[0:00:13] Trustee Smith (probable): the Islands Trust. I want to acknowledge that the stewardship of this bountiful archipelago,
[0:00:19] Trustee Smith (probable): the plants, the animals, all the marine environment, the fish, the eelgrass, the salt marshes,
[0:00:28] Trustee Smith (probable): is a result of thousands of years of wisdom
[0:00:32] Trustee Smith (probable): accumulated by the Indigenous people who've lived here.
[0:00:35] Trustee Smith (probable): Their way of knowing,
[0:00:37] Trustee Smith (probable): their focus on the way that we are all connected,
[0:00:40] Trustee Smith (probable): their ways of stewardship, stewarding the land,
[0:00:43] Trustee Smith (probable): thinking of the past and the future at the same time.

[0:00:53] Trustee Smith (probable): reconciliation, I think there's an opportunity to change our course and way of knowing to listen

[0:03:56] Trustee Smith (probable): talk very briefly about how we make decisions here and uh so you look surprised no i'm happy

[0:04:05] Voice 13: i need that refresher course too recently thank you so much i'm used to working in small groups
[0:04:11] Voice 13: where everything is just done by consensus which could go
[0:04:14] Voice 13: off where exactly
[0:04:15] Trustee Smith (probable): so we do use robert's
[0:04:18] Trustee Smith (probable): rules and that's a sort of formal way to run a meeting and we do run meetings that way best as
[0:04:23] Trustee Smith (probable): as we can. I sometimes might forget and Kate will remind me or Claire. So really what happens is
[0:04:32] Trustee Smith (probable): before a discussion happens, we usually have a motion. You know, we have some background
[0:04:39] Trustee Smith (probable): material from staff and then we have a motion. Someone suggests the motion, there's a seconder,
[0:04:45] Trustee Smith (probable): and then we discuss the motion. Sometimes during that motion, there can be some obvious
[0:04:52] Trustee Smith (probable): amendments to it. If the amendments are sort of friendly amendments and there's no objections
[0:04:59] Trustee Smith (probable): to the amendment, we can then actually vote on the amendment. Only if there's no objection.
[0:05:05] Trustee Smith (probable): Otherwise we vote on the original motion and then we get the amendment. So I'm allowed
[0:05:11] Trustee Smith (probable): to do that in Robert's rule if there's no objections. We do vote and the majority sort
[0:05:20] Trustee Smith (probable): of wins even though that's the way we that's the official way we work we'd like to make consensus
[0:05:26] Trustee Smith (probable): decisions that's our preference and so if we have uh if during the discussion we can see there may
[0:05:33] Trustee Smith (probable): be one person who isn't comfortable with the motion um we try and work that out make changes
[0:05:40] Trustee Smith (probable): incorporate what they're thinking because we're only six people making a decision and almost all
[0:05:47] Trustee Smith (probable): in fact, I've been here for two years, I've never found a time when we couldn't come to a consensus
[0:05:52] Trustee Smith (probable): decision, but it could happen. So the rule is by vote, majority vote, but always striving for
[0:06:00] Trustee Smith (probable): consensus. What else? All of these meetings, and I don't imagine we'll have any trouble with this,
[0:06:09] Trustee Smith (probable): but we always have to be courteous. It's very, people will have different opinions. Nobody's
[0:06:15] Trustee Smith (probable): opinions better than anybody else's opinion and we have to have a safe place for people to express
[0:06:19] Trustee Smith (probable): their opinions even if maybe their opinion isn't accurate so it's all about listening to each other
[0:06:27] Trustee Smith (probable): and respecting each other and that includes everybody on the board and all the staff
[0:06:32] Trustee Smith (probable): everybody has to have a safe place to work and a safe place to be so I really ask everyone to
[0:06:39] Trustee Smith (probable): to be courteous, to use courteous language, and to be respectful of each other.
[0:06:46] Trustee Smith (probable): Then a quorum is the majority is three.
[0:06:50] Trustee Smith (probable): So if we have three people, we have a quorum, and then we vote,
[0:06:52] Trustee Smith (probable): and then two is the majority.
[0:06:54] Trustee Smith (probable): That's all that's here.
[0:06:56] Trustee Smith (probable): My job is to manage the meeting, try and keep us on track.
[0:07:00] Trustee Smith (probable): We're all so busy.

