to analyze.
[0:52:21] Voice 28: It's got to do with management of staff and processes like internal processes.
[0:52:26] Voice 28: I think we can add value in an advisory capacity, but I think the lead in terms of, like, designing the implementation is going to have to come from staff.
[0:52:40] Voice 28: So those are my comments about that.
[0:52:45] Voice 12: I know.
[0:52:57] Voice 12: We're not enjoying our training on
[0:53:01] Trustee Patrick: microphones today.
[0:53:01] Trustee Patrick: day um
[0:53:02] Trustee Patrick: i too find i mean i think the report has been carefully crafted by the ombudsman um in a
[0:53:11] Trustee Patrick: but i think it is a very loaded report it says a lot but it says it very nicely
[0:53:17] Trustee Patrick: um not only do we have two recommendations in the report on item three on page 39 it just it
[0:53:24] Trustee Patrick: just flatly says it will be added to the executive committee work program um but it also talks about
[0:53:30] Trustee Patrick: about prioritization about this work, and I think that's an important question.
[0:53:36] Trustee Patrick: Bylaw enforcement is very much the public-facing part of our work, and if it's not happening on
[0:53:42] Trustee Patrick: your island, it is happening on our island. We're hearing a lot as trustees on various
[0:53:51] Trustee Patrick: feelings about it, and I think a lot of these recommendations get right to the heart of what
[0:53:55] Trustee Patrick: what we're seeing. So I think this is very important work. There is going to be a question
[0:54:00] Trustee Patrick: of where do we prioritize it? So it's not just give it to a committee, but how important is this
[0:54:05] Trustee Patrick: work to this body? Is this priority or not? And then there's one piece that's been missing for me
[0:54:13] Trustee Patrick: from the beginning is where does this belong organizationally? I understand why it's been
[0:54:18] Trustee Patrick: been put into planning. But to me, any time a bylaw officer is facing a bylaw enforcement issue,
[0:54:27] Trustee Patrick: one of the questions is, is the bylaw okay? Is the bylaw written poorly? Does the bylaw need to be
[0:54:33] Trustee Patrick: attentioned? And I'm always questioned, where does that belong in the organization so that that is a
[0:54:39] Trustee Patrick: free and willing thing that the bylaw officers raise as an issue? So I think there's a lot of
[0:54:46] Trustee Patrick: things here that we need to consider um and i'll stop talking
[0:54:50] Voice 12: thank you

[0:55:00] Voice 15: better get in quick uh so i uh i support implementing the recommendations
[0:55:06] Voice 15: and i like the ideas about having um trustees involved in some shape or form via the governance
[0:55:15] Voice 15: committee it seems like a good idea and the only thing i wanted to add in was that at the end there
[0:55:21] Voice 15: should be a closer loop back with the ombudsman's office because it would be nice to have the work
[0:55:29] Voice 15: that was done validated by a quick check at the end otherwise you know we we need a sort of a
[0:55:38] Voice 15: health check at the very end I would add that in thanks if
[0:55:44] Voice 16: you look at page 71 of our agenda that's
[0:55:47] Voice 16: the matrix of the work plan for the governance committee and this of course has not been
[0:55:56] Voice 16: identified as anything and I'm not sure where it would fit in I'm inclined to think that while we
[0:56:02] Voice 16: might be able to have some constructive discussion and opinions it's not our expertise and it's
[0:56:08] Voice 16: It's something that I would want to have staff work on this and come up with a plan and possibly have a referral system after that in terms of a specific question that would be asked of the governance committee, possibly, you know, mediation or something, you know, as part of the process.
[0:56:30] Voice 16: But in terms of taking this on as a reply to the Ombudsman, I think that's a huge amount of work.
[0:56:36] Voice 16: And we've got some other stuff that we've already committed to.

[0:57:21] Voice 19: associated work plan and project charter so just sort of how would the work proceed um i uh think
[0:57:28] Voice 19: will be described in that project charter and the and the work plan uh and um i mean this is good
[0:57:35] Voice 19: probably input but i uh i like the fact i think periodic reviews of things are a good idea
[0:57:41] Voice 19: i like referring to current good practice and the ombudsman's advice is right there staff are
[0:57:47] Voice 19: the recommendation is there and i'd like to make the recommendation so i would like to move
[0:57:53] Voice 19: that trust council direct the recommendations from the office of the ombudsman report titled
[0:57:58] Voice 19: voluntary consultation on bylaw enforcement policies and practices within the islands trust
[0:58:03] Voice 19: Trust, dated August 2023, be implemented and that staff develop an initiated and associated
[0:58:10] Voice 19: work plan and project charter.
[0:58:29] Voice 21: Thank you, I just want to reassure Trust Council, absolutely, we know this is important to you.

