[0:00:33] Trustee Luckham: meeting uh the committee is a body uh under the responsibility of the executive committee
[0:00:40] Trustee Luckham: acting as an LTC. My name is Peter Luckham. I'm elected on Thetis Island in Laiakson and
[0:00:47] Trustee Luckham: Penelope Territory. It's a beautiful sunny fall morning here and grateful to live here in Coast
[0:00:54] Trustee Luckham: Salish Territory and indeed on this local trust committee wanting to care and watch out for
[0:01:02] Trustee Luckham: Bolinas-Winchelsea Island, which of course is in Sananas Territory specifically, but of course is
[0:01:09] Trustee Luckham: in the Salish Sea and so just want to recognize that and it's a pleasure for me to do this work.

[0:02:14] Trustee Luckham: certainly some good conversations um and so i'll just recognize that um uh trustee elliott is our
[0:02:23] Trustee Luckham: um representative on the island trust conservancy and it looks like there was a meeting yesterday
[0:02:29] Trustee Luckham: so it may be that you have some additional updates there for the um for the island trust
[0:02:35] Trustee Luckham: trust conservancy portion of the agenda sure i can
[0:02:38] Trustee Luckham: provide a few updates that's excellent so
[0:02:41] Trustee Luckham: is there anything else to add or remove to the agenda today and i'll look to staff as well as
[0:02:48] Trustee Luckham: trustees nope i don't see anything so then let's adopt the agenda um as uh presented by general
[0:02:57] Trustee Luckham: consent and let's go to the minutes of uh public comment period let me just make sure that uh
[0:03:05] Trustee Luckham: And there's zero attendees presently in our meeting here, although it's possible folks may have had difficulty with the invite, as I did.

So the one new business item here is the Mount Aerosmith Biosphere Region Staff Report, which contains minutes from their previous meeting. So, Chris, you were in attendance at that meeting, and was that electronic or actually in person? And I'll turn it over to you.

[0:12:05] Voice 3: thank you mr chair yeah i had the uh the chance to meet with the um round table in person
[0:12:10] Voice 3: at uh oceanside um at the end of september the middle of september there um great group um a lot
[0:12:17] Voice 3: of energy uh but primarily made up of elected officials and um and sort of leaders of local
[0:12:24] Voice 3: organizations tourism and education primarily so um a lot of exciting work going on at the mount
[0:12:32] Voice 3: Arismith Biosphere Region. They've recently come into a new space in Qualicum Beach that'll be
[0:12:40] Voice 3: serving, I think, really help them to provide service right in the middle of the heart of the
[0:12:45] Voice 3: biosphere region. And I think there is some interest in working with LTC, obviously the
[0:12:51] Voice 3: intent of the biosphere region in terms of demonstrating how to live in harmony with
[0:12:56] Voice 3: um with the natural world um and the island trust mandate uh very well aligned um also i should say
[0:13:02] Voice 3: that a number of uh there are a number of uh first nations um representatives uh people who work with
[0:13:08] Voice 3: first nations uh in attendance as well so it's very good group uh it's very action oriented
[0:13:14] Voice 3: um the of course the uh historically this round table has actually been attended by a
[0:13:21] Voice 3: representative from staff um however um i given the election in the last year and the move from
[0:13:29] Voice 3: the northern office to the salt spain office of the liam smith chelsea local trust area
[0:13:36] Voice 3: administration we just wanted to bring back the question of what would um executive
[0:13:43] Voice 3: prefer it really is up to you to appoint a member and in my discussion with the um
[0:13:48] Voice 3: with the coordinator at the mount dior biosphere roundtable they did actually their terms require
[0:13:52] Voice 3: them to uh to have their their members appointed by their their governing body
[0:13:59] Voice 3: that's uh that's pretty much the purpose you can see as as you noted mr chair that the notes are
[0:14:04] Voice 3: in there from the last meeting um i think one of the really exciting things i think is they're
[0:14:08] Voice 3: coming up on celebrating 25 years the biosphere is a unesco biosphere site um so in the next year or
[0:14:14] Voice 3: so. It's going to be a lot of exciting work happening. And I think acknowledging the water
[0:14:20] Voice 3: portion that Gallant Trust sits on primarily is going to be certainly potentially a really
[0:14:25] Voice 3: important part of that conversation.
[0:14:28] Trustee Luckham: Thank you, Chris. I'll just add in,
[0:14:31] Trustee Luckham: I actually have attended a couple of meetings of that group over the years, and know a number of
[0:14:38] Trustee Luckham: of no few of the people within the organization.
[0:14:43] Trustee Luckham: The real joy of that organization
[0:14:45] Trustee Luckham: is actually a university sort of component to it
[0:14:51] Trustee Luckham: and a youth component to it that brings new ideas
[0:14:54] Trustee Luckham: and youth into the conversation.
[0:14:56] Trustee Luckham: And the topic of restoration of the basketball court
[0:15:00] Trustee Luckham: is sort of easy win in advancing
[0:15:03] Trustee Luckham: the interest of the biosphere.
[0:15:06] Trustee Luckham: And so, yeah, I think it would be better for us to have more participation in that and a formal appointment would facilitate that.
[0:15:20] Trustee Luckham: um it's also obviously of great interest to all of council not just this ltc and of course the name
[0:15:27] Trustee Luckham: of uh well and the gabriola ltc um as well as potentially um i'm not sure the exact topography
[0:15:35] Trustee Luckham: there but probably it would be uh the name of territory and the gabriella ltc's area may
[0:15:43] Trustee Luckham: touch in that area but certainly this one is definitely directly in there so um over to
[0:15:51] Trustee Luckham: uh vice chair or lcc trustees in this case any questions or comments or remarks or