[0:07:18] Trustee Smith (probable): to walk track with it so i'll try and keep you on track but um i do want you to be comfortable so
[0:07:23] Trustee Smith (probable): um and it's also my job to um try and finish our agenda so that can be rough too so if we take too
[0:07:30] Trustee Smith (probable): too much time we might have to shorten lunch or something definitely a deterrent not to um and
[0:07:37] Trustee Smith (probable): then i think i'll just um say that we are very dependent on our staff to provide us with briefings
[0:07:46] Trustee Smith (probable): and we are so lucky because we have great staff the igc has a fantastic staff and we're very lucky
[0:07:54] Trustee Smith (probable): for that and i just want to thank them all ones that are here everybody's not here they come and
[0:08:00] Trustee Smith (probable): go of course people are changing their careers and developing and we shouldn't be afraid of that we
[0:08:06] Trustee Smith (probable): should just understand that people have to sometimes move on and that's a good thing and
[0:08:09] Trustee Smith (probable): some belief comes in but um really thankful for the staff that we have and how thoughtful they
[0:08:16] Trustee Smith (probable): all are and experienced they all are and that's all and now kate i'll give it to you to just um
[0:08:23] Trustee Smith (probable): uh give us a little bit update on smith um
[0:08:26] Trustee Yates: all right thank you very much chair smith and thanks
[0:08:29] Trustee Yates: for the overview of good meeting protocols that's really helpful um i just wanted to give the board
[0:08:36] Trustee Yates: an update on staffing levels for island stress conservancy um we've had a couple of changes
[0:08:41] Trustee Yates: recently and i don't think i've had an opportunity to give a full update um so i just wanted to let
[0:08:47] Trustee Yates: everybody know that um our hiring process for a strategic fund development specialist closed
[0:08:54] Trustee Yates: closed at the end of August, beginning of September. And we have gone through an interview
[0:08:59] Trustee Yates: process for that. And I can't quite announce any names yet, but in the next week, I'm anticipating
[0:09:06] Trustee Yates: we'll be able to announce our new strategic fund development specialist. And you might recall this
[0:09:11] Trustee Yates: is because our current strategic fund development specialist, Carla Fung, who's been
[0:09:16] Trustee Yates: with us for,
[0:09:16] Trustee Yates: gosh, three years now, I think, four years now, is actually going to be heading into retirement.
[0:09:22] Trustee Yates: And so we have an opportunity to have a nice period of time to overlap and do some knowledge transfer there.
[0:09:30] Trustee Yates: So I'm really looking forward to seeing that transition happen very smoothly.
[0:09:35] Trustee Yates: And I think Carlette has left us in a really great place to be able to do that.
[0:09:41] Trustee Yates: The other news is that our species at risk coordinator, Wendy Tyrrell,
[0:09:46] Trustee Yates: um recently took a position with the salt spring island conservancy um to work as their uh i'm
[0:09:54] Trustee Yates: going to get i'm not sure if this is quite the title but essentially their property management
[0:09:57] Trustee Yates: coordinator or director of property management um and so she left us at the in the middle of
[0:10:06] Trustee Yates: september and we have not yet posted for that position so we have a little bit of a gap right
[0:10:11] Trustee Yates: now in our species at risk program. We've tried to, she did a really good job giving us some
[0:10:17] Trustee Yates: handover notes and transferring some of her projects over to existing staff but just to let
[0:10:21] Trustee Yates: you know there's a little bit of a capacity gap there at the moment. And then I think the third
[0:10:27] Trustee Yates: piece of news which I have passed along to all of you via email is
[0:10:31] Trustee Yates: just that I am looking to go on
[0:10:33] Trustee Yates: on what I hope is a short leave, but a leave for the next month or so. And I don't have a
[0:10:41] Trustee Yates: conclusion date yet. So just all of my stuff as I head out the door is going to be transferred over
[0:10:47] Trustee Yates: to our Director of Trust Area Services, Claire Frader, and also with our team at ITC trying to
[0:10:54] Trustee Yates: support her. But there, of course, will be a capacity gap there as well. So as we head through
[0:11:00] Trustee Yates: the meeting today i hope you'll all just keep that in mind um our staff are going to be working
[0:11:05] Trustee Yates: at a pretty full capacity over the next little while so thank you for your understanding there

[0:12:10] Trustee Smith (probable): at the end of it we do make a decision to rise and report that is do we want to report out to the
[0:12:16] Trustee Smith (probable): general public in the general meeting on what our overall decision was and that's what the
[0:12:21] Trustee Smith (probable): rise and report is so sometimes there are some and quite often there are some
[0:12:26] Trustee Smith (probable): but this time during that I get that right that's correct yes our last
[0:12:31] Trustee Yates: meeting was the budget meeting okay so
[0:12:36] Trustee Smith (probable): the next it is the minutes of the last
[0:12:40] Trustee Smith (probable): meeting so approval of the July 18th regular meeting minutes not everybody
[0:12:46] Trustee Smith (probable): was here but some of us were here so were there any changes to that just a
[0:12:52] Trustee Yates: note that the july minutes i think were approved at the um at the budget meeting that we had in

[0:13:55] Trustee Yates: board um when it is ready uh and then i also just wanted to let everybody know that our financial
[0:14:01] Trustee Yates: statements from our last our special meeting in august are now up online um and also trust council
[0:14:07] Trustee Yates: approved financial statements that have islands trust conservancy pieces to them and those were
[0:14:13] Trustee Yates: approved at trust council last week and so are also up online if anybody wants to look at them