[0:58:37] Voice 21: There's been community speaking on this matter.
[0:58:39] Voice 21: um and this is this is uh looking at the policy framework and modernizing it making it more
[0:58:45] Voice 21: transparent uh absolutely staff would have to do this work and you are the overall governing body
[0:58:51] Voice 21: whatever body you pick will be the elected officials that are reviewing this and this
[0:58:56] Voice 21: will be to your liking at the end of the day um this fits very well and i apologize i probably
[0:59:01] Voice 21: should have put this in the report with regional planning committee frankly because it's a land
[0:59:05] Voice 21: use it's associated with the land use planning function um so i think that's a that's a natural
[0:59:10] Voice 21: fit and then as a future plug to the budget i will say that there is a portal that is going
[0:59:19] Voice 21: to be recommended to um for us to for from city view which is our upgrade to our software that
[0:59:28] Voice 21: has a bylaw enforcement component that the public will be able to track bylaw enforcement files
[0:59:33] Voice 21: files themselves. It's something that was in the budget last year, but didn't quite make the cut.
[0:59:39] Voice 21: Given the interest of Trust Council, perhaps that business case will get a good look this year,
[0:59:47] Voice 21: because I think it might be timely. So I just offer those two thoughts. One,
[0:59:51] Voice 21: RPC might be a good fit for this. And two, stay tuned on any future funding requests.

[1:33:33] Voice 13: well thank you uh council uh yeah this is uh a review of all of trust
[1:33:39] Voice 13: council's policies so there is an rfd it starts on page 55 the uh so council has 102 policies
[1:33:47] Voice 13: They were created mostly around 1992, 1994, early 2000s, and a lot of them are up to date and have been updated over time, but there's quite a few that are completely out of date or redundant.
[1:34:03] Voice 13: There's many that overlap, so we've got several policies to do with things like legal or budget to consolidate those policies and avoid some of the confusion that can happen when you have more than one.
[1:34:20] Voice 13: Most of the policies do need some kind of updating, just generally, and combining the
[1:34:28] Voice 13: policies reduce about 46 policies down to 18.
[1:34:33] Voice 13: So going through this, we could reduce 102 policies down to about 64 and obviously bring
[1:34:41] Voice 13: them up to date at the same time.
[1:34:43] Voice 13: So the intent of this project or bringing this to you is to clean up the policies of
[1:34:49] Voice 13: council to create a new baseline essentially uh it doesn't preclude any work that council
[1:34:55] Voice 13: committees might be doing that would require policy amendments those we can if possible
[1:35:02] Voice 13: incorporate it maybe time it so when we get to those policies we can deal with that at the same
[1:35:07] Voice 13: time or just deal with them separately or any policies that maybe a director might identify
[1:35:14] Voice 13: identify as needing some substantive changes that council needs to look at.
[1:35:21] Voice 13: So it would take a while to do the work.
[1:35:24] Voice 13: You know, if council would like staff to work on this, it would probably take the entire
[1:35:29] Voice 13: term.
[1:35:30] Voice 13: And even then, we probably won't get through all of them.
[1:35:33] Voice 13: But it would be one of those projects that we'd work on as time permits and give priority
[1:35:38] Voice 13: to those policies that maybe there is some substantive work that needs to be done.
[1:35:43] Voice 13: The main thing here, though, with the recommendation, which is, again, on page 55, is I've listed there the 10 policies that are out of date and redundant, and council could start by rescinding those policies.
[1:35:59] Voice 13: So they're listed there.
[1:36:00] Voice 13: I have provided the RFD, the rationale for rescinding them.
[1:36:05] Voice 13: And then the second resolution is to give staff the direction to review, update and report back to council with recommendations for amendments to the policies and, where possible, combine similar policies together.
[1:36:19] Voice 13: And we would work through those as time permits and bring them back, maybe one or two per council for you to consider for the remainder of the term.
[1:36:30] Voice 13: so that's the report and recommendation and any questions i'll try and answer them