[0:16:52] Voice 3: presentation but to get a clarity of what the expectation of where that presentation would go
[0:16:56] Voice 3: i kind of heard that you would like that to go to trust council more widely um or um or that you'd

[0:17:05] Trustee Elliott: conservancy at this point um but it would be
[0:17:10] Trustee Elliott: interesting to see if um mabry or if he'd be interested in tailoring a converse or a
[0:17:16] Trustee Elliott: presentation for trust camp so perhaps next year um he's already got
[0:17:25] Trustee Elliott: two presentations that i'd
[0:17:29] Voice 3: go ahead chris uh mr chair i i think that's um i i think it's worthwhile if if um if
[0:17:38] Voice 3: ltc is so inclined to suggest that this go to trust council or come back to be either
[0:17:44] Voice 3: coached with trust council or with with this ltc um the the biosphere region itself is um the the
[0:17:50] Voice 3: portion that intersects with island structures is entirely within the bolinas winchelsea
[0:17:55] Voice 3: the lta um so it's it's not a very large area actually um in terms of how far it goes into the
[0:18:01] Voice 3: out into the water um but um so that's that's one one thing to consider however i do you know the
[0:18:08] Voice 3: the alignment with a conservancy is probably very ideal um there's probably a lot of opportunity
[0:18:13] Voice 3: there and overlap so um
[0:18:16] Voice 3: however if you if you'd like to have either um have the invite the um
[0:18:23] Voice 3: the mobbery to come and do a delegation to this group about what what mobbery is more more fully
[0:18:28] Voice 3: um and and orient you to that um or um or just have them come to the trust council and sort of
[0:18:35] Voice 3: make themselves known to them i think either case those are those are good options and um
[0:18:39] Voice 3: we can if um if ltc feels so inclined um definitely take a resolution to invite them to
[0:18:46] Voice 3: to do a delegation um i wouldn't suggest that you wait to do the appointment because there's
[0:18:52] Voice 3: There's another meeting coming up in December.
[0:18:53] Voice 3: So we would like to probably continue the business while we're doing that.
[0:18:58] Trustee Luckham: Yeah, I'll come to Tim second there.
[0:19:01] Trustee Luckham: My suggestion would be let's make the appointment and then the appointment can raise some communication at the group and have a conversation with them about what they might consider within their capacity to do for either the LTC or balanced trust.
[0:19:19] Trustee Luckham: because i'm not so sure that all trust areas would necessarily have a deep interest in what's
[0:19:26] Trustee Luckham: happening on um mount airsmith anyway that's
[0:19:30] Trustee Elliott: exactly why i said the the conservancy would
[0:19:32] Trustee Luckham: be the conservancy is an excellent uh recommendation so trustee peterson over to you and
[0:19:40] Voice 7: uh thank you chair so my thoughts on this is that um if trustee elliott is willing
[0:19:47] Voice 7: I think by virtue of her being the EC Conservancy rep,
[0:19:54] Voice 7: I think she would be the natural sort of appointment.
[0:20:00] Voice 7: I don't know if we would normally appoint an alternate,
[0:20:05] Voice 7: but I'd be willing to be the alternate if that were the case.
[0:20:10] Voice 7: And yeah, so that was my thought.
[0:20:14] Voice 7: i'm i'm not sure how how well trustee elliott is but i guess we'll find out in a moment
[0:20:20] Trustee Luckham: i'm stuck in that motion no well it didn't sound like a motion