[0:16:52] Trustee Smith (probable): and the first is a request for decision and it relates to the budget so is someone gonna walk

[0:17:01] Trustee Yates: right I am happy to walk you through that um and if you
[0:17:04] Trustee Yates: have questions i'll do my best answer but i also have um director freighter here if we have
[0:17:08] Trustee Yates: questions about process as well okay um okay so at its uh may meeting the board directed staff to
[0:17:17] Trustee Yates: go forward and create a budget with some guidelines and there is a resolution that was passed at that
[0:17:23] Trustee Yates: time that um is in your package uh staff have done that gone away and created a budget but based on
[0:17:30] Trustee Yates: the direction of the board and um and so before you in your package is that that budget direction
[0:17:38] Trustee Yates: um i have added a couple of extra things in there that weren't included in the resolution that the
[0:17:44] Trustee Yates: board passed back in may um and that is uh the addition of five thousand dollars for and in the
[0:17:51] Trustee Yates: in the verbiage of the rfd it actually says contract services but what i learned from our
[0:17:57] Trustee Yates: uh director of admin services is that i should more appropriately be calling that
[0:18:00] Trustee Yates: records management so there's five thousand dollars in there for records management work
[0:18:06] Trustee Yates: to do with property management administration um i've also added a line for safety this is
[0:18:14] Trustee Yates: something that we have had recently introduced into our budget but didn't account for last year
[0:18:18] Trustee Yates: that is related to um these things called spot devices which we send our field staff out into
[0:18:24] Trustee Yates: the field with and they are essentially connected to satellite so that staff can do sos if they
[0:18:30] Trustee Yates: happen to be in a remote area um so that's what that piece is um and then i have also based on
[0:18:38] Trustee Yates: what the board um has done this past year and also what seems to be common with other bodies of
[0:18:44] Trustee Yates: islands trust and and was automatically updated in the budget um uh added in another uh piece into
[0:18:53] Trustee Yates: the meeting budget for two in-person meetings in a year so there is that and then there are
[0:18:59] Trustee Yates: some further small increases to travel and legal budgets just based on what we're seeing as actuals
[0:19:05] Trustee Yates: for this year and where we're at um as the board directed uh there is also a business case for
[0:19:12] Trustee Yates: first nations engagement which is associated with the development of the 2026 to 2030 itc
[0:19:18] Trustee Yates: five-year plan so that's before you as well and I'm happy to take questions on that and then
[0:19:24] Trustee Yates: finally there are two pieces that staff are recommending the board might want to consider
[0:19:30] Trustee Yates: one is as we've been looking the board directed us to look at property management
[0:19:34] Trustee Yates: and and what our needs were in that regard so the first piece is related to support that we
[0:19:41] Trustee Yates: get from our mapping department and just staff noticing that there is a bit of a capacity gap
[0:19:47] Trustee Yates: to support us there with a lot of the work we're doing and I understand that Trust Council will be
[0:19:52] Trustee Yates: considering a budget request to increase capacity in the GIS area of admin services and so we wish
[0:20:01] Trustee Yates: to pass a resolution that supports that addition to the budget and then there is also a second
[0:20:08] Trustee Yates: resolution or sorry it's actually a fourth resolution that the Island Trust Conservancy
[0:20:16] Trustee Yates: board indicate to the financial planning committee that you are also preparing a business case for
[0:20:21] Trustee Yates: for increased staffing due to growth in the ITC managed conservation areas so management of
[0:20:29] Trustee Yates: conservation areas and that is just because we haven't quite had the capacity to finish that
[0:20:36] Trustee Yates: business case but we anticipate that we're we're going to need a little bit of extra support well
[0:20:42] Trustee Yates: Well, a lot of extra support as we move forward with property management.
[0:20:45] Trustee Yates: So it's likely that Director Frater will be asking for board support for a special meeting to consider that before all the budget items go forward.
[0:20:58] Trustee Yates: So I will put the table of the budget back up, the regular budget request back up before you.
[0:21:04] Trustee Yates: And I'm happy to take any questions that the board made.

[0:24:05] Voice 10: Yes. So the one thing I'll start by saying, this is an iterative process.