[1:53:02] Trustee Patrick: fall back and have, you know, 50-year-old policies again? So that's my question. Is this project
[1:53:09] Trustee Patrick: going to get us there to a modern set of policies that are searchable, easy, and how are we going to

[1:56:02] Voice 24: criteria um i just want to understand what's redundant and what's not because as a trust
[1:56:09] Voice 24: count as a ltc we may only have two projects for instance but we are also responsible for
[1:56:17] Voice 24: the outlying islands so do we also get an additional project for them like what what's
[1:56:22] Voice 24: happening with that i'd like to understand that
[1:56:25] Voice 13: thank you yeah this uh dissociated islands project
[1:56:31] Voice 13: prioritization criteria i was actually here when that policy was created back in 1998
[1:56:37] Voice 13: and at that time the what they call the lesser islands at a time they had no planning whatsoever
[1:56:43] Voice 13: And the local trust committees were reluctant to provide any resources to them.
[1:56:50] Voice 13: So this was created to try and bring up and recognize that those islands have a lot of environmental, cultural and other things that need to be protected.
[1:57:01] Voice 13: So we do need to get those bylaws up to date.
[1:57:04] Voice 13: What's changed is we switched over from each local trust committee fighting for dollars
[1:57:11] Voice 13: to a regional planning committee approach with looking at things more holistically.
[1:57:17] Voice 13: So that, I think, is where anything to do with the associated islands should be captured.
[1:57:22] Voice 13: And I believe it already is.
[1:57:24] Voice 13: We could certainly look at strengthening that up if you feel that there's something missing there.
[1:57:29] Voice 13: but this particular policy is not used anymore and hasn't been updated from 1998 so in some ways it

[1:58:53] Voice 28: is the deeper one which is the real policy stuff that's up to us if it's not fair to staff to say
[1:59:02] Voice 28: well you know come back to us and revisit the whole construction of how this system operates
[1:59:07] Voice 28: that's actually our job so i actually think this is something that you know staff and
[1:59:12] Voice 28: trustees should be working on together not another project you know not another subcommittee but that

[2:10:34] Voice 28: jurisdictions that have their make their own decisions about bylaws and we all have this
[2:10:40] Voice 28: bias for our own areas we come we meet quarterly we make decisions and then we move on and go
[2:10:47] Voice 28: attend to our knitting there is this gap in terms of it may be structural and i think it makes sense
[2:10:55] Voice 28: for the governance committee to to look at this as a as a structural issue it's not an exercise
[2:11:00] Voice 28: in fingerprinting it's a it's an exercise in asking ourselves whether or not the design of
[2:11:05] Voice 28: the islands trust is right and i think it makes sense for the governance committee to pick up that

[2:15:17] Voice 10: the fact that we are coming up to our 50th anniversary which is a very positive thing
[2:15:23] Voice 10: and maybe that will help move this along but my main point is I really do support a motion to
[2:15:32] Voice 10: redo this to get on it again right away but to do exactly as trustee Elliott has suggested
[2:15:40] Voice 10: and parse it to various committees and have the executive committee basically take charge of that

[2:24:28] Voice 16: And I think that if I, I don't know if Minister Kang is in the same headspace as Minister Cullen was when he wrote this letter, but I would think that if we can do some work and have some product and some discussions, I mean, we went through a very productive discussion this morning about Section 3 mandate.
[2:24:50] Voice 16: And that was, you know, the first step in terms of the foundations for all of that other work we wanted to build on.
[2:24:55] Voice 16: So I think that the governance committee is a really good committee and we'll have some good discussions and we'll do some good homework and have some, you know, analysis.
[2:25:07] Voice 16: I don't think we're there yet at this point, but I think that if we can collectively work on some of this other strategic work that we are going to have something to go to the minister with.
[2:25:19] Voice 16: And if we get through that strategic planning, and then we can have discussions here as a group in terms of, does this change how we want the democracy to work? Does it change how we want this council to function? And some of those other questions, possibly, so that then we've got something more developed and concrete to go to the minister with.
[2:25:43] Voice 16: I think we're still back into, you know, the governance review and we're just beginning to work through that.

[2:25:52] Voice 16: So, you know, the governance committee was ready to bring the Section 3 mandate the last meeting.