[0:20:27] Trustee Luckham: motion on the floor and then we should ask the nominee if they're interested but i'll just chime
[0:20:33] Trustee Luckham: in although i'm inclined not to take on more responsibility i would um also enjoy being a
[0:20:39] Trustee Luckham: a rep on that and um i also might suggest that perhaps risa smith might be a person that would
[0:20:45] Trustee Luckham: be very interested in that as well the chair of the honest trust conservancy but uh uh so so
[0:20:52] Trustee Luckham: trustee peterson you're you've been very kind and offered up toby elliott and offered to stand in as
[0:20:59] Trustee Luckham: a second toby elliott what are your thoughts um
[0:21:03] Trustee Elliott: thank you for that um i'm really interested in
[0:21:07] Trustee Elliott: in the work of Mabry and the model,
[0:21:10] Trustee Elliott: and it's piqued my interest for at least five or six years.
[0:21:14] Trustee Elliott: So I'd welcome the opportunity to learn more.
[0:21:17] Trustee Elliott: The challenge is that I seem to be overbooked.
[0:21:21] Trustee Elliott: I haven't been able to make a single meeting
[0:21:23] Trustee Elliott: with the climate change readiness group,
[0:21:28] Trustee Elliott: although they've only had two
[0:21:29] Trustee Elliott: since I was appointed as a representative there.
[0:21:32] Trustee Elliott: So wanted to ask how often the meetings were.
[0:21:36] Trustee Elliott: i couldn't find a schedule is it quarterly they're
[0:21:40] Voice 3: generally bi-monthly um i think about
[0:21:43] Voice 3: five meetings a year that makes sense and
[0:21:45] Trustee Elliott: are they generally on zoom or in person i believe the
[0:21:49] Voice 3: last meeting was the first one they'd had in person since before uh that that meeting was
[0:21:54] Voice 3: not also like telecast or anything so it was just a an in-person meeting yeah
[0:21:58] Trustee Luckham: yeah my experience is
[0:22:00] Trustee Luckham: in person and i think there's a preference for that they

[0:28:42] Trustee Elliott: that and we'll have sort of a decision coming back to EC to and sort of a
[0:28:49] Trustee Elliott: priority list of items so again that's executive committee then probably could
[0:28:53] Trustee Elliott: could discuss that at our next meeting uh it was our first meeting in person i think in about a
[0:29:00] Trustee Elliott: year and uh charles khan the new ministerial um appointee joined us for the first time
[0:29:07] Trustee Elliott: and yeah altogether oh and our budget we have a draft budget to forward to financial planning
[0:29:15] Trustee Elliott: committee and i think that's about it i think the climate change area um this is where we're going
[0:29:25] Trustee Elliott: to be looking outside for potentially some grant funding and this could be a really rich area for
[0:29:31] Trustee Elliott: the islands trust council and the conservancy to work on together projects um related to mitigating
[0:29:38] Trustee Elliott: and adapting to climate change in the trust area.
[0:29:43] Trustee Elliott: So we haven't really moved into that discussion yet,
[0:29:46] Trustee Elliott: but it's certainly an area that keeps getting flagged
[0:29:48] Trustee Elliott: as we need to do some work on this.

[0:31:56] Trustee Luckham: related activities presumably there is some funding associated with the LTC that if we
[0:32:02] Trustee Luckham: wanted to do some work minor work somewhere that we could access some communications or
[0:32:09] Trustee Luckham: some sort of funding associated with very minor work but

[0:32:16] Voice 3: There was a desire to do some, if certainly a minor project, maybe a possibility, likely some budget for that in probably not in this fiscal, but in the following.
[0:32:27] Voice 3: So if, because we only have two a year, if there was a desire to explore that, I would suggest that this would be the time to ask staff to prepare an outline of what that might look like in order to prepare a business case for about a year from now.

[0:34:32] Voice 3: like I said, just given the amount of development work that goes on in the islands, I don't
[0:34:38] Voice 3: think that our pilot particularly facilitate mass change that would be enough to impact many people
[0:34:47] Voice 3: the one uh thing i would also comment on is that the as noted in the the mount tarismith report um
[0:34:55] Voice 3: there is a lot of work going on at that level and opportunities to piggyback or build off of that
[0:35:01] Voice 3: work may be the most strategically advantageous for this area so if there's if there's a project
[0:35:07] Voice 3: to be identified it may be out of that group or the connections made through that group
[0:35:12] Voice 3: again with other local governments uh first nations and um