[0:24:12] Voice 10: what's happening is all the different committees in the board come up with
[0:24:15] Voice 10: their initial proposals in a perfect world.
[0:24:17] Voice 10: We would have had everything to by today.
[0:24:19] Voice 10: That simply hasn't been possible. So we have this one outlying piece.
[0:24:21] Voice 10: um fpc meets in mid-october and at that point they have look at what's called version one of
[0:24:27] Voice 10: the budget which is the stuff but you know it's a very preliminary version typically the increased
[0:24:31] Voice 10: numbers are very high and it's
[0:24:33] Voice 10: sort of everything gets thrown in the pot and then there's some
[0:24:35] Voice 10: discussion around you know what is what do we look at yeah we're all of you that number is usually a
[0:24:41] Voice 10: high number and then it whittles down as we move through the process they then um drive direction
[0:24:45] Voice 10: to staff and potentially to give any some of the words saying you know can you reconsider we thought
[0:24:50] Voice 10: thought about this they meet again in the middle of November and that's version two of the budget
[0:24:55] Voice 10: they take a look at and that at the conclusion of that meeting hopefully they've landed in a place
[0:25:00] Voice 10: where they can make a recommendation to council and council looks at it for the first time in
[0:25:04] Voice 10: December and council will then decide you know where they want to move typically that December
[0:25:11] Voice 10: meeting is where there's an approval of a draft budget for public engagement to seek the public's
[0:25:16] Voice 10: views on the budget. FPC this year has decided to forego that. So at this point, they'll provide
[0:25:22] Voice 10: generic approval, we think, or consideration of a budget, and then more direction to staff.
[0:25:27] Voice 10: In January, we get new information. So we'll get the property value, so that's the amount that we
[0:25:33] Voice 10: expect to derive, and also how the values will be distributed through the trust area
[0:25:37] Voice 10: from property assessments. And there's also some additional information from the public
[0:25:41] Voice 10: service agency, I think, that comes in. So when all of that is compiled, it's then re-provided
[0:25:45] Voice 10: to um financial planning committee i believe in february where they make their final recommendations
[0:25:52] Voice 10: to council for for march and things can change in march like it's flexible right up until that
[0:25:58] Voice 10: last meeting no please don't say that

[0:26:05] Voice 10: as a group you've come to some conclusions around what you want to fund and how you want to fund it

[0:27:35] Trustee Yates: work um what you have before you actually isn't a consideration of that aspect where we're seeing
[0:27:40] Trustee Yates: the big blockage right now is that we continue to bring in properties to either nature reserves or
[0:27:48] Trustee Yates: conservation covenants that we need to manage and our staff in our property management area are at
[0:27:54] Trustee Yates: capacity and actually overflowing um so we're seeing if we even want to continue with the pace
[0:28:00] Trustee Yates: that we're at right now we need
[0:28:03] Trustee Yates: to sort of buffer over on the property management side um and this
[0:28:09] Trustee Yates: what you have before you is sort of like a continuation of the way we're moving right now
[0:28:12] Trustee Yates: now in the last few years we've actually kind of bottlenecked our conservation proposal application
[0:28:18] Trustee Yates: application process where we do defer things to future years and if you wanted to consider that
[0:28:24] Trustee Yates: as well I think you would need to consider both sides of of that you'd need to also try to bring
[0:28:31] Trustee Yates: in capacity for land negotiations as well

[0:31:16] Trustee Smith (probable): is that um we're in a time where there are a lot of resources out there for different kinds of
[0:31:25] Trustee Smith (probable): some of this work that we care about and we don't have the capacity to even apply for that so i feel
[0:31:32] Trustee Smith (probable): that if we had uh if we had something in the budget to develop the capacity to apply for funds

[0:32:12] Trustee Smith (probable): We keep hitting the issue of capacities, but I've heard since I came on and I know it's been a historical thing.
[0:32:18] Trustee Smith (probable): And I know the ITC is very efficient with our budgets and you spend right down to the dime on the projects that are needed.
[0:32:27] Trustee Smith (probable): But what is missing is we're constantly having to go back and ask for money from the tax base and the council. But there is a huge amount of money available for habitat stewardship and conservation. And this is where the feds and the province wants to see us make a difference.
[0:32:47] Trustee Smith (probable): So, you know, a contract person to just write for some of these grants, I think we could have a huge success and then benefit Trust Council because if we get some mapping capacity for CDF ecosystems, that's going to benefit land use planning because we have a better knowledge of where to put, you know, housing and infrastructure and where not.
[0:33:09] Trustee Smith (probable): not so if the pieces have to work together but we're always so short that we can't just get to
[0:33:15] Trustee Smith (probable): the next point of proactive planning that will actually do conservation and land use planning
[0:33:21] Trustee Smith (probable): get us into that forward thinking mode instead of we just don't have enough to get by so I'm

[0:34:52] Trustee Yates: What I will say is that what I have been struggling with as a manager is finding staff
[0:34:57] Trustee Yates: capacity to support those projects.
[0:35:01] Trustee Yates: So even if you were to, say, fund for contract services to do something related to climate
[0:35:07] Trustee Yates: change, for example, our staff next year, a lot of the focus is around developing the
[0:35:14] Trustee Yates: regional conservation plan, work plan, and making
[0:35:17] Trustee Yates: sure that we're adhering to that and
[0:35:18] Trustee Yates: And that, along with their other work program, is kind of filling their plate.

[0:37:20] Voice 10: the manager to have how many you know how much of that back-end administration of the grant you
[0:37:26] Voice 10: know where does it land who takes that on you know
[0:37:29] Voice 10: how many properties and people can court
[0:37:31] Voice 10: and support our administrative you know we have to look at those those fallout pieces around the
[0:37:37] Voice 10: grant money yes there's a lot to be had how do we manage it and then also does it have to be the
[0:37:42] Voice 10: conservancy you know but for some pieces it may be best that regional planning committee look at it
[0:37:46] Voice 10: and again they don't have a dedicated staff person particularly either so we have to sort of see

[1:18:34] Trustee Yates: Well, normally this would be our species at risk coordinator, but because we're in a bit of a gap there,
[1:18:39] Trustee Yates: I pulled this together with some notes that she provided and so I can give a bit of a background.
[1:18:45] Trustee Yates: As part of our species at risk program we committed to doing a midterm evaluation of
[1:18:50] Trustee Yates: the program and so what you have before you is just a briefing about that and then
[1:18:56] Trustee Yates: the actual report itself or the overview report itself. By and large the evaluation was completed
[1:19:07] Trustee Yates: by a third party and all later and by and large and this person interviewed both our staff
[1:19:14] Trustee Yates: Island's Trust and then some of our conservancy partners as well as our funding partner
[1:19:20] Trustee Yates: and the program was found to be working generally well. Our program funder is very satisfied with
[1:19:26] Trustee Yates: the work we're doing
[1:19:27] Trustee Yates: which is great because we want to continue that relationship. We're also
[1:19:32] Trustee Yates: finding that we are making big strides in terms of added value for property management with
[1:19:37] Trustee Yates: species at risk work and in some cases some invasive species removal that helps to support
[1:19:42] Trustee Yates: that um it has also helped us to fund some wonderful uh workshops and speaker series
[1:19:49] Trustee Yates: which have been very valued by our partners and by the general public and also by professionals
[1:19:56] Trustee Yates: working in the field um one of those actually both of them had indigenous components one of
[1:20:03] Trustee Yates: them actually had two streams, one of which was an Indigenous knowledge stream. So that was very
[1:20:09] Trustee Yates: well received as well. There were, of course, there's always room for improvement. One of the
[1:20:16] Trustee Yates: things that did arise as an area for improvement was around just communicating around about the
[1:20:22] Trustee Yates: program, both within our staff and outside, and also coordination of the program and knowing how
[1:20:29] Trustee Yates: how to work better together.
[1:20:31] Trustee Yates: I think that's a product of the funding coming in very quick
[1:20:34] Trustee Yates: and us launching very quickly into the program.
[1:20:37] Trustee Yates: It was a directed source of funds.
[1:20:40] Trustee Yates: And so there wasn't a lot of time for program planning.
[1:20:45] Trustee Yates: So my hope is as we bring in a new staff member
[1:20:48] Trustee Yates: to take on this project,
[1:20:49] Trustee Yates: we'll hopefully provide this report to them
[1:20:51] Trustee Yates: and they will be able to craft the next stages of the program
[1:20:56] Trustee Yates: in such a way that we do a little bit of a better job
[1:20:59] Trustee Yates: in terms of communicating. We are also hoping to move into better data gathering for species
[1:21:06] Trustee Yates: at risk. That was an area that was identified as part of the grant that we wanted to work on,
[1:21:11] Trustee Yates: and we haven't had a lot of capacity to do that because of the other areas that we've
[1:21:16] Trustee Yates: been focusing. So that's an area that we're hoping to grow. And like I said,
[1:21:23] Trustee Yates: just working better with our outreach. There was also an area identified in terms of working with
[1:21:30] Trustee Yates: a working group around species at risk, particularly with some of our biologist experts,
[1:21:35] Trustee Yates: because there is a transfer of knowledge conundrum that's coming up. There are very few species at
[1:21:41] Trustee Yates: risk biologists who have really good knowledge about their particular species of focus. And so
[1:21:48] Trustee Yates: making sure that we have good transfer of knowledge over the next few years is a pretty
[1:21:52] Trustee Yates: important piece for our area um i think that's all i will say i will say like i said before that we
[1:22:00] Trustee Yates: are in a bit of a gap right now in terms of a program coordinator but i think it's really nice
[1:22:04] Trustee Yates: that our previous coordinator did finish up this component because it will provide a nice stepping
[1:22:09] Trustee Yates: off point for the next person who comes in so i'm happy to take any questions um

[1:22:19] Voice 13: with regard to the under potential improvements the program could provide a single reliable data
[1:22:26] Voice 13: source of information about SAR and human habitat how closely does this work with the SEI mapping
[1:22:34] Voice 13: so
[1:22:35] Trustee Yates: SEI is sensitive ecosystems inventory and while you will often find species at risk in
[1:22:44] Trustee Yates: sensitive ecosystems. They are two separate pieces. The province does have something called
[1:22:51] Trustee Yates: a conservation data center that maintains records of species at risk. And part of what we could be
[1:22:57] Trustee Yates: doing a better job of is making sure that sightings get reported properly to the province
[1:23:02] Trustee Yates: and that there is sort of a coordinated way to do that. So
[1:23:06] Voice 13: my question would be then the
[1:23:08] Voice 13: simple reliable data source, would that be with the province or with the Island Stress Conservancy?
[1:23:14] Trustee Yates: That I think would need to evolve a little bit. So we do get the data layers from the conservation data center. Those are often really delayed in updates. And so there is a bit of a conundrum of when they get it versus when it's available to be displayed in a way that's usable.
[1:23:33] Trustee Yates: there is also other pieces of information like potential habitat and things like that
[1:23:41] Trustee Yates: that they don't record they just record sightings and so there are other pieces of information that
[1:23:48] Trustee Yates: might be helpful to bring in okay
[1:23:51] Voice 13: i mean certainly the work that they do when we're looking at a
[1:23:54] Voice 13: covenant area for i can just use one example a recent one on gabriola the um the coots covenant
[1:24:00] Voice 13: covenant. It was really important to identify red listed species on that property. And, you know,
[1:24:08] Voice 13: that makes it even more important to become a covenanted piece. So that is so valuable to me.
[1:24:14] Voice 13: Just one more comment. Under future opportunities, acquire additional funding available to support a
[1:24:22] Voice 13: regional biologist on the Islands Trust team for planners. Well, that's come up at LTC meetings.
[1:24:30] Voice 13: That's come up all over the place. That's come up at Council. It should not be up to the Conservancy to come up with the funding to have biologists on staff for planning. That seems essential to me.
[1:24:45] Voice 13: yeah
[1:24:46] Trustee Yates: i think that that comment that came from both our staff but also from islands trust staff
[1:24:52] Trustee Yates: that were interviewed it is a gap um in terms of knowledge on the planning side of our organization
[1:24:58] Trustee Yates: and then what i will also add is um and this was i believe in the legislative services report that
[1:25:05] Trustee Yates: trust council received um there were recently regulations around the professional governance
[1:25:12] Trustee Yates: Act that have been introduced that require that anybody working in the field of biology
[1:25:18] Trustee Yates: be a registered professional biologist and so you know at creation of reports or drafting
[1:25:27] Trustee Yates: of sections of staff reports related to biology of an area it might behoove trust council to
[1:25:34] Trustee Yates: have somebody on staff who is a registered professional biologist.

[1:53:13] Trustee Yates: set aside a certain amount each year towards ecosystem mapping, but we have been successful

[1:54:08] Trustee Yates: you know the initial budget was in the hundred thousand dollar range and then the update was
[1:54:14] Trustee Yates: more like a twenty five thousand dollar project

[1:54:19] Trustee Yates: or um forage fish mapping um they are larger projects and what we've been successful doing

[1:54:32] Trustee Yates: or then we do how sound and then we can kind of work within the budget amounts we
[1:54:36] Trustee Yates: have but it's possible as we get closer to needing to update some of those mapping products
[1:54:44] Trustee Yates: that there may be a large financial ask i've
[1:54:48] Voice 11: been trying to find opportunities to coordinate
[1:54:51] Voice 11: with islands trusts mapping as well so last year maybe
[1:54:55] Voice 11: the year before when islands trusted it's
[1:54:57] Voice 11: bigger eelgrass mapping update we also tacked on a smaller canopy bulk health mapping

[1:55:04] Voice 11: and more recently I've been discussing with Director Frater and with some of the RPC staff
[1:55:11] Voice 11: or whatever body is called sea level rise mapping or some of these pieces that would fit in with
[1:55:18] Voice 11: with both but that appeals from a an efficiency perspective but seems to be too many immovable
[1:55:28] Voice 11: objects all in one place well this is the piece we have

[1:55:34] Trustee Smith (probable): hamstrung with our fiscal year if if every five years you need a large chunk of money and yet
[1:55:40] Trustee Smith (probable): every fiscal we have to fight for 18 000 that doesn't get spent it ends up being it's an argument

[1:56:45] Voice 11: in Vancouver last year there's one coming up here in a couple of weeks that I'm going to be part of
[1:56:50] Voice 11: where they're pulling in all sorts of experts on different topics largely to do with climate
[1:56:57] Voice 11: change and species and then
[1:56:59] Voice 11: also mapping and trying to bring in planners and and other local
[1:57:03] Voice 11: government bodies okay what have we got

[1:57:06] Voice 11: do we need yeah what have we got that no one knew we
[1:57:09] Voice 11: had because it's lurking in some archive in some ministry of forest somewhere and trying to really
[1:57:15] Voice 11: get some group perspective around where the gaps are and then cdfcp has also got a postdoc who just
[1:57:21] Voice 11: started a couple of weeks ago to start filling some of those gaps of taking all the different
[1:57:26] Voice 11: pieces and trying to turn them into something they're doing a pilot with sunshine coast

[2:00:58] Trustee Yates: With the eelgrass mapping project, it hasn't, although we've been aware of it, it hasn't been a priority for Island Stress Conservancy because we do have a data set that we have been able to use for planning purposes.
[2:01:11] Trustee Yates: And so it has, you know, from a staff perspective, staff allocation is has been put to other projects.
[2:01:18] Trustee Yates: projects um so you know if i was a staff member recommending at this point

[2:02:23] Trustee Smith (probable): trying to do in the 90s, forest landscape planning. So there's more of a proactive stance,
[2:02:29] Trustee Smith (probable): I think, that the province is taking, but we need to have the understanding and the policy work.
[2:02:35] Trustee Smith (probable): so how do we fit into that larger conversation and there's so many missing pieces my brain is

[2:02:42] Trustee Smith (probable): right now but it's important that we're part of that as an ecological approach

[2:06:30] Trustee Smith (probable): resolutions in the past to create programs to support biodiversity. How do you protect
[2:06:35] Trustee Smith (probable): biodiversity without good mapping so that's a whole strategic approach and I think maybe the

[2:13:07] Trustee Smith (probable): And I would say one key thing that came out of that meeting is a very positive indication that if active transportation plans were sort of networked together as a collective ask from the Islands Trust, there would be probably some support for creating island specific, I won't say funds, but something, a program.
[2:13:37] Trustee Smith (probable): potentially could be tailored to the islands and so that's been a big ask is is um we're not
[2:13:44] Trustee Smith (probable): highways and yet we are in this archaic sort of um system and then what else so i did the the
[2:13:53] Trustee Smith (probable): wildfire and there is going to be a report on out on ubcm there's a lot of key resolutions but the
[2:13:58] Trustee Smith (probable): The wildfire management climate change panel was really key.
[2:14:05] Trustee Smith (probable): Colin Mahoney, the lead research climatologist,
[2:14:11] Trustee Smith (probable): they've created a future forest ecosystem center
[2:14:14] Trustee Smith (probable): to work on climate change adaptation
[2:14:16] Trustee Smith (probable): and translating climate change, climate model projections
[2:14:21] Trustee Smith (probable): into guidance for tree species selection.
[2:14:24] Trustee Smith (probable): election uh it was it was a very rich um sort of panel discussion and so i think watching what the
[2:14:33] Trustee Smith (probable): province undertakes in terms of targeted uh programs for forest management i think things
[2:14:42] Trustee Smith (probable): are shifting finally in the direction of well how are we going to actually create healthy ecosystems
[2:14:47] Trustee Smith (probable): that will be resilient and resistant to wildfire i don't know maybe they've talked about this before

[2:14:55] Trustee Smith (probable): there was a real urgency um and and the science was you know shocking and
[2:15:01] Trustee Smith (probable): terrifying actually um
[2:15:03] Voice 14: 11 million hectares of old growth in the forest 3.2 percent of that is in
[2:15:09] Trustee Smith (probable): the fire parameters so I think the province is finally paying attention to um how its forest
[2:15:15] Trustee Smith (probable): management practices have perhaps led us into a perilous situation no offense province
[2:15:23] Trustee Smith (probable): events and now you're doing great um and then our next uh we're actually going to be meeting next
[2:15:29] Trustee Smith (probable): week with bone island municipal council and the reason i bring this up is because uh our
[2:15:38] Trustee Smith (probable): uh so executive committee had to review this big bylaw and ocp proposed ocp to transform cape
[2:15:48] Trustee Smith (probable): project curtis into a regional park this is metro vancouver's um proposal as well as 100
[2:15:55] Trustee Smith (probable): potential camping spots overnight camp spots and as we went through our policy statement all
[2:16:02] Trustee Smith (probable): all we can reply to is does it meet um the the standards of our policy statement or not and what
[2:16:12] Trustee Smith (probable): what I realized is how desperately we need to amend our policy statement.
[2:16:17] Trustee Smith (probable): We need
[2:16:18] Trustee Smith (probable): that project finished because there's some of the things that the
[2:16:21] Trustee Smith (probable): public is asking for First Nations engagement. That's critical. And, um,

[2:16:28] Trustee Smith (probable): you can't even ask for it to be met because the criteria is not in our very
[2:16:33] Trustee Smith (probable): outdated policy statement. So, uh,

[2:18:19] Voice 12: you know fine-tune that lens and how i how i see this this job look at it a little more kind of a
[2:18:25] Voice 12: a macro level of where where i should be thinking where when i'm making decisions around land use
[2:18:30] Voice 12: planning or you know looking
[2:18:32] Voice 12: at a development permit too to realize that the long long-term
[2:18:37] Voice 12: impact from the decisions that i make at each meeting how important that is that i

I want to acknowledge that the stewardship of this bountiful archipelago – the plants, the animals, the marine environment, and the rich cultures – is a result of 1000s of years of wisdom accumulated by the Indigenous people who have lived and continue to live here. Their ways of knowing, their focus, how everything is connected, their continual thinking of the past, the present and the future all at the same time, are why this place is so bountiful. Through a renewed focus on Reconciliation there is an opportunity to change our course: to listen and learn from Indigenous people that are here and to plan for future generations. 1.1 Welcome and Islands Trust Conservancy Decision Making Process Chair Smith welcomed everyone and reviewed the decision making process. Manager Emmings provided the following staff updates: ADOPTED Islands Trust Conservancy Board ADOPTED Page 2 of 6 Regular Meeting Minutes October 3, 2023 The current Strategic Fundraising Development Specialist, Carla Funk, is retiring. The hiring process for the Strategic Fundraising Development Specialist has closed, interviews have concluded, and an announcement of a new staff member in anticipated in the coming weeks. Wendy Tyrrell, the Species at Risk Program Coordinator, has moved on to a new position with the Salt Spring Island Conservancy as the Director of Property Management. Hiring for the Species at Risk Program Coordinator position has not started. Due to this, there will be a capacity gap. Manager Emmings is taking a leave of absence. Director Frater and the ITC team will cover priorities during this time. 2. APPROVAL OF AGENDA The following addition to the agenda was presented for consideration: Introductions and staff updates were added under Item 1.1 By general consent, the agenda was approved as amended. 3. RISE AND REPORT There were no items for rise and report. 4. MINUTES/COORDINATION 4.1 Approval of the August 29, 2023 Special Meeting Meetings By general consent, the Islands Trust Conservancy special meeting minutes of August 29, 2023 were adopted. 4.2 Follow‐up Action List Manager Emmings provided an update on the following items: The Ruby Alton Nature Reserve Management Plan has been deferred, as further edits are required. Financial Statements were approved by Trust Council and are now available online. Elder Cedar item discussion is noted as completed. Manager Emmings will remove the note as it remains ongoing. 5. BUSINESS 5.1 Items for Approval 5.1.1 ITC 2024/25 Budget Submission – Request for Decision Manager Emmings presented the request for decision. ITC‐2023‐028 It was MOVED and SECONDED, that the Islands Trust Conservancy Board approve the draft 2024/25 ITC Budget as presented and direct staff to provide it to the Director of Administrative Services and the Director of Trust Area Services for inclusion in the Islands Trust draft 2024/25 budget. CARRIED ITC‐2023‐029 It was MOVED and SECONDED, that the Islands Trust Conservancy Board submit the business case for First Nations engagement associated with development of the 2026‐2030 ITC Five‐ Year Plan to FPC and the TC as amended. CARRIED ITC‐2023‐030 It was MOVED and SECONDED, that the Islands Trust Conservancy Board indicate to Financial Planning Committee and the Islands Trust Council that it is supportive of increased staff capacity for Geographical Information Systems (GIS) in the Trust Council budget as low GIS capacity is impacting the work of the Islands Trust Conservancy. CARRIED ITC‐2023‐031 It was MOVED and SECONDED, that the Islands Trust Conservancy (ITC) Board indicate to Financial Planning Committee that it is preparing a business case for increased ITC capacity due to growth of ITC managed conservation areas. CARRIED 5.1.2 Board Attendance ‐ LTABC Land Trust Summit November 6‐8, 2023 ‐ Request for Decision Manager Emmings advised the invite email was circulated to Board members and any board members could attend. Trustee Kahn expressed interest in attending the conference. ITC‐2023‐032 It was MOVED and SECONDED, that the Islands Trust Conservancy Board fund Trustee Kahn to attend the Land Trust Alliance of BC Land Trust Summit from November 6‐8, 2023. Discussion ensued on potential program improvements, communications, data gathering, BC Conservation Data Centre delays on conservation data updates, importance of identifying a red listed species, and having a professional registered biologist on staff. 5.2.2 Statistics Canada Census Infographics – Briefing Manager Emmings advised this was an information item provided by Trust Area Services and Islands Trust Conservancy does use this data. 5.2.3 Executive Committee Liaison Follow up – Briefing Manager Emmings reviewed the background and noted it would be useful for the Board to prioritize discussion items that resulted from the liaison meeting. Discussion ensued on information sharing, having quarterly meeting together, creating a clear unified ask to the province for funding, ITC participation on the Governance Committee, and financial implications. ITC‐2023‐033 It was MOVED and SECONDED, that the Islands Trust Conservancy Board direct staff to seek agreement from Executive Committee to meet quarterly with the ITC Board as part of regularly scheduled meetings with a targeted agenda focussed on the following: 1. Reconciliation and engagement with First Nations to discuss the framework and direction for working with First Nations referral process overlaps; 2. Mapping and technical; 3. Professional Biologist needs for ITC, local trust committees and Trust Council; 4. Provincial Funding Request for ITC work; and, 5. Climate Change, including but not limited to FireSmart and fire risk management. Trustee Yates commented that it was enjoyable to meet in person on one of the local islands that is stewarded by Islands Trust, and that it was excellent for information sharing. Chair Smith commented that she made a presentation on behalf of Islands Trust Conservancy and has notes if Board members wish to see them.
